AS YOU RECALL, RIGHT AT THE TAIL END OF NIGHTS OF LIGHTS, WE HAD THE TERRORIST ATTACK IN NEW ORLEANS WHEN A MAN DROVE A TRUCK DOWN BOURBON STREET, AND THAT WAS AN EYE OPENER FOR US. AND THEN WE HAVE SOME INFRASTRUCTURE CHALLENGES WE ARE LOOKING TO IMPROVE, AND THAT INCLUDES INCREASING THE NUMBER OF RESTROOMS AND INCREASING OUR SOLID WASTE MANAGEMENT. SO WHAT HAPPENED? WHAT WE SAW WAS ALL OF OUR MAJOR ROADS COMING IN TO TOWN AND ALL OF OUR SECONDARY ROADS, AT A CERTAIN TIME BEING COMPLETELY BLOCKED WITH TRAFFIC. WE HAD NEVER SEEN ANYTHING QUITE LIKE IT BEFORE. WE HAD A SHERIFF'S HELICOPTER WAS FLYING OVERHEAD DURING THESE EVENTS AND MONITORING TRAFFIC, AND WHEN I MADE A SIMILAR PRESENTATION TO THE CITY COMMISSION IN FEBRUARY, I SHOWED A VIDEO OF THAT. IT WAS REALLY ASTONISHING TO SEE HOW FAR BACK THE TRAFFIC WAS BACKED UP. IT WAS BACKED UP TO STATE ROAD 16, ALL THE WAY DOWN ALMOST TO 312. IT WAS A HEAT-SEEKING CAMERA, AND WHAT WE SAW WAS THE PEDESTRIANS DOWNTOWN, SO MANY PEDESTRIANS DOWNTOWN AND THE PLAZA AND ON ST. GEORGE STREET, IT JUST REGISTERED AS ONE GIANT BLOB OF HEAT. THE OTHER EMPLOYEE IS DEDICATED TO ALL OF THE OTHER AREAS AROUND ST. GEORGE STREET, AND HE HAS A LITTLE GATOR, LITTLE VEHICLE HE DRIVES. WE HAVE A PRESSURE WASHING CREW OF TWO THAT WORKS EVERY DAY OF THE EVENT FROM 5:30 A.M. TO 1:30 P.M. PRESSURE WASHING DOWNTOWN. I'M SURE YOU HAVE SEEN THEM PRESSURE WASHING ST. FOR LIGHT UP NIGHT ITSELF WHICH THIS PAST YEAR WAS NOVEMBER 23RD , WE HAD 27 POLICE OFFICERS ON DUTY FOR THAT NIGHT. THAT REPRESENTED 70 HOURS OF OVERTIME, AND FOR THE ENTIRE LIGHT UP NIGHT EVENT, WE CLOCKED IN 767.5 HOURS OF OVERTIME FOR THE POLICE DEPARTMENT, A LITTLE OVER $40,000 IN OVERTIME FOR POLICE OFFICERS. AND THEN WHEN LIGHT UP OR WHEN THE NIGHT OF LIGHTS [00:30:02] EVENT CONCLUDES, WE WORK FOR A GOOD MONTH AFTERWARDS TAKING DOWN THE HOLIDAY DECORATIONS, WE REMOVE THEM. ANGELS IN THE ARCHITECTURE TAKES DOWN THE ACTUAL STRING LIGHTS. WE REPAIR THE LIGHTS AND PACK THEM UP IN A STORAGE BUILDING WE LEASE FROM THE SCHOOL DISTRICT ON SEBASTIAN HARBOR DRIVE. THAT'S WORKING THE EVENT, BUT WORKING ESSENTIALLY FOR THE PRIVATE SECTOR, AND THAT AMOUNTED TO OVER 1200 HOURS OF OFFDUTY REQUESTS. THOSE WERE SECURITY WORKING, WORKING SECURITY DURING THE EVENT. WE ALSO HAD 259 HOURS WORKED BY CIVILIANS AND PSAS AND OTHER LAW ENFORCEMENT AGENCIES. WHAT THE POLICE DEPARTMENT SAW DURING THIS YEAR'S EVENT WAS SOME PROBLEMS. WE HAD RIDE SHARES THAT BECAUSE OF THE TRAFFIC CONGESTION COULD NOT EFFECTIVELY PICK UP THEIR CUSTOMERS AND DROP THEM OFF. SO THEY WERE DOING THAT RIGHT IN THE MIDDLE OF TRAFFIC. WE HAD PARTY BUSES. I'M SURE IF YOU WENT TO THE EVENTS, YOU SAW THE BUSES AND GOLF CARTS SEEMINGLY APPEAR OUT OF NOWHERE, TAKING PEOPLE THROUGH TOWN, AND ALSO BECOMING FROZEN IN TRAFFIC CONGESTION. WE HAD CARS PARKED ILLEGALLY. FOR THE FIRST TIME WE SAW THIS ON THE LAWN OF ST. DEMARCO'S. WE