>>> ALL RIGHT. GOOD AFTERNOON EVERYONE AND WELCOME TO THE TUESDAY, AUGUST 13TH, 2024 MEETING OF THE L.A.M.P. BOARD.

FIRST OF ALL I WOULD LIKE TO SAY THANK YOU TO JB FOR FILLING IN AT THE LAST MEETING . WE WILL GO AHEAD AND CALL ROLL

CALL. >> BEFORE WE MOVE INTO GENERAL PUBLIC COMMENT --

>> BEFORE MOVING ONTO GENERAL PUBLIC COMMENT, MEMBERS OF THE PUBLIC WILL BE GIVEN TWO OPPORTUNITIES TO SPEAK. PUBLIC COMMENTS ON MATTERS NOT BEING CONSIDERED BY THE BOARD WILL TAKE PLACE DURING THE GENERAL PUBLIC COMMENT PERIOD. AND A MEMBER OF THE PUBLIC WISHING TO SPEAK MAY COMPLETE A SPEAKER

[Approval of meeting minutes from the June 11th meeting]

CARD AND SPEAKERS SHOULD IDENTIFY THEMSELVES, WHO THEY REPRESENT AND STATE THEIR ADDRESS. EACH PERSON WILL BE LIMITED TO THREE MINUTES. YOU MAY NOT ADDRESS ANY MEMBER OF THE BOARD DIRECTLY. WITH THAT, DO WE HAVE ANY MEMBERS WISHING TO MAKE COMMENT ON ITEMS NOT ON THE AGENDA? ALL RIGHT. NOT SEEING ANY SO WE WILL MOVE ON TO APPROVAL OF THE MEETING MINUTES FROM THE JUNE 11 MEETING. HOPEFULLY EVERYONE HAD

[Approval of current agenda]

THE OPPORTUNITY TO REVIEW. DO WE HAVE ANY EDITS OR CHANGES?

>> I MAKE A MOTION TO APPROVE.

>> THANK YOU, MR. ADAMS. DO WE HAVE A SECOND?

>> SECOND. >> EDDIE DISCUSSION ON THE MINUTES. ALL THOSE IN FAVOR OF APPROVING THE MINUTES FROM JUNE

11 COPLEY SAY AYE . >> AYE.

>> OPPOSED? THE MINUTES ARE APPROVED. NOW WE LOOK AT APPROVAL OF THE CURRENT AGENDA. WE HAVE TWO ITEMS. ONE IS THE SECOND REVIEW OF THE 3775 U.S. ONE SOUTH PROPERTY FOLLOWED BY A A SPECIAL PRESENTATION FROM MEREDITH BUD FROM LIVE WILDLY .

[1. 3775 US 1 South- Moultrie Creek Property- Second review]

DO WE HAVE A MOTION TO APPROVE THE CURRENT AGENDA?

>> SO MOVE. >> THANK YOU. DO WE HAVE A

SECOND. >> SECOND. ANY DISCUSSION ON THE AGENDA? ALL IN FAVOR OF APPROVING THE AGENDA COPLEY SAY

AYE. >> AYE.

>> OPPOSED? OKAY. WE WILL MOVE ALONG BY MOVING INTO AGENDA ITEM NUMBER ONE. 3775 U.S. 1 SOUTH , MOULTRIE CREEK PROPERTY. BRIAN, DID YOU WANT TO GIVE ANY OVERVIEW?

>> CERTAINLY. WE REVIEWED THIS PROPERTY INITIALLY AND SUBMITTED IT APRIL 17 THIS YEAR. THE FIRST REVIEW WAS JUNE 11 THIS YEAR. THE BOARD VOTED TO MOVE FORWARD WITH THE PROPERTY TO WHERE WE ARE TODAY. IT IS AN EXISTING COMMERCIAL PROPERTY ALONG U.S. ONE . THIS IS A SECOND REVIEW OF THIS PROPERTY. TODAY WE ARE GOING THROUGH OUR SCORING MATRIX THAT WE HAVE. WE WILL BE AVERAGING THOSE SCORES AND REVIEWING THE

RECOMMENDATION LIST. >> THANK YOU. DO MANY MEMBERS

OF THE BOARD HAVE COMMENTS ? >> I BELIEVE I EXPRESS THIS LAST TIME. MY ONLY CONCERN, THIS IS A GOOD LOCATION, BUT AN

[00:05:05]

OLDER HOUSE THAT IS GOING TO REQUIRE A LOT OF RESOURCES TO MAINTAIN AND I WANT TO MAKE SURE IT IS POSSIBLE, IS IT POSSIBLE TO POTENTIALLY LEASE THE PROPERTY IF IT IS NOT FOUND TO BE SOMETHING THAT A COUNTY ENTITY CAN USE. OTHERWISE, I AM CONCERNED ABOUT THAT MUCH MONEY . I WORK FOR THE CITY OF ST.

AUGUSTINE PART-TIME AND I KNOW RUNDOWN BUILDINGS CAN BE A LOT.

THAT IS IT. I ASSUME YOU LEASE PROPERTY. IS A COUNTY ENTITY.

>> THROUGH THE CHAIR, MR. MILLER. WE DO LEASE PROPERTIES AND I DON'T KNOW IF THERE HAVE BEEN CONVERSATION WITH PARKS AND REC AS FAR AS POTENTIAL UTILIZATION OF THIS PROPERTY AT THIS TIME. CAN YOU SPEAK TO THAT?

>> AT THIS TIME IT HAS ONLY BEEN PRELIMINARY CONVERSATIONS WITH PARKS AND REC. THERE IS A POTENTIAL USE FOR THE SITE ITSELF AS A PARK AND USING THE EXISTING STRUCTURE AS A SMALL OFFICE BUILDING FOR THE PARKS DEPARTMENT AND THAT IS ONLY

PRELIMINARY. >> ANY COMMENTS OR QUESTIONS

FROM THE BOARD? >> I WOULD LIKE TO ASK ABOUT WHAT JB IS TALKING ABOUT. THE COUNTY NEEDS TO CONSIDER MAINTENANCE OF THE STRUCTURE FOR AN OLD STRUCTURE LIKE THAT.

IT IS A VICTORIAN AGE BUILDING BUT ON THE FLIPSIDE OF THAT IT IS AN WONDERFUL OPPORTUNITY TO PRESERVE SOMETHING LIKE THAT.

IS OUR L.A.M.P. MONEY ALLOWED TO GO TO BUILDING MAINTENANCE?

