ANASTASIA MOSQUITO CONTROL OR A MCD IS AN INDEPENDENT DISTRICT THAT COVERS ALL OF ST. JOHNS COUNTY. WE ARE ONE OF 14 INDEPENDENT DISTRICTS IN THE STATE OF FLORIDA.
AND OUR BUDGET COMES FROM THE PROPERTY TAX MILL AND TREES WHICH WE JUST LOWERED TO POINT TO ONE PER THOUSAND DOLLARS.
EVEN THOUGH WE HAVE RECENTLY GONE FROM 1000 SERVICE REQUESTS PER YEAR TO 5000, WE HAVE BEEN ABLE TO KEEP OUR COSTS LOW AND SERVICE WELL. A MCD HAS RECEIVED MULTI-MILLION-DOLLAR GRANT FUNDS FROM FEDERAL, STATE, AND PRIVATE AGENCIES TO SUPPORT OUR RESEARCH PROGRAMS SINCE 2003.
SOME OF THE AGENCIES WE WORK WITH THE DEPARTMENT OF HEALTH, HOMELAND SECURITY, THE DEPARTMENT OF AGRICULTURE, ALL OF OUR ARMED FORCES AND MANY MORE.
AMCD STARTED IN 1949 AND WE ARE CELEBRATING 70 YEARS OF EXCELLENT PUBLIC SERVICE. AND THIS YEAR, WE COMPLETED CONSTRUCTION ON OUR NEW STATE-OF-THE-ART 18 ACRE FACILITY. AND OUR DISTRICT IS UNDER THE PROCESS APPLICATION OF THE GLP WHICH IS A GOOD LAB PRACTICE.
WE WOULD BE THE FIRST IN THE UNITED STATES TO RECEIVE THIS AWARD, AND THERE'S ONLY A HANDFUL OF THEM IN THE ENTIRE WORLD THAT HAVE THEM, SO IT'S GOING TO BE A BIG DEAL WHEN WE GET IT. WE HAVE AN AERIAL PROGRAM WE HAVE ABOUT 50 EMPLOYEES, WHICH INCLUDES FULL-TIME SEASONAL, PAID INTERNS, AND VISITING SCIENTISTS FROM ALL OVER THE WORLD THAT COME TO STAY AND DO DIFFERENT RESEARCH AT OUR LIVES. AMCD STAFF MEMBERS HOLD FIVE PHD'S, THREE MASTERS DEGREES, AND WE HAVE AUTHORED OR CO-AUTHORED MORE THAN 100 PEER-REVIEWED PUBLICATIONS, AND WE ARE THE HIGHEST CITED MOSQUITO CONTROL PROGRAM IN THE ENTIRE WORLD. AND THAT NUMBER HAS GONE UP TO ALMOST A MILLION PEOPLE A YEAR NOW THAT ARE PASSING AWAY FROM MOSQUITO RELATED DEATHS.
PIECES OF AMBER HAVE BEEN FOUND AND DATED BACK TO 3 MILLION YEARS AGO THAT HAD MOSQUITOES ENDED WITH MALARIA.
SO THE WAR ON MOSQUITOES IS NOTHING NEW, BUT WE ARE INNOVATING NEW TECHNOLOGIES AND WAYS TO STOP IT.
IN OUR LOCAL AREA, MOSQUITO CONTROL IS VERY IMPORTANT BECAUSE IN 1821, ST. AUGUSTINE HAD THE YELLOW FEVER EPIDEMIC.
HUNDREDS PASSED AWAY, AND THOSE THAT DIDN'T FLOOD THE AREA.
SO THEY WOULD NOT DIE. IF YOU ARE INTERESTED, THE HUGUENOT CEMETERY IS WHERE THEY ARE VARIED AND THAT'S DIRECTLY ACROSS THE STREET FROM THE FORT.
THE LAST TIME WE HAD A MOSQUITO ACQUIRED DISEASE LOCALLY WAS IN 2003. SO HOW DO WE TREAT? WE DO RESEARCH PREVENTION, SURVEILLANCE, AND TREATMENT.
AND FOR OUR SURVEILLANCE, WE HAVE 10 SENTINEL CHICKEN AND MOSQUITO PULLING SITES IN ALL PARTS OF THE COUNTY THAT WE CHECK. WE HAVE CDC TRAPS ALL OVER THE COUNTY AS WELL AS JAVID TRAPS AND SERVICE REQUESTS FROM THE PUBLIC. THE MAIN PESTICIDES WE USE OUR NATURAL. A COCOA NET OIL AND BTI.
