THIS IS YOUR INFRASTRUCTURE DELIVERY TEAM. I WAS TOLD THIS MORNING THAT THE PROFILE PICTURES THAT YOU ARE LOOKING AT THIS MORNING IS REALLY THE ORIGINAL PROFILE PICTURES THAT THEY TOOK WHEN THEY CAME TO ST. JOHNS COUNTY. WE ARE CONSTANTLY LOOKING FOR ROOMS FOR IMPROVEMENT IN THIS IS ONE OF THEM. THE NEXT TIME WE COME BACK WE WILL HAVE BETTER PROFILE PICTURES FOR EVERYONE. FIRST I WANT TO INTRODUCE COLIN GRAFF WHO IS THE INFRASTRUCTURE DELIVERY TEAM LEAD. I WANT TO MAKE SURE THAT I INTRODUCE THE TEAM SO I CAN GIVE ENOUGH KUDOS AND CREDIT TO MR. WE TRY TO DO AN UPDATE EVERY MONTH REALLY HIGHLIGHT THREE OR FOUR PROJECTS AND IMPORTANT MILESTONES SO THE PUBLIC KNOWS WHAT IS BEING BUILT IN THE ACADEMY. WHY DO WE PUT THIS TEAM TOGETHER? WE WANT TO BREAK DOWN SOME WALLS WE WANTED A CROSS FUNCTIONAL TEAM SOON WE BUILD THE PROJECT EVERYONE WILL BE INVOLVED IN THE TEAM. SO WHEN ISSUES DO ARISE THE RIGHT PEOPLE ARE THERE TO ADDRESS IT IMMEDIATELY AND TRANSPARENTLY. WE WANTS TO BREAK DOWN THOSE DEPARTMENT SILOS SO THEY WORK TOGETHER ON THESE PROJECTS AND ARE NOT WORKING INDEPENDENTLY. THAT SAVES MONEY AND TIME AND IS MORE TRANSPARENT TO THE CITIZENS. WE HAVE OUTDATED AND BURDENSOME PROCEDURES THAT HAVE BEEN HERE FOR 20 OR 30 YEARS. WE ARE LOOKING AT BREAKING THIS DOWN AND PROVIDING MORE EFFICIENT WAYS TO BE TRANSPARENT AND EFFICIENT AT DELIVERING THESE PRODUCTS. THERE MAY BE POLICY CHANGES TO BRING TO THE BOARD THAT YOU HAVE TO LOOK AT TO MAKE THESE POLICY CHANGES. IT IS ALL ABOUT DELIVERING PROJECTS EFFECTIVELY AND EFFICIENTLY. WANT TO ENCOURAGE AND REWARD THE INVITATIONAL PROJECTS AND WHAT THAT MEANS IS THAT MAYBE IT IS WORTH $500,000 TO SAY 5 MILLION. LOOKING FOR WAYS TO SAVE MONEY THROUGH INNOVATION AND REWARDING THAT INNOVATION. ONE OF THE BIG THINGS, IS THE PARALLEL PROJECT MILESTONES. RIGHT NOW A LOT OF PROJECTS ARE DONE SEQUENTIALLY. WE HAVE TO FIGURE OUT WHICH PRODUCT YOU WANT AND YOU GO TO THE START DESIGN AND THEN FURTHER BID. SOME OF THOSE TASKS COME PARALLEL WITH THE SPEED DELIVERY AND TIMEFRAME THAT THE PUBLIC WAITS FOR THESE PROJECTS. THAT MAY BRING RISKS. BUT WE ARE ALSO BRINGING CALCULATED MITIGATED RISK STRATEGIES. THEN WE FIRST SCOPE THOSE PRODUCTS COMING UP WITH A CONTINGENCY PLAN. IF SOMETHING COMES UP THAT WE WEREN'T AWARE OF AT LEAST WE THOUGHT ABOUT IT AND HAD A PLAN TO ADDRESS THAT RISK AS IT COMES UP. THE BIG THING THAT WE ARE CHANGING, IS WE WANT TO HAVE THAT AUTHENTIC AND MEANINGFUL COMMUNITY ENGAGEMENT. WE WANT PEOPLE TO BE