DOES ANYONE KNOW? >> AS FAR AS I AM AWARE OF IT IS ONLY FOR ACQUISITION AT THIS TIME. IT IS A LAND ACQUISITION AND MANAGEMENT PROGRAM SO AS FAR AS MAINTENANCE, SPECIFICALLY, THAT WOULD HAVE TO BE A CONTINUED CONVERSATION

WITH THE ADMINISTRATION. >> RIGHT. WHAT YOU WERE SAYING, I WAS VISUALIZING IT EITHER AS OFFICE SPACE FOR COUNTY PERSONNEL OR SOME SORT OF INTERPRETIVE CENTER THAT COULD BE A REALLY NICE FEATURE , LIKE A PLACE WHERE VISITORS COULD GO IN AND SOMEBODY WOULD HAVE TO MAINTAIN IT AND THAT TYPE OF THING. THAT IS WHY MY SCORE REFLECTS AS IT DOES. THOSE TWO ITEMS. BUT I UNDERSTAND WHAT YOU ARE SAYING AS FAR AS AN OLD STRUCTURE. IT IS A MONEY PIT. THAT IS ALL I HAVE TO SAY ABOUT

THAT. >> THANK YOU, MR. ADAMS.

>> I DID MAKE AN INDEPENDENT SITE VISIT AND THE BUILDING ITSELF IS SOMEWHAT IN NEED OF MAINTENANCE. I KNOW THERE ARE WORKING OFFICES RIGHT NOW BUT IT DOES NEED QUITE A BIT OF WORK FOR RESTORATION AND TO BE USED BY THE PUBLIC. THERE ARE SOME NICE TREES AND VERY TALL OLDER TREES AND DIFFERENT TYPES OF VEGETATION. I DID NOT SEE ANY WILDLIFE IN THE AREA. THE LOCATION IS GOOD FOR PUBLIC ACCESS EXCEPT, AS WAS STATED AT THE LAST MEETING, A DOCK WOULD NEED TO BE CONSTRUCTED FOR ACCESS TO THE WATERWAY. ALSO, THERE WAS MENTION OF AN ARCHAEOLOGICAL SITE NEAR THE PROPERTIES SO , IF I AM CORRECT IN ASSUMING THAT IS THE OSCEOLA CAPTURE SIDE, THERE IS A HISTORIC MARKER THERE. SO I DON'T FEEL THAT REALLY HAS ANY SIGNIFICANT IN CONJUNCTION WITH BECAUSE OF THE DISTANCE . AND,

THAT IS ABOUT IT . THANK YOU. >> THANK YOU, MISS KAUFMAN.

>> A LOT OF THIS THE DECISIONS I MADE IN MY SCORING PROCESS WHERE SIMILAR. BALANCING OPPORTUNITIES THAT ARE THERE.

AND WHAT HAS TO DO HAPPEN TO FACILITATE THOSE ACTIVITIES AND THE ONGOING MAINTENANCE COST WENT INTO THAT.

>> THERE ARE TWO SITES FAIRLY CLOSE TO THAT. ONE ON THE

[00:10:02]

PROPERTY, JUST A BIT WEST. SO CALM THAT WHOLE POINT, IT HAS --. SO, IT HAS A HIGH PROBABILITY BECAUSE OF ITS LOCATION. THERE IS A LIKELIHOOD THAT THERE COULD BE SOME PREHISTORIC -- WE KNOW THERE IS HISTORIC UTILIZATION BUT THE CHANCE THAT THERE IS PREHISTORIC IS, IN MY OPINION,

PRETTY HIGH. >> YES. ONE THING I FORGOT TO MENTION OF THE LAST MEETING, IS -- ASKED FOR PUBLIC SUPPORT TO BE HERE. SO, I DON'T KNOW IF THERE IS ANYONE HERE FOR THAT.

IF SO, RIGHT NOW WOULD BE THE TIME.

>> UNLESS WE HAVE QUESTIONS OR COMMENTS FROM THE BOARD, I WILL SEE -- IS THERE ANY PUBLIC COMMENTS ON ITEM NUMBER ONE? I AM NOT SEEING ANY. WITH THAT, ANY FINAL DISCUSSION BEFORE WE REPORT OUR SCORES? I THINK WE ARE READY. MR. ADAMS, DID YOU

TURN YOUR SHEET IN ALREADY? >> I DID TURN MY SHEET AND BUT APPARENTLY I DID THE MATH WRONG SO YOU WILL HAVE TO INTERPRET

MY SHEET. >> RIGHT. MISS ROBBINS.

>> 60. >> MR. MILLER.

>> 47. >> MY SCORE IS 53.

>> MISS KAUFMAN. >> 49.

>> 66. >> 30.

>> OKAY. WE WILL GIVE RYAN A MOMENT TO DO SOME MATH.

>> SHORTY , DID YOU SUBMIT A SCORE? IT'S COMING? OKAY. WHAT

WAS YOUR SCORE, SHORTY? >> 60.

>> SO, TO FOLLOW UP ON MR. ADAMS, YOU HAD PLACED 79 IS YOUR TOTAL SCORE BUT ON , UNDER UNIQUENESS, YOU PUT 20 POINTS BUT WE CAN ONLY HAVE A RANKING OF ZERO THROUGH FIVE. DO YOU WANT TO RECATEGORIZE THAT TO A FIVE?

>> THAT WOULD BE FINE . >> SO YOUR SCORE WOULD BE 64.

[2. Live Wildly Presentation- Meredith Budd]

>> OKAY. I HAVE A TOTAL AVERAGE SCORE OF 53 AND WE DO HAVE A FEW MEMBERS ABSENT SO, THAT WAS OUT OF SEVEN MEMBERS.

>> OKAY. THAT SHOULD CONCLUDE ITEM NUMBER ONE. SO WE SHOULD BE READY TO MOVE ON TO THE SECOND ITEM ON THE AGENDA WHICH IS THAT THE PRESENTATION FROM MEREDITH BUDD, DIRECTS -- DIRECTOR OF THE LIVE WILDLY FOUNDATION.

>> THANK YOU. WE ARE GETTING THE PRESENTATION LOADED UP.

