[7. Fiscal Year 2024 Recommended Budget.]

[01:00:45]

.

[01:00:45]

>> WE HAVE FORMATTED IT DIFFERENTLY TO ENGAGE THE

[01:00:49]

RESIDENTS AND VARIOUS CONSTITUENTS.

[01:00:51]

WE FORMATTED IT BY SERVICE AREA.

[01:00:56]

IF YOU ARE PUBLIC SAFETY PERSON YOU CAN CORRECT THE PUBLIC

[01:00:57]

SAFETY SECTION. IF YOU ARE INTO RECREATION AND

[01:01:01]

WHAT IS GOING ON IN THE AREA YOU CAN GO DIRECTLY THERE.

[01:01:04]

YOU NOT TO TAKE A ACCOUNTING COURSE SPECIFICALLY NAVIGATE.

[01:01:07]

WE HAVE CHANGED THE FORMAT THIS YEAR.

[01:01:09]

WE ARE VERY EXCITED ABOUT THAT, WE HAVE ROLLED THAT OUT DURING

[01:01:12]

THE WORKSHOP. IT IS MOBILE DEVICE FRIENDLY.

[01:01:16]

INTERESTINGLY ENOUGH, I WAS SCROLLING THROUGH MY PHONE LAST

[01:01:21]

NIGHT AND I CAN LOOK AT ALL, IF I CHOSE, $1.1 BILLION BY LINE ITEM. IRONICALLY, MY DAUGHTER TOLD ME DAD, YOU HAVE EXCEEDED YOUR SCREEN TIME.

SO I HAD TO PUT THAT PHONE AWAY, BUT THE CONCEPT IS THERE THAT YOU CAN NOW LOOK AT THIS, SCROLL THROUGH ANYWHERE YOU ARE AND YOU HAVE ACCESS TO THAT BUDGET.

IT ALSO IS A CUSTOM PRINTABLE ITERATION OF THE BUDGET.

IT CAN GO DIRECTLY TO YOUR EMAIL AND I WANT TO SHOW YOU WHEN YOU GET INTO THE BUDGET BOOK.

AGAIN, IF YOU CLICK THE LINK, YOU CAN NAVIGATE TO EACH OF THE AREAS. THERE IS A SECTION THAT PRINTS IT AND YOU CAN CUSTOMIZE YOUR BUDGET BOOK.

IF YOU'RE NOT INTERESTED IN A CERTAIN AREA, MAYBE INTERNAL SERVICE AREA IS NOT YOURTHING BUT YOU ARE MORE INTO LIBRARIES AND PARKS , YOU CAN CHECK THE BOX OVER ON THE CUSTOMIZE YOUR BUDGET BOOK SECTION. WITH THE SECTIONS OF THE BUDGET BOOK.WE WANT TO HEAR FROM YOU.

IF YOU ARE SCROLLING THROUGH THIS ON YOUR PHONE BEFORE YOUR DAUGHTER TELLS YOU TO PUT YOUR PHONE AWAY, AND YOU FIND THIS LINK AND YOU HAVE A QUESTION, YOU CAN CLICK RIGHT THERE AND POSE A QUESTION. THOSE COME DIRECTLY TO ME.

WE CAN CONTINUE THE CONVERSATION.

JUST WANTED TO GIVE YOU A LITTLE PUBLIC SERVICE COMMERCIAL BREAK ON WHERE WE WILL LIKE TO TAKE THIS BUDGET PROCESS. .

WE HAVE THREE DAYS WE ROLL OUT THE WINE AND A BUDGET.

WE WENT ON A, CONTINUE TO WORK ON AND RECEIVE FEEDBACK FROM THECOMMISSION , FROM THE PUBLIC.

WE CONTINUE TO WORK ON ITEMS AND I WILL DISCUSS SOME OF THOSE. WE RECEIVED THE PROPERTY APPRAISER CERTIFIED VALUES, THE REQUIREMENT IS JULY 1 THE PROPERTY APPRAISER EDDIE KRAMER HAS PROVIDED AN EARLIER, SO YOU WILL RECEIVE THAT IN JUNE. WE FULFILL AND BUILD THE REMAINDER OF THE BUDGET SO WHAT YOU ARE SEEING HERE, WHAT YOU HAVE BEEN PROVIDED AS A BOOK, BUT ALSO ANYONE CAN SEE ONLINE WITH RECOMMENDED BUDGET THAT I WOULD REALLY HIGHLIGHT FROM 40,000 FOR TODAY. AS COMMISSIONER JOSEPH ALLUDED TO, THERE IS NO RECOMMENDATION TO MAINTAIN FLAT MILLAGE RATES FOR THE COMING YEAR. WE HOPE THAT WE WILL HAVE A ROBUST HURRICANE SEASON THE CHANGES ANY OF OUR DATES, BUT WE WILL HAVE TWO PUBLIC HEARINGS TO ADOPT THE BUDGET IN SEPTEMBER. OUR RECOMMENDED BUDGET RIGHT NOW IS LITTLE LESS THAN 1.2 BILLION AS A RECURRING OPERATION NOW. THIS IS PRIOR TO WHAT YOU SEE AT THE TENTATIVELY ADOPTIVE BUDGET IN SEPTEMBER.

AT THAT POINT WE BRING IN WHAT ARE CALLED CARRYFORWARDS WHICH ARE MULTIYEAR CAPITAL PROJECTS, GRANT PROGRAMMING AND

[01:05:02]

GOVERNMENT ACCOUNTING. WE ARE REQUIRED TO REAPPROPRIATED THOSE DOLLARS AGAIN FROM 23 INTO 24.

ANYONE WATCHING THIS, IF YOU SUDDENLY SEE AND YOU WILL SEE A VERY LARGE INCREASE IN THE BUDGET, IT IS THAT CARRYFORWARD PROCESS. WE WILL RECONCILE THAT DOWN TO THE DOLLAR AS TO WHAT IS CARRIED FORWARD IN THIS BUDGET.

I ESTIMATE IT WILL PROBABLY BE ANOTHER 300 TO 400 MILLION.I REALIZE THAT IS A BIG RANGE THERE BUT IT IS BASED ON WHAT THE PROJECTS ARE ONLY GIVEN TO THE AUGUST TIMEFRAME.

SOME OF THERECOMMENDED DETAILS, I HAVE BEEN LOOKING AT THIS CHART FOR A FEW YEARS NOW . YOU CAN SEE THE GUESSES, IT IS DIFFICULT. SO WITH RECESSION AND DIFFERENT THINGS THAT AFFECT TAXABLE VALUE.

CERTAINLY IN THE LAST 10 YEARS, WE ARE TRENDING IN THE POSITIVE AND A VERY NICEPOSITIVE IF YOU WILL .

16.5% TAXABLE VALUE GROWTH FOR 24.

THAT IS CERTAINLY HELPFUL BUT THERE IS ALSO A DEMAND ON THAT.

WITH THAT TAXABLE VALUE COMES CERTAINLY A DEMAND.A NEW CONSTRUCTION DEMAND, NEW POPULATION DEMAND FOR SERVICES.

REGIONAL PARKS, ADDITIONAL LIBRARIES.

NOT ASSOCIATED TAXATION IS PUT BACK IN THE PROGRAMS TO NOT ONLY SUSTAIN BUT AT TIMES, ENHANCE PROGRAMS. IT'S 16.5%. THAT IS THIS MIDDLE COLUMN HERE, THE MILLAGE RATES. I WILL READ ACROSS THE GENERAL FUND AT THE MILLAGE OF 4.6 OF THIS 4.7 MILLION.

THE INCREMENTAL TAXES 29.8 MILLION.

I BRING UP THE ROLLBACK RATE BECAUSE THAT IS A REQUIRED DISCUSSION FROM AUGUST 1. IF WE WERE TO GO TO THE ROLLBACK RATE IT WOULD BE 8.7 INCREMENTAL. IT WOULD BE VERY DIFFICULT FOR US TO FUND OPERATIONS IN THE GENERAL FUND AT THE ROLLBACK RATE. THE FIRE DISTRICT SIMILARLY, BASED ON THE 16.5% INCREASE, IT IS $8.3 MILLION INCREMENTAL.

WE ARE SEEING DEMAND FOR ADDITIONALFIREFIGHTERS , AND DEMAND FOR ADDITIONAL FIRE STATIONS.

THOSE DOLLARS FOR ONLY GO TO ASSIST IN FUNDING THOSE PROGRAMS. SIMILARLY, BEGIN TO THE SAME THING WITH TRANSPORTATION TRUST AND ROADWAY INFRASTRUCTURE NEEDS. ONE OF THE MORE SIGNIFICANT FUNDING SOURCES FOR ROAD INFRASTRUCTURE.

THERE IS SOME LEVEL OF CUTTING OUR NOSE OFF TO SPITE OUR FACE.

OVERALL WE HAVE BOUGHT AND $34.6 MILLION IN INCREMENTAL PROPERTY TAX GOING INTO FY 24. WHEN YOU HEAR 16.5%, THE FIRST THING I DON'T WANT ANYONE TO DO THAT HAS A HOMESTEAD PROPERTY WHICH I MANY OF OUR RESIDENTS OF ST. JOHNS COUNTY, YOU WILL RECEIVE A 16.5% INCREASE IN YOUR TAXES NEXT YEAR.

THAT IS BECAUSE THE STATE OF FLORIDA'S SAVE OUR HOMES PROVISIO PROTECTS HOMES FROM THAT FULL PERCENTAGE INCREASE IN ASSESSED VALUE. LIKELY THE HOMESTEAD PROPERTY OWNER WILL EXPERIENCE CLOSER TO 3%.

THIS IS BY STATUTE, NOT A LOCAL DIRECTION BUT FOR A STATUTE, NON-HOMESTEAD PROPERTY IS CAPPED AT 10%.

LOOKING INTO BRINGING BACK WHAT WE HAD DISCUSSED THROUGH THIS BUDGET PROCESS, WE DID NOT HAVE ANY AUTOMATIC INCREASES IN OPERATING MANAGERS WITH TWO EXPECTIONS EXCEPTIONS LIKE FUEL AND UTILITIES. AT ONE OF THE AREAS WE DID TREND AT A SPECIFIC RATES. EVERYTHING ELSE LOOKED AT WHAT DID YOU NEED? WE WILL ALWAYS MAINTAIN A

[01:10:09]

HEALTHY RESERVES AND AS MS. SANDERS DISCUSSED, OUR CREDIT RATINGS. WE HAVE INCORPORATED ITEMS DISCUSSING THE ADMINISTERED BUDGET WORKSHOP.

I WILL TALK ABOUT THAT, THAT IS INCLUDED IN THE RECOMMENDED BUDGET. THE HEALTH INSURANCE COMMITTEE RECOMMENDED AN EMPLOYER CONTRIBUTION AT 11% THAT IS IN THERE. HE WILL PRESERVER IN THE STRUCTURE AT THE SAME TIME, WE WILL MAINTAIN WHAT WE HAVE.

IN EQUIPMENT AND VEHICLE ARE NECESSARY.

THERE ARE SUMMARIES FOR EACH OF THESE WITHIN THIS BUDGET DOCUMENT ONLINE. WE WILL INCORPORATE CAPITAL MOVEMENT PLAN, THOSE ARE THE BIG PROJECTS.

MY PART, MY FIRE STATION. THOSE TYPES OF THINGS FUNDING IS AVAILABLE. A COUPLE OF ITEMS YOU'VE ADDED SINCE THE WORKSHOP, THE CONSTITUTIONAL OFFICE BUDGET SUBMISSIONS AND THE BALANCING OF THE GENERAL FUND.

WE HAVE ADJUSTED PROPERTY, LIFE AND AUTO INSURANCE.

LIABILITY INSURANCE IS UP, PROPERTY INSURANCE IS NO DIFFERENT THAN WHAT WE ARE SEEING AT HOME WITH OUR INSURANCEBILLS. WE ARE CLOSE TO 50%INCREASE ON OUR PROPERTY INSURANCE . CERTAINLY A LOT OF ARTICLES OUT THE LAST COUPLE OF WEEKS ABOUT WHAT THE INSURANCECOMPANIES , HOW THEY ARE RESPONDING IN THE STATE OF FLORIDA THERE HAVE BEEN ACOUPLE ITEMS APPROVED BY THE COMMISSION .

WE HAVE ADJUSTED THE BUDGET TO INCORPORATE THOSE IN HERE.

WE PUT PERSONNEL ADJUSTMENTS AND FOR LICENSES AND CERTIFICATIONS IF THERE ARE ANY RECLASSIFICATIONS.

I WILL HIGHLIGHT THE FTE IN A COUPLE OF SLIDES FROM NOW.

THOSE ARE ALL REFLECTED IN HERE.

WE CONTINUE TO UPDATE REVENUE PROJECTIONS.

WE ARE NOW LOCKED IN WITH HER PROPERTY TAX REVENUES, WILL CONTINUE TO LOOK AT INTEREST LEARNINGS AND VARIOUS REVENUES THE COUNTY CAN RECEIVE. THE CHARGES ARE FROM STATE REMITTED TAXES, IMPACT FEES. WE LOOK AT ALL THOSE REVENUES IF YOU SEE THEM TRENDING HIGHER OR LOWER.

WE WILL ADJUST OUR BUDGET EACH OF THE SNAPSHOTS.

