I JUST WANTED TO HIGHLIGHT A FEW THINGS SUPER IMPORTANT TO ME BECAUSE I HAVE THE OPPORTUNITY TO SERVE ALONGSIDE OUR 911 SECTION NOT TO BE CONFUSED WITH JUST COMMUNICATIONS BUT THE SERVICE THAT THE COUNTY PROVIDES MANAGED BY THE SHERIFF'S OFFICE IS NUMBER ONE, WHAT HAPPENS IN THE BACK SHOP. SO JUST HIGHLIGHT A FEW IMPORTANT SUBJECTS . IT CAN GO WITHOUT THE SUPPORT OF THIS COMMISSION BOTH CURRENT AND PAST WHETHER IT BE TRANSFER OR FUND REQUESTS . YOU GUYS SEE THAT QUITE OFTEN THROUGHOUT THE YEAR. WE ASK FOR A GRANT OPERATIONS APPLICATIONS. YOU GUYS PROPOSE THAT AND GIVE US THE AUTHORITY TO DO SO AND SPECIFIC FOCUS IS ON HARDWARE OR SOFTWARE THAT WE NEED TO STAY WELL ABOVE THE NATIONAL STANDARD. SO OVER THE PAST FEW YEARS, CURRENT AND PAST COMMISSIONERS HAVE CONTINUED TO SEE THE IMPORTANCE OF OUR NONE ON ONE SECTION AND THE SERVICE IT PROVIDES OUR CITIZENS. THE FUND REQUESTS OVER THE PAST COUPLE OF YEARS, WE HAVE BEEN ABLE TO EXPAND OUR BANDWIDTH, INCREASED CAPACITY, WHICH PROVIDES FOR GREATER REDUNDANCY. WE HAVE CREATED A MAPPING SYSTEM FOR OUR 911 SYSTEM WHICH RECENTLY , ALL OF OUR MAJOR INFRASTRUCTURE, INCLUDING EVERY SCHOOL , WE HAVE A MAP OVERLAY SYSTEM AND A LOT OF PEOPLE -- MORE MAPS, MORE SOFTWARE. WHAT DOES THAT DO? IT SPECIFICALLY IDENTIFIES THEM FLOOR PLANS, LABELS DIFFERENT CLASSROOMS, SHOWS WHERE AEDS ARE, ALL OF YOUR ACCESS AND INGRESS POINTS. WHAT THAT DOES FOR US AS FAR AS FIRE RESCUE IN THE SHERIFF'S OFFICE IS PROVIDE THE EXACT LOCATION SHOULD AN EVENT HAPPEN. FOCUS IS ALL OF OUR EFFORTS TO THE EXACT LOCATIONS. SO IT IS REALLY HELPED US BE A LOT MORE

