>>> CALL TO ORDER FOR SEPTEMBER 14TH, 2020 AT 11:00 A.M.
[Roll Call]
WE HAVE TWO MEMBERS CALLING IN. SO I'M GOING TO DO ROLL CALLBY NAME. MELISSA ARE YOU THERE? >> I AM.
>> GAB, I'M HERE. >> I'M HERE. JEFF.
JEFF DOSS FOR THE REPORT. >> JOSEPH. >> HERE.
THIS TIME WE WILL OPEN UP FOR PUBLIC COMMENT. SO WE'RE GOING TO WAIT ABOUT A MINUTE JUST IN CASE ANYBODY CALLS IN ON THE LINE.
>> SEE NO PUBLIC COMMENT. I WILL CLOSE PUBLIC COMMENT AND MOVE ON TO ADDITIONS OR
[Additions and/or Deletions to Agenda]
DELETIONSES TO THE AGENDA. DOES ANYONE HAVE ANY ADDITIONS OR DELETIONSES TOTHE AGENDA? >> NONE FOR ME. >> NONE.
[Approval of Minutes]
THOSE MINUTES WERE SENT OUT IN THE AGENDA PACKET. >> I'LL MAKE A MOTION TO
APPROVE. >> SECOND THAT MOTION. >> ALL IN FAVOR?
>> THEN IT'S APPROVED. WE WILL MOVE ONTO TO THE TREASURER'S REPORT.
[Treasurer’s Report]
MR. O'CONNELL. >> SUBMITTED WITH YOUR PACKAGES WERE THE UPDATED FINANCIAL STATEMENTS THROUGH AUGUST 31ST. I WOULD LIKE TO ADD A FEW ITEMS TO THAT. SUBSEQUENT OF THE MONTH END WE DID RECEIVE THE MONEY FROM FLAGLER THEIR BOND ISSUE. AND IN ANTICIPATION OF RECEIVING THE $250,000 REIMBURSEMENT FOR THE COUNTY, AND I SENT OUT AN INVOICE OF ROUGHLY $107,000 TO P.R.C. AND THE OBLIGATED GROUP FOR THEIR UPCOMING CLOSING I BELIEVE. FUNDING SHOULD HAPPEN ON THE 28TH OR MAYBE THE 30TH.
SO WITH ALL THAT STATE AND DONE IT'S GOING TO DRAMATICALLY CHANGE THE FINANCIALS OF THE AUTHORITY. I WOULD ESTIMATE ROUGHLY A BALANCE OF AROUND $539,000 AT THE END OF SEPTEMBER IF THE COUNTY PAYS AND P.R.C. DOES THE WIRE TRANSFER.
SO OTHER THAN THAT, NEXT MEETING DUE TO ALL THESE MOVING PARTS, FROM THE COUNTY AND P.R.C.'S CLOSING MAYBE NOT CLOSING, I DECIDED NOT TO GO AHEAD AND DO THE AMENDED BUDGET. QUESTION DO ALL THAT WITHIN 45 DAYS OF YEAR-END.
NEXT MEETING WILL BE PERFECT. I'LL HAVE THE CASH CARRY OVER READY WITH THE CLOSING AT LAST YEAR AMENDING LAST YEAR AND PROPOSING A BUDGET
FOR 2020. >> WHAT WAS -- DID YOU MENTION THE FIGURE THAT CAME
IN FROM FLAGLER? >> IT WAS I THINK IT WAS $162,000 AND CHANGE.
I ACTUALLY -- WELL, MAYBE I LEFT IT AT MY OFFICE. BEAR WITH ME.
>> NO NEED FOR THE PRECISE AMOUNT. THAT'S JUST HELPFUL.
>> NO I HAD IT I JUST SAW IT. IT WAS $168,815.
>> THANK YOU. >> THERE'S AN INVOICE FOR ME FOR $441.
>> OKAY. SO, YEAH, THE TIMING WILL BE ABOUT 15 DAYS OR SO FROM
[00:05:04]
FISCAL YEAR-END SO WE CAN LOOK AT THE BUDGET OR THE AUTHORITY CAN LOOK TO APPROVE THE 21 BUDGET AT THE NEXT MEETING. ANY FURTHER DISCUSSION?MELISSA OR JEFF? >> WE'LL HAVE ON THE P.R.C. WE WILL NOW HAVE TO SIGN IN ON THE 23RD AT 1:30 AT THE OFFICES OF ROGERS TOWERS, BAILEY JOINS AND GAY.
