I AM A SOME OF GREATER WHO ATTENDS -- POINT CHRISTIAN ACADEMY AND I WOULD LIKE TO SHARE MY MARTIN LUTHER KING JR. SPEECH WITH YOU. WE LIVE IN A SOCIETY WHERE MANY PEOPLE HAVE A MINDSET THAT WRONG IS RIGHT AND RIGHT IS WRONG. THIS IS NOT TRUE FOR EVERYONE BUT IT IS TRUE FOR ME. SOMETIMES WE SEEM TO HAVE THIS MINDSET AT DIFFERENT POINTS IN OUR LIVES. FEBRUARY IS BLACK HISTORY MONTH. [00:10:01] A TIME WHERE WE CELEBRATE THE ACCOMPLISHMENTS AND CONTRIBUTIONS OF BLACK PEOPLE IN OUR COUNTRIES HISTORY. IT IS A MUST THAT MEAN SO MUCH TO SO MANY PEOPLE, INCLUDING ME BUT SOME FORGET WHY IT IS SO IMPORTANT. ONE PERSON THAT HAD AN IMPACT ON BLACK LIVES AND A PERSON IN HISTORY IS DR. MARTIN LUTHER KING JR. HE FOUGHT FOR EQUAL RIGHTS AND BECAUSE OF HIS WORK MANY PEOPLE GAINED FREEDOM AND EQUALITY. DOCTOR KING'S LEGACY HAS HAD AN INCREDIBLE IMPACT ON OUR COUNTRY AND I AM BEYOND GRATEFUL FOR HIM WHERE I LIVE. AROUND 2 MILLION PEOPLE -- EACH YEAR. MANY COME FOR ITS BEAUTIFUL BEACHES, THE CHARMING DOWNTOWN OR EVEN HISTORY. BUT WHAT MANY PEOPLE MAY NOT KNOW IS THAT ST. AUGUSTINE BECAME AN IMPORTANT PART OF THE CIVIL RIGHTS MOVEMENT BECAUSE OF DOCTOR MARTIN LUTHER KING. HIS LEADERSHIP IN MY CITY SUPPORTED THE ANTIDISCRIMINATION MOVEMENT AND PUSHED FOR THE SEGREGATION. THESE DEMONSTRATIONS WERE A KEY PART IN CONGRESS TO PASS THE CIVIL RIGHTS ACT OF 1964. THIS MAIN SEGREGATION IN PUBLIC PLACES E LEGAL AND STOP EMPLOYMENT DISCRIMINATION BASED ON RACE, COLOR, RELIGION, AND GENDER. ONE OF THE MOST FAMOUS MOMENTS IN HISTORY HAPPENED IN ST. AUGUSTINE WHEN PROTESTERS TRIED TO -- OWNER OF THE HOTEL JAMES BROCK THROUGH ACID INTO THE SWIMMING POOL WHICH SHOCKED PEOPLE ALL OVER THE COUNTRY. IT CAUGHT THE ATTENTION IN THE MEDIA AND SAW AND WE SAW JUST HOW BAD PEOPLE TREAT PEOPLE. HIS TIME IN JAIL HIGHLIGHTED THE CRUEL INJUSTICES OF SEGREGATION AND IT MADE PEOPLE REALIZE SOMETHING NEEDS TO BE DONE TO STOP IT. THE DAY AFTER HIS ARREST THE CIVIL RIGHTS ACT OF 1964 WAS SIGNED INTO LAW. DURING DR. KING S CAMPAIGN IN ST. AUGUSTINE HE STAYED AT A BEACH HOUSE AND IT WAS SET FIRE AND SHOT UP WHILE DR. KING WAS STAYING THERE. THE HOUSE IS NOW A SYMBOL OF HOPE AND RESISTANCE. THE HOUSE HOLDS A LOT OF HISTORICAL VALUE FOR THE VISIT TO ST. AUGUSTINE. I HAVE A PERSONAL CONNECTION TO THE HOUSE. MY FATHER PLAYED A ROLE IN HELPING TO PRESERVE THE HOUSE. HE IS AN IMPORTANT LEADER IN THE COMMUNITY AND WORKED HARD TO MAKE SURE THE HOUSE WAS SAVED. HE HELPED RALLY SUPPORT FROM LOCAL ORGANIZATIONS IN THE COMMUNITY TO MOVE THE HOUSE