TECHNOLOGY WORK IS ALWAYS A CHALLENGE FOR ME. GOOD AFTERNOON AND I APPRECIATE THE OPPORTUNITY TO COME AND SPEAK TODAY. MY NAME IS MEREDITH BUDD AND I AM THE DIRECTOR OF EDUCATIONAL INITIATIVES FOR LIVE WILDLY. WE HAVE BEEN ENGAGING IN ST. JOHNS COUNTY FOR THE LARGER PART OF THIS YEAR AND WE ARE BUILDING MORE RELATIONSHIPS TO DEEPEN OUR IMPACT AND THAT IS TO HELP WITH THE PROTECTION OF NATURAL

[00:15:03]

RESOURCES AND WE WANTED TO SHARE HOW WE ARE ENGAGING AND ABOUT OPPORTUNITIES FOR US TO HELP AND WORK TOGETHER FOR COLLECTIVE GOALS THAT I THINK WE ALL SHARE. SO, WE ARE A 501(C)(3) FOUNDATION. WE WERE STARTED BY A TECH ENTREPRENEUR.

HE IS A BILLIONAIRE OUT OF THE TAMPA BAY AREA. HE IS VERY PHILANTHROPIC AND GENEROUS. HE STARTED THIS INITIALLY AS A GRANT AND IT WAS ABOUT GETTING PEOPLE OUTSIDE. HOW CAN WE GET PEOPLE TO CONNECT WITH NATURE. SO, IF WE CAN GET PEOPLE TO GET OUTSIDE AND GET INTO THE NATURE AND VALUE NATURE THEY ARE GOING TO DEVELOP AN APPRECIATION TO PROTECT IT, INHERENTLY. IN 2021 -- 2022, EXCUSE ME, IT WAS INCORPORATED INTO A BRAND AND EVENTUALLY THERE WAS A BIT MORE OF A PUSH. WE MOVED INTO THE 501(C)(3) NONPROFIT SPACE AND CREATED THE FOUNDATION. I WILL GET INTO HOW THIS IS A BIG PART OF WHAT WE DO AND HOW WE ARE ENGAGING IN ST. JOHNS COUNTY. WE ARE THAT FAMILY FOUNDATION AND THERE ARE MISSIONS TO BALANCE THAT TYPE OF ECONOMY IN FLORIDA. THE ECONOMY IS CONTINGENT ON THE HEALTH OF NATURAL RESOURCES. AS A TECH ENTREPRENEUR WERE AND SOME OF THAT IS VERY FAMILIAR WITH THE BUSINESS WORLD AND BUSINESS SECTOR, HE IS PASSIONATE ABOUT MAKING SURE THE -- IS ROBUST.

SO WE HAVE TO FIND THAT SPACE FOR WE HAVE ECONOMIC PROSPERITY AND GOOD STEWARDSHIP OF OUR LAND. WE ARE A FAMILY FOUNDATION SO WE WERE WITH STAKEHOLDERS AND WE PROVIDE RESOURCES TO STAKEHOLDERS AND WE HELP FUND TECHNICAL RESEARCH EXPERTISE WHERE AND WHEN NEEDED. ADJUSTMENT TO EMPOWER THE STAKEHOLDERS OUT THERE DOING WORK ON THE GROUND FOR GOOD CONSERVATION MEASURES ACROSS THE STATE. WE ALSO HAVE, AS I MENTIONED, THE BRAND. IT IS ABOUT PUBLIC AWARENESS AND GETTING PEOPLE EXCITED AND CONNECTED TO NATURE AND MAKING SURE THAT PEOPLE DEVELOP THAT APPRECIATION. AS YOU PROBABLY KNOW THERE HAS BEEN UNPRECEDENTED DOLLARS GOING INTO CONSERVATION FROM THE STATE. IN 2021, THE FLORIDA WILDLIFE BOARD WAS SIGNED INTO LAW AND OUR FUNDER WAS A BIG PART OF FOUNDING THE STATUTE INTO LAW. 10 MILLION ACRES ARE ALREADY PROTECTED AND THEY HAVE SOME RESTRICTION OVER THEM ON HOW THEY ARE USED AND THE REMAINING 8 MILLION ACRES OF THAT IS WHAT IS KNOWN AS THE OPPORTUNITY AREA MEANING IT IS IN PRIVATE OWNERSHIP AND IT CAN CONVERT TO USE OTHER THAN ITS CURRENT STATE SO THERE IS OPPORTUNITY TO WORK WITH THE STATE AND LOCAL GOVERNMENTS AND THE PRIVATE SECTOR TO FIGURE OUT WAYS THAT WE CAN PROTECT THAT 8 MILLION ACRES SO THAT WE CAN MAINTAIN CONNECTIVITY. THIS GOES ALL THE WAY OUT TO OUR BORDER. THE BORDER ACT WAS UNPRECEDENTED IN TERMS OF THE AMOUNT OF MONEY THAT HAS BEEN GOING TOWARDS CONSERVATION.

OVER $2 BILLION HAS BEEN ALLOCATED FOR A BENEFIT TO CONSERVATION WHETHER IT IS STUDIES OR ACQUISITIONS OR EASEMENTS. IT WAS UNPRECEDENTED IN THE WAY THAT IT WAS SUPPORTED. THIS IS BIPARTISAN AND EVERY SINGLE PERSON, REPUBLICAN OR DEMOCRAT IN THE STATE LEGISLATURE SUPPORTED PASSAGE OF THIS ACT WHICH, IN THIS TIME THAT WE ARE IN, IS UNPRECEDENTED. SO, LIVE WILDLY IS COMMITTED TO PROTECTING THE REMAINING 8 MILLION ACRES OF WILDLIFE LAND IN FLORIDA BUT THERE ARE REASONS TO LOOK OUTSIDE OF THE CORE DOORS. THAT IS SOMETIMES WHAT WE CALL THE BACKBONE OF CONSERVATION. YOU NEED THE CORRIDOR TO MAINTAIN THE INTACT WILDERNESS. IT IS ACTUALLY THE LARGEST -- IN THE COUNTRY. IT IS VERY IMPORTANT THAT WE FOCUS ON THAT BUT WE ARE ALSO FOLKS , ON THE BALANCE. HOW DO WE HAVE PEOPLE IN NATURE THRIVING AT THE SAME TIME? WE NEED TO CONSIDER THE ECONOMY AND THE PEOPLE MOVING HERE EVERY SINGLE DAY SO, WE ARE EQUALLY AS COMMITTED TO WORKING WITH THE MORE URBAN CENTERS TO FIGURE OUT WHERE THERE OPPORTUNITIES TO PROTECT LAND CLOSER TO THOSE WHERE PEOPLE ARE ACTUALLY LIVING. IF YOU LOOK AT THE CORRIDOR ,

[00:20:04]

THERE ARE PROBABLY NOT A LOT OF PEOPLE LIVING AROUND THERE.

WHAT WE FOUND AFTER THE PASSAGE OF THE ACT, ACTUALLY, WE FUNDED A STUDY ON WATER RESOURCES AND IT WAS REALLY INTERESTING.

