JOHNS COUNTY , FLORIDA WHERE PATTI GREENOUGH BECAME CEO OF EPIC BEHAVIORAL HEALTHCARE IN 1990 AND IN 33 YEARS EXPANDED EPIC FROM A SINGLE FOCUS ORGANIZATION WITH ONE CAMPUS, 14 STAFF AND A $300,000 BUDGET TO A MULTIFACETED BEHAVIOR HEALTHCARE SERVICE DELIVERY SYSTEM WITH SIX CAMPUSES IN MULTIPLE COUNTIES, 130 STAFF AND A MULTIMILLION DOLLAR BUDGET. WHEREAS SHE SUCCESSFULLY LED THE EFFORT TO BRING A 16 BED INPATIENT DETOX AND RESIDENTIAL TREATMENT CENTER TO ST. JOHNS COUNTY AS WELL AS OTHER CRITICAL SUBSTANCE USE AND MENTAL HEALTH DISORDER PROGRAMS AND SERVICES AND WHEREAS HAVING AN UNDERSTANDING OF VARIOUS COMMUNITY NEEDS, PATTI GREENOUGH WAS AN INITIAL MEMBER OF COMMUNITY BOARDS AND WORKGROUPS THAT LED TO THE ESTABLISHMENT OF CRITICAL NEW ORGANIZATIONS INCLUDING THE PATH PREVENTION COALITION, BETTY GRIFFIN HAS, JUVENILE AND ADULT DRUG COURTS, WEST AUGUSTINE WEED AND SEED STRATEGY AND EMERGENCY SERVICES AND HOMELESS COALITION. AS WE MOVE INTO THIS BRAND-NEW YEAR OF 2024 WE CONTINUE TO SEE OUR TRAFFIC PROBLEMS AND I BELIEVE WE ARE UP TO THREE FATALITIES ALREADY FOR THIS YEAR INSIDE OF THE COUNTY. IT WAS AN INITIATIVE OF THE SHERIFF TO HAVE A FULL-TIME AGGRESSIVE TRAFFIC UNIT AND DUI UNIT. I WANT TO SHARE A COUPLE OF STATS FROM LAST YEAR IN 2023. FOR THE THIRD YEAR IN A ROW OVERALL CRASH DATA, BELIEVE IT OR NOT HAS DROPPED EVEN THOUGH TRAFFIC CONTINUES TO GROW. IT IS THE AMOUNT OF WORK THAT DEPUTIES PUT INTO REDUCING THAT. WE ARE

DOWN SOME BY 15% AND SERIOUS BODILY INJURY CRASHES HAVE DROPPED ANOTHER 15% AND BELIEVE IT OR NOT FATALITIES HAVE DROPPED 14% IN 2023. SO JUST KNOW THAT WE ARE NOT LETTING UP, WE ARE SAVING LIVES AND IT'S THE RIGHT THING TO DO SO WE WILL CONTINUE TO PUSH THAT HARD IN THE COUNTY SO WE CAN SAVE LIVES. ANOTHER THING IS LATER ON THERE'S SOMETHING, THE SHERIFF INITIATED SOMETHING LAST YEAR. ENGINE 15 AT THE TOP RIGHT, PINE ISLAND AND COULD YOU ONE, THE NEW TRUCK ON THE RIGHT IN THAT PICTURE FROM SOUTH PONTEVEDRA. SQUAD FOUR THE BOTTOM RIGHT CORNER COUNTY ROAD 208 AND INTERSTATE 95. THESE ARE APPARATUS TO REPLACE THE AGING FLEET. I WOULD LIKE TO HIGHLIGHT AND THANK CHIEF WILSON FOR HIS COMMITMENT AND DEDICATION. IT WAS A PRETTY BIG ENDEAVOR TO GET THE TRUCK SPELT AND STOCKED WITH EQUIPMENT AND GET THEM IN SERVICE. JOHNS COUNTY FIRE RESCUE AND THE CITY OF ST. AUGUSTINE WITH A GOAL TO MAKE SURE ALL HOMES HAVE SMOKE DETECTORS INSTALLED. THIS THURSDAY 9:00 UNTIL NOON THE FIRST NEIGHBORHOOD KICKING OFF IS THE WEST AUGUSTINE AREA WITH THE NEIGHBORHOOD BY SOLOMON AND CALHOUN. THE RED CROSS, AND THE CITY WILL ALL BE WALKING THE NEIGHBORHOOD PASSING OUT SMOKE DETECTORS AND HELPING INSTALL. >> GOOD MORNING MADAM CHAIR AND COMMISSIONERS. LEGISLATIVE UPDATE FOR JANUARY. THIS WILL BE PRETTY QUICK JUST HITTING SOME OF THE HIGHLIGHTS WE ARE LOOKING AT FOR THE FIRST MONTH OF SESSION. AS WE GO TO THE FIRST PAGE, A NUMBER OF BILLS TO WATCH. FIRST LOOKING AT HOUSE BILL ONE , THE SPEAKER'S PRIORITY ON SOCIAL MEDIA FOR MINORS. WE HAVE HAD DISCUSSIONS WITH REPRESENTATIVE GARRISON'S OFFICE, HE IS A MAJOR SUPPORTER. WE EXPECT THE BILL TO ADVANCE FORWARD IN THE LEGISLATURE. 1648 THE FUNDING FOR ENVIRONMENTAL RESOURCE MANAGEMENT , THIS IS AN INTERESTING PROPOSAL IN THAT A NUMBER OF THE SEMINAL GAMING COMPACT FUNDS WILL BE TRANSFERRED TO ENVIRONMENTAL PROJECTS. IT WILL EXPAND TRAILS, GREENWAY OPPORTUNITIES, WILDLIFE CORRIDORS AND WATER QUALITY PROJECTS BY INITIATING SEVERAL GRANT PROGRAMS. WE HOPE OVER THE NEXT COUPLE MONTHS TO WORK ON THIS BILL TO HELP FIND WAYS TO BENEFIT ST.

