13TH 2020. MOVING ON TO TREASURE'S REPORT. I PRESENT FINANCIAL STATEMENTS FOR EVERYONE WITH YOU IN ADDITION HEADS UP TO THE NEXT MEETING.

I WILL BRING PROPOSE BUDGETED AMENDED BUDGET FOR THE 2020 FISCAL YEAR AND THE BUDGET FOR THE 2019-2020 YEAR. MY ONLY QUESTION RIGHT NOW I THINK WE MIGHT GET TO IT LATER ON IN THE MEETING, WITH TE COUNTY FUNDS THAT WE'RE EXPENDED ON HOW I WILL TREAT THAT IN RELATION TO THE TIMING AND NATURE, IF THEY WILL BE REFUNDED OR NOT.

OTHER THAN THAT AMENDED BUDGET SHALL LOOK SIMILAR. WE MAY HAVE TO DO ANOTHER AMENDED BUDGET IN OCTOBER POTENTIALLY DEPENDING ON HOW OUR BOND CLOSINGS OCCUR.

WE DON'T ACHIEVE REVENUE UNTIL THE BONDS ARE CLOSED. IF THEY CLOSE ON 29TH OF SEPTEMBER KA WOULD BE REVENUE TO AUTHORITY. MEETING -- THERE MIGHT BE A LITTLE BIT OF MOVE TLMENT. -- MOVEMENT THERE. I NOTICED ON THE AGENDA FOR ELECTION OF OFFICERS WE DO AUGUST OR SEPTEMBER MEETING. EITHER ONE.

MOVING ON TO NEW BUSINESS. NEXT ITEM ON THE AGENDA UPDATE ON ST. JOHNS COUNTY GRANT

PROGRAMS. >> >> WE HAVE WITH US TODAY TARA MEEKS. SHE'S THE COASTAL DEVELOPMENT DIRECTOR.

SHE WILL PROVIDE AN UPDATE ON THE NEXT PHASE OF OUR GRANT PROGRAM.

>> GOOD AFTERNOON. >> I'M DIRECTOR OF TOURISM AND DEVELOPMENT COUNCIL.

I'M LOOKING AT THE BACK TO BUSINESS GRANTS WITH THE CARES ACT MONEY GOING FORWARD.

WE WITH ARE IN THE PROCESS. FLORIDA COUNTY COMMISSIONER HAS AWARDED 10 MILLION TO THE BACK TO BUSINESS PROGRAM. AND WHAT WE DECIDED TO DO IS TO FULLY FUND TO THIS INCREASE THE FUNDING OF BACK TO BUSINESS PHASE ONE PROGRAM. SO A COUPLE OF MONTHS AGO THE COUNTY ENROLLED PHASE ONE PROGRAM THAT WAS FUNDED WITH BLOCK GRANT FUNDS.

WE HAVE ABOUT 304 APPLICATIONS WE'RE WORKING THROUGH TO MAKE SURE THE APPLICATIONS QUALIFY.

BUT WE PUT ABOUT 2.6 MILLION TOWARD THAT PROGRAM. TO BRING THE TOTAL AWARDS UP TO AN ESTIMATED 3.2 MILLION. AND WE'LL BE ABLE TO FULLY FUND ALL QUALIFYING APPLICATIONS THAT WERE ACCEPTED AS PART OF THAT PROGRAM. THAT'S EXCITING.

THAT'S GREAT. AND THEN AS KIND OF COMPLIMENT TO THAT PROGRAM RULED OUT SEVERAL MONTHS AGO WE BACK TO BUSINESS PHASE TWO GRANT PROGRAM.

AND WE ARE GOING TO ALLOCATE THE REMAINING BALANCE FOR THIS 7 MILLION OR SO DOLLARS TO THAT

PROGRAM. AND THAT WILL BE A TIERED SYSTEM BASED ON NUMBER OF EMPLOYEES.

WE ANTICIPATE TO ROLL THE PROGRAM OUT TO COMMUNITY HERE IN THE COMING WEEKS.

AND THAT WILL BE ABLE TO HOPE HOPEFULLY EXPEDITIOUSLY GET THAT MONEY AS OUT QUICK AS WE CAN. THAT WILL 45 DAYS AFTER THE PROGRAM START.

CERTAINLY AS QUICKLY AS WE CAN. WE STILL HAVE MONEY GOING OUT ON DAILY BASIS.