EXCUSE ME. IT WILL BE NECESSARY FOR A FORM THAT ROGERS TOWERS REQUIRES TO BE SIGNED TO GET INTO. SO PLEASE DO NOT TRAVEL MORE THAN 100 MILES FROM ST. AUGUSTINE. UNFORTUNATELY, I HAD A MEETING YESTERDAY WHICH WAS 130 MILES AWAY. SO I FILLED OUT THE FORM AND I WENT AHEAD AND EVERYBODY HAT I SAW THAT DAY HAS FILLED OUT THE FORM.
THAT THEY DON'T HAVE THE VIRUS. I WILL BRING THOSE WE ME.
HOPEFULLY THEY'LL LET ME IN. ON THE HORIZON I HAVE NOT DETECTED A FURTHER BOND ISSUE THIS YEAR. BUT THERE COULD BE IT USUALLY COMES TOWARD THE END
OF THE YEAR. >> OKAY. SO THIS 100 MILES, WHAT'S
THAT TIME FRAME? >> 15 DAYS. >> OKAY.
>> FROM THE 23RD OF -- >> YES, IF YOU WENT BACK, YOU KNOW AND SO ON.
UNFORTUNATELY, MINE WAS YESTERDAY. >> FROM THE 23RD SEPTEMBER.
>> YEAH. >> THAT'S NEXT WEDNESDAY, CORRECT.
>> YEAH. >> I WILL NOT BE ALLOWED TO SIGN HE TO TRAVEL LAST WEEK.
>> WHERE DID YOU GO MAYBE WE'LL FILL OUT A FORM. >> TEXAS.
AND OKLAHOMA. >> THE BAHAMAS. >> THE BAHAMAS.
-- NOT THE BAHAMAS. >> AS LONG AS IT WASN'T JAMAICA.
JAMAICA IS THE ONE THAT HAS THE PROBLEM RIGHT NOW. >> IT WAS ALSO NOT JAMAICA.
>> JEFF SAID HE CAN SIGN ON THE 23RD AT 1:30. >> OKAY.
>> I CAN BUT I WANT TO POINT OUT UNFORTUNATELY MY WIFE WILL BE TRAVELING THIS
WEEKEND. >> WELL, THE ONLY ONES THAT HAVE TO BE THERE ARE THE SIGN WHICH ARE THE CHAIRMAN AND THE SECRETARY. I'M SURE IF YOU WOULD LIKE TO COME AND SEE THEM SIGN THEIR NAMES YOU WOULD BE WELCOME.
>> I CAN BE THERE. >> OKAY, ASSISTANT SECRETARY IS GOING TO BE THERE.
>> OKAY. SO CHET WILL BE THERE. YOU ARE SAYING I NEED TO BE
THERE? >> I WAS IN ORLANDO THIS WEEKEND.
>> ORLANDO DOWNTOWN ORLANDO IS 90 MILES. >> OKAY.
>> I KNOW THAT I USED TO GO THERE REGULARLY. >> ALL RIGHT.
>> WE'RE GOING TO JUST DISQUALIFY EVERYONE, YOU KNOW AT THIS RATE.
WHERE DO WE LAND SO CHET IS ABLE TO BE THERE. JEFF, YOU HAD E-MAILED ME
AND I SAID ORIGINALLY THEY WERE ANTICIPATING THE 25TH. >> THE 24TH AND YOU SAID
YOU'RE ABLE THE 23RD OR THE 25ING AT 1:30. >> SO I CAN BE THERE IF I NEED TO FILL OUT A FORM THAT'S FINE. BUT THAT'S --
>> OKAY. >> YEAH. >> THE FIRST TIME I'VE EVER SEEN SOMEONE ACTUALLY REQUIRE YOU TO SIGN A FORM. THAT COMES FROM BEING IN A
LARGE LAW FIRM, I GUESS. >> SO IF IT'S ON THE 25TH I WOULD BE OKAY.
BUT THE 23RD I WOULD NOT BE. >> AREA NOT GOING TO JAMAICA.
