[1. Call Meeting to Order]
[00:00:05]
I WOULD LIKE TO CALL THE AUGUST MEETING OF THE RECREATION ADVISORY BOARD TO ORDER.
I WILL TAKE A ROLL. IF I COULD REMIND EVERYBODY ON THE BOARD TO STATE YOUR NAME BEFORE SPEAKING OR MAKING A MOTION THROUGHOUT THE MEETING. IF YOU COULD AS I ANNOUNCE YOUR NAME, IF YOU COULD TELL US IF YOU'RE HERE, JILLIAN. BERT.
WE HAD A LOT OF BEEP INS. EMILY, DID YOU HAVE CANCELLATION? DID YOU HAVE ANYBODY CALL IN AND ADVISE THEY WOULD NOT BE ON THE MEETING?
CASEY. >> YES. I SAID IS HERE AND YOU DIDN'T ACKNOWLEDGE ME, SO I'M WONDERING IF THAT'S WHAT SOMEBODY ELSE'S PROBLEM.
>> WE DID NOT HEAR YOU, JILLIAN. >> I AM HERE. HOW ABOUT BRAD AND DEB? JILLIAN, WE COULD HAVE HAD THIS MEETING AT THE VILLAGE INN OVER PIE.
>> THAT WOULD HAVE BEEN NICE. WHAT DO YOU THINK, DOUG? PROCEED?
>> I MEAN OBVIOUSLY WE'RE GOING TO PROCEED. YEAH.
I WOULD ASSUME SO. THERE'S A LOT OF INFORMATION TO GO THROUGH.
MAYBE SOMEONE WILL JOIN US LATER. >> WHAT WE'LL DO, IF WE, IF IT'S JUST JILLIAN AND I, THEN I THINK WHAT WE WILL DO IS END UP HOLDING ON THE TUTORIALS ON IMPACT FEE AND THE REVIEW OF THE PEER STRATEGY. YOU KNOW BECAUSE.
ALL RIGHT. JUST DOUBLE CHECKING HERE TO SEE IF BRAD OR DEB CAME ON.
ALL RIGHT. HERE WE GO. PUBLIC COMMENTS.
IF ANYONE IS ON THE CALL THAT WOULD LIKE TO MAKE A PUBLIC COMMENT, YOU HAVE THREE MINUTES PER SPEAKER. ROLLING ALONG. PAUL, I'M GOING TO LET YOU, PAUL
[4. Reports]
I'M GOING TO LET YOU GIVE US A QUICK UPDATE ON THE SCHOOL BOARD RELATIVE TO COVID AND SUMMER PROGRAM AND ANYTHING ELSE THAT RELATES TO RECREATION AS OBVIOUSLY THE SCHOOL YEAR YOUKNOW AT SOME POINT WILL KICK IN. >> OKAY. THANK YOU.
JUST A COUPLE PIECES. ONE YOU KNOW OUR START DATE HAS BEEN MOVED BACK TO AUGUST 31ST.
WE DO HAVE TEACHERS BACK THIS WEEK FOR PREPLANNING AND THEY WILL BE BACK FOLLOWING THE WEEK BEFORE THE START OF THE SCHOOL YEAR ON THE 31ST. SO, YOU KNOW WE HAVE OPTIONS OUT THERE WITH OUR START. OF COURSE, BRICK AND MORTAR DISTANCE LEARNING.
HOME EDUCATION. ST. JOHNS VIRTUAL AND WE HAVE OUR REOPENING PLAN.
AS IT RELATES TO HIGH SCHOOL SPORTS, LET ME GIVE A BIT OF A RECAP.
AS YOU KNOW, WE WENT THROUGH A SHUT DOWN IN THE SPRING JUST LIKE MOST ALL YOUTH ORGANIZATIONS AND HIGH SCHOOL SPORTS WAS NO DIFFERENT. AS THE POSITION STARTED TO MOVE TO THE SUMMER AND REOPENING PLANS WERE LOOKED AT, WE BEGAN ON, NOT UNLIKE MOST SCHOOL DISTRICTS IN THE STATE, WE BEGAN CAMP, PRECONDITIONINGS AND SUMMER PROGRAMS ON JUNE 15TH.
ALL OF OUR PROGRAMS OF COURSE HAD TO PUT TOGETHER COVID-19 PROTOCOL PLANS WITH REGARDS TO C.D.C. GUIDELINES. LOCAL DEPARTMENT GUIDELINES AND ALL OF THOSE PIECES.
IN THE MIDST OF ALL THAT, THE HIGH SCHOOL ASSOCIATION PUT TOGETHER A TASK FORCE AND THEY MET A COUPLE TIMES IN THE SUMMER AND THEY WERE PRETTY SIGNIFICANT MEETINGS, INTRODUCED MEDICAL DOCUMENTATION FROM THE SPORTS MEDICINE ADVISORY COUNCIL, THE FHSA COUNCIL AND AS THOSE MEETINGS UNFOLDED, THE GOAL OF THAT TASK FORCE WAS TO GIVE A PRESENTATION TO THE BOARD OF DIRECTORS, THE FLORIDA HIGH SCHOOL ATHLETIC DIRECTORS, THE BOARD OF DIRECTORS.
[00:05:01]
SO A RECOMMENDATION WENT TO THAT AND THE ORIGINAL RECOMMENDATION REALLY DIDN'T MOVE FORWARD AND THERE WAS A CONTINUATION WITH REGARDS TO WHAT THE ORIGINAL START DATE WAS GOING TO BE, WHICH WAS JULY 27TH. YOU KNOW SUBSEQUENTLY A FEW DAYS AFTER THAT, THE FIRST BOARD OF DIRECTORS MEETING OTHER ANOTHER BOARD OF DIRECTORS MEETING WAS HELD YOU KNOW ANOTHER SIGNIFICANTLY LONG MEETING DISCUSSION AND THE BOARD DIRECTORS ELECTED TO MOVE THE START DATE FOR HIGH SCHOOL ATHLETICS BACK TO AUGUST 24TH. NOW WITH THAT SAID, THERE IS ALSO AN UPCOMING BOARD OF DIRECTORS MEETING ON AUGUST 14TH WHICH WILL BE THIS FRIDAY WHERE I THINK THEY WILL PROVIDE SOME GUIDANCE WITH REGARDS TO WHAT THE ACTUAL PATH FOR HIGH SCHOOL ATHLETICS WILL LOOK LIKE. I THINK THEY REVIEWED ADDITIONAL MEDICAL DOCUMENTATION.COLLECTING INFORMATION FROM LOCAL SCHOOL DISTRICTS. THAT MEETING WILL BE ON FRIDAY AT, I THINK IT'S ACTUALLY GOING TO BE STREAMING, SO IF YOU'RE INTERESTED, THE FHSA WEBSITE WILL PROBABLY HAVE IT STREAMED. I THINK THERE WILL BE DIRECTION WITH REGARDS TO WHAT WE ARE ACTUALLY GOING TO LOOK LIKE. YOU KNOW I HAVE ANSWERED A LOT OF QUESTIONS OVER TIME.
WE'RE CERTAINLY IN MEETING WITH OUR ATHLETIC DIRECTORS WEEKLY TO DISCUSS REOPENING STRATEGIES AND TO DISCUSS STRATEGIES REGARDING YOU KNOW BASICALLY EVERYTHING FROM THE PRACTICE, THE CONDITIONING, YOU KNOW MOVING INTO THE EXECUTION OF A CONTEST YOU KNOW WITH REGARDS TO ESSENTIAL COMPONENTS AND THEN SPECTATORS AND THAT. I MEAN YOU KNOW WE ARE GOING TO SEE REDUCED NUMBERS IN OUR, AT OUR EVENTS WHEN THEY GET OFF AND RUNNING.
