[Roll Call ]

[00:00:05]

>> I AM SITTING ON THE BRIDGE OF LION.

INAUSPICIOUS START TO MY CHAIRMAN OF THE BOARD.

I WOULD REQUEST IF SOMEBODY THERE WOULD LIKE TO TAKE OFF LEADING THE MEETING FOR TODAY.

>> I WOULD BE HAPPY TO PROBABLY ASK FOR A LITTLE BIT OF GUIDANCE. ROLL CALL.

[INAUDIBLE] SORRY ABOUT THAT.

>> GEOFF. >> PRESENT.

>> CHET. MELISSA.

>> PRESENT. >> AND KEVIN.

>> PRESENT. >> ON THE AGENDA PUBLIC COMMENT. [INAUDIBLE]

[Additions and/or Deletions to Agenda ]

MOVE ON, ANY ADDITIONS TO THE AGENDA?

>> I THINK THAT THE, THERE WILL BE A COMMENT RELATING TO ONE THING -- I HAVE MY TREASURE'S REPORT HERE.

>> OKAY. >> ALL RIGHT.

NO ADDITIONS ONLY THE CAVEAT?

[Approval of Minutes ]

MOVING ON TO APPROVAL OF THE OCTOBER 12 MINUTES.

>> I'LL MAKE A MOTION TO APPROVE THE MINUTES FROM

OCTOBER 12, 2020. >> SECOND.

>> >> OKAY.

ALL IN AGREEMENT? (VOTE TAKEN).

>> THOSE CALLING IN HAVE TO VOTE --

>> AYE. >> THANK YOU.

>> THE EYES HAVE IT. >> SOUNDS UNANIMOUS.

>> YES: WITH THAT THE TREASURE'S REPORT.

[Treasurer’s Report ]

>> IN YOUR PACKET THERE ARE SOME FINANCIAL STATEMENTS.

I BELIEVE THERE WAS A YEAR END STATEMENT AND POSSIBLY -- YOU WILL NOTICE VERY LITTLE ACTIVITY OCCURRED IN THE MONTH OF OCTOBER. IF ANYONE HAS ANY QUESTIONS IN REGARDS TO THE FINANCIALS I'LL FIELD THEM NOW.

I WAS, I THINK YOU ASKED ME TO LOOK UP AND I ASKED THE MAYOR'S BANK FOR THEIR HIGHEST AND BANK RATE FOR THE BALANCE IN OUR CHECKING ACCOUNT WHICH SPEEDS $585,000 I BELIEVE -- EXCEEDS $585,000 I BELIEVE.

5:47,000 INCLUDING THE C.D.RETURN.

THE BEST RATE THEY COULD OFFER WOULD BE 6 MONTHS AND A YEAR AND THAT WOULD BE .3%.

AS I MENTIONED BEFORE THESE ARE QUALIFIED FUNDS WHICH COME INTO THE COST OF THE BANK FOR THEM HAVING TO POST SECURITIES AT THE STATE LEVEL.

IF Y'ALL HAVE ANY DISCUSSION ON THAT IS IT.

>> WHAT DID YOU SAY THE NUMBER WAS?

>> .3. >> BOTH TERMS?

>> SIX MONTHS OR A YEAR: MY RECOMMENDATION PROBABLY 6 MONTHS. IN LIGHT OF WHAT OCCURRED THIS MORNING THE TEN-YEAR TREASURY WENT UP APPROXIMATELY 25 BASES POINTS.

IT'S PUSHING 1% NOW. IT WAS ABOUT .72 THIS MORNING. SO THAT HAS A LOT TO DO WITH

SHORT-TERM RATES AS WELL. >> YOU SAY IN LIGHT OF WHAT HAPPENED, TALKING ABOUT THE MARKET?

>> CORRECT. I THINK A SIX MONTH RATE OR EVEN -- I'M SURE THEY'LL DO A SHOULDER TERM IF WE ASK IT. I DIDN'T ASK THEM THAT BUT

THAT IS WHEN THEY OFFERED. >> WHICH MAY BE PRUNED APPROACH GIVEN THE ANTICIPATED VOLATILITY OVER THE NEXT THREE MONTHS OR SO. -- WHICH MAY BE PRUDENT.

[00:05:09]

>> I HAVE A QUESTION. >> MM-HMM.

>> SO THE 8,160 .38 IS CURRENTLY IN A C.D.

LARGER AMOUNT 539,298 THAT IS NOT IN A C.D.

-- >> MONEY MARKET.

>> OKAY. >> THAT RATE IS.

>> I BELIEVE IT WAS UNDER AGREEMENT BEFORE.

THE SAME. I COULD PROBABLY ASK THEM IF THEY WOULD LEAVE IT AT THAT RATE.

I DON'T KNOW IF THEY'LL DO THAT NOW.

I DIDN'T ASK THEM WHAT THE RATE WAS.

ORIGINALLY THEY HAD I THINK IT WAS ABOUT 2 YEARS AGO THEY CAME UP WITH A SIMILAR RATE FOR BOTH PRODUCTS.

