>> >> SHERRY BADGER 2772 S. COLLINS AVENUE, ST. AUGUSTINE

[00:05:02]

FLORIDA. JUST HERE TO GET SOME MORE PICS ON THE RECORD AND SHOW IT'S IMPORTANT THAT I WANT MY DITCH BACK. REGARDLESS OF THE ARROGANCE AND DISMISSIVENESS OF YOUR EMPLOYEES TRYING TO TELL ME I HAVE NOT SEEN STUFF I SAW WAR MY PICTURES WEREN'T GOOD ENOUGH, THEY DIDN'T SHOW WHAT I WAS SAYING.

I BOUGHT SOME HERE TO GET IT ON PUBLIC RECORD. THIS IS COMING OUT OF WESTGATE PLAZA IT'S A STRIP MALL. THIS WATER IN THE PARKING LOT WITHIN MINUTES WAS THIS JEEP.

IT GOES UP NORTH COLLINS, THE WATER COMES BACK DOWN SOUTH COLLINS, GOES INTO MY NEIGHBORS YARD AND COMES HERE TOWARDS MY HOUSE. YOUR STAFF APPROVED BEST AND IT WAS NOT APPROVED BY COUNTY COMMISSION. OUR DITCH WAS TAKEN AWAY BY YOUR STAFF. I WANT MY DITCH BACK TO KEEP MY HOUSE FROM FLOODING.

IT'S GOING TO BE A LONG, HOT SUMMER, GENTLEMEN. GOD BLESS YOU AND THANK YOU.

>> MS. BADGER, WAS THE DITCH IN THAT PICTURE HAS BEEN FILLED IN?

>> THIS WAS THE PICTURE. THIS WAS THE WATER. AND THIS WAS IN FOUR MINUTES.

YOU COULD TELL I WAS STANDING OUT IN THE RAIN. THIS IS HOW DEEP IT WAS.

IT WAS ALREADY FLOWING OUT INTO THE ROAD. THEN IT WOULD ÃWHAT FLOWS DOWN TO NORTH COLLINS AND COMES BACK DOWN SOUTH COLLINS AND THI IS THE PICTURE RIGHT HERE.

YOU CAN SEE THIS IS WATER COMING BACKWARDS FROM A DITCH WE KNOW LONGER HAVE.

THERE WAS A COUNTY TRUCK SITTING OUT THERE TODAY AND THIS LITTLE GUY CAME AND TALKED TO ME. A MONTH AFTER HE MADE HIS FIRST MEETING.

CANCELED OUR FIRST MEETING AT 5:33 ON A FRIDAY AFTERNOON. CAME BACK WITH ELEVATION SURVEY AND TOLD ME IT WENT TOWARDS THE HOLIDAY. THIS PICTURE PLAINLY SHOWS WATER IS FLOWING BACK DOWN S. COLLINS AVENUE AND IT FLOWS INTO MY NEIGHBOR'S YARD.

I HAVE BEEN TELLING YOU ALL THE ELEVATION WAS WRONG ON THIS SINCE THE BEGINNING.

THIS IS SOMETHING YOU NEED TO FIX UNTIL OUR EMPLOYEES THAT I'M NOT THAT STUPID.

THEY HAVE COME OUT AND CONVINCED ME. THE TRUCKS HAVE NOT STOPPED.

ADVANCED DISPOSAL CALLED ME YESTERDAY THEY HAVE TO DO THE STRIPMALL ÃTHIS WAS NOT EVEN APPROVED BY COUNTY COMMISSION THERE WAS NO TRUCK SUPPOSED TO BE ON OUR ROAD.

THERE'S TRUCKS EVERY DAY ON OUR ROAD. OR DO A 3-POINT U-TURN.

NOBODY IS INVESTIGATING THIS. IT'S LET'S GO BUSINESS BUT I GUARANTEE IF YOU ALL TREATED

VILANO BEACH LIKE YOU TREAT US THERE WOULD BE A PROBLEM. >> CAN WE ÃPICTURES RIGHT THERE SHOW WATER FLOWING OUT OF THE PARKING LOT INTO THE COUNTY ROAD.

THERE WAS A DITCH AND THEY DID AN UNDERGROUND PIPE BUT I DON'T KNOW IF THE SWALE IS BIG ENOUGH. ANOTHER THING ON THE TRUCKS, I DON'T KNOW HOW TO DO SOME KIND OF ENFORCEMENT BECAUSE THAT'S WHAT WAS PROMISED TO THIS BOARD BY THE LANDOWNER FROM THE STRIPMALL THERE TRUCKS WILL NOT GO THAT WAY. THEY WOULD SEE TO IT BUT IT

DOES SEEM TO CONTINUE TO BE A PROBLEM. >> I WOULD LIKE THE STAFF TO SPECIFICALLY ADDRESS THE CONCERN BY THE HOMEOWNER BECAUSE WE ALL [INDISCERNIBLE]

[00:10:58]

TRYING TO GET TO THE BOTTOM LINE OF WHAT'S CAUSING THE PROBLEM AND HOW IT CAN BE DIRECTED WHO SHOULD BE DIRECTING IT. THANK YOU

>> COMMISSIONERS ASKING YOU TO CONSIDER CANCELING THE SUMMER CONCERTS.

THEY ARE A DRUNK FEST YOU'VE HEARD ME FROM A LONG TIME. IT'S HERE TO STAY.

ANYTHING THAT YOU CAN DO TO MITIGATE THE SITUATION YOU SHOULD DO THIS LOCALLY GROWN A BUNCH OF PEOPLE DRINKING. HONESTLY, WHEN I SEE SOMEBODY ON PUBLIC PROPERTY CARRYING A 12 PACK I WANT TO THROW UP. T'S NOT THE PLACE TO SEE THAT KIND OF THING.

THE TYPE OF THING THAT CITIES AND COUNTIES DO IT'S NOT BANDS, IT'S NOT ROCK 'N' ROLL, IT'S NOT SILLY DANCING ON THE PATIO THINGS LIKE SCHOOL BANDS AND CHURCH BANDS AND FOUGHT THE SCHOOL OF THE DEAF AND BLIND IN THE CUTBACK THERE WERE THE FIRST ONE.

THAT'S THE KIND OF PEOPLE THAT RUN IT. YOU KNOW, FOR THE FUTURE, THE ST. JOHNS COUNTY CULTURAL COUNSEL GETS MONEY. THAT'S WHO SHOULD BE RUNNING SUMMER CONCERTS AND IT SHOULD BE THE TYPE OF THINGS YOU WILL COME TO AND YOU WOULD HAVE A SEAT AND LISTEN TO. NOT SOME ROCK 'N' ROLL BAND THAT'S SINGING OUT OF TOUCH MUSIC. ALSO MAYBE YOU COULD TAKE UP OPENING THE BEACHES AGAIN ALL TIME I WAS HOPING YOU WERE TAKING IT UP TODAY BUT YOU KNOW WHAT YOU'RE DOING.

GOING FORWARD, WHEN YOU THROW THAT SWITCH ON EVERYBODY IS GOING TO BE COMPETING FOR TOURIST DOLLARS. I WAS LUCKY I GOT AN EMAIL AND I ASKED HIM A QUESTION.

HE SAID SOMETHING TO ME THAT WAS KEY AND I'VE ALWAYS RESPECTED THE MAIL BUT I RESPECT THEM EVEN MORE THAT THE FACT THAT ST. AUGUSTINE AND WE ARE A SMALLER VENUE THAT'S WHAT PEOPLE WILL LOOK FOR. THEY ARE NOT GOING TO WANT TO BE IN THOSE DISNEY WORLD CROWDS OR ANYTHING LIKE THAT. THE KEY IS LETTING THEM KNOW WE ARE OPENING AND WE ARE A SMALLER VENUE. IF THERE'S ANY EXTRA MONEY YOU COULD SEE IT GO FOR AN ADVERTISED PROGRAM AND I MEAN PEOPLE ON THE EASTERN SEABOARD. PEOPLE WITH THE BIG MONEY, THE PENSION YEARS, THANK YOU VERY MUCH FOR HAVING THIS MEETING WE HAVE NOBODY FOR WITH PUBLIC

PRESENTATION THIS MORNING AGENDA ITEM NUMBER 1. THIS MAY? >> GOOD MORNING BOARD MEMBERS AND SHARED. THIS IS A TRANSMITTAL HEARING. THE SUBJECT PROPERTY IS CURRENTLY UNDEVELOPED AND LOCATED EAST OF LONGLEAF PINE PARKWAY.

AND NORTH OF OXFORD DRIVE. THE REQUEST IS FUTURE LAND USE MAP FOR RURAL SILVICULTURE A

COMPANION APPLICATION FOR MAJOR [INDISCERNIBLE] >> AS FAR AS THE IMPACT REVIEW, IT'S ESTIMATED TO GENERATE 30 1:00 P.M. PEAK HOUR VEHICLE TRIPS AND THE PROJECT IS SUBJECT TO CURRENCY REVIEW AND COMPLIANCE AT TIME OF CONSTRUCTION PLANS LONGLEAF PINE PARKWAY IS THE DIRECT ACCESS LINK CURRENTLY OPERATING AT 70 EIGHT PEAK PROJECTED TO EXCEED APPROVED PEAK HOURS SERVICE VOLUME AT 137 PERCENT CAPACITY BASED ON TOTAL COMMITTED PEAK HOUR TRAFFIC COMBINED WITH CURRENT STATUS. AND JA PROVIDED WATER AND SEWER LETTER STATING THERE IS SUFFICIENT CAPACITY OXFORD ESTATES HAS ADEQUATE EXISTING RECREATIONAL FACILITIES TO ACCOMMODATE 31 NEW ADDITIONAL UNITS.