YOU KNOW WHETHER THAT'S 50% OR LESS THAN 50%, THERE WILL BE SOCIAL DISTANCING GUIDELINES.
SO AGAIN I THINK WE'RE GOING TO HAVE A PRETTY GOOD IDEA OF WHAT THE OFFICIAL START DATE IF THERE'S ANY MOVEMENT. THAT WILL ALL COME OUT FRIDAY AFTERNOON AND YOU KNOW WE WILL
MOVE FORWARD FROM THERE. >> PAUL, JUST A COUPLE QUICK QUESTIONS.
ARE THEY PUTTING CONTINGENCIES SCHEDULES TOGETHER? YOU READ ABOUT JUST PLAYING WITHIN THE COUNTY. A COMPACTED SCHEDULE FOR EXAMPLE.
NO DISTRICT PLAYOFFS. >> I THINK THERE WAS THREE OPTIONS OUT THERE, CASEY, THREE OPTIONS KICKED AROUND REGARDING KIND OF A HOLDING PATTERN, LET'S FIND A DATE IN SEPTEMBER OR THERE WAS A, LET'S KEEP THE 24TH AND GO FROM THERE OR MOVE EVERYTHING BACK FROM FALL, WINTER AND SPRING AND START IN NOVEMBER. SO KIND OF COMPRESSES THE THREE SEASONS AND YOU FINISH UP IN JUNE. SO YOU KNOW, I DON'T KNOW IF ALL THAT WILL BE DISCUSSED OR WHERE THAT WILL ALL LAND, BUT THERE'S, I'M SURE THERE'S A LOT OF TALK AROUND THE OTHER DISTRICTS IN STATE. THE CHALLENGE FOR SOMETHING LIKE THIS WHEN YOU'RE TRYING TO PINPOINT START DATES IS YOU KNOW WHAT IS HAPPENING IN SOUTH FLORIDA IS DIFFERENT FROM NORTHEAST FLORIDA OR THE PANHANDLE.
I'M SURE THERE'S BEEN DISCUSSION WITH OTHER DISTRICTS AND STATES, EXCUSE ME, OTHER DISTRICTS ACROSS THE STATE ON TRYING TO MAKE SURE THERE'S WAYS TO YOU KNOW PLAY GAMES AND TRYING TO SALVAGE SCHEDULES IF YOU COULD. THE OTHER PART TOO IS, THERE'S ALSO SCHOOL BOARD DECISION-RELATED IMPACTS THAT WHEN THEY FILTER OUT IMPACT ATHLETICS LIKE YOU KNOW IF YOU HAPPEN TO BE A SCHOOL DISTRICT WHERE YOU'RE MINIMIZED ON TRAVEL.
YOU CAN'T LEAVE THE COUNTY OR YOU KNOW WE RIGHT NOW, WE DO NOT ALLOW ANY OVERNIGHT TRAVEL.
WE DO NOT ALLOW ANY OUT OF STATE TRAVEL. ANY TYPE C EVENT, WHERE YOU WOULD LEAVE AND YOU KNOW GO TO ORANGE COUNTY AND STAY TWO NIGHTS, WE DON'T ALLOW THAT RIGHT NOW. SO THERE'S RESIDUAL BASED ON COVID PROTOCOL PIECES THAT COULD FILTER OUT AND IMPACT ATHLETICS AND THEN THERE'S THE PIECES WE AREN'T EXPERIENCING YET UNTIL YOU ACTUALLY GET STARTED. I HAD LONG CONVERSATIONS WITH OUR ATHLETIC DIRECTORS IN MAKING
[00:10:02]
SURE THEY UNDERSTAND THAT. THERE NEEDS TO BE YOU KNOW TWO, THREE CALLS WEEKLY CALLS TO YOUR OPPONENTS JUST TO ENSURE THAT WHAT IS THE IMPACT? IF TWO OR THREE STUDENTS MAY GET SICK, 14 OR 15 STUDENTS HAVE TO QUARANTINE, MAY AFFECT TEAMS TRAVELLING.SOME WE WILL HAVE TO ADDRESS AS WE GET GOING. WE CERTAINLY HAVE BEEN PLANNING
AND PLANNING IN THE COURSE OF THE SUMMER. >> QUICK EDITORIAL COMMENT THEN I WILL SEE IF JILLIAN HAS QUESTION. I THOUGHT WHEN I WATCHED THE ZOOMS, TWO RIFFS WERE ORGANIZING, SOUTH VERSUS NORTH FLORIDA AND BIG VERSUS SMALL
SCHOOLS. >> EVERYBODY IS IN DIFFERENT SITUATIONS.
AT SOME POINT IN TIME, SOME OF THE SOUTH FLORIDA SITES PROBABLY WEREN'T EVEN BACK IN THEIR BUILDINGS YET. SOME OF THEM ARE NOT GOING TO BE ABLE TO OPEN ON TIME.
THEIR DATES MOVED BACK FURTHER THAN OURS. LIKE I SAID, IT'S A TOUGH ONE SHOE FITS ALL SCENARIO. CERTAINLY I AM CONFIDENT THE DECISION WILL BE MADE IN THE BEST INTEREST FOR THE WEALTH AND WELFARE OF STUDENS, STAFF, AND SPECTATORS.
>> JILLIAN, DO YOU HAVE ANYTHING FOR PAUL? >> I DO HAVE A QUESTION PAUL.
JUST FOR MY OWN CLARITY. WHEN YOU SAY THE START DATE, DO YOU MEAN THE START DATE OF PRACTICES AND STUDENTS GATHERING TOGETHER IN GROUPS OR THE START DATE OF COMPETITION?
>> THE START DATE, WHAT THAT MEANS IS THE OFFICIAL START DATE IS TYPICALLY WHEN YOU CAN START INTRODUCING EQUIPMENT AND ALL OF THOSE PIECES WITH REGARDS TO FORMALIZED PRACTICES, FHSA GUIDELINES DOESN'T PROVIDE, YOU KNOW WHEN YOU'RE IN THE SUMMER, YOU CAN'T BREAK OUT SHOULDER PADS OR HELMETS OR WHATEVER THE CASE MAY BE DEPENDING ON THE SPORT.
WHEN I SAY START DATE THE 24TH OF AUGUST, RIGHT NOW THAT COULD CHANGE FRIDAY, IS THE OFFICIAL START DATE WHERE WE WOULD CONSIDER IF YOU OPENED UP FHSA MANUAL, THAT WOULD SAY THAT'S YOUR FIRST OFFICIAL PRACTICE DATE. IF YOU HAD TO HAVE SO MANY DAYS IN SHORTS AND TEE SHIRTS NO EQUIPMENT AND NO PADS. THAT'S THE STARTING POINT FOR THAT. TECHNICALLY, IF WE START ON THE 24TH, I WANT TO SAY THAT THE OPENING DATE FOR CONTEST FOR SPORTS WOULD PROBABLY BE SOMEWHERE AROUND SEPTEMBER 11TH.
>> JUST ARE YOU GOOD WITH THAT >> YES. THANK YOU, PAUL.