INVOLVED IN THE PROJECT THE VERY BEGINNING AND THROUGHOUT THE PROJECT. NOT JUST WHERE THE PROJECT IS GOING TO A NEW NEIGHBORHOOD. AND THEN DURING CONSTRUCTION THERE IS A NUMBER THAT YOU CAN CALL AND YOU WILL GET A CALL BACK WITHIN 30 MINUTES. AND THEN WE FINISH THE [00:30:05] PROJECT YOU SAY WE ARE FINISHED SO WHAT DO YOU THINK? IT IS A HEAVY COMMUNITY ENGAGEMENT AND BRINGING IN SOMEONE TO HELP US DO THAT BECAUSE PROJECT MANAGERS ARE GREAT AT MANAGING PROJECTS BUT THIS IS SOMETHING THAT WE NEED PROFESSIONAL HELP WITH IF WE'RE GOING TO BRING WAYNE AND HIS GROUP TO BRING THIS MEANINGFUL FRONT PROJECT FORWARD. CURRENTLY WE HAVE 75 PROJECTS IN THE DESIGN PHASE THROUGHOUT THE FACILITIES AND PARTS FOR A TOTAL OF $100 MILLION. AND THAT DOES NOT INCLUDE CONSTRUCTION COSTS IN THE DESIGN PROJECTS. THIS HAS 120 PROJECTS RIGHT NOW IN THE COUNTY UNDER CONSTRUCTION FOR TOTAL $400 MILLION. THIS $500 MILLION OF PROJECTS THAT ARE IN DESIGN AND CONSTRUCTION BEING BUILT. YOU CAN SEE THE BREAKDOWN. THESE ARE THE PROJECT MANAGER IS HANDLING THIS EVERY DAY. THIS DOES NOT INCLUDE THE $20-$30 MILLION THEY SPEND EVERY YEAR ON WHAT WE CALL REHABILITATION AND RENEWAL. MEANING REPAVING ROADS AND FIXING REPLACING SIDEWALKS REPLACING PIPES IN THE GROUND. UPGRADING BUILDINGS AND FOR THE CONSTITUTIONAL OFFICES AS WELL AS THE GENERAL ADMINISTRATION. ALL THOSE KINDS OF PROJECTS ARE THERE AND IT DOESN'T EVEN INCLUDE THOSE. A VERY BUSY STAFF BUILDING PROJECTS IN THE COUNTY. I WANT TO COVER WHAT WE'RE DOING EVERY MONTH WITH THE INFRASTRUCTURE PROJECTS. WE CAN LOOK AT COUNTYWIDE SIGNAL IS ASIAN AND THE PROJECT THAT IS IN THE CONCEPTUAL LEVELS BROUGHT TO US BY SOMETHING ELSE. WERE LOOKING AT MILL CREEK PARK AND THE TUTEN WIDENING. STAFF IS LOOKING AT A WAY TO BETTER SIGNAL EYES THESE INNOVATIONS. HOW MANY PEOPLE WAIT AT A RED LIGHT THAT TURNS GREEN IN THE DRIVE DOWN THE ROAD AND THEN GET ANOTHER RED LIGHT. WITH THIS PROJECT DOES IS TIE ALL OF THESE ROADS TOGETHER IN THE CORE DOOR. SO THEY ARE ALL SYNCHRONIZED. THERE ARE TECHNICAL EXPLANATIONS BUT I DON'T QUITE UNDERSTAND MYSELF. WITH THE COUNTY IS DOING IS MODELING RIGHT NOW WITH FOUR MAIN AREAS IN THE COUNTY. THE BIG THING IS THAT WE ARE ENHANCING THAT REGIONAL TRAFFIC BLOCK. THEY FOCUS ON ST. JOHN COUNTY AND WE WILL BE PROACTIVELY PLANNING THE CIVILIZATION TIMING AND OPTIMIZATIONS BY PUTTING ALL THIS TOGETHER WITH TECHNOLOGY. WE WILL CONTINUE TO TRY DO THIS EVERY THREE YEARS. WHILE WE BELIEVE THAT DOES IS MOVE PROJECTS. IT MOVES