WHAT WE ARE ASKING FOR IN A SURPLUS LIKE THE COUNTY HAS IS TWO AND A HALF MILLION.
WE GAVE YOU A LIST OF ITEMS THAT APPEAL TO NOT JUST RESIDENTS OF ST. AUGUSTINE BEACH BUT ALSO RESIDENTS OF ST. JOHNS COUNTY.
WE'RE ALL RESIDENTS OF ST. JOHNS COUNTY.
IT BENEFITS THE VISITORS AND THEIR EXPERIENCE TO ST.
AUGUSTINE BEACH AND ST. JOHNS COUNTY.
I'M HERE TO ASK WE FURTHER ON THIS DIALOGUE NOT TO TAKE TIME FROM YOU ALL TONIGHT BUT TO FURTHER THIS CONVERSATION AND WE'RE WELCOME TO ANY FURTHER COMMENTS ON QUESTIONS YOU MAY HAVE.

WE ARE HERE FOR THE SECOND AND FINAL PUBLIC HEARING TO CONSIDER THE PHYSICAL YEAR 20 MILLAGE

RATES AND BUDGET.CERTAINLY MOST OF THESE SLIDES, ACTUALLY ALL OF THESE SLIDES WE HAVE SEEN THROUGH THE COURSE OF THE BUDGET PROCESS BEGINNING IN FEBRUARY AND ENDING THIS EVENING.
WE'RE CERTAINLY AT THE FINAL STAGE IN THE PROCESS WHERE THE COMMISSION HAS RECEIVED WHAT ARE THE MILLAGE RATES AND BUDGET AND WILL SET FOR CONSIDERATION THE MILLAGE RATES AND FINAL BUDGET.
BUDGET PROCESS CERTAINLY NOTHING NEW BUT WE SAW 9.9% INCREASE IN PROPERTY EVALUATION THIS YEAR WHICH RESULTED IN AN INCREMENTAL $17.8 MILLION IN PROPERTY TAX.
REVENUE FOR PHYSICAL YEAR 2020 OVER THE LAST FEW MONTHS WE HAD DISCUSSIONS ON HOW WE WOULD ALLOCATE THOSE DOLLARS.
PART OF THE TENTATIVE BUDGET REFLECTED A 0.15 MILLAGE SHIFT FROM THE GENERAL FUND TO TRANSPORTATION TRUST FUND IN RESPONSE TO PUBLIC WORKS INFRASTRUCTURE NEEDS AND THE CHART ON THE SCREEN.
AS WELL, IN THE POWERPOINT PRESENTATION REFLECTS THAT MILLAGE SHIFT FOR TRANSPORTATION TRUST.
THE FINAL BUDGET INCLUDES AT THIS POINT A $15 MILLION SURPLUS THAT'S TENTATIVE RIGHT AT OR ABOUT 15.5.
THERE WAS A BOARD ACTION TO UTILIZE UP TO FIVE HUNDRED THOUSAND FOR A SUMMER HAVEN EMERGENCY RESPONSE PROJECT, WHICH BRINGS DOWN, AND THOSE DOLLARS CAME OUT OF THE GENERAL FUND.
THAT BRINGS THIS SURPLUS DOWN FROM 15.5 TO ABOUT $15 MILLION NOW.
CERTAINLY, STILL A VERY GOOD POSITION.
CERTAINLY ONGOING DISCUSSION REGARDING THAT SURPLUS.
WE'VE TALKED ABOUT BRINGING SOMETHING BACK IN THE NEXT COUPLE OF BOARD MEETINGS TO INITIATE THE DISCUSSIONEN O SOME RECOMMENDATIONS AS TO HOW THOSE APPROPRIATIONS COULD BE UTILIZED MOVING FORWARD.
IN SUMMARY THE FY2020 FINAL BUDGET, JUST TO BRING IT BACK SINCE FEBRUARY, AGAIN, WE HAD THE BUDGET GUIDELINES THAT WERE SET FOR BY THE COMMISSION.
WE'VE CERTAINLY ADDED SOME ADDITIONAL FUNDING FOR TRANSPORTATION INFRASTRUCTURE.
WE'RE CONTINUING INVESTMENT TO DEFERRED MAINTENANCE, AN ONGOING THEME.
THE LAST COUPLE OF YEARS IS TO LIMIT RECURRING OPERATING EXPENDITURES TO RECURRING REVENUES.
WE'VE SEEN THE SECOND YEAR IN EMPLOYER CONTRIBUTION REDUCTION.
NEW TDT CATEGORY WAS CREATED WITH A REALLOCATION THIS YEAR AND THEN, AGAIN, WE CONTINUE TO HAVE HEALTHY RESERVES, MAINTAIN THE COUNTIES DOUBLE A PLUS CREDIT RATINGS.
AS WE'VE TALKED ABOUT, THERE IS A SURPLUS RESERVE FOR FUTURE BOARD CONSIDERATION.
AND WITH THIS PROCESS WHAT WE'RE GOING TO DO, VERY SIMILAR TO THE TENTATIVE BUDGET HEARING ON SEPTEMBER 12TH IS THIS IS A PRESCRIBED PROCESS PROCEDURE AS LAID OUT BY FLORIDA STATUTE.
THE FIRST SUBSTANTIVE ISSUE IS THE DISCUSSION OF PERCENTAGE INCREASE OVER THE ROLL BACK RATES.
AT THAT POINT WE WILL THEN HAVE PUBLIC COMMENT AS IT RELATES TO THE BUDGET.
THEN THE BOARD WILL CONSIDER TWO RESOLUTIONS, TWO SEPARATE ACTIONS.
ONE TO ADOPT THE FINAL MILLAGE RATES.
THE SECOND TO ADOPT THE FINAL BUDGET.
THE FIRST SUBSTANTIVE ISSUE OF DISCUSSION IS THE PERCENTAGE INCREASE IN THE COUNTIES AGGREGATE MILLAGE RATE OVER THE ROLL BACK RATE NECESSARY TO FUND THE BUDGET.
THE ROLL BACK RATE BEING, AGAIN, AN OVERALL AVERAGE TAX RATE TO GENERATE THE SAME AMOUNT OF TAX DOLLARS AS IN THE PREVIOUS YEAR, MINUS NEW CONSTRUCTION VALUATION.
THE AGGREGATE ROLL BACK RATE FOR ST. JOHNS COUNTY AS REQUIRED BY STATUTE IS 6.8930.
THE COUNTIES AGGREGATE MILLAGE RATE FOR FISCAL YEAR 20 IS 7.2512.
THAT PERCENTAGE INCREASE IN MILLAGE OVER THE ROLL BACK RATE IS 5.20%.
SO, THE REQUIREMENT IS FOR THE SPECIFIC PURPOSE OVER THE ROLL BACK RATE AND THAT IS TO

CONTINUE FUNDING OPERATIONS, WHICH INCLUDES, AGAIN, THE ONGOING DEFERRED MAINTENANCE, ONGOING CAPITAL, OUT LAY IN THE GENERAL FUND, FIRE DISTRICT FUND AND TRANSPORTATION TRUST FUNDS, THE THREE LARGEST MILLAGE FUNDS OF ST. JOHNS COUNTY.AT THIS POINT IN THE PROCESS WE WILL OPEN THIS UP FOR PUBLIC COMMENT RELATED TO THE BUDGET.