>> YOU'RE WELCOME. JUST INDIRECTLY RELATED, I JUST SAW A NEWS REPORT COME THROUGH
THAT THE BIG 10 HAS CANCELED ALL FALL SPORTS. >> YEAH.
THERE'S SO MUCH INFORMATION OUT THERE RIGHT NOW WITH THAT MAKES THESE THINGS SO CHALLENGING.
NOBODY WANTS IT SEE FOLKS LOSE OPPORTUNITIES AND WE ARE WORKING YOU KNOW, I SAID ON OUR REOPENING TASK FORCE FOR THE SCHOOL COMPONENT AS WELL AS WHAT WE DO WITH ATHLETICS AND IT'S JUST REALLY CHALLENGING WITH REGARDS TO THAT. WE'RE DOING A LOT OF REALLY, REALLY GOOD THINGS WITH PPE AND MAKING SURE WE'VE GOT PROTOCOLS IN PLACE AND ON THE BUSES AND ALL THOSE PIECES. THIS IS CERTAINLY ONE OF THE MOST FLUID THINGS I HAVE EVER
SEEN AS I ENTER INTO MY 31ST YEAR. >> CERTAINLY WE APPRECIATE WHAT YOU'RE DOING AND GOOD LUCK, PAUL. STICK AROUND AS LONG AS YOU WANT, BUT I'M GLAD WE GOT YOU IN EARLIER. HAVE BRAD OR DEB JOINED THE
CALL? >> I NEED TO GO BACK TO APPROVE THE JUNE MEETINGS.
I GUESS IT'S ME AND YOU JILLIAN. ARE YOU GOOD WITH THE JUNE MINUTES?
DO YOU APPROVE? CAN YOU MAKE A MOTION? >> MOTION TO APPROVE THE JUNE
MEETINGS. >> I WILL SECOND. >> MY ONLY CONCERN IS IT'S NOT A QUORUM RIGHT NOW. I DON'T KNOW IT WOULD BE OFFICIAL.
>> WHY DON'T WE MAKE IT A CONTINGENCY APPROVAL BASED ON SOMEBODY TELLING US WE CAN'T AND
WE WILL DO IT LATER BY E-MAIL. DOES THAT WORK? >> PERFECT.
YOU ARE SUCH A SPOIL SPORT. WE HAD PUBLIC COMMENT BEFORE. DID YOU WANT TO MAKE A COMMENT
[00:15:03]
SIR? YOU'RE GOOD? RIGHT.RIGHT. YEAH. NICE TO SEE YOU, THANKS FOR
COMING. >> GOOD TO SEE YOU MARK. >> I'M JUST GOING TO GIVE QUICK CHAIR REPORTS. WE HAVE TWO VACANCIES FOR RESIGNATION OF BO AND AL.
EMILY HAS A SCHEDULE IN PLACE TO GET APPLICATIONS IN, WE'RE SENDING THOSE PRE-QUESTIONNAIRES OUT WE SENT OUT THE LAST TIME AND WE WILL GET SOME GUIDANCE FROM MELISSA ON DISTRICT APPROPRIATION AND ON QUORUM. TO MAKE SURE THAT AT THAT SEPTEMBER MEETING, ASSUMING THAT WE HAVE APPLICATIONS IN HAND, WE CAN MOVE FORWARD WITH THAT. I AM ALSO GOING TO ASK THE BOARD TO HELP ME ON A PERSONAL LEVEL AND I GUESS I'M TALKING TO YOU, JILLIAN, TO MOVE THE OCTOBER 8TH MEETING TO OCTOBER 22ND FOR PURELY PERSONAL SELFISH REASONS. ARE YOU OKAY WITH THAT JILLIAN?
>> YES. THAT'S FINE WITH ME. ONE QUESTION THOUGH, I THOUGHT
MY TERM WAS UP IN NOVEMBER. NOT SEPTEMBER. >> IT IS BUT WE'RE DOING THAT
>> YOU WOULD STICK AROUND AND THE NEW MEMBER WOULD JOIN IN NOVEMBER.
BUT WE LOOK FORWARD TO YOUR RE-APPLICATION. IN OTHER WORDS, DON'T LEAVE ME.
I WILL BE SITTING UP HERE TALKING TO DOUG WITHOUT YOU. THE ANNUAL REPORT.
EVERYBODY GOT. DOUG AND I ARE GOING TO SPEND A LITTLE TIME OVER THE NEXT MONTH OR SO DEVELOPING KPIS, KEY PERFORMANCE INDICATORS SO THROUGH THE NEXT FISCAL YEAR WE WILL REPORT ON OUR PROJECT ON THINGS SUCH AS THE FOUNDATION. THINGS LIKE PROGRESS ON THE MASTER PLAN. DEVELOPING METRICS AND INDICATORS THAT TELL US THAT WE'RE MAKING PROGRESS. RATHER THAN TALKING ABOUT THEM AND PUTTING THEM ON A SHELF FOR A YEAR OR TWO TO MAKE SURE THEY STAY ALIVE AND THE LAST THING IS, WE HAVE STACIA HERE.
DO YOU WANT TO TALK ABOUT YOUR NEW BOSS? >> YEAH, WE HAVE A BIT OF RESTRUCTURING WITHIN ADMINISTRATION. PARKS AND RECREATION REPORTS UNDER COMMISSIONER BRADDICK -- BRAD BRADLEY. STACIA HAS A NEW HISTORY WITH PARKS AND RECREATION. WE WILL LOOK FORWARD TO GETTING BRAD DOWN HERE.
>> LOVE TO HAVE HIM HERE. WE UNDERSTAND HE'S A BUSY GUY. NOT THERE'S ANYTHING GOING ON IN THE COUNTY. WE WOULD LOVE TO HAVE AN OPPORTUNITY TO GET TO KNOW HIM AND WELCOME HIS PARTICIPATION. I KNOW JOY WAS A BIG SUPPORTER OF OURS AND WAS VERY PROACTIVE IN ATTENDING OUR MEETINGS AND BEING PART OF THE PROCESS. WE LOOK FORWARD TO THAT.
WE WILL STILL HAVE A RELATIONSHIP WITH JOY. SHE STILL WILL DO SPECIAL PROJECTS LIKE THE GOLF COURSE AND DAVIS PARKS. WE WILL BE WORKING WITH HER AS
WELL. >> AND THOSE ARE MY COMMENTS. BRAD IS NOT HERE.
PAUL WALDRON IS STILL OUT WITH COVID. I'M NOT SURE IF THERE'S ANYTHING REPORTABLE OTHER THAN WE CONTINUE TO HOLD PAUL IN OUR PRAYERS AND
>> EXACTLY. OKAY. NEW BUSINESS.
[5. New Business]
SYDNEY, YOU WANT TO TALK ABOUT THE TDC SPORTS MARKETING. >> SURE.
>> SO A FEW THINGS ON THE BEACH. THIS PAST HURRICANE WAS THE FIRST TIME WE SHUT DOWN THE OCEAN TO NO SWIMMING. THAT WAS IN PARTNERSHIP WITH MARINE RESCUE, THE SHERIFF'S OFFICE AND OUR DEPARTMENT AS WELL. THAT WAS REQUESTED THROUGH MARINE RESCUE DUE TO A LOT OF DROWNINGS THE LAST TIME. MOVING FORWARD, THAT'S SOMETHING THAT WILL BE IMPLEMENTED AS. THE SECOND THING, WE HAD TWO LARGE EVENTS.
