SINCE THAT TIME ROTARY CLUBS HAVE BEEN A PARTNER IN THIS EFFORT WITH OPENING HOMES TO VISITING DELEGATES AND WE PUT TOGETHER A WEEK OF PROGRAMMING SO THEY CAN LEARN ABOUT AMERICA , DEMOCRACY AND ABOUT PARTICIPATORY GOVERNMENT. THESE WOMEN ARE HERE TO LEARN SPECIFICALLY ABOUT WOMEN LEADERS AND WE ARE THRILLED TO HAVE AN OPPORTUNITY TO CONNECT THESE BRIGHT AND PASSIONATE WOMEN WITH EXEMPLARY WOMEN LEADERS SO THEY CAN TAKE WHAT THEY LEARNED BACK TO ARMENIA AND IMPROVE THEIR COMMUNITIES AND THEIR COUNTRIES. [Public Safety Update]
[00:05:24]
THE PUBLIC SAFETY UPDATE, GOOD MORNING.>> GOOD MORNING COMMISSIONERS. DIRECTOR OF ST. JOHNS COUNTY SHERIFF'S OFFICE. WE HAD A BUSY LAST WEEK AND A HALF OR TWO WEEKS, SPRING BREAK, NO ISSUES IN OUR COUNTY BUT WE DID ASSIST ON MUTUAL A REQUEST FROM JACK SPEECH WITH THE TRAGIC INCIDENT FROM LAST SUNDAY NIGHT. WE HAD THE TURNER PLAYER CHAMPIONSHIP IN PONTEVEDRA THAT WENT WELL, WE ALWAYS HAVE THE TRAFFIC PROBLEM DURING THAT TIME OF YEAR SORRY FOR THAT BUT THERE'S REALLY ONLY THREE MAIN WAYS IN AND OUT. AND ON THE CORRECTIONS THEY HAVE HAD BOTH THEIR FACILITY AND MEDICAL INSPECTIONS, BOTH PASSED THIS MONTH WITH NO VIOLATIONS. NEXT INSPECTIONS WILL BE UNANNOUNCED STARTING IN JUNE UNTIL DECEMBER. WE DO NOT ANTICIPATE ANY PROBLEMS WITH THOSE. ALSO AS A REMINDER, RECOVERED THE OFFICE HERE GRAND OPENING LAST THURSDAY OR LAST FRIDAY AND THEY ARE NOW IN OUR COUNTY, LOCATED IN THE NORTH WINN-DIXIE PLAZA HELPING PEOPLE WITH OPIOID ADDICTION AND SUBSTANCE ABUSE PROBLEMS WITH PEER-TO-PEER COUNSELING AND THE OFFICE IS KNOWN AS DISCOVER AND RECOVER. SOMETHING YOU WANT TO BRING ATTENTION TO. DO YOU HAVE ANY QUESTIONS FOR ME?
THANK YOU, HAVE A GREAT DAY. >> YOU TOO.
>> GOOD MORNING. >> GOOD MORNING.
COMMUNICATIONS CHIEF, A BRIEF UPDATE TODAY FIRST AND FOREMOST I WANTED TO FOLLOW UP ON WHAT YOU MENTIONED TWO WEEKS AGO LIEUTENANT JUSTIN DAILY UNDERGOING SURGERY FOR A BRAIN TUMOR, REPORTING THAT SURGERY WAS COMPLETED. ALL RESULTS LOOK GOOD SO FAR, JUSTIN IS RECOVERING AT THIS TIME. STILL IN THE HOSPITAL BUT RETURNING HOME SOON. AGAIN VERY MUCH APPRECIATE YOUR PRAYERS AND ALL THE MESSAGES HE HAS RECEIVED FROM THE COMMUNITY AND FROM THE DEPARTMENT. THE FAMILY IS VERY APPRECIATIVE OF THAT. HE HAS A LONG ROAD AHEAD BUT WE ARE OPTIMISTIC AND CERTAINLY CONTINUE TO PRAY. SECONDARY, THIS PAST WEEK AS WE KNOW WAS TPC PLAYERS , A BUSY WEEK THE WEATHER WAS PHENOMENAL WHICH WAS VERY HAPPY RESULTING IN LARGE CROWDS, FOR US THAT MEANS A BUSY WEEK. IF YOU WERE AT THE EVENT YOU PROBABLY DID NOT SEE US BECAUSE THAT'S THE IDEA, WE WANT TO STAY ON SCENE, BUT WE WERE THERE WITH A LARGE FOOTPRINT IN LAW ENFORCEMENT, FIRE DEPARTMENT THE LOCAL HOSPITALS WITH A TOTAL OF HUNDRED EVENTS CALLS TAKING PLACE DURING THE PLAYERS RESULTING IN 22 TRANSPORTS. ONE OF THE THINGS THAT MAKES THAT A GOOD THING, KEEP THE NUMBER LOW IS WE DO A LOT OF MEDICAL CARE ON-SITE THROUGH PARTNERSHIP WITH THE HOSPITAL O WE ARE ABLE TO KEEP PATIENTS AND TREAT THEM ON SITE AND REDUCE THE NUMBER OF TRANSPORTS AS MUCH AS POSSIBLE. OBVIOUSLY A BIG PART OF THAT IS PARTNERSHIP WITH PUBLIC SAFETY AGENCIES ACROSS THE REGION TO MAKE THAT HAPPEN. THE LAST THING IS WITH SPRING BREAK HAPPENING THAT DOES MEAN WE BEGIN OUR MODIFIED STAFFING OF THE BEACH RELATED TO LIFEGUARDS. IF YOU ARE OUT ON THE BEACH PLEASE BE SAFE, WATER IS WARMING UP, PEOPLE ARE GETTING IN THE WATER. WE DON'T HAVE FULL TOWER STAFFING UNTIL MEMORIAL DAY WEEKEND , BUT WE HAVE ROAMING PATROLS AND CERTIFIED LIFEGUARDS AS WELL A SUPPORTIVE FIRE RESCUE CERTIFIED PERSONNEL WHICH WILL RESPOND. THAT'S THE END OF MY REPORT UNLESS THERE ARE ANY QUESTIONS.
>> YES, I WANT TO THANK YOU WE WERE AT THE PLAYERS AND MY HUSBAND IS IN A WHEELCHAIR BECAUSE OF ALS AND WE GOT STUCK IN THE ELEVATOR AND YOU GUYS CAME AND CALMED HIM DOWN AND DID SUCH A GREAT JOB I WANT TO THANK YOU.
>> COMMISSIONER. >> I WANT TO ADD, UNFORTUNATELY JACK SPEECH, JACKSONVILLE BEACH HAD A HUGE TRAGEDY SUNDAY EVENING WITH SEVERAL INJURED, IT SHOWS WHAT HAPPENS WHEN WE HAVE LARGE CROWDS AND WE HAD SUCH A BUSY WEEKEND. BETWEEN SPRING BREAK AND ST. PATRICK'S DAY, THE PLAYERS AND THE WEATHER CANNOT HAVE BEEN BETTER FOR THE BEACH ACTIVITY. I DON'T KNOW HOW THAT WAS ON THE NORTH END OF THE COUNTY, BUT ON THE OTHER END IT WAS COMPLETELY PACKED AND A GOOD JOB BOTH LAW ENFORCEMENT, FIRST RESPONDERS
[00:10:03]
AND LIFEGUARDS , THE WHOLE GROUP DOES SUCH A GREAT JOB AND I DON'T WANT IT TO GO UNNOTICED. SO THANK ALL YOURTROOPS THAT ARE OUT THERE. >> THANK YOU COMMISSIONER DEAN. ON A LIGHTER NOTE I WOULD LIKE TO SAY THANK YOU TO CHIEF WILSON FOR RESCUING THE OSPREY THAT GOT SO MUCH PUBLICITY. THERE HAVE BEEN MANY BIRDIE JOKES, SO YOU GUYS WERE

HERE ARE SOME UPDATES OF THE SITES WE HAVE DONE FOR THE WALKOVER REPLACEMENTS. HERE IS AN EXAMPLE OF BEFORE AND AFTER PICTURES AND YOU CAN SEE THE DIFFERENCE IN THE PRODUCT PROVIDED. A STURDIER PRODUCT, EASIER FOR THE BEACHGOERS BACK AND FORTH. LIKE A SAID TO REDUCE THE MAINTENANCE REQUIRED UPON FROM THE STAFF. ANOTHER EXAMPLE OF EAST PALMETTO AVENUE BEFORE AND AFTER PICTURES AND AGAIN A MUCH BETTER PRODUCT THAT WE ARE PRODUCING AND PUTTING OUT FOR THE PUBLIC.
[00:15:01]
PARKS AND RECREATION , TO THE BOARD SUPPORTS INVESTMENT OF $1.4 MILLION WITHIN PLAYGROUNDS THROUGHOUT THE COUNTY. THOSE INCLUDE CORNERSTONE PARK, NEW PLAYGROUND, COLLIER BLOCK REPLACEMENT PLAYGROUND PICTURED HERE. ADDITIONALLY WE DID SHADE COVERINGS AT SOME PLAYGROUND SITES INCLUDING HARRIS, DAILY ON CHORES AND WINDSWEPT ACRES. LAST FROM THE PARKS AND REC TEAM IS THIS BOARD APPROVED $10,000 TO ASSIST PARKS AND RECREATION DEPARTMENT. TO PUT TOGETHER A PROACTIVE CAMPAIGN TO REDUCE VANDALISM THAT IS OCCURRING WITHIN THE COUNTY PARKS. WE ARE STARTING THE LAUNCH OF THAT PROGRAM TAKING PRIDE IN PARKS THE ENJOY DON'T DESTROY CAMPAIGN WORKING ALONGSIDE PUBLIC AFFAIRS TO PUT TOGETHER THE CAMPAIGN WITH SOME INFORMATION FOR YOU ON THIS, IN FISCAL YEAR 23 WE HAD 191 WORK ORDERS THAT WERE SUBMITTED TO REPAIRING PROPERTY DAMAGE FROM VANDALISM WITHIN THE COUNTY PARKS. ADDITIONALLY, IN FISCAL YEAR 23 THE VANDALISM COST THE PARKS DEPARTMENT A TOTAL OF $63,000 IN DIRECT EXPENSE REPAIRS WITHIN THE PARKS. ALREADY IN FISCAL YEAR 24 WE HAD 46 WORK ORDERS AS WELL SO WE ARE LOOKING TO TAKE A PROACTIVE APPROACH AND HAVE THE COMMUNITY TOGETHER TO TAKE PRIDE WITHIN THE PARK SYSTEM AND BE ABLE TO ASSIST IN HELPING TO REPORT IF THERE ARE ISSUES SO WE CAN EITHER MAKE CHANGES AND ADJUST RIGHT AWAY OR WORK WITH THE SHERIFF'S OFFICE TO ADDRESS ANY ISSUES. WE ARE GOING TO HAVE A KICKOFF EVENT THAT WILL BE ON APRIL 5TH AT THE CREEK PARK AT 10:00 A.M. WORKING WITH PUBLIC AFFAIRS TO ESTABLISH A CAMPAIGN AND THAT WILL BE THE KICKOFF THERE WORKING CLOSELY WITH PARTNER ORGANIZATIONS AND PARK ADVOCATES TO CARRY ON THE CAMPAIGN FOR THE NEXT YEAR TO INCREASE PRIDE WITHIN COMMUNITY PARKS AND REDUCE VANDALISM THAT HAS OCCURRED.DIRECTOR. THIS MORNING I HAVE THE PLEASURE TO GIVE YOU AN UPDATE ON THE LITTLE FREE LIBRARY'S PROGRAM. WE HAVE SIX FREESTANDING LOCATIONS AROUND THE COUNTY AND TWO MOBILE BOOK MOBILES, IT IS A BIG COUNTY AND NOT EVERYONE HAS ACCESS TO MATERIALS ALL THE TIME. UNLESS YOU DOWNLOAD AND YOU ARE USING ONLINE CATALOG. WE HAVE WORKED WITH COMMUNITY PARTNERS INCLUDING PARKS TO PROVIDE WHAT WE CALL LITTLE FREE LIBRARIES.
THESE ARE POPULAR IN GATED COMMUNITIES AND NEIGHBORHOODS SO YOU MAY HAVE ALREADY SEEN SOME OF THEM. THIS IS A PROJECT THAT IS IN PARTNERSHIP WITH TWO OF OUR FRIENDS, THE FRIENDS OF MAINE LIBRARY AND THE FRIENDS OF PONTEVEDRA TO PROVIDE THOSE MATERIALS AND SPONSORED BY THE FRIENDS OF THE BOOKMOBILE PROJECTS. THEY PROVIDE FUNDING TO MAKE THE REPAIRS. THIS PROJECT WAS INITIATED SEVERAL YEARS AGO IN PARTNERSHIP WITH THE JUNIOR SERVICE LEAGUE AND SOME OF THOSE LITTLE FREE LIBRARIES HAVE SEEN A LOT OF WEAR AND TEAR, INCLEMENT WEATHER SO THEY NEED TO BE UPDATED AND PROVIDE ADDITIONAL OUTLETS. AS MENTIONED, WE HAVE A COUPLE , ESPECIALLY IN TREATY PARK AND , THE OLDER ONES ARE BEING PHASED OUT AND REPAIRED AS WE WORK WITH LOCAL ACADEMIES IN THE HIGH SCHOOLS TO PROVIDE THE SERVICE THAT BECOMES A PROJECT FOR THEM IN SCHOOL AND HELPING THE COMMUNITY BY UPDATING OR BUILDING NEW LITTLE FREE LIBRARIES. WE HAVE 20 OF THOSE AROUND THE COUNTY AND WE ARE LOOKING TO EXPAND. BOOKMOBILE STAFF, WHEN THEY ARE OUT ON THEIR ROUTES, THEY STOP BY THOSE LOCATIONS AND FILL UP THE BOXES. IN ADDITION WE HAVE PARTNERSHIPS WITH HHS AND SOME HEALTH DEPARTMENT OUTLETS IN THE FAMILY INTEGRITY . WE PROVIDE KIOSKS FOR PEOPLE TO TAKE A BOOK WHILE THEY ARE WAITING, WALKING TO TAKE IT HOME WITH THEM, THE IDEA IS YOU TAKE ONE AND YOU BRING ONE. WHEN YOU'RE DONE YOU RETURN IT AND THERE IS NO OVERDUE FINES AND SOMEONE ELSE IN THE COMMUNITY WILL THEN BENEFIT. THE LAST SLIDE HERE IS AN OVERVIEW OF THE COUNTY WHERE ALL THE LITTLE FREE LIBRARY OUTLETS WILL BE. OVER THE NEXT YEAR. ANY QUESTIONS?

MY VOICE TODAY. GOOD MORNING, UTILITIES DIRECTOR. ITEM TODAY IN FRONT OF YOU IS REQUESTING YOUR APPROVAL FOR A PUBLIC HEARING ON THE POTENTIAL ACQUISITION OF NORTH BEACH UTILITIES. WANTED TO OPEN THE PRESENTATION TODAY TO GIVE YOU A QUICK PERSPECTIVE OFF OF THE ACQUISITION HISTORY FOR THE COUNTY. FOR THE PAST 20 YEARS THE COUNTY HAS EXPANDED THE PROVISION OF PUBLIC WATER , SEWER AND RECLAIMED WATER SERVICES TO RESIDENTS BOTH ORGANICALLY AND THROUGH ACQUISITIONS COUNTYWIDE. SERVICE AREA MAP ON THE RIGHT-HAND SIDE SHOWS YOU , IT REFLECTS THOSE ACQUISITIONS AND SHOWS THE CURRENT LAYOUT OF THE DISTRIBUTION OF SERVICE PROVIDERS THROUGHOUT THE COUNTY. THE LIST ON THE LEFT SHOWS SEVEN ACQUISITION WE HAVE MADE FROM THE YEAR 2000 AND MOST HAVE BEEN PRIVATE UTILITIES , A COUPLE OF RECEIVERSHIP AND THE LAST IN 2018 WAS TO DISSOLUTION.
OVERALL THE COUNTY HAS ACQUIRED ABOUT 10,000 ACCOUNTS OVER THE LAST 20 YEARS. TODAY YOUR COUNTY UTILITY IS BY FAR THE LARGEST WATER SEWER THROUGHOUT THE COUNTY, CITY OF SAINT AUGUSTINE AND NON-COUNTY PUBLIC PROVIDERS. WE DO HAVE THREE PRIVATE UTILITIES INCLUDING NORTH BEACH THAT WE WILL BE DISCUSSING TODAY. NORTH BEACH IS A PRIVATE WATER SOURCE FRANCHISE AND SERVES ABOUT 1400 CUSTOMERS FOR WATER AND 1000 FEWER CUSTOMERS , SERVING 2500 TO 3000 COUNTY RESIDENTS COVERING THE BEACH PLUS A COUPLE OF COMMERCIAL ESTABLISHMENTS. THE MAP TO YOUR RIGHT GIVES YOU A CLEAR PERSPECTIVE OF THE SERVICE AREA FROM NORTH TO SOUTH WITH A SMALL PORTION ON THE SOUTHWEST PORTION THAT HAS BEEN THERE IS A SMALL HOMEOWNER UTILITY THAT IS NOT PART OF NORTH BEACH. JUST TO PUT IT IN PERSPECTIVE ON THE HISTORY OF WHAT WE HAVE DONE SO FAR WITH THE LEGWORK COMPLETED WE STARTED CONVERSATIONS WITH NORTH BEACH MANAGEMENT IN THE 2022, BOTH UTILITIES HAVE COMPLETED EVALUATION REPORT O O FOR THE COUNTY WITH MARKET VALUE TO ITS CONSULTANTS. WE HAVE INITIATED ASSESSMENT PRETTY MUCH INCLUDING ASSESSING CONDITIONS OF THE ASSETS THAT THE UTILITY HAS. WE HAVE ENGAGED WITH THE COUNTY ATTORNEY, OUR LEAD IN NAVIGATING US TOWARD THE PROCESS . WE INITIATED A DRAFT AND AGREEMENT WITH NORTH BEACH UTILITIES. THAT BRINGS US TO TODAY, CONSIDERATION OF THIS PUBLIC HEARING. UTILITY ACQUISITION ARE GOVERNED BY STATUTORY BY SECTION 125 - 3401 REQUIRING THAT A PUBLIC HEARING BE HELD WHICH SHOWS
[00:30:04]
PUBLIC INTEREST OF THE ACQUISITION THE UTILITY PRETTY MUCH BELIEVES THAT IS USUALLY. THE PURCHASE OF THE WATER AND SEWER UTILITY DETERMINES THE PURCHASE IN THE BEST INTEREST AND CERTAIN CONSIDERATIONS INCLUDING RATES, PURCHASE OF FINANCING RATES, CONTRACT AND CONDITIONS AND ASSESSMENTS HAVE TO BE IN THE BEST OF INTEREST, TWO THINGS WE BRING TO YOU ONE IS THE PUBLIC HEARING WE REQUEST MAY 7TH AND AT THAT POINT WE WILL COMPLETE A PUBLIC INTEREST REPORT THAT WOULD BE PRESENTED TO THE COMMISSION. BESIDES THIS, THE COUNTY HAS ITS OWN UTILITY ACQUISITION POLICY THAT WAS DONE AND ADOPTED AS RESOLUTION IN 2005. IT HAS THE SAME INTENT, PUBLIC INTEREST AND IT HAS ABOUT SEVEN SECTIONS OF THE POLICY THAT GOES THROUGH THOSE PUBLIC INTERESTS. A FEW OF THOSE I HAVE JOTTED DOWN, SOME OF THOSE MAKING SURE THERE IS WATER CONSERVATION AND PROTECTION OF THE ENVIRONMENT, SEEKING ECONOMY OF SCALE THROUGH THE PURCHASE AND MAKING SURE THE PURCHASE IS WITHIN FAIR MARKET VALUE. SHOULD THE BOARD MOVE FORWARD WITH THIS THESE ARE THE NEXT STEPS TODAY IS CONSIDERATIONS OF PUBLIC HEARING FOLLOWING THAT YOU WOULD COMPLETE ASSESSMENTS THAT WE INITIALLY STARTED, COMPLETE THE PURCHASE AND SALE AGREEMENT AND COMPLETE THE PUBLIC INTEREST REPORT . WE WOULD BE NOTICING ALL THE RESIDENCE AND THE COUNTY SHOULD THE BOARD MOVE FORWARD AND CONDUCT A PUBLIC HEARING ON MAY 7, THERE IS A 90 DAY DUE DILIGENCE FOLLOWING THAT WHICH INCLUDES ENTITLEMENTS, SALES , TRANSFER OF ASSETS AND SO FORTH DURING THAT PERIOD FOLLOWED BY CLOSING. THERE WILL BE A HEARING FOR PUBLIC ADOPTION OF RATES FOR THE UTILITY. IF THE BOARD HAS QUESTIONS I AM HERE TO ANSWER.THANK YOU. >> ANY QUESTIONS FROM THE
COMMISSION? >> ABSOLUTELY COMMISSIONER
>> IN THIS ARENA FOR A FEW YEARS AROUND THE STATE I WANT TO POINT OUT FOR WHAT IT'S WORTH, THIS IS VERY VERY VERY COMMON , THE PROCESS WHERE WE HAVE HAD SOME DEVELOPMENT ALL OVER THE STARTING IN THE 40S AFTER THE WAR AND THE 50S, 60S AND 70S. WE CREATED A NUMBER OF PRIVATE UTILITIES. WATER AND WASTEWATER UTILITIES. DELIVERY SYSTEMS, SMALL AND PINPOINT WITHOUT LOCAL AREA. THIS IS JUST ONE OF MANY MANY EXAMPLES AND AS POINTED OUT WE HAVE ACQUIRED A NUMBER OF PRIVATE UTILITIES IN THE COUNTY OVER TIME BECAUSE THEY SORT OF WERE PAST THEIR PRIME. THIS IS VERY MUCH IN THE PUBLIC INTEREST. THIS IS GOOD PUBLIC POLICY TO CONSOLIDATE THIS ECONOMY AND SCALE. WHERE WE CAN ADD THIS TO THE SYSTEM. I HAVE BEEN IN TOUCH WITH THE NORTH BEACH CIVIC ASSOCIATION AND THE HOMEOWNERS WHO HAVE URGED US TO MOVE FORWARD WITH THE NEED TO SUGGEST TO YOU THIS IS GOOD PUBLIC POLICY . I WANTED TO GIVE THAT BACKGROUND BECAUSE I HAVE HAD COMMUNICATION WITH THE OWNER OVER THE LAST SEVEN YEARS WE REACHED OUT AND THOSE HOMEOWNER GROUPS NORTH BEACH , THEY ALL SEE THIS AS SOMETHING WE REALLY NEED TO DO. FOR ONGOING LONG-TERM INTEGRITY OF THE SYSTEM.
