ST. JOHN'S COUNTY HAS BEEN SO SUPPORTIVE OF DRUG COURT. I DON'T KNOW THE DECOR SIDE RIGHT HERE IN FLORIDA IN 1989 DOWN IN MIAMI AS AN EXPERIMENT FUNDED BY THE LEGISLATURE.

IT WAS SO SUCCESSFUL THAT IT SPREAD ALL OVER FLORIDA. AND IT'S NOT SPREAD ALL OVER THE UNITED STATES. REALLY, ALL OVER THE WORLD. THEY ARE IMITATING WHAT WE DO IN THE DRUG COURT. THANK YOU FOR COMING WITH US, AS WELL.

THE SUCCESS OF DRUG COURTS IN ST. JOHN'S COUNTY COMING UP NOW, THIS YEAR, 20 YEARS.

AS A MATTER OF FACT, WE ARE GOING TO HAVE A LITTLE ANNIVERSARY CELEBRATION ON THE 19TH AT 3:00 OVER AT THE COURTHOUSE IN A. I INVITE YOU ALL TO SHOW UP.

THE CRIMINAL JUSTICE SYSTEM HAS HAD MANY ATTEMPTS AT REDUCING RECIDIVISM AND SO FORTH.

DRUG COURTS ARE RECOGNIZED NOT JUST IN FLORIDA BUT NOW, ALL OVER THE COUNTRY AS THE MOST SUCCESSFUL CRIMINAL JUSTICE INTERVENTION PROGRAM IN UNITED STATES HISTORY.

THE EARLY SUPPORT OF ST. JOHN'S COUNTY AND LEADING US THROUGH THIS 20 YEARS WAS INSTRUMENTAL.

THE WAY IT WORKS IS WE TAKE FELONY OFFENDERS, HIGH RISK, HIGH NEED HIGHLY ADDICTED

FELONY OFFENDERS. THEY ARE NOT RAPISTS, MURDERERS, THEY ARE NOT VIOLENT OFFENDERS BUT THEY ARE SERIOUSLY ADDICTED OFFENDERS. WHOSE ADDICTION HAS ABOUT THEM IN THE CRIME OF THE CRIME. THE FOLKS WE GET EXTENDED FOR A STATE PENITENTIARY.

WHEN WE GET THEM WE BRING THEM INTO DRUG COURT BECAUSE OF THE DRUG RELATED CRIMES.

WOULD REDO THE HIGHLY SUPERVISED BY MYSELF, PROBATION OFFICERS, PUBLIC DEFENDERS, PROSECUTORS, LAW ENFORCEMENT OFFICERS AND, PERHAPS, MOST IMPORTANTLY, TREATMENT PROFESSIONALS. THESE FOLKS ARE DRAWN INTO DRUG CORPS.

THEY COME INTO MY COURT WEEKLY. REPORT TO ME. WE REVIEW HOW THEY ARE DOING.

THEY GET FREQUENT RANDOM DRUG ANALYSIS. URINANALYSIS.

THEY GO TO INDIVIDUAL COUNSELING, GROUP COUNSELING. A, AND A.

ALL OF THEM GET A JOB. A REAL JOB WHERE THEY PAY TAXES.

THEY PAYBACK THEIR VICTIMS THEY PAY THEIR COURT COSTS WE DO ALL OF THIS FOR HALF THE COST THAT IT WOULD NORMALLY TAKE IN THE CRIMINAL JUSTICE SYSTEM. THE RESULT, INSTEAD OF AN 80% -- NEARLY 80% RECIDIVISM RATE, IF THEY HAD GONE TO THE APARTMENT OF THE CORRECTIONS. NORMALLY, TO PRISON. WHERE MOST OF THE FOLKS WERE HEADED. WE HAVE ABOUT A 17% RECIDIVISM RATE.

AN AMAZING TURNAROUND. THESE FOLKS ARE NOT JUST SAVING TAXPAYERS MONEY AND SAVING FOSTER HOME MONEY AND -- THESE FOLKS, AND THIS PROGRAM, ARE LITERALLY SAVING LIVES.

