>>. >> HELLO EVERYONE CAN YOU HEAR
ME OKAY. >> GOOD MORNING. THANK YOU.
MY PLEASURE. I JUST WANTED TO THANK YOU SO MUCH FOR HAVING ME AND THANK YOU FOR ALL OF THE WORK THAT YOU'RE DOING ON BEHALF OF ALL OF OUR CONSTITUENTS AND THE FOLKS THAT WE REPRESENT. I WANTED TO TAKE A MINUTE WALK YOU THROUGH SOME OF THE LEGISLATION THAT CONGRESS RECENTLY PASSED PRIMARILY, THE FAMILY FIRST ACT AND THE CARES ACT WHICH WERE THE TWO OF THE THREE STIMULUS PACKAGES THAT CONGRESS PASSED IN THE MOST RECENT WEEKS. THE CARES ACT PRIMARILY -- IT WAS A MUCH LARGER OF THE 32.2 TRILLION THAT YOU PROBABLY HAVE SEEN ALL OVER THE MEDIA AS CONGRESS WRESTLED WITH ITSELF IN THE ADMINISTRATION TO GET THIS THROUGH. BUT IT HAS A NUMBER OF VERY GOOD PROVISIONS. I HAVE TO SAY AS A FISCAL CONSERVATIVE, THAT WAS A LARGE PILL TO SWALLOW. I DO WANT TO SAY THAT WE ALL HAVE TO ACKNOWLEDGE THAT IS OUR GRANDCHILDREN AND THEIR CHILDREN'S MONEY THAT EVENTUALLY SOMEONE WILL HAVE TO PAY. BUT RIGHT NOW, WE HAVE TO GET -- WE HAVE TO GET THROUGH THIS CRISIS. AND I'M PROUD OF SOME OF THE PROVISIONS THAT I WAS WORK WITH SENATOR RUBIO'S OFFICE WHOSE HEAD OF THE SMALL BUSINESS COMMITTEE IN THE SENATE. NUMBER ONE, FOCUS ON INDIVIDUALS. IT'S REBATE CHECKS. THOSE ARE, AS I'M SURE, YOU WILL HAVE HEARD OUR 1200 PER PERSON, 500 PER CHILD WITH AN INCOME TAX OF $75,000 150,004 THOSE FILING AS MARRIED, A MARRIED COUPLE. ONE IMPORTANT DETAIL THERE THAT IS WORTH GETTING OUT IS SENSE BASED ON 2018. 2018 IRS FILINGS. THE TREASURY DEPARTMENT AIMS TO GET THAT OUT
[00:10:01]
BY APRIL 6. FOR THOSE WHO NEED CHECKS AND FOR THOSE WHO HAVE DIRECT DEPOSIT INFORMATION ALREADY ON RECORD WITH THE IRS, AND THOSE SHOULD BE DIRECT DEPOSITED. SO THAT'S THE INDIVIDUAL RELIEF. AND AGAIN, THAT IS TARGETED AT THOSE MOST IN NEED.ON THE SMALL BUSINESS SIDE, WHICH IS WHERE WE WORK PRIMARILY AND FOCUS OUR EFFORTS, YOU'VE HEARD PERHAPS THAT PAYROLL PROTECTION PROGRAM, THAT IS AIMED AT HELPING SMALL BUSINESSES KEY PEOPLE ON THEIR PAYROLL.
NUMBER ONE, IT -- IT PROVIDES ALONE TO SMALL BUSINESSES DEFINED BY UNDER 500 EMPLOYEES FOR -- EQUALING TONY HAVE TIMES THEY ARE PAYROLL AND OVERHEAD. PROVIDED THAT THE SMALL BUSINESS KEEP THEIR EMPLOYEES ON THEIR ROLES THROUGH JUNE 30, THAT LOAN WILL TURN INTO A GRANT. THAT'S ALMOST 1/4 OF YOUR ANNUAL COST IN TERMS OF PAYROLL AND OVERHEAD THAT A COMPANY WILL RECEIVE A DROP RIGHT TO THEIR BOTTOM LINE. AND AGAIN WITH THE AIM OF HELPING THEM KEEP THOSE FOLKS ON THEIR PAYROLL.
ANOTHER PROVISION IS PAYROLL TAX RELIEF IN DIFFERING THE PAYROLL TAXES FOR 2021 AND 2022. THERE'S OTHER PROVISIONS THERE THAT ARE IN THERE IN TERMS OF DEBT RELIEF FOR -- AND OTHER TYPES OF MECHANISMS TO HELP WITH EVERYONE'S BILLS THAT ARE COMING DUE TODAY AND TOMORROW WITH THE FIRST OF THE MONTH. SO, FOR SO MANY OF THESE BUSINESSES, THIS IS JUST A BRUTALLY DIFFICULT TIME. AND I'M INCREDIBLY SYMPATHETIC. I'VE TALKED ABOUT MY EFFORTS FOR VETERANS AND AS A GREEN BERET AND A COMBAT VETERAN. THAT IS NEAR AND DEAR TO MY HEART. I WAS A SMALL BUSINESS OWNER AND HELPED BUILD A COMPANY FROM SCRATCH UP TO ABOUT 400 EMPLOYEES BEFORE I STEPPED AWAY FROM THE BUSINESS TO RUN FOR OFFICE. I FULLY APPRECIATE WHAT IT MEANS YOU HAVE TO MAKE PAYROLL, TO BE A PERSONAL GUARANTOR ON A LINE OF CREDIT AND ALL OF THE RISK THAT OUR BUSINESS OWNERS TAKE IN ORDER TO SERVE THEIR CUSTOMERS.
BUT YOU DO EVERYTHING POSSIBLE TO TAKE CARE OF THEIR EMPLOYEES.
SO I AM DEEPLY SYMPATHETIC AND WAS THANKFUL TO GET THESE PROVISIONS AND THAT I HOPE, ALTOGETHER, WILL HELP OUR COMPANIES BRIDGE THROUGH THESE TIMES.
THE THIRD PIECE IS OUR BROADER PACKAGES DESIGNED TO HELP LARGER COMPANIES, PARTICULARLY THOSE WITH OUR CRITICAL INFRASTRUCTURE LIKE AIRLINES, AND OTHER TYPES OF COMPANIES THAT WE WILL NEED IN TERMS OF OUR ECONOMIC RECOVERY. FOR ALL OF THESE -- ALL OF THESE PROGRAMS THE TREASURY AND THE FDA AND THE IRS ARE WORKING THROUGH THEIR INFRASTRUCTURE MEANING LIKE THE DETAILS ON EXACTLY WHAT FORMS YOU WOULD NEED TO BRING, THE TIMELINE FOR TURNAROUND I CAN TELL YOU IN SPEAKING WITH SECRETARY MNUCHIN, THE SECRETARY OF THE TREASURY, HIS GOAL IS TO GET THE PAYROLL PORTION, THOSE LOANS THAT CAN BE FORGIVEN AND TURN INTO GRANTS UP AND RUNNING TO THE END OF THIS WEEK. SO IN THE COMING DAYS, I WOULD ENCOURAGE BUSINESS OWNERS TO GO AHEAD AND BEGIN REACHING OUT TO THEIR BANKS AND -- FOR ONE I JUST RECEIVED A NOTICE FROM BANK OF AMERICA PERSONALLY ON WHAT -- WHAT DOCUMENTATION THAT THEY WOULD WANT TO SEE. ONE OF THE THINGS THAT SENATOR RUBIO AND I PUSHED HARD ON WAS DO NOT HAVE SBA AS THE SOLE PROCESSOR BECAUSE I'M CONVINCED THAT THE BUREAUCRACY WOULD BECOME COMPLETELY OVERWHELMED AND THAT WE WOULD END UP HAVING A BACKLOG. SO THE TREASURY SAYING THEY'RE GOING TO PUSH THIS PROGRAM OUT THROUGH HIS MANY BANKS IS ABSOLUTELY POSSIBLE. SO AS THE FIRST STEP I WOULD ASK THE BANK IF THEY ARE APPROVED TO PROCESS THESE APPLICATIONS AND TO PUSH THE PROGRAMS OUT. A FEW OTHER THINGS BEFORE WE RUN OUT OF TIME I WANT TO MAKE YOU AWARE THAT ONE FOR OUR SENIORS, MANY OF WHICH, IF YOU ARE OVER 72 YOU HAVE TO TAKE MANDATORY DISTRIBUTIONS FROM YOUR RETIREMENT ACCOUNTS. THAT IS SUSPENDED FOR THE REST OF 2020. YOU DO NOT HAVE TO SELL YOUR ASSETS IF YOU DON'T NEED THEM.
YOU CAN LEAVE THEM INVESTED. THE OTHER IS IF YOU'RE HAVING SOME TYPE OF CORONA RELATED
[00:15:07]
EMERGENCY, YOU CAN TAKE UP TO HUNDRED THOUSAND DOLLARS OUT OF YOUR RETIREMENT ACCOUNT EARLY WITHOUT THE PENALTY AND THEN FINALLY, NEAR AND DEAR TO THE COUNTY COMMISSION, FLORIDA SHOULD BE RECEIVING $8 BILLION TO HELP WITH CORONA RELATED EXPENSES. HOW THAT WILL BE DISPERSED, I'LL LEAVE THAT TO ARE VERY CAPABLE STATE REPS AND STATE SENATORS. FROM MY PERSPECTIVE WE WERE ABLE TO GET 8 BILLION PUSHED TO FLORIDA AND I KNOW THAT THERE IS GOING TO BE A GAP BETWEEN REVENUES AND WITH THE ECONOMY TAKING A NOSEDIVE AND EXPENSES. SO I DO EXPECT -- THERE ARE ALREADY DISCUSSIONS ON A ORCE PACKAGE THAT WILL BE AIMED TOWARDS HELPING STATE BUDGET AND HOW TO SLOW THAT DOWN TO COUNTY BUDGET THAT I KNOW HAVE TO BE BALANCED STATE AND LOCAL STATE BUDGETS HAVE TO BE -- THAT PAINS ME AS A FISCAL CONSERVATIVE BUT RIGHT NOW, WE STAND READY TO HELP. I THINK WITH THAT I WILL STOP. I WANTED TO WALK THROUGH THE MAJOR PORTIONS OF THE PROGRAM AND I WANT TO CLOSE IN SAYING AS A VETERAN, THE ENEMIES BULLET, THEY DON'T CARE. THEY DON'T CARE ABOUT RACE, RELIGION SOCIAL ECONOMIC BACKGROUND AND THEY DON'T CARE ABOUT REPUBLICAN OR DEMOCRAT. THIS VIRUS DOES NOT CARE. IT DOES NOT DISCRIMINATE. I THINK NORTH FLORIDA AND CENTRAL FLORIDA IS STANDING STRONG IN TERMS OF NUMBERS AND CASES AND UNFORTUNATE DEATHS BUT MY JOB IS TO HELP ALL OF US GET READY AND TO KEEP IT THAT WAY BY PROVIDING THE RESOURCES JUST LIKE WE PROVIDE TRAINING, EQUIPMENT AND RESOURCES FOR SOLDIERS ON THE FRONT LINE WHILE OUR HEALTHCARE PROFESSIONALS -- WE RECEIVED HUNDRED 50 BILLION HOSPITALS OUT OF THIS PACKAGE. TO HELP THEM BE READY ON THE FRONT LINE AS WELL. SO THANK YOU SO MUCH AND ANY QUESTIONS THAT YOU HAVE, BE HAPPY TO TAKE THEM NOW BUT IN THE SECOND TIME I KNOW WE HAVE CONGRESSMAN RUTHERFORD COMING. PLEASE REACH OUT TO MY STAFF OUR DISTRICT DIRECTOR, GENERALLY DINO STANDS READY.WE ARE REGULARLY HOLDING ROUNDTABLE WITH OUR CHAMBERS OF COMMERCE AND FOR BUSINESS RELATED QUESTIONS -- I WILL HAVE A TELEPHONE TOWN HALL AT 3:30 PM TOMORROW FOR -- FOR ANYONE TO:. THAT NUMBER IS ON OUR WEBSITE AND WE WILL BE REACHING OUT TO CONSTITUENTS AS WELL AND CALLING THEM DIRECTLY. WE STAND READY TO ANSWER AS MANY QUESTIONS AND TAKE SUGGESTIONS FOR HOW WE CAN DO THINGS BETTER TO HELP EVERYONE THROUGH THIS CRISIS. THANKS SO
MUCH AND GOD BLESS. >> I DON'T SEE ANY QUESTIONS
THANK YOU FOR YOUR SERVICE. >> NO WORRIES. WE WILL KEEP UP THE FIGHT. TAKE CARE EVERYBODY.
>> THANK YOU, CONGRESSMAN. CONGRESSMAN RUTHERFORD?
>> THANK YOU FOR BEING WITH US AND THANK YOU FOR COMING AND.
>> THANK YOU MR. CHAIRMAN COMMISSIONERS. FIRST, LET ME SAY WHAT IT A PLEASURE IT'S BEEN TO WORK WITH MY COLLEAGUES AND CONGRESSMAN AND SENATORS RUBIO AND THEY HAVE BEEN GREAT PARTNERS. IF YOU WANT TO SEE THE LANGUAGE OF THE BILL THERE IS A MASSIVE AMOUNT OF WITH $2.3 TRILLION THERE'S A MASSIVE AMOUNT OF OPPORTUNITIES IN THIS BILL FOR INDIVIDUALS, FOR SMALL AND LARGE BUSINESSES. I WOULD ENCOURAGE EVERYONE YOU CAN GOOGLE CRA LETTER AS AND FOUND THE LANGUAGE FOR THE BILL. IT'S ONLY 880 PAGES (LAUGHING) BUT CONGRESSMAN -- CONGRESSMAN WALTZ TALKED ABOUT THE ITEMS THAT I WAS GOING TO COVER AS WELL. I'M NOT GOING TO GO BACK OVER SOME OF THAT. BUT I AM GONNA TALK ABOUT A COUPLE OF ITEMS IN THE PAYCHECK PROTECTION PROGRAM THAT I THINK ARE IMPORTANT. THAT HE DIDN'T TALK ABOUT BECAUSE OF THE TIME.
FIRST, I WOULD SAY, WHO IS THIS FOR? A LOT OF PEOPLE WANT TO KNOW DOES IT COVER ME? WE ARE
A 501(C)(3) DOES IT COVER US? >> IT DOES. IT COVERS SMALL BUSINESSES UNDER 500 EMPLOYEES IS THE -- AS HE CONGRESSMAN SAID IT COVERS 5013C NONPROFITS
[00:20:09]
IT COVERS 5031C 19, COVERS ALL VETERANS PROGRAMS. AND ORGANIZATIONS TRIBAL BUSINESS CONCERNS IN SECTION 30 1B, 2C. AND ALL OF THOSE WITH LESS THAN 500 EMPLOYEES. I THINK WHAT'S ALSO IMPORTANT IS TO UNDERSTAND THAT IT ALSO INCLUDES SOLE PROPRIETORS, INDEPENDENCE AND SELF-EMPLOYED INDIVIDUALS. SO DON'T THINK JUST BECAUSE YOU'RE SELF-EMPLOYED THAT THIS DOES NOT APPLY TO YOU. IT DOES. NOW, THE WAY AND IN THIS, WHAT TIMEFRAMES ARE THEY TALKING ABOUT? THIS DEFINES THE COVERED LOAN PERIOD BEGINNING FEBRUARY 15 OF 2020 AND ENDING ON JUNE 30 OF 2020. THAT'S IMPORTANT TO KNOW BECAUSE WHAT THEY WILL DO IS LET YOU GO BACK, LOOK AT WHERE YOU WERE AND THEN WITH YOUR EMPLOYEES AND CARRY THAT FORWARD. NOW, WHAT IS COVERED? THE CONGRESSMAN MENTIONED THAT THE PAYROLLS ARE COVERED OBVIOUSLY BUT THERE ARE OTHER THINGS THAT YOU CAN USE THIS MONEY FOR AS WELL. FOR EXAMPLE, YOU CAN USE IT FOR PAID SICK LEAVE FOR MEDICAL LEAVE, INSURANCE PREMIUMS. THE INTEREST ON YOUR MORTGAGE PAYMENT FOR YOUR BUSINESS. OR IF YOU HAVE RENT -- IT WILL PAY ALL YOUR RENT BUT IT WILL ONLY PAY THE INTEREST ON YOUR MORTGAGE, NOT THE PRINCIPAL ITSELF. AND THEN, FINALLY, HOW DO YOU APPLY FOR THIS.THE ACTUAL INFORMATION AND GUIDANCE ON THIS IS GOING TO COME OUT OF THE SBA AND IT SHOULD BE ONLINE AT SBA.GOV ON FRIDAY OF THIS WEEK. THAT'S WHAT -- THAT'S THE TIMELINE THAT THEY ARE AIMING FOR. IT'S GOING TO BE A VERY SHORT, EASY PROCESS. THESE LOANS ARE GOING TO BE COMPLETELY GUARANTEED BY THE UNITED STATES GOVERNMENT. SO A LOT OF THE OTHER REGULATORY ROLES ON GETTING LOANS FROM SBA ARE NOT GOING TO APPLY HERE. LIKE OTHER LOAN CHECKS, NONE OF THAT APPLY. SO IT'S GOING TO BE A VERY EASY AND QUICK PROCESS. BUT IT IS GOING TO BE, AS HE CONGRESSMAN NOTED -- WE DID NOT WANT TO TRY TO RUN THIS THROUGH SBA.
THERE'S JUST TOO MANY PEOPLE THAT ARE GOING TO BE ACCESSING THIS. WE WANTED TO SPREAD THAT OUT THROUGHOUT THE COMMUNITY TO ALL BANKS AND CREDIT UNIONS. HE DID MENTION CREDIT UNIONS BUT THEY WILL BE AS WELL. THE TREASURY IS WORKING HARD RIGHT NOW TO BRING OTHER ORGANIZATIONS BESIDES THOSE THAT ARE ALREADY APPROVED FOR THESE FEDERAL LOANS TO ALSO GROW THAT NUMBER BUT IN EVERY COMMUNITY. SO ONE THING THAT YOU'RE GOING TO BE REQUIRED TO DO IS DO A GOOD FAITH CERTIFICATION THAT THE LOAN IS NECESSARY DUE TO THE UNCERTAINTY OF THE CURRENT ECONOMIC SITUATION CAUSED BY COVID-19. THAT SHOULD BE PRETTY EASILY DONE. AS I MENTIONED, WAIVES THE CREDIT ELSEWHERE TEST AND SOME OTHER THINGS.
NOW ON THE PAYBACK, HERE'S THE BEST PART OF THIS. IF YOU -- IF YOU USE THIS LOAN TO KEEP YOUR EMPLOYEES ON THE PAYROLL, UP TO 90 PERCENT, THEN AFTER THE EIGHT WEEK. PERIOD YOUR LOAN BECOMES A GRANT AND YOU DO NOT HAVE TO PAY IT BACK UNLESS THERE ARE MONIES IN THAT LOAN THAT YOU BORROWED THAT ARE NOT PART OF THE FORGIVENESS AND THAT WOULD BE A 10 YEAR LOAN -- 10 YEARS WOULD BE THE MAXIMUM AT FOUR PERCENT. SO THAT'S -- THAT GIVES YOU A LITTLE MORE INFORMATION ON HOW THIS IS GOING TO WORK. IF YOU ALREADY HAVE AN SBA SEVEN A LOAN, ONE OF THE MOST IMPORTANT THINGS IN THIS BILL, I BELIEVE WITH THE LIQUIDITY OF SMALL BUSINESSES.
