[Proclamation Recognizing Water Conservation Month]
. WATER CONSERVATION MONTH. >> GOOD MORNING. I SAW YOU HERE EARLIER, DOUG CONKEY WITH THE ST. JOHN'S RIVER AND WATER MANAGEMENT DISTRICT. ANYONE ELSE FROM THE DISTRICT HERE? AR YOU HERE COLIN? COME ON UP. I WANT TO SAY A QUICK NOTE BEFORE WE READ THE PROCLAMATION. ABOU 22 OR 23 YEARS AGO SOMEBODY ASKED ME WHEN ARE WE GOING TO RUN OUT OF WATER IN FLORIDA? I LOOKED AT HIM AND I SAID JUNE 10TH 2012. THEY LOOKED AT ME LIKE I HAD GONE CRAZY. THAT WAS A JOKE. I SAID WE ARE NEVER GOING TO RUN OUT OF WATER IN FLORIDA. NEVER, WE WILL RUN OUT OF CHEAP WATER. WATER CONSERVATION IS THE KEY PLAYER IN KEEPING THAT PRICE AS LOW A POSSIBLE AND NOT LETTING IT GO THROUGH THE ROOF LIKE GAS PRICE ARE THIS WEEK. ONE OF THE LEADING COUNTIES IN NORTH FLORIDA FOR WATER CONSERVATION AND REUSE OF RECLAIMED WATER IS IN FACT ST. JOHNS COUNTY. I'M PROUD TO BE ASSOCIATED WITH ST. JOHNS COUNTY. YOU ARE CAPTURIN AND RETREATING AND USING WASTEWATER. 60% OF OUR WATER IS REUSED WATER. RECLAIMED WATER. AND FIVE YEARS THAT SHOULD BE A 100%. NO MORE DISCHARGES INTO THE SURFACE WATERS OF OUR COUNTY. I AM PROUD OF WHAT WE HAVE ACCOMPLISHED. DOUG DO YOU
WANT TO SAY A WORD OR TWO? >> IT WILL TELL A TALE AS WE HAVE HEARD FROM THE TALE TELLERS ABOUT WATER. IT WILL NO BE IN POETIC FORM. I HAVE KNOW COLIN FOR YEARS. WE GO WAY BACK I WANT TO RECOGNIZE THAT COMMISSIONER DEAN'S EXPERTISE AND EXPERIENCE IN THE AREA OF WATER IS AN ASSET TO ST. JOHNS COUNTY. YOU ARE BLESSED TO HAV THIS OPERATION. HE LED THE DISTRICT NOT ONLY IN THE STATE OF FLORIDA BUT IN THE COUNTRY.
WE ARE POSITIONED WELL TO TACKL THIS. WE RECOGNIZE THIS IS THE 25TH YEAR RECOGNIZING APRIL AS WATER CONSERVATION MONTH. WHEN I SAY LET'S BE GREEDY EVERY MONTH IS WATER CONSERVATION MONTH HERE IN THE STATE OF FLORIDA. EVERYONE HAS EXPERIENCED ONE OF THOSE WEEKS AT ONE POINT IN TIME. WE WILL WASTE UP TO 10,000 GALLONS IN A MONTH OR ANNUALLY. SOMETIMES 10% OF THE HOMES WILL HAVE LEAK THAT WILL AVERAGE 90 GALLONS PE DAY IN THE COURSE OF A MONTH. THE GOOD NEWS IS THAT LEAKS ARE EASILY CORRECTABLE. WHEN YOU CORRECT THEM THEY SAVE YOU ABOU
[00:15:05]
10% ON YOUR WATER BILL. I SIGNED MYSELF UP TO SAVE WATER AND A COUPLE CHECKS. WHEN YOU GO OUTSIDE TO ENJOY THE NICE YARD WHICH IS IRRIGATED YOU RECOGNIZE THE TYPICAL FOR THE HOME WE USE 50% OR MORE OF ITS WATER OUTSIDE OF THE HOUSE. AND ONE 30 INCH SECOND LEAK CAN LOSE UP TO 3600 GALLONS OF WATE A MONTH. WATER IS THE MOST IMPORTANT ACTION WE CAN TAKE TO SUSTAIN OUR WATER SUPPLY. I WAN TO THANK YOU SO MUCH FOR YOUR SUPPORT OF WATER CONSERVATION AND YOUR LEADERSHIP AND THE PROCLAMATION. THANK YOU SO MUCH>> A PROCLAMATION BY THE BOARD OF COUNTY COMMISSIONERS ST.
JOHN'S COUNTY, FLORIDA. WHERE AS WATER IS A BASIC AND ESSENTIAL NEED AND EVERY LIVING CREATURE. AND WHEREAS THE STAT OF FLORIDA WATER MANAGEMENT DISTRICT AND ST. WHERE AS FOR THIS 25TH YEAR OF WATER CONSERVATION MONTH THERE WILL BE A SPECIAL FOCUS ON FIXING LEAKS AND ALL FORMS OF WATER LEAKS LOST. AND NOW THEREFORE BE IT PROCLAIMED THA BY THE BOARD OF COUNTY COMMISSIONERS OF ST. JOHNS COUNTY FLORIDA THAT APRIL 23 BE RECOGNIZED AS WATER CONSERVATIO MONTH.

