[APPLAUSE] [APPLAUSE] >> BEFORE I ANNOUNCE THE NEXT OFFICIAL PROCLAMATION I'M GOING TO TAKE TWO SECONDS AND DO AN INFORMAL PROCLAMATION. THEY DO A TREMENDOUS AMOUNT OF WORK FOR ROTARY AND HAS FOR YEARS, MOST OF YOU WOULD NOT KNOW.
25 YEARS AGO SHE TAUGHT ME THE BASIC RUDIMENTS OF THE GENERATION 1 DESKTOP COMPUTER.
AND I WENT A LONG WAY TO FORWARD MY CAREER. THANK YOU.
>> YOU'RE WELCOME. [APPLAUSE] >> WHERE ARE MY PUBLICS PEOPLE? WHERE'S MELISSA? MY ROTARY PEOPLE? COME ON UP, MELISSA.
NELSON. NOT LUNDQUIST. WE ARE VERY HAPPY ÃWELL, I AM VERY HAPPY TO RECOGNIZE TWO OF MY FAVORITE THINGS THIS MORNING.
ONE, I LIVE ACROSS THE STREET FROM ANASTASIUS WHERE PUBLIX AND I GO THERE ABOUT ONCE A DAY AND LOVE IT. IT'S A WONDERFUL EXPERIENCE. AND THE OTHER THING I LOVE IS ALL OF THE VOLUNTEERS AND THE HELPERS AND THE PARTICIPANTS AND ONE OF THE MOST SUCCESSFUL UNITED WAY EFFORTS AROUND NORTHEAST FLORIDA IS THE ST. JOHNS COUNTY EFFORT.
THAT MIGHT BE IN LARGE PART DUE TO MELISSA NELSON. MELISSA LUNDQUIST, WHICH READ THE PROCLAMATION AND WE WILL ASK THE OTHER MELISSA TO SAY A WORD OR TWO.
>> PROCLAMATION BY THE BOARD OF COUNTY COMMISSIONERS, ST. JOHNS COUNTY, FLORIDA.
WHEREAS UNITED WAY IS CELEBRATING 40 YEARS OF COLLABORATION WITH PUBLIX SUPERMARKET AND ITS EMPLOYEES FOR SUPPORT UNITED WAY BY DONATING AND VOLUNTEERING.
I WHEREAS PUBLIX EMPLOYEES PAST AND PRESENT SERVED ON UNITED WAY PANELS AND COMMITTEES AND PUBLIX IS THE SECOND MOST GENEROUS UNITED WAY WORKPLACE CAMPAIGN IN THE WORLD.
BEING THE SINGLE MOST GENEROUS UNITED WAY WORKPLACE CAMPAIGN AND ST. JOHNS COUNTY, WITH THE LARGEST NUMBER OF VOLUNTEERS. AND WHEREAS LOCAL PUBLIX DONATIONS MADE VISIBLE IMPACT IN OUR COMMUNITY BY FINDING A VARIETY OF SERVICES SUCH AS HELPING THOSE WITH PHYSICAL AND MENTAL DISABILITIES, DELIVERING MEALS TO SENIORS, PROVIDING FINANCIAL LITERACY AND FREE TAX PREPARATION. AND WHEREAS PUBLIX HAS DONATED MILLIONS OF DOLLARS TO UNITED WAY AND THE LOCAL PUBLIX EMPLOYEE GIVING PROGRAM AND PUBLIX CHARITIES HAVE VOLUNTEERED MORE THAN 300 HOURS AND DONATED IN EXCESS OF 400,000 IN 2019 TO UNITED WAY
[00:10:03]
OF ST. JOHNS COUNTY, ALLOWING THE COMMUNITY TO LIVE UNITED. NOW THEREFORE BE PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS OF ST. JOHNS COUNTY, FLORIDA, FEBRUARY 24, 2020 BE DESIGNATED AS UNITED WAY PUBLIX APPRECIATION DAY. ASSED AND ADOPTED BY THE BOARD OF COUNTY COMMISSIONERS OF ST. JOHNS COUNTY, FLORIDA, THIS 18TH DAY OF FEBRUARY, 2020. A TEST CLERK OF COURT MARK MINER, CHIEF DEPUTY CLERK PORTAGE COUNTY MISSION IS ST. JOHNS COUNTY, FLORIDA SIGNED JEFF AS SMITH, HAIR.>> MELISSA, IF YOU WOULD LIKE TO SAY A FEW WORDS. BUT FIRST DID YOU NOT WANT TO SPEAK? YOU ARE THE LEADER. ALL OF YOU KNOW BEVERLY.
SHE'S NOT ONLY THE CHAIRMAN OF UNITED WAY AND ST. JOHNS COUNTY, BUT SHE'S DONE AN OUTSTANDING JOB AS A SCHOOL BOARD MEMBER FOR ÃWE WILL SEE HOW MANY YEARS.
I WILL TURN IT OVER TO YOU. >> SO IN PARTICULAR, I JUST WANT TO MAKE SOME REALLY SPECIFIC NUMBERS APPARENT FOR YOU GUYS BECAUSE WHEN WE SAY THAT PUBLIX IS THE SECOND LARGEST GIVER TO UNITED WAY WORLDWIDE, UNDERSTAND PUBLIX IS IN SEVEN STATES.
SEVEN STATES. AND THEY ARE COMPETING GLOBALLY AGAINST COMPANIES THAT HAVE A PRESENCE ACROSS OUR WORLD. SO IN 2018, WITH SEVEN STATES, PUBLIX ASSOCIATES PLEDGED $38.7 MILLION TO UNITED WAY. PUBLIX CHARITIES ALSO MADE A CONTRIBUTION OF $26.6 MILLION, BRINGING THE TOTAL TO $65.3 MILLION TO OUR ORGANIZATION. END HERE IN ST. JOHNS COUNTY, WHEN YOU TAKE IT DOWN TO OUR LEVEL, THEY ARE BY FAR OUR LARGEST DONOR.
WITH THE NUMBER OF STORES THAT THEY HAVE, THEY REALLY IMPACT ALL OF THE WORK THAT WE DO.
IN PARTICULAR, WE WANT TO MENTION THAT PUBLIX ÃTHAT CORPORATE CULTURE OF GIVING COMES NOT JUST FROM THEIR EMPLOYEES OR THEIR ASSOCIATES, BUT IT STARTED WITH THE FOUNDER OF THE COMPANY. MR. GEORGE ONCE SAID, HOW MUCH ÃWHEN HE WAS ASKED HOW MUCH DO YOU THINK IT WOULD BE WORTH TODAY IF YOU HAVE NOT GIVEN SO MUCH WEIGHT? AND HE SAID WITHOUT HESITATION, PROBABLY NOTHING. AND THAT CORPORATE CULTURE COMES FROM HIS HEART AND THE HEART OF ALL OF THESE PUBLIC OFFICIALS HERE TODAY.
SO WE JUST WANT TO THANK THEM, ALL OF YOU. >> I WILL TACK ON THAT TO SAY THAT NOT ONL IS PUBLIX OUR HIGHEST FINANCIAL PARTNER, BUT THEY VOLUNTEERED AT EVERY SINGLE EVENT WE EVER HAVE. AND THEY EXTEND RIGHT WITH US. AS A MEMBER OF THE UNITED WAY OF FLORIDA BOARD, I WILL ATTEST TO YOU THAT IS TRUE ACROSS THE WHOLE STATE OF FLORIDA AND ACROSS THE SOUTHEAST WERE PUBLIX HAS A FOOTPRINT. WE COULD NOT BE MORE PROUD AND GRATEFUL FOR OUR PARTNERSHIP WITH PUBLIX.APPLAUSE] [APPLAUSE]

COMMENT. COMMISSIONER WALDRON? >>
[00:15:04]
>> ANY PERSON WISHING TO ADDRESS THE BOARD SHOULD COME TO THE PODIUM.
THEY SHOULD STATE HIS OR HER NAME AND ADDRESS AND EACH PERSON WILL BE PROVIDED THREE MINUTES TO SPEAK AND SHALL COMPLY WITH THE BOARD'S RULES OF DECORUM.
COMMENTS SHOULD BE ADDRESSED TO THE BOARD AS A WHOLE AND NOT TO ANY INDIVIDUAL COMMISSIONER.
IT MAY NOT INCLUDE A DEMAND FOR IMMEDIATE RESPONSE. NO PERSON MAY ADDRESS THE BOARD WITH PERSONAL IMPERTINENT OR SLANDEROUS REMARKS OR BOISTEROUS BEHAVIOR.
EMBERS OF THE AUDIENCE SHOULD REFRAIN FROM ANY DISRUPTIVE DEMONSTRATION OF APPROVAL OR DISAPPROVAL OF ANY COMMENTS. I WOULD ASK ANY SPEAKER THAT COMES FORWARD ÃWE HAVE TWO PODIUMS SO PLEASE LINE UP AT BOTH PODIUMS TO PROVIDE THE CLERK OF COURT TO YOUR RIGHT Ã RATHER JARRING TO YOUR LEFT. WE WILL HEAR PUBLIC COMMENT. WE HAVE TWO PODIUMS.
PLEASE MOVE TO BOTH. YES SIR. >> MY NAME IS RICHARD AND I RESIDE AT 321 ST. AUGUSTINE Ã ST. GEORGE STREET, SAINT AUGUSTINE, FLORIDA.
GOOD MORNING, GENTLEMEN. I PROVIDED THE CLERK WITH AN ARTICLE OF REFERENCE FROM WHICH THE SARASOTA HERALD TIMES. I WILL STATE THE PROBLEM WE FACE FOLLOWED BY ONE COUNTIES RESPONSE, HOT TOPIC. PRODUCE A NUMBER INCARCERATED. A GREAT IDEA IF PROPERLY IMPLEMENTED BASED ON FIRST-HAND EXPERIENCE WITH MY SCHIZOPHRENIC SON, I HAVE DOUBTS. THESE NUMBERS OFTEN CITED IN THE MEDIA.
FLORIDA HAS ONE OF THE LARGEST JAIL POPULATIONS RANKED THIRD. 99,000 IN STATE PRISONS, 53,000 IN JAILS. COST 2.7 BILLION FORD DEPARTMENT OF CORRECTIONS, THREE PERCENT OF FLORIDA'S ANNUAL BUDGET. VERY TROUBLING.
DEPARTMENT OF JUSTICE ESTIMATES 64 PERCENT JEFF AND 64 PERCENT IN STATE PRISONS SUFFER SEVERE MENTAL ILLNESS. IN 2018, FLORIDA REDUCED BUDGETS OF 33 COMMUNITY REENTRY PROGRAMS INCLUDING A 40 PERCENT REDUCTION IN MENTAL HEALTH TREATMENT.MADE IN PENNSYLVANIA RANKED ONE AND TO AND SPENT 5.6 PERCENT OF THEIR BUDGET ON MENTAL HEALTH.
FLORIDA, WYOMING AND NORTH CAROLINA RATE 41 TO 43 AND SPENT 1.1 PERCENT.
IN 1955 THERE WERE 340 BEDS PER 100,000 POPULATION FOR THE MENTALLY ILL.
TODAY THERE ARE 17 BEDS. ONE IN 100 SUFFER FROM SCHIZOPHRENIA, SO THAT'S 1000 SCHIZOPHRENICS FOR 17 BEDS. I FIRMLY BELIEVE THESE TRENDS WILL SIGNIFICANTLY INCREASE THE REINCARCERATION RATE. EARLY RELEASE OF MANY PRISONERS BEING ADDRESSED.
AS OUR PROPOSED REDUCTIONS AND MANDATORY SENTENCING. THE PROBLEM IF WE DRASTICALLY REDUCE THE PRISON POPULATION WITHOUT PROPER SUPPORT PROGRAMS IN PLACE, THIS COST-SAVING APPROACH WILL FAIL. IT WILL OVERLOAD BOTH PRIVATE AND PUBLIC ORGANIZATIONS WORKING TO INTEGRATE THESE PEOPLE BACK INTO SOCIETY. THE MENTALLY ILL WILL BE THE GREATEST IN DANGER. ONE COUNTIES ATTEMPT TO ADDRESS THIS PROBLEM.
SARASOTA COUNTY COMMISSIONERS ARE PURSUING THE ESTABLISHMENT MENTAL HEALTH CARE SPECIAL DISTRICT. TO GENERATE FUNDING FOR LOCAL MENTAL HEALTH AND SUBSTANCE ABUSE SERVICES. COMMISSIONERS, THROUGH THEIR SUPPORT BY A COUNTYWIDE DISTRICT GOVERNED BY THE COMMISSION WHICH WOULD ANNUALLY ASSESS A TAX TO DISTRIBUTE THE MONEY RAISED TO LOCAL SERVICE ORGANIZATION. THE REFERENDUM IS NOW BEING PROPOSED. MANY ARE SUFFERING AND I AM AFRAID IT'S GOING TO GET WORSE.
I BELIEVE IN THIS FIGHT. GENTLEMEN, THESE PEOPLE DESPERATELY NEED YOUR HELP.
THANK YOU. >> THANK YOU, SIR.ES, MA'AM? >> SHERRY BADGER, 2772 S.
COLLINS AVENUE. I WENT HOME THE OTHER DAY, AND I SAW A COUNTY TRUCK, AND SOMEBODY IS FINALLY OUT THERE DOING ELEVATION LEVEL ON OUR ROAD FROM WHERE THEY HAVE RIGHT HERE IN THE BACK OF HERE, THEY HAVE APPROVED THE HOUSE TO BE BUILT AND WHICH HAS CHANGED THE WHOLE FOOTPRINT OF THE NEIGHBORHOOD BACK HERE. COMMISSIONER SMITH, WHEN I FIRST STARTED THIS YEAR APPOINTED PEOPLE TO ME. YOU REALLY SERIOUSLY NEED TO LOOK AT YOUR ENGINEERING DEPARTMENT BECAUSE THERE IS A PROBLEM WHEN YOUR ENGINEERING DEPARTMENT AND YOUR STAFF CAN APPROVE A MAJOR MODIFICATION WITHOUT YOUR INPUT.
DO AN ELEVATION SURVEY AFTER IT'S BEEN OPENED, AFTER A FORFEIT DITCH HAS BEEN FILLED TO AN 18 INCH CULVERT AND THEN THE GUY IS GOING TO SAY THAT'S ONLY FOR SURFACE WATER? IF YOU GO DOWN TO THE END OF THE HIGHWAY, OUR WHOLE DRAIN IS RIGHT HERE.
WHEN THEY PUT THAT RED LIGHT AND, THEY PUT THAT 18 INCH CULVERT IN.
BEFORE THAT, IT WAS NOT THERE. WE HAVE A CULVERT TRAIN HERE IS NOT BEING USED, AND NOW ON THIS SIDE WE HAVE A FORFEIT DITCH GOING INTO AN 18 INCH CULVERT AND THEY HAVE CULVERT SWITCH Ã
[00:20:01]
I'VE LIVED IN THE NEIGHBORHOOD FOR OVER 50 YEARS AND THIS DRAINS RIGHT DOWN ÃTHERE'S AN UNDERGROUND RIVER UNDERNEATH COLLINS AVENUE. YOU REALLY NEED TO MAKE YOUR EMPLOYEES RESEARCH THIS. IT COMES OUT THE BACK OF VO-TECH AND GOES INTO THE SAN SEBASTIAN. AND ALL OF THIS IS BEING IGNORED.NOW YOUR COUNTY STAFF HAS PUT OUR NEIGHBORHOOD IN A BOWL AND YOU ALL ARE GOING TO BE THE ONES ACCOUNTABLE BECAUSE YOU ALL HAVEN'T TAKEN ANY ACTION TO SAVE ANYTHING.
AND COMMISSIONER DEAN, I SURELY HOPE THAT YOU LOOKED INTO DEEP CREEK IN THE MARINE CORPS ENGINEERS APPROVING IT AS AN ADMIRABLE. IT'S ALL OF YOUR JOB TO MAKE SURE THE FEDS CLEAN IT OUT. YOU HAVE BEEN ON THE ST. JOHNS WATER MANAGEMENT BOARD.
YOU KNOW WHAT'S GOING ON. SO GOD BLESS YOU ALL AND YOU HAVE A GREAT DAY.

THAT WILL BE PRESENTED BY FUTURE BOLLES INNOVATORS. MS. CAROLYN HOUSTON.GOOD MORNING. >> GOOD MORNING. I WOULD LIKE TO THANK THE ST.
JOHNS COUNTY COMMISSIONERS WERE TAKEN THE TIME TO LISTEN TO OUR PRESENTATION THIS MORNING.
I AM CAROLYN HOUSTON I AM A SCIENCE SPECIALIST INONE OF THE ROBOTICS INSTRUCTORS AT THE BULL SCHOOL PONTE VEDRE CAMPUS. I HAVE THE HONOR OF INTRODUCING THIS SPECIAL GROUP OF STUDENTS.
THIS GROUP OF 10 FIFTH-GRADERS ALONG WITH THEIR SISTER TEAM OF FOURTH-GRADERS EMBRACED THE
[00:25:12]
CHALLENGE THAT EXISTS AS PART OF OUR CATEGORY IN FIRST LEGO LEAGUE.THE GOAL IS TO IDENTIFY A PROBLEM WITH THE BUILDING OR PUBLIC SPACE IN OUR COMMUNITY AND THEN DESIGN A SOLUTION TO THE PROBLEM. THE TEAMS INVITED WHEELCHAIR USERS TO HELP US DETERMINE THE BIGGEST ACCESSIBILITY ISSUES IN OUR AREA.
THE PROBLEM WAS QUICKLY IDENTIFIED. THE ACCESS TO OUR BEACHES WERE DISABLED. OUR WONDERFUL FOURTH GRADE TEAM HAS TAKEN ON THE CHALLENGE OF CREATING A BETTER WHEELCHAIR FOR THE BEACH. THIS TEAM THE FUTURE BOLLES INNOVATORS, OR FBI RELIES WITH THE EXISTING BEACH CHAIRS THE DISTRIBUTION OF THE CHAIRS WAS A PROBLEM. THEY MUST GET TO PERFORM FOR YOU THE CHAIRS THE PROBLEM AND THE SOLUTION. DON'T BE DECEIVED BY THEIR YOUTH.HEY ARE FOCUSED AND
DETERMINED TO CREATE CHANGE FOR THE BETTER. >> HELL.
WE ARE THE FUTURE BOLLES INNOVATORS AND WE HAVE A GET TO PERFORM TO YOU ABOUT INNOVATION
PRODUCTS AND BEACH ACCESSIBLE WHEELCHAIRS. >> I'M HERE TO REPORT A CRIME.
>> LET ME GET YOU H&W HEAD OF CRIMES. >> HELLO.
HEAD OF CRIMES AND ACCESSIBILITY. HOW MY HELP YOU
>> I WANT TO GO TO THE BEACH TODAY AND I WANTED TO BORROW [INDISCERNIBLE] I WAS TOLD I COULD GET ONE UNTIL MARCH 12. 20 DAYS AWAY. ALL THE CHAIRS ARE RESERVED AND
I DON'T KNOW WHAT THE WEATHER'S GOING TO BE >> WE UNDERSTAND THIS PROBLEM AND WE HAVE A TEAM WORKING ON THAT. THERE'S NO EASY WAY TO GET A BEACH CHAIR ÃA WHEELCHAIR AT ANY OF THE SPEECHES. PLEASE ADVISE
>> WE HAVE BEEN RESEARCHING THIS PROBLEM FOR MONTHS TRYING TO COME UP WITH SOLUTIONS.
BRING US UP TO DATE ON THE FACTS >> ACCORDING TO MY RESEARCH 6.6 PERCENT OF THE POPULATION IN THE U.S. OF AMBULATORY DISABILITIES THESE ARE PEOPLE
THAT USE WHEELCHAIRS OR ASSISTIVE DEVICES FOR WALKING. >> IS 22 MILLION PEOPLE THAT ARE EASILY ABLE TO VISIT MORE OF FLORIDA'S BEST NATURAL ATTRACTIONS
>> THE BEACH. >> WE ARE WORKING TO MAKE OUR BEACHES THE MOST SUCCESSFUL IN THE STATE.27 MILLION PEOPLE VISIT THE SUNSHINE STATE ANNUAL.
WE CAN ATTRACT MORE TOURISTS IF THE BEACHES ARE KNOWN FOR ACCESSIBILITY
>> THE ONLY WAY TO GET A BEACH WHEELCHAIR AS A LIFEGUARD STATION WITH LIFEGUARDS ON DUTY. IT'S EVEN HARDER DURING THE OFF-SEASON.
AT OTHER BEACHES THEY HAVE MOVING MAX FOR BEACH ACCESSIBILITY BUT THE MAPS ARE ONLY ROLLED OUT ON SPECIAL EVENTS AND HOLIDAYS. RESEARCHERS SHOWN THAT THESE
MAPS CAUSE RAPID BEACH EROSION. >> ST. JOHNS COUNTY, CHAIRS ARE RESERVED AND DELIVERED TO THE BEACH OF CHOICE OR TO AN INDIVIDUAL PLASMA COLUMN. REGARDLESS OF WHERE THEY ARE DELIVERED, THEY ARE CHECKED OUT FOR AN ENTIRE DAY AND HAVE TO BE STORED BY THE USER.
DURING THAT 24-HOUR RESERVATION, ONLY ONE PERCENT HAS ACCESS TO THE CHAIR.
AT HIGH-VOLUME TIMES THERE'S A THREE WEEK LAG TIME WHICH THIS CITIZEN IS NOW EXPERIENCING.
HE DOESN'T WANT TO WAIT THREE WEEKS TO USE A WHEELCHAIR. >> OKAY.
THOSE ARE BIG PROBLEMS. LET'S TALK SOLUTIONS. HOW ARE WE GOING TO FIX THIS?
>> THERE'S TWO POSSIBLE PROTOTYPES AND OPENED THE GAZEBO AND A POSTURE DISTRIBUTION SYSTEM. WE SPOKE TO FORMER ST. JOHNS COUNTY COMMISSIONER RACHEL BENNETT AND SHE TOLD US THAT THE BETTER SHELTER PROTOTYPE WAS THE PROBLEM.
>> NOW THAT WE KNOW WHAT TYPE OF FACILITY TO STORE ADAPTIVE CHAIRS, WHAT ARE THE SPECIFICS?
>> LAST YEAR WHEN I WAS UNDERCOVER IN NEW YORK I USED THE CITIBANK SYSTEM WHICH IS A
FOUR STEP SYSTEM TO GET AROUND. >> SO IT WORKS LIKE THIS. YOU DOWNLOAD AN APP CALLED THE VA W. YOU TYPE IN THE LOCATION AND APP TELLS YOU WHICH BEACHES AND CHAIRS ARE AVAILABLE FOR THE TIME YOU SELECT. STEP TWO. ONCE YOU ENTER YOUR CREDIT CARD INFORMATION, YOU ARE ONLY CHARGED IN THE EVENT THE CHAIR IS NOT RETURNED.
ONCE YOU HAVE DECIDED WHICH BEACH YOU ADDICTED TO THEN YOU GET A FOUR DIGIT CODE TO RESERVE YOUR CHAIR. STEP THREE, AT THE BEACH. ENTER YOUR CODE.THE CHAIR IS UNLOCKED AND IS READY TO USE. WHEN YOU'RE DONE, RETURN IT. ENTER THE CHAIR TO LOCK THE CHAIR AND YOU WILL RECEIVE YOUR DEPOSIT. IT' THAT SIMPLE
>> ACTING FOR EVERYDAY WHEELCHAIR WHILE ON THE BEACH >> EXACTLY.
