[Item 1]
NUMBER 1. DISCUSSION ON CULTURAL RESOURCES THAT MAY BE ELIGIBLE FOR THE[00:10:02]
NATIONAL REGISTER OF HISTORIC PLACES. DO WE HAVE ANY PUBLIC COMMENT ONTHIS? >> NONE THE AUDITORIUM. >> ALL RIGHT.
-- NONE IN THE AUDITORIUM. YOU HAVE A PRESENT STATION FOR THIS CORRECT?
>> CORRECT. >> OK. SO WE'LL GO THE PRESENTATION.
>> FOR THE RECORD MERCEDES HAROLD CULTURAL RESOURCES COORDINATOR AGENDA ITEM NUMBER 1 IS POTENTIAL NOMINATION FOR THE NATIONAL REGISTER FOR HISTORIC PLACES.
AT THE FEBRUARY 2020 CRRB MEETING THE CRRB DIRECTED STAFF TO PRESENT CULTURAL RESOURCES THAT OUR COUNTY OWNS OR COUNTY PROPERTY THAT MAY BE ELIGIBLE FOR THE NATIONAL REGISTER.
UPON RECOMMENDATIONS STAFF WILL FORWARD THE CRRB APPS RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS FOR CONSIDERATION. THE FIRST ONE IS TO BE OSCEOLA CAPTURE SITE WAY WE HAVE DISCUSSED IN THE PAST. IN GENERAL WE COULD LOOK AT THIS AS THE COMMEMORATION OF THE LOCATION OF THE CAPTURE OF OSCEOLA.
IN 2006 SHIP PO THE HISTORIC SITE IS ELIGIBLE OR POTENTIALLY ELIGIBLE FOR THE NATIONAL HISTORIC PLACES. IT COULD BE ELIGIBLE UNDER CRITERION A ASSOCIATED WITH EVENTS THAT HAVE MADE A SIGNIFICANT COULDN'T BUYINGS SHIP TO THE PATTERNS OF HISTORY AND CRITERION D HAS YIELDED OR MAY YIELD INFORMATION IMPORTANT IN PREHISTORY AND HISTORY.
AND I DID WANT TO ADD THE ST. AUGUSTINE HISTORICAL SOCIETY I DID FIND A PICTURE OF THE JOHN MASTERS EVENT FROM 1896 WHICH IS PROVIDED HERE ON THE SCREEN AND BASICALLY THEY POSTED SOON RIGHT THERE ON THOSE 2 TREES. JOHN MASTERS SAID THIS WAS THE SIGHT THAT OSCEOLA WAS CAPTURED AND THE ONLY THING IS THE LOGS ON WAY THEY SAT. THE SECOND SITE IS THE OLD SPANISH CHIMNEY WHICH IS THOUGHT TO REPRESENT THE CHIMNEY LEFT OF THE BEAR RACKS FOR WORKERS WHO WORKED ON THE SPANISH QUARRIES ON ANASTASIA ISLAND. IN 1990 THE SHIP PO DETERMINED THE SIGHT WAS ELIGIBLE AND IT COULD BE CONSIDERED ELIGIBLE UNDER CRITERION A CRITERION C AND EDGE BOYD DECEMBER TYPE PERIOD OR METHOD OF CONSTRUCTION OR CRITERION D.
THE THIRD SITE IS THE NIECE HOUSE. IT HAS NOT BEEN EVALUATED BY THE SHIP PO BUT IT COULD BE ELIGIBLE UNDER CRITERION B ASSOCIATED WITH THE LIVES OF PERSONS SIGNIFICANT IN OUR PAST CRITERION C AND CRITERION D. THE FOURTH IS ACTUALLY A RESOURCE GROUP WAY INCLUDES THE ALPINE GROVES FARM HOUSE THE ORANGE PACKING BARN AND A WELL ALL OF THEM ARE CONTEMPORANEOUS. AGAIN SHIP PO HAS NOT EVALUATED THE PROPERTY BUT IT COULD BE ELIGIBLE UNDER CRITERION A CRITERION C AND CRITERION D. SO IF THE CRRB WERE TO RECOMMEND A RESOURCE SORE RESOURCES FOR REVIEW STAFF WOULD PLACE THE RECOMMENDATION OR RECOMMENDATIONS ON A CONSENT AGENDA FOR B.C. C APPROVAL. IF THE BB C C.
