WE HAVE A TOUGH CREW BUT WE HAV A CARING CREW THERE THEY EXERCISE PATIENCE, COURAGEOUS DOES AND DO STUFF THAT NORMAL PEOPLE DON'T SEE DURING THEIR LIVES FOR THEY WORK LONG HOURS AND DO A LOT OF SHIFTWORK IN OU WAY FROM THEIR FAMILIES DURING HOLIDAYS.
WE WANT TO SPEND THIS WEEK TO SHOW THEM OUR APPRECIATION AND FOR THEIR SACRIFICE ON THE TIME THEY SPEND AWAY FROM THEIR FAMILIES. THE SHERIFF HAS A PHILOSOPHY.

IT HASN'T BEEN ABLE TO BE DEVELOPED OR SOLD IN 20 YEARS. SO THIS IS NECESSARY TO DEVELOP LIKELY AN ANCHOR TENANT AND SOME PARCELS THAT'S GOING TO NEED BETTER VISIBILITY AND MORE PARKING FOR INLINE HIGHER END RETAIL DEVELOPMENT. HERE WE HAVE THE POTENTIAL DEVELOPMENT PLAN. THIS WAS AN APPLICATION, A MAJOR MODIFICATION THAT WAS SUBMITTED IN 2023 TO ALLOW 303 MULTIFAMILY APARTMENTS WHILE PRESERVING THE WETLAND AS PASSIVE RECREATION. BUT THE PURCHASER DEVELOPER ABANDONED THE PROJECT. THEN IN 2005, THIS IS AN APPLICATION SUBMITTED FOR 198 TOWNHOMES.
BUT AGAIN, THE DEVELOPER ABANDONED THE PROJECT.
SO ONE OF THE CHANGES PROPOSED IS IMPACT A WETLAND.
I SHOWED YOU NEAR THE CENTER OF THE PROJECT.
THE APPLICANT HIRED A CERTIFIED PROFESSIONAL WETLAND SCIENTIST TO EVALUATE THE WETLAND AND HE'S HERE TODAY IF YOU HAVE FURTHER QUESTIONS ABOUT THE WETLAND. THERE IS ALSO AN ENVIRONMENTAL ASSESSMENT THAT WAS SUBMITTED, AND IT'S IN YOUR STAFF REPORT PACKET. THE ENVIRONMENTAL SCIENTISTS HAVE DETERMINED THE WETLAND IS ISOLATED AND DEGRADED, NO PROTECTED SPECIES HAVE BEEN OBSERVED OR KNOWN TO USE THE WETLAND. PREVIOUS DITCHING RESULTED IN HYDROLOGICAL ALTERATION AND DIMINISHED NATURAL FUNCTION.
IT IS NOT A UNIQUE ECOLOGICAL OR ENVIRONMENTAL NATURE TO CLASSIFY IT AS AN ENVIRONMENTALLY SENSITIVE AREA, REFERRED TO AS AN ESA. THE APPLICANT HAS ALREADY PURCHASED SUFFICIENT MITIGATION TO MITIGATE THE IMPACTS TO THE WETLAND. THE MITIGATION PROPOSED PROVIDES GREATER LONG TERM ECOLOGICAL VALUE THAN THE WETLAND DOES.
THE COURT DID NOT EXERT JURISDICTION OVER THE WETLAND AND THE WATER MANAGEMENT DISTRICT HAS RELEASED CONSERVATION EASEMENT. HERE IS A COPY OF THE RECORDED RELEASE OF CONSERVATION EASEMENT AND A LETTER FROM THE DISTRICT ACCEPTING IT. I THINK I WENT TOO FAR.