SO LONG AS WE DID SO MUCH OF THE C.D.YES GUARANTEED THE RATE ACROSS BOTH ACCOUNTS. THE E-MAIL I SENT HER STATED THAT THE AUTHORITY IS LOOKING FOR MONEY MARKET C.D.RATES. THEY CAN EITHER OPEN A NEW C.D.TO ADD ONE OR ADD TO THE CURRENT ONE THEY ARE.

THEY'RE BEING LOOKING AT KEEPING ALL BUT $25,000 IN AN VEHICLE. THEY LEAVE $25,000 IN THE OPERATING ACCOUNT/MONEY MARKET ACCOUNT.

>> I'M TRYING TO UNDERSTAND A LITTLE BIT.

WHAT THAT NUMBER IS FOR THE MONEY MARKET VERSUS C.D.

25, IS THAT A RECOMMENDED NUMBER?

>> TO LEAVE IN THE BANK ACCOUNT?

>> YES. >> VERSUS C.D.

>> I WOULD THINK WE'RE GOING TO NEED $17 OR $18,000 THIS YEAR POSSIBLY. THEMER WE PUT IN THE C.D.I DON'T WANT TO -- I WON'T WANT TO RECOMMEND THE AUTHORITY TO OVERFUND THE C.D.THEN I'M GOING TO THE BANK SOMETIME IN MARCH TO PAY THE P.P.C.FEE OR THE ANY OTHER POSSIBLE GRANTS YOU MAY OR MAY NOT DO.

>> IT'S ALL IN THE SAKE OF LIQUIDITY.

I THINK YOU ARE ASKING IS THERE ANY BENCH MARC THAT WOULD SAY 10, 20% OF FUNDS BEING --

>> YES. >> YES.

>> I COULD ASK THEM IF THEY'LL DO IT ALL IN THE MONEY MARKET, GIVE US A GUARANTEED RATE FOR 6/ -- SO MANY MONTHS AND LEAVE IT THE WAY WE HAVE IT.

>> THERE IS AN ARGUMENT TO BE MADE FOR THAT.

BACK TO THE CONCEPT OF VOLATILITY.

KIND OF LEAVING IT IN, LETTING THE DUST SETTLE THEN MAKING A DETERMINATION ON THE OTHER SIDE OF THIS.

THEN AT LEAST WE SOLVED THE LIQUIDITY PROBLEM.

NOT SAYING -- AT THE END OF THE DAY WE'RE PROBABLY TALKING ABOUT THE DIFFERENCE OF BASIS POINTS.

WE DON'T NEED TO BE, WE DON'T NEED TO BEE LABOR THE POINT IS WHAT I'M SAYING BUT CREATE A COURSE OF ACTION

AND STICK TO IT. >> I WOULD THINK THAT THE MOVEMENT IN THE BOND MARKET IS PROBABLY WHERE IT'S GOING

TO STAY OR MAYBE PEAL BACK. >> THAT'S FAIR.

>> DEPENDING ON WHAT STIMULUS ACTION THAT MAY OR MAY NOT OCCUR IN THE NEXT THREE MONTH IS GOING TO HAVE A DIRECT CORRELATION ON THE BOND RATE WHICH WILL

TERRIFIC TRICKLE DOWN. >> THAT'S RIGHT.

WHAT DO YOU THINK GROVE THE -- DROVE THE ACTIVITY ON THE MARKET. NEWS ON THE VACCINE?

>> 100%. >> ANTICIPATING MANUFACTURE NOWS WILL ARE COMING -- MORE NEWS WILL BE COMING IF THEY'RE 90% BASED ARE TO ME THAT SPEAKS TO VOLATILITY.

>> YEAH. YEAH.

>> WHEN THE MARKET REACTS NORMALLY TO A 6 MONTH WINDOW. TODAY WAS DIGESTING WHEN THEY'RE THINKING IS GOING TO GO ON.

THE SECTORS THAT MAINLY WENT UP WAS MAINLY BANKS, TECH STOPS GOT BEAT UP IN RELATION.

SOME OF THEM DECLINED. HOUSING STOCKS TOOK A BEATING. WHICH IS INTERESTING.

AMAZON, NETFLIX ZOOM CAME BACK BUT GOLDMAN SACHS, 10, 11 POINT RISE, AMERICAN EXPRESS WAS OVER 20%.

ON 100 STOCK. ANYWAY.

>> IS THERE ANY DECISION FOR FURTHER DISCUSSION --

[00:10:03]

>> I COULD REACH BACK OUT TO THEM.

I THINK YOU ARE ASKING ME IF I CAN GET A MORE OF A CONCRETE SOMETHING ON THE MONEY MARKET SIDE IN

RELATION TO WHAT THE C.D.IS. >> THAT'S FAIR.

>> IF YOU WANT, I BELIEVE YOU COULD DO A MOTION AND CHET COULD HELP OUT HERE, THAT I COULD WORK WITH THE

CHAIRMAN IN THE INTERIM. >> WORK WITH YOU.

>> IN ORDER TO COME UP WITH WHAT WE -- IN CASE WE DON'T HAVE A MEETING IN DECEMBER OR JANUARY, WE'RE NOT SITTING HERE EARNING A SMALLER RATE.

YOU WANT ME TO -- >> RIGHT.

>> HOW WOULD WE WORD THAT, DO A MOTION FOR KEVIN OR

GEOFF -- >> REPORT TO THE BOARD.

