TODAY I'M GOING TO SPEAK ABOUT THE OPPORTUNITY FOR OUR COUNTY, AN OPPORTUNITY WE ALMOST NEVER GET, AND THAT IS THE CHANCE TO PROTECT IRREPLACEABLE LAND THAT BOTH CAPTURES THE PAST AND PROVIDES AN OPPORTUNITY FOR EDUCATION IN THE FUTURE. THIS PROPERTY IS CURRENTLY ZONED RESIDENTIAL AND IS COMPLETELY SURROUNDED BY LONG-ESTABLISHED NEIGHBORHOODS OF SINGLE FAMILY HOMES. IN THE PAST, ATTEMPTS HAVE BEEN MADE TO REZONE THIS LAND WHICH IS LARGE ENOUGH FOR FIVE HOMES, TO COMMERCIAL DEVELOPMENT, POOL COMPANIES, MULTI-STORY OFFICE BUILDINGS AND OTHER COMMERCIAL PROPERTIES HAVE BEEN RESEARCHED AND PROPOSED. BUT I'M ASKING YOU FOR HELP TO DO SOMETHING BETTER WITH THIS LAND. WHY? BECAUSE ONCE THE EQUIPMENT ARRIVES AND THE LAND IS CLEARED, ANYTHING STILL ON THIS LAND, HISTORICAL, ECOLOGICAL, WILL BE LOST FOREVER. THERE ARE TWO INTACT 1900S CATTLE DIPS ON THIS LAND.
RIGHT THERE. THAT'S WHERE I LIVE, RIGHT BEHIND THERE. THEY ARE FULLY INTACT AND UNDISTURBED FOR NEARLY A CENTURY. IT WILL BE COSTLY TO TAKE THEM OUT AND REMOVE THE ARSENIC FROM THE GROUND, AND THAT'S WHY FIVE HOMES HAVE NOT BEEN BUILT THERE.
HOWEVER, A COMMERCIAL PROPERTY COULD LIKELY SHOULDER THE COST OF REMOVING THE ARSENIC. HOWEVER, IT WOULD PRESENT SOME OBSTACLES THAT WE DON'T HAVE ANSWERS FOR. WHAT I THINK WE SHOULD DO INSTEAD IS TO SECURE THE CATTLE DIPS WITH FENCING, ADD INTERPRETIVE SIGNS ABOUT THE HISTORY OF THIS LAND AND CREATE A LIVING CLASSROOM FOR NORTHEAST FLORIDA. WHAT YOU DON'T KNOW PROBABLY IS THAT FOR THOUSANDS OF YEARS THIS LAND WAS INHABITED BY TIMHEQUA. LATER IT WAS PART OF A GRANT THAT ESTABLISHED A 10,000-ACRE JOINT CREEK PLANTATION. AFTER THAT FAILURE, IT WAS SETTLED AFTER EMANCIPATION BY THE GOLEGUCCI FAMILY WHO PUT DOWN ROOTS, AND THEN IT WAS TURNED INTO AGRICULTURAL LAND, LIVESTOCK FARMING. AND THEN ABANDONED. BUT VERY FEW PLACES LIKE THIS SMALL PARCEL HOLD SO MANY LAYERS OF

BUT THEY WOULD ONLY HAVE TO GO TWO OR THREE FEET DOWN TO MAKE THE LAND -- BASICALLY PUT A PARKING LOT OVER TOP OF IT WHICH WE DON'T LOVE BECAUSE WE DON'T KNOW WHAT LEECHING WATER WILL DO TO MY BACK YARD WHICH IS RIGHT BEHIND THAT. THEN IN 1657 THERE WAS A MISSION SAN DIEGO. FOLLOWING THAT, THE FIRST FORT IN PICOLATA WAS BUILT IN 1703, MADE OF WOOD AND TIMBERS. MOVING ON TO 1702 TO 1708, THE BRITISH TRIED TO DESTROY THE MISSION SYSTEM THAT HAD BEEN ESTABLISHED IN FLORIDA.
FORT PZ UPO, THE CENTRAL FORT PICOLATA WAS REPLACED WITH BLOCK, THIS IS THE SISTER RIVER RIGHT OVER ON THE WESTERN SHORE.
1739 TO 1730, OGLETHORP DESTROYS PUPO AND BURNS PICOLATA. THEN IN 1755 THEY BUILT A NEW FORT, AND THEY ABANDONED THE FORT ACROSS THE RIVER ON THE WESTERN BANK. FORT PICOLATAAND THE OTHER BUILDINGS WERE BURNED DURING THE PATRIOTS REBELLION OF 1812. AND THEN THE UNION FORCES OCCUPIED PICOLATA FROM 1861 TO 1865. IN THE LATE 1800S WITH THE PICOLATA WITH FEDERAL POINT AND A LOT OF OTHER PLACES ALONG THE RIVER, GREENCO WERE DESTINATIONS FOR THE PADDLE WHEEL BOAT.