>> THANK YOU COMMISSIONER. APPRECIATE THE HISTORY.
COMMENTS OR QUESTIONS? >> NOW OPENING UP PUBLIC, AGENDA ITEM NUMBER ONE PLEASE COME FORWARD STATE YOUR NAME AND ADDRESS FOR THE RECORD. YOU WILL BE GIVEN THREE MINUTES.
DON'T NOTICE ANYTHING AFTER WHAT COMMISSIONER DEAN SAID BUT I WANTED TO SAY AND CONFIRM I HAVE BEEN A RESIDENT OF THIS AREA 10 YEARS. THE FAMILY THAT OWNED THE PRIVATE UTILITY HAS BEEN VERY RESPONSIVE. WE HAVE ENOUGH COMMERCIAL DEVELOPMENT IN THE AREA THAT I THINK IT IS PUTTING A GREAT DEAL OF STRESS ON THE PRIVATE UTILITY AND WE SUPPORT THE ACQUISITION OF THESE UTILITIES.
[00:35:04]
QUESTION IS AND I WILL BE QUESTIONING IN MAY OR WHENEVER YOUR LISTING IS MONEY, AS LONG AS SALES TAX DOESN'T GO UP THAT IS GREAT AND IF NORTH BEACH AND VILLANO BEACH, WILL THEY BE THE ONES PAYING FOR THIS? HOW WILL THIS AFFECT OUR BILLS AND THE ENTIRE COUNTY AND I APPRECIATE WHAT WAS SAID, BUT THERE ARE MORE SPECIFICS AND I'M SURE HE WILL GET THOSE ANSWERS AND I WILL BE TALKING WITH HIM AND I HOPE THERE WILL BE OTHER PEOPLE ZEROING IN ON THE FACT OF THE FINANCING OF THIS TAKEOVER ON THE BEACH. THANK YOU.>> QUICK RESPONSE. THAT IS A GREAT QUESTION. YOU RAISE A VERY GOOD QUESTION. I THINK THE ANSWER IS FIRST OF ALL THIS WILL NOT IMPACT TAXES THIS WILL IMPACT THE ZONE , THE UTILITY AND IT MAY IMPACT CUSTOMER RATES OR IT MAY NOT.
THIS IS ONLY THE FIRST STEP AND WE WILL HAVE THAT DOWN THE ROAD AFTER THIS PUBLIC HEARING IF WE ESTABLISH IT. WE WILL HAVE THE ULTIMATE DECISION BASED ON WHAT WILL BE PRESENTED, THE NUMBERS AND THE DOLLARS TO DETERMINE WHETHER OR NOT IT IS IN THE BEST INTEREST OF THE COUNTY TO GO FORWARD.
THIS IS SIMPLY THE INITIAL FIRST STEP FOR US TO DECIDE IF WE SHOULD HAVE A HEARING ON THIS AND THEN MAKE THAT
DECISION. >> ANYONE ELSE PUBLIC COMMENT AGENDA ITEM NUMBER ONE? WITH NONE WE WILL CLOSE PUBLIC
COMMENT. >> BACK TO THE BOARD FOR FURTHER DISCUSSION OR QUESTIONS, DO WE HAVE A MOTION?
>> ON ONE MOTION TO AUTHORIZE COUNTY ADMINISTRATOR DOES IN A COMPLETE UTILITY ASSESSMENT FOR THE PROPOSED ACQUISITION OF NORTH BEACH UTILITIES BY ST. JOHNS COUNTY TO NEGOTIATE AND PREPARE PROPOSED PURCHASE AND SALE AGREEMENT FOR SUCH ACQUISITION WITH ASSISTANCE OF COUNTY ATTORNEY SUBJECT TO
>> I AM ALMOST THERE. AND TO NOTICE PUBLIC INTEREST HEARING REQUIRED UNDER SECTION 125.3401 FOR THE REGULARLY SCHEDULED BOARD OF COUNTY COMMISSIONERS MEETING ON MAY 7, 2024.

For more information, contact Benjamin Powelson, Engineer at 904 209- 0666]
FURTHER DISCUSSION PLEASE VOTE . THAT PASSES 5-0. THANK YOU.NUMBER EIGHT. GOOD MORNING. >> GOOD MORNING. ASSISTANT DIRECTOR TRANSPORTATION ITEM 1A IS THE CONTENT ITEM FOR A ROAD VACATION FOLLOWING STATE STATUTE TO SET A HEARING DATE FOR A HEARING , THE PUBLIC HEARING SO THE ONLY DECISION IS TO SET THAT AGENDA DATE OR TO GO TO THE PUBLIC HEARING TO HEAR ON THE APPEARANCE OF THE ACTUAL VACATION. IF YOU HAVE
OTHER QUESTIONS I AM HERE. >> OKAY, COMMISSIONER
WHITEHURST. >> HAVING HEARD , THIS IS JUST TO SET A DATE FOR THE PUBLIC HEARING TO HAVE ANY IDEA THE INTENT OF THE LANDOWNERS THAT WE WILL BE GIVING RIGHT-OF-WAY TO? DO WE HAVE PLANS WITH THE LAND?
>> YES AND I DON'T RECALL IT WAS IN THE PACKET, IT WILL BE IN THE PACKET THAT GOES TO YOU FOR THE HEARING. THEY WILL TAKE THE PROPERTY TO THE AFFECTED HOMEOWNERS AND USING FOR SHARED DRIVEWAY LOCATION TO ACCESS THE HOMES ON THOSE LOTS.
>> COMMISSIONER JOSEPH. >> I PULLED THIS BECAUSE FIRST OF ALL I HAVE PICTURES OF THE AREA AND THEN I WANT TO SHOW YOU THE ONE NOTIE SENT TO THE HOMEOWNER.
HERE IS THE PICTURE WHERE THEY ARE TAKING SCENIC A1 A AND EVERY PIECE OF LAND THEY CAN FIND, PUTTING UP GIANT HOMES WITH DRIVEWAYS GOING ONTO A ONE A AND THAT PIECE IS THE ONE THEY WANT TO CLICKER AND PUT TWO MORE HOMES IN THERE WITH HER OWN LITTLE ROADWAY BECAUSE THEY DID NOT WANT TO ACCESS A1-A. SO IT IS A ROAD WE WILL NOT REALLY HAVE BUT STILL HAVE.
THE POINT OF IT WAS I WAS GOING TO PUT UP THE LETTER TO THE HOMEOWNER THAT SAID THE MEETING IS APRIL 1ST. I KNOW THIS MEETING IS TO SET THE MEETING. I WANT EVERYONE TO KNOW WHEN IT IS AND IT IS NOT THE FIRST. IT IS APRIL 16TH AT 9:00 A.M. SO THAT'S WHY I PULLED THIS SO THE ACTUAL
[00:40:05]
INFORMATION IS THERE AND IT IS CORRECT. THAT'S IT. I MEAN,>> I'M SORRY MA'AM. THAT IS THE NOTICING FOR THE HEARING THAT IS A MANDATORY HEARING FOR THIS VACATION BECAUSE IT TAKES PLACE IN PART OF A ZONING SO THAT'S THE NOTICING FOR
THAT HEARING. >> RIGHT, WHEN I HAD MY MEETING WITH STAFF, THE ATTORNEY SAID THIS IS ONLY ON HERE SO PEOPLE KNOW WHEN IT IS. SO I AM POINTING OUT WHEN IT IS SO NOBODY IS CONFUSED THAT IS ON THE AGENDA FOR THE FUTURE AND THEY CAN COME IF THEY WOULD LIKE TO SAY ANYTHING ABOUT IT.
QUESTIONS FROM THE BOARD. PUBLIC COMMENT?
>> WE WILL NOW OPEN A PUBLIC, AGENDA ITEM 1A, PLEASE COME FORWARD STATE YOUR NAME AND ADDRESS FOR THE RECORD, YOU WILL BE GIVEN THREE MINUTES.
ADDRESS ] I WANT A LITTLE CLARIFICATION. SO THERE IS A HEARING AT ON THE FIRST AND ANOTHER HEARING THAT IS HERE ON THE 16TH? TWO SEPARATE THINGS? THAT'S ALL I WANTED TO KNOW,
THANK YOU. >> THANK YOU, ANYONE ELSE PUBLIC, AGENDA ITEM 1A? WITH ON WE WILL CLOSE PUBLIC
COMMENT. >> BACK TO THE BOARD FOR DISCUSSION OR A MOTION, COMMISSIONER JOSEPH.
>> MOTION TO ADOPT RESOLUTION 2024- 126 AUTHORIZING NOTICE REQUIRED BY SECTION 3, 36.10 FOR PUBLIC HEARING APRIL 16TH 2024 9:00 A.M. OR AT A DATE AND TIME SOON THEREAFTER TO HEAR REQUEST FOR VACATION OF A UNOPENED SECOND STREET NORTH

THE SAME WEEKEND ON SUNDAY THIS IS THE LEADERSHIP TEAM YOU'RE LOOKING THAT I WANTED TO THANK SEAN, VERY QUICKLY WITHOUT HESITATION TAKING ON THIS ROLE , HE ALWAYS PUTS HIMSELF OR PUTS THE COMMUNITY AND THE NEED OF THE COMMUNITY IN FRONT OF HIMSELF. HE VERY QUICKLY MOBILIZED HIS LEADERSHIP TEAM THE IMPRESSIVE TEAM, I WOULD LIKE TO THANK THEM. CHIEF JEREMY , CHIEF WILSON, CHIEF STEPHANIE WHALEY. OF COURSE CAPTAIN DAVID STEVENS. [00:45:05]
I FEEL SO BLESSED AND SAFE TO PUT MY SAFETY AND MY FAMILY SAFETY IN THESE PEOPLE'S HANDS UNDER THE LEADERSHIP OF SEAN MCGEE. I SHARED THIS WITH MANY STAKEHOLDERS , INTERNAL STAFF AND OUR COMMISSIONERS THAT HE IS OF MANY THINGS, THE MOST DEPRESSING THING A QUALITY HE HAS IS THAT HE ALWAYS ALWAYS PUTS THE SAFETY OF THE TEAM AND ALSO THE COMMUNITY IN FRONT OF EVERYTHING ELSE HE IS FULLY COMMITTED TO TAKE US TO THE NEXT LEVEL. >> THEY GIVEN THE OPPORTUNITY. I WOULD LIKE TO THANK THE BOARD AND ADMINISTRATION FOR THE OPPORTUNITY. HONOR AND PRIVILEGE TO BE AT THE BEST FIRE DEEPER IN FLORIDA. NEVER WAS MY ASPIRATION TO BE HONEST, BUT IT HAPPENED AND I'M GLAD IT DID. TO THANK YOU FOR GETTING THIS RIGHT. I HAVE PUT ON FOR YEARS WHEN WE CONFIRM APPLICANTS FOR MANAGEMENT POSITIONS FROM THE COUNTY COMMISSIONERS WE ARE REQUIRED BY LAW TO HAVE VOTER CONFIRMATION. YOU WERE DOING THAT NOW AND I SALUTE FOR GETTING IT RIGHT. FOR YEARS WE HAVE CONFIRMED PEOPLE LIKE THE MANAGEMENT DIRECTOR AND THE HR DIRECTOR NOT EVEN ON THE AGENDA. THEY WERE THAT SNEAKY. SEVERAL COUNTY ADMINISTRATORS, THANK YOU FOR GETTING THIS RIGHT AND THANK YOU FOR READING THE STATUTE AND KNOWING A VOTE ON CONFIRMATION MEANS YOU PUT IT ON THE AGENDA, YOU SURE THE RESUME, YOU SHARE THE QUALIFICATIONS AND YOU DON'T JUST SNEAK IT IN AT THE END THAT COUNTY ADMINISTERED OF COMMENTS WHICH IS HOW THANK YOU.
WOULD LIKE TO SAY CONGRATULATIONS AND THANK YOU FOR SERVING. I WANT TO TAKE THIS OPPORTUNITY TO ASK FOR THE AMBULANCE AT STATION SIX. CONGRATULATIONS.

SINCE WE PULLED ITEM NUMBER THREE, MOVING ON ITEM NUMBER FOUR.GEORGE HUDDLESTON. >> AFTER STOPPING SORRY. MY
FAULT, COMMISSIONER JOSEPH. >> NO MEETINGS.
>> THANK YOU, MEETING WITH SMITH AND STAFF TO DISCUSS THE
PROJECT. >> WE HAVE HAD A CONVERSATION ABOUT IT. COMMISSIONER WHITEHURST.
>> YESTERDAY AFTERNOON FIVE-MINUTE PHONE CALL , WE DISCUSSED SOME TRANSPORTATION CONCERNS THAT STAFF EXPRESSED AND DISCUSSED SOME SOLUTIONS AND ZONING OF THIS PARCEL.
>> COMMISSIONER DEAN. >> I BELIEVE LAST THURSDAY I MET WITH ELLEN AVERY SMITH AND STAFF TO DISCUSS THE PROPOSAL WITH THOSE ISSUES LIKE TRAFFIC ON 16.
>> MY APOLOGIES. >> I APOLOGIZE, I SHOULD KNOW BY NOW AFTER ALL THIS TIME. AGAIN, I WANT TO, THIS PROPERTY IS OWNED BY MEMORIAL HEALTHCARE GROUP AND WILL TALK ABOUT PROPOSED USE IN A MINUTE, WITH ME IS GEORGE HUDDLESTON A CIVIL ENGINEER FROM CATALYST DESIGN GROUP WORKING WITH ME ON SITE ACCESS AND OTHER ISSUES WHICH WE WILL TALK ABOUT IN A MINUTE. THE PROPERTY IS THIS TWO ACRES NORTHEAST CORNER OF STATE ROAD 60 AND WHAT IS WOODLAWN ROAD, TO SHOW YOU A LITTLE BIT ON THE AERIAL PHOTOGRAPH, THERE IS A SHOPPING CENTER, A CAR WASH, A GAS STATION IN THE PUBLIC SHOPPING CENTER SOUTHWEST CORNER. FLORIDA HIGHWAY PATROL SOUTH STATE BANK ON THE NORTHWEST CORNER. THIS IS A COMMERCIAL CORNER AT 16 AND WOODLAWN. YOU CAN SEE ST. JOHNS RIVER STATE COLLEGE. THIS IS THE SYMPHONY ASSISTED LIVING FACILITY SO THAT'S KIND OF THE TREND IN THE AREA OF DEVELOPMENT. FUTURE LAND USE DESIGNATION OF THE PROPERTY IS RESIDENTIAL C AND THAT COULD EITHER BE RESIDENTIAL USE UP TO SIX UNITS PER ACRE SO THERE COULD BE 12 TOWNHOMES OR WHATEVER RESIDENTIAL UNITS ON THE PROPERTY AND IT ALLOWS COMMUNITY COMMERCIAL USE INCLUDING GAS STATIONS, RESTAURANTS AND THAT KIND OF THING. RIGHT NOW ZONING IS RS 3 AND WE'RE HERE TO ASK YOU TO REZONE THE PROPERTY FOR VERY SPECIFIC USE. SO, IN THE TEXT IS VERY SPECIFIC AND WE HAVE WORKED THIS THROUGH WITH YOUR STAFF. THE REQUEST IS TO ALLOW MAXIMUM OF 90,000 SQUARE FEET FREESTANDING EMERGENCY ROOM.
NOT A HOSPITAL, FREESTANDING EMERGENCY ROOM WHERE IF YOU'RE INJURED BUT NOT ENOUGH FOR THE HOSPITAL YOU PUT YOURSELF YOU NEED STITCHES OR WHATEVE IT IS THIS IS FREESTANDING EMERGENCY ROOM WITH MEDICALOFFICES AND OTHER ANCILLARY OFFICE AND NO OTHER USE PERMITTED. NO RESTAURANTS OR GAS STATIONS OR ANYTHING ON A RESIDENTIAL C LAND-USE. AND FOR THE SITE PLAN, YOU CAN SEE THIS AND I WILL SAY THIS SITE HAS NOT BEEN ENGINEERED WE SHOWED YOU THE APPROXIMATE LOCATION OF THE MAXIMUM 19,000 SQUARE FEET. STATE ROAD 16 AND WOODLAWN.
YOU CAN ALSO SEE THE BUFFERS BECAUSE THERE IS A RESIDENT TO THE NORTH. THERE IS THE ASSISTED LIVING FACILITY TO THE EAST AND THAT KIND OF THING, BUT YOU CAN SEE THE BUFFERING.