THAT'S WHAT WE ARE TRYING TO DO IS GIVE THESE FOLKS SOME LIQUIDITY SO THEY CAN GET THROUGH THIS PROCESS. IF YOU CURRENTLY HAVE AN SBA SEVEN A LOAN, YOU WILL GET LOAN FORBEARANCE FOR UP TO SIX MONTHS. THAT MEANS -- NOW, YOU'RE NOT GOING TO BE FORGIVEN THAT AMOUNT, YOUR LOAN WILL BE EXTENDED FOR SIX MONTHS. SO I THINK THAT'S AN IMPORTANT ELEMENT IN THIS. NOW HOW MUCH CAN YOU ACTUALLY GET? WE WERE TALKING ABOUT THAT EARLIER. ON THIS PORTION OF IT, IT'S FROM 350,000 TO 1 MILLION. IT'S 1 MILLION. AS I MENTIONED THE GUIDELINE
[00:25:08]
SHOULD BE OUT FRIDAY AND I THINK FINALLY, I WOULD SAY YOU KNOW, AGAIN, WE TALKED ABOUT AS LONG AS YOU KEEP YOUR EMPLOYEES EMPLOYED YOUR LOAN BECOMES A GRANT. IT DOES NOT GET ANY BETTER THAN THAT. NOW THERE'S A LOT OF OTHER -- AS I SAID, THERE'S A LOT OF OTHER ELEMENTS IN THE BILL AND I WOULD ENCOURAGE BUSINESSMEN AND INDIVIDUALS TO READ THROUGH THIS 880 PAGES. IT'S GOT A -- IT'S GOT A GOOD GLOSSARY SO YOU DON'T HAVE TO GO THROUGH EVERY BIT OF IT IF IT DOESN'T APPLY TO YOU, BUT THERE ARE ELEMENTS THERE.MR. CHAIRMAN, AS I MENTIONED EARLIER, I WILL BE GLAD TO GIVE YOU AN ELECTRONIC COPY AND IF YOU WANT TO PUT DATA ON THE CITY WEBPAGE AND THE COUNTY WEBPAGE, THEN THAT WOULD BE GREAT AND GIVE FOLKS ACCESS TO THAT.
I WOULD CLOSE WITH THIS: THE CURVE FOR FLORIDA -- YOU KNOW YOU'RE ALL THIS TALK ABOUT LETTING THE CURVE, AND THE IMPORTANCE OF THAT IS SO THAT WE DO NOT OVER STRESS OUR MEDICAL CAPABILITIES WITHIN OUR -- WITHIN OUR JURISDICTIONS. AS YOU SEE, GOING ON IN SOME AREAS LIKE NEW YORK AND OTHERS. REDUCING LETTING THAT CURVE, AS THEY CALL IT IS INCREDIBLY IMPORTANT. NOW, I WANT PEOPLE TO THINK ABOUT THIS. WHEN YOU ARE ASKED TO STAY AT HOME, TO PRACTICE PHYSICAL DISTANCING SO THAT WE ARE NOT TOO CLOSE TOGETHER AS WE ARE IN HERE, WHICH IS GOOD. I WANT YOU TO THINK ABOUT THIS. THIS ASPECT. THERE ARE INDIVIDUALS, MANY IN THIS ROOM, I AM SURE, AND APPEAR, BECAUSE I KNOW MANY OF YOU ARE SMALL BUSINESS OWNERS.
THERE'S A LOT OF PEOPLE THAT ARE FINANCIALLY RUINED RIGHT NOW, THAT'S WHY THIS $2.3 TRILLION RESCUE PACKAGE IS SO IMPORTANT. BUT THEY ARE IN FINANCIAL DISTRESS BECAUSE THEY'RE DOING THE RIGHT THING. THEY'RE DOING WHAT THEY WERE ASKED TO DO. IF YOU DON'T NEED TO GO OUT, YES CERTAINLY NO NEED TO BE IN LARGE CROWDS THESE PEOPLE ARE DOING THE RIGHT THING BECAUSE THEY DO NOT WANT TO SPREAD THIS DISEASE. THEY UNDERSTAND WE HAVE TO FLATTEN THE CURVE. IF WE DON'T MORE AMERICANS ARE GOING TO DIE. IF EVERYTHING WORKS GREAT, THE PREDICTIONS ARE GOING TO LOSE HUNDRED THOUSAND AMERICANS. SOMEWHERE BETWEEN 100,000 AND 200,000 AMERICANS ARE GOING TO DIE FROM THIS DISEASE.
THE BETTER WE DO ONE FLAT END CURVE, THE LOWER THAT NUMBER WILL BE. THESE FOLKS -- WE -- THE TAXPAYERS JUST BEEN -- THIS IS NOT A BILL -- I WOULD NOT HAVE WRITTEN THIS BILL THIS WAY BECAUSE THERE ARE THINGS IN HERE I WOULD NOT HAVE PUT IN HERE. BUT I UNDERSTOOD THE EXIGENCY OF THE CIRCUMSTANCE WE DO PASS WITH STUFF WE DID LIKE AS, COUNCILMAN -- CONGRESSMAN WALTZ MENTIONED. SO MY MESSAGE TO THE COMMUNITY IS THIS: PEOPLE ARE FINANCIALLY HURTING BECAUSE THEY'RE DOING THE RIGHT THING. WE NEED TO ALL, INDIVIDUALLY, DO THE RIGHT THING. DON'T BE OUT IN BIG GROUPS AND CROWDS, SPREADING THIS DISEASE WHEN OTHER CITIZENS IN OUR COMMUNITY HAVE DONE THE RIGHT THING, TRIED NOT TO SPREAD THIS THING BY DOING THE RIGHT THING, AND THEN OTHERS GO ALONG NONCHALANTLY LIKE NOTHING IS GOING ON AND THEY'RE OUT THERE SPREADING THE DISEASE AND PUTTING NOT ONLY THEMSELVES, BUT OUR HEALTHCARE WORKERS AT RISK. SO, I WOULD ENCOURAGE FOLKS IF YOU DON'T NEED TO GO OUT, IF IT'S NOT ESSENTIAL TO GO OUT. AND I WILL CLOSE WITH THAT IF YOU HAVE ANY QUESTIONS, MR.
CHAIRMAN? >> THANK YOU MR. CONGRESSMAN.
I APPRECIATE IT. ANY QUESTIONS ?
>> THANK YOU FOR COMING AND WE APPRECIATE IT.
>> WE ARE MOVING ALONG TO -- WERE GOING TO MOVE INTO THE REGULAR AGENDA BUT WE'RE GOING TO DO WITH PUBLIC COMMENTS, WE WILL ALLOW THAT AFTER THESE FIRST THREE ITEMS WE WILL ALLOW PUBLIC COMMENT AT THAT POINT. COMMISSIONER BLOCKER, CAN YOU HEAR ME?
>> COMMISSIONER DEAN, CAN YOU HEAR ME?
[00:30:04]
>> WE WILL MOVE LONG ANYWAY I'D LIKE FOR THEM TO MAKE SURE THAT WE CAN COMMUNICATE IF NOT WE
[Item 1]
WILL MOVE INTO AGENDA ITEM NUMBER ONE.MR. CONRAD CLEAR. >> IS GOOD MORNING.
>> GOOD MORNING MR. CHAIR COMMISSIONERS AND A MEMBER OF THE PUBLIC OR LISTENING. AS YOU KNOW, WE ARE UNDER A LOCAL STATE OF EMERGENCY DUE TO COVID-19. THIS MORNING I'LL PROVIDE YOU AN UPDATE ON SEVERAL THINGS THAT THE COUNTY IS DOING IN RESPONSE TO COVID-19, WHERE WE STAND ON ISSUES. WHEN I FINISH I'LL TURN IT OVER TO THE DOCTOR TO GIVE YOU A PRESENTATION AS WELL AS FROM THE EMERGENCY MANAGEMENT. IF YOU BEAR WITH ME I'LL GIVE YOU JUST AS MUCH INFORMATION AS I CAN. FEEL FREE TO INTERRUPT IF YOU HAVE QUESTIONS. I'LL DO MY BEST TO ANSWER THE QUESTIONS. IF I'M UNABLE TO I'LL ASK OTHERS TO COME FORWARD. FIRST OF ALL, JUST A QUICK MEDICAL UPDATE IN REGARDS TO TESTING. SO, OBVIOUSLY, AS YOU KNOW BUT I WANT TO SAY THIS FOR THE COMMUNITY THESE NUMBERS ARE UPDATED BETWEEN 1130 AND 130 AND ABOUT SO, OBVIOUSLY, AS YOU KNOW BUT I WANT TO SAY THIS FOR THE COMMUNITY THESE NUMBERS ARE UPDATED BETWEEN 1130 AND 130 AND ABOUT SIX 3730 EVERY DAY BUT I WANT TO GIVE YOU UPDATES REGARDING WHERE WE STAND IN ST. JOHN'S COUNTY AS FAR AS TESTING. CURRENTLY WE HAVE 59 POSITIVE RESIDENTS BEFORE THE 11 O'CLOCK UPDATE TODAY. WE HAVE TWO POSITIVE NONRESIDENTS. 13 HOSPITALIZATIONS. AT THIS POINT WE HAVE TWO CONFIRMED DEATHS. AND SO FAR, AS OF YESTERDAY EVENING, THE COMMUNITY HAD TAKEN 866 TOTAL TESTS. OF THOSE 866 TOTAL TESTS, 772 WERE CONFIRMED NEGATIVE. WHILE WE DON'T TREAT THIS LIGHTLY, THERE'S A LITTLE BIT OF LIGHT IN THE TUNNEL THAT SO MANY THAT ARE BEING TREATED ARE NOT TESTING POSITIVE. IT'S SOMETHING TO BE THANKFUL FOR. 6.9 PERCENT OF THE TESTS ARE POSITIVE. THERE WERE STILL THAT ARE PENDING RESULTS. IN REGARDS TO CAPACITY, WE'VE GOTTEN A LOT OF QUESTIONS, WE'RE JUST -- OUR HOSPITALS AT FLAGLER HEALTH AND OTHER MEDICAL CLINICS THAT ARE SET UP, BUT THE PRIMARY HOSPITAL IS FLAGLER. I HAD THE OPPORTUNITY TO SPEAK WITH A REPRESENTATIVE LAST NIGHT. DAVE INDICATED THERE STILL IN A GOOD POSITION IN REGARD TO SPACING CAPACITY AS TO WHAT THEY CAN HANDLE. THEY HAVE SEEN AN UPTICK IN ACUTE CARE AS YOU CAN EMMETT IMAGINE. WE'VE RECEIVED NUMEROUS QUESTIONS ABOUT COLLECTION SITES. ALL OF THIS INFORMATION COMMISSARS THE MEDICAL UPDATE, THAT'S ON THE DEPARTMENT OF HEALTH WEBSITE. THE COLLECTION SITE GO TO OUR WEBSITE. THAT SAME JOE CONNIE'ST. JOHN COUNTY FLORIDA. BUT WE HAVE TESTING AT THE DEPARTMENT OF HEALTH.
THE SAME IS FLAGLER HEALTH AS A COMMUNITY IS AWARE THERE IS A TESTING SITE, A REGIONAL SITE IN JACKSONVILLE. I KNOW THERE'S ANOTHER SITE. I ENCOURAGE ANYBODY THAT HAS QUESTIONS -- ALL OF THESE SITES HAVE DIFFERENT TIMES, DATES AND REQUIREMENTS. ANYBODY IN THE COMMUNITY THAT'S LISTENING CAN GO TO OUR WEBSITE GO TO OUR COVID-19 PAGE IT'S ON THE FRONT AND HE GIVES YOU THE INFORMATION ON THE DATING TIMES WHEN INDIVIDUALS CAN GO THERE.
>> JUST A QUICK UPDATE ON THE EMERGENCY ORDERS. THE GOVERNOR IS PUTTING OUT A NUMBER OF ORDERS. THOSE ARE PASSED DOWN TO US DAILY BUT I WANT TO GIVE YOU A COUPLE LOCALLY WE MADE THE DECISION THIS PAST WEEKEND TO CLOSE OUR BEACHES. WE WILL MONITORTHAT AND SEE WHEN THE APPROPRIATE TIME IS TO MAYBE LESSON RESTRICTIONS. FOR NOW THOSE ARE CLOSED. GOVERNORS ORDER 20 Ã86, IT DIRECTS ALL PERSONS COMING FROM AREAS OF COMMUNITY SPREAD TO SELF ISOLATE FOR A PERIOD OF 14 DAYS. CURRENTLY THOSE DAYS, THOSE COMMUNITIES ARELOUISIANA NEW YORK NEW JERSEY AND CALIFORNIA. THAT MAY BE EXPANDED BUT I KNOW IT'S ANY AND ALL AREAS TO SELF ISOLATE FOR 14 DAYS. ADDITIONALLY THE GOVERNOR PUT OUT AN ORDER.
THAT SUSPENDED VACATION RENTALS FOR MAKING NEW RESERVATIONS OR BOOKINGS AND SUSPENDS CHICKENS FOR A PERIOD OF THE ORDER WHICH WAS DATED 14 DAYS FOR MARCH 27. THE CHICKENS WERE ANYTIME AFTER MARCH 28. SO FOR THE GENERAL PUBLIC THAT KEEPS ANY VACATION RENTALS AND UNDER THE
[00:35:05]
ORDER, YOU CAN GO TO YOUR WEBSITE THERE'S LANGUAGE ON THERE. IT LAYS OUT WHAT IS CONSIDERED A VACATION RENTAL BUT THAT ALL CURRENT BOOKINGS ARE SUSPENDED FOR A PERIOD OF 14 DAYS. MOVING ON TO OPERATIONS FOR YOU COMMISSIONERS THERE WONDER WHAT WE'RE DOING. WE ARE EVALUATING OUR SUSPENSIONS. AS YOU WELL KNOW RECREATIONAL PROGRAM -- PROGRAMMING ARE SUSPENDED UNTIL APRIL 17. WE'RE LOOKING WHETHER THERE NEEDS TO BE AN EXTENDER OF THAT CLOSURE. WE'VE NOT MADE A DECISION YET. THE PRESIDENT CAME OUT YESTERDAY AND STATED HE IS EXTENDING HIS CDC GUIDELINES UNTIL MAY 1. THE SCHOOL DISTRICT FOLLOWED SUIT AND IS EXTENDING UNTIL MAY 1 THEIR VIRTUAL LEARNING. WE WILL LOOK AT WHETHER OR NOT WE SHOULD POSTPONE SOME OF THOSE ESSENTIAL OR NONESSENTIAL SERVICES AS WELL. SUCH AS THE LIBRARIES AND THINGS OF THAT NATURE. WE'VE NOT MADE THAT DECISION YET. THAT DECISION IS FORTHCOMING. OUR EMERGENCY OPERATIONS CENTER IS ACTIVE AT A PARTIAL TO ACTIVATION. WE APPRECIATE YOU COMING ANSWERING THE PHONE CALLS. TO THE MEMBERS OF THE COMMUNITY. WHAT YOU'RE DOING TO RESPOND TO COVID-19. BUT IT IS OPEN MONDAY -- SEVEN DAYS A WEEK FROM 8 TO 6. I'M GOING TO GET REST OUT TO LET HER GIVE YOU THE OPPORTUNITY TO GIVE FURTHER DETAILS WHAT THINGS WERE WONDERING AND WHAT WE'VE ACCOMPLISHED AND WHAT WE ARE HEARING FROM THE COMMUNITY THE ACRONYM WE HER SO FREQUENTLY IS PPE. I'LL LET THIS JOKE GO PINTO DETAILS ON THAT. AS YOU CAN IMAGINE MOST OF OUR -- UNCOVERED RESPONSE. WE HAVE DEVELOPED A SMALL TEAMS. AT SOME POINT THIS WILL AND I THINK THE SOONER THE BETTER. AND WE DO HAVE TO DEAL WITH IT NOW IN LOGISTICS THAT IS WHAT IS OCCURRING. WE HAVE DEVELOPED A TEAM THAT IS LOOKING AT POST COVID RESPONSE WE ARE PARTNERING WITH LOCAL COMMUNITY WE ARE INVITING FEEDBACK. WE ARE HELPING SUPPORT OUR LOCAL ECONOMY ONCE THIS IS OVER. THE LEADERSHIP, MS. SANDERS, MR. BRADLEY AND OUR DIRECTOR, MR. DUNN, I JUST WANT TO GIVE YOU A COUPLE OF THINGS THAT ARE HIGHLIGHTED SO YOU'RE AWARE OF WHAT WE ARE DOING TO CONTAIN THE COSTS. WE ARE REDUCING THE OLD PAD CONTRIBUTION. WE ARE LOOKING AT A MONTH-TO-MONTH REDUCTION OF EMPLOYER INSURANCE CONTRIBUTION. THAT WOULD BE 30 DAYS WERE LOOKING AT A 25 PERCENT REDUCTION. WE DO BELIEVE THAT HER HEALTH FUND IS HEALTHY AND SO THIS IS AN OPPORTUNITY TO REDUCE COSTS FROM GOVERNMENT TO LOWER THAT. WE HAVE DONE A NUMBER OF STAFFING PROJECTS. WE HAVE FROZEN CONGRESSIONAL DISCRETIONARY SPENDING. WE WANT TO BE DILIGENT AS WE MOVE FORWARD. WE ARE NOT, LIKE MOST BUSINESSES THERE ARE SOME THAT ARE FEELING THE EFFECTS. THE GOVERNMENT TENDS TO FEEL IT LATER. WE WON'T SEE THOSE FOR COUPLE MORE MONTHS. INTERNALLY STAFF IS DOING EVERYTHING THEY CAN TO BE PROACTIVE TO ADDRESS THAT NOW AS OPPOSED TO GETTING HIT IN THE FACE WITH IT NOW. AT THIS POINT I'M GOING TO STAND BY THAT YOU WILL HAVE.MEMBERS OF THE PUBLIC, BIKING ANSWER THEM AND GET A TURN IT OVER AND WHEN SHE IS FINISHED MS. JOKE WILL PROVIDE AN UPDATE FROM THE LOGISTICS AND OPERATION OF EMERGENCY
MANAGEMENT. >> MR. CONRAD, YOU ARE DOING A FANTASTIC JOB CONSIDERING THE SHORT TIME YOU'VE BEEN ON THE JOB. I WISH YOU HAD MORE TIME BEFORE SOMETHING LIKE THIS I THINK EVERYONE IS LOOKING AT HURRICANE SEASON AND WE GOT HIT BY A WHOLE DIFFERENT CATASTROPHE. AND YOU'RE DOING A FANTASTIC JOB. I KNOW YOU'RE MAKING DECISIONS TO CLOSE BEACHES IS A CHALLENGING ONE TAKING INTO CONSIDERATION THE HEALTH BENEFITS AND POTENTIAL PROBLEMS A GOOD CAUSE. WE ARE HERE TO SUPPORT -- WE WANT TO STRONGLY ENCOURAGE ALL VISITORS TO TAKE RESPONSIBILITY FOR THEIR DECISIONS AND HOW THEY REMAIN HEALTHY FOR THE SAKE OF OUR RESIDENTS AS WELL AS THEMSELVES THE MATTER WHERE
[00:40:05]
THEY MAY COME FROM. WE NEED TO STRONGLY ENCOURAGE PEOPLE TO FOLLOW THE DIRECTIVES OF OUR GOVERNOR AND HEALTH DEPARTMENT. WE HAVE LOCAL EXPERTS THAT WE ARE ALL IN COLLABORATION ON HOW TO FLATTEN THE CURVE AS THE CONGRESSMAN MENTIONED. WE NEED TO DO THAT FOR OUR OWN BENEFIT AND WE NEED TO DIRECT PEOPLE TO DO SO AND EDUCATE THEM TO DO SO TO AVOID CONSEQUENCES PHYSICALLY AS WELL AS ANY REPERCUSSIONS THAT MAY HAVE FINANCIALLY OR OTHERWISE. I WANT TO THANK YOU VERY MUCH FOR THAT. WE HAVE MENTIONED BRIEFLY THE FEE REDUCTION THAT YOU ARE TAKING ON BY THE GOVERNMENT. I HAD ASKED BY OUR NEXT MEETING, TO CONSIDER ANY FEES, TAXES OR EXPENSES THAT CAN BE DEFERRED OR SPREAD OUT OVER TIME. THAT ARE INCURRED BY OUR RESIDENTS OR BUSINESS OWNERS. TAKE A LOOK AT WHAT WE CAN DO TO -- AS THE STATE AND FEDERAL GOVERNMENT TO DO THE SAME AT A LOCAL LEVEL BECAUSE IT WILL BE A CASH FLOW PROBLEM FOR MANY INDIVIDUALS AND FAMILIES AND BUSINESSES AND IF WE CAN EXTEND THOSE TIME PERIOD'S, DEADLINES, DELAY THEM, SO THAT PEOPLE CAN GET BACK ON THEIR FEET, I HOPED IT WOULD DO THAT QUICKLY MUCH MORE THAN A RECESSION, BUT WE NEED TO DO WHATEVER WE CAN TO LET PEOPLE KNOW WHAT CAN BE EXPECTED SO THEY CAN MINIMIZE THEIR CASH FLOW DURING THIS CHALLENGING TIME. IT WILL HIT DIFFERENT BUSINESSES AT DIFFERENT TIME PERIOD WAS.SOME ARE AFFECTED ALREADY SOME ARE EXPECTED TO BE AFFECTED IN THE COMING WEEKS OR MONTHS.
