THEN THE COUNTY ADOPTED IT AND I BELIEVE WE AWARDED IT TO TWO BOARD OF COUNTY COMMISSIONER IN THE LAST SEVERAL YEARS BECAUSE 40 YEARS OF SERVICE IS A RARE EVENT.
THAT'S WHY WE'RE DOING THIS TODAY.
I'M GOING TO ASK, SANDY, WHY DON'T YOU COME UP.
IS THAT OKAY, WHILE I TALK ABOUT YOUR -- NOT THAT NOBODY KNOWS WHO YOU ARE BUT COME ON UP MS. SANDY.
WE INTERVIEWED SOME OF OUR FOLKS INTERVIEWED MS. SANDY WILLIAMS A COUPLE OF DAYS AGO. I WANT TO GO TO A FEW NOTES BEFORE WE MAKE THE PRESENTATION. FIRST OF ALL, MS. SANDY ACTUALLY WENT TO HIGH SCHOOL WITH SHERIFF PERRY AND UNDER SHERIFF BOBBY FORD. AND I DID NOT KNOW THAT.
SANDY STARTED HER CAREER WORKING FOR JUDGE CHARLES MATHIS, THE FATHER OF ROBERT MATHIS AT THE COURTHOUSE LOCATED IN THE OLD CASTLE MONNIC, WHERE THE COURTHOUSE IS THERE.
SHE WORKED THERE FOR APPROXIMATELY ONE AND A HALF YEARS, AND OCTOBER 1ST OF 1970, THE SHERIFF OFFICE OFFERED HER A POSITION IN CIVIL PROCESSING. THERE WERE A TOTAL OF 8-12 DEPUTIES EMPLOYED BY THE ST. JOHN'S SHERIFF'S OFFICE IN 1970, ALONG -- FOUR OF THEM WERE IN THE OFFICE, ALONG WITH THREE FEMALE CIVILIANS FOR THE ENTIRE SHERIFF'S OFFICE.
THE ST. JOHNS COUNTY JAIL IS THE OLD ANNEX THAT STANDS TODAY.
AND SHERIFF PERRY PROMOTED SANDY IN THE EARLY 80S TO THE POSITION OF CIVILIN SERGEANT AND CIVIL PROCESSING.
SHERIFF PERRY ASSIGNED SANDY TO WRITE VARIOUS MANUALS OVER THE YEARS. ONE WAS THE HEPATITIS BECAUSE THE DEPUTIES WERE BEING EXPOSED. SHE WAS ALSO ASSIGNED TO WRITE THE PAPERWORK IN THE AMERICAN DISABILITIES ACT AND CREATE VARIOUS FORMS FOR THE SHERIFF'S OFFICE.
AND SANDY SAID THERE WERE TIMES SHE WOULD BE CALLED IN THE MIDDLE OF THE NIGHT TO PAT DOWN A FEMALE SUSPECT.
AND I DIDN'T KNOW THIS, MS. SANDY, BUT SHE WAS ALSO INVOLVED IN DRUG-BYES. WE WILL HAVE TO TALK ABOUT THAT LATER. AND SANDY SAID SHE AND GEORGE WELLINGTON, GEORGE WELLINGTON, BECAME CERTIFIED DIVERS.
SANDY SAYS HER SCUBA CERTIFICATION IS STILL FANTASTIC TODAY. SANDY REMEMBERS, GO WAY BACK TO SANDY 40 YEARS, JUST ABOUT. AND I HAD THE PLEASURE OF WORKING WITH SANDY'S LONG TIME HUSBAND, BUBBY WILLIAMS, THE FORMER MEMBER OF THE ST. AUGUSTINE FIRE DEPARTMENT, A WONDERFUL MAN AND HE'S PASSED OF COURSE.
I ALSO HAD THE OPPORTUNITY, YOU REMEMBER ME IN THE DAYS, WHEN I DID THE REAL WORK ON THE STREET; RIGHT? YOUR BROTHER-IN-LAW DANNY WORKED WITH US. UNFORTUNATELY, DANNY HAS LEFT US AS WELL. THOSE ARE CERTAINLY SOME GREAT, GREAT MEMORIES. SHERIFF PERRY PROMOTED SANDY TO LIEUTENANT, SHE WAS SPRONSIBLE FOR PROCESSING, SWITCH BOARD AND SHE RETIRED ON JUNE 30TH, 1999, WITH 30 YEARS OF SERVICE.
IN 2000, SHE RETURNED TO THE SHERIFF'S OFFICE AT A PART-TIME POSITION AND THEN AFTER A WHILE, WE HAD A REAL NEED IN OUR PURCHASING DEPARTMENT, OUR ATRATIONS AND SUPPLY DEPARTMENT AND SANDY CAME BACK TO WORK FULLTIME.
SANDY SAID SHE FELT GILBERT GARRETT BROUGHT THE ST. JOHNS OFFICE OUT OF THE DARK AGE. HER FAVORITE PEOPLE WHILE