>> I'M NOT GOING ANYWHERE. >> TO THE JAMAICA. >> OKAY.
>> I HAVE A TRIP PLANNED FOR JAMAICA, BUT UNFORTUNATELY IT LOOKS LIKE IT'S GOING TO
GET CANCELLED. >> WILL WE GET THAT FORM AHEAD OF TIME?
>> YEAH. >> I'LL RESEND IT BACK OUT. >> ALL RIGHT, THANK YOU VERY
[00:10:04]
MUCH. OKAY. >> HOW DO YOU FORMALLY SIGN
YOUR NAME? >> FIRST AND LAST. >> OKAY.
>> SOME PLACES SOMEBODY HAS INDICATED IN HANDWRITING EVERYBODY HAS ABOUT THREE DIFFERENT SIGNATURES THEY USE, BUSINESS SIGNATURE YOU PUT ON THE RECEIPT FOR WHERE YOU CHARGE GAS, THEN THERE'S ONE THAT YOU NONFORMAL AND THIS IS VERY FORMAL FOR
DOING WILLS AND THINGS. >> I WANT TO MAKE A MOTION TO APPROVE FINANCIALS.
>> DID YOU MAKE IT. >> I MADE THE MOTION. >> I'LL SECOND IT.
>> ALL IN FAVOR? >> AYE. >> AYE.
SHOW THE FINANCIALS HAVE BEEN APPROVED. MOVING OPT THE PLAYERS
[THE PLAYERS Championship 2021 Ticket Package Options]
CHAMPIONSHIP 2021 TICKET PACKAGE OPTIONS. I KNOW MY KIDS SENT SOME INFORMATION OUT REGARDING A CREDIT FROM LAST, I GUESS THAT WOULD BE FROM THIS YEAR BASED ON THE CANCELLATION. SO AT THIS POINT THERE'S A NEW PROPOSAL.ASK JENNIFER. >> THERE IS A $4,000 CREDIT FROM THE 2020 EVENT FEE TERM WHICH IS WHAT THE I.D.A. USUALLY DOES IS NOT AVAILABLE FOR THE 2021 EVENT. SO THEY GAVE TWO OTHER OPTIONS.
WHICH IS IN YOUR PACKET AT THE $10,000 RANGE WHICH IS THE RANGE THAT YOU ALL NORMALLY DO. SO THE OPTIONS ARE THE BENEFACTOR AND THE CAPTAIN'S
CLUB. >> DO YOU KNOW THE DEADLINE FOR APPROVING THIS? I'M JUST WONDERING IF THIS IS SOMETHING THAT THE NEW BOARD THAT WILL BE COMING IN PLACE SHOULD HAVE AN OPPORTUNITY TO SPEAK INTO SINCE THIS IS A NEXT YEAR
EVEN THE. >> I DON'T KNOW THE DEADLINE.
MIKE HAS BEEN THE MAIN LINE OF CONTACT FOR THAT BUT I CAN FIND OUT.
>> YOU DON'T KNOW IF THERE'S AN EXPECTATION THAT WE VOTE FOR IT TODAY, FOR EXAMPLE?
>> I DON'T KNOW. I JUST ASKED IF THE TIMING WAS OKAY TO TALK ABOUT IT AT
THIS POINT MEETING AND HE SAID IT WAS. >> IN YEAR'S PAST, CHECKS AND CONTRACTS IF I REMEMBER RIGHT WERE NORMALLY SIGNED IN JANUARY WITH REGARD TO THE PLAYERS. NOW I KNOW IT'S BACK TO MARCH OR MAY, SO I WOULD IMAGINE DECEMBER WOULD PROBABLY BE THE TIME FRAME BASED ON HISTORY.
>> I THINK THERE IS SOME PRUDENCE IN THAT BASED ON WHAT YOU'RE ALLUDING TO.
BECAUSE THIS EVENT IS, I THINK, MARCH NOW MARCH 21 FOR THE NEXT BOARD WHICH
WILL BE IN PLACE IN A MONTH TO TAKE THIS UP. >> THAT SOUNDS GOOD.
ANY THOUGHTS ON THAT MELISSA OR JEFF? >> I THINK THAT SOUNDS GOOD.
>> OKAY. >> SOUNDS GOOD TO ME. >> OKAY.