FIRST WAS A TRIATHLON ON SUNDAY AND THE PROWATER CROSS NATIONAL TOUR AT MILANO FRIDAY THROUGH
SUNDAY. >> SYDNEY, WHY WASN'T THE REC BOARD INVOLVED IN THAT IN TERMS
[00:20:05]
OF TDC FUNDING? >> THEY DIDN'T APPLY FOR A GRANT SO WE HELD IT AS A NORMAL --
>> DID THEY GET ANY TDC MONEY? >> NOT THE TRIATHLON. THE JET SEE WAS GIVING THROUGH THE VISITOR CONVENTION BUREAU OUT OF THEIR OWN BUDGET. NOT THE TDC'S.
>> AND NORMALLY TOO, WE WOULD HAVE HAD THIS ON THE CALENDAR FOR AN UPDATE BUT THIS WAS A
REAL QUICK TURN AROUND. >> WHEN I READ ABOUT IT, I THOUGHT IT WAS THE TYPE OF EVENT
WE WERE INVOLVED IN AND WE WEREN'T. >> IT WAS A THREE TO FOUR WEEK TURN AROUND WHEN IT GOT TO US. THERE WASN'T TIME TO BRING IT BEFORE THE BOARD.
THE THIRD THING, WE ARE STILL RUNNING TOLLS. COLLECTING EVERY DAY.
SEPTEMBER WE GO DOWN TO FRIDAY, SATURDAY AND SUNDAY. JUST A LITTLE OVERVIEW ON OUR
REVENUE. WE ARE $927,158. >> ARE YOU ABLE TO FIGURE OUT
THE VARIANCE? >> ARE YOU ABLE TO DETERMINE THAT.
IF PEOPLE BOUGHT ANNUAL PASSES THAN DAY PASSES? I'M WORRIED ABOUT THE FUTURE
REVENUE WITH THE DECISION TO GO TO A TWO YEAR ANNUAL PASS. >> SO 48% OF THE REVENUE FROM 2019 WAS FROM ANNUALS AND RIGHT NOW OUR REVENUE IS 52% ANNUAL. IT'S JUST A LITTLE HIGHER.
WHICH YOU KNOW WE THOUGHT WOULD BE A LOT BIGGER OF A DIFFERENCE. THOSE PERCENTAGES, IT'S FORECASTED RIGHT NOW FOR NEXT FISCAL YEAR TOTALS WOULD BE 800,000 THOUSAND BUT I'M NOT SURE IF THAT TAKES INTO ACCOUNT THE REVENUE LOSS WE HAVE SEEN OR WILL SEE WITH THE ANNUAL PASSES.
40% WOULD BE $323,000. ALMOST $400,000. A RANGE WE CAN KIND OF EXPECT.
>> IS THE GAP BETWEEN REVENUE AND DIRECT EXPENSES BEACH SERVICES, COPS, LIFE GUARDS ET
CETERA, IS THAT GAP FAIRLY CONSISTENT TO PRIOR YEAR? >> YEAH, OUR EXPENSES SHOULD BE THE SAME AS LAST YEAR. WE HAVE SIMILAR CONTRACTS FOR TRASH AND OTHER SERVICES.
>> WHY DON'T YOU GIVE US AN UPDATE ON TDC AND WE WILL LET JILLIAN CHIME IN.
>> SO I DID PROVIDE THIS DOCUMENT THAT WAS IN THE PACKET FOR A PROPOSED NEW GRANT APPLICATION PROCESS. WE HAVE BEEN TRYING TO WORK ON THE SPORTS MARKETING APPLICATION. JUST BEFORE WE GO THROUGH THIS DOCUMENT, AS OF RIGHT NOW THERE ARE NO FUNDS ALLOCATED FOR THE GRANT PROGRAM NEXT YEAR. BUT THIS KIND OF IS VERY SIMILAR TO THE WAY THAT THE TDC DOES THEIR ARTS CULTURE AND HERITAGE GRANT APPLICATION.
SO, THE SCORING, THIS WOULD BE DONE YOU KNOW BY EACH MEMBER OF THE BOARD.
SO YOU HAVE THE TOURISM DEVELOPMENT SECTION, MARKETING SECTION AND EVALUATION AND TECHNICAL SECTION ALL ADDS UP TO 100. IT'S PROPOSED TO GO IN THE CURRENT GUIDELINE OF DECEMBER 1ST AND JUNE 1ST RATHER THAN THE ROLLING BASIS OF WHETHER WE ACCEPT APPLICATIONS. THE FIRST ROUND WILL BE SELF PROPOSE.
HAVING EACH GRANT APPLICANT PROVIDE A PRESENTATION FOR ROUGHLY FIVE TO 10 MINUTES WHERE YOU ASK QUESTIONS AT THE END OF IT. AT THE END YOU SCORE EACH GRANT INDIVIDUALLY AND TAKE THOSE SCORES AND ALLOCATE THE FUNDING BASED ON THOSE SCORES.
IF THEY GOT A 90% AND REQUESTED 5000, THE REWARD WOULD BE $4,500 AND RANK THEM DOWN.
>> MY CONCERN WITH THAT. SOMEBODY COULD ASK FOR $50,000 AND REALLY ONLY WANT FIVE.
YOU KNOW THEY COME IN HIGH. THEY ALWAYS DO. IF WE RANK IT THIS WAY, THEY
WOULD GET $45,000 WHEN THEY ONLY REALLY NEEDED $5,000. >> DO YOU FOLLOW MY DRIFT ON THAT? I WOULD PERSONALLY LIKE TO SEE MORE FLEXIBILITY ON MOVING OFF THE NUMBER THAN 1 QUANTIFIABLE NUMBER. I LIKE THIS TRACKING BETTER THAN THE PRIOR TRACKING PERSONALLY. I JUST THINK, I DON'T THINK YOU CAN TAKE THAT QUANTITATIVE NUMBER AND MULTIPLY IT BY THE REQUEST BECAUSE WHO KNOWS HOW MUCH PAD THEY PUT IN THE
[00:25:02]
REQUEST. THAT'S MY OPINION. JILLIAN, DO YOU WANT TO JUMP INREAL QUICKLY? >> CASEY, I THINK THAT'S A GOOD QUESTION.
MY THOUGHT WAS HAVING MORE STRICT DEADLINES IS WE WOULD RECEIVE SOME LATE APPLICANTS AND BECAUSE WE ARE KIND HEARTED SOULS, WE WOULD BE REVIEWING THEM IN OFF CYCLE AND NOT
FOLLOWING OUR OWN RULES. >> THAT'S A -- >> WE CAN'T SAY THERE'S A
DEADLINE. >> WHAT ARE THE CRITERIA TO EXCEPTIONS TO THE DEADLINES ON REPORTING AND THE TWO WINDOWS A YEAR? WE GOT THE THING FROM THE MILANO BEACH. I KNOW THEY DIDN'T ASK FOR MONEY, THAT WENT THROUGH VISITORS. THAT WAS A LATE-BREAKING THINGS THAT HAD VALUE, IT WAS A GOOD EVENT AND WOULD BE PRECLUDED FROM OUR BEING ABLE TO SUPPORT THEM.
>> I WOULD SAY TWO THINGS. WE DO NEED THE ABILITY TO MAKE AN EXCEPTION.
MAYBE THAT'S APPROVED BY THE ADVISORY BOARD. THE OTHER ONE I WOULD SAY, I AGREE WITH CASEY. JUST A PERCENTAGE ON THE REQUEST.