[00:55:04]
THE ONLY THING YOU DON'T SEE ON THIS IS PARKING AND STORM WATER LOCATIONS THAT'S THE REASON FOR THE WAIVER AND THE TEXT BUT THIS IS GENERALLY THE PLAN. RELATED TO SITE ACCESS MR. HUDDLESTON CAN COME FORWARD AND TALK WITH YOU ABOUT THIS IF YOU WANT TO. D.O.T. WILL NOT ALLOW ACCESS INTO THE SITE FROM STATE ROAD 16. SO THE AXIS WILL BE ON WOODLAWN ROAD. WHEN THIS APPLICATION WAS PRESENTED TO STAFF, ONE OF THE COMMENTS WAS WE ARE CONCERN ABOUT THE ACCESS ON WOODLAWN ROAD. FIRST IT'S THE ONLY ACCESSIBLE BECAUSE D.O.T. WILL NOT ALLOW ACCESS OFF 16. YOU HAVE A TRAFFIC STUDY FROM A FLORIDA LICENSED TRAFFIC ENGINEER THAT IS IN THE APPLICATION PACKAGE THAT TALKS ABOUT , THERE IS CAPACITY ON WOODLAWN AND STATE ROAD 16 FOR THE PROJECT. WE ALL RECOGNIZE THE FACT THAT A PEAK HOUR SOMETIMES THERE IS STACKING OF CARS ON WOODLAWN ROAD. MEMORIAL IS AWARE SO IF THERE NEEDS TO BE ACCESS DURING PEAK HOURS IT ALL TO BE RIGHT IN AND OUT TRAFFIC MOVEMENT.MOST OF THE TIME EXCEPT FOR ONE AND HALF HOURS IN THE MORNING AND IN THE EVENING, THERE IS PLENTY OF OPPORTUNITY TO TURN LEFT SOUTHBOUND ONTO WOODLAWN, THIS IS ALL IN TRAFFIC STUDY, BUT GEORGE CAN COME TESTIFY IF YOU WANT HIS EXPERT TESTIMONY.
AND THEN ALSO IN THE PUD TEXT IT SAYS THE APPLICANT WILL WORK WITH YOUR STAFF DURING CONSTRUCTION APPROVAL TO BUILD WHATEVER TURN LANES AND WORK THROUGH THE SITE ACCESS AS THOSE GO THROUGH CONSTRUCTION PLANS. SO AGAIN THE WHOLE IDEA IS, THIS IS FREESTANDING EMERGENCY ROOMS, NOT CONSTANT AMBULANCES LIKE IF IT WERE EMERGENCY DEPARTMENT AT A HOSPITAL. AND THEN MEDICAL OFFICE. SO I'M JUST RESPONDING TO THE COMMENT IN THE STAFF REPORT WHICH WE THOUGHT WE WORK THROUGH. WHICH I THINK WE ARE BECAUSE STAFF SIGNED OFF ON THE COMMENT. SO, STAFF DOES NOT SAY ANYTHING IN THE STAFF REPORT TO OBJECT. WE GOT UNANIMOUS RECOMMENDATION OF APPROVAL WHICH WAS GREAT SO WE WOULD RESPECTFULLY REQUEST THAT YOU ALLOW THIS PUD REZONING TO OCCUR FOR THIS SPECIFIC USE. WE ARE BOTH HERE TO ANSWER WHATEVER QUESTIONS
YOU MAY HAVE. >> COMMISSIONER WHITEHURST.
>> 19,000 SQUARE FEET FREESTANDING EMERGENCY ROOM.
ANY POTENTIAL FOR OVERNIGHT BEDS?
>> NO. AND ACTUALLY , I THOUGHT I REFERENCED THE WAIVER. FOR THE RECORD. WE DO HAVE THE WAIVER FOR THE MASTER DEVELOPMENT PLAN DETAIL BECAUSE THERE ARE NOT PARKING SPACES FOR STORM WATER PONDS AND THAT KIND OF THING. TYPICALLY AS ALLOWED IN THE LAND DEVELOPMENT CODE YOU CAN HAVE INCREMENTAL MASTER DEVELOPMENT PLAN THAT GOES IN WITH CONSTRUCTION PLANS SO THAT'S WHEN ALL THE PARKING SPACES AND STORM WATER POND AND ALL OF THAT WILL BE SHOWN THROUGH INCREMENTAL MASTER DEVELOPMENT PLAN AS WELL THE SITE ACCESS POINTS. OR THE POINT, ONLY ONE. NOW I GOT SIDETRACKED. THE IS A FREESTANDING EMERGENCY DEPARTMENT LIKE BAPTIST IS DOING AT THE OLD OUTLET MALL OFF OF STATE ROAD 16 E. OF 95 .
A LOT OF THE HEALTHCARE COMPANIES DO NOT HAVE HOSPITALS, THEY HAVE FREESTANDING EMERGENCY DEPARTMENTS WITH MEDICAL OFFICES SO YOU CAN GO AND SEE A DOCTOR JUST LIKE ON ONE OF YOUR LOCAL NEIGHBORHOOD DOCTOR IS. YOU HAVE A CHILD WHO IS HURT, TAKE THE CHILD TO THE FREESTANDING EMERGENCY TO SEE THE DOCTOR WITHOUT GOING TO THE EMERGENCY ROOM AND THE HOSPITAL. IT IS CHEAPER AND FASTER. THERE IS NO INTENT TO HAVE OVERNIGHT STAY. IT IS NOT A HOSPITAL. IF SOMEBODY NEEDS THE HOSPITAL, THEN THEY CAN EITHER GO TO THE HOSPITAL THEMSELVES , THE FAMILY CAN DRIVE THEM OR THEY CAN CALL THE AMBULANCE AND THE AMBULANCE CAN TRANSPORT THEM FROM THIS FACILITY TO WHATEVER HOSPITAL THEY NEED FOR CARE. GEORGE CAN TALK ABOUT , THERE ARE ABOUT 1.8 TRIPS PER DAY THAT HCA HAS FROM ITS FREESTANDING EMERGENCY DEPARTMENT . 1.8 TRIPS BY AMBULANCE PER DAY.
THEY ALSO HAVE PATIENTS AND DOCTORS COMING IN AND OUT AND HOPEFULLY PEOPLE IN THE AREA ARE HAPPY TO HAVE MEDICAL CARE
IN THEIR COMMUNITY. >> THANK YOU, COMMISSIONER
JOSEPH. >> ARE AMBULANCES GOING TO GO
[01:00:02]
THERE TO DROP THEM OFF OR TO TRANSFER?>> ONLY TO TRANSFER. THANK YOU.
>> OKAY ANY OTHER QUESTIONS FROM THE COMMISSION? WITH NON-WE WILL GO TO PUBLIC COMMENT.
>> PUBLIC COMMENT AGENDA ITEM NUMBER FOUR. IF YOU LIKE TO SPEAK ON AGENDA ITEM NUMBER FOUR COME FORWARD STATE YOUR NAME AND ADDRESS FOR THE RECORD. YOU WILL BE GIVEN THREE MINUTES. SEEING NONE WE WILL CLOSE PUBLIC COMMENT.
>> OKAY COMMISSIONER DEAN. >> MOTION IF I MAY, TO ENACT ORDINANCE 2024 PUD 2023-20 STATE ROAD 16 MEDICAL AND COMMERCIAL PUD BASED UPON NINE FINDINGS OF FACT AS PROVIDED
IN THE STAFF REPORT. >> WE HAVE A MOTION AND A SECOND. NO FURTHER DISCUSSION PLEASE VOTE. THAT PASSES 5-0.
CONGRATULATIONS. AGENDA ITEM NUMBER FIVE.
ANYONE HERE FOR AGENDA ITEM NUMBER FIVE, MR. MILLER.
[6. First Reading of proposed Ordinance to establish a boating restricted area at the double-blind curve on Pablo Creek.]
OKAY NOTHING ANYBODY HERE WOULD YOU RECOMMEND WE MOVE ON TO NUMBER SIX? OKAY. NUMBER SIX.>> LOOK AT ME COMING DOWN EARLY FOR SIX. I AM PRESENTING THE FIRST READING OF THE PROPOSED ORDINANCE TO ESTABLISH A BOATING RESTRICTED AREA ON PABLO CREEK. I WANT TO BRIEFLY GO THROUGH THE STATUTORY FRAMEWORK SINCE WE'VE HAD A COUPLE RESTRICTION AREAS TO GET US IN THE PROPER POSTURE. SECTION 320 746 PROVIDES THE FRAME FOR ESTABLISHING BOATING RESTRICTION AREAS.
RESTRICTIONS MUST BE NECESSARY TO PROTECT SAFETY OF THE PUBLIC, BASED ON ACCIDENT, VISIBILITY, HAZARDOUS CURRENTS OR WATER VESSELS OR OTHER NAVIGATIONAL HAZARDS. SECTION 1B ALLOWS A COUNTY TO UNILATERALLY ESTABLISH BOATING RESTRICTION A FOR AREAS ADJACENT TO BIG STRUCTURES THAT IMPOSE INHERENT NAVIGATION RISK WHICH WE HAVE DONE PREVIOUSLY SUCH AS BRIDGES, RENTS, OR OTHER WATERWAYS LESS THAN 75 FEET IN WIDTH. 1C COUNTY CAN ESTABLISH A RESTRICTED AREA NOT GOVERNED BY 1B BY SUBMITTING APPLICATION TO FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION. YOU MUST PROVIDE COMPETENT SUBSTANTIAL EVIDENCE THAT THE ORDINANCE IS NECESSARY TO PROTECT TRAFFIC SAFETY. UNDER 1C IF YOU'RE WITHIN 300 FEET OF A CONFLUENCE OF WATER BODIES PRESENTING A BLIND CURVE OR OTHER SUCH AREA OF OBSTRUCTION DIVISIBILITY . BACKGROUND. REMEMBER IN MAY OF 2023, WE ESTABLISHED A RESTRICTION AREA AT THE BRIDGE OF PABLO CREEK AT THE SAN PABLO BRIDGE UNDER SECTION 1B SO WE DO NOT REQUIRE AUTHORIZATION. LATER IN THE YEAR IN OCTOBER, THE BOARD GAVE CONSENT TO PURSUE A BOATING STATION AREA AT THE BLIND CURVE AT PABLO CREEK WHICH DID REQUIRE APPLICATION TO FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION. WE HAD TO COMPLY WITH SECTION 1C 2 A AND RULE 62 D -21.
RECOMMENDATION OF COUNTY STAFF, FROM PARKS AND RECREATION DID A GREAT JOB CONDUCTING FIELDWORK AND COMPLETED LINE OF SIGHT STUDY TO DEMONSTRATE INTERVENING OBSTRUCTIONS DIVISIBILITY. ADDITIONALLY AS REQUIRE THE COUNTY CONSULTED WITH THE INLAND NAVIGATION DISTRICT, COAST GUARD, ARMY CORPS OF ENGINEERS AND THE SHERIFF'S OFFICE. DURING THAT PROCESS, IT WAS DETERMINED TO INCLUDE AREA BETWEEN THE EXISTING BOATING RECEPTION AREA AT THE SAN PABLO BRIDGE AND THE PROPOSED. THE GAP AREA WAS NECESSARY BECAUSE YOU WOULD HAVE A RESTRICTION AREA AT THE CURVE AND ONE AT THE BRIDGE AND ACCELERATION AND THEN DECELERATION IN A SHORT PERIOD OF TIME TO BE PUBLIC SAFETY HAZARD SO WE INCLUDED THAT AND THEY AGREED. APPLICATION WAS COMPLETED AND APPROVED IN FEBRUARY BY FWC, NOW WE ARE MOVING FORWARD WITH ORDINANCE. THIS IS THE FIRST READING OF THE PROPOSED ORDINANCE WITH NO ACTION REQUIRED, THIS WILL COME BACK ON A SECOND READING AND FINAL ACTION IN THE APRIL 16TH
MEETING. ANY QUESTIONS? >> I JUST WANT TO SAY THANK YOU VERY MUCH INTO THE TEAM I KNOW THIS HAS BEEN A LOT OF WORK
[5. Public Hearing * REZ 2023-31 Biera Mar Lots.]
PUTTING THIS RIGHT WITH ALL THESE GROUPS TO THE TABLE. DO WE NEED TO HEAR PUBLIC COMMENT ON THIS ITEM? BECAUSE THERE IS[01:05:03]
NO ACTION? OKAY. THANK YOU. OKAY BACK TO NUMBER FIVE.MOVING FAST TODAY, SORRY. >> THANK YOU SO MUCH FOR YOUR TIME. NICE WORK ON MOVING SWIFTLY. I AM HERE ON BEHALF OF THREE SEPARATE PROPERTY OWNERS. SUCK MY APOLOGIES, NOT SO FAST. SORRY, COMMISSIONER JOSEPH?
>> NO MEETINGS. >> COMMISSIONER ALAIMO NONE I MYSELF HAVE NO MEETINGS COMMISSIONER WHITEHURST NO MEETINGS MISSION OR DEAN NONE. THE FLOOR IS YOURS.
>> REALLY APPRECIATE. THERE IS THREE SEPARATE PROPERTY OWNERS ON THE PARCEL. WE ARE REQUESTING TO REZONE THE LAND FROM CG TO RS 3. THE PROPERTY IS LOCATED N THE BUTLER BEACH SECTION OF ANASTASIA ISLAND. WE ARE PROPOSING TO BUILD THREE SINGLE-FAMILY RESIDENCES ON THIS PARCEL. THE FUTURE LAND USE IS RESOLUTION C. LIKE I SAID IT IS CURRENTLY ZONED CG.
HERE IS A AERIAL MAP , YOU CAN SEE WHERE IT'S LOCATED JUST DOWN FROM THE WATER TREATMENT CATTY CORNER ACROSS THE STREET FROM THE CATHOLIC CHURCH. HERE IS A COUPLE OF THE PROPOSED SITE PLANS, THEY ALL FOLLOW THE SAME SYMMETRY. THE LOTS ARE EQUAL IN SIZE. AND THERE IS THE OVERVIEW SHOWING ALL THREE OF THEM WORKING TOGETHER. SOMETHING THAT HAS BEEN A CONVERSATION WITH THE COMMISSION IN THE PAST IS HOW TO INGRESS AND EGRESS OFF OF A ONE-DAY. WE HAVE ADDRESS THAT HERE. TWO OF THE LOTS WOULD DO SHARED DRIVEWAY AND THERE IS A TURNABOUT IF YOU LOOK AT THE PHOTO THERE AND ONE OF THE LOTS WOULD HAVE A SINGLE DRIVEWAY. A SAMPLE OF WHAT THE HOME WOULD LOOK LIKE. AMPLE PARKING AND AT LEAST ONE OFFSTREET PARKING SPACE. SOME DETAILS ABOUT THE HOME. IS GOING TO BE FOUR OR FIVE BEDROOMS AND AROUND 1800 SQUARE FEET SINGLE-FAMILY
RESIDENCES. ANY QUESTIONS? >> YES COMMISSIONER JOSEPH.
>> AIRBNB OR SOME GOING TO LIVE HERE?
>> IT HAS NOT BEEN DETERMINED YET. IT WOULD BE UP TO EVER
PURCHASES. >> OKAY THANK YOU. ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? OKAY LET'S HEAR
PUBLIC,. >> OPEN A PUBLIC COMMENT AGENDA ITEM NUMBER FIVE THESE COME FORWARD STATE YOUR NAME AND ADDRESS FOR THE RECORD. YOU WILL BE GIVEN TWO MINUTES.
>> HI HEATHER HARLEY-DAVIDSON.
THE AREA FOREVER. I LOVE THE IDEA THAT THEY ARE COMBINING THE DRIVEWAYS. IT IS HARD. I HAVE LIVED, I HAVE BUILD HOMES RIGHT ON A1A IN PROXIMITY OF THIS PROJECT. TRYING TO GET OUT ON A1A ESPECIALLY IN THE SUMMERTIME, I DON'T EVEN GO TO PUBLIX. I AVOID IT ON THE WEEKEND IT IS SO PACKED. BY COMBINING THE DRIVEWAYS AND DOWN ZONING I THINK IT IS A GOOD IDEA FOR THE COUNTY AND CRESCENT BEACH. HOWEVER, MY ONLY CONTENTION IS AFTER 9:00 YOU CANNOT GET ANYTHING TO EAT DOWN THERE AND WE HAVE NOT FOR THE LAST 30 YEARS. ANYWAY, THANK YOU ALL .
] UNDERSTANDING, OR WHAT I SEE FOR THE DIMENSIONS, FIVE BEDROOM THREE BATH 1800 SQUARE FEET. THOSE ARE VERY SMALL ROOMS. VERY SMALL ROOMS. I MEAN A FAMILY OF FIVE LIVING IN A SMALL PLACE LIKE THAT, IT WOULD NOT BE FEASIBLE UNLESS IT IS JUST ONE OF THOSE AIRBNB. SOMETHING WITH EASY HIGH REVENUE TURNOVER RIGHT THERE. SO, IF IT IS UNDECIDED , IT MIGHT BE LOOKED AT IN A MORE REASONABLE ATMOSPHERE RATHER THAN FIVE BEDROOMS AT 1800 SQUARE FEET. THANK YOU.
[01:10:09]
COMMERCIAL, FROM MY UNDERSTANDING THAT WAS TO BE REZONED. I DID NOT SEE ACKNOWLEDGMENT ABOUT THAT BEING REZONE COMMERCIAL. I THOUGHT IT WAS COMMERCIAL. I GUESS THAT COULD BE ANOTHER PROPERTY DOWN THE ROAD. YOU KNOW BILL, I'M SURE YOU KNOW WHO I AM. NOTHING TO DO WITH YOU. THIS IS A PARCEL GRAB, WE ARE REZONING AND REMAPPING EVERY PARCEL THAT WE CAN ON THE BEACH WHICH IS UNDERSTANDABLE IF WE HAD A RESIDENT WILLING TO COME AND LIVE THERE. WE HAVE MANY VACANT LOTS IN THE AREA JUST FOR THE PURPOSE AFTER THE PURPOSE OF REZONING. NOW WE HAVE REZONED ALL OF A1A FOR RESIDENTIAL, BUT WE DON'T HAVE DEMAND FOR THIS RESIDENTIAL AREA. WE HAVE A DEMAND FOR AIRBNB SO I DON'T KNOW WHAT TO TAKE OF THIS. I THOUGHT THIS WAS A REZONING FROM COMMERCIAL WHICH I DID NOT SEE ANYTHING ABOUT. I AM A LITTLE CURIOUS OF THAT. THERE IS A MASSIVE BILLBOARD RIGHT THERE. I'M CURIOUS OF THE BILLBOARD. BUILDING SOMETHING NEXT WE BILLBOARD, NO HOMEOWNER WILL BUY NEXT WE BILLBOARD. IT IS LITERALLY RIGHT NEXT TO THEM 30 FEET HIGH BY 50 FEET WIDE.THIS DOES NOT SEEM LIKE A RESIDENTIAL PROPERTY. I LIKE THE RESIDENTIAL IDEA IF IT IS, I WOULD LIKE TO SEE IT REZONED AND IF IT'S THE SAME CONFORMING LOT SIZE THEN GREAT.
IF THAT ALL MAKES SENSE, IF THOSE ARE THE SAME PROPERTIES DOWN THE ROAD THEN THAT'S ONE THING, BUT IT DOES NOT SEEM RESIDENTIAL. WE HAVE GIVEN OUR BEACHSIDE TO BUSINESSES IN THESE NEIGHBORHOODS. WE NEED MORE NEIGHBORS NOT TOURISTS.
AGREE WITH COMMISSIONER JOSEPH. I THINK WE OUGHT TO HAVE GROWTH MANAGEMENT IN HERE TO EXPLAIN WHY NO ONE KNEW THE ANSWER TO HER QUESTION AND WHY THE SPECULATING DEVELOPER WHATEVER THEY ARE DID NOT REALLY ANSWER. I THINK THERE OUGHT TO BE A LINE ON THE PAPERWORK TO GET A ZONING APPROVAL. ARE YOU PLANNING TO HAVE AIRBNB HERE AS NOTICE TO THE NEIGHBORS AS NOTICE TO THE PEOPLE? IS THAT TOO MUCH TO ASK? LET'S HAVE MORE TRANSPARENCY. STARTING WITH A ATTESTATION SWORN TO BY THE APPLICANT WITNESSED BY THEIR LAWYERS AND CONSULTANTS.