THE BENEFITS IS THAT ALLOWS THE COUNTY TO TRACK THE USE OF THE CHAIRS WHICH WILL PERMIT THE POTS AND CHAIRS TO BE MOVED TO BEACHES WITH HIGHER UTILIZATION.
THE APP WILL TRACK ALL DEPOSITS AND LATE FEES. >> WE RESEARCHED THE COST OF CREATING THE ACT. MR. DANIEL FLEMING SAID IT SHOULD COST APPROXIMATELY
35,000. >> WE PLAN TO REACH OUT TO QI'RA ÃWE PLAN TO REACH OUT TO UBER FOR A POSSIBLE PARTNERSHIP TO USE SOME OF THEIR EXISTING TECHNOLOGY.
IT WOULD ALSO LOWER THE COST. >> THAT WOULD ALSO NEED SOLAR PANELS TO RUN THE AUTOMATED
[00:30:02]
DOORS, LOCKING SYSTEM, WIRELESS KEYPAD AND SECURITY CAMERAS. A CITY PLANNER SUGGESTS WE HAVE SKYLIGHTS PROVIDING THE POT. THE POT WILL BE FIXED TO A CONCRETE SLAB TO MAKE HURRICANEBUILDING CODES. >> WE CONTACTED ROBERT THE GENERAL CONTRACTOR AND HE ESTIMATED THE PRICE OF A MODIFIED SEVEN BY SEVEN BY EIGHT POD WOULD COST APPROXIMATELY $12,000. OUR RESEARCH FOUND A WAY TO PAY FOR THIS PROGRAM.
WE FOUND SEVERAL FEDERAL GRANTS ADVOCATING FUNDING FOR PILOT PROGRAMS IMPLEMENTING GREATER
ACCESS FOR THE DISABLED WHICH PROVIDE $250,000. >> WE TALKED TO SEVERAL CITY PLANNERS FROM KABUL COUNTY AND THEY THINK WE HAVE A POSSIBLE SOLUTION WORTH CONSIDERING.
>> AS A TEAM WE REACHED OUT AND SURVEYED MORE THAN 50 WHEELCHAIR USERS FROM THE AREA'S COUNTIES. THE SURVEY SHOWS MOST WHEELCHAIR USERS TRY TO AVOID THE BEACH BECAUSE THEY AREN'T CURRENTLY ACCESSIBLE. THE DATA INDICATES MOST USERS WOULD BE MORE LIKELY TO GO TO THE BEACH IF BEACH WHEELCHAIRS WERE EASILY ACCESSIBLE.
>> THE USERS RESPONDED POSITIVELY AT THE POD SYSTEM WOULD MAKE THE PROCESS GETTING A BEACH WHEELCHAIR MUCH-NEEDED. AS A WHEELCHAIR USER WITH THIS WORK FOR YOU?
>> THIS IS INNOVATIVE, FOR SURE. THANK YOU FOR HELPING SOLVE.
>> THE FUTURE BOLLES INNOVATORS ARE HERE TO SERVE. [APPLAUSE]
>> YOU HAVE QUESTIONS FOR THEM? >> COMMISSIONER WALDRON?> MR. WALDRON: I DO, AND WHAT A WONDERFUL PRESENTATION. YOU ALL DID GREAT. YOU MEMORIZED IT, WHICH IS FANTASTIC. IN YOUR RESEARCH, ST. JOHNS COUNTY BE DELIVERED TO WHEELCHAIRS, WOULD IT BE MORE COST-EFFECTIVE IN YOUR RESEARCH TO HAVE ONE OR TWO SPECIFIC BEACHES WHERE THEY ARE ACCESSIBLE? AMOUNT WAY THE TRAVEL COULD BE FROM THEIR HOMES TO THAT BEACH? THAT WE WOULD SAVE ON THE COST AND ALSO YOU WOULD BE ABLE TO
PURCHASE MORE CHAIRS. >> I'M GOING TO ANSWER THIS. WE DON'T KNOW ABOUT COST-EFFECTIVENESS, WE DO KNOW FROM SPEAKING TO WHEELCHAIR USERS THAT IDENTIFYING AND KNOWING THE SITE THAT WE CAN GO TO MAKES IT MORE ACCESSIBLE SO THAT YOU KNOW THAT THOSE BEACHES AUTOMATICALLY HAVE THE EQUIPMENT NECESSARY WHEN THEY DECIDE ON A BEACH DAY.
>> COMMISSIONER BLOCKER? >> MR. BLOCKER: I WANT TO THANK YOU SO MUCH FOR COMING TODAY.
CAN YOU HELP US SOLVE ALL OF OUR PROBLEMS? LISTEN, I APPRECIATE THE BRIGHT MINDS AND INNOVATIVE SPIRIT YOU ARE SHOWING AND YOUR OPEN HEARTS TO HELP THE COMMUNITY AND YOUR PUBLIC SERVICE. THANK YOU SO MUCH FOR THAT. THANK YOU FOR YOUR CREATIVITY IN PUTTING THIS TOGETHER AND HOPE TO HEAR FROM YOU AGAIN AND THANK YOU FOR GIVING US, AS ELECTED OFFICIALS, SOMETHING TO WORK ON IT CONSIDERED. I LOOK FORWARD TO LOOKING MORE INTO THIS AND HOPEFULLY WE CAN IMPLEMENT THIS. SO THANK YOU.
>> COMMISSIONER JOHN? >> MR. JOHNS: THANK YOU VERY MUCH FOR AN EFFECTIVE PRESENTATION AND THANK YOU FOR THE BACKGROUND INFORMATION. YOU HAVE CLEARLY DONE YOUR RESEARCH. THE ONLY THING I MIGHT NOT HAVE HEARD WAS HOW DO YOU GET THIS WORD OUT WHEN THIS IS IMPLEMENTED TO VISITORS OF OUR COMMUNITY? WE HAVE SO MANY PEOPLE COMING AND GOING. WE WANT PEOPLE TO BE ABLE TO UTILIZE THIS AND MAKE IT AS PUSEFUL AS MANY HOURS OF THE DA AS POSSIBLE.
YOU MENTIONED THE BACKLOG OF ACCESS, AND WE WANT TO MAKE SURE THAT PEOPLE KNOW IT'S LOCATED, MORE SO FOR VISITORS AT THE RESIDENCE, WORK AS EFFECTIVELY WITH DIFFERENT COMMUNICATION METHODS, BUT HOW DO YOU GET THE WORD OUT TO VISITORS?
>> WE USE SOCIAL MEDIA TO SPREAD IT AROUND. >> GREAT.
THANK YOU. >> COMMISSIONER WALDRON? >> MR. WALDRON: I JUST WANTED TO GET THE BOARD PASSED MY THOUGHTS ON THIS AND ASK STAFF TO KIND OF LOOK OVER THIS REPORT AND SEE WHAT WE CAN DO TO HAVE MORE ACCESS AND BETTER ÃI THOUGHT ABOUT THIS AND WE HAVE SEEN IT AT THE BEACH THING, COMMISSIONER DEAN AND I WENT TO WHERE THEY HAD THE MATS IN DIFFERENT TYPES OF WHEELCHAIRS, BUT I'D LIKE TO SEE IF WE COULD POSSIBLY BE READY TO INCREASE OUR ACCESS TO OUR BEACHES. IF WE COULD GET STAFF TO LOOK IT OVER AND COME UP WITH SOME SUGGESTIONS. AND I APPRECIATE YOU BRINGING
THIS TO US. >> COMMISSIONER BLOCKER? >> MR. BLOCKER: I JUST SECOND WHAT COMMISSIONER WALDRON SAID. AS WE DEAL WITH AN AGING POPULATION AND MORE VETERANS AND DISABILITIES I THINK IT WOULD BE PRUDENT TO LOOK AT THIS.
PI APPRECIATE JUST INNOVATION I BRINGING THIS TO OUR ATTENTION. WE WANT PROBLEM-SOLVING.
I APPRECIATE YOU BEING IN WOMEN DOING THIS. I WOULD ECHO HIS COMMENTS.
I WOULD LIKE TO GET MORE CONSENSUS ON DIRECTING MR. CONRAD AND OUR STAFF TO TAKE A LOOK AT THIS AND SEE IF THIS IS SOMETHING WE COULD IMPLEMENT IN ST. JOHNS COUNTY.
[00:35:01]
>> I THINK WE CAN DO THAT. I JUST HAD A QUESTION FOR YOU. WHY AS SOON AS THE PRESENTATION IS DONE ALL OF YOU TOOK YOUR SUNGLASSES OFF? I MEAN, THAT WAS THE FIRST THING ÃWE WOULD LIKE TO GET A PICTURE WITH YOU, IF YOU DON'T MIND, IFIT WOULD BE ALL RIGHT
WE CAN OME DOWN AND IF YOU COME FORWARD. >> SUNGLASSES OFFER ON?
>> ON. WE'VE GOT TO HAVE A SUNGLASSES ON.
AND I WOULD LIKE TO HAVE A FUTURE FUTURE THEY WILL BE THE F FBI COME ON UP AND LET'S TAKE
A PICTURE TOO. >> DO YOU WANT THEIR PROTOTYPES
ALSO IN THE PICTURE? >> IF I COULD HAVE EVERYBODY SQUEEZE IN AND SQUEEZE BACK.
CAN I HAVE THE KIDS DO Ã [APPLAUSE] >> WE WILL DO PUBLIC COMMENT
AND I WILL ASK QUESTIONS. >> AT THIS TIME WE WILL HEAR PUBLIC COMMENT ON AGENDA ITEM NUMBER 1. PUBLIC COMMENT ON AGENDA ITEM NUMBER ONE. IF YOU HAVE PUBLIC COMMENT COME FORWARD. WE HAVE TWO PODIUMS HERE. PUBLIC COMMENT ON AGENDA ITEM NUMBER ONE. MR. CHAIRMAN, NOT SEEING ANYONE COMING FORWARD, WE WILL CLOSE
PUBLIC COMMENT ON AGENDA ITEM NUMBER ONE. >> MRS. HOUSTON, WHEN IS YOUR COMPETITION AND WHERE IS YOUR COMPETITION, AND HOW CAN THE PUBLIC GO AND SEE AND WITNESS
THIS AND SUPPORT YOU BEEN? >> OUR NEXT COMPETITION IS ON FEBRUARY 29.
WE WILL BE AT REGIONAL COMPETITION FOR FIRST LEGO LEAGUE AT THE PRIME OSBORNE CONVENTION CENTER. I THINK THERE'S ABOUT 60 TEAMS ALL COMPETING AGAINST EACH OTHER TO MOVE ON TO STATES AND INTERNATIONALS. IT'S OPEN TO THE PUBLIC ANDWE
[Item 2]
WOULD LOVE TO SEE ANYBODY ATTEND. >> THANK YOUVERY MUCH.
THANK YOU FOR COMING TODAY AND WE WISH YOU THE VERY BEST FEBRUARY 29.
WE WILL MOVE ALONG TO AGENDA ITEM NUMBER TWO NOW. AGENDA ITEM NUMBER TWO.
[00:40:07]
>> MR. CHAIR, THIS IS A QUASIJUDICIAL HEARING. IF YOU HAVE ANY EX PARTE COMMUNICATIONS WERE MADE ANY SITE VISITS, NOW WOULD BE THE TIME TO DISCLOSE THIS COMMUNICATION, THE NATURE AND EXTENT OF THE COMMUNICATIONS, AND WHO THE COMMUNICATIONS WERE
MADE WITH. >> ANY EX PARTE COMMUNICATIONS THAT NEED TO BE DISCLOSED?
>> I HAVE KNOWN AS WELL SO WE WILL MOVE ALONG. >> GOOD MORNING.
BEVERLY FRAZIER, GROWTH MANAGEMENT. THIS IS AGENDA ITEM NUMBER TWO.
ADOPTING A VARIANCE 2000 1918 THE RIVER PLANTATION LOT FIVE. THIS IS A REQUEST FOR A ZONING VARIANCE TO LAND DEVELOPMENT CODE SECTION 60602H1. IT'S TO ALLOW REDUCTION OF THE 35 FOOT NORTHWEST SECTOR DEVELOPMENT EDGE FOR LOT 5 THE RIVER PLANTATION PLANT RURAL DEVELOPMENT.IT'S LOCATED 120 PICOLATA FOREST DOCTOR SO THE SUBJECT PROPERTY IS LOCATED ON THE EAST SIDE OF COUNTY ROAD 13 AND IS LOCATED BETWEEN COLEY COVE AND COUNTY ROAD 208.
THE SUBJECT PROPERTY AND SURROUNDING LANDS ARE DESIGNATED RURAL SUB AGRICULTURE FUTURE LAND USE MAP. AS WELL AS THE RIVER PLANTATION PRT WAS APPROVED PURSUANT TO 2005 36. THE ORDINANCE, AND IT DOES HAVE 27 RESIDENTIAL LOTS THAT RANGE FROM 5 TO 12 ACRES IN SIZE. AND THE SURROUNDING ZONING IS OPEN RURAL. THE SUBJECT PROPERTY IS APPROXIMATELY 5.38 ACRES.
IT'S PARTIALLY CLEARED ALONG THE WESTERN BOUNDARY. THE RELIEF REQUESTED WILL ALLOW THE CLEARED AREA OF LOT FIVE TO BE UTILIZED FOR THE DRIVEWAY WITH PRESERVATION OF THE EXISTING OAK TREES AND NATURAL VISITATION WITHIN THE NARROW PORTION OF THE LOT.
THE PROPERTY OWNER SEEKS TO MEANDER THE DRIVEWAY TO PROVIDE AN AVERAGE 30 FOOT EDGE WITH THE MINIMUM GRADUATE OF 20 FEET. THE MASTER DEVELOPMENT PLAN THAT DEPICTS THE LAYOUT OF THE PRD OF LOT 5 LOCATED ON ITS WESTERN BOUNDARY.
IT'S AIRREGULAR IN FROM THE NARROW ROADWAY TO THE DEVELOPMENT AREA.OU CAN SEE THE HIGHLIGHTED LOT 5 DOES HAVE A 10,000 SQUARE SQUARE-FOOT DEVELOPMENT AREA PROPOSED FOR A SINGLE-FAMILY HOME. DEVIATIONS TO THE DEVELOPMENT EDGE MAY BE ALLOWED, BUT THERE ARE PRACTICAL DIFFICULTIES IN MEETING HE REQUIREMENT DUE TO THE SHALLOWNESS OR UNUSUAL SHAPE OF THE PIECE OF PROPERTY FOR CONNECTIVITY OR OTHER EXTRAORDINARY SITUATIONS.
THE APPLICANT SUBMITTED PHOTOGRAPHS AND AERIAL IMAGES TO DEMONSTRATE THE EXISTING TREE COVER AND CLEARED AREAS WITHIN THE NARROW PORTION OF THE LOT AND THE PROPOSED DRIVEWAY AREA. THE PRESERVE TREES AND VEGETATION WILL BE REVIEWED DURING CLEARANCE SHEET APPLICATION TO ENSURE COMPLIANCE WITH THE PERFORMANCE STANDARDS FOR THE EDGE REDUCTION IN TO MEET THE INTENT OF THE NORTHWEST SECTOR PROVISION. THIS IS A LOOK AT THE PLATTED LOT.S YOU CAN SEE I'VE HIGHLIGHTED IN BLUE TO SEE WHERE THE DEVELOPMENT EDGE WOULD BE REQUIRED TO BE MAINTAINED WITHIN THAT NARROW PORTION AS WELL AS THE APPLICANT PROVIDED AN OUTLINE OF WHAT THEY INTEND TO MEANDER THE DRIVEWAY TO GAIN ACCESS TO THAT 10,000 SQUARE-FOOT DEVELOPMENT AREA ALONG THE LOT. THE LIMITED WIDTH OF THE PARCEL FROM THE FRONT EDGE OF PICOLATA FOREST DOCTOR TO THE DEVELOPMENT RANGES FROM 75 TO 95 FEET IN WIDTH.
THE APPLICATION OF THE REGULATION WILL REQUIRE REMOVAL OF EXISTING TREES AND VEGETATION TO LOCATE THE DRIVEWAY OUTSIDE THE PRESCRIBED BUFFER.
UTILIZING THE EXISTING CLEARED AREA AND THE REDUCTION TO THE DEVELOPMENT EDGE FOR THE WESTERN LOT LINE OF LOT 5 DOES APPEAR MINOR IN SCOPE MEASURING ABOUT 885 LINEAR FEET AND THE REMAINDER OF THE 155 ACRE PRD WOULD BE PROVIDING THE EDGE AS DEPICTED ON THE.
NO PHONE CALLS OR EMAILS WERE RECEIVED REGARDING THIS REQUEST AND STAFF RECOMMENDS APPROVAL OF NON-ZONING VARIANCE 2019 Ã AND PROVIDES FOR CONDITIONS AND SIX FINDINGS OF FACT TO SUPPORT A MOTION. FIVE FINDINGS OF FACT ALSO SUPPORTA MOTION FOR DENIAL IS PROVIDED. STAFF FINDS THE REQUEST APPEARS TO MEET THE REQUIREMETS OF THE CONFERENCE OF PLAN AND THE CRITERIA OUTLINED IN THE LAND DEVELOPMENT CODE.
PIT FINDS THIS FINDING BASED ON THE NORTHWEST SECTOR OVERLAY PROJECTED TO MAINTAIN THE RURAL CHARACTER AND PROVIDE THE SCREENING FOR ADJACENT DEVELOPMENTS AND THAT CONCLUDES PUBLIC PRESENTATION AND THE OWNER IS IN ATTENDANCE IF YOU HAVE ANY QUESTIONS FOR HIM.
>> ANY QUESTIONS? >> MR. BLOCKER: THANK YOU VERY MUCH.
THERE WERE THINGS YOU POINTED OUT IN YOUR SLIDES. I DIDN'T SEE THOSE IN OUR BRIEFING BOOKS SO IF WE COULD TALK ABOUT THAT AT SOME POINT I WOULD APPRECIATE IT.

[Item 3]
CONGRATULATIONS. MOVING ALONG TO AGENDA ITEM NUMBER THREE.AGENDA ITEM NUMBER THREE. AND MS. BISHOP? >> GOOD MORNING, COMMISSIONERS.
THIS IS AGENDA ITEM NUMBER THREE. IT'S A TRANSMITTAL HEARING FOR CONFERENCE OF PLAN THIS AMENDMENT INVOLVES A POLICY A 111 ONE M80.
TO PROVIDE FOR HOSPITAL USES AND REDUCE SCENIC EDGES ALONG FOR NONRESIDENTIAL USES ALONG PORTIONS OF EAST PEYTON PARKWAY WITH THE PROVISION OF ENHANCED LANDSCAPING IN THESE AREAS AND IN THE PROPERTIES LOCATED ON THE SOUTH SIDE OF RACETRACK ROAD AND ITS EAST AND WEST OF I-95 AND STATE ROAD 9B. IT'S THE DURBAN PAVILION IF ANYBODY HAS VISITED OTHER LADY AND PROPERTY ADJACENT TO IT. THIS IS THE SUBJECT PROPERTY. AND YOU CAN SEE WHERE THE DURBAN PAVILION IS BEING CONSTRUCTED WHEN THIS MAP WAS DONE.
AND THEN AS I SAID, IT IS A REQUEST TO AMEND THE SITE SPECIFIC POLICY THAT IS SPECIFICALLY RELATED TO THE DURBIN PARK CARBON SERVICE AREA.
IT IS TO PROVIDE FOR HOSPITAL USES. IT IS TO PROVIDE FOR REDUCED AND ENHANCED BUFFERING ALONG PORTIONS OF EAST PEYTON PARKWAY.
AND THEN JUST WITH RESPECT TO THAT BUFFERING, EAST PEYTON PARKWAY SHALL MAINTAIN A MINIMUM OF 10 FOOT SCENIC EDGE FOR NONRESIDENTIAL USES AND A 30 FOOT SCENIC EDGE WITH AN AVERAGE 55 FOR ANY RESIDENTIAL USES AND THEN RACETRACK ROAD WILL MAINTAIN A 30 FOOT SCENIC EDGE FOR ALL USES. THIS IS THE FUTURE LAND USE MAP.
IT IS ALL DESIGNATED AS INTENSIVE COMMERCIAL. THIS IS THE ZONING PART OF THE PROPERTY IS ZONED OR. AT THIS POINT AND PART OF IT IS PUD.
THE PROPERTY JUST WITH RESPECT TO OUR VIEW, THE PROPERTY WAS DESIGNATED INTENSIVE COMMERCIAL ON THE FUTURE LAND USE MAP IN AND AROUND THE 2000 TIME FRAME. THE URBAN SERVICE AREA WAS APPROVED IN 2015. THE DEVELOPMENT AGREEMENT TAX INCREMENT FINANCING AGREEMENT, AND WORK CAPACITY CHARGE AGREEMENT WERE APPROVED ALSO IN 2015, AND THEN THE DEVELOPMENT AGREEMENT WAS AMENDED IN 2016. THE CURRENT DEVELOPMENT AGREEMENT ALLOWS FOR 999 MULTIFAMILY UNITS, 350 HOTEL ROOMS, 2.7 MILLION SQUARE FEET OF OFFICE AROUND 2.3 MILLION SQUARE FEET OF COMMERCIAL RETAIL, AND THEN DURBAN PAVILION WAS APPROVED ÃTHE DURBAN PAVILION PUD WAS APPROVED IN 2016 AND IT CURRENTLY ALLOWS UP TO 700 SQUARE FEET OF COMMERCIAL RETAIL USES. AS I SAID, URBAN PAVILION, IF YOU BEEN UP THERE DURBAN PAVILION IS UNDER CONSTRUCTION. WHEN THIS WAS DONE, THERE WAS APPROXIMATELY 588,000 SQUARE FEET EITHER IN REVIEW WITH THE COUNTY O CONSTRUCTED.
THERE IS NO NEW IMPACTS ASSOCIATED WITH THIS PARTICULAR AMENDMENT.
THE ROADWAY AND OTHER INFRASTRUCTURE IMPROVEMENTS ARE REQUIRED BY THE DEVELOPMENT AGREEMENT AND WILL BE PART OF THE DEVELOPMENT AGREEMENT AND THE PUD.
WATER, SEWER AND REUSE ARE PROVIDED THROUGH GEAA. THERE'S ONE ON BARTRAM PARK BLVD. WHICH IS IN DEKALB COUNTY AN THE OTHER WHICH IS UNDER CONSTRUCTION AT VETERANS THE AMENDMENT ALLOWS FOR THE AMENDMENT OF HOSPITAL USES WHICH CLARIFIES THE INTENT TO HAVE HOSPITAL USES AND A MEDICAL CAMPUS WITHIN THE URBAN
[00:50:02]
SERVICE AREA. THE HOSPITAL USES ARE CONSISTENT WITH THE INTENSIVE COMMERCIAL FUTURE LAND USE DESIGNATION. WITH RESPECT TO THE SCENIC EDGES, EAST PAYTON SHALL MAINTAIN A MINIMUM OF 10 FOOT SCENIC EDGE ALONG NONRESIDENTIAL USES AND A MINIMUM OF 30 FOOT WITH AN AVERAGE 55 FOR RESIDENTIAL USES. AND THEN RACETRACK ROAD SHOULD MAINTAIN THE 30 FOOT SCENIC EDGE AND ENHANCED LANDSCAPING IS CONSISTENT WITH THE EXISTING LANDSCAPE EDGES IN THE DURBIN PAVILION. STAFF FIND THESE REDUCTIONS IN THE SCENIC EDGE CONSISTENT WITH THE DEVELOPMENT PATTERN IN THE AREA WITH THE DEVELOPMENT OF SR 9B DURBIN PAVILION AND BARTRAM PARK WHICH IS ON THE NORTH SIDE OF RACETRACK ROAD, IT IS RESULTED IN THIS PARTICULAR PART OF RACETRACK ROAD HAVING URBAN CHARACTER RATHER THAN A RURAL CHARACTER AT THIS POINT.A COMMUNITY MEETING WAS HELD ON DECEMBER 3, 2019, IN ADDITION TO THE APPLICANT HAS 19, THERE WERE THREE RESIDENTS IN ATTENDANCE AT THAT MEETING. RESIDENTS WERE NORMALLY ELEMENTARY OF THE DURBIN PAVILION AND INQUIRED ABOUT FUTURE BUSINESSES AND POTENTIAL JOBS THAT MAY BE COMING TO THE AREA. STAFF IS NOT RECEIVED ANY PCORRESPONDENCE OR OTHER INQUIRIES REGARDING THIS PROJECT.