IN THE SUBJECT PROPERTY IS LOCATED WITHIN FIVE MILES OF THE PRIMARY FIRE STATION AND CREDIBLE WATER SUPPLY. THE COMPREHENSIVE PLAN HAS SEVERAL POLICIES FOR AMENDMENTS AND POLICY A 125 THE APPLICANT SHALL MEET THE AMENDMENT DEMONSTRATE HOW ONE THAT DISCOURAGES DOES NOT ADVERSELY IMPACT RESOURCES AND POLICY A 127 COUNTY ÃAREAS OF THE NATIVE ROLES OF SILVICULTURE ARE OUTSIDE DEVELOPMENT AREAS AND APPLICANT MUST DEMONSTRATE PUBLIC BENEFITS. THE PROJECT IS WITHIN AN AREA NORTHWEST SECTOR TRANSITIONING FROM RURAL TO SUBURBAN NEIGHBORHOODS THE PROPERTY SURROUNDED BIBLE WERE SILVICULTURE FUTURE LAND RISK AND OPEN RURAL ZONING IN THE COMPREHENSIVE PLAN POLICY A 1 TO 2 DISCOURAGES THE EXPANSION OF DEVELOPMENT AREA UNLESS THE APPLICANT DEMONSTRATES ECONOMIC DEVELOPMENT AND JOB CREATION PRESERVATION NATURAL ENVIRONMENT AND OTHER BENEFITS THE APPLICANT STATES THE PROPOSED PROJECT PROVIDES THE FOLLOWING PUBLIC BENEFITS THE PROPERTY LOCATED IS WHERE PEOPLE DESIRE TO LIVE AND PROVIDES LONG-TERM HOUSING ADJACENT TO RESIDENTIAL BNC A GOOD TRANSPORTATION AND GOOD PROXIMITY TO BUSINESSES AND

[00:20:09]

LEISURE ACTIVITIES. AS YOU CAN SEE FROM THE COMPATIBILITY MAP THE SUBJECT PROPERTY IS CURRENTLY ZONED OPEN RURAL. TO BE INCORPORATED INTO OXFORD ESTATES. THE OXFORD ESTATES PUD IS TO THE SOUTH AND TO THE WEST.

IT IS CURRENTLY PROVED FOR SINGLE UNIT HUNDRED 57 OF THOSE UNITS ARE TO THE SOUTH.

132 TO THE WEST. PART IF THAT IS THE ABERDEEN PUD WHICH IS CURRENTLY APPROVED FOR 1623 SINGLE-FAMILY HOMES 395 MULTIFAMIY RESIDENTIAL UNITS, 60,000 SQUARE FEET OF COMMERCIAL 20,000 SQUARE FEET OF OFFICE A COMMUNITY CENTER AND A COMMUNITY PARK AND TO THE NORTH AND EAST. STAFF NOTES THE FOLLOWING AS PART OF THE COUNTY LACKS ADEQUATE SCHOOL CAPACITY IN THE CONCURRENCY AREAS THE PROJECT WOULD RESULT IN ADVERSE IMPACTS TO SPECIFIC ROADWAY SEGMENTS CONCURRENCY AND MECHANISMS ARE IN PLACE TO ADDRESS SCHOOL AND TRANSPORTATION ISSUES THE COUNTY CURRENTLY LACKS ADEQUATE REVENUE RESOURCES TO COMPLETE THE CAPACITY IMPROVEMENT PROJECT PROPORTIONATE FAIR SHARE CONTRIBUTION [INDISCERNIBLE] AND FUNDIES MAY BE IDENTIFIED IN THE FUTURE. THE COMPREHENSIVE PLAN AMENDMENTS ARE LEGISLATIVE IN NATURE COMPREHENSIVE PLAN LIMITS OUR POLICY MAKE A DECISION TO DETERMINE THE FUTURE GROWTH PATTERNS OF ST. JOHNS COUNTY.

A DETERMINATION OF CONSISTENCY WITH THE COMPREHENSIVE PLAN AND STATE LAW AND APPROVAL OF DEVELOPMENT MUST NOT BE ARBITRARY. I HAVE SOME INFORMATION EVIDENCE OF DOCUMENTATION [INDISCERNIBLE] REQUIRED FOR A QUASIJUDICIAL HEARING.

TRANSMITTAL HEARINGS ARE REQUIRED TO END THE FUTURE LAND USE MAP PROPERTIES OVER 10 ACRES IN SIZE AS WELL AS AMENDMENT TO THE COMPREHENSIVE PLAN POLICY RECOMMENDATION TO TRANSMIT IS REQUIRED FROM THE AGENCY TO THE BOARD AND YOU WILL TAKE THE FINAL ACTION.

TRANSMITTAL MEETS THE AMENDMENT WILL BE SENT TO THE STATE, REGIONAL AND ADJACENT LOCAL GOVERNMENTS FOR A 30 DAY REVIEW. ONCE REVIEWED AND COMMENTS ARE COMPLETED ADOPTION HEARINGS WILL BE SCHEDULED. THERE WAS ÃBECAUSE IT'S IN THE NORTHWEST SECTOR, IT REQUIRED A COMMUNITY MEETING WHICH WAS HELD JANUARY 9, 2020 OF ST.

JOHNS COUNTY NORTHWEST SERVICE CENTER AND THE TEAM FOR RESIDENTS WERE IN ATTENDANCE.

THE EXPECTED TIMEFRAME AND THE POTENTIAL USES FOR THE REMAINDER OF THE RURAL SILVICULTURE PROPERTY TO THE NORTH AND THE EAST. STAFF HAS NOT RECEIVED ANY CORRESPONDENCE OR ANY OTHER INQUIRIES AND THE PCA CALLED A PUBLIC AREA DIVIDED 5 TO 2 IN FAVOR OF RECOMMENDING TRANSMITTAL AND THE AGENCY DISCUSSED THE FOLLOWING.

QUESTIONS REGARDING THE PROVISION THAT AFFORDABLE HOUSING IMPACT [INDISCERNIBLE] DEVELOPMENT COMPLETE TO DATE AGENCY MEMBERS NOTE THAT THE SMALL DEVELOPMENT SIZE COULD BE CONSIDERED UNTIL GIVEN LOCATION AND COMPATIBILITY. 15 UPLAND ACRES ARE SEPARATED FROM THE PARENT TRACT BY WETLAND. IF THE BOARD FINDS THE PROJECT MEETS THE REQUIREMENTS OF THE CONFERENCE OF PLAN, SPECIFICALLY POLICY A 125 AND A 127 STAFF DOES NOT OBJECT TO TRANSMITTAL OF COMPREHENSIVE PLAN AMENDMENT WHICH IS COMPREHENSIVE PLAN AMENDMENT APPLICATION 2091 THE OXFORD ESTATES IS BASED ON FOUR FINDINGS OF FACT CONFORMANCE WITH THE LAND DEVELOPMENT CODE OTHER RELEVANT INFORMATION AVAILABLE TO STAFF AND OTHER EVIDENCE MATERIALS RECEIVED DURING THE PUBLIC HEARING.

THAT INCLUDES MY PRESENTATION. I WILL STAND BY FOR QUESTIONS AND THE APPLICANT SHOULD BE ON

THE PHONE. >> ARE THERE ANY QUESTIONS FOR STAFF?

SEE A MAN WE WILL GO TO THE APPLICANT. >> CAN YOU HEAR ME OKAY?>>

YES, WE CAN. >> ALL RIGHT. 3741 SAN JOSE PLACE SUITE SEVEN JACKSONVILLE, FLORIDA. JUST TO KIND OF GIVE A SUMMARY ÃIT'S ECHOING A LITTLE BIT.

IS THAT JUST ME? >> THAT'S JUST YOU. WE ARE FINE.

>> OKAY. AS IT WAS STATED THIS IS AN INFILL PROJECT.

THE APPLICANT ÃTHE APPLICATION IS WORTH 30 ACRES, BUT HALF OF IT IS WETLANDS.

THIS IS AN UPLAND CONTRACT THAT REALLY IS CUT OFF FROM THE REST OF WHAT THE FAMILY OWNS AND IT ISN'T ACCEPTABLE UNLESS YOU HAVE MAJOR IMPACT TO THE WETLANDS.

SO OUR INTENTION IS TO TAKE THE 15 ACRES OF UPLAND IS ACCESSIBLE TO THE CURRENT

[00:25:05]

OXFORD ESTATES NEIGHBORHOOD AND MAKE IT PART OF THE NEIGHBORHOOD.

IT WOULD NOT REQUIRE ANY ADDITIONAL CONNECTION DIRECTLY TO LONGLEAF PINE PARKWAY.

THE CONNECTION WOULD BE TOO ONE OF THE INTERNAL ROADS THAT'S ALREADY DEVELOPED IN THE PUD.

AND THEY WOULD BE USING THE ALREADY PRIVATE AND GATED ENTRANCE THAT'S A PART OF THE OXFORD ESTATES NEIGHBORHOOD. IT'S GOING TO BE OF A SIMILAR QUALITY AND SIZE OF THE EXISTING HOMES JUST SO THAT IT DOES FIT WITH THE NEIGHBORHOODS.