OUR CASH FLOW IS A LOCAL GOVERNMENT WILL BE AFFECTED AT SOME POINT, BUT WE ARE IN A STRONG FINANCIAL POSITION TO TAKE THE HIT BECAUSE WE'VE HAD SUCH A FISCALLY CONSERVATIVE AND EFFECTIVE OFFICE OF MANAGEMENT AND BUDGET AND MANY OTHERS WHO HAVE WATCHED AS OUR ECONOMY HAS IMPROVED NOT TO SPEND MONEY FRIVOLOUSLY BUT TO SUCK AWAY MONEY FOUR TIMES EXACTLY LIKE THIS, RAINY DAY -- I WANT TO THANK YOU AND EVERYBODY WAS PREPARING THOSE DOCUMENTS, BUT I WANT PEOPLE TO KNOW THAT YOU ARE MAKING THOSE PLANS. COULD YOU SPEAK TO WIN SOME INFORMATION MAY BE AVAILABLE TO THE BENEFIT OF OUR FAMILY MEMBERS AND RESIDENTS FOR DELAYING THOSE EXPENSES THAT CAN BE DELAYED.
>> YES, SIR. AS A TEAM IMAGINE WERE LOOKING AT THE FINANCIAL PLAN. I CAN TELL YOU A COUPLE MEASURES THAT HAVE ALREADY BEEN TAKEN. ONE, THE SUSPENSION OF WATER TURNOFFS, UTILITY LATE PAYMENT FEES. WE'VE SUSPENDED THOSE. I'LL USE AN EXAMPLE QUICKSET DISCONNECTION SERVICES WAIVED FOR NOW, OBVIOUSLY A PART OF PLANS WE CAN BEING CONCERNED WITH GETTING IN THROUGH THIS CRISIS AND BEING ABLE TO HAVE WATER AND WATER IS THE PRIMARY RESOURCE THAT ALL OF US NEED. WE WANT TO UNDERSTAND THAT PEOPLE ARE GOING THROUGH DIFFICULT TIMES SO WE ARE WORKING WITH ANNETTE. ADDITIONALLY WE HAVE SUSPENDED THE LATE FEES FOR AMBULATORY SERVICES. IT DOES NOT MEAN THAT THERE WILL BE SOME CATCH UP IN THE FUTURE, BUT DURING THE LOCAL STATE OF EMERGENCY IF ANYONE SAY WE HAVE DIFFICULTY MAKING A PAYMENT, THAT'S ANOTHER AREA WE SUSPENDED. WE ARE WORKING WITH THE BUILDING DEPARTMENT TO SEE IF THERE ARE REGULATIONS THAT WE CAN DO TO LESSEN SOME OF THE BURDENS THEY ARE AND THEN AS I SAID EARLIER THEY'VE ACTUALLY GONE THROUGH EVERY FEE THAT WE HAVE AND ARE LOOKING AT WHICH ONES ARE DISCRETIONARY THAT WE CAN TAKE ACTION ON THAT WOULD HELP SUPPORT FAMILIES AND BUSINESS MEMBERS IN WHICH ONES NEED TO COME BACK BEFORE THE BOARD THAT ARE NONDISCRETIONARY THAT WOULD REQUIRE CHANGE. SO AS FAR AS A LIST, WE CAN PROBABLY GIVE THOSE TO YOU SOON, BUT WE ARE DOING IT INCREMENTALLY AS POINTS COME TO MIND.
>> THANK YOU. I APPRECIATE THAT. AT OUR MEETING LAST WEEK I'VE HAD SOME OTHER IDEAS FROM CONSTITUENTS ABOUT FEES THAT COULD BE WAIVED OR POSTPONED AS WELL. I'LL BE GLAD TO SHARE
>> ANY OTHER QUESTIONS? COMMISSIONER BLOCKER, ANY QUESTIONS? COMMISSIONER DEAN, QUESTIONS? WOULD SOMEBODY JUST ASK HIM ON THE PHONE? I WOULD APPRECIATE IT.
>> NO, SIR. >>MR. SMITH: COMMISSIONER DEAN,
ANY QUESTIONS? >> I DON'T THINK YOU CAN HEAR ME, CHAIRMAN SMITH. THIS IS BEEN. CAN YOU HEAR ME? I'M TRYING TO COMMUNICATE, BUT CAN
YOU HEAR YOU. >> I CAN HEAR YOU NOW. YES.
>> HELLO. HELLO. >> MR. CHAIR, GIVE ME A THUMBS UP. HE MAY BE ABLE TO SEE YOU.
[00:45:08]
>> NONE AT THIS TIME. NONE. >> THANK YOU.
>> ALL RIGHT. >> GOOD MORNING.
>> NO QUESTION. >> IF WE COULD TURN THAT DOWN ANYWAY BEFORE WE MOVE ALONG? GOOD MORNING.
>> GOOD MORNING. I'M THE DIRECTOR HEALTH OFFICER MEDICAL DIRECTOR WITH THE FLORIDA DEPARTMENT OF HEALTH IN ST. JOHN'S COUNTY HERE TO SHARE COVID-19 STATUS UPDATE. BEFORE I BEGIN -- I WANT TO THANK THE COMMISSIONERS FOR THEIR SUPPORT AND ADMINISTRATOR IN TEAM. AS YOU ARE AWARE, OUR GOVERNOR AND STATE SURGEON GENERAL WITH THE FLORIDA DEPARTMENT OF HEALTH ARE WORKING HAND-IN-HAND TO PROTECT RESIDENTS AND CITIZENS OF OUR STATE. I KNOW YOU'VE BEEN REVIEWING THE EXECUTIVE ORDERS IN THE PUBLIC HEALTH DECLARATION THAT HAVE BEEN ISSUED. THESE ARE OUR GUIDELINES AS WE CONFRONT THIS PANDEMIC INTERSTATE IN COMMUNITY. TODAY IN ST. JOHN'S COUNTY, AS MR. CONRAD SHARE -- WE'VE HAD TWO OTHER DEATHS. WE HAVE 61 CONFIRMED CASES -- SORRY. NOT DEBTS. 61 CONFIRM KATE THE -- CASES INTO DEATHS.
BOTH ARE CONTACTS ONE IS TRAVEL RELATED AND ONE IS NOT. OUR HEARTS ARE WITH THESE FAMILIES.
THE CURRENT DATA AVAILABLE FOR THE DEPARTMENT OF HEALTH COVID-19 WEBSITE SHOWS A TOTAL OF ABOUT 816 INDIVIDUALS AS OF LAST NIGHT WHO HAVE BEEN TESTED FROM ST. JOHN'S COUNTY AND THAT'S WHAT WE GOT HER 61 POSITIVE CASES. THAT GIVES US ABOUT A SEVEN PERCENT POSITIVITY RATE. PER OUR SUIT WERE SEEING OUT 10 PERCENT RATE IN FLORIDA. WE HAVE 90 PERCENT OF THOSE WHO TAKE THE TEST WHO ARE NEGATIVE. AT THIS TIME. DO WE THINK THAT WILL HAVE MORE CASES IN ST. JOHN'S COUNTY? FOLLOWING THE SIGNS, WE KNOW THAT AS WE TEST MORE, WE WILL HAVE MORE CASES. WE'VE SEEN INCREASE CASES NOT ONLY INTERNATIONALLY BUT IN OUR OWN COUNTRY OTHER STATES AND COUNTIES AS THIS PANDEMIC UNFOLDS. YOU MIGHT HAVE HEARD ME SAY OVER THE YEARS THAT IT TAKES A VILLAGE. AND YOU MAY HAVE ALSO HEARD ME SAY EACH YEAR FOR THE LAST NINE YEARS THAT ST. JOHN'S COUNTY WAS RECOGNIZED AS THE HEALTHIEST COUNTY IN THE STATE OF FLORIDA HOWEVER, THIS VIRUS KNOWS NO BOUNDARIES. AS DR. FOSSE, THE DISEASE SPECIALIST HAS POINTED OUT THE COVID-19 VIRUS IS INSIDIOUS AND TREACHEROUS. AND YOU CAN SPREAD IT EASILY. WE MUST RECOGNIZE THAT THIS PANDEMIC IS DIFFERENT FROM ANYTHING WE HAVE EVER FACED BEFORE. CONSIDER THE FOLLOWING? THE ANNUAL MORTALITY RATE OF SEASONAL FLU IS ABOUT 0.1 PERCENT. NOW THIS IS A LOT OF PEOPLE TO LOSE, BUT WE'VE BECOME NUMB TO IT AT THIS IS A STATISTIC THAT WE SEE HER -- SEE YEAR-TO-YEAR. ON THE OTHER HAND, THE MORTALITY RATE OF COVID-19 IS ABOUT 10 TIMES THAT IS SEASONAL FLU. THE MORTALITY RATE APPEARS TO BE ONE PERCENT. AND SO IT WILL BE A LOT MORE IMPACTFUL TO OUR FAMILIES AND COMMUNITY. IN THE MORTALITY RATE CAN BE DEVASTATING FOR CERTAIN POPULATIONS SUCH AS THE ELDERLY AND THOSE WITH UNDERLYING CONDITIONS SUCH AS HEART AND LUNG DISEASE HIGH BLOOD PRESSURE AND THOSE WITH IMMUNO COMPROMISED SITUATIONS.
HOWEVER, MAKE NO MISTAKE YOUNG PEOPLE ARE NOT INVINCIBLE. WE ARE SEEING CASES IN YOUNG PEOPLE IN THEIR 20'S, 30'S AND 40'S REQUIRING INTENSIVE CARE. TO REITERATE, WE ARE ALL AT RISK AND AS I SHARED WE MUST FOCUS ON SUPPORTING OUR MOST VULNERABLE CELLS CITIZENS AS RESIDENTS OF LONG-TERM FACILITIES INDIVIDUALS OVER 65 YEARS OLD INDIVIDUALS WITH UNDERLYING HEALTH CONDITIONS, HEALTHCARE WORKERS AND FIRST RESPONDERS. WHILE I REMAIN HOPEFUL THAT WE WILL NOT HAVE CASES IN OUR LONG-TERM FACILITIES, IT WOULD BE UNREALISTIC TO NOT RECOGNIZE THAT THE CHANCES ARE THAT WE WILL HAVE ONE OR MORE CASES IN
[00:50:02]
A LONG-TERM CARE FACILITY. THUS EVERY DAY WE CALL OUR FACILITIES TO ASSESS THEIR NEEDS AND ENSURE THAT THESE FACILITIES ARE FOLLOWING THE MOST RECENT GUIDANCE FROM THE CENTERS OF DISEASE CONTROL AND AT THE GOVERNOR'S DIRECTIVES ON VISITATION, SOCIAL ISOLATION AND ENVIRONMENTAL SCIENCE. AND IF ANY RESIDENTS OR STAFF HAVE INFLUENZA -LIKE ILLNESSES OR CONCERNS. IF THERE ANY COVID-19 CONCERNS THE APARTMENT FOLLOWS UP TO ENSURE THAT TESTING IS DONE AND INVESTIGATIONS AS APPROPRIATE TO LIMIT ANY SPREAD OF COVID-19. LAST WEEKEND CONTRACTED EMS TEAMS BEGAN TO -- AT ALL OF THEIR LONG-TERM FACILITIES IN FLORIDA AND THEY WERE HERE IN ST. JOHN'S COUNTY OVER THE LAST COUPLE OF DAYS.THEY -- IF SIGNIFICANT ISSUES ARE IDENTIFIED. THE HEALTH DEPARTMENT WILL BE NOTIFIED.
WHAT WE CAN DO, PREPARE BUT NOT PANIC. TWO, MAINTAIN SOCIAL AND COMMUNITY CONNECTIONS FROM A DISTANCE. CALL OUR NEIGHBORS WHO LIVE ALONE OR WHO MAY FIND SOCIAL ICED -- SOCIAL DISTANCING ISOLATING. OFFER TO PICK UP GROCERIES AND SUPPLIES THAT THEY CANNOT ACCESS FOR THEMSELVES. GET GROCERIES GO TO THE PHARMACY BUT NOT IN GROUPS. STAY INFORMED HIM MONITOR COVID-19 OF THE DEPARTMENT HEALTH OR CALL US. AS THE SITUATION CONTINUES TO CHANGE RAPIDLY. FOLLOW EXECUTIVE ORDERS AND HEALTH DECLARATIONS LOCAL EMERGENCY PROCLAMATIONS IN LAW ENFORCEMENT, TAKE DIRECTIVES SERIOUSLY AND FOLLOW THEM FULLY. NUMBER FIVE, PRACTICE SOCIAL DISTANCING. CONVERT CONGREGATING GROUPS OF NO MORE THAN 10. WASH YOUR HANDS FREQUENTLY WITH SOAP AND WATER FOR AT LEAST 20 SECONDS AND IF WE CANNOT WASH WITH SOAP AND WATER USE AND SANITIZER WITH 60 PERCENT ALCOHOL. DO NOT TOUCH HER FACE NOSE OR EYES AND COUGH INTO YOUR ARM IN TISSUE IF USING A TISSUE DISCARD AND THEN WASH HER HANDS. MOST IMPORTANTLY, BE KIND TO EACH OTHER. WE ARE IN THIS
TOGETHER. THANK YOU. >> ANY QUESTIONS? COMMISSIONER
JOHNS? >> THANK YOU. THANK YOU FOR BEING HERE TODAY. IT'S IMPORTANT THAT WE UNDERSTAND THE FACTS. I'M EXPERIENCING PEOPLE ARE BEING EXTRA CAUTIOUS AT THE GROCERY STORES ARE PROBABLY THE MOST CROWDED PLACE THAT I'VE EXPERIENCED AND EVEN THAT PEOPLE ARE SOCIALLY DID DISTANCING THE BEING COURTEOUS LETTING PEOPLE GO TO KEEP THE DISTANCE. WE ARE HEEDING THE WARNINGS BECAUSE IT AFFECTS ALL OF US DIRECTLY. ENDED DIRECTLY. YOU MENTIONED 866 TOTAL TESTS. OVER WHAT TIME PERIOD HAVE THOSE TESTS BEEN PERFORMED IN ST. JOHN'S COUNTY?
>> OVER THE LAST JUDGMENT WE BEGAN TESTING -- WE HAVE MORE TESTS GOING ON BECAUSE WE HAVE COMMERCIAL LABS. WE'VE BEEN HEAVILY INVOLVED IN TESTING IN THE STATE OF FLORIDA OVER THE LAST MONTH. HOWEVER WE ARE SEEING AN INCREASE BECAUSE COMMERCIAL LABS ARE INVOLVED.
WE'VE BEEN TESTING STATE LABS. THE CAPACITY IS DIFFERENT WHEN YOU OPEN IT UP TO COMMERCIAL LABS. WE WILL SEE INCREASED TESTING.
>> CAN YOU GIVE US AN ORDER OF MAGNITUDE BECAUSE PEOPLE LIKE TO HEAR STATISTICS IN NUMBERS AND DATA BECAUSE WE HEAR THAT THINGS ARE GETTING BETTER AS FAR AS THE ABILITY TO TEST HAVING NUMBERS -- WE SEE PIE CHARTS AND GRAPHS AND THAT SPEAKS TO PEOPLE. ARE THERE OTHER NUMBERS AVAILABLE AS TO HOW MATURE TESTING WILL BECOME AVAILABLE OR IS AVAILABLE SINCE
IT STARTED? >> THE BEST METHOD TO DO THAT BECAUSE IT'S A MOVING TARGET IS TO GO TO OUR WEBSITE. IT IS CONTINUOUSLY BEING UPDATED. SO WHEN WE LOOK AT OUR DATA AND THEN YOU LOOK AT DATA SOMEWHERE ELSE IT MAY BE DIFFERENT BECAUSE SOME IS MORE REAL-TIME THAN OTHERS. THE DATA THAT COMES FROM COMMERCIAL LABS LAGS BEHIND IT'S DIFFICULT TO GET THE REAL-TIME DATA, BUT THE WEBSITE, REALLY DOES GIVE YOU A NICE SUMMARY OF ALL THE COUNTIES IN THE STATE OF FLORIDA. AND IT GIVES YOU A NICE PICTURE OF WHAT IT REALLY LOOKS LIKE, MUCH MORE IN REAL TIME THAT I WOULD BE ABLE TO
GIVE YOU AT THIS TIME. >> ONE OF THE STATISTICS I HEARD IS THAT THE STATE OF FLORIDA HAS THE THIRD HIGHEST -- INCIDENT RATE OF THE DISEASE OR DEATH RATE. I DON'T REMEMBER THE NUMBERS OFF THE TOP OF MY HEAD, BUT THEY WERE LOWER THAN NUMBER ONE -- NUMBER FOUR I THINK IS ONE OF HEARING. PEOPLE ARE TALKING ABOUT
[00:55:08]
WANTING TO -- THE COUNTY TO ORDER A SHELTER IN PLACE. WERE LOOKING FOR OBJECTIVE BASIS FOR IF OR WHEN THAT WOULD BE DIRECTED BY THE GOVERNOR OR HEALTH DEPARTMENT AND WE, AS A LOCAL GOVERNMENT WANT TO SUPPORT THE HEALTH DEPARTMENT IN THE GOVERNOR, WE JUST NEED A FACTUAL BASIS TO EXPLAIN TO PEOPLE WHY IT IS NOT BEEN ISSUED TO DATE. NOT SAYING IT NEEDS TO BE. BUT PEOPLE ARE LOOKING FOR FACTUAL DATA. IS THERE ANY WAY TO PROVIDES INFORMATION AS TO WHAT THAT IS BASED ON TO DATE OR WHAT THAT MAY LOOK LIKE BECAUSE PEOPLE NEED TO PREPARE IF THAT SHOULD BECOME A NECESSITY. THEY NEED TO HAVE ENOUGH SUPPLIES AT HOME. THEY NEED TO BE ABLE TO ORDERLY SHUTDOWN THEIR BUSINESSES OR MAKE ARRANGEMENTS FOR DELIVERIES IN ORDER TO BE ABLE TO DO SO IN AN ORDERLY FASHION RATHER THAN AT ASPLIT-SECOND NOTICE. >> THE CHALLENGE WE HAVE IS THAT THIS IS A NEW DISEASE THAT IS EMERGING THAT WE ARE NOW LEARNING WE TRIED TO FOLLOW SCIENCE. FOR US, WE FOLLOW THE GOVERNOR'S DIRECTIVES AND OFTEN, WE ARE HEARING THE SAME DAY AS WE MOVE ALONG. BUT THE REALITY IS WE ALL NEED TO BE PREPARED. WE SHOULD HAVE ABOUT TWO WEEKS OR MONTHS GROCERIES OR SUPPLIES AVAILABLE TO US WE UNDERSTAND THAT THIS IS A MOVING TARGET. YOU LOOK AT SOUTH FLORIDA WE KNOW THE FOUR COUNTIES IN THE STATE OF FLORIDA HAVE STAMPLE SHELTER. WE TEND TO THINK IS NORTHEAST FLORIDA EXPENSE LOWER COMING THIS WAY BUT WERE SEEING MOVEMENT. THERE ARE NO BORDERS. IT'S DIFFICULT TO SAY WHAT DAY THIS WILL OCCUR. WE UNDERSTAND, ACCORDING FORMER STATE SURGEON GENERAL THIS AND I KNOW MR. RUTHERFORD DID SHARE THAT WE WANT TO FLATTEN IT. WE'D LIKE TO GET A PLATEAU. WE HAVEN'T REACHED HER PEAK WE MAY REACH THAT PEAK BY THE END OF APRIL INTO MAY. THAT'S THE LAST INFORMATION THAT WE HAVE FROM YESTERDAY. SO WHAT WE THINK WE HAVE NOT GOTTEN TO THE PEAK WE ARE COMING INTO APRIL. IT IS CONCERNING SO WE SAY LOOK. THERE IS NO WAY THAT I CAN SAY TO THIS IS GOING TO BE TOMORROW, STATED SHELTER. BUT IF WE WAKE UP IN HER NUMBER SO DIFFERENTLY IT COULD BE EARLIER. AT THE SAME TIME THE IDEA IS TO STAY PREPARED. IT'S DIFFICULT. THIS IS NOT SOMETHING WE'VE EXPERIENCED BEFORE. SO IT IS HARD TO STAND UP HERE AND SAY OH MY GOODNESS. THERE'S NO DATA CAN GIVE YOU. BUT I CAN SAY TO YOU THAT IT IS ANTICIPATED THAT IT WILL PEAK TOWARD THE END OF APRIL INTO MAY. WHICH MEANS WE ARE STILL GOING ON. THE OTHER POINT THAT WE SHARED YESTERDAY AND THE CALL IS THAT THERE IS COMMUNITY SPREAD IN THE STATE OF FLORIDA. FOR A WHILE WAS ONLY UNDERSTOOD TO BE COMMUNITY SPREAD IN BROWARD COUNTY. THAT'S NO LONGER TRUE. IT APPEARS THAT WE HAVE COMMUNITY SPREAD IN FLORIDA. WITH THAT IN MIND IT MEANS THAT WE ARE UNABLE TO DO A CONTACT INVESTIGATION TO DETERMINE WHERE THE SOURCE OF INFECTION OCCURRED. SO THAT IS CONCERNING TO US. IT'S A MOVING TARGET AND WERE TRYING TO FOLLOW THE SIGNS I HOPE THAT
HELPS A LITTLE BIT. >> THANK YOU. COMMISSIONER YOU
HAVE A QUESTION? >> AS FAR AS LIKE THE HOTELS, THE SELF QUARANTINE THAT THE GOVERNOR HAS ORDERED SAY FROM LOUISIANA IF A HOTEL HAS SOMEBODY THERE TRYING TO CHECK IN FROM LOUISIANA ARE THEY TO CONTACT THE STATE HEALTH DEPARTMENT? WHO IS GOING TO ENFORCE THAT QUARANTINE?