HAVE NEVER SEEN THAT BEFORE, BUT PEOPLE WERE SO INTERESTED IN FINDING PARK SPACES, THEY JUST PULLED RIGHT UP AND STARTED PARKING. WE HAD ADDITIONAL REQUESTS FOR PATROLS IN OUR PARKING GARAGE, PRIMARILY BECAUSE PEOPLE WERE FRUSTRATED BECAUSE THEY COULDN'T LEAVE THE GARAGE AFTER THEY WERE DONE VISITING, AND THEY BECAME FRUSTRATED. AND THAT GOES TO THE CONTROL OF PEDESTRIANS IN VEHICLES. I TOUCHED ON THAT EARLIER. THERE WERE SO MANY PEDESTRIANS, THEY WERE COMINGLED IN VEHICULAR TRAFFIC, WHICH WAS A VERY SERIOUS PROBLEM. WE HAD A PICKPOCKET GROUP THAT CAME INTO TOWN. BY THE TIME WE WERE MADE AWARE OF THEM, THEY WERE GONE. IT JUST SHOWS YOU HOW MUCH INTEREST THERE IS, NOT JUST FOR VISITORS, BUT PEOPLE WHO ARE TAKING ADVANTAGE OF OUR COMMUNITY. GENERAL SECURITY CONCERNS WERE JUST CONSTANTLY COMING IN TO OUR CITY FROM SOCIAL MEDIA AND RESIDENTS. THEN AT THE END OF THE EVENT, THE NEW ORLEANS ATTACK OCCURRED, AND THAT CAUSED ANOTHER LEVEL OF ANXIETY. THE RESIDENTS' CONCERNS WERE PRIMARILY NOISE, TRAFFIC CONGESTION, AND OVERCROWDING AND THEN CUT THROUGH TRAFFIC THROUGH THE NEIGHBORHOODS. I TOUCHED ON THIS A LITTLE BIT EARLIER, THE TRAFFIC SIGNAL AT KING AND PONTS WAS NOT FUNCTIONING PROPERLY BECAUSE OF THE SHEER LEVEL OF TRAFFIC. AT RIPLEY'S IN FRONT OF THE RENAISSANCE HOTEL, WE ALSO SAW A BOTTLENECK OF CARS. IT STOPPED THAT INTERSECTION COLD. AND WE RECOGNIZED WE NEEDED A BETTER PROCEDURE FOR WHEN OUR PARKING GARAGE CLOSES AND REOPENS TO COMMUNICATE TO PEOPLE MORE EFFECTIVELY. THE FIRE DEPARTMENT ALSO HAD CHALLENGES, PRIMARILY FOR SERVICE CALLS. ABOVE AVERAGE DELAYS DUE TO TRAFFIC CONGESTION IN THEIR RESPONSE TIME. IN DECEMBER ALONE THEY HAD 465 CALLS, ON A NORMAL AVERAGE WOULD BE 385 CALLS. WE ARE CERTAINLY BUSIER THAN ANY SIMILARLY SIZED AGENCY IN THE STATE OF FLORIDA. AND OUR POLICE CHIEF AND FIRE [00:35:03] CHIEF ARE HERE IN THE BACK. WHEN I TALKED TO CARLIS, OUR FIRE CHIEF, HE WAS CLEAR ABOUT HIS CONCERN TO A RESPONSE TIME, AND AFTER A RESPONSE IS GIVEN, WHEN THEY GO TO AN EMERGENCY, HELP SOMEONE WHO IS IN NEED, THEY GO BACK TO THE FIRE STATION TO RESET. THEY ALSO SAW CARS PARKED ON BOTH SIDES OF OUR RESIDENTIAL STREETS, WHICH CAUSED PROBLEMS GETTING THROUGH TRAFFIC WITH THEIR LARGE EQUIPMENT. THEY NEED MORE STAFFING. THEY WERE CLEAR ON THAT. INCREASED OVERTIME FOR THOSE SHIFTS SIMILAR TO THE POLICE DEPARTMENT. I HAVE A CONTRACT DRAWN UP IN OUR LEGAL STAFF'S REVIEW RIGHT NOW. WE HAVE MET WITH FLAGLER COLLEGE ABOUT THIS. THEY ARE OPEN TO THE IDEA, BUT THEIR GARAGE PRIMARILY SERVES THEIR STUDENTS AND STAFF, SO IT MAY NOT BE AVAILABLE AT ALL TIMES DURING NIGHTS OF LIGHT THE. IN ORDER TO DO THAT EFFECTIVELY, YOU HAVE TO HAVE PEOPLE MONITORING THAT, BUT WE ARE LOOKING INTO THAT. IN ADDITION OUR FINES FOR ILLEGAL PARKING -- THAT'S PARKING ON A YELLOW CURB OR PARKING ON THE FORT GREEN, FOR EXAMPLE, THAT'S NOT IF YOU LET YOUR METER EXPIRE. BUT ILLEGAL