IT IS A NICER NEIGHBORHOOD, BIGGER LOTS, THE HOME VALUES IN THEIR HAVE RECENTLY ALL EXCEEDED HALF A MILLION, SO THE ECONOMIC IMPACT TO THE COUNTY WILL DEFINITELY OFFSET ANY POTENTIAL COSTS. WE ARE COMPLETELY AWARE ONCE WE GET TO THE POINT OF THE ZONING AND PLANNING THERE MAY BE ROADS AND SCHOOL IMPACTS THAT WOULD HAVE TO BE MEDICATED FOR DURING THE CONCERNS HE PROCESS SO WE ARE FULLY AWARE OF THAT. THERE WAS ONE QUESTION THAT WAS ASKED ABOUT MVP MODIFICATIONS, LEGAL DESCRIPTION NOT NECESSARILY MATCHING THE COMP PLAN, LEGAL DESCRIPTION. I BELIEVE THE DISCREPANCY IS JUST THAT WE ARE ONLY CHANGING A COMP PLAN ON THE 30 ACRES BUT BECAUSE IT'S PULLING IT INTO THE EXISTING PUD THE LEGAL DESCRIPTION FOR THE MVP IS GOING TO BE THE ENTIRE PROJECT ON BOTH SIDES OF THE PARKWAY.

THE PORTION THE COMPREHENSIVE PLAN AMENDMENT IS ON THE EAST SIDE OF THE PARKWAY.

WE HAVE NOT HAD ANY ÃTHE BUILDERS HAVE BEEN ADVERTISING THAT FOR A WHILE AS A POTENTIAL EXTENSION SO THERE'S NOT ANY PUSHBACK WITH THEM THERE AND GIVEN THE COMMERCIAL IT'S GOING TO BE HAPPENING THERE AT GREENBRIER AND LONGLEAF PINE AS WELL AS ABERDEEN, THIS IS VERY APPROXIMATE TO COMMERCIAL THAT YOU GAVE IN [INDISCERNIBLE]. WON'T BELABOR THE POINT IF ANYONE HAS ANY QUESTIONS I'M HAPPY TO ANSWER THEM. THANK YOU GUYS FOR CONTINUING TO LET US WORK AND SERVE THROUGH THESE TIMES. I APPRECIATED HER

>> ANY QUESTIONS WITH THE APPLICANT? SEEING NONE WE WILL GO OPEN IT

TO PUBLIC COMMENT >> WE WILL NOW HAVE PUBLIC COMMENT ON AGENDA ITEM NUMBER ONE. MR. CHAIRMAN, I SEE NO PUBLIC COMMENT.

>> WE ARE BACK TO THE BOARD. ANY OTHER DISCUSSION OR QUESTIONS? I ACTUALLY HAVE A QUESTION. I HAVE A QUESTION IN REGARD TO TRANSPORTATION IN THESE NUMBERS IN REGARD TO 136.9 PERCENT EFFICIENCY, ETC. I DON'T KNOW WHO TO ASK THOSE TWO.

>> STAFF IS ON THE PHONE FOR TRANSPORTATION. >> THEY ARE ON THE PHONE?

MR. GLENN, ARE YOU ON THE PHONE? >> GOOD MORNING.

I AM. IT'S WEIRD NOT BEING ABLE TO SEE.

IS THAT YOU? >> YES, SIR. HOW ARE YOU

>> GOOD MORNING. DOING WELL. THANK YOU.

I HAVE A QUESTION ABOUT THE ROAD CONCURRENCY IN THE APPROVED PEAK POWER BEING AT 136 NINE PERCENT AND THOSE ARE ROUNDED UP TO 137 PERCENT. THAT IS APPROVED IN THE AREA, IS THAT CORRECT? BUT NOT BUILT BECAUSE THERE'S A 70 PERCENT CAPACITY RIGHT NOW?

>> [INDISCERNIBLE] THE ACTUAL TRAFFIC ON THE ROAD AND ONLY 37 PERCENT INCLUDES ALL OF THE APPROVED DEVELOPMENTS THAT HAVE YET TO BE ONLINE. SO THE CURRENT VOLUME WE ARE EXPERIENCING RIGHT NOW ON LONGLEAF PINE IS APPROXIMATELY ABOUT 10,000 VEHICLES PER DAY.

>> OKAY. IS THERE ANYTHING PENDING THAT WOULD MITIGATE THE EFFICIENCY? S THAT GOING TO COME VIA IMPACT FEES LATER FOR OR DO WE ÃTHERE'S NO APPROVED FUNDING FOR FUTURE BENEFIT THERE BUT IS THERE ANYTHING ELSE TO MITIGATE?

IS THERE ANOTHER ROAD THAT CAN MITIGATE SOME OF THIS? >> YES, SIR.

[00:30:04]

CURRENTLY, THERE ARE SEVEN DEVELOPMENTS THAT CAN HAVE SOME MITIGATION REQUIREMENT FOR THIS ASSESSMENT. THE TOTAL MITIGATION IS APPROXIMATELY 7.9 MILLION.

[INDISCERNIBLE] >> I THINK HE'S UNDERWATER. I CAN'T UNDERSTAND HIM.

[INDISCERNIBLE] >> I CANNOT UNDERSTAND YOU. I LOST YOU AT THE 7.9 MILLION AND I DON'T KNOW WHAT IT IS BUT IT SOUNDED LIKE YOU WENT THROUGH BEING ABOVE WATER

TUBING UNDERWATER. >> IF YOU HAVE NOT DONE IT ALREADY, NEW YOUR COMPUTER OR T.V.. NEW DATA AND JUST SPEAK ON THE PHONE.

>> LET ME TRY THIS. IS THIS BETTER NOW? >> YES, SIR.

THAT'S MUCH BETTER. >> OKAY. THE TOTAL MITIGATION TO DATE IS COMING FROM FIVE SEPARATE DEVELOPMENTS. TOTALLY ABOUT 7.6 MILLION.

TO DATE, WE HAVE RECEIVED 1.7 MILLION CASH ON HAND, AND THE REMAINDER WILL COME FROM THE

OTHER THREE DEVELOPMENTS. >> WHAT ARE THOSE DEVELOPMENTS? >> THEY ARE OXFORD ESTATES,

WASHINGTON ESTATES, NEW CREEK FOREST, URBAN CREEK AND ICI. >> IS THERE ANYTHING ELSE THAT WOULD MITIGATE COMMITMENTS OR ANOTHER ROAD PROJECT THAT WOULD COME IN THAT WOULD MITIGATE THIS MAY BE VETERANS PARKWAY IS THERE ANYTHING ELSE THAT WOULD MITIGATE THIS

>> CURRENTLY WOULD BE THESE KNOWLEDGES ALONE. WE HAVE A STRETCH OF LONGLEAF PINE BETWEEN ROBERTS ROAD TO VETERANS PARKWAY IT'S APPROXIMATELY A LITTLE BIT OVER FOUR MILES OF A STRETCH OF ROADWAY. CURRENTLY WE ANTICIPATE ROUGHLY $25 MILLION WE HAVE MODELED THE EXTENSION OF VETERANS PKWY., SOUTH OF LONGLEAF PINE.

WE SEE A SLIGHT REDUCTION ROUGHLY ABOUT 10 PERCENT REDUCTION IN THE TRAFFIC VOLUME

ON THE PROJECTED FUTURE. BUT NOT SUBSTANTIAL. >> THANK YOU VERY MUCH.

TO SUMMARIZE IT, THE PROJECTED COST TODAY'S VALUE IS A LITTLE OVER FOUR MILES ABOUT 25 MILLION AND WE HAVE 7.69 OBLIGATED BY THE DEVELOPMENT GROUP RECEIVED 1.7 MILLION.

IS THAT ACCURATE? >> YES, SIR. THAT'S VERY ACCURATE.

>> THANK YOU VERY MUCH. ANY OTHER QUESTIONS FROM THE BOARD OR DISCUSSION TO BE HAD?

MISSION WILL DRINK? >> IF I COULD JUST ASK ONE QUESTION.

IN THE OTHER DEVELOPMENT AGREEMENTS WILL BE BASED ON THE NUMBER OF UNITS?

WERE THEY HAVE TO MAKE THEIR PAYMENT TO THE ROADWAYS. >> THE BASIS IS BASED ON THE NUMBER OF THE EVENTS, BUT THEN WE LOOKED AT THE DISTRIBUTION WHERE IS IT LOCATED.

WASHINGTON ESTATES HAS ACCESS DIRECTLY TO GREENBRIER FROM AND GREENBRIER CURRENTLY IS NOT EFFICIENT BUT THE NUMBER OF TRESPASS RETURNED TO LONGLEAF PINE AND THAT'S THE NUMBER OF TRESPASS TO TESTING MITIGATE. YES, IT'S BASED ON THE TOTAL NUMBER OF UNITS BUT IT DEPENDS

ON THE ACCESS AND WHERE ÃHOW IT IMPACTS LONGLEAF PINE. >> AS WE CONTINUE TO ADD UNITS ON THESE PUD'S IT INCREASES A TIMEFRAME OR THEY WILL GET THEIR PAYMENTS.

[00:35:08]

TO CHANGE THE ROAD. >> THE REQUIREMENT IS THEY HAVE TO MITIGATE IT WITHIN TWO YEARS

OR CONSTRUCTION PLANS APPROVAL WHICHEVER COMES FIRST. >> POLICY NUMBER BUT FROM THIS PARTICULAR DEVELOPMENT OXFORD ESTATES IS WHAT THEIR CHANGE WILL BE FOR GLOBAL THEY SEND IT

WITH THE ORIGINAL START DATE OF OXFORD ESTATES? >> NO.

IT WILL BE BASED ON NEW APPROVAL AND THE TIMELINE WILL START CLICKING THERE.

>> BASICALLY, WE ARE EXTENDING THEM MORE TIME TO GET THEIR MONEY TO HELP WITH THE ROAD

EFFICIENCY. >> ONLY WITH THESE ADDITIONAL UNITS, THE 31 UNITS.