THERE ARE A TON OF WATER BENEFITS THAT THE CORRIDOR PROVIDES TO THE STATE BUT MUCH OF OUR RECHARGE AREAS ARE NOT IN THE CORRIDOR. SO IF WE JUST FOCUS ON THE CORRIDOR AND IGNORE EVERYTHING ELSE AN LOOK AT THIS MAP, WE WILL BE IN A PRETTY BAD SPOT IN THE FUTURE BECAUSE WE WILL WIND UP PAVING OVER PRIORITY SITES. SO SOMETHING THAT WE ARE FOCUSED ON IS NOT ONLY LOOKING AT THE CORRIDOR AND HOW WE CAN PROTECT THE REMAINING 8 MILLION ACRES BUT HOW CAN WE WORK WITH LOCAL PEOPLE AND LOCAL GOVERNMENTS AS WELL AS LOCAL BUSINESSES TO FIGURE OUT HOW TO PROTECT LAND IN OUR BACKYARDS. SO, I WANTED TO GIVE YOU A MAP . YOU ARE PROBABLY MUCH MORE FAMILIAR WITH YOUR COUNTY THAN I AM. I WANTED TO SHOW IF YOU MAPS JUST TO GIVE YOU AN IDEA OF HOW MUCH OF THE CORRIDOR IS IN YOUR COUNTY. YOU CAN SEE THE CORRIDOR IS IN THE SOUTHERN PART OF THE COUNTY. THE DARK GREEN IS ALREADY SUPPORTED. THE LIGHT GREEN AREA ARE THE OPPORTUNITY AREAS IN YOUR COUNTY. MUCH OF YOUR COUNTY IS NOT IN THE CORRIDOR BUT, AGAIN, LIVE WILDLY WAS LOOKING FOR THE BALANCE. I WANT TO GO INTO HOW THE CORRIDOR WAS DETERMINED AND WHY SOME OF YOUR COUNTY IS NOT NECESSARILY IN THE CORRIDOR BUT IN OTHER AREAS FOR CONSERVATION. YOU CAN SEE THAT YOU HAVE A REALLY STRONG CONSERVATION STRONGHOLD HERE. ALL OF THAT DARK BROWN HIGHLIGHT IN THIS COUNTY IS PROTECTED LAND. YOU GUYS, AS A COUNTY, HAVE DONE A PHENOMENAL JOB OF FOCUSING ON PROTECTING IMPORTANT AREAS WITHIN YOUR COUNTY BORDERS. SO, THE FLORIDA WILDLIFE CORRIDOR WAS BASED OFF OF A MODEL CALLED THE GREENWAYS NETWORK. FLORIDA ECOLOGICAL GREENWAYS NETWORK WAS DEVELOPED OUT OF THE UNIVERSITY OF FLORIDA AND TOM -- I WOULD LIKE TO SAY IS THE FATHER OF THE CORRIDOR IN CREATING THE FLORIDA ECOLOGICAL GREENWAYS NETWORK. SO , THE FLORIDA WILDLIFE CORRIDOR LOOKS AT THESE TOP PRIORITIES. PRIORITY FOUR IS REPRESENTED IN THAT LIGHTER BLUE. MUCH OF ST. JOHNS COUNTY IS NOT INCLUDED IN THE FLORIDA WILDLIFE CORRIDOR.

PRIORITY FOR DOES NOT MEAN IT IS NOT IMPORTANT. PRIORITIES ONE THROUGH THREE ARE ACTUALLY A PRIORITY RANKING. PRIORITY ONE, PRIORITY TWO, PRIORITY THREE IN TERMS OF CONNECTIVITY FOR WILDLIFE. PRIORITY FOUR ARE REGIONALLY SPECIFIC AREAS FOR BIODIVERSITY. WHEN THE CORRIDOR WAS BEING ESTABLISHED IN STATUTE IT WAS NOT INCLUDED IN THAT CORRIDOR ESTABLISHMENT BUT IT DOES NOT MEAN THAT THIS AREA IS NOT IMPORTANT FOR WATER AND WILDLIFE, ESPECIALLY, AS YOU COULD TELL, RIGHT HERE IN ST.

JOHNS COUNTY IT IS A LARGE PART OF YOUR COUNTY . SO, AGAIN, THESE ARE THINGS YOU LIKELY ALREADY KNOW BUT I AM JUST WANTING TO HIGHLIGHT THE FOREVER FLORIDA PROJECTS THAT YOU HAVE IN THE COUNTY'S SO, SO, THE HASH LINE ON THE MAPS REPRESENT THE FLORIDA FOREVER BOUNDARIES THAT YOU CAN TAKE ADVANTAGE OF STATE DOLLARS FOR. IN THE LAST LEGISLATIVE SESSION THERE WAS A LARGE-SCALE APPROPRIATION THAT WAS REAPPROPRIATED SO IN 2023, THERE WAS A LARGE-SCALE APPROPRIATION FOR THE ODL AND THAT WAS FOR LANDS WITHIN THAT CORRIDOR. THIS YER, THAT LANGUAGE SHIFTED. IT EXPANDED TO INCLUDE FLORIDA FOREVER PROJECTS WITHIN ST. JOHNS COUNTY SO THAT HIS MONEY THAT IS NOW AVAILABLE AT THE STATE LEVEL TO HELP PROTECT LAND IN YOUR COUNTY. OTHERWISE LAST YEAR IT WAS NOT AVAILABLE BECAUSE IT WAS LIMITED TO THAT --. I WOULD BE HAPPY TO WORK WITH THE WALL COLLIER COUNTY AND STAFF TO SEE HOW WE CAN LEVERAGE STATE DOLLARS OTHER LIGHT -- OTHERWISE IT WILL LIKELY GO AWAY. THE DARKER

[00:25:06]

PURPLE AT THE BOTTOM PORTION OF THE SCREEN, THAT IS THE WORLD AND FAMILY LANDS PROJECT. THAT IS THE OTHER STATE LAND PROTECTION PROGRAM. IT IS RUN BY THE DEPARTMENT OF AGRICULTURE AND IT FOCUSES ON PROTECTING AGRICULTURE. IT DOES NOT TAKE UP A LARGE PORTION, BUT YOU COULD TAKE ADVANTAGE OF STATE DOLLARS TO PROTECT LAND WITHIN YOUR COUNTY. I TALKED ABOUT OUR BRAND SO I WANTED TO GIVE YOU A LITTLE BIT OF INSIGHT INTO WHAT OUR BRAND IS ABOUT, LET ME SHOW YOU THE FIRST THING. THIS IS A VIDEO. , WE CREATED, OUR BRAND IS MEANT TO BE FUN. IT IS MEANT TO MAKE PEOPLE FEEL LIKE THEY CAN SEE THEMSELVES IN WILD FLORIDA. YOU CAN'T APPRECIATE WHAT YOU CAN'T SEE, TOUCH, AND FEEL SO THIS COMMERCIAL BRAND , RAN IN A THE JACKSONVILLE MARKET AND IT RAN IN A TAMPA, ORLANDO, FORT MYERS. SO, LET'S SEE IF THIS WILL WORK.