JUST A LITTLE KNOWLEDGE TO PUT OUT THERE. TRANSMITTAL HEARINGS ARE REQUIRED FOR ANY AMENDMENTS THAT ARE 10 ACRES IN SIZE, PROPERTY THAT'S 10 ACRES IN SIZE AND ANY AMENDMENTS TO THE CONFERENCE OF PLAN THIS IS A POLICY THAT WAS ADOPTED IN YOUR COMPREHENSIVE PLAN. TRANSMITTAL MEETS THE AMENDMENT WILL BE SENT TO THE STATE AND OCAL GOVERNMENTS FOR A 30 DAY REVIEW.
AND ONCE COMPLETED, ADOPTION HEARINGS WILL BE SCHEDULED. THE PROJECT ALSO REQUIRES MODIFICATIONS TO THE DEVELOPMENT AGREEMENT AND THE PUD REZONING WHICH WILL BE HEARD CONCURRENTLY WITH THE ADOPTION HEARINGS. YOU ARE NOT HEARING THOSE TODAY BUT YOU WILL HEAR THOSE WHEN THIS COMES BACK TO YOU AFTER IT'S TRANSMITTED IF YOU CHOOSE TO TRANSMIT IT. THE PCA DID TRANSMIT WITH A 6 TO 0 AFTER JANUARY 16 MEETING.
STAFF DOES NOT OBJECT TO THE TRANSMITTAL AND WE OFFER FOR FINDINGS OF FACT TO APPROVE OR DENY. AND THAT COCLUDES MY PRESENTATION.
AND STEP OFF MY PRESENTATION AND IF YOU HAVE ANY QUESTIONS I WILL TRY TO ANSWER THEM IN THE
APPLICANT THIS YEAR AS WELL. >> ANY QUESTIONS FOR STAFF? SEEING NONE WE WILL HEAR FROM
THE APPLICANT. >> THANK YOU. GOOD MORNING.
>> GOOD MORNING. GOOD TO SEE YOU THIS MORNING. ELLEN AVERY SMITH ROGERS TOWERS, 100 WHETSTONE PLACE IN ST. AUGUSTINE. WITH ME TODAY IS DREW FRICK FROM DURBAN CREEK NATIONAL AND TONY ROBBINS AND BRAD DAVIS FROM PROSSER IF I NEED A LITTLE BACKUP, I'VE GOT IT. I WILL TRY AND BE AS AT LEAST AS SMART AS THE FIFTH-GRADERS AND HERE EARLIER. I GIVE YOU A LITTLE BACKGROUND. I KNOW SOME OF YOU ARE ON THE BOARD WHEN DURBIN PAVILION CAME THROUGH. OR DURBIN PARK CAME THROUGH.
A LITTLE BIT OF BACKGROUND. YOU WILL RECALL AND COMMISSIONER DEAN, YOU ARE PROBABLY INVOLVED IN THIS Ã WHEN THE WATER MANAGEMENT DISTRICT WAS TALKING ABOUT THE TRUST LANGUAGE AS WE KNOW IT'S THE 12 MILE SMALL WHICH WAS 26,000 ACRES.
SO WHAT HAPPENED BACK IN 2000 WAS THE WATER MANAGEMENT DISTRICT CREATED THE 12 MILE SMALL WILDLIFE MANAGEMENT AREA, PRESERVING ALMOST 22,000 ACRES IN MOVING THE DEVELOPMENT UP TO THESE 4000 OR SO ACRES IN THE NORTH PART OF THE COUNTY. THIS PROJECT HERE IS 20 CREEKS WHICH HAS BEEN A DRI FOR MANY YEARS, AND THE PROJECT APPEAR IS NOW THE SUBJECT OF THIS APPLICATION THAT'S EARNED BY DURBAN CREEK NATIONAL WHICH IS AN AFFILIATE OF GATE PETROLEUM.
THE PROPERTY ÃTHIS PROPERTY WAS GIVEN AN INTENSIVE COMMERCIAL FUTURE LAND USE DESIGNATION BACK IN 2000, AND BETWEEN CREEKS PROPERTY WAS GIVEN A COMBINATION OF MIXED USED RESIDENTIAL A B AND THE DURBIN CREEK RUNS IN THE MIDDLE OF THE PROPERTIES, AND IT'S DESIGNATED AS A WILDLIFE CORRIDOR. AND SO AS WE ZOOM IN ON THE MAPS, AS I SAID, THIS IS DURBIN CREEK OR DURBIN PARK NOW, ACTUALLY, AND THEN BETWEEN CREEKS DOWN IN THIS AREA. ZOOMING IN A LITTLE BIT, YOU SEE THE INTENSIVE COMMERCIAL PART OF DURBIN CREEK'S PROPERTY ALONG WITH THE PRESERVATION OF THE DURBIN CREEK CORRIDOR THAT WAS PART OF THE WATER MANAGEMENT DISTRICT'S TRANSFER OF DEVELOPMENT RIGHTS TO PRESERVE THAT CORRIDOR AND ITS ASSOCIATED WETLANDS. YOU WILL RECALL FIVE YEARS AGO
[00:55:10]
ALMOST, WHICH IS MIRACULOUS. IT SEEMED LIKE IT WAS YESTERDAY.WE WERE HERE TALKING ABOUT A COMPREHENSIVE PLAN AMENDMENT TO MAKE DURBIN PARK A REALITY.
WE TALKED ABOUT CREATING AN URBAN SERVICE AREA AND THAT ALLOWS MORE ORGANIZED DEVELOPMENT TO OCCUR IN THIS SEGMENT OF THE COUNTY. SORRY.
A DEVELOPMENT AGREEMENT TO TALK ABOUT DEVELOPMENT RIGHTS. IT WASN'T IN REGIONAL IMPACT IT WAS NOT IN REASON COSMIC PUD, JUST RECOGNIZING BECAUSE OF THE NEED TO HAVE RIGHT-OF-WAY FOR STATE ROAD 9B TO CONNECT DOWN INTO ST. JOHNS COUNTY, THIS WAS A STOPGAP MEASURE TO ENSURE THE ROADWAY WAS TAKEN CARE OF, K-CUP DEVELOPMENT RIGHTS FOR THE PROPERTY AND TO COME BACK AND DO A REZONING AT A LATER TIME. THERE WAS ALSO A TRUST FUND PUT IN PLACE AT THE TIME AND A ROAD CAPACITY CHARGE. SO MOVE FORWARD TO TODAY.
THREE OF YOU I THINK WERE AT DURBIN PAVILION FOR THE OPENING OF CINEMARK.
THEY HAVE MET AND EXCEEDED ALL OF THE EXPECTATIONS. THERE'S A GREAT DEAL OF DEMAND IN ST. JOHNS COUNTY FOR THIS PROJECT, AND SO 700,000 SQUARE FEET ARE ALMOST COMPLETED OUT THERE. THE BUSINESSES ARE THRIVING AND SO THANK YOU FOR MOVING BACK FORWARD, THAT PUD. YOU WILL RECALL THAT WHEN WE CAME FORWARD WITH THE PUD FOR DURBIN PAVILION WE ASKED FOR CONFERENCE AND PLAN AMENDMENT TO REDUCE THE WIDTH O THE SCENIC EDGES, RECOGNIZING THIS WAS AN URBAN SERVICE AREA. SO YOU WILL RECALL THAT 9B CAME THROUGH, KATE WAS RESPONSIBLE FOR DONATING THE RIGHT-OF-WAY FOR 9B AND WAS PAYING TO ALLOW 9B TO COME THROUGH. IT ALSO ALLOWED THE REDUCTION OF SCENIC EDGES ALONG WITH PEYTON PARKWAY AND STATE ROAD 9B IN THE SERIES AND ALONG PORTION OF RACETRACK ROAD RECOGNIZING THAT RACETRACK ROAD IS A LITTLE BIT DIFFERENT, A LITTLE LESSER THAN THOSE SCENIC EDGES ALONG RACETRACK ROAD YOU HAD APPROVED FOR FIVE YEARS AGO ARE THICKER AND MORE LANDSCAPE THAN THE ONES ALONG 9B AND WEST PATENT. GOING FORWARD TO TODAY WE ARE ASKING FOR AN AMENDMENT TO THE TEXT AMENDMENT THAT WE ABOUT FIVE YEARS AGO RECOGNIZING TWO THINGS. ONE HAVING A HOSPITAL TAL USED FLAGLER HOSPITAL WHICH IS OUR COUNTIES LARGEST HOSPITAL EMPLOYER IN A HOSPITAL THAT'S ACTUALLY BASED IN ST. JOHNS WANTS TO PUT A CAMPUS, A FULL MEDICAL CAMPUS WITH HOSPITAL, MEDICAL, EDUCATIONAL AND OTHER MPONENTS UP AT DURBIN PARK. WE ARE ADDING HOSPITAL USE TO THE USES THAT ARE ALREADY RECOGNIZED FOR THE PROJECT. AND ALSO RECOGNIZING AGAIN SCENIC EDGES REDUCTION ADJACENT TO 9B AND WHAT WILL BE USED PEYTON PARKWAY AS WELL AS RACETRACK ROAD.
AGAIN, SHOWING YOU THE TEXT AMENDMENT EXCEL, JUST ADDING THE WORD HOSPITAL TO WHAT WAS ALREADY APPROVED. AND THEN AGAIN TALKING ABOUT THE REDUCING SCENIC EDGES.
THEY WILL BE EXPANDED TO USE PEYTON PARKWAY AND THE REDUCED SCENIC EDGES WOULD BE 10 FEET FOR NONRESIDENTIAL USES AND A MINIMUM OF 30 FEET ÃAVERAGE 50 FEET ADJACENT TO RESIDENTIAL USES. SO IF YOU ARE CALL THE FIRST SEGMENT, DURBIN PAVILION, HAS NO RESIDENTIAL. DURBIN PARK WHICH IS THE SECOND PART WHICH IS ON THE EAST SIDE OF 9B WILL HAVE RESIDENTIAL USES ÃUSES. SO WE ARE GOING TO PROVIDE AN ADDITIONAL SCENIC EDGE ADJACENT TO THIS RESIDENTIAL USES. AND THEN PROTECTING RACETRACK ROAD, WHICH HAS A MORE SUBURBAN OR RURAL CHARACTER, ADDING A 30 FOOT SCENIC EDGE MINIMUM ALONG RACETRACK ROAD. AND AGAIN, JUST GOING THROUGH THE TEXT AMENDMENT, JUST TO SHOW YOU THE CHANGES. SO LOOKING AT WHAT YOU KNOW ABOUT DURBIN PAVILION, WHICH THAT'S HERE, ALL OF THE OTHER PORTION OF THE PROPERTY WHICH IS ABOUT 1300 ACRES, IS SUBJECT TO THIS COMPREHENSIVE PLAN AMENDMENT. YOU ARE ALSO GOING TO SEE A PUD FOR THE ENTIRE PROPERTY IN THE NEXT COUPLE OF MONTHS AS WELL AS A DEVELOPMENT MODIFICATION FOR D.C. THE PROJECT IS GOING TO START ON THE SOUTH SIDE. THIS IS GOING TO BE THE FLAGLER HOSPITAL MEDICAL CAMPUS. THIS IS GOING TO BE ABOUT 800,000 SQUARE FEET OF COMMERCIAL. THERE HAVE BEEN NAMES ABOUT AND YOU HAVE ALL HEARD THEM SO WE WON'T REPEAT THEM HERE. THE VISION IS TO START OUT IN THIS AREA WITH THE HOSPITAL MEDICAL CAMPUS COMMERCIAL AND SOME MULTIFAMILY AND OFFICE USES AND BUILD OUR WAY TO THE NORTH AND THEN TO THE EAST AS WELL. BUT YOU SEE THE COMPONENTS OF
[01:00:01]
COMMERCIAL, MULTIFAMILY AND OFFICE AND THERE'S MIXED-USE ON THE EAST SIDE THAT WILL BE COMPONENTS OF THE BIGGER PROJECTS GOING FORWARD. THIS IS THE MASTER DEVELOPMENT PLAN MAP FOR THE PUD YOU WILL SEE IN THE NEXT FEW MONTHS TALKING ABOUT THE USES, CONSTRUCTION OF THESE PEYTON PARKWAY FROM 9B TO RACETRACK ROAD AND WE TALK ABOUT THE DEVELOPMENT AGREEMENT, THE FOUR LANDING OF RACETRACK ROAD. SO THESE ARE ALL COMPONENTS OF THE PROJECT. WEST PATENT IS ALREADY CONSTRUCTED SO THE IDEA IS TO BUILD EAST PEYTON NEXT IN FOUR LANES AND THEN GOING TO SIX LANES AND THEN RELATING THE MISSING PIECE OF RACETRACK ROAD. SO AGAIN, TODAY, WE ARE HERE FOR A COMP PLAN TRANSMITTAL WE WILL BE BACK BEFORE YOU ON MARCH 17 FOR THE FIRST HEARING OF THE DEVELOPMENT AGREEMENT MODIFICATION TO TALK ABOUT THE CHANGES TO THE DEVELOPMENT AGREEMENT, CHANGING THE PHASING OF THE ROADWAY IMPROVEMENTS. THE FOUR LANDING OF EAST PAYTON AND THEN GOING INTO RACETRACK ROAD. AS PROPOSED IN THE DEVELOPMENT MODIFICATION. YOU WILL ALSO SEE THE PUD AT THAT TIME WITH ABOUT 5 MILLION SQUARE FEET OF COMMERCIAL AND OFFICE AND HOSITAL BEDS. HOSPITAL HAS BEEN CHANGED BECAUSE THAT'S WHAT YOU'RE IMPACT FEE SCHEDULE BECAUSE IT. WE ARE GOING TO CONVERT 150 BEDS TO 375,000 SQUARE FEET OF HOSPITAL USE. SO YOU WILL SEE THE CHANGE.AND THEN THE DEVELOPMENT AGREEMENT MODIFICATION WILL ALSO COME BEFORE YOU IN THE NEXT MONTH. SO HERE WE ARE. FEBRUARY.
WE APPRECIATE YOUR ATTENTION. IF YOU HAVE ANY QUESTIONS ABOUT THIS AMENDMENT, PLEASE LET ME KNOW. WE HAVE A WHOLE TEAM HERE TO ANSWER WHATEVER YOU NEED TO
TALK ABOUT. THANK YOU. >> ANY QUESTIONS FOR THE APPLICANT? SEEING NONE, COMMISSIONER BLOCKER?
>> MR. BLOCKER: AT THIS TIME THE BOARD WILL HEAR PUBLIC COMMENT ON AGENDA ITEM NUMBER 3. PUBLIC COMMENT ON AGENDA ITEM NUMBER 3, PLEASE COME FORWARD.
PUBLIC COMMENT ON AGENDA ITEM NUMBER 3. MR. CHAIRMAN, NOT SEEING ANYONE COMING FORWARD TO
A CLOSE UBLIC COMMENT ON AGENDA ITEM NUMBER THREE. >> WITH PUBLIC COMMENT CLOSE WE
ARE BACK TO THE BOARD. I WILL ENTERTAIN A MOTION. >> AND MAKE A MOTION TO APPROVE TRANSMITTAL OF THE COMPREHENSIVE PLAN AMENDMENT 2019 Ã05, DURBIN PARK SUBJECT
TO FOUR FINDINGS OF FACT >> SECOND >> I HAVE A MOTION AND A SECOND. ANY DISCUSSION? SEEING NONE, PLEASE VOTE.
AND THE TRANSMITTAL PASSES 5 TO 0. CONGRATULATIONS. WE WILL MOVE ALONG TO AGENDA
ITEM NUMBER 4. >> MR. CHAIRMAN, WE HAVE A RELATIVELY SHORT AGENDA WITH A FEW ITEMS REMAINING. I WANT TO TAKE TWO SECONDS AND FOLLOW UP ON ELLEN AVERY SMITH'S COMMENT ABOUT THE HISTORY OF THIS PROJECT. IT IS INTERESTING TO ME THAT IT WAS EXACTLY 20 YEARS AGO THAT THE THEN SITTING ST. JOHNS COUNTY COMMISSIONERS ÃI THOUGHT THEY MADE A REMARKABLY CREATIVE AGREEMENT WITH THE STATE AND WATER MANAGEMENT DISTRICT. TWO RECOGNIZED AND BY ORDINANCE TRANSFER DEVELOPMENT RIGHTS ON A PORTION OF 12 MILE SWAP OUT AT THE TIME BY COMER. AND WITH THE FULL INTENT, THE FULL TRANSPARENCY THAT THAT WOULD ALLOW THE STATE TO REACH A VOLUNTARY ARM'S-LENGTH AGREEMENT WITH CALMER LAND TRUST AND PROTECT THE 12 MILE SWAP IF YOU LOOK AT A REGIONAL MAP AND SEE IT'S A CLOSE PROXIMITY TO THE RESERVE YOU ARE LOOKING OVER 33,000 ACRES OF PROTECTED REGIONAL WILDLIFE CORRIDOR, AND IT WAS ALL DONE BY THEN THE CITY COMMISSION THAT TOOK A LEAP OF FAITH AND I THINK IT'S RESULTED IN NOT ONLY THAT ACQUISITION, BY THE WAY, WAS ACQUIRED FOR $900 AN ACRE WHICH IS A PRETTY GOOD PRICE. I'M SURE YOU KNOW COMMISSIONER SMITH WAS ON AT THE TIME. I THINK IT WORKED OUT WELL FOR THE CITIZENS OF THIS COUNTY AND I ALSO WANT TO COMPLEMENT THE APPLICANT DEVELOPER FOR DOING A VERY EXCELLENT HIGH-QUALITY ELOPMENT TO O SEE ÃHE SORT OF PROMISED US FIVE YEARS AGO AND IS GOING FORWARD WITH GREAT SUCCESS. WE TOOK THAT TO THE DASH TO THE GOVERNING BOARD IN JANUARY OF 2000, AND ÃIN MARCH OF DASH TO THE CABINET AND HERE WE ARE 20 YEARS AGO.
I'M SORT OF REFLECTING ON HOW THAT CAME TOGETHER OVER 20 YEARS.
[Item 4]
>> THANK YOU, COMMISSIONER. THANK YOU FOR THE HISTORY. CONGRATULATIONS.
[01:05:01]
WE WILL MOVE ALONG TO AGENDA ITEM NUMBER FOUR. >> THIS IS A QUASIJUDICIAL HEARING. IF YOU HAVE ANY EX PARTE COMMUNICATIONS, NOW WOULD BE
THE TIME TO DISCLOSE IT. >> I WAS SCHEDULED LAST WEEK TO GET A STAFF BRIEFING ON ALL THE ITEMS INCLUDING THIS ONE AND NUMBER TWO AT A MEETING SCHEDULED WITH THE APPLICANT AND BOTH OF THOSE WERE CANCELED, UNFORTUNATELY, MY FAULT DUE TO MY ILLNESS.
SO I DID EXCHANGE TEXT MESSAGES WITH THE APPLICANT, CURTIS HEART, BUT WE CAN DISCUSS THE PROJECT. I JUST APOLOGIZED FOR NOT BEING ABLE TO MAKE THE MEETING.
WE DID EXCHANGE TEXT MESSAGES, AND THAT'S ALL THE COMMUNICATION I HAD.
BUT THANK YOU. COMMISSIONER BLOCKER? >> MR. BLOCKER: I HAD A MEETING ON THURSDAY, FEBRUARY 6, 2020, WITH MEGAN PERKINS WHO REPRESENTS THE APPLICANT IN THIS CASE AND WENT OVER SCHEMATICS AND SOME QUESTIONS I HAD ABOUT THE PROJECTS INCLUDING EXTENSION OF THE WATER LINES AND SIDEWALKS. WE HAD A PRAYER MEETING BACK IN MAY 30TH OF 2019 ALSO WITH MS. PERKINS WHERE WE DISCUSSED SOME ADDITIONAL QUESTIONS I HAD AT THE TIME THAT WERE ANSWERED. I ALSO HAD A PHONE CALL TO MR. CURTIS HEART REPRESENTS THE APPLICANT SOMETIME IN THE SECOND WEEK OF JANUARY. I DON'T HAVE A SPECIFIC DAY Ã GREAT ANSWER QUESTIONS I HAD ABOUT THIS PROJECT AND SOME ISSUES WITH SEPTIC TANKS.
THAT'S ALL I HAVE. >> THANK YOU. COMMISSIONER WALDRON?
>> MR. WALDRON: AT A MEETING ON FEBRUARY 13 AT 1:30 WITH MR. HARDT AND MS. PERKINS.
WE DISCUSSED THE PROJECT. THE SEPTIC TANK ISSUES AND WELL ISSUES THAT WERE PRESENTED BY THE PZA AND I DID A SITE VISIT ON THE 15TH, AND VISITED THE SITE AND TOOK A LOOK AT SOME OF THE DRAINAGE THAT CAME UP IN OUR LAST DISCUSSION WHEN IT WAS APPROVED, AND I HAD A VERY BRIEF DISCUSSION WITH MR. TOMMY ALLEN BUT WE DID NOT DISCUSS THE PROJECT ON THE EVENING OF
FEBRUARY 15. >> COMMISSIONER JOHNS? >> MR. JOHNS: I HAVE MET ON JANUARY 16 WITH MR. HARDT AND MS. PERKINS ABOUT THE DETAILS OF THE PROPOSED DEVELOPMENT.
I ALSO RECEIVED A PHONE CALL FROM MR. PARK YESTERDAY ASKING IF I HAD ANY OTHER QUESTIONS OR ANYTHING ELSE OF CONCERN AND I EXPRESSED TO HIM THE COMMENTS MADE BY THE PZA ANY ADDRESS
THIS. >> MR. SMITH: VERY GOOD. I HAD A MEETING WITH MS. MEGAN PERKINS ON OCTOBER 10 AT 2:00 P.M. WE DISCUSSED THIS PROJECT ABOUT WHEN IT WAS DONE BACK IN 2018. WE JUST HAD A REVIEW OVER WHAT IT WAS 2018 Ã21 ÃPRD.
SHE REVIEWED AT THE POINT WITH SOME OF THE THINGS WITH REGARD TO A MAJOR MODIFICATION REQUEST. TALKED ABOUT THE SUBJECTS, THE WELLS, 16 INCH WATER BEING BROUGHT THAT WAY, PROPOSED CHANGES IN REGARD TO SIGNAGE, PHASING, AND SIDEWALKS AT THAT TIME. I AGAIN MET WITH MS. PERKINS AND MR. HARDT ON FEBRUARY 13 AT 1:00 P.M., DISCUSSED THE SIDEWALKS, PHASING, CHANGES TO THE ORIGINAL REQUEST AND AGAIN THE SEPTIC TANKS INTO THE RESERVE FENCE, NOT OPAQUE FENCE REQUEST AND SIGNAGE AS WELL.
I THINK THAT ABOUT COVERS EVERYTHING THAT I HAVE. WE WILL MOVE ALONG.

