WHEREAS SAINT GEORGE COUNTY PARKS AND RECREATION DEPARTMENT HAS 246 ACRES OF ACTIVE AND PASSIVE LAND WHICH IS 95 PARKS, 13 PROGRAMS, A BEAUTIFUL GOLF COURSE, 3000 ACRES OF CONSERVATION LAND AND 32 MILES OF COASTLINE. PROVIDING ACTIVE LIFESTYLES WITH SPACE FOR POPULAR SPORTS AS WELL AS HIKING TRAILS, SPINNING POOLS, AND MORE. THERE IS TIME SPENT IN NATURE. WHICH IMPACT MENTAL HEALTH. PROGRAMMING AND EDUCATION ACTIVITIES SUCH AS OUT OF SCHOOL TIME PROGRAMMING, VETERANS PROGRAMMING, SPECIAL EVENTS AND EDUCATION ARE CRITICAL TO CHILDHOOD DEVELOPMENT. WHEREAS PARKS AND RECREATION HELPS WITH RAISING PROPERTY VALUES AND IN FORAGING TOURISM AND MAINTAINING BUSINESSES. WHEREAS THE PARKS AND RECREATION DEPARTMENT CONTINUES TO EXPLORE NEW WAYS TO SERVE ST. JOHNS COUNTY AS THE POPULATION GROWS AND CHANGES. THERE FOR, BEER PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS IN ST. JOHN'S FLORIDA, JULY, 2020 4B DESIGNATED AS PARKS AND RECREATION MONTH. THIS 18TH OF

MY FRIENDS. IT ENHANCES OUR LIFESTYLE. IT MAKES ST. JOHNS COUNTY A GREAT PLACE TO LIVE. PEOPLE BRING THESE LIFESTYLE ENHANCING AMENITIES. THE MORE WE TALK ABOUT THE NEED FOR MORE FACILITIES. YOU GUYS ARE BRINGING US MORE FACILITIES AT LIGHTSPEED. I CANNOT SAY ENOUGH GOOD THINGS. IT IS MY PLEASURE AND MY HONOR TO PRESENT THE PROCLAMATION MAKING JULY NATIONAL PARKS AND REC'S MONTH.

>> OUR TEAM IS PROUD TO SERVE THOSE IN ST. JOHN'S COUNTY. WE ARE EXCITED TO SEE THE COMMUNITY. THIS ACT IS FOR PERSONAL HEALTH AND WELL-BEING. ONE OF THE MOST HEALTHY COUNTIES IN THE STATE AND ALSO THE COUNTRY. ACCESS TO THE PARKS LEAD TO ACTIVE COMMUNITY LIFESTYLES. IT CREATES A COMMUNITY GATHERING SPACE. SHE SAID THAT SHE IS PART OF THE CREEK SOFTBALL COMMUNITY. MANY PEOPLE COME OUT MAKE THEIR FRIENDS AND COMMUNITY OUT ON THE BOAT RAMPS. IF IT IS FISHING, PLAYING BALL, WATCHING THEIR KIDS PLAY BALL. THAT BECOMES PART OF THEIR COMMUNITY. THAT IS AN AMAZING THING TO WATCH HAPPEN. I WANT TO BE ABLE TO RECOGNIZE AS WE TALK ABOUT THE VALUE OF PARKS AND RECREATION, THERE IS A COMMITMENT TO EXPAND PARKS AND RECREATION ACCESS. WE HAVE MADE THAT FINANCIAL COMMITMENT ON THE CURRENT PARK SYSTEM.

THEY ARE LAUNCHING THE APP WHICH IS ANOTHER WAY LEARN MORE ABOUT ST. JOHNS COUNTY. HOW YOU CAN LEARN ABOUT THE HISTORY AND THE PROPERTY JUST BY LISTENING TO THE HISTORY ON THE APP. THAT WAS THE CORNERSTONE OF HIS VOLUNTEER WORK. COMMITTED TO HELPING KIDS LEARN, GROW AND MORE. LEADING TO THE FLOURISHING OF A MAJOR ATHLETIC ASSOCIATION. [Proclamation Recognizing the American Flag Rescue Program]

>> WHEREAS THE SOLID WASTE DIVISION DETERMINED A PROGRAM TO DECOMMISSIONING THE AMERICAN FLAG BEING A BENEFIT TO THE PUBLIC. THE AMERICAN FLAG A RESCUE PROGRAM WAS FOUNDED IN 2019 FROM CHRIS BENJAMIN FROM THE SOLID WASTE PROGRAM TO PROVIDE RESIDENTS TO A WERE TIRE FLAGS WITH HONOR AND RESPECT. THE PROGRAM TODAY HAS COLLECTED 11,000 FLAGS WITH FLAG COLLECTION BOXES THROUGHOUT ST. JOHNS COUNTY.