>> I HAVE ONE MORE QUESTION. I DIDN'T WRITE IT DOWN. I JUST WOULD LIKE TO KNOW BECAUSE I WOULD LIKE TO SEE THESE UNITS 31 UNITS AND THEIR IMPACT TODAY WE ARE AT 78

PERCENT CAPACITY AND THAT EQUATES TO HOW MANY TRIPS >> THAT EQUATES TO ABOUT 10,000 VEHICLE TRIPS PER DAY. LET ME GIVE YOU A GOOD EXAMPLE WHEN WE EXPERIENCE CONGESTION.

CURRENTLY ON HOLMES BOULEVARD WE HAVE ABOUT 17,000 VEHICLES PER DAY AND ON THE 2 LANE RD.

OF RACETRACK ROAD IS ROUGHLY ABOUT THE SAME NUMBER OF AMOUNT.

SO 10,000 VEHICLES PER DAY RIGHT NOW IS STILL LIVABLE, AND YOU DON'T FEEL THE IMPACT OF

THE CONGESTION YET. >> AND SO ARE THEY ABOUT THE SAME KIND OF CAPACITY? IS THAT WHAT YOU ARE SAYING? TRIP WISE IT IS BUT IS THAT THE SAME THING AS CAPACITY AT 70 OR

80 PERCENT? >> DOOLEY MAJOR ROADWAYS ARE SIMILAR.

IT'S JUST THE ACTUAL TRAFFIC TODAY IS LAST CONGESTED AS COMPARED TO THE OTHER TWO

ROADS, RACETRACK ROAD AND HOLMES. >> 137 PERCENT WOULD BE 18 OR 19,000 TROOPS? IS THAT WHAT IT WOULD BE? IF EVERYTHING WERE BUILT OUT?

>> THAT WOULD BE YOU LOOK AT IT ABOUT 21,000 >> CAN YOU GIVE ME SOME KIND OF

IDEA OF WHAT THAT LOOKS LIKE? >> YOU WILL EXPERIENCE MORE DELAY PER CYCLE.

ONE THING WE ANTICIPATE ON RACETRACK ROAD BECAUSE IT'S GOING [INDISCERNIBLE] IS NOT

GOING TO BE THAT SUBJECTIVE BECAUSE THERE'S MORE FREE FLOW THAN THE OTHER SEGMENTS.>> AND SO WITH 10,000 THIS IS GIVEN PEAK HOUR TRIPS. SO IN REGARD TO PEAK HOUR WHAT IS THE PERCENTAGE OF THOSE THAT WOULD EQUATE TO IT IS THESE ARE TOTAL TRIPS IN A DAY.

WHAT ÃWHAT KIND OF PERCENTAGE WOULD THIS BE. IT WOULD BE DIMINUTIVE,

WOULDN'T IT?>> IT'S LESS THAN HALF A PERCENT >> THAT'S ALL I NEEDED TO KNOW.

THANK YOU VERY MUCH. I HAVE OTHER QUESTIONS. >> IS THE 78 PERCENT CURRENT USE OF CAPACITY VERSUS THE HUNDRED AND 36 PERCENT BASED ON THE CURRENT CONDITIONS OF

LONGLEAF TWO LANES OR IS THIS JUST ASSUMING IT'S FOR LANES? >> YES, GOOD MORNING.

THE 78 PERCENT IS BASED ON A TWO LANE CAPACITY AND IT IS REAL TRAFFIC ON THE ROAD TODAY.

THE HUNDRED AND 36 PERCENT OR 37 PERCENT IS INCLUDING ALL OF THE APPROACHES FOR MULTIPLE

DEVELOPMENT THAT WILL IMPACT THIS SEGMENT >> IS BACK ON TWO LANES OF TRAFFIC OR ASSUMING IT'S BUILT UP TO FOUR LANES. WILL IT BE 136 PERCENT WILL

[00:40:04]

THAT BE THE TRULY ROAD OR THE FOUR-LANE ROAD >> IT WILL BE 137 PERCENT BASED

ON THE TWO LANE NOT ON A FOUR-LANE. >> IS THERE ANY PROJECTIONS

ASSUMING EVERYTHING THAT'S CURRENTLY APPROVED. >> IF WE HAVE A FOUR-LANE

FACILITY THERE WILL BE NO DEFICIENCY IN YOUR HOME. >> ANY OTHER QUESTIONS?

>> NO OTHER QUESTIONS. >> I WILL ENTERTAIN A MOTION >> THIS IS COMMISSIONER BLOCKER

I WOULD BE WILLING TO MAKE A MOTION >> STILL AHEAD, COMMISSIONER

BLOCKER. >> I MAKE A MOTION TO OXFORD ESTATES FUTURE PHASE ON FOUR

FINDINGS OF FACT. >> 11 MOTION BY COMMISSIONER BLOCKER AND A SECOND BY COMMISSIONER JOHNS. MANY OF THE COMMENTS OR DISCUSSION? JUST BEFORE WE DO, I WILL JUST SAVE THE OVERALL IMPACT IS PRETTY DIMINUTIVE SO I WILL VOTE IN FAVOR BUT WE WILL DO A ROLL CALL VOTE.

>> I WILL BE A YES AS WELL SO IT PASSES TO TRANSMIT 5 TO 0 MOVING ALONG TO NUMBER TWO WAS

[Item 2]

LEVINE? >> GOOD MORNING. [INDISCERNIBLE] WOULD BE GOOD TO EACH OF THE FIRST LIVE IN THE PRESENTATION. SO THE PROPOSED ORDINANCE CREATES A MINIMUM WAKE ZONE IN THE INLET. [INDISCERNIBLE] ALL THE WAY OUT TO THE MATANZAS BRIDGE. HOWEVER, SUBSEQUENT TO THE APRIL 7 MEETING I HAD SOME DISCUSSIONS WITH THE SHERIFF'S OFFICE AND HE EXPRESSED CONCERNS THAT EXTENDING THE WAKE ZONE ALL THE WAY OUT TO THE BRIDGE WOULD MAKE IT DIFFICULT FOR THEM TO EXIT THE INLET SO HE RECOMMENDED BACKING UP KNOWN AS [INDISCERNIBLE] AND PATRICK IF YOU CAN TAKE IT TO THE NEXT SLIDE HERE'S WHAT THOSE TWO LOOK LIKE. SO YOU CAN SEE BASED ON THE SLIDE THAT BACKS IT UP PAREN AND THAT WOULD PROVIDE SUFFICIENT ROOM TO BE ABLE TO ACCELERATE AND SAFELY EXIT THE MATANZAS INLET PATRICK, IF YOU CAN GO TO THE NEXT SLIDE I CAN SHOW YOU WHAT EXISTING ONES ARE CURRENTLY OUT THERE. SO ORDINANCE 2006 Ã20 CREATED A MINIMUM WAKE ZONE IN THE AREA ADJACENT TO THE PROPOSED WAKE ZONE.

YOU CAN SEE BASED ON THE AERIAL ON THE SLIDE WHAT THE PROPOSED ZONE WOULD LOOK LIKE IF YOU ADOPT THE PROPOSED PROVISIONS BY THE SHERIFF'S OFFICE. WE DO HAVE SERGEANT UNDERWOOD ON THE PHONE IF YOU HAVE ANY QUESTIONS SPECIFIC TO THE PROPOSED PROVISION.

THE ONLY OTHER THING I WANTED TO ADD IS THAT WE HAVE NOT RECEIVED ANY PUBLIC COMMENTS WITH RESPECT TO THE MINIMUM WAKE ZONE IN THE INLET. SPENT ABOUT EXPANDING THE MINIMUM WAKE ZONE ALONG THE SUMMER HAVEN RIVER. IT WOULD BE A SEPARATE ITEM IF IT NEEDS TO BE TAKEN OUT SEPARATELY AND THAT WOULD HAVE TO HAVE ITS OWN ADVERTISEMENT

AND COORDINATES IN OUR OFFICE IS LOOKING INTO THAT AS WELL. >> ANY QUESTIONS FOR MS. LIBBY?

[00:45:06]

SERGEANT UNDERWOOD, ARE YOU ON THE PHONE? >> YES, MR. JARED.

I AM. >> I SURE APPRECIATE YOU BEING THERE.

I THINK SOME OTHERS MIGHT HAVE SOME QUESTIONS. ANY QUESTIONS FOR MISS LEVINE

OR SERGEANT UNDERWOOD? >> I DO HAVE A QUESTION. I WANT TO LET SERGEANT UNDERWOOD KNOW WE'VE SPOKEN QUITE A BIT ABOUT THIS PROPOSAL BUT I HAVE HAD SOME EMAILS AND PHONE CALLS FROM RESIDENTS THAT ARE VERY HAPPY WITH THIS BECAUSE OF THE TRAFFIC ON THE SEA DOOS AND THE BOATS IN THE AREA. AND QUITE A FEW THAT ARE HAPPY WITH THE CHANGE MOVING IT BACK ONE THAT WAS NOT, BUT THE MAJORITY OF EVERYBODY THAT'S CALLED ME STILL USE IT FOR EFFICIENT PURPOSES THAT WAY. I WOULD LIKE TO TELL YOU THANK YOU FOR ALL OF YOUR HARD WORK DURING THE EPIDEMIC AND ON THE WATERWAYS AND TRYING TO KEEP

EVERYBODY SAFE. >> ANY OTHER COMMENTS? COMMISSIONER, DO YOU HAVE ANY

QUESTIONS? COMMISSIONER DEAN? >> NINE.

