THIS JULY 14TH, 2020. GOOD MORNING. WELCOME TO THIS SPECIAL MEETING, IN ORDER TO MITIGATE THE TRANSMISSION COVID-19 ILLNESS, THE BOARD OF COUNTY COMMISSIONERS ADOPTED PROCEDURES TO CONDUCT MEETINGS USING REMOTE PARTICIPATION.

SO THE PUBLIC HAS A MEANS TO COMMENT WITHOUT PHYSICALLY ATTENDING.

THREE PEOPLE HERE TODAY CAN VOTE. I GUESS YOU HAVE THE NECESSARY QUORUM PRESENT, EVEN THOUGH TWO AREN'T, TO MAKE YOUR DECISIONS. BUT I WANTED TO PUT ON THE RECORD AGAIN, I DON'T BELIEVE HAT THIS COUNTY NEEDS TO HAVE A FORCED MANDATE OF MASKS.

I BELIEVE PEOPLE KNOW HOW TO USE THE MASK. AND SOME DO AND SOME DON'T, FOR REASONS. BAD MOUTHING EACH OTHER IS NOT GOING TO SOLVE ANYTHING.

I BELIEVE IF YOU WANT TO PROTECT THE LIMPING ECONOMY, WE NEED A MASK MANDATE TO CONTAIN THE SPREAD OF THE VIRUS, ESPECIALLY FROM ASYMPTOMATIC CARRIERS, EASY, COMMON SENSE PRACTICE, THAT WOULD GIVE PEOPLE ADDITIONAL SECURITY TO MOVE MORE FREELY TO THE BUSINESSES AND ACTIVITIES THAT CAN BE FREQUENTED AND HAVE BEEN IMPLEMENTED ACROSS THE COUNTRY AND OUR STATE ALREADY. WE KNOW IT HELPS PROTECT OUR FIRST RESPONDERS AND HEALTH CARE PROFESSIONALS, OUR ESSENTIAL WORKERS, SENIORS AND THE IMMUNE COMPROMISED, IN ADDITION TO CREATING A SENSE OF COMMUNITY THAT DEMONSTRATES THAT WE'RE IN THIS TOGETHER.

BECAUSE WE SHOULD BE. I VOTED COMMISSIONER THREE. CONCERNS ABOUT ENFORCEMENT THAT HAVE BEEN BROUGHT UP BEFORE SHOULD BE LEVIED ON THE ENFORCEMENT AGENCIES.

OUR TOP LAW ENFORCEMENT LEADERSHIP, SHERIFF SHORE, COLLECTIVELY HAVE AROUND 100 YEARS OF LAW ENFORCEMENT EXPERIENCE. I BELIEVE STRONGLY THAT WITH THE COMMISSION'S SUPPORT THEY CAN HANDLE ENFORCEMENT AND SHOULD BE AUTHORIZED TO ISSUE WARNINGS AND TICKETS, IN ADDITION TO REMOVING PEOPLE FROM LOCATIONS THAT THEY FAIL TO COMPLY. JUST LIKE WITH NOISE ORDINANCES, PUBLIC NUDITY, DECENCY IS ALREADY BEING ENFORCED. I'M SORRY THAT A MASK MANDATE HAS BEEN DROPPED IN YOUR HANDS, BUT IT HAS. MANY OTHER COUNTY COMMISSIONS HAVE HEEDED THE CALL AND USED THIS COMMON SENSE PRACTICE TO HELP CITIZENS REDUCING THE RISK OF CONTRACTING OR SPREADING THE DEADLY VIRUS, INCLUDING MOST OF OUR SURROUNDING COUNTIES.

IF YOU NEED FIRSTHAND EXPERIENCE TO BELIEVE THIS VIRUS IS HARMING PEOPLE, YOU HAVE ONE. IF YOU'RE NOT WILLING TO TRADE PLACES WITH HIM, HIS CONDITION SHOULD BE COMPELLING ENOUGH TO DO EVERYTHING WE CAN. I STOPPED IN SIX STATES OVER THE 4TH OF JULY WEEKEND, EVERY ONE, MARYLAND, VIRGINIA, SOUTH CAROLINA, NORTH CAROLINA, GEORGIA, THE VAST MAJORITY OF PEOPLE WERE WEARING MASKS IN SERVICE STATIONS AND REST AREAS AND GOING ABOUT THEIR BUSINESS. WHEN I STOPPED IN FLORIDA AT THE REST AREA, NEAR COUNTY ROAD 210, DISGRACE. THERE WAS A DIFFERENCE, EMBARRASSING AS A RESIDENT OF THIS STATE. WE ARE THE BUTT OF ENOUGH JOKES.

PARTICULARLY IN ST. JOHNS COUNTY. I'M GOING TO PROPOSE A NEW MOTION, THAT MOTION WOULD BE THAT WE ADOPT A MANDATORY MASK ORDINANCE FOR THIS COUNTY, AND THAT AT SUNSET ON AUGUST 18TH. THE REASON I'M SUGGESTING AUGUST 18TH IS THAT IS OUR SECOND MEETING IN AUGUST AND AT THAT TIME BASED ON CONDITIONS AT THAT TIME, WE CAN DETERMINE WHETHER TO ADOPT A NEW ORDINANCE TO CONTINUE FACE MASKS.

THAT WILL MAKE A LOT MORE PEOPLE WEARING MASKS NOT ONLY FOR THEIR PROTECTION, BUT EQUALLY IMPORTANT FOR THE PROTECTION OF THOSE INDIVIDUALS NEXT TO THEM.

SO I UNDERSTAND THAT OUR SHERIFF'S DEPARTMENT CANNOT SHIFT A SUBSTANTIAL AMOUNT OF TIME, ENERGY AND MONEY FOR MASK ENFORCEMENT. I GET IT.