THIS CONCLUDES MY PRESENTATION THE APPLICANT IS PRESENT. >> ANY QUESTIONS FOR STAFF? SEEING NONE WE WILL NOT HEAR FROM THE APPLICANT. THANK YOU.
>> >> MR. CHAIRMAN AND MEMBERS OF THE COMMISSION CARD IS HARD.
HIS IS AN APPLICATION FOR A MAJOR MOD TO THE PRD THAT HAS EXISTED SINCE 2018.
JUST A POINT OF REVIEW A PRD IS A PLANNED DEVELOPMENT IN A RURAL SILVERCULTURE THE INTENT OF THE PRD IS TO HAVE TWO DISTRICT ÃDISTINCT AREAS DEVELOPMENT AREAS AND THE
[01:15:05]
RESERVE AREAS. THIS EXISTING PRD IS ON THE CORNER OF 208 ÃIT EXISTS 102 ACRES AND 20 LOTS. THE DEVELOPMENT AREA OF EACH LOT IS ONE HALF ACRE. IT'S IN YELLOW IF YOU NOTICE ON THE MAP.IT IS IN YELLOW. THE NONCOMMON RESERVE AREA OF EACH LOT AVERAGES ABOUT 1 1/2 ACRES AND THAT'S THE GREEN AREA AROUND THE YELLOW AREA. IN THE COMMON RESERVE AREA IS APPROXIMATELY 64 ACRES AND IT'S AN ORANGE. THEY REQUEST AS A PLANNER STATED IS TO ALLOW FOR A NON-OPAQUE FENCE WITHIN THE 25 FEET SETBACK WHICH IS ESSENTIALLY GOING TO PUT [INDISCERNIBLE] ALONG THIS AREA IS BIGGER LIKE TO USE THE DEVELOPMENT AREAS AND KEEP THEIR RURAL SUBCULTURE ACTIVITIES.
THE MOST QUESTIONS I HAVE RECEIVED IS THE QUESTION ABOUT PUTTING A DRAIN FIELD IN THE NONCOMMON AREAS, WHICH WOULD BE IN THE GREEN AREAS. 1/2 ACRE SEEMS LIKE A LOT OF LAND, BUT IF YOU PUT A NICE LONG DRIVEWAY, THREE CAR GARAGE AND HOUSE, POOL, AND YOU WIND UP PUTTING THAT DRAIN FIELD, WHICH USUALLY HAS A BIG HUGE Ã YOU WIND UP INTERFERING IN YOUR HOUSING AREA. SO WE WANTED THE OPPORTUNITY IF NECESSARY TO PUT THAT DRAIN FIELD OVER IN THE NONCOMMON RESERVE AREA WHICH WILL BE OWNED BY THE HOMEOWNERS ÃTHE OTHER COUPLE OF REQUESTS ÃWE WANT TO DO A TEMPORARY SIGN. ONE TEMPORARY SIGN IN PHASE 1 WE WANT TO PUT TEMPORARY SIGNS UP FOR CONSTRUCTION. AND SIDEWALKS, WE ARE REQUESTING SIDEWALKS BE CONSTRUCTED PRIOR TO AS BUILD APPROVAL IN PHASE 2 REPORT SIDEWALKS IN PHASE 2. EACH HOMEOWNER WILL HAVE INDIVIDUAL WELLS.
THAT MEANS ALL THE SURROUNDING AREAS INDIVIDUAL WELLS. WE HAVE AGREED TO EXTEND THE WATER LINE ALL THE WAY UP TO 08 FROM WHISPER RIDGE, PUT A HYDRANT THERE IN PHASE 1 AND EXTENDED UP TO THE ENTRANCE TO PHASE 2 WILL REBUILD PHASE 2. WE ALSO HAVE STATED AND REQUESTED IT BE DONE IN TWO PHASES. THE FIRST PHASE IN FIVE YEARS AND THE SECOND PHASE IN THE SECOND FIVE YEARS AND A TOTAL OF FIVE YEARS.
WE HAVE AGREED TO PUT SIDEWALKS ALONG THE ENTIRE LENGTH OF 208 ALL THE WAY UP TO THE NEW PROPOSED ÃI THINK THAT'S 2209 RIGHT THERE.ND WE WILL DO THAT WHEN REBUILD PHASE 2 AND WE JUST WANT TO REMIND THE COMMISSION, WE ARE NOT ASKING FOR AN INCREASE IN DENSITY AND WE ALSO AGREED WITH THE FIRE DEPARTMENT TO PUT EACH HOME WILL BE SPRINKLERED AND I WILL BE GLAD TO ANSWER ANY QUESTIONS.> ANY QUESTIONS FOR THE APPLICANT?
SEEING NONE WE WILL NOW MOVE INTO PUBLIC COMMENT. >> MR. BLOCKER: AT THIS TIME, THE BOARD WILL ENTERTAIN PUBLIC COMMENT ON AGENDA ITEM NUMBER 4. PUBLIC COMMENT ON AGENDA ITEM NUMBER 4. PLEASE COME FORWARD. GIVE US YOUR NAME AND ADDRESS.
>> GOOD MORNING. MY NAME IS THOMAS ALLEN. MY ADDRESS IS 2500 CABBAGE HAMMOCK RD., AND AM GOING TO DISCUSS JUST FOR A MOMENT THE ORIGINAL APPROVAL AND REMIND AND REQUEST THAT YOU WILL LOOK AT THAT AGAIN. THE ORIGINAL APPROVAL WAS DONE WITHOUT ADEQUATE INFORMATION. THERE IS A ROAD THAT WAS BUILT IN THE 70S, WHICH I HAVE MAPS OF, AND IT'S ON YOUR MAP, MAP 7497. 90 7B.
IT TUALLY PREVENTS THE DRAINAGE WHICH IS NATURALLY FLOWING SOUTH TO FLOW CELL.
IT HAS TO GO TO THE NORTH. THE SECOND THING I WOULD LIKE TO REQUEST IS THE CONCERN ABOUT A SEPTIC TANK. MY PROPERTY IS ON SEPTIC TANK, AND IT HAD TO BE.
THERE WASN'T ANY SEWER OR WATER AS FAR AS THAT GOES AVAILABLE. AND WHEN I MOVED OUT THERE IN
[01:20:03]
76, SO I UNDERSTAND THE NEED. AS WE CONTINUE TO GROW IN THIS COUNTY AND WE ARE NOW AT I THINK SOME PROJECT 240,000. I THINK WE NEED TO BE MORE CAUTIOUS ABOUT SEPTIC TANKS BEING APPROVED AND THAT SORT OF THING. AND ALONG WITH THAT THE NATURAL DRAINAGE TO THAT PARTICULAR PIECE OF PROPERTY IS WEST DOWN TO AN AREA THAT WAS DUG TO HELP TAKE CARE OF THE DRAINAGE THAT WAS BLOCKED GOING WEST THAT FLOWS OUT TO COUNTY ROAD 208.MY REQUEST THIS MORNING IS THAT YOU ALL LEAVE IT AS IT IS AND GO FROM THERE, BUT THEN I'M GOING TO BE BACK IN REQUEST TO ALL RESEARCH THE DRAINAGE AND HAVE SOME PROVISION MADE FOR THE NATURAL DRAINAGE TO BE REINSTATED SO THAT IT CAN FLOW SOUTH, NOT FLOW NORTH AND EMPTIED INTO CABBAGE HAMMOCK RD. AND I HAVE PROVIDED YOU ALL PHOTOGRAPHS SHOWING ALL OF THOSE THINGS AS WELL AS THE TWO CULVERTS THAT EMPTY INTO THE AREA THE DRAINS AND THEN INTO THE CULVERTS THAT EMPTY INTO COUNTY ROAD 208.
THANK YOU FOR YOUR CONSIDERATION. THESE AREN'T EASY TIMES BUT I WANT TO REMIND YOU THAT YOUR DECISIONS WILL CONTINUE TO AFFECT TRAFFIC HEALTH, ACTIVITIES IN OUR COUNTY AND THE MORE FOLKS WE ADD THE MORE PROBLEMS WE ARE GOING TO HAVE AND THAT'S ONE OF MY CONCERNS, BEING A LONG-TERM RESIDENT HERE OVER 70 YEARS.
SO AGAIN, I APPRECIATE YOUR CONCERN, THE DECISIONS YOU HAVE TO MAKE, BUT I THINK THEY SHOULD GO OUT TOWARDS THE EXISTING ÃRESIDENTS OF THE COUNTY.
THANK YOU VERY MUCH. >> THANK YOU, SIR. ANY FURTHER PUBLIC COMMENT ON AGENDA ITEM NUMBER FOUR? MR. CHAIRMAN, NOT SEEING ANY FURTHER COMMENT AT THIS TIME,
WE WILL CLOSE PUBLIC COMMENT ON AGENDA ITEM NUMBER FOUR.>> WITH THE COMMENT SECTION CLOSE
WE ARE BACK TO THE BOARD FOR ANY DISCUSSION, COMMENTS. >> MR. BLOCKER: I WOULD LIKE MR. HARD TO COME BACK UP, PLEASE. MR. HARD, THANK YOU.
I THINK AT ONE POINT MADE A PHONE CALL WHERE WE TALKED ABOUT SEPTIC TANKS.
UNDERSTAND AS A GENERAL CONCERN WITH SEPTIC TANKS. I KNOW I HAVE CONCERNS ABOUT IT. I THINK WHAT'S INTERESTING ABOUT THIS PARTICULAR DEVELOPMENT IS THE LOW DENSITY THAT'S THERE. CAN YOU EXPLAIN ABOUT THE NEED
FOR SEPTIC TANKS IN THIS PARTICULAR SET OF? >> THE CLOSEST PUMP STATION Ã SEWER PUMP STATION, MUNICIPAL, IS IN WHISPER RIDGE. WE WOULD HAVE TO PUT A PUMP STATION IN AN ORDER TO TYPE INTO THE PUMP STATION, IT WOULD JUST BE ECONOMICALLY FEASIBLE TO ONLY SERVE 20 LOTS. I CAN TELL YOU THIS. SEPTIC TANKS, IF THEY ARE WELL-MAINTAINED AND PUT IN A PLANT OR A VERY GOOD WAY TO TREAT WASTE.
THEY HAVE TO BE WELL-MAINTAINED AND I EXPECT THESE FOLKS WILL MAINTAIN THOSE.
AND I KNOW THE GENTLEMAN CAME UP ÃWE HAVE TO MEET THE DRAINAGE REQUIREMENTS WATER MANAGEMENT, AND YOU DIDN'T ASK THAT QUESTION BUT WE CERTAINLY HAVE TO GO THROUGH WATER MANAGEMENT TO GET PERMITS AND WE HAVE TO ADDRESS ANY TYPE OF DRAINAGE ISSUES THAT COME UP
>> I APPRECIATE IT. FROM WHAT I UNDERSTAND IT WOULD BE COST PROHIBITIVE AT THIS POINT TO EXTEND THE SEWER LINES AND THAT'S WHY YOU'RE ASKING FOR IT.
YOU'RE GOING TO EXTEND THE SIDEWALKS AS WELL. EXTEND THE WATER LINES AS WELL.
THIS IS A LOW DENSITY. GERARD ASKING FOR ANY INCREASE IN DENSITY.
THIS IS 100 ACRES, 20 HOMES, MORAL CHARACTER, A QUESTION >> GAS
>> OKAY. THAT'S ALL I HAVE. >> ANYTHING ELSE?
>> NO SIR >> COMMISSIONER WALDRON? >> MR. WALDRON: I THINK ONE OF MY QUESTIONS IS ANSWERED. WHETHER YOU HAVE WATER MAIN YET.
MIC] >> MIKE ROBERTSON >> I KNOW WHEN THIS CAME UP THE FIRST TIME THE BIG CONCERN WAS DRAINAGE. AND AT THAT TIME I THINK WE DISCUSSED HAVING THE FLOOD MAPS PUT IN OUR PACKETS, IF WE COULD GO BACK TO DOING THAT.
BUT THE WATER FLOW IS BROKEN UP IN THE 70S WHICH WOULD BE THE ZONA'S PROBLEM.
DO WE KNOW SHOULD CLOSE OUT THERE? I MEAN MR. ALLEN HAS LIVED
THERE AS LONG AS >> WATER GOES FLOW FROM EAST TO WEST AND ITS EXTREMELY HIGH, JUST PAST THE ROAD.
I'M FAILING TO REMEMBER THE ROAD EAST OF THERE BUT SIGNIFICANTLY HIGHER THAN IF
[01:25:01]
YOU GO TOWARDS CABBAGE HAMMOCK, CABBAGE HAMMOCK IS SORT OF SETTING THE STAGE FOR AND THEN IT DROPS OFF I'D SAY AROUND 10 FEET JUST ON THE EAST SIDE OF CABBAGE HAMMOCK TO JUST ON THE WEST SIDE OF WHERE THIS PROJECT IS GOOD WE ARE LOOKING AT 10 TO 15 FEET IN ELEVATION DIFFERENCE. STRAIGHT ACROSS. THERE'S A SLIGHT UNDULATION JUST TO THE EAST OF CABBAGE HAMMOCK ON THE SOUTHERN END OF THE ROAD THERE'S A HIGH AREA AND THERE. GENERALLY WE ARE SEEING A FLOW FROM EAST TO WEST ACROSS THEENTIRE AREA. >> OKAY. BUT WHEN IT GOES TO ST. JOHNS,
IS IT FLOWING SOUTH? >> IT KIND OF HITS A COUPLE OF DIFFERENT CREEKS THAT ARE AVAILABLE. SOME FLOW SOUTH AND SOME ACTUALLY FLOW BACK NORTH UNDERNEATH 2082 ANOTHER CREEK AND THEN FLOWS OUT TO THE WEST. IT'S GENERALLY JUST AN EXTREMELY FLAT AREA FROM NORTH TO SOUTH. PTHE FLOW IS ALL FROM EAST TO WEST AND WE IN THE ENGINEERING WORLD CALL IT 2D WATER FLOW KIND OF REALLY HARD TO SEE ONE
WAY OR THE OTHER WHICH WAY IT'S GOING TO FLOW IN ANY GIVEN MODEL >> I COULDN'T FIND MY NOTES, BUT MY MEMORY WE HAD A DISCUSSION ON THE CULVERTS ON CABBAGE HAMMOCK RD.
HAS THE COUNTY LOOKED AT THEM AND PREPARE THEM FOR >> I WILL SAY I DON'T HAVE ANY CONFIRMATION FOR THAT. I RECALL THAT COMING UP AT THE INITIAL HEARING.
STAFF ASSESSMENT FROM WHAT WE WERE GIVEN AT THE TIME SHOW THEY WOULD APPEAR TO FLOW.
WHETHER THERE'S BLOCKAGE IN THEM CURRENTLY, I COULD NOT SPEAK TO, BUT I CAN CERTAINLY
SPEAK WITH PUBLIC WORKS TO SEE ABOUT THIS. >> WE CAN LOOK AT OUR MODELS AND MAKE SURE THAT THAT'S ADDRESSED. WHEN WE GET THE WATER MAIN PERMIT BACK TO MAKE SURE WE ADDRESS THAT. IT IS SOMETHING THAT'S LOCKED UP WHICH IS HAPPENING THROUGHOUT THE COUNTY. I CAN REMEMBER PLACES WHERE CANALS WERE FULL OF WATER AND AIR DRIED OUT. APPARENTLY THE WATER HAS BEEN
BLOCKED UPSTREAM SUMMARY. OKAY.HANK YOU. >> MR. SMITH: IS THAT IT,
COMMISSIONER WALDRON? COMMISSIONER DEAN? >> MR. DEAN: I WILL PREMISE AGAIN MY FIRST OPPORTUNITY TO SORT OF STUDY THIS APPLICATION AND GET A BRIEFING WAS THIS MORNING AT 8:00 WHEN I CALLED MIKE ROBERSON AND HE GAVE ME SORT OF A STOP BRIEFING OVER THE PHONE. SO WITH APOLOGIES TO EVERYONE, I'M GOING TO HAVE TO DIG A LITTLE DEEPER INTO THE WEEDS ON THE SEPTIC TANK ISSUE BECAUSE I HAD SOME UNANSWERED QUESTIONS AND PROBABLY MR. HEART MIGHT BE BEST TO ADDRESS THIS IN STOCK AND JUMP IN IF THEY SO CHOOSE.
MY QUESTION THAT I HAVE IN MY MIND IS THE 4 TO 2 DENIAL BY THE PZA SEEMED TO ZERO IN ON COMMENTS MADE BY MEMBERS OF THE PZA CONCERNED ABOUT MOVING THE LOCATION OF THE SEPTIC TANK DRAIN FIELD INTO THE RESERVE AREA INSTEAD OF THE COMMON AREA INDICATED ON A DOUBLE YELLOW OR GREEN COLORING ON THE MAP. IF YOU WANT TO GO BACK TO PAGE 6. I DON'T KNOW IF THE OVERHEAD WOULD CLARIFY IT FOR ME. I THINK MR. HART PUT IT UP ON THE OVERHEAD.
WHERE THE DRAIN FIELD WOULD BE WOULD BE IN THE YELLOW, GREEN OR ÃHELPED ME UNDERSTAND THIS.
>> THE SEPTIC TANK DRAIN FIELD WOULD BE IN THE GREEN AREA AROUND THE YELLOW.
SIMPLY TO GET OUT OF THE CONSTRUCTION AREA WHERE THE DRIVER WOULD BE
>> WELL HELPED ME UNDERSTAND Ã YOU WOULDN'T BE IN THE BROWN AREA
>> EXACTLY >> IN THE BROWN AREA IS SET ASIDE FOR PRESERVATION?
>> YES. >> AM I MISUNDERSTANDING OR TO THE MEMBER MISUNDERSTAND IT APPEARED THE MEMBER OF THE PZA WAS CONCERNED ABOUT THE PLACEMENT OF THE DRAIN FIELD IN
THE PRESERVE AREA >> THEY WERE SOMEWHAT CONFUSED.
GENERAL STATEMENT FROM ONE OF THE MEMBERS THAT IS TIME WE MOVED ON AWAY FROM SEPTIC TANKS AND I THINK WE SHOULD STRIVE TO REPAIR THE SEPTIC TANKS THAT ARE FAILING.
SEPTIC TANKS ARE BUILT PROPERLY MAINTAINED, THERE'S AN EXCELLENT WAY Ã
>> EVERYONE KNOWS I'VE ARGUED FOR CENTRAL WATER AND SEWER FOR LARGE DEVELOPMENT FOR THE LAST 30 YEARS, BUT I DO UNDERSTAND RESPECT THE FACT THAT FOR A PURITY A SMALL DEVELOPMENT IT DOESN'T MAKE ECONOMIC SENSE TO PUT IN A FULL-BLOWN WATER AND WASTEWATER SYSTEM WITH REUSE AND THE BELLS AND WHISTLES. I GET BACK TO THE ANSWERS MY QUESTION.
THAT I HAD ABOUT THIS PROJECT ARE BASED ON THE VERY COMFORTABLE WITH THE ISSUE FROM
[01:30:05]
FLEX MY QUESTION ÃAN ILLEGAL HAS COME IN ON US AS WELL. OUR CODE DECLARES A RESERVEAREA IS A PERMANENT OPEN SPACE, IS THAT CORRECT? >> YES.
THAT'S CORRECT.> NOW, PERMANENT OPEN SPACE I WOULD THINK WOULD BE BASICALLY USED FOR AGRICULTURE AND RURAL SILVICULTURE, CORRECT? THAT WAS THE INTENT OF A
PURITY. >> YES. A PRD HAS MORE OPEN SPACE THAN
YOUR REGULAR PLANNED DEVELOPMENT UNITS >> IN REGARD TO PERMANENT OPEN SPACE IN A RESERVED AREA DESIGNATED FOR AGRICULTURAL USE AND IN THE SENATE WOULD BE VERY DIFFICULT TO PLANT A PINE TREE AND A DRAIN FIELD AND HAVE IT WORK EFFICIENTLY OR TO PLOW AND CULTIVATE IN REGARD TO AGRICULTURE AND HOW IT COULD BE A RESERVED AREA AND PERMANENT OPEN SPACE. SO AN INFRINGEMENT ON THAT, AND I THINK WHERE THE PZA WAS GOING WITH THIS IS AN INFRINGEMENT INTO THE AREA AS A COMPROMISE OF WHAT THE INTENT WAS.
HENCE WITH THIS WE HAD A CERTAIN AMOUNT OF RESERVE AREA BUT ALLOW FOR A CERTAIN DENSITY
FOR THIS PROPERTY, IS THAT CORRECT? >> YES.
PRD'S ARE BASED ON THE RESERVATION OF TWO TYPES OF RESERVE AREAS.
AND COMMENTS ARE TYPES OF RESERVE AREAS WHICH DEVELOPMENT IS NOT PSUPPOSED TO INFRINGE UPON THE
DIFFERENCE IS WHO OWNS THE UNDERLYING LAND. >> AND SO ÃLET'S JUST BE VERY FRANK ABOUT IT. VOTED AGAINST THIS WHEN IT FIRST CAME BEFORE US BECAUSE TO ME, IT'S A WET PIECE OF GROUND. A LOT OF THE ORANGE BROWN AREA IS WETLANDS.
>> I CAN'T SPEAK TO THAT >> WE CAN LOOK AT OUR OWN DOCUMENTATION AND SEE THAT'S CLEAR. MY QUESTION IS WHEN IT COMES DOWN TO THE DEVELOPMENT AREA, THEY WERE ENGENDERED THE WASHER BUT NOW BECAUSE OF NOT TAKING THE WATER, YOU'RE GOING TO HAVE TO PUT A WELL ON THAT PROPERTY AND HENCE THE DISTANCE PROBABLY BETWEEN THE WELL AND THE DRAIN FIELD IS PROBABLY GOING TO BE VERY, VERY TIGHT. IS THAT PART OF THE REQUEST FOR HAVING THE ADDITION OF SEPTIC TANKS INTO THE RESERVE AREA IS BECAUSE THE DISTANCE BETWEEN THE WELL AND SEPTIC. ? IT COULD BE.
WE HAVE TO BE COGNIZANT OF THAT.> AND I HAVE ÃI UNDERSTAND WHERE IT CAME FROM AND THAT'S WHY I HAVE RESERVATIONS ABOUT IT. I THINK THAT WAS THE INTENT AND BECAUSE OF THE INTENT AND THE ORIGINAL INTENT THAT CAME WAS THE SALES PITCH WAS WE HAVE A CERTAIN AMOUNT OF AREA THAT'S GOING TO BE AND BECAUSE OF THAT ALLOWED A CERTAIN AMOUNT OF DENSITY. ESPECIALLY ÃWE HAVE HAD SOME OTHERS THAT HAVE COME FOR US AS WELL AWARE THAT PRD 5 TO 12 TO LARGER THAN THAT ACREAGE, THESE ARE VERY SMALL BECAUSE ÃI THINK BECAUSE OF THE WETLAND ISSUES BUT NONETHELESS. ANY OTHER COMMENTS OR QUESTIONS
FROM THE BOARD? >> MR. BLOCKER: MR. HART, JUST TO CLARIFY.
I BELIEVE SOME OF THE GREEN SPACE, IS SOME OF THE UPLOADS? >> IT'S ALL OPULENCE.
>> MR. BLOCKER: I JUST WANTED TO MAKE SURE Ã >> WE ARE ONLY DEVELOPING ÃIF YOU OVERLAID A WETLAND MAP, THOSE ARE ALL OPULENCE. WE HAVE NO WETLAND IMPACTS EXCEPT THERE'S A DE MINIMIS IMPACT WHERE THE SIGN GOES AT THE CORNER.
IT'S A DE MINIMIS IMPACT RIGHT AT THE CORNER WHERE WE PUT THE TEMPORARY SIGN.