I THINK IT COME UP WITH A MAXIMUM REQUEST WOULD HELP. THE MAXIMUM IS HISTORICALLY X AMOUNT AND DO WE LIKE THAT IN TERMS OF FUNDS AVAILABLE? MAYBE WE CAN LOOK AT MAXIMUM
AMOUNT THAT ANY ONE GROUP COULD REQUEST. >> ALSO WITH THE DEADLINES, THAT CAME THROUGH THE TDC BOARD BECAUSE THEY WOULD KIND OF LIKE TO REVIEW INSTEAD OF GETTING
THESE ONE OFFS EACH MONTH. I THINK WE COULD DEFINITELY -- >> I THINK THERE HAS TO BE AN EXCEPTION RULE. TO JILLIAN'S POINT. SHE IS, I'M NOT KINDHEARTED.
JILLIAN, DID YOU HAVE QUESTIONS FOR SYDNEY ON THE BEACH? >> NO , I DON'T.
THANK YOU. ANYTHING ELSE SYDNEY? >> THANK YOU.
WHAT DO WE HAVE NOW? DOUG, DO YOU WANT TO, I HAVE YOU DOWN FOR BEACH VISITATION, DID
YOU HAVE SOMETHING SEPARATE THERE? >> YEAH, IT WAS INCLUDED IN THE PACKET AND I CAN JUST GO OVER THIS REAL BRIEFLY. THE ONE THING, THERE'S TWO SPREADSHEETS. ONE THAT DRILLS DOWN TO DETAIL AND ONE FOR SUMMARY.
THERE'S ALWAYS DISCUSSION ABOUT WHAT REVENUE DOES THE BEACH MAKE AND HOW DO WE PAY FOR THE EXPENSES? I WANT TO SEE OUT OF NUMBER CRUNCH, OUT OF THE FOLKS WHO PAY FOR THE BEACH FOR PASS, WHAT IS THE PERCENTAGE OF USERS RELATIVE TO THE OVERALL QUANTITY GOING INTO THE BEACH? JUST IN A GENERAL FASHION HERE. IF YOU LOOK AT THE SPREADSHEET, YOU HAVE GOT THE ANNUAL PASSES EASY ENOUGH TO TRACK AND WE COME OUT WITH ABOUT 73,000 INDIVIDUALS AND 1.4 MILLION TOTAL VISITATION. IF YOU LOOK AT RESIDENTS AND NONRESIDENTS, WE COME UP WITH TOTAL INDIVIDUALS OF RESIDENTS OF 120,000 THAT'S 63% OF OUR POPULATION AND THAT'S A NUMBER WE GOT FROM THE STATE WHEN THEY DID STATE WIDE SURVEYS ABOUT USES OF BEACHES. THE NON-RESIDENCE IS 3.9 MILLION INDIVIDUALS.
63% WHICH THE SAME NUMBER FROM TDC TOURISM NUMBERS. AND THAT TOO WAS THE BEACH IS THE NUMBER ONE THING PEOPLE COME TO ST. JOHNS COUNTY FOR. SO THE BOTTOM LINE THERE IS THE FACT THAT THE FOLKS ACTUALLY PAYING FOR PASSES ARE ABOUT 15% OF THE FOLKS ON THE BEACH AND THE FOLKS NOT PAYING FOR ANY PASS IS ABOUT 85% OF THE PEOPLE ON THE BEACH.
SO IT WAS KIND OF AN INTERNAL STUDY TO GET THE BEST NUMBER TO SEE HOW REVENUE IS GENERATED ON THE BEACH. NOT AN EXACT SCIENCE BUT THE BEST NUMBERS WE HAVE AND PROBABLY PRETTY CLOSE. SO, THE POINT BEING THAT OBVIOUSLY THE REVENUE MODEL DOES NOT EXTRACT REVENUE IF YOU WILL FROM THE MAJORITY OF THE USERS GOING TO THE BEACH.
WE HAVE 43 MILES OF BEACH WITH A LOT OF PEOPLE NOT PAYING FOR ACCESS.
DRIVE UP INTO THE PARKING LOT, RIDE THEIR BICYCLES OR WALK FROM HOTELS.
A LOT OF USERS WITH A VERY KIND OF SKEWED REVENUE MODEL. JUST MORE FOR GOOD INTERNAL INFORMATION AS WE LOOK AT FUTURE OF FUNDING FOR BEACHES WITH A REDUCTION OF FUNDING.
I'M GLAD TO HEAR WE'RE ONLY OFF A COUPLE PERCENT DUE TO SEASON PASSES.
JUST AN INTERNAL STUDY TO LOOK AT THE USE OF THE BEACHES. >> I WAS ALSO SURPRISED, THANKS,
[00:30:04]
DOUG. I WAS ALSO SURPRISED AT THE NOT SO BIG CHANGE BETWEEN RESIDENTS AND VISITORS IN TERMS OF USAGE NUMBERS. GENERAL SUMMARIES, WHAT DO YOUTHINK? >> IN TERMS OF THE NO FEE >> YEAH.
THE DIFFERENCE THERE. >> YOU KNOW, THE BIG THING IS WE'RE RUNNING 6.3 MILLION TOURISTS THROUGH HERE EVERY YEAR AND 63% OF THOSE ARE USING THE BEACH.
SO YOU KNOW IT'S JUST THE BASIC NUMBERS THAT WE GET FROM TDC AND FROM THE ANNUAL PASSES.
DOES THAT ANSWER YOUR QUESTION? >> I WAS CURIOUS WHAT YOUR 30,000 FOOT OBSERVATION WAS
BEYOND THE NUMBERS. >> IN TERMS OF REVENUE, 85% OF USERS ARE NOT PAYING FOR DIRECT
ACCESS. >> THE PEOPLE THAT LIVE IN THE NEIGHBORHOOD WOULD PROBABLY
CONCUR WITH THAT SUMMARY. >> EXACTLY. >> OR PEOPLE THAT OWN RESTAURANT
PARKING LOTS WOULD CONCUR. JILLIAN, AND QUESTIONS FOR >> I'M GOOD.
THANK YOU. >> IS TEDDY WITH US? >> TEDDY
>> GOOD AFTERNOON. >> GOOD AFTERNOON. RECREATION PROJECT UPDATES.
>> YEAH. CASEY, WERE YOU ABLE TO LOOK OVER THE SUMMARY PAGE?
IS THAT WHAT YOU'RE LOOKING FOR? >> THAT'S EXACTLY WHAT I WANTED. >> OKAY.
THAT'S EXACTLY AND I GOT A QUICK QUESTION FOR YOU. YOU DON'T HAVE TO GO THROUGH THEM ALL BECAUSE THEIR WELL IDENTIFIED. I HAVE A COUPLE QUICK QUESTIONS.
>> SURE. >> THE ESTIMATED PROJECT COST LIST, TEDDY, FOR EXAMPLE, $594,000 ON WHAT IS GOING ON RIGHT NOW. 2.7 ON WHAT WAS DONE.
IS THERE ANY WAY TO IDENTIFY WHAT THE COMPONENT OF THAT EXPENSE WAS THAT YOU COULD RELATE TO DESIGN WORK AS OPPOSED TO PHYSICALLY DOING SOMETHING? IN OTHER WORDS, YOU KNOW IF 30% OF OUR DOLLARS BEING SPENT ON DESIGN AND TO MAKE IT SOUND EVEN WORSE.