>> JUST TO LET YOU KNOW, I DON'T BELIEVE THE LINK WAS ACTIVE IN THE PROGRAM? I APOLOGIZE FOR THAT.

>> IF IT'S OKAY WITH YOU, I WILL SEND IT TO A LINK TO THE

AD. >> , LOOK AT THIS AT YOUR LEISURE AND IT GIVES YOU A FEELING FOR WHAT OUR ORGANIZATION AND OUR BRAND IS ALL ABOUT. SO, WHY ARE WE IN ST. JOHNS COUNTY? THAT IS A GREAT QUESTION. INITIALLY WE LAUNCHED LIVE WILDLY AS A FOUNDATION IN 2022 AND THEY CAME ON IN 2023. WE LOOKED AT HOW CAN WE AMPLIFY WITH ORGANIZATIONS IN THE STATE PARKS FOUNDATION PARTNERSHIP THAT WE HAVE HAD IS FANTASTIC. THROUGH THAT RELATIONSHIP THEY INTRODUCED US TO -- AND WE WERE ABLE TO FORM A PARTNERSHIP FOR US TO BE THE PARTNER THIS YEAR FOR WHAT IS CALLED THE LIVE WILD PROJECT. WE DO REALLY GREAT WORK HAVING BACK TO THIS COMMUNITY AND WE ARE REALLY HONORED TO BE WORKING WITH THEM AND TO BE THE PARTNER THAT IS ALLOWING THE $10 DONATION FEE PER TICKET TO GO INTO CONSERVATION IN ST. JOHNS COUNTY. SO $10 OF EVERY TICKET WILL COME BACK TO THE COMMUNITY TO PROTECT LAND AND HELP WHAT MAKES ST. JOHNS COUNTY SO BEAUTIFUL STAY THAT WAY. TIONAL I WILL GO INTO A BIT MORE OF THAT. ON SATURDAY YOU WILL HAVE JJ GRAY AND -- PERFORMING AT THE SAYING OUT LOUD FESTIVAL. AGAIN, A $10 TICKET IS REALLY EXCITING AND MAKES IT IMPACTFUL FOR US TO KNOW THAT BY PARTNERING WITH THEM, WE ARE ABLE TO GIVE BACK TO THE COUNTY. IN LATE JUNE AND EARLY MAY WE LAUNCHED THE JOIN THE MOVEMENT CAMPAIGN. THIS IS A SCREENSHOT FROM WHEN IT FIRST LAUNCHED. JOIN THE MOVEMENT IS A CAMPAIGN AND WE WERE ASKING PEOPLE TO TAKE A PLEDGE TO PROTECT LIVE WILDLY FLORIDA. IT IS VERY POETIC AND IT DOES NOT COMMIT YOU TO ANYTHING. IT SAYS THAT YOU LOVE AND APPRECIATE LIVE WILDLY AND YOU WANT TO BE HERE. FOR EVERY SINGLE PERSON THAT SIGNS THE PLEDGE , WE ACTUALLY DONATE ONE DOLLAR ON YOUR BEHALF TO CONSERVATION. WE WOULD LOVE TO BE DONATING HUNDREDS OF THOUSANDS OR MILLIONS OF DOLLARS INTO CONSERVATION IN FLORIDA SO OUR GOAL IS TO GET THIS OUT TO EVERY OUTLET THAT WE CAN AND MAKE SURE WE CAN GET BACK TO THE STATE THAT WE LOVE SO MUCH.

IF YOU FEEL INCLINED VISIT OUR WEBSITE, LIVEWILDLY.COM SLASH JOIN THE MOVEMENT . AS ANYONE THAT JOINS THE MOVEMENT AND SIGNS THE PLEDGE IS ENTERED INTO A COMMUNITY OF LIKE-MINDED INDIVIDUALS WHO WILL NOT BE BOMBARDED WITH BUT RECEIVE NEWSLETTERS ABOUT VOLUNTEERING. WE ARE PARTNERING WITH THAT BRANDS AND CORPORATIONS TO GIVE BACK TO OUR MEMBERSHIP THAT ARE JOINING OUR MOVEMENT SO, RIGHT BEFORE COMING HERE I WAS ON A

[00:30:01]

CALL WITH A COMPANY CALLED MOULTRIE. I DON'T KNOW IF THEY ARE RELATED AT ALL BUT IT IS LARGELY A HUNTING COMPANY AND THEY MAKE FEEDERS AND TRAIL CAMS AND WE HAVE PARTNERED WITH MOULTRIE AND OUR MEMBERSHIP, PEOPLE GET A NICE DISCOUNT ON MOULTRIE WILDLIFE CAMERAS, SO IF YOU WANT TO SHOW WHAT WILDLIFE YOU HAVE IN YOUR BACKYARD, YOU CAN BUY A CAMERA AT A DISCOUNTED RATE. WE ARE WORKING WITH PARTNERS TO HELP PEOPLE CONNECT WITH NATURE. ALSO, GIVEAWAYS, WE PARTNER WITH AN INFLATABLE PADDLEBOARD OUTDOOR RECREATION COMPANY AND WE OFFER GIVEAWAYS TO OUR MEMBERS. IF YOU COMMENT, LIKE , OR SHARE A POST YOU ARE ENTERED TO WIN SOME FUN GOODIES THAT WILL HELP YOU CONNECT BETTER WITH THE OUTDOORS AND THAT PUSHES THE GOAL OF GETTING PEOPLE OUT INTO NATURE. I MENTIONED THAT JJ GRAY IS COMING AND WE LAUNCHED OUR PARTNERSHIP WITH HIM ON MAY 25 AND 26TH IN ST. AUGUSTINE. HE HAD A CONCERT AT THE ST. AUGUSTINE THEATER. HE IS THE VOICE OF LIVE WILDLY AND IS EXCITED TO BE PARTNERING WITH US AS WE ARE EXCITED TO BE PARTNERING WITH HIM. HIS MUSIC REFLECTS WHAT HE LOVES AND APPRECIATES ABOUT FLORIDA AND THAT IS THE NATURAL BEAUTY. IT WAS A NO-BRAINER WHEN WE HAD THE OPPORTUNITY TO CONNECT WITH HIM. WE ARE SO EXCITED HE WILL BE AT SING OUT LOUD. WE WILL BE TALKING ABOUT OUR JOIN THE MOVEMENT BUT REALLY, THE GOAL OF SAYING OUT LOUD BESIDE THE $10 DONATION, IS TO FEEL LIKE YOU ARE A PART OF FLORIDA. WE WANT YOU TO WALK INTO THE FESTIVAL FEELING LIKE YOU ARE IN WILD FLORIDA AND THAT WILD FLORIDA IS AROUND YOU. FROM THE BUSES TO THE PARKING LOT TO THE GENERAL ADMISSION AREAS, TO THE BATHROOMS, IT IS GOING TO BE DECKED OUT TO GET PEOPLE EXCITED ABOUT PROTECTING THEIR OWN BACKYARD HERE IN ST. JOHNS COUNTY. THAT IS PRETTY MUCH IT. I AM HAPPY TO ANSWER QUESTIONS AND I APPRECIATE THE OPPORTUNITY -- I LOOK FORWARD TO BEING ABLE TO WORK WITH COUNTY STAFF AND YOUR ELECTED LEADERSHIP TO SEE HOW WE CAN BE HELPFUL IN SECURING ADDITIONAL DOLLARS FOR CONSERVATION IN WHICH YOU WOULD HAVE A HUGE ROLE IN DETERMINING WHERE THE FUNDING WOULD GO.