>> I BELIEVE THAT SUPPORTS LOCALLY, BUT IN ANY CASE, THERE IS AN 800 NUMBER AND I CAN GET FOR YOU TO CALL THE STATE OF FLORIDA.
>> ALL THE HOTELS ARE OPEN. >> I MAY BE INCORRECT BUT I
BELIEVE THAT'S LOCALLY. >> I THOUGHT THE ORDER I READ WAS CONTACT THE STATE DEPARTMENT.
>> THE STATE HEALTH DEPARTMENT TO ENFORCE IT?
>> THAT'S FOR WONDERING BECAUSE THE SAME THING WITH SHORT-TERM RENTALS.
>> RIGHT. WE WERE GIVEN A NUMBER THE NUMBERS GIVEN OUT TO CALL THERE'S NOBODY THERE THIS
WEEKEND. >> ITSELF COLLABORATIVE EFFORT
WITH LOCAL LAW ENFORCEMENT. >> WE HAVE ANY INFORMATION OUT THERE TO THE HOTELS THAT IF THEY HAVE SOMEONE CHECKING IN FROM THESE FOUR STATES THAT THEY NEED TO CONTACT SOMEBODY ELSE.
>> NOT TO MY KNOWLEDGE. >> I THINK THAT SOMETHING WE NEED TO GET OUT THANK YOU. COMMISSIONER JOHNS.
>> NO QUESTIONS. >> COMMISSIONER WALDRON BRINGS
[01:00:12]
UP A GOOD POINT. IF SOMEONE FINDS OUT THAT SOMEBODY IS COME FROM ONE OF THESE STATES AND IS OCCUPYING A PLACE, RESIDENCE, HOTEL, WHAT SHOULD BE DONE ABOUT IT? BECAUSE IF THEY'RE NOT FOLLOWING THE RECOMMENDATIONS FROM THE HEALTH DEPARTMENT, THEY ARE POTENTIALLY INFECTING OTHER RESIDENTS. IS OUR LAW ENFORCEMENT AWARE OF THE PROCEDURES THAT ARE RECOMMENDED BY THE HEALTH DEPARTMENT OR GOVERNOR? WHAT WE DO WE FIND THAT ACTORS, SO TO SPEAK? IT ONLY TAKES ONE.>> CONCUR. I COULD NOT ANSWER FOR WHAT OUR LAW ENFORCEMENT IS AWARE OF, I AM AWARE THAT THERE IS A COLLABORATIVE EFFORT BETWEEN LOCAL LAW ENFORCEMENT IN THE FLORIDA HIGHWAY PATROL AS WELL AS WE DO HAVE A SYSTEM FROM THE DEPARTMENT OF HEALTH IN PLACE THAT WE HAVE THOSE INDIVIDUALS WERE NOT PARTICULARLY ADHERING TO IT, WE CAN WORK TO -- WITH OUR LEGAL COUNSEL AND LEGAL COUNSEL HERE AT THE COUNTY LEVEL TO ENSURE THAT THEY ARE QUARANTINED. SO THERE IS A SYSTEM IN PLACE THAT IS ENFORCEABLE BUT WITH THE SUPPORT OF OUR LEGAL COUNSEL.
IT WOULD NEED SUPPORT FROM THE COUNTY COMMISSIONER.
>> OF SOMEONE FINDS OUT THAT AN INDIVIDUAL NEARBY IS NOT FOLLOWING REQUIREMENTS FOR SELF QUARANTINE, WHAT PHONE NUMBER SHOULD THEY CALL?
>> YOU CAN CALL YOUR LOCAL HEALTH DEPARTMENT AND THEY WILL FACILITATE.
>> THANK YOU. >> THE OTHER CONCERNS I HAVE WITH THAT IS I WANT TO PUT OUR LAW ENFORCEMENT AT RISK, NO PREPARED TO GO TO A HOUSE TO MAKE CONTACT WITH THESE PEOPLE WHO SHOULD BE SELF QUARANTINE. I THINK THAT SHOULD BE HELD TO THE SHERIFF'S EAR, CHIEF HARD-WORKING SHE FOX. I THINK THAT SHOULD BE HELD MORE TO SOMEBODY THAT'S PREPARED TO GO IN AND TAKE REPARATIONS AND WHAT SIGNS TO LOOK FOR.
>> IT'S A COLLABORATIVE EFFORT. >> I KNOW IT'S A LACK OF
RESOURCES. >> IT'S A CLAPBOARD EFFORT AMONG HER SHERIFF'S OFFICE, SAINT AUGUSTINE POLICE BEACH WE COLLABORATE EVERY DAY. WE HAVE CELL PHONE NUMBERS. THIS WOULD NOT BE A SITUATION WHERE THE HEALTH DEPARTMENT -- WE HAVE THE AUTHORITY IN ORDER TO ASSIST IN LAW ENFORCEMENT HAS AUTHORITY TO WORK WITH US. WE WORK COLLABORATE CHEEKILY TO DETERMINE HOW TO DETERMINE THE NEXT MOVE. WE HAVE AUTHORITY THAT'S BEEN GRANTED THROUGH LEGAL ENFORCEMENT FOR QUARANTINE. SO WE HAVE THE ABILITY TO DO THAT BUT THAT'S A LAST RESORT. WE ATTEMPT TO CALL BEFORE TALKING TO LAW ENFORCEMENT IN DETERMINE HOW WE CAN ASSIST THAT INDIVIDUAL BEFORE THEY BECOME A DIRECTOR.
IF SOMEONE IS BEHAVING INAPPROPRIATELY, WE WOULD WANT TO KNOW BECAUSE WE WILL WANT TO DETERMINE IS THAT THE CASE AND HOW WE CAN BEST HELP BEFORE WE HAVE INVOLVEMENT OF ANY OF US GOING THERE OR HAVING LAW ENFORCEMENT INVOLVED.
>> IT'S JUST A LOGISTICAL NIGHTMARE THAT CHECKS INTO HOTEL IF THEY DON'T CONTACT YOU AND TELL YOU THAT THERE IN THE HOTEL.
>> WE KNOW THAT IS PEOPLE COME FROM OTHER STATES THAT WE OF THE FLORIDA HIGHWAY PATROL.
THEY ARE SUPPOSED TO VISIT THESE INDIVIDUALS THAT ARE CARRYING OUT THE DIRECTIONS OF HER GOVERNOR. THAT WAS THE ONLY INFORMATION I HAVE.
>> MR. CHAIRMAN, THE GOVERNOR'S ORDERS AS IS PUT OUT, THE 2082 PERTAINING TO ISOLATION OF INDIVIDUALS TRAVELING TO FLORIDA, I'LL JUST PICK A COUPLE OF THESE VACATION RENTAL CLOSURES WILL GET TO THAT IN A MOMENT. THE GOVERNOR DOES SAY IT SHALL BE THE DUTY OF EVERY STATE AND COUNTY ATTORNEY, SHERIFF, POLICE OFFICER ANOTHER COUNTY OFFICIAL -- SO PROBABLY, EACH OF THE PUBLIC OFFICIALS HERE UPON REQUEST TO ASSIST THE DEPARTMENT OF HEALTH. SO WE ARE TO ASSIST THE DEPARTMENT OF HEALTH IT MAY BE IS SORT OF THAT PROCEDURE AS COMMISSIONER JOHNS IS MENTIONING SEE SOMETHING DO. SO WE CERTAINLY ARE AVAILABLE TO ASSIST. WE CAN COORDINATE A FLOWCHART TO HAVE THIS DONE LOCALLY. THE STATE, THERE ARE SO MANY MOVING PARTS, SO MANY DIFFERENT PORTIONS OF THE STATE, SO MANY DIFFERENT ASPECTS OF THIS. WE WILL TALK ABOUT THOSE LATER IN THIS MEETING. BUT I THINK THAT THAT IS THERE. I THINK IT
[01:05:02]
WOULD BE USEFUL TO MAYBE SORT OF LOCALIZED WHAT THE GOVERNOR IS -- YOU KNOW, ORDERS WAS.FOR THE VACATION RENTALS, THE 20 Ã87, WHICH I BELIEVE MR. CONRAD MENTIONED, THAT IS REALLY UNDER DPP R I'M AWARE THAT LOCAL JURISDICTIONS HAD A REALIZING THAT FOR THEIR OWN COUNTY OR CITY, THAT TYPE OF THING, THAT IS SOMETHING ELSE THAT CAN BE LOOKED AT. BUT FOR THAT ONE, THE GOVERNOR RECOMMENDED THE DPPR SUPPLEMENT THAT.
>> I HAVE JUST -- DOCTOR I WOULD JUST LIKE TO ASK QUESTIONS ABOUT THE VIRUS ITSELF. IS IT TRUE THAT THE COVID-19 DOES NOT THRIVE IN HIGHER TEMPERATURES AND HIGHER
HUMIDITY? >> IT'S A NEW VIRUS. WE BELIEVE THAT IF IT OPERATES TOGETHER CORONAVIRUS SAYS THAT WE WOULD PROBABLY SEE INCREASED ACTIVITY IN COLDER WEATHER AND PERHAPS WITH THE WARMER WEATHER, WE MAY HAVE CHANGES THAT MIGHT BE HELPFUL TO US. TO PREPARE IN THE EVENT THAT IT DOES REOCCUR WHAT IS COLDER.
BUT AGAIN, THE SCIENCE IS NOT THERE TO BE ABLE TO ANSWER THE QUESTION AS TO WHETHER OR NOT THERE IS -- I'VE SEEN SOME STUDIES THAT LEAD US THAT WAY, BUT I COULDN'T ANSWER THAT DEFINITIVELY. WE ARE HOPEFUL, BUT AGAIN,
>> ALL RIGHT. ANY QUESTIONS FROM COMMISSIONER DEAN OR BLOCKER?
>> NONE. VERY GOOD. THANK YOU DOCTOR.
>> GOOD MORNING COMMISSIONERS. DIRECTOR OF EMERGENCY MANAGEMENT ST. JOHNS COUNTY.
AS YOU'VE HEARD, AS YOU'VE HEARD FROM MR. CONRAD AND THE DOCTOR WE BEEN FULLY RESPONDED TO COVID-19 OVER THE LAST. ONE POINT I WANT TO FOCUS ON THIS MORNING IS THE LOGISTICAL ASPECT OF WHAT THE EEOC HAS BEEN FACED WITH. AS WE HAVE SEEN FOR THE LAST SEVERAL WEEKS, IS THE SHORTAGE IN THE PPE SURGICAL MASK, GOWNS, SHIELDS AND GLOVES. THE RESPONSIBILITY IS FORCED TO TAKE ON THESE MISSIONS AND WORK WITH THE OPERATIONS CENTER TO TRY AND FILL THE REQUEST THAT WE HAVE FOR NOT ONLY OUR FIRST RESPONDERS, FLAGLER HOSPITAL, OUR LOCAL HEALTHCARE FACILITIES AND OUR CRITICAL FUNCTIONS INSIDE OUR COMMUNITY. WE HAVE HAD SOME SUCCESS WITH THAT. WE HAVE HAD 98 CASES OF MEDICAL SUPPLIES ARRIVE IN ST. JOHN'S COUNTY. AS THE ROLLING STOCK ARRIVES IT GOES TO THE LOGISTICAL STAGING AREA AND UTILITIES. WE PUT TOGETHER A SMALL TEAM MEETING WITH SOCIAL DISTANCING, A SMALL TEAM TO GO OVER AND BREAK THOSE SUPPLIES UP, PUT THEM IN CATEGORIES AND THEN HAVE THE FACILITIES COME THERE, ONE BY ONE THROUGH A PERIOD OF TIME TO PICK UP WHAT HAS BEEN ALLOCATED TO THEM. BY NO MEANS IS WHAT THEY NEED TO MEET ALL THEIR REQUIREMENTS. THIS IS JUST MINIMAL OF WHAT IS COMING IN FROM THE STATE OF FLORIDA. WE ARE ENCOURAGING EACH AGENCY TO CONTINUE USING THEIR PROVEN SUPPLIERS IN THE PAST TO MAKE SURE THEY ARE GETTING THE QUALITY AND QUANTITY THAT THEY NEED, ALTHOUGH SOME OF THOSE ARE -- MANY OF THOSE ARE BACKORDERED, BUT WE CONTINUE TO ATTACK THIS FROM MANY DIFFERENT PERSPECTIVES. WE ARE USING THE STATE OF FLORIDA EMERGENCY OPERATIONS CENTER, PRIVATE VENDORS AND WE HAD SOME COMMUNITY DONATIONS. WE APPRECIATE OUR COMMUNITY STEPPING FORWARD TO HELP OUR FIRST RESPONDERS WITH THIS CHALLENGE. SO, THAT IS ONE OF OUR MAJOR ASPECTS OF WHAT THE EEOC IS WORKING ON RIGHT NOW. WE WILL CONTINUE TO FIGHT FOR THOSE RESOURCES FOR ST. JOHNS COUNTY. AND CONTINUE TO DOLE THOSE OUT IN A VERY METHODICAL WAY TO MAKE SURE THAT IT IS SPREAD THROUGHOUT THESE DIFFERENT AGENCIES THAT NEED EDGE FOR THE COVID-19 RESPONSE.
THE OTHER THING THAT'S VERY IMPORTANT TO THE EEOC TEAM RIGHT NOW, IS INFORMATION
[01:10:15]
MANAGEMENT AND DISCUSSING THIS WITH THE PUBLIC, ANSWERING THE CALLS FROM THE PUBLIC, RUMOR CONTROL, PROVIDING THEM THE CORRECT INFORMATION, WE HAVE PBOTH CENTERS OPEN. IF YOU'D LIKE TO CALL THE DEPARTMENT OF HEALTH IT'S 209-3250 FOR THE CALL TAKERS AND FOR CITIZENS INFORMATION CENTER, IT IS A 245550 AT THE EEOC. THE DIFFERENCE IN FOR THESE CALLS FROM HURRICANE CALLS IS WHAT WE GET A HURRICANE CALLED, IS USUALLY WHAT EVACUATION ZONE IN MAYAN. THESE CALLS TAKE MORE TIME MANY OF YOU HAVE BEEN IN THE EEOC AND TAKING CALLS OR THE WEEKEND. PEOPLE NEED MORE INFORMATION. WE RUN THE CALL LONGER WITH OUR RESIDENTS EXPLAIN THIS PROCESS AS WE'VE DONE THIS MORNING. IT'S NEW SO IT TAKES MORE TIME FOR US TO EXPLAIN THE PROCESS AND WHAT THEIR NEEDS ARE. A VERY IMPORTANT FUNCTION FOR THE EEOC. DOES ANYBODY HAVE ANY QUESTIONS ON A RESPONSE TO COVID-19 FROM THE EEOC? I WANT TO TALK ABOUT ONE OTHER ÃBUT BECAUSE WE ARE SO FOCUSED ON THIS I WANT TO BRING TO YOUR ATTENTION THAT WE HAVE THE POTENTIAL FOR SEVERE WEATHER IN THE NORTH END OF OUR COUNTY THIS AFTERNOON. SO WE ARE UNDER MARGINAL RISK FOR SEVERE WEATHER WITH DAMAGING WINDS, ISOLATED TORNADOES AND THE POSSIBILITY OF HAIL. UNFORTUNATELY WERE LOOKING AT ONLY ABOUT 1/4 OF AN INCH OF RAIN OUT OF THIS EVENT. SO PLEASE MONITOR THE WEATHER THIS AFTERNOON AS WE MOVE INTO THE EVENING HOURS. I WANT TO BRING THAT TO EVERYONE'S ATTENTION.WE'VE SEEN IN THE PAST WERE FOCUSED ON ONE THING WE NEED TO BE FOCUSED ON ALSO WHAT COULD HAPPEN THIS AFTERNOON IN THE NORTHERN END OF OUR COUNTY. WITHOUT ANY QUESTIONS?
>> THANK YOU. >> MENTIONED PERSONAL PROTECTIVE EQUIPMENT IN GREAT NEED. THIS IS AN OPPORTUNITY TO MAKE A PUBLIC REQUEST FOR SPECIFIC NEEDS AND WHERE THOSE COULD BE DELIVERED OR WHO TO REACH OUT TO IF ANY ORGANIZATION HAS WHAT YOU NEED. THAT COULD BE -- THE DOTS CAN BE CONNECTED TO RESOURCES.
TAKE THE OPPORTUNITY IF THERE'S ANYTHING IN PARTICULAR THAT IS NEEDED BECAUSE THERE'S QUITE A FEW PEOPLE WHO HEAR THIS NOW AND LATER IN THE DAY.
>> OF THE PERSONAL PROTECTIVE EQUIPMENT THAT WE ARE LOOKING FOR WOULD BE THE N95 MASKS, SURGICAL MALLS, GOWNS, GLOVES, SHIELDS, GOGGLES, THOSE TYPE OF THINGS FOR OUR FIRST RESPONDERS IN OUR HEALTHCARE FACILITY PAIRED WOULD LOVE TO GET BACK WITH THE PUBLIC ON WHERE TO DROP THOSE OFF TO MAKE SURE THAT WE ARE PREPARED FOR THAT AND HAVE A TEAM IN PLACE, BUT IF YOU WANT TO LOOK THROUGHOUT YOUR BUSINESS OR IF YOU USE THESE THINGS PERSONALLY IN THE PAST THAT YOU'RE WILLING TO DONATE, WE'D LIKE TO GET BACK TO BECAUSE WE WANT TO MAKE SURE THAT WERE MEETING THE SOCIAL DISTANCE REQUIREMENTS. AS YOU KNOW, THE COUNTY SUSPENDED SOME REGULAR COLLECTION SITES SO WE DO WANT EVERYONE SHOWING UP AT ONCE. WE WILL WORK WITH OUR TEAM WAS MICHAEL RYAN TO MAKE SURE THAT WE ROLL THIS OUT CAREFULLY.
>> THANK YOU. >> THANK YOU MUCH. ANY QUESTIONS FROM COMMISSIONER BLOCKER OR DEAN?