DO YOU PLAN AIRBNB FOR THIS PROPERTY? YES OR NO, THANK YOU.
AGENDA ITEM NUMBER FIVE? >> NOT PLANNING ON SPEAKING ON THIS ITEM, BUT HAVING HEARD SOME OF THE PEOPLE COME UP , I DO LIVE ON ANASTASIA ISLAND ANYMORE, BUT I DID ALMOST 20 YEARS. I AM VERY FAMILIAR WITH THIS PARTICULAR AREA THAT THEY ARE TALKING ABOUT. IT IS DOWN ON THE SECTION OF A1A WHERE THE TRAFFIC IS SQUISHED INTO TWO LANES AFTER IT HAS BEEN FOUR AND IT IS A MIX OF RESIDENTIAL WHERE PEOPLE LIVE. SOME HAVE CHOSEN TO SELL TO AIRBNB. THERE ARE SOME COMMERCIAL THERE. IT IS KIND OF A MIX MASH. IT IS A ROAD THAT IS REALLY CONGESTED, IN MY OPINION. NUMBER ONE, YOU KNOW WE HAVE PROPERTY RIGHTS. PEOPLE THAT OWN THE PROPERTY CAN BUILD WHAT THEY WANT AS LONG AS IT'S WITHIN THE RIGHT ZONING AND I DO NOT SEE WHY A GOVERNMENT NEEDS TO BE TELLING PEOPLE WHO THEY SHOULD SELL TO.
I DON'T EVEN THINK LEGALLY YOU CAN DO THAT . IN MY OPINION I WOULD RATHER SEE PRIVATE RESIDENCE THERE OR AN AIRBNB IS FINE RATHER THAN A COMMERCIAL WITH A LOT OF TRAFFIC TRYING TO GET IN AND OUT CONSTANTLY ON THAT TWO LANE ROAD WHERE IT IS JUST CONGESTED BEYOND LEAF. SO THAT IS JUST MY TWO CENTS FOR THIS MORNING.
PUBLIC COMMENT AGENDA ITEM NUMBER FIVE? SEEING NONE WE
[01:15:09]
WILL CLOSE PUBLIC COMMENT. >> MR. MILLER CARE TO RESPOND? PUBLIC COMMENT. I APPRECIATE IT AND I CAN ADDRESS A COUPLE OF THOSE ITEMS. IF YOU LOOK TO THE NORTH OF THESE THREE PROPERTIES, THOSE NEXT FOUR IN A ROW , FIVE IN A ROW ALL THE WAY TO THE CORNER IS ALL RESIDENTIAL. SO THAT IS SOMETHING THAT HAS TAKEN PLACE IN THE PAST. SO THAT STRETCH WAS ZONED CG, BUT THEY HAVE COME BEFORE YOU TO GET THOSE REZONED. SO THAT'S WORKING TO THE NORTH. IN TERMS OF AIRBNB, UNDER THE ZONING OF RS THREE, IT COULD BE USED AS AIRBNB, THERE'S NOTHING SET THAT IT WILL BE. AIRBNB NUMBERS ARE DOWN NATIONWIDE SO THE INVESTOR THAT'S BUYING THE AIRBNB IS NOT AS PREVALENT AS THEY WERE 18 MONTHS OR 24 MONTHS AGO. AND LAST BUT NOT LEAST, THE PROJECT , IN TERMS OF THE BILLBOARD, THE BILLBOARD WILL COME DOWN ON THAT SITE. IT IS NOT A LIT UP BILLBOARD EITHER AND THAT WILL COME DOWN WHEN THE HOME IS BUILT. SO THAT'S JUST TO ADDRESS THOSE COMMENTS. I THINK TO THE LAST COMMENT MADE ABOUT IT BEING RESIDENTIAL AS OPPOSED TO COMMERCIAL, IF YOU HAD A COMMERCIAL COMPONENT YOU BEAUTIFULLY HAVE INCREASED TRAFFIC FLOW OVER A SINGLE-FAMILY RESIDENCE AND IF YOU LOOK DOWN WHERE YOU SEE THE HASHMARKS TO THE SOUTH, THERE IS A MIXED-USE PROJECT DONE IN THE SAME ZONING THAT HAS RESIDENTIAL ABOVE IT AND COMMERCIAL DOWN. NOW YOU HAVE EVEN MORE DENSITY AND MORE TRAFFIC FLOW. THANK YOU FOR YOUR TIME. APPRECIATE YOU CONSIDERING. BACK TO THE BOARD, QUESTIONS OR COMMENTS? COMMISSIONER JOSEPH.
>> MY ONLY COMMENT, TWO THINGS. IT IS COMMERCIAL GENERAL AND OF THE PERSON WAS TO BUILD COMMERCIAL GENERAL THEY ARE ENTITLED. THEY COME HERE TO CHANGE IT TO WHAT THEY WANT TO DO. THE OTHER QUESTION REGARDING MORE TRAFFIC FOR COMMERCIAL. I DON'T BELIEVE THAT AS MUCH AS FIVE BEDROOMS IN EACH ONE YOU COULD HAVE 15 PEOPLE STAYING, HOW MANY CARS WOULD BE PARKED ON THE SMALL DRIVEWAY ALL THE WAY UP A1A.
THAT'S MY CONCERN, THE TRAFFIC. NOT SURE HOW I WILL
VOTE ON THIS YET. >> COMMISSIONER ALAIMO .
>> I WILL OFFER A MOTION, I AM FROM THE AREA, VERY FAMILIAR WITH THE PROPERTY. AND I THINK THAT, I CAN DIFFER WITH OCA, SOMEBODY BUYS THE PROPERTY IS NOT THE GOVERNMENT RESPONSIBILITY TO DETERMINE WHAT THEY DO WITH IT. AIRBNB OR IF IT IS THEIR HOME. I WILL OFFER MOTION TO ENACT ORDINANCE 2024-13 APPROVING BASED ON FOUR FINDINGS OF FACT PROVIDED
IN THE STAFF REPORT. >> WE HAVE A MOTION. SECOND? WE HAVE A MOTION AND A SECOND. NO FURTHER DISCUSSION, PLEASE
[7. County Administrator Contract.]
VOTE. THAT PASSES 4-1. THANK YOU MR. MILLER.THAT BRINGS US TO ITEM NUMBER SEVEN COUNTY ADMINISTRATOR CONTRACT MY ITEM LAST SUMMER THE BOARDING GATES GOVERNMENT HR USA TO CONDUCT RESEARCH TO HIRE A NEW COUNTY ADMINISTERED A FOR ST. JOHNS COUNTY. THE BOARD APPOINTED A SELECTION COMMITTEE TO INTERVIEW THE TOP CANDIDATES AND MAKE A RECOMMENDATION TO THE BOARD REGARD IN WHICH CANDIDATES TO INTERVIEW. CONSEQUENTLY PROVIDING COMMITTEE WITH A LIST OF APPLICANTS AND A RECOMMENDED SHORTLIST. SELECTION COMMITTEE MET IN A PUBLIC MEETING TO REVIEW THE INFORMATION AND PROVIDE GUIDANCE GUARDING WHICH CANDIDATES ARE RECOMMENDED FOR IN PERSON INTERVIEWS WITH THE BOARD. OCTOBER 31ST 2023 WE SELECTED JOY ANDRUS AS THE NEW COUNTY ADMINISTERED HER FOR ST.
JOHNS COUNTY, THE ITEM BEFORE US WERE PRESENT CONTRACT BETWEEN MISS ANDERS AND THE COUNTY TO SERVE AS COUNTY ADMINISTRATOR. DO WE HAVE ANY COMMENTS OR QUESTIONS FROM THE BOARD? OKAY LET'S GO TO PUBLIC COMMENT.
>> NOW OPENING UP FOR PUBLIC COMMENT AGENDA ITEM NUMBER SEVEN PLEASE COME FORWARD, STATE YOUR NAME AND ADDRESS FOR THE RECORD YOU WILL BE GIVEN THREE MINUTES.
>> CHAIR AND COUNTY ADMINISTRATOR ENTERED INTO CONTRACT WITH INTERIM COUNTY ATTORNEY. QUESTION WHAT NEGOTIATED FOR THE COUNTY? REMEMBER THE CONTRACT FOR COUNTY ADMINISTRATOR HAD NOT BEEN WRITTEN. THE CHAIR WAS TO NEGOTIATE A CONTRACT WITH THE COUNTY ADMINISTRATOR PER
[01:20:05]
INSTRUCTIONS ON NOVEMBER 21ST, 2023. QUESTION, IN ADDITION TO THE INTERIM COUNTY ATTORNEY, WHO NEGOTIATED THIS CONTRACT? THIS FOUR YEAR CONTRACT EFFECTIVE OCTOBER 31ST, 2023.QUESTION, THIS CONTRACT SHOULD BE EFFECTIVE MARCH 19, 2024 TODAY SINCE THE CHAIR WAITED FOUR MONTHS FROM NOVEMBER 21 , 2023. SALARY WAS ITEMIZED BENEFITS COSTING TAXPAYERS $294,837 . PLUS AN UNDETERMINED ACCOUNT -- AMOUNT OF EDUCATION. QUESTION CAR ALLOWANCE IS $749 TIMES 12 MONTHS $8988 PER YEAR TAXPAYERS WILL PAY FOR A CAR.
REALLY? QUESTION. AS A TAXPAYER, DOES ONE BELIEVE THAT THERE IS THE NONPOLITICAL AND IMPARTIAL NATURE OF THE WORK OF ST. JOHNS COUNTY ADMINISTRATOR? REALLY? BE CAREFUL HOW YOU VOTE TODAY AND UP UNTIL NOVEMBER. THAT IS MY SUGGESTION, BE VERY CAREFUL. THIS WILL PASS, IT IS WRONG.
AND ADDRESS ] I WOULD LIKE TO BRING UP THAT ISSUE ALSO. IF THIS POSITION WAS SO CRITICAL TO HAVE SOMEBODY TAKE IT OVER, WHY DID IT TAKE THIS LONG TO COME UP WITH THE CONTRACT? WHEN THE PRAYER COUNTY ADMINISTRATOR LEFT, THERE WAS A VOID. OKAY LET'S GET THE INTERN AND SIT ON THE SEAT OKAY NOW WE WILL LOOK AND GET SOMEBODY IN HERE. BUT WE DON'T KNOW HOW MUCH WE WILL PAY THEM. WE DON'T KNOW HOW MUCH OF THE STIPEND WILL COME WITH THE CONTRACT. OKAY? THAT IS WHERE THIS WHOLE CONCEPT, IT IS NOT MIND BLOWING, IT IS JUST LIKE THIS IS HOW THE COUNTY COMMISSION THINKS. OKAY WHEN THE OTHER ONE LEFT, HUNTER CONRAD, HE HAD JUST GOT A PAY RAISE OF $30,000. SO HIS PAY WAS $248,000 A YEAR.
NOW WHEN THIS ONE COMES OUT, THIS CONTRACT. MAYBE THIS IS WHY IT TOOK SO LONG TO GET THE CONTRACT. SO NOBODY WOULD REALLY ANALYZE IT. IT IS UP TO A BASE OF $285,000. OH MY WORD.
OKAY AND IT IS FOUR MONTHS AFTER. YES THERE IS BACK PAY I KNOW AND ALL THE STIPENDS INCLUDING THE TRANSPORTATION THERE IS THE REGULAR EXPENSES OF ALMOST $900 A MONTH. SO THAT'S ABOUT 1500. SO YOU ARE LOOKING AT $17,000 A YEAR FOR STIPENDS? GEEWHIZ THIS IS OUTRAGEOUS. THE BASIC CONCEPT, THE RETIREMNT PLAN, THE FULL COVERAGE OF HEALTHCARE BENEFITS, ALL THE BENEFITS, ALL THE BENEFITS, BUT I AM JUST , I AM JUST, I WILL SAY LIKE THIS I AM NOT AMAZED THIS CAME OUT FROM THE COUNTY COMMISSION OF A CONTRACT FOUR MONTHS LATER AFTER THE DECISION WAS MADE . AFTER THE DECISION WAS MADE IT TOOK FOUR MONTHS TO COME UP WITH THIS CONTRACT TO INCREASE IT OVER $37,000 A YEAR. THE BOTTOM LINE, COME ON. REALLY, IT'S NOT LIKE THIS IS JUST A POSITION THAT CAME OUT OF THE BLUE, IT WASN'T, THIS POSITION HAS TO BE FILLED. YOU KNEW IT HAD TO BE FILLED. YOU TOOK FOUR MONTHS. INCLUDING THE THREE MONTHS THAT IT TOOK TO FILL IT. SEVEN MONTHS TO COME UP WITH A CONTRACT. YES. THIS IS THE EPICENTER OF THIS COMMISSION. THANK YOU.
[01:25:04]
ASSOCIATION OF COUNTIES AND ADOPTED BY THE FLORIDA ASSOCIATION OF COUNTIES, US COMMISSIONERS ARE TO EVALUATE ALL DECISIONS SO THE BEST SERVICE IS OBTAINED AT A MINIMAL COST WITHOUT SACRIFICING QUALITY AND FISCAL RESPONSIBILITY AND ACTIVELY PROMOTE CONFIDENCE IN COUNTY GOVERNMENT AND MAINTAIN POSITIVE IMAGE TO PASS CONSTANT PUBLIC SCRUTINY. IF YOU VOTE TO APPROVE THIS PROFESSIONAL SERVICES AGREEMENT AS IS I BELIEVE YOU'RE NOT FULFILLING THESE SUPPOSE. THE BASE SALARY IN THIS AGREEMENT IS 285,000 , $37,000 MORE THAN HER PREDECESSOR. PRESENTED WITH NOTHING TO SUPPORT SUCH SALARY. THE MATERIALS INCLUDE IN THE AGENDA PACKET HAVE ZERO COMPARABLES. WHO CAME UP WITH THE SALARY PROPOSAL ANYWAY AND WHAT IS IT BASED ON? WITHOUT ANY SUPPORTIVE COMPARABLES HOW DO YOU KNOW IF THIS AGREEMENT IS FISCALLY RESPONSIBLE? I CAN ANSWER THAT, YOU DON'T. I TOOK THE LIBERTY OF PREPARING TWO CHARTS. ONE COMPARING SALARIES AND COUNTIES OF SIMILAR POPULATION AND ONE COMPARING THE PROVISIONS OF MISS ANDERS PROPOSED AGREEMENT WITH THAT OF HER PREDECESSOR. THE NUMBERS FOR THE COMPARABLES FOR A SALARY ARE FROM 2022 SO I'M SURE THE SALARIES AND POPULATION HAVE INCREASED. OF THE TOP THREE SALARIES ALL THREE ARE FOR COUNTY ADMINISTRATORS OR MANAGERS OF AREAS LARGER IN BOTH SIZE AND POPULATION THAN ST. JOHNS COUNTY. PLEASE DIRECT YOUR HR DEPARTMENT TO PERFORM A CURRENT ANALYSIS FOR SALARY, BENEFITS, ET CETERA BEFORE APPROVING THE AGREEMENT. THIS IS A FUNCTION OF THE HUMAN RESOURCES DEPARTMENT AND TRANSVERSELY REVEAL THE NUMBERS TO THE PUBLIC. THE PROPOSED AGREEMENT INCLUDES POLITICAL PROVISION, A NEW ADDITION TO THE COUNTY ADMINISTRATOR AGREEMENT. WHY IS IT IN THE AGREEMENT? WHO DRAFTED THE PROVISION AND WHAT DOES IT MEAN? DO OTHER COUNTY ADMINISTRATOR AGREEMENTS HAVE THIS LANGUAGE? SOME OTHER CHANGES FROM THE PRIOR CONTRACT INCLUDE WHAT APPEARS TO BE UNLIMITED PROFESSIONAL DEVELOPMENT AND EDUCATION AS NON-DEFINED IN THE AGREEMENT AND SIX WEEKS OF PAID VACATION. WHAT DOES NOT CHANGE IS THE SEVERANCE PACKAGE, PLEASE EXPLAIN TO ME AS A TAXPAYER BY THE SEVERANCE PROVISION CONTINUES WHEN WE MEANING YOU PAID OUT APPROXIMATELY 200,000 IN THE LAST YEAR IN SEVERANCE? DID THE PUBLIC BENEFIT FROM THE SEVERANCE PACKAGES? I THINK NOT. SOME OF YOU TALK ABOUT NOT BEING ABLE TO FIND AND IDENTIFY FINANCIAL WASTE. ARE YOU KIDDING? THE CONTRACT APPEARS TO INCLUDE PROVISION THAT ALLOWS FOR $16,000 PLUS RAISE ANNUALLY ON TOP OF THE $205,000 SALARY.SPEAKERS. THEY ARE ABSOLUTELY RIGHT. THIS IS A BREACH.
>> NAME AND ADDRESS? >> WELL YOU KNOW, ADDRESS ] THIS IS OUTRAGEOUS. WHY ARE THERE NOT ANY DOCUMENT IN THE PACKAGE OF THE CONTRACT FORMATION DOCUMENTS? SUCCESSIVE DRAFTS, WHY WASN'T THERE A SUNSHINE MEETING HELD AS WE HAVE HAD IN THE PAST WHEN SALARIES WERE NEGOTIATED BETWEEN THE BCC AND SUCCESSIVE COUNTY ADMINISTRATORS AND SUCCESSIVE COUNTY ATTORNEYS? WE ARE NOT GOING TO DO SUNSHINE DISCLOSURE? I WAS ABLE TO ATTEND MEETINGS WHERE SOME PEOPLE WERE CHOSEN HENRY WAS THERE AND WE CHOSE NYE COUNTY ATTORNEY. WE HAVE THE PUBLIC THERE IT WAS A PUBLIC RECORD AND THEN ALL OF A SUDDEN THE OFFICE COUNTY ATTORNEY CHANGED ITS MIND UNDER THE PRIOR INCUMBENT AND SAID THEY ARE NOT SUNSHINE MEETINGS. WE ARE MAKING NEGATIVE PROGRESS AND GOING BACK. JUSTICE FELIX FRANKFURTER SAID THE HISTORY OF AMERICAN FREEDOM IS LARGELY THE STORY OF PROCEDURE. I APPLIED THIS CONTRACT . THE DRAFT THAT'S BEFORE YOU AND I WANT TO READ THE LANGUAGE A COUPLE OF SPEAKERS MENTIONED THAT WE ARE GOING TO RECOGNIZE NONPOLITICAL AND A PARTIAL NATURE OF THE WORK OF COUNTY ADMINISTRATORS AS WELL AS THE GRAVE THREAT POSED BY SUBJECTING THE COUNTY ADMINISTRATOR POLITICAL INFLUENCE. WHICH WILL RESULT IN CONSEQUENCES OF SUFFERED ESSENTIAL SERVICES BY THE COUNTY RESIDENTS EXPECTED THEREFORE IN THE EVENT THE COUNTY IN MINISTERED OR SUBJECT TO ADVERSE POLITICAL CONSEQUENCES NOT RELATED TO THE ADMINISTRATOR CONFESSIONAL COMPETENCY OR WORK PRODUCTIVITY THE COUNTY AGREES
[01:30:02]
TO PROVIDE POLITICAL ADVERSE RISK PROTECTION PROVISIONS TO INCLUDE BUT NOT LIMITED TO FAIR EVALUATION PROCESS CLAUSE, NONDISCRIMINATION CLAUSE, PERFORMANCE EVALUATION CRITERIA, CONTRACT TERMINATION SAFEGUARDS. I LIKE THAT LANGUAGE. WE SHOULD HAVE THAT FOR EVERY EMPLOYEE IN ST.JOHN'S COUNTY. A NUMBER OF WHOM INCLUDING FOUR SUCCESSIVE CULTURAL RESOURCES COORDINATOR RON OFF FOR DOING THE JOB BECAUSE GROWTH MANAGEMENT THOUGHT WE MIGHT SCARE OFF DEVELOPERS. WE NEED TO REGULATE DEVELOPERS. WE NEED TO PROSECUTE DEVELOPERS THAT VIOLATE LAW. WE NEED TO HOLD DEVELOPERS TO THE LAND DEVELOPMENT CODE. I LIKE THAT CLAUSE, I DON'T LIKE THE REST OF IT AND WE NEED TO HAVE FULL TRANSPARENCY. WHERE ARE THE DRAFTS OF THIS CONTRACT? WE DON'T HAVE A SINGLE ONE. WE DON'T HAVE A SINGLE CITIZEN IN THE ROOM AND I WOULD LIKE TO HAVE ALL QUESTIONS ASKED BY THE PRIOR THREE SPEAKERS ANSWERED IN REAL TIME, BEFORE YOU VOTE, ENOUGH AND ONE-PARTY RULE, THANK YOU.