>> THANK YOU, SO MUCH, MEREDITH. THANK YOU FOR TRAVELING UP FROM SOUTH FLORIDA TO COME SPEAK WITH US TODA. IT IS GREAT TO KNOW THAT LIVE WILDLY IS INVESTING IN ST.

JOHNS COUNTY. THE MORE THE MERRIER. SO, DO YOU HAVE TIME TO STICK AROUND FOR QUESTIONS?

>> HAPPY TO. >> I THINK WITH THE L.A.M.P.

PROGRAM WE HAVE SPENT THE LAST COUPLE OF YEARS GETTING IT OFF THE GROUND AND RESTARTING INITIATIVES AND GAINING AWARENESS ABOUT THE PROGRAM. WE HAVE ALSO SEEN SOME MODEST INCREASES IN THE BUDGET. I WOULD ARGUE THAT WE NEED SIGNIFICANTLY MORE FUNDING. BUT I THINK ONE OF THE AREAS THAT WE WILL CONTINUE TO STRUGGLE IS BEING PROACTIVE. AND IDENTIFYING PROPERTIES FOR THIS PROGRAM. FOR EVALUATION. I NOTED ON ONE OF YOUR SLIDES THAT YOU MENTION FACILITATE REGIONAL PLANNING AND HELPING COMMUNITIES AND COUNTIES START UP SOME OF THAT STUFF. I FEEL LIKE WE ARE AT A POINT WHERE WE CAN USE SOME OF THAT STRATEGIC PLANNING TO TARGET SOME AREAS SO I DON'T KNOW IF THAT IS SOMETHING THAT LIVE WILDLY CAN

HELP WITH. >> YES, WE WOULD LOVE TO BE ABLE TO HELP AS WE CAN. WE DO PARTNER WITH THE UNIVERSITY OF FLORIDA AND WE ARE WELL CONNECTED TO -- THE FATHER OF THE FLORIDA ECOLOGICAL GREENWAYS NETWORK WHO IS AN EXPERT IN MAPPING AND IS ABLE TO PULL TOGETHER WHERE ARE THE PRIORITIES. WE HAVE ALSO BROUGHT ON -- I GUESS NOT SO RECENTLY, SHE JOINED US IN A ROLE SO I GUESS IT HAS BEEN A WHILE THAT WE HAVE A CARTOGRAPHER ON STAFF SO SOMEBODY THAT IS A GIS WIZARD AND KNOWS HOW TO DO ALL SORTS

[00:35:03]

OF ANALYSIS. IF WE CAN BE ANY ASSISTANCE WITH HELPING TO FACILITATE A WORKSHOP OF SORTS IN ORDER TO DO MAPPING LIKE ON-SITE. LET'S FIGURE IT OUT AND COME TOGETHER AND LOOK AT THE MAPS TOGETHER AND LOOK AT THE DIFFERENT DATA LAYERS AND SEE WHERE THE PRIORITIES ARE ACCORDING TO WHAT YOUR PRIORITIES ARE WE ARE HAPPY TO DO THAT AND I CAN WORK DIRECTLY WITH YOU OR YOUR STAFF TO HELP ORGANIZE THAT. ALSO, BACK IN JUNE -- BACK IN JUNE WE WERE AT THE FLORIDA ASSOCIATION OF COUNTIES AND WE HOSTED A WORKSHOP AT THAT CONFERENCE ON HOW TO SECURE LOCAL FUNDING AND HOW TO HELP BOLSTER THE LOCAL FUNDING NEEDED TO PROTECT LANDS AND I WAS VERY EXCITED TO SEE A GOOD ATTENDANCE FROM THE COMMISSION IN ST. JOHNS COUNTY AT OUR WORKSHOP . I THINK THAT WAS VERY ENCOURAGING AND WE ARE WORKING CURRENTLY, THIS YEAR, WITH THE TRUST REPUBLIC LAND WHO IS AN EXPERT IN HELPING US SECURE LOCAL FUNDING AND THERE WERE THREE COUNTIES THAT ARE MOVING FORWARD WITH ASKING THEIR CONSTITUENTS IF THEY WOULD LIKE TO HELP FUND CONSERVATION AND THAT IS IN CLAY AND LAKE COUNTY, AND OSCEOLA COUNTY. THEY HAVE -- GOING ON BALLOTS IF THEY WOULD LIKE TO CONTINUE OR ADD A TAX, DEPENDING ON THE COUNTY. THERE ARE SOME THAT IT IT IS BRAND-NEW AND SOME THAT IS EXPIRING. BUT, A BALLOT MEASURE IS NOT THE ONLY WAY TO FUND LOCAL CONSERVATION. THERE ARE A LOT OF CREATIVE WAYS AND THAT IS SOMETHING WE DEFINITELY WANT TO BE OF ASSISTANCE ON SO WE

ARE HAPPY TO HELP WITH THAT. >> FANTASTIC THANK YOU.