>> MR. BLOCKER: UNDERSTAND. IF I CAN CLARIFY FROM STAFF AS WELL.
WE COULD HAVE MIKE, CAN HAVE SOMEONE FROM STAFF COME UP? LET ME MAKE SURE I AM CLEAR ON KIND OF ÃAND THE STAFF COMMENT HERE, WE REFERENCED SEVERAL OTHER PRD'S ARE SET UP WITH THE
APPLICANTS ASKING. >> CORRECT >> SO WE ARE LOOKING AT BERTRAM FARMS, ASHTON DOWNS, PRD, THE PASTORS, CRESCENT RANCHES, SO CAN YOU CLARIFY THAT A LITTLE?
THAT SOUNDS LIKE THIS ISN'T OUT OF THE ORDINARY, THIS REQUEST >> THAT'S CORRECT.
>> CAN YOU ELABORATE? >> I BELIEVE IT'S IN THE LAST 10 YEARS THOSE SEVERAL PRD'S HAVE HAD SOME SIMILAR REQUESTS STATED WITHIN THEIR TEXT THAT THEY HAD THEIR SEPTIC TANKS
[01:35:04]
WITHIN DEVELOPMENT AREA BUFFERS WHICH ARE WITHIN THE RESERVE AREA.THAT'S TRUE FOR ALL LISTED. >> I BELIEVE WHEN THIS CAME UP IN FRONT OF THE PCA THAT WAS
NOT HIGHLIGHTED >> CORRECT >> THEY WERE OPERATING ON THE
PREMISE THAT THIS WAS UNIQUE. WHEN IN REALITY IT'S NOT. >> IS NOT.
>> THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD?
>> MR. WALDRON: WHAT ARE THE SIZE OF THE LOT? >> I DON'T HAVE THAT INFORMATION WITH ME. WE CAN LOOK THAT UP FOR YOU AND SHARE THAT BEFORE THE END OF
THE PRESENTATION >> WOULD YOU PUT THIS UP THERE AS WELL? THIS IS A PICTURE OF THE WETLANDS. I THINK IT'S IMPORTANT FOR US TO KNOW THAT AS WELL. CAN YOU PUT THAT UP THERE WHERE IT CAN BE SEEN?
>> I ALSO HAVE A QUESTION. >> THAT IS A WETLANDS MAP. CAN YOU POINT OUT WHERE THE
WETLANDS ARE ON THIS MAP? >> >> IT GOES RIGHT UP TO THESE OTHER AREAS AS WELL. I JUST WANT TO MAKE SURE WE POINT THAT OUT.
ALL RIGHT. >> I HAD A QUESTION FOR FIRE ON THIS.
>> TO ANSWER YOUR QUESTION ABOUT THE LOT SIZES, THEY VERY. THEY CAN BE VERY LARGE TO
RELATIVELY SMALL. >> IF I REMEMBER RIGHT EVEN IN THE RESERVE AREA.
>> TYPICALLY THE RESERVE AREA IS GOING TO BE MUCH LARGER THAN THE DEVELOPMENT AREA BOUNDARY BECAUSE PRD'S REQUIRE 85 TO 90 PERCENT OF RESERVE AREA COMPARED TO THE PORTION OF
DEVELOPMENT AREA. >> GOOD MORNING. ED HOUSTON, FIRE MARSHAL, ST.
JOHNS COUNTY >> THE QUESTION I HAVE ON THIS SPRINKLER, ARE YOU OKAY WITH
THAT? >> WE MET WITH THE APPLICANT AND DISCUSSED THE FACT THAT NOT HAVING CENTRAL WATER AND THIS DOES MEET THE INTENT OF THE CODE
>> WHEN YOU ALL ANSWERED TO FIRE, WHAT'S THE FIRST THING YOU CUT OFF?
>> WHEN WE RESPOND TO A FOREST FIRE? JUST FROM BACK ON THE NIGHT WE HAD THE FIRES AND THE SPRINKLER SYSTEM ON TOP OF MY HOUSE THE FIRST THING THEY DID WAS SHUT THE POWER OFF AND I'M ON WELL AND SEPTIC. MY CONCERN IS WHAT WILL BE THE SPAN OF THE POWER TO THE HOUSE. DO YOU CUT POWER WILL YOU GET THERE SO NOBODY GETS ELECTROCUTED? WHEN WE RESTRUCTURE A STRUCTURE FIRE WEED CONTROL POWER DEPENDENT UPON THE CIRCUMSTANCE. AS THIS APPLICANT HAS REQUESTED THE SPRINKLER SYSTEMS ARE THERE TO PROTECT THE RESIDENTS AND ALLOW THEM TO GET OUT OF THE OCCUPANCY SO THAT'S WHAT THE INTENT IS IS NOT TO SAY THE PSTRUCTURE
>> AND YOU ARE OKAY WITH THE DISTANCE ON THE FIRE HYDRANTS >> WE ARE.
WE WORKED WITH THE APPLICANT: AND THEY CAME FORWARD WITH OFFERING Ã
MEETS OUR INTENT. >> AT THIS TIME I WOULD MAKE A MOTION IF THERE'S NO FURTHER
DISCUSSION. >> YOU CONNECTED MOTION. >> I WILL MAKE THE MOTION AND STATEMENT OF REASONS AT THIS TIME I MAKE A MOTION TO ENACT ORDINANCE 2020 FIVE MAJOR MACH 2019 Ã05 SOUTHWIND PLANTATION PRD A MAJOR MODIFICATION TO THE SOUTHWIND PLANTATION PRD ORDINANCE 2018 Ã21 IS AMENDED TO MODIFY THE SITE DEVELOPMENT CRITERIA INFRASTRUCTURE POTABLE WATER. SECTIONS OF THE PRD TAX BASED ON SIX FINDINGS OF FACT.
IN ADDITION BASED ON THE HEARING THE FEEDBACK FROM OUR FIRE MARSHAL HERE AS FAR AS THE SAFETY WHICH IS ALWAYS A CONCERN IN THIS PARTICULAR CONDITION BUT DOES MEET THE CODE, HAVING LOOKED AT THE BRIEFING PACKET AND TALKING TO THE APPLICANT AND UNDERSTOOD THE CONCERNS THAT HAVE COME THROUGH THIS, HOWEVER, WHEN THE PCA DID CONSIDER THIS THEY DID NOT HAVE WHAT WAS ORIGINALLY BROUGHT UP IT LED ME TO BELIEVE THIS WAS SOMEWHAT UNUSUAL BUT
[01:40:09]
IT APPEARS THIS IS NOT THE CASE WE HAVE DIFFERENT PRD'S AND THERE'S A NUMBER HERE AND IN FACT THE BRIEFING SLIDES IT MENTIONS THAT THE MOST APPROVED PRD'S THEY WERE LISTED IN THE BUFFER RESERVE AREAS FOR MOST PRD'S. BASED ON THAT, THIS IS NOT AN UNUSUAL REQUEST. I WOULD SUPPORT THIS. THAT THIS WOULD BE APPROPRIATEAND MOVE FORWARD. >> MADE A MOTION TO DRIVE SECOND?
>> SECOND. >> MOTION AND A SECOND. ANY FURTHER DISCUSSION? SEEING NONE, PLEASE VOTE. IT PASSES 3 TO 2. CONGRATULATIONS.
[Item 5]
WE WILL MOVE ALONG IN OUR AGENDA. AGENDA ITEM NUMBER 5. MR. DUNN?>> GOOD MORNING CHAIRMAN SMITH HONORABLE COMMISSIONER. DIRECTOR FROM THE REAR HERE TO REVIEW THE BUDGET GUIDELINES AS WE MOVE FORWARD IN OUR BUDGET PROCESS.
AS WE ACTUALLY BEGAN THE BUDGET PROCESS. JUST A QUICK UPDATE TO THE AGENDA PACKET FOR THE CITIZENS WHO ARE INTERESTED IN THIS PROGRAM.
THERE HAS BEEN AN UPDATE. THAT UPDATE HAS BEEN PROVIDED IN THE FOYER.
THERE ARE COPIES OF THE UPDATED PRESENTATION. WE HAVE RECEIVED AFTER OUR PUBLICATION, SOME MATERIAL INFORMATION RELATED TO OUR EVALUATIONS FOR THE FORTHCOMING YEAR THAT REALLY TRULY NECESSITATED PRESENTATION. TO THE 2021 BUDGET PROCESS WHAT OUR INITIAL ESTIMATES LOOK LIKE THE BUDGET GUIDELINES AND ANY COMMISSION DIRECTION AS WE MOVE INTO OUR BUDGET PROCESS. THE BUDGET PROCESS BEGINS TODAY AND WE HAVE SEEN THIS GRAPHIC BEFORE AND WE MOVED FROM FEBRUARY INTO THE ADMINISTRATOR'S BUDGET WORKSHOPS IS OUR FIRST GLIMPSE OF WHAT THE BUDGET MAY LOOK LIKE MOVING INTO 2021.
WE WOULD DO THAT AND MAY AT WHICH TIME THEREAFTER WE WILL PROVIDE A RECOMMENDED BUDGET WITH A ESTABLISHED BY THIS COMMISSION AND THEN IN SEPTEMBER, THERE ARE TWO AGENDAS FOR THE COMMISSION TO CONSIDER APPROVING THE OVERALL BUDGET.
AND IN BETWEEN, CERTAINLY, WILL A HOLD OF WHAT TO DO INCLUDING BETWEEN MARCH AND WORKING WITH THE DEPARTMENT TO CONSTRUCT THE INITIAL BUDGET. IN JUNE WE RECEIVED OUR INITIAL PROPERTY EVALUATIONS ONLY RECEIVE OUR CONSTITUTIONAL BUDGET SUBMISSIONS FOR STATUTE.
JULY 1 RECEIVED THE CERTIFIED PROPERTY EVALUATIONS AND THAT WILL BRING US TO THE RECOMMENDED BUDGET AND THEN IN AUGUST, WE HAVE OUR NOTICE OF PROPOSED TAXES MAILED AS A RESULT OF THE BOARD'S ACTION TO ESTABLISH THE TENTATIVE RATES. SO A WHOLE LOT OF STUFF GOING ON BETWEEN NOW AND SEPTEMBER. LOOKING BACK AT 2020, CERTAINLY THE FY 2020 BUDGET ADHERE TO THE BUDGET GUIDELINES THAT WERE SET FORTH LAST FEBRUARY REFLECTED THE COMMISSION'S DESIRE ÃTO CONTINUE TO APPROPRIATE ADDITIONAL FUNDING FOR TRANSPORTATION STRUCTURE, DEFERRED MAINTENANCE TO PRESERVE OUR EXISTING INFRASTRUCTURE ONGOING PROGRAM HAS BEEN TO LIMIT CURRENT OPERATING EXPENDITURES TO RECORD REVENUES.
ALL THE EMPLOYER CONTRIBUTION/ IN SEPTEMBER AND COMMISSIONER REALLOCATED CREATED NEW TAURUS DEVELOPMENT TASK CATEGORY, CATEGORY 5 OR THE FY 2020 BUDGET.
ALL WHILE MAINTAINING HEALTHY RESERVES. AND MAINTAIN THE COUNTIES AA PLUS CREDIT RATING. THE FISCAL YEAR 2020 BUDGET GONE INTO MORE SPECIFICS OF A
[01:45:01]
ERIC MILIS SHIFT FROM THE GENERAL FUND JUDY TRANSPORTATION TRUST FUND POINT 15 MILLS PROVIDED FOR APPOINTMENT CONSTRUCTION IS ESTABLISHED BY CATEGORY FIVE RESERVE THAT INCLUDED A RECURRING $2.2 MILLION. WE ARE GOING TO BE TALKING ABOUT THAT AND SOME UPCOMING COMMISSION MEETINGS. SOME OF THOSE DOLLARS HAVE BEEN SLATED FOR ONGOING LEVITRA NOURISHMENT PROGRAMS. WE ESTABLISHED A NO ON LAST YEAR A PLAN INCLUDED SOME COST-OF-LIVING AND MERIT. WE INCREASED AS WELL HEALTH INSURANCE PARTICIPATION LAST YEAR. WE HAVE INDEXED ALL THE EMPLOYEE EMPLOYER AND THE RETIREE AND 3.1 PERCENT AGAIN, I MENTIONED CONTRIBUTION EMPLOYER CONTRIBUTION WAS FOR 2020 AND WE HAVE SEEN SOME MOVEMENT TOWARDS BEACH DUNE RESTORATION PROJECTS. MOVING FORWARD INTO 2020. PROPERTY TAX GROWTH LAST YEAR IS THAT LAST BAR THERE AT 9.9 PERCENT WE ARE BEGINNING TO SEE A TREND IN A POSITIVE TREND AT THAT FROM 16 ON WHERE WE ARE AT OR ABOUT THIS NINE BUT SOMEWHERE BETWEEN NINE AND 9.9 PERCENT. AND LAST YEAR CERTAINLY GOOD NEWS.AND OUR RESERVES INCLUDED A $15 MILLION SURPLUS WITHIN THE GENERAL FUND FOR FY 2020.
SEEMS LIKE YESTERDAY. MOVING ON TO FY 2021'S BUDGET PROCESS AND THIS IS WHAT WAS UPDATED FROM THE ORIGINALLY PUBLISHED PRESENTATION. OUR OVERALL VALUATION INCREASED PER THE COUNTIES PROPERTY APPRAISER'S OFFICE WHICH IS NOW PROVIDING A ÃAN EXCELLENT NEW SERVICE WILL ALLOW US TO SEE WEEKLY UPDATES TO THOSE VALUATIONS.
AS OF LAST MONDAY WE HAVE RECEIVED NEWS FROM THE PROPERTY APPRAISER'S OFFICE THAT OUR INCREASE IN ST. JOHNS COUNTY TAXABLE VALUES IS AT 9.9 PERCENT FOR 2021.
THAT 9.9 PERCENT INCREASE IN PROPERTY EVALUATION RESULTS IN AN INCREMENTAL $19.2 MILLION INCREASE IN PROPERTY TAXES FROM FY 2021. IN THIS CHART HERE REFLECTS UPON FOR EACH OF THE ASSOCIATED MILLAGE FUNDS, FOR INSTANCE, FOR THE GENERAL FUND UNDER THE CURRENT ASSUMPTIONS, WE WOULD SEE UNDER THIS A MILLAGE INCREASE.
FIRE DISTRICT AT 3.6. TRANSPORTATION TRUST 2.4. HEALTH DEPARTMENT REGISTERS AT A LITTLE LESS THAN $100,000 IN INCREASE. OVERALL 19.2 INCREMENTAL INCREASE IN PROPERTY TAXES. LOOKING AT THE FY 2021 BUDGET GUIDELINES.
WHILE THERE IS NO MOTION TODAY BY THE BOARD, THIS IS REALLY INFORMATIONAL.
I WILL TELL YOU, THESE GUIDELINES ARE VERY IMPORTANT TO OUR OVERALL BUDGET PROCESS LAST YEAR WITH THE COMMISSION HOLDING STEADFAST TO THESE GUIDELINES WE WERE ACTUALLY ABLE TO INCREASE OUR GENERAL FUND RESERVES BY 22 PERCENT TO $52 MILLION-$64 MILLION.
SO THESE GUIDELINES BEGAN TO REALLY KICK OFF THIS BUDGET PROCESS.
LOOKING AT THE INFLATION AREA PERCENTAGE AREA LAST WEEK WAS A OVERALL INFLATIONARY OUT THERE.
WE WILL HOLD OUR OPERATIONAL BUDGET AT TWO PERCENT AND I WILL REITERATE SIMILAR TO LAST YEAR THERE ARE NEW AUTOMATIC INCREASES ASSOCIATED WITH THOSE OPERATING BUDGETS.
WE WILL CONTINUE TO REVEAL PROPERTY LIABILITY INSURANCE, FUEL COSTS WHICH ARE NOT LOOKING AS VOLATILE AS THEY SEEM TO BE FAIRLY CONSISTENT. ASSOCIATED UTILITY COSTS.
WE WILL CONTINUE TO LOOK AT THIS TO THE BUDGET PROCESS TO ADJUST ACCORDINGLY.
[01:50:02]
CONTINUING WITH PAY PLAN ADJUSTMENTS WE WILL BE LOOKING AT THE INDEX FOR THE SHEER.IT WOULD BE 2.5 PERCENT, AND WE WOULD BE LOOKING AS WELL AT A MERIT INCREASE APPEARANCE AT UP TO 1 PERCENT AND WE WILL BRING BACK WET PERCENTAGE WOULD LOOK LIKE AS PART OF THE ADMINISTRATOR'S ÃBUDGET WORKSHOPS IN MAY. THE FOCUS THIS YEAR, ASSOCIATED WITH PAY PLAN ADJUSTMENTS WILL BE TOO RANK AND FILE CONSIDERATION, ESPECIALLY ON PERCENTAGE INCREASES. THE NEXT SUB BULLET THERE, MR. CONRAD ASKED ME TO PROVIDE IN THIS TO PROVIDE FULL DISCLOSURE BUT WE WILL CONTINUE TO PLAN FOR LICENSURE'S FOR SPECIFIC POSITIONS OUT THERE. THE ONE I ALWAYS THINK OF IS AN ELECTRICIAN OR PLUMBER LICENSURE THERE IS ASSOCIATED DOLLARS WITH THAT, THOSE WOULD BE APPROPRIATED.
INDUSTRY MARKET WATCH IS ALWAYS CONSIDERED AS WELL FOR SPECIFIC INDUSTRIES THE TWO I ALWAYS THROW OUT OUT THERE IS ENGINEERS AND IT POSITIONS. NO GUARANTEE OF ANY MARKET WATCHES, BUT PERSONNEL WILL LOOK AT INDUSTRY MARKET WATCH AND ANY ASSOCIATED PROMOTIONS.
THESE WILL GO THROUGH COUNTY ADMINISTRATION AND BE BROUGHT FORWARD AT THE ADMINISTRATOR'S BUDGET WORKSHOPS. THE HEALTH INSURANCE EMPLOYER, KIND OF THE THREE RESPONSIBLE PARTIES, THE CONTRIBUTIONS FROM THE EMPLOYER, EMPLOYEE RETIREMENT.
THAT INDEX CAME IN AT 3.3 PERCENT. HOWEVER, WE WILL BE LOOKING AT IN THE HEALTH INSURANCE COMMITTEE HAS CERTAINLY HEARD THAT DISCUSSION ABOUT A REDUCTION TO THE EMPLOYER, EMPLOYEE. THE OVERALL EMPLOYEE EMPLOYER AND WE WILL FURTHER EVALUATE THOSE WITH THE COMMITTEE AS WELL AS ADMINISTRATION AND BRING THAT BACK TO YOU IDEALLY AT THE ADMINISTRATION WORKSHOP. AS WELL WE ARE LOOKING AT THE PAST COUPLE OF YEARS. BY THE TIME THAT ÃLATEBREAKING AUGUST SEPTEMBER UPDATE.
WE HAVE GOTTEN HAD ABOUT THIS YEAR WOULD LIKE TO INCORPORATE THAT.
AGAIN WITH THE BOARD'S DIRECTION IN THE HEALTH INSURANCE COMMITTEE'S MOVEMENT AND EMPLOYEE MIGRATION FROM THE PPO TO A HIGH DEDUCTIBLE HEALTH PLAN, I AM HAPPY TO SAY WE ARE GOING TO BRING FORTH A DECREASE BOTH TO THOSE HEALTH INSURANCE COSTS OUT-OF-POCKET, EMPLOYER COSTS AS WELL AS A REDUCTION TO THE EMPLOYER CONTRIBUTION. RETIREMENT RATES ARE CERTAINLY AS AN FRS PARTICIPANT MANDATED BY THE STATE AND WE WILL CERTAINLY ÃBY THE TIME HOPEFULLY BY APRIL WE WILL HAVE AN UPDATE. WE ARE CONFIRMING A POTENTIAL REDUCTION ON THE WORKERS COMPENSATION RATES. WE ARE GOING TO CONTINUE AS WE NORMALLY DO IN THE BUDGET PROCESS TO CONTINUE FUNDING FOR CAPITAL REPAIR AND REPLACEMENT OUR DEFERRED MAINTENANCE PROGRAM ÃI WILL SAY IT'S COMPLETELY CAUGHT UP, BUT IT'S CATCHING UP. THANK YOU TO THE COMMISSION. THIS WILL BELIEVE I OUR EIGHTH YEAR OF CONTRIBUTING TO DEFERRED MAINTENANCE PROGRAM AND NOW IT'S REALLY TRANSITIONING INTO A CAPITAL REPAIR REPLACEMENT PROGRAM. WE ARE GOING TO HOLD FAST TO A FIVE-YEAR COMPUTER REPLACEMENT AND THEN WE ARE GOING TO SEE, DEPENDING ON THE TYPE OF DEPARTMENT EQUIPMENT AND VEHICLE REPLACEMENTS THAT WILL BE ÃWITH SPECIFIC TO VEHICLES WILL HAVE FLEET MAINTENANCE AVAILABLE TO COMMENT ON THOSE VEHICLE REPLACEMENT REQUESTS.
WE ARE GOING TO CONTINUE TO PRIORITIZE ESSENTIAL INFRASTRUCTURE PROGRAMMING NEEDS COMMISSION AND WE ARE GOING TO INCORPORATE CAPITAL IMPROVEMENT PLAN PROJECTS WHERE FUNDING IS AVAILABLE. WE WILL CERTAINLY LOOK TO OUR IMPACT FEES AS AN OPPORTUNITY THERE AND CERTAINLY ONE OF MY PRIORITIES ÃI THINK ALL OF OUR PRIORITIES ÃIS TO MAINTAIN HEALTHY RESERVES AND THE AA PLUS CREDIT RATING. AND WITH THAT, I'M GOING TO LEAVE IT UP THERE AS TO KIND OF THIS VISUAL AS JUST TO THE BEGINNING OF THE BUDGET PROCESS. THERE IS NO SPECIFIC MOTION RELATED TOJUST TO GET INFORMATION OUT AND A KICKOFF AND THAT COMMUNICATION BEGINS AND I WILL BE LOOKING
[01:55:01]
FOR EMAILS FROM THE COMMISSION ASKED TO SOME OF CERTAINLY A WHOLE LOT OF QUESTIONS THROUGHOUT THE BUDGET PROCESS AND WITH THAT, IF THE COMMISSION HAS ANY QUESTIONS ORANY OTHER COMMENTS ASSOCIATED WITH THE KICK OFF. >> THANK YOU.
WE WILL MOVE ÃTHERE ARE COMMISSIONERS THAT HAVE QUESTIONS.
>> MR. BLOCKER: THANK YOU SO MUCH FOR THE HARD WORK YOU AND YOUR TEAM DO ON THIS.
THIS IS CRITICAL.HIS IS IMPORTANT. I'M EXCITED ABOUT THE ENERGY AND LEADERSHIP MR. CONRAD IS BRINGING TO THIS. HE HAS FAMILIARITY WITH OUR BUDGET AS BEING A FORMER COMPTROLLER. WE HAVE IN THE BACK OF THE ROOM FORMER COMMISSIONER MARK MINER WHO IS ALSO THE DEPUTY CLERK. I AM REMINDED THE GREAT LEADERSHIP THAT COMMISSIONER MINER SHOWED BECAUSE WHEN YOU LOOK AT THIS CHART, IT SHOWS WE HAD SOME ROUGH YEARS. IT'S A GREAT LEADERSHIP TO PROTECT THE FAMILIES OF ST.