SINCE THE ADMINISTERED OF WORKSHOP BE PUT IN ADDITIONAL MAINTENANCE. WILL CONTINUE TO WORK WITH THE OTHER CRA THROUGHOUT THE SUMMER TO CAPTURE THEIR MAINTENANCE OR THEIR NEEDS AS WELL. WE ALSO ADJUSTED VEHICLES AS WELL BASED ON PRIORITY AT SOME POINT IF YOU RECALL LAST YEAR'S BUDGET PROCESS, AS THE AUTO MARKET WAS AT A STANDSTILL ABOUT A YEAR AGO, WE DO NOT A LOT OF VEHICLES IN THEIR.

WE ARE FALLING BEHIND IN OUR VEHICLE PLACEMENT.

WE HAVE INCLUDED MORE VEHICLES AND WE WILL GET IN THE QUEUE IF YOU WILL. IF WE MISS A YEAR, WE ARE ANOTHER 12 TO 15 MONTHS BEHIND GETTING THE VEHICLE.

WE HAD SOME NONRECURRING DOLLARS HAVE HE SAID HE WOULD PUT INTO ON THOSE VEHICLES. AS WE HAVE SEEN ITEMS COME UP, THE ADDITIONAL CAPITAL IMPROVEMENT PLAN PROJECTS.

ANYTHING OUTSTANDING IS LIMITED TO THE TENTATIVE BUDGET AND WILL ADD IN. YOU WILL INCORPORATE THOSE INTO THE OVERALL BUDGET PROCESS. THOSE ARE INCLUDED IN OUR

[01:15:04]

BUDGET OVERALL. THE FANTASTIC OPPORTUNITY THERE. I WANTED TO HIGHLIGHT SOME OF THE SUMMARIES INCLUDED, OUR REQUEST IS THAT 56 FTE COUNTYWIDE. WE HAVE INCREASED FROM 66 VEHICLES TO 98. OUR SUMMARY WENT UP A LITTLE BIT, A LITTLE LESS THAN $200,000.

WE HAD A MORNING TOUR MAINTENANCE PROGRAM AGAIN BECAUSE WE HAVE IDENTIFIED SOME NONRECURRING DOLLARS SO WE CAN PUT THEIR TO PRESERVE THE EXISTING INFRASTRUCTURE THAT WE HAVE. IN TERMS OF OUR PERSONNEL, HERE IS A BREAKDOWN. MS. ANDREWS MENTIONED THESE EARLIER SO I WILL MOVE FAIRLY QUICKLY.

33 FIRE AND EMS POSITIONS. WE HAVE THREE BATTALION CHIEFS, SIX ADDITIONAL EMTS, NINE ENGINEERS, A LIEUTENANTS AND ONE CAPTION CAPTAIN. WE HAVE ALSO INCORPORATED IN AN ADDITIONAL MARINE RESCUE WITH FIVE ADDITIONAL POSITIONS AS WELL AS A FIREFIGHTER INSPECTOR.

IMMIGRANTS MAINTENANCE, HR. IT INCLUDES THE ADDITIONAL - - SUSTAIN THE CURRENT OPERATIONAL SERVICE.

THIS DOES NOT INCLUDE THE ADDITIONAL FTE - - CUTBACK HOURS. THESE FTES DO NOT PROVIDE REINSTATEMENT. PARKS INCLUDE LARGELY MAINTENANCE POSITIONS, POSITION OF THE GOLF COURSE THAT WILL BE OPEN, IT IS CERTAINLY PART OF THE PLANNING.

UTILITIES WILL BE GLUED TO OUR GROWTH IN OUR TRANSMISSION IN RESPONSE AFTER WE EXPAND THEIR POLITICOS ON THROUGHOUT THIS PROCESS. THE DETAILS PROVIDED IN THE WORKSHOP 23 WE ARE GOING TO SAY A GOOD PORTION CARRYFORWARD, THEY ARE MULTIYEAR PROJECTS. WE ARE LOOKING OVER $300 MILLION CAPITAL IMPROVEMENT PROGRAMS. QUITE A ROBUST PROGRAM THERE. ONE OF THE BIGGEST PROJECTS IN THEIR AND AGAIN, MS. ANDREWS MENTIONED THIS WAS STATE ROAD 207 WATER TREATMENT FACILITY. PUBLIC WORKS HAS ABOUT $260 MILLION FOR THE PROJECTS. KING'S ESTATE, ALL MULTI ROAD.

CORRIDOR IMPROVEMENTS THAT ARE IN THEIR AS A PART OF THE PROGRAM. A GOOD PORTION OF THE YELLOW WILLMOVE BACK AND FORWARD TO THE ORANGE .

LEISURE INCLUDES SOME LOOK AT PUTTING DOLLARS TOWARDS REGIONAL PARKS BUT NOT COMPLETING ANY OF THOSE WITHOUT BONDING IN THE FUTURE. CERTAINLY APPROPRIATIONS TOWARDS MILL CREEK, WHICH I BELIEVE WILL BE DISCUSSED LATER THIS MORNING AND APPROPRIATIONS TOWARDS THE REGIONAL PARKS, AS WELL AS IN 23, THE PURCHASE OF THE PROPERTY NEAR THE SAN SEBASTIAN BOAT RAMP. WE CAN CONTINUE THROUGH THIS, PUBLIC SAFETY REFLECTS. WE HAVE FIRE STATION 11 THAT IS IN THERE AS WELL AS APPARATUS ASSOCIATED WITH THE FIRE

[01:20:02]

STATION 11 AND THE DESIGN FOR FIRE STATION, I BELIEVE IT IS STATION 21. NO DOLLARS AT THIS POINT TOWARDS CONSTRUCTION. LIBRARIES, WE HAVE APPROPRIATIONS IN PLACE FOR ADDITIONAL LIBRARY AS STAFF DOES DUE DILIGENCE TO REALLY FIND OUT WHAT THE MOST OPTIMAL NEXT SITE IS. WE ARE FUNDING FOR THE HASTING LIBRARY AS WELL . THAT YOU COME BACK LATER ON THIS SUMMER. THE FANTASTIC THING ABOUT LIBRARY OPPORTUNITY WILL UTILIZE BLOCK GRANTS WHICH HAS BEEN APPROPRIATED. HHS IS THE CONTINUATION ANNUAL EXTENDED TO 24 ABOUT THE SAN MARCO AND VICTORIA CROSSING HOUSING PROGRAMS. RELATED TO THE COMMUNITY DEVELOP MIDBLOCK LAND DISASTER RECOVERY DOLLARS.

IT IS CERTAINLY A LARGE CAPITAL IMPROVEMENT PROGRAM, IT'S $780 MILLION AS FUNDING BECOMES AN FUNDING BECOMES AVAILABLE, WE TRY TO PUT THOSE INTO THE CIP PROGRAM.

LAST BUT NOT LEAST ON THIS, IT'S A $1.1 BILLION BUDGET.

WE ALWAYS LIKE TO TALK ABOUT THE MILLAGE FUND RESERVES AND IN PARTICULAR THE GENERAL FUND RESERVE .

THE ARE RESTRICTED REQUIREMENTS, TARGETED RESERVES WHICH ARE BEST PRACTICES. REALLY, OUR CREDIT RATING AGENCIES AS WELL AS OUR UNRESTRICTED RESERVES.

THE COUNTY CREDIT RATING AS AAA AND MOODY SPECIFICALLY IS CALLED - -. WE CERTAINLY SUSTAIN THAT THE PROCESS IS THE COUNTY COMMISSION CONSIDERS BOND ASSURANCES IN THE FUTURE AND CERTAINLY NOT TO BRING BACK POTENTIAL BOND FINANCING FOR PROJECTS IN THE NEW YEAR. THAT IS A SNAPSHOT FROM THE NUMBERS STANDPOINT.THE AUGUST 1 BCC ACTION BASED ON THE RECOMMENDED BUDGET IS TO PROPOSE THAT MILLAGE RATES AND ESTABLISH THEDATE, TIME AND LOCATION OF THE PUBLIC HEARING IN SEPTEMBER . AT WHICH TIME, ONCE THE PROPOSED, WHAT IS CALLED THE TRIM NOTICE WILL BE MAILED TO EACH TAXPAYER. THE STATUTORY REQUIREMENTS IN THE DOCUMENT MAKE YOU CONFUSING.I'VE TO LOOK AT MY OWN A COUPLE OFTIMES AND I'VE BEEN DOING THIS FOR 19 YEARS .

IT IS CONFUSING AND I INVITE IF INDIVIDUALS HAVE QUESTIONS ABOUT THAT THEY CONTACT MY OFFICE AND HAVE THEM READ THE DOCUMENT THAT DOCUMENT IS UNFORTUNATELY A LITTLE DIFFERENT TO DECIPHER ONCE THE PROPOSED MILLAGE RATE IN AUGUST 1 ARE ESTABLISHED, WE CAN CERTAINLY REDUCE THEM.

IT IS MORE DIFFICULT TO INCREASE THEM LATER ON.

IT IS IMPORTANT TO ADD LEAST ESTABLISH THAT CEILING MILLAGE RATE ON AUGUST 1. FROM STAFF'S WORK ON THE BUDGET PROCESS WITH A LOT OF DIRECTION FROM THE COMMISSION, THE RECOMMENDATION IS TO MAINTAIN FLAT MILLAGE RATES FOR FY 2024.

AGAIN, WHEN I WILL DISCUSS IN AUGUST 1 WILL BE THE EFFECTS IF

[01:25:02]

WE GO TO ROLL BACK RATES WHICH IS A 31 MILLION ON THE RECURRING EFFECT TO THE FUNDS APPEAR.

THIS IS AN EXAMPLE THOSE WERE WATCHING THIS AS TO WHAT THE MOTIONS WILL BE ON AUGUST 1. FIRST WE NEED TO APPROVE THE PROPOSED MILLAGE RATES AS SHOWN THERE ON THE RIGHT, THEN WE GET TO THE SECOND MOTION WHICH BY STATUTE, IS TO AUTHORIZE THE COMPLETION OF FORM DR 420, THAT IS ESTATE NAME.

I DO NOT MAKE THAT NAME UP. IT'S THE FIRST PUBLIC HEARING TO ADOPT THE BUDGET. WITH THAT, THAT IS THE END OF THE HANDOFF. THERE ARE NO BOARD ACTIONS NECESSARY TODAY OR WISHES TO PROVIDE ANY DIRECTION, THEY CERTAINLY CAN'T THIS TIME. I'M OPEN FOR QUESTIONS.

>> COMMISSIONER: MR. CHAIRMAN, ARE WE GOING TO TAKE PUBLIC

COMMENT? >> CHAIR: I WOULD LIKE TO HEAR

PUBLIC COMMENT. >> COMMISSIONER: I WOULD LIKE TO OFFER A COUPLE OF RECOMMENDATIONS AND THE PUBLIC CAN RESPOND IF THEY WOULD EITHER MY RECOMMENDATIONS.

I MENTIONED THIS AT OUR MAY WORKSHOP WILL BE HELDEARLIER THIS YEAR .QUICK BACKGROUND, LEADING UP TO 2008, WE HAD A VERY ACTIVE AND SUCCESSFUL PROGRAM AND ALSO A FULL LIBRARY WITH PLENTY OF BOOKS AND PEOPLE.

WHEN THAT CRASH IN 2008, THAT BROUGHT EVERYTHING TO A HALT.

WE HAD TO LAY OFF 200 EMPLOYEE .

WE HAVE YET TO RECOVER IN BOTH THE PROGRAM AND LIBRARY PROGRAM. PEOPLE MOVED TO THIS COUNTY DAILY BECAUSE THEY LOVE THE AMENITIES IN THE OPEN SPACES INTERNATIONAL NATURAL RESOURCES.

SINCE WE HAVE MOST, FOR THE MOST PART A LIMITED THE WAP PROGRAM, WE STARTED AGAIN TWO YEARS AGO, I THINK A CITIZEN BUT I TALKED TO, THE RESIDENCE, WANT VIABLE, ACTIVE PROGRAM BECAUSE AS WE ADD MORE AND MORE PEOPLE, IN 2008 WE HAD HUNDRED 60,000 PEOPLE IN THIS COUNTY AND TODAY WE HAVE 320,000.

IT'S IMPORTANT TO ADD MORE OPEN SPACE.

$2 MILLION TO ME IS A LOT OF MONEY, BUT BUYING LAND IN ST.

JOHN'S COUNTY, I DON'T WANT TO SAY IT'S SMALL CHANGE BUT IF YOU LOOK AT PRICES AROUND THE COUNTY , - -. THOSE ARE THE TWO ITEMS I WANT TO RECOMMEND TODAY.

THE PROGRAM FOR OPEN SPACES AND I LIKE TO GET A NUMBER FROM JESSE THAT WOULD GET US BACK TO OPEN HOURS OF LIBRARY TIME TO BE ENJOYED PRIOR TO THE DEEP RECESSION THAT HAVE NOT BEEN

ADDRESSED IN 15 YEARS. >> CHAIR: ANY OTHER COMMENTS FROM THE BOARD? I SEE PUBLIC COMMENT.

>> ON THIS TIME, THE BOARD WILL HEAR PUBLIC COMMENT ON GENDER

AND NUMBER SEVEN. >> I AGREE OF COURSE THE COMMISSIONER DEEM WITH THE GRANT PROGRAM IN THE LIBRARY'S.

LIBRARY SHOULD BE OPEN SEVEN DAYS A WEEK.

I WAS ASKED THE COMMISSIONER DEEM - - THE CHAIR WERE SOMETHING CALLED - - HAS INTERFERED SO WE NEED FREE SPEECH HERE. ST. JOHN'S COUNTY LACKS A WELCOMING SPIRIT. THE WAY THE BUDGET MEETING WAS STRUCTURED, WE HAD THREE HOURS OF PRESENTATIONS AND THREE MINUTES TO ASK QUESTIONS. THAT DOG WON'T HUNT.