BUT IT'S JUST MY BELIEF PERSONALLY, THAT IF WE ADOPT A REASONABLE ORDINANCE TO PROTECT THE PUBLIC OF THIS COUNTY, MOST PEOPLE WILL FOLLOW IT. IT'S THAT SIMPLE.

THERE WERE GOOD QUESTIONS RAISED ABOUT TYPES AND EFFECTIVENESS OF MASKS.

ONE THAT THE EXPENSE HAS TO OCCUR IN BETWEEN MARCH AND THE DECEMBER 30TH.

IN OTHER WORDS, THAT EXPENDITURE HAS TO BE HAPPENING BEFORE THE END OF THIS CALENDAR YEAR. NUMBER TWO IS THAT EXPENSE HAS TO EXPEND IT DIRECTLY DUE TO THE COVID-19 PUBLIC HEALTH EMERGENCY. AND NON-PROFITS ASSISTANCE IS A NEW CATEGORY. EXTENSIVE WORK HAD BEEN DONE, BASICALLY THE STAFF HAD WENT OUT TO ASSIST WITH SOME OF NEEDS ASSESSMENT AND SOLICIT FEEDBACKS FROM THE COMMUNITY AND MUNICIPALITIES AND EVALUATE WHAT OUR NEEDS ARE. SO THAT IS THE RESULT OF THAT VERY QUICK EXPEDITIOUS NEEDS ASSESSMENT. NUMBER TWO CATEGORY IS THE SOCIAL DISTANCE EXPENSES AND MITIGATION. THAT REALLY PRIMARILY INCLUDES THE ACQUISITION OF PPE, PERSONAL PROTECTION EQUIPMENT AND ALSO DECONTAMINATION SYSTEM AND DISINFECTANTS FOR ALL PUBLIC BUILDINGS, THAT WOULD INCLUDE FIRE STATIONS AND ALL AMBULANCES. AND NUMBER THREE IS THE EXPANDED TESTING.

WE BASICALLY LAUNCHED A NEW EXPANDED TESTING LAST WEDNESDAY.

AND AT THIS TIME IT IS ON FLAGLER HOSPITAL'S SITE. INVOLVED AGENCIES ARE REALLY A MULTITUDE OF THEM. FIRE/RESCUE, FLAGLER HOSPITAL AND THERE ARE ALSO THE CITY OF ST. AUGUSTINE. THE MAX AMOUNT OF TESTS THAT WE ARE ANTICIPATING TO BE CONDUCTED ABOUT 200. SO THE TOTAL AMOUNT OF 2.5 AT THIS TIME TO BE PROPOSED AND THE DURATION OF THE EXPANDED TESTING IS TO BE SIX MONTHS. AND THEN WE HAVE A CATCHALL CATEGORY THAT IS BASICALLY UNDER OTHER ALLOCATIONS, SO THE FIRST ONE THAT YOU ARE FAMILIAR WITH, WE HAD PRESENTED BEFORE THE BOARD IDA, INDUSTRIAL DEVELOPMENT AUTHORITY, ALLOCATED $250,000 TO ASSIST WITH SMALL BUSINESS AS IN THE FORM OF EMERGENCY ASSISTANCE GRANT. OF THE $250,000, $175,000 WAS EXPENDED AND DISTRIBUTED.

SO PART OF THIS PLAN IS TO ALLOCATE THIS PORTION OF THE AMOUNT TO REIMBURSE THE IDA FOR ITS EXPENDITURE ON THE EMERGENCY ASSISTANCE GRANT. THEN WE HAVE OPERATIONAL COSTS, AS RELATED TO PREPARE US BETTER FOR REMOTE WORK ABILITY. AND THAT WOULD INCLUDE VIDEO CONFERENCING CAPABILITY ENHANCEMENT AND THAT WOULD INCLUDE BOTH HARDWARE AND SOFTWARE AND CERTAIN SECURITY THAT WE HAVE TO HAVE TO FACTOR AUTHENTICATIONS AND THE LICENSING FOR THOSE APPLICATIONS. AND ALSO INCLUDE THE ENHANCED TECHNOLOGY FOR REMOTE ACCESS FOR CITIZEN AND EOC. AND WE ARE ASKING THE BOARD TO ALLOW US TO EXPAND OUR CURRENT WEB EOC TO INCLUDE COMPONENTS THAT WOULD HELP US TO PREPARE AND BETTER REMOTE CONNECTING WITH OUR CITIZENS IN THE TIME OF EMERGENCY.

AND THEN THERE IS ALSO $1.2 MILLION THAT WERE IDENTIFIED.

THAT WOULD INCLUDE BOTH THE COUNTY AND THE CONSTITUTIONAL OFFICERS, OFFICES EXPENDITURE RELATED TO COVID RESPONSE EXPENSE. THAT WOULD INCLUDE PAYROLL, PPE ACQUISITIONS AND ET CETERA. AND $3.5 MILLION, YOU CAN SEE IS REQUESTED TO BASICALLY MITIGATE FOR SOCIAL DISTANCING AND THAT WOULD LARGELY WOULD BE SPENT ON PUBLIC FACILITY MITIGATION TO INSTALL, ACQUIRE AND INSTALL TOUCH FREE INSTANCES AND TOUCH FREE WATER FOUNTAIN, TOUCH FREE PUBLIC RESTROOMS AND PRETTY MUCH CAPITAL IMPROVEMENT IN THAT NATURE. AND THEN THE LAST BUT NOT LEAST, CITY OF ST. AUGUSTINE AND CITY OF ST. AUGUSTINE BEACH HAD MADE VERY SPECIFIC REQUESTS ON THEIR COVID RELATED EXPENDITURES. CITY OF ST.