>> I'LL PROBABLY GET A RESPONSE HERE A LITTLE BIT. THIS MORNING WE HAVE THE SHERIFF AND CHIEF HARDWICK IN BOX AS WELL. ANYBODY LIKE TO SEE ANYTHING? SHERIFF?
>> CHIEF? VERY GOOD. THANK YOU FOR COMING TODAY VERY MUCH. WE VERY MUCH APPRECIATED.
>> NO, SIR. >> OKAY. THANK YOU COMMISSIONER.. YES WE HAVE A SAINT AUGUSTINE BEACH BOARD AND STAFF HERE. THANK YOU FOR
COMING. >> ALL RIGHT. WE WILL OPEN IT UP NOW FOR PUBLIC COMMENT ON THIS ITEM, -- MORGAN TRY THIS AND SEE IF THE WORK. I'M SURE GOING TO HAVE CHALLENGES SO IF YOU WOULD PLEASE BE PATIENT WITH US. AND COMMISSIONER WALDRON WE WILL TURN IT OVER TO YOU.
>> AND MR. CHAIR, YOU CERTAINLY COULD DO PUBLIC COMMENT AT THIS TIME. THE NEXT TWO ITEMS WILL BE SORT OF ACTION ITEMS FOR THE BOARD. THE BOARD -- THOSE ARE THE ONES THAT REQUIRE PUBLIC COMMENT. SO AT THE DISCRETION OF THE BOARD.
>> ASSET. WE WILL ALLOW FOR PUBLIC COMMENT IN EACH OF THOSE AS WELL BUT RIGHT NOW IF I DON'T PUBLIC COMMENT ON SOME OF THE COMMENTS THAT ARE MADE. AND THEN ASK IF THERE ANY QUESTIONS. I THINK WHILE IT'S FRESH ON EVERYBODY'S MIND IT WOULD BE A GOOD OPPORTUNITY.
BUT I'LL TURN IT OVER TO COMMISSIONER WALDRON FOR PUBLIC COMMENT.
>> AT THIS TIME THE BOARD WILL HEAR PUBLIC COMMENT ON MATTERS THAT ARE ON THE AGENDA.
REGULAR AGENDA ITEMS WILL HAVE THEIR PUBLIC COMMENT. COMING UP ANY PERSON WISHING TO ADDRESS THE BOARD SHOULD COME TO THE PODIUM STATE HIS OR HER NAME AND ADDRESS. EACH PERSON WILL BE PROVIDED THREE MINUTES TO SPEAK. COMMENT SHOULD BE ADDRESSED TO THE BOARD AS A
[01:15:02]
WHOLE, NOT DO ANY INDIVIDUAL COMMISSIONER MAY NOT INCLUDE A DEMAND FOR IMMEDIATE RESPONSE FROM TH BOARD. NO PERSON MAY ADDRESS THE BOARD WITH PERSONAL PERTINENT OR SLANDEROUS REMARKS OR BOISTEROUS BEHAVIOR. MEMBERS OF THE AUDIT SHOULD REFRAIN FROM DISRUPTIVE AND -- FINALLY, I WOULD ASK THAT ANY SPEAKER THAT PRESENTS ANY OVERHEAD MATERIAL PLEASE PRESENT THAT TO BE ENTERED INTO PUBLIC RECORD. WE HAVE TWO PODIUMS BUT IF YOU WOULD TAKE YOUR TIME AND SPREAD OUT, ONE AT A TIME.>> (AWAY FROM MIC). >> COMMISSIONERS, I HAVE THREE QUESTIONS. ONE, THE ST. JOHN'S COUNTY -- DOES ST. JOHNS COUNTY HAVE A PLAN FOR A TEMPORARY HOSPITAL AND YOU HAVE A LOCATION RIGHT NOW WHERE THAT WOULD BE WHAT IF THE AREA HOSPITAL FILLS UP? NUMBER TWO, IS REALLY GOOD HERE THAT COULD GIVE US AN UPDATE ON THE LOCAL HOMELESS POPULATION? ARE THEY BEING TESTED. ARE THERE TEMPERATURES BEING TAKEN? IS THERE SPECIAL SHELTER FOR THEM? NUMBER THREE, MAYBE I MISSED THIS, DOES COMMISSIONER HENRY DEAN OR COMMISSIONER BLOCKER IS A SELF DEMOCRAT A SELF ISOLATING?
>> THANK YOU. >> GOOD MORNING. MAGGIE COSTA 570 BEACH BOULEVARD. MY STATEMENT I GUESS WOULD BE TO THE DOCTOR FROM THE DEPARTMENT OF HEALTH. CONCERNING -- I HAVE LOOKED ONLINE AND EVERY -- EVERYWHERE THAT IS POSSIBLE, THE COVERED NATIONAL SITE, THE LOCAL HEALTH DEPARTMENT, THE STATE HEALTH DEPARTMENT. THERE IS NO DOCUMENT TO BE FOUND EXPLAINING WHAT SELF ISOLATION OR SELF QUARANTINE MEANS. WE LIVE IN A TIME WHERE COMMON SENSE IS NOT SO COMMON. AND JUST GOING TO THE GROCERY STORE YESTERDAY, I SAW FIVE CARS WITH STATE LICENSE PLATES FROM NEW YORK, THREE FROM NEW JERSEY AND TWO FROM CONNECTICUT. SO, IF THESE PEOPLE, OR COMING FROM THESE HIGH LEVEL OF CONTINGENT AREAS, STATES, WHICH ARE ON STATEWIDE MANDATED QUARANTINE, ARE HERE IN OUR STATE, AND OUR GOVERNOR HAS ISSUED ORDERS THAT THESE PEOPLE SHOULD BE IN 14 DAYS OF SELF QUARANTINE, WHAT ARE WE PROVIDING THEM WITH THAT STATES WHAT SELF QUARANTINE MEANS? BECAUSE I'M QUITE SURE THAT IT DOES NOT INCLUDE A TRIP TO THE GROCERY STORE?
>> AND THEY'RE PUTTING DOWN OUR POPULATION AT GREATER RISK.
>> THANK YOU. >> GOOD MORNING. MY NAME IS PHIL 113 NINTH STREET SAINT AUGUSTINE BEACH. THE FIRST THING THAT I WANT TO TALK ABOUT IS IT WAS HARD TO FIND OUT ABOUT THIS MEETING. A LOT OF PEOPLE DIDN'T KNOW ABOUT IT.
SO MY QUESTIONS ARE HOW OFTEN ARE YOU GUYS MEETING WITH THE EEOC TO PLAINNESS, WHETHER IT'S REMOTELY WERE -- EVERY OTHER CITY SEEMS TO BE -- COUNTY SEEMS TO BE UPDATING PEOPLE ON A REGULAR BASIS. EITHER TELEVISION OR SOMETHING ELSE. QUESTION FOR BEACHES, IS THERE ANY WAY THAT YOU CAN CONSIDER -- I KNOW -- I HAVE TO COMMEND THE CHIEF FOR THE JOB THEY DID AT SAINT AUGUSTINE BEACH FOR KEEPING OUR BEACHES ALIGHTED WE GOT SHOT DOWN BECAUSE OF THE DEVOL COUNTY LINE. COULD THEY JUST LET PEOPLE COME ON? WE HAVE A LOT OF WALKERS WALKING ON THE SIDEWALKS AND ARE CLOSER THAN EVER. IF THEY DO IT IN THE MORNING UNTIL ABOUT 10 AM FOR EXERCISE? THE GOVERNOR OF VIRGINIA CLOSES BEACHES BUT LEFT IT OPEN FOR PEOPLE THAT ARE MOVING, EXERCISING, NOT LAYING AROUND. SO JUST A SUGGESTION FOR YOU GUYS MAYBE YOU CAN LOOK AT BECAUSE HERE'S THE THING, THE DOCTORS SAID WE HAVE TO BE NICE TO EACH OTHER.
IF PEOPLE ARE COOPED UP IN THEIR HOMES -- I'M SAYING BE RESPONSIBLE, SOCIAL DISTANCING BUT IF PEOPLE ARE COOPED UP IN THEIR HOMES AND ARE NOT GETTING OUT TO BREEZE, THIS AFFECTS THE LUNGS. A FRIEND OF MINE HAS GOTTEN A VIRUS AND I KNOW MORE ABOUT IT FIRST HAND. BUT
[01:20:05]
PEOPLE NEED TO GET OUT A LITTLE BIT. WE HAVE PEOPLE ON THE BEACH THAT WANT TO WALK THEIR DOGS. IN THE MORNINGS OR GET OUT, JUST FOR LITTLE BIT TO BREEZE, TO CHILL OUT SO THEY FEEL BETTER. ALSO, HOW OFTEN ARE YOU MEETING. I MADE SOME NOTES WHILE I WAS SITTING BACK HERE. AND CAN WE DO PRESS CONFERENCE FROM TIME TO TIME? GET THE PRESS INVOLVED. I'M NOT SAYING -- EVERY OTHER TOWN SEEMS TO BE DOING IT AND IT'S HARD AS MAGGIE SAID TO FIND ANY INFORMATION. LIKE I COULD NOT EVEN FIND THIS MEETING UNTIL HAD SOMEBODY SEND IT TO ME JUST TO LOOK ON THE COUNTY'S WEBSITE IT WASN'T RIGHT THERE IN FRONT OF US TO LET EVERYBODY KNOW AND THERE'S A LOT OF PEOPLE THAT WANTED TO BE HERE TODAY. LET ME SEE WHAT ELSE OF GOD HERE.ALSO WHAT'S THE CAPACITY OF OUR HOSPITALS IN CASE THIS THING GOES UP? AND HOW MANY VENTILATORS WE HAVE? HAS ANYBODY REACHED OUT TO THE HOSPITALS. THIS IS A GOOD PLANNING THING BECAUSE WE DO NOT WANT TO GET SLAPPED IN THE FACE A WEEK OR TWO FROM NOW IF THIS ESCALATES IN OUR COUNTY. JUST TO GIVE YOU AN IDEA OF HOW IT SPREAD, A FRIEND OF MINE, WHO HAS ISOLATED IN BRANTFORD FLORIDA, HE NEVER LEAVES BECAUSE HIS MOM IS AN INVALID.
HE CONTRACTED THE VIRUS BY GOING TO THE SUPERMARKET AT I 90 US 90 AND I 75. HE GOT INTO THE PARKING LOT, HE NORMALLY GOES THERE TO GO HE SAID HE SAW THREE CARS FROM NEW YORK, VERMONT IN ONE CONNECTICUT ANY DAYS LATER HE HAD THE VIRUS.
>> THANK YOU SIR. >> THANK YOU.
>> WE WILL ANSWER QUESTIONS LATER.
>> THANK YOU MR. CHAIRMAN AND COUNTY COMMISSIONERS AND MR. CONRAD -- I JUST WANTED TO REITERATE YOU ALL KNOW WHO I AM. I'M ALSO DISTRICT MANAGER FOR JOHNS CREEK PLANTATION COMMUNITY DEVELOPMENT DISTRICT AS WELL AS THE COMMUNITY DISTRICT AS WELL AS TWIN GREEKS DOROTHY AND CREEKSIDE BETWEEN CREEKS. THOSE ARE SOME OF THE DISTRICTS I MANAGE THROUGHOUT
THE STATE. >> CAN YOU OFFER YOUR ADDRESS
AS WELL. >> 162 S. LAKES DRIVE.
>> THANK YOU. >> THE REASON I CAME UP HERE IS -- FOR THE OPPORTUNITY TO REACH OUT TO BOTH MR. CONRAD AND MR. JOHN'S AND LET THEM KNOW THAT THE PLANTATION HAS A UNIQUE STRATEGIC LOCATION WE HAVE UNIQUE AND STRATEGIC RESOURCES.
MOST OF THAT IS THE AREA OF THE REC CENTERS THAT WE HAVE CAN BE POTENTIALLY USED BY THE EEOC OR THE COUNTY TO STAGE OR TWO OTHER ITEMS THAT YOU MIGHT NEED TO DO DURING THIS EMERGENCY. SO WE WANT TO MAKE SURE THAT WE ARE DOING OUR PART WORKING IN HER LOCALLY WITH YOU TO ACHIEVE THE GOALS AND HELP WITH THIS PUBLIC EMERGENCY. THE OTHER ITEM IS THE STAFF IS LOOKING AT THE MUTUAL AID TO SEE IF THERE'S AN OPPORTUNITY THAT WE CAN WORK WITH THE EMERGENCY OPERATIONS DIRECTOR AND THE COUNTY COMMISSIONERS AND MR. CONRAD TO SEE WHAT WE CAN DO FOR DONATIONS. WE ARE MAKING AN EFFORT. WE HAVE ROUGHLY OVER 15,000 PEOPLE THAT LIVE IN JEWEL LINCOLN CREEK THAT'S THE LAST ESTIMATE WE HAVE AND I WANTED TO OFFER THOSE THINGS UP. YOU HAVE MY INFORMATION. MR. CONRAD DOES AS WELL AND MISSED OUT AND THEN I WANT TO THANK HER BECAUSE OF THAT INFORMATION, UNABLE TO STAY UP TO SPEED MULTIPLE TIMES A DAY GET THAT INFORMATION OUT TO MY BOARD, OUR ELECTED OFFICIALS WHO ARE VERY MUCH FOLLOWING YOUR LEAD. SO I WILL END WITH THANK YOU. YOU ARE ALL IN MY PRAYERS OUR COUNTY IS MY PRAYERS. WE TRUST YOU MAKE THE RIGHT DECISIONS IF THERE'S ANYTHING I CAN PERSONALLY OR PROFESSIONALLY DO, PLEASE LET ME KNOW.
>> THANK YOU. >> GOOD MORNING.
>> GOOD MORNING GENTLEMEN. MY NAME IS GUY RASH I RESIDED 2803 S. PONTEVEDRA BOULEVARD.
THAT'S A BEACHFRONT PROPERTY. I AM A FULL-TIME PERMANENT RESIDENT AT THE PROPERTY.
PROBABLY THE ONLY ONE FOR 20 HOUSES. I WANT TO THANK FIRST, THE COMMISSIONERS AND MR. CONRAD FOR TALKING TO ME BY TELEPHONE ON SUNDAY MONDAY ON YOUR OWN PERSONAL TIME. LIKE 9:30 PM. I APPRECIATE THAT. I DO. THAT YOU HAVE THAT CONCERN FOR YOUR CITIZENS. WHAT I WANTED TO TALK ABOUT TODAY I WANT TO MINIMIZE THIS TODAY BECAUSE I DO NOT WANT TO OVEREMPHASIZE AND TAKE OVER THE SERIOUSNESS OF THE VIRUS. BY NO MEANS ANYTHING DISCOUNTS THE SERIOUSNESS OF THE SITUATION WE ARE IN. I DON'T WANT TO SECOND-GUESS CLOSING OF THE BEACHES BECAUSE I UNDERSTAND AND LIVE THERE AND I SAW WHAT UNDERSTAND I SAW WHAT HAPPENED
[01:25:01]
WITH THE NUMBER OF OUT-OF-STATE OUT OF COUNTY FOLKS COMING ON TO OUR BEACHES. WHEN THE PUBLIC CAN'T SELF-CONTROL IT BECOMES YOUR DUTY TO CONTROL FOR THEM TO PROTECT US. MY CONCERN IS INDIVIDUAL PROPERTY RIGHTS. I OWN A PROPERTY TO THE HIGH MAIN WATER LINE.RIGHT NOW WE ARE ASKING OUR DEPUTIES AND OUR POLICE TO REMOVE PROPERTY OWNERS FROM THEIR OWN PROPERTY. I FEAR TELL BO ABOUT THIS FOR THE OFFICERS HAVING TO DO IT. IT'S NOT THEIR FAULT. THEY ARE CATCHING THE ABUSE FOR THIS. IMAGINE YOU'RE IN A SITUATION WHERE THE POLICE, BY THE FORCE OF GOVERNMENT AND NOT SO METAPHORICALLY WITH A GUN, REMOVING US FROM OUR OWN PROPERTY. THAT'S JUST WRONG. THE FACT THAT A FAMILY THAT LIVES TOGETHER IN A HOME CHOOSES TO GO AND WHAT IS THEIR BACKYARD IS NOT GOING TO INCREASE THE INCIDENCE OF COVID-19. WE ARE TO LIVE TOGETHER AND BREATHE THE SAME AIR. BUT YOU ARE FORCING YOUR DULY SWORN DEPUTIES EMPLOYEES TO REMOVE US FROM OUR OWN PROPERTY. THAT IS JUST WRONG. WE NEED TO CONSIDER ANOTHER WAY TO DO THIS. IF IN THE SHORT TERM WE HAVE TO CARRY OUR DRIVERS LICENSE OUT ON THE BEACH TO PROVE THAT WE OWN THE PROPERTY, THEN SO BE IT. I'M NOT A BIG FAN OF CARING PAPERS ANYMORE BUT AM UP LOSING INDIVIDUAL PROPERTY RIGHTS, BUT PROPERTY RIGHTS ARE A RIGHT OF OUR CONSTITUTION AND I DO NOT THINK THIS IS THE TIME TO OVERRIDE THE CONSTITUTION. I KNOW THIS IS A TEMPORARY SITUATION. THE SOUR FEDERAL INCOME TAXES. AND WE KNOW WHERE THAT HAS GONE OVER THE LAST 90 OR 100 YEARS. WANT TO GIVE AWAY A RIGHT OR A FREEDOM, IT'S HARD TO GET IT BACK AND IT'S A SLIPPERY SLOPE OR RUNNING DOWN. PLEASE RECONSIDER THE BEACH
PROTECTION. THANK YOU. >> GOOD MORNING.
>> GOOD MORNING COMMISSIONERS. MY NAME IS MARGARET ENGLAND FOR 25 OCEANFRONT DRIVE SAINT
AUGUSTINE BEACH. >> AM HERE TO THANK SEVERAL INDIVIDUALS WHO HAVE REACHED OUT AT THE COURTESY OF COMMUNICATION WITH OUR SMALL TOWN AND MYSELF PERSONALLY. HENRY DEAN, HUNTER CONRAD, OFFICIALS FROM THE CITY OF SAINT AUGUSTINE, JOHN REAGAN AND TRACY OF CHURCH, THERE, I'LL HAVE REACHED OUT SO THAT WE CAN DISCUSS ACTIONS THAT SHOULD BE TAKEN, UNIFORM POLICIES WITH THE COUNTY AND ALTHOUGH WE MAY HAVE DIFFERED A CERTAIN POLICY, WE HAVE RESPECTED EACH OTHER'S OPINION AND DISCUSSED -- AND THOSE OPEN COMMUNICATIONS ABOUT WHAT IS BEST FOR OUR INDIVIDUAL JURISDICTIONS AND OUR COUNTY IS SO IMPORTANT. SO I THANK YOU FOR THAT. I WANT TO TELL YOU ABOUT YOUR DECISION TO CLOSE BEACH PARKING. I CAN TELL YOU THAT I WAS AT MY WITS END AND HOW TO CALM THE BEACH. AND ESPECIALLY IN OUR SMALL TOWN OF SAINT AUGUSTINE BEACH. THAT DECISION ON THAT FRIDAY TO CLOSE THE BEACH PARKING LOT IN THE SAINT AUGUSTINE BEACH FOLLOWING THAT, GIVE US SOME CALMING AS I WALKED INTO A SPECIAL MEETING OF SAINT AUGUSTINE BEACH THAT FRIDAY, THAT DECISION TO AT LEAST CALM SOME OF THE BEACH AREAS WAS SO IMPORTANT. MY SHOULDERS CAME DOWN AS WE HAD THAT MEETING TO SAY OKAY, WE MAY HAVE SOME RELIEF TO CALM THE BEACH IN THE CITY OF SAINT AUGUSTINE BEACH OVER THE WEEKEND.
UNFORTUNATELY THINGS GOT OUT OF HAND AND WE HAD TO GO FURTHER AND CLOSE THE BEACHES. I'M HERE TO TELL YOU I SUPPORTED THE DECISION. I RESPECT WHAT YOU'RE DOING AND I'M THERE TO HELP AND COMMUNICATE AND WORK WITH YOU FOR THE HEALTH AND SAFETY OF OUR RESIDENTS IN OUR CITY OF SAINT AUGUSTINE BEACH. THANK YOU SO MUCH.