>> THAT ACTION WAS TAKEN. >> YES.

>> YOU POINT TO SOMEWHERE I CAN DEAL WITH.

>> I WOULD MAKE A MOTION FOR OUR CHAIRMAN TO WORK WITH HENRY ON THAT IN THE ABSENCE OF A MEETING IN THAT TIMEFRAME BETWEEN NOW AND THEN.

>> SECOND THAT MOTION. >> ALL IN FAVOR (VOTE

TAKEN). >> THANK YOU.

>> ONLY OTHER THING I DID HAVE, TWO MORE THINGS.

I BELIEVE IT COME TO THE LIGHT THAT THE COUNTY IS GOING TO HAVE A NEW OUTSIDE FINANCIAL AUDITOR AND I'VE YET TO HEAR WHO THAT IS. I WOULD THINK THE PROCESS, COMMISSIONER WOULD HAVE MORE INSIGHT ON THAT THAN ME.

BUT AT WHAT TIME THE CHAIRMAN WILL HAVE A FEW DOCUMENTS THAT WILL HAVE TO BE SIGNED, BUT I DON'T BELIEVE I HAVE ANY TIME FRAME WHO OR THE TIMING OF THAT WHEN IT WOULD BE. NEXT I WAS PRESENTED A DOCUMENT THAT JENNIFER IS GOING TO E-MAIL TO EVERYONE IN RELATION TO BAY VIEW.

I QUICKLY REVIEWED IT BEFORE THE MEETING.

IT SEEMS BAY VIEW'S, I THINK IT WAS 18 MONTHS AGO MAYBE, SOMETIME EARLY SUMMER LAST YEAR, MAYBE APRIL OF LAST YEAR. THEY CAME TO THE AUTHORITY ABOUT SELLING BUCKINGHAM SMITH.

I BELIEVE FOR 1.2 MILLION. IT LOOKS TO ME IN THE DOCUMENT FROM THE COURT DECISION UP NORTH IN MINNESOTA, TRUSTEE, THAT THAT DEAL NEVER WENT THROUGH AND THERE IS A NEW DEAL NOW. 1.4 MILLION, WHATEVER BEARING THAT MAY HAVE ON THE AUTHORITY IT'S NOT GOING TO BE SET BUT WE DID SEND A LETTER --

>> WHAT IT IS IS THE TRUSTEES APPLIED TO A, TO THE FIRST SUPERIOR COURT THEN LATER ON TURNED GOING UP HIGHER. THE COURTS IN MINNESOTA TO CONFIRM OR TO CONSTRUCT THE TRUSTEE -- INSTRUCT THE TRUSTEE TO GO AHEAD WITH THE APPEAL.

IN SO FAR AS THE BOND ISSUE IS CONCERNED, BUCKINGHAM SMITH WAS PART OF THE SECURITY FOR THE BONDS.

WHAT WAS PROPOSED, MANY MONTHS AGO, WAS THAT THE MONIES RECEIVED WERE THE SALE OF BUCKINGHAM SMITH AND PART OF IT WOULD GO TO THE SECURITY TO THE BONDS AND BALANCE OF IT WOULD BE USED TO SHORE UP CURRENT DEBT OR PAY INDEBTEDNESS THEY HAVE. IN SO FAR AS THE DOCUMENT THAT WAS RECEIVED FROM THE COURT IN MINNESOTA, THE U.S.

SUPREME COURT HAS PREVIOUSLY HELD IN OTHER CASES THAT A COURT OF ANOTHER STATE HAS NO JURISDICTION OVER A STATE AGENCY AND IN A DISTANT STATE THEREFORE NEVER NO JURISDICTION, EVERYBODY WILL PROBABLY IGNORE THAT BUT THE PROBLEM IS IF YOU CONTEST THE JURISDICTION OF IT FOR WHATEVER REASON, THEN YOU ARE STUCK WITH WHATEVER THE RULING MY THE MINNESTA COURT IS.

YOU HAVE TO SPEND MONEY TO HAVE A LAWYER DO IT.

SO IF THEY WANT TO DO SOMETHING, THEY ULT MAYLY ARE GOING TO HAVE TO COME TO FLORIDA ANYWAY.

MY RECOMMENDATION IS DO NOTHING.

DON'T SPEND THE MONEY. >> WAS THIS THE -- WHEN THIS CAME IN FRONT OF US, THAT WAS I WOULD SAY ALMOST 3 OR 4 MEETINGS IN A ROW THEN IT ENDED UP HAVING TO GO BACK TO THE COMMISSIONERS IN. THERE WAS A RULING IN MINNESOTA THAT WE'RE WAITING ON.

IS THAT, WAS THAT THE RULING? I BELIEVE IT IS, RIGHT IN THE SO WHAT YOU ARE SAYING IS THAT THAT HAS BEEN DENIED BY THE COURTS?

>> BASICALLY. THE, WHAT THEY'RE DOING IS

[00:15:01]

TO BE BINDING ON THE BOND HOLDERS, AND APPARENTLY WHAT WHAT WE KNOW FROM THE PREVIOUS THING IS THAT THE MAJOR BOND HOLDERS ARE IN FAVOR OF IT BECAUSE OTHERWISE, THEY PROBABLY END UP WITH NOTHING.

ANY OTHER QUESTIONS OR COMMENTS?

>> I HAVE OUR ANNUAL FEE AND REPORT THAT I'LL GET WITH GEOFF AND HAVE HIM SIGN THE AMOUNTS 175.

HAVE A RECORDS MANAGEMENT COMPLIANT STATEMENT.

I'VE JUST SIGNED IT AND WE DISCLOSED NO RECORDS AND I HAVE AME FEE LAST MONTH FOR $853 .50.

OTHER THAN THAT THAT'S ALL I HAVE.

>> OKAY. THANK YOU.

>> MR. CHAIRMAN, IF I CAN OFFER A LITTLE MORE CLARITY ON WHEN MR. COLLIN MENTIONED IN REGARD TO THE NEW AUDITOR, THE AUDITOR WE LAST OCTOBER 20 THE FOUR COUNTY COMMISSIONERS IN APPROVED TO MOVE PHEW FORWARD WITH AUDITOR THERE ALSO, THEY ARE APPROVED BY THE STATE AND WE'RE GOING TO PIGGY BACK ON THE STATE'S CONTRACT, STATE OF FLORIDA'S CONTRACT SO WE WOULDN'T HAVE TO R.F.P.AGAIN BECAUSE OF SOME THINGS THAT WERE HAPPENING WITH C. R. I.

SO THAT IS THE STATUS WE'RE MOVING FORWARDS WITH.

R. S. M. U.S. L. L. P. >> COMMISSIONER, IS IT GOING TO BE A SIMILAR THING WHERE THE I.D. E. IS GOING TO FALL UNDER THE COUNTY'S CONTRACT? IN YEARS PAST WE'RE BILLED

SEPARATELY. >> I DO DO NOT KNOW THAT.

WE CAN FIND OUT. >> OKAY.

THANK YOU. >> THANK YOU.

>> THANK YOU. >> ALL RIGHT NOW NEW

[THE PLAYERS Championship 2021 Ticket Package Update ]

BUSINESS? PLAYERS CHAMPIONSHIP 2021

TICKET PACKAGE UPDATE. >> YES, SIR.

MIKE MCCABE, SO I'VE SPOKEN TO THE T.P.C.ON SEVERAL OCCASION THAT IS WE'RE INTERESTED IN THE TEN UNIT PACKAGE, TEN TICKET PACKAGE.

THEY'VE HAD QUITE A BIT OF CHANGES ASSOCIATED WITH THE DIFFERENT PACKAGES THEY OFFER.

SO APPARENTLY LEGAL HAS BEEN BACKED UP.

I'VE BEEN ON PHONE CONVERSATIONS AND E-MAILS WITH ED WALLER WHO IS OUR REPRESENTATIVE THAT HELPS WITH OUR TICKETS. BUT I DO NOT HAVE A PHYSICAL CONTRACT TO PRESENT AT THIS TIME.

LAST MONDAY I SAID I GOT TO HAVE IT DROP DEAD TO BE ON THE AGENDA BY THURSDAY AND NOTHING.

AND WE TALKED BACK AND FORTH AND STILL, LEGAL IS BEHIND.

MY HOPE IS ASSUMING WE WILL GATHER WITH THE TEN UNIT PACKAGE -- I WON'T ASSUME ANYTHING, PARDON.

I WILL BE SURE THAT THE CONTRACT IS PERFECT ON THE TERMS AND CONDITIONS SO I DON'T HAVE TO GO BACK TO HIM 100 TIMES. I'VE TOLD HIM THAT.

BUT I'VE ALWAYS HAD TO ASSOCIATED WITH LEGAL TO TRY TO GET THE CONTRACT APPROPRIATE FOR OUR MUNICIPAL PURPOSES. FOR THE I.D. A.'S PURPOSES.

PARDON ME. >> OKAY.

SO -- >> I'LL DO MY BEST TO HAVE

IT NEXT MEETING. >> GOT IT.

>> I DON'T SEE WHY WE WON'T BUT I COULD HAVE TOLD THAT

YOU 30 DAYS AGO AS WELL. >> UNDERSTOOD.

RIGHT. OKAY.

ANY FURTHER BUSINESS ON THE PLAYERS THEN UNTIL WE GET AN UPDATE AND ARE ABLE TO ADDRESS THAT? ANY OTHER QUESTIONS OR COMMENTS? OKAY. THE NEXT ITEM ON THE AGENDA

[2021 Meeting Schedule Discussion ]

IS THE 2021 MEETING SCHEDULE DISCUSSION.

>> THE THOUGHT BEHIND THAT WAS SINCE NOW WE'RE FINISHING UP THIS YEAR IT MIGHT BE GOT TO DISCUSS IF NEXT YEAR WE WANT TO MEET EVERY MONTH OR WE WANT TO DO A DIFFERENT SCHEDULE EVERY OTHER MONTH OR WHAT HAVE YOU. SO JUST THOUGHT WE WOULD

OPEN THAT UP FOR DISCUSSION. >> I DON'T HAVE AN OPINION ON THAT. THIS IS MY FIRST IN PERSON

MEETING. >> GEOFF, YOU CAN CHECK TO THIS AS WELL AS MELISSA, IF WE DON'T HAVE ANYTHING IN DECEMBER WE WON'T HAVE A DECEMBER MEETING.

