SO I WANT YOU TO PULL THAT OUT RIGHT NOW AND VOTE FOR IT. I HAVE ALWAYS WANTED TO BE A PUBLIC POLL WORKER, BUT INSIDE A BUILDING SUCH AS THIS, SOCIAL DISTANCING DOES NOT WORK.

COMMISSIONERS, THIS WORLD IS CRAZY. COMMISSIONERS, MAINTAIN A POSITIVE IMAGE HIT SAVE ALL FUNDS AND OTHER TOPICS OF THE COUNTY. THE SHERIFF'S DEPARTMENT SAID TO THE UNDERSHERIFF HE NEVER DID A PRESENTATION. IN ALL THE YEARS WE NEVER HEARD ANYTHING IT SHOULD HAVE BEEN DETAILED. AND ALSO, COMMISSIONERS, I KNOW WHY IT HAPPENED. IT'S VERY IMPORTANT WHY IT HAPPENED.

WHY IT HAPPENED IS BECAUSE THE SHERIFF WAS QUESTIONED ABOUT A PROJECT HE HIRED A $550 IN OUR LAW FIRM. AND IT JUST SEEMS THAT THE SHERIFF HAS DISRESPECTED THREE COUNTY COMMISSIONERS. I'M NOT GOING TO GET INTO NAMES, BUT WE HAVE TO COUNTY COMMISSIONERS ARE TRAINED IN AN INVESTIGATION. EXCELLENCE ATTORNEYS.

WE ARE LUCKY ENOUGH TO HAVE HENRY DEAN LET OUTCOMES THE OTHER SHERIFF AND OUR TRAINED INVESTIGATORS NEVER ASK A QUESTION. SAY, THEY ARE COMPLACENT WITH THE SHERIFF. WHERE A FAMILY OF FOUR AND WE ARE TRYING TO LIMIT OUR INTERACTION WITH HIM TO DO RIGHT BY OUR FELLOW COMMUNITY MEMBERS.

WE ARE MAKING THIS EFFORT WE DON'T EVEN KNOW IF HE'S POSITIVE.

I ASKED HIM TO DO THE RESPONSIBLE THING AND PASS A MANDATE FOR MASKS IN PUBLIC.

MASKS AND SOCIAL DISTANCING ARE LITERALLY OUR ONLY DEFENSE AGAINST THIS VIRUS.

I HAVE BEEN TOLD BY TWO COMMISSIONERS THAT THE SHERIFF DISCOURAGE THEM FROM PASSING THE MANDATE BECAUSE HE SAID HE COULD NOT ENFORCE IT. I BELIEVE THAT MANY PEOPLE WERE MASKS WITHOUT HAVING TO BE A SHERIFF PATROLLING THE STREET AND OF THE MANDATE ONLY GETS ONE ADDITIONAL PERSON TO WEAR A MASK, THAT'S ONE ADDITIONAL PERSON WE ARE AHEAD OF AND STOPPING THE SPREAD OF THIS VIRUS. WHEN IT COMES TO PUBLIC HEALTH AND BEING CONSIDERATE TO OUR FELLOW COMMUNITY MEMBERS THERE IS NO DOWNSIDE TO PASSING A MANDATORY REQUIREMENT FOR MASKS. YOU ARE NOT ELECTED TO DO WHAT WAS EASY OR TRENDING ON SOCIAL MEDIA. YOU WERE ELECTED TO ACT IN THE BEST INTEREST OF THE MEMBERS OF THIS COMMUNITY IN ACCORDANCE WITH FACTUAL INFORMATION AND EXPERT ADVICE. FAILURE TO MANDATE MASK IN PUBLIC IS AN ABANDONMENT OF THIS DUTIES AND PARTICULARLY AN ABANDONMENT OF THE MOST VULNERABLE IN THIS COMMUNITY.

TWO WEEKS AGO TWO COMMISSIONERS COULD NOT EVEN VOTE FOR STRONGLY RECOMMEND WEARING A MASK STATEMENT.

THIS VIRUS MOVES FAST YOU HAVE CONTINUALLY MOVED TO SLOW AND YOU HAVE NO PLANS TO GET THIS VIRUS UNDER CONTROL. THE RESIDENTS OF ST. JOHNS COUNTY ARE ON THEIR OWN.

YOU HAVE BEEN NO HELP. YOU SEEM JUST CONCERNED ABOUT KEEPING THIS COUNTY OPENS HER TRUNK AND GET REELECTED. THIS IS ALSO A HEALTH AND SAFETY ISSUE.

THE COMP PLAN AMENDMENT SUMMARY ALLOWS ADDITIONAL DENSITY WITHIN RESIDENTIAL B [INDISCERNIBLE] ALSO ALLOWS THE CURRENT MAXIMUM DENSITY WITHIN RESIDENCY AND DMX USE DESIGNATIONS [INDISCERNIBLE] ALSO DEFINES WORKFORCE HOUSING THROUGHOUT THE POLICIES AND AS MENTIONED [INDISCERNIBLE] LAND DEVELOPMENT CODE IMPLEMENTS THESE MAXIMUMS WITHIN A CONFERENCE OF PLAN AMENDMENT. [INDISCERNIBLE] TO A MORE DIVERSE HOUSING TYPES SUCH AS SINGLE-FAMILY DWELLINGS [INDISCERNIBLE] AND MULTI FAMILY.