APPROVED THE STAFF WOULD SUBMIT PSI Q TO THE NATIONAL REGISTER OF DIVISION OF HISTORICAL RESOURCES AND THEY WOULD EVALUATE THE ELIGIBILITY. IF THE PROPERTY DOES APPEAR ELIGIBLE THE STAFF AT D H.R. WOULD HELP WITH THE PREPARATION OF THE NATIONAL REGISTER NOMINATION. IF THE D H.R. EVALUATES THE SITE AND DOES SEE THAT IT IS ELIGIBLE THEY WILL PREPARE THE NOMINATION AND SUBMIT IT TO THE STATE'S NATIONAL REGISTER REVIEW BOARD AND IF THEY DECIDE THAT IT'S ELIGIBLE THEY WILL ACTUALLY SUBMIT IT TO THE FEDERAL GOVERNMENT AND IT WILL GO TO THE KEEPER OF THE NATIONAL REGISTER IN WASHINGTON, D.C.
THAT COMPLETES MY PRESENTATION. DOES ANYONE HAVE ANY QUESTIONS FOR STAFF?
>>THIS IS ROBERT OLSON. I HAVE A QUESTION. REGARDING THE OSCEOLA CAPTURE SITE WOULD CRRB BE RECOMMENDING LANDMARKING OF THE MARKER THAT WE WERE OR WHAT WAS LEFT OF THE MARKER THAT IS IN THE PHOTOGRAPH IN OUR MATERIALS? OR WOULD IT BE THE PARK THAT IS COUNTY OWNED IN WHICH THE MARKER SITS? SO WOULD WE BE NOMINATING OR
[00:15:08]
RECOMMENDING THE PARK OR JUST THAT MONUMENT? >> BASICALLY BOTH THE MARKER IS WITHIN THE PARK SO IT COULD BE IN BOTH AS A PLACE AND AN EVENT. .
>> OK THANK YOU. >> DO WE MAKE A MOTION? >> YES.
>> THIS IS NICK JANNA HOP KISS SON. I WOULD LIKE TO MAKE A MOTION TO RECOMMEND THE OSCEOLA CAPTURE SITE TO THE B.C. C FOR CONSIDERATION AS PROPOSED
NOMINATION SHIN TO THE NATIONAL REGISTER OF HISTORIC PLACES. >> THIS IS CHRIS NEWMAN.
I WOULD LIKE TO SECOND THAT MOTION. >> SO NICK HAS SET FORTH A MOTION TO NOMINATE THE OSCEOLA CAPTURE SITE AND CHRIS SECOND IT.
SHOULD WE TAKE A ROLL CALL? >> EMILY JANE MURRAY. >> AYE.
>> ROBERT OLSON. >> AYE. >> NICK.
>> AYE. >> ARE THERE ANY OTHER QUESTIONS OR COMMENTS I MEAN THERE'S THE 3 OTHER SITES AS WELL? DO WE SHOW THAT THEY SHOULD BE NOMINATED AS WELL?
>> THIS IS CHRIS NEWMAN. I WOULD LIKE TO MAKE A MOTION TO RECOMMEND THE OLD SPANISH CHIMNEY FOR CONSIDERATION AS A PROPOSED NOMINATION TO THE. IN ARE.
H.P. >> THIS IS JANET JORDAN I SECOND THE NOMINATION.
>> SO WE HAVE CHRIS WITH A NOMINATION FOR THE SPANISH CHIMNEY AND JANET WITH A SECOND.
DO WE WANT A ROLE CALL MERCEDES. >> EMILY JANE MURRAY. >> AYE.
>> ROBERT OLSON. >> AYE. >> NICK JONAH HACK KISS.
>> AYE. >> CHRISTINE NEWMAN? >> CHRISTINE NEWMAN?
>> AYE. >> JANET JORDAN? >> AYE.
>> TONIA KRAMER? >> AYE. >> ALL RIGHT.