[01:30:02]

WE STILL OF A HOSTILE WORKING ENVIRONMENT.

IF YOU'VE SEEN THE VIDEO OF THE MEETING IN HASTINGS ABOUT THE HASTINGS LIBRARY, HOW HOSTILE THE REPRESENTATIVE OF THE COUNTY, HOW HOSTILE THE ARCHITECT FROM OHIO WAS.

I'M SO THAT THE COUNTY WILL REVISIT THAT.

THE DESIGN OF THE HASTINGS LIBRARY NEEDS TO REFLECT - -.

WE HAD $100,000 WORTH OF EMBEZZLEMENT AND SHERIFF'S DEPARTMENT BECAUSE WE HAVE ONE PARTY RULE HERE, ON ITEM 8, IT WILL ONLY GET BACK THREE TO $25,000.

THERE HAS BEEN NO FORENSIC AUDIT, WE WILL TALK ABOUT THAT LATER. I WANT TO KNOW WHEN I CAN VOTE AGAINST THIS. I WANT TO KNOW HOW MUCH MONEY THE STAFF WANTS FOR A BOND ISSUE BECAUSE WITH PEOPLE HAVE BEEN VERY CLEAR. IT WOULD 62% TO DENY THE SALES TAX INCREASE. STAFF THINKS THEY ALREADY HAVE THE VOTES TO PUT A BOND ISSUE ON THE BALLOT.

WHEN WOULD THAT VOTE BE IN ROME BUT I GET TO VOTE AGAINST THAT? WE NEED A BOND ISSUE, WE NEED ECONOMY PEOPLE WHO KNOW HOW TO MANAGE. THEY DO NOT HAVE A PLAN B, THEY ADMITTED TO ADD THETIME BUT APPARENTLY THE PLAN B IS GOING TO BE A BOND ISSUANCE. I'M GOING TO VOTE NO.

IT'S A SNEAKY WAY TO GET AROUND THE LAW.

THANK YOU, I WANT ASK FOR EXTRA TIME.

>> THANK YOU SIR. >> SPEAKER: (STATES NAME AND ADDRESS). I WANT TO THANK MR. DUNN, HE IS DOING A GREAT JOB. IF YOU NOTICE ONE THING, HE NEVER STUMBLES, HE REALLY KNOWS HIS BUSINESS.I DO WANT TO MENTION SOMETHING TO YOU. I THINK LIBRARIES ARE A LITTLE BIT OVER TALKED ABOUT THESE DAYS BECAUSE EVERYBODY HAS INTERNET ACCESS. EVERYBODY HAS A LIBRARY ON THE COMPUTER OR THEIR PHONE. PEOPLE TALKING ON CELL PHONES IN THE LIBRARY, IT'S SO LOUD BUT THINGS CHANGE.

AUTOMATION IS LAST IN THE COMMISSIONER.

$2 MILLION NOT CEILING THAT MUCHMONEY .

I GUESS IT IS A START. I WANT TO REMIND THE COMMISSION TO NEVER, EVER ENTERTAIN NATIONAL PARK SEIZURE.

NEVER ENTERTAIN IT. ALONG WITH THAT COMES NUDE BEACHES THAT IS THE LAST THING WE NEED HERE IN ST. JOHN'S COUNTY, NUDE BEACHES. REMEMBER THAT, THANK YOU.

>> THANK YOU SIR. >> GOOD MORNING, THAT IS GOING TO BE A TOUGH ACT TO FOLLOW. (STATES NAME AND ADDRESS).

I JUST WANT TO BRIEFLY SUPPORT AND ASK FOR THE SUPPORT FROM THE BOARD AS YOU KNOW, AFTER THE $500,000 ALLOTMENT THAT SEVERAL OF YOU VOTED FOR, AFTER THAT OCCURRED WE HAD THIS EXPLOSION IN OUR REAL ESTATE VALUES.EED TO TAKE INTO ACCOUNT . WE NEED TO HAVE A MAJOR INFUSION AND I THINK 2 MILLION IS EXTREMELY REASONABLE TO ASK

YOU TO SUPPORT IT, THANK YOU. >> SPEAKER: (STATES NAME AND ADDRESS). I JUST WANT TO SAY THAT - - SUPPORT AN INCREASE IN THINK THE REAL POINT OF THIS INCREASE IN THE LAND PROGRAM IS TO LEVERAGE THE STATE FUNDS THAT ARE AVAILABLE.WHY WOULD YOU WANT TO LEAVE STATE FUNDING ON

[01:35:03]

THE TABLE WHEN WE CAN USE THAT MONEY TO HELP SUPPORT THE $2 MILLION THAT WE HAVE IN THE FUND? THE MORE MONEY WE CAN BRING TO THE TABLE, THE MORE MONEY WE CAN BRING TO THE STATES. I ASK YOU TO SUPPORT THIS INCREASE IN FUNDING AND IS THE COMMISSIONER MENTIONED, THE OF CATCH UP TO DO OVERTIME. THANK YOU.

>> SPEAKER: (STATES NAME AND ADDRESS).

COMMISSIONER DEAN, 2 MILLION IS NOT ENOUGH.

IT'S A STARTING POINT BUT I TODAY'S ECONOMY, 2 MILLION IS A DROP IN THE BUCKET. IT'S A NICE INCREASE OVER THE 500,000 THAT WAS THERE I FULLY SUPPORT THE PROGRAM IN THE FUTURE, WE NEED TO LOOK AT INCREASING THAT BUDGET.

>> THANK YOU. >> SPEAKER: (STATES NAME AND ADDRESS) I ALSO WANT TO RECOMMEND YOU APPROVE THIS EXPANSION OF THE PROGRAM.

IN LOOKING AROUND AND TALKING TO PEOPLE, THERE IS SO MUCH DEVELOPMENT GOING ON AND THERE IS PRESERVATION OF SOME OF THE MAN-MADE STRUCTURES IN SAN AUGUSTINE, THEY ARE BEAUTIFUL AND HISTORIC AND WONDERFUL. ONLY GOD CAN MAKE A TREE SO MANY OF THESE THINGS ARE BEING CUT DOWN AND CLEARED AND BUILT UPON. THEY CAN NEVER BE REPLACED, YOU CAN NEVER GO BACK WHEN YOU CUT DOWN A SEVERAL HUNDRED YEAR OLD TREE. YOU CAN'T REGROW IT, I LOOK AT HOWMUCH MONEY PUT INTO THE TREE MITIGATION BANK .

2 MILLION IS NOT EVEN A TINY BIT ENOUGH.

THANK YOU. >> SPEAKER: (STATES NAME AND ADDRESS). THE LIBRARY DESIGNED TO BE OPE SEVEN DAYS A WEEK .I THINK EVERYBODY FORGETS THIS AND GET TO KEEP ON REMINDING, EVERYONE DOES NOT HAVE A COMPUTER.

EVERYONE DOES NOT HAVE A CELL PHONE.

THOSE PEOPLE GO TO THE LIBRARY. THE LIBRARY IS ESSENTIAL.

SOME DAYS, NO. THE EMPLOYEES NEED TO REST SO THEY CAN COME BACK AND WORK WITH THE CITIZENS WHO COME IN.

THE MAIN MAIN LIBRARY ON U.S. 1 IS THE ONE I GET TO GO TO.

THE STAFF IS VERY HELPFUL. I DON'T BELIEVE THEY WANT TO BE OPEN SEVEN DAYS A WEEK. BY THE WAY, WE CAN'T FIND ANYONE TO WORK. THE SIGNS ARE ALL OVER THE PLACE. WE UNDERSTAND THAT THIS BOARD HAS DENIED PROJECTS, BUT I THINK THE PEOPLE THAT WE ARE FAILING TO THANK, THE RESIDENCE.

THE RESIDENTS ARE COMING IN AND SAYING NO, WE WANT DEVELOPMENT, THERE IS RIGHT DEVELOPMENT FOR THE NEIGHBORHOODS AND THERE IS NOT RIGHT DEVELOPMENT. THIS IS REALLY TO THANK THE RESIDENTS HAVE TAKEN THEIR TIME TO SIFT THROUGH THESE MEETINGS AND SPEAK OUT. A NATIONAL PARK, YOU WOULD BE ALLOWED TO GO NUDE. PLEASE, WHATEVER HAPPENS, MAKE IT NOT UNANIMOUS. THEY CAN GO OTHER PLACES THAT ARE CLOSER. I'M SURE THERE'S SOME NUDITY ON THE BEACH BUT NEST LET'S NOT ENCOURAGE IT.

>> AND ALSO PUBLIC, AND AGENDA ITEM NUMBER SEVEN? SEEING NONE, WE WILL CLOSE PUBLIC COMMENTS.

>> COMMISSIONER: I WOULD LIKE TO SEEK CONSENSUS OR A MOTION,

[01:40:03]

BUT ONE QUICK NOTE ABOUT CHUCK!, TO GIVE YOU 50 EXAMPLES BUT I WILL TAKE UP THE TIME TO GIVE YOU, BUT I WILL GIVE YOU ONE. IN 2002 WHEN I WAS THE DIRECTOR OF THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT, - - HAD A VERY ACTIVE, LOCAL LAND ACQUISITION PROGRAM AND THEY VOTED FOUR AND A HALF CENT SALES TAX INCREASE.IT'S ONE OF THE MOST BEAUTIFUL HABITATS AND PIECES OF PROPERTY IN SOUTH FLORIDA TO MAKE - - MARTIN COUNTY - - 40% AND THE WATER MANAGEMENT DISTRICT PUT IN 40% TO PURCHASE THAT TRACK.

THAT'S AN EXAMPLE OF LEVERAGE. THAT IS WITH THE LOCAL PROGRAM CAN DO FOR US. CAN I MAKE A MOTION?

>> THERE WERE A COUPLE OF ITEMS THAT WERE BROUGHT UP.

THERE WERE THREE ITEMS TO KEEP IN TRACK, ONE IS LAND AND THERE IS ALSO DISCUSSION ABOUT ADDITIONAL FTE OR FIRE RESCUE.

THEN AS WELL, WE CROSSED THE NUDE BEACH, THAT IS NOT MOVING FORWARD BUT ADDITIONAL PERCENTAGE FOREMPLOYEES .

THOSE THREE ITEMS, THAT'S THE CONSENSUS WE CAN BRING BACK TO

THE BUDGET. >> THAT WOULD BE LEGALLY SUFFICIENT BECAUSE IT IS GENERAL DIRECTION AND GOES BAC . CONSENSUS ON THOSE AS A WHOLE IT COULD BE REACHED WOULD B SUFFICIENT.

>> COULD YOU REPEAT THE THREE >> ABSOLUTELY.

ONE WOULD BE TOO EXPAND LAND THE $2 MILLION ANNUALLY.

THE SECOND ONE WAS THE EMPLOYEE INFLATION AREA TO 7%.

IT'S ABOUT 4.5% RIGHT NOW, SO THAT WOULD BE AN ADDITIONAL 2.5% TO BRING IT UP TO 7%. THE OTHER DISCUSSION WAS AN ADDITIONAL 18 FTE FOR FIRE RESCUE.

AS THE NATIONAL STANDARD LEVEL I BELIEVE.

>> COMMISSIONER: THE ONLY COMMENT I WOULD LIKE TO MAKE IS THAT IT WOULD BE GREAT IF SOMEDAY THEY COULD BE MORE MONEY FROM DEVELOPERS COMING TO THE LAND PROJECTS BECAUSE THE LAND PROJECTS WOULD BE NICE FOR THEM ALSO.OTHERWISE, I THINK

I HAVE CONSENSUS. >> COMMISSIONER DEAN?

>> COMMISSIONER: UNLESS I MISSED IT, YOU DID NOT MENTION THE INCREASE IN LIBRARY HOURS. OUR BEFORE, NOT THREE.

>> I'LL HAVE CONSENSUS FROM THE LIBRARY, I THINK IT IS GOOD THE WAY IT IS. WE TALKED ABOUT THE NUMBER OF CONSULTANTS WE USE, MAYBE YOU CAN CUT BACK A COUPLE OF CONSULTANTS AND DO THINGS MORE IN-HOUSE SO YOU HAVE EXTRA

MONEY FOR THESE THINGS. >> YES, COMMISSIONER.

NOW THAT WE ARE AT LOCKSTEP WITH THE RECOMMENDED BUDGET, THE REQUEST IS TO PROVIDE THE COMMISSIONS CONDITIONS FOR THOSE CONSULTANTS, SPECIFICALLY WITHTHE SERVICES ARE .

THE COMMISSION CAN LOOK AT THAT AS WELL AS STAFF TO MAKE A

RECOMMENDATION. >> BASED ON THAT, I WOULD RECOMMEN THAT WE HAVE CONSENSUS ON THOSE FOR BUDGET ITEMS AND LOOK INTO THEIR CONSULTING BUDGET AS AN ONGOING ISSUE FOR THE FOUR ITEMS YOU HAVE NOW MENTIONED, I WOULD RECOMMEND THAT WE HAVE CONSENSUS ON THAT GOING FORWARD WITH THE AUGUST FORCE BUDGET TO SEPTEMBER.

>> THANK YOU COMMISSIONER DEAN, I HAVE A QUESTION ABOUT THE FUNDING, WE ARE INCREASING THE. WILL THAT TAKE AWAY FROM ANY OF THE OTHER INITIATIVES? WHETHER AS PART FUNDING OF PUBLIC SAFETY BONDING? WE TAKING ON A LOT OF AMBITIOUS PROGRAMS TO MEET THE DEMANDS FOR RESIDENTS IN THE COUNTY.