>> MOVING ONTO GRANT PROGRAMS AND REFUND UPDATE. WE HAD A BRIEF UPDATE FROM
[Grant Programs and Refund Update]
HENRY ON THE COUNTY REFUND. BUT I ASKED JENNIFER JUST TO GIVE US A BRIEF UPDATE ONWHERE THE GRANT PROGRAMS ARE WITH THE COUNTY. >> SURE.
IN REGARDS TO THE REIMBURSEMENT A CHECK REQUEST HAS BEEN SUBMITTED.
SO THE $250,000 WILL BE REIMBURSED IT'S IN PROGRESS FROM THE COUNTY.
THE BACK TO BUSINESS GRANT PROGRAM, WHICH IS THE PROGRAM THAT THE SECOND ONE AFTER THE I.D.A. FUNDED PROGRAM, THAT ONE IS WRAPPING UP.
THE APPLICANTS ARE FINALIZING THEIR GRANT AGREEMENTS SO IN TOTAL, 206 BUSINESSES HAVE EITHER RECEIVED FUNDING OR HAVE RECEIVED THE NOTICE THAT THEY WILL RECEIVE FUNDING. AND FOR THIS PHASE BUSINESSES RECEIVED UP TO $10,000 IN GRANTS. FOR THE ST. JOHN'S COUNTY CARES SMALL BUSINESS GRANT
[00:15:04]
PROGRAM, THAT ONE OPENED ON AUGUST 20TH AND CLOSED ON SEPTEMBER 4TH.A TOTAL OF 511 APPLICATIONS WERE RECEIVED. AND WE HAVE BEEN REVIEWING THE APPLICATIONS AS THEY'VE BEEN RECEIVED. SO WE DIDN'T WAIT UNTIL THE APPLICATION DEADLINE APPROACHED. WE'VE BEEN REVIEWING THEM, WE HAVE BEEN REVIEWING THEM SINCE THE START. THEY ARE BEING REVIEWED BASED ON HOW THEY WERE RECEIVED. SO AS OF NOW, WE HAVE NOTIFIED 53 BUSINESSES THAT THEY RECEIVED GRANTS. AND WE PLAN ON CONTINUING TO NOTIFY THEM AS WE ARE REVIEWING DURING THE REVIEW PROCESS.
AND THIS GRANT IS BASED ON A NUMBER OF EMPLOYEES OF THE BUSINESS AS OF JULY 1ST.
SO A MAJORITY OF THE GRANTS ARE EITHER $5,000 OR $10,000 RANGE.
THE $5,000S ARE FOR BUSINESSES WITH 0 TO 9 EMPLOYEES AND THE $10,000 RANGE IS FOR BUSINESSES FROM 10 TO 30 EMPLOYEES. AND THEN WE ARE ALSO WORKING ON A NONPROFIT PORTION OF THE PROGRAM AND THAT OPENED ON SEPTEMBER 2ND AND CLOSES -- LET ME CHECK HERE -- ON THE 18TH. SO FAR WE'VE RECEIVED 40
APPLICATIONS FOR THAT PROGRAM. >> WHAT WAS THE TOTAL ON 53
OUT OF WHAT WAS IT 511 THAT YOU SAID? >> YES, WE'RE STILL IN THE
PROCESS OF REVIEWING THE APPLICATIONS. >> OKAY.
THANK YOU. >> HOW IS NOTIFICATION MADE FOR THOSE APPROVED.
>> ALL NOTE INDICATION IS THROUGH E-MAIL THEY WILL BE NOTIFIED EITHER WAY.
BUT RIGHT NOW WE'RE NOTIFYING THOSE THAT HAVE EVERYTHING ALL OF THE ELIGIBILITY REQUIREMENTS AND ALL OF THE DOCUMENTS CORRECT.
SO E-MAIL IS THE WITH A THAT I WE'RE NOTIFYING EVERYONE. WE ALSO DO HAVE A HOT LINE AVAILABLE FOR PEOPLE TO CALL AND ASK ANY QUESTIONS ABOUT THE PROCESS OR EVEN JUST
FOLLOW UP IN REGARD TO THEIR APPLICATION. >> WELL, I THOUGHT IT WAS HELPFUL JUST TO CONTINUE TO GET AN UPDATE. BECAUSE WE OBVIOUSLY WERE ABLE TO PLAY APART OUT OF THE GATE INITIALLY AND WE WANT TO, I THINK, FROM WHAT I'VE HEARD, CONTINUE TO HEAR HOW MAYBE IN THE FUTURE WE CAN LEND A HAND.