ESPECIALLY IN THIS SERIOUS TIME OF ADDICTON THE DEATHS THAT WE HAVE GROWING IN THE UNITED STATES WITH FENTANYL AND OTHER DRUGS. THESE ARE OUR BROTHERS AND SISTERS AND MOTHERS AND DAUGHTERS. THEY ARE NOT JUST -- THOUSANDS OF BABIES ARE BORN ON ADDICTED. PARENTS ARE GETTING BACK THEIR CHILDREN. GETTING JOBS BEING PRODUCTIVE MEMBERS OF SOCIETY.

FOLKS WHO WERE HOMELESS HELPING CREATE FEEDING PROGRAMS AND HOUSING PROGRAMS FOR ST. JOHN'S COUNTY. FOLKS WHO ARE HEADED TO PRISON BECAUSE THE BURGLARIZED OR -- ONE PERSON, THE VICTIM WAS A BUSINESS IN TOWN. THE PERSON IS NOW MANAGING THAT BUSINESS. OPERATING THE CASH DRAWER AND HELPING TO MANAGE THE BUSINESS.

A TREMENDOUS SUCCESS STORY. WE COULDN'T DO IT WITHOUT YOU ALL.

>> VERY GOOD. >> 2023 MARKS THE 34TH ANNIVERSARY OF TREATMENT COURTS IN THE NATION, OF WHICH MIAMI-DADE DRUG COURT WAS THE FIRST QUARTER THAT SPARKED A NATIONAL REVOLUTION WHICH CHANGED THE FACE OF THE JUSTICE SYSTEM.

WHEREAS DRUG COURTS ARE NOW RECOGNIZED AS THE MOST SUCCESSFUL CRIMINAL JUSTICE INTERVENTION IN OUR NATION'S HISTORY, AND, WHEREAS 75% OF TREATMENT COURT GRADUATES WILL NEVER SEE ANOTHER PAIR OF HANDCUFFS AND AN AVERAGE OF $6,000 EVERY INDIVIDUAL SERVED.

WHEREAS TREATMENT COURTS IMPROVE EDUCATION, EMPLOYMENT HOUSING FINANCIAL STABILITY.

FOR MOAN REUNIFICATION. SUPPORT FOSTER CARE PLACEMENTS. SUPPORT MOTHERS DELIVERING BABIES FULLY DRUG FREE. WHEREAS THERE ARE NOW THAN 4000 TREATMENT COURTS NATIONWIDE AND DRUG COURTS DEMONSTRATE THAT WHEN ONE PERSON RISES OUT OF DRUGS AND CRIME WE ALL RISE WHEREAS SAINT COUNTY DRUG COURT HAS COMPASSIONATELY SERVED ITS COMMUNITY FOR 20 YEARS LOOKING TO PROVIDE OPTIMUM CARE FOR EVERY PARTICIPANT ENTERING ITS PROGRAM.

THEREFORE BE PROCLAIMED BY THE COURT OF COUNTY COMMISSIONERS OF ST. JOHN'S COUNTY FLORIDA THAT MAY 2023 BE DESIGNATED AS NATIONAL DRUG COURT MONTH [APPLAUSE]

PROCLAMATION WHILE THEY ARE COMING UP? >> THE PROCLAMATION BY THE BOARD OF COUNTY COMMISSIONERS, ST. JOHN'S COUNTY, FLORIDA, WHEREAS THE FAMILY IS THE FOUNDATION OF OUR COMMUNITY AND SERVES AS THE PRIMARY SOURCE OF LOVE, IDENTITY, SELF ESTEEM, AND SUPPORT. WHEREAS, ALL YOUNG PEOPLE IN FOSTER CARE NEED A MEANINGFUL CONNECTION TO A CARING ADULTS WHO BECOMES A SUPPORTIVE AND LASTING PRESENCE IN THEIR LIVES.

ST. JOHN'S COUNTY HAD MANY COMPASSIONATE FOSTER FAMILIES THAT PROVIDE CHILDREN, AND YOUTH, WITH SAFE, SECURE, AND STABLE HOMES. WHEREAS FOSTER KINSHIP AND ADOPTIVE FAMILIES WHO OPENED THEIR HOMES AND HEARTS AND SUPPORT CHILDREN WHOSE FAMILIES ARE CRISIS PLAY A VITAL ROLE IN HELPING CHILDREN, AND FAMILIES, HE'LL AND RECONNECT.