PARTNERING WITH THE COUNTY TO CONDUCT FLAG DECOMMISSION CEREMONIES. ON THIS DAY, JUNE 18TH, 2024 IN HONOR OF THE AMERICAN FLAG RESCUE PROGRAM RECOGNIZING THE VALUABLE SERVICE THEY PROVIDE TO THE SERVICES AND CITIZENS OF ST.

AMERICAN FLAG, MANY OF YOU HAVE PARTICIPATED WITH THE VETERANS COUNCIL. EVERY MEMORIAL DAY GIVING OUT SERVICEABLE FLAGS ON 1240 HEADSTONES HERE IN SAINT AUGUSTINE. THEN, AFTER WE COLLECT THOSE FLAGS BACK FROM THE HEADSTONES, WE GO THROUGH AND MAKE SURE THAT THEY ARE STILL SERVICEABLE. IF NOT, WE TAKE THEM TO THE VFW FOR COLLECTION AND FOR HONORABLE DISPOSAL. THE FLAGS ARE VERY IMPORTANT.

>> I WANT TO RECOGNIZE THE PROGRAM THAT SAW A NEED FOR THE COMMUNITY TO START THIS PROGRAM AND IT HAS ECLIPSED ALL EXPECTATIONS FOR THE COMMUNITY SINCE THE COMMENCEMENT OF THE PROGRAM. AND IT ALLOWS OUR RESIDENTS THE OPPORTUNITY TO HAVE FAITH AND CREDIT THAT THESE FLAGS WILL BE PROPERLY

DECOMMISSIONED. >> WHEN WE STARTED THIS PROGRAM IN 2018, WAS A PILOT PROGRAM AND WAS INITIATED BECAUSE PERSONNEL FOUND AMERICAN FLAGS IN A TRASH CONTAINER. THE CONCEPT OF PROVIDING A SAFE PLACE FOR AMERICAN FLAGS BETWEEN NOW AND THE TIME OF THE PROCLAMATION, WE HAVE 35 TOTAL LOCATIONS AND OUR OWN WEBSITE . WE WOULD LIKE TO THINK ACE HARDWARE. AS THE RESULT OF CLERK PADDIES -- I'M HERE TO TELL YOU THAT THIS CHANGE IN PROCEDURE PROTECTED SAINT JOHN'S COUNTY FROM A RECENT SCAM ATTEMPT. THE COUNTY EMPLOYEE NOTED A VENDOR WANTED TO UPDATE BANKING INFORMATION. THE EMPLOYEE DIRECTED THE VENDOR TO UPDATE THEIR INFORMATION FOR A NEW PLATFORM.

WHEN THE VENDOR CONTINUED TO CONTACT THE EMPLOYEE DIRECTLY, THEY DISCOVERED THAT THE SCAM ATTEMPT INVOLVED A MIRROR OF THE EMAIL ADDRESS. THE EMPLOYEE WENT AHEAD AND CONTACTED THE VENDOR CORRECTLY AND DISCOVERED IT WAS A BUSINESS EMAIL THAT WAS COMPROMISED AND THEY BLOCKED THE VENDOR AND THE EMAILS WERE SENT AND THEY CONFIRMED THAT EVERYTHING WAS A DEEP FAKE. THIS IS A CLASSIC EXAMPLE OF A BUSINESS EMAIL COMPROMISE. SHOWING WHY EVERYBODY'S EMAIL IS VALUABLE TO ANY OF THESE PERPETRATORS. THEY TAKE ADVANTAGE OF ANYTHING THEY CAN. WE WANT TO RECOGNIZE THE PURCHASING DEPARTMENT FOR THEIR DILIGENCE. WE HAD ONE OF OUR OWN EMPLOYEES RECEIVE A PHONE CALL SIMILAR IN NATURE AND AS SOON AS THEY DIRECTED THE PERPETRATOR TO LOG INTO PAYMENT WORKS TO UPDATE THEIR OWN INFORMATION, THEY HUNG UP AND GAVE UP. WE WANT TO THINK THE COMMISSION FOR THERE'S A WAR IN IMPLEMENTING THIS PROJECT AND SHOW THAT IT IS WORKING. HELPING TO PROTECT THE PUBLIC TRUST AND KEEPING TAX DOLLARS SAFE. THAT CONCLUDES MY

GOOD MORNING. >> GOOD MORNING MADAM CHAIR. I AM THE DIRECTOR OF INTERGOVERNMENTAL AFFAIRS. WE HAVE TIME TO DO THE LEGISLATIVE UPDATE NOW THAT THE BUDGET IS SIGNED. I LIKE TO PROVIDE AN OVERVIEW. THE LEGISLATIVE BUDGET WAS SIGNED BY THE GOVERNOR LAST WEEK. $116 BILLION WHICH IS A SLIGHT DECREASE THIS FISCAL YEAR.