THE MOTION PASSES TO HAVE THE MERCEDES RECOMMEND THE OLD SPANISH CHIMNEY TO BE BOARD OF COUNTY COMMISSION SHINS FOR NOMINATING IT FOR THE NATIONAL REGISTER.
>> THIS IS ROBERT OLSON. I WILL MAKE THE MOTION TO RECOMMEND THE NIECE HOUSE FOR
LANDMARK DESIGNATION. >> THIS IS NICK I WOULD LIKE TO SECOND THE NOMINATION.
>> ALL RIGHT. SO WE HAVE A MOTION BY ROBERT TO NOMINATE THE NIECE HOUSE OR TO RECOMMEND THE NOMINATION OF THE NIECE HOUSE TO THE NATIONAL REGISTER OF HISTORIC PLACES AND THEN WE HAVE NICK AS A SECOND. MERCEDES WOULD YOU LIKE TO CALL ROLL.
>> EMILY JANE MURRAY. >> AYE. >> ROBERT OLSON.
>> AYE. >> NICK JONAH HACK KISS. >> AYE.
>> CHRISTINE NEWMAN? >> AYE. >> JANET JORDAN?
>> AYE. >> TONIA KRAMER? >> AYE.
>> THAT MOTION PASSES TO RECOMMEND THE NOMINATION OF THE NIECE HOUSE.
THIS IS CHRIS NEWMAN. I WOULD LIKE TO MAKE A MOTION TO RECOMMEND THE ALPINE GROVES RESOURCE GROUP TO THE B.C. C FOR CONSIDERATION AS PROPOSED NOMINATION TO THE NATIONAL
REGISTER OF HISTORIC PLACES. >> THIS IS JANET JORDAN. I SECOND.
[00:20:07]
>> DO WE HAVE A MOTION BY CHRIS TO NOMINATE THE ALPINE GROVE TO RECOMMEND TO THE BOARD OF COUNTY COMMISSION SHINS THE NOMINATION OF THE ALPINE GROVE RESOURCE GROUP THE NATIONAL HISTORIC PLACES AND WE HAVE JANET WITH THE SECOND. MERCEDES CAN YOU MAKE A ROLL
CALL. >> EMILY JANE MURRAY. >> AYE.
>> ROBERT OLSON. >> AYE. >> NICK JONAH HACK KISS.
>> AYE. >> CHRISTINE NEWMAN? >> AYE.
>> JANET JORDAN. >> AYE. >> TONIA KRAMER.
>> AYE. >> ALL RIGHT. AND THAT MOTION PASSES AS WELL.
[Item 2]
SO WITH THAT WE WILL MOVE ONTO AGENDA ITEM NUMBER 2 AN APPOINTMENT TO MR. MCCLANEWANTING UNANTICIPATED VACANCY. >> YES AT THE DECEMBER 2019 CRRB MEETING THE CRRB REMOVED MR. MCCLANE DUE TO ABSENCES. THIS CREATED AN UNANTICIPATED VACANCY.
THE CRRB SHALL DISCUSS AND RECOMMEND A NOMINEE TO COMPLETE TERM WAY WILL EXPIRE ON NOVEMBER 62022. THE NOMINATION WILL BE FORWARDED TO THE BOARD OF COUNTY
COMMISSIONERS FOR CONSIDERATION. WE HAD ONE APPLICATION. >> SO-SO WE'VE GOT ONE APPLICATION FROM TONIA WHO I BELIEVES SERVES AS AN ALTERNATE NOW?
>> CORRECT. >> AND SO SHE WOULD BECOME A FULL-TIME BOARD MEMBER IF WE
DECIDE WE WANT TO NOMINATE HER TO THE OPEN POSITION? >> YES.
>> DO WE HAVE ANY PUBLIC COMMENT? >> NO PUBLIC COMMENT IN THE
AUDITORIUM. >> ALL RIGHT. WE WILL CLOSE THE PUBLIC COMMENT. DOES ANYONE HAVE DISCUSSION OR A MOTION?