JUST WANTED TO ADDRESS THE BALLANCE TO THE EMERGENCY ASSISTANCE GRANT.

WE APPRECIATE OBVIOUSLY THE GRANT OF 250,000 TO THE COUNTY TO GIVE US THE ABILITY TO BE ABLE TO DISBURSE THOSE FUNDS SO EARLY ON. APRIL AND EXPEDITIOUSLY TO THE BY REALLY MUCH IN NEED. WE I THINK JENNIFER GAVE A PRETTY GOOD BRIEF UPDATE ON THE STATUS OF THOSE GRANTS. WE DISBURSED 170,000 WHICHES 34 BUSINESSES EACH RECEIVED $5,000.

AND WE HAVE BALANCE OF 80,000. AT THIS TIME I THINK WE'RE PREPARED TO REFUND RETURN THE FUNDS OF 80,000 IMMEDIATELY TO THE IDA IF THIS IS DESIRE OF THE BOARD AND THE I TEND TO USE THE CARES ACT FUNDING TO REIMBURSE THE IDA FOR REMAINDER OF 170,000 BECAUSE IT'S ELIGIBLE IF YOU SPEND FUNDS THAT IS RELATED TO THE COVID RELIEF, AND IT'S NOT BUDGETED, PRIOR TO MARCH, 2020.

IT ELIGIBLE USE OF CARES ACT FUNDING. THE BOARD EAST PART OF THAT PLAN HAS AGREED WE WILL REIMBURSE 250,000 BACK TO IDA BOARD. I THINK WE JUST WERE PREPARED.

I DON'T THINK WE NEED TO WAIT UNTIL SEPTEMBER TO CREATE AN ACCOUNTING COMPLICATION ON THAT.

I DO ON THAT NOTE WANTED TO SHARE A LITTLE BIT OF INITIATIVE THAT WE'RE DOING.

IT'S UNRELATED TO THIS GRANT FUNDING FROM IDA. BUT I THINK MAYBE POTENTIALLY IN THE FUTURE HAS SOME PARTICIPATION OR PARTICIPATORY OPPORTUNITY FOR THIS BOARD AND SOMETHING FOR YOUR AWARENESS. THE BOARD HAS APPROVED THE STAFF TO PURSUE $200,000 ECONOMIC DEVELOPMENT RECOVERY GRANT AND THAT IS MORE IN THE PLANNING GRANT.

IT IS RELATED TO THE COVID. HOWEVER IT'S ALSO STEMMED FROM A NEED FOR THE COUNTY AS A WHOLE TO LOCK AT OUR LONG-TERM VISION IN TERMS OF ECONOMIC DEVELOPMENT AND ECONOMIC RECOVERY FOR A SHORT-TERM AND LONG-TERM. THE GRANT APPLICATION THAT WE MADE THE LARGER 160,000 WE MADE.

THAT'S A PART OF A CARES ACT ALLOCATION AS WELL. WE KIND OF PURSUED FROM THE AND IT REQUIRES THAT 20% OF THE MATCH AND WE PURSUED A LOCAL GRANT FOR $40,000 TO MATCH THE 80% OF THE ENTIRE STRATEGIC PLANNING GRANT. OF COURSE THERE'S NO GUARANTEE OF NEITHER OF THESE GRAND TO BE WE THINK THAT STAFF PERSPECTIVE THE IMPORTANCE OF LONG-TERM VISION FOR THE FAMILY TO LOOK AT OUR TARGETED INDUSTRY AND LOOKING ECONOMIC DEVELOPMENT AND RECOVERY, AND LEARN FROM THE LESSON THAT WE ARE LEARNING NOW EVERY DAY.

FROM THIS PANDEMIC, SO THERE MIGHT BE SOME OPPORTUNITIES THAT WILL COME BACK TO IDA IF THERE'S RESOURCE SUFFICIENCY OR EXPANSION OF THIS STRIKE PLANNING THAT BOARD WOULD LIKE TO PARTICIPATE IN. EITHER FROM FINANCIAL RESOURCE OR FROM INTELLECTUAL RESOURCE.

WHAT THERE IS ONE THING THAT I WOULD JUST FOR INFORMATIONAL PURPOSES DO ANY OF THE MEMBERS OF THE AUTHORITY WANT A PHYSICAL COPY OF THE PRELIMINARY, PRELIMINARY REPORT THAT CIRCULATED TO INVESTORS RIGHT NOW.