TO A NEW LOCATION. THANKS TO HIS EFFORTS THE CAMERON HOUSE WAS SAVED AS A HISTORIC LANDMARK AND REMAINS A SYMBOL OF THE CIVIL RIGHTS MOVEMENT TODAY. IN CONCLUSION, DR. MARTIN LUTHER KING JR. WORKED HARD FOR JUSTICE, EQUALITY, AND IT SHOWS US HOW IMPORTANT IT IS TO STAND UP FOR WHAT IS RIGHT EVEN WHEN IT IS NOT EASY. DURING BLACK HISTORY MONTH WE SHOULD REMEMBER HOW MUCH HE DID TO HELP ELECT PEOPLE GAIN FREEDOM AND EQUALITY. HIS LEGACY TEACHES US THAT ALTHOUGH PROGRESS HAS BEEN MADE THERE IS A LOT TO BE DONE. IT IS IMPORTANT TO KEEP HONORING THE WORK TO KEEP THINGS FAIR FOR EVERYONE. WE MUST KEEP MOVING FORWARD. AND ENCOURAGE HOPE WHERE POSSIBLE. AND AS A RESIDENT OF MY BEAUTIFUL CITY IN ST. IN STATES THAT THEY HAVE PASSED SUCH LAWS AND ENFORCE THEM THEY HAVE SEEN AN IMMEDIATE AND MEASURABLE REDUCTION OF TRAFFIC FATALITIES OF 25%. IN ST. JOHNS THERE WERE OVER 3600 PRESSURES RESULTING IN 2000 ENTRIES AND 23 PEOPLE DEAD. IF WE CAN SAVE 25% OF THAT, THAT IS A LOT OF PEOPLE IN THIS COMMUNITY THAT ARE NOT GOING WHAT I'M GOING THROUGH. MY SON ANTHONY WAS A JOY AND EVERYTHING A PARENT COULD HOPE FOR . HE WAS KIND, FUNNY, HARD-WORKING, SMART. HE WAS THE BEST BIG BROTHER I HAVE EVER SEEN. ANTHONY WAS ON HIS WAY FROM WORK TO SCHOOL ON FRIDAY WHEN HE WAS RUN OVER AND KILLED BY A MAN WHO KNEW BETTER YET CHOSE TO LOOK AT HIS PHONE WHILE HE WAS OPERATING A VEHICLE AND DOING THE MOST DANGEROUS THING THAT WE DO. IN 2024 I WAS ABLE TO USHER A COMPREHENSIVE HANDS-FREE BILL THROUGH THE HOUSE OF REPRESENTATIVES AND IT WAS ASSIGNED TO THREE COMMITTEES AND IT WAS UNOPPOSED AND RECEIVED BIPARTISAN UNANIMOUS SUPPORT. IT DIED IN THE SENATE BECAUSE ONE SENATOR COULD NOT SEE THE WISDOM OF SAVING LIVES. GOOD PEOPLE EVERYWHERE IN THIS STATE WANT THIS. I HAVE TRAVELED ALL OVER THE STATE AND EVERYWHERE PEOPLE ASK, WHY DON'T WE HAVE THIS YET? WHY HAVE WE NOT DONE THIS? AND I DON'T KNOW. I DON'T KNOW WHY WE HAVE NOT DONE THIS. A FEW WEEKS AGO I SENT AN EMAIL TO YOU. I HOPE YOU RECEIVED IT. IT HAS DRAFT RESOLUTION LANGUAGE AND IT HAS INFORMATION AND STATISTICS TO BACK UP WHAT I AM SAYING. A SHOCKING STATISTIC IS THAT DISTRACTED DRIVING IS 23 TIMES, IT INCREASES YOUR LIKELIHOOD OF CRASHING 23 TIMES. THERE WAS A STUDY DONE BY STATE FARM OR AAA WHERE THEY PUT CAMERAS IN PEOPLES CARS AND LEFT THEM THERE FOR A YEAR AND AFTER THAT INITIAL PERIOD OF PEOPLE GETTING USED TO IT THE STUDY FOUND THAT 60% OF CRASHES RESULTED -- 60% OF CRASHES HAD A PERSON DRIVING DISTRACTED IN THE MINUTES PRIOR TO THAT SO THIS IS A