[1. Emergency Management Update]

GOOD AFTERNOON. >> GOOD AFTERNOON SIR. COMMISSIONERS.

JOSEPH GIAMMANCO EMERGENCY MANAGEMENT. I HAVE THE UPDATED NUMBERS WITH DEPARTMENT OF HEALTH AND THE HOSPITAL WAS ABLE TO CALL IN AND I TALKED THEM INTO GIVING SOME OF THEIR INFORMATION. FOR RIGHT NOW THE TOTAL TESTING WITHIN THE COUNTY IS 49,673 TOTAL POSITIVE OF 4675. WE AT OUR SITE AT THE HOSPITAL WE HAVE TESTED 6214 WITH LAST WEEK OF 403 TEST CAME THROUGH. LOGISTICS, WE HAVE CONTINUED TO PARTICIPATE AND SUPPORT LOCAL AGENCIES AS WELL AS COUNTY NEEDS AND WE HAVE DISTRIBUTED OVER 500,000 ITEMS INCLUDING PPE AND THINGS OF THAT NATURE. ALSO, THE PLEDGE ST. JOHN'S PROGRAM.

WE HAVE 317 BUSINESSES TAKE PART IN THAT PROGRAM. ISSUING ALL 317 HAVE RECEIVED MASKS WHICH TOTAL 32,900 MASKS TO BE SUPPORTED. FLAGLER HOSPITAL WOULD YOU LOOK AT THEIR BED COUNTS RIGHT NOW THEY ARE BASICALLY IN THE ICU THEY HAVE 22 WITH 22 AVAILABILITY THERE AT A 50 PERCENT CAPACITY RIGHT NOW FOR FLAGLER HOSPITAL.

[00:05:03]

BAPTIST BEACHES. THERE AT A 37 PERCENT AVAILABILITY.

BAPTIST SOUTH IS AT 60 PERCENT. THE NUMBERS ARE TRENDING IN A GOOD DIRECTION.

THAT'S ONE OF THE THINGS WE WANTED ME TO PASS ON TO THE BOARD.

WITH THAT I'M AVAILABLE FOR QUESTIONS. >> ANY QUESTIONS FOR JOSEPH GIAMMANCO. ANYONE ELSE GIVING A REPORT OR TO STEAL?

>> JUST ME. >> I DO HAVE A QUESTION. JOE IF YOU WOULD HOW MANY

COUNTIES ARE DEALING WITH HAVE CONTINUED OR CEASED? >> AS OF FRIDAY I CONFIRMED WITH THE STATE THAT ALL 67 COUNTIES ARE UNDER LOCAL STATE OF EMERGENCY AS WELL AS THE GOVERNOR JUST SIGNED THE STATE OF EMERGENCY FOR THE STATE OF FLORIDA FOR ANOTHER 60 DAYS.

OVER I THINK IT WAS TODAY OR YESTERDAY IS WHEN HE SIGNED THAT.

>> WHAT IS THE PURPOSE AND REASON BEHIND THAT? >> THERE'S MANY THINGS THAT THE LOCAL STATE EMERGENCY BRINGS IN. THE BIGGEST ONE THAT EVERYONE IS LOOKING AT RIGHT NOW IS FUNDING. THE LOCAL STATE EMERGENCY BRINGS IN A LOT OF FUNDING OPPORTUNITIES FROM THE STATE AS WELL AS THE FEDERAL GOVERNMENT.

AS OF RIGHT NOW WERE OPERATING UNDER THE CARES ACT AND HOW FUNDING TO PAY FOR A LOT OF THE THINGS THAT ARE BEING EXPENDED RIGHT NOW. THE CARES ACT AS YOU KNOW HAS A TIME LIMIT AND A DOLLAR LIMIT. THE TIME LIMIT IS THE END OF THE YEAR.

HOWEVER, FEMA HAS EXTENDED, THEY'LL HAVE A LOCAL STATE OF EMERGENCY.

B IS A CATEGORY WERE OPERATING UNDER WITCHES THE PROTECTIVE MEASURES THAT NORMALLY IS A 6 MONTH WINDOW FROM THE TIME OF THE INCIDENT. THEY HAVE EXTENDED THAT TO BE DETERMINED. THEY ARE LOOKING LONG TERM. THE LOCAL STATE OF EMERGENCY IF WE HAVE THAT IN PLACE WE HAVE THE ABILITY TO NOW SEEK REIMBURSEMENT FOR ANY FUNDS EXPENDED THROUGH THAT PROGRAM WHEN THE CARES ACT COMES TO AN END.

THAT FUNDING WOULD NORMALLY BE A 75/25 WITH THE STATE BRINGING IN 12 AND A HALF PERCENT.

WE WOULD BE RESPONSIBLE FOR 12 AND A HALF PERCENT OF ANY MONIES SPENT AFTER THE CARES ACT. NEED TO HAVE THAT LOCAL STATE OF EMERGENCY IN PLACE TO SHOW THERE IS AN EMERGENCY FOR FEMA TO CONDUCT REIMBURSEMENT. EXCEPT THANK YOU.

THANK YOU FOR THAT EXPLANATION. ANY QUESTIONS FOR JOSEPH GIAMMANCO?

WILL OPEN FOR PUBLIC COMMENT. COMMISSIONER D. >> ARE THERE ANY COLCALL INS.

NO? ANYBODY WANT TO SPEAK UNDER PUBLIC COMMENT?

I THINK THAT COMPLETES PUBLIC COMMENT MR. CHAR. >> PUBLIC COMMENT CLOSE.

[2. Extension of Local State of Emergency]

WILL ROLL TO ITEM NUMBER 2 MR. PATRICK MCCORMACK.>> GOOD AFTER NOON COMMISSIONERS AND I WILL COME BACK TO COMMISSIONER CAULDRON. COMMISSIONERS BEFORE YOU HAVE A DRAFT, EMERGENCY PROCLAMATION WHICH IF PASSED BY THE BOARD WOULD BE 2020 Ã33.

WHICH WOULD HAVE THE EFFECT OF EXTENDING THE LOCAL STATE OF EMERGENCY FOR 7 DAYS AS IS THE MAXIMUM ALLOWED BY THE STATUTES OF HER PROCLAMATION. YOU'VE HEARD FROM YOUR DIRECTOR OF EMERGENCY MANAGEMENT. THAT ADMINISTRATION IS AVAILABLE IF THERE'S ANY OTHER QUESTIONS. SO THIS EMERGENCY PROCLAMATION IS ¦

>> THANK YOU MR. PATRICK MCCORMACK. AS ANY QUESTIONS?
