TO SEE THE OPPORTUNITIES FOR PUBLIC ACCESS OUT THERE. IT[00:46:17]
LOOKS LIKE SOME DISCUSSIONS WITH THE PROPERTY OWNER, THEY WOULD[00:46:21]

ONCE THAT IS DONE, WE WILL BRING THE CONCEPTUAL MANAGEMENT PLAN BACK TO THE BOARD FOR CONSIDERATION ONCE THAT IS COMPLETED. COMMISSIONER TAYLOR ALREADY MENTIONED HAWKINS ISLAND, THE PURCHASE AND SALE AGREEMENT APPROVED SEPTEMBER 17 A COUPLE OF WEEKS FROM NOW, THAT WILL BE ACQUIRED BY THE COUNTY. THE PARKS AND REC STAFF AND THE ENVIRONMENTAL STAFF WILL MOST LIKELY BE HEADING OUT THERE TO PUT SOME EYES ON THE PROPERTY SEE WHERE WE CAN PUT SOME SIGNAGE AND WHATNOT ONCE THAT GETS DONE. WE ALREADY TALKED ABOUT THE UNION, SO THAT IS OFF THE LIST FOR A FORCED GROUP IS ANOTHER ONE THAT IS HANGING ON THE LIST. THAT IS COUNTY ROAD 13, NORTH OF THAT, AS WELL AS COUNTY ROAD 208. IT IS CURRENTLY OUT OF THE BUDGET RANGE FOR L.A.M.P., BUT IT IS STILL GOING TO BE ON THE L.A.M.P. LIST . STAFF HAS NOT HEARD BACK FROM THE APPLICANT ON THE COUNTY ROAD 13 S., MCCULLOUGH CREEK. MIKE ADAMS HAD TALKED WITH THE PROPERTY OWNER, POTENTIALLY SUBMITTING AN UPDATED APPLICATION. WE HAVE NOT HEARD BACK FROM THEM. THAT IS ALSO HANGING OUT ON THE LIST AS THE MCCULLOUGH CREEK PROPERTY. THAT ONE DOES HAVE A LOT OF KUDOS FROM OUR PARKS AND REC IF WE DO HEAR BACK FROM THE PROPERTY OWNER ON THAT ONE. IT COMES OUT TO ABOUT $97,000 OF ANNUAL AND -- ANNUAL A COUNTY INVESTMENT INTO ST. JOHNS COUNTY. ANYWAY, THESE ACTIONS, THEY CAME UP WITH 34 ACTIONS. THE REGIONAL RESILIENCE ACTION PLAN IS INCLUDED AS PART OF THE SERVICES WE ALREADY PAY INTO.
THAT IS MY UNDERSTANDING. I COULD BE WRONG, BUT THAT SEEMS TO BE WHAT I AM READING. I ASKED IF THERE WERE CASE STUDIES OR EXAMPLES ON WHAT THIS PARTNERSHIP WOULD LOOK LIKE GOING FORWARD. WE HAVE PRIOR EXAMPLES OF COLLABORATING WITH RESILIENCE INITIATIVES. I GOT CASE STUDIES AND PARTNERSHIP DETAILS THROUGH EMAIL, WHICH I GOT TO BRIEFLY REVIEW BEFORE THE MEETING. THEY WERE SENT AROUND NOON TODAY. SHE SUMMARIZED AND LISTED THE PRIMARY CONTRIBUTORS OF DIFFERENT COUNTIES. IT COMES DOWN TO SEVEN DIFFERENT COUNTIES AND 25 MUNICIPALITIES , OF WHICH THESE 34 ACTION POINTS WILL BE

ONE OF THE FIVE PRIMARY GOALS OF OUR BOARD IS TO PRESERVE ARCHAEOLOGICAL, HISTORICAL, SCENIC, AND ENVIRONMENTALLY SIGNIFICANT LANDS. I GOT THAT FROM THE ORDINANCE THAT CREATED THE L.A.M.P. BOARD IN 2021. GIVEN THIS FRAMEWORK, ACTION NUMBER 23 PROVIDES A NATURAL EXTENSION TO THE MISSION OF THE BOARD. IT SAFEGUARDS ECOLOGICAL ASSETS AND HISTORICALLY CULTURAL RESOURCES INTO ST. JOHNS COUNTY'S IDENTITY. IT WOULD BE A NATURAL OUTGROWTH OF WHAT WE ARE ALREADY DOING AS A BOARD. I DID ALSO SPEAK ABOUT REACHING OUT . YOU PROBABLY HEARD ME TALK ABOUT COUNTY CONSERVATION FUNDING SOURCES AND HOW LOTS OF COUNTIES HAVE SOURCES IN PLACE. IT WOULD BE REALLY GREAT IF ST. JOHNS COUNTY HAD ONE. THERE IS KIND OF A FORMULA FOR HOW YOU GET FROM POINT A TO B WITH THOSE. A BIG PLAYER IN THAT SPACE IS THE TRUST FOR PUBLIC LAND, A NONGOVERNMENTAL ORGANIZATION THAT FOCUSES LARGELY ON COUNTY AND CITY VALID MEASURES TO GET CONSERVATION FUNDING SOURCES. SO THANK YOU TO COMMISSIONER TAYLOR AND OUR ENTIRE COMMISSION , WHO REACHED CONSENSUS TO MOVE FORWARD WITH A FEASIBILITY STUDY LED BY THE TRUST FOR PUBLIC LAND. WHAT THAT FEASIBIITY STUDY IS GOING TO DO IS ESSENTIALLY THE FIRST RESEARCH EFFORTS TO LOOK AT THE COUNTY CHARACTERISTICS, THE RULES AND LAWS THAT EXIST, THE DIFFERENT FUNDING OPTIONS THAT THE COUNTY COULD POTENTIALLY PURSUE, WHETHER THAT WOULD BE PROPERTY TAX, SALES TAX, OR BOND. THERE ARE LOTS OF DIFFERENT MECHANISMS THAT MUNICIPALITIES HAVE USED. AND THEN ALSO YOU WILL GET A TIMELINE. THEY ARE IN THE PROCESS OF LOOKING AT A STUDY.
THAT IS SOMETHING THEY PROVIDE FREE OF CHARGE TO STUDIES -- COUNTIES. I DID SPEAK WITH ONE OF THEIR DIRECTORS THE OTHER DAY TO GET AN UPDATE ON THAT. THEY ARE WORKING ON THE FIRST DRAFT AND ARE ALMOST READY TO COME BACK TO THE COUNTY STAFF WITH THAT AND THEN WILL EVENTUALLY COME BACK TO THE COMMISSION WITH THAT TO PROVIDE THE RESULTS OF THAT FIRST EFFORT.