>> THANK YOU. >> LINDA -- (INDISCERNIBLE) --
I RENT VACATION RENTALS. >> MANAGER WALKING AS IF YOU COULD REPEAT YOUR NAME AND ADDRESS.
>> LINDA BAYLESS, TO FIRST WING SAINT AUGUSTINE BEACH. I AM 68 YEARS OLD. I RENT VACATION RENTALS FOR MYSELF AND MY FATHER WHO IS GOING TO BE 99 AT THE END OF MAY. HE AND MY MOTHER, 95 ERNIE NURSING HOME. WHAT YOU HAVE DONE BY CLOSING THE BEACHES IN SAINT AUGUSTINE
[01:30:08]
WHATEVER GOVERNOR HAS DONE BY LETTING PEOPLE COME TO HOTELS BUT NOT COMING TO VACATION RENTALS, WHICH ARE MUCH SAFER THERE ALL HOUSES. YOU CAN SELF QUARANTINE OF YOUR HOTEL YOU ARE SHARING IT WITH AN ELEVATOR . I PAID THE SAME STATE SALES TAX, YOU KNOW, 10 -- SIX AND HALF PERCENT TO SAM FOUR PERCENT TO YOU. SINCE MARCH 13, I HAD 64 PHONE CALLS. I HAVE LOST $200,000 BETWEEN MY FATHER AND MYSELF. MY GROSS THAT WE REPORTED ON OUR INCOME TAXES WAS LIKE 116. I AM COMPLETELY BANKRUPT. ALL THE SMALL BUSINESS LOANS THAT HAVE BEEN DONE, THEY'RE GOING TO BAIL OUT THE HOTELS, SMALL TOWN VACATION RENTAL PEOPLE, WE DO NOT QUALIFY FOR ANY OF THOSE. WE DO NOT HAVE EMPLOYEES. I HAVE CLEANERS, BUT THEIR INDEPENDENT CONTRACTORS. SO YOU HAVE -- YOU HAVE ABSOLUTELY PUT ME OUT OF BUSINESS AND BANKRUPTED ME AND I THINK AT LEAST YOU WILL COULD RETURN THE FOUR PERCENT THAT YOU'VE TAKEN IN MY SALES TAX BECAUSE YOUR FOUR PERCENT IS LIKE $38,000 THAT I HAVE PAID YOU IN THE LAST YEAR AND I'M NOT GOING TO BE ABLE TO PAY MY PARENTS PLACE TO STAY. I DON'T KNOW WHAT -->> ANYBODY ELSE? >> I AM PAUL WILKINSON. 2539 AND 2541 DR. BADER BOULEVARD SALES. I THINK WE SAW THE NOTICE THAT CAME OUT AND PUBLIC BEACHES AND PUBLIC ACCESS WAS GOING TO BE CLOSED AS OF SUNDAY. THOSE OF US THAT LOOK LIVE ALONG THE SOUTHBOUND TRIBUTARY DON'T FEEL LIKE THIS HAS BEEN FOR US BECAUSE WE'VE BEEN THROUGH THIS WITH ALL THE MEETING WE HAD WITH EACH REPLENISHMENT. IT'S BECOME CLEAR THAT WHO OWNS WHAT. BUT I CALLED INTO THE EMERGENCY OPERATIONS CENTER BECAUSE I HAVE A RENTAL NEXT DOOR AT A YOUNG FAMILY FROM NEW JERSEY HAS BEEN STAYING THERE FOR THE LAST THREE WEEKS AND THEY WANT TO STAY ON AND THEY WERE USHERED OFF THE BEACH. AND DON'T KNOW WHERE TO GO BECAUSE IF YOU'RE FAMILIAR WITH THE HOUSES, YOU LITERALLY STEP FOOT YOU'RE ON THE STAND. PLAYING IN THE FRONT YARD WITH A FORM FIVE-YEAR-OLD IS IN A GOOD OPTION. I CALLED INTO THE EMERGENCY OPERATIONS CENTER EVERYONE WAS A AMAZING.
REPRESENTATIVE BLOCKER CALLED ME BACK. I COULD FEEL BETTER ABOUT THE AMOUNT OF TENSION WERE GETTING. BUT WHEN I DID TALK TO SOMEBODY, ONE OF THE COUNCILMEMBERS SAID YOU'RE INCORRECT ABOUT WHO OWNS THE BEACH. THERE ARE NO PRIVATE BEACHES IN ST. JOHN'S COUNTY.
AND THEY DON'T FOLLOW UNDER THE 2018 RICK SCOTT DECLARATION. I LOOKED IT UP. HE IS CORRECT.
BUT WHAT'S NOT CORRECT IS WHO OWNS THE SECTION OF BEACH BASICALLY THAT BEACH CODE IS TALKING ABOUT CUSTOMARY USE. IF I COULD REDO TWO SENTENCES OF IT BECAUSE I DON'T FEEL LIKE CLOSING THE BEACHES IS WRONG I FEEL LIKE THE INTERPRETATION TOOK IT FURTHER THAT THAT OFFICERS THAT ARE VERY FRIENDLY. HERE'S WHAT IT SAYS.
>> THEY MANDATE THE COUNTY GOVERNMENT TO PROTECT THE PUBLIC'S CUSTOMARY RIGHTS OF BEACH ACCESS AND USE. IT IS NOT THE INTENT OF THIS CODE TO IN FACT IN ANY WAY TITLE OF THE LAND IN THE ATLANTIC OCEAN FLOOR TO IMPAIR THE RIGHT OF ANY SUCH OWNER. I'M SKIPPING A LINE AND IT SAYS WHAT IT IS FOR, THE CUSTOMARY RIGHT OF THE PUBLIC TO ACCESS AND USE ANY PARTICULAR AREA OF PRIVATELY OWNED BEACH. SO WE ARE FALLING BACK ON -- WE ARE SAYING WE OWN IT AS INDIVIDUALS ON THAT LAND THAT WE ARE PAYING TO HAVE THE SAND PUT ON. IT IS SURVEYED TO US. BUT THE PUBLIC HAS ACCESS TO IT WE CAN'T PUT UP NO TRESPASSING SIGNS OR FENCE IT OFF BECAUSE IT'S BEEN USED FOR HUNDRED YEARS. BUT IT DOESN'T CHANGE THE FACT THAT WE HAVE NOWHERE TO TAKE OUR CHILDREN EXCEPT THE FRONT YARD TO TAKE THE DOGS OUT EXCEPT FOR THE FRONT YARD IF WE STEP FOOT ON THE SAND WERE VIOLATING THE INTERPRETATION OF THE RULE I DON'T THINK THAT'S ALWAYS WRITTEN. IT WAS PUBLIC ACCESS. I FEEL LIKE OUR BACKYARD SHOULD BE OUR BACKYARD. THANK YOU ANYBODY ELSE?
[01:35:02]
>> WE WILL NOW TURN IT OVER TO THE PHONES.
>> MR. CHAIR, COMMISSIONER BLOCKER HAS ASKED THAT I CLARIFY THAT HE IS SELF QUARANTINE AND I BELIEVE THAT COMMISSIONER DEAN ARE DOING THAT AS WELL. AS I DON'T THINK ANY OF THEM HAVE TESTED POSITIVE ON THE COVETING BUT OUT OF AN ABUNDANCE OF CAUTION, THEY ARE PARTICIPATING REMOTELY ENOUGH SELF QUARANTINE. THANK YOU MR. CHAIR.
>> THANK YOU. >> WHATEVER IS TRUE CHAIR IS AN APPROPRIATE TIME COMMISSIONER DEAN HAS RELATED INFORMATION YOU WOULD LIKE FOR ME TO ADDRESS TO THE BOARD. I DON'T KNOW IF YOU'D LIKE ME TO DO THAT NOW ON THE BACK END OF PUBLIC COMMENTS BECAUSE HE INDICATED THERE'S ABOUT 1/32 DELAY WHAT THEY'RE GETTING THAT'S WHERE HAPPINESS COMMUNICATION THEY CAN HEAR AND SEE BUT IT'S DELAYED HE'S ASKED ME TO BRING A COUPLE THINGS TO THE BOARD'S ATTENTION. I CAN DO IT NOW OR LATER.
>> WERE QUESTIONS THAT WERE ASKED THAT I LIKE TO HAVE ANSWERED AT THIS POINT. MR. BOVO SAID A COUPLE QUESTIONS. AND ANY STAFF THAT WOULD LIKE TO GO AHEAD AND BUILD THOSE I KNOW YOU ARE TAKING NOTES. IF YOU'D LIKE TO START OR -- I CAN START FIRST OF ALL WAS MR. RAWLS QUESTION ABOUT THE REAL WILL. WILL CONTACTED YESTERDAY WILL HOSPITAL GET AT THIS TIME LOOKING FOR AN OPPORTUNITY TO PUT UP A TEMPORARY HOSPITAL IN ST. JOHN'S COUNTY. SHOULD THE SPACING -- BED SPACE BECOME A PROBLEM OR SHOULD IT BECOME A PROBLEM JUST FOR MEDICARE PERSPECTIVE IN ORDER TO PROTECT WORKERS THAT ARE DOING SPECIFIC COVIDIOT RESPONSE. THEY'RE SAYING WE ARE NOT ASKING FOR THAT YET. THE REQUEST WAS IF WE GET TO THAT ROUTE WILL THE COUNTY HELP FAST TRACK THE PROCESS IN ORDER FOR US TO PUT UP TIMBER UNITS. JUST SO THE PUBLIC AND THE BOARD IS AWARE MY RESPONSE TO THE INDIVIDUAL ASKED ON BEHALF OF THE HOSPITAL WAS IF IT'S WITHIN OUR POWER AS A BOARD OR ADMINISTRATOR TO FAST-TRACK THAT, SHOULD WE GET TO THAT NEED AND I WOULD TALK TO HEALTH PARTNERS TO DETERMINE IF THAT IS IN NEED. WE WOULD DO OUR PART TO HELP FACILITATE THAT. THERE HAS BEEN SOME CONVERSATIONS ABOUT A TEMPORARY HOSPITAL. I PERSONALLY CAN'T SPEAK TO THE HOMELESS THING THAT MR. REYNOLDS SPOKE ABOUT.
I THINK MR. MCCORMICK INDICATED -- IN RESPECT TO THE COMMISSIONERS. I'LL TURN IT OVER TO OTHER STAFF IF THERE'S ANY OTHER QUESTION SPECIFICALLY.
>> LINDA, DID YOU HAVE ANYTHING YOU WANTED TO RESPOND TO?
>>. >> DIRECTOR OF EMERGENCY MANAGEMENT. I BELIEVE THERE'S A QUESTION ABOUT COMMUNICATION WITH THE COMMISSIONERS. THEY -- I THINK EVERY COMMISSIONER HAS BEEN TO THE EMERGENCY OPERATIONS CENTER DURING THIS AND ALSO WEARING CONSTANT MEDICATION WITH THE EMERGENCY OPERATIONS CENTER TO RECEIVE THE SITUATION REPORT. WE DO HAVE INSIDE THE EMERGENCY OPERATIONS CENTER A SKELETON CREW WHICH CONSISTS OF THE DEPARTMENT OF HEALTH AND A REPRESENTATIVE FROM FLAGLER HOSPITAL. WE ARE IN CONSTANT COMMUNICATION WITH FLAGLER HOSPITAL. THEY HAVE BROUGHT IN ADDITIONAL EQUIPMENT AND A BEEN PREPARING HOSPITAL FOR WEEKS FOR THEIR RESPONSE. WE HAVE GONE INTO DIFFERENT PLANNING CYCLES FOR FUTURE PLANNING AS MR. CONRAD TALKED ABOUT, A TEMPORARY HOSPITAL OR OTHER FACILITIES THAT CAN BE USED IN ST. JOHN'S COUNTY. PART OF THAT IS WORKING WITH OUR STATE AND FEDERAL PARTNERS MAKING SURE THAT WE ARE CONSISTENT WITH WHAT THEY'RE LOOKING FOR AS WE ARE LEARNING FROM SOUTH FLORIDA ON HOW THESE DIFFERENT PROTOCOLS OLL OUT HAVING THOSE DISCUSSIONS SO WE ARE READY SO CONTINGENCY PLANNING IS A DAILY ACTIVITY FOR THESE DIFFERENT MEASURES.
>> DR. ELLICOTT YOU HAD QUESTION ABOUT THE DEFINITION OF SELF QUARANTINE. WOULD YOU
>> DR. ELLICOTT DEPARTMENT OF HEALTH.
>> WILL BE TALK SELF ISOLATION, GENERALLY SPEAKING, WE ARE TALKING TO AN INDIVIDUAL AND ASKING THEM TO SELF ISOLATE. PRIOR TO THE CURRENT STAGE OF THE DISEASE PROCESS, WHEN WE ASK YOU TO SELF ISOLATE, WE CALLED YOU EVERY DAY. WE MADE A VISIT TO THE HOME, WE ACTUALLY TOOK YOUR TEMPERATURE. THE PROCESS HAS CHANGED. DEPENDING ON THE SITUATION, THE
[01:40:08]
DOOR 90 MAY BE SYMPTOMATIC OR ASYMPTOMATIC WHETHER OR NOT YOU MAY HAVE BEEN EXPOSED WE DETERMINE WHAT WOULD BE ENTAILED. -- WHAT WOULD CONSIST OF. EXPECTATION IS, USUALLY, THAT FROM THE TIME THAT YOU HAVE HAD SYMPTOMS UNTIL THE TIME YOU NO LONGER HAVE SYMPTOMS THAT YOU SELF ISOLATE FOR TOTAL OF 14 DAYS. WE CALL. WE HAVE A DISCUSSION.WE EVEN TAKE THERMOMETERS TO INDIVIDUALS HOME TO ENSURE THEY STAY AT HOME. IF WE ASK YOU TO SELF ISOLATE THE EXPECTATION IS THAT YOU ARE NOT CAN LEAVE YOUR HOME AND WE MAKE THE PHONE CALL YOU ARE THERE. IF WE UNDERSTAND THAT YOU ARE UNABLE TO DO SOME OF THIS YOURSELVES, WE INSIST THAT YOU REMAIN HOME. IT DEPENDS ON THE CIRCUMSTANCES AND I'M NOT CERTAIN, EVERY SITUATION IS A LITTLE DIFFERENT. THERE'S A STANDARD DEFINITION PEOPLE USE THE WORD QUARANTINE AND ISOLATION CHARITABLY. IN MY WORLD QUARANTINE IS A DIFFERENT IMPLICATION. NOT REUSING THEM INTERCHANGEABLY. I'VE SEEN DEFINITIONS NOT THAT MUCH DIFFERENCE. WHAT WE THINK OF QUARANTINE THAT THE LEGAL IMPLICATION. WE HAVE THE AUTHORITY TO WORK WITH LAW ENFORCEMENT TO MAKE THAT HAPPEN. THAT'S SOMETHING LIKE TB. FOR COVID-19 I KNOW THERE IS A PROCESS TO MAKE IT HAPPEN IF IT'S NECESSARY. SO WE HAVE A SITUATION WHERE SOMEONE WAS EXPOSED AND ACTUALLY WAS INFECTED WITH COVID-19 AND HAD BEEN TOLD AND UNDERSTOOD CLEARLY THE EXPECTATION THAT THEY REMAIN AT HOME, WE DO HAVE A MECHANISM IN PLACE TO MAKE THAT HAPPEN. BUT THAT'S ON A CASE-BY-CASE BASIS AND THAT IS A VERY COLLABORATIVE EFFORT. IT'S NOT JUST THE DEPARTMENT OF HEALTH WALKING IN AND SAYING -- IT TAKES MORE THAN THAT TO MAKE SOMETHING LIKE THAT HAPPENED.
>> COMMISSIONER JOHNS, JEFF A QUESTION?
>> YES. IF SOMEONE DETERMINES THAT THEY SHOULD SELF ISOLATE, SHOULD THEY CALL THE HEALTH DEPARTMENT TO NOTIFY SOMEBODY THAT THEY ARE DOING SO OR THE OTHER ACTION ITEMS THAT YOU
MENTION. >> IT'S ALWAYS A GOOD IDEA TO CONFIRM WITH YOUR LOCAL HEALTH DEPARTMENT.
>> LOCAL OR STATE HEALTH DEPARTMENT.
>> OF LOCAL HEALTH DEPARTMENT. WE HAVE A NUMBER FOR THE STATE HEALTH DEPARTMENT THAT'S HELPFUL BUT AT THE SAME TIME, IF YOU LIVE IN ST. JOHN'S COUNTY OR WHICHEVER LOCAL AREA YOU ARE IN THE EXPECTATION ISSUE CONTACT THE LOCAL DEPARTMENT.
>> SHOULD SOMEBODY SELF ISOLATE IF THEY'VE COME IN CONTACT WITH SOMEBODY WHO IS TESTED
POSITIVE? >> YES. AND WE WOULD WANT TO KNOW BECAUSE WE WOULD WANT TO DETERMINE WHETHER OR NOT WE SHOULD INITIATE A CONTACT INVESTIGATION. AS WE HAVE MORE CASES CONTACT INVESTIGATIONS ARE GOING TO LOOK DIFFERENT BECAUSE WE ARE LEARNING MORE AS WELL AS THE SCIENCE IS GOING TO DETERMINE WHAT IT LOOKS LIKE.
ABSOLUTELY. IF SOMEONE COMES INTO CONTACT WE WANT TO KNOW BECAUSE WE WANT TO DETERMINE
WHAT ARE THE NEXT STEPS. >> THAT'S THE REASON I ASKED THIS INFORMATION. FACTUAL PATIENT -- RIGHT NOW PEOPLE ARE BECOMING AFRAID WHEN THEY SEE LICENSE PLATES FROM SPECIFIC STATES. THERE'S NO WAY TO KNOW WHETHER THE PEOPLE WHO OPERATE THOSE VEHICLES HAVE COME IN CONTACT WITH SOMEONE OR WHO HAVE THE VIRUS. IN OUR CONCERN IS THAT THE FEAR IS CREATING A GREATER ISSUE THAN THE VIRUS ITSELF. WE DO NOT WANT PEOPLE TO BE AFRAID OF SOMEONE BECAUSE ABLE LICENSE PLATE FROM ONE OF THOSE STATES BUT WE EXPECT PEOPLE TO PERFORM AS THEY SHOULD DO SO AT THEY'VE COME IN CONTACT WITH YOU. AS THAT'S WHAT THEY SEE AND PERCEIVE VERSUS THE REALITY, OF THE POTENTIAL FOR SOMEONE, MOST PEOPLE ARE ABOVE AND BEYOND COURTEOUS AND POLITE. SO THEY TALK ABOUT YOUR ISOLATED CASES.
MINIMIZE WITHOUT MINIMIZING THE SEVERITY OF THE DISEASE. AS YOU STATED WE ARE EXPECTING YOU TO GET WORSE BEFORE IT GETS BETTER. WE LOOKING FOR FACTUAL INFORMATION WHERE PEOPLE CAN CALL FOR ANSWERS TO THESE TYPES OF QUESTIONS. IT'S NOT MEANT TO SOUND LIKE AN INQUISITION.
AS PEOPLE NEED TO MAKE DECISIONS TO SELF ISOLATE FOR PERSONAL REASONS.
>> UNDERSTOOD. WE ARE AVAILABLE 24 SEVEN AS WELL AS THE CALL CENTER AS WELL AS OF THE LOCAL HEALTH DEPARTMENT. WE FIELD THE CALLS ALL DAY LONG AND INTO THE EVENING. AND SOMETIMES LATE AT NIGHT. SO WE UNDERSTAND AND I'M IN CONCURRENCE WITH YOU. THANK
YOU. >> THANK YOU DR. ELLICOTT.
>> WE DO HAVE A PHONE CALL FOR PUBLIC COMMENT IS IS THERE A DELAY WITH THEM TOO?