>> LET ME LOOK AT ALL THESE INTO COMMISSIONER DEAN!, I CAN BRING THIS BACK ON AUGUST 1. ONE OF THE CONSIDERATIONS THAT

[01:45:09]

COMMISSIONER DEAN BROUGHT UP IS THAT THERE IS ANOTHER FUNDING SOURCECOULD POTENTIALLY USE WHICH IS ESSENTIALLY TREE BANK FUNDING . I THINK I WOULD HAVE TO DO A LITTLE MORE DUE DILIGENCE BUT INITIALLY I WILL SEE JUST THAT

YET. >> BEFORE I GO TO THE COMMISSIONER - - BOLSTERING AT THE LAND PROGRAM.

IT OCCURS TO ME THAT THEY WERE ABLE TO PRESERVE 1149 ACRES LAST YEAR. THERE ARE OTHER MECHANISMS IN PLACE FOR THE PRESERVATION AND CONSERVATION OF THE SPACE WE ALL LOVE AND VALUE IN ST. JOHN'S COUNTY.

I BELIEVE IN INCREASING IT. WE ARE INCREASING ABOUT FOUR TIMES NOW TO UNDERSTAND THE CONSEQUENCES OF DOING THAT

BEFORE WE SAY YES. >> COMMISSIONER: I'M A LITTLE UNCOMFORTABLE WITH ROLLING FOUR THINGS TOGETHER LIKE THAT.I GET THAT MAYBE THEY HAVE ENOUGH VOTES, BUT I THINK IT SHOULD BE LOOKED AT INDIVIDUALLY AT SOME POINT.

I DON'T KNOW WHETHER YOU MAKE IT CONSENT AGENDA ITEMS OR AN AGENDA ITEM, I DON'T KNOW HOW YOU GO ABOUT UNROLLING THEM.

>> TO THE CHAIR, I CAN CHIME IN HERE, THIS IS JUST DIRECTION ON PROPOSED CHANGES. JUST GIVE ME SOME MORE INFORMATION. THERE WILL BE OPPORTUNITY FOR MORE DISCUSSION THAT EASES YOUR CONCERNS AT ALL.

MAYBE HE DOESN'T BUT I JUST WANTED TO PROVIDE THAT.

>> I'M NOT SURE IT IS NECESSARY, I THOUGHT WE HAD A CONSENSUS THAT THESE FOUR WOULD GO FORWARD AND AFFECT THE BUDGET AND OTHER AREAS THAT WOULDNOT BE IMPACTED .

I'M COMFORTABLE THAT WE HAVE A CONSENSUS RIGHT NOW TO GO FORWARD THESE FOUR ITEMS. AGAIN, NOT VOTING TO CONCRETELY APPROVE THEM, HE WILL COME BACK AND LOOK AT THE OVERALL BUDGET.

>> COMMISSIONER JOSEPH TO GET MORE INFORMATION: THE LAB

CONSENSUS? >> NO, SORRY.

I DON'T LIKE HIM THIS IS BEING DONE.IT IS SUNSHINE ISSUE AND NEED TO BE TALKED ABOUT THE PUBLIC.

>> THE FIRST TIME I BROUGHT IT UP WITH ANY OTHER COMMISSIONER, I'M NOT TALKING ANY OTHER COMMISSIONER ABOUT THIS AND I'M A LITTLE OFFENDED HE WILL BRING UP THE TERM SUNSHINE VIOLATION.

>> I DO NOT SAY IT WAS THE SUNSHINE VIOLATION.ROLLING INTO ALL FOUR MAKE ME VERY NERVOUS.

I THINK THESE ARE SEPARATE ISSUES.

IF YOU MAKE A MOTION ON THE LAND ISSUE RIGHT NOW I AM ALL FOR IT. IF YOU MAKE A MOTION THE FIREMEN, I'M ALL FOR IT. IF YOU MAKE A MOTION ON THE RACE FOR THE STAFF TO FEEL WE WANT TO LOSE THEM, I'M ALL FOR

IT. >> COMMISSIONER: I APOLOGIZE IF YOU DO NOT MEAN SUNSHINE LAW. I THOUGHT YOU WERE REFERRING TO THE SUNSHINE LAW AND RIGHT NOW THAT IS A LITTLE SENSITIVE BECAUSE THERE HAVE BEEN ALLEGATIONS OF SUNSHINE LAW

VIOLATIONS. >> LET'S DO THIS, LET'S TAKE THEM ONE BY ONE AND VOTE BY VOICE ON THE STAFF RANGES OF 7%

I'M A YES, COMMISSIONER DEAN? >> YES.

>> COMMISSIONER ARNOLD? >> YES.

[01:50:06]

INCREASING THE FTE OF LIBRARY TOPPING SEVEN DAYS A WEEK.

COME BACK WITH MORE INFORMATION, NOT PART OF THE

BUDGET.>> THAT INFORMATION I CAN PROVIDE NEXT WE MEET ON AUGUST 1. I CAN PROVIDE THE FINANCIALINFORMATION ON ALL OF

THESE ITEMS . >> YOU HAVE ANYTHING TO ADD?

[2. Waiver of Time Limits, pursuant to Section 9.04.05.C for PUD 2021-19 Bella Terra.]

>> NO, THANK YOU. >> ANYTHING ELSE FOR THIS

AGENDA ITEM? >> NO, SIR.

>> ANY OTHER DISCUSSION FROM THE BOARD? THAT WRAPS UP AGENDA ITEM NUMBER SEVEN.

YOU WILL NOT HEAR IT AND ITEM NUMBER TWO, MR. BURNETT? IS HE IN THE AUDITORIUM? THIS AGENDA ITEM NUMBER TWO.

ANYBODY FROM ST. JOHN'S LAW GROUP AA TO REPRESENT THE

CLIENT? >> SPEAKER: (STATES NAME AND ADDRESS). TODAY IS RELATED TO THE PUD PREVIOUSLY DENIED EARLIER IN THE YEAR.

THE PACKET AS A WAIVER REQUEST. I CONCLUDE THAT ONE OF THE DRIVING FORCES AND I WILL JUMP PASSES FOR A MOMENT TO LOOK INTO THE AREA AND LAY IT OUT. WHAT YOU SEE IN BLUE IS THE BOUNDARY OF WHAT HE DENIED EARLIER THIS YEAR.

WHAT YOU SEE AND READ IN FRONT THE FAMILY TRUST PARCEL.

THIS WOULD BE AN ADDITIONAL PARCEL TO THE PART OF THE NEW PROJECT OUTCOME BEFORE YOU IN THE FUTURE.

ADDITIONALLY TO THE NORTH IS THE - - PROPERTY.

THE LOGICAL THING THAT YOU CAN SEE WILL ENTER THE PROPERTY THAT THE PARCEL HAS LIMITED OPTIONS FOR MOBILITY MOVING FORWARD BECAUSE THERE'S A LOT OF DEVELOPMENT AROUND IT.

COMING DOWN FROM THE NORTH, YOU CAN SEE THAT THERE IS A ROADWAY THAT COMES DOWN AND HAS A CUL-DE-SAC AT THE END.

THAT IS A PART OF THE MOBILE HOME PARK.

YOUR OPTION IS PROBABLY JOINS THE MOBILE HOME PARK ENTER YOUR PROPERTY TO MOBILE HOME PARK OR AGENDA TO THE PROPERTY TO THE SOUTH . NOW YOU'RE ASKING THE COUNTY TO WAIVE THE ONE YEAR BECAUSE THE POTENTIAL FOR THE PROPERTY MOVES FORWARD WITH ALL THREE OF THESE PARCELS IS ONE SINGLE-FAMILY PUD. YOU WILL RECALL DURING THE HEARING, IT WAS FOR A FOREIGN DEPARTMENT PROJECT WITH A SIGNIFICANTLY HIGH NUMBER OF UNITS AND COMMISSIONER DEAN'S COMMENTS DURING THOSE HEARINGS JEOPARDY CLEAR ON RECORD WAS, THIS NEED TO GET DOWN TO 150 UNITS.

THE CONTINUANCE WAS MADE AND WE CAME BACK NOT MEAN THAT 150 UNIT NUMBER AND ULTIMATELY DENIED THE SUPPORT FOR THE APARTMENT PROJECT. NOW YOU ARE SAYING YES IT WILL BEHIGHER UNIQUE COUNT THAN 150 .

IT BE ANTICIPATED AT 161 UNITS. IT WOULD ALL BE SINGLE-FAMILY.

IT WOULD JOINS OTHER PARCELS AND GIVES YOU A UNITY OF DEVELOPMENT AND THE SITUATION FOR THE PROCESSORS TO THE SOUTH OF ME SINGLE-FAMILY IN HER ONLY REAL OPTION IS TO CONTINUE THIS MOBILE HOME DEVELOPMENT FROM COMING DOWN .

OVERALL THIS MUCH BETTER LONG-TERM.

THE HIGHLIGHT THAT WE SEE HERE. THAT HAVING THE A+ UNIT, WE ARE DOWN IN THE FOUR UNITS SOMEWHERE IN THAT NEIGHBORHOOD SINGLE-FAMILY. OF COURSE, THIS IS MIXED-USE.

IT INCREASES THE SIZE OVERALL THE 26 ACRES THE 41 ACRES.

[01:55:08]

IT ALSO ELIMINATES ANYTHING, REMEMBER I FELT TERRIBLY AT THE LAST MINUTE ISSUE ABOUT THE EASEMENT USE, ELIMINATES THAT ISSUE AS WELL. IT COMES IN THE SOMETHING COMPATIBLE WITH THE SINGLE-FAMILY TO THE SOUTH.

PAGAIN, IT PENALIZES THE FAMILY BECAUSE THEY WERE NOT IN THE ORIGINAL PUD, THAT ASSIGNMENT REALLY NEED THEM HERE.

THEY APOLOGIZE, THEY ARE ON AN ANNUAL VACATION THAT I THINK WAS PRESCHEDULED WHEN THIS WAS SCHEDULED.WITH THAT, I WILL

BE QUIET. >> THANK YOU, COMMISSIONER?

>> COMMISSIONER: I KEEP TRYING TO HELP YOU, BUT I JUST WANT TO BRING UP THE HISTORY OF THIS. THE RULE IS THAT THE REZONING OF LAND, WHEN DENIED, NO FURTHER APPLICATION SHALL BE FILED FOR THE SAME REZONING CATEGORY OF ANY PART FOR ALL THE SAME LAND FOR A PERIOD OF ONE YEAR.

FRANKLY, I'M LUCKY IS NOT A TWO YEAR WAITING PERIOD BECAUSE WE REALLY HAVE HURT HOURS OF THIS. DECEMBER 6, 2022, I WATCHED IT ON THE PROGRAM, IT WAS SO LONG I CAN EVEN REMEMBER.

AFTER THE ENTIRE HOUR, YOU SAW IT WAS GOING TO BE DENIED.TWO PEOPLE SAID THEY WERE GOING TO DENY IT.

COMMISSIONER DEAN SAID IT WAS NOT THE RIGHT NOW AND I SAID I WAS QUICK TO DENY IT. HE KNEW IT WAS GOING TO BE A DENIAL WE ASKED FOR THE CONTINUATION WHICH IS SELECTED I LOVE THE PROPERTY. THEN WE WENT TO MARCH 7 AND IT FAILED FIVE ÃZERO.THEY ARE COMING BACK WITH PART OF IT AND I UNDERSTAND - - WAS COMMISSIONER AND PASSED AWAY.

I UNDERSTAND THAT, BUT I DON'T KNOW WHY YOU'RE TRYING THIS AGAIN WITHOUT TAKING THE TIME COMING UP WITH A SOLUTION.

HAVE YOU ALREADY BROUGHT THE PROPERTY AS EVERYONE READY TO GO? I JUST DON'T THINK IT IS FAIR TO OTHER INDIVIDUALS WHO ARE NOT FRIENDS WITH PEOPLE IN THE AREA OR ON THE BOARD OR WHATEVER IS GOING ON HERE.

THIS IS A DIRECT VIOLATION. >> I WOULD LIKE TO RESPOND.

THE ONLY THING I WOULD SAY IN RESPONSES THE PARCEL - - BUT WE ARE IN THE PROCESS WAS ULTIMATELY - -

>> POINT OF ORDER MR. CHAIRMAN. HE IS GIVING US A PLAN FOR THE FUTUREAND I THINK THAT IS PART OF THIS .

>> I THINK WE NEED TO LET MR. BURNETT RESPOND.

YOU RAISE SOME CONCERNS. >> IS HE TELLING US WHAT THE FUTURE DEVELOPMENT IS GOING TO BE, IS HE ALLOWED TO DO THAT IN THE SCENARIO WHERE HE IS NOT SUPPOSED TO BE HERE FOR A YEAR?

>> IN A GENERAL SENSE COMMISSIONER, I BELIEVE HE'S INTENDING TO ANSWER THE QUESTION YOU ASKED.

>> THAT HE IS GIVING US A PLAN OF WHAT IS GOING TO BE WHICH IS PART OF THE FUTURE DEVELOPMENT. I DO THINK THAT IS THE POINT HERE. THE POINT IS WHETHER WE CAN

HEAR IT OR NOT. >> IS IN THE DISCUSSION DISCRETION OF THE CHAIR TO DETERMINE IF THE ANSWER IS RESPONSIVE OR EXTRANEOUS. I WOULD REFER TO THE CHAIR.

HIS REMARKS ARE STARTED BUT I WILL DEFER TO THE CHAIR.