THEREBY LAUNCHING YOUNG PEOPLE INTO SUCCESSFUL ADULTHOOD. AND, WHEREAS, THERE ARE NUMEROUS INDIVIDUALS AND ORGANIZATIONS WHO WORK TO INCREASE PUBLIC AWARENESS AND THE NEEDS OF CHILDREN. AND IN THE EVENING FOSTER CARE, AS WELL AS THE ENDURING, INVALUABLE CONTRIBUTION OF FOSTER PARENTS, AND, WHEREAS, COMMUNITY BASED SUPPORT STRUCTURES PROVIDE INVALUABLE SERVICE TO YOU IN THE FOSTER CARE SYSTEM, AND, WHEREAS, FOSTER CARE MONTH PROVIDES A SPECIAL OPPORTUNITY TO RECOGNIZE THE RULE THAT FOSTER CARE PLAYS IN THE LIVES OF OUR YOUNG PEOPLE. SHE IS ACTUALLY TURNING 18 NEXT WEEK. WE ARE JOINING THE INDEPENDENT FOSTER -- INDEPENDENT EXTENDED FOSTER CARE.

WE ARE GONNA BE JOINING THEM, AS WELL. >> WE NEED MORE HOMES.

THERE ARE A LOT OF TEENS, A LOT OF PEOPLE IN FOSTER CARE AGING OUT OF FOSTER CARE BECAUSE THERE ARE NO HOMES TO HELP THEM. WE REALLY COULD NOT DO ANYTHING THAT WE DO IF WE DON'T HAVE THE SUPPORT OF, LITERALLY, EVERYONE IN OUR COMMUNITY AND WE COULDN'T DO IT WITHOUT THEM. WE NEED MORE SUPPORT. AS AN AGENCY EVERYBODY NEEDS MORE HOMES. YOU DON'T HAVE TO BE A FOSTER PARENT TO SUPPORT FOSTER CHILDREN OR FOSTER PARENTS. THERE ARE SO MANY THINGS YOU CAN DO.

ALL RIGHT, NOW FOR OUR FINAL PROCLAMATION. COMMISSIONER LAMBDA WILL BE PRESENTING THE PROCLAMATION RECOGNIZING CORRECTIONAL OFFICERS AND EMPLOYEES WEEK.

>> THANK YOU, MISTER CHAIRMAN. GOOD MORNING EVERYONE. THIS MORNING WE RECOGNIZE CORRECTIONAL OFFICERS AND EMPLOYEES WEEK. THESE MEN AND WOMEN HAVE A VERY TOUGH JOB. THEY ARE PUT INTO VERY DIFFICULT SITUATIONS AT TIMES VERY DIFFICULT SITUATIONS BUT THEY PLAY A VITAL ROLE. AN INVALUABLE ROLE IN OUR LAW ENFORCEMENT. WE ARE THANKFUL FOR THEIR ALL THAT THEY DO.

CHEF HARD WHIP DIRECTOR CABIN CAPTAIN COLSON CAPTAIN NORTH AND CAPTAIN ADAMS PLEASE COME

FORWARD. >> THANK YOU, COMMISSIONER. ON BEHALF OF THE ST. JOHN'S COUNTY SHERIFF'S OFFICE IS THE BIG WEEK FOR. US I DO WANT TO RECOGNIZE COMMANDER RICH WONDER FROM THE ST. AUGUSTINE DEPARTMENT. IT IS A PARTNERSHIP.

ON BEHALF OF THE 140 MEN AND WOMEN WHO ALREADY DEEPLY SHARES WORK IN THE ST. JOHN'S COUNTY JAIL AND ADDITIONAL 70 PERSONNEL, -- WE AVERAGE A POPULATION OF ABOUT 450 INMATES PER DAY. THIS IS WHERE OUR MEN AND WOMEN ARE MAKING A DIFFERENCE.

IF YOU LOOK AT THE NATIONAL RECIDIVISM ACROSS THE COUNTRY YOU HAVE STATES AS WELL AS SOUTH CAROLINA THAT ARE AT 21. PRESENT SOME STATES AS HIGH AS ALASKA 60% RECIDIVISM.