PROBLEM. SLIGHTLY UNDERPERFORMED THE BENCHMARK BY 0.4% FOR THE YEAR BUT, THAT FUND, WHICH IS A LONGER-TERM INVESTMENT FUND TIED TO POSTEMPLOYMENT BENEFITS HAS OUTPERFORMED ITS BENCHMARK BY 0.78% SINCE INCEPTION AND IT DID OUT PERFORMED BY 25 BASIS POINTS OR .25% FOR THE QUARTER. THAT TRANSLATED INTO DOLLARS IS $4.5 MILLION. TOTAL COMP THE THREE FUNDS PRODUCED A RETURN OF $21.8 MILLION FOR CALENDAR YEAR 2024. SO, VERY GOOD PERFORMANCE FOR THE YEAR. TO PUT SOME OF THOSE NUMBERS INTO PERSPECTIVE, THE OPEB FUND HAS A TARGET RATE OF 6.5% AS DETERMINED BY COUNTY ACTUARIES. IT WAS A VERY GOOD YEAR IN THAT PORTFOLIO. IF YOU GO TO THE NEXT SLIDE, I WILL PROVIDE A LITTLE, A LITTLE BIT OF HISTORY OVER THE COURSE OF THE YEAR AND USE THAT TO SET UP WHERE WE ARE AND WHAT OUR OUTLOOK IS. AND THE STRATEGY FOR THE FUND GOING FORWARD SO THE PREDOMINANT THING IN THE EARLY PART OF LAST YEAR WAS THE FACT THAT THE FED IN DECEMBER 2023 INDICATED THEY WOULD STOP RAISING SHORT-TERM INTEREST RATES AND IT WOULD BE LOOKING FOR ECONOMIC DATA THAT INDICATES IT COULD START LOWERING INTEREST RATES AND THE PRIMARY THING THEY WERE LOOKING AT WAS INFLATION. THEY WANTED TO SEE THAT INFLATION WOULD BE COMING DOWN AND THAT WE GIVE THEM A SIGNAL THEY COULD LOWER INTEREST RATES. THE MAJORITY OF COUNTY FUNDS ARE INVESTED ON A SHORT-TERM BASIS AND ARE TIED TO WHERE THE FED MOVES INTEREST RATES SO IT HAS A DIRECT IMPACT ON THE LEVEL OF EARNINGS YOU WILL EARN IN ANY GIVEN YEAR. THE COUNTY HAS BENEFITED IN PRIOR YEARS AS THE FED WAS RAISING INTEREST RATES BECAUSE THE MAJORITY OF THE FUNDS ARE INVESTED SHORT-TERM. SO, AS THE MARKET WEIGHED THAT, A LOT OF THE ECONOMIC DATA THAT CAME OUT IN THE EARLY PART OF THE YEAR INDICATED THAT THE U.S. ECONOMY CONTINUED TO REMAIN STRONG AND AS WE MOVED INTO THE SUMMER WE ACTUALLY SAW A SHIFT WHERE EMPLOYMENT DATA WEEKEND AND THE FED WOULD START LOWERING RATES WHICH, IT DID IN FACT IN SEPTEMBER. IN SEPTEMBER IT LOWERED INTEREST RATES BY HALF A % AND SUBSEQUENTLY LOWERED IT ANOTHER HALF A % OVER THE COURSE OF THE YEAR. THAT ACTUALLY CONTRIBUTED TO BETTER PERFORMANCE OR IN THE FIXED INCOME PORTFOLIOS. THEY INCREASE IN VALUE AND THEY HAVE A BETTER VALUE. THIS IS POSITIVE FOR THE COUNTY PORTFOLIO, YOU GET TO ENJOY THESE FIELD LEVELS ARE PERHAPS ANOTHER YEAR WHICH IS GOOD FOR EARNINGS, TO THE EXTENT THAT LONG-TERM TREASURY RATES AND YIELDS ARE A LITTLE BIT HIGHER, IT IS HELPFUL FOR THE LONGER TERM FIXED INCOME PORTFOLIOS BECAUSE IT SUPPORTS YOU LOGGING IN AND MAINTAINING THOSE LEVELS A LITTLE LONGER.
