WE THOUGHT THE RIGHT THING TO DO WAS THROW IT AWAY BECAUSE WE WERE SCARED SOMEONE ELSE WOULD PICK IT UP AND USE IT. I'VE BEEN IN A PLACE WHERE SOME OF MY FRIENDS HAVE GOTTEN ADDICTED FROM BEING KIND OF FORCED TO TRY A VAPE PEN, AND EVERY TIME THEY HUNG OUT WITH THAT SPECIFIC SOMEBODY THEY TRIED IT, AND THEY ENDED UP GETTING ADDICTED. AND IT TURNED INTO THIS WHOLE CHAIN OF MORE AND MORE PEOPLE GETTING ADDICTED. I FEEL LIKE COMPANIES ARE TARGETING MINORS BECAUSE OF ALL THEIR NEW FLAVORS THEY'RE MAKING BECAUSE PEOPLE ARE NOW SAYING, HEY, YOU WANT TO TRY THIS NEW BUBBLEGUM FLAVOR AND THEY ALL GO TO TRY IT AND THEY INVITE MORE AND MORE FRIENDS, AND MORE AND MORE PEOPLE GET ADDICTED. WHEN IT'S PEOPLE -- IT'S EASIER FOR PEOPLE MY AGE TO GET ADDICTED TO NICOTINE PRODUCTS BECAUSE WE'RE NOT FULLY DEVELOPED YET. WHEN PEOPLE CHOOSE TO DISCARD THEIR VAPE PEN ON THE EACH AN ELEMENTARY SCHOOLER OR EVEN A HIGH SCHOOLER COULD BE TEMPTED TO TRY IT. I KNOW A LOT OF BOYS THAT WOULD BE TEMPTED TO TRY IT WHEN NOBODY'S LOOKING. IN THIS WAY VAPING DOES NOT JUST AFFECT THEM, IT AFFECTS THE COMMUNITY AROUND THEM. NUMBER TWO, ACCORDING TO THE NOAA, THE MOST COMMON POLLUTANT IS CIGARETTE BUTTS. PUBLIC BEACHES BELONG TO TAXPAYERS. THE DECISION TO SMOKE AND DISCARD A CIGARETTE ON THE BEACH IS CROSSING A LINE BETWEEN A PERSONAL CHOICE AND THE COLLECTIVE DECISION TO PROTECT THE HEALTH AND SAFETY OF THE YOUTH AND THE ENVIRONMENT. WE NEED THE GOVERNMENT TO STEP IN. LET'S DEAL WITH THE ROOT CAUSE. IZZY AND I WOULD LIKE TO COMMISSION TO CONSIDER ENACTING AN ORDINANCE TO PROHIBIT SMOKING AND VAPING ON ALL PUBLIC BEACHES IN ST. SO IN A CASUAL CONVERSATION WITH IZZY I HAD SAID TO HER ONE IN POINT TIME WHAT DO YOU THINK THE BIGGEST ISSUE FACING HUMANITY IS? AND SHE SERIOUSLY LOOKED AT ME AND SAID VAPING. AND I SAID WHY DON'T YOU DO SOMETHING ABOUT IT? AND SHE SAID I DON'T THINK ANYBODY WILL LISTEN. AND THAT'S WHY I SAID TO HER I THINK THERE ARE SOME PEOPLE THAT WILL LISTEN. OVER THE LAST COUPLE OF WEEKS WE'VE SPOKEN TO THE MAYOR OF ST. AUGUSTINE BEACH, SPOKEN TO SHERIFF HARDWORK, AND EVERYBODY IS ONBOARD WITH THIS. JACKSONVILLE PASSED AN ORDINANCE OPPROHIBITING SMOKING AND VAPING TO ITS PROHIBITED ACTIVITIES LIST. WE'RE ASKING FOR THE COMMISSION TO GET CONSENSUS, FOLLOW SUIT AND GIVE DIRECTION TO THE COUNTY ATTORNEY'S OFFICE TO AT LEAST LOOK INTO AN ORDINANCE OR DO THE RESEARCH AND THEN COME BACK WITH ANY FINDINGS OR RECOMMENDATIONS. I'M HERE TODAY TO TELL YOU ABOUT A RECENT UGLY INCIDENT ENDURED BY MY FRIEND THAT I DO NOT BELIEVE REFLECTS OUR COMMUNITY, AND IT CERTAINLY DOES NOT REFLECT A COMMUNITY THAT I WANT TO BE PART OF. MY FRIEND WHO IS AFRICAN AMERICAN RECENTLY WENT SHOPPING WITH HER THREE YOUNG CHILDREN AT ALDI'S. SHE PARKED HER CAR AND SOON AFTER SHE DID THAT, SHE AND HER CHILDREN GOT OUT OF THE CAR TO HEAD ACROSS THE PARKING LOT TO THE STORE. A MAN IN A TRUCK WENT ROARING BY VERY CLOSELY TO HER CAR AT A HIGH RATE OF SPEED. SHE AND ANOTHER WOMAN PARKED NEARBY SHOUTED AT