>> IF COACH JEN RODRIGUEZ AND THE MEMBERS OF THE NUMBER ONE NATIONALLY RANKED STATE CHAMPIO GIRLS SOCCER TEAM WOULD PLEASE JOIN ME. AS THEY MAKE THEIR WA DOWN WHAT YOU ARE WITNESSING I THE NUMBER ONE TEAM IN THE COUNTRY. IN HIGH SCHOOL GIRLS SOCCER. THE WORD DYNASTY IS OFTEN USED WHEN YOU HAVE PROLONGED SUCCESS IN SPORTS AND YOU MAY THINK OF THE 90S BOWLS OR THE PATRIOTS IN THE RUN THAT THEY HAVE HAD. WE DO HAVE A DYNASTY IN ST. JOHNS COUNTY. THEY WON THREE STATE CHAMPIONS OVER THE LAST FOUR YEARS. THEY HAVE BEEN RANKED NUMBER ONE, AT TIMES, THROUGHOUT THE LAST THRE SEASONS. THIS YEAR WITH THEIR NUMBER ONE RANKING COMING INTO THE SEASON THEY WENT UNDEFEATED THAT'S INCREDIBLY DIFFICULT. WHEN YOU ARE EVERYBODY'S BIGGES GAME ON THEIR SCHEDULE AT THE BEGINNING OF THE SEASON. THEY CIRCLE YOU ON THE SCHEDULE AND YOU GO OUT THERE AND KICK SOCCE BALLS THE WAY THAT THEY HAVE. IT'S MORE IMPRESSIVE WITH THE ADDED PRESSURE THAT THEY HAVE. IF YOU BEEN OUT TO WATCH THE LADIES THEY ARE TALENTED AND TOUGH. THE MOST IMPRESSIVE THIN WHEN I TAKE MY GIRLS AND WIFE OUT THERE TO WATCH THEM AS THEY PLAY TOGETHER AND HAVE EACH OTHER'S BACKS. THEY WORK TOGETHER ON OFFENSE AND DEFENSE IN WORKING THROUGH MIDFIELD. IT IS AN IMPRESSIVE OPERATION. WE HAVE A LOT OF TALENT TO SOCCER HERE IN ST. JOHNS COUNTY. TO GE OUT OF THE REST OF THE STATE IS AN IMPRESSIVE THING IN AND OF ITSELF. HOPEFULLY YOU MAY SHARE SOME OF YOUR RECIPE FOR SUCCESS. CONGRATULATIONS.

OF 21 PLAYERS 15 OF THE 21 HAVE A 4.0 OR HIGHER. 1921 HAVE A 3.9 OR HIGHER. THAT IS A TESTAMENT TO WHAT THEY DO , NOT ONLY ON THE FIELD BUT THE DISCIPLINE THAT IT TAKES IN A CLASSROOM.

FUN. WE ARE ONTO OUR PUBLIC SAFETY UPDATE. CHIEF BULLARD,GOOD MORNING. >> AND TERM RESCUE CHIEF. MY MESSAGE THIS MORNING IS A SIMPL ONE. IT IS A CRITICALLY IMPORTANT ONE. WE ARE GETTING T THE TIME OF YEAR WHERE IT IS BEAUTIFUL WEATHER OUTSIDE. EVERYBODY IS OUT GETTING EXERCISE AND RECREATION. LAST MONTH WE HAVE HAD 27 INCIDENTS OF THE VEHICLE VERSUS A PEDESTRIAN OR A BICYCLIST. THAT IS AN ABNORMAL AMOUNT. I AM HERE TODAY TO PLEAD WITH EVERYBODY WHO IS HERE AND WATCHING. PLEASE PAY ATTENTION WHEN YOU ARE OUT AND ABOUT. ALSO MULTIPLE FATALITIES INVOLVED AS WELL. WE WILL PUSH OUT A CAMPAIGN ON OUR SOCIAL MEDIA. WE WILL HAVE A MAP ON THERE. ATTENTION WHETHER YOU
[00:25:09]
ARE DRIVING OR WALKING OR RIDIN A BIKE. BE AWARE OF YOUR SURROUNDINGS. TRY TO KEEP EACH OTHER SAFE.>> I WONDERED HOW MANY OF THE BIKES, HAVE YOU SEEN AN UPTICK IN THE ELECTRIC / BIKES / MOTORCYCLES?
>> I DO NOT HAVE THAT DATA. I HAVE SEEN AN INCREASE OF THEM BEING OUT AND ABOUT. THEY ARE A NEWER TREND. EVERYBODY'S TRYING TO GET INTO THAT. THAT'S NOT EVEN COUNTING THE GOLF CART INCIDENTS. BE AWARE OF YOUR SURROUNDINGS AND PAY ATTENTION TO WHAT YOU ARE DOING AND TRY T BE SAFE.
>> THINK YOU FOR THE BRIEF. HAV A GOOD DAY.