EFFICIENT. AND I WILL MOVE OVER TO GRANT APPLICATIONS. WE HAVE ALL SAID THAT THE COUNTIES FUNDING OR THE TAX BASE THROUGH GRANT APPLICATION IS ACCOMPLISHED MAJOR THINGS FOR US. ANOTHER MAPPING SYSTEM YOU GUYS REALLY RECENTLY HEARD ABOUT, MISSING INDIVIDUAL IN QUANTUM WAS LOSING SERVICE. HAD NO IDEA WHERE THEY WERE WHICH IS A COMMON THEME. THIS MAPPING SOFTWARE WE WERE ABLE TO GET THROUGH THEIR APPLICATION AND THROUGH YOUR SUPPORT HELP BRING SOMEBODY HOME AND BROUGHT THEM HOME TO THE SOFTWARE INTEGRATION WE WERE ABLE TO DO IN THIS COMMISSION. WE WOULD OBTAIN BACKUP PHONE SYSTEMS SO THE BIG CYBER ISSUE THAT THE NATION FELT A MAJOR BLOW . I AM HAPPY TO SAY THAT WELL BEFORE ME AND HOPEFULLY CONTINUING AFTER ME, THOSE ARE ANTICIPATING AND RESPONDING TO THE FUTURE CHANGES IN THE GROWTH THROUGHOUT OUR NATION AND THROUGHOUT OUR COMMUNITY, THEY ARE SEEING THE SOFTWARE AND HARDWARE INTEGRATIONS IMPORTANCE. SO I AM PROUD TO SAY THAT THE MAJOR SUB ISSUE THAT ANYBODY HAD ACROSS THE NATION, ST. JOHNS COUNTY BOTH SHERIFF'S OFFICE AND FIRE RESCUE NEVER HAD ANY ISSUE WITH OUR 911 SYSTEM. WE GOT REDUNDANCY AFTER REDUNDANCY AND I BELIEVE OUR WRITING ON THE SHOULDERS OF THOSE BECAUSE THAT CAME BEFORE ME. I WANT TO PERSONALLY THANK ALL OF YOU IN SEEING AND ENTRUSTING THOSE THAT ARE MAKING THESE REQUEST WHETHER WE TRANSFER OUR FUNDS, PURCHASE REDUNDANCY EQUIPMENT, PROVIDE FIRST-CLASS CUSTOMER SERVICE TO OUR CITIZENS AND OUR VISITORS. PRESIDING NEWS. AS YOU PROBABLY HAVE SEEN AND HEARD, WE ARE VERY CLOSE TO OPENING FIRE STATION 11 . AS MANY OF YOU KNOW, THAT IS GREAT DUE TO THIS BOARD DUE TO OUR COUNTY ADMINISTRATION. LEADING A FIRE STATION IS A BIG DEAL . THERE IS A LOT OF WORK INVOLVED GETTING IT TO THIS POINT. THE TEAM IS WORKING DILIGENTLY TO GET US HERE. AS FAR AS THE CONSTRUCTION PIECE ON OUR SIDE, OF COURSE, AND PUBLIC WORKS TEAM UPPING US GET TO THE FINISH LINE. THE PLAN AS IT STANDS NOW IS A LOOP I CALL A SOFT OPENING ON THE 26TH. WE WILL START TO HAVE STAFF OPERATING OUT OF THERE. THAT FIRST WEEK OR SO IS JUST FIGURING IT OUT WHERE OUR THERE ARE THINGS WE KNOW WE NEED ARE THINGS WE THOUGHT WE NEEDED AND WE LOOK FORWARD TO INVITING THE COMMUNITY , OBVIOUSLY ANYONE FROM THE COUNTY AS WELL AS YOURSELVES, ON SEPTEMBER 7TH FOR OUR GRAND OPENING AND COMMUNITY OPEN HOUSE. THAT WILL BE THE OPPORTUNITY TO OFFICIALLY DEDICATE THE FIRE STATION, DO SOME TRADITIONAL ITEMS WE WOULD DO IN THE FIRE SERVICE AND ALSO INVITE THE COMMUNITY TO COME AND TO THE FIRE STATION, SEE THE TRUCKS, THE STAFF, AND KIND OF GET TO KNOW THOSE WHO WILL BE PROTECTING OUR COUNTY. SO WE ARE VERY EXCITED. AGAIN, A LOT OF WORK ON US TO THIS POINT.

TO SORT OF START THE INITIAL WORK AND THEN ADD AS YOU GET SOME OUT OF TRAINING.

NEW ROOKIES OUT OF TRAINING. BUT I HAVE A GENERAL IDEA BECAUSE CAN'T BELIEVE THAT YOU START WITH ALL OF THOSE PEOPLE.

THESE ARE ACTUAL INDIVIDUALS WHO WILL WORK AT STATION 11 AND ARE SELECTED THROUGH A BIDDING PROCESS. OUR STAFF WILL HAVE AN OPPORTUNITY TO SAY MAYBE I WAS AT STATION 17 BUT I WOULD LIKE THE OPPORTUNITY TO WORK AT STATION

PROPERTY OWNERS WHO DISAGREE WITH THEIR PROPERTY'S ASSESSED VALUE , CLASSIFICATION, OR EXEMPTION STATUS ARE ENCOURAGED TO FILE A PETITION. I HAVE STAFF HERE WITH ME THIS MORNING TO DO A PRESENTATION ABOUT THE RECENT BACK-TO-SCHOOL EVENT IN THE HASTINGS BRANCH LIBRARY. IT GIVES ME GREAT PLEASURE TO BRING THIS FORWARD THIS MORNING. YOU ARE PROBABLY AWARE THAT THE HASTINGS LIBRARY IS THE TRANSITION PERIOD . THE DAY OF THE EVENT WAS ALSO THE DATE WE CLOSED TO THE PUBLIC TEMPORARILY WHILE WE MOVE FROM ONE LOCATION TO ANOTHER. WE ARE REOPENING TO THE PUBLIC ON TUESDAY SEPTEMBER THE THIRD.