THINGS FASTER IN THE DESIGN SO WE ARE DOING SOME SCOPING NOW AT PROJECT DEVELOPMENT BUT WE WANTED TO BRING IT TO YOUR ATTENTION THAT WE DO UNDERSTAND THERE IS TRAFFIC OUT THERE AND WE ARE GOING TO DO SOME THINGS TO TRY TO FIX IT. THIS IS A PROJECT CAME TO US WITH COT. THEY'RE HAVING ISSUES WITH STACKING A 95 AT THE IGE INTERCHANGE. THEY CAME UP WITH THE IDEA TO BRING A PROJECT AND COME UP WITH A CONCEPTUAL PLAN TO DO SOME SIGNAL WORK WITH THE WORLD COMMERCE CENTER AND BOULEVARD. THIS IS NOT A COUNTY PROJECT AS THEY DID NOT INITIATE THIS. AS A COURTESY THE COUNTY IS REVIEWING IT WITH THE OT. IT IS NOT A DONE DEAL AND NOT SOMETHING THAT WILL HAPPEN BUT WE WANTED TO BRING ATTENTION THAT THE D.O.T. IS TRYING TO SOLVE A PROBLEM OUT THERE AND THERE ARE SEVERAL WAYS OF DOING THAT. AGAIN THERE WAS ANOTHER OPTION WHERE THEY WERE COMING IN WITH ENGINEERS GETTING A SECONDARY OFFRAMP ONTO THE WORLD COMMERCE CENTER. THAT IS GOING TO BE MUCH MORE DIFFICULT BECAUSE IT DOES NOT MEET THE STANDARDS OF THE INTERSTATE. SO YOU HAVE TO GO THROUGH A FEDERAL VARIANCE PROCESS WHICH IN MY CAREER IN 35 YEARS OF BEEN THROUGH ONE AND IT'S BEEN DENIED. IT IS AN IDEA THAT WE WILL DEFINITELY BE LOOKING AT. THIS PROJECT IS SIMPLY A CONCEPT FROM THE D.O.T. AND NOT A STAFF PROJECT. THIS IS NOT SOMETHING THEY'RE MOVING FORWARD BUT WE ARE MAKING COMMENTS TO D.O.T. ON WHETHER OR NOT IT MAKES SENSE TO LOWER THE AMOUNT OF SIGNAL CHANGES AT THE INTERCHANGE OF COMMERCE CENTER AND AGP. WORKING TO MOVE MORE TRAFFIC THROUGH IT. THIS IS WHAT IT WAS AND WHAT IT DOES WITH RIGHT TURNS HERE GOING THE OTHER WAY. AND THAT'S WITH THE SIGNAL STATION WOULD DO THE STAFF NOW TOOK THIS AND WE ARE LOOKING AT MORE REGIONAL ALONG THE WHOLE CORE DOOR CORA DOOR AND STAFF IS REVIEWING THIS CONCEPT AND PROVIDING COMMENTS BACK TO D.O.T. WORKING THROUGH THOSE [00:35:04] ISSUES. THERE IS THE MEETING ROOM FOR ABOUT 100 SO THERE ARE LOT OF LIBRARY AMENITIES YOU JUST HEARD ABOUT. WE HAD A KICKOFF MEETING ON THE CONCEPTS OF THE LIBRARY AND WHAT IT WOULD LOOK LIKE. AND IT REALLY HAD A LOT OF INPUT FROM THE COMMUNITY AT THAT POINT. WE WENT OUT WITH A SURVEY AND HAVE A TON OF INPUT FROM THE COMMUNITY. SO NOW ARE GOING TO GO BACK WITH NEW CONCEPTS FOR THE INTERIOR. EVERYONE LIKED THE INTERIORS THAT'S GONNA HAPPEN SEPTEMBER 12TH. THAT IS 6:00 AT THE HARRIS COMMUNITY CENTER. WE WANT PEOPLE TO COME AND WERE GOING TO REVEAL THIS NEW CONCEPTS. THEY ARE ALL BASED ON THE INPUT THAT WE GOT THROUGH SURVEYS AND FROM THE PUBLIC