THE STATE OF ALASKA AVERAGES AROUND 28% RECIDIVISM. THIS IS WHERE WE ACTUALLY MAKE A DIFFERENCE. THIS TEAM OF MEN AND WOMEN WHO WORK IN JAIL IN ST. JOHN'S COUNTY AS DEPUTY CORRECTIONAL SHERIFFS. WE HAVE REDUCED RECIDIVISM AND ST. JOHN'S COUNTY BY THE PAST TWO YEARS WITH MOST EMBLETON. WE WENT FROM 25%, AGAIN THE FLORIDA AVERAGE TO JUST OVER 15%. THIS IS WHAT WE ARE DOING HERE.

THE MEN AND WOMEN HAVE THE SAME COUNTY -- WE HAVE A REENTERED PROGRAM.

WE ARE HELPING THEN WE GET BACK ON STREETS, TO GET JOBS, GET THEIR EDUCATION.

WE HAVE THE FIRST AND ONLY ONE THAT WE KNOW A PARTNERSHIP WITH THE FLORIDA HIGHWAY SAFETY AND MOTOR VEHICLES TRANSPORTATION, WE ACTUALLY HAVE A STOP STATION IN OUR AGENCY WHERE THE MEN AND WOMEN WHO ARE GETTING RELEASED CAN GET THEIR I.D. BACK. THE DRIVER'S LICENSE BACK.

THEY FOCUS ON THE ACTUAL CONTAINMENT OF THESE FIRES. WITH OUR LAST NIGHT WAS ROUGHLY TWO AND A HALF ACRES. IT WAS CONTAINED QUICKLY. NO HOMES WERE DAMAGED.

NO MAJOR CONCERNS RELATED TO IT. FROM A COMMUNITY STANDPOINT IT LOOKS LIKE A LARGE INCIDENT. LARGE PLUME OF SMOKE, VERY VISIBLE.

IT IS A PROJECT THAT WE TOOK ON BECAUSE WE KNOW A QUALITY BRAND CAN HELP OUR COUNTY BUILD AN IDENTITY AND HELP US CLEARLY COMMUNICATE THE BENEFITS AND STRENGTHS THAT WE, THE COUNTY, HOW TO OFFER BOTH POTENTIAL INVESTORS AND RESIDENTS. BECAUSE ST. JOHN'S COUNTY IS ALREADY GROWING VERY QUICKLY, AND WE HAVE MANY NEW RESIDENTS THAT WE SERVE WHO MOVED HERE EACH DAY, THE INTENT AND FOCUS OF DEVELOPING THIS NEW BRAND WAS FOR IMPROVED ECONOMIC DEVELOPMENT MARKETING AND HELP BUILD A STRONGER RELATIONSHIP WITH OUR EXISTING RESIDENTS AND BUSINESSES. AS A NO, THIS NEW BRAND WILL NOT OF REPLACE OUR OFFICIAL COUNTY SEAL. THE COUNTY WILL MAINTAIN THAT SEAL.

WE WILL CONTINUE TO CALL IT ON, BUT I WILL, CALL OFFICIAL ACCOUNTING BUSINESS.

THINGS ALONG WITH OUR ORDINANCES AND OUR RESOLUTIONS. OTHERWISE, THIS BRAND WILL BE MORE OF OUR OUTWARD FACING BRAND. WE WILL START TO SEE IT IN A LOT OF PLACES, WE WILL GO THROUGH THEM HERE IN THESE COMING SLIDES.

TO HELP GROW THAT ECONOMIC, COMMERCIAL COMPONENT OF THE COUNTY. WE REACHED OUT TO I.D.E.A., THE

THEM THEY WERE VERY EXCITED ABOUT THE PROSPECT OF HAVING THIS BRAND.

THEY AGREED TO ENTER INTO PARTNERSHIP WITH US AND PROVIDE $250,000 OF FUNDING.

SOME OF THAT FUNDING WAS USED FOR THE DEVELOPMENT OF THE BRAND.