[01:45:24]
>> 217 NORTH CHURCHILL. I HAVE TWO COMMENTS. ONE RECORDING REGARDING HOW ARE THEY DEALING WITH THE COST. THEY'RE TAKING UP NOT HAVING A FEE ASSOCIATED WITH NOT HAVING INSURANCE ON MY SECOND COMMENT IS REGARDING AT THE APRIL 7 MEETING IS CURRENTLY ON THE AGENDA YOU HAVE TOPICS THAT HAVE A LOT OF INPUT. IS THERE ANY CONSIDERATION BEING GIVEN TO DIFFERING THOSE ITEMS TO A TIME THAT'S ACTUALLY THE PUBLIC CAN PARTICIPATE? RIGHT NOW IT SEEMS LIKE BY KEEPING NOTES ON THE AGENDA YOUR RAILING THE PUBLIC TO COME DOWN AND HAVE
THEIR VOICES HEARD. THANK YOU. >> THANK YOU. MR. SHARE, IF I MAY REMARKET THIS TIME. I THINK THE BOARD HEARD BOTH OF HER QUESTIONS. I THINK THAT HER NAME AND ADDRESS -- I DID NOT HEAR THAT. SO IF OUR STAFF COULD GET HER NAME AND ADDRESS.
THANK YOU MR. SHARE. >> THANK YOU. ARE THERE ANY
OTHER CALLS? COME ON UP. >> THE QUESTION WAS ASKED ABOUT THE HOMELESS. I WANTED TO BRING UP TO DATE.
>> GIVE YOUR NAME. >> BERRY FOX, CHIEF OF POLICE SAINT AUGUSTINE POLICE DEPARTMENT.
>> I'VE BEEN IN CONTACT WITH CONTINUED CARE THEY'RE WORKING ON STRATEGIES FOR THE HOMELESS POPULATION. I CAN CONTINUE TO TRY TO BE THE MOUTHPIECE FOR YOU IF YOU WISH TO HAVE THOSE QUESTIONS ANSWERED AS WE MOVE FORWARD IN YOUR MEETINGS OR I CAN GET SOMEONE FROM THE CO TWO FOR THEM TO COME OUT AND GIVE YOU WHICHEVER ONE YOU'RE COMFORTABLE WITH.
>> THANK YOU. >> BEFORE WE MOVE ON TO ANSWER QUESTION I HAD A COUPLE DIFFERENT QUESTIONS. ARE THERE ANY OTHER PHONE CALLS?
>> THANK YOU VERY MUCH. ALL RIGHT, MR. CONRAD?
>> YES, SIR. THERE WERE NUMBER OF QUESTIONS RELATED TO THINGS THAT MR. DAVAO AND MR. WILKINSON ALL RELATED TO THE BEACH AND MANY OF THE EMAILS THAT YOU HAVE RECEIVED AS WELL IN REGARDS TO BEACH WALKING AND MOVEMENT ON THE BEACH, MR. DEAN, THIS IS A THING THAT WILL COME UP RIGHT NOW. I CAN BRING UP COMMENTS ON THEIR BEHALF. HE ASKED ABOUT THE POSSIBILITY THAT SOMETHING IS WALKING OR DOING SOMETHING LIKE THAT ON THE BEACH. WE HAVE ASKED RESIDENTS TO COMPLY WITH THE ORDER IN EFFECT TO KEEP PEOPLE OFF THE BEACH. LOCAL LAW ENFORCEMENT IS USING THEIR DISCRETION IN EDUCATING THEM. LET'S CLEAN THIS UP. LET'S SEE WHAT MEASURES WE CAN TAKE. FROM AN ADMINISTRATIVE STANDPOINT, WE ARE CONSTANTLY EVALUATING. IF THERE'S AN OPPORTUNITY SOONER THAN LATER IT MAY NOT BE THIS WEEK WE WOULD LIKE TO HAVE THE OPPORTUNITY TO LOOSEN UP SOME RESTRICTIONS. WE ARE LOOKING AT WHAT EFFECT THAT WOULD HAVE, DOES LAW ENFORCEMENT HAVE TO EXTEND IN ORDER TO MANAGE THAT.
THERE WERE ONE OR TWO OTHER COUNTIES THAT ARE DOING NOW. I WANTED TO ANSWER THAT. WE ARE NOT LOOKING AT THIS BEING A PERMANENT MEASURE. AS YOU WELL KNOW THIS CHANGE IS BY THE HOUR. I COULD FIND OUT SOMETHING THAT THE GOVERNOR SAYS THAT CHANGES OUR COURSE OF DIRECTION. WE ARE NOT LOOKING AT THIS BEING FOR THE SAME EXTENSION HOPEFULLY NOT AS ALL THE GUIDELINES. IT'S A TEMPORARY MEASURE TO TRY TO GET PEOPLE OUT OF HERE TO PROTECT THE HEALTH, SAFETY AND WELFARE OF THE COMMUNITY AND THEN LOOKING AT LOOSENING THESE THINGS SO OUR RESIDENTS ARE ABLE TO ENJOY IT. IT IS A COLLABORATIVE EFFORT. WITH EMERGENCY MANAGEMENT LAW ENFORCEMENT, THE CITY AND THE BEACH IN DETERMINING WHAT KIND OF RESOURCES WE WOULD NEED AND HOW THAT WOULD WORK. THAT IS SOMETHING THAT WE ARE CONSTANTLY LOOKING AT TO SEE IF THERE'S ANOTHER OPPORTUNITY. AT THIS POINT THE BEACHES ARE CLOSED BUT IT'S NOT FOREVER. WE ARE TRYING TO WORK ON THAT.
>> I THINK MR. DAVAO HAD A QUESTION ABOUT HOW OFTEN WE WILL MEET. IT WILL BE EVERY
[01:50:01]
TUESDAY UNTIL THIS IS OVER. SO PROBABLY UNTIL JULY OR AUGUST UNTIL OUR EMERGENCY IS GONE.WE ACTUALLY MEET EVERY WEEK DURING A STATE OF EMERGENCY.
>> AND WE DO -- LIKE MS. TOTTEN SAID WE NEED CONSTANTLY, NOT TOGETHER, BUT INDIVIDUALLY WITH OUR STAFF AND WE WORK WITH THEM . I THINK -- WE WILL GET WITH THE ADMINISTRATOR ABOUT DOING BETTER UPDATES FOR PEOPLE WHETHER IT'S BY FACEBOOK OR ON THE INTERNET. THIS CHANGE SINCE WE HAD OUR LAST -- THINK YOU CAN MR. JOHN'S.
>> WAS A REFERENCE TO PRESS CONFERENCES. PRESS CONFERENCES ARE WELL-MADE BECAUSE IT REQUIRES A PROCESS OF PEOPLE BOTH BEHIND AND IN FRONT OF THE CAMERAS WHICH IS WHAT WE DON'T WANT TO DO. OUR ADMINISTRATIVE OUR STAFF ARE DAILY IF NOT MULTIPLE TIMES A DAY COMMUNICATING WITH THE MEDIA AND MULTIPLE SOURCES TO GET HOURLY IF NOT MORE FREQUENT, INFORMATION OUT. WE CAN'T AFFORD TO WAIT A DAY OR WEEK OR PRESS CONFERENCE TO GET INFORMATION. IT'S BEING DISSEMINATED TO MEDIA MUCH MORE FREQUENTLY THAN WHAT WOULD BE EXPECTED OF A HURRICANE SITUATION. JUST BECAUSE YOU DON'T SEE ONE OF US ON CAMERA DOESN'T MEAN THE INFORMATION IS A PROMISE. YOU DON'T NEED TO HEAR FROM US INDIVIDUALLY IF THE INFORMATION HAS BEEN CONVEYED BY THE MEDIA WHICH IS DOING A FANTASTIC JOB WITH KEEPING UP WITH A CHANGING SITUATION. THAT'S THE REASON YOU ARE HEARING FROM US TODAY.
THE MEDIA IS WELCOME TO ATTEND OUR MEETINGS IF THERE'S ANYTHING THAT THEY NEED TO ASK OF US BUT YOU'RE DOING A GREAT JOB OF ASKING THE QUESTIONS THAT ARE BEING ANSWERED NOT JUST AT THESE MEETINGS BUT ON A REGULAR BASIS AND DISSEMINATED TO THE MEDIA. WHEN OUR BEACHES WERE CLOSED THAT INFORMATION OF WITHIN MINUTES WAS DISSEMINATED TO THE MEDIA TO BE ABLE TO GET THE INFORMATION TO YOU. ALL OF US ARE SENDING INFORMATION OUT BY PHONE EMAIL AND TEXT TO INDIVIDUALS WHO HAVE ASKED FOR THAT. JUST BECAUSE YOU'RE NOT HEARING IT DIRECTLY FROM US DOESN'T MEAN IT'S NOT COMING FROM US AS A LOCAL GOVERNMENT BODY. WE UNDERSTAND THE IMPORTANCE OF GETTING INFORMATION OUT BUT A PRESS CONFERENCE WOULD NOT PROVIDED AS EXPEDITIOUSLY AS IT'S BEING PROVIDED.
[Item 2]
>> ANYTHING ELSE NEED TO BE ADDED?
>> WE WILL MOVE ALONG TO AGENDA ITEM NUMBER TWO THE EXTENSION OF THE LOCAL STATE OF
EMERGENCY. MR. MACCORMACK. >> THANK YOU. AS YOU MAY REMEMBER ONE WEEK AGO THIS BOARD HAD EXTENDED A LOCAL STATE OF EMERGENCY. YOU HAVE BEFORE YOU AN EMERGENCY PROCLAMATION WHICH WOULD HAVE THE SAME EFFECT AND WOULD EXTEND FOR ANOTHER SEVEN ADDITIONAL DAYS. YOU EACH HAVE A COPY OF THAT. IT IS POSTED ON OUR WEBPAGE AND AGAIN, IT'S SIMILAR TO THE ONE THAT THE BOARD CONSIDERED LAST WEEK THROUGH THE DETAILED REPORT MR. CONRAD, DR. OLCOTT LINDA STOUGHTON, AND I THINK THE PUBLIC INPUT THAT YOU HAVE HAD, LAW ENFORCEMENT, I THINK ALL LAID THE PREDICATE FOR THE BOARD TO CONSIDER AN EXTENSION. THANK YOU MR. CHAIR.
>> THANK YOU MR. MACCORMACK. >> WILL NOW OPEN IT UP TO PUBLIC COMMENT IF THERE'S ANY QUESTIONS OR COMMENTS FROM THE BOARD.
>> WE WILL NOW HAVE PUBLIC COMMENT ON AGENDA ITEM NUMBER TWO. IF ANYONE WANTS TO SPEAK, PLEASE COME FORWARD. CHAIRMAN, SEE NO PUBLIC COMMENT.
>> THIS IS THE WAY WE WILL HANDLE IT. FIRST OF ALL ITS ENTERTAINING MOTION -- I WILL
ENTERTAIN A MOTION. >> OKAY. MOTION TO APPROVE EMERGENCY PROCLAMATION NUMBER 2020 ÃFOUR.
>> OKAY. MOTION TO APPROVE? DO I HAVE A SECOND?
>> SECOND. I HAVE A MOTION AND A SECOND. I'M GOING TO DO IS ASSESS TO BE A VOICE VOTE THAT WE CAN CAPTURE THOSE VOTED -- VOICE ROLL CALL VOTE. I'LL ASK EACH COMMISSIONER TO SAY YES, SIR NO ON THE MOTION TO EXTEND THIS EMERGENCY PROCLAMATION. SO COMMISSIONER JOHNS, COMMISSIONER DEAN, YES, SIR NO. COMMISSIONER JOHNS.
>> AS. >> COMMISSIONER WALDRON.
COMMISSIONER BLOCKER OR DEAN? >> THIS IS COMMISSIONER
[01:55:21]
BLOCKER, I AM A YES. >> THANK YOU COMMISSIONER
BLOCKER. >> COMMISSIONER DEAN, YES.
>> THANK YOU VERY MUCH. IF YOU COULD TURN DOWN THAT NOISE. I DO NOT LIKE HEARING MYSELF,
[Item 3]
THAT'S FOR SURE. >> SO WE HAVE FIVE YESES ON EMERGENCY PROCLAMATION. WE WILL MOVE ALONG TO AGENDA ITEM MISSED 23 MR. MCCORMICK.
>> THANK YOU MR. CHAIR, MISTERS. I PRESENTED TO ANOTHER EMERGENCY PROCLAMATION.
THIS IS MORE TECHNICAL. IT GOES TO THE CONTRACT OR LICENSING. AS THE BOARD KNOWS, IT HAS AUTHORIZED MEETINGS TO BE HELD BY CMT ARE BASICALLY BY TELEPHONIC MEANS. HOWEVER, THERE IS AN ORDINANCE THAT PERTAINS TO CONTRACTOR LICENSING THAT REQUIRES THE ACTUAL PHYSICAL PRESENCE OF A CONTRACTOR BEFORE THE SEER BE TO APPROVE THE APPLICATION FOR LICENSE. AND THE BOARD -- PART OF ME ONE MOMENT.
AS THE BOARD, THERE ARE SEVERAL CLASSES OF LICENSES PERTAINING TO THESE CONTRACTOR LICENSING.
JUST TO GIVE SOME EXAMPLE GENERAL CONTRACTOR BUILDING CONTRACTOR, MR. PALMER OR MASTER ELECTRICIAN CABINETRY, CERAMIC TILE AND MARBLE, I HAVE NOT LISTED THROUGH ALL OF THOSE BUT THOSE ARE THE EXAMPLES OF THOSE. SO WAS THE EFFECT THAT THE BOARD WOULD APPROVE THIS EMERGENCY PROCLAMATION, WHAT ALLOWED THE CONTRACTOR REVIEW BOARD TO APPROVE LICENSES WHERE THE APPLICANT DOES NOT HAVE TO APPEAR BY PERSON, BUT THEY COULD APPEAR THROUGH SOME OTHER
MEANS. THANK YOU, MR. CHAIR. >> THANK YOU. ANY QUESTIONS?
IF NOT WILL. >> WE ARE AT PUBLIC AGENDA ITEM
NUMBER THREE. >> (INDISCERNIBLE) GENTLEMEN, JUST IN CASE THERE'S NO OTHER BUSINESS ON NUMBER FOUR WANT TO THINK CONGRESSMAN RUTHERFORD FOR THE GREAT PRESENTATION HE DID AND CONGRESSMAN CONRAD FOR THE GREAT JOB YOU DONE TODAY.
>> THANK YOU. >> NONE OVER THE PHONE?
>> ALL RIGHT. WE SEE NO FURTHER PUBLIC COMMENT. I'LL BE READY TO MAKE A MOTION?
>> COMMISSIONER WALDRON? >> MOTION TO ENACT EMERGENCY PROCLAMATION NUMBER 20-25 WAIVING CERTAIN PROCEDURES AND FORMALITIES PERTAINING TO THE APPROVAL OF AUTHORIZED CONTRACTOR LICENSES PURSUANT TO ORDINANCE NUMBER 2002 Ã48.
>> SECOND. >> I HAVE A MOTION AND SECOND BY COMMISSIONER JOHNS. ANY FURTHER DISCUSSION? WE WILL PROCEED WITH A VOICE ROLL CALL
VOTE. >> COMMISSIONERS DEAN AND BLOCKER, IF YOU COULD CALL IN WITH YOUR VOTE, YES, SIR NO ON PROCLAMATION WAIVING CERTAIN PROCEDURES AND FORMALITIES PERTAINING TO REVIEW AND APPROVAL OF AUTHORIZED CONTRACTOR LICENSES PURSUANT TO ORDINANCE 2002 -- COMMISSIONER WALDRON?
>> THAT WILL BE YES AS WELL. WE WILL WAIT FOR COMMISSIONER BLOCKER AND DEAN RESPONSE. AS.
>> THIS IS COMMISSIONER BLOCKER. I VOTE YES.
>> THANK YOU, COMMISSIONER BLOCKER.
>> THIS IS DEAN, YES. >> WE HAVE FIVE YESES. THANK YOU. THAT IS A YES BY ALL THE COMMISSIONERS ON AGENDA ITEM NUMBER THREE. IS THERE ANY OTHER BUSINESS THAT NEEDS BECOME BEFORE THE BOARD? I KNOW WE HAVE COMMENTS FROM
[02:00:01]
COMMISSIONER DEAN IN A MOMENT. >> MR. CHAIR?
>> YES, SIR. >> THE TAX COLLECTOR ASKED THAT I READ SOME INFORMATION FROM THE TAX COLLECTOR INTO THE RECORD IF I MAY DO THAT.
>> YES, SIR. >> FROM THE ST. JOHN'S COUNTY TAX COLLECTOR DENNIS W HOLLINGSWORTH. AND BY THE WAY, THE INFORMATION I AM POSTING HERE. I WILL ARRANGE TO ENSURE THAT IT IS ON THE APPROPRIATE LOCATION ON PUBLIC WEBSITE.
2019 PROPERTY TAX PAYMENTS HAVE BEEN GRANTED AN EXTENSION BY THE GOVERNOR. THE MARCH 31 DEADLINE HAS BEEN EXTENDED FOR APRIL 15. ANY PAYMENT RECEIVED BY APRIL 15 WILL BE CONSIDERED TIMELY. ANTICIPATED REVENUES FOR THE CURRENT BUDGETS BASED ON THE ST. JOHN'S COUNTY TAX ROLL CERTIFIED TO THE TAX COLLECTOR ARE BEING COLLECTED THE END DISTRIBUTED TIMELY. TO DATE, AND A 5.8 PERCENT HAS BEEN COLLECTED. TOWARDS DEVELOPMENT TAX HAS BEEN GRANTED AN EXTENSION AS WELL. THERE IS NO PENALTY AND INTEREST ACCRUAL FOR PAYMENTS REMITTED BY MARCH 31, WHICH IS TODAY, FOR THE FEBRUARY 2020 REPORTING PERIOD. NO PENALTY AND INTEREST ACCRUAL FOR PAYMENTS MADE BY 30TH OF APRIL FOR THE MARCH 2020 TOURIST DEVELOPMENT TAX REPORTING PERIOD. DRIVER LICENSE AND IDENTIFICATION CARDS WITH EXPIRATION DATES OF MARCH 16 THROUGH APRIL 15, 2020, WILL BE EXTENDED FOR 30 DAYS. US DEPARTMENT OF HOMELAND SECURITY HAS EXTENDED THE REAL ID ENFORCEMENT DEADLINE FOR DRIVERS LICENSE AND IDENTIFICATION CARDS TO OCTOBER AND IDENTIFICATION CARDS TO OCTOBER 1, 2021. ALL BRANCH OFFICES -- THESE ARE THE TAX COLLECTION BRANCH OFFICES CLOSED. THE MAIN OFFICE LOCATION REMAINS. AND I BELIEVE THAT REMAINS CLOSE.
THE MAIN OFFICE LOCATION REMAINS OPERATIONAL FOR ST. JOHN'S COUNTY RESIDENTS ONLY.
CONCEALED WHAT -- ARE SUSPENDED THROUGH APRIL 19. AT THIS TIME WE ARE NOT OFFERING ROAD TESTS.
THANK YOU MR. CHAIR. THANK YOU FOR THAT REPORT. WE WILL MOVE INTO COMMENTS MR. DENA
COMMENT VIA MR. CONRAD. >> FIRST OF ALL, COMMISSIONER BLOCKER ASKED ME TO PUT ON THE RECORD ON HIS BEHALF THAT HE IS ABSENT BECAUSE HE IS SELF QUARANTINE. SECONDARILY COMMISSIONER DEAN ASKED THAT FOR THE BOARD'S DISCUSSION ABOUT WHETHER OR NOT IT WAS A GOOD IDEA TO CONTINUE IN APRIL WITH LAND-USE HEARINGS GIVEN SOME OF THE DIFFICULTIES TODAY, WITH THE TECHNOLOGY AND THE COLLINS IN THEIR ABILITY TO RESPOND. OBVIOUSLY THAT IS UP FOR YOU FOR DISCUSSION, MR. CHAIR. IN TAKING THE LEAD BUT COMMISSIONER DEAN HAS ASKED ME TO BRING THAT BEFORE THE BOARD FOR YOUR DISCUSSION.
>> ANY DISCUSSION BEFORE THE BOARD? MR. JOHN'S.