JOHNS COUNTY , TO BEST POSITION ST. JOHNS COUNTY TO TAKE ADVANTAGE OF THE OPPORTUNITIES THAT THE BILL WILL PROVIDE. WE ARE LOOKING AT TRANSPORTATION LEGISLATION.

I HAVE NOTICED THREE OR FOUR BILLS ADDRESSING THE STATE WORK PROGRAM AND LOOKING AT HOW THE ALLOCATION RESOURCES WILL GO TO RHODES. WE WANT TO KEEP AN EYE ON THIS TO MAKE SURE WE ARE UP TO DATE ON ANY CHANGES THAT HAPPEN THROUGH D.O.T. FINALLY ONE OF THE LARGEST INITIATIVES OF THE LEGISLATURE 'S MENTAL HEALTH AND HEALTH CARE. THERE ARE FOUR OR FIVE BILLS RUNNING TOGETHER. MANY MAY CONSOLIDATE INTO A LARGER PACKAGE. WHAT WE ARE FINDING IS THAT THESE INITIATIVES CONTAIN MANY IMPORTANT PRIORITIES WHICH WOULD INCLUDE MAKING SURE THAT WE HAVE LICENSURE ABILITY ACROSS STATE LINES BRINGING ENHANCING MENTAL HEALTH WORKFORCE , THAT IS ONE COMPONENT IN SOME OF THESE BILLS. I ALSO WANT TO MENTION THE POTENTIAL LEGISLATIVE VEHICLES THAT WILL BE HAPPENING. AS WE GO BACK TO TALLAHASSEE ON THE 24TH AND 25TH WE WILL BE LOOKING AT BILLS WHERE WE CAN ATTACH PRIORITIES AND THAT WOULD INCLUDE PRESUMPTIVE DISABILITY % EXPANSION FOR FIRST RESPONDERS, THE REGIONAL ESTUARY TASK FORCE AND THE WORLD DESIGNATION FOR HASTINGS. THE LAST PART I WOULD LIKE TO TALK TO YOU ABOUT TODAY WHICH IS SENATE BILL 536 AND 1061. THE COMMUNITY-BASED CHILD WELFARE AGENCY BILL. THIS BILL ELIMINATES OR REDUCES CRITICAL FLEXIBILITY FOR DEPARTMENT OF HEALTH AND HUMAN RESOURCES TO PROVIDE MORE THAN 35% OF ALL DIRECT WELFARE SERVICES IN ST.

JOHNS COUNTY. IT JEOPARDIZES SERVICE PROVIDED THROUGH EXISTING CONTRACTS AND PLACES OVER 50% OR 50 STAFF AT RISK OF UNEMPLOYMENT. THE BILL WILL PROVIDE A FUNDING MODEL THAT HAS NOT BEEN FULLY VETTED BY COMMUNITY-BASED CARE AGENCIES WITH A POTENTIAL NEGATIVE FISCAL IMPACT TO ST. JOHNS COUNTY. THE OFFICE OF INTERGOVERNMENTAL AFFAIRS IS REQUESTING IF THE BOARD FINDS APPROPRIATE DIRECTION TO DRAFT A POLICY STATEMENT IN OPPOSITION OF SENATE BILL 536 AND HOUSE BILL 1061. I BELIEVE THE DIRECTOR OF HEALTH AND HUMAN SERVICES IS HERE TODAY AND AVAILABLE FOR SPECIFIC POLICY QUESTIONS RELATED TO THIS BILL.