WORKING AT THE SHERIFF'S OFFICE, AND I KNOW ALL THE PEOPLE, CAPTAIN HAZEL MCCORMACK, WHO HIRED SANDY, AND HAZEL RULED WITH AN IRON FIST. YES, SHE DID.YES, MA'AM. BILL EDDIE, SHERIFF DOUBLE GARRETT. AND SANDY SAYS SHE WORKED FOR FOUR, SHERIFF GARRETT, LAUGHLIN, PERRY AND, OF COURSE, MYSELF.
AND SHE WILL TELL YOU SHE LEARNED A LOT, GROWN A LOT AND HER CAREER HAS BEEN SO REWARDING.
SHE'S SEEN THE SHERIFF'S OFFICE THROUGH GOOD TIMES AND BAD.
WE'VE SEEN HER THROUGH GOOD TIMES AND BAD AND WE'VE ALWAYS STUCK TOGETHER AS FAMILY. SHE'S NOT LEAVING.
SHE'S NOT GOING ANYWHERE. SHE STILL IS WITH US.
PUT IN HER FIRST 30 YEARS, RETIRED, CAME BACK, WORKED A COUPLE OF YEARS PART-TIME AND FULL-TIME, 16 MORE YEARS, MAKING A GRAND TOTAL OF OVER 48 YEARS AT THE SHERIFF OFFICE AND WAS A PART-TIME WORKING FOR JUDGE MATHIS.
MS. SANDY HAS OVER 50 YEARS OF UNINTERRUPTED PUBLIC SERVICE.

ST. JOHNS COUNTY. IT STARTED IN 1992.I CAN'T TELL YOU HOW MANY FIREFIGHTERS THERE WERE, I'M SURE THERE WAS LESS THAN 12. I'M SURE THERE WAS LESS THAN 12 BACK THEN. WE WERE MOSTLY A VOLUNTEER FIRE DEPARTMENT AND A CAREER. AND JOHN HAS WORKED IN JUST ABOUT EVERY GROUP WE HAVE HAD IN 28 YEARS.
HE WAS A MASTER OF ALL OF THOSE. THEY SAY JACK-OF-ALL-TRADES, AND JOHN WAS A MASTER OF ALL THOSE. HE'S DONE FIRE REVIEW, ARSON INVESTIGATION -- BUT HE SPENT A GREAT DEAL OF HIS TIME AS HE SPENT HIS RANKS IN FIRE TRAINING DIVISION.
YOU WILL SEE SOME UNIFORM PEOPLE.
THAT SHOWS HOW MUCH THEY RESPECT JOHN.

CURRENTLY AT THE END OF THE FISCAL YEAR OUR GENERAL FUND 02 WHICH FUNDS OUR COUNTY OPERATIONS, COMPTROLLER'S OFFICE, MINUTES AND RECORDS, INSPECTOR, OTHER ITEMS, GET REVERTED, EXCESS FUNDS GET REVERTED TO THE COUNTY. OUR GOAL AND INTENT IS TO HAVE THE REVERSION OF FUNDS GO INTO A RESTRICTED LINE ACCOUNT WITH THE COUNTY. SO CURRENTLY FOR THIS FY20, WE'RE ANTICIPATING 1.2 MILLION TO BE SENT BACK TO THE COUNTY.
BY THE WAY 500,000 HAS BEEN BUDGETED BY THE COUNTY.
AND THE CLERK'S OFFICE IS FUNDED BY THREE PRIMARY MECHANISMS. ONE IS THROUGH FUND 01, WHICH IS THE STATE FUNDING, COMES FROM THE STATE. WE GET A BUDGET AUTHORITY THROUGH THAT. WE DON'T HAVE MUCH CONTROL AND WE SEND THAT AT THE END OF THE YEAR AS WELL.
WE HAVE ALSO FUNDING FROM YOU ALL.
THAT FUNDS THE COUNTY OPERATIONS AND FROM THE RECORDING REVENUES, WHICH THE FEES ARE SET BY THE STATE, AND GENERATED BY MARRIAGE LICENSES, PASSPORT APPLICATIONS -- THOSE ITEMS. AT THE END OF THE YEAR, BOTH OF THE LINE ITEMS DROP TO ZERO.
WE START WITH THE FISCAL YEAR. THIS PLACE IS IN A POSITION, IF THE STATE AS WE'VE SEEN WITH COVID CUTS OUR BUDGET, THE CUT COULD IMPACT OUR CENTRAL OPERATIONS WHICH IN TURN WILL HINDER OUR ABILITY TO FULFILL OUR MISSION ON BEHALF OF THE