>> COMMISSIONER BLOCKER? >> NO, SIR. >> I WOULD LIKE TO ASK AND BY THE WAY IN YOUR PACKAGE THERE ARE TWO, THE ONE THAT THE BOARD HAD SEEN ON APRIL 7 WHERE IT SAYS ST. JOHNS SHOULD THE BOARD PASS END THIS TODAY WHAT WILL HAPPEN NEXT IN THE PROCEDURE.

>> SUBSEQUENT TO THE BOARD, THE COUNTY [INDISCERNIBLE] TO THE FLORIDA FISH AND WILDLIFE COMMISSION. ONCE THE COMMISSION DETERMINES THAT IT HAD ALL OF THE INFORMATION THAT IT REQUIRES TO MAKE A DECISION ON IT IT WOULD TAKE ACTION TO EITHER APPROVE THE CHANGE WORKED IN NYACK. TO PROVIDE THE COUNTY NOTICE OF ANY ADDITIONAL INFORMATION.

UPON REVIEW I HAD IT IN FRONT OF ME. [INDISCERNIBLE] ACT UPON THE

APPLICATION. >> THE LITTLE LANGUAGE OF THE TOP PROPOSED REVISION THAT

WOULD BE REMOVED FOR THE FINAL COPY TO BE SIGNED BY THE CHAIR. >> .GOOD.

WE WILL OPEN IT UP FOR PUBLIC COMMENT. >> MAY BE A MOTION TO ENACT ST.

JOHNS COUNTY ORDINANCE NUMBER 2020. >> 11

>> ESTABLISHING A SLOW SPEED MINIMUM WAKE ZONE RESTRICTIVE BOAT SPEED THROUGHOUT ÃWE HAD

TO CHANGE THAT >> I WOULD SAY >> HOW ABOUT FROM THE FORT

MATANZAS >> AS DEPICTED IN THE PROPOSED ORDINANCE

>> AS DEPICTED IN THE PROPOSED ORDINANCE. I HAVE A MOTION BY COMMISSIONER

WALDRON. YOU HAVE A SECOND? >> I HAVE A SECOND BY COMMISSIONER JOHNS. ANY OTHER DISCUSSION? A ROLL CALL VOTE.

>> THANK YOU ALL FOR YOUR PARTICIPATION. THANK YOU FOR YOUR EFFORTS.

[Item 3]

>> WE MOVE ALONG TO AGENDA ITEM NUMBER THREE NUMBER. >> ITEM NUMBER THREE NUMBER FOR YOU IS TO CONSIDER APPOINTMENTS OF A CULTURAL RESOURCE COMMUNITY BOARD WE CURRENTLY HAVE TWO VACANCIES ON THIS BOARD ONE IS DUE TO AN EXPIRED TERM AND THE OTHER IS DUE TO

[00:50:01]

REMOVAL OF A MEMBER FOR EXCESSIVE ABSENTEEISM. THE VACANCIES WERE ADVERTISED FOR A FOUR WEEK SPAN ATTACHED FOR YOUR REVIEW AND CONSIDERATION IS A RECOMMENDATION FROM THE CULTURAL RESOURCE REVIEW BOARD ALONG WITH THE TWO APPLICATIONS THAT WE HAVE RECEIVED. SO THAT'S THE BASICS OF THIS ITEM AND THEY MOTION SUGGESTED MOTIONS REQUEST THE APPOINTMENT OF THESE TWO INDIVIDUALS

>> THANK YOU VERY MUCH. IS THERE ANY QUESTIONS FOR MRS. LUNDQUIST? ANY QUESTIONS FOR THEM? SAY NONE WE WILL OPEN IT UP FOR PUBLIC COMMENT QUICKLY WITHOUT PUBLIC COMMENT ON AGENDA ITEM NUMBER THREE. MR. CHAIRMAN NOT SEEING ANY

PUBLIC COMMENT TO >> WITH THE PUBLIC COMMENT WE ARE BACK TO THE BOARD.

COMMISSIONER WALDRON? >> MOTION TO REAPPOINT ROBERT E OLSON TO THE CULTURAL RESOURCE REVIEW BOARD FOR A FULL FOUR-YEAR TERM SCHEDULED TO EXPIRE NOVEMBER 6, 2023.

>> I HAVE A MOTION TO DRIVE A SECOND? >> I HAVE A SECOND BY COMMISSIONER JOHNS. ANY DISCUSSION? SEEING NONE WE WILL ROLL CALL THE VOTE.

PASSES 5 TO 0. >> MOTION TO REAPPOINT TONYA CRAMER TO THE CULTURAL RESOURCE REVIEW BOARD. AS A REGULAR MEMBER IN ORDER TO COMPLETE THE UNEXPIRED TERM OF KENNETH MCLEAN SCHEDULED TO EXPIRE NOVEMBER 6, 2022.HAVE A MOTION BY COMMISSIONER

WALDRON. DRIVE A SECOND? >> I HAVE A SECOND BY MR. JOHN'S. ANY DISCUSSION?

>> THAT ONE PASSES 5 TO 0 CONGRATULATIONS AND THANK YOU TO MR. OLSON AND MS. KRAMER FOR THEIR WILLINGNESS TO SERVE ON THIS BOARD. I HAVE NO OTHER BUSINES ON THE

[Reports]

AGENDA TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS AND WE WILL NOW ENTER INTO COMMISSIONER REPORTS. COMMISSIONER DEAN, WE WILL START WITH YOU.

>> I HAVE TWO QUICK POINTS. NUMBER ONE, IT'S BEEN ALMOST A MONTH AND MAYBE EXACTLY A MONTH SINCE I'VE BEEN PARTICIPATING BY PHONE AND I MISS ALL YOU GUYS IN PERSON AND ALL OF THE STAFF BUT I WILL SAY THIS, I'M STARTING TO GET USED TO IT AND I CAN GUARANTEE I'M NOT WEARING A THREE-PIECE SUIT. IT'S KIND OF NICE. AND SECONDLY, I WOULD SAY I DON'T WANT TO SHOCK ANYONE WHEN I RETURNED TO THE COMMISSION MEETING.

THE PERSON I'M WORKING ON A PRETTY SIGNIFICANT MULLET HAIRDO AND YOU MAY BE

SURPRISED. THAT'S ALL I'VE GOT. >> COMMISSIONER DEAN, I WILL BE

GLAD TO TAKE CARE OF THAT FOR YOU. >> THANKS.

>> THANK YOU VERY, VERY MUCH. I LOOK FORWARD TO SEEING YOUR HAIRCUT.

COMMISSIONER BLOCKER? >> THANK YOU, MR. CHAIRMAN. I JUST WANT TO ECHO SOME OF WHAT MR. DEAN SAID. I APPRECIATE THE LEADERSHIP THAT YOU'VE SHOWN AND THE REST OF THE BOARD AND I APPRECIATE MR. CONRAD AND MR. MCCORMICK AND THEIR STAFF.

I KNOW THEY ARE WORKING HARD TO PUT THEIR EFFORT IN AND WE APPRECIATE THAT.

LOOKING FORWARD TO GETTING BACK TO BUSINESS IN ST. JOHNS COUNTY AND I'M GLAD WE ARE HAVING DISCUSSIONS ABOUT THIS AND SUPPORTING THIS. ALSO ALL THIS EXCITEMENT ABOUT THE BEACH. I THINK THIS REINFORCES ABOUT HOW IMPORTANT THE BEACHES ARE IN THE COUNTY AND HOW MUCH OUR RESIDENTS VALUE THE BEACH AND LOOKING FORWARD TO MOVING IN ON THAT BUT MOST IMPORTANTLY WORKING ON GETTING SMALL BUSINESSES BACK TOGETHER.

I APPRECIATE THE BOARD WORKING ON THIS AND OUR STAFF WORKING ON IT AND LOOKING FORWARD TO

WORKING FORWARD WITH THAT >> COMMISSIONER WALDRON? >> I JUST HAVE ONE THING THIS MORNING. I RECEIVED A FEW CALLS AND A FEW EMAILS ABOUT BEACH PASSES, FOR THIS YEAR. I WANT TO MAKE THE RECOMMENDATION AND SEE WHAT THE BOARD THOUGHT ABOUT MAKING THOSE PASSES GOOD FOR TWO YEARS.

[00:55:01]

THROUGH 2021. THAT WAY THERE'S NO LOSS ON THAT SIDE AND HOPEFULLY WE GET THEM BACK UP IN A SHORTER TIME THIS SUMMER. WE COULD DO THAT FOR OUR

RESIDENTS I THINK IT WOULD BE A GOOD THING TO DO. >> ANY OTHER QUESTIONS OR DISCUSSIONS? DO WE HAVE ANY COMMENTS? ALL RIGHT.

>> THIS IS DEAN. I LIKE THAT SUGGESTION. I WOULD SUPPORT THAT.

>> VERY GOOD. >> THIS IS COMMISSIONER BLOCKER.

I AGREE AND I APPRECIATE COMMISSIONER WALDRON BRINGING THAT UP AND I THINK THAT'S

IMPORTANT FOR US TO ADDRESS. I WOULD SUPPORT THAT. >> DO WE NEED TO HAVE PUBLIC COMMENT? WE WILL NOW HAVE PUBLIC COMMENT ON BEACH PASSES.

MR. CHAIRMAN, I SEE NONE. >> ALL RIGHT. >> MR. CHAIR, MAY I ADD ÃI HAVEN'T LOOKED AT IT BUT TO THE EXTENT IT MAY BE APPROPRIATE THAT WOULD AUTHORIZE THE COUNTY ADMINISTRATOR THE FEES RESOLUTION TO REFLECT THAT CHANGE.

IF NEEDED. >> WHATEVER IT TAKES TO ACCOMPLISH THE INTENDED GOAL.