SO THIS PROJECT IS RESERVING TRIPS TODAY ON THE SURROUNDING ROADWAY. AS WELL, AND MISS WHITTINGTON ALREADY SHARED, RIGHT NOW THE PROPOSAL IS NEUTRAL IN THAT NO ADDITIONAL SQUARE FOOTAGE IS BEING ADDED AS PART OF THIS REQUEST. THE SAME 221,000 SQUARE FEET AND A LITTLE BIT OF CHANGE WAS TODAY APPROVED IN THE PUD AND THERE IS NO REQUESTED CHANGE TO THAT. AS WELL, THE MAIN ACCESS TO THIS PROJECT IS PARKLAND TRAIL, WHICH CONNECTS TO INTERNATIONAL GOLF PARKWAY. IT WAS ORIGINALLY DESIGNED AND CONSTRUCTED AS A FOUR-LANE DIVIDED ROADWAY.

EVEN WITH THE CONSTRUCTION OF THIS PROJECT, WITH THE CONSTRUCTION OF THIS PROJECT THERE'S ADEQUATE CAPACITY ON PARKLAND TRAIL TO HANDLE THE USES AND THESE USES WERE CONSIDERED WHEN THE TRAIL WAS DESIGNED AND CONSTRUCTED.AND AGAIN, THIS IS ESSENTIALLY AT THIS POINT AN INFILL PROJECT FOR THIS NORTHEAST QUADRANT. AS ALWAYS STAFF DID A GREAT JOB.
I TOOK A COUPLE THINGS FROM THE STAFF REPORT THAT HIT ON WHAT WE WERE TALKING ABOUT VERY WELL. STAFF HAVE NOTED THAT TRIPS HAVE BEEN RESERVED FOR A BUILD OUT OF THE PUD.
AND ONE THING I DO WANT TO POINT OUT IS THE LAND DEVELOPMENT CODE, BECAUSE OF THE SIZE OF THIS PROJECT AT OVER 200,000 SQUARE FEET, AT THE TIME CONSTRUCTION PLANS ARE SUBMITTED THE LAND DEVELOPMENT CODE STILL REQUIRES A SITE ACCESS TRAFFIC ANALYSIS. SO WHEN THIS PROJECT DOES MOVE FORWARD, WHEN CIVIL ENGINEERING PLANS ARE SUBMITTED, WE WILL ALSO STILL BE REQUIRED TO SUBMIT A TRAFFIC STUDY TO DEMONSTRATE THAT TURN LANES ARE THE CORRECT LENGTH, THAT THE SIGNAL AT IUP IS TIMED CORRECTLY. SO THAT'S THIS THIRD BULLET THAT STAFF NOTED WHICH IS IMPORTANT. SO THERE'S STILL A LEVEL OF TRAFFIC REVIEW AHEAD OF US TO ENSURE TRAFFIC OPERATIONS WORK EXCEPTIONALLY. THE ONLY IMPACT THAT WERE PERMITTED WAS FILLING 0.84 ACRES OF FIELD DITCHES AND A SMALL MAN MADE FARM POND WHICH WAS 0.29 ACRES. I DON'T THINK ANY MITIGATION SHOULD HAVE BEEN REQUIRED AT THAT TIME.
THE ONLY THING THAT WAS LEFT ON THE PROPERTY WAS THAT DRAINED WETLAND. IT IS A PROBLEM TO LEAVE A POCKET OF WETLANDS IN THE MIDDLE OF A COMMERCIAL SITE LIKE THAT.
AS THE DEVELOPMENT HAS OCCURRED AROUND IT COMON THE STORMWATER SYSTEMS AND IT'S PERMANENTLY LOWERED THE WATER TABLE.
SO THIS WETLAND HAS BEEN DEGRADED.
IT'S NEVER GOING TO FUNCTION LIKE IT DID HISTORICALLY.
THE PERIMETER AROUND THE EDGE, I THINK THAT'S UNDER THE OLD DELINEATION METHODOLOGY. TODAY, REDOING IT UNDER CURRENT METHODOLOGY, SLIGHTLY LARGER IN SIZE NOT BECAUSE IT'S WETTER BUT BECAUSE THE LIST OF WETLAND PLANTS HAS CHANGED.

THEY GIVE OXYGEN TO US. THERE'S A LOT OF THINGS TO CONSIDER TO PAVING OVER A WETLAND WITH A PARKING LOT.

WHICH IS HALF OF THE TAXES THAT WE BRING IN EVERY YEAR.