FINES RIGHT NOW ARE $35. IF YOU'RE IN A DOWNTOWN RESTAURANT OR BAR AND CALL UBER OR LYFT, THEY DIRECT YOU TO THE CONGREGATION POINT, LIKE THE AIRPORT, WHERE YOU PICK UP YOUR RIDE SHARE. THEY WON'T BE ABLE TO DRIVE DOWN THE BAY FRONT AND PARK IN THE TRAFFIC TO PICK YOU UP. OUR THOUGHT IS THE HUB AT THE V.I.C. THAT'S A COMPLICATION DURING NIGHTS OF LIGHTS BECAUSE THE TROLLEYS USE THAT AS PART OF THEIR ATTRACTION. WE WILL FIND ANOTHER PLACE FOR THAT, AND ALSO PUTTING ONE SOMEWHERE ON THE BAY FRONT. WE NEED TO COMMUNICATE TO PEOPLE IN ADVANCE AND SET EXPECTATIONS BECAUSE THE CUSTOMER NEEDS TO KNOW WHAT PARKING AND THE EXPERIENCES BEFORE THEY ENTER AND LEAVE THEIR HOUSE, AND WE SHOULD GIVE OPPORTUNITIES FOR PEOPLE TO BUY PARKING PASSES ON APPS IN ADVANCE AND PRESELL EVEN TO PRIVATE LOTS. SO THAT THEY CAN COME IN INSTEAD OF BRINGING 1,000 CARS ON A WEEKEND SO THAT MAY BE SOMETHING IF WE'RE WORKING WITH THE SCHOOL DISTRICT TO DO THAT. TO COME UP WITH A PROMOTIONAL PLAN. ON DEVELOPING NEW PRODUCTS AND SERVICES AKA TELLING OUR STORIES THAT ARE UNIQUE TO OUR COUNTY. THE DEVELOPMENT OF THE COUNTY CULTURAL PLAN AND OF COURSE CONTINUING THE COMMITMENT TO OUR BRAND PROMISE AND MISSION WHICH I JUST READ TO YOU. PRODUCT DEVELOPMENT, POINTS OF PRIDE FOR US RIGHT NOW HAVE BEEN THIS CULINARY GUIDE. I RECENTLY WAS IN TALLAHASSEE AND THE STATE VISITOR CENTER AT THE CAPITAL THE GAL WORKING THAT DESK SAID THIS IS THEIR MOST POPULAR PUBLICATION AND THAT MEANT A LOT. AND IT MEANS THAT THAT'S GETTING OUT TO HANDS. AND THE SPANISH GUIDE IS THE MOST REQUESTED TO REFILL AT STATIONS. WE'RE DOING VERY WELL WITH SPANNIC LANGUAGE PROMOTION. I JUST WANTED TO POINT THAT OUT AS TWO POINTS OF PRIDE FOR US. ANOTHER POINT OF PRIDE IS THE BLACK HERITAGE TRAIL. ONE OF THE BIG PROJECTS WE'VE BEEN WORKING ON IS HIGHLIGHTING SOME OF THESE HISTORIC SITES IN OUR COMMUNITY. THIS IS GOING TO COME TO FRAU -- FRUITION A LITTLE LATER ON. THERE'LL BE A COMPANION WHERE YOU CAN ACTUALLY TRAVEL AROUND THE COUNTY AND VISIT THESE SITES AS WELL. I JUST WANTED TO GIVE YOU A LITTLE TASTE OF THAT BUT THAT'S ALL COMING TO A HEAD THIS SUMMER AND I'M REALLY EXCITED TO THE PROGRESS WE'VE MADE ON THAT. ONE OF OUR OTHER SIGNATURE PROJECTS WAS ROGERS. RELATED TO THAT JUST TWO WEEKS AGO WE LAUNCHED THE GRANT WORK SITE FOR OUR TTC FUNDED GRANTS SOME WHERE AROUND 60 TO 80 DIFFERENT ORGANIZATIONS ATTENDED THOSE WORKSHOPS. SO WE'RE EXPECTING SOME REALLY GREAT THINGS FOR THE NEW YEAR. AND THEN TELLING OUR STORY, WHILE SUSAN DOES THE BULK OF THE LISTING WITH MARKETING IN OUR AREA. WE DO DABBLE IN SOME OF IT ESPECIALLY. THE SPECIALIZED START WITH CULTURE AND A LOT OF THAT WILL FALL INTO CULINARY. WE GOT SOME PRETTY GOOD PLACEMENT ON YAHOO LIFE, TRAVEL AND LEISURE, TRAVEL AND POSTAND SOUTHERN LIVING. TOTAL OUR PR EFFORTS, 70 NATIONAL PLACEMENTS, A WHOLE LOT OF IMPRESSIONS AND A LOT OF VALUE FOR THE MONEY WE SPENT IN THERE.