SEVERAL POINTS TO THE BILL. SOME OF THEM ARE VALID AND THESE TWO IN PARTICULAR WOULD HAVE A MAJOR IMPACT ON US. FOR THE PAST 20 YEARS WE HAVE BEEN PROVIDING IN-HOUSE CASE MANAGEMENT. THIS BILL AIMS TO SAY THAT NO MORE THAN 35% CAN

BE PROVIDED IN-HOUSE, IN OTHER WORDS THEY WANT US TO CONTRACT OUT , WHICH DUE TO THE SIZE OF THE AGENCY AND ALLOCATION MEANS WE ARE TAKING MONEY FROM FAMILIES AND CHILDREN THAT NEED IT. SO WE DO A GOOD JOB. WE ARE RANKED SECOND IN THE STATE , IT HAS BEEN WORKING FOR 20 YEARS. THERE IS NO REASON TO LOOK AT CHANGING IT , THEN IS TO BE A WAIVER WHICH IS WHAT IS CURRENTLY IN STATUTE. THERE IS AN AVENUE FOR US TO HAVE EXEMPTION AND WE DO CURRENTLY HAVE THE EXEMPTION. SO WE WOULD SEEK TO LEAVE IT THE WAY IT IS, THE WAY IT'S WORKING FOR US.

AND ADDITIONALLY THIS SECOND PIECE OF THIS THAT IS CONCERNING AS THEY ARE PROPOSING A NEW FUNDING MODEL WHICH WE HAVE NOT SEEN YET. JOHN'S COUNTY. IT WILL INCLUDE OFFICE AND INDUSTRIAL SPACE AND IT WILL SERVE AS THE REGIONAL HEADQUARTERS.

CONSTRUCTION IS ANTICIPATED TO BE COMPLETE IN THE THIRD QUARTER OF 2025. THIS PROJECT WILL BRING AN ESTIMATED $7.7 MILLION INVESTMENT TO THE COUNTY AND CREATE 18 NEW HIGH WAGE JOBS AT 125% OF THE COUNTY AVERAGE ANNUAL WAGE.

THIS IS A LOCATION MAP SHOWING WHERE THE PROJECT IS , NEAR THE INTERSECTION OF U.S. ONE. SO, BASED ON THE 18 DIRECT JOBS THAT THIS PROJECT WILL CREATE THERE WILL BE AN ESTIMATED $1.75 MILLION IN LABOR INCOME ANNUALLY AND $3.3 MILLION ANNUALLY IN GROSS COUNTY PRODUCT. IN YOUR BACKUP MATERIALS IS A DETAILED ECONOMIC ANALYSIS REPORT WHICH EXPANDS ON THIS. THE TRANSPORTATION ADVISORY GROUP IS A GROUP THAT MEETS ON ANNUAL BASIS COMPRISED OF STAFF MEMBERS AND WITHIN ST. JOHNS COUNTY AND MEMBERS FROM OUR LOCAL JURISDICTIONS WITHIN THE COUNTY AS WELL AS MEMBERS OF THE PUBLIC THAT ARE INVITED.

WE HOLD THE MEETING IN NOVEMBER , PRIORITIZE THE LIST TO COME UP WITH RECOMMENDATIONS WHICH WE WILL PRESENT TO YOU SHORTLY.

THE OBJECTIVE IS TO PRIORITIZE FUNDING FOR CONSIDERATION FOR FISCAL YEAR 2030 FOR THE FIVE-YEAR WORK PROGRAM , CURRENTLY ON AT THE FISCAL YEAR ENDING IN 29. THIS IS THE ROUND FOR NEXT YEAR'S FIVE-YEAR WORK PLAN. COMPRISED OF A COUPLE OF LISTS, FIRST THE HIGHWAY PROGRAM CONSISTING OF REGIONAL AND LOCAL PRIORITY ROADWAYS , CAPACITY IMPROVEMENT ROADWAYS , NEW ROADS WITHIN THE NETWORK. THE REGIONALIST REMAINS THE SAME FOR THE TOP FIVE WITH STATE ROUTE 16 EXPANDING DESCRIPTION. LAST YEAR THE COMMISSION VOTED TO MOVE STATE ROUTE 16 FROM PRIORITY NUMBER FIVE UP TO PRIORITY NUMBER ONE WHICH REMAINS UNCHANGED , BUT WE HAVE EXPANDED THE SCOPE SO INSTEAD OF BEING WIDENING WITH TWO LANES WE INCREASED IT FROM THE CURRENT TWO LANES ALL THE WAY THROUGH STATE ROAD 312 AND INCORPORATED IMPROVEMENTS ALONG THE INTERSECTION. SOME ON THE LOCAL PRIORITY LIST LIKE THE INTERSECTION ACROSS FROM PUBLIC WORKS. THEY ARE ALL INCLUDED IN ONE LARGER WATER SCOPED PROJECT AT THE ADVICE OF D.O.T.