IF WE DON'T HAVE ANYTHING SUBSTANTIVE ON THE AGENDA.

OUTSIDE OF THAT, I MEAN, YOU KNOW, AS LONG AS I'VE BEEN HERE, THIS IS JUST FINISH THE FOUR YEAR TERM STARTING A SECOND TERM. WE'VE MET EVER MONTH.

THERE HAS BEEN DISCUSSION IN THE PAST IF THERE IS NOT

[00:20:01]

EITHER A BOND ISSUANCE OR SOMETHING OF SIGNIFICANCE, OBVIOUSLY THIS YEAR WAS THE COMPLETE OPPOSITE, WE HAD EMERGENCY, AT LEAST ONE EMERGENCY MEETING TO HELP RESPOND TO THE CHALLENGES THE, THE PANDEMIC CHALLENGES BUT THERE HAS BEEN DISCUSSION THAT DO WE NEED TO MEET EVERY MONTH? SO I THINK IT'S SOMETHING MY PERSPECTIVE IS WE, SOMETHING WE CAN DISCUSS.

IT, I'VE FOUND IT TO BE TRUTHFUL BUT I UNDERSTAND -- FRAUGHTFUL BUT I UNDERSTAND THERE IS AN ADMINISTRATIVE BURDEN WITH RESOURCES THAT ARE INCREASINGLY LIMITED.

SO MAYBE SOMETHING WE SHOULD ASK JENNIFER AS WELL.

THAT'S MY PERSPECTIVE. >> THAT'S FAIR.

>> THE ADVANTAGE OF HAVING THE REGULAR MEETING EVERY MONTH IS YOU DON'T HAVE TO ADVERTISE IT.

BECAUSE THAT'S THE REGULAR MEETING.

IF YOU HAVE A SCHEDULE THEN YOU DEVIATE FROM THE SCHEDULE, BY, SAY YOU HAVE THE REGULAR MEETINGS EVERY OTHER MONTH, THEN YOU DECIDE TO HAVE ONE ON THE OFFMONTH THEN WE'LL HAVE TO ADVERTISE IT AND WE'LL ENRICH THE ST. AUGUSTINE RECORD BY ABOUT $100.

>> OKAY. >> I'VE BEEN COMING TO THE MEETINGS FOR 21 YEARS. ORIGINALLY WE DID MEET EVERY OTHER MONTH. NOT IN DECEMBER AND NOT IN JUNE AND JULY. AUGUST WAS ALWAYS A MEETING TIME FOR BUDGET PURPOSES AND SEPTEMBER.

WITH LEAKS OF OFFICERS. THEN WE WOULD MEET NOVEMBER, JANUARY, MARCH, MAY, AND THEN BACK IN AUGUST.

CONCERN CIRCUMSTANCES THE BOARD AT ONE POINT HAD A STAFF, OUTSOURCED STAFF AND EVERYTHING ELSE AND THE MEETINGS WERE TWO AND THREE HOURS LONG, BUT ON MY END, IF IT'S BUDGETED, YOU NEED A CHECK SIGNED, I THINK I CAN GET THAT DONE. IF IT'S A NON-BUDGET ITEM I DON'T THINK I WOULD DO THAT. BUT I WOULD THINK JANUARY WITH THE CRITICAL MEETING, FOR THE SIMPLE FACT THE PLAYERS IS IN MARCH. BUT I GUESS ONCE THE CONTRACT IS DONE, IT'LL GIVE GUIDANCE TO THE CHAMBER WHO DELIVERS THE TICKETS THAT IS A DONE DEAL.

BUT OTHER THAN THAT THE CORRESPONDENCE I HAVE WITH THE EXTERNAL AUDITOR IS MORE WITH THE CHAIRMAN, NOT NECESSARILY A MOTION OF THE BOARD AT ALL.

FOR ME IT WOULD BE 3, 4 MEETINGS A YEAR.

UNLESS THERE IS A BOND ISSUE >> DO WE HAVE ANY BOND ISSUES ON THE HORIZON RIGHT NOW?

>> NOT YET. BUT WE NORMALLY TOWARD THE END OF THE YEAR WE GET THE BOND ISSUES, OCCASIONALLY TOWARD THE BEGINNING OF THE YEAR BUT THERE IS NOTHING ON

THE HORIZON THAT I KNOW OF. >> DO WE THINK BASED ON THE ELECTION AND OTHER FACTORS WE MAY SEE EXPECTED INCREASE

OR DECREASE THIS YEAR? >> USUALLY EXPERIENCE IS IF THE INTEREST RATES ON BONDS EITHER GO UP OR GO DOWN, ARGUABLY MUCH LOWER BUT THEN THERE ARE REFUNDINGS BASED ON THE CRYSTAL BALL THAT FINANCIAL ADVISOR TO THOSE THAT HAVE OUTSTANDING BONDS FOR C.'S.

>> OKAY. I THINK MY STANDING ON THIS ISSUE, I WOULD LIKE TO SEE AND EVERY OTHER MONTH.