JOHNS COUNTY. THAT'S SOMETHING MY FAMILY IS INDEBTED TO FORMER COMMISSIONER MINER FOR DOING FOR TAKING GREAT LEADERSHIP. THINGS ARE ALWAYS GREAT WHEN WE ARE MAKING A LOT OF MONEY THINGS WERE MUCH HARDER WHEN WE WERE LOOKING AT A DEFICIT AND YOU HAVE TO MAKE SOME TOUGH DECISIONS. I APPRECIATE THAT GOING FORWARD. THANK YOU AGAIN. IT'S A THANKLESS JOB BUT WE
APPRECIATE IT. >> SINCE THIS IS THE ONLY TIME THAT WE HAVE A CHANCE AMONG THE FIVE OF US TO CHAT, I WANT TO TAKE A MINUTE AND REFLECT ON JESSE'S COMMENTS AND NOW THAT WE HAVE MADE A SHIFT IN REPRESENTATION ON INSURANCE COMMITTEE EARLIER THIS FALL, THE SHERIFF ACTUALLY PRESENTED A PRETTY GOOD ARGUMENT FOR SUGGESTING REDUCTION IN OPAD.
I WANTED TO SAY THAT WE DID DISCUSS IT AS LATE AS BASEBALL AND YOU AND I MADE THE SHIFT SORTED IN DECEMBER AND HOPEFULLY THAT WILL BE LOOKED AT DEEPLY.
I KNOW YOU WELL. THE SECOND ITEM NOW THAT WE CAN TALK AMONG THE FIVE OF US IS WE GUESS I WOULD CALL IT A FORTUNATE POSITION LAST SUMMER IN THE FALL TO HAVE WHAT I WOULD CALL A SOMEWHAT ANTICIPATED INCREASE THE SIZE OF THE INCREASE WHICH LED TO OUR ABILITY TO ADDRESS SOME CRITICAL NEEDS IN THIS COUNTY.
AND SOMETIMES IT'S IMPORTANT WHAT YOU SAY IS HOW YOU SAY IT. I WANT TO REFLECT BACK A MOMENT AND JUST EXPRESS MY THOUGHT THAT I THINK THAT PACKAGE COULD HAVE BEEN PRESENTED AND ROLLED OUT WITH MORE CORRECT PRESENTATION IT WAS PRESENTED TO US AS A BUDGET SURPLUS YEAR-OVER-YEAR THAT ALLOWS US TO ADDRESS SOME CRITICAL NEEDS. AND THEN I HAD A NUMBER OF PEOPLE STOP ME ON THE STREET OR MORE IMPORTANTLY ON THE GOLF COURSE AND INTERRUPT MY GAME.
MY PARTNERS WOULD SAY YOU HAVE ALL OF HIS SURPLUS MONEY. I WOULD HAVE TO STOP AND EXPLAIN WE DON'T REALLY HAVE A SURPLUS. WHAT WE HAVE IS SEVERAL HUNDRED MILLION DOLLARS IN BACK LOG OF DEFERRED MAINTENANCE AND OTHER ITEMS. BUT I'M JUST SUGGESTING TODAY AS WE GO FORWARD WE ARE PROJECTING IRONICALLY THE SAME INCREASE THIS YEAR AS LAST YEAR. I THINK THAT WE CAN USE OUR GOOD JUDGMENT AND GOOD STAFF RECOMMENDATIONS TO DETERMINE IF, IN FACT, THERE ARE OTHER CRITICAL NEEDS THAT NEED TO BE ADDRESSED THIS SUMMER AND FALL THAT MY SUGGESTION IS WE NOT ADDRESS THIS AS AN EXERCISE IN SPLITTING UP A SURPLUS WHICH WE DON'T HAVE.
>> I JUST HAVE A COUPLE OF THINGS. AND THAT'S WHAT I WILL ADDRESS IN REGARDS TO WE HAVE BEEN PRESENTED OVER EXPANSIVE TIME THAT WE HAVE A DEFICIT IN PAVEMENT MANAGEMENT. IT'S AN INCREMENTAL INCREASE. WE ADDRESSED THIS LAST YEAR.
UNDER ÃBACK IN THE BUDGET WE GAVE A ONE TIME INFUSION OF CAPITAL PLUS TO ADDRESS SOME OF THOSE ISUES, AND OFWHAT WE HAVE BEEN PRESENTED IS CORRECT AND THAT CONTINUES TO BE AN ONGOING DEFICIT, THEN I THINK WE NEED TO BE CONSIDERATE OF Ã WHETHER IT BE A VILLAGE SHIFT
[02:00:05]
OR A CONTRIBUTION FROM THE GENERAL FUND INTO THAT AREA, I WOULD LIKE TO SEE IT AS A VILLAGE SHIFT JUST FOR CONSIDERATION OF THE BOARD OF SOMETHING I THINK NEEDS SOME ATTENTION. IF WHAT I HAVE SEEN ÃJESSE, YOU MIGHT REMEMBER MORE.I THINK IT WAS $10 MILLION. IF WE DON'T ADDRESS THE MAINTENANCE ITEM IT CAN DEFINITELY CAUSE PROBLEMS IN THE FUTURE. I WOULD LIKE TO SEE US CATCH UP ON DEFERRED MAINTENANCE. WE COULD HAVE DONE THAT LAST YEAR BUT IT WAS RECOMMENDED THAT WE CONTINUE TO MOVE ALONG IN REGARD TO SOME OF THOSE DEFERRED MAINTENANCE ITEMS. LIKE YOU SAID, WE ARE ALREADY ADDRESSING THOSE OVER TIME. I WOULD LIKE TO SEE MAYBE A FINISHING OF BACK TO CATCH UP Ã IF I REMEMBER CORRECTLY A LOT OF IT WAS PAINT.
I THINK IT WAS A LITTLE OVER $4 MILLION ARE REQUESTED LAST YEAR.
A LOT OF PAIN CAN GO A LONG WAY IN KEEPING THINGS UP AND TIDY. THERE WAS ONE MORE THING THAT I HAD IN MIND. AND IT JUST ELUDED ME. MAYBE IT WILL COME BACK IN A MOMENT. BUT NONETHELESS, THOSE ARE A COUPLE ÃCAPITAL IMPROVEMENT PROJECTS. CIP LIST IS THE DEFERRED MAINTENANCE IS DIFFERENT THAN THE CIP. I THINK WE GET THOSE SEMANTICS CONFUSED.
CIP IS A REQUEST LIST THAT IS IN EXCESS OF THE HUNDREDS OF MILLIONS.
SOME OF THOSE IF WE LOOK AT THEM ARE ACTUALLY SOME VERY LARGE PROJECTS THAT COULD BE ADDRESSED. AS TIME GOES ON SOME OF THOSE WILL INCREASE IN COSTS.
SOMETIMES IT'S A WISH LIST. SOME OF THOSE MAY HAVE ÃMAYBE EVEN SOME COMFORT LEVELS, SOME CONCESSION TO LIFE QUALITY OF LIFE. MAYBE COULD BE ADDRESSED IN THE CAPITAL IMPROVEMENT PLANS. WE DID ADDRESS SOME OF THOSE IN THIS LAST YEAR AND I AGREE IT'S NOT A SURPLUS. AS A MATTER OF SEMANTICS AND IT WAS TAKING FUNDS AND ADDRESSING SOME OF THOSE MATTERS. THESE ARE A FEW THINGS I WOULD LIKE TO SEE FOCUSED ON.
I KNOW WE WILL GO TO THE PROCESS BUT MAYBE HAVE OPTIONS WE CAN LOOK AT.
THOSE ARE MY COMMENTS. COMMISSIONER JOHNS? >> MR. JOHNS: I APPRECIATE US HAVING THE OPPORTUNITY TO TALK ABOUT THIS. YOU ARE SINGING FROM A SONGBOOK. I HAVE TALKED ABOUT YEARS AGO SWALLOWING WHAT WE BIT OFF ALREADY IN OPERATION AND MAINTENANCE COSTS WITH PREVIOUS IMPROVEMENTS.
I'VE ALSO TALKED ABOUT MANY OF THOSE BACKLOGGED ITEMS NOT REALLY BEING MAINTENANCE BUT CAPITAL IMPROVEMENTS. IT'S IMPORTANT THAT WE CLARIFY THAT AND REITERATE IT BECAUSE THE PUBLIC HEARS A SOUND BITE AND THEY TRUST US AT OUR WORK WITH THAT SOUNDBITE BUT IT'S WHAT IT MEANS AND THERE'S MORE COMPLEXITY TO IT SOMETIMES BEEN WHAT WE VERBALIZED AND I WOULD BE IN FAVOR OF MOVING TOWARDS OPERATION AND MAINTENANCE, WORK ON THAT BECAUSE MANY OF THOSE ITEMS ARE QUALITY OF LIFE ITEMS. RESURFACING A ROADWAY THAT NEEDS IT RARELY IS NEWSWORTHY. IT AFFECTS THE SUSPENSION AND ALIGNMENT OF VEHICLES AND DISTRACTIONS AS THEY ARE DRIVING TO WORK AND DRIVING THEIR KIDS TO SCHOOL.
WHILE IT MAY BE A FAIRLY MINOR THING, IT'S NOT A BRAND-NEW PARK OR A NEW SIGN FOR SOMETHING BIG AND FLASHING. IT'S VERY IMPORTANT WE TAKE CARE OF THE LITTLE THINGS FIRST. WE HAVE A LOT OF LITTLE THINGS TO TAKE CARE OF.
AND I COMPLETELY UNDERSTAND HOW GOING THROUGH THE RECESSION, THE PREVIOUS COMMISSIONERS MADE FANTASTIC AND DIFFICULT DECISIONS TO MINIMIZE THE IMPACT TO OUR CONSTITUENTS, I COMPLETELY AGREE WITH HOW THINGS WERE HANDLED BASED ON WHAT I KNOW FROM 10 YEARS AGO.
AND I WANT TO SEE IN THIS ECONOMY AN EFFORT TO CATCH UP ON A TRULY DEFERRED MAINTENANCE ITEMS BEFORE TAKING ON MORE SIGNIFICANT CAPITAL EXPENSES THAT WILL ADD TO THAT OPERATING AND MAINTENANCE ANNUAL BUDGET. I FEEL LIKE WE OWE TO OUR CONSTITUENTS A TRULY BALANCED BUDGET. THAT WE ARE NOT ADDING TO THE O&M WITHOUT HAVING THAT PROGRAM INTO A BUDGET. THAT'S NOT A SERVICE TO OUR CONSTITUENTS OR DO FUTURE
[02:05:01]
BOARDS OR TO OUR STAFF. OUR STAFF HAS DONE A FANTASTIC JOB OF ESTIMATING THESE EXPENSES AHEAD OF TIME, MANAGING THEM, MANAGING THE INDIVIDUAL DEPARTMENT REQUESTS.I WANT TO SAY KUDOS TO OUR DEPARTMENT DIRECTORS. AS OUR REVENUES INCREASE WITHOUT INCREASING TAXES, IT'S VERY TEMPTING TO GO I WANT TO DO THIS, I WANT TO DO THAT, ALL FOR GOOD REASONS AND GOOD INTENTIONS, BUT THE LONG-TERM CAN BE VERY CHALLENGING TO MAINTAIN, ESPECIALLY AS THE ECONOMY EVENTUALLY WILL TURN, HOPEFULLY NO TIME SOON BUT IT HAS ITS UPS AND DOWNS. WHILE WE ARE IN A GOOD TIME TAKING ADVANTAGE OF LOW BONDING RATES AND OPPORTUNITIES TO LEVERAGE THE FUNDS WE DO HAVE OUR AA PLUS, CONGRATULATIONS.
WANT TO KEEP THOSE IMPORTED. I DON'T WANT TO MAX OUT OUR CREDIT CARDS FOR LENDING CAPACITY IN AN UP ECONOMY. YOU WANT TO PAY THOSE DOWN AS QUICKLY AS WE CAN.
I DID MAKE THE RECOMMENDATION TO REFUND THE MONEY LAST YEAR TO CONSTITUENTS IN A TALK TO PEOPLE SINCE THEN ABOUT IT. MANY OF THEM HAVE SAID THANK YOU FOR THE EFFORT IN MAKING THAT SINCERE GESTURE, BUT MANY OF THEM HAVE SAID IF WE REALLY HAVE MILLIONS OF DOLLARS IN DEFERRED MAINTENANCE THEY WOULD LIKE TO SEE THAT APPLIED TO ITEMS THAT NEED MAINTENANCE.
AND NOT INCREASE OUR DEBT, NOT INCREASE OUR NEEDS FOR FUNDING, BUT MINIMIZE THE OVERHEAD.
WE HAVE THE FLEXIBILITY IF WE SHOULD HAVE ANOTHER NATURAL DISASTER OR THINGS TURN THAT WE HAVE THE CAPACITY TO BE FLEXIBLE IN MEETING THOSE NEEDS.
TAKE ADVANTAGE OF THIS ECONOMY NOW TO WORK THAT DOWN. I UNDERSTAND THE NEED TO DO IT SLOWLY OVER YEARS SO IT'S NOT A JOKE TO OUR BUDGETS. IT'S NOT A JOKE TO OUR SPENDING AND FLEXIBILITY IN THE FUNDING SOURCES THAT WE HAVE. BUT PEOPLE DO PAY ATTENTION TO THAT. THEY DO WATCH THOSE NUMBERS. SO I'M IN AGREEMENT WITH WHAT I AM HEARING IN PAYING DOWN THE STEPS, TAKING CARE OF THE DEFERRED MAINTENANCE, WITHOUT INCREASING TAXES AND FEES AND THINGS OF THAT NATURE, ADDRESSING THE QUALITY OF LIFE ITEMS THAT SNEAK UP ON YOU WITHOUT REALIZING IT. IT'S NOT THE FUN, SEXY, COVER OF THE MEDIA ITEMS, BUT IT'S WHAT WE DO WELL IN OUR COUNTY AND IT'S THE REASON WE ARE NUMBER ONE IN SO MANY DIFFERENT WAYS. PEOPLE ARE LOOKING FOR THE GLORY OF A FLASH TODAY, BUT DOING THE JOB WE ARE ALL EXPECTED TO DO.
SO I HOPE THAT'S HELPFUL IN LAYING THINGS OUT. I THINK EACH DEPARTMENT DIRECTOR IN KEEPING THEIR BUDGETS AS LIGHT AS POSSIBLE WHILE PROVIDING EXCELLENT SERVICE AND A GROWING COMPANY. I HEAR ABOUT SOFTWARE THAT'S BEING IMPLEMENTED, SO WE DON'T HAVE TO INCREASE OTHER MEANS OF OVERHEAD ON A RECURRING BASIS THAT ARE EQUALLY IF NOT MORE EFFECTIVE, KEEPING UP WITH TECHNOLOGICAL ADVANCES, BEING CREATIVE AND FINDING THOSE WAYS TO MEET OUR COMMUNITY'S NEEDS WITHIN BUDGET IT ON TIME WE SINCERELY APPRECIATE IT.
I WANT TO THANK ALL OF OUR ADMINISTRATORS FOR DOING WHAT YOU DO ON A DAILY BASIS THAT
MAY NOT GET THE RECOGNITION THAT TRULY DESERVES. >> COMMISSIONER WALTER?
>> MR. WALDRON: THANKS FOR THE PRESENTATION. I WOULD LIKE ÃI WANT TO GIVE YOU AS MUCH GUIDANCE AS WE THAT BACK. AND I WOULD ALSO LIKE TO SEE IF WE CAN GET AN UPDATE ON ANY REVENUES WE'VE INCURRED THAT WE WERE NOT EXPECTING LIKE SALES TAX. THE HIRING BUDGET. WE CAN LOOK AT THAT AND ANY SAVINGS WE HAVE, AND ALSO IF WE CAN GET AN UP-TO-DATE LIST OF DEBT THAT WE HAVE AND WHAT BENEFIT WOULD BE TOO GET THEM PAID OFF OR I KNOW THE WORLD GOLF VILLAGE THIS YEAR.
THERE ARE A FEW OTHERS THAT WILL HAVE SAVINGS MOVING FORWARD.
AS A BOARD I WOULD LIKE TO SEE US MAYBE DO A WORKSHOP. SEE WHAT'S VIABLE.
A LOT OF IT HAS BECOME A WISH LIST. IT'S EASY TO SAY GO OUT AND BUILD A $200 MILLION ROAD. WE ARE GOING TO BE CAPABLE OF BUILDING A JUNE MILLION-DOLLAR ROAD. THAT NUMBER IS OUT OF PROPORTION TO THE RESIDENTS AND THEY KEEP THINKING WE ARE IN BAD SHAPE BUT WE ARE NOT. WE ARE IN PRETTY GOOD SHAPE.
WE ARE DOING THAT WAY AND I KNOW THE STUFF WE BUDGETED EXTRA YEAR IT WAS THE BEACH AND WATER ACCESS, SO IF WE COULD GET A LIST OF THOSE FUNDS TAT WOULD BE AVAILABLE OUT OF THAT
[02:10:04]
15 THAT WE COULD MOVE OVER TO ANOTHER BUDGET FOR MORE PROJECTS.BECAUSE EVEN THOUGH THAT MONEY AWAY FROM THAT BUDGET LAST YEAR, WE ADDED IT TO IT.OES THAT MAKE SENSE? IT'S COMPOUNDED. I MEAN IT WAS STILL THERE.
AND THEN I APPRECIATE THE HARD WORK ON THE INSURANCE. THE INSURANCE COMMITTEE IN ORDER TO CONTINUE WITH ALL OF THAT. I THINK THAT'S IT FOR RIGHT
NOW. >> THANK YOU. I HAVE JUST A COUPLE OF THINGS TOO. IN REGARD TO DEBT REDUCTION, WE DID HAVE A YELLOW HEADER ON THAT THAT WAS PRESENTED TO US THAT WE COULD PROBABLY RESURRECT AND SEE HOW ANY AMOUNT OF DEBT COULD BE BENEFICIAL. WE DID HAVE A COUPLE OF OPTIONS. PFM MADE SOME RECOMMENDATIONS AND I'M SURE SOME OF THOSE STILL REMAIN VIABLE. AND ALSO WORTHY OF LOOKING AT. ALSO, AND I WAITED UNTIL EVERYBODY SPOKE, BUT MAYBE EVEN LET'S LOOK AT WHAT A TAX REDUCTION MIGHT LOOK LIKE.
A REDUCTION IN MILLAGE. THAT WOULD BE SOMETHING I THINK A CONSERVATIVE BOARD SHOULD BE CONSIDERATE OF. AND I THINK PROPERTY.
>> FOR ALL OF US. WE CAN GET SOME OF THAT. WITH TBC THEY DID A STUDY A FEW YEARS AGO IT'S EQUIVALENT TO HAVING THE SUPER BOWL EVERY YEAR.
WE WANT TO MAKE SURE THE COST WE HAVE WE ARE PUTTING FORTH WITH THE SHARES DEPARTMENT THERE'SA COST OF RESIDENCE TO PUT THESE EVENTS ON AND WE WANT THEM AND WELCOME THEM, BUT I THINK IT'S IMPORTANT FOR US TO CONTINUE CONSIDERING WE ARE RECOUPING THOSE DOLLARS BACK, SO OUR TAXPAYERS AND PROPERTY OWNERS ARE NOT PAINFUL PRICE TAG ON THAT.
>> THAT'S ONE OF THE THINGS I'D LIKE TO SEE ESPECIALLY COMMISSIONER WALTER'S REQUESTED WE DO HAVE SALES TAX, TDT THAT COMES IN AS WELL. SOME OF THOSE.
IF THEY ARE PROPERLY PLACE THEY WILL HAVE THEIR BENEFIT. IF THEY ARE IMPROPERLY PLACED IT BECOMES A BURDEN, NOT A BENEFIT AND WE NEED TO BE VERY CAREFUL WITH THE OVERSIGHT.
I APPRECIATE THAT. ANY OTHER COMMENTS FROM THE BOARD?F NOT WE WILL OPEN IT
UP FOR PUBLIC COMMENT. >> THE BOARD WILL NOW ENTERTAIN PUBLIC COMMENT ON AGENDA ITEM NUMBER 5. PUBLIC COMMENT ON AGENDA ITEM NUMBER 5. ANY PUBLIC COMMENT, PLEASE COME FORWARD. MR. CHAIRMAN, NOT SEEING ANYONE COMING FORWARD ON PUBLIC
COMMENT FOR AGENDA ITEM NUMBER 5, WE WILL CLOSE PUBLIC COMMENT >> WITH PUBLIC COMMENT WE WILL
TURN IT OVER TO STAFF. >> JUST TO GET SOME CLARITY AS WE ARE MOVING FORWARD BECAUSE I DON'T WANT TO WALK AWAY WITHOUT THE OPPORTUNITY TO TALK TO EACH OF THE FIVE OF YOU THE ONE THING THAT I HEARD CONSISTENTLY ÃI FELT LIKE I HEARD MENTION OF CONSISTENTLY WAS A SHIFT IN MILLAGE TO THE TRANSPORTATION TRUST FUND. COMMISSIONER SMITH, YOU MENTIONED HAVING AN OPPORTUNITY TO LOOK AT THAT AND SEE HOW THAT MONEY IS BEING MANAGED IN MAKING A DETERMINATION OF MILLIAGE. FROM A LEGAL STANDPOINT IF WE CAN GET SOME KIND OF CLARIFICATION. WE CAN LOOK AT IT BUT I THINK IT'S THE PROCESS GOES ALONG WE BRING IT BACK TO YOU WE ARE GOING TO BRING YOU A BUDGET YOU ARE UP AND DOWN ON. I THINK WE WILL HAVE ANOTHER OPPORTUNITY TO DISCUSS THE.
THIS IS ONE TIME WE HAVE A CHANCE FOR EVERYBODY TO TALK ABOUT ANY PUBLIC AND IT SOUNDED AT LEAST A FEWOF YOU MENTIONED TAKING A LOOK AT THAT SHIFT AND THAT MILLAGE.
MAYBE FURTHER CLARIFICATION OF POSSIBLE >> YES.
I THINK ÃAND YOU CAN HELPED ME. LET'S DO RESEARCH ON THAT BECAUSE I THINK THREE OR
SESSION ÃPRE-RECESSION WE WERE AT.96. >> I WILL VERIFY.
>> IF WE COULD LOOK AT THAT. I THINK COMMISSIONER WALDRON HAS MENTIONED IT A WHILE AGO.
MOVING BACK TO WHERE IT WAS. I THINK IT WOULD BE A GOOD PLACE TO GO.
[02:15:06]
I THINK IT TAKES A LITTLE RESEARCH TO COME UP WITH THAT NUMBER.I THOUGHT IT WAS .9 SOMETHING. IT WILL BE CLOSE TO IT. I'D LIKE TO SEE THAT, THAT WE GO BACK TO WHERE WE WERE FREE OR SESSION IF IT'S HELPFUL TO YOU.
I DON'T KNOW IF THE BOARD HAS CONSENSUS ON THAT. >> I SUPPORTED THE SHIFT LAST YEAR. HUNTER, YOU WORK WITH US. YOU MAY HAVE FOLLOWED IT FROM YOUR OTHER POSITION, BUT I WOULD SUPPORT IT AGAIN THIS YEAR AS YOU SAID.
SOUNDS LIKE ALL OF US WELL. >> I THINK YOU HAVE CONSENSUS ON THAT.
ANY OTHER THINGS YOU NEED CLARITY ON? >> NO.
THANK YOU. JESSE, EVERYTHING ALL RIGHT? >> YES.
I HAVE DIRECTION. >> THANK YOU FOR WHAT YOU DO. WE APPRECIATE IT.
I KNOW IT'S THAT TIME OF YEAR. >> IT IS. >> THANK YOU.