>> YOU JUST ASK THIS, IS ATTEMPTED - - I THINK WE ARE HEARING THIS RIGHT NOW. HE'S ATTEMPTING I THINK TO ANSWER YOUR QUESTION AS TO WHY YOU WOULD WANT TO BRING IT BACK

SOONER. >> ONE, THE LDC PROVIDES YOUR PROJECT IS APPROVED, YOU CAN ASK FOR A WAIVER.

I WILL TELL YOU THAT I THINK HAVING A PRETTY GOOD AUTHORITY THAT AS FAR AS THE ONE YEAR WAIVIF YOU WANT TO MAKE A ONE YEAR WAIVER CONDITION, THE LOOTING THAT IS FILED IS A

[02:00:06]

SINGLE-FAMILY PUD AND THAT IS WHAT WE INTEND TO FILE.

THEN YOU WILL KNOW YOU ONLY GET A SINGLE PUD FILE BEFORE MARCH OF 2024. THAT IS THE INTENT TO MOVE

FORWARD ON ALL THREE PARCELS. >> THANK YOU MR. BURNETT.

COMMISSIONER ALAIMO? >> COMMISSIONER: THANK YOU MR. CHAIRMAN. I KNOW WHEN THIS WAS DENIED ON MARCH 7 FIVE ÃZERO, I HAD MADE A MOTION TO DELAY IT ONE YEAR.

I THOUGHT THE FOLKS AT AREA WERE NOT NECESSARILY AGAINST DEVELOPMENT JUST DEVELOPMENT YOU'RE PROPOSING.

I KNOW THE FOLKS DOING THIS, THE JERRY FAMILY AND WALTER FAMILY HAVE KNOWN FORYEARS . THERE LOCAL FOLKS, THEY CARE ABOUT THE COMMUNITY. HAVE YOU SPOKEN WITH MEMBERS OF

THE SURROUNDING COMMUNITY? >> GOOD POINT.

TWO THINGS RELATED TO THAT. ONE, THE PREVIOUS APPLICATION WAS A COMPLETELY DIFFERENT OWNER FOR DIFFERENT PRODUCT.

THE DEVELOPER NOW IS COMPLETELY DIFFERENT SINGLE-FAMILY.

THEIR FAMILIES ARE SINGLE PROJECT OR SINGLE-FAMILY DEVELOPMENT. EVERYTHING AT THETIME OF THE DENIAL WHAT YOU SHOULD DO SINGLE-FAMILY .

OBVIOUSLY THE TIME I'M REPRESENTING DIFFERENT CLIENT, THAT IS A PART OF DEVELOPER APPEARED AT THAT TIME, THAT WAS NOT SOMETHING THAT COULD BE ACCOMPLISHED.

NOW DIFFERENT CLIENT IS COMING THING THEY WANTED THIS PROJECT AND DO IT WITH THE SINGLE-FAMILY.

I DID SEE THE EMAIL TO THE BOARD THAT SAID HE SUPPORTED THIS CONDITIONALLYAPPOINTING A SINGLE-FAMILY .

I HAVE SOME DISCUSSION WITH JUDY, THE WHOLE CONCERN IS WHAT DOES IT LOOK LIKE AND HOW IT LAYS OUT.

AT THIS STAGE, THE SINGLE-FAMILY DEVELOPER WITHOUT HAVING, IF THEY HAVE TO WAIT UNTIL MARCH 2024, THERE IS NO REASON TO SPEND MONEY THE TRYING TO THE DESIGN AND THE WORK THAT NEEDS TO GO INTO THIS TO FILE THE PUD APPLICATION.

WE ARE IN A STATE WITH THESE THREE FAMILIES ARE SAYING COMING AT THIS WAIVER? THAT WAY THE SINGLE-FAMILY DEVELOPER CAN PUT TOGETHER THE PLAN SO WE CAN BE IN A POSITION TO SHARE THAT WITH THE PUBLIC AND THE WITH THE PUBLIC.

>> OTHER FAMILIES COMMITTED TO WORKING WITH THE PUBLIC?

>> YES, SIR. >> AGAIN, THE PROPERTY IS NOT BEEN SOLD. I DO NOT ANSWER MY QUESTION, YOUR TO PUT IN A PUD AND THE PROPERTY WILL BE COMBINED?

>> THAT'S THE ORDINARY PROCESS. WE HAVE TWO WAYS TO SELL PROPERTY, AND ENTITLED AND TAKE FAR LESS OR SAVE IT SELLER TITLED ENDEAVOR THE PROPERTY IS WORTH.

THE RESULT WOULD BE ALL THREE OF HIS OWNERS, OR FOR ACTUALLY, ALL FOUR OF HIS OWNERS WOULD BE SELLING I THINK ON PUD

APPROVAL. >> COMMISSIONER: SO MY ANSWER IS NO. HE DID NOT ANSWER COMMISSIONER ALAIMO'S QUESTION, DID YOU TALK TO THE NEIGHBORHOOD YET?

>> WE DID NOT HAVE A COMMUNITY MEETING AS FAR AS TALKING TO

>> COMMISSIONER: SO THAT IS NO? >> SPEAKER: THE SHORT PART

WOULD BE NOW. >> COMMISSIONER: THANK YOU.

I GATHER YOU WANT ALL THESE THINGS WITH ALL THESE PEOPLE THAT IS NOT FAIR TO ANYONE ELSE I DO THE SAME THING BECAUSE YOU GET SPECIAL TREATMENTIN SOME MANNER .

I THINK IN A YEAR YOU CAN HAVE IT READY TO GO.

>> IS ANYTHING US ON THE BOARD? >> AT THIS POINT, THE BORDER HERE AGENDA ITEM ON OUR AGENDA ITEM NUMBER TWO.

>> SPEAKER: (STATES NAME AND ADDRESS).

YOU ARE RIGHT, THIS BOARD VOTED FIVE ÃZERO TO DENY THIS PROJECT. AS THE LATE SENATOR JOHN MCCAIN

[02:05:03]

FROM ARIZONA WITH HER, WAS HER REGULAR WORK AND NOT LEAVE THE ST. JOHN'S COMMISSIONERS OPEN TO POTENTIAL CIVIL RIGHTS LAWSUITS. LET'S SHOW THE QUALITY, VIRTUAL EQUITY, LET'S SHOW THE ST. JOHN'S BOARD OF COUNTY COMMISSIONERS STAND BY ITS WORLD WHEN IT VOTED FIVE ÃZERO WHEN I HEARD ALL THE NEIGHBORS ANDIMPACT OF THIS PROJECT .

IT'S A BAD PROJECT AND ALL OF YOU VOTED AGAINST IT.

PLEASE TURN DOWN THESE WAIVERS. AS FAR AS THESE CORPORATE LAWYERS, IS THERE ANY EXPORT DATA DISCLOSE? OKAY, IN THE FUTURE NEED TO HAVE ALL EXPORT A U-SHAPED.

THESE DEVELOPERS THINK THEY COME IN AND THINK THE ONLY BECAUSE THEY MAKE CAMPAIGN CONTRIBUTIONS.

IT'S ACTUALLY MORE. COMMISSIONER JOSEPH, YOU'RE

ABSOLUTELY RIGHT. >> THANK YOU, SIR.

>> SPEAKER: (STATES NAME AND ADDRESS).

I AM THE SPEARHEAD OF THE NEIGHBORS, AGAINST THIS PROJECT. I SURPRISED TO SEE ME APPEAR? PROBABLY NOT. THIS IS AN AERIAL VIEW OF THIS PROPERTY . THE WHITE LINE DELINEATES IT.

I THINK THIS WOULD BE A WONDERFUL LAND PROJECT.

HIS BEAUTIFUL, BEAUTIFUL LAND BUT I DON'T KNOW IF $2 MILLION WILL CUT IT, THAT IS PARCELS WITH MORE THAN THAT.

HE TOOK IT UPON OURSELVES ONCE WE HAVE SOME AGENDA ITEM THAT HAS SPOKEN TO MR. BURNETT ABOU THIS .

GO OVER TO THE NEIGHBORS DOOR AND KNOCK ON THE DOOR AND TALK WITH THEM.COMMUNICATION IS HUGELY IMPORTANT.

IT'S NOT ABOUT US GETTING OUR WAY WITH THEM GETTING THEIR WAY. IT'S ABOUT A NICE, ORDERLY COMPATIBLE DEVELOPMENT FOR ST. JOHN'S COUNTY.

WE HAD MULTIPLE CONVERSATIONS WITH OUR NEIGHBORS.

SOMETHING IS GOING TO END THIS PROPERTY.

WE KNOW THAT. THIS IS MORE IN LINE WITH WHAT WE ARE GOING FOR. I DO UNDERSTAND COMMISSIONER JOSEPH THAT WE CAN TALK ABOUT THE ACTUAL PLAN, BUT I DID HAVE DISCUSSION WITH THE LANDOWNER AND IT DOES SOUND LIKE IT IS SOMETHING WE CAN LIVE WITH. NOBODY WANTS INSTRUCTION IN THE BACKYARD, YOU JUST DON'T. IT'S A MESS.

SOMETHING WILL GOING ON THIS BEAUTIFUL PROPERTY.THIS IS JUST NOT ACCEPTABLE. THIS IS OUR VIEW, RIGHT NOW.

HARD TO SEE IN THE START PICTURE BUT THIS IS OUR POND AND ALL THESE BEAUTIFUL TREES. THIS IS WHAT THE PROPERTY IS LIKE NOW. WE WILL HOLD OUR FINAL OPINION UNTIL WE ACTUALLY SEE APLAN . HE WOULD LIKE TO OFFER CONDITIONAL SUPPORT FOR THIS WAIVER.

THE LAST MEETING WAS A WEEK OR TWO BEFORE THE ACTUAL HEARING, IT IS NOT ACCEPTABLE. WE REQUEST MORE INCLUSIVE PARTICIPATION. WE CANNOT MAKE THESE DECISIONS BUT THESE WILL AFFECT US FOR THE REST OF OUR LIVES.

WE WANT TO HAVE A NICE PEACEFUL EXISTENCE IN OUR NEIGHBORS.

WE LIKE THESE NEIGHBORS AND WANTA PLAN THAT WE CAN SUPPORT . OUR DESIRES OPEN COMMUNICATION, QUALITY OF LIFE TO BE MAINTAINED.

A GOOD PLAN OF BENEFITS EVERYONE INVOLVED.

WE ASK YOU TO REQUIRE THE DEVELOPER TO MEET WITH US ON A REGULAR BASIS TO GET INPUT AND OPINIONS TO REVIEW THE PLANS ARE REGULAR BASIS BEFORE A FINAL PLAN IS SUBMITTED.

WITH THAT SAID, WE ARE FULLY CONVINCED THAT THERE CAN BE A PLAN THAT IS A WIN FOR ALL THOSE INVOLVED.

>> THANK YOU, MA'AM. >> SPEAKER: (STATES NAME AND ADDRESS). IT'S THE FOUNDATION FOR THE DEVELOPMENT OF PEACEFUL, PROSPEROUS AND EQUITABLE SOCIETY. THE SAME LAWS APPLY EQUALLY TO EACH OF US INCLUDING COUNTY COMMISSIONERS AND BIG

[02:10:03]

DEVELOPERS, AND FRIENDS. WITHOUT THE RULE OF LAW, WE END UP WITH RULE BY A FEW BASED ON THEIR WHIMS OR CORRUPTION.

THAT IS A KEY THING FOR US TO CONSIDER RIGHT NOW THE RULE SAYS THAT THEY ARE SUPPOSED TO WAIT A YEAR TO COME BACK.

I THINK WE SHOULD MAKE AWAY BECAUSE THAT IS WHAT THE LAW SAYS. BUT I KNOW THAT MR. BURNETT MENTIONED THE NAME WALDRON AT LEAST SIX TIMES IN HIS LETTER.

IT IS VERY CLEAR TO ME THAT HE WANTS SPECIAL DISPENSATION BECAUSE IT IS THE WALDRON FAMILY.

I LIKE THEM A LOT BUT I DON'T THINK HE'S ABOVE THE LAW.

ALSO, MR. BURNETT INDICATED THAT HE THINKS THE ONLY PROBLEM WITH HIS PREVIOUS PRESENTATION HAD TO DO WITH DENSITY.

THAT WAS A BIG PROBLEM, ABSOLUTELY.

BUT HE STILL WANT TO PUT IN OVER 150 HOMES WHICH IS APPROXIMATELY 300 CARS AND THIS IS A MAP THAT SHOWS MY HOME TERRITORY. THE SOUTHEAST SEGMENT OF THE COUNTY AND ARE OVER 6300 UNITS ALREADY APPROVED TO BE BUILT IN THIS REGION ALONE AND THE TRAFFIC IS HORRIBLE.

:-) MY HOME, WHICH IS HERE AND GO ON OF THE POST ROAD, I AM FREQUENTLY STUCK IN TRAFFIC WITHIN TWO OR THREE MINUTES ALL THE HOMES ARE ALREADY PREAPPROVED TO BE BUILT.

MOST OF THEM ARE SOUTH OF ME. THE PROPOSAL THAT YOU ARE CONSIDERING TODAY TO BE REHEARD IS SOUTH OF ME.

PMOST OF THOSE 300+ CARS WILL ADD TO THE PROBLEM.

BEFORE YOU HEAR THIS AND CONSIDER HEARING THIS, PLEASE TELL US HOW YOU WILL SOLVE THAT PROBLEM.

>> THANK YOU MA'AM. >> SPEAKER: (STATES NAME AND ADDRESS). AS A GOVERNMENT WATCH, THE ONLY THING THEY CAN EVER HOPE FOR IS THAT THE LAWS, RULES AND REGULATIONS ARE OBEYED. THAT BOOK TO GO AGAINST THE WAY YOU WANT IT, BUT THE LAWS, RULES AND REGULATIONS ARE OBEYED, THAT'S OKAY. DOUGLAS SAID THAT OTHER PEOPLE HAVE COME HERE AND GOT THIS. HERE WE GO AGAIN, OTHER PEOPLE DID IT SO WE CAN DO IT. SOMEWHERE ALONG THE LINE, THIS COMMISSION THAT I'VE BEEN SITTING IN MEETINGS FOR 10 YEARS HAS TO START OBEYING THE RULES.

I WELCOME COMMISSIONER JOSEPH'S WORDS.

WE ARE IN A BAD POSITION. WE HAVE THINGS ON THE AGENDA COMING UP FROM NOT OBEYING THE RULES.

TODAY, I WOULD HOPE THAT THE COMMISSION WAS SO WE ARE GOING TO OBEY THE RULES. EIGHT MONTHS, THEY WILL BE RIGHT BACK HERE. HONESTLY, VALID REALLY TO PUT THE GAS INTO THIS, THIS IS A BUILDING THAT THE WATER FAMILY DOES NOTNEED . THIS IS FISHING AND CREATING AN NICE BIG FAT BUILD FOR THEM. THE RIGHT THING TO DO IS TO OBEY THE LAWS, RULES AND REGULATIONS.

WE WILL GET INTO THIS A LITTLE MORE LATER ON.

THING THAT HAPPENED IN THIS ROOM WITH LAWS, RULES AND REGULATIONS. THANK YOU.

>> THANK YOU SIR. >> SPEAKER: (STATES NAME AND ADDRESS). THIS IS A TOUGH ONE, THEY'RE

[02:15:10]

NOT DISOBEYING THE RULES BUT THERE IS A WAY THEY CAN GET THE WAIVER. AS A NEIGHBOR WHO LIVES ACROSS, MY UNDERSTANDING IS THAT THE NEIGHBORHOOD OF INDIANA BUT RATHER CONTINUE FORWARD WITH THE GROUP THEY HAVE ALREADY BEEN WORKING WITH AND HAVE TO START ALL OVER AGAIN WITH MAYBE ANOTHER GROUP. MAYBE ANOTHER PROPERTY OWNER.

I THINK WE HAVE MADE SOME PROGRESS OVER THE LAST NINE MONTHS TRYING TO GET A PIECE THAT WOULD BE HELPFUL FOR THE NEIGHBORS. I MYSELF BELIEVE THAT OUR BEST CHANCE IS TO GIVE THEM AN OPPORTUNITY TO COME BACK WITH - - I DO HAVE A COUPLE QUESTIONS THAT I DO NOT HAVE A CHANCE TO CALL AND ASK STAFF. ONE IS, DOES THIS NEED TO GO TO PLANNING AND ZONING FIRST BEFORE IT COMES BACK TO YOU IF WE ARE STARTING WITH A NEW PLAN? THAT WOULD GIVE THE PUBLIC MORE OF AN OPPORTUNITY TO HAVE INPUT THAT WE COULD SEE IT PRESENTED AT PLANNING AND ZONING UNTIL THE PROCESS DOWN A LITTLE BIT. THE FACT IS THAT THEY DON'T GET ITTODAY, SOMEBODY WILL BE BACK IN MARCH OR WHENEVER IT IS .

THE NEIGHBORS ARE TIRED AND NOT PERSONALLY AGAINST HAVING A NICE SINGLE-FAMILY HOME DEVELOPMENT, BUT IF SINGLE-FAMILY HOMES MEANS THAT THEY CAN PUT TOWNHOUSES IN THEIR, I WOULD NOT WANT TO SEE THAT.

I'M NOT SURE WHY EVERYTHING HAS TO BE A PUD ANYMORE.

ON ONE SIDE OF YOUR IT GIVES THE COMMISSIONERS GREATER FLEXIBILITY TO RESTRICT THEM ON WHAT THEY CAN DO ON A PIECE OF PROPERTY BUT ON THE OTHER SIDE, WHY CAN'T IT JUST A RESIDENTIAL THE WAY THOSE AROUND IT TOO THEN, THEY CAN KEEP COMING BACK AND CHANGING THEIR PUDWHICH I DON'T LIKE .

I DON'T CARE, GIVE THEM WHAT THE WAIVER OR DON'T, IT'S

NOTHING ON ME. >> THANK YOU MA'AM.

>> SPEAKER: (STATES NAME AND ADDRESS).

I DON'T HUBBY THE POLICY BOOK IS, IT HAS TO BE ENORMOUS.

POLICIES ARE THERE FOR A REASON AND WE KEEP PUTTING IN WAIVERS.

THESE WAIVERS ARE PUT INTO EFFECT YEARS AGO AND NOW YOU'RE UNFORTUNATELY SUFFERING FROM IT.

STAY AWAY FROM THE WAIVERS. THE POLICIES ARE THERE FOR A REASON. I RECOMMEND YOU DO NOT APPROVE THIS WAIVER. AT THE ONLY INTO THE SPRING,

THANK YOU. >> SPEAKER: (STATES NAME AND ADDRESS). I HAVE DIRECT VIEW OF THE PROPERTY AND IT IS BEAUTIFUL. I DO SOMETHING WILL BE BILLS.

MY ONLY CONCERN IS IF THE WAIVER IS GRANTED THIS TIME, YOU'RE POSSIBLY SETTING YOURSELF UP FOR A WHOLE BUNCHOF WAIVERS COMING FORWARD . I WOULD LOVE SINGLE-FAMILY HOMES THEY ARE, I DO NOT YOU CAN GRANT A WAIVER SUBJECT TO SOMETHING. ANOTHER DEVELOPMENT TAKES A LT OF TIMEAND A LOT OF MONEY . WHERE THE PURCHASER IS WILL LAY THAT OUT. I PERSONALLY THINK IT WILL TAKE EIGHT MONTHS TO GET SOMETHING LAID OUT.

WHETHER OR NOT YOU GRANT THE WAIVER, I WOULD LOVE

[02:20:01]

SINGLE-FAMILY HOMES AND I LEAVE THAT TO YOUR DISCRETION.

YOU KNOW FAR MORE ON WHAT IS GOING ON WITH YOUR RULES AND

REGULATIONS. >> GOOD MORNING.

IT WILL BE A FOUR ÃONE VOTE. IT SHOULD NOT BE, BUT IT IS GOING TO BE. SINCE MARCH 7, 2023, THE LAWYER SHOULD HAVE MET BEFORE WITH ALL OF THE RESIDENTS THAT THEY DID BEFORE. LET'S GO BACK TO AN EARLIER COMMENT AROUND 9:56. THIS BOARD HAS DENIED DEVELOPMENTS AND PROJECTS. I WILL SAY IT AGAIN, IT'S THINKING THE RESIDENCE. WE HAVE A COUPLE OF PEOPLE SPEAKING ONE WAY OR THE OTHER BUT JUST AS BROAD, INSTEAD OF JUST GETTING ON THE TRACK OF THE NINE PROJECTS, WE NEED TO START DOING JUSTICE FOR ALL. IF YOU'RE TALKING ABOUT THEY WILL COME IN AND DO A RESIDENTIAL FAMILY, WHEN YOU SAY RESIDENTIAL FAMILY, YOU CAN HAVE A ONE STORY DEAL.

AND YOU CAN HAVE A TWO STORY DEAL, MAYBE A THREE STORY DEAL.

YOU CAN HAVE A BACK GARAGE APARTMENT AND THE THREE LOTS.

IN THE DEAL HAS NOT GONE THROUGH.

HERE WE ARE TRYING TO DO SOMETHING OUT OF THE DEAL GOING THROUGH. RESIDENTIAL SOUNDS WONDERFUL, I REALLY DOES. BUT, LET'S REALLY THINK DEEP ON THAT. I WILL SAY A DIRTY WORD.

NOT NUDE BEACHES, BUT AS TR. SHORT-TERM RENTALS.AIR B&B.

RESIDENTIAL COMMUNITIES AND HOUSES ARE TURNING TO THESE THINGS AND YOU CAN'T DO ANYTHING ABOUT IT.

THIS IS WHAT THE CONCERN IS TODAY.

BUT STILL WITH WHAT THEY WERE ON HERE, PREVENT INJUSTICE.

DENIED THIS. LET THEM WAIT EIGHT MONTHS, COME IN AND TALK TO EVERYONE IN THE COMMUNITY AND TELL US WHAT THE REAL RESIDENTIAL HOUSES ARE GOING TO BE.

WILL THEY BE SINGLE-FAMILY PEOPLE WITH SIX KIDS OR SHORT-TERM RENTALS WITH ALL THAT COMES WITH TOO THANK YOU

VERY MUCH. >> SPEAKER: (STATES NAME AND ADDRESS). I SENT YOU AN EMAIL YESTERDAY REGARDING THE LAWRENCE CODEVELOPMENT AND TODAY I HAVE ADDITIONAL CONSIDERATIONS THAT I HOPE YOU WILL TAKE INTO

ACCOUNT. >> THIS IS ABOUT BELLA TERRA.

>> I JUST CAME IN, I WAS NOT AWARE.

>> WE HAVE NOT GOTTEN TO THAT ONE YET.

>> OKAY, I WILL SIT BACK DOWN. >> SPEAKER: (STATES NAME AND ADDRESS). IT'S CRAZY THAT SIX OR SEVEN PEOPLE AFTER THAT THEYWILL EVENTUALLY BUILD THIS PROPERTY . YOU'RE GOING TO MAKE HIM WAIT EIGHT MONTHS OR A YEAR. HE WANTS TO SELL HIS PROPERTY,

LET HIM SELL HIS PROPERTY. >> THANK YOU, SIR.

[02:25:07]

[INAUDIBLE]. >> ANY OTHER PUBLIC COMMENT FOR AGENDA ITEM NUMBER TWO? SEEING NONE.

>> BACK TO THE BOARD, ANY COMMENTS OR COMMISSIONERS?

>> OUT OFFER EMOTION BUT COMMISSIONER DEAN HAS SOME

COMMENTS. >> I ALSO WANT TO GIVE MR. BURNETT AN OPPORTUNITY TO RESPOND.

>> IS NOT SOME PROCESS FOR WE ARE INVENTING THIS OR ASKING YOU TO WAIVE A REQUIREMENT ON SOMETHING THAT IS NOT - - YOUR CODE SECTION SPECIFICALLY IS 9.04 05C THAT PROVIDES SPECIFICALLY WHAT YOU ARE ASKING FOR TODAY.

ONE OTHER THING I WILL TELL YOU IS THAT MY CLIENT WAS PREVIOUSLY AN APARTMENT DEVELOPER.

THE INTENT FOR THIS IS A SINGLE-FAMILY PROJECT.

THEY HAVE GONE BACK AND WATCH THE VIDEO.

THEY PAID ATTENTION TO WHAT WENT ON PREVIOUSLY.

THEY UNDERSTAND THE CLEAR INDICATION WITH SINGLE-FAMILY FOR THE SITE PREVIOUSLY. THE FINAL THING I WOULD ADD IS IF YOU WIND UP WITH FRAGMENTED OWNERSHIP, THE RED IS PARTIAL, BLUES WHAT WAS DENIED. HE COULD HAVE NO OTHER OPTION BUT TO HAVE TO GO TO THE NORTH TO EXPAND.

OVERALL WE SUBMIT TO YOU IS COMBINING THESE PARCELS TOGETHER, COMING FORTH THE SINGLE-FAMILY PROJECT TO THE BEST OPPORTUNITY FOR UNIFORM DEVELOPMENT.

THE GUYS WILL COMMIT TO HAVING APPLICATION MEETING AND HE WILL SHOW THEM THE SITE PLAN WHETHER THAT THE CLASSIC CAR MUSEUM OR THE CUL-DE-SAC WE HAD A MEETING THERE, WE WILL FIGURE IT OUT AT THE MEETING.WITH THAT, I'LL BE QUIET.

COMMISSIONER DEAN? >> COMMISSIONER: A COUPLE COMMENTS IF I MAY. FIRST OF ALL, I DECIDED I WILL NOT SIT UP HERE AND LISTEN TO UNSUPPORTABLE FALSE ACTS AND OPINIONS. SOMEONE SPOKE A FEW MINUTES AGO SAYING WE ARE ALL OWNED BY DEVELOPERS.

I WANT TO POINT OUT THAT I VOTED NO ON THIS PROJECT TWICE.

ONCE IN DECEMBER AND ONCE IN MARCH.

I ALSO WANT TO POINT OUT THAT IF YOU WANT TO REVIEW MY CAMPAIGN CONTRIBUTIONS OVER THE LAST ELECTION CYCLES, I HAVE NOT RECEIVED ONE DIME FROM ANY OF THE PAST LANDOWNERS FROM THE CURRENT LANDOWNERS, OR THIS ATTORNEY.SOMEONE HELP ME UNDERSTAND WHY I AM BUT BY THI DEVELOPER ? THAT IS NUMBER ONE. NUMBER TWO, WE DO HAVE TO FOLLOW THE LAW. THE LAWS THAT AN APPLICANT MONTHS TONIGHT HAS TO A 12 MONTH TO COME BACK TO THIS, BUT THE LAW ALSO PROVIDES THAT IF WE IN OUR DISCRETION CAN GRANT A WAIVER. I KNEW IT IS JUST THAT WE ARE NOT FOLLOWING THE LAW IS WRONG. THE LAST THING I WANT TO MENTION IS WHEN I CONSIDER THIS PARTICULAR REQUEST FOR A WAIVER OF THAT LAW, MY FIRST QUESTION IS GOING TO BE TOO MR. BURNETT HAD HE NOT ADDRESSED IT, WHAT IS NEW? I'M WILL SIT HERE AND DENY THE SAMEAPPLICATION THREE TIMES IN A ROW . IT'S A WASTE OF MY TIME AND THE RESIDENCE TIME. IT'S A WASTE OF EVERYONE'S TIME. MY FIRST QUESTION, HAD HE NOT ADDRESSED IT WAS GOING TO BE A, WHAT ARE YOU OFFERING UP? HE'S OFFERING UP HALF THE DENSITY WHICH IS WHAT I RAISED IN DECEMBER AND MARCH. AS FOR THE FACTS OUT THERE STRAIGHT AND I WILL VOTE TO APPROVE THIS WAIVER BY THE WAY.

[02:30:06]

>> THANK YOU COMMISSIONER DEAN, ANYBODY ELSE FROM THE BOARD?

>> THANK YOU FOR ALL THE FOLKS WHO SPOKE.

I KNOW THE PROPERTY OWNERS, THEY ARE A LOCAL FAMILY AND THEY WILL THIS COMMUNITY. I AM HOPEFUL THAT THEY WILL WORK WITH THE SURROUNDING AREA PARTICULARLYTHAT IS COMPATIBLE . I'M IN FAVOR, MOTION TO APPROVE PURSUANT TO THE LAND DEVELOPING CODE SECTION 9.0404 POINT C.

>> WE HAVE A MOTION, DO WE HAVE A SECOND?

>> SECOND. >> MOTION MY COMMISSION ALAIMO, SECOND MY COMMISSION DEAN. ANY FURTHER DISCUSSION? SEEING NONE, HEARING NONE. THAT PASSES 3-2, CONGRATULATIONS. IT IS 11:30 MANY THAT WE ARE GOING TO HEAR PUBLIC COMMENT FOR ITEMS NOT ON THIS AGENDA, THEN WE WILL PICK UP THE REST OF THE AGENDA AFTER THE 30 MINUTE TIME WINDOW TO HEAR NOT AGENDA PUBLIC COMMENTS.

THAT ADVICE SHARE IF YOU WOULD PLEASE TAKE US TO PUBLIC

COMMENT. >> AT THIS TIME, THE BOARD HERE PUBLIC COMMENTS ON THE REGULAR AGENDA.EACH PERSON WILL BE PROVIDED THREE MINUTES TO SPEA .

COMMENTS SHOULD BE ADDRESSED TO THE BOARD AS A WHOLE AND NOT TO ANY INDIVIDUAL COMMISSIONER AND MAY NOT INCLUDE A DEMAND FOR AN IMMEDIATE RESPONSE FOR THE BOARD.

NO PERSON MAY ADDRESS THE BOARD WITH SLANDEROUS REMARKS OR BOISTEROUS BEHAVIORS. MEMBERS OF THE AUDIENCE SHOULD REFRAIN FROM ANY APPROVAL OR DISAPPROVAL OF ANY COMMENTS.

FINALLY I WOULD ASK ANY SPEAKER REPRESENTS ANY MATERIAL PLEASE PRESENT THE MATERIAL TO THE STAFF TO BE ENTERED IN THE

PUBLIC RECORD, THANK YOU. >> SPEAKER: (STATES NAME AND ADDRESS). TODAY, MY NONE AGENDA PUBLIC COMMENT WILL BE FOR THE HISTORY OF NON-AGENDA PUBLIC COMMENT SERIES OUT ST. JOHNS COUNTY. NON-AGENDA PUBLIC COMMENT DOES NOT GUARANTEE BY THE STATE OF FLORIDA LAW.

THE NON-AGENDA PUBLIC COMMENT, THEY HAD A CASE TAKEN RIGHT OUT OF THIS JUDICIAL DISTRICT. THAT IS WHERE THE STATE SUPREME COURT RULED NON-AGENDA PUBLIC COMMENT IS NOT A RIGHT.

THE ONLY WAY FOR PUBLIC COMMENT IS ON THE OTING ITEMS FOR THE COMMISSION THE PAST HAD NOT AGENDA PUBLIC ITEM AT THE BEGINNING. WE A COMMISSIONERS NOW ARE INTO HONEST, OPEN, TRANSPARENT GOVERNMENT.

THEN WHAT HAPPENED IS, THE STATE OF FLORIDA LAW IS BROKEN.

BY TWO COMMISSIONER SHOULD OUR LAWYERS.ONE OF THEM STILL SINCERE. COUNTY ORDINANCE WAS BROKEN IN THE HIRING OF THE COUNTY ADMINISTRATOR .

DISCRIMINATION AGAINST WOMEN TOOK PLACE IN THAT PROCESS.

WHAT HAPPENED IS, I WOULD COME HERE AND ADDRESS THOSE LAWS BEING BROKEN. SO, - - BECAME THE CHAIR AND MOVE PUBLIC COMMENT WITHOUT ASKING ANYBODY TO THE BAC .

HE COULD NOT TAKE IT. 100% DISABLED AND CANNOT TAKE PUBLIC COMMENTS. THEN COMES ON THE NEXT CHAIRMAN AFTER TWO YEARS. ISAAC HENRY DEEM.

>> THE RULES OF THE CORN PROHIBITYOU .

>> WHEN IT HAPPENS IN THIS ROOM, IT IS A PART OF IT WE CAN ALWAYS GO TO COURT AND TAKE US BEFORE A JUDGE.

I'M ASKING YOU TO FOLLOW THE RULES YOURSELF.

>> ARE YOU UNDERSTANDING ME TOO THE RULES ARE BROKEN, THE ORDINANCE IS BROKEN SO WHAT HAPPENED? THE COMMISSIONER SAID WE CANNOT HAVE PUBLIC COMMENT BECAUSE I DO NOT HAVE THE VOTES. THE BOXES 11:30.

AS EXECUTIVE DIRECTOR, WE ARE DUE TO REINSTATE PUBLIC COMMENT

BACK LIKE IT WAS 10 YEARS AGO. >> THANK YOU.

THE AGENDA SUPPORTING MATERIAL HAS IMPROVED TREMENDOUSLY AND I APPRECIATE THAT EXCEPT TRY TO RESEARCH IT.

WHEN OUT TO THE BUDGET PROPOSAL, THERE WERE AT LEAST ONE OR TWO LINKS THAT DO NOT WORK.

ONE OF MY SUPPOSED TO DO? I WOULD LIKE TO MAKE SURE THAT STAFF TAKES A DEEPER, CLOSER LOOK AND TEST THOSE LINKS.

I'VE BEEN STRANDED BY THEM FOR MANY TIMES.

IT IS NOT EASY. PLEASE MAKE SURE THAT THOSE LINKS WORK. ANYTHING IN THE AGENDA OR SUMMER PEOPLE KNOW, I HAVE CALLED STAFF IN THE PAST BUT IF THAT IS WHAT YOU WOULD LIKE US TO DO AND I EMAILED YOU ALL AGAIN, I DON'T THINK THEY ARE DOING STAFF ANYMORE.

THAT'S A CONSIDERATION, I WISH YOU WOULD PUT THAT SOMEWHERE IN THE INFORMATION SO WE KNOW YOU CAN TALK TO A STAFF MEMBER AND THAT WE ARE ENCOURAGED THAT THERE IS A REASON FOR US TO DO SO. THANK YOU, YOU'RE DOING A MUCH BETTER JOB OVER THE YEARS.I APPRECIATE IT, BUT STILL A

I'M REQUESTING PLEASE MOVE THE TWO CANS, THEY ARE NOT HELPING US, JUST CREATING A HORRIBLE MESS.

A COUPLE THINGS ARE SEEN A WEEKLY BASIS, THE VOLUNTEERS OF THE COUNTY WHETHER IT'S FAITH-BASED OR COMMUNITY FOLKS THAT ARE COMING OUT, REGARDLESS OF OUR BACKGROUNDS, BLACK, WHITE AND HISPANIC AND VOLUNTEERS DOING A GREAT JOB.

IT IS 100+ DEGREES IN THE WAREHOUSES THE PEOPLE ARE COMPASSIONATE AND DO CARE. WE CAN'T SAY ENOUGH ABOUT THAT.

THE SECOND THING I SEE ON A WEEKLY BASIS IS THE PEOPLE WORKING TO GET THE FOOD. AGAIN, VERY DIVERSE POPULATION.

LET'S CONTINUE TO SUPPORT, THE REST OF THE COMMUNITY.

THE SENIORS THAT ARE GIVING FOOD IN THE CHILDREN GETTING FOOD SO THEY WANT TO GO TO BED ON AN EMPTY STOMACH.

WHATEVER WE CAN CONTINUE TO DO SUPPORT THIS PROJECT.

I THINK WE ARE DOING A GREAT JOB AND I'M GLAD TO BE A PART

OF IT. >> THANK YOU SO MUCH, SIR.

>> SPEAKER: (STATES NAME AND ADDRESS).

[02:50:08]

I HAVE A FIVE-YEAR GOING ON, FLOODING IN MY NEIGHBORHOOD.

MOST OF YOU COMMISSIONERS WERE NOT EVEN ON THE BOARD WHEN IT STARTED. THIS PICTURES AFTER FOUR YEARS OF COMING BACK AND FORTH SHOWING PICTURES OF FLOODING.

THE COUNTY CAME IN THIRD WITH THE BUSINESS NEXT DOOR GOT FLOODED, THE COUNTY CAME IN AND PUT THE DRAINAGE IN.

ON BOTH ENDS OF THE PARKING LOT WHERE DRAINAGE CAN GO TO THE SAME FULL DITCH. IT'S A LANDOWNERS BECAUSE THE COUNTY IS ALREADY TAKEN OVER THE BUSINESS.

FOR THIS WATER IS COMING OUT THE DEVELOPMENT AND COMING ON OUR PROPERTY MISCARRIAGE OR, HOW MUCH MONEY DO YOU WANT THE COUNTY TO SPEND? I CAME HERE, I GOT MY NEIGHBOR'S STUFF FIXED AND MY STUFF IS STILL FALLING ON DEAF EARS. NOT ONLY THAT, AT 4:20 YESTERDAY I WAS SLEEPING SOUNDLY IN MY BED WHEN I HEARD A TRASH TRUCK. THIS IS ANOTHER TRUCK AT 4:20 IN THE MORNING. TRUCKS NOT EVEN SUPPOSED TO USE THIS ROAD, IT IS FALLEN ON DEAF EARS.

IT COUNTY DEMONSTRATORS DO NOT SEE ANYTHING WRONG WITH IT AND WHY YOU WOULD PUT SUCH LANGUAGE INTO IT.

WHAT I'M SUGGESTING THAT YOU ALL DO IS YOU'LL TAKE A REALLY GOOD CLOSE LOOK AT OTHERS BESIDE TO SAYING OUR STAFF IS DOING A GOOD JOB. A LOT OF STUFF IS FALLING ON DEAF EARS. THEY GET OTHER STUFF APPROVED.

YOU ALL ARE WHO WE GOT TO LOOK OUT FOR US AS A LONG-TERM COMMUNITY. DO YOUR DUE DILIGENCE AND THANK

YOU VERY MUCH. >> SPEAKER: (STATES NAME AND ADDRESS). I HAD AN ITEM ON THE CONSENT AGENDA THIS MORNING. I WAS HERE FOR IT, IT HAS BEEN PULLED AND THAT WAS FINE, I'M HAPPY TO HAVE A DISCUSSION ABOUT IT. RATHER THAN HEAR IT TODAY BECAUSE I DO WANT TO TRY AND PUT MY ITEM BEFORE ANYONE ELSE'S, WE ARE ALL WAITING PATIENTLY, CAN WE MOVE THIS TO

THE NEXT MEETING PLEASE? >> WE HAVE SEVERAL ITEMS PULLE

. >> ITEM 7, TRANSFERRING - -

PROJECT. >> I BELIEVE IT'S CONSENT IN

ITEM NUMBER FOUR. >> IT WAS PULLED - -

>> AND INTO THE ROAD, THAT ALONG DRIVE.

>> YES, MA'AM. >> OF THE BOARD IS INCLINED TO DO SO, YOU CAN MAKE A MOTION TO CONTINUE RIGHT NOW.

IT DOES NOT REQUIRE PUBLIC COMMENTBECAUSE PUBLIC COMMENT WOULD BE ALLOWED IN THE ITEMS WE HEARD .

YOU COULD DO IT NOW OR LATER TODAY IS PROBABLY MOST

CONVENIENT TO DO IT NOW. >> COMMISSIONER JOSEPH ON THIS

ISYOUR ITEM . >> I WANTED MIKE TO EXPLAIN IT TO THE CONSTITUENTS. OTHER THAN THAT, I WOULD REALLY LIKE IF YOU GUYS WOULD GIVE MIKE FIVE MINUTES TO EXPLAIN WHAT THIS IS. THEY DO NOT UNDERSTAND THE

IMPACT. >> I WILL MAKE A SUGGESTION THAT WE HEAR THIS ITEM SO WE CAN FULLY UNDERSTAND IT BEFORE

[02:55:01]

WE GO TO LUNCH. PLANNING TO MAKE A MOTION FOR

THAT TO HAPPEN AT THIS POINT? >> NO, BASED ON WHAT YOU ARE SAYING, MY RECOMMENDATION IS TO INCLUDE THE PUBLIC COMMENT PORTION OF THE MEETING AND HERE IT WAS NOW AT AN AS NUMBER 16 IMMEDIATELY AFTER THAT WHICH YOU HAVE THE ABILITY TO DO AS CHAIR . AFTER IT IS VOTED ON AND SOUNDS LIKE YOU WOULD WANT TO HAVE IT AT THAT TIME, THAT IS THE BEST

WAY TO DO IT. >> THANK YOU, WE WILL HIS ITEM BEFORE WE TAKELUNCH . WE WILL CONTINUE HEARING FOR PUBLIC COMMENT PRIMES ONTHE AGENDA , WE CAN HEAR THREE MORE SPEAKERS AND WE WILL HAVE THIS AGENDA ITEM 16 AT THE TIME.

>> SPEAKER: (STATES NAME AND ADDRESS).

I WOULD LIKE TO FOLLOW UP BECAUSE I WAS GOING TO BRING THIS UP BUT THIS IS THE PROBLEM IN THIS AGENDA THAT YOU PUT TOGETHER. I KNOW YOU HAVE A RIGHT TO DO WHAT YOU WANT WITH THEAGENDA , BUT I FEEL THE MOST IMPORTANT THING THAT SHOULD HAVE BEEN DISCUSSED THIS MORNING BEFORE ANYTHING ELSE BECAUSE AS YOU LOOK IN THIS ROOM RIGHT NOW, MOST PEOPLE ARE LEAVING AND AFTER LUNCH, MOST PEOPLE WON'T BE ABLE TO COME BACK. THERE ARE OTHER PEOPLE BESIDES DEVELOPERS AND LAWYERS WHO COME IN HERE AND DO NOT GET PAID TO SIT HERE AND WAIT FOR ITEMS TO BE HEARD THE ITEM I AM REFERRING TO AS NUMBER 12, NUMBER 12, REVIEW AND CONSIDERATION OF THE RESIGNATION OF THE COUNTY ADMINISTRATOR. THAT SHOULD'VE BEEN THE FIRST THING. THE PUBLIC SHOULD HAVE A RIGHT TO SPEAK ON THESE THINGS AS NUMBER ONE INSTEAD OF WAITING UNTIL EVERY TIME YOU GOING TO FINISHYEAR .

THIS IS THE MOST IMPORTANT AGENDA ITEM HERE TODAY.

NOT DEVELOPERS, NOT THE LAWYERS, NOT THE ONES THAT CAN'T STAY BECAUSE THEY HAVE TO GO SOMEWHERE ELSE.

HOW MANY RESINS HAVE COME IN HERE AND ASKED YOU TO PUT SOMETHING EARLIER SO THEY CAN SPEAK ON ITS OF HAVING TO WAIT AND WAIT AS YOU LISTEN TO ALL OF THESE OTHER DEVELOPERS AND THINGS THAT NEED TO BE DONE? THAT'S THE ONE THING I WANT.

I KNOW THIS WOULD TAKE A LOT OF TIME.

YOU ARE WORKING FOR US AND I WILL SEND THE RECORD RIGHT NOW, THE PERSON THAT CAME TO COMMISSIONER ARNOLD, TO BRING THE PROBLEM TO THE ATTENTION OF NOT ONLY YOU AS THE BOARD MEMBERS BUT AT THE CITIZENS IN THIS COMMUNITY THAT ARE VERY CONCERNED ABOUT WHAT IS GOING ON IN THIS GOVERNMENT AND OTHER GOVERNMENTS TOO. I CAN'T WAIT FOR THAT TO BE MOVED UP ANY SOONER BECAUSE WE WERE GOING TO LUNCH WE WILL

TAKE CARE OF NUMBER FOUR. >> SPEAKER: (STATES NAME AND ADDRESS). I HAVE A COUPLE THINGS BECAUSE I WON'T STAY FOR THE ENTIRE MEETING AFTER LUNCH.

I WOULD STILL REALLY LIKE TO PUT IN THE FOREFRONT OF THE COMMISSIONERS THAT I HAD PERSONALLY AND A LOT OF COMMUNITY PEOPLE WHO WOULD LIKE TO SEE A TIMELINE FOR THE NEXT FIVE-YEAR REVISION OF THE COMPREHENSIVE DEVELOPMENT PLAN.

IT IS COMING, IT'S COMING SOON WHEN YOU WILL HAVE A DEADLINE TO HAVETHAT DONE . IN ORDER TO HAVE AS MUCH COMMUNITY INPUT INTO THAT IS POSSIBLE, IF SOMEONE COULD BE DEVELOPING A TIMELINE SO THOSE IN THE COMMUNITY COULD AT LEAST HAVE AN IDEA OF WHEN WE ARE TO GET OUR INPUT, OR IF YOU WILL PUT COMMUNITY MEMBERS ON SOME KIND OF A COMMUNITY TASK FORCE OR INPUT. I NEVER BEEN INVOLVED BEFORE BUT I WILL LET YOU GET INVOLVED AT THIS NEXT TIME.

AND REALLY HAVE A GOOD GO THROUGH, SO WE GET THE COMPREHENSIVE PLAN THAT WE CAN STICK TO AND NOT KEEP REVISING.

WE WERE REVISING THE COMPREHENSIVE PLAN BEFORE THE INK WAS DRY LAST TIME. I THINK IF WE HAVE ENOUGH COMMUNITY INVOLVEMENT AND STAFF INVOLVEMENT, REALLY CARE ABOUT WHAT'S GOING ON IN THE COUNTY THAT IS NOT DEVELOPED AND HOW

[03:00:01]

WE WANTED TO LOOK LIKE IN THE FUTURE.

THE SOUTHWEST PART OF THE COUNTY IS VIRGIN LAND RIGHTNOW . I'M KIND OF SURPRISED THAT NOTHING HAS REALLY DEVELOPED AT 1207 GOING WEST OF 95.

MY CHURCH BOUGHT A LONG PIECE OF PROPERTY OUT THERE.

THAT IS NOT WHAT HAPPENED. THEY ARE INCREDIBLE.

THE AMOUNT OF FOOD THEY SAVE AND GET INTO PEOPLE'S HANDS, I DON'T KNOW IF OUR COUNTY IS ABLE TO GIVE THEM MONEY OR IF IT IS PASSED THROUGH FEDS. IF WE HAVE A FEW FUNDS LEFT

OVER, GIVE IT TO THEM. >> ANY ADDITIONAL, NOT IN THE PUBLIC COMMENT? SEEING THEN, WE WILL CLOSE

PUBLIC COMMENT. >> THAT CONCLUDES THIS PORTION OF PUBLIC COMMENT. YOU WILL HEAR PUBLIC COMMENT AGAIN AT THE END OF THE REGULAR AGENDA.

FOR NOW, WILL MOVED IT IN ITEM NUMBER 16 WHICH IS TO BE CONSIDERED ITEM NUMBER FOUR DO WE HAVE A STAFF PRESENTATION?

GOOD AFTERNOON SIR. >> TO AFTERNOON CHURCH AND COMMISSIONERS. JUST TO BE CLEAR, THE COUNTY IS NOT CLEAR, THE AFTERNOON OF COURSE IS HERE.

THE LEGISLATURE AND STATUTES CHANGED WITH REGARD TO IMPACT THE CREDIT ACCOUNTS FAIRLY RECENTLY, MAYBE A YEAR AGO I THINK IT ALLOWED DEVELOPERS, AND HAD CREDITS TO SOMEIMPACT FEE CREDITS. THEY ARE GOING TO GET IMPACT FEE CREDITS AS WELL AS THEY TRACK THOSE NUMBERS.

THAT IS WHAT IMPACT FEE CREDIT ACCOUNT IS.

THE STATUTES CHANGED AND IT NOW ALLOWS THEM TO SELL THOSE CREDITS TO OTHER DEVELOPERS. THAT IS WHAT THIS REQUEST IS PRETTY MOST OF THE ONES YOU'VE SEEN IN THE TRANSPORTATION CREDITS. IN THIS CASE IT WOULD BE - - MARSHALL CREEK WHICH INCLUDES VALENCIA.

THE COUNTY'S PERSPECTIVE WE WILL TRACK THOSE AND AFTER THE

COUNTY IS CORRECT. >> ,THANK YOU.

>> TO NEED TO HEAR PUBLIC COMMENT ON THIS ITEM?

>> AT THIS TIME, THE BOARD WILL HEAR PUBLIC COMMENT ON AGENDA

ITEM NUMBER 16. >> SPEAKER: (STATES NAME AND ADDRESS). I FULLY REQUEST THIS BOARD MAKE IT A HABIT, SO WE CAN UNDERSTAND WHAT IS GOING ON.

YOU DESERVE IT. I WOULD ALSO LIKE TO KNOW SPECIFICALLY WHAT THE STATUTE IS GOING IMPACT FEES SO I CAN LOOK IT UP. HOW DO I FIND THAT OUT?

THANK YOU. >> THANK YOU MA'AM.>> SPEAKER: (STATES NAME AND ADDRESS).

I KNEW ABOUT THE CHANGE LOGS AND KEEPING ON IMPACTROAD .

THAT DOESN'T REALLY ANSWER THE QUESTION BECAUSE HE DID NOT MENTION ONE THING. THE COUNTY'S PARK IMPACT FEE,

[03:05:01]

THIS IS A WAKE-UP CALL TO THE RESIDENTS IN THIS COUNTY.

ONE DEVELOPER CAN GIVE THE STUFF TO ANOTHER DEVELOPER MEANING THAT DEVELOPER GET A FREEBIE.

THEY WILL GET A FREEBIE OF THIS PART.

I DO NOT THEY ARE ON IMPACT FEES FOR THE DEVELOPMENT, AND LOOK BACK AT ALL THE STUFF TOO THAT HAS BEEN BEFORE YOU ON STOKES LANDING. AS I SAID BEFORE, HOPEFULLY, THOSE PURCHASING IN STOKES LANDING WILL NOT DEAL WITH SURPRISES AS THE HOMEOWNERS ASSOCIATION CONSENT AGENDA NUMBER 30. I WILL SAY THIS AGAIN TOO.

AS THE SAYING GOES, THE DEVIL IS IN THE DETAILS.

IT IS SECTION 13 OF THE COUNTY'S PARK IMPACT FEE ORDINANCE. I WILL BE GOING TO THE LIBRARY OR GET A COPY OF THAT. I WILL BE SHARING IT WITH EVERYONE ELSE I CAN SHARE IT WITH.

THESE DEVELOPERS MADE THEIR DEAL WITH THE STATE WHICH IS FINE AND DANDY BUT I DON'T THINK IT'S FOR THEBENEFIT OF THIS COMMUNITY . I DO APPRECIATE THE TWO CALLS, BUT ISOLATE PEOPLE TO UNDERSTAND THAT IF ONE DEVELOPER DUE TO THEIR MONEY - - I WILL HAVE TO FIND OUT TOO.

NOT ON THE ROAD IMPACT, THE COUNTY'S PARK IMPACT.

THREE HAVING AN IMPACT THAT WE CAN PASS ON TO EACH OTHER OUR LITTLE FRIENDS?EVERYBODY WILL BE HAPPY WITH THESE DEVELOPMENTS. SECTION 13 OF THE COUNTY'S PARK

IMPACT FEE. >> ANY ADDITIONAL PUBLIC COMMENT? SEEING NONE OF CLOSE PUBLIC

PCOMMENT. >> YOU RECOMMENDED TO OUR BOARD THAT WE SENT A LETTER TO THE GOVERNOR PROPOSING THE CHANGE IN LAW AT THE STATE LEVEL. WE SPOKE AFTER THE STATE, THE STATE PASSED A LAW AND WE ADHERE TO THE LAW.

>> I LIKE TO MAKE A MOTION TO ADOPT RESOLUTION 2023 APPROVING THE TRANSFER OF THREE AND $71,530 AND PARK IMPACT FEE CREDITS FROM MARSHALL CREEK BEAUTY TO THE WORKFORCE HOUSING ELEMENT FINDING THE REQUEST CONSISTENT WITH FLORIDA

STATUTE. >> SECOND.

>> WE HAVE A MOTION BY COMMISSIONER JOSEPH, SECOND BY COMMISSIONER ALAIMO. ANY FURTHER DISCUSSION? SEEING NONE, PLEASE VOTE. THAT PASSES FIVE ÃZERO.

>> BEFORE YOU ADJOURN COME OUT TO CLEARLY FOR MR. REYNOLDS THAT EVEN THOUGH I NO LONGER EXCHANGE EMAILS WITH HIM, I ADVISED HIM LAST WEEK THAT THIS IS A PUBLIC FORUM.

I AM ELECTED PUBLIC OFFICIAL. I WILL NO LONGER SIT HERE AND HAVE SOMEONE MAKE UNSUPPORTED CHARGES AGAINST ME OF CRIMINAL VIOLATIONS OF FOUR YEARS AGO AND NOT RESPOND.

HE CAN VERY EASILY GET IN HIS LITTLE VEHICLE AND DRIVE DOWN THE STREET FIVE OR SIX BLOCKS AND SUBMIT ANY EVIDENCE THAT HE HAS TO THE STATE ATTORNEY. I CHALLENGE THEM TO DO THAT.

THE QUESTION IS WHY AM I SITTING HERE INSTEAD OF ACROSS THE STREET? LET'S GET IT ON THE TABLE TOM.

YOU TELL THE STATE ATTORNEY ALL THE EVIDENCE.

I CAN'T PREVENT YOU FROM EXERCISING THEIR FIRSTAMENDMENT RIGHTS . YOU CAN'T TALK RIGHT NOW, I'M TALKING. I CAN'T STOP YOU FROM EXERCISING FIRST AMENDMENT RIGHTS, BUT I SURE CAN RESPOND
