AUGUST 18, 2020. GOOD MORNING. IN ORDER TO MITIGATE THE TRANSMISSION OF THE CORONAVIRUS AND REDUCE RISK OF COVID-19 ILLNESS, THE GOVERNOR HAS SUSPENDED THE REQUIREMENT OF A PHYSICAL QUORUM AND THE BOARD OF COUNTY COMMISSIONERS HAS ADOPTED PROCEDURES TO CONDUCT MEETINGS USING REMOTE PRECIPITATION.

THE PUBLIC HAS A MEANS TO COMMENT WITHOUT PHYSICALLY ATTENDING.

ALONG WITH PRIOR COMMUNICATIONS INCLUDING EMAIL, THE PUBLIC WILL BE ABLE TO COMMENT BY TELEPHONE WHILE WATCHING A MEETING VIA IGTV OR BY STREAMING POSTED ON THE COUNTIES WEBSITE. THE WEBSITE ALSO PROVIDES TELEPHONE NUMBER TO USE TO CALL INTO THE MEETING EVEN IF MEMBERS DO NOT PROVIDE COMMENT PEOPLE MAY BE LISTENING DO NOT PROVIDE COMMENTS AND THOSE PERSONSARE NOT REQUIRED TO IDENTIFY THEMSELVES.

THE CITY RIGHT DOWN HERE ON LEWIS SPEEDWAY IN BETWEEN THE LITTLE STRIP MALL AND THE BRIDGE APPROVED 100 HOMES. THEY DID NO IMPACT STUDY, THEY DID NO TRAFFIC STUDY.

THAT PROPERTY WAS ANNEXED TO THE COUNTY TO THE CITY BACK IN 2000.

I ALSO WANT TO BRING UP WHAT I DID A FEW WEEKS AGO AND I AM VERY DISAPPOINTED AND I HAVE THIS EXPLAINED TO ME BY THE STAFF AND THEY ARE ONLY DOING WHAT THEY ARE TOLD TO DO.

THESE DEVELOPERS AND LAWYERS THAT ARE HAVING THEIR NAMES PUT ON THE AGENDA TO MAKE A PRESENTATION ABOUT THE DEVELOPMENT SHOULD NOT BE ALLOWED.

MASKS ARE UNNECESSARY. I WROTE THIS EMAIL AUGUST 11. THE NUMBERS HAVE PROBABLY CHANGED A BIT BUT NOT APPRECIABLY SINCE THAT DATE. AT THAT TIME FROM WHAT I CAN FIND THERE HAVE BEEN 3666 Ã EXCUSE ME Ã3660 POSITIVE CASES OF COVID IN ST. JOHNS COUNTY.

THE POPULATION NUMBER, I FOUND, FOR ST. JOHNS COUNTY WAS 264,072.

THAT MEANS 1.38 PERCENT OF THE COUNTY HAVE BEEN DIAGNOSED POSITIVE WITH COEVID.

1.3 PERCENT. 98.61 PERCENT OF THE COUNTY HAS NOT BEEN DIAGNOSED WITH COEVID.

SO IT'S NOT NECESSARY TO WEAR A FACEMASK WITH THOSE NUMBERS. THE JUSTIFICATION FOR WEARING A

FACEMASK IS THAT I AM PROTECTING OTHER PEOPLE WHEN I WEAR THAT FACEMASK.

THIS IS THE DEVELOPMENT OF REGIONAL IMPACT PARTS I'M GOING TO GO THROUGH ÃTHIS WILL BE A COMBINED PRESENTATION WE ARE SEEKING TO MODIFY THE SILVERLEAF PUD. AGAIN, THE SILVERLEAF PROPERTY INCLUDES THE RED. THIS RED PROPERTY THAT TOUCHES I-95 TO THE EAST AND YOU SEE THE FIRST COAST EXPRESSWAY THAT WILL COME THROUGH EVENTUALLY AND IT ALSO INCLUDES THIS LITTLE PIECE IS CALLED GRAND CREEK.

GRAND CREEK IS WITHIN THE DRI BUT NOTHING WE WILL DISCUSS TODAY IS BEING CHANGED WITH RESPECT TO GRAND CREEK. THE FUTURE LAND USE DESIGNATION OF MOST OF SILVERLEAF IS RESIDENTIAL C. YOU HAVE MIXED USE WHERE THERE'S GOING TO BE NONRESIDENTIAL USES AND IMPORTANTLY FOR THE PEOPLE IN THE CASCADES, YOU WILL NOTE THAT THIS PROPERTY ALSO WITHIN SILVERLEAF BECAUSE HERE IS THE BOUNDARY IS WILL WILL SILVERCULTURE LAND USE.