ST. JOHNS COUNTY. AND OUR PROPOSAL TO ESTABLISH A RESERVE FUND, A RESTRICTED ITEM WITH THE COUNTY, WHICH COULD BE SET AT A CERTAIN AMOUNT OR PERCENTAGE.IN ORDER TO MAKE SURE, IF WE END UP IN A DOWNTURN, WHERE THE STATE CUTS OUR BUDGET OR WE SEE A DRAMATIC DECLINE OF OUR REVENUES THAT WE HAVE RESOURCES AVAILABLE IN ORDER TO INSURE WE ARE ABLE TO CONTINUE TO FULFILL OUR PARTICULAR MISSION AND PARTICULAR FUNCTIONS. ANY ACTION WITH THIS MONEY WITH THE FUND WOULD HAVE TO COME BACK TO THE COUNTY COMMISSION. THIS WOULD NOT BE A FUND THAT THE CLERK'S OFFICE COULD SPEND AT WILL.
WE WOULD HAVE TO COME BACK AND BEFORE YOU, IN ORDER TO DISCUSS WHY WE USED TO USE THE RESOURCES AND IN WHAT WAY.
SIMILARLY, IF THE COUNTY WANTS TO USE THE FUNDS THEMSELVES, WE ASK IT GO IN FRONT OF THE COUNTY AND WILL GIVE THE CLERK TO DISCUSS AND HOW IT WILL IMPACT OPERATIONS.

WE HAVE A HISTORY OF SENDING IT BACK MONEY AND REVERTING IT TO THE COUNTY. WE'RE IN A POSITION, IF WE'RE ABLE TO SET THIS UP, IT WILL PUT US IN A GOOD FISCAL POSITION.

FROM OUR PERSPECTIVE, IT IS ONE WAY TO HAVE A RESERVE FUND THAT WILL ALLOW US TO BRIDGE THOSE GAPS THAT MAY PRESENT ITSELF IN THE FUTURE.

THROUGH THE RESERVE FUND WE CAN USE THE RESOURCES TO FUND THE OPERATIONS IF WE END UP IN THE DIRE SITUATION. SIMILARLY, EARLIER THIS YEAR WHEN WE REQUESTED AND YOU ALL SUPPORTED THE INCREASE OF OUR COURT SUBSIDY BUDGET. THAT'S TO HELP FUND THE COURT OPERATIONS. THANKFULLY WE DIDN'T NEED IT.
IT WAS GREAT TO HAVE THERE JUST IN CASE.
IT'S BEEN, IT'S BEEN AN INTERESTING 3-4, 5, 6, 7, MONTHS, WITH COVID. THE STATE HAS CUT OUR BUDGET SOMETIMES AT WILL. THEY'VE MOVED, THEY'VE INCREASED OUR ESTIMATES TO WHAT WE'RE SENDING BACK.
THEY'VE DECREASED IT. THE FUNDING MECHANISM FROM THE STATE IS QUITE FRANKLY BROKEN. IT'S SOMETHING THE STATE ASSOCIATION IS FIXING. BY HAVING THE RESERVE FUND, WILL ALLOW US NOT TO BE SO DEPENDENT ON TALLAHASSEE, BUT WE'RE ABLE

THAT'S ALSO PART OF THE SAME NORTHBOUNDRY.
AND THAT'S LOOKING BACK AND YOU COULD SEE THE CONCRETE PAD AND THE EDGE OF THE GARAGE. IN HERE, YOU COULD SEE THE BACK OF THE GARAGE AS WELL IN THE CORNER.
THAT IS A VIEW BETWEEN THE GARAGE AND THE ADJACENT PROPERTY. THAT, AGAIN, WILL HAVE TO BE IMPROVED WITH THE SAME BUFFER STANDARDS FOR THE 20 FEET, EVEN THOUGH IT ENCROACHES SLIGHTLY INTO IT.
THAT'S THE REMAINDER OF THE BOUNDARY WHICH ALREADY HAS SIGNIFICANT VEGETATION, BUT WILL ALSO HAVE TO MEET THE BUFFERING TO THE SINGLE FAMILY HOME. WE DO FEEL THIS IS COMPATIBLE WITH THE AREA. THE ADJACENT LAND USES WILL BE COMPATIBLE EITHER BY USE OR BY BUFFERS.

AND WE WANTED TO NOTE CERTAIN OF THE IMPROVEMENTS WITH IMPACT FEE CREDIBLE IMPROVEMENTS.
AND NAMELY, THE ENTITY THAT PAYS FOR THE CONSTRUCTION OF THE IMPROVEMENTS, WOULD BE ENTITLED TO IMPACT FEE CREDITS.
CURRENTLY, THE 51 MILLION OF IMPROVEMENTS, ARE THE COPE OF IMPROVEMENTS THE CITY CONSTRUCTS.
