WE ARE PUSHING 54,000 KIDS IN ST. JOHN'S COUNTY.
WE HAVE 43 PUBLIC SCHOOLS. COMMISSIONER YOU WERE WITH US ON OPENING DAY AND WE APPRECIATE THAT.
WE ALL KNOW HOW TRAFFIC IS EVERY SINGLE DAY IN ST. JOHN'S COUNTY.
THE FIRST COUPLE OF WEEKS ARE CHAOTIC.
A LOT OF ROUTINES, NEW PARENT PICKUP AND DROP-OFF.
GIVE EVERYONE A FEW WEEKS TO GET THE ROUTINE DOWN.
IT WILL GET BETTER. IT IS ALWAYS LIKE THIS THE FIRST FEW WEEKS. ALSO, OUR TRAFFIC UNIT HAS BEEN WORKING HARD TO REDUCE THE NUMBER OF CRASHES GOING ON.
WE ARE ON A PROJECTION TO DECREASE 71% OF OUR TRAFFIC CRASHES AND 55% OF THE DEATHS. THAT IS A HUGE NUMBER.
I SAY THAT BECAUSE WE TALK ABOUT HOW BAD TRAFFIC IS.
OUR DEPUTIES ARE OUT THERE TO TRY TO MAKE YOU SAFE.

THIS IS A THOROUGH AUDITING OF CONSTITUTIONAL OFFICERS AND I WANT TO NOTE THAT ONCE AGAIN WE AGREED TO WORK WITH THE VARIOUS TEAMS AND TO GET THIS IN BY OUR DEADLINE.

>> GOOD MORNING. WE ARE PLEASED TO CONTINUE WORKING WITH THE COUNTY AND WILL BE GOING OVER THE FISCAL YEAR SEPTEMBER 30, 2022. WE DO HAVE A FEW COMMUNICATIONS TO COMMUNICATE. WE DO HAVE A SEPARATE LETTER BUT I WANTED TO POINT OUT OUR RESPONSIBILITIES WERE TO AUDIT THE FINANCIAL STATEMENTS UNDER GENERALS STANDARDS AS WELL AS FEDERAL AND STATE GRANT REQUIREMENTS OVER THOSE PROGRAMS A LOT OF AUDIT STANDARDS GO INTO THIS COMPREHENSIVE REPORT.
MANAGEMENT'S RESPONSIBILITY IS TO TAKE RESPONSIBILITY FOR THE FINANCIAL STATEMENTS. IT IS NOT OURS AS THE AUDITORS.
ALSO TO DESIGN INTERNAL CONTROLS AND AT THE CONCLUSION PROVIDE US WITH REPRESENTATIONS THEY HAVE GIVEN US THE INFORMATION.
THERE WERE NO AUDIT ADJUSTMENTS WHICH IS INDICATIVE OF STRONG INTERNAL CONTROLS AND THEY RECORDED ALL OF THE MATERIAL TRANSACTIONS THROUGHOUT THE YEAR.
ALSO IT IS IMPORTANT TO KNOW WE GOT FULL OPERATION AS WE CONDUCTED OUR AUDIT. AS IT RELATES TO THE DELIVERABLES, YOU WILL FIND THE REPORT AT THE FRONT OF THE DOCUMENT. I WANT TO POINT OUT IT WAS THE OPINION THAT THEY ARE PRESENTED WITH PRINCIPLES FOR GOVERNMENT.
AT THE BACK OF THE DOCUMENT YOU WILL FIND REPORTS ON COMPLIANCE.
AND I AM PLEASED TO REPORT THERE ARE NO WEAKNESSES IN THE AUDIT.
ALSO WANT TO HIGHLIGHT THE COUNTY'S FINDINGS THAT THESE WERE RESOLVED AND THESE WERE CORRECTED UNDER THIS REPORT.
THERE WERE OTHER REPORTS ON FEDERAL PROGRAMS AND STATE PROJECTS RELATED TO THE GRANT THAT THE COUNTY RECEIVED.
THERE WERE SEVERAL WE HAD TO TEST.
WE ARE PLEASED TO REPORT THAT WAS CLEAN AS WELL.
THE MANAGER'S LETTER WE HAD A RECOMMENDATION AND THEY PROVIDED THEIR RESPONSE. THIS COVERS COMPLIANCE OVER POLICY AS WELL AS FUNDING AND EXPENDITURES.
THAT WAS ALSO IN THE REPORT. JUST A FEW FINANCIAL HIGHLIGHTS TO POINT OUT. THE COUNTIES NET POSITION THIS IS NONEXPENDABLE BUT IT WENT FROM $33 MILLION TO $60 MILLION.
THE BUSINESS TYPE ACTIVITIES HAD AN IMPROVEMENT.
FROM $117 MILLION. AND IT ALL REFLECTED A POSITIVE CHANGE. THE GENERAL FUND BEING THE PRIMARY OPERATING FUND. IT HAD A DECLINE IN FUND BALANCE. THE DECLINE OF FUND BALANCE WAS BUDGETED WHICH WILL -- WE WILL SEE ON THIS SLIDE.
THE COUNTY DID BUDGET TO SPEND DOWN FUND BALANCE.
BUT IT WAS A POSITIVE BUDGET AS EXPENDITURES WERE $52 MILLION UNDER BUDGET WHICH OFFSET THE 25 MILLION FROM THE REVENUE RECEIVED. THE FUNDING WAS NOT RECOGNIZED IN THE SET. AND THE PROPRIETARY FUND WHICH

IS THE UTILITIES FUND. A VERY HEALTHY NET POSITION.AN OVERALL CHANGE WAS A POSITIVE $37 MILLION.
STABLE ACTIVITY AND VERY HEALTHY LIQUIDITY THERE.
THOSE WERE MY PREPARED REMARKS AND I WILL BE PREPARED TO ANSWER ANY QUESTIONS THAT THE BOARD APPROVES.

THE ONGOING QUESTION WHICH WE SPOKE TO, WHAT IS THE GAME PLAN, IT IS GREAT TO GET THE MONEY AND TAXES BUT IT IS ANOTHER THING TO DO IT THIS WAY.
WHAT CAN WE DO GOING FORWARD TO MAKE SURE IT IS BEING SPENT

I HAVE BEEN MONITORING THE CAPITAL PLAN, THE COMPREHENSIVE PLAN, ALL OF THESE PLANS. I PROBABLY SPEND MORE TIME DOING THAT THEN CUTTING MY GRASS. IT SEEMS LIKE A LOT OF MONEY COMING IN ON THE RESERVE. I KNOW WHEN IT COMES TO BUDGETING THOSE ARE LONG REACH KIND OF THINGS.
BUT OBVIOUSLY IT REPRESENTS FLAGLER ESTATES.
EVEN THOUGH WE ARE A SPECIAL DISTRICT WE DO HAVE LONG TERM NEEDS THAT HAVE TO DO WITH THE DEVELOPMENT.
AS A CRA WE ARE TRYING TO REDEVELOP, WE NEED A ROAD.
WE HAVE BEEN HERE BEFORE, AND THE BEST I CAN DO IS GET POTHOLES FIXES BETWEEN THESE TWO STREETS.
I WANT TO EMPLOYEE YOU THAT THEY NEED THIS EXTENSION.

WE BROUGHT SOME PEOPLE SO WE ARE ALL ROOTING FOR THE HASTINGS MAIN STREET DESIGNATION. EVERYONE WE TALKED TO HAD A POSITIVE RESPONSE AND I WANT TO THANK THE COMMISSIONERS AS WELL FOR MEETING WITH US AND COMING OUT AND LISTENING TO SOME OF OUR STORIES. I AM A NONPROFIT CONSULTANT THAT MEANS I AM GETTING OLDER. THE YOUNGER GENERATION HAS STEPPED FORWARD AND TAKEN OVER. JUST A LITTLE BACKGROUND, YOU ARE FAMILIAR WITH FLORIDA MAIN STREET AND THERE ARE 57 DESIGNATED.
IN THIS CYCLE THEY WILL OPEN UP AN ADDITIONAL FIVE MORE COMMUNITIES TO BE ADDED TO THE NUMBER.
NATIONALLY THERE ARE 2,000 MAIN STREET AND THEY HAVE BEEN AROUND SINCE 1985 SO THEY HAVE A 40 YEAR TRACK RECORD.
HOPEFULLY, WE WILL JOIN THE MOMENTUM IN THE MOVEMENT.
PART OF THE PROCESS IS TO DETAIL THE ECONOMIC IMPACT ON HISTORIC PRESERVATION AND THAT INCLUDES PRIVATE INVESTMENT, PUBLIC INVESTMENT, JOBS AND SO FORTH. THIS IS REQUIRED WITH THE FLORIDA MAIN STREET ORGANIZATION AND PROFESSIONAL MAINSTREET ORGANIZATION. ACCOUNTABILITY MAKES IT A STEP APART FROM OTHER PROGRAMS. ON THE LEFT-HAND SIDE OF THE SIDE YOU WILL SEE PICTURES OF SOME OF THE FELLOW MAIN STREETS.
IF YOU LOOK AT THE STREETSCAPE, IT LOOKS BEAUTIFUL AND INVITING AND WELCOMING FOR THE VISITOR. OUR HASTINGS MAIN STREET, IF YOU LOOK AT IT TODAY IS BEGINNING TO EMERGE.
BACK IN 1989 IT WAS A VIBRANT COMMUNITY AND IN 2018 THE COUNTY RECEIVED A GOVERNANCE OF THE COMMUNITY AND IT WAS IN NEED OF A LOT OF REPAIRS. RIGHT NOW, JENNA DENNIS AND HER FAMILY HAVE BEEN VESTED QUITE A BIT OF MONEY ON MAIN STREET.
AND THE CHANGE IS ATTRACTING OTHER INVESTORS SO IT IS COMING ALONG. THE CRITERIA TO BECOME A MAIN STREET IS TO HAVE A NATION AND IT HAPPENED AT THE TAIL END OF JANUARY THIS YEAR. WE HAVE COME A LONG WAY IN SIX MONTHS. WE HAVE GOALS, OBJECTIVES AND WORK PLANS. WE EVEN HAVE THE EXTRA FUNDING THAT WE WERE ABLE TO DONATE. PART OF THE ACTIVITIES INCLUDE GOOD RELATIONSHIPS WITH STATE REPRESENTATIVES, FEDERAL AND LOCAL REPRESENTATIVES AND THE COMMUNITY NONPROFIT PARTNERS.

IN THE REVISED TERMS, SEXUAL OFFENDERS, WHO ARE REGISTERED BUT WHERE THEY DON'T REGISTER WHERE THOSE WHO ARE REQUIRED TO REGISTER OR REQUIRED TO BE PUBLISHED WE CHANGE TO MAKE IT DESIGNATED FOR RECREATION PURPOSES AS WELL AS THE SAFETY ZONE, INSTEAD OF HAVING A LONG LIST OF THESE LOCATIONS WE JUST CHANGE IT TO BE CHILDCARE FACILITIES SCHOOL AND THE SCHOOL BUS STOP.

AND THE ESTIMAE OF THE TOTAL OF $107 MILLION.