THERE ARE 600 LOCAL PRODUCTS ACROSS THE STATE. WE WERE NOT SPARED. INCLUDED WAS THE DISTRICT 23 REGIONAL MEDICAL OFFICE. THE BEACH MAIN STREET IMPROVEMENTS IMPROVED BY 3.5 MILLION. HOWEVER, THERE IS GOOD NEWS. THAT IS 26.5 MILLION INTO ST. JOHNS COUNTY. 6.5 COUNTY ROAD 209. 7.5 FOR THE SOUTH BEACH PROJECT AND ANOTHER 225,000 FOUR STATE PROGRAMS. MOVING ONTO THE NEXT SLIDE, I WANT TO MENTION THE CONSERVATION PROJECT. THE GOVERNOR ALONG WITH THE LEGISLATURE HAS ADDED CONSERVATION FUNDS TO THIS YEAR'S BUDGET.THIS SECTION OF IMPLEMENTING LANGUAGE HAS APPROXIMATELY $40 MILLION. AS WE MOVE FORWARD INTO THE NEW FISCAL YEAR. THERE IS AN UN-EXTENDED BALANCE OF FUNDS WHICH WILL BE USED FOR LAYING -- LAND ACQUISITION. THE SPEAKER WAS ABLE TO ADD ST. JOHNS THIS YEAR. TO ENSURE THE POOL OF ELIGIBLE COUNTIES I COULD RECEIVE THESE FUNDS. THEY CAN BE USED IN THE FLORIDA FOREVER PROGRAM. THE FOREVER PROGRAM WILL DICTATE THE PROCESS. THE FAMILY LANDS IS ANOTHER GREAT OPPORTUNITY. WITH THE WORKING LAND CONSERVATION PROGRAM. $100 MILLION OF WHICH IS CURRENT FUNDING RIGHT NOW.

THAT IS COMING THROUGH THE SEMINAL GAMING COMPACT. I WANTED TO MENTION A FEW ITEMS ON THE FEDERAL REQUEST TO SHARE. THE FIRST ITEM IS THE FLOOD CONTROL SYSTEM. ST. JOHNS COUNTY REQUESTED 2.5 MILLION OF A FEDERAL MATCH TO BUILD THE CHANNELS. THIS WILL PROTECT ABOUT 10,000 RESIDENTS AND 3000 PROPERTIES. THE SECOND PROJECT IS THE AIRPORT PARTNERSHIP PROJECT. THE AIRPORT AUTHORITY AND ST. JOHNS COUNTY WORKING TOGETHER TO RESTRENGTHEN THE INFRASTRUCTURE ASSETS. THAT WOULD INCLUDE 4 MILLION OF THE CONSTRUCTED ACCESS. THE AIRPORT AUTHORITY WILL ALSO BE REQUESTING ASSISTANCE FROM THE STATE. WITH A PARTNERSHIP PROJECT. THE TOTAL BUILDOUT OF

THIS PROJECT IS $75 MILLION. TO PUT TOWARDS THIS PROJECT. THIS INCLUDES TAXIWAYS, HANGERS. I DON'T KNOW A LOT ABOUT AIRPORT INFRASTRUCTURE. THE HOPE IS THAT THIS PROJECT WILL BRING FULL-TIME JOBS. AND JUST TO GIVE YOU A FINAL UPDATE ON WHERE THINGS ARE. THE FLOOD CONTROL SYSTEM HAS PASSED AND IS HEADING TO THE HOUSE FLOOR. CURRENTLY IN COMMITTEE. THE GOAL FROM THE SPEAKER IS THAT IT WILL BE PASSED BEFORE AUGUST RECESS. OF COURSE, AS WE MOVE TOWARDS THE FALL. THE TIMING OF THE BUDGET IS STILL UP IN THE AIR. WE ARE VERY FORTUNATE THAT A GOOD PORTION OF THAT HAS BEEN COVERED BY THE AGREEMENT WITH FACT. THE ATTORNEYS FEES HAVE BEEN COVERED THERE. THERE ARE A NUMBER OF COMPONENTS OF OUR SYSTEM. WE HAVE THE HIGH-SPEED TABULATOR'S, WE PURCHASED THOSE IN 2016. THEY ARE GREAT, THEY ARE WORKFORCES. The subject properties currently consist of three developed parcels, parcel 11 (Plantation Park), parcel 18 (Administration Building), and parcel 19 (Plantation Recreational Facility), of the Julington Creek Master Development Plan. These parcels are part of the Julington Creek PUD and have a Future Land Use of Julington Creek DRI. The properties are located east of State Road 13 North and south of Race Track Road, directly abutting Davis Pond Boulevard and Durbin Creek Boulevard. The Bald Eagle Nest, SJ-07, is located southwest of the properties within a St. Johns River Water Management District Conservation Easement (O.R.B. 929 PG. 684) approximately 221’ from Davis Pond Boulevard to the north. The applicant desires to amend and restate the Julington Creek BEMP text to allow construction of recreational or commercial improvements within parcels 11, 18, and 19 of the Julington Creek Master Development Plan to be completed during the Bald Eagle Nesting Period. The text amendment now includes prohibition of the use of bright color schemes on the exteriors of the proposed recreational and commercial buildings which could create a visual impact on the Bald Eagle.