DISTRICT 3 ST. JOHNS COUNTY COMMISSION CANDIDATE. I THINK WE NEED TO BACK THIS UP LIKE 37,000. I NEED A NEW CAR TOO BUT I AM NOT ASKING FOR US TO BUY IT. I BELIEVE WE NEED TO STEP THIS SALARY BACK TO WHERE HUNTER CONRAD'S EXIT WAS AND SEVERANCE PACKAGES, WE JUST COUNT ON THEM TO LEAVE? PLEASE, I WOULD LIKE TO SEE THE ITEMIZED DETAILED LIST OF THIS CONTRACT. WE ARE ALL ON SPECULATION AT THIS POINT, HEARSAY AND HE PRETTY MUCH HAD IT DOWN PAT. ANYWAY, THANK YOU.
WERE ABLE TO PUT RICH COMMANDOS CONTRACT ON FULL BLAST. EVERYBODY HAD A MOMENT TO TAKE PICTURES, GANDER AT WHATEVER THEY WOULD LIKE. WE HAVE THREE WORDS. I MEAN I APPRECIATE YOU GUYS WITH THE ABILITY TO HAVE SOME GATHERED INTEL, BUT YOU KNOW AS AN OCCUPIED PERSON I DON'T HAVE ACCESS TO THIS CONTRACT, I WOULD LOVE TO SEE IT. I WOULD LOVE TO KNOW WHERE THE WHY ARE RE-CREATING THE WHEEL FOR THIS? IT DOES NOT MAKE SENSE. IT SHOULD BE TRANSPARENT AS IT CAN BE, THIS IS THE COUNTY ADMINISTRATOR. IF SHE'S DOING GREAT THINGS SHE SHOULD BE ABLE TO PRESENT GREAT THINGS, A NON-CONFUSING CONTRACT THAT DOES NOT LEAVE LOOPHOLES TO EVERY EXTENT AND ALSO ENCOURAGE A DEPARTURE WITH AN INCENTIVE. I HAVE NO ILL WILL AGAINST ANYBODY HERE, BUT WHEN YOU SEE THE SYSTEM WORKING AND WORKING AND WORKING AND GRABBING PENSION AND PENSION WE ARE THE ONES FEELING THE PINCH.
WE ARE THE ONES DEALING WITH IT, THE TAXPAYERS ARE THE ONES FEELING IT WHEN THIS GENTLEMAN'S PREDECESSOR.
WALKED OUT OF THE BUILDING THAT WAS $200,000, WE HAD TWO DAYS NOTICE SUPPOSEDLY. WHAT WILL BE TO HER SITUATION WHEN SOMETHING IS UNCOVERED ABOUT WHAT JOY HAS DONE, NOT SAYING JOY HAS DONE ANYTHING THAT SHE SHOULDN'T, BUT I'M JUST SAYING. THOSE SITUATIONS HAPPEN. I JUST WANT MORE TRANSPARENCY , I THINK WITH SUCH A HIGH PROFILE PERSON , I THINK A CONTRACT BEING DISPLAYED WOULD BE PRESUMABLY FEASIBLE. ALL WE WANT IS TRANSPARENCY AND ACCOUNTABILITY. I PROMISE THESE PEOPLE WILL STOP SHOWING UP AND HARASSING YOU IF WE CAN TELL THE BOARD IS ACCOUNTABLE.
AND WE HAVE OUR INTEREST PROTECTED BY EVERY DESK IN HERE. SO I WILL LEAVE YOU WITH THAT. I'M NERVOUS FOR THAT CONTRACT, I WOULD LOVE FOR US TO LOOK AT IT BETTER BECAUSE AT THIS POINT IF WE GIVE THIS TO HER, WITHOUT ANYBODY AWARE OF THIS , THE SPECIFIC DETAILS OF IT THERE IS NO TELLING WHERE IT LEAVES US LIABLE AND TO WHAT THE REPERCUSSIONS OF THAT ARE BECAUSE OBVIOUSLY THE INTENT IS TO DEVELOP THE COUNTY, EVERY PARCEL. THANK YOU.
[01:35:04]
HAVE SPOKEN ELOQUENTLY IN PRETTY GOOD DETAIL ABOUT THE FACT THAT IT SEEMS EXCESSIVE. I'M NOT GOING TO REITERATE THAT. I WANT TO MAKE A REFERENCE TO MERIT AND I THINK MS. ANDREWS HAS DONE A LOT OF GREAT THINGS, NOT TO DISPARAGE HER IN ANY WAY, BUT THERE WAS A VERY DISAPPOINTING POINT IN THE LAST SIX MONTHS WHEN SHE PLAYED A PRETTY KEY ROLE WHICH HAD TO DO WITH A PRESENTATION OF 14 POINTS , REGARDING PROTECTION OF TREES. AND THERE WAS A LITTLE BIT OF A SPLIT ON THE BOARD AND SHE STEPPED IN AND SAID SHE FELT THE COMPANY IS A PLAN WAS AN OPPORTUNITY TO ADDRESS THESE THINGS. SHE EVEN SPECIFIED A TIMELINE WHERE THAT COULD BE DONE AND IT HAS NOT HAPPENED AND FURTHERMORE EVEN IF IT DID HAPPEN I HAVE NEVER HEARD OF THE ENTIRE ARTICLE FOR OF LAND DEVELOPMENT CODE BEING PUSHED TO THE PLAN. THAT MAKES NO SENSE TO ME BY ITSELF. AND THEN THE FACT THAT THE COMPANY IS A PLAN IS A GUIDE NOT AN ORDINANCE OR LAW. IT IS A GUIDE AND WHEN IT COMES TO PROTECTING TREES WE NEED A LAW , WE NEED ORDINANCES. WE NEED CHANGES IN LAND DEVELOPMENT CODE. THAT WAS A VERY DISAPPOINTING CONTRIBUTION THAT I FELT SHE MADE , I HOPE SHE WILL RETHINK IT IN THE FUTURE. SO THAT IS JUST A COMMENT I AM MAKING BASED ON MERIT ON A SPECIFIC THING THAT OCCURRED. THANK YOU.>> FOR ONE THING SAYING THAT THE CONTRACT WAS NOT AVAILABLE TO SEE , MAYBE IT ISN'T NOW, BUT WHEN I PULLED UP THE BACKGROUND FOR THE ITEM THE FULL CONTRACT WAS THERE AND I READ OVER IT. SEVERAL TIMES. AND I DID NOTICE, THE POLITICAL JARGON THAT HAD NEVER SEEN IN ANOTHER CONTRACT HERE BEFORE.
AND I FULLY UNDERSTAND WHY IT IS THERE. WE HAVE GOT A CLIMATE RIGHT NOW WHERE WHO THE HECK WOULD EVER WANT TO SIT IN YOUR SEATS UP THERE AND WHO WOULD WANT TO SERVE AS STAFF WHEN EVERYTHING THAT THEY DO IS LOOK AT UNDER A MICROSCOPE . IN MY OPINION IT IS HORRIBLE.
I LOOKED AT THE CONTRACT, IT DOES NOT LOOK LIKE IT IS OUT OF SYNC WITH OTHER CONTRACTS OF PEOPLE WORKING IN INDUSTRY AND IN GOVERNMENT. THE PERKS THAT YOU CAN SEE ARE NORMAL. SALARY IS BASED UPON SUPPLY AND DEMAND. WHO THE HECK WANT TO TAKE THE JOB AND WHAT IS IT GOING TO COST TO GET THEM IN THE JOB? JOY IS WELL KNOWN TO ALL OF US FOR DOING A REMARKABLE JOB IN ANYTHING WE HAVE EVER ASKED HER TO DO. WE JUST SAID THIS MORNING, SHE OVERSEES A PAYROLL OF $4 MILLION. IN MY OPINION, I VOTED FOR YOU ALL TO MAKE THESE KINDS OF DECISIONS . I DON'T WANT TO BE INVOLVED IN ALL OF THE MINUTIA. I TRUST YOU ALL TO DO THAT. IF WE ARE GOING TO SIT DOWN AND YOU ALL TAKE HOWEVER MANY WEEKS OR MONTHS IT HAS TAKEN , SO BE IT AND GET IT RIGHT. I'M TIRED OF COMING IN HERE AND HEARING EVERYBODY BLAST WHAT I CONSIDER TO BE MY STAFF , MY GOVERNMENT . IT IS FINE IF YOU DON'T AGREE WITH EVERYTHING THEY SAY , BUT THAT'S FINE. YOU DON'T NEED TO GET UP HERE AND BADGER THEM TO DEATH , EVERY SINGLE MEETING. IT IS WRONG. THANK YOU.
[01:40:05]
NOT GOING TO SAY ANYTHING, BUT AFTER WHAT SUZANNE SAID I REALLY HAVE TO SAY AMEN. JOY, I HAVE HEARD A LOT OF THINGS THIS MORNING IN THIS SITUATION WITH THE CONTRACT. ONE OF THE THINGS SOMEBODY MENTIONED IS THAT SHE SHOULD BE PUT AT THE SAME SALARY AS HUNTER CONRAD. WHILE I HAVE 25 YEARS IN EXECUTIVE COMPENSATION AT FORTUNE 500 COMPANIES. YOU COUNT EXPERIENCE. SHE HAS BEEN WITH THE COUNTY IN A JOB VERY SIMILAR TO THIS FOR A THING 15 YEARS OR SO. AND I DON'T BELIEVE HER PREDECESSOR HAD ANY EXPERIENCE IN THIS KIND OF ROLE. SO THAT MAKES A BIG DIFFERENCE IN MY MIND. I WILL ALSO SAY SINCE SHE HAS BEEN HERE, SHE HAS DONE A REMARKABLE JOB IN COMMUNICATING AND KEEPING EVERYONE INFORMED AND GETTING THINGS DONE WHICH I GREATLY APPRECIATE AS A RESIDENT. SO, I AGREED WITH SUZANNE. IT IS NOT MY CALL TO NITPICK IN THE CONTRACT, THAT IS YOUR RESPONSIBILITY. THAT'S WHY WE VOTED FOR YOU AND I THINK YOU HAVE DONE A GOOD JOB AS FAR AS I CAN TELL, PERKS ARE PART OF THE EXECUTIVE PACKAGE. LIKE IT OR NOT THEY ARE THERE. THAT'S MY SAY.COMMENT AGENDA ITEM NUMBER SEVEN? WITH NON-WE WILL CLOSE
PUBLIC COMMENT. >> BACK TO THE BOARD. BEFORE WE GET, MAYBE I'LL WAIT UNTIL THE END. I DON'T KNOW IF YOU WANT TO ADDRESS THOSE CONCERNS OR WAIT UNTIL THE END.
>> THANK YOU, COMMISSIONER WHITEHURST.
>> THANK YOU MANAGER. I GOT TO TELL YOU WHEN I WAS THE CHAIR AND I WAS NEGOTIATING MR. CONRAD'S CONTRACT I HAD STICKER SHOCK. THESE ARE HIGH SALARIES. THERE IS PART OF ME THAT MAYBE DOESN'T LIKE IT BUT I'M A BIG SPORTS FAN AND I WILL TELL YOU THAT ANYTIME YOU SIGN ONE OF THE BEST PLAYERS AT THEIR POSITION, THEY MAKE OBSCENE SALARIES, BUT IF YOU WANT THE BEST PLAYERS YOU HAVE TO PAY THEM THE OBSCENE SALARIES SO ANYBODY FOLLOWING SPORTS WE HAVE SEEN THE SALARIES SKYROCKET THERE'S A PICTURE DESPERATE PITCHER MAKING 50 MILLION A YEAR AND HE ONLY WORKS ONCE EVERY FIVE DAYS. HE IS ONE OF THE TOP THREE PEOPLE IN THE WORLD DOING WHAT HE DOES AND IN MY OPINION JOY ANDREWS IS WORTH THIS, PROBABLY WORTH EVEN MORE. THOSE WHO HAVE WORKED CLOSELY WITH ANDREWS KNOWS THAT IF YOU HAVE TOUGH THINGS NOBODY ELSE CAN DO YOU ASK JOY AND THERE IS A GOOD CHANCE IF NOT CERTAINTY THAT IT WILL GET DONE. WE HAVE SEEN THAT WITH HER WORK COMING FROM THE BUDGET OFFICE ALL THE WAY THROUGH COUNTY GOVERNMENT INTO ADMINISTRATION AND I HAVE BEEN INCREDIBLY IMPRESSED WITH YOU MISS ANDREWS. I WILL BE VOTING YES ON THIS. IN MY OPINION ST. JOHNS COUNTY IS LUCKY TO HAVE YOU.
>> THANK YOU COMMISSIONER WHITEHURST COMMISSIONER JOSEPH? COME BACK BECAUSE THERE SOMETHING IN THE CONTRACT I DON'T KNOW IF EVERYONE OVERLOOKED. THE ONLY WAY TO REMOVE COUNTY ADMINISTRATOR IS A 4-1 VOTE SUPER MAJORITY AND WHEN YOU LOOK AT THE FLORIDA STATUTE, THE COUNTY AND THE BOARD RULES SAY THE COUNTY ADMINISTRATOR SHALL BE APPOINTED BY MAJORITY OF THE MEMBERSHIP OF THE BOARD OF COUNTY COMMISSIONERS, THE ADMINISTRATOR MAY BE TERMINATED IN THE SAME MANNER SET FORTH SECTION 125.73 FLORIDA STATUTE COUNTY ORDINANCE AND ADMINISTERED A CONTRACT PROVISIONS. HOWEVER OUR COUNTY HAS CREATED ITS OWN ORDINANCE AND I WOULD LOVE TO HEAR THE HISTORY OF THAT.
>> WAS NOT ANTICIPATING THE QUESTION OF THE HISTORY OF OUR ORDINANCE BUT I WOULD BE HAPPY TO PUT THAT INFORMATION
TOGETHER. >> I CAN TELL YOU AT SOME POINT WE DECIDED TO MAKE OUR OWN ORDINANCE SO THE COMMISSION NEVER CHANGES SO THEY CANNOT FIRE OR REMOVE COUNTY ADMINISTRATOR THAT THEY FEEL IS NOT DOING WELL. NOT SAYING THAT'S THE PROBLEM HERE, I'M SAYING TAKING AWAY THE PEOPLE'S RIGHT IF THE BOARD CHANGES POLITICALLY THEY SHOULD BE ABLE TO HIRE AND/OR KEEP THE SAME ADMINISTERED BY 3-2 VOTE JUST LIKE FLORIDA SENATE SAID IS OKAY. I'M NOT SURE HOW LONG AGO THIS STARTED BECAUSE THERE FOR 13 YEARS, HUNTER CONRAD THREE YEARS? WHEN DID IT START? DID YOU START FOR HUNTER OR
>> I DON'T KNOW THE BACK STORY , I WOULD LOOK TO LEGAL FOR
THEIR INTERPRETATION. >> IS THERE EVEN ONE?
[01:45:02]
>> THERE IS. YOU HAVE A COUNTY ORDINANCE NUMBER 2010-47 WHICH AMENDS COUNTY ORDINANCE 96-70 AND 96.
>> IF COUNTY COMMISSION HAS , I MEAN BASICALLY WE DON'T HAVE A JOB TO DO IF WE CAN'T MAKE CHANGES TO THE ADMINISTRATOR BY A CHANGE OF VOTE OR COMMISSIONERS, HOW ABOUT ALL OF US TAKE 25% DECREASE AND GO AHEAD AND APPROVE HER SALARY , I WILL TAKE OFF 25%, YOU GUYS ON YOUR SALARY AND WE CAN AFFORD THIS. WE MAKE ALMOST $100,000 IT'S RIDICULOUS.
>> MADAM CHAIR WITH ALL DUE RESPECT THAT'S A DISCUSSION FOR THE BOARD, WE CAN PROVIDE ADDITIONAL HISTORY.
>> I WOULD LOVE THAT. >> I'M SURE HE MAY HAVE THAT
INFORMATION RIGHT NOW. >> WHEN YOU LOOK AT THE ORDINANCE , 2010-47 IT IS A SELF-IMPOSED REQUIREMENT WHEN YOU LOOK AT THE STATUTE IT SAYS NO LESS THAN, SO YOU CAN INCLUDE MORE STRINGENT REQUIREMENTS ON THE BOARD , BUT BEING THAT THIS PASSED IN 2010 PREDATING PRIOR ADMINISTRATOR
, THE ORDINANCE WAS THERE. >> WHEN WAS IT 2010?
>> 2010. IN PLACE 14 YEARS AT THIS POINT AND THAT'S WHERE
THE HISTORY COMES. >> MAYBE SO YOU GOT MY COMMENTS ON THAT AND I TALKED YOU AHEAD OF THE MEETING WITH THE THREAT OF POLITICAL INFLUENCE AND YOU GIVE ME A
GOOD RESPONSE? >> YES, SO YOU KNOW I HAVE SEEN SIMILAR TYPE LANGUAGE IN OTHER AGREEMENTS FOR COUNTY ADMINISTRATOR, CITY ADMINISTRATORS AND IT'S REALLY WHEN YOU MEMORIALIZE AN AGREEMENT YOU'RE TRYING TO SET FORTH WHAT THE EXPECTATIONS ARE ON BOTH SIDES.
IT IS UNDERSTANDING THAT IF SEVERANCE HAS TO BE PAID OR GIVES YOU GROUNDS ON WHICH SEVERANCE IS PAID NOT TO THE FAULT OF ADMINISTRATOR YOU DID A NATIONWIDE SEARCH ON SOME GOOD CANDIDATES THAT CAME DOWN ULTIMATELY THIS BOARD IN A PUBLIC AND OPEN PROCESS SELECTED MISS ANDREWS. AS YOU WENT TO THE PROCESS UNDERSTAND SOME PEOPLE MOVE FROM ACROSS THE COUNTRY. THEY SERVE AT THE WILL OF WHATEVER ELECTED COMMISSION THEY SERVE FOR . THERE IS THE POTENTIAL THEY COULD BE OUT OF A JOB VERY QUICKLY SOMETIMES WITH ELECTION SOMETIMES WITH NO FAULT OF THEIR OWN AND IN THAT SITUATION SOMETIMES YOU ALLOW THINGS LIKE SEVERANCE BECAUSE YOU DO NEED TO TAKE CARE OF THE FAMILIES AND THEMSELVES AND LOOK FOR OTHER EMPLOYMENT OPPORTUNITIES, THAT SECTION DELINEATES THE CONCEPT OF FAIRNESS THAT WE UNDERSTAND WE ARE NOT GOING TO BE GOVERNED BY POLITICAL PRESSURE, DO YOUR JOB
TO THE BEST OF YOUR ABILITY. >> IF THE WILL OF THE PEOPLE CHANGES THE ENTIRE BOARD I DON'T UNDERSTAND WHY THEY CAN'T CHANGE WHO IS RUNNING THE COUNTY.