I THINK TO YOUR POINT IF WE START ON JANUARY, JANUARY, MARCH, ON TO MAY, WE CAN, CAN WE AMEND THE SCHEDULE.

IF WE GET TO MAY AND SAY WE HAVE TOO MUCH.

WE'RE GOING TO DO MEETINGS EVERY MONTH UNTIL DECEMBER, GEOFF, IS THAT SOMETHING WE'D NEED TO PUBLICIZE SINCE WE'VE WOULD HAVE ALREADY ONCE SAID --

>> YOU ONLY HAVE THEM EVERY OTHER MONTH, THAT IS THE REGULAR MEETING SCHEDULE AND YOU CANCEL, YOU DON'T HAVE TO DO MUCH BUT IF YOU HAVE OR IF YOU HAVE IT EVER MONTH THEN YOU CANCEL THEN YOU DON'T HAVE TO DO MUCH BUT IF YOU HAVE IT EVERY OTHER MONTH AS THE REGULAR MEETING THEN YOU HAVE OWN IN THE OFFMONTH IT'S GOING TO HAVE

TO BE ADVERTISED. >> I GUESS WHAT I'M ASKING IF WE DECIDE IN MAY WE'RE GOING TO HAVE THEM EVERY MONTH CAN WE MAKE A NEW SCHEDULE AT THAT POINT OR

WOULD WE HAVE TO DO -- >> NO, WE WILL READVERTISE

THE NEW SCHEDULE. >> OKAY.

[00:25:01]

>> I THINK. I THINK THAT'S WHAT I WOULD LEAN TO. WE DO A COUPLE OF MONTHS EVERY OTHER MONTH AND THEN AROUND THE MARCH MEETING OR THE MAY MEETING, TALK ABOUT FOR THE REST OF THE YEAR IF WE SEE THERE IS A NEED TO INCREASE OR IF WE'VE SOME ISSUES ON THE HORIZON THAT THEN I THINK WE COULD DO AN AMENDED SCHEDULE TO ADD THE OTHER MEETING.

I LIKE THE IDEA OF BEING ABLE TO CANCEL AND MAYBE CANCELLING UNDER PARTICULAR CIRCUMSTANCES IF HENRY DOESN'T NEED ANYTHING SIGNED WE DON'T HAVE ANY BOND ISSUE, X., Y., Z. THE ONLY PROBLEM IS A LOT OF US HAVE TO PLAN AHEAD FOR THESE.

SO I DON'T KNOW IF THAT WOULD BE MORE OF A BURDEN TO HAVE PLANNED FOR IT AND THEN HAVE TO CHANGE IT, BUT THAT WOULD, I WOULD LIKE TO GET MORE INPUTS FROM OTHER

MEMBERS AS WELL. >> MY VIEW, ANOTHER KIND OF BOARD ROLES AND EVEN JUST FROM A CORPORATE PERSPECTIVE, WHEN YOU LET, WHEN YOU BREAK UP THE INDICATENCE OF MEETINGS AND -- CADENCE OF MEETINGS AND HAVE LESS FREQUENT MEETINGS THE MEETINGS YOU DO HAVE END UP BEING LONGER AND THE AMOUNT OF TIME THAT GOES BETWEEN THEM SOMETIMES INFORMATION FALLS THROUGH THE CRACKS. I FOUND THAT A LOT OF PEOPLE -- YOU END UP REHASHING A LOT OF THINGS AT THE, WHEN YOU SPREAD THE MEETINGS OUT BECAUSE PEOPLE HAVE TO BE REBROUGHT BACK UP UP TO SPEED.

I DON'T KNOW YET THE PACE AND THE DEPTH WHICH THESE BOND REQUESTS COME IN OR THE RESPONSIBILITIES THAT ARE PLAID ON THE BOARD. THAT'S WHY I HAVE A HARD TIME SAYING THAT COULD BE AN ISSUE, BUT I THOUGHT IT WOULD BE WORTH CALLING OUT POTENTIAL RISK.

>> THERE WAS ONE BOARD THAT THE NO LONGER EXISTS THE COUNTY HAD WHERE WE WENT THREE MONTHS WITHOUT A QUORUM. SO THE ONLY PEOPLE THAT SHOWED UP WAS ME AND THE EXECUTIVE DIRECTOR AND CHAIRMAN AND WE SAT THERE FOR 15 MINUTES AND THEN

SAID, NO QUORUM, YOU KNOW. >> MELISSA DO YOU HAVE ANY

THOUGHTS? >> HAVING ONLY BEEN ON THE BOARD FOR ONE YEAR, YOU KNOW IT'S, DEFER I THINK BACK TO THE -- [INAUDIBLE] MY VOTE WOULD BE BE FOR MONTHLY MEETINGS TO HOW WE'VE BEEN USED TO AND RELATIVELY SHORTER SO THAT THINGS DON'T GET DELAYED WITH A MONTH OF TIME IN

BETWEEN. >> I WILL SAY THAT, YOU KNOW, WE'VE HAD TIMES WHERE OUR MEETINGS ARE IN HERE, PREVIOUSLY THEY WERE UPSTAIRS BEFORE THIS YEAR AND WE WOULD BE MEETING FOR TWO AND A HALF HOURS.