IS 30% OF THE NUMBERS GOING TO OUTSIDE DESIGN THAT COULD HAVE BEEN DONE BY INTERNAL ST. JOHNS
COUNTY RESOURCES? >> YEAH. I MEAN IT'S POSSIBLE.
THE HARDER PART IS GOING TO BE IF I'M LOOKING AT 2.6, A LOT OF THOSE PROJECTS DESIGN WAS PART OF OVERALL AMOUNTS AND IT WASN'T EXACTLY LIKE FACTORED OUT OR LINE ITEMED YOU KNOW WHAT I MEAN? CAN I GO BACK AND GET THAT FROM THE CONTRACTOR? YEAH, I'M SURE I CAN. OBVIOUSLY IT WOULD BE MORE DIFFICULT WITH THOSE BEING
CLOSED OUT. >> TEDDY, SORRY TO INTERRUPT. WHAT I'M THINKING ABOUT IS MOVING FORWARD. JUST BEING ABLE TO LOOK AT THE THINGS MOVING FORWARD TO SAY BECAUSE OBVIOUSLY WE'RE ALL LOOKING FOR EFFICIENCIES. WE'RE LOOKING FOR WAYS TO MAKE OUR DOLLARS BE MORE EFFICIENT. IF THERE ARE INTERNAL SOURCES WITHIN THE COUNTY NOT KNOWING FROM SCHEDULES OR TALKING ABOUT WORK LOADS BUT IF THERE ARE FIXED RESOURCES IN THE COUNTY, WE CAN LEVERAGE AGAINST THE ODD PROJECTS TO REDUCE THE COST THE OUTSIDE PROJECT.
I JUST, AGAIN, I'M ASKING THIS AS A NEOPHYTE AND NOT INVOLVED IN THIS STUFF.
IT MAKES SENSE TO UNDERSTAND THAT. >> I THINK TOO, WHAT WE CAN LOOK AT DOING AS WELL. WE HAVE PROJECTS THAT ARE UNDER DESIGN RIGHT NOW.
SO WE CAN ADD THAT LIST TO THESE. AS WELL AS PROJECTS COMING UP NEXT YEAR THAT WE INCLUDE IN THIS TOO. TWO, IN GENERAL, WHAT WE'RE USUALLY SEEING IS AROUND 10% OF CONSTRUCTION COST FOR DESIGN. THAT GOES UP ON A REALLY SMALL
PROJECT IF WE NEED DESIGN. GOES DOWN ON A LARGER ONE. >> SURE.
>> THAT'S THE GENERAL THING. LIKE TEDDY WAS SAYING TOO, THE FIRST PROJECT, THE PLAY GROUND, THERE'S NO DESIGN FEE ATTACHED. THE PLAY GROUND FOLKS COME IN AND IT'S BUILT IN.
>> TEDDY ANY OTHER COMMENTS ON THIS LIST THAT, AGAIN I DON'T THINK THERE'S A NEED TO RUN THROUGH THEM. THIS IS A REALLY GOOD SUMMARY. I DON'T THINK THERE'S A NEED TO GO THROUGH EACH LINE. IF THERE'S ANYTHING SPECIFIC YOU WANT TO MENTION?
>> NO. I MEAN, TWO OF THOSE, DIANE HELPED ME PUT THIS TOGETHER.
THE ONLY OTHER THING I WOULD SAY, WE HAVE GOT A LOT DONE THIS YEAR.
COVID ASIDE. THAT'S ONE THING THAT REALLY HASN'T STOPPED IS THE CONSTRUCTION PROJECTS. ONE OF THE LAST ONES IS THE WEST AUGUSTINE FITNESS EQUIPMENT THAT WILL GO IN NEAR CALHOUN AND SAINT AUGUSTINE LITTLE LEAGUE. DOUG CRANE IN THE FALL AFTER THE
[00:35:06]
NEW FISCAL YEAR. I THINK WE'RE IN PRETTY GOOD SHAPE.>> AGAIN, I LOVE THE FORMAT. AND IT MAKES IT JUST AT A GLANCE, UNDERSTANDING OF OUT THE
THINGS YOU HAVE GOING ON. >> JILLIAN, DID YOU HAVE QUESTION SNS
>> NO. I THOUGHT THE SUMMARY WAS HELPFUL THANKS.
>> JAMIE. >> WE ARE GEARING UP FOR OUR NEXT FALL PROGRAM SEASON.
WE ARE GETTING READY TO REGISTER FOR FALL PROGRAMS TO ADDRESS STUDENTS GOING BACK TO SCHOOL.
WE ARE REGISTERING FOR OUR NATURE PROGRAMS. A LOT OF WALKS WE OFFER THROUGH KELLY AND ALANI. WE ARE OFFERING A TWO ONLINE CLASSES THROUGH ZOOM.
ONE IS OUR 904 NATURALIST PROGRAM THAT WE PARTNER WITH THE LIBRARY AND THE OTHER IS THE FLORIDA NATURALS PROGRAM. THAT STUDENTS CAN LOG INTO AND THEY'RE GETTING ONE-ON-ONE INSTRUCTION THROUGH OUR STAFF MEMBERS. ADDITIONALLY, I DID TALK WITH PAUL TODAY TO KIND OF SEE WHAT IS GOING ON WITH THE STUDENTS THAT ARE DO VIRTUAL SCHOOL.
NOT VIRTUAL BUT THE 9 WEEKS FROM HOME. >> HOME VIRTUAL AND IN SCHOOL.
>> SO THE KIDS THAT ARE NOT DOING VIRTUAL THEY ARE JUST STAYING HOME FOR THE FIRST NINE WEEKS TO SEE IF THERE'S A WAY TO MEET A NEED WITH THE PHYSICAL FITNESS IF IT'S OPENING UP OUR FACILITIES IN THE EARLY AFTERNOON BEFORE THE KIDS IN BRICK AND MORTAR GET RELEASED TO PROVIDE A SPOT TO DO PHYSICAL ACTIVITIES TO MEET THE PE REQUIREMENTS.
WE ARE GOING TO TRY TO WORK WITH THEM ON THAT. I WANT TO HIGHLIGHT THIS PAST WEEKEND WE HAVE THE BACK TO SCHOOL EVENT IN HASTINGS. IT WAS NOT THE USUAL FOCUS WE PARTNER WITH THE LIBRARY WITH AND OTHER LOCAL NON-PROFITS. IT WAS A MAKESHIFT PROGRAM.
WE PARTNERED WITH TWO FOOD BANKS AND OTHER NON-PROFIT ORGANIZATIONS.
WE FED 180 HOUSEHOLDS FROM EPIC CARE, 800 RESIDENTS AND 400 YOUTH RECEIVED BACK TO SCHOOL SUPPLIES. PARKS AND REC DONATED $1,000 WORTH OF SUPPLIES AND WILL DONATE TO THE WEST AUGUSTINE BACK TO SCHOOL EVENT AND PROVIDE ANOTHER THOUSAND DOLLARS OF SCHOOL SUPPLIES TO THEM FOR THEIR PROGRAM. THAT'S ABOUT IT.
WE'RE GEARING UP FOR THE FALL. WE WILL HAVE MEETINGS TO SEE WHAT WE NEED TO ALTER, CHANGE
AND WHAT WE NEED TO DO GOING FORWARD. >> THE BACK TO SCHOOL EVENTS.
I KNOW THAT HIGH SCHOOL ATHLETIC PROGRAMS PARTICIPATE IN THOSE TYPES OF PROGRAMS AS WELL.
