SO THE PUBLIC AS A MEANS TO COMMENT WITHOUT PHYSICALLY ATTENDING. ALONG WITH PRIOR COMMUNICATIONS INCLUDING EMAIL THE PUBLIC WILL BE ABLE TO COMMENT BY TELEPHONE WHILE WATCHING THE MEETING BY STREAMING POSTED ON THE COUNTIES WEBSITE. YOU WILL RECALL LAST WEEK I TOLD YOU OUR TREND WAS BEGINNING TO FLATLINE A LITTLE BIT. AS YOU WILL SEE WITH ANOTHER WEEK IN YOU CAN SEE THIS GRAPH HERE, THIS BOTTOM NUMBER IS ONE CASE YESTERDAY, THREE CASES ON SUNDAY, ZERO ON SUNDAY.

YOU CAN SEE THE CASES WE HAVE A TOTAL OF 192 IN ST. JOHNS COUNTY IN SIX OF THOSE ARE NONRESIDENTS. THIS INFORMATION IS PULLED OFF OF THE FLORIDA DASHBOARD.

ONE THING I WANT TO MENTION I'M SURE MOST DOING PUBLIC AND LISTENING PUBLIC IS AWARE OF.

SAME PLACE, FLORIDA DEPARTMENT OF HEALTH COEVID DASHBOARD YOU CAN SEE WE TESTED OVER 4000 PEOPLE 192 NEGATIVE WITH A 4.8 PERCENT POSITIVE RATE. IT'S IMPORTANT TO KNOW THE STATE OF FLORIDA IS AROUND 10 PERCENT TESTING POSITIVE AND THE SECOND POINT I WANT TO Ã PEACE I WANT TO POINT OUT IS WE HAVE TESTED MORE THAN ABOUT SIX COUNTIES THAT ARE LARGER THAN OURS.

SO THERE IS A LOT OF QUESTIONS. I KNOW YOU ALL ARE RECEIVING EMAILS AND THE COMMUNITY WANTS TO KNOW ARE WE TESTING ENOUGH AND THE ANSWER IS YES. AND WE STILL HAVE MORE TESTING AVAILABLE. ALL OF THOSE TESTING PROVIDERS WHICH CONTINUE TO BE THE REGIONAL SITE IN JACKSONVILLE, FLAGLER HEALTH, THE DEPARTMENT OF HEALTH, AND THERE IS ANOTHER ONE THAT HAS COME ONLINE LEAD ONE URGENT CARE. WE HAVE FIVE TESTING SITES AND NONE OF THEM HAVE A LACK OF TESTING ABILITY. IN ST. JOHNS COUNTY, WE ARE CURRENTLY SITUATED VERY WELL FROM A TESTING CAPACITY. OR COLLECTION CAPACITY.

FROM A COLLECTION CAPACITY STANDPOINT. SO I JUST WANT TO GIVE YOU AN UPDATE ON THAT AND PROVIDE THE TWO THINGS FOR YOU. ADDITIONALLY, I WANTED TO MENTION, AS YOU KNOW, WE HAVE HEARD A LOT ABOUT THE RECOVERY PIECE OF THIS.

I SPOKE YESTERDAY WITH JASON FROM FLAGLER HEALTH. HE WANTED US TO INDICATE TO THE BOARD AND TO THE COMMUNITY THEY ARE ALSO MOVING IN THE DIRECTION OF WHAT IT LOOKS LIKE SO THEY ARE PREPARING FOR THAT SHOULD THE GOVERNOR MODIFY OR LIFT HIS SABER AT HOME ORDER.

THE BIG ISSUE YOU ARE AWARE OF WHERE THE BEACHES LAST WEEK I JUST WANT TO GIVE YOU WE REOPENED FROM 6:00 A.M. TO NOON AND LAW ENFORCEMENT IS HERE TODAY FIRST RESPONDERS FIRE RESCUE THEY CAN GIVE YOU IN ON GROUND ANALYSIS. ULTIMATELY, IT WENT OFF WITHOUT INCIDENT. THEY OBEYED HIS RECOMMENDATIONS AND THE GUIDELINES AND SO THE FIRST COUPLE OF DAYS WAS A SUCCESS AND WE HOPE TO CONTINUE TO LOOK FORWARD TO LIFTING FURTHER MEASURES IN THE NOT-TOO-DISTANT FUTURE.

ANOTHER THING I WANTED TO MENTION TO YOU THIS MORNING IS THIS WEEKEND, THE STATE OF FLORIDA PUT OUT A REPORT ON LONG-TERM CARE FACILITIES, AND A LISTED WHICH LONG-TERM CARE FACILITIES HAD A POSITIVE CASE AND IT. IF ANY OF YOU HAD THE OPPORTUNITY TO SEE, WE DID HAVE A LONG-TERM CARE FACILITY IN ST. JOHNS COUNTY THAT WAS STERLING OR NOT THAT HE COULD SPEND IN THE MEDIA ALREADY AND IT'S BEEN REPORTED ON.

IT'S GOOD TO KNOW ABOUT THAT IS THAT WAS A STAFF MEMBER WHO IS NOT IN THE FACILITIES OR WORKING AT THE TIME. THEY HAVE ARTY RECOVERED AND ARE BACK TO WORK.

THERE IS AN ADDITIONAL BILLION DOLLARS THAT IS DIRECTED TO ALL STATES AND AREAS WITHIN 45 DAYS AND YOU CAN BASE ITS ROOT SEE ITS RISK: THE ECONOMIC AND HOUSING MARKET DISRUPTION JUST A POINT OF REFERENCE. THE GRANTEE WHOEVER IS THE RECIPIENT OF THOSE FUNDS DOES NOT HAVE TO HOLD THE STANDARD MEETING.

YOU PUT OUT NOTICE FOR REASONABLE OPPORTUNITY TO COMMENT TO THE COMMUNITY WITH NO LESS THAN 5 TO 15 DAYS JUST TO SOLICIT PUBLIC COMMENT ON THIS OPPORTUNITY.

AND THEN WE HAVE 744,212 LEFT FROM 2000 FISCAL YEAR 2019 AND THEN WE HAVE NEARLY $800,000 BECOMES AVAILABLE LATER. WE CAN DO ANY FORM OR FASHION OF THE SPIRIT WE DON'T HAVE TO EXPEND ALL OF CBD G. THESE ARE OPPORTUNITIES AND FUNDS THAT HAVE BEEN IDENTIFIED FOR

POSSIBLE USE AS PART OF A RECOVERY PROGRAM. ONE OF THE QUESTIONS THAT HAS BEEN ASKED IS IF WE WERE TO GO THIS DIRECTION, DO YOU HAVE TO HIRE MORE STAFF TO DO THIS? AND THE ANSWER IS NO. WE WOULD USE CURRENT STAFF TO WORK THIS PROGRAM AS PART OF OUR DISASTER RECOVERY TEAM AND OTHERS AND IT ALLOWS YOU TO USE YOUR COST UP TO 20 PERCENT INSIDE THAT FUNDING SO WE DON'T HAVE TO USE ANY ADDITIONAL FUND REVENUES OR ANYTHING LIKE THAT TO FUND STAFF TO HELP SUPPORT THIS. SO HERE IS WHAT'S KEY ABOUT HOW YOU WERE ABLE TO USE THE CDBG FUNDED REVENUES FOR SMALL BUSINESS RECOVERY PROGRAM.

IN ORDER FOR A BUSINESS TO BE ELIGIBLE, THEY HAVE TO HAVE LOW TO MODERATE JOB INCOME RETENTION MORE BUSINESSES ARE LOCATED WITHIN LOW TO MODERATE MODERATE INCOME AREAS OR URGENT NEED AS A RESULT OF COVID-19. THAT THIRD POINT, YOU CAN ONLY USE 30 PERCENT OF THOSE DOLLARS. THAT BASICALLY IS YOU CAN USE THESE FUNDS FOR ANYTHING RELATED TO COVID-19 BUSINESS CORRUPTION COUNTYWIDE. THE OTHER 70 PERCENT OF THOSE FUNDS FROM THE CDBG DOLLARS HAVE TO MEET EITHER NUMBER ONE OR NUMBER TWO IF WE WERE TO MOVE TOWARDS A BUSINESS RECOVERY PROGRAM. ONE OR TWO OF THOSE EMPLOYEES WOULD HAVE TO HAVE LOW TO MODERATE FOR MODERATE JOB INCOME OR THE BUSINESS WOULD NEED TO BE LOCATED WITHIN A LOW TO MODERATE INCOME AREA. VERY SIMILAR TO WHAT YOU SEE IN YOUR NORMAL CDBG GRANTS BUT IT PROVIDES YOU AN EITHER OR FOR OTHERS.

AND THEN HERE IS JUST A HIGHLIGHT OF POTENTIAL OPPORTUNITY FOR THE PROGRAM.

I WILL GO THROUGH ALL OF IT HAS BEEN PROVIDED THE POWER POINTS THIS MORNING.

IF YOU WANT TO TAKE JUST A MINUTE TO LOOK AT IT, ELIGIBLE APPLICANTS I THINK IS WHAT'S IMPORTANT. THIS WOULD BE SMALL BUSINESSES. 51 PERCENT OR MORE OF THE WORKERS EARN LESS THAN 80 PERCENT OF THE AVERAGE MEDIAN INCOME IN ST. JOHNS COUNTY.

THE KEY THERE IS NO WAY FOR SOMEONE TO APPLY FOR THIS SMALL BUSINESS RECOVERY PROGRAM UNDER THE CDBG FUND BEING USED WOULD REQUIRE THEIR BUSINESS HAVE 51 PERCENT OR MORE WORKERS THAT EARN LESS THAN 80 PERCENT OF THE AVERAGE MEDIAN INCOME IN ST. JOHNS COUNTY.

THESE ARE JUST IDEAS. NONE OF THIS IS IN STONE ANALOGOUS PROGRAM IS SET FOR THE POLICY HAS BEEN WRITTEN ON IT. YOU SEE WE HAVE UP TO $10,000 GRANT AND IF WE ADD $1 MILLION, THAT PROVIDES FUNDING FOR UP TO 200 BUSINESSES.

IF WE USE MORE OF THE FUNDS IT CAN BE STRUCTURED IN A DIFFERENT WAY.

WE WANT TO GIVE YOU A VERY HIGH LEVEL APPROACH TO SOME OPPORTUNITIES HERE.

IT WOULD BE NINE DAYS WITHIN THE END OF THE GRANT AND THE JOBS RETAIN CARD ACCESS IS BEING DONE TO DETERMINE WHETHER OR NOT THE COMPANIES OR THE BUSINESSES WERE ABLE TO RECOVER AND KEEP THEIR JOBS. THE MONITORING, THE PROGRAM, DETAILS OBVIOUSLY NEED TO BE WORKED OUT WITH CONSENSUS OF THE BOARD OF THIS IS THE DIRECTION YOU WOULD LIKE STAFF TO GO. HERE'S A POSSIBILITY FOR IT.