THANK YOU FOR THAT, JENNIFER. >> MELISSA OR JEFF, DID YOU
HAVE ANY QUESTIONS OR ADDITIONAL THOUGHTS ON THAT? >> NO QUESTION.
>> NO. JUST THAT THERE'S AN OPPORTUNITY IN THE FUTURE TO CERTAINLY FOR PEOPLE TO PARTICIPATE. THAT FUNDING AND OTHER
DEALS. >> THANK YOU. >> THEN MOVING ONTO RECENT
[Recent Bond Issuances Update]
BOND ISSUANCE UPDATES RETIREMENT COMMUNITIES OBLIGATED GROUP PROJECT AND FLAGLER HEALTH. I THINK WE'VE HEARD THE TIMELINE ON CLOSINGS.DID ANYONE ELSE DID ANY MEMBER HAVE ANY ADDITIONAL QUESTIONS REGARDING THOSE ISSUANCES? OKAY. AND THEN OUR I.D.A. MEMBER
[IDA Member Vacancy Recommendation to BCC]
VACANCY RECOMMENDATION TO THE B.C.C. THERE'S TWO APPLICANTS FOR TWO VACANCIS.SO MY SEAT AND JOSEPHS ARE TERMING OUT. UNFORTUNATELY, I DIDN'T SEE
YOUR APPLICATION IN THE PILE. >> YES, YOU DID NOT. NO, YOU DID NOT.
I DID MAKE THE DECISION TO CYCLE OFF AT THIS POINT AND NOT RENEW THE TERM WHICH REQUESTED APPROVAL FOR A SECOND. A LOT OF THINGS GOING ON WITH MY BUSINESS. I HOPE I CAN CIRCLE BACK AT ANOTHER POINT.
HAD A GREAT TIME FOR FOUR YEARS. COULD USE A LITTLE BIT OF A BREAK JUST FOR SOME OTHER PRIORITIES. BUT, I SAY THAT A, I'M
[00:20:01]
THRILLED THAT YOU'RE REUPPING, RENEWING YOUR APPLICATION.AND JUST SEEING THE OTHER APPLICANTS FOR THIS OTHER CYCLE SEEMS LIKE A VERY STRONG CANDIDATE FOR THE ROLE. SO CERTAINLY MORE CAPABLE THAN ME. SO YOU GUYS WILL BE JUST FINE.
[LAUGHTER] >> WELL, I WILL SAY TWO THINGS THEN I WILL RECUSE MYSELF FROM THIS DISCUSSION. BUT I DID DECIDE TO APPLY AGAIN TO CONTINUE TO SIT ON THE AUTHORITY. I THINK THIS YEAR HAS SHOWN US ANYTHING THAT THERE'S A GREAT OPPORTUNITY TO HELP WHERE IT MAKES SENSE AND REALLY BE A FORCE FOR GOOD IN HELPING SOME OF THE SHORTFALLS THAT REALLY EVERYONE BUT -- IN THIS GREAT COUNTY IS SEEING AND IS GOING TO SEE. I WILL ALSO SAY THAT I CAME ON WITH JOSEPH AND JUST HAVE A LOT OF RESPECT FOR WHAT YOU BROUGHT.
YOU KNOW, WE'VE HAD SOME DEFINITELY SOME CHALLENGING DISCUSSIONS OVER THE LAST FOUR YEARS BUT I FEEL LIKE YOU HAVE ALWAYS BEEN WILLING TO BRING TRUTH AND HAVE THE GREATER GOOD ECONOMIC DEVELOPMENT, ST. JOHN'S COUNTY AT THE FOREFRONT OF WHAT YOU WERE SEEKING. SO YOU KNOW I APPRECIATE YOU KNOW THE TIME, EFFORT AND THE COMPASSION AND WORK YOU PUT INTO THIS. SO IT'S BEEN, I THINK, WE'RE A LOT BETTER OFF BY HAVING YOU SIT IN THAT SEAT FOR THE LAST FOUR YEARS.