>> THEY CAN AND THAT'S THE NICE WAY ABOUT THE WAY THE ORDINANCE IS WRITTEN. IT SAYS YOU NEED AT LEAST FOUR VOTES.
THE CONTRACT OR DID NEGOTIATING?
>> THE MAJORITY WAS NEGOTIATED PRIOR TO MY COMING IN AS COUNTY ATTORNEY WITH YOUR HR COUNCIL .
>> OKAY THANK YOU. THANK YOU FOR COMING IN.
>> COMMISSIONER COMMISSIONER ALAIMO .
>> AS FOR THE CENTER AND MEETING DISCLOSURE I KNOW A
COUPLE PEOPLE BROUGHT IT UP. >> YES, SO WE ARE IN THE MIDDLE, THE IRONY OF THIS CONVERSATION IN THE MIDDLE OF A PUBLIC PROCESS WHERE YOU SOLICITED PUBLIC COMMENT. A VERY PUBLIC NATIONWIDE SEARCH , THE CONTRACT WAS INCLUDED AS PART OF AGENDA ITEM 7 THE MINUTE IT WAS PUBLISHED BUT AS FAR AS NEGOTIATING DETAILS OF SALARY, EVEN THOUGH FLORIDA HAS THE MOST OPEN TERMS OF GOVERNMENT THAT I BELIEVE EXIST IN ANY STATE THE ABILITY TO NEGOTIATE BENEFITS AND SALARY DOLLAR AMOUNTS , IT'S IMPOSSIBLE TO DO ANY OPEN MEETING BECAUSE AT SOME POINT THE COMMISSION WOULD HAVE TO SHOW ALL OF ITS CARDS. SO THE COMBINATION OF THAT IS WHAT YOU WOULD SEE IN THE AGREEMENT AND THAT COMES BACK TO YOU FOR FINAL APPROVAL SO THAT'S THE PART OF IT THAT'S PUBLIC AND OPEN AND TRANSPARENT AND EVERYTHING ELSE THAT THE
SPEAKERS HAVE ASKED FOR. >> THANK YOU FOR THE CLARIFICATION. I WANT TO ECHO MY COLLEAGUE COMMISSIONER WHITEHURST COMMENTS ABOUT JOY , SHE HAS DONE A FANTASTIC JOB.
I HAVE NEVER HAD A QUESTION SHE CANNOT ANSWER. I HAVE BEEN VERY IMPRESSED WITH HER IN HER TIME IN THIS ROLE AND I WILL BE
SUPPORTING THIS AS WELL. >> COMMISSIONER DEAN.
>> I HAVE WORKED WITH JOY ANDREWS 7 1/2 YEARS. I CAN TELL YOU FROM MY EXPENSE IN PUBLIC SERVICE WHICH WAS JUST ABOUT 30 YEARS, I WORKED WITH HUNDREDS, MAYBE SEVERAL THOUSAND SENIOR EXECUTIVES AT THE CITY , COUNTY, REGIONAL AND
[01:50:03]
STATE LEVEL AND I CAN TELL YOU BASED ON MY EXPERIENCE THAT JOY ANDREWS IS PROBABLY ONE OF THE TOP THREE THAT I HAVE HAD THE PLEASURE AND OPPORTUNITY AND GOOD EXPERIENCE TO WORK WITH .I DO WANT TO COMMENT SINCE I SERVED AS CHAIR OF THE SELECTION COMMITTEE LAST SEPTEMBER TO MAKE RECOMMENDATIONS TO YOU, MY FELLOW COMMISSIONERS AND SINCE I MADE THE MOTION TO HIRE JOY AT THE FOLLOWING MEETING, I THINK IT IS CLEAR THAT I WOULD CERTAINLY BE ONE OF HER STRONGEST SUPPORTERS. I CAN SAY DESERVEDLY SO. I WANT TO MAKE ONE COMMENT ON COMPARABLE VERSUS EXPERIENCE. I FIRMLY BELIEVE AND THE POINT WAS MADE THAT JOY HAS 18 YEARS OF EXPERIENCE WITH THIS COUNTY WHERE SHE HAS PERFORMED NOT JUST ADMIRABLY, BUT EXCEPTIONALLY AND THAT'S TO BE REWARDED AND THERE IS A MARKET OUT THERE FOR CITY AND COUNTY ADMINISTRATORS. TRUST ME. THERE WAS A STRONG MARKET FOR WATER MANAGEMENT DIRECTORS AND DEPARTMENT DIRECTORS AND I WANT TO GO BACK TO ONE OF THE ILLUSTRATIONS IN THE OVERHEAD THIS MORNING THAT I SAW. LET ME JUST TALK A LITTLE BIT QUICKLY ABOUT ST. JOHNS COUNTY VERSUS LEON COUNTY. IT IS INTERESTING TO NOTE THE COUNTY ADMINISTRATOR IN LEON COUNTY , THE COMPENSATION AS I RECALL WAS ABOUT 350,000. IT SHOULD BE NOTED. LEON COUNTY AND ST. JOHNS COUNTY SHARE A MAJOR DIFFERENCE IN THE POPULATION OF THE COUNTY VERSUS THE MAJOR CITY. TALLAHASSEE HAS APPROXIMATELY 196,000 POPULATION. LEON COUNTY HAS APPROXIMATELY 295,000. SO TALLAHASSEE TAKES UP 2/3 SLIGHTLY MORE THAN 2/3 OF THE POPULATION OF LEON COUNTY. COMPARE THAT OR CONTRAST IF YOU WILL, TO ST. JOHNS COUNTY. IF YOU ADD UP THE MUNICIPALITIES IN THIS COUNTY THAT EXIST NOW, THAT IS ABOUT 25,000 AND CHANGE. THE COUNTY'S ESTIMATED POPULATION IS AROUND 310,000, 320,000. I'M NOT REAL GOOD AT MATH BUT I THINK THAT'S ABOUT 7%. AS OPPOSED TO 2/3. SO THERE IS A MUCH GREATER RESPONSIBILITY OF ST. JOHNS COUNTY ON THE COUNTY ADMINISTRATOR AND FRANKLY ON US COMPARED TO OR CONTRASTED TO LEON COUNTY WHERE TALLAHASSEE IS THE LARGE A POLITY VERSUS THE OVERALL COUNTY POPULATION. SO I AM SITTING HERE WITH ABSOLUTELY NO EQUIVOCATION, NO INDECISION, NO QUESTION ABOUT THE FACT THAT JOY ANDREWS HAS EARNED THE CONTRACT THAT WE ARE ABOUT TO VOTE ON AND I CERTAINLY AM GOING TO VOTE A STRONG AND HARD YES. THANK YOU.
THAT JUST LEAVES ME AND ST. JOHNS COUNTY COULD NOT BE MORE PRIVILEGED OR LUCKY TO HAVE YOU MISS ANDREWS AND IT WOULD BE MY HONOR AGAIN AS IT WAS WITH CHIEF MCGEE. TWO REALLY GOOD HIRES TODAY, EVERY BIG DAY FOR THE COUNTY MOVING FORWARD.
THE MOTION TO APPROVE TERMS AND CONDITIONS OF PROFESSIONAL SERVICES AGREEMENT BETWEEN ST. JOHNS COUNTY AND COUNTY ADMINISTRATOR JOY ANDREWS AT AUTHORIZED CHAIRMAN OR DESIGNEE TO EXECUTE THE AGREEMENT ON BEHALF OF THE COUNTY.

>> SECOND. >> A MOTION AND A SECOND.
WITHOUT FURTHER DISCUSSION PLEASE VOTE. 4-1.
CONGRATULATIONS AND THANK YOU. THAT TAKES US TO THE GENERAL PUBLIC COMMENT. WE ARE 35 MINUTES EARLY.

THE AUDIENCE SHOULD REFRAIN FROM ANY DISRUPTIVE DEMONSTRATION OF APPROVAL OR DISAPPROVAL OF ANY COMMENTS FINALLY I ASK THAT ANY SPEAKER THAT PRESENTS OVERHEAD MATERIAL PLEASE PRESENT MATERIAL TO THE STAFF OF THE CLERK OF THE COURT TO BE ENTERED IN THE PUBLIC RECORD THANK YOU.CANDIDATES RUNNING AGAINST THREE BCC COMMISSIONERS SHOULD BE AWARE SOME DEMOCRATS IN THE BUSINESS COMMUNITY ARE SENDING OUT PROPAGANDA TO OTHER DEMOCRATS AS REPUBLICANS SO THE THREE COMMISSIONERS WILL BE REELECTED AND REMAIN IN POWER TO TAKE CARE OF THESE CRONIES INSTEAD OF THE QUALITY OF LIFE OF RESIDENTS. QUESTION, THE LOVE OF MONEY IS WHAT? REMEMBER ON JANUARY 22, 2020 FOR THE CITY COUNCIL OF JACKSONVILLE BEACH VOTED TO HIRE FORMER ST. JOHNS COUNTY ATTORNEY TO BEGIN WORK APRIL 22, 2024. ON FEBRUARY 6, 2024 THE BCC PRESENTED SEPARATION AGREEMENT EFFECTIVE FEBRUARY 9TH 2024. FEBRUARY 20TH, 2024 THE AGREEMENT TO HIRE INTERIM ATTORNEY WAS PRESENTED TO THE BCC. QUESTION. WHEN DID THE FORMER ST. JOHNS COUNTY ATTORNEY APPLY FOR THE JACKSONVILLE BEACH POSITION? QUESTION. WHEN DID THE FORMER ST. JOHNS COUNTY ATTORNEY INFORMED THE BCC HE HAD BEEN HIRED JANUARY 22, 2024 TO BEGIN HIS JOB IN JACKSONVILLE BEACH APRIL 22, 2024? TRANSPARENCY, TRANSPARENCY DOES NOT EXIST, WE HAVE SEEN IT THIS MORNING. WE DO NOT WRESTLE AGAINST FLESH AND BLOOD BUT AGAINST PRINCIPALITIES AGAINST POWERS AGAINST RULERS OF THE DARKNESS OF THIS AGE, AGAINST SPIRITUAL HOST OF WEAKNESS AND HEAVENLY PLACES. DO NOT BELIEVE EVERY SPIRIT, BUT TEST THE SPIRITS WHETHER THEY ARE OF GOD BECAUSE MANY FALSE PROPHETS HAVE GONE OUT INTO THE WORLD. AND I DO HAVE A COUPLE OF THINGS. THANK YOU, THAT'S GREAT. I LIKE THAT. LISTEN TO 90.5 FM, ONE'S HOPELESS LIFE CAN CHANGE. I WANT TO COMMENT I HAVE 53 SECONDS. I RAN BECAUSE SOME PEOPLE DON'T WANT ME UP HERE TALKING. I AM ONE OF THOSE NITPICKERS. I'M GOING TO CONTINUE TO NITPICK. I LIVE IN THIS COUNTY AND CITY LIMITS OF SAINT AUGUSTINE. I PAY TAXES, MAYBE NOT AS MUCH AS YOU DO. YOU WILL GIVE UP YOUR 25% SALARY AND THEN PAY FOR ALL THE STUFF YOU'RE PUTTING FORWARD. WE DON'T AGREE WITH EVERYTHING YOU DO AND WE HAVE A RIGHT TO BE HERE AND MOST PEOPLE DON'T WANT TO COME IN BECAUSE YOU DO NOT LISTEN. YOU TAKE CELL PHONE MESSAGES DURING THE MEETING TOO I DID NOT KNOW THAT WAS ALLOWED. SO I THINK I WILL JUST RELAX FOR 13, 11, NINE, SEVEN, FIVE , IT'S NOT A JOKE, THANK YOU.
ON, GOOD MORNING STILL. THIS IS UNUSUAL.
MY NAME IS JUDY SPIEGEL, ABOUT JESUS CHRIST RESURRECTION BECAUSE I WON'T SEE YOU ALL BEFORE EASTER AND THAT IS COMING. I WILL TAG THAT ONTO THE END. I RAN INTO AN ARTICLE THIS MORNING LEARNING ABOUT AFFORDABLE HOUSING, OFFICIAL FROM THE GOVERNMENT AND I WISH I KNEW MORE ABOUT IT, I FOUND THIS ARTICLE IN THE TAMPA BAY TIMES THAT SPOKE ABOUT HOW HE WOULD GET THE NEWCOMERS INTO THE GOVERNMENT AND HELP THEM TO DO A GOOD JOB AND I BELIEVE THIS IS ABOUT POLITICAL OFFICE AND IT'S ABOUT INTEGRITY AND GODLY CHARACTER AND IT'S IMPORTANT TO SAY. ALWAYS RESPECT OF THE PERSON'S RIGHT TO HOLD THEIR OWN VIEWS. AVOID TAKING A POSITION ON THE ISSUE UNTIL YOU HAVE TALKED TO PERSONS ON BOTH SIDES OF THE ISSUE. DO NOT RELY ON OTHERS TO ADEQUATELY EDUCATE YOU ON AN ISSUE. THEY WILL FREQUENTLY HAVE A BIAS. PUBLIC OFFICE IS A PUBLIC TRUST BOTH LEGALLY AND CONCEPTUALLY. NEVER VIOLATED THAT TRUST. YOUR FAMILY IS A SOURCE OF STRENGTH AND A POINT OF REAL-WORLD CONTACT, RESERVE AND PROTECT THAT AT ALL COST.
YOU HAVE TWO CONSTITUENCIES ONE THAT ALEXIA AND THE ONE YOU SERVE, THE ONE YOU SERVED CONSISTS OF ALL THE CITIZENS OF ST. JOHNS COUNTY. YOU ARE A POLITICIAN IN DEMOCRACY, TAKE
[02:00:01]
PRIDE IN THAT. USER OFFICE TO GENERATE PUBLIC DEBATE ON IMPORTANT ISSUES OF THE DAY. I THINK THERE HAS BEEN MAY BE SOME CHARACTER DEVELOPMENT THAT PEOPLE COULD USE TO HELP THEM TO PRESENT THEM. BETTER AS REPRESENTATIVES OF THE COUNTY AND THERE'S ALWAYS TIME FOR IMPROVEMENT WHAT'S COMING UP IN TWO WEEKS IS RESURRECTION SUNDAY THE PIVOTAL MOMENT IN THE HISTORY OF THE WORLD WHERE JESUS CHRIST ROSE FROM THE DEAD AFTER HE DIED FOR ALL OF OUR SINS. I WILL TELL YOU WITH NO UNCERTAINTY GOD IS CALLING PEOPLE CLOSER TO HIM AT THIS TIME IN HISTORY, THE DARKNESS IS GETTING DARKER WE NEED THE LIGHT MORE THAN EVER. THERE SO MUCH HATE OUT THERE WE NEED GODS LOVE. I WOULD REALLY ENCOURAGE YOU ALL THIS EASTER SEASON WHEN YOU GO TO CHURCH MAYBE FOR THE ONE TIME OF YEAR THAT YOU DO SOME OF YOU THAT YOU WOULD OPEN YOUR HEART GOD IS CALLING YOU SPEAKING TO YOU, HE WANTS TO HAVE A RELATIONSHIP WITH YOU. HE WANTS TO HEAR YOUR. THIS IS NOT ABOUT ME NOTCHING A BELT IT'S ABOUT THE GOD OF THE UNIVERSE WANTING AN INDIVIDUAL RELATIONSHIP WITH EVERY HUMAN BEING ON THIS EARTH, DID YOU REALIZE THE LARGEST GROWING CHRISTIAN POPULATION IN THE WORLD RIGHT NOW IS IN IRAN? CHINA IS NUMBER TWO. JESUS CHRIST IS APPEARING TO PEOPLE IN DREAMS, PEOPLE ARE COMING TO THE LORD IN DROVES. HE LOVES EVERYONE, THIS IS NOT ABOUT A CERTAIN GROUP OF PEOPLE, THANK YOU AND HAPPY EASTER.ADDRESS IS OUT FRONT. LOVE THOSE MESSAGES GOD IS GOOD AND I AM SO THANKFUL THAT I AM STILL HERE. SO I KEEP EMAILING AS I SAY APPEAR EVERY TIME AND CANNOT GET ANY MESSAGES BACK FROM ANYONE AND THAT'S A BIG PROBLEM AS THESE LADIES JUST SAID IT'S GETTING DISTURBING. SO I'M GOING TO READ THE EMAIL SINCE I CAN'T GET ANYONE TO RESPOND TO ME, THIS IS CRAZY. WHAT YOU ARE SEEING ON THE SCREEN IS THE MIAMI INDEPENDENT, A STAFF ROTOR WROTE ABOUT THE ELECTION, HAPPY ELECTION DAY, ONE DAY. MANY PEOPLE ARE DOING RESEARCH, WE ARE HERE TALKING ABOUT TAX DOLLARS. WE DON'T GET ANY RESPONSE. SO I HAVE GIVEN PROOF OF HOW MUCH MONEY HAS BEEN SPENT ON MACHINES AND OTHER TECHNOLOGY TO COUNT BUBBLES ON A PAPER FOR VOTING. SEEMS A LITTLE NEFARIOUS AND OUTRAGEOUS. ALL THE WHILE TO FIND OUT EARLY VOTING OF ANY KIND IS NOT ALLOWED. IT IS IN DIRECT VIOLATION AND OPPOSITION OF THE FLORIDA CONSTITUTION. SECTION 5 RIGHT HERE. PRIMARY GENERAL AND SPECIAL ELECTIONS, GENERAL ELECTION SHALL BE HELD IN EACH COUNTY FIRST TUESDAY AFTER THE FIRST MONDAY OF NOVEMBER THAT'S TODAY. SHOULD BE A HOLIDAY. MOVING ON TO THE NEXT. TOPIC OF THE LIVE LOCAL ACT. STILL A HUGE PROBLEM BEING MASQUERADED AS A CHARITABLE AFFORDABLE HOUSING ACT. THIS IS HURTING THE TAXPAYERS AND WILL PUT A STRAIN ON ESSENTIAL WORKERS TO LIVE IN ST. JOHNS COUNTY. WILL YOU AT LEAST LOOK AT WHAT IS DOING TO THE ST. JOHNS COUNTY RESIDENTS, THAT WOULD BE GREAT. I SAID LAST TIME I SPOKE THE TALLAHASSEE LEGISLATION SEASON IS OVER, THE SESSION AND PASCOE WAS WAITING TO SEE WHAT HAPPENED UP IN TALLAHASSEE IF THEY WERE GOING TO MAKE CHANGES. MAYBE THEY ARE GOING TO MAKE ADJUSTMENTS THEY GIVE US A OPT OUT PROVISION OR PUT OTHER CONDITIONS IN THAT WE ARE LOOKING AT. THIS HAS BEEN ONGOING CONVERSATION IN TALLAHASSEE AND NOW THE SESSION IS OVER AND WHEN THAT DID NOT HAPPEN, SO IT DID NOT HAPPEN, WE COULD NOT WAIT ANY LONGER. WE DON'T KNOW BECAUSE PROPERTY APPRAISER NEEDS TO HAVE THIS AND LET'S SAY AMMUNITION TO SAY OKAY I WILL WAIT UNTIL THIS GETS RESOLVED BEFORE I DO ANY IMPLEMENTATION OF THIS TAX BREAK. SO NOTHING HAPPENED, THE SESSION IS OVER, NOTHING GOT FIXED, STILL NO RESPONSE FROM ANYONE HERE IN ST. JOHN'S COUNTY GOING TO DO ANYTHING ABOUT THIS? THE LAST THING I HAVE IS THE ILLEGAL ALIENS IN OUR COUNTY. THE STATE OF FLORIDA IS NOT A SANCTUARY STATE SO WHY ARE THEY HERE? I JUST CANNOT FIGURE THIS OUT. THEY ARE ALL OVER, I HAVE CALLED THE SHERIFF'S OFFICE. ARE THEY NOT COMING I.C.E.? THEY SIGNED AN AGREEMENT.