AND AN HOUR AND A HALF OR AN HOUR IS SMALL TALK.

SO HAVING MONTHLY MEETINGS AND KEEPING THEM ON POINT WHERE THEY'RE SHORTER, I THINK WE CAN ACHIEVE THAT.

AND BE EFFECTIVE AND BE PRODUCTIVE: I ALSO KNOW THAT WE'RE, KEVIN'S POINT, THERE IS TIMES WHERE WE COULD MISS THINGS AND WE'RE APPOINTED TO, FROM I THINK THE COMMISSIONER'S STANDPOINT TO KEEP PERSPECTIVE ON THESE MATTERS.

NOT THAT YOU CAN'T DO THAT ON AN EVERY OTHER MONTH BASES BUT I FOUND IN THE LAST COUPLE OF YEARS KEEPING MEETS EFFICIENT ONPOINT IT HASN'T BEEN A PROBLEM ON A MONTHLY BASIS. I DO ALSO THINK THAT WE PROBABLY WILL HAVE A BETTER PICTURE OF WHAT NEXT YEAR LOOKS LIKE GOING INTO NEXT YEAR.

I THINK RIGHT NOW, THERE IS JUST A LOT OF UNCERTAINTY AND MOVE MOVING PIECES IN OUR ECONOMY AND GLOBALLY AND DECISIONS ON, FROM ORGANIZATIONS ON REFUNDINGS OR ISSUANCES. I THINK AS THE YEAR BEGINS, WE'LL PROBABLY HAVE A BETTER, SOME MORE CLARITY.

THAT IS MY PERSPECTIVE. >> IS THIS AN AGENDA ITEM TO MAKE A FORMAL DECISION TODAY OR DISCUSSION ITEM --

>> YOU CAN MAKE A DECISION NOW OR YOU CAN WAIT.

>> GEOFF, WHAT ARE YOUR THOUGHTS ON THE MATTER AFTER

[00:30:02]

HEARING FROM THE GROUP? >> SURE, I MEAN I THINK THERE ARE A LOT OF GREAT POINTS VERY WELL TAKEN AND I AGAIN I DON'T THINK THAT IT'S BAD TO HAVE MEETINGS EVERY MONTH. SO OBVIOUSLY, IF THAT IS THE WAY WE DECIDE TO GO, AND I WOULD FULLY SUPPORT THAT AS WELL. I THINK IF WE WANT TO START OFF AS WE GO INTO THIS NEW ADMINISTRATION AND INTO THE NEW YEAR AND INTO A NEW PERHAPS PHASE OF THE PANDEMIC, YOU KNOW, SCHEDULING MONTHLY MEETINGS AND THEN CONSIDERING AFTER A COUPLE OF MONTHS THE OTHER WAY. I THINK I WOULD SUPPORT

THAT, TOO. >> WHAT I'M HEARING SOMETHING MAYBE WE CONTINUE TO PUT ON AS AN AGENDA ITEM FOR FUTURE MEETINGS, AND MAKE A DECISION KIND OF AS WE LEARN MORE AND IN THE YEAR UNFOLDS, MAKES SENSE.

>> RIGHT NOW, I WOULD WANT TO KEEP IT AT EVERY MONTH AND WE CAN CERTAINLY DISCUS IT IN THE NEXT MEETING IF WE HAVE THE NEXT MEETING IN JANUARY OR, YOU KNOW,

WHENEVER THE NEXT MEETING IS >> FEBRUARY OR MORE.

>> DOESN'T SOUND LIKE WE'VE ANYTHING TO DECIDE OR ANYTHING TO APPROVE ON THAT TODAY.

[Reports ]

NEXT AGENDA ITEM IS I.D.A.MEMBER REPORTS.

IS THERE A CADENCE WE NEED TO FOLLOW?

[INAUDIBLE] >> OKAY.

OKAY. WITH THAT YOU WANT TO KICK

US OFF? >> YES, THE ONLY THING I WOULD HAVE IS I THINK IT WOULD BE HELPFUL AND AGAIN MAYBE NOT EVERY MONTH BUT OCCASIONALLY TO HAVE AN UNDERSTANDING OF HOW CONTINUING OUR RELIEF EFFORTS GOING IN THE COUNTY. THE LAST THING I WANT TO DO IS ASK FOR MORE REPORT PENTAGON JENNIFER UP' DONE A GREAT JOB KEEPING US TO SPEED ON THAT.

ESPECIALLY LAST YEAR HOLDING MY HAND THROUGH A LOT OF WHAT WE'RE GOING THROUGH BUT I THINK IT'S HELPFUL TO KNOW OCCASIONALLY GOING INTO NEXT YEAR.

SOME OF THAT WE CAN DO ON OUR OWN BUT FOLLOWING THE ACTIVITY AT THE COMMISSION LEVEL.

BUT I THINK IT'S HELPFUL TO KNOW SO WE CAN BE KEEPING IN MIND HOW WE CAN POTENTIALLY PLAY A PART IN CONTINUING TO

SUPPORT THE COUNTY. >> THANK YOU.

>> MELISSA? >> NO POINT.

>> NO POINT. OKAY.

GEOFF, ANYTHING TO REPORT? >> YES.