>> A MORNING COMMISSIONERS. I WILL FOLLOW UP ON WHAT CHIEF BULLARD SAID. A LITTLE DIFFEREN TACT WITH THE SAFETY AND GIVE YOU UPDATE ON OUR GOLF CART. WITH THE HOUSE AND THE SENATE STATEWIDE. THIS BILL WILL BE TO RESTRICT GOLF CART DRIVERS TO PEOPLE WITH LICENSES OR LEARNER PERMITS THAT ARE VALID. IF THER IS A VIOLATION AND WILL BE A NONCRIMINAL CITATION. IT IS SOMETHING TO TRY TO INCREASE SAFETY INPUT GUARDRAILS UP. WE HAVE HAD SOME PRETTY TRAGIC ACCIDENTS INVOLVING YOUNG PEOPL IN OUR COMMUNITY. I ECHO WITH THE CHIEF SAID AS FAR AS PEDESTRIAN TRAFFIC. WE HAVE ALL NEEDED TO DO WHAT WE CAN TO LIMIT DISTRACTED DRIVING AND KEEP HER EYES ON THE ROAD AND MAKE SURE WE ARE PAYING ATTENTION. THIS WILL ONLY INCREASE AS THE WEATHER GETS NICER. AND WE START TO ENJOY

>> A MORNING COMMISSIONERS. I LIVED ON HARVARD VISTA CIRCLE IN SAINT AUGUSTINE. I AM REPRESENTING COMMUNITY ADVOCATE FOR RACIAL EQUITY. WE ARE INFORMAL CIVIC ACTION GROUP. A YOU KNOW THERE ARE MANY ISSUES OF CARE CONCERN THAT OUR MEMBER MEET WITH YOU COMMISSIONERS TO DISCUSS AND ADDRESS PUBLICLY FROM TIME TO TIME HOMELESSNESS AND ATTAINABLE HOUSING AND PUBLIC HOUSING ARE ISSUES. FOO INSECURITY AND PROPER STRUCTURE FOR HISTORICALLY UNDERSERVED AREAS. WE WILL CONTINUE TO ADDRESS THOSE. TODAY I WANT TO ADDRESS ANOTHER ISSUE. WHICH
[00:30:04]
RELATES TO THE CONSENT AGENDA. OR SPECIFICALLY THE PROCESS BY WHICH THE BE OCC CONDUCTS COUNT BUSINESS USING THE CONSENT AGENDA. WE ARE CONCERNED THE COMMISSION AT TIMES USES THE AGENDA TO DECIDE ISSUES THAT SHOULD BE SUBJECT TO A PUBLIC EXPLANATION AND AN OPPORTUNITY FOR THE PUBLIC TO COMMENT.BEFORE YOU MAKE A DECISIO. WITH RESPECT TO TODAY'S CONSENT AGENDA WE ARE CONCERNED ABOUT ITEM 21. THIS AMENDMENT LOOKS LIKE AN ITEM GREAT PUBLIC INTEREST. IT MAY BE A STEP IN THE RIGHT DIRECTION BUT WHY IS IT LIMITED TO $150,000 AND NGOS AND TO HOME PURCHASERS? SHOULDN'T WE BE ASSISTING ANY BUILDERS TO PROVIDE LOW INCOME HOUSING WITH IMPACT FEE ASSISTANCE AS LONG AS THEY DO THE INCOME VERIFICATION? IF YO LIMIT IMPACT FEE ASSISTANCE TO HOME PURCHASES WHAT IS THE CORRESPONDING DOWN PAYMENT ASSISTANCE PROGRAM? TO BE OCC SHOULD ADOPT AND FOLLOW PUBLICL STATED POLICY . WE RECOMMEND SUCH A POLICY SHOULD REFLECT TH FOLLOWING CONSIDERATIONS. THE PUBLIC IMPACT OF THE DECISION , THAT WOULD BE MADE WITHOUT PUBLIC DISCUSSION AND WHEN THE ITEM INVOLVES AN EXPENDITURE TH AMOUNT OF FUNDING AT STATE THAT HAS NOT BEEN THE SUBJECT OF PREVIOUS PUBLIC DISCUSSION BY THE BE OCC. WE WOULD SUGGEST $250,000 , EXCEPT IF AN ITEM IN THE AMOUNT OF THE EXPENDITURE WERE PUBLICLY DISCUSSED AT THE PREVIOUS BE OCC MEETING AND STAFF WAS DIRECTED TO DRAW UP THE APPROPRIATE CONTRACT. THE CROSS REFERENCE SHOULD BE SUFFICIENT TO ENABLE THE PUBLIC TO UNDERSTAND AND EVALUATE THE CONSENT AGENDA ITEM FOR THE GOOD OF ALL THE RESIDENCE YOU REPRESENT WE ASK YOU COMMIT TO INCREASING TRANSPARENCY AND CONSISTENCY BY ADOPTING AND FOLLOWING A PUBLISHED POLICY FO DETERMINING WHICH ITEMS ARE APPROPRIATE FOR THE CONSENT AGENDA. THANK YOU. I WILL LEAV

GOOD MORNING. >> MORNING COMMISSIONERS. THAN YOU FOR THE OPPORTUNITY, DOUG BURNETT ST. JOHN'S LAW GROUP.