AND THEN SOME OF THAT FUNDING WILL ALSO BE USED TO TAKE THIS BRAND AND TO DEVELOP CONTENT AND START TO DO PROMOTIONS FOR IT. AGAIN, STARTING TO SOLICIT OURSELVES AS A GREAT PLACE TO COME AND DO THIS. SO.

WITH THAT, WE NOW KIND OF HAD OUR FOCUS. WE HAD OUR FUNDING.

WE STARTED ON THE RESEARCH ASPECT OF THIS PROJECT. IT IS A BRAND THAT WE WERE LOOKING TO BE REPRESENTATIVE OF THE COMMUNITY AS A WHOLE. WE DID EXTENSIVELY REACH OUT TO THE COMMUNITY AS A WHOLE TO TRY TO GET THEIR INPUT AND FIGURE OUT WHAT THE PEOPLE WHO LIVE HERE AND DO BUSINESS HERE FEEL OUR STRENGTH, WEAKNESSES, THINGS THAT WE SHOULD HIGHLIGHT IMPROBABLY THINGS WE SHOULDN'T SHOUT FROM THE ROOFTOPS. IN TOTALLY RECEIVED FEEDBACK FROM MORE THAN 2150 PEOPLE OVER THE COURSE OF ABOUT THREE MONTHS.

WE REACHED OUT TO INDIVIDUALS THROUGH FOCUS GROUPS. WE COORDINATED A SERIES OF FOCUS GROUPS THAT TARGETED DIFFERENT INDUSTRIES WITHIN THE COMMUNITY.

WE REACHED OUT TO A NUMBER OF PROMINENT PEOPLE WITHIN THE COMMUNITY.

WE DID ONE-ON-ONE INTERVIEWS. WE HAD AN EXTERNAL SURVEY THAT WE ACTUALLY SENT TO OUTSIDE THE COUNTY. WE ASKED OUR SURROUNDING COUNTIES, WHAT DO THEY THINK ABOUT US? WHAT DO THEY KNOW ABOUT? US WHEN YOU SAY ST. JOHN'S COUNTY, WHAT COMES TO MIND? GOOD, BAD, OTHERWISE. WE DID AN INTERNAL COMMUNITY SURVEY. ONE OF THE INTERESTING THINGS TO NOTE ABOUT OUR INTERNAL COMMUNITY SURVEY IS THE COMPANY THAT HELPED US WITH THE RESEARCH COMPONENT OF THIS PROJECT NOTED THAT FOR THE SIZE OF OUR COUNTY WE HAD ONE OF THE GREATEST RESPONSE RATES THAT THEY HAD EVER SEEN. THAT LETS US KNOW THAT OUR COMMUNITY REALLY DOES.

CARE THEY REALLY ARE INVOLVED. THEY DO WANT US TO HAVE A BRAND.

ALTHOUGH THEY HAD SOME CONCERNS ABOUT IT. THEY UNDERSTOOD THE VALUE OF HAVING THE VALUE THAT BROUGHT THE BUSINESS COMPONENT HERE. AND TO HELP UNIFY OUR RESIDENTS, AS WELL. IT'S MOSTLY ALL OF THE NEW ONES WHO ARE MOVING HERE.

SO, WITH ALL OF OUR RESEARCH IN HAND WE FOUND A COMPANY WHO WAS GOING TO HELP US ACTUALLY DEVELOPED THE BRAND. AND WE LANDED ON A COMPANY WHO WAS A LOCAL, HOMEGROWN, COMPANY, THEY ARE CALLED FUTURE FRIENDS. THEY ARE A LOCAL BUSINESS. THEY ALL RESIDE WITHIN THE COMMUNITY. INTERESTINGLY ENOUGH, THEY ALL ARE ALSO BLACK LEARN GRADUATES WE WERE ABLE TO SIT DOWN WITH THEM. THE TEAM WAS ABLE TO SIT DOWN WITH THEM. WE SHARE THE RESEARCH WITH THEM WE TALKED THROUGH THAT RESEARCH AND WHAT WE FELT WE REALLY WANTED TO HIGHLIGHT. THESE DIFFERENT CONCEPTS THAT WE HAD COME ACROSS THROUGH THIS AT THIS POINT WE HAVE BEEN WORKING ON THIS FOR ABOUT NINE MONTHS. SOME IDEAS THAT WE HAD AND SOME IDEAS THAT WE WOULD LIKE TO SEE. THEY WENT OFF THEY CAME BACK TO US AND THEY BROUGHT US A SERIES OF CONCEPTS. WE SELECTED THOSE. WE WORKED ON THEM TO DO MORE FOCUS GROUPS INTERNALLY WORKING WITH STAFF OVER THE COURSE OF QUITE A FEW MORE MONTHS BUT WE CAME UP WITH WAS AN ENTIRE SUITE OF LOGOS. AN ENTIRE BRAND THAT SUPPORTS THIS THIS ONE HERE WILL BE OUR PRIMARY LOGO THIS WILL BE THE LOGO THAT WE GO TO AS OUR FIRST CHOICE WHEN WE ARE LOOKING TO PUT A LOG ON SOMETHING. WE WILL GO FOR THIS NICE CIRCULAR LOGO. IT HAS HERE, YOU CAN SEE AT THE TOP, ST. JOHN'S COUNTY.