>> THIS IS NICK JONAH HOCK KISS I WOULD LIKE TO MAKE A NOTION RECOMMEND THAT THE B.C. C CONSIDERS THE FILL IN FOR THE REMAINDER OF MR. MCCLANE'S UNANTICIPATED VACANCY WAY WILL
EXPIRE ON NOVEMBER 62022 BY TONIA KRAMER MISS TONIA KRAMER. >> THIS IS JANET JORDAN I SECOND
IT. >> SO WE HAVE A MOTION TO FILL THE REMAINDER OF MR. MCCLANE'S VACANCY WITH TONIA KRAMER. A MOTION BY NICK AND A SECOND BY JANET.
YES. SORRY. MERCEDES CAN YOU CALL THE ROLL.
>> EMILY JANE MURRAY. >> AYE. >> ROBERT OLSON.
>> AYE. >> NICK JONAH HACK KISS. >> AYE.
>> CHRISTINE NEWMAN? >> AYE. >> JANET JORDAN?
>> AYE. >> TONIA KRAMER? >> AYE IF IT COUNTS.
>> THANK YOU. >> ALL RIGHT. SO THAT MOTION PASSES AND I'M SURE MERCEDES WILL GET THAT RECOMMENDATION TO THE BOARD FOR US.
[Item 3]
AND SO NOW WE WILL MOVE ON THE AGENDA ITEM NUMBER 3. MERCEDES DO YOU HAVE SOMEINFORMATION ABOUT THE LETTERS OF SUPPORT FOR THIS GRANTS. >> YES STAFF IS REQUESTING THAT THE CRRB WRITE 2 LETTERS OF SUPPORT. STAFF WOULD LIKE THE OPPORTUNITY TO APPLY FOR 2 SMALL MATCHING GRANTS FROM THE DIVISION OF HISTORICAL RESOURCES DURING THE NEXT CYCLE WAY OPENED APRIL 1ST AND WAY WILL CLOSE JUNE FIRST. IF APPROVED BY THE B.C. C STAFF WOULD APPLY FOR ONE A GRANT TO CONDUCT A HISTORICAL PROPERTY SURVEY OF A1A FROM UPON THAT INDIVIDUAL DOCTOR TO BOWL LLANO VICH AND A GRANT FOR INTERPRETATION PROGRAM IN ST.
JOHN'S COUNTY. AS THE LETTER STATED BASICALLY THE HISTORIC PROPERTY SURVEY OF A1A WOULD HELP US UPDATE OUR DATA WAS LAST THAT AREA WAS LAST SURVEYED IN 2001.
AND THE CULTURAL RESOURCES INTERPRETATION PROGRAM WOULD BE 2 PART.
WE WOULD HAVE HISTORICAL MARKERS AND INTERPRETIVE EXHIBITS AT OUR COUNTY PARKS AND COUNTY
[00:25:04]
FACILITIES. I'M HAPPY TO ANSWER ANY QUESTIONS IF YOU-ALL HAVE ANY.>> THIS IS ROBERT OLSON. I HAVE A CLARIFYING QUESTION ABOUT THE A1A SURVEY.
WOULD SURVEY INCLUDE WELL A1A DOES NOT ROLL INTO THE BEACH UP BUILT UP COMMUNITIES SOUTH OF BOWL LLANO ROAD TECHNICALLY BUT I'M WONDERING IF A SURVEY WOULD INCLUDE ALL OF THE DEVELOPMENT ON THAT BARRIER ISLAND? AND I'M THINKING IT SHOULD BECAUSE I THINK THERE ARE PROPERTIES WITHIN THAT THAT HAVE BECOME WOULD BE WORTHY OF SURVEY.
>> YES I BELIEVE THAT WE WOULD LIKELY EXPAND THE MAP. I JUST USED A1A AS A REFERENCE POINT BUT WE WOULD LIKE TO SURVEY BOWL LLANO BEACH AREA AND THE ORIGINAL BEACH COTTAGE JESS AROUND UPON THAT INDIVIDUAL DOCTOR AND ANY OTHER STRUCTURES THAT ARE 50 YEARS OLD OR OLDER AND HAVE BEEN PREVIOUSLY RECORDED AND SEE WHAT THE UPDATES ARE AND THEN ADD ANY
STRUCTURES THAT HAVE MET THAT 50-YEAR-OLD OR OLDER SINCE 2001. >> OK.
