THIS FLOODING HAS CAUSED DAMAGE AND FLOOD LOSS TO HOMES AND BUILDINGS IN ALL AREAS WHETHER THEY ARE HIGH RISK, SPECIAL FLOOD HAZARD AREAS OR LOW TO MODERATE RISK FLOOD ZONES AND WHEREAS ST. JOHNS COUNTY HOPES TO RAISE MORE AWARENESS FOR COUNTY RESIDENTS TO HELP BETTER PREPARE AND PROTECT FOR POTENTIAL FLOOD HAZARDS TO ONGOING EFFORTS UNDER THE PROGRAM. ST. IT IS BASICALLY TO CHANGE LAND DEVELOPER CODE TO ALLOW PAVERS AND HARD SCAPE WITHIN THE THREE FOOT SETBACK OF RESIDENTIAL LOTS SUBJECT TO A ENGINEERING ANALYSIS TO PROVE THERE'S NO ADVERSE IMPACT DRAINAGE WISE TO THE NEIGHBORING PROPERTIES SO THE CURRENT CODE SAYS THERE MUST BE A THREE FOOT MINIMUM FROM PROPERTY LINES EXCEPT AS PROVIDED SECTION 202 004 B MAINTAINED AT ALL TIMES REGARDLESS OF DISTANCE FROM THE PROPERTY LINE AND THAT IS AMENDED TO INCLUDE HORIZONTAL NONSTRUCTURAL FLOOD WORK INCLUDING PAVERS LOCATED WITHIN RESIDENTIAL SIDE OF REAR YARD SETBACK IN PLACE CLOSER THAN THREE FEET TO THE SIDE OR PROPERTY LINE ALLOWED WITH SUBMISSION OF SITE-SPECIFIC ENGINEERING DRAINAGE ANALYSIS PREPARED , SIGNED AND SEALED BY LICENSED PROFESSIONAL QUALIFIED UNDER THE LAW , LAWS OF STATE OF FLORIDA TO PERFORM SUCH WORK AND CERTIFIED NOT CREATING ADVERSE DRAINAGE IMPACT TO ADJACENT PROPERTIES AND ANOTHER LINE NOTWITHSTANDING BELOW SUCH FLAT WORK LOCATED FOR PLANTED OR RECORDED DRAINAGE EASEMENT AUTHORIZATION MUST BE OBTAINED FROM THE EASEMENT HOLDER IF OLDER THAN THE COUNTY SO THE LAST PART SPEAKS IF THERE IS A EASEMENT IN THE SUBDIVISIONS THE EASEMENT HOLDER MUST GIVE PERMISSION FOR THIS TO OCCUR.