THE LAST THING I'LL SAY IS THAT THERE ARE TWO SEATS, THERE'S TWO APPLICATIONS.
IF MEMBERS SO CHOOSE WE DO HAVE A PRECEDENT OF A REQUESTING THAT MORE TIME BE GIVEN FOR MORE APPLICATIONS IF YOU DEEM THAT THE TWO APPLICANTS ARE NOT SATISFACTORY OR SUFFICIENT AND YOU WANT TO LOOK AT A GREATER POOL.
WE DO HAVE A PRECEDENT OF SEEING OPENING IT BACK UP AND ASKING FOR MORE APPLICANTS. OBVIOUSLY HAVE TO ALSO RESPECT WHAT THE B.C.C.
WOULD WANT DONE BECAUSE THEY ULTIMATELY MAKE THE APPOINTMENTS.
SO, WITH THAT, I'M GOING TO RECUSE MYSELF FROM THIS PART OF THE DISCUSSION.
>> I'LL QUICKLY RESPOND, THANK YOU FOR THE AFFIRMATION.
IT HAS BEEN A PLEASURE TO SERVE. LOOKING AHEAD AT THE TASK FOR TODAY, WHICH IS TO EITHER NOMINATE THE TWO THAT APPLIED OR FEWER THAN THE TWO OR EXTEND THE DEADLINE. ONE OTHER THOUGHT I JUST WOULD ADD, I DON'T KNOW, I DON'T KNOW WHAT THE PERSPECTIVE IS WHO SERVED AS THE CHAIRMAN FOR THIS PAST YEAR. I KNOW THE BOARD OF COUNTY COMMISSIONERS HAS AN ANNUAL CYCLE KIND OF TURNING OVER THAT ROLE WHILE I THINK -- WE'RE NOT VOTING ON OFFICERS TODAY, THAT WILL HAPPEN LATER OBVIOUSLY ONCE THE NEW BOARD IS IN PLACE.
I WOULD ENCOURAGE THE BOARD TO CONSIDER GIVEN VIV A BREAK FROM THAT ROAM WHICH WOULD MEAN SOMEBODY ELSE NEEDS TO BE READY TO STEP UP.
AND VIV MAY WANT TO BE CHAIRMAN AGAIN, BUT I THINK THE BOARD JOE COUNTY COMMISSIONERS HAS DONE A GREAT JOB OF DOING AN -- BOARD OF COUNTY COMMISSIONERS HAS DONE A GREAT OF DOING AN ANNUAL CHANGEOVER OF THAT ROLE.
I DON'T KNOW WHAT VIV'S PERSPECTIVE WOULD BE. IT'S A LOT.
YOU SAW HIM LEAD VERY WELL THROUGH THIS PANDEMIC IN PARTICULAR AS IT PERTAINED TO THE GIFT THAT WAS GIVEN TO THE GRANT THAT WAS GIVEN TO THE COUNTY.
VIV REALLY LED THAT CHARGE. THERE'S MORE DEMANDS THERE THAN I THINK PROBABLY MOST OF US SEE. SO WELL DONE IN LEADING. THANK YOU FOR THAT.
I WOULD ENCOURAGE THE I.D.A. TO CONSIDER UNLESS HE WANTED TO SERVE AGAIN AS CHAIRMAN THIS NEXT YEAR, WHICH AGAIN THAT DECISION WILL BE MADE LATER.
BUT FOR THE OTHERS CONSIDER WHETHER OR NOT YOU MIGHT TO BE IN A POSITION TO STEP UP AND LEAD IN THAT CAPACITY. THAT HAVING BEEN SAID, MY PERSPECTIVE IS THAT THIS BOARD SHOULD ABSOLUTELY NOMINATE VIV TO BE RECONSIDERED TO THE BOARD COUNTY COMMISSIONERS. AND FRANKLY, WE COULD EXTEND THE APPLICATION DEADLINE TO, I BELIEVE, THE OTHER APPLICANT IS INCREDIBLY QUALIFIED.
HAS A GOOD STRONG FINANCIAL BACKGROUND. LIKE I SAID, WILL PROBABLY TAKE ANY PERSPECTIVE THAT I MAY HAVE BROUGHT FROM A FINANCE BACKGROUND AND TAKE IT TO ANOTHER NOTCH. I DON'T SEE A NEED FOR THAT MYSELF.