AND THE SITE DEVELOPMENT CENTER [INDISCERNIBLE] REQUIRE AN APPLICANT TO DEDICATE 40 PERCENT OF THE UNITS AS WORKFORCE UNITS AND THESE UNITS WILL BE SOLD AT THE MAXIMUM SALES PRICE OF 210,000 OR BELOW. MARKET CHANGES NEXT YEAR AS IT DOES ANNUALLY, IT WOULD NEED TO BE AMENDED TO REQUIRE FOR PUBLIC HEARINGS AS THIS ONE HAS AND I ALSO REQUESTED A PERCENTAGE OF WORKFORCE HOUSING REQUIRED AND ASK FOR 50 PERCENT MOVE IT TO 40 PERCENT IN BUILDING COVERAGE TO ASK FOR REDUCE LOT SIZE ÃI'M SORRY Ã INCREASE THE BUILDING COVERAGE TO 50 PERCENT ÃOR MORE THAN 50 PERCENT AND LIMIT THE SMALLER HOME SIZES ON THESE SMALLER LOTS ÃTHESE SMALLER LOTS AND WITH A MAXIMUM BUILDING COVERAGE OF 50 PERCENT YOU'RE LIMITING THAT WITH A GARAGE AND EVERY TWO CAR GARAGE, YOU ARE LIMITING THE HOME TO 1300 TO 1350 SQUARE FEET.

SOME OF THE CHANGES WERE GREAT. WE GET THE CONSENSUS REPORT INITIALLY WE HAD PUT IN THERE WE WOULD MEASURE SETBACKS TO THE WALL OF THE HOUSE RATHER THAN THE EAVES WHICH IS THE SAME WAY THAT SETBACKS ARE MEASURED IN CLAY, DEVOL, NASSAU EVERY COUNTRY I'M WORKING ON.

IF WE ADD THREE FEET IT DOESN'T SOUND LIKE THAT MUCH BUT IF WE ARE DOING TYPICALLY A 50 FOOT LOT IS A SIX PERCENT INCREASE, SIX PERCENT MORE LAND, MORE STREETS, WARM WATER, MORE SEWER AND SIX PERCENT FOR COST WHICH IS SOMETHING OVER $3000. SO THAT'S IMPORTANT.

THE 60 PERCENT INSTEAD OF 50 PERCENT IS IMPORTANT AND THAT GETS US AWAY FROM THE 1350 SQUARE HOUSE. AND I LOVE THE IDEA OF BEING ABLE TO GET INTO THE RULES SO IT'S TWO MEETINGS INSTEAD OF FOUR AND WE NEED TO CHANGE IT IN THE FUTURE.

SO ONE OF THE OTHER THINGS IS THE WAY IT'S WRITTEN NOW IS THAT EVERY TIME A CLEARANCE SHEET IS PULLED WE WOULD CHECK TO SEE THAT WE HAD AT LEAST 40 PERCENT.

FIRST OF ALL, THANK YOU FOR ADDRESSING THIS REALLY IMPORTANT ISSUE IN MY EXPERIENCE I HAVE SEEN CONTINUED DEVELOPMENT RELATIVELY HIGH AND PROJECTS TRYING TO MAKE LOWER AFFORDABLE PRODUCTS THAT WORK IN THIS COUNTY AND IT'S EXTREMELY DIFFICULT NOT ONLY ARE THE REGULATIONS TOSSED BUT APPLYING FOR REZONING AND REALLY TRYING TO ADDRESS SOME AND THE FEARS LIVING NEXT TO HOMES THAT ARE LESS VALUABLE AND SOMEHOW PEOPLE WHO LIVE IN LESS VALUABLE HOMES OR DON'T MAKE AS MUCH MONEY IS SOMEHOW BAD.

SO I APPRECIATE YOU ALL MAKING EFFORT TO TRY TO ADDRESS THAT AND I HOPE THAT GOING FORWARD YOU CAN HELP RAISE SOME OF THE STIGMA AND OUR CHARACTER IS NOT MEASURED BY HOW EXPENSIVE OUR HOME IS. OR HOW FANCY OUR CLOTHES ARE OR WHAT KIND OF CAR WE DRIVE.

THIS IS LARGELY RELATED TO COVID-19 AND WE ARE SEEING SALES TAX AND REVENUE SHARING REVENUES. CERTAINLY, IN THE BEGINNING OF THE YEAR, THE ACCOUNTING SHOWS WE WERE AT OR ABOUT LAST YEAR. IN FACT, IT LOOKS LIKE WE AVERAGED ABOUT 110 PERCENT FOR 20 OF WHAT 19 WAS. IT IS REQUIRED FOR THEM TO PROVIDE AFFORDABLE HOUSING AS A RESULT, 10 ACRES OF AFFORDABLE HOUSING WAS CONVEYED TO ST. JOHNS COUNTY AND THAT'S WHY WE GAINED OWNERSHIP OF THOSE 10 ACRES OF AFFORDABLE HOUSING. OVER THE YEARS WE HAVE MADE A NUMBER OF ATTEMPTS TO TRY TO DEVELOP AFFORDABLE HOUSING PARCEL WITH NO AVAIL.

THIS IS HUGELY IMPORTANT TO WHAT WE ARE DOING. I KNOW COMMISSIONER JOHNS MET SOME HOMEOWNERS AND A LOT OF WORK IN PUBLIX AND THE JAIL AND THEY ARE VERY CENTRAL EMPLOYEES EVEN WENT COVID WAS NOT PRESENT AND THIS WOULD ALLOW US TO BUILD IF WE WERE ABLE TO PURCHASE THIS PROPERTY WHICH IS NEAR TRINITY OAKS.