ABSOLUTELY. I AM IN FAVOR OF IT AS WELL FOLKS IT PAID FOR SOMETHING AND ARE NOT ABLE TO GET A BENEFIT FROM. SO COMMISSIONER JOHNS?

>> ANYTHING ELSE >> GOT SICK >> COMMISSIONER JOHNS

>> THANK YOU, MR. CHAIR. GOOD NEWS POINTS. DURING OUR CONSENT AGENDA WE PROVED THAT A NUMBER SEVEN WHICH WAS A RESOLUTION APPROVING THE ROAD RENAMING POPLAR AVENUE IN SURFSIDE SUBDIVISION TO VIVIAN BROWNING AVENUE.

MS. BROWNING HAS BEEN A STALL WORK OF THE COMMUNITY REPRESENTING EFFECTIVELY MATCHES HER COMMUNITY BUT THE COUNTY AND WHILE THIS MAY HAVE BEEN A CONSENT AGENDA ITEM I WANT TO BRING IT UP TO SAY CONGRATULATIONS IT'S WELL-DESERVED AND A PERFECT EXAMPLE OF A PERSON THAT MAKES OUR COUNTY NUMBER ONE. WE HAVE THOUSANDS OF THEM IN OUR COUNTY BUT MS. BROWNING HAS BEEN A LEADER FOR MANY YEARS. AND I JUST WANT TO BRING THAT UP. I WAS ON THE CONSENT AGENDA BECAUSE IT WAS AN EASY ITEM AND I FELT LIKE IT DESERVE RECOGNITION MORE THAN JUST BEING ONE IN FOUR OF THE ITEMS. WHILE I PURSUE THE FUNDING AND COMPLAIN WHEN THINGS DON'T SEEM TO MOVE AS QUICKLY AS WE ARE ABLE TO I WANTED TO GET SOME ACCOLADES TO ANOTHER ITEM THAT WAS ON THE CONSENT AGENDA.

THE COUNTY COMMISSIOERS ALLOCATED $1.2 MILLION OF FUNDING TO DEVELOP, DESIGN AND PERMIT FUTURE RESTORATION PROJECTS IN 2018. REQUESTED ASSISTANCE FROM THE STATE LEGISLATOR TO OFFSET THESE COSTS AND $500,000 HAVE BEEN MADE AVAILABLE BY A SPECIAL APPROPRIATION IN THE STATE'S TO 1920 20 BUDGET SO I JUST PUBLICLY WANT TO SAY THANK YOU. OUR TAXPAYER MONEY THAT HAS GONE TO THE STATE IS COMING BACK TO US IN A VERY REAL NEED AND IT'S NOT SOMETHING WE TYPICALLY GIVE RECOGNITION TO WHAT WAS ON THE CONSENT AGENDA I JUST WANT TO SAY THANK YOU TO OUR STATE REPRESENTATIVES FOR PUTTING THAT IN THE BUDGET AND KEEPING IT IN THE BUDGET BECAUSE THAT CAN BE A CHALLENGE WITH ALL OF THE OTHER STATE DEMANDS. AND THEN ON A MORE LOCAL NOTE I WANT TO RECOGNIZE THE LIBRARY SERVICES HAVE RECEIVED OVER P$60,000 THE LAST TIME I BROUGH THIS UP IN DONATIONS TO OUR LIBRARY SYSTEM WHICH IS A TESTAMENT TO THE SERVICES AND THAT OUR LIBRARY SYSTEM IS PROVIDED TO OUR COMMUNITY AND THE SUPPORT THAT OUR COMMUNITY VOLUNTARY PROVIDES IN RECIPROCATION THAT I WANT TO THANK THOSE I WANT TO THANK HUNTER CONRAD OUR ADMINISTRATION AND THE OTHERS TOOK THE TIME TO PUT TOGETHER THE RECOMMENDATIONS FOR THE CDBG FUNDS AND THAT'S THAT TYPE OF QUICK TURNAROUND AT THE LOCAL GOVERNMENT LEVEL WE ARE ABLE TO OFFER TO OUR RESIDENTS AND OUR BUSINESS OWNERS IN THE SHORT TERM. A SHORT TIME TO RESPOND. YOU HAVE DONE AN EXEMPLARY JOB OF DOING SO. WE ARE NOT HAVING TO WAIT WEEKS OR MONTHS TO DEBATE THIS WITH OTHER ISSUES. AS HAPPENS OFTEN, AT THE STATE AND FEDERAL LEVELS.

I WANT TO THANK YOU FOR THE COUNTLESS HOURS YOU HAVE PUT INTO THIS AND LOOKING FORWARD TO SEEING IT ROLL OUT TO HELP OUR BUSINESSES AND OUR RESIDENTS TO BEAT THEIR SHORT-TERM FINANCIAL NEEDS BECAUSE I'M EXPECTING US TO RECOVER VERY QUICKLY FROM THIS RECESSION OR WHATEVER YOU WANT TO CALL IT BECAUSE PEOPLE WANT TO GET BACK TO WORK.

AND THERE IS A NEED FOR THE SERVICES AND PRODUCTS, SO THANK YOU VERY MUCH FOR RECOGNIZING THESE NEEDS AND FINDING RESOURCES AND MECHANISMS TO DO SOMETHING THAT'S FAR MORE COMPLICATED THAN WHAT WE DISCUSSED AT THIS MEETING. THE PAPERWORK ALONE CAN TAKE QUITE A LONG TIME TO PROCESS AND I DON'T WANT TO UNDERESTIMATE WHAT IS TAKEN TO

[01:00:08]

GET TO THIS POINT AND TO GET THOSE FUNDS IN PEOPLE'S HANDS AS QUICKLY AS POSSIBLE.

THANK YOU, MR. CHAIR. >> THANK YOU. I HAVE A FEW THINGS I WOULD LIKE TO JUST RECOGNIZE TODAY, I WANT TO SAY FOOD FOR THOUGHT. MR. GARY ENGLAND HASTINGS AGRICULTURE EXTENSION IS OFFICIALLY RETIRED AND I WANT TO SAY THANK YOU TO HIM FOR HIS CONTRIBUTION AND ADVOCACY TO THE AGRICULTURE INDUSTRY AND HE WILL BE GREATLY MISSED.

CABBAGE MOVEMENT RIGHT NOW IS SLOW. THERE IS A HUGE DIAMONDBACK MONTH PROBLEM THAT'S DONE DAMAGE AND REDUCED QUALITY AND IT DIDN'T HELP THE PRICE OF CABBAGE IS VERY, VERY, VERY LOW.LAST I CHECKED IT WAS FOUR DOLLARS PER BOX AND THAT'S VERY LOW. HOWEVER, ON THE POSITIVE SIDE, PTHE POTATO HARVEST HAS BEGUN AND MANY GROWERS WILL START THIS WEEK OR WEEKEND AND TABLE STOCK PRICES ARE VERY, VERY, VERY GOOD AND ATTRACTIVE AT THIS POINT. A COUPLE OF THINGS I WOULD LIKE TO BRING FORWARD JUST TO ADDRESS. I HAD A PROPOSED LETTER THAT WAS GIVEN TO ME IN REGARD TO THE CARES ACT AND A REQUEST IF APPROVED BY THIS BOARD, TO REQUEST THAT THE CARES DOLLARS ÃARE YOU READY TO ADDRESS THAT? IF YOU WANT TO TURN IT OVER ÃI CAN GO THROUGH IT. MS. ANDREWS?

>> YES. THE LETTER IS ACTUALLY TO PROVIDE THE STAFF A VOICE TO THE HUD AND APPROPRIATE AGENCIES TO GIVE US FLEXIBILITY ON HOW WE CAN SPEND THOSE FUNDS. FOR EXAMPLE, COMMISSIONER WALDRON MENTIONED IF THERE IS ANY POSSIBILITY THAT WE CAN FIND THE MONEY FOR 2020, AND THERE WAS ALSO SUGGESTIONS ABOUT WHETHER OR NOT WE COULD DO A SHORT-TERM LOAN. I THINK IF WE CAN ASK FOR MORE FLEXIBILITY AND NOT JUST STRICTLY STAY WITH THE TRADITIONAL WAY OF SPENDING THOSE DOLLARS, IT WOULD BE HUGELY HELPFUL FOR THIS COMMUNITY.

>> ONE OF THE THINGS IS THAT THEY ARE URGED NOT TO ACCOMPLISH THOSE ALLOCATION OF

THOSE FUNDS. >> THAT'S MORE PERTINENT ADDRESSES AND IN FACT WHEN I READ THIS LETTER THAT IS THE EFFECTIVE REQUEST TO BE SENT TO OUR FEDERAL DELEGATION.

I JUST NEED CONSENT ON THIS AND THIS NEEDS APPROVAL THAT IT WILL MEET THE BOARD'S APPROVAL TO SEND THE LETTER ON BEHALF OF THIS WORD SIGNED BY MYSELF TO MAKE THAT REQUEST.

>> PUBLIC COMMENT? >> I JUST WANT TO MAKE SURE THERE ARE NO QUESTIONS OR

COMMENTS. COMMISSIONER DEAN? >> NONE

>> COMMISSIONER BLOCKER? >> NO SIR >> ART.

PUBLIC COMMENT >> WE WILL NOW HAVE PUBLIC COMMENT ON THE LETTER THE FEDERAL DELEGATION FROM CDBG GRANT ALLOCATIONS ARE ACTUALLY THIS CARES ACT FUNDING

>> OKAY. PUBLIC COMMENT: >> MR. CHAIRMAN, I SEE NONE.