I WOULD BE PREPARED TODAY TO RECOMMEND BOTH OF THOSE APPLICANTS WITHOUT HESITATION. BUT WITH THAT TURN IT OVER FOR DISCUSSION TO THE REST
[00:25:02]
OF THE GROUP. >> I AGREE. I THINK THE TWO APPLICATION THAT'S WE HAD I DON'T SEE ANY REASON TO EXTEND THAT I THINK WE HAVE VERY STRONG
APPLICANTS IN THERE. I'LL PASS IT ON. >> I'M IN AGREEMENT I DON'T
SEE A REASON TO EXTEND THE DEADLINE. >> I AGREE.
I THINK THE TWO APPLICANTS ARE WELL QUALIFIED FOR THE REASONS MENTIONED.
>> THAT HAVING BEEN SAID I WILL MAKE A MOTION THAT WE RECOMMEND APPROVAL OF
VIVHELWIG. >> KEVIN KENNEDY. >> AND KEVIN KENNEDY THAT WE NOMINATE THEM TO THE BOARD OF COUNTY COMMISSIONERS FOR THEIR CONSIDERATION IN THE
NEXT MEETING. THAT WOULD BE MY MOTION. >> I SECOND THAT MOTION.
>> ALL IN FAVOR SINCE VIV IS RECUSING HIMSELF FROM THIS. AYE.
>> ALL RIGHT, SOUNDS LIKE THAT MOTION IS PASSED. ANYTHING ELSE WE NEED TO
CONSIDER ON THAT POINT, JEFF? >> I DON'T HAVE ANYTHING.
>> NO. OKAY. >> ATTACKER IT BACK VIV, DO
YOUR THING. >> THANK YOU FOR THAT VOTE OF CONFIDENCE.
MOVING ON TO I.D.A. MEMBER REPORTS. MELISSA DO YOU HAVE
[Reports]
ANYTHING? >> I DO NOT. >> JEFF?
>> NOTHING IN REPORTS. >> CHET. >> NOTHING.
>> JOSEPH. >> I WILL JUST REINFORCE AGAIN MY ATTITUDE FOR THE CHANCE TO SERVE FOUR YEARS. IT HAS BEEN A PLEASURE TO GET TO KNOW YOU.
ALBEIT NOT PERSONALLY BECAUSE OF THE SUNSHINE LAWS WE'VE NOT REALLY HAD MUCH OF A RELATIONSHIP OUTSIDE OF THE CONTEXT OF THIS BOARD. SO FOR EACH OF THE I.D.A.
MEMBERS I'M LOOKING FORWARD TO BEING ABLE TO COMMUNICATE AND INTERACT ON A MORE PERSONAL AND PROFESSIONAL PLANE THAN WE'VE BEEN ABLE TO LAST THESE FEW YEARS.
BUT I AM GRATEFUL FOR THE CHANCE TO SERVE. I KNOW COMMISSIONER SMITH WHO IS HERE IN THE ROOM WAS PIVOTAL IN MY APPOINTMENT FOUR YEARS AGO.
SO THANK YOU FOR THE VOTE OF CONFIDENCE AND I DO HOPE I'LL HAVE AN OPPORTUNITY TO SERVE THE COUNTY, YOU KNOW, IN THE FUTURE. THANK YOU TO THE CHAMBER KATHY IS HERE IN THE ROOM FOR THEIR SUPPORT AS WELL. I JUST ENCOURAGE LET'S KEEP THAT ECONOMIC DEVELOPMENT THING GOING. THERE HAS BEEN A LOT OF GROWTH IN THESE LAST FOUR YEARS IN THE COUNTY. AND THERE'S A LOT MORE OPPORTUNITY THERE. SO I KNOW YOU ALL STEWARD THAT WELL.
>> I THINK ALSO YOU KNOW YOU ALWAYS STEP AWAY AND WISH YOU COULD HAVE DONE MORE.
AND THERE'S THAT. I REALLY AM GRATEFUL FOR THE CHANCE.
THANKS. AS CUSTOMER -- CUSTOMARY TO HEAR FROM THE COMMISSIONER TO SEE HIS STATE OF THE UNION ADDRESS IF HE WOULD FOR THIS PARTICULAR MONTH.