IS THERE AN OPPORTUNITY TO LEVERAGE THE HIGH SCHOOL KIDS. PEDRO FOR HASTINGS AND THE SAINT AUGUSTINE HIGH SCHOOL FOR WEST AUGUSTINE? IS THERE A WAY TO LEVERAGE A
RELATIONSHIP TO WORK TOGETHER? >> TO COLLECT DONATIONS OR VOLUNTEER?
>> WHATEVER. TO BE THERE AT THE HANDOUTS SO THERE'S A FOOTBALL TEAM PRESENCE AND REC DEPARTMENT. THE HASTINGS BACK TO SCHOOL, WE PARTNER WITH PEDRO HERNANDEZ AND
THE FOOTBALL TEAM. THEY WALK AROUND IN COSTUMES. >> I'M SO GLAD YOU DIDN'T ASK ME TO ANTICIPATE. WE DON'T PARTNER SO CLOSELY WITH THE CSA.
THEY ARE DOING IT WITH MURRAY AND HAVE A FOOTBALL TEAM THIS YEAR.
THE BIGGER ISSUE IS THEY'RE TRYING TO LIMIT THE VOLUNTEERS THAT ARE THERE.
>> MAKES SENSE. >> JILLIAN, DID YOU HAVE ANYTHING FOR JAMIE?
>> JAMIE, YOU TALKED ABOUT THE STUDENTS WHO ARE SCHOOL BASED VIRTUAL AND OFFERING PE OPTIONS, ARE THERE ANY PROGRAMS AVAILABLE DURING THE SCHOOL DAY THEY WOULD BE ABLE TO USE? OBVIOUSLY THEY COULDN'T USE SOME THAT HAVE COUNTY RECREATION CENTERS OPEN TO THEM?
>> THAT'S WHAT WE'RE LOOKING AT. I'M LOOKING TO HEAR FROM THE HEAD PE INSTRUCTOR DIRECTOR WITH THE SCHOOL DISTRICT AND SEE IF WE CAN OPEN THE SOLOMON CALHOUN OR DEBBIE HARRIS.
[00:40:09]
WORKING WITH TITLE 1 SCHOOLS. WE ARE LOOKING AT WORKING WITH THE SCHOOL TO SEE WHAT THEY'RE DOING WITH PE REQUIREMENTS. IT WILL BE MORE STRICT THAN LAST SPRING.IF WE CAN BE ASSISTANCE AND PROVIDE LOCATION FOR THE SCHOOLS AND FAMILIES TO COME DO THE PE PORTION OF STUFF, WE'RE DEFINITELY GOING TO OPEN OUR DOORS AND DO THAT.
>> JAMIE, THIS IS PAUL. I GAVE ANTONIO SCOTT, HE'S A COORDINATOR FOR THAT COMPONENT IN OUR CURRICULUM DEPARTMENT. HE WILL REACH OUT TO YOU, YOU KNOW AND PROBABLY HAVE SOME DISCUSSION NEXT WEEK I WOULD IMAGINE. YOU KNOW THEY HAVE BEEN WORKING AGAIN DILIGENTLY ALL THOSE CURRICULUM DEPARTMENTS HAVE BEEN WORKING DILIGENTLY TO CREATE CURRICULAR COMPONENTS WITH REGARDS TO BRICK AND MORTAR, DISTANCE LEARNING AND ALL THOSE PIECES. AGAIN, HE HAS YOUR NUMBER TODAY AND IMAGINE, HE WILL BE REACHING OUT TO YOU SOON. SO, I DON'T KNOW WHAT THAT COULD LOOK LIKE BUT, AGAIN I KNOW THEY HAVE PUT PIECES IN PLACE TO ADDRESS IN THE BUILDING AND OUTSIDE BUT CERTAINLY WOULD WELCOME THAT CONVERSATION. THANK YOU, PAUL, I APPRECIATE THAT.
JAMIE, THANK YOU VERY MUCH. >> YOU'RE WELCOME. DOUG, ALPINE GROVES BARN.
>> YEAH. I'M WONDERING WHAT I WOULD LIKE TO HAVE IS A MAJORITY OF SUPPORTING MOTION ON THIS. CAN WE DEFER THIS UNTIL NEXT MONTH.
>> THAT'S FINE WITH ME. I DON'T KNOW WHAT THE CHRONOLOGY OF THE ISSUE IS.
>> ABOUT THE NAMING OR THE DESTRUCTION? > THE BARN THAT'S ON SITE THAT
WE REVIEWED. >> WHY DON'T YOU GIVE JILLIAN A QUICK DOWN AND DIRTY.
EMILY, POST THAT TO THE SEPTEMBER MEETING. THERE'S NO ISSUE WITH CHRONOLOGY
ON THAT? >> NO. WE OBVIOUSLY HAVE AN ISSUE WE
WANT TO RESOLVE. IT DOESN'T HAVE A DEADLINE. >> EMILY, PUT IT ON THE AGENDA
AND DOUG GIVE JILLIAN A QUICK 30 SECOND. >> JILLIAN, THIS IS A BARN, I DON'T KNOW IF YOU HAVE SEEN THIS ON ALPINE GROVE. IT'S A BARN THAT'S BEEN ON THE PROPERTY SINCE THE 1960S. THE OTHER STRUCTURES ON THE PROPERTY WERE LATE 1800S.
SO ALTHOUGH IT'S OLD ENOUGH TO BE HISTORIC, IT'S NOT REALLY A PART OF THE HISTORY OF THE PROPERTY. IT'S BEEN JUST KIND OF VANDALIZED OVER THE YEARS UPON OUR CHIEF ENGINEER WENT AND REVIEWED IT AND DEEMED IT AS A SAFETY HAZARD.
IT'S BEEN VANDALIZED SO MUCH. IT'S AN EYE SORE AND SAFETY ISSUE ON THE PROPERTY.
THE COST OF DEMOLITION IS ABOUT $5,000. THE COST TO REBUILD THE PROPERTY WOULD BE $250,000. BEING IT'S NOT REALLY A PART OF THE HISTORY, WE THINK IT WOULD BE BEST TO REMOVE IT. ALWAYS WHEN YOU'RE TAKING A PROPERTY LIKE THIS THAT HAS THIS HISTORY TO IT, WE WANT TO BE DELICATE WITH IT AS WELL. WE THINK IT WOULD MAKE THE PROPERTY LIKE NICELY AND RETURN TO THE ORIGINAL HISTORY AND IN THE FUTURE FOCUS OUR EFFORTS AND GRANTS ON THE PACKING SHED IS IN MAJOR NEED OF RENOVATION TOO. WE WOULD LIKE TO FOCUS ON THAT AS WELL AS ANOTHER PROJECT THE SHORE LINE WHICH HAS TERRIBLE EROSION PROBLEMS.
WE HAVE CAPITAL FUNDING TO GO WITH THAT AS WELL. >> JILLIAN, BEFORE COMMENTS OR QUESTIONS AND WE WILL PUSH IT TO SEPTEMBER, I DON'T KNOW IF YOU HAD A CHANCE TO SEE THE PARK.
I KNOW YOU AND YOUR KIDS WOULD LOVE THAT. THERE'S BEAUTIFUL WALKING TRAILS
AND BEAUTIFUL PLAY GROUND. JILLIAN, ANY QUESTIONS ON THAT? >> I WAS SURPRISED THAT BUILDING
WAS ONLY THAT OLD. GIVEN THE PICTURES >> YEAH.