SO THE PROPERTY IS ANOTHER CONSERVATION EASEMENT IN FAVOR OF THE WATER MANAGEMENT DISTRICT. IT IS NOT INCLUDED IN THE RESIDENTIAL C ARE MIXED-USE DESIGNATIONS AND IS BEING SET ASIDE FOR CONSERVATION AND WE WILL TALK IN A LITTLE BIT ABOUT DETAILS OF WHAT'S GOING ON THERE IN THE LAST COUPLE OF WEEKS.

ABOUT 1100 ACRES OF THIS LAND IS SUBJECT TO A TIMBER LEASE THAT PREDATED THE EASEMENT SO THE CONSERVATION EASEMENT BY ITS TERMS ALLOWS SOME TIMBERING AND THERE HAS BEEN TIMBERING ACTIVITY, BUT IT IS NOT GOING TO BE CLEAR-CUT. IT'S JUST TIMBERED AS PERMITTED IN THE CONSERVATION EASEMENT.

THERE WILL BE NO DEVELOPMENT IN THE HUDSON'S HAVE BEEN VERY GOOD AND COGNIZANT OF THE FACT

SILVERLEAF CURRENTLY INCLUDES 10,700 RESIDENTIAL UNITS WHICH INCLUDE 3900 MULTIFAMILY AND 1600 SINGLE-FAMILY UNITS AND INCLUDES ABOUT 1.1 MILLION SQUARE FEET OF RETAIL AND COMMERCIAL, 300,000 SQUARE FEET OF OFFICE SPACE AND 330,000 SQUARE FEET OF LIGHT INDUSTRIAL SPACE. SO ÃAND I AM GOING TO GO THROUGH AGAIN.

YOU CAN SEE IN THE AREAS OF THE MASTER DEVELOPMENT PLAN MAP AT TOWN CENTER, IS IT A MIXED-USE DISTRICT PROPERTIES WHICH ARE EMPTY AND THE SCHOOL SITES ARE AND LAVENDER.

ALL OF THE RESIDENTIAL SITES ARE IN EITHER THIS LIKE HELLO OR THE STAND.HE GREEN IS OPEN SPACE AND CONSERVATION. THE PROPOSED MASTER DEVELOPMENT PLAN, THIS IS FOR THE VRI, THIS STAYS THE SAME NO DEVELOPMENT NEXT TO THE CASCADES. THE PROPERTIES THAT ARE BEING CHANGED AND CONFIGURATION ARE OUTLINED IN RED SO THIS SCHOOL AND PARK SITE HERE, SOME OF THE MIXED-USE SITES IN THIS AREA AND SOME OF THE RESIDENTIAL DOWN IN HERE.

AGAIN, NOTHING TOUCHING THE CASCADES. AND THEN THIS IS THE MAP FOR THE PUD REZONING APPLICATION. NOTICE THIS PROPERTY IS NOT EVEN WITHIN THE PUD.

ADD 300,000 SQUARE FEET OF HOSPITAL SPACE BAPTIST MEDICAL CENTER HAS PURCHASED LAND AND SILVERLEAF FOR MEDICAL USES THAT CAN INCLUDE A HOSPITAL, AND SO THAT'S RECOGNIZING THE FACTS FROM THE GROUND. WE ARE ALSO INCORPORATING LEGISLATIVE CHANGES THAT HAVE ALREADY BEEN GRANTED BY THE STATE AS A MATTER OF LAW. MERELY REVISING THE LAND IS THE EQUIVALENCY TABLE AND A PHASING TABLE 2 ÃNO CHANGES IN RESIDENTIAL, JUST INCREASES IN NONRESIDENTIAL TO REFLECT THE FACT THAT YOU ARE GOING TO HAVE THE FIRST COAST UNDER BELTWAY COMING THROUGH AND IT'S SUPPOSED TO BE UNDER CONSTRUCTION WITHIN THE NEXT FEW YEARS. ALL OF THOSE ROADS ÃROADWAY CONSTRUCTION PROJECTS HAVE BEEN COMPLETED. THEY HAVE BEEN UPDATED FROM THIS POINT DOWN TO I GP INTERNATIONAL GOLF PARKWAY. THERE WAS SOME DISCUSSION. WE SAW EMAILS FROM RESIDENTS WHO LIVE OFF MAGUIRE IN 2015. THE PUD WERE REVISED ALONG MAGUIRE PARKWAY AT THE REQUEST OF RESIDENTS. THAT IS NOT PART OF THIS AND THERE WILL BE NO CONNECTION THROUGH LAYER MAGUIRE PARKWAY. JUST TO ADDRESS THAT COMMENT AS WELL FROM THE PUBLIC.