HERE IN SAINT AUGUSTINE, FLORIDA. LET ME START BY SAYING THIS IS A TOWERS GROUP. IT IS PROJECT. IT IS ONE RANDY TOWERS IS INVOLVED IN. RANDY HAVING BEEN THE DEVELOPER IN THIS COUNTY FOR FAR LONGER THAN I HAVE HAD A LEGAL CAREER , IT HA BEEN 25 YEARS NOW. MAYBE THEREABOUTS. WITH ME IS SAM CROZIER. I KNOW YOU KNOW THE AREA. I WILL GO THROUGH SOME OF THE BACKGROUND ON THE PROJECT I GENERAL. LOOKING AT THE COUNTY' OVERALL MAP. WE ARE TALKING ABOUT THE SOUTHERN AREA OF THE COUNTY. U.S. ONE SOUTH APPROACHING 206. LOOKING AT AN AREA OF THE SITE. JUST GIVING AN OVERVIEW OF WHAT IS AROUND IT. SAINT AUGUSTINE YOUTH SERVICES AND THE CIRCLE K. AN RV STORAGE ON THE WEST INTO THE SOUTH TWO COMMUNITY COMMERCIAL PARCELS AT THE INTERSECTION FELT SIDE. IT USED TO BE OCEAN GROVE. I THINK. THE CIRCLE K OBVIOUSLY GOT UP WITH BIG IMPROVEMENT OVER THE LAST FIVE YEARS FROM BEING A VERY SMALL GAS STATION TO BEING GREATLY EXPANDED. LOOKING AT THE PLAN AMENDMENT CURRENTLY THE PROPERT IS RESIDENTIAL ¿ UNDER THE EXISTING FUTURE OF THE LAND-USE MOUNT. TWO THINGS TO NOTE. ONE OF THE MIXED-USE PARCELS THAT ARE TO THE SOUTH AND ONE ON THE FAR WEST IS APPROVED BY THE COUNTY COMMISSION IN 2019. THA IS WHAT FACILITATED THEM BOTH AND AN RV STORAGE THAT IS NOW LOCATED THERE AT THE RAILROAD TRACK. I DRAW A REDLINE AROUND THIS BECAUSE IT DOES NOT SHOW U IN IMAP'S. IT IS A PRINTED MAP AND AVAILABLE ONLINE. YOU CAN EASILY ZOOM DOWN TO A PARCEL AS EASILY AS YOU COULD ON IN IMAP. IF YOU LOOK AT THE COUNTY'S COMPREHENSIVE PLAN POLICY 8.1 AND .2 THE COUNTY SHALL PROMOTE INFILL RESIDENTIAL DEVELOPMENT WITHIN DEVELOPMENT AREAS. AS DEPICTED IN THE FUTURE LAND USE MAP. THIS IS AN AREA WHERE YOU WANT DEVELOPMENT OUR PROPOSED FUTURE LAND USE MAP WOULD CHANGE THIS TO RESIDENTIAL C. AGAIN, WITHIN THE DEVELOP AREA BOUNDARY. IF W SCROLL DOWN AND LOOK A LITTLE MORE IN DEPTH AT THE AREA STAF REPORTING FOR EXAMPLE MENTIONS .1 25 AND 8.127. OTHER APPLICABLE PROVISIONS ARE RELATED TO THIS. LOOKING AT 1.2578 YOU LOOK AT THE EXTENT T WHICH THE PROPOSED AMENDMENT IS CONTINUOUS TO AN EXISTING DEVELOPMENT AREA. WITH FUTURE LAND USE AMENDMENTS YOU TALK ABOUT EXPANDING OUTSIDE OF THE DEVELOPMENT AREA BOUNDARY. THIS IS AN OCCASION WHERE YOU ARE INSIDE THE BOUNDARY. LOOK AT SUBSECTION E. THE EXTENT TO WHICH THE AMENDMENT WILL NOT
[00:40:19]
RESOLVE THE SPRAWL. AND DISCOURAGE INFILL DEVELOPMENT I MORE APPROPRIATE AREAS FOR DEVELOPMENT WITHIN AN EXISTING DEVELOPMENT BOUNDARIES. IF IT'S OUTSIDE OF THE DEVELOPMENT AREA BOUNDARY HAVE TO LOOK AT THESE THINGS. IF IT'S INSIDE IT IS CONSIDERED INFILL DEVELOPMENT. LOOK AT POLICY A .1 .27. WHICH IS CITED BY STAFF. THE COUNTY SHALL ENCOURAGE URBAN AND SUBURBAN GROWTH AND DEVELOPMENT AREAS. THOSE AREAS ARE DESIGNATED BY A FUTURE LAND USE MAP. 1.2.8. THE COUNTY SHALL ENCOURAGE INFILL DEVELOPMENT, THE PARCELS WITHIN THE DEVELOPMENT AREAS. LOOKING AT INFRASTRUCTURE SCHOOLS WE KNOW HARDLY AND PEDRO MENENDEZ. W ARE OUTSIDE OF ANY AREA WHERE EAGLES NESTS ARE. WE DID AN ARCHAEOLOGICAL STUDY. IT CAME BACK WITHOUT ANY PROBLEMS. NO ARCHAEOLOGICAL SIGNIFICANCE.UTILITY SERVICE AND ST. JOHNS COUNTY. OBVIOUSLY THERE ARE FIRE HYDRANTS AROUND. UTILITIE HAVE BEEN EXTENDED. IT IS NOT UPDATED TO THE MOST CURRENT VISUAL AND WHAT IS ON THE GROUND. IT IS ALMOST ENTIRELY SOLD OUT. THAT IS WHERE THE FIR HYDRANTS ARE ON THE FAR SIDE. REZONING, IF YOU LOOK AT THE EXISTING ZONING OF THE PROPERTY IT IS CURRENTLY OUR MH. MEETING MOBILE HOME PARK MANUFACTURED HOMES. AN OPEN ROLE. IT IS AN INTERESTING VIEW ON THIS MAP. YOU GET A VIEW OF OWNERSHIP.
THE PARCEL IS OWNED BY ONE PROPERTY OWNER. THE OTHER IS B TWO OTHER DISTINCT PROPERTY OWNERS. LOOKING AT OUR MH , UNDER THE TABLES THAT ARE IN THE COUNTY AND WHAT IS ALLOWED IN THE LAND DEVELOPMENT CODE IT DOES ALLOW FOR MOBILE HOMES.
AND HAS A MATTER OF RIGHT. LOOKING AGAIN AT THE EXISTING ZONING THIS IS THE PARCEL THAT IS RMH. BECAUSE OF THAT SEPARAT OWNERSHIP IT'S ACCESS IS NOT TO 206. THE ACCESS IS TO DIRECTLY TO US 1. THAT'S THE ONLY WAY THIS PARCEL CAN ACCESS PUBLIC RIGHT-OF-WAY. OUR MVP MAP SHOWS THE PROJECT 23.27 ACRES AND 4.25 ACRES OF SINGLE-FAMILY , EXCUSE ME OF OPEN SPACE. ONE SINGLE-FAMILY LINE 137 TOWNHOME AND 1.29 ACRES OF COMMERCIAL.