BTI IS DERIVED FROM SOIL AND IS TECHNICALLY CONSIDERED AN ORGANIC MATTER. AND THAT'S THE PRIMARY THING THAT WAS GREAT. SO YOU CAN FEEL SAFE KNOWING THAT WE ARE NOT PUTTING A BUNCH OF DANGEROUS CHEMICALS IN THE AIR. WE WORK VERY CLOSELY WITH SURROUNDING COUNTIES, ESPECIALLY THOSE THAT DON'T HAVE INDEPENDENT DISTRICTS, BECAUSE MOSQUITOES DON'T KNOW WHAT COUNTY LINES ARE. THEY JUST WILL FLY OVER.
SO WE HAVE TO STAY ON TOP OF EVERYTHING.

AND FOR OUR APPROPRIATE USE OF PESTICIDES AND PROTECTIONOF THE ENVIRONMENT SINCE 2006. SO ONE OF THE MAIN WAYS THAT WE KEEP OUR GREAT SERVICE AND OUR COST DOWN IS MY EDUCATION.
AND THAT MEANS EDUCATING NOT ONLY OUR EMPLOYEES BUT EVERYONE THAT LIVES HERE AND VISITS HER. WITH OVER A MILLION VISITORS PER YEAR IN ST. JOHNS COUNTY, MANY OF THOSE COMING FROM ABROAD, THE NEXT MOSQUITO VIRUS IS ONE PLANE RIDE AWAY.

AND LOCALLY, THE EGYPTYE MOSQUITO IS THE MOST DANGEROUS ONE HERE. THEY PRIMARILY LATER EGGS AND PLASTIC AND ARE CONSIDERED A CONTAINER MOSQUITO.
AND THAT'S A PICTURE OF ONE OF THE FEMALES THERE.
SO THIS SPECIES IS VERY AGGRESSIVE AND CARRIES DEADLY VIRUSES LIKE YELLOW FEVER, DENGUE, AND SICA.
RISING TEMPERATURES AND MORE RAINFALL WILL PRODUCE MORE MOSQUITOES AND PRESIDENT TRUMP'S CLIMATE COUNSEL HAS SAID MOSQUITO VECTOR ILLNESSES WILL TRIPLE IN THE NEXT 10 YEARS. SINGLE USE PLASTIC POLLUTIONS ESPECIALLY NEAR OUR WATERWAYS WHERE WE ARE NOT ALLOWED TO SPRAY ARE A BIG FACTOR IN MOSQUITO BREEDING.
AND SO THESE MOSQUITOES CAN LIGHT UP TO 200 EGGS AT A TIME AND SOMETHING AS SMALL AS A BOTTLECAP.

THEY EACH HAVE TWO SEPARATE MUNICIPAL SERVICE TAXING UNIT AREAS. WE HAVE AT THE REQUEST OF THE SERENADA CONDO OWNERS ASSOCIATION, THEY CAME TO THE BOARD AND DIRECTION WAS GIVEN TO STAFF TO WORK WITH THEM TO BRING A PROJECT TO CONNECT THE TWO PROJECTS TO EXISTING PROJECTS. IT CURRENTLY HAS PAVED, MARKED PARKING SPACES AND A MARKED CROSSWALK TO THE BEACH. THE LEAST SAFE OPTION IS PARKING ON THE RIGHT-OF-WAY IN PONTE VEDRE BLVD. FOR SEVERAL REASONS. FIRST THE CURRENT TRAFFIC FLOW AND CONGESTION ON PONTE VEDRE BLVD.
WE HAVE MANY LAWN SERVICE VEHICLES WHICH PARKED ON THE STREET. WE ALSO HAVE DELIVERY TRUCKS, AMAZON, UPS, FEDEX WHICH PARKED ON THE STREET.
WE ALSO HAVE REPAIR SERVICE VEHICLES, PLUMBERS, ELECTRICIANS, ETC. THAT PARK ON THE STREET.
ADDITIONALLY AS OTHERS HAVE MENTIONED WE HAVE INCREASED VOLUME OF TRAFFIC FROM CARS DIVERTING FROM A1A DURING MORNING RUSH HOUR TO AVOID THE TRAFFIC LIGHTS ON A1A.
WE ALSO HAVE NINE ACTIVE CONSTRUCTION SITES OF HOMES ON PONTE VEDRE BLVD. FOUR OF THESE ARE ADJACENT TO BEACH BALL COVERS. THE EXISTING CROSSWALK ON THE WEST SIDE ELIMINATES USING THE WEST SIDE.
ALSO, THE NEW FEMA REGULATIONS REQUIRE THAT HOUSES BUILT ON THE BEACH HAVE A HIGHER BASE ELEVATION OF ADDITIONAL FOUR FEET FROM WHAT WAS HISTORICAL. THIS HAS CREATED ADDITIONAL SLOPING OF THE GRADE WHERE YOU WOULD WANT PEOPLE TO PARK ON THE RIGHT-OF-WAY BUT LEAVES AN ADDITIONAL 10 PERCENT.
THOSE CARS THAT WOULD BE PARKING ON THE EAST SIDE WOULD BE PARKING PARALLEL. THAT WOULD REQUIRE THE DRIVER TO EXIT, OPEN THE DOOR INTO THE TRAFFIC COMING NORTHBOUND.

THIS IS ALREADY VERY DANGEROUS ROADWAY WITH CHILDREN, PEDESTRIANS, CYCLISTS, AUTOMOBILES DOING THEIR BEST TO NAVIGATE THE TRAFFIC AND THE MANY SERVICE VEHICLES AS MENTIONED. SECONDLY THE TRAFFIC IS ALREADY HIGH IN THE PONTE VEDRE BEACH AREA NOT ONLY JUST MORNING TRAFFIC BUT PEOPLE BACKING OUT OF THEIR DRIVEWAYS, LAWN MAINTENANCE VEHICLES BLOCKING THE ROAD AND CONSTRUCTION VEHICLES AND THE ADDED SEARCH WOULD CAUSE MAYHEM. THIRDLY THE SAFETY TO THE MANY CHILDREN WHO BITE ANDWALK TO CHRISTCHURCH.
I HAVE SEVEN CHILDREN FIVE OF WHICH I HOMESCHOOL AND ARE AT THE HOUSE AND IN THE DRIVEWAY ALL THE TIME AND SHE WOULD GO TO THE PRESCHOOL. AND IN THAT I BELIEVE I WILL PROVIDE A UNIQUE PERSPECTIVE NOT ONLY AS A LAND USE AND ZONING ATTORNEY AND A FORMER PROSECUTOR BUT MORE IMPORTANTLY AS A WORKING MOM OF TWO YOUNG CHILDREN WHO WANTS TO CONTINUE TO PROVIDE ÃEXCUSE ME. I'M APPRECIATIVE OF PEOPLE WHO HAVE AN ACTIVE INTEREST IN PARTICIPATE EVEN FOR THOSE WHO MAY NOT BE OFFICIALLY ON BOARD YOU CAN STILL PARTICIPATE IN THE MEETINGS AND HAVE A VERY ACTIVE VOICE IN SHAPING THE DIRECTION OF OUR COMMUNITY AS WE DO CHANGE.
IT CAN BE A CHALLENGE TO KEEP THOSE SPECIAL QUALITIES IN OUR COUNTY THAT WE HAVE BEEN ATTRACTED TO OR HAVE GROWN UP IN. AS WE DO GROW.
I THINK IT'S POSSIBLE TO HAVE A BALANCE BETWEEN KEEPING A SPECIAL QUALITIES THAT WE EITHER WERE RAISED AROUND OR BROUGHT US HERE SOME YEARS AGO AND YET STILL ATTRACT NEW PEOPLE TO OUR COMMUNITY. IT'S IMPORTANT THAT WE HAVE THESE DIALOGUES BEFORE TODAY'S MEETING.
WITH THE COMMUNITY THAT WE GET BY IN AND TODAY'S MEETING I FEEL LIKE WAS A GOOD EXAMPLE OF THE COMMUNITY PARTICIPATING IN THE PROCESS. NOT JUST TODAY BUT PRIOR TO TODAY. SO THAT WE CAN MAKE INFORMED DECISIONS.I APPRECIATE THE COMMISSIONERS MAKING THE RECOMMENDATION TO NARROW THE LIST TO BE MORE FOCUSED WITH OBJECTIVE INFORMATION, PARTICIPATING WITH THE COMMUNITY AND PROVIDING WHAT CAN BE THE BEST RESULTS.