YES. I WANT TO SAY WE DO SERVE AT THE PLEASURE OF THE COUNTY COMMISSIONERS IN AND DO WANT TO CONGRATULATE THE NEW COMMISSIONER CHRISTIAN WHITEHURST WHO WAS ELECTED AND THEN ALSO HENRY DEAN WHO WAS REELECTED. WE'RE HAPPY TO WORK WITH THEM. WE'RE APPRECIATIVE OF THE SUPPORT THAT THE COMMISSIONERS GIVE US.

AND I WANT TO DIDN'T THEM ON THE RESULTS -- COMING THEM

ON THE RESULTS. >> ANYBODY FROM THE CHAMBER

LIKE TO SPEAK OR -- >> THE ONLY THING I WOULD LIKE TO SHARE WITH YOU IS WE DO HAVE THE ECONOMIC DEVELOP COUNCIL MEETING OF THE CHAMBER MEETS ON THE THIRST WEDNESDAY AT 10:00 AM. WE DO THIS BY ZOOM.

YOU ARE INVITING TO JOIN, WE'RE HOSTING THIS MEETING TUESDAY MORNINGS AT 9:00. IT WAS' COINCIDING WITH THE BOARD OF COUNTY COMMISSIONERS IN.

WE SWITCHED TO OF MONTH SO WE PUSHED IT AROUND A LITTLE BIT SO THAT IS COMING UP NEXT WEEK WEDNESDAY AT 10:00 AM. JOIN US IF YOU WOULD LIKE.

THEN THE NEXT ITEM ON OUR CALENDAR IS OUR QUARTERLY BREAKFAST SERIES DECEMBER 4TH.

IT WILL START EITHER AT 8:00 OR 8:30, WE'RE DOING THAT VIRTUAL SITUATION STILL AT THIS MOMENT.

BUT WE'LL, I'LL GET MORE INFORMATION TO FINALIZE DETAILS FOR THAT. THE SPEAKER IS SENATOR TRAVIS HUDSON. SO HE WILL BE TALKING ABOUT HIS ROLE ON THE APPROPRIATIONS COMMITTEE AND TRANSPORTATION FOR OUR REGION: THAT'S IT FOR ME.

THANK YOU. >> THANK YOU.

ANY OTHER REPORTS OR COMMENTS?

>> JUST TO ADD TO IT, THANK YOU, MR. CHAIRMAN, THE BOARD OF COUNTY COMMISSIONERS IN HAS ALSO ONE MORE THAT WAS RELIANTED. PAUL WALTER RAN UNOPPOSED BUT HE HAS BEEN REELECTED AS WELL.

THE BOARD ON NOVEMBER 17 WILL BE REORGANIZED AND JIMMY JOHNS WILL BE GOING OFF.

[00:35:01]

CHRISTIAN WHITE HURST WILL BE COMING ON.

A NEW CHAIRMAN, A NOVICES CHAIRMAN, THAT WILL HAPPEN

ON THE 17TH SO THANK YOU. >> THANK YOU.

>> I ALSO DO HAVE AN UPDATE ON THE GRANT PROGRAM NUMBERS THAT YOU MENTIONED. I THINK IN THE LAST MEETING, WE HAD MENTIONED THAT THERE WAS GOING TO BE A PHASE TWO OF BOTH A SMALL BUSINESS AND AN NONPROFIT GRANT PROGRAM.

THAT HAS LAUNCHED AND IT WILL RUN THROUGH NOVEMBER 20TH. SO THAT IS OPEN CURRENTLY.

BUT FOR PHASE ONE OF THE SMALL BUSINESS GRANT PROGRAM, 511 APPLICATIONS WERE RECEIVED.

310 BUSINESSES HAVE BEEN APPROVED OR NOTIFIED OF A GRANT AWARD. THEN FOR PHASE TWO OF THE PROGRAM, SO FAR WE HAVE RECEIVED 126 APPLICATIONS.

IT'S THE SAME PROGRAM JUST REOPENED FOR THOSE WHO MAY HAVE MISSED THE DEADLINE. THEN FOR PHASE ONE OF THE NONPROFIT GRANT PROGRAM, WE RECEIVED 80 APPLICATIONS AND 49 NONPROFITS HAVE BEEN APPROVED AND OR NOTIFIED OF THE GRANT AWARD THEN FOR PHASE TWO, 20 APPLICATIONS SO FAR HAVE BEEN SUBMITTED. THIS PROGRAM HAS CHANGED A BIT IN THAT THE REQUIRED DOCUMENTATION IT ASKS FOR A LETTER TO TALK ABOUT IF YOU HAVE INCREASED NEEDS RELATED TO YOUR SERVICE BASED ON COVID, IMPACTS FROM COVID-19. SO IT CHANGED SLIGHTLY FOR PHASE TWO FOR THE NONPROFITS.

>> THANK YOU. ALL RIGHT.

IF THERE IS NO OTHER BUSINESS, THIS MEETING IS

ADJOURND. >> OH, MY APOLOGIES.

THE NEXT REEGE -- REGULAR MEETING, DECEMBER 14TH.

AND, YEAH, MOTION TO ADJOURN.

>> MOTION TO ADJOURN. >> SECOND.

>> ALL RIGHT. THANK YOU, EVERYBODY