[Reports]
IF I LOOK AT MY NOTES CORRECTLY, THAT WILL CONCLUDE OUR AGENDA.WE WILL NOW MOVE INTO COMMISSIONER REPORTS. I LIKE TO KEEP EVERYBODY ON THEIR TOES TO KIND OF MIX IT UP. SO WE WILL GO COMMISSIONER
JONES TO START WITH. >> MR. JOHNS: WE STARTED THE DAY RECOGNIZING PUBLIC AND ITS TREMENDOUS CONTRIBUTIONS BOTH FINANCIALLY AND MANPOWER AND ITS INVESTMENT IN THE COMMUNITY AND ABOUT THE MEETING AT THE END OF THE ITEMS THE PONTE VEDR SOCCER CLUB OF $1500 FOR EQUIPMENT STORAGE BUILDING. NEEDS AT ONE OF OUR RECREATIONAL FACILITIES AND THEN WE HAD ANOTHER DONATION OF $3000 FOR BICYCLE REPAIR STATIONS WHICH MAKES SENSE IF YOU ARE ON A TRAIL AND YOU WIND UP NEEDING REPAIRS IS NOT EXACTLY A REPAIR SHOP CLOSE BY.
AND NOT EVERYBODY CARRIES THE TOOLS THAT THEY SHOULD BE CARRYING JUST LIKE IN THEIR VEHICLES ON THEIR BICYCLES AS WELL. ALSO I WANTED TO BRING RECOGNITION TO THESE DONATIONS TO OUR COMMUNITY FROM INVOLVED NATIONS IN OUR LARGE OR SMALL IT MAKES THE QUALITY OF LIFE MORE ENJOYABLE FOR THE CALLS AND CPA SPEAK TO RECOGNIZE THE NEED TO BE NEEDED TO MAKE OUR COMMUNITY BETTER MORE ENJOYABLE FOR ALL OF HIS EXPERIENCES.
THANK YOU, MR. CHAIR. >> MR. BLOCKER:, I WANT TO THANK OUR STAFF FOR ALL THE HARD WORK. I WANT TO CORRECT SOMETHING MR. CONRAD ÃEARLIER INDICATED MOM HACKS LIFE. I DID HAVE THEM. THANK YOU FOR THE GREAT WORK YOUR STAFF IS AND HOW RESPONSIVE THEY HAVE BEEN. THE ENERGY THAT YOU HAVE BROUGHT TO THE SHOPPING ROUTINE HERE. MR. ROTH JULIE AS WELL.
I WANT TO SAY IS COMING UP HERE IN DOING SUCH A GREAT JOB REPRESENTING THESE BRIEFINGS MR. CHAIRMAN, I WOULD LIKE TO PRESENT WORK FOR ATTENTION. I TALKED TO MR. BILL JUNGLING WITH THE VETERANS COUNCIL OF ST. JOHNS COUNTY, AND MR. DUDLEY HAS A VISION TO HELP INCREASE OPPORTUNITIES FOR HOMELESS VETERANS IN ST. JOHNS COUNTY.
HE MAY HAVE HAD AN OPPORTUNITY TO DISCUSS WITH EACH OF YOU. RIGHT NOW WE HAVE THE ST.
AUGUSTINE COMMUNITY-BASED OUTPATIENT PROVIDING PRIMARY CARE AND THERE'S GOING TO BE A POINT WHERE THE TEMPORARY FACILITIES AVAILABLE SO MR. DUDLEY HAS BEEN WORKING ON A VISION OF CREATING A SPACE FOR HOMELESS VETERANS AND THE VETERANS COUNCIL WAS LOOKING FOR A LONG-TERM LEASE OF THE PROPERTY TO BE FACILITATED BY THE COUNTY.
I'VE HAD A CHANCE TO TALK WITH MS. ANDREWS ABOUT THOSE AND MR. CONRAD.
REALLY WHAT THE BROAD VISION WOULD BE IS VETERANS HOUSING CAMPUS IT WOULD HELP APPROXIMATELY 25 VETERANS AND WOULD PROVIDE 24/7 SECURITY, 24/7 HOUSING STAFF TRAINING RELATED TO THE VETERANS FULLY STOCKED KITCHEN, SINGLE ROOM OCCUPANCY SHARED ROAD FACILITIES, THE IDEA IS TO TAKE AN EXISTING TEMPORARY STRUCTURE INQUIRY IS AN OPPORTUNITY FOR HOMELESS VETERANS TO GO. I LIKE TO BRING THIS UP TO THE BOARD TO SEE IF POSSIBLE WE COULD GET BOARD CONSENSUS TO DIRECT STAFF, MR. CONRAD'S STAFF, TO CONTINUE LOOKING INTO THIS AND SEEING WHAT WOULD BE INVOLVED. OBVIOUSLY, LEGAL AS WELL WHAT A LONG-TERM LEASE WOULD BE. WE HAVE A LOT OF ISSUES IN OUR COUNTY WITH THE CITY OF ST.
AUGUSTINE IS DEALING WITH HOMELESSNESS, A PORTION IF THAT IS OUR VETERANS, MANY OF WHOM FROM THE VIETNAM ERA. I THINK THIS IS A VERY COST-SAVING WAY OF US
[02:20:09]
ADDRESSING THAT. I'D LIKE TO BRING THIS TO THE BOARD'S ATTENTION AND SEE IF WE COULDN'T ASK FOR STAFF TO LOOK INTO THIS FURTHER AND BRING US SOME RECOMMENDATIONS, BUT THISWOULD LOOK LIKE IN SOME ACTION ITEMS FOR >> THE BOARD'S CONSENSUS? LOOK AT IT? LOOK AT IT AND BE VERY CONSCIENTIOUS OF WHAT THE COST DISTRICT I'D BE CURIOUS WHO THE LEASE IS WITH AT THIS POINT, BUT THE STRUCTURE IS LIKE, WHAT IT WILL ALL LOOK ALIKE IN THE LONG RUN. I AM NOT FAMILIAR WITH THE FACILITIES THERE AND JUST WHAT IT LOOKED LIKE LONG TERM WOULD BE IN THIS GENERATION WITH THE COST WOULD BE. AND ALSO, THE SOURCE OF FUNDING FOR THE, THERE COULD EVEN BE Ã
COME BACK OF ÃCOME OUT OF THE HEALTH AND HUMAN SERVICES FUND. >> ANYTHING ELSE?
>> I DO NOT. >> PUBLIC COMMENT ON THAT? >> AT THIS TIME WE WILL ENTERTAIN PUBLIC COMMENT ON THIS NON-AGENDA ITEM.UBLIC COMMENT?
SEEING NO ONE COME FORWARD WE WATCH CLOSE PUBLIC COMMENT. >> THANK YOU.
COMMISSIONER DEAN? >> MR. DEAN: WELL, OUR EMPLOYEE OF THE YEAR IS JUST GOING ABOUT HIS BUSINESS DOING GREAT WORK VERY QUIETLY, VERY UNASSUMING AND I OPENED UP THE ST.
AUGUSTINE RECORD THIS MORNING AND SAW HIS SMILEY FACE ON THE FRONT PAGE.
I JUST WANT TO MENTION THAT DAMON DOUGLAS WHO IS OUR EMPLOYEE OF THE YEAR, IS DOING A GREAT JOB MOVING AHEAD THE FEDERAL PROJECT. WE HAVE ONLY 90 PERCENT OF THE HOMEOWNERS SIGNED UP WITH PERMANENT EASEMENTS. I STILL REMAIN PUZZLED WHY ANYONE WOULD REJECT THE PERMANENT EASEMENT ON THE PROPERTY WATERMARK, THE MAIN WATER LINE TO GET BASICALLY THE SAND IS GOING TO BE PUT ON EITHER SIDE OF IT.
BUT WE WILL DEAL WITH THAT AS IT COMES. THE JUST OF THE ARTICLE WAS VERY POSITIVE. THAT THE CORE HAS DETERMINED IT BASICALLY IS IN A POSITION TO MOVE FORWARD AND THEY CAN DO SOME WORKAROUNDS IF WE END UP WITH A FEW THAT DON'T SIGN UP AND I WILL JUST SAY IT AGAIN WHAT A GREAT STAFF WE HAVE HAD WORKING ON THAT LEADING TO A MAJOR PROJECT THE HOMEOWNERS WH HAVE PAID AND THROUGH THE MAST YOU.
THEY ARE NOT IMMUNE FROM PAYMENT AND ALSO OUR TOURIST INDUSTRY AND ALL OF THE ENVIRONMENTAL BENEFITS. THAT WAS A NICE ARTICLE TO START THE DAY THIS MORNING.
THAT'S ALL I HAVE. >> THANK YOU, COMMISSIONER. HANK YOU FOR BEING HERE.
I KNOW YOU ARE NOT FEELING WELL BUT THANK YOU FOR YOUR ATTENDANCE.
COMMISSIONER WALDRON? >> MR. WALDRON: JUST BRIEFLY. IT IS STILL FEBRUARY, BUT I WOULD SAY SPRING HAS SPRUNG FROM THE AMOUNT OF ROBBINS AND BIRDS WE HAVE SEEN THROUGHOUT THE COUNTY. JUST TELL OUR RESIDENTS TO GET OUT AND ENJOY WHAT WE HAVE IN THIS COUNTY. IF YOU ÃOUR PARKS ARE IN GREAT SHAPE RIGHT NOW.
THE GRASS IS GOOD, THE KIDS ARE OUT PLAYING SPORTS. I KNOW LACROSSE AND THE HIGH SCHOOL AT LOCAL LEVEL. BASKETBALL AND BASEBALL IS WINDING DOWN ÃBASEBALL IS STARTING UP BUT BASKETBALL IS WINDING DOWN. JUST GET OUT AND ENJOY BEING ON THE BEACHES THEY WILL BE OPEN AND WE WILL ALL BE ON BOARD AT THE BEACH.
THANKS FOR A GOOD MEETING. >> MR. SMITH: THANK YOU. I WILL WRAP IT UP AND JUST TELL YOU I WALKED OUT OF THE HOUSE THIS MORNING AND ORANGE BLOSSOMS ARE BLOOMING AND IT'S GREAT. IT'S A GREAT AROMA AND IF YOU HAVE AN ORANGE TREE IN THE YARD, ENJOY IT. THE AZALEAS ARE BLOOMING AND THE TURKEYS ARE GOBBLING.
IT IS A GREAT TIME OF YEAR. FOOD FOR THOUGHT, COLD CROP HARVEST IS IN FULL SWING CABBAGE, KALE, MUSTARD, TURNIPS, BROCCOLI ALL BEING HARVESTED RIGHT NOW AND IF YOU WOULD PLEASE BE MINDFUL OF THE FARMERS ON THE ROAD AND HAULING CROPS ESPECIALLY IN THE PACKING HOUSE AND MAYBE A LITTLE SLOW JUST TRY TO MAKE A LIVING TOO. POTATO PLANTING WILL WRAP UP IN THE NEXT COUPLE OF WEEKS, HOWEVER, THERE'S POTATO PIES THAT ARE LAPPED UP AND IF YOU WANT TO SEE BEAUTIFUL CROPS OF POTATOE OUT A FEDERAL POINT, IT'S ACROSS THE COUNTY LINE.
THEY LOOK VERY GOOD. BEAUTIFUL CROP IS COMING. WE HAD A SUCCESSFUL ST. JOHNS COUNTY FOR AGE ALUMNI EVENT ON SATURDAY EVENING. THANK YOU.
COMMISSIONER WALDRON WAS THERE AND IT WAS A WELL-DONE EVENT. LOTS OF OLD MEMORIES FROM SOME OF OUR ST. JOHNS COUNTY FOR AGERS AND GREAT PARTICIPATION FOR ONE OF THOSE GROUPS AND ORGANIZATIONS THAT THIS BOARD SUPPORTS. I WANT TO SAY INTERVIEWS FOR HASTINGS AGRICULTURAL EXTENSION CENTER DIRECTOR CANDIDATES WENT VERY WELL.
I WANT TO THANK MS. ANDREWS WERE COMING TO THAT AND PARTICIPATING.
I WILL SAY THERE IS ONE OUT OF THE THREE CANDIDATES THAT WAS VERY OUTSTANDING, AND I WOULD ANTICIPATE THAT HE WILL END UP WITH THAT BEING OFFERED THE OPPORTUNITY TO TAKE A POSITION
[02:25:01]
THAT'S BEEN KEPT BY MR. GARY ENGLAND. I HAVE ONE LAST THING I WANT TO ADDRESS JUST VERY BRIEFLY. I HAVE A COUPLE OF REQUESTS. I KNOW THIS BOARD HAS RECEIVED AT LEAST ONE EMAIL ON THE MIDDLE SCHOOL PART. MY REQUEST IS BEST ÃAND SOME OF THIS IS IN MOTION BUT I WANT THE PUBLIC TO KNOW WE AS A BOARD ARE AWARE AND LIKELY'S ADMINISTRATION IS ADDRESSING. I LIKE TO HAVE AN ITEMIZED LIST OF EXPENDITURES TO BE MADE AVAILABLE TO THE PUBLIC AT A CERTAIN TIME ESPECIALLY WHEN WE MEET WITH THIS GROUP.'D LIKE TO HAVE A MEETING COORDINATED WITH THE HOA LEADERSHIP THAT WILL BE OPEN TO THE COMMUNITY AND TO THE PUBLIC. I WOULD LIKE TO HAVE A RESEARCH ON ALL COMMUNICATIONS MADE BETWEEN PARKS AND REC STAFF AND THE COMMUNITY TO MAKE SURE THEY UNDERSTAND EXACTLY WHAT HAS BEEN SAID AND WHAT HAS NOT BEEN SAID, WHAT HAS BEEN DONE AND NOT BEEN DONE AS WELL.I WOULD LIKE TO HAVE A REVIEW OF WHAT WAS PROMISED OR THE INTENT OF THIS PROJECT FROM THE VERY BEGINNING. WOULD LIKE TO HAVE THAT WHEN WE APPROVED IT AS A BOARD, WHICH I BELIEVE IS IN EXCESS OF THREE YEARS AGO THAT'S FINALLY STARTING TO SEE SOME ACTION ÃYOU KNOW, ENDING ACTIVITY. I WOULD LIKE TO MAKE SURE THAT WE HAVE DONE EXACTLY WHAT WE SAID WE WOULD DO. AS I SAID, THIS PROJECT HAS BEEN VERY, VERY LENGTHY.
AND FINALLY COMING TO SOME KIND OF AND HAS NOT DEFINITELY MET THE EXPECTATIONS OF WHAT THE COMMUNITY HAS. THE FOUNDING OF THOSE EXPECTATIONS IS VERY IMPORTANT FOR US TO INVESTIGATE AND LOOK INTO. NONETHELESS, THAT CONCLUDES MY COMMENTS FOR THE DAY. THANK YOU FOR AN EXPEDITIOUS BOARD MEETING.
IT WAS VERY GOOD. VERY WELL DONE. I ALSO WANT TO SAY IT'S ENJOYABLE TO SEE YOUNG PEOPLE OUT THIS MORNING AND INVOLVED IN COMING.
I DID THINK THE SUNGLASSES WERE REALLY KIND OF COOL. THE OFFICE WILL REALLY NEED.
OUNTY ADMINISTRATION. >> JUST A FEW UPDATES FOR THE BOARD.
FIRST OF ALL, ABOUT 30 DAYS AGO WE WERE TASKED WITH LOOKING AT THE 5G REVIEW.
JUST A QUICK UPDATE ON THAT. FIRST OF ALL, ON THE 5G CELL TOWER COMMITTEE WE HAD A WORKSHOP AND A COMMITTEE. EACH OF YOU WERE BRIEFED. THE PUBLIC'S AWARENESS, THE 5G CELL TOWER COMMITTEE WOULD DUPLICATE CURRENTLY WHAT YOU'RE PZA DOES.
THIS IS DONE IN JACKSONVILLE. HAT'S ANOTHER COUNTY WE LOOKED AT.
THERE ARE THREE MEMBERS OF THE CITY COUNCIL, I BELIEVE, AS WELL AS OTHER MEMBERS OF THE PUBLIC THAT SIT ON THAT REVIEW COMMITTEE. HOWEVER, THAT WOULD BE A DUPLICATION OF WHAT YOU ARE PZA DOES. INSIDE OF THE PZA SCOPE RIGHT NOW THEY'RE LOOKING AT ANY TIME THERE'S AN APPLICANT ÃAN APPLICATION FOR A NEW CELL TOWER REVIEW SO I WANTED TO GIVE YOU AN UPDATE ON THAT. WE DID LOOK INTO IT AND IT CERTAINLY WAS IN THE DISCRETION OF THE BOARD IF YOU WANTED TO CREATE THAT COMMITTEE STAFF BELIEVES IT WOULD BE SOMEWHAT OF A DUPLICATION OF THAT. SECONDARILY I CAN SPLIT THAT UP FOR YOU WAS THE WORKSHOP. WE ARE PREPARED TO GO IF YOU STILL DESIRE TO MOVE FORWARD FROM OUR VIEWPOINT THERE ARE THREE DIFFERENT OPTIONS AND CERTAINLY FOR DISCUSSION THERE CAN BE MORE. ONE WOULD BE TOO DO A BOARD LED WORKSHOP AT THE CONCLUSION OF A MEETING WHERE WE COULD TALK ABOUT ISSUES AND THE PUBLIC TO PRESENT ANY ISSUES THEY MAY HAVE WITH 5G. SECONDARILY WOULD BE LIKELY SHORT-TERM RENTALS WAS DONE.
I BELIEVE SEVERAL OF YOU WERE AT THAT WHICH WOULD BE STAFF DIRECTED WORKSHOP.
WE COULD DO IN HERE AND YOU COULD PARTICIPATE. AND THEN THIRD GIVEN THE FACT THE PZA DOES REVIEW THESE ISSUES, YOU HAVE THE OPPORTUNITY TO WAIT AND HOLD DOCTOR HERE ANY MORE INFORMATION FROM THE PUBLIC. BEFORE MOVING ONTO THE NEXT PART, I WANTED TO KICK THAT BACK TO YOU AS THE COMMISSION AND SEE IF YOU HAVE ANY DIRECTION OF HOW YOU WOULD LIKE US TO PROCEED ON THE WORKSHOP. LET'S TALK ABOUT THE COMMITTEE
FIRST AND THEN THE WORKSHOP SECOND. >> LET'S HANDLE THE COMMITTEE.
WHAT IS THE PURPOSE OF THE BOARD? IS THERE ÃDO WE WANT A DUPLICATIVE REDUNDANCY OF RESPONSIBILITY? COMMISSIONER WALDRON?
>> MR. WALDRON: IT'S MY FEELING IF THE PZA IS HANDLING IT NOW, THAT WOULD BE THE BEST.
AFTER HANDLING IT I THINK THEY WERE DOING A GOOD JOB OF IT. >> ANNIE O THOMAS QUINN > MY ÃI THINK IT WOULD BE PRUDENT TO HAVE A WORKSHOP IN HERE BUT THE PUBLIC IS LOOKING FOR.
I'VE HEARD FROM A NUMBER OF RESIDENTS. I THINK IT WOULD BE INTERESTING TO HAVE A WORKSHOP BEFORE WE MAKE A FINAL DECISION ONE WAY OR THE OTHER TO MAYBE HEAR HIS COMMENTS AND SEE REALLY WHAT OUR CITIZENS ARE ASKING OF US AND WE CAN RECONVENE AND MAKE A
DECISION ON. >> SO LET'S NOTE ÃWITH THAT BEING SAID, LET'S BACK UP AND LOOK AT THE WORKSHOP. WHAT WAS YOUR PROFITS OUT OF THE THREE THAT HAVE BEEN PRESENTED FOR US. A WORKSHOP AT THE CONCLUSION OF A REGULAR MEETING, A STAFF
DIRECTED MEETING MUCH LIKE IN THE SAME Ã >> THE THIRD OPTION WAS NOT THE
[02:30:11]
PCA. THE THIRD OPTION WOULD BE NOTHING UNTIL HE HEARD SOMETHING FURTHER. JUST FOR CLARIFICATION ARE WE ADDING THIS TOGETHER NOW SAYING IF WE DECIDED TO GO TO THIS WORKSHOP WE WILL AT THE CELL TOWER REVIEW COMMITTEE PORTIONTO AN OVERALL WORKSHOP? >> THAT'S WHAT I JUST HEARD FROM COMMISSIONER BLOCKER.
THAT DOESN'T MEAN THE REST OF THE BOARD IS IN HARMONY WITH THAT, BUT LET'S GO AHEAD AND BACKUP AND IF THAT IS THE DESIRE OF THE BOARD, I WANT TO DO WITH SECOND CITIZENS OF THE
MAJORITY? COMMISSIONER DEAN? >> MR. DEAN: MY PREFERENCE WOULD BE THAT WE HAVE A WORKSHOP FOLLOWING A REGULAR BOARD MEETING SINCE WE ARE HERE ANYWAY. AND I SPECIFICALLY WANT TO MAKE SURE WE INVITE THOSE HOMEOWNERS AND INTERESTED PARTIES, PARTICULARLY THE LADIES WHO MET WITH ME AND I THINK WITH COMMISSIONER BLOCKER. I THINK I GAVE YOU THAT INFORMATION, HUNTER, SO THEY KNOW WE'RE FOLLOWING UP ON THIS A CONCERNED PARENTS THEY HAVE REGARDING CITING THE CELL TOWER CLOSE TO SCHOOL. IT WOULD BE A WORKSHOP IMMEDIATELY FOLLOWING A REGULARLY SCHEDULED BCC MEETING. AND AT THAT TIME, WITH THAT INPUT, FOLLOWING THAT WORKSHOP I WOULD RECOMMEND ÃI AGREE WITH PAULA.
I THINK THE PZA IS DOING A GREAT JOB. I SUGGEST WE HAVE A WORKSHOP
FIRST AND THEN THAT WOULD LEAD TO THAT SECOND DECISION. >> ANY OTHER DESIRES? YOU KNOW, I COMPLETELY AGREE. AND COMMISSIONER BLOCKER MADE THE POINT THIS IS PROBABLY SOMETHING WE SHOULD DISCUSS WITH IN CONTEXT.ITHIN THAT CONTEXT IT WOULD BE GOOD TO MAKE AFTER THAT, A DECISION. AFTER THAT WORKSHOP I THINK IT WOULD BE VERY PRUDENT.
LET'S SCHEDULE IT AFTER A LIGHT SCHEDULED ÃLIGHT AGENDA MEETING.
TODAY WOULD HAVE BEEN AN EXCELLENT DAY. WE JUST DIDN'T HAVE THE SCORES LIKE BEFORE. WE NEEDED DIRECTION TO MAKE SURE HE GOT IT CORRECT.
BUT LET'S DO THAT. JUST MAKE SURE THERE'S ABSOLUTE CONSENSUS ON THIS.
WE WILL HAVE A WORKSHOP AND POST A LIGHT AGENDA MEETING WITH A DECISION THAT WILL BE MADE THROUGH A COMMITTEE OR TO ALLOW THE PZA TO CONTINUE WITH THAT.
DO WE NEED TO HAVE PUBLIC COMMENT ON THAT? >> MR. CHAIR, THAT SOUNDED LIKE
GENERAL DIRECTION TO ME. THINK ADMINISTRATION Ã >> ALL RIGHT.
THANK YOU. ADMINISTRATION? >> TWO MORE THINGS.
AN UPDATE ON THE HUMAN TRAFFIC AWARENESS SIGNAGE THAT WAS REQUESTED.
MS. ANDREWS HAS DONE RESEARCH ON THIS, AND THE DEPARTMENT OF HOMELAND SECURITY HAS THREE BY FIVE PERMANENT PLASTIC SIGNS FOR A COST OF $1200, 200 SIGNS CAN BE PURCHASED FOR PLACEMENT AROUND THE COUNTY, BE IT AT THE AMPHITHEATER, CONCERT HALL, HEALTH AND HUMAN SERVICES CENTER. MULTIPLE AREAS WITHIN COUNTY GOVERNMENT BUILDINGS.