PUTTING COLOR TO OUR SITE PLAN THAT WOULD BE THE COMMERCIAL PARTIAL. THAT'S THE SINGLE-FAMILY LOT. YOU SAY WHY IS THERE ONE SINGLE-FAMILY LOT IN THE MIDDLE? ONE OF OUR EXISTING OWNERS WANTS TO MAINTAIN AND BE ABLE TO BUILD HIS HOME AT THIS SITE. HE HAS KEPT THAT LOCKED IN THE MIDDLE AS PART OF THE DEAL. WE ARE ASKING FOR TO BE REZONED IN THE MIDDLE. LOOKING AT IT FROM AN AERIAL PERSPECTIVE , THE AERIAL GIVES YOU A BETTER PERSPECTIVE OF THE SITE. WE WOULD NOT HAVE ANY ACCESS FROM US 1. MY CLIEN CONSIDER LOOKING AT WOOD LAKE THAT IS EXISTING. YOU CAN SEE WHERE DUCK POND ROAD COMES IN T THE NORTH. THE SIGN FOR WOOD LAKE IS VERY CLOSE TO OUR BOUNDARY. THIS PROJECT. THEREFORE MY CLIENT PUT A RETENTION POND IN THAT AREA. IT'S A BEAUTIFUL FEATURE NOT ONLY FOR OUR NEIGHBORHOOD BUT FOR THE ENTRY. IT MAKES IT OBVIOUS THERE WILL NOT BE AN ACCESS POINT ON YOU AS ONE ADJACENT TO WOOD LAKE. THAT BRINGS THE TRAFFIC DOWN TO 206.
I'LL COME BACK AND TALK ABOUT TRAFFIC IN A MOMENT. IT WAS A 3-3 VOTE. MR. WILSON WAS NOT THERE. ISSUES , A NUMBER OF
[00:45:01]
ISSUES. THE TWO BIG HIGHLIGHTS ARE TRAFFIC AND WET ONES THAT W HAVE OBSERVED. STAFF REPORT TRANSFORMS FROM A TRAFFIC PERSPECTIVE THERE IS NO ROAD SEGMENTS THAT ARE ANTICIPATED.DRAINAGE, OBVIOUSLY. IT WILL COMPLY WITH PRE-AND POST-DRAINAGE REQUIREMENTS. WE WILL NOT DISCHARGE MORE WATER FROM OUR SITE POST DEVELOPMENT THAN WE CURRENTLY DISCHARGE PREDEVELOPMENT. ADDITIONALLY THERE ARE NO WAIVERS. WE DO HAV A TRAFFIC STUDY THAT WAS DONE BY MR. BUCK HOLDS. THERE'S NO IMPACTED SEGMENTS. THAT'S FOLLOWED UP AND MIRRORED BY YOUR STAFF REPORT. IT NOTES THERE IS NO DIRECT SEGMENTS THA HAVE BEEN IDENTIFIED. LOOKING AT THE COUNTY SPREADSHEET THIS IS THE CURRENT SPREADSHEET. IF YOU FLIP OVER AND LOOK AT 206 THE SECTION OF ROADWAY IS AT 60 CAPACITY. BY EVERY PERSON WHO IS SUPPOSED TO THE PROJECT TO MAKE PUBLIC COMMENT. I WILL AD RELATED TO OUR TRAFFIC ANALYSIS THAT WAS DONE BY MR. BUCK OLD H IS A FLORIDA LICENSED ENGINEER. THIS IS BUSINESS. HE IS WELL KNOWN IN THE COUNTY. HE FOLLOW NOT ONLY THE COUNTY'S METHODOLOGY AND PRACTICES FOR ANALYZING TRAFFIC BUT THE GUIDELINES STEM FROM ADOPTED PROTOCOLS FROM THE FDOT. IT I SOMETHING THAT IS USED IN OUR COUNTY AND UNIVERSALLY APPLIED.
YOU CAN SEE AT 60% CAPACITY. OBVIOUSLY VEHICLES ARE LEAVING AND WILL GET ON TO SIX AND GO T THE INTERSECTION OF 201. U.S.
ONE NORTH AT 206 AND U.S. SOUTH AT 206 AND YOU CAN SEE GOING INTERESTINGLY SOUTH OF 206 IS A HIGHER USE. IT IS AT 60% CAPACITY. NORTH OF U.S. ONE FRO 206 TO THE SHORES IS ONLY AT 46% CAPACITY. YOU CAN GO ON AND UP FURTHER AND FURTHER NORT ALL THE WAY TO WALMART ON U.S. ONE. EVERY ONE OF THE SEGMENTS HAS CAPACITY. IT IS NOT A SECTION WHERE US 1 IS CHALLENGED. LIKE THE CHALLENGES WE FACE. THAT YOU ALL HAVE BEEN ACTIVELY ADDRESSING. LOOKING AT THE HIGH SCHOOL THIS GOT MENTIONED DURING PCA. WE WANTE TO BRING YOUR INFORMATION RELATED TO THAT THAT WE DID CAR AND PAY ATTENTION TO THE LIST.
THE TRAFFIC RUNS COUNTER TO THE RUSH-HOUR TRAFFIC. YOU HAVE SEE THAT BOTH IN OUR OWN EYES. I WILL SHOW YOU PHOTOS.
APPROXIMATELY , IT LASTS UNTIL 415. A 20 MINUTE WINDOW OF THE SCHOOL LETTING OUT AND BEING RUSHED. IT ENDS WELL BEFORE PERCEPTIBLE RUSH-HOUR TRAFFIC. IT'S GOING IN THE OPPOSITE DIRECTION. IT DOESN'T HOLD UP RUNNING THE LIGHT. IT DOES NOT AFFECT THE EASTBOUND ON 206 TRAFFIC. IF YOU LOOK AT 3:55 TIME PERIOD YOU CAN SEE IN THE DISTANCE IN THIS LOCATION THAT WOULD BE THE AREA OF WHERE TRAFFIC COMING FROM PEDRO MENENDEZ HIGH SCHOOL WOULD STAC UP AT THIS INTERSECTION. AT INTERSECTION 355 THERE IS NOT TRAFFIC YET AT THE INTERSECTION FROM THE SCHOOL. ON THE RIGHT-HAND SIDE YOU CAN SEE THE SAME TIME PERIOD. THIS IS US 1 TRAFFIC HEADED SOUTH APPROACHIN 2:06. THIS IS THE 405 AND YOU CAN SEE THE TRAFFIC. YOU CAN SE HERE COMES THE BUSES. ANOTHER LOOK AT THE 405 TIME PERIOD.