THE MAN TO SLOW DOWN AND IT WAS A PARKING LOT AND THERE WERE SMALL CHILDREN PRESENT. IT MAN GOT OUT OF HIS TRUCK AND APPROACHED MY FRIEND. SHE AGAIN SHOUTED AT THE MAN HE NEEDED TO DRIVE MORE SLOWLY, HER YOUNG CHILDREN COULD HAVE BEEN STRUCK AND KILLED WHEN HE ROARED VERY CLOSE BY HER CAR. THEN THE MAN LOOKED AT HER CHILDREN AND SAID UP AND DOWN AND SAID VERY LOUDLY, WELL, THAT WOULD BE NO GREAT LOSS TO THE WORLD. AT THAT POINT, AN EMPLOYEE IN ALDI'S WHO HAD WITNESSED THE ALTERCATION TOLD THE MAN HE WAS NOT WELCOME TO SHOP IN THEIR STORE. NONETHELESS, MY FRIEND CAME AWAY FROM THIS INCIDENT FEELING SHAKEN, FEELING FEARFUL FOR THE SAFETY AND HER OWN CHILDREN TO THE POINT SHE WAS CONTEMPLATING MOVING AWAY FROM THIS AREA BECAUSE OF THE ATTITUDE AND BEHAVIOR IT REFLECTS. I TRIED TO ASSURE HER THIS INCIDENT DOES NOT FAIRLY REPRESENT THE COUNTY OR COMMUNITY, BUT THE FACT OF THE MATTER IS I'M UNABLE TO ASSURE HER THAT THIS UGLY INCIDENT IS ISOLATED AND NOT LIKELY TO BE REPEATED. THIS IS BECAUSE MY BUILDING BELOVED COMMUNITY COLLEAGUES AND I HAVE WITNESSED MANY INCIDENTS OF RUDE BEHAVIOR AND UNKIND WORDS TOWARDS FELLOW MEMBERS OF THE COMMUNITY. BUILDING A LOVING COMMUNITY HERE IN ST. JOHNS COUNTY STARTS WITH HOW WE'RE TREATING PEOPLE. IN OUR PERSONAL AND ONLINE ACTIONS WITH STRANGERS ARE WE OFFERING GRACE AND KINDNESS IN OUR WORDS AND DEEDS OR QUICK TO LASH OUT WITH HOSTILITY FOR THE SMALLEST SLIGHT WHETHER REAL OR PERCEIVED. WELL, THIS YEAR IT'S CLG, LNG, WHICH IS ALL NATURAL GAS, COMPRESSED NATURAL GAS, LIQUEFIED NATURAL GAS, AND HYDROGEN, THE DIFFERENT TYPES OF FUELS USED BY VEHICLES THAT ARE ON YOUR ROADWAYS. IN ADDITION TO THIS WE ACTUALLY WORKED WITH A FEDERAL GROUP KNOWN AS TRANSCARE TO GET A PROPOSAL WRITTEN ON THEIR END TO GET TRAINING FOR LIQUEFIED NATURAL GAS PROTBROUGHT TO THE REGION AS WE'RE STARTING TO SEE CRUISE SHIPS USE THIS, TRANSPORT VESSELS. A LOT OF THIS IS SHIFTING TO LUCK LIQUEFIED NATURAL GAS. THAT WILL BE DELIVERED IN OCTOBER HERE IN THE NORTH EAST FLORIDA AREA. SO I'VE KIND OF HINTED AT THIS CSX TRAINING A LITTLE BIT, WHICH IS SOMETHING COOL WE WERE ABLE TO ACCOMPLISH. WE ACTUALLY DID FOUR DAYS OF THIS TRAINING CLASS. I TOLD YOU IT'S THREE DAYS. THIS ONE IS A LITTLE BIT DIFFERENT. WHEN IT COMES TO HAZARDOUS MATERIALS RESPONSE, WE WANTED TO GIVE THEM THOSE THREE DAYS OF TRAINING. IF AN INCIDENT WERE TO OCCUR PERTAINING TO A RAIL LINE, YOU WOULD NEED A WHOLE LOT MORE FOLKS THAN JUST YOUR HAZMAT TEAM. SO WE WANTED TO MAKE SURE WE HAD A DAY SET ASIDE MOREF ON AWARENESS LEVEL FOR YOUR BASIC, EVERYDAY FIREFIGHTER. THAT WAY THEY CAN SUPPORT THE HAZARDOUS MATERIALS TEAM IN THEIR RESPONSE. WE WERE ABLE TO WORK WITH CSX AND GET THEIR RESPONDER INCIDENT TRAINING INTO THE REGION. AND THIS BIG SIMULATION, BASICALLY, IS JUST A GIANT TRAIN. SO IT HAS A TRAINING MOCK LOCOMOTIVE ATTACHED TO THE FRONT OF IT, AND THEN IT HAS ALL THE VARYING CARS THAT CAN BE CARRIED BY ANY TRAIN ACROSS THE COUNTRY. AND WE CAN SIMULATE LEAKS, PRESSURE, HYDRAULX. IT