SO IT WOULD INCLUDE AS YOU JUST DESCRIBED THE ENTIRE BOWL LANEO BARRIER ISLAND?
>> YES. >> AS MUCH AS POSSIBLE. >> OK THANK YOU.
>> WELL I'LL GO AHEAD AND MAKE THE MOTION THAT THE CR B ISSUE THE LETTER OF SUPPORT FOR SUCH A
GRANT OR RECOMMEND APPROVAL FOR SUCH A GRANT. >> I THINK WE NEED TO OPEN THE
FLOOR FOR PUBLIC COMMENT BEFORE WE MAKE A MOTION. >> OH, I'M SORRY.
OK. >> NO IT'S ALL GOOD. AND WE'LL MAKE SURE IF WE HAVE ANY PUBLIC COMMENT FIRST AND THEN WE CAN COME BACK TO YOUR MOTION.
>> WE HAVE NO PUBLIC COMMENT IN THE AUDITORIUM. >> OK.
ALL RIGHT. WELL WE DO HAVE A MOTION ON THE FLOOR BY BOB TO WRITE THOSE
LETTERS IF THAT'S THE MOTION. >> THIS IS NICK I WILL SECOND THAT MOTION.
>> ALL RIGHT. SO WE HAVE A MOTION TO SEND 2 LETTERS OF SUPPORT FOR SMALL MATCHING GRANTS MADE BY BOB AND A SECOND MADE BY NICK. MERCEDES COULD YOU TAKE ROLL.

C ISSUED A PROCLAMATION RECOGNIZING MARCH 2020 AS BOARD ARCHEOLOGY MOVENTH. THERE WAS DISCUSSION OF THE BUY CENTENNIAL CELEBRATION AND STAFF WAS DIRECTED TO BRING MORE CONCRETE PLANS AT ATE WILL TER DATE WITH A PROPOSED BUDGET BUT IT LOOKS LIKE THE MAIN HIGHLIGHTS WILL BE A
[00:30:03]
PROCLAMATION AND CAKE AT A B.C. C MEETING ON JULY 20TH 2021 WHICH IS THE DAY BEFORE THE ANNIVERSARY A POSSIBLE LECTURE SERIES INVITING SCHOLARS FROM LOCAL COON VERSE TEES AND A LOGO THAT CAN BE ADDED TO OUR WEBSITE THAT WOULD HIGHLIGHT THE HISTORY OF THE COUNTY BUT COULD BE SHARED AND USED FOR OTHER ORGANIZATIONS THAT ARE CELEBRATING AN ANNIVERSARY IN THE SAME YEAR. THE PANDEMIC OR WOULD THAT BE LIKE A PERMANENT MOVE? >> JUST FOR THE TIME BEING BECAUSE THERE'S ACTUALLY ANOTHER BOARD WHO MEETS ALMOST AT THE SAME TIME AS WE DO.
THEY MEET AT 3:00 O'CLOCK ON MONDAYS SO THAT WE DON'T HAVE ANY OVERLAP WE WOULD HAVE OUR
MEETING AT 10:00 A.M. ON MONDAYS WHILE IT'S IN THE AUDITORIUM. >> SOUNDS GOOD.

FOR MAY AS HISTORIC PRESERVATION MONTH I CAN DO THAT. >> I THINK IT'S NEVER A BAD THING TO CALL. SO DOES ANYONE WANT TO MAKE A MOTION TO DIRECT STAFF TO LOOK INTO A PROCLAMATION FOR NATIONAL FOR THE HISTORIC PRESERVATION MONTH IN MAY?
OR HAVE COMMENTS OR QUESTIONS ABOUT IT? >> THIS IS CHRIS.
I WOULD LIKE TO MAKE A MOTION TO DIRECT STAFF TO LOOK INTO ASKING THE B.C. C TO MAKE A
PROCLAMATION FOR HISTORIC PRESERVATION MONTH. >> THIS IS NICK JONAH HOCK KISS
I'LL SECOND THAT MOTION. >> SHALL WE HAVE A MOTION ON THE FLOOR PUT FORTH BY CHRIS TO DIRECT STAFF TO LOOK INTO A PROCLAMATION FOR HISTORIC PRESERVATION MONTH.