JUST LET US KNOW HOW THINGS ARE GOING WITH THE COMMISSION AND WHAT WE CAN BE DOING AS A BOARD AND NOW AS CITIZENS AS WELL JUST TO KEEP SUPPORTING THE COUNTY.
>> JOSEPH, I WANT TO SAY THANK YOU FOR YOU YOUR SERVICE.
IT HAS BEEN A BLESSING TO HAVE YOU. REALLY EXCITED FOR THOSE AS WELL. AND YOU KNOW, I APPRECIATE ALL OF YOU SERVING AND EVEN TODAY, COME IN AN HONOR TIME TO SERVE AS REALLY ADMIRABLE AND GREATLY APPRECIATED.
I WILL BE GLAD WHEN JOSEPH IS REPLACED SO HIS REQUESTS WON'T COME ON A MONTHLY BASIS. [LAUGHTER] I HAVE NOTHING TO REPORT EVERYTHING IS WE'RE PLUGGING ALONG. SO THANK YOU.
AND THANK YOU JOSEPH VERY MUCH FOR YOUR SERVICE. >> THANK YOU.
>> KATHY DID YOU HAVE ANYTHING? THANK YOU. WE'RE OPEN TO DISCUSSIONS AS WELL WITH THE CHAMBER ON THOUGHTS TOWARDS ECONOMIC DEVELOPMENT. WE CAN FURTHER ADVANCE THAT.
HENRY DO YOU HAVE ANYTHING ELSE? >> NOTHING FURTHER THERE.
[00:30:02]
>> JEFF? >> NO, SIR. >> NOTHING.
>> JENNIFER? >> JUST WANTED TO SAY THANK YOU JOSEPH FOR YOUR TIME AND COMMITMENT TO THE COUNTY AND THE I.D.A. AND ALSO OUR NEXT THE MEETINGS FOR THE REST OF
THE YEAR ARE BACK AT OUR 3:00 P.M. TIME. >> ONE LAST THING DEPENDING ON WHAT HAPPENS I KNOW THAT THE APPOINTMENTS WILL BE TAKEN UP AT THE OCTOBER B.C.C. MEETING. DEPENDING ON WHAT HAPPENS JOSEPH AND MYSELF WE WOULD, IF NO APPOINTMENTSES ARE MADE, CONTINUE TO, I GUESS, SERVE UNTIL SOMETHING AN
APPOINT MANY IS MADE. IS THAT RIGHT, JEFF? >> YOU CONTINUE TO SERVE
UNTIL YOU'RE REPLACED. >> OKAY. ALL RIGHT.
>> IT'S KIND OF INVOLUNTARY SERVITUDE. >> SO I HAVE TO COME BACK
HERE IN OCTOBER? VOLUNTEER SERVITUDE. >> I WILL SAY THOUGH YOU KNOW, I DON'T TAKE ANYTHING FOR GRANTED. SO THERE'S NO GUARANTEE THAT I'LL BE SITTING HERE AGAIN. IF NOT, IT REALLY HAS BEEN A PLEASURE.
I WILL ALSO SAY THAT THIS YEAR, SPECIFICALLY, IT WAS UNPLANNED TO BE CHAIRMAN OF THIS GROUP. JUST THE WAY IT WORKED OUT IT'S BEEN AN HONOR TO BE ABLE SERVE IN THIS CAPACITY AND FEEL LIKE WE REALLY DO HAVE A COHESIVE GROUP THAT'S LIKE-MINDED. NOT GROUP THING BUT LIKE-MINDED TOWARDS WANTING TO SEE THE GREATER GOOD. SO I APPRECIATE THE OPPORTUNITY AND CONFIDENCE YOU GUYS PUT IN ME FOR THIS CYCLE. WE'LL SEE WHAT HAPPENS GOING INTO OCTOBER. SO WITH THAT I WILL ADJOURN OUR MEETING AND I'M GOING WELL, THIS WILL BE MY LAST IN THIS CAPACITY ON THIS SEAT PERIOD.
BUT I THINK YOU I'VE BEEN DOING PRETTY GOOD WITH THIS RECORD TIME STUFF? HIGHLY IMPRESSIVE. WHOEVER SERVES AS THE CHAIRMAN NEXT HAS A TOUGH ACT TO FO