>> THANK YOU. AS WELL IS OUR MEDICATIONS TRYING TO MAKE THIS POSSIBLE, WITH THE 32ND DELAY, ASSUMING ONE OR MORE COMMISSIONERS IS NOT GOING TO BE AVAILABLE AT OUR NEXT BOARD MEETING, I WOULD LIKE TO ASK THAT WE POSTPONE EITHER THE MEETING IN ITS ENTIRETY OR ANY ITEMS THAT WOULD REQUIRE A SIGNIFICANT GROUP OF PEOPLE. I WANT TO BALANCE BETWEEN MEETINGS TO CONDUCT BUSINESS IF NECESSARY AND THE FACT THAT PEOPLE'S BUSINESS AND LIVELIHOODS WITH THE ABILITY TO COMMUNICATE ASSUMING ALL FIVE ARE AVAILABLE TO PARTICIPATE UNLESS THERE IS SOME WAY FOR COMMUNICATION TO BE ABLE TO IMPROVE AT THAT MEETING. AND IT'S OPEN TO DIALOGUE BUT I WOULD ASK FOR RECOMMENDATIONS ON HOW TO DO SO. THE EASY OUT IS TO SAY POSTPONE. BUT THEN THERE'S A RIPPLE EFFECT THAT IT HAS ON THOSE ARE THE AGENDA ALREADY AND THOSE WHO WANT TO PARTICIPATE IN THE MEETING. BUT THERE'S THE OTHER SIDE WE
WANT TO BE CAUTIOUS. >> I'D LIKE TO HAVE THE OPINION -- IS THIS SOMETHING THAT WE CAN IMPROVE BETWEEN HERE IN THE NEXT -- BETWEEN APRIL 7 SO THAT -- IT WOULD BE A LITTLE BIT MORE FLAWLESS OR WILL CONTINUE TO BE THIS WAY?
>> COMMISSIONER MICHAEL RYAN YOUR COMMUNICATIONS DIRECTOR. ON CAN HAVE WILEY TALK MORE ABOUT THE TECHNICAL ASPECT. I'M NOT THE TECHNICAL PERSON. I TOLD MR. CONRAD I THINK WE
[02:05:01]
COULD IMPROVE IT MAY BE 30 PERCENT. WE SIMPLY DO NOT HAVE THE TECHNOLOGY IN THIS ROOM TO CONDUCT A REALLY FLUID MEETING. WE SAW THE TECHNICAL ISSUES TODAY AND WE'RE ONLY DEALING WITH A COUPLE PEOPLE. I DO HAVE CONCERNS ABOUT IT. CAN WE IMPROVE IT ALTHOUGH BITSOMEONE? >> YES. IS IT GONNA BE HUNDRED PERCENT FLUID TO CONDUCT BUSINESS OF THAT NATURE, I WOULD HAVE CONCERNS WITH THAT.
AND I CAN LET WILEY ADDRESS THE TECHNICAL PARTS OF IT.
>> WILEY, MIS DIRECTOR. TO ANSWER YOUR QUESTION, THE DELAY GETTING IS BECAUSE WERE TRYING TO GIVE AN AUDIO FEEDBACK AND BECAUSE WE DON'T HAVE AN INPUT INTO -- WE DO HAVE SOME OTHER EQUIPMENT THAT IS ON ORDER, BUT THINGS ARE BEING DELAYED. WE ARE EXPECTING IT TO BE ANOTHER WEEK. WE HAVE THAT IN WEEK Ã MAKE IT STILL ISN'T INTEGRATED, BUT IT WILL BE BETTER THAN WHAT IT IS AND WE WILL BE DEPENDED ON THEM GETTING FEEDBACK AND THAT'S WHERE OUR DELAY IS COMING. WE TESTED TWO DAYS ON DOING SOME OTHER TYPE OF VIRTUAL PRODUCTS LIKE ZOOM AND THINGS LIKE THAT. WHAT WE ARE RUNNING INTO IS WE RAN INTO THE SAME THING WHERE IT WAS GETTING JITTERY, THE VIDEO WAS BEING FROZEN SO WE ARE TRYING TO GET TO OTHER VIDEOCONFERENCING SOLUTIONS WHICH WE CAN INTEGRATE IN WITH. THE PROBLEM IS THAT THE INTERNET IS BEING OVERUSED IN THESE SERVICES THAT WE ARE FINDING ARE VERY UNRELIABLE. WE HOPE -- GOING ALL DAY YESTERDAY IN THE MORNING AND YESTERDAY WE FOUND THE SAME UNRELIABILITY AS FAR AS THE VIDEO AND VOICE FREEZING. YOU'VE GOT EVERY THIRD WORD OF WHAT'S HAPPENING THAT'S WHAT WE DID NOT BRING THAT TO THE BOARD. WE WILL BE ABLE TO MAKE IT BETTER. WE WILL BE ABLE TO HAVE THAT BETTER NEXT TIME.
>> THANK YOU. THANK YOU FOR DOING WHAT YOU'VE DONE FOR THE LAST TWO MEETINGS. IT'S BEEN HELPFUL. IT'S JUST NOT IS -- IS COMMISSIONER JOHNS ALLUDED TO DEFINITELY NEEDS SOME IMPROVEMENT IN ORDER TO BE FLUID.
>> WE AGREE WITH YOU. >> THANK YOU VERY MUCH. ANY
OTHER COMMENTS? MR. WALDRON? >> I THINK WE NEEDED MORE FLUID TO HOLD A GOOD MEETING. MY CONCERN IS THAT WERE GOING TO KEEP POSTPONING IT WILL RUN INTO JUNE, JULY AND AUGUST, THERE'S A LOT OF PEOPLE OUT THERE WAITING ON DECISIONS FOR THEIR BUSINESSES TO MOVE FORWARD. SO IT'S -- IT'S UP TO YOU ALL. I THINK WE DO HAVE TO
HAVE IT BETTER. >> I AGREE. COMMISSIONER
JOHNS? >> I'M ANTICIPATING THE WILL OF ANOTHER EMERGENCY PROCLAMATION MEETING IN A WEEK TO CONSIDER THE EXTENSION. WOULD IT BE WORTH HAVING JUST AN EMERGENCY PROCLAMATION MEETING, POSTPONING THIS BOARD MEETING FROM NEXT WEEK TO EITHER THE FOLLOWING WEEK OR COMBINING IT AND SEE WHAT THE EXPERIENCE IS NEXT WEEK WITH THE FOLLOWING WITH THE EQUIPMENT THAT'S BEEN ORDERED? YOU'RE DOING A HERCULEAN TASK AS OTHERS ARE ADAPTING TO THIS TEMPORARY SITUATION THAT WE ARE IN, THIS TOO SHALL PASS BUT TO BE ABLE TO HAVE A FLUID MEETING FOR THE ITEMS THAT WILL BRING MORE PEOPLE TO PARTICIPATE EITHER IN PERSON OR REMOTELY, WE COULD DO ANOTHER -- I DON'T WANT TO CALL IT A TEST RUN BUT A SMALLER AUDIENCE MEETING WITH EMERGENCY PROCLAMATION MEETING TO SEE IF SOME OF THESE DELAYS ARE SATISFACTORY TO THOSE I WILL HEAR THE MEETING AND DETERMINE IF THEY ARE ABLE TO REMOTELY ACCESS THE MEETING VERSUS -- (INDISCERNIBLE).
>> COMMISSIONER WALDRON? MY ONLY CONCERN ABOUT POSTPONING THE WHOLE THING IS WE HAVE A LOT OF THINGS LIKE THIS CONSENT AGENDA THIS PROJECT ROADWAY INTERSECTION THAT I DO NOT WANT TO GET DELAY IN GETTING THEM STARTED. SO WEEK -- I DON'T MIND HAVING ANOTHER MEETING THE FOLLOWING WEEK BUT WE CAN USE THE REZONING'S WEAKENING OF THE OTHER STUFF WE CAN MOVE ON TO
DAY-TO-DAY BUSINESS. >> LET ME ASK YOU A QUESTION, WE HAVE A POSTED AGENDA THAT IS OUT THERE. CAN WE BE SELECTIVE IN WHAT WE DO WITH THAT?
>> YOU CAN. I THINK THAT FIRST OF ALL, THE SEVEN DAYS FROM TODAY WILL BRING US TO YOUR NEXT REGULAR MEETING DATE, WHICH IS THE SEVENTH. SO IT WILL BE THE SAME DAY. MY SONS ON THAT -- AND I THINK ALL THE POINTS ARE GOOD. COMMISSIONER WALDRON!, THE CONSENT AGENDA TYPE ITEMS, I DON'T KNOW ANY REASON THOSE COULD NOT BE TREATED. I DO THINK FOR PUBLIC COMMENT, THAT'S -- YOU KNOW, PERHAPS THE MOST VALUABLE THING YOU GET AT EACH MEETING. I DO
[02:10:12]
THINK WITH TODAY'S CALLING AND PHONE SITUATION, I ALMOST WONDER IF THERE WERE SOME PEOPLE THAT MIGHT HAVE WANTED TO COMMENT, BUT FOR SOME REASON WERE UNABLE TO. I DO THINK THOUGH THE COUNTY, FOR EXAMPLE, COULD SET UP A SPECIAL LIKE -- AN EMAIL ADDRESS FOR PUBLIC COMMENT FOR ITEMS AND THEREFORE, IT GETS SENT AND IMPROVES THE COMMENTS COULD BE READ OUT OR SOMETHING LIKE THAT, JUST SORT OF A BACKUP, SO TO SPEAK. I DO THINK, TOO, THAT EACH OF OUR APPLICANTS AND INTERESTED PERSONS FOR THE REGULAR AGENDA ITEMS -- MY ADVICE IS THAT THE COUNTY SEND THEM KIND OF A NOTICE THAT THE COUNTY HAS BEEN EXPERIENCING SOME COMMUNICATION DIFFICULTIES AND THAT THEY WERE EXPECTED TO APPROVE BUT IF THEY ARE NOT IMPROVED, THAT THOSE ITEMS WILL BE RESCHEDULED. I'M PARTICULARLY SENSITIVE TO ANY OF THE QUASIJUDICIAL TYPE ITEMS IN THAT CONTEXT. OF COURSE ALL THE AGENDA ITEMS ARE IMPORTANT BUT PARTICULARLY THE QUASIJUDICIAL ONES IT'S SORT OF THE -- THE FORMAT THAT WE HAD TODAY WOULD BE VIRTUALLY IMPOSSIBLE COMMENTING. I DO THINK, TOO, AS THE BOARD DEMONSTRATED THROUGH ITS ADOPTION OF EMERGENCY PROCLAMATION 2025 ABOUT THE CONTRACTOR LICENSING, THIS BOARD WANTS TO, YOU KNOW, KEEP THE ECONOMY GOING. AND THAT IS -- THAT'S AN OPPORTUNITY THROUGH THAT PROCLAMATION TO DO THAT. I THINK REALISTICALLY, SOME APPLICATIONS AND SOME AGENDA ITEMS ARE JUST FRANKLY -- SOME ARE MORE TIME SENSITIVE THAN OTHERS. AND I THINK THAT YOU KNOW, THE APPLICATIONS INCLUDING SOME OF THE STAFF ITEMS, THAT COULD BE REVIEWED AS TO HOW TIME SENSITIVE THEY ARE.. ANY COMMENTS FROM COMMISSIONER BLOCKER, COMMISSIONER DEAN THAT THEY WOULD LIKE TO CALL LYNN? --CALL IN? >> WE WOULD'VE BEEN BETTER OFF CALLING THEM ON THEIR CELL PHONES AND PUTTING THEM IN THE MIC -- UNDERNEATH THE MIC SO
THAT THEY CAN HEAR. >> THIS IS COMMISSIONER BLOCKER. NO, SIR. NOT AT THIS TIME.
>> THANK YOU. >> COMMISSIONER DEAN.
>>. >> THIS IS COMMISSIONER DEAN.
MR. CHAIRMAN, CAN YOU BE. >> I CAN.
>> THIS IS COMMISSIONER DEAN. I'M ASSUMING YOU CAN HEAR ME AT SOME POINT.
>> YES, SIR. WE CAN HEAR YOU. >> I WANT TO SAY TWO THINGS. I CERTAINLY DOUBT -- I CERTAINLY DO NOT WANT TO -- THISIS DEAN. THIS IS DEAN. I CERTAINLY DO NOT WANT TO SLOW DOWN OR INTERRUPT A DELAY BUSINESS. SUCH AS -- WHAT OVERRIDES THAT IS THE PARTICULARLY WITH BECAUSE I JUDICIAL HEARING SUCH AS PATRICK MENTIONED, ONE OF THE CRITICAL -- ONE OF THE CRITICAL ROLES IS THE INPUT FROM THE PUBLIC. AND IF THE PUBLIC IS EITHER UNABLE TO ATTEND IN PERSON OR UNABLE TO COMMUNICATE ONLINE, I THINK THAT THAT IS A FAILURE THAT WE CANNOT ALLOW. I WOULD STRONGLY RECOMMEND THAT WE POSTPONE PARTICULARLY ON THE REGULAR AGENDA THE BECAUSE I JUDICIAL UNTIL SUCH TIME AS WE HAVE A WAY FOR THE PUBLIC TO PARTICIPATE FULLY. I DON'T HAVE A PROBLEM WITH GOING BOARD WITH CONSENT AGENDA BUT THERE WATCH BUT THEY ARE NOT QUASIJUDICIAL AND GO ALONG WITH
[02:15:03]
NORMAL BUSINESS. THANK YOU. >> THANK YOU COMMISSIONER DEAN.
>> MR. CONRAD? >> I JUST WANTED TO ADD MR. RYAN JUST INDICATED TO ME THAT THE DELAY PORTION THAT WE ARE EXPERIENCING TODAY, THAT IS SOMETHING WILL WE GET THE PCN, THAT PIECE WE CAN FIX. THERE'S SOME OTHER THINGS I CAN'T SPEAK TO THE VIDEOCONFERENCING WITH THE INTERNET AND THE SPEED AND PROGRESSION BUT THE DELAY PORTION IT'LL BE A MORE FLUID DISCUSSION CAN BE FIXED.
>> WITH HEARING THE RECOMMENDATIONS, ESPECIALLY COMMISSIONER DEAN WOULD CERTAINLY BE AMENABLE TO REDUCING THE REGULAR AGENDA FOR APRIL 7, REMOVING OR POSTPONING AT THIS TIME EXPERTS SAY LAND-USE ITEMS. IS THAT SOMETHING THAT THE BOARD WOULD
BE AMENABLE TO AS WELL? >> YES.
>> LET'S GO AHEAD AND OPEN IT UP FOR PUBLIC COMMENT AND WILL FORWARD WITH THE DECISION HERE
IN A MOMENT. >> WILL NOWWE WILL NOW HAVE PUBLIC COMMENT ON CHANGING OUR AGENDA UNTIL WE GET THE KINKS WORKED OUT. I SEE NO PUBLIC
COMMENT AT THIS TIME. >> ANYBODY ON THE PHONE?
>> THANK YOU. IT'LL BE A LITTLE BIT OF TIME. ALL RIGHT.
>> I'D LIKE TO HAVE EVERYBODY WAY AND THAT'S FOR SURE ESPECIALLY IF THEY'RE AVAILABLE. LET'S GO -- WE HAVE A -- MR. ASHWELL BACKUP.
>> JUST REALLY WILL. I JUST WANT TO CONFIRM WHAT MR. MCCORMICK SAID ABOUT HIS CONCERN THAT MAYBE THERE WERE PEOPLE TRYING TO GET THROUGH FROM THE PUBLIC. I WILL TELL YOU I HAVE THREE NEIGHBORS IN THE 2700 BLOCK OF SOUTH PONTEVEDRA THAT WERE LISTENING IN AND TRYING TO GET THE PUBLIC COMMENTS IN AND COULD NOT DO IT. THE TEXT ON MY PHONE I'VE BEEN BLOWING UP FOR THE LAST HALF-HOUR THEY'RE SAYING WHAT WE DO? WE CAN'T GET OUR VOICES HEARD. AT LEAST ON OUR SUBJECT THAT WE WERE CONCERNED ABOUT THE WERE THREE MEMBERS OF THE
PUBLIC THAT COULD NOT SPEAK. >> THANK YOU.
>> ALREADY. WELL ANYBODY WANT TO MAKE A MOTION TO THAT EFFECT DOOR ÃHAVING ABOUT TO MOVE
FORWARD WITH IT? >> CONSENSUS?
>> WE COULD DO IT BY CONSENSUS, BUT I WOULD RECOMMEND THAT YOU DO IT BY MOTION AND VOTE.
>> ANYBODY WANT TO MAKE A MOTION?
>> OKAY. I'LL MAKE A MOTION THAT WE REMOVE QUASIJUDICIAL LAND-USE ITEMS OFF THE AGENDA UNTIL WE GET THE TECHNICAL PARTS WORKED OUT FOR OUR MEETING.
>> SECOND. >> ALL RIGHT. AND JUST SO THE CHAIR AND COMMISSIONERS NOW IN THE LISTENING PUBLIC, THAT WOULD BE THE APPEAL PERTAINING TO THE -- GAS STATION -- THESE ARE ON THE AGENDA SO PEOPLE CAN SEE THEM. BUT PEOPLE MAY NOT KNOW AUTOMATICALLY WHICH ONES THEY ARE. ITEM NUMBER ONE, WHICH IS THE APPEAL FOR THE GATE GAS STATION ITEM NUMBER TWO REZONING FOR THE STRATTON ROAD PROPERTY, ITEM NUMBER THREE, WHICH IS THE COMMUNITY APPLICATION -- ITEM NUMBER FOUR, THE FOUNTAINS, PUD APPLICATION. ITEM NUMBER FIVE WHICH IS THE STOKES -- STOKES INDUSTRIAL. ITEM NUMBER 11, WHICH IS THE -- YES. YES. THE LAND HISTORICAL LANDMARK APPLICATION FOR THE HASTINGS JAIL AND ITEM NUMBER 12 WHICH IS THE HISTORIC LAND MARK APPLICATION FOR THE -- HASTINGS
HOTEL. THANK YOU, MR. CHAIR. >> ALREADY. WITH A LITTLE BIT OF CLARIFICATION WE HAVE A MOTION IN A SECOND. WE WILL DO IT AGAIN WITH THE VOICE ROLL CALL VOTE. COMMISSIONER WALDRON.
>> YES. >> COMMISSIONER JOHNS.
COMMISSIONER DEAN AND BLOCKER. >> THIS IS COMMISSIONER
[02:20:04]
BLOCKER. I VOTE YES. >> THIS IS COMMISSIONER JOHNS,
I WILL BE A YES. >> THIS IS DEAN, YES.
>> ALL RIGHT. THAT IS FIVE ESS. ANY OTHER BUSINESS TO COME BEFORE THIS BOARD? ANY
[Item 4]
OTHER BUSINESS? >> MR. CHAIR AND COMMISSIONERS IF YOU WILL ALLOW ME JUST FOR A SECOND, AS -- I THINK IT WAS MENTIONED, MY SENSE IS THERE PROBABLY WERE SOME MEMBERS OF THE PUBLIC THAT WERE TRYING TO PARTICIPATE. I WOULD LIKE TO RELAY, I HAD SEVERAL CALLS AND I KNOW MR. CONRAD HAD CALLS AND I THINK THE COMMISSIONERS DID ABOUT DIFFERENT ISSUES PERTAINING TO THE COVID-19 CIRCUMSTANCE, BUT PARTICULARLY, ABOUT THE BEACH CLOSURE TYPE ISSUES. I HEARD FROM A NUMBER OF PROPERTY OWNERS PERTAINING TO THAT WAS, I THINK, COMMENTS IN LINE FOR WHAT YOU HAD HEARD TODAY, ALL THE CONSTITUENTS PWERE HIGHLY PROFESSIONAL, RESPECTFUL, THEY DID THEIR HOMEWORK, ETC. WE DID HAVE SOME CONVERSATION ON THE PHONE ABOUT THE BASIS FOR THE -- THE RESTRICTION ON THE BEACHES AND SOME OF THE NUANCES AND WHATNOT. I JUST WANT TO PUBLICLY THANK THEM FOR THEIR INPUT. AGAIN IN THE RESPECTFUL MANNER THAT IT WAS DONE. AND I THINK A LINE WITH MR. CONRAD'S COMMENTS. I CERTAINLY WILL BE