WE ALSO, THROUGH THIS PROCESS, CAME UP WITH THE TAGLINE FOR OURSELVES.

FLORIDA AT FIRST SIGHT. IT IS BOTH A NOD TO OUR HISTORY AND LOOKING FORWARD TO THE POTENTIAL THAT WE HAVE IN THE FUTURE. WE DO INCLUDE ON HERE OUR STAB LISHMAN DATE OF 1821. WE ARE ONE OF THE OLDEST COUNTIES IN THE STATE.

THAT IS SOMETHING TO BE PROUD OF AND BE MINDFUL OF AS WE LOOK FORWARD TO WHAT THE FUTURE HOLDS FOR US. THE IDEA HERE WAS WE WOULD HAVE A COLLECTIVE REPRESENTATION OF THE THINGS IN THE COUNTY THAT HELPED TO MAKE A SENIOR. THAT HELPED MAKE US A GREAT PLACE TO LIVE, WORK, AND PLAY. WE HAVE SOME REPRESENTATION OF OUR NATURAL RESOURCES HERE.

BEACHES, WE HAVE AN OVERVIEW OF THE PORCH. OF COURSE, PLENTY OF WATER HERE IN ST. JOHN'S COUNTY. SINCE WE PUT OUR LOGO ON ALL SORTS OF THINGS FROM BUSINESS CARDS, LETTERHEAD, ENVELOPES, THE SITES VEHICLES. I KNOW COLIN HAS VISIONS OF PUTTING THIS ON THE SIDE OF A WATER TOWER. THERE ARE LOTS OF PLACES WE PUT OUR LOGO. WE ACTUALLY CAME UP WITH A FEW DIFFERENT LOOKS FOR THE SLOW GO. WE HAVE SOME FLEXIBILITY. YOU CAN SEE ON THE BOTTOM OF THE THREE CIRCLE LOGO AS WE HAVE REPLACED THAT FLORIDA AT FIRST SIGHT WITH THE NAME OF THE DIFFERENT DEPARTMENTS. THE PREFERENCE WILL BE TO USE THAT OVERALL COUNTY LOGO, FIRST AND FOREMOST. THERE ARE TIMES WHEN DEPARTMENTS HAVE A NEED FOR SOMETHING THAT REPRESENTS THEIR INDIVIDUALITY, AS WELL.

THEY WILL BE ABLE TO USE THE CIRCLE LOGOS, WE HAVE ALSO INCORPORATED THEIR NAMES HERE WITH THESE ALTERNATIVE SHE'LL BASE LOGOS, AS WELL.

THE BRAND WILL SET OUT -- IT DOES SET OUT A SET OF COLORS THAT WE CAN USE.

THE IDEA HERE IS WE HAVE PRIMA COLOR, WHICH IS NAVY. A SET OF SECONDARY COLOR WHICH IT IS THE SAINT JOHN COUNTY YELLOW, THE RIVER BLUE AND FOLIAGE.