>> YEAH. I AGREE WITH THAT. IT DOES NOT LOOK GOOD.
>> LACK OF MAINTENANCE ON THAT IS PROBABLY AGED IT QUICKER.
>> THANK YOU. DOUG. THEN, THE, UNDER UNFINISHED
[6. Unfinished Business]
BUSINESS. WE HAD TALKED ABOUT HAVING A CONVERSATION ABOUT IMPACT FEES, GOLF COURSE AND PEER STRATEGY IN UPDATING NEW MEMBERS OF THE BOARD AND A GENERAL UPDATE ON NUMBERS PER IMPACT FEE DISTRICT ET CETERA. BUT JILLIAN, DOUG AND I TALKED BEFORE THE MEETING OR YOU KNOW DURING THE START OF THE MEETING TO PUSH THAT TO NEXT MONTH.MAYBE EVEN TO OCTOBER IF THERE ARE NEW BOARD MEMBERS THAT WOULD BE COMING ON BOARD.
JUST BECAUSE THOSE ARE THREE THINGS I THINK THAT WOULD BE HELPFUL TO ANY INCOMING BOARD
[00:45:02]
MEMBERS. THERE'S NO REASON WHY WE COULDN'T PUSH THAT BACK TOOCTOBER, NOVEMBER IS THERE? >> NOT THAT I'M AWARE OF. >> JILLIAN, ARE YOU GOOD WITH THAT MOVING FORWARD ON THAT? IF YOU HAVE SPECIFIC QUESTIONS, DOUG IS HERE.
>> I THINK IT'S FINE TO PUSH IT BACK. DID YOU HEAR YOU BO RESIGNED?
>> YEAH, BO, GOSH THAT WAS MAYBE A MONTH AGO. WE GOT AN E-MAIL FROM BO THAT HIS NEW RESPONSIBILITIES AT KPMG MADE IT VERY DIFFICULT FOR HIM TO BE AROUND AND HE STATED BOTH HOW MUCH HE ENJOYED WORKING WITH ALL OF US AND WHEN HIS RESPONSIBILITIES CHANGE DOWN THE ROAD TO HAVING MORE ACCESS HE WOULD LOVE TO COME BACK. BUT YEAH, BO IS AS WE SPEAK IS
GONE. >> OKAY. I MUST HAVE MISSED THAT ONE.
I SAW THE MESSAGE FROM AL, BUT I DIDN'T REALIZE BO. >> SO WE'RE GOING TO POSTPONE THOSE. WE WILL FIGURE OUT WHETHER IT SHOULD BE OCTOBER OR NOVEMBER I THINK IS PROBABLY THE BEST DATES. IF THE APPLICANTS COME IN, THEN SEPTEMBER I THINK WILL BE PROBABLY PRETTY BUSY. AND FROM A TIMING STANDPOINT.
AND MAYBE BEST TO PUSH THAT BACK TO AFTER. EVEN IF APPLICANTS HAVEN'T BEEN APPROVED BY THE BOARD OF COUNTY COMMISSIONERS, IF THEY HAVE BEEN RECOMMENDED BY US, WE WOULD INVITE THEM TO THE MEETING WHERE IT WOULD BE DISCUSSED. ALL RIGHT.
[7. Upcoming Agenda Items]
UPCOMING AGENDA ITEMS. SYDNEY. ON THE CHEAT SHEET THAT DIANNE GRACIOUSLY PREPARES FOR ME, THERE IS DISCUSSION ON AN INTERLOCAL AGREEMENT WITH THESAINT AUGUSTINE PORT OF WAY FOR DREDGING. >> THIS IS A MATCH THEY AGREED TO GO IN WITH FOR OUR FIND GRANT APPLICATION. SO 60 WILL COME FROM PORT AND ST. JOHNS COUNTY WILL PITCH IN $60,000 AND 120 THIS HAPPENED DOLLARS.
>> WAS THAT 60 ALREADY APPROVED OR SOMETHING SOMEBODY IS GOING TO HAVE TO SAY YES TO?
>> THE BOARD ALREADY AGREED FOR US TO GO AFTER THAT >> GOT IT.
GOT IT. >> ANYTHING ON THAT JILLIAN? >> NO, I'M GOOD.
THANK YOU. AND TEDDY, ARE YOU STILL US?
>> GO AHEAD. SIR. TALK TO US ABOUT THE U.S. TENNIS ASSOCIATION FOR BUSINESS REOPENING ASSISTANCE FOR LOCAL TENNIS PROVIDER.
>> SO, HEATHER DEEGAN RUNS TENNIS INSTRUCTION OUT OF MILLS FOR THE NORTHWEST AND SO SHE REACHED OUT TO MYSELF AND DOUG. WHEN WE STARTED THAT THE USTA WAS DOING THESE GRANTS TO KIND OF HELP COVER EXPENSES FOR EQUIPMENT AND THINGS LIKE THAT. IT'S JUST A STANDARD GRANT.
I THINK THEY'RE APPLICABLE FOR A LOT OF TEACHING PROS AT DIFFERENT LEVELS AND AGES.
SO WE FILED FOR IT. IT WAS GRANTED AND SO WE WENT TO THE BOARD FOR FINAL APPROVAL AND WE'RE WORKING ON THE ACTUAL FINANCIAL SIDE OF PROCESSING THE MONEY THROUGH THE PURCHASING AND
FINANCE TO GET HER THE FUNDS. >> SO THAT'S, THAT'S KIND OF A VALUE ADD THING FOR US, HUH,
TEDDY? >> YEAH. I MEAN, THAT'S NOT SOMETHING OBVIOUSLY ON THE PROGRAMMING SIDE LIKE JAMIE WOULD TELL YOU. WE DON'T OFFER LIKE THAT TEACHING PROFESSIONAL. SO HER COMING TO US, IT'S A PRETTY GOOD BONUS AND IT HAD TO GO THROUGH THE PROPERTY OWNER WHICH WOULD BE ST. JOHNS COUNTY. THAT'S HOW WE GOT INVOLVED.
I MEAN, IT'S, OBVIOUSLY IT'S A NICE LUXURY AND PROBABLY SOMETHING ON THE SMALL END PR WISE FOR HER. BUT IT SEEMS TO HAVE MADE A PRETTY BIG DENT IN HER PROGRAM.
THAT WAS SOMETHING NICE WE COULD DO. >> ARE WE GOING TO BE PRING THAT THING? JAMIE TOSAINT AUGUSTINE REC? YOUR SOCIAL ABOUT DOING? THAT'S A NICE WIN. YEAH.
GOOD IDEA. I THINK CASEY, I THINK WE WERE PLANNING ON AFTER THE TRANSFER
OF FUNDS TO DO SOMETHING LIKE THAT WITH LAUREN >> PERFECT.
>> PERFECT. THANKS TEDDY. JILLIAN.
ANYTHING FOR TEDDY? >> NO. I'M GOOD, THANK YOU.
[00:50:05]
>> BOARD MEMBER REPORTS. THIS SHOULD BE SHORT. JILLIAN.
>> NOTHING TO REPORT. >> OH. SHORTER THAN I EXPECTED. NOW MY FAVORITE PART OF THE MEETING. FOR ALL YOU BOARD MEMBERS OUT THERE.
DO I HAVE A CALL FOR ADJOURNMENT? >> MOTION TO ADJOURN.
>> CAN I SECOND THAT? >> I AM GOING TO SECOND THAT. THANKS VERY MUCH,
