GOOD MORNING, SIR >> GOOD MORNING, COMMISSIONERS, JUDGE EMERGENCY OF MANAGEMENT. EMERGENCY MANAGEMENT UPDATE FOR COVID. THE CURRENT COUNT FOR CASES IN THE COUNTY IS 5283 WITH HOSPITALIZATIONS OF 277.

CURRENT HOSPITALIZATIONS IS 14, WITH A DEATH COUNT OF 70.

THE ICU VALIBILITY IS STEADY WITH THE LAST COUPLE OF YEARS, FLAG OF HOSPITAL IS AROUND 70 PERCENT, BEACHES, IS 12 PERCENT.

BACK TO SOUTH IS 26 PERCENT. LOGISTICS, WE CONTINUE TO SUPPORT LOGISTICS AS NEEDED. WE ISSUED A FLEW OVER, 518,000 ITEMS. ST. JOHN'S IS STEADY AFTER 317 PEOPLE HAVE OR BUSINESS HAVE PLEDGED THAT PROGRAM AND OF THAT, 32,900 MASKS HAVE BEEN PROVIDED.

OUR TESTING SITE WE HAVE WITH THE COMBINATION WITH FLAG HOSPITAL, WE SAW 378 TEST LAST WEEK.

WE ARE GOING TO GO TO MONDAY, WEDNESDAY, FRIDAY TESTING FOR THE FUTURE. HOWEVER, IT WAS CLOSED ON MONDAY DUE TO SOME WEATHER DAMAGE INTENT THEY HAVE OUT THERE.

>> THIS MORNING, YOU WILL SEE COASTAL EROSION UPDATE.

AND DIRECTOR OF EMERGENCY MANAGEMENT AND MR. DAVID DOUGLAS WILL BE COMING TO GIVE YOU AN UPDATE AS REQUESTED BY COMMISSIONER DEAN LAST WEEK, AS THE OVERWASH AS WELL AS THE NORTH BEACH BOAT RAMP. THIS TIME I'LL HAVE MR. JAMACHA FIRST. THANK YOU VERY MUCH.

>> MORNING, AGAIN, DIRECTOR OF EMERGENCY MANAGEMENT.

WE WILL GO OVER REAL QUICKLY OF THE ASSESSMENT OF THE TWO AREAS THAT WAS REQUESTED. THE FIRST AREA WE'RE GOING TO TALK IS THE BOATING BOAT RAMP AREA.

IN THIS VICINITY OF THE BOATING RAMP AREA, THEY EXPERIENCED THE SAME LEVEL OF FLOODING OR WATER ELEVATION AS THEY DID THE DORIAN. SO WITH THAT LEVEL OF WATER RISE, THE COMMUNITY SURROUNDING AREAS SAW WATER IN THE STREETS IN THAT VICINITY. SO, WITH THAT THE GOOD NEWS ON THAT, IT WAS A STORM EVENT THAT THE WATER CAME UP.

THE WATER RESEEDED. THE WATER WENT OUT.

THE FLOODING WAS NOT THERE ANYMORE.

SO FOR FUTURE, WHAT WE'RE LOOKING TO DO, IS THE DISASTER SECTION OF EMERGENCY PUBLIC WORKS, WILL LOOK FOR POTENTIAL OPPORTUNITIES FOR MITIGATION FUNDING.

IF THERE'S ANYTHING AVAILABLE, WE WILL LOOK AT OPPORTUNITIES THAT ARE OUT THERE. THESE ARE SOME OF THE PICTURES OF THE AREAS WE SAW FLOODING. AGAIN, THE FLOODING CAME UP DURING THE EVENT. THE EVENT PASSED.

THE FLOODING WENT AWAY. WITH THAT I'LL GO TO DIRECTOR

I WAS VERY GLAD THE STAFF WAS ABLE TO RESPOND SO QUICKLY AND I KNOW THE RESIDENTS APPRECIATED IT IN FACT, I GOT A CALL THIS MORNING ON THE WAY HERE AND SAID WE WOULD BE DISCUSSING IT TODAY. I THINK THE STAFF DID GOOD WORK.

SO SUMMER HAVEN AREA, WHERE WE EXPERIENCE MINOR OVERWASHES DURING HIGH WATER EVENTS HAD ANOTHER OVERWASH DURING THIS NOR'EASTER RIGHT AROUND THIS AREA.

A SIMILAR AREA TO WHERE THERE WAS A BREACH IN DORIAN.

THIS WAS JUST AN OVERWATCH AND IT DIDN'T COME OUT AND FORM A

CHANNEL, FORM A BREACH. PUBLIC WORKS HAD A SURVEY DEPARTMENT GO OUT THERE AND LOOK AT IT AND DO A TOP GRAPHIC SURVEY. IT'S STILL ABOVE THE MEANS HIGH WATER IN THE REACH AREA. WE HAD SOME DRONE PICTURES.

THIS IS FROM LAST THURSDAY. AND SO WE HAVE A LOW TIDE AND A HIGH TIED PICTURE. THE LOW TIDE IS COUPLE OF HOURS ABOVE HIGH TIDE. THOSE ARE ABOUT A FOOT OVER THE NORMAL AVERAGE TIDE. YOU COULD SEE THE RIGHT-HAND SIDE THE WASH OVER. THIS PICTURE FROM THE SAME TIME, DIFFERENT PERSPECTIVE, WE CAN SEE HERE AT LOW TIDE.