WE HAVE THESE ACCENT COLORS. THE NICE BRIGHT COLOR. THE TRUE BLUE, CITRUS, SEAWEED, AND SKY. THESE ARE COLORS THAT YOU WILL SEE IN OUR MARKETING MATERIALS GOING FORWARD. THE COLOR SCHEME THAT WILL USE ON OUR WEBSITE.

WHEN WE ARE PUTTING TOGETHER MATERIALS THAT HAVE A COLOR SCHEME BEYOND JUST WHITE AND BLACK, THIS WILL BE THE COLOR SCHEME THAT WE PULL FROM. THIS GIVES YOU AN IDEA OF WHAT THAT LOGO WILL LOOK LIKE APPLIED TO SHIRTS. OUR BRANDING GUIDELINES TO SET OUT A SET OF COLORS FOR SHIRTS SO WE KEEP THAT NICE COORDINATION.

IT'S A SEAM THAT AT LEAST FOR THE MOST PART IT WILL PASS ACROSS PARTY LINES. THERE ARE MAYBE EVEN SOME FROM THE OPPOSING PARTY THAT WOULD DEFLECT TO SUPPORT THE BUDGET BECAUSE THERE'S INITIATIVES IN THERE FOR THEM AS WELL.

I WANT TO START WITH JUST A COUPLE OF THINGS BECAUSE I DO THINK IT'S REALLY, REALLY IMPORTANT, THERE'S A LOT OF THINGS THAT GO ON HERE. BUT BETWEEN LAST YEAR AND THIS YEAR, WE ARE AT HISTORICAL LEVELS OF APPROPRIATION FROM OUR LEGISLATURE. SO, I THINK IT'S REALLY IMPORTANT TO THANK SENATOR HUDSON, HIS WORK THAT HE'S DONE TO BRING MONEY HOME. SPEAKER RAN OR, AS WE ALL KNOW, HE IS SITUATED POSSIBLY OUTSIDE OF THE GOVERNOR'S OFFICE.

THE MOST POWERFUL POSITION IN THE STATE LEGISLATURE RIGHT NOW. IT'S ABLE TO PUSH THINGS FROM OTHER LEGISLATIVE DELEGATION ACROSS THE FINISH LINE.

REPRESENTATIVE STEVENSON AND REPRESENTATIVE PAYNE, AS YOU ALL KNOW, REPRESENTATIVE STEVENSON, FORMER COMMISSIONER, SHE HAS ZEALOUSLY BEEN ADVOCATING FOR A SENSORY TIME OF THE COMMISSION. NOW INTO THE LEGISLATURE.

I KNOW THAT EACH AND EVERY ONE OF YOU HAVE BEEN INVOLVED AT LEAST ON ONE OF THESE PROJECTS ARE ALL OF THESE PROJECTS, TALKING TO OUR LEGISLATIVE DELEGATION AND IT IMPRESSING THE IMPORTANCE UPON THEM. THIS BOARD IS DOING A LOT OF WORK. THIS IS ALMOST $60 MILLION THAT I'M GOING TO LAY IT SPECIFICALLY FROM COUNTY REQUESTS AND THEN I'M GOING TO BRING A COUPLE TO YOU THIS MORNING THAT I JUST FOUND OUT IT'S ANDREW SHARED WITH ME THAT ARE IN THE COUNTY BUT ARE NOT PART OF THE COUNTY REQUEST AS WELL. I'M JUST GOING TO READ THESE TO YOU ALL AND YOU ALL WERE GIVEN A QUICK BRIEF.

THAT IS $6 MILLION A PORTION FOR A ONE A INTERSECTION IMPROVEMENTS. THERE ARE $6 MILLION HAD BEEN APPROPRIATED FOR THE 2:10 INTERCHANGE RAILROAD MODIFICATION. AS YOU MAY OR MAY NOT BE AWARE.

TAXPAYERS WOULD HAVE TO PAY, INCLUDING THE INTERSECTION IMPOVEMENTS. 20 209, $58 MILLION FROM I GP ON UP. PONTE VEDRA BEACH RESTORATION, AS YOU'RE ALL ACUTELY AWARE, THIS IS BEEN AN ISSUE GOING BACK TO 2016 NOW. THERE WAS $25 MILLION APPROPRIATED TO HELP RESOLVE THAT ISSUE AND GOING FORWARD.