THIS IS OUT ONE OF THE ENTRANCE TO OCEAN GROVE. THIS IS ONE O THEIR ENTRANCES. THE POINT TO NOTE IS THE VEHICLES ARE STACKE UP. NOT BEYOND THE RV ONE SITE WHEN YOU LOOK AT AN AREA AND YOU SEE WHERE RV ONE IS THE VEHICLES ARE NOT STACKED BEYOND THE RV ONE SITE. IT'S KIND OF ENTERTAINING. THE 405 AND OTHER
[00:50:15]
PICTURE OF THE INTERSECTION YOU CAN SEE THE BUSES. ON THE LEFT YOU CAN SEE ONE BUS VERY CLEARLY ON THE LEFT SIDE OF THE LEFT PHOTO AND TWO MORE BUSES APPROACHING THE INTERSECTION.THIS IS THE LAST OF THE BUSES. IF YOU LOOK AT 410 ON THE RIGH 206 IS RETURNING TO NORMAL. IT'S A VERY SHORT WINDOW. WHERE YOU HAVE THE VEHICLE STACKED. YOU CAN SEE THERE IS NO TRAFFI ISSUES AT THIS AREA AT THIS INTERSECTION. IT HAS CLEARED OUT. 4:45 ANOTHER VIEW OF THE INTERSECTION. 5:00 THE SAME THING. THE TRAFFIC IS RUNNING IN OPPOSITE DIRECTIONS. IT MAKE SENSE. THE VEHICLES ARE LEAVING THE SCHOOL AND HEADED NORTH OR EAST. TOWARD THE BEACH. ANYBOD LEAVING WORK IS HEADED SOUTH ON U.S. ONE GOING OPPOSITE FLOW. THEY ARE NOT TYPICALLY IN THE SAME FLOW. PORTED DEL SOL WILL COME IN THE SAME DIRECTION, EXCUSE ME OPPOSITE DIRECTION AN CURRENT DIRECTION WHERE OTHER TRAFFIC IS. A.M. TRIPS MINIMU SCHOOL TRAFFIC. YOU SAID WHY IS THERE MINIMAL SCHOOL TRAFFIC? EVERYBODY IS GETTING OUT A LOT OF TIMES AT THE SAME TIME. THER IS A LOT OF THINGS GOING ON AT THE HIGH SCHOOL LEVEL. WHATEVE CLUBS OR ORGANIZATIONS ARE IN THE MEETINGS THERE BEFORE SCHOOL. EVEN ATHLETICS ARE BEFORE SCHOOL. ALL THE DIFFERENT CLUBS BEFORE SCHOOL.
THEY HAVE THE STAGGER TIME PERIODS WERE KIDS ARE COMING TO SCHOOL MUCH EARLIER THAN JUST THE START TIME. IT'S NOT A RUSH TO GET THERE. THERE ARE KIDS GETTING TO SCHOOL AT 8:30 FOUR THERE CLUBS AND OTHER THINGS. IT'S A DIFFERENT TRAFFIC FLOW.
IF YOU LOOK AT THE A.M. IT BEAR OUT FROM THE PHOTOS OF WHAT WAS OBSERVED THERE ON THE GROUND A 8:45 IN THE MORNING. AT 9:00 YOU CAN SEE THE BUS BUT YOU DON'T SEE THE INTERSECTION.
YOU DO NOT SEE THE SAME FLOW AN THE VOLUME OF TRAFFIC THAT YOU WOULD OTHERWISE. WHILE WE ARE HAVING THIS TRAFFIC DISCUSSION KEEP IN MIND THAT THE ONE MAIN PARCEL OF THIS PROPERTY, THE LEFT TO RIGHT AND EAST TO WEST PARCEL ALREADY HAS A TRIP. IT'S ENTITLED TO BUILD A MOBILE HOME PARK THERE. BECAUSE OF THAT THERE IS A CENTRAL TRIPS ALREAD SITTING THERE AND PLACE RELATED TO THE POTENTIAL PROJECT. FROM WHAT ONE'S ENVIRONMENTAL STANDPOINT THIS WAS TALKED ABOU QUITE A BIT. ONE OF THE MEMBER WENT ON ABOUT THE WETLANDS. WE WERE CONCERNED. WE WENT BACK AN CONFIRMED LG TWO. MY CLIENT DID. THERE'S NOT SOMETHING THER WE ARE MISSING. WE KNOW WHAT IS THERE. WE LOOKED AT THE NATIONAL WETLANDS INVENTORY TO SEE WHAT MIGHT BE RECORDED AND DOCUMENTED ON THE SITE. THERE I NOTHING WE DON'T PARTICIPATE IN THERE ARE TWO PONDS THAT ARE NOW MARKED AS WETLANDS. THE AGE OF THEM HAVE BEEN EXCAVATED. THEY WERE MAN-MADE AND CREATED.
ONE LARGE WETLAND AREA. AS FAR AS THE NATIONAL INVENTORY OF THE SITE THIS IS ALL IDENTIFIED IT IS A BROAD LEAF AND A NEEDL LEAF. IT'S NOT A HIGH GRADE WETLAND. LEAVING PCA AND KNOWING THAT WE CAN DO BETTER IN THE PROJECT ONE THING THAT WAS NEW TO US WAS WHAT IS THE PROJECT GOING TO SELL FOR? ANALYZING WHAT IS IN THE AREA AND WHAT IS GOING ON AT THE SOUTH AND THE SHORES. AND TOWNHOME PROJECTS AND PRICING.