QUESTIONS? >> JUST SORT OF A COMMENT. I SPOKE WITH TOM AT THE LEGISLATURE THIS YEAR AND THIS IS THE FIRST TIME I HAVE BEEN AWARE OF THE MAP THAT YOU SHOWED, PARTICULARLY , OUR COUNTY AND HE BROUGHT THAT TO OUR OFFICE AND SHOWED US. AS AN OBSERVATION THERE IS THIS GIANT RIVER BETWEEN US AND THE MAJORITY OF THE WILDLIFE CORRIDOR. BECAUSE OF THE WAY IT IS DONE, THE ONE WITH ALL OF THE BLUE ON IT -- SOME OF OUR BLUE TURNED TO LIGHT GREEN AND SO I AM JUST WONDERING, AND I WANTED THIS BOARD TO BE AWAR, IF THERE IS A RECLASSIFICATION PROCESS OPPORTUNITY BECAUSE, THE WAY IT IS RIGHT NOW, WITH MORE OF OUR COUNTY BEING IN THE LIGHT BLUE AND NONE OF IT REALLY BEING IN THE GREEN, YOU KNOW, IF WE ARE GOING TO HAVE CONNECTIVITY FOR OUR SIDE OF THE RIVER WILDLIFE WE NEED TO GET MORE IN THE GREEN.

>> SO, AGAIN, WHEN THE CORRIDOR WAS IMPLEMENTED THEY CHOSE PRIORITIES ONE THROUGH THREE AND, AS I THINK YOU ALL KNOW, THERE IS A LOT OF POLITICS THAT GO INTO DETERMINING WHAT WOULD GET SUPPORTED AND APPROVED. WHEN YOU ADD IN PRIORITY FOUR, THERE IS A SIGNIFICANT AMOUNT OF ACREAGE THAT GETS ADDED TO THE 18 MILLION ACRES THAT ALREADY EXISTS IN THE CORRIDOR.

WHILE I AGREE WITH YOU , PRIORITY FOUR IS REALLY IMPORTANT, OBVIOUSLY NOT IN ST. JOHNS COUNTY BUT ON YOUR COAST, NONE OF NASSAU COUNTY IS IN THE CORRIDOR. THEY HAVE AMAZING TIMBERLANDS THAT ARE REALLY IMPORTANT AND ARE AT RISK FOR CONVERSION AND NONE ARE IN THE CORRIDOR BECAUSE IT IS PRIORITY

FOUR. >> I JUST THINK THERE NEEDS TO BE SOME THOUGHT ON THAT AND I SPOKE WITH YOU ABOUT THAT LAST YEAR OR LAST SESSION ON RECLASSIFYING SOME OF THAT. IF THEY ARE NOT GOING TO DROP THE ACQUISITION LEVEL DOWN TO BETWEEN FOUR AND FIVE, MAYBE LOOK AT RECLASSIFYING.

>> SOMETHING THAT LIVE WILDLY IS WORKING ON, THAT WE HOPE TOGETHER, IS CRITICAL MASS. GOING INTO THE NEW YEAR WE ARE FOCUSING ON A NORTHEAST CORRIDOR SO, AS YOU KNOW , THE DIFFICULTY IN CHANGING SOMETHING THAT WAS PUT INTO LAW, AS A COMPROMISE, SO TO SPEAK, WE ARE THINKING OF, HOW DO WE BRING ATTENTION TO THE FACT THAT THERE IS REALLY IMPORTANT AREAS THAT NEED PROTECTION FOR CONNECTIVITY AS WELL AS WILDLIFE AND RESOURCES SO ORGANIZING AND BRINGING THE RIGHT PEOPLE TO THE TABLE TO HOST A NORTHEAST FLORIDA

[00:40:02]

CONNECTIVITY WORKSHOP OR SUMMIT TO BRING THIS TO LIGHT. SO, HOW CAN WE GATHER THE POLITICAL WILL TO GET SOMETHING ELSE ESTABLISHED? BECAUSE, YOU ARE GOING TO HAVE A HARD TIME

CHANGING IT. >> IT HAS BEEN ABOUT 15 YEARS SINCE WE DID THE ONE AT -- VILLAGE.

>> YES. SO, WE ARE LOOKING FORWARD TO DOING THAT AND I WOULD LOVE TO COURTNEY WITH YOU. YOU HAVE A LOT MORE LOCAL

[Staff Reports]

EXPERTISE IN THE AREA AND WHAT HAS BEEN DONE IN THE PAST BUT WE ARE INTERESTED IN BRINGING THE RIGHT PEOPLE TO THE TABLE TO TALK ABOUT HOW TO WE GET SOMETHING ESTABLISHED THAT IS NOT GETTING RECOGNIZED IN THE CORRIDOR. THANK YOU, AGAIN. WE

APPRECIATE YOU. >> THANK YOU, SO MUCH.

>> WITH THAT, WE WILL MOVE INTO STAFF REPORTS.

>> OKAY . SO, THE FIRST REPORT I HAD HIS STAFF DID PROVIDED CONSERVATION LANDS PRESENTATION AT THE AUGUST BOARD OF COUNTY COMMISSIONERS MEETING THAT DID INCLUDE A TIMELINE STORYBOARD OF ALL OF OUR CONSERVATION LANDS THAT HAVE BEEN ACQUIRED ACROSS THE COUNTY AND PARKS AND RECREATION INCLUDED A SMALL PRESENTATION. THE OFFICE OF INTERGOVERNMENTAL AFFAIRS ALSO PROVIDED AN UPDATE. SOME OF THE THINGS GOING ON BEHIND THE SCENES WITH THE COUNTY, WITH STATE AND FEDERAL FUNDING GOING ON, AND THE OPPORTUNITIES THAT THE COUNTY IS SEEKING FOR LAND ACQUISITION. SO, IN THE NEXT SLIDE WE HAVE THE CURRENT L.A.M.P. BUDGET BALANCE AS OF LAST MONTH. IT IS $3.2 MILLION THERE AND , THE STATUS OF THE 2024 RECOMMENDED PROPERTY LIST ACQUISITION FOR REAL ESTATE, WE ARE MOVING FORWARD WITH A PROPERTY THAT WE HEARD RECENTLY , THAT IS CURRENTLY UNDER CONTRACT AND THE ACQUISITION IS NEARING VERY SOON SO THAT IS A GOOD THING. IN ADDITION, THE BAILEY RANCH THAT WE HAVE TALKED ABOUT A LOT , WE ARE CURRENTLY, THE COUNTY IS NEGOTIATING WITH THE BAILEY'S FOR THE LOTS ON BISHOP ROAD.