BUT $5 MILLION TO HELP WITH THAT PROGRAM AND THEN AN ADDITIONAL $2 MILLION WE FOUND OUT FOR THE PINE ISLAND INTERSECTION IMPROVEMENTS IN THIS YEAR'S BUDGET. THAT DOES NOT INCLUDE, COMMISSIONER WHITEHURST, WE SPOKE EARLIER THIS MORNING, THAT DOES NOT INCLUDE $3 MILLION TO THE WEST AUGUSTINE MEDICAL CENTER. AS YOU ALL, KNOW THIS BOARD APPROPRIATED $5 MILLION. THERE'S ANOTHER $3 MILLION ON IT. AND THEN AGAIN, HOME AGAIN, THIS BORDER APPROPRIATED TO AN HALF MILLION DOLLARS TO HELP THEM WITH THE HOMELESSNESS ISSUE.

I JUST FOUND OUT THAT THAT IS $3 MILLION APPROPRIATED IN THE STATE BUDGET FOR ST. JOHN'S COUNTY HOMELESS VETERANS HOUSING PROJECT AT ITS AFFILIATED AND WILL BE POTENTIALLY RUN BY HOME AGAIN. SO, A REALLY, REALLY, REALLY PRODUCTIVE, HUGE SUCCESS THIS YEAR IN TALLAHASSEE.

LED BY THE FIVE OF YOUR EFFORTS AS WELL AS OUR LEGISLATIVE DELEGATION. SO, WE ARE SITTING ON $59 MILLION OF APPROPRIATED REQUESTS.

SUBJECT TO THE GOVERNOR'S VETO. I ALWAYS SAY THAT WILL COME BACK TO YOU ALL WITH THE STATE MAKE URGING THE GOVERNOR TO PLEASE NOT VETO ANY OF OUR PROJECTS THAT WILL COME TO THE CHAIR FOR EACH OF YOU ALL THE VOTE ON.

WE SEND IT TO THE GOVERNOR AS WELL.

BUT BETWEEN LAST YEAR IN THIS YEAR, A BLOOPER AT ALMOST 100 AND $10 MILLION IN APPROPRIATIONS TO ST. JOHN'S COUNTY. NOT INCLUDING SOME OF THE COMMUNITY PROJECTS LIKE THE WEST AUGUSTINE MEDICAL CENTER AND THE HOMELESS VETERANS HASN'T PROJECT.

SO, JUST WANTED TO PROVIDE YOU AN UPDATE ON THAT.

APART FROM THE LEGISLATIVE SESSION, IT IS A GRANT AWARD.

I WANT TO MENTION THIS BECAUSE SOMETIMES WE GET ASKED, WELL, WHAT DOES THE GRANT AND LEGISLATIVE DIVISION DO? WHAT ARE THEY WORKING ON? FOR ALL OF YOU WHO HAVE INTERACTED WITH HIM AT THIS POINT, HE IS NOW KEEPING A SCORE CARD OF THE THINGS THAT WE HAD IN THE PAST THAT WERE HANDLED BY COUNTY DEPARTMENTS. I CAN'T LIST ALL OF THE PEOPLE WHO WERE CRITICAL ON THIS, THIS WAS A $10 MILLION AWARD WHICH WAS CHAMPIONED BY THE UTILITY DEPARTMENT AND THEIR LEADERSHIP WITH THE GRANTS DIVISION. LET ME JUST TELL YOU WHAT THAT IS. 10 MILLION OF $100 MILLION GO THROUGHOUT THE WHOLE STATE. ST. JOHN'S COUNTY GOT 10% OF THAT ENTIRE AWARD THROUGH THE HURRICANE STORM WATER AND WASTEWATER ASSISTANCE GRANT. THE SHORTHAND OF IT IS THAT THE PROJECT WILL REHABILITATE 27 LIFT STATIONS AND COLLECTION SYSTEMS TO CREATE MORE RESILIENT, BETTER ADAPTED UTILITY INFRASTRUCTURE AND INCREASED COLLECTION SYSTEM CAPACITIES. ANOTHER $10 MILLION IN GRANT AWARDS THAT THE COUNTY HAD NOT PREVIOUSLY HAD.