MEETINGS. PROJECT DELIVERY HIGHLIGHTS THE ENHANCED PUBLIC ENGAGEMENT WITH MEETINGS AND THIS IS NOT THE LAST ONE. WE WILL HAVE MORE OF THESE AS WE GET THROUGH THAT DESIGN. WE WANT THESE DESIGN OPTIONS FOR THE COMMUNITY TO LOOK THROUGH AND HAVE MEANINGFUL DIALOGUE TO SAY WHAT DO THEY REALLY WANT THIS TO LOOK LIKE? JUST A COUPLE OF PICTURES FROM THE INSIDE I THINK EVERYONE LIKED THAT THEY WANTED TO HAVE THESE COMMENTS HERE. THEY JUST WANTED TO SHOW A FEW PICTURES BUT IT IS MOVING ALONG AND PEOPLE WILL BE EXCITED TO SEE ON THE 12TH THE CONCEPTS THAT THEY ACTUALLY CREATED THROUGH THOSE COMMENTS. MILL CREEK IS AN EXCITING PROJECT. THIS IS A $400 MILLION PROJECT THAT IS CURRENTLY IN CONSTRUCTION. WE GIVE NOTICE TO THE CONTRACTOR AND IS MOVING FORWARD. WERE LOOKING FOR GREAT GROUNDBREAKING CEREMONY HERE SHORTLY. THE BIG THING ABOUT THIS PROJECT AND THE HIGHLIGHT IS THAT STAFF DID A VERY GOOD JOB FIGURING OUT HOW TO BID THIS IN A VERY VOLATILE MARKET. THEY DID THIS A FEW TIMES AND PACKAGED IT DIFFERENT WAYS. THEY WERE ABLE TO BRING THE ORIGINAL 22 MILLION DOWN TO 11. THAT IS $11 MILLION OF SAVINGS TO THE TAXPAYER FOR THE SPARK WHICH IS A GREAT THING. WE ARE GOING TO STAY ON SCHEDULE AND GET FINISHED IN 13 MONTHS. WE WILL HAVE THAT PARK FINISHED WITH A LITTLE PICTURE THIS IS THE FOUR DIAMOND BALL FIELD AND A MULTIPURPOSE FIELD AND BATTING CAGES. IT IS LOCATED AT STATE ROAD 16 JUST ABOUT THAT 209 INTERSECTION. IN THE LAST PROJECT WE WANTED TO HIGHLIGHT THIS IS THE WIDENING OF TUTEN. THIS IS THE OBLIGATION BY THE DEVELOPER OF TWIN CREEKS. IT IS A TWO LANE SECTION THAT WAS SUPPOSED TO BE COMPLETED WITHIN THE NEXT TWO WEEKS. CLEARLY THAT IS NOT GOING TO HAPPEN. THERE ARE ISSUES OUT THERE. WE HAD AN ISSUE LAST WEEK WITH THE SCHOOL OPENING AND I WANT TO COMMEND STAFF LARRY REYNOLDS CAME UP WITH A GREAT PLAN TO MOVE TRAFFIC TO THE INTERSTATE. AND I BELIEVE IT IS DOING BETTER THAN IT WAS BUT IT IS STILL A TWO LANE SECTION. WE ARE LOOKING AT BIDS THAT WERE DUE FRIDAY FOR THE CIVILIZATION AT CUMBERLAND PARK. WE ARE ADVERTISING IN SEPTEMBER FOR THE ROADWAY WIDENING AGAIN. IT IS A PROPOSED 18 MONTH SCHEDULE OFFERING INCENTIVES IN THE CONTRACTOR TO COME UP WITH WAYS TO DO THIS MUCH QUICKER. WE WANT TO DELIVER THIS PROJECT AS FAST AS POSSIBLE. WE BELIEVE IT IS FULL COST RECOVERY FROM THE DEVELOPER BECAUSE THEY OWE THE COUNTY. WE WILL FORMALLY ENFORCE THE DEVELOPER TAKING CONTROL OF THIS PROJECT AND THE EARLY DELIVERY IS IMPORTANT. AND THAT WILL HELP WITH THE TRAFFIC.