ALSO, THE OFFICE OF INTERGOVERNMENTAL AFFAIRS IS LOOKING AT FUNDING THROUGH THE RURAL AND FAMILY LAND PROTECTION PROGRAM FOR THE SOUTHERN PORTION THAT IS ON THE SOUTH PART OF THE ROAD. I BELIEVE THAT IS 67 ACRES ON THAT SIDE FOR THE BAILEY RANCH PROPERTY. HERE TO GIVE A BRIEF UPDATE IS MATTHEW DEBRUIN TO SHARE A REPORT.

>> I HAVE AN UPDATE ON THE BAILEY RANCH CONSISTS OF THREE ACRES WITH ACCESS TO -- CREEK AS WELL AS 67 ACRES WITH AN EXISTING CASH AND THE PROPERTY IS ADJACENT TO A HISTORIC WELL WITH ACCESS MAINTAINED IN THE WETLANDS EAST OF THE PROPERTY. THE ONGOING CONSERVATION STRATEGY IS AS FOLLOWS. THE OFFICE OF INTERGOVERNMENTAL AFFAIRS HAS IDENTIFIED THREE WATERFRONT ACRES SPLIT UP INTO THREE PARCELS IDENTIFIED BY LAND AND THOSE WILL BE ACQUIRED THROUGH FUNDING AND THE INTERGOVERNMENTAL AFFAIRS OFFICE WORKING WITH OTHER DEPARTMENTS INCLUDING THE LAND MANAGEMENT DEPARTMENT , PARKS AND RECREATION AS WELL AS THE OFFICE OF THE COUNTY ATTORNEY WILL WORK WITH THE NORTH FLORIDA LAND TRUST TO FACILITATE AND NEGOTIATE THE ACQUISITION OF THE DEVELOPMENT RIGHTS FOR THE 67 ACRE RANCH LAND PIECE OF THE PROPERTY. THROUGH STATE AND FEDERAL CONSERVATION EASEMENT FUNDING OPPORTUNITIES. THESE FUNDING OPPORTUNITIES ARE AS FOLLOWS. THE REGIONAL CONSERVATION PARTNERSHIP PROGRAM IS COORDINATED BY THE DEPARTMENT OF AGRICULTURE. IT IS A FEDERAL PROGRAM AND THE RURAL AND FAMILY LANDS PROTECTION PROGRAM IS PART OF THE FLORIDA

[00:45:02]

DEPARTMENT OF AGRICULTURE CONSUMER SERVICES. THE NORTH FLORIDA LAND TRUST WILL ASSIST IN FACILITATING EACH OF THESE PROGRAMS. THAT WILL BE HELD BY THE FLORIDA DEPARTMENT OF AGRICULTURAL SERVICES. THAT CONCLUDES MY UPDATE.

>> EXCELLENT NEWS. ARE THERE ANY QUESTIONS.

>> HAS THERE BEEN A DETERMINATION ON WHO WILL PAY THE FEE THAT NORTH FLORIDA LAND TRUST IS ASKING TO PROVIDE

SERVICES. >> AT THIS POINT THERE HAS NOT BEEN A DETERMINATION. I KNOW THAT THERE HAVE BEEN SOME CONVERSATIONS ON THAT FRONT AND I WILL DEFER TO KAYLEE WEST ON

THAT. >> SO, WE ARE WORKING ON THAT AND IT IS A BIT DIFFERENT . I DON'T THINK THERE WILL BE AN ISSUE BUT WE ARE GOING TO TALK WITH SUE MULLINS AND WE HAD A CONVERSATION --

[00:50:30]

>>

>> THAT IT WOULD QUALIFY. SUE IS FAMILIAR WITH THE PROPERTY AND SHE ASSURES THAT IT WOULD MOST CERTAINLY QUALIFY. IT HAS

BEEN A REALLY FUN SUMMER. >> MY CONVERSATION WITH HER LAST WEEK WAS EERIE SIMILAR. SHE WAS VERY EXCITED TO BRING THIS BACK. REAL ESTATE SERVICES, WE ARE MOVING FORWARD ON BUILDING ON IT WE ARE STILL NEGOTIATING THOSE.

>> KUDOS TO EVERYONE INVOLVED. CONSERVATION GET COMPLICATED. SO, ANY ADDITIONAL QUESTIONS?

>> I WAS JUST -- REPORTS? I THINK WE ARE GOOD. ' CONTINUE.

>> AND FINALLY, FOR STAFF REPORT, WE TALKING ABOUT -- SHORES BOULEVARD.

GOVERNMENTAL AFFAIRS AND COUNTY STAFF HAS HAD A NUMBER OF CONVERSATIONS FTC PROGRAM. NORTH FLORIDA LAND TRUST IS A PART OF THE PROCESS AS HAVE ANYTHING TO ADD?

>> THE SOLE REMAINING APPRAISER ON THE APPRAISER LIST , ON THE LIST OF APPROVED APPRAISERS AND THAT WAS PROVIDED TO THE DELTA CORPORATION AND THEY WILL BE PAYING FOR A SECOND APPRAISAL OF THAT PROPERTY. AT THIS POINT, THAT IS OUT OF OUR HANDS. AND WE WILL PROVIDE YOU WITH AN UPDATE WHEN THAT COMES TO CONCLUSION. THAT IS ALL I HAVE.

>> THANK YOU. >> RYAN .

>> COMPLETES STAFF REPORTS AT THIS TIME.

>> DID MY GET INTRODUCED TO THE BOARD?

>> TO INTRODUCE THE BOARD, MIKE IS HERE AND HE IS THE NEW ST.

JOHNS COUNTY GROWTH MANAGEMENT DIVISION MANAGER AND IS REPLACING JAN BREWER IN HER RETIREMENT SO, WELCOME TO MY.

>> CAN YOU GIVE US THE STATUS OF THE FUNDING FOR THE L.A.M.P.

PROGRAM FOR THE UPCOMING FISCAL YEAR?

>> I HAVE HEARD OR I HAVE SEEN, I GUESS IT IS NOT CONFIRMED YET THROUGH THE BUDGET THAT I HAVE HEARD IT IS , $2 MILLION IS THE FIGURE FOR FISCAL YEAR 2025 BUT IT HAS NOT BEEN CONFIRMED IN THIS YEAR'S BUDGET YET. MY UNDERSTANDING IS, WE ASK FOR FIVE, AND I UNDERSTAND THAT, BUT IT WAS SUGGESTED IT WAS -- BUT NOW IT IS POSSIBLY BACK TO WHERE IT WAS.