[00:55:01]
WE KNEW WE WERE LOOKING AT A SU $300,000 NUMBER. LEAVING PEZ A AND WATCHING WHAT HAS BEEN GOING ON AND WATCHING THE COUNT COMMISSION, YOU GUYS HAVE BEEN REVIEWING THE COUNTY CODE AND COMPREHENSIVE PLAN AND REVISION RELATED TO WORKFORCE HOUSING AND PZA CONTEMPORANEOUS TIME PERIOD. WE SAID CAN WE DO WORKFORCE HOUSING? WE HAVE SUBSEQUENTLY , AND IT IS IN YOU PACKAGE. WE HAVE SUBSEQUENTLY GONE AND LOOKED AT WHAT WAS CONSIDERED ON PZA ON APRIL 6TH WITH WORKFORCE HOUSING.INTERESTING , THERE ARE 397 UNITS CURRENTLY IN THE COUNTY.
THAT WOULD BE AVAILABLE FOR WORKHOUSE HOUSING. THAT IS YOU NUMBER. JUST FROM WHAT WE WERE UNDERSTANDING FROM THE PRESENTATION AND MATERIALS THAT WERE WITH WORKHOUSE HOUSING TH GOVERNMENT TYPE OF EMPLOYEES A 140 A YEAR RATE. THERE IS LES THAN THREE YEARS POTENTIAL INVENTORY HERE AT WORKFORCE HOUSING. JUST FROM WHAT IS ON THE BOOKS. THIS WOULD BE A GOOD WAY TO GO WITH THE PROJECT. ON THING THAT IS INTERESTING ABOUT THE COMPREHENSIVE PLAN AND ASPECT OF WORKFORCE HOUSING AS WE ARE HERE TODAY ASKING FOR RESIDENTIAL C. IT WOULD ALLOW THE DENSITY OF SIX UNITS PER ACRE. UNDER RESIDENTIAL B YOU ARE ACTUALLY ABLE TO ACHIEVE SI UNITS PER ACRE FOR WORKFORCE HOUSING. SIX UNITS PER ACRE IS CONSISTENT WITH RESIDENTIAL BIG. WE ARE ASKING FOR SIX UNIT PER ACRE OF WORKFORCE. THAT IS CONSISTENT WITH THE DENSITY OF RESIDENTIAL B FOR WORKFORCE.
THEY ARE THE SAME. DOUG WHAT I THE DIFFERENCE? THE BENEFIT YOU GET IS IF WE DID A STRAIGHT REZONING FOR WORKFORCE HOUSING AND YOU LOOK AT THE DRAWING ON THE LEFT VERSUS THE DRAWING ON THE RIGHT THE LEFT SIDE YOU WIL SEE RESIDENTIAL B AND WORKFORCE HOUSING SIX UNITS ON AN ACRE BU NO SITE PLAN. WHAT YOU GET WITH OUR PROJECT IS RESIDENTIAL C, SIX UNITS PER ACRE AND A SITE PLAN. YOU KNOW WHAT THE CONDITIONS ARE AND THE PROVISIONS ARE. OTHERWISE YOU DO NOT GET THOSE THINGS. LAND DEVELOPMENT CODE I WON'T SPEND TOO MUCH TIME ON THIS.
OBVIOUSLY YOU SPENT TIME TO CREATE THE WORKFORCE HOUSING.
WE PUT THOSE INTO OUR TEXT THAT IS IN THE PACKAGE. YOU CAN SEE WHERE THE PROVISIONS ARE ADDED. WHY WORKFORCE HOUSING? AN INTERESTING THING. WE HAVE TEACHERS AS A BIG GROUP AND LAW ENFORCEMENT AND FIRST RESPONDERS. WE HAVE MILITARY AN ALL FOLKS THAT ARE WORKFORCE HOUSING THAT WE NEED. ASIDE FROM ALL THE OTHER KEY INDUSTRIES IN THE COUNTY. YOU LOOK AT THE PROXIMITY OF PEDRO MENDEZ. LOOK AT HARTLEY AND WHAT IS NEXT DOOR TO HARTLEY. YOU HAVE TO GO PAST IT. IT IS HYDRO ALUMINUM. THOSE ARE ALL WITHIN GREAT PROXIMITY TO THE SITE. I WANT TO SHOW YOU SOMETHING. WHEN YOU GET TO THE PUNCHLINE OF THE FEW SLIDES YOU LOOK AT THE NURSING AND REHAB CENTER AND ITS PROXIMITY TO THE SITE. THERE IS A HUGE PUSH.
THEN HE WORKFORCE HOUSING FOR NURSES. YOU LOOK AT THE SOUTH BRANCH OF THE SHERIFFS DEPARTMENT AND FIRE DEPARTMENT.