THOSE ARE SIX DOLLARS A PIECE. THERE IS A SECOND OPTION YOU CAN DO EITHER OR BOTH OR NOT.
THERE IS NO COST. THE DEPARTMENT OF HOMELAND SECURITY HAS AVAILABLE POSTERS.
I ASSUME THESE POSTERS ARE NOT THE THREE BY FIVE PLASTIC THAT ARE SIX DOLLARS A PIECE BECAUSE THERE'S NO COST TO YOU. FOR NO-COST POSTERS, KEY TABS AND WALLET CARDS, THE DIFFERENCE HERE IS THERE IS A 12 WEEK TURNAROUND TIME. PROBABLY A COUPLE OF WEEKS THERE HERE THEY CAN BE POSTED THROUGHOUT THE COMMUNITY. THERE IS A 12 WEEK TURNAROUND FOR THE OTHER ON THE KEY TAGS WALLET CARDS, POSTERS, FOR NO COST.
>> WAS THE PLEASURE OF THE BOARD? >> JUST A QUICK QUESTION.
WITH A SECOND OPTION IS THAT SOMETHING WE CAN TAKE THIS PAPER POSTERS AND DO WE HAVE THE CAPABILITIES OF PUTTING PLASTIC AROUND THEM OR ELIMINATING THEM AS WELL?
>> WOULD THAT BE LESS COST AS OPPOSED TO THE FIRST OPTION IF WE DID IT INTERNALLY?
>> I'M NOT SURE WE COULD FIND OUT FOR YOU AND DETERMINE IF YOU WANTED TO OVERLAY IT AND WE COULD FIND OUT IF THAT'S GOING TO BE MORE OR LESS COST. I'M NOT SURE.
>> DO WE HAVE POSTAGE NOW? SIGNAGE >> THAT ADDRESSES IT AT THIS
POINT? I'M NOT AWARE OF ANY. >> ANY OTHER COMMENT?
PREFERENCE? DESIRE >> IF WE COULD, I WOULD LIKE TO SEE WHAT THE COST WOULD BE IF WE COULD DO IT INTERNALLY. IF THERE'S POSTERS AVAILABLE THAT'S FREE, I'D LIKE TO SEE Ã I'VE SEEN THESE POSTERS SOMETHING WE PULL RIGHT OFF THE
[02:35:01]
WALL OR DESTROY OR VANDALIZE IF THERE'S A WAY WE CAN DO IT INTERNALLY, IF THERE'S A COST SAVINGS, THAT WOULD BE MY PREFERENCE. IF NOT WE COULD CONSIDER OTHEROPTIONS >> NO COST TO THE COUNTY TO ADDRESS THE PROBLEM INITIALLY, ABSOLUTELY. I THINK IT'S SOMETHING WE OUGHT TO TAKE IT TO JEFF.
THE DEPARTMENT OF HOMELAND SECURITY OFFERS THAT, WE OUGHT TO DO IT.E GOT TO OFFER THAT SERVICE TO OUR RESIDENTS WHO DEFINITELY HAVE IT. IT'S PROBABLY VERY WISE THING TO DO. THAT COULD BE COMPLEMENTARY TO IT.
IF THERE'S SOMETHING TO BE DONE INSIDE, HAVE YOU LOOKED AT THAT ALREADY?
HAS THERE BEEN ANY ÃHAS IT BEEN ADDRESSED INTERNALLY? >> THE INTERNAL PRODUCTION IS USUALLY CHEAPER THAN PURCHASING THEM FROM EXTERNAL PROVIDERS. HE OTHER SOLUTION MIGHT BE THERE ARE AGENCIES WHO ARE Ã WHO GETS FUNDING FOR PROVIDING SERVICES IN THIS AREA.
WE CPARTITION POTENTIALLY PARTNER WITH THEM WITH THAT KIND OF A CONTEXT ON THE POSTERS ON THE LOCATIONS BUT THE PUBLIC OWNS. SO THAT COULD BRING FREE COST
SOLUTION. >> THAT'S ANOTHER ENTITY THAT WOULD ACTUALLY BE KIND OF ADVERTISING WHAT THEY PROVIDE IN REGARD TO SERVICES? IS THAT WHAT YOU ARE SAYING?
>> MORE OF ADVERTISEMENT Ã REALLY, PUBLIC INFORMATION ON THE HUMAN TRAFFIC AWARENESS.
>> OKAY. ANY COMMENTS? DESIRE? IF WE'VE GOT AN OPPORTUNITY, WE CAN DISTRIBUTE THAT KIND OF MATERIAL, I DON'T HAVE A
PROBLEM WITH THAT. >> AGREE. >> ALL RIGHT.
AND THEN LOOK INTO IF THERE'S THIRD PARTIES OUT THERE WILLING TO DO THAT, ABSOLUTELY.
>> AND JUST ONE MORE THING. AS YOU KNOW, WHEN YOU WILL HIRED ME, I BROUGHT ON MR. BRADLEY AS THE INTERIM ASSISTANT COUNTY ADMINISTRATOR TO HELP SUPPORT AND PROVIDE A LIAISON AND WITH STAFF. I JUST WOULD LIKE TO BRING HIM BEFORE THE BOARD TODAY TO HAVE HIM RATIFY IF THE BOARDS ARE CHOOSES AND I WOULD LIKE TO GIVE YOU A QUICK BACKGROUND ON HIM FOR THOSE OF YOU WHO HAVE NOT HAD ÃIF ANY OF YOU HAVE NOT HAD AN OPPORTUNITY TO SPEAK WITH HIM. I KNOW MOST IF NOT ALL OF YOU HAVE BEEN IN CONSTANT COMMUNICATION WITH HIM ON A WIDE VARIETY OF ISSUES. FOR THE PUBLIC'S BENEFIT AND FOR THOSE OF YOU WHO MAY NOT KNOW. MR. BRALEY HAS A BACHELOR OF SCIENCE DEGREE FROM FSU. HE HAS A MASTERS DEGREE IN CRIMINAL JUSTICE FROM THE UNIVERSITY OF NORTH FLORIDA. HE HAS A MASTERS DEGREE IN PUBLIC THE MINISTRATION FROM THE UNIVERSITY OF NORTH FLORIDA AND A LAW DEGREE FROM FLORIDA COASTAL UNIVERSITY.
DURING HIS TIME AS A PROFESSIONAL HE'S WORKED AS A LAW ENFORCEMENT OFFICER, A PROSECUTOR, HE SERVED IN PRIVATE PRACTICE OWNING HIS OWN AND OPERATE HIS OWN LAW FIRM FOR MULTIPLE YEARS.S YOU KNOW TWO OR THREE YEARS AGO NOW, I BROUGHT HIM OVER WITH ME AT THE CLERK'S OFFICE AS MY CHIEF ADMINISTRATIVE OFFICER AND GENERAL COUNSEL.
SO JUST A SHORT BACKGROUND ON HIM. I'M CERTAINLY OPEN TO ANY QUESTIONS YOU MAY HAVE, BUT I'D LIKE TO PRESENT HIM TODAY TO BE A PERMANENT ASSISTANT COUNTY
ADMINISTRATOR ST. JOHNS COUNTY WITH YOUR GRATIFICATION. >> ANY QUESTIONS OR COMMENTS FROM THE BOARD? WE WILL OPEN UP FOR PUBLIC COMMENT.
>> AT THIS TIME THE BOARD WILL ENTERTAIN PUBLIC COMMENT ON THIS NON-AGENDA ITEM.UBLIC COMMENT? MR. CHAIRMAN, NOT SEEING ANYONE COME FORWARD WE WILL CLOSE
PUBLIC COMMENT. >> MR. SMITH: WE ARE BACK TO THE BOARD.
I WILL ENTERTAIN A MOTION IN REGARD TO RATIFYING BRAD BRADLEY AS ASSISTANT COUNTY
ADMINISTRATOR >> I WOULD MAKE A MOTION AT THIS TIME TO RATIFY MR. BRAD BRADLEY AS ÃTO THIS PERMANENT POSITION. I PROFESSIONALLY HAVE WORKED WITH MR. BRADLEY IN THE PAST AND CAN VOUCH FOR HIM. SINCE HE'S BEEN HERE HE HAS BEEN EXTREMELY PROACTIVE IN CONVERSATIONS. HE BROUGHT THE EXACT ATTITUDE THAT I WOULD EXPECT FOR OUR EMPLOYEES AND I BELIEVE THAT HE WILL BE A GREAT LONG TERM AND
PERMANENT FIXTURE IN THIS WORLD. >> I HAVE A MOTION.
THE WEBSITE CAN COMMIT A MOTION BY COMMISSIONER BLOCKER AND A SECOND BY COMMISSIONER WALDRON.
ANY ADDITIONAL COMMENT? SEEING NONE, PLEASE VOTE. IT PASSES 5 TO 0.
CONGRATULATIONS.NYTHING ELSE? >> I WOULD LIKE TO SAY THANK
YOU. >> I WOULD LIKE TO HEAR THAT IN ABOUT SIX MONTHS FROM NOW.
>> WHEN THE EMAILS REALLY START FLYING. THANK YOU FOR YOUR WILLINGNESS
TO SERVE. >> IS THAT IT? >> THAT'S ALL I HAVE TO DATE.
>> MR. CHAIR AND COMMISSIONERS, FIRST OFF, THE BOARD AND PARTICULARLY COMMISSIONER
[02:40:04]
WALDRON HAD BROUGHT UP THE ISSUE OF THE INSURANCE COMMITTEE AND THE COMMISSIONER IS A VOTING MEMBER PERTAINING TO THE BYLAWS. JUST FOR THE BOARD'S AWARENESS MR. LEVY WILL ATTEND THE INSURANCE COMMITTEE THIS THURSDAY WITH THAT TOPIC TO ADVOCATE FOR THE CHANGE. SECOND OF ALL, I THINK SOME OF THE COMMISSIONERS KNOWN, DURING THE KINGS GRANT LITIGATION, THE COUNTY WAS ABLE TO RECOVER $12.5 THOUSAND IN COST, WHICH IS GOOD, AND I BRING THAT UP FOR THE PURPOSE OF IN SOME OTHER LOCATION THAT ACTUALLY HAPPENED LAST YEAR THE SIERRA VERSUS ST. JOHNS COUNTY ADA CASE WHERE THE BOARD HAD AUTHORIZED ME TO SETTLE THAT FOR A CERTAIN DOLLAR AMOUNT. THAT DOLLAR AMOUNT BEING $9500.IT IS NOW TIME FOR THE COUNTY TO REIMBURSE THAT AMOUNT WHICH IS UNDER OUR DEDUCTIBLE.
SO I WOULD ASK FOR AUTHORITY TO DO THAT. THE BOARD MAY REMEMBER THERE WAS ANOTHER CASE, PRICE VERSUS ST. JOHNS COUNTY, ANOTHER ADA CASE, WHICH HAD SETTLED.
IT WAS AUTHORIZED BY THE BOARD. WE PAID BACK OUT OF THE OFFICE OF THE COUNTY ATTORNEY FUNDS.
HOWEVER, THIS ONE, SEEING HOW THERE WAS QUITE A BIT OF LITIGATION ALREADY IN THE KINGS GRANT CASE, WHICH ATE UP SOME OUTSIDE COUNSEL FEES, I WOULD LIKE FOR THE BOARD TO APPROVE A MOTION TO AUTHORIZE THE $9500 REIMBURSEMENT BACK TO FACT SETTLEMENT OF THE SIERRA VERSUS ST. JOHNS COUNTY CASE PAYABLE FROM GENERAL FUND RESERVE. SO THAT WOULD BE MY MOTION.
>> WOULD ANYBODY LIKE TO ÃTO PUT THEIR THUMBPRINT ON THAT MOTION?
TO AGREE TO THAT MOTION? >> SO MOVED. >> COMMISSIONER WALDRON AND ANY DISCUSSION? WE WILL OPEN IT UP FOR PUBLIC COMMENT.
>> AT THIS TIME, THE BOARD WILL ENTERTAIN PUBLIC COMMENT ON THE RECOMMENDATION MADE BY THE COUNTY ATTORNEY. PUBLIC COMMENT, PLEASE COME FORWARD.
MR. CHAIRMAN, NOT SEEING ANYONE COME FORWARD, WE WILL CLOSE PUBLIC COMMENT.
>> ALL IN FAVOR. A POST? MOTION CARRIES.
>> LASTLY AS I HAD INDICATED DURING ADDITIONS AND DELETIONS TO THEIR ORIGINAL AGENDA I PLAN ON BRINGING UP JEA AND REBECCA HAS HANDED TO YOU A LETTER TO Ã KIND OF A DRAFT FORM LETTER PERTAINING TO THE ISSUES, AND I WILL SAY COMPARED TO THE MOST RECENT VERSIONS I HAVE SENT TO THE COMMISSIONERS, WE, UPON FEEDBACK AND REVIEW, WE HAVE KIND OF SHORTEN IT EVEN FURTHER FROM THE LAST THAT YOU HAVE SEEN. I WOULD LIKE TO GIVE YOU A MOMENT UST TO KIND OF REDO THAT AND THEN I WOULD LIKE TO KIND OF BRIEF THE PERTINENT
POINTS TO YOU. >> WHAT'S BEEN REMOVED? >> ESSENTIALLY, A LOT THAT HAD BEEN ON THE FIRST SECTION WAS REMOVED IN TERMS OF SORT OF THE ISSUES AFTER THE 10 YEAR TERM.
ESSENTIALLY, THAT WAS THE MOST OF WHAT'S BEEN REMOVED OUT OF THAT.
>> EVERYTHING ELSE REMAINS THE SAME? >> THAT'S RIGHT.
THERE HAS BEEN NO NEW SUBSTANTIVE ISSUES ADDED. THERE HAD JUST BEEN WORKING VERIFICATIONS. IN FACT, I CAN KIND OF PUT ON THE OVERHEAD KIND OF A STRIKE
THROUGH UNDERLINED VERSION. >> THE FOCUS THERE IS NOT SUPER CLEAR, BUT ESSENTIALLY, AGAIN, A LARGE PART OF WHAT HAPPENED ON THE FIRST PAGE PERTAINING TO THE 10 YEAR TERM ISSUE, WE HAD
[02:45:05]
TAKEN OUT. THE REMAINDER JUST CLARIFICATIONS TO THE WORDING BUT NO SUBSTANTIVE ISSUES ADDED. AND WHAT HAD BEEN LISTED AS THE PROBLEMS WE HAD TAKEN OUT WHAT HAD BEEN THE FIRST LISTED PROBLEM ASSOCIATED WITH ATENURE ISSUE. >> ANY QUESTIONS OR COMMENTS FROM THE BOARD?
COMMISSIONER BLOCKER? >> MR. BLOCKER: THANK YOU, MR. CHAIRMAN.
MR. MCCORMICK, IF WE CAN ÃI BELIEVE IT'S THE THIRD PAGE. THE PROBLEMS THAT ARE LISTED INDICATES THE PAST FEW MONTHS ARE REVEALED DURING THE TERM OF THE INTERLOCAL AGREEMENT JEA INSTALLED IT MAY BE CONTEMPLATING INSTALLING WELLS IN THE COUNTY WITHOUT SECURING COUNTY APPROVAL. AS REQUIRED IN SECTION 21 OF THE FIRST AMENDMENT.
DO WE HAVE ANY ADDITIONAL INFORMATION ON THAT TO CONFIRM OR VALIDATE THOSE CONCERNS?> OUR UTILITIES DEPARTMENT IS COMPILING INFORMATION REGARDING THE QUESTION OF THE WELLS.
I HAVE SEEN THE LIST PERMITS FOR WELLS THAT WERE APPLIED FOR AN ST. JOHNS COUNTY WITH THE WATER MANAGEMENT DISTRICT BY JEA. THERE ARE A NUMBER OF THEM.
SO WHAT UTILITIES IS DOING IS THEY ARE GOING THROUGH REVIEWING THAT AND CONFIRMING
WHICH ONES WE MAY OR MAY NOT HAVE PROVIDED CONSENT FORM. >> I THINK THE QUESTION IS WHETHER WE KNOW THAT THERE HAVE BEEN SOME INSTALLED WITHOUT APPROVAL.
>> WE DO KNOW THAT THERE HAVE BEEN SOME INSTALLED WITHOUT COUNTY APPROVAL, BUT WE ARE
CONFIRMING WHICH ONES THEY ARE. >> DO WE HAVE A RANGE ÃA ROUGH RANGE OF ÃIS IT SEVERAL?
ELECT? A GENERAL RANGE? >> OFF THE TOP OF MY I AM NOT
SURE. LESS THAN 10, I THINK. >> I GUESS MORE IMPORTANTLY IS WHAT ISTHE PERMIT IT ALLOWANCE FOR THAT AS THE WATER DRAWLS IS CONVENING FOR
WATER USER. THAT'S MORE OF THE KEY MPONENT. >> THAT'S WHAT UTILITIES IS
LOOKING INTO. >> THAT'S WHY THIS IS VERY GENERAL BUT WE NEED TO LOOK
INTO IT. >> WARMER FOLLOW UP ON THAT. AN ADDITIONAL POINT OF CONCERN ÃTHANK YOU FOR THAT FEEDBACK Ã IS THE WELLS ÃWE DON'T KNOW AT THIS POINT WHETHER THEY ARE FOR USE IN ST. JOHNS COUNTY OR OTHER COUNTIES. THEY COULD POTENTIALLY BE
TAKING WATER FROM ST. JOHNS COUNTY. >> COULD BE.
AGAIN AS REBECCA HAD SAID, WE ARE GETTING THE LISTING OF WELL APPROVALS THEY HAVE TO GET FROM WATER DISTRICT MANAGEMENT AND THEN COMPARE THOSE TO THOSE WE HAVE BEEN AWARE OF.
MR. CHAIR, IF I MAY, THROUGH THE ÃCOMMISSIONER BLOCKER, I WOULD HAVE NO OBJECTIONS TO WORDING THE PAST FEW MONTHS AND REVEALED THAT DURING THE TERM OF THE INTERLOCAL AGREEMENT, JEA MAY HAVE INSTALLED BASICALLY ÃWE CAN DO THAT UNTIL WE HAVE THE ACTUAL LIST.
WE ARE BEING TOLD THERE HAS BEEN SOME INSTALLED, BUT I ULTIMATELY WOULD FEEL MORE COMFORTABLE WHEN WE HAVE THE ACTUAL DEFINITIVE LIST OF WHAT'S BEEN INSTALLED.
SO I WOULD NOT OBJECT TO SOFTENING BACK FOR TODAY'S PURPOSE TO MAY HAVE.
AND THEN IN TERMS OF THE ÃI THINK WE CAN DETERMINE, I THINK, OURSELVES TO THE WATER
[02:50:13]
MANAGEMENT DISTRICT RECORDS WHICH OTHERS WERE USED, I BELIEVE, FOR ST. JOHNS COUNTYTHAT WERE IN WHOLE OR IN PART FOR ST. JOHNS COUNTIES USE. >> IS VERY CONCERNING.
THE DRAMA WE ARE SEEING WITH JEA. THANK YOU FOR PATRICK, FOR THE
GREAT WORK ON THIS. THANK YOU. >> THANK YOU.
COMMISSIONER DEAN? >> MR. DEAN: SORT OF OVER AND ABOVE OR IN ADDITION TO THIS LETTER, I WOULD LIKE TO SEE A REPORT FROM OUR UTILITY DEPARTMENT ANALYZING CHURCH WORKERS, THE DURATION, AND ANY OTHER CONDITIONS THAT MIGHT BE APPLICABLE TO ANY IMPACTS, POTENTIAL IMPACTS TO THE SURROUNDING AREA WHERE THERE IS ONE OR MORE WELLHEAD THAT WE NEED TO BE LOOKING AT VERY CLOSELY.ND I WOULD SUGGEST WE HAVE OUR STAFF LOOK INTO
THAT ASAP. >> I COMPLETELY CONCUR, AND I WOULD LIKE THE CONSISTENT FROM THE BOARD TO DIRECT UTILITIES TO WRITE THAT INFORMATION IF THAT'S THE PLEASURE OF THE
BOARD. >> I WAS GOING TO SAY, MR. CHAIR, AT THE END OF THE DAY, THERE MAY BE A CONSENSUS TO AUTHORIZE THE CHAIR TO SEND THIS LETTER AND OPENING UP FOR PUBLIC COMMENT BACK COULD CONCLUDE REALLY ALL THE ISSUES THE BOARD HAS DISCUSSED HER
>> HAS EVERYBODY HAD ENOUGH TIME TO REVIEW THE LETTER AND EXCHANGES? THE PLEASURE OF THE BOARD TO SEND THIS LETTER? ALL RIGHT.
WE WILL OPEN IT UP FOR PUBLIC COMMENT. >> AT THIS TIME, THE BOARD WILL ENTERTAIN PUBLIC COMMENT ON THIS LETTER HAS BEEN PRESENTED BY THE COUNTY ATTORNEY.
PUBLIC COMMENT? PLEASE COME FORWARD. >> RIGHT.
ON THE BOARD'S ÃMR. MCCORMACK. ANY PUBLIC COMMENT? AT THIS TIME, WE WILL CLOSE
PUBLIC COMMENT SEEING NO ONE COME FORWARD. >> SO I GUESS A MOTION TO AUTHORIZE THE CHAIR OF THE BOARD OF COUNTY COMMISSIONERS TO SEND A LETTER TO JEA SUBSTANTIALLY IN THE FORM INCLUDED, I THINK, WITH ABOUT ONE AMENDMENT OR ONE REVISION THAT I HAVE DISCUSSED PERTAINING TO COMMISSIONER BLOCKER'S COMMENT.
>> DOES ANYBODY MOVE IT? >> MR. CHAIRMAN, AT THIS TIME I WOULD MAKE A MOTION TO MOVE Ã HAVING THE BOARD SAID THIS Ã DRAFT A LETTER AS WE DISCUSSED TODAY TO THE JEA.
>> SECOND. WITH YOUR RECOMMENDATION. >> A MOTION BY COMMISSIONER BLOCKER AND A SECOND BY COMMISSIONERS WALDRON AND JOHNS.
GO BACK TO THIS MORNING AND ITEM NUMBER ONE, THE PRESENTATION BY THESE STUDENTS IN FRONT OF THE SPORT. I JUST WANTED TO SAY IT IS QUITE OFTEN THAT THERE ARE REQUESTS MADE TO THE SPORT EITHER PUBLIC COMMENT OR THREE LETTER OR EMAIL OR OTHERWISE.
IT DOES SEEM TO ME WITH THE BOARD THAT HAS TO HANDLE MANY ISSUES THROUGHOUT THE COUNTY THAT THE HOMEWORK THAT WAS DONE, THE ORGANIZATION OF THE ISSUES, THE STYLE OF PRESENTATION. IN MY VIEW, IT WAS VERY EFFECTIVE, NOT GOING TO ULTIMATELY WHETHER THE COUNTY, YOU KNOW, ULTIMATELY APPROVES WHAT THE REQUEST IS, BUT I DID WANT TO SAY THAT FOR PEOPLE OF ANY AGE, WHETHER THEY ARE FIFTH-GRADERS OR A LITTLE MORE SENIOR IN LIFE, THAT TYPE OF THING, I THINK A RESPECTFUL AND INFORMATIVE, WELL ORGANIZED, PRACTICAL REQUEST WOULD IN GENERAL HAVE THE MOST LIKELIHOOD OF BEING FAVORABLY CONSIDERED. THAT'S ALL I HAVE. THANK YOU, MR. CHAIR.