[02:05:08]
HAVE I GOT THIS RIGHT? OKAY. PATHETIC CONNOR, MALFEASANCE AND NONFEASANCE BY FOUR OF ST. JOHNS BY PUBLIC PETITION IN A UNCHARTERED COUNTY. OFFICIALS REFUSAL AND OBSTRUCTION TO RECORD AND INVESTIGATE PUBLIC WORKS FRAUD IS FULLY DOCUMENTED BY QUALIFIED RESIDENT IS LEGALLY DEFINED AS NOTHING LESS THAN ACCESSORY AFTER THE FACT. AN ENGINEER'S WHIMSICAL BLUEPRINT TAGGING OF 10 FEET BY 200 FEET OF PROPERTY IS THE ABSOLUTE GROUND ZERO OF AN ACTIVE EMINENT DOMAIN. THAT FAILED TO THEN PROVIDE FIFTH AMENDMENT DUE PROCESS OR JUST COMPENSATION THUS REFERRING TO THE DEFINITION OF INVERSE CONDEMNATION. A COERCED TEMPORARY CONSTRUCTION EASEMENT WAS INVALIDATED BY BLATANT FRAUD AND EVEN REFUSED THE PRESENTATION HEARING BY THE CURRENT CHAIRMAN ARNOLD, MAY YOU ALL BROUGHT ON YOUR THROAT FOR THE MALICIOUS ATTITUDES THAT YOU CONTINUE TO EXPRESS TO VICTIMIZE RESIDENTS OF OUR COMMUNITY WITH YOUR APATHETIC DISMISSAL OF ANYTHING REGARDING RIGHTFUL EXPECTATIONS OF YOUR OFFICIAL DUTIES. DISTRICT 3 IN COMPETENT COMMISSIONER MAY FIND TODAY WAS HIS SHARED DAY OF RECKONING AFTER FRAUDULENTLY PLEDGING JUSTICE FOR ALL. ALL INCLUDES RICHARD NORWOOD. THANK YOU.CREEK ESTATES. I WOULD LIKE TO BRING UP AN ISSUE THAT I BROUGHT UP SENDING EMAILS WITH A PICTURE PERTAINING TO IT.
THE ABC LIQUOR STORE 2000 SQUARE FOOT THE SYSTEM THAT IS IN THE WORKS TRYING TO GIVE PLANS TO BE FILLED RIGHT THERE , RIGHT NEXT TO THE VILLAGE CHURCH WHICH IN A SENSE THEY ARE LOOKING FOR MINIMUM CHANGE IN THE DISTANCE FROM 1000 FOOT TO 40 FEET. TO BE BESIDE THE CHURCH. ALSO YES TECHNICALLY AND I PUT IT IN THE EMAILS AND BROUGHT IT UP BEFORE TECHNICALLY YES BY THE CODE A KINTNER CARE OR DAYCARE WHERE YOU DROP YOUR KIDS AND INFANTS OFF HAS NO EFFECT ON THE DISTANCE FROM A LIQUOR STORE. SO THIS LIQUOR STORE CAN GO RIGHT BESIDE IT IN A SENSE 200 OR 300 FEET AWAY. 10,000 SQUARE-FOOT LIQUOR STORE CAN GO 200 OR 300 FOOT AWAY. THEY HAVE NO RELEVANT ISSUE WITH THAT IN THE CODE. SOMETIMES THE CODE DON'T HAVE A GOOD MEANING. BECAUSE ALONG THE SIDEWALK THERE ARE KIDS THAT WALK TO MILLCREEK OR TO COREY . SO, WHEN ADOLESCENCE OR EVEN WHEN THEY HAVE EVENTS AT THE CHURCH , THEY WILL SEE A 10,000 SQUARE-FOOT LIQUOR STORE RIGHT THERE OKAY? EVEN THOUGH IT WAS TECHNICALLY DENIED BY THE PZA BECAUSE THEY ONLY HAD SIX PEOPLE THERE. THEY BUILT A SIGN FOR THE SHOPPING CENTER SHOWING GOING THERE AND THEY WERE THE FIRST TO POST THEIR NAME UP ON THE BIG TOE BOARD OKAY? WHAT DOES THAT SHOW? A LOT OF PEOPLE SAYING IT'S COMING THIS LIQUOR STORE IS COMING RIGHT HERE AND IF YOU DON'T KNOW WHERE I'M TALKING ABOUT, COME ON OUT, YOU HAVE THE INFAMOUS INTERSECTION THERE. YOU HAVE THE CHURCH AND THEN A BIG OPEN AREA WHERE THEY ARE PUTTING IN A SMALL SHOPPING CENTER PLAZA WITH BOUTIQUES AND NAILS AND WHATEVER THEY HAVE IN THERE AND ALL OF A SUDDEN THIS MASSIVE BUILDING WILL BE THERE. AND YES I LOOKED ON THE ON THE PLANNING AND THEY SHOW THAT APRIL 2ND , THEY ARE ON THE AGENDA TO COME TO THE BCC . AND ALSO, THEY HAVE HIRED THE

BIG GUNS OKAY? FROM ST. JOHN'S LAW TO COME DO IT.YOU DON'T SEE THIS AS AN ATTACK ON YOU GUYS PERSONALLY.
THIS IS JUST A PUBLIC LOOKING FOR TRANSPARENCY IN THE BOARD.
WHAT THIS WOMAN SAID IT IS REPETITIVE, IF THAT FEELS REPETITIVE IT'S BECAUSE WE'RE TALKING ABOUT A LOT OF THINGS HERE. A LOT OF THINGS ON THE AGENDA WITH A LOT OF CONCERNS SO I HOPE YOU KNOW THIS IS JUST PUBLIC CONCERN. WE ALL ARE TAXPAYERS. SOME ARE BUSINESS OWNERS, YOU DON'T KNOW WHAT WE ARE, WHERE THE PUBLIC SO I HOPE YOU GUYS ARE NOT INTIMIDATED BY HEARING THIS OR THINK IT IS RELENTLESS OR NOT PERTINENT , MISINFORMED , WHATEVER IT IS, WHERE THE PUBLIC AND WE ARE LOOKING TO ENGAGE OUR GOVERNMENT. TO SEE WHATEVER CHANGE WE CAN MAKE. AS ANOTHER PERSON SAID, IT IS HARD TO GET IN TOUCH WITH YOU GUYS. I CAN LOOK AT ALL OF YOU AND YOU KNOW IT'S HARD TO GET IN TOUCH WITH YOU GUYS. JOY ANDREWS, TOO. I HAVE TRIED TO MAKE CONTACT WITH EACH ONE OF YOU GUYS. NOT POINTING FINGERS, I NOTICED A QUORUM, BUT WHEN PEOPLE POINT FINGERS BACK AT THE PUBLIC AND TELL US OUR INSUFFICIENCY, IT'S LIKE WE ARE TRYING TO GET OUR POINT ACROSS WE JUST WANT THE POINT ACROSS TO BE HEARD AND TO HAVE A POSITION OF REPRESENTATION. LIKE WHEN JOY, I HEAR THAT HAVE TO WAIT TWO MONTHS TO GET A MEETING AND I HAVE YET TO BE CONTACTED BACK. I HAVE GONE INTO OFFICES, THE SECURITY GUARD AT THE FRONT DOOR ASKED ME MY NAME ONE DAY. THAT GOES TO SHOW YOU. I, ENGAGED CITIZENS CANNOT GET A RESPONSE WHICH ENTAILS PEOPLE TO DO WITH AGAIN TO SHOW UP AND SIT DOWN HERE AND ENGAGE YOU GUYS. I'M SORRY THAT BOTHERS YOU GUYS. WE ARE JUST ENGAGED CITIZENS, WE WANT OUR TOWN THE WAY WE WANT IT AND SHAME ON US, SHAME ON US, BUT IF THERE'S CHANGE THAT CAN BE MADE FROM ONE PERSON OR TWO PERSON, IT DRAWS ATTENTION TO SOMETHING THAT YOU GUYS WOULD NOT CONSIDER OR A QUESTION THAT WAS NOT ASKED. I AM SORRY THAT YOU GUYS FEEL, I'M SORRY YOU ARE INCLINED TO FEEL THAT WE ARE HARASSING YOU GUYS , BY NO STRETCH OF THE IMAGINATION.
I'M SURE YOU ARE GREAT INDIVIDUALS AND THE PEOPLE I'VE SPOKEN TO ME KNOW I HAVE NO ILL WILL, I AM HERE IS A PASSIONATE INDIVIDUAL WANTING CHANGE. I WAS BORN AND RAISED HERE, I WANT TO PROTECT WHATEVER I CAN. YOU CAN LABEL ME WHATEVER, HARASSER, NON-DEVELOPER WHATEVER, NONE OF IT IS TRUE. I WANT ACTIONABLE FEASIBLE LOGICAL CHANGE THAT WE CAN COUNT ON FOR YEARS TO COME. AND NOT BE STUCK BY HOOKS FROM CORPORATE INTEREST. THAT'S ABOUT IT. I WOULD LOVE TO STILL SPEAK WITH ANYBODY ABOUT WHAT I HAVE CONTACTED YOU ABOUT BECAUSE ST. JOHNS COUNTY PARKS FOUNDATION DID NOT GO ANYWHERE, YOU DOUBLE DOWN. YOU GIVE ANOTHER $250,000 AFTER I LEFT.
ANSWERS AND QUESTION DEMOCRACY. IS THAT TOO MUCH TO ASK? BUDGET HEARINGS IN 2016 TO BE ANSWERED. LAST YEAR DURING THE BUDGET PROCESS I HAD 104 QUESTIONS. NONE WERE ANSWERED, NONE. THAT IS NOT WHAT THE STATE LAW CONTEMPLATES. WE HAVE A RIGHT TO ASK QUESTIONS AND DEMAND ANSWERS AND EXPECT DEMOCRACY INCLUDING IN THE BUDGET INFORMATION. YOU ALL REALIZE FOR YEARS WE HAVE NOT TAKEN UP OPPORTUNITY TOLD ABOUT TO REQUIRE TO ASK THE CONSTITUTIONAL OFFICERS, ALL FIVE TO PRESENT PROPOSED BUDGETS BY MAY 1ST WHICH WOULD ALLOW THE COUNTY ADMINISTRATOR BUDGET HEARING TO ASK QUESTIONS OF THE CONSTITUTIONAL OFFICERS ABOUT THE SHERIFF'S BUDGET AND THE OTHER FOUR CONSTITUTIONAL OFFICER BUDGETS. WE NEVER GET THAT WHY CAN'T WE HAVE NICE THINGS? WHY CAN'T WE BE TREATED LIKE ADULTS? WHY DO YOU SIT AND SMIRK WHEN PEOPLE ATTACK CITIZENS WHO RAISE CONCERNS IN MEETINGS AND YET YOU DON'T EVEN ANSWER QUESTIONS. WE HAD A COUNTY ADMINISTRATOR HUNTER SINCLAIR CONRAD WHO TOLD ME TWO YEARS IN A ROW AT OUR BUDGET HEARING WHICH IS HELD NOT ON THIS CAMPUS, NOT TELEVISED, BUT AT THE CENTER FAR AWAY WITH NO PLACE TO EAT FOR A ONE HOUR LUNCH? AND YOU CUT OFF QUESTIONS. IN 2016 AND HENRY WAS THERE BEFORE ELECTED COMMISSION. IN 2016 WE HAD A
[02:15:03]
MATURE PROCESS OR YOU COULD RAISE YOUR HAND AND ASK A QUESTION. NOW PROCESS THE BUDGET DIRECTOR HAS MANIPULATED THIS PROCESS . THE COUNTY ADMINISTRATOR REALLY NEEDS TO HURT ON THIS BUDGET PROCESS IT NEEDS TO BE IN THIS ROOM WHEN WE HAVE A BUDGET HEARING IN MAY AND IS TO BE WITH FULL PARTICIPATION OF CONSTITUTIONAL OFFICERS. THEY NEED TO BE INVITED TO PRESENT BUT IT'S AND WE NEED TO ASK THINGS LIKE A $4.4 MILLION HELICOPTER. WE DON'T GET QUESTIONS ANSWERED HERE. $786,784 WORTH OF EMBEZZLEMENT UNDER THIS SHERIFF WE HAD DAVID SURE THE ONE WHO COVERED UP THE MICHELLE O'CONNELL CASE. THAT GUY. HE SAID AND I QUOTE, 2016 IN THIS ROOM AT A DEBATE WITH DEBBIE MAYNARD, HE SAID HE REJECTED THE FALSE NARRATIVE THAT COPS NEED TO BE WATCHED. THANK GOD SHERIFF HARDWICK CAME TO THE PODIUM IN RESPONSE TO MY BUDGET QUESTIONS AND WE ACTUALLY GOT , WE ACTUALLY GOT SOME ACCOUNTABILITY. WE HAVE BODY CAMERAS NOW THANKS TO SHERIFF HARDWICK. THINK OF ALL THE CRIMES COMMITTED BY LAW ENFORCEMENT IN ST. JOHNS COUNTY 200 YEARS AND WHY DOES OUR SLOGAN FOR THE BICENTENNIAL OF ST. JOHNS COUNTY SAY 200 YEARS OF EXCELLENCE? SHOW ME THE EXCELLENCE.WANTED TO ADDRESS A LITTLE LESS CONTENTIOUS ISSUE OF PICKLEBALL COURTS. I KNOW COMMISSIONER DEAN AND HAVE RECEIVED A LOT OF INFORMATION FROM TENNIS PLAYERS AND PICKLEBALL COURTS. WHILE PICKLEBALL HAS EXPLODED AND IT IS A GREAT SPORT AND PEOPLE LOVE IT AND IT REQUIRES LESS SKILL TO GET STARTED, TENNIS HAS NOT DIMINISHED AND THE TENNIS COURTS ARE USED A LOT MORE THAN THE PICKLEBALL COURTS PLAYERS HAVE INDICATED. WE HAVE A GROUP OF 20 PLAYERS THAT PLAY AND RON PARKER AND THE LIGHTHOUSE REGULARLY. SOME OF US EVERY DAY. THERE ARE ONLY FOUR COUNTY TENNIS COURTS ON THE ISLAND FROM BRIDGEVILLE TO THE INLET THEIR FOUR COURTS, TWO AT RON PARKER, TWO AT THE LIGHTHOUSE AND RON PARKER COURTS ARE LIGHTED. THEY GET A LOT OF USE FROM LOCALS AND WE SEE A LOT OF VACATIONING FAMILIES AND PEOPLE OUT THERE, PEOPLE SPEAKING FOREIGN LANGUAGE. WHEN RON PARKER IS FULL WE SEND THEM TO THE LIGHTHOUSE. SO, THERE ARE BY MY CALCULATION APPROXIMATELY 30 PRIVATE COURTS ON THE ISLAND .
INCLUDING THE 10 AT ATLANTIC BEACH. FIVE AT HARPER ISLAND, MARSH CREEK 10 OR 12, OTHER CONDOS HAVE PRIVATE COURTS. ALL OF THOSE THAT I MENTIONED ARE LIGHTED SO WE HAVE TWO LIGHTED COUNTY TENNIS COURTS ON THE ISLAND AND I ACKNOWLEDGE PICKLEBALL IS GREAT, THEY NEED MORE COURTS, CONSIDER THE VASCULAR COURTS AT RON PARKER RARELY USED ALSO. THE FIELD I HARDLY EVER SEE ANYBODY USING THE NEWLY RENOVATED BASEBALL FIELD OUT THERE THAT YOU WOULD OCCASIONALLY SEE PEOPLE DOING FRISBEES TO THE DOGS, SO THERE ARE A LOT OF OPTIONS BESIDES TURNING THE TENNIS COURTS AND THE PICKLEBALL COURTS. I ALSO WANTED TO MENTION PUTTING PICKLEBALL LINES ON TENNIS COURTS MESSES UP THE TENNIS FOR EXPERIENCED PLAYERS THE DUAL USE COURSE -- COURTS AND SOME AROUND REQUIRE A DIFFERENT NET AND ESSENTIALLY DON'T WORK VERY WELL. TURNING TENNIS COURTS INTO DUAL USE WOULD PROVIDE WORK CONTENTION AS FAR AS GETTING ON THE COURT. SO ANYWAY I HOPE , THE COMMISSIONER RESPONDED TO SOME OF THE TENNIS PLAYERS THAT YOU ARE GOING TO CHANGE THE TENNIS COURTS AND I HOPE THE REST OF THE COMMISSIONERS WILL FOLLOW THAT LEAD. THANK YOU.
>> HELLO ROBERT WILEY SUPPORT OF THE EXISTING TENNIS COURTS THAT I HAVE BEEN PLAYING ON 14 YEARS I HAVE HEARD RUMORS THE PICKLEBALL PLAYERSWANT TO TAKE OVER THE TENNIS COURTS AND TURN THEM INTO PICKLEBALL COURTS AND RIGHT NOW A LOT OF TIMES IF YOU'RE NOT ON THE COURTS EARLY, YOU KNOW YOU DON'T GET A COURT WHEN IT COMES TO TENNIS. WE DO NOT HAVE ENOUGH TENNIS COURTS, I WOULD IMAGINE TENNIS COURTS COST MORE, THEY ARE BIGGER AND REQUIRE MORE SPACE, BUT I'M JUST HERE TO SUPPORT THE EXISTING TENNIS COURTS THAT WE HAVE IN THE COUNTY AND WE DON'T HAVE A LOT. SO I HOPE YOU TAKE THAT INTO CONSIDERATION, THANK YOU.

>> GOOD MORNING DAY. PEOPLE ARE STARTING TO STAND UP, BUT WHEN THIS COMMISSION ALLOWS THAT THESE DEVELOPERS FOR THESE LAWYERS COME IN HERE AND CALL US, CLAMOR THE CROWD, LEHMAN, AND THEY MAY BE EVEN UNDER ETHICS INVESTIGATIONS, BUT WE WON'T LOOK AT THAT. YOU JUST CONSIDER THE PUBLIC AS NONSENSE AND WE KNOW THAT WHEN IT COMES TO THESE DEVELOPERS. YOU CANNOT EVEN MOVE, CAPACITY HAS BEEN 97% IN THIS TOWN DRIVING. YOU STILL KEEP APPROVING STUFF. WHAT IS WRONG WITH YOU PEOPLE? GOD BLESS YOU, THE FORCE IS COMING, THANK YOU.
DISTRICT 3 ST. JOHNS COUNTY COMMISSION. I RAN IN 2000, THE COUNTY ADMINISTRATOR WON. HE INCREASED DENSITY , BUT AT THAT POINT I SPENT A YEAR WORKING ON THE LAND DEVELOPMENT CODE FOR PRIVATE PROPERTY RIGHTS, I SAT ON THE WETLAND BUFFER BOARDS AND WE FOUND A BALANCE. I CANNOT STAND THAT THE DEVELOPERS ARE EXEMPT WITH PLAN UNIT DEVELOPMENTS AND DRI'S AND WHERE WE ARE FILLING IN THE WETLANDS. THE COMPREHENSIVE LAND PLAN IS LOADED WITH PREAPPROVED DEVELOPMENTS, A BUILDING PERMIT LASTS A YEAR. ARE THESE LIFETIME APPROVALS? LAWS HAVE CHANGED. THE CONFERENCE OF LAND PLAN FILLING IN 160 ACRES OF WETLANDS AND HAVE IT MITIGATED SOMEWHERE ELSE BREAKS MY HEART. THIS IS NOT A REPUBLICAN, THIS IS NOT A DEMOCRATIC ISSUE. IT IS OUR ENVIRONMENT. QUALITY OF LIFE AND AS THESE DEVELOPMENTS COME IN, WE ALL KNOW WE ARE GETTING BURDENED WITH THE SCHOOLS, THE ROADS, WE CAN FIND TEACHERS, FIREFIGHTERS, WHAT ARE WE GOING TO DO YOU GUYS? ENOUGH IS ENOUGH. WE NEED TO LOOK AT THIS LAND, COMPREHENSIVE LAND PLAN AND NOT APPROVE EVERYTHING IN THERE. CHANGE, CHANGE THE DATES OF WHEN ROADS AND DEVELOPMENTS GO IN. IT IS UP TO YOU GUYS. YOU WILL HAVE THE PAIN OF APPROVAL. THANK YOU.