A CLOSE PROXIMITY. THIS WAS INTERESTING TO ME. YOU CAN GET ON I-95 VERY QUICKLY MAJOR EMPLOYERS. IF YOU GO TO 27 IT IS A VERY SHORT DRIVE , ROUGHLY 10 MINUTES. ALL THESE TIME MEASUREMENTS USING GOOGLE DIRECTIONS FROM ONE LOCATION T THE OTHER. FROM OUR SITE . AT THIS LOCATION YOU GET ALL OF THE INDUSTRIAL COMPANIES THAT ARE ON THE WEST. IT IS ON AND ON AND ADVANCED DISPOSALS. A BI INDUSTRIAL SITE. IF YOU GO UP T THE NEXT INTERSECTION BEING STATE ROUTE 16 AND YOU GET ALL OF THOSE INDUSTRIAL USERS , BURKHART AND CARLISLE AND WAST
[01:00:05]
MANAGEMENT. HUGE EMPLOYERS AT 16 AND 95 IN VERY CLOSE PROXIMITY. WE ARE TALKING ABOUT A 15 MINUTE DRIVER 18 MINUTE DRIVE TO THOSE EMPLOYERS. IF YOU GO ONTO REAL WORLD GOLF VILLAGE AND WESTMINSTER AT SAIN AUGUSTINE. ROUGHLY A 27 MINUTE DRIVE. YOU HAVE RULE ON A MAJOR EMPLOYERS AND OUR COUNTY.A VERY SHORT DISTANCE AWAY. YO CAN COME INTO THE COUNTY CENTER HERE. THE SHERIFF'S OFFICE OR COURTHOUSE. YOU HAVE DOBBS ENTERPRISES. MAJOR EMPLOYERS THAT ARE NOT TOO FAR AWAY FROM THIS LOCATION. A BUNCH OF EMBASSY SUITES. HOW DID YOU PIC THOSE AND WHY DID YOU PICK THOSE? IF I GO TO THE COUNTY'S WEBSITE AND I LOOK AT WHAT ARE YOUR BIGGEST EMPLOYERS THAT THE COUNTY CARES ABOUT, AND I LOOK AT THE LIST OF 31 AND THEN I SA WHICH ONES HAVE I IDENTIFIED IN THE DRAWING ABOVE, I HAVE IDENTIFIED 25 OF THE LARGEST EMPLOYERS IN OUR COUNTY OF THE INDUSTRIES THAT THE COUNTY COMMISSION AND THE COUNTY FEELS ARE IMPORTANT. MOST OF THEM AR WITHIN 15 MONTHS. THIS IS OUR LIST THAT EXCLUDES A NUMBER OF INDUSTRY. IT EXCLUDES MOST OF YOUR TOURIST IN THE STREETS. 11% ARE IN THIS ENTERTAINMENT RECREATION ACCOMMODATION FOOD SERVICES. KEY TOURIST NUMBERS BUT YOUR LIST IS PRIMARILY TARGETING MANUFACTURING AND PUBLIC ADMINISTRATION. YOU LOO AT RETAIL TRADE AND CHEVROLET IS THE FARTHEST CAR DEALERSHIP AWAY FROM HERE. LOOK AT ALL THOSE CAR DEALERSHIPS THAT ARE ON U.S. ONE. THE LIST GOES ON AND ON. YOU LOOK AT THE OTHER CAR DEALERSHIPS AT STATE ROAD 16, WE ALL KNOW WHAT A GREAT STORY THOSE ARE. GREAT EMPLOYMENT PACES. YOU SAY DOUG, THAT'S GREAT. IS THERE ANYTHING ELSE? I'LL TELL YOU ANYTHING ELSE IS. WE LOOKED AT THIS. AS WE ANALYZE THE PROXIMITY OF THE SITE TO WORKFORCE HOUSING MY CLIENT, THE TOWERS GROUP, CAME UP WITH THE IDEA WE WILL DO LIMITED OFFERING OF THE UNITS TO KEY INDUSTRY PRIOR TO MAKING IT AVAILABLE TO THE PUBLIC AT LARGE. IT'S FUNNY YOU WANT A COMMISSIONER MEETING. THROUGH THE MEETINGS YOU GAIN IDEAS WITH YOUR INPUT THAT MAY BE VALUABLE IN CONCEPTS LIKE THES COME ABOUT. WE ARE HERE TODAY PROPOSING THAT THIS PARAGRAPH AT THE VERY END OF OUR PUD TEXT WE WILL FIT RIGHT IN. WE WOULD ADD THIS LANGUAGE. HERE IS WHA WE ARE PROPOSING. WORKFORCE HOUSING WITHIN THE PROJECT. IT WILL BE RESTRICTED TO EMPLOYEES. INCLUDING BUT NOT LIMITED TO THE ADMINISTRATION. LAW ENFORCEMENT AND FIRST RESPONDERS INCLUDING FIRE AND PARAMEDICS. ST. JOHNS COUNTY DISTRICT TEACHERS AND MILITARY FOR A PERIOD OF TWO MONTHS BEFORE BEING OFFERED TO THE GENERAL PUBLIC. MY CLIENT HAS AUTHORIZED ME TO MAKE THAT OFFE AVAILABLE. I DO NOT MIND SHARING WITH YOU THAT WE THINK IT WILL BE A PRETTY GREAT THING WE THINK IT WILL BE A GREAT THING THAT THOSE HOMES, BY THE WAY I'VE TALKED ABOUT WORKFORCE HOUSING. THE FIVE OF YOU AND YOUR STAFF GET WORKFORCE HOUSIN AND UNDERSTAND IT. WE ARE NOT TALKING ABOUT FHA OR GOVERNMENT ASSISTED HOUSING. WERE TALKING ABOUT WORKFORCE HOUSING. OWN A HOME IN ST. JOHNS COUNTY AND LIVE WHERE THEY WORK. YOU'VE HEARD IT IN HERE IN THIS MEETING. WE NEED HOUSING FOR OUR WORKFORCE. THIS IS A GREAT WAY TO ACCOMPLISH IT. WE PUT THOSE INTO OUR PUD TEXT. THOSE UNITS BEING UNDER THE PRICE POINT. HAVING THE INITIAL OFFERING TO A SELECT GROUP. TH REALITY IS YES THEY WILL BE SOL
[01:05:02]
FOR HIGHER THAN THAT. MORE THA LIKELY TO THE OTHER FOLKS. ONC IT BECOMES A PUBLIC OFFERING TO THE REST OF THE COMMUNITY. IT IS A WIN-WIN ALL AROUND. I KNO YOU HAVE PUBLIC COMMENT SO IWILL STOP TALKING. >> COMMISSIONER JOSEPH?
>> BEFORE PUBLIC COMMENT WITH ALL THESE EMAILS I DID CALL BACK THE PEOPLE THAT I RECEIVE EMAILS AND A PHONE NUMBER TO SA I RECEIVED YOUR EMAIL BUT DID NOT DISCUSS THE PROJECT WITH
THEM. IS THAT QUASIJUDICIAL? >> THERE IS NO NEED TO DISCLOS THAT IF YOU DID NOT SUBSEQUENTL DISCUSS THE ISSUE. BEFORE WE G INTO PUBLIC COMMENT I RECEIVED AN EMAIL FROM A GENTLEMAN NAMED MICHAEL HALE