>> DO WE HAVE CONSENSUS FOR I BELIEVE WE DO. >> COMMISSIONER BLOCKER?

COMMISSIONER DEAN? >> YES, SIR. >> YES.

>> ALL RIGHT. VERY GOOD. LASTLY ÃONE THING I HAVE IS I WOULD LIKE TO HAVE BOARD INPUT REGARDING EX PARTE HEARING ITEMS. WE HAVE HAD SEVERAL THAT HAVE BEEN POSTPONED AND A FEW THAT ARE SCHEDULED FOR THE MEETING ON MAY 7 I BELIEVE IT IS. MAY 5. I JUST IN ORDER TO PROPERLY ADVERTISE, I NEED TO KNOW WHAT THE INCLINATION OF THE BOARD IS.

ARE THERE ANY COMMENTS? >> IF I MAY, MR. CHAIRMAN, THIS IS DEAN.

[INDISCERNIBLE] WE MADE THE OTHER DISTANCE REQUIREMENTS AND SEPARATION REQUIREMENTS FOR THINGS LIKE OUR COMMISSION MEETING I'M GOING TO SUGGEST MAYBE IT WILL TAKE US INTO THE SECOND MEETING OF MAY. TO GIVE EVERYONE ADEQUATE NOTICE INCLUDING THE APPLICANT'S YOU MAY WANT TO COMMENT I WOULD SUGGEST TENTATIVELY I WOULD SUGGEST THAT WE LOOK AT WE LOOK AT OUR EX PARTE ITEMS ON THE FIRST MEETING IN JUNE THAT WOULD BE MY RECOMMENDATION TODAY. I THINK THAT COULD BE SUBJECT TO CHANGE IF IT WOULD GIVE

[01:05:02]

ADEQUATE NOTICE TO BE THINKING ABOUT IT. I WOULD AIM FOR THE FIRST

MEETING IN JUNE. >> THANK YOU, COMMISSIONER DEAN >> MR. MACCORMACK?

>> THANK YOU MR. CHAIR. IN NORTHEAST FLORIDA, THE DIFFERENT COUNTY AND CITIES HAVE TAKEN DIFFERENT APPROACHES. I HAVE ASKED ALEX KLEIN TO KIND OF REVIEW DO ALL NASSAU PLAY FLAGLER ST. AUGUSTINE IS DOING WITH THE BEACHES DOING.

I THINK SHE COULD GIVE YOU A BRIEF SUMMARY OR IF THE BOARD WOULD LIKE ONCE I THINK SHE IS FULLY VETTED THOSE JURISDICTIONS SHE COULD PROVIDE BACK TO THE BOARD FOR A REFERENCE. SO I'M AT THE PLEASURE OF THE BOARD FOR

>> PLEASE MISS MORE IF YOU WERE DISCLOSURE FINDINGS. >> AT THE COUNTY ATTORNEY'S OFFICE WE RESEARCH AS MR. MCCORMICK SAID NEIGHBORING COUNTIES IN NORTHEAST FLORIDA AS WELL AS SOME BEACH COMMUNITIES TO THE SOUTH VARIOUS JURISDICTIONS.

WE ARE WAITING TO HEAR BACK FROM SOME BUT WE HAVE INFORMATION FROM THE WEBSITES.

AT THE MOMENT THEY ARE VIRTUAL WE'VE ASKED THEM ABOUT THE MEDIA TECHNOLOGY AND HOW THEY FEEL ABOUT IT. SO ONCE WE HEARD BACK FROM THESE MUNICIPALITIES AND I WILL HAVE A BETTER IDEA OF PERHAPS HOW THAT COULD SIT IN TO WHAT WE ARE DOING AND WHAT WORKS FOR OUR COUNTY AND WE CAN HAVE SOME RECOMMENDATIONS WILL PROVIDE THOSE RESULTS TO THE BOARD FOR

YOUR CONSIDERATION. >> THANK YOU. ANY OTHER COMMENTS?

RECOMMENDATIONS? >> I WOULD RECOMMEND WE MOVE FORWARD WITH THE ITEMS THAT WE CAN AND WE NEED PARTICIPATION FROM THE STAFF TO GET AN ESTIMATION OF THE NUMBER OF PEOPLE THAT CAN WEIGH IN ON SOME OF THESE ITEMS THAT ARE CONTROVERSIAL.

YOU CAN'T STOP THE SYSTEM COMPLETELY. WE HAVE FOUND A WAY TO SAFELY

COMMUNICATE. >> ANYBODY ELSE? >> MR. CHAIR, I WILL SAY IN MY RESEARCH JUST TO GIVE A LITTLE BIT OF A PREVIEW WITH THAT IN MIND, YOU NEED CONTROVERSIAL QUASIJUDICIAL SCENE WE PUT OFF I WILL SAY I'VE BEEN SEEING NOT BECAUSE OF CMT.

BUT ALSO WE WANT TO MAKE SURE APPLICANTS ARE AWARE THAT THEY WERE AS BOARD MEMBERS YOU CAN ASK THAT THINGS BE DIFFERENT SO I THINK AS LONG AS WE HAVE THAT AS A PIECE OF THE PUZZLE THAT

MIGHT BE SOMETHING WE CAN WORK WITH. >> SOME OF THE JURISDICTIONS ARE GOING AS FAR AS THE APPLICANTS. QUASIJUDICIAL ZONING SIGNING A WAIVER AND MAYBE SOME OTHER ELEMENTS, GIVEN THE FACT THAT THAT THERE COULD BE SOME THEORETICAL BASIS TO MAYBE APPEAL SOME DECISIONS DOWN THE ROAD.

AND I WANT TO MENTION THAT AS PART OF THE MIX.HE CITY OF SAINT AUGUSTINE IS DOING THAT IT'S REQUIRING APPLICANTS TO PAY THE CITY'S ATTORNEYS FEES IF THE CITY WAS CHALLENGED DUE TO A DECISION MADE UNDER THE CMT SO THAT'S KIND OF OUT THERE TOO.

AND WE ARE GOING TO PUT TOGETHER KIND OF A BEST RECOMMENDATION ON THAT TO BRING

TO THE BOARD. THANK YOU. >> THANK YOU.

IF YOU DON'T MIND, I WOULD JUST ASK A COUPLE OF QUESTIONS. THIS IS YOUR WHEELHOUSE.

WHAT'S THE BACKLOG NOW? MOST OF US ARE FAMILIAR WITH THAT BUT NOT EVERYBODY IS PRIVY TO WHAT IS HAPPENING AND WHAT'S SCHEDULED FOR MAY 5. TODAY, EX PARTE ITEMS WE HAVE POSTPONED

AND WHERE WE ARE GOING MAY 5? WHAT DOES THAT LOOK LIKE? >> YES, SIR JARED I APPRECIATE THE OPPORTUNITY. IF WE CAN SCAN DOWN ONTO THE LAPTOP HERE, THE TABLET, SO THIS WAS OUR QUASIJUDICIAL ITEMS I STRUCK THROUGH WHAT WAS EITHER COLD OR WHAT WAS CONSENT. YOU CAN SEE WHAT WAS ON APRIL 7. IT WAS A BIG AGENDA MONUMENT AGREEMENT TO YOU D'S INTO REASONINGS AND THE TWO APPEALS. THAT WERE CONTINUED ARE ON

[01:10:06]

HOLD. LIKEWISE FOR TODAY, WE HEARD THE QUASIJUDICIAL ITEM AND WE HAVE THE OTHER TWO ITEMS THE MAJOR MODIFICATION AND ANOTHER PLANNING APPEAL.THOSE ARE THE TWO ÃALL OF THE ITEMS FROM THE TWO HEARINGS THAT WE HAVE ON STANDBY RIGHT NOW.

>> MAY 5, AS YOU CAN SEE, A VERY SMALL QUASIJUDICIAL AGENDA PLAT VACATION MAJOR MODIFICATION AND A ROGUE VACATION THAT I'M NOT AWARE OF ANY LARGE OPPOSITION.

MOVING FORWARD YOU CAN SEE MAY 19 HALF OF IT IS RELATED TO THE DURBIN PARK AND THEN YOU HAVE A REZONING, A STAFF PRESENTATION ON THE FINDINGS. NOT TOO HEAVY COMING FORWARD WITH MAY 5 AND MAY 19 AND YOU HAVE THE OPTION TO HOLD ADDITIONAL HEARINGS IF YOU

CHOOSE TO DISTRIBUTE TO THAT LOAD. >> VERY GOOD.

THANK YOU. SOME OF THESE ARE NOT VERY CONTROVERSIAL AT ALL.

SOME OF THEM ARE LESS THAN CONTROVERSIAL.> YES, SIR. ABSOLUTELY.

>> THANK YOU. ANY OTHER COMMENTS? >> ONE MORE QUESTION.

A COUPLE OF THESE ARE INVOLVING HOSPITAL FACILITIES. >> DURBIN PARK HAS SOME HOSPITAL HOSPITALS THERE. THE FOUNTAINS AT ST. JOHNS, NUMBER IVE THERE.

>> AT A TIME LIKE THIS I REALLY HATE TO HOLD UP ÃAND I UNDERSTAND THE ANGST OF SOME RESIDENTS BUT EVENTUALLY AS TIME GOES ON WE HAVE TO GET BACK TO DOING WHAT WE DO.

AND TO HOLD UP TO HOSPITAL FACILITIES THAT COULD BE STARTING CONSTRUCTION IN ST.