COMMENT? WE HAVE TIME FOR ONE MORE. WE ARE DONE? OKAY.
>> FEATHERS EARLIER WITH THE COMMENT THAT I MADE WHEN I SAID I HAVE NO INTEREST, I HAVE NO INTEREST IN NITPICKING THE EMPLOYMENT CONTRACTS. SOMEHOW WHEN PEOPLE ARE GETTING UP HERE TO SPEAK AFTER THAT AND SOME OTHER COMMENTS THAT I MADE, THEY SEEM TO BE LAYING THAT ON THE BCC SAYING THAT YOU ARE BEING BATTERED, SAYING THAT YOU WERE ANGRY, SAYING WHATEVER I SAID , I DON'T EVEN REMEMBER WHAT I SAID BECAUSE IT WAS FLOWING OUT OF MY MOUTH EARLIER. I WILL WATCH THE TAPE LATER AND SEE, BUT I WANT TO MAKE IT CLEAR. I AM SPEAKING FOR MYSELF. I AM A 74-YEAR-OLD LIVING ON A FIXED INCOME. I HAVE PROBLEMS JUST LIKE EVERYBODY ELSE. I JUST CHOOSE NOT TO COME IN HERE AND SPEAK TO THE BCC IN A MANNER THAT I'M NOT ACCUSTOMED TO USING PERSONALLY. IF OTHER PEOPLE FEEL THAT'S GOING TO GET THEIR MESSAGE ACROSS, AND THAT'S WHAT THEY WANT TO DO THEN THAT'S FINE. I DON'T AGREE WITH THE METHOD, BUT I DON'T DISAGREE, THEY HAVE THE RIGHT TO COME UP HERE AND SAY TRUE OR FALSE ANYTHING THEY WANT TO SAY. TO CHECK WITH THE COUNTY ATTORNEY LOT LONGER GO BECAUSE I WAS VERY UPSET ABOUT PEOPLE COMING UP AND CONSISTENTLY SAYING THINGS THAT I CONSIDER TO NOT BE TRUTH.
WHAT I WAS TOLD IS, THEY HAVE A RIGHT TO,. AND SAY THE SUN DID NOT COME UP THIS MORNING IF THEY WANT TO. SO, THAT BEING
[02:25:04]
AS IT MAY, ENDING ON A POSITIVE NOTE, I LIKED THE SERVICE DEMONSTRATION THIS MORNING THAT HAS BEEN ADDED TO LAW ENFORCEMENT AND THE OTHER. I REALLY LIKED WHAT WAS SAID ABOUT PARKS AND REC. I THINK THEY DO A GREAT JOB. WE NEED TO GET THE MESSAGE OUT OF ALL THE GOOD THINGS THEY ARE DOING BECAUSE AS THE COUNTY'S GROWING WE NEED MORE PARKS AND WE NEED THOSE PEOPLE TO KEEP WORKING FOR US AND DOING THE GREAT THINGS THEY ARE DOING. AND I WANTED TO CONGRATULATE JOY ON HAVING A GOOD CONTRACT AND I EXPECT TO SEE MANY GOOD THINGS COMING FROM HER AND OUR STAFF. I THINK THEY ARE REMARKABLE AND DO A GREAT JOB, THANK YOU.>> THANK YOU THAT WILL END GENERAL PUBLIC COMMENT.
POODLE. HE IS NOT, WHAT DO YOU CALL IT?
>> I DRAW THE LINE. I'M NOT GOING TO PUT UP WITH DOGS BARKING AT ME AND EVERYTHING ELSE. I'M KIDDING.
>> DID YOU ALL CAN THE WHOLE THING WITH BUTLER PARK? I UNDERSTOOD THAT YOU WANTED FROM SOME PEOPLE WHO LIVE AROUND HERE, YOU HAD A MEETING. YOU MET WITH MATT? I UNDERSTAND FROM HIM THAT YOU ALL WERE GOING TO.
>> GET OVER HERE. CAN THE WHOLE THING, BUT I SEEM TO HAVE SOME NEW TABLES AND A HANDRAIL ON THE DOCK. SO WHAT ARE Y'ALL GOING TO DO WITH THE OTHER MILLION DOLLARS OR WHATEVER? I MEAN, THERE'S A LOT OF SUBTLE STUFF YOU CAN DO OVER THERE. THERE IS A SPOT YOU COULD PUT BENCHES WHERE PEOPLE ARE NOT CROWDING THE FISHING DOCK AND THE POT RAMP .
THAT IS CAUSING PROBLEMS I HAVE BEEN WITNESSING THAT ALMOST 30 YEARS. BY NOT DOING NOTHING IT IS NOT MAKE SENSE, THE WHOLE AREA THERE. PALMETTO ROAD. THIS IS WHAT'S HAPPENING , THE MAN WHO LIVES ON THE END AND I'VE GOT A 17 FOOTER.
THIS IS 27 FOOT BOAT. HE IS BLOCKING, HE WILL PUT THE BOAT IN, BLOCK THE RENT AND THEN TELL YOU IT IS PRIVATE PROPERTY AND STUFF. IT'S GOING TO BE A BIG PROBLEM. THAT WAS ONE OF THE THINGS FOR BUTLER PARK. IF YOU WOULD HAVE SHUT IT DOWN TO DO THE WORK THERE EVERYBODY WOULD'VE BEEN JAMMING DOWN PALMETTO ROAD. THOSE PEOPLE ARE UNDER THE FALSE IMPRESSION THIS IS PRIVATE PROPERTY AND ITS ACCOUNT HE BOAT RAMP . THE BUTLER PARK YOU GO 16 FEET RUN OFF THE ROAD AND CRASH AND KILL EVERYBODY IN THE CAR, TRUCK, EVERYTHING. PALMETTO ROAD YOU HAVE ALMOST 70 FEET WHEN YOU'RE NOT GOING OFF THE ROAD. IT IS 10 TIMES SAFER THAN BUTLER PARK BUT YOU ALL ARE GIVING THESE PEOPLE THE IMPRESSION THAT THIS IS THEIR PRIVATE PROPERTY. THIS HOMEOWNER ASSOCIATION WHERE THERE GETTING WORSE AND WORSE BY YOU ALL NOT DOING NOTHING. IT'S GOING TO END UP SOMEBODY GETTING SHOT AND THE COPS HAVE BEEN DOWN THERE OVER THE SAME REASON, GUNS WERE DRAWN, SHOTS WERE FIRED BECAUSE THESE PEOPLE JUST SHOW UP THINK THEY CAN RUN THE BOAT RAMP AND IT TURNS INTO A VICIOUS LITTLE SET UP. I KNOW THAT JOY HAS HEARD QUITE A BIT ABOUT IT FROM THE PRIDE THING WHICH I DON'T KNOW WHAT THAT DOES, NOTHING BECAUSE THEY'RE PROBABLY BEEN HALF A DOZEN COMPLAINTS ABOUT WHAT'S GOING ON AND ZERO HAS BEEN DONE. IT'S JUST GETTING WORSE AND PEOPLE ARE GETTING MORE ANTAGONISTIC AND MORE GREEDY , IT'S RIDICULOUS YOU ALL ARE DOING NOTHING. YOU COULD CLEAN OF THE END OF THAT PALMETTO ROAD, MAKE A NICE FISHING SPOT FOR PEOPLE WHO DON'T HAVE BOATS. IT IS JUST SWAG EVERYWHERE YOU GET CUT UP
[02:30:03]
BY CONCRETE BLOCKS AND STUFF. THANK YOU.SIR. ANYONE ELSE GENERAL PUBLIC COMMENT? SEEING AND WE
[Commissioners’ Reports]
WILL CLOSE PUBLIC COMMENT. >> OKAY THAT TAKES US BACK TO COMMISSIONER REPORTS. COMMISSIONER JOSEPH.
>> I AM ON THE ADVISORY LIBRARY BOARD AND SO EXCITED BECAUSE I HAVE SOME PICTURES OF MY BOOK MOBILE. I TOOK MY DAUGHTER TO THE MEETING AND GOT TO SEE THE BOOK MOBILE IN NOKIA T AND THEY'RE MAKING A BIGGER AND NICER ONE, WHAT'S GREAT ABOUT THE BOOK MOBILE IS EVERYONE'S BOOK MOBILE GOES ALL OVER THE COUNTY AND STOPS AND PEOPLE CAN PUT OUT A BOOK OR GET A BOOK ON HOLD OR CALL AHEAD OF TIME. THE MOST IMPORTANT THING WAS DISCUSSION OVER A NOKIA T 10,000 SQUARE-FOOT LIBRARY COMBINED WITH THE PARK , SUCH A GOOD IDEA SO I HOPE THAT CONTINUES BECAUSE THINK ABOUT KIDS COULD BE PLAYING SOCCER, PARENTS COULD BE IN THE LIBRARY OR VICE VERSA. THE OLDER KIDS PLAYING IN THE MOM WITH THE YOUNG CHILD CAN BE IN THE KIDS LIBRARY AND THAT WOULD BE A GREAT COMMUNITY PLACE WITH THE NEW PARK COMING IN AND A HUB THAT'S GOING TO BE COMBINED WITH PARKS AND REC. I THINK IT'S A GREAT IDEA AND WE CONTINUE TALKING ABOUT THAT. LASTLY ONE OF THE LADIES ON THE ADVISORY BOARD NAMED CATHERINE EVERY ST. JEAN ALWAYS WRITES A LIMERICK SO HERE IS HER LIMERICK. I TOLD HER I WOULD READ IT FOR HER. IN THE BOOKMOBILE FILLED WITH STORIES THAT ROME SERVICING THE COUNTY IT'S HOME WITH PAGES THAT TURN, MANY HEARTS IT WILL EARN BRINGING LIBRARIES WHERE IMAGINATIONS ARE GROWN. THAT'S MY REPORT.
>> THANK YOU COMMISSIONER JOSEPH. COMMISSIONER
WHITEHURST. >> I WANT TO CONGRATULATE CHIEF, CONGRATULATE JOY ANDRUS ON GETTING THE CONTRACT AND ALL OF THE STAFF, TPC WAS ANOTHER WONDERFUL EVENT. DID NOT DISAPPOINT. WE HAD A LOT OF PEOPLE AND EVERYONE HAD A GREAT TIME. THAT'S ALL I HAVE TO REPORT.
>> THANK YOU COMMISSIONER ALAIMO, COMMISSIONER
WHITEHURST. >> I'VE GOT A FEW THINGS, NUMBER ONE IN RESPONSE TO SOME COMMENTS I DON'T CARE HOW MANY YOU NITPICK I ALWAYS ENJOY SEEING YOU AT THE PODIUM SO PLEASE KEEP ON SPEAKING. I HAVE LISTENED TO YOUR COMMENTS THIS AFTERNOON AND I'M A LITTLE BIT DISAPPOINTED THAT YOU SAID WE ARE HARD TO GET A HOLD OF TO BE TOTALLY HONEST.
ONE RESIDENT TO ANOTHER I REMEMBER WHEN YOU CAME TO THE OFFICE TALKING WITH STAFF AND I STEPPED OUT TO THE LOBBY AND WE HAD WHAT I THOUGHT WAS A PRODUCTIVE 10 TO 15 MINUTE CONVERSATION ABOUT THE HOUSE AND HOW YOU AND YOUR NEIGHBORS DIDN'T WANT IT AND THE NEIGHBORS CAME TO ANOTHER MEETING AND HE TOLD US AGAIN AND AGAIN ONE AFTER THE OTHER NOT JUST YOU, BUT YOU AND YOUR NEIGHBORS DO NOT WANT THE HOUSE.
CALL ME OUT OF ORDER FOR HAVING THIS PERSONAL CONVERSATION ACROSS THE AUDITORIUM. I WANT YOU TO KNOW THAT WE DECIDED TO SPEND $230,000 IN RESPONSE TO YOU AND YOUR NEIGHBORS ASKING US TO MOVE THE HOUSE AND NOT PUT IT IN YOUR NEIGHBORHOOD. SO WHEN YOU SAY WE ARE NOT LISTENING OR WE DON'T TAKE ACTION, YOU KNOW I'M JUST A RESIDENT, A COMMISSIONER FOR THE TIME BEING BUT I HAVE BEEN IN THE COUNTY 25 YEARS AND I'M HERE TRYING TO DO MY VERY BEST. I WILL TALK TO YOU AFTERWARDS, BUT I'M JUST TRYING TO SAY FOR THE RECORD WE DID THAT BECAUSE WE ARE TRYING TO MAKE YOU ALL HAPPY, THAT'S ALL I CAN DO. WE HAVE PEOPLE BRING PROBLEMS, SOMETIMES VERY PASSIONATELY AND WE TRY TO MAKE THE BEST DECISION WE CAN. HAPPY TO TALK TO YOU AFTER THIS MEETING DIRECTLY AFTER OR IF YOU WANT TO SCHEDULE TIME IN THE OFFICE WHERE WE CAN SIT DOWN AND HAVE A PROPER CONVERSATION JUST REACH OUT TO STAFF I HAVE NEVER TURNED ON A MEETING. A LITTLE BIT DISAPPOINTED TO HEAR THAT. WENT TO VOTE THIS MORNING AS YOU MAY SEE BY THE STICKER, WANT TO COMMEND THE POLLING STATION WAS VISIBLE EASY TO SEE THE WORKERS WERE SO FRIENDLY.
NOT A LONG LINE, FOLKS ALREADY KNOW THIS IS KIND OF THE RESULT THAT'S IN, BUT WANTED TO COMMEND THE STAFF FOR DOING A WONDERFUL JOB MAKING BOATING EASY IN ST. JOHN'S COUNTY.
[02:35:01]
WANTED TO ADDRESS THE TOPIC OF PERCEPTION VERSUS REALITY, I SAW AN ARTICLE POSTED BY ONE OF THE LOCAL NEWS STATIONS. I HAD THAT PULLED UP. HERE WE GO. THE PERCEPTION OF ST. JOHNS COUNTY IS WHERE RUNAWAY TRAIN OF DEVELOPMENT FASTEST GROWING COUNTY IN THE STATE AND THAT IS SOMETHING THAT I HEAR QUITE OFTEN. GOING FASTER THAN ANY OTHER PLACE IN THE COUNTRY, CERTAINLY MUST BE THE FASTEST GROWING COUNTY IN THE STATE OF FLORIDA. THIS ARTICLE BASED ON THE CENSUS DATA WAS POSTED BY A LOCAL NEWS STATION AND IT HAD FOUR OF THE FIVE FASTEST GROWING COMMUNITIES IN THE COUNTRY HERE IN THE STATE OF FLORIDA. I THOUGHT IT WOULD BE A PUBLIC INTEREST TO SHARE THOSE FOUR COMMUNITIES IN THE STATE OF FLORIDA THAT ARE PART OF THE FIVE FASTEST GROWING COMMUNITIES IN THE COUNTRY.NUMBER ONE THE VILLAGES IN CENTRAL FLORIDA, NUMBER TWO THE LAKELAND WHERE MY GRANDMOTHER LIVED FOR 60 YEARS. LAKELAND WINTERHAVEN THAT'S NUMBER TWO. OCALA IS NUMBER FOUR IN MARION COUNTY AND PORT ST. LUCIE WHICH IS NOT AS FAR SOUTH AS FORT LAUDERDALE IN THE SOUTH FLORIDA AREA, BUT ALWAYS MORE OF A SLEEPY COMMUNITY, PORT ST.
LUCIE. SO THOSE ARE FOUR OF THE FASTEST GROWING COMMUNITIES IN THE COUNTRY THAT RESIDE IN THE STATE OF FLORIDA NOT ONLY ST. JOHNS COUNTY NOT THE FASTEST GROWING COUNTY IN THE STATE, NOT EVEN IN THE TOP FOUR FASTEST GROWING COUNTIES IN THE STATE, NOT IN THE COUNTRY. JUST THOUGHT THAT WOULD BE OF INTEREST. WITH ALL THE ENGAGEMENT WE HAVE ON GROWTH MANAGEMENT CONVERSATIONS I'M SURE THE MESAGE WILL GET OUT LOUD AND PROUD WE ARE NO LONGER A FAST-GROWING COUNTY IN THE STATE OF FLORIDA. A LOT OF PEOPLE FROM AROUND THE COUNTRY WANT TO LIVE HERE, NOT JUST ST. JOHNS COUNTY. MY LAST MESSAGE IS TO ECHO THE COMMENTS JESUS CHRIST IS MY LORD AND SAVIOR AND THIS IS OUR MOST IMPORTANT HOLIDAY IF YOU ARE A CHRISTIAN. THE DEATH AND BURIAL AND RESURRECTION OF JESUS CHRIST IS FUNDAMENTAL TO FAITH AND IT IS CRITICAL AND A FOUNDATION TO FAITH, MY FAMILY AND I WILL BE CELEBRATING EASTER BEFORE THE NEXT COUNTY COMMISSION MEETING SO EVERYBODY WAS A COMMISSION -- CHRISTIAN, HAVE A HAPPY EASTER.
>> THANK YOU COMMISSIONER WHITEHURST, COMMISSIONER DEAN.
COMMENT. JUDY I THINK YOU RAISED A NOTE ABOUT AND QUICKLY I HAVE WHAT I WOULD CONSIDER THE HONOR AND PLEASURE TO WORK WITH HIM CLOSELY AND HE WAS ONE OF THE MOST REMARKABLE INDIVIDUALS FROM THE STANDPOINT OF NOT JUST INTELLECT, BUT HIS DEDICATION AND CARING FOR ALL THE PEOPLE OF FLORIDA, PARTICULARLY THE UNDERSERVED THAT'S WHY IT'S CALLED THE FUND AFFORDABLE HOUSING , THAT PROGRAM THAT WAS HIS LEGISLATION HE SPONSORED WHEN HE WAS IN THE HOUSE. E ALSO SERVED ON THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT BOARD AND THEN HE ALSO WHEN GOVERNOR DEPARTMENT OF COMMUNITY AFFAIRS AND WAS VERY EFFECTIVE AT THE TIME DCA DEALT WITH THE GROWTH MANAGEMENT SEE PLAN, LOCAL PLAN ISSUES AND AGAIN HE WAS BRILLIANT. THE TRAGEDY FOR THOSE WHO DON'T KNOW WHEN HE WAS DCA SECRETARY 30 YEARS AGO, HE WAS FROM TALLAHASSEE TO ST. JOHN'S COUNTY TO MEET WITH THE CHAMBER OF RECORDS HE WAS SPEAKING , THE PILOT HAD A HEART ATTACK AND CRASHED IN SAINT AUGUSTINE, KILLED HIM AND IT WAS A HUGE TRAGEDY FOR BOTH HIS FAMILY AND FOR ALL OF US. WE SHOULD ALWAYS REMEMBER HIM . THANK YOU.
>> THANK YOU COMMISSIONER DEAN. I DON'T HAVE MUCH TODAY,