AND THEN GOING TO SCHOOL SITES, THE SCHOOL SITES HERE HERE AND HERE HAVE BEEN CONVEYED TO THE ST. JOHNS COUNTY SCHOOL BOARD. THE TRANSPORTATION MITIGATION HAS BEEN COMPLETED AND A PARK SITE HAS BEEN DEDICATED TO THE COUNTY. THE SITES THAT ARE UNDER CONSTRUCTION NOW ARE IN THESE PODS HERE AND HERE AND HERE AND THEY ARE RESIDENTS LIVING IN SILVERLEAF NOW. THEY HAVE BEEN THERE FOR ABOUT TWO MONTHS.

SO THE PROJECT IS BEGINNING TO DEVELOP AND OBVIOUSLY, THERE IS MORE NONRESIDENTIAL NEEDED FOR THE REASONS WE HAVE DISCUSSED WITH THE OUTER BELTWAY INTERSECTION WITH 2209 AND JUST THE FACT OF HAVING ALMOST 11,000 HOMES IN THIS COMMUNITY. FOR SECTION 8S, THERE IS AN AMENDED CLARIFICATION TO THE EXTENT OF PROHIBITION FOR REFUSE AND RECYCLING AND WASTE CONTAINERS TO INCLUDE PLASTIC BAGS, THE PONTE VEDRE ZONING AND ADJUSTMENT BOARD FURTHER REQUESTS A 24 HOUR TIME LIMITATION TO BE ADDED TO CLARIFY. THE SAINT JOE COMPANY STARTED CONSTRUCTION OF VETERANS PARKWAY FROM LONGLEAF PINE PARKWAY SOUTH OF COUNTY ROAD 210 INTO A TWO LANE CONFIGURATION.

THERE WAS AN ENGINEERING DESIGN ISSUE WITH THE ROADWAY, SO THE COUNTY TOLD SAINT JOE AT THE TIME PLEASE SAK CONSTRUCTION OF THE ROAD BECAUSE IT'S NOT DESIGNED PROPERLY.

AND SO THE CONSTRUCTION WAS NEVER FINISHED. SAINT JOE SUBSEQUENTLY SOLD RIVERTOWN TO ANATOMY AND THEY AMENDED THE PRI DEVELOPMENT FOR RIVERTOWN TO NOT REQUIRE THE FOUR REMAINING OF THAT VETERANS PARKWAY SEGMENT UNTIL RIVERTOWN REACHED ALMOST 2400 UNITS.

TODAY, RIVERTOWN HAS ABOUT 800 UNITS. SO THERE ARE ABOUT THE THIRD OF THE WAY TOWARD THIS OBLIGATION OF THE FOUR-LANE. BUT IN THE MEANTIME, THE SAGA CONTINUES. THE DEVELOPER OF RIVERTOWN HAS BEEN WORKING WITH ICI AND WCI WHICH IS ALSO LENNAR, WCI OWNS THE PROPERTY THAT IS IN THIS AREA.

SO THIS IS A FALLBACK POSITION THAT ICI WOULD DO ONLY IF THIS OTHER AGREEMENT DOESN'T COME TO FRUITION.

AND FOR THE GRANT, THE FLORIDA INLAND PROVIDED $180,000 FOR THE DREDGING OF THE VILANO LANDING AREA WHICH IS SEEMINGLY MINOR COMPARED TO HEALTH AND WHERE EVERYBODY GOES TO QUALITY OF LIFE AND IT'S SOMETHING THAT WE DON'T MAKE A BIG FANFARE ABOUT AND I THOUGHT IT WAS APPROPRIATE TO BRING UP THE TIME THAT IT TAKES TO PROCESS THESE DOCUMENTS AND TO BRING TAXPAYER MONEY TO THE STATE AND FEDERAL ORGANIZATIONS AND I APPRECIATE EVERYONE IS TAKING THE TIME TO DO IT SO WE CAN KEEP THESE WATERWAYS OPEN.

I WANT TO ALSO MENTION THE PASSING OF SENATE BILL 712 HAS GENERATED GRAVE CONCERNS AFTER FLORIDA DEPARTMENT OF AGRICULTURE ISSUED A LETTER ON JUNE 30. TCA AND THAT IS THE TRICOUNTY AGRICULTURE AREAS BIGGEST CONCERN IS UNIVERSITY OF FLORIDA INSTITUTE OF FOOD AND AGRICULTURAL SCIENCE IS RECOMMENDATIONS FOR BNP FERTILIZER APPLICATION RATES.