JOHNS COUNTY, ESPECIALLY WITH A LOT OF NEW MONEY COMING IN TO GET THEM STARTED FROM THE FEDERAL GOVERNMENT, IT SEEMS VERY HARD FOR ME TO SIT THERE AND HOLD THEM FOR A GREAT AMOUNT OF TIME. YOU KNOW, WE DON'T HAVE A DATE WE ARE GOING TO BE ALLOWED TO BRING PEOPLE BACK IN HERE AND BACK THEM IN ANY WAY. AND WHETHER PEOPLE WANT TO COME

THROUGH THAT. >> I'M GOING TO PUT IN MY TWO CENTS AS WELL.

I THINK IT'S TIME ÃSOME OF THESE LESS CONTROVERSIAL ONES I BELIEVE IT'S VERY WISE TO MOVE FORWARD AND REDUCE SOME OF THE STOCKADE. IF NOT WE ARE GOING TO SOMETHING THAT WILL REQUIRE MORE MEETINGS OR MORE TIME IN ORDER TO ACCOMPLISH AND I THINK SOME OF THESE ÃI THINK WE CAN WORK THROUGH SOME OF THESE AND HAVE LESS CONTROVERSIAL ITEMS THAT WOULD REQUIRE A LOT OF PUBLIC PARTICIPATION. THINK IT WOULD BE VERY WISE TO MOVE

FORWARD >> COMMISSIONER BLOCKER, DO YOU HAVE ANY COMMENTS?

>> I HAD A QUESTION. I WAS CURIOUS IF THEY HAVE DELAYED ANY HEARINGS.

I KNOW THEY HAVE A MEETING BUT HAVE THEY PUSHED OFF ANY AGENDA ITEMS?

>> NO, SIR. WE HAVE MOVED FORWARD WITH ALL THE PLANNING AND ZONING AGENCY MEETINGS. LITTLE BUMPS AND BRUISES BUT OVERALL IT WENT PRETTY SMOOTHLY

AND GOT BETTER EACH TIME. SO WE HOPE IT CONTINUES TO GET BETTER.>> HAVE THERE BEEN ANY OTHER AGENDA ITEMS COME UP WITH THE PCA THAT HAVE BEEN CONTROVERSIAL?RE PEOPLE ABLE

TO WEIGH IN?>> WE DID HAVE ONE THAT I THINK HAVE FIVE CALL ENDS SO I WOULD SAY THERE WAS SOME CONCERN THERE AND WITH REGARD TO PUBLIC COMMENT IT WENT WELL.

IF ANYTHING IT WOULD BE JUST MAKING SURE THAT OUR MEMBERS KNEW THEIR PHONES WHEN THEY ARE

ON THE LINE. >> I AGREE WITH WHAT YOUR CONCERNS ARE.

BUT I ALSO THINK WE ARE GOING TO HAVE A LOT OF RECOVERY COMING UP WITH THIS.

IT MIGHT BE PRUDENT TO START OUT IN HEARING SOME OF THIS AGAIN.

I AGREE WITH YOU THERE ARE SOME ITEMS WE COULD MAYBE IDENTIFY THAT ARE MAYBE LESS CONTROVERSIAL WE CAN START MOVING FORWARD ON I THINK MR. WALDRON POINTED TO SOME AS WELL THAT HOSPITALS ARE ESSENTIAL SERVICES AND MAYBE WE CAN START WITH THAT AND GO FROM THERE.

>> THANK YOU VERY MUCH. LEGAL? >> MR. CHAIR, KIND OF THROUGH THE DISCUSSION HERE AND I DON'T THINK THERE'S A RIGHT OR A WRONG, BUT I THINK THERE'S SORT OF A BALANCE OF THE COMPETING OBJECTIVES HERE. THE BOARD MIGHT CONSIDER AUTHORIZING THE COUNTY ADMINISTRATOR AND AS THE CHAIR KNOWS COUNTY ADMINISTRATOR RECOMMENDS AN AGENDA AND THEN THE CHAIRMAN FORMS THE AGENDA BUT THEY COULD BE BASED ON

[01:15:02]

ECONOMIC DEVELOPMENT. THE PZA, RECENTLY PSALM ONE WHERE THERE WAS NO PUBLIC OPPOSITION IF APPROVED THEY COULD GO OUT THERE AND START CONSTRUCTION.

FAIRLY SOON. SO THE TIME LIMIT FOR ECONOMIC DEVELOPMENT, THE PUBLIC HEALTH SAFETY AND WELFARE PUBLIC BENEFITS AND THAT WOULD SORT OF GO TO THE HOSPITAL TYPE THINGS OR OTHER THINGS THAT WOULD HAVE MORE DIRECT PUBLIC HEALTH SAFETY WELFARE COMPONENT AND THEN LASTLY IS KIND OF A CRITERIA, THE APPARENT POTENTIAL OPPOSITION TO A PROJECT AND I THINK THAT COULD BE TAKEN INTO CONSIDERATION. I THINK THE CONSIDERATION OF THOSE FACTORS I THINK COULD LEAD THE ADMINISTRATOR, GROWTH MANAGEMENT THROUGH THE

ADMINISTRATOR TO RECOMMEND AND AGENDA TO SET AGENDA. >> VERY GOOD.

ANYTHING ELSE? COMMISSIONER DEAN WOULD YOU LIKE TO ADD?

>> HEARING FROM EVERYONE, LET ME JUST SAY, I HAVE A TREMENDOUS AMOUNT OF CONFIDENCE IN BOTH OUR CHAIRMAN AND OUR COUNTY ADMINISTRATOR AS BEING REASONABLE AND FAIR WITH RESPECT TO WHICH ITEMS ARE READY TO BE PUT BEFORE A QUASIJUDICIAL HEARINGS AND WITH THAT HAVING BEEN SAID UNCOMFORTABLE LEAVING THAT UP TO THE DISCRETION OF THE CHAIR

AND COUNTY ADMINISTRATOR >> THANK YOU, I SURE APPRECIATE THAT.

THAT GIVES ME SOME DIRECTION AS WELL AS OUR COUNTY ADMINISTRATOR.

THAT WILL WRAP UP MY REPORT. ANYTHING FROM ADMINISTRATION? >> QUICKLY, MR. JARED COOK YOU ALL HAD A NUMBER OF QUESTIONS AND I THINK IT WAS BROUGHT TO ME BY COMMISSIONER WALDRON ABOUT ADA AND WHEELCHAIR ACCESS ON THE BEACHES. I WANT TO GIVE YOU A QUICK UPDATE ON THAT. THE WILTSHIRE RESERVATION PROGRAM IS OPEN.

YOU CAN CALL 904209 0341. THE ONE DIFFERENCE AND THAT IS THEY ARE REQUESTING AND REQUIRING A TWO DAY NOTICE IN ORDER TO GET THOSE REALTORS BACK AND GET THEM PROPERLY CLEANED A BACKUP FOR THE NEXT PERSON. IT TAKES TWO DAYS NOTICE THAT THEY CAN CALL PEACH SERVICES AND GET WHEELCHAIR ACCESS 209-0931 AND IS ALL I HAVE THIS

MORNING.>> THANK YOU. >> COMMISSIONERS, FIRST, FOR NEXT WEEK, APRIL 28, UNLESS OTHERWISE DIRECTED, WE WERE CAUSED TO BE A SPECIAL MEETING FOR THE BOARD TO CONSIDER A SEVEN DAY EXTENSION FOR A LOCAL STATE OF EMERGENCY AND I WOULD ASK THE CHAIR AND THE REST OF THE COMMISSION 9:00 A.M. OR 8:30 ON THE 28TH. ANY PREFERENCE ON THAT?

>> I WOULD LIKE EARLY BUT I DON'T WANT TO PUT ANYBODY ELSE OUT OF LINE.

PREFERENCE? >> 8:30. >> COMMISSIONER DEAN, IS IT: 30

CORRECT? >> HE'S GONE. >> COMMISSIONER BLOCKER, 8:30

WOULD BE ACCEPTABLE TO YOU? >> MR. CHAIRMAN I SAY IT: 30 OR EARLIER.

>> I WOULD REALLY LIKE IT EARLIER. IT DOESN'T BOTHER ME A BIT.

COMMISSIONER DEAN HAS TO PUT ON HIS THREE-PIECE SUIT. >> LET'S NOTICE IT FOR 8:30 THAT WILL BE APRIL 28. AT 8:30. MR. CHAIR, AGAIN, AFTER THAT YOUR NEXT REGULAR MEETING IS THE BASIS. I DID WANT TO MENTION THE GOVERNOR'S EXECUTIVE ORDER 69 PROVIDES FOR THE CMT PROCEDURES AND THE VIRTUAL QUORUM.

THAT ACTUALLY CURRENTLY EXPIRES ON MAY 8, SO THE MAY 5 ONE WOULD STILL BE WITHIN THAT.

AFTER THAT, THAT'S AN ISSUE, THERE IS SOME DISCUSSION THROUGH FAC AND OTHERS TO ASK THE GOVERNOR TO EXTEND THAT FUTURE. INCLUDING THE PZA AND OTHER APPOINTED BOARDS SO I WANTED TO PUT THAT OUT THERE IF ANYONE'S EVER DISCUSSING WITH THE GOVERNOR'S OFFICE ON THAT. ONE BIT OF GOOD NEWS, BACK FROM THE KINGS GRANT LITIGATION, THE

[01:20:05]

FACT ASSOCIATION OF COUNTIES TRUSSES REIMBURSING THE COUNTY OF SOME FEES AND COSTS TO THE ORDER OF 100 9K THAT WILL GO INTO THE GENERAL FUND. IN THE CASE SOME OTHER LOCATION

I NEED TO PUT THAT INTO THE RECORD FOR TODAY. >> THEN THAT CONCLUDES MY

REPORT >> ANY OTHER