THERE'S TIRE TRACKS THAT THE AREA IS STILL PASSABLE.

SO IT WILL LIKELY STILL HAVE OVERWASH EVENTS AT HIGH WATER, MINOR OVERWATCHES AND IT WILL BE SLIGHTLY MORE SUSCEPTIBLE THAN IT HAS BEEN, BUT IT IS HANGING IN THERE AND WE HAVE PUBLIC WORKS AND EMERGENCY MANAGEMENT STAFF.

WE STILL HAVE TWO MONTHS IN THE HURRICANE SEASON, ALTHOUGH MOST HURRICANES HISTORICALLY WILL OCCUR IN SEPTEMBER AND OCTOBER, VERY FEW IN NOVEMBER. NEVERTHELESS IT DOES LAST UNTIL NOVEMBER 30TH. WHILE WE FINISH UP HURRICANE SEASON, AND KNOCK ON WOOD, WE DON'T NEED ANY MORE DISASTERS THIS YEAR 2020, WITH THE OTHER PROBLEMS. I'M NOT SURE JOE COULD HANDLE ANY MORE DISASTERS AT THIS POINT. I JUST MENTIONED TODAY, WE ARE TALKING ABOUT SUMMER HAVEN, IT MAY NOT COME BACK IF WE GET LUCKY. I WANT TO MENTION A THOUGHT THAT HAS COME IN MY MIND EVERY YEAR FOR THE LAST FOUR YEARS DURING THIS TIME PERIOD AND THAT IS, I THINK AS A COUNTY, I THINK THAT WE NEED A LONG RANGE PLAN AND MAYBE EVEN SOME ALTERNATIVE STRATEGIES TO DEAL WITH SUMMER HAVEN.

AND I'M NOT SURE EXACTLY HOW TO START THAT DISCUSSION.

MAYBE A REQUEST OF STAFF TO COME UP WITH A WHITE PAPER OF WHAT OUR OPTIONS MAY BE FROM, YOU KNOW, SOUP TO NUTS.

WE MAY DISCARD 90 PERCENT OF THEM.

I THINK THAT AS A COMMISSION, I THINK THAT WE ARE IN A BIT OF A BOX. AND I'VE ALWAYS LIKED TO GET OUT OF THE BOX, IF I CAN. AND -- BUT I'M NOT SURE HOW YET TODAY. SO I MENTIONED IT, BECAUSE THIS IS -- THIS IS NOT EVEN A BAD STORM.

IN THE 2020 LEGISLATIVE SESSION, THERE HAS BEEN AN AMENDMENT TO A FLORIDA STATUTE THAT PERTAINS TO AFFORDABLE HOUSING AND IN PARTICULARLY PERTAINING TO THE AFFORDABLE HOUSING ADVISORY COMMITTEE. ST. JOHN'S COUNTY HAS SUCH A COMMITTEE AND WHAT THE CHANGE TO THE LEGISLATION REQUIRES IS THAT

EFFECTIVE OCTOBER 1ST, 2020, THE COMMITTEE MUST CONSISTS OF ONE LOCALLY ELECTED OFFICIAL FROM EACH COUNTY MUNICIPALITY PARTICIPATING IN THE STATE HOUSING INITIATIVE'S PARTNERSHIP PROGRAM WHICH ST. JOHNS COUNTY DOES, SO WE SOUGHT SOME GUIDANCE AND OPINION ON WHAT THAT PHRASE MEANS IN TERMS OF ONE LOCALLY ELECTED OFFICIAL FROM EACH COUNTY OR MUNICIPALITY PARTICIPATING. THAT'S NOT EXACTLY CLEAR BUT THE GUIDANCE WE GOT IS THAT IF IT'S A COUNTY APPOINTED BOARD, YOU KNOW, THE COUNTIES THEY HAVE, THEN IT SHOULD BE A COUNTY COMMISSIONER. SO THEN THIS IS PROPER TO THE BOARD TO ACTUALLY -- THE CHAIR MAY SELECT BUT THE CHAIR MAY INQUIRE AMONGST BOARD MEMBERS FOR ANY OF INTEREST, OR ANYONE THAT CANNOT BE WITH, AND THE RECOMMENDATION WOULD BE FOR THE CHAIR TO SELECT A COUNTY COMMISSIONER AS MEMBER OF THE ACT. JOHNS COUNTY TO HAVE THE COLLEGIAL BOARDS MEET REMOTELY EVEN HAVING A QUORUM REMOTELY WILL NOT BE EXTENDED. THE CURRENT AUTHORIZATION FOR THAT RUNS UNTIL OCTOBER 1ST, WHICH IS TWO DAYS FROM TODAY.

THERE HAD BEEN SOME DISCUSSION AND PERHAPS SOME EXPECTATION THAT THE GOVERNOR WILL EXTEND THAT ROLE.

BUT HERE WE ARE COMING UP TOWARDS OCTOBER 1ST, WHERE THAT HAS NOT DONE. SO MY EXPECTATION IS AT THIS POINT THAT IS JUST WILL NOT BE EXTENDED.

IT COULD BE BUT THE COUNTY HAS TO EXPECT THAT IT WILL NOT BE EXTENDED. THEREFORE, I WILL WORK WITH THE COUNTY STAFF TO ALERT THE VARIOUS BOARDS APOINTED BOARDS AS TO THAT, SO THAT THEY CAN MAKE ARRANGEMENTS.