REALLY IS A STATE-OF-THE-ART TRAINING APPARATUS THAT WE WERE ABLE TO BRING INTO THE REGION AND SUPPLY THIS TRAINING TO YOUR FIRE RESCUE FOLKS. BUT WHEN WE HAVE TRAINING LIKE THIS, WE ALWAYS LEARN SOMETHING NEW. AND IT REALLY CAME INTOINTO WE WERE WORKING ON THE DIESEL RESPONSE TO AN INCIDENT INVOLVING A LOCOMOTIVE. WHEN THERE IS A HOLE IN A TANK AND THINK OF LIKE A SEMI-TRUCK THAT HAS THE TWO SILVER TANKS HANGING ON THE BOTTOM OF IT, WHAT WE CALL SADDLE TANKS. IF THOSE ARE PUNCTURED, YOUR TEAMS HAVE TO GO IN AND FIX THAT PUNCTURE HOLE. AND IT'S DONE USING A GRANULAR KNOWN AS A PLUG AND DIKE, THAT BASE YOU PUT OVER THE TOP, IT SOLIDIFIES, BUT IT TAKES TIME FOR IT TO DRY. WELL, WHEN WE WERE TESTING F1 THAT AND LETTING YOUR FOLKS USE THE EQUIPMENT THAT THEY HAVE, CSX ACTUALLY WALKED UP AFTER THE FACT AND SAYS THAT'S COOL BUT [01:05:01] LOOK WHAT WE HAVE. AND OUR STAFF REALLY KIND OF LOOKED ACROSS THE NATION, WEATHER IT WAS STATE AND FEDERAL FUNDING AND IDENTIFIED A FUNDING SOURCE THAT WE COULD ACTUALLY GET THAT PIECE OF EQUIPMENT. SO WE ACTUALLY WROTE THIS AFTER ACTION REPORT. YOU KNOW WITH ANY GOOD THING, ANY GOOD GRANT YOU HAVE TO GO OUT THERE FOR, YOU HAVE TO HAVE IT IDENTIFIED AND SHOW IT WILL ACTUALLY BE EFFECTIVE. AND FROM THE STAFF'S PERSPECTIVE, OF COURSE, THIS IS JUST MY RECOMMENDATION, AND WE'LL TAKE THE DIRECTIONS FROM THE BOARD IS THAT YMCA HAS BEEN WORKING WITH THE COMMUNITY FOR A REALLY LONG TIME, AND WE HAVE HEARD FROM THE COMMUNITY THAT THEY WANTED TO SEE IF THERE'S ANYTHING WE CAN DO TO HELP THEM, TO ALSO BRING UP SOME OF THE STANDARD OF WHAT THEY'RE OPERATING TO MATCH, YOU KNOW, WHAT COMMISSIONER JOSEPH HAD MENTIONED WITH SOME OTHER ENTITIES. SO MY RECOMMENDATION IS A SIX MONTHS EXTENSION INSTEAD OF A FIVE- YEAR EXTENSION TO WORK OUT SOME OF THE DETAILS SO THAT THE COMMUNITY ALSO SOME FEEDBACK ON WHAT THEY MIND LIKE TO SEE. WHEN I SAY COMMUNITY MEANING WEST AUGUSTINE AND COUNTY WIDE RESIDENTS ON FEEDBACK HOW WE WANT TO EEVALUATE THE CONTRACT AT THIS TIME. YSK I'M WAITING TO GET DIRECTION FROM THE BOARD. >> I AM CONCERNED. SIX MONTHS IS A LONG TIME. AND IF KIDS PLAY SOFTBALL AND YOU GO TO THE FIELD AND CAN'T PRACTICE, THESE ARE KIDS WAITING TO GET SCHOLARSHIP. WE HAVE PEOPLE WHO HAVE FOUNDATIONS WHEN HE WOULD GIVE TO -- THROUGH THE TIM TEBO FOUNDATION GIVE MORE TO THE KIDS OF WEST AUGUSTINE, AND THEY HAVE TRIED TO REACH OUT, AND NO ONE'S RETURNING THEIR CALLS. I JUST THINK IF THIS IS AN RFP PROCESS WE WOULD FIND OUT A LOT MORE FOR THE BENEFIT OF WEST AUGUSTINE, MAYBE MORE FOR THEM. AND GOING WITH MORE FUNDING FROM A FOUNDATION, YOU DON'T HAVE TO WAIT FOR A GOVERNMENT CONTRACT TO DO SWIM LESSONS, AND I KNOW THAT SOME OF -- THERE WEREN'T ENOUGH INSTRUCTORS FOR SWIM LESSONS. THEY WERE LOSING PEOPLE THAT WEREN'T EVEN QUALIFIED TO DO THE SWIM LESSONS. I'M JUST BEING CONCERNED WE'RE NOT ACTUALLY RUNNING THE WAY THE POOL SHOULD BE RUN LIKE AN AQUATIC CENTER AND GIVING IT ALL TO THE COMMUNITY. I THINK SIX MONTHS IS TOO LONG.