THE PRESENTATION THIS MORNING TRULY IS A REPRESENTATION OF ALL OF OUR LIBRARIES, BUT CERTAINLY, THE CONCEPT THAT THE LIBRARY IS THE HEART OF THE COMMUNITY AND TRULY A COMMUNITY CENTER FOR ALL OF THE RESIDENTS OF THE COMMUNITY. I CAN'T THINK OF A BETTER EXAMPLE TO REPRESENT THAT THAN THE HASTINGS LOCATION. OUR CURRENT LOCATION IS ALREADY A PARTNERSHIP BETWEEN THE LIBRARY AND FEET EACH HS. WE ALSO PARTNER WITH THE PROGRAMMING FOR THE COUNCIL ON AGING AND THE PARKS AND RECREATION. SO WE HAVE ALL OF THOSE PARTNERS THAT YOU WILL HEAR MORE ABOUT IN A MINUTE PULLING TOGETHER FOR THE CITIZENS ASSISTANCE IN ANY MANNER THAT IS AVAILABLE TO THOSE RESIDENTS OF THAT HASTINGS LIBRARY. THIS MORNING, I HAVE EMILY FOX. SHE IS THE COORDINATING FOR THE HASTINGS LIBRARY AND A MEMBER OF THE TEAM UP WHICH IS A PARTNERSHIP THAT STARTED SEVERAL YEARS AGO BETWEEN THE LIBRARY AND PARKS AND RECREATION. IT WAS UNDER THE UMBRELLA OF THE CONVERSATION WE HAD WITH FORMER COMMISSIONER MINUTE SO WE COULD PROVIDE SOME MORE EFFICIENCY SERVICES WITHOUT DEDICATION OR EFFORT I AM PLEASED TO SAY IN THAT SHORT AMOUNT OF TIME, THIS PROGRAM AND THE PARTNERS THAT HAVE COME FORTH TO HELP THE PEOPLE OF HASTINGS HAS FORGED ENORMOUSLY. WE COULD NOT DO THAT EVENT WITHOUT THE CONFIRMATION OF ANY ONE OF

THESE MEMBERS OF THAT TEAM. >> MORNING, EVERYONE. MY NAME IS EMILY FOX AS SHE SAID. I WANTED TO GIVE YOU A BRIEF LOOK BACK ON THE HISTORY OF THE BACK-TO-SCHOOL EVENT IN HASTINGS. SO, IN 2010, WE HAD A STAFF MEMBER WHO ACTUALLY MOVE.

SHE WAS MOVE FOR PROVIDING THINGS TO OUR COMMUNITY. AS YOU KNOW, IT IS SOUTHWEST ST. JOHNS COUNTY. SHE APPROACHED OUR HASTINGS FRIENDS AT LIBRARY TO SEE IF THEY WOULD BE INTERESTED IN PROVIDING A SCHOOL SUPPLY DISTRIBUTION AND THEY SAID YES.

THEY WOULD BE. SO, FOR THAT FIRST YEAR, HAD A VERY SIMPLE SCHOOL DISTRIBUTION OF PAPERS, PENS, AND PENCILS THAT WERE STACKED UP. KIDS CAN COME THROUGH AND GRAB WHAT THEY NEEDED. AS YOU KNOW, WE HAVE CHILDREN WITH THE SCHOOL LISTS HAVE EXPANDED EXPONENTIALLY. SO, FOR THOSE FEW YEARS, WE

ACTUALLY DID THAT SAME THING WHERE THEY COLLECTED SUPPLIES, THE KIDS CAME THROUGH WITH THEIR PARENTS. WE STARTED SERVING AROUND 200 KIDS AND CONTINUED TO GROW. IN 2015, AS DEBORAH MENTIONED, WE WERE APPROACHED BY COMMISSIONER BENNETT AT THE TIME TO JOIN FORCES WITH PARKS AND REC WHO WERE DOING THE SAME EVENT AT THEIR LOCATION A MILE AWAY. SO, WE DID IT AND THAT WAS A REALLY GOOD PARTNERSHIP WITH THEM. IT ALSO INCLUDED THE BRINGING ON BOARD OF THE ST. JOHNS COUNTY SCHOOL DISTRICT SO WE NOT ONLY HAD THE SCHOOL SUPPLIES BUT BROUGHT ON ALL OF OUR AREA SCHOOLS WITH MANY SERVICES FROM 40 ORANGE THAT CAME OUT AND WE HAD THE ABILITY TO TALK TO THEM INCLUDING TRANSPORTATION BUDGET ROUTES THAT YEAR. SO THAT WAS A GOOD THING. SO WHAT CAME OUT OF THAT ELABORATION WITH PARKS AND REC WAS TEAMUP HASTINGS AND IT HAS GROWN NOW TO HAVE OVER 40 MEMBERS OF ORGANIZATIONS AND COUNTY DEPARTMENTS WHICH COME TOGETHER MONTHLY TO MEET AND COLLABORATE ON HOW TO BEST SERVE SOUTHWEST ST. JOHNS COUNTY WITH EVENTS. WE HAVE FOUR THAT WE HAVE PUT INTO PLAY, BUT, FOR THAT PARTICULAR YEAR, ONCE WE ACTUALLY GET FORMALIZED, WE WERE APPROACHED BY THE HEALTH DEPARTMENT WHO HAD JUST COME OFF COMMUNITY SSESSMENT AND HAD A NEED TO BE ABLE TO GET INTO SOUTHWEST ST.

JOHNS COUNTY WITH RESOURCES AND SERVICES. SO THEY JOINED OUR GRANT PARTY AND THAT 2016 EVENT, WHICH WAS MERELY A SCHOOLED APPLY DISTRIBUTION BECAME COMMUNITY FOCUSED BACK-TO-SCHOOL EVENT IN HASTINGS. SO WE WERE PROVIDING SCHOOL SUPPLIES, ACCESS TO SCHOOLS , BACK-TO-SCHOOL PHYSICALS, IMMUNIZATIONS, -- WAS A VITAL EVENT WE HAD CLOSE TO PROBABLY BE FIVE PARTICIPANTS. WE ALSO SERVED 375 KIDS ON AVERAGE THESE LAST COUPLE OF YEARS PRIOR TO COMING UP TO COVID. SO WE HAD 15 YEARS WITH ONE MISS, WHICH WAS OF COURSE THE SUMMER OF 2020. FAST FORWARD TO TODAY. OUR LAST EVENT WAS JUST ON AUGUST 3RD. WE PROVIDED SCHOOL SUPPLIES TO 240 CHILDREN US IF YOU REMEMBER, WE HAD A STORM APPROACHING SO THERE WAS A LOT OF ANXIETY OF WHETHER OR NOT WE WOULD BE ABLE TO HOLD THE EVENT, WHICH WE DID. WE HAD 35 ORGANIZATIONS PARTICIPATING BETWEEN LIBRARY AND WALKING PARK. WE WERE ABLE TO PROVIDE LUNCH THROUGH OUR LOCAL FOOD BANK, HAD A CLASSIC HORSE SHOW FROM THE CITY CRUISERS AND EIGHT TOUCH A TRUCK EVENT WHICH ALSO INCLUDED MANY OF THE COUNTY VEHICLES, WHICH WAS ORGANIZED PRIMARILY BY THE PARKS AND REC. IT WAS AN EVENT. IT WAS VERY HARD HOT AND WE HAD LOTS OF COOLING STATIONS AND IT CAME OUT WELL. PROBABLY OVER 600 PEOPLE ATTENDED ON AUGUST 3RD AND WE'RE LOOKING FORWARD THIS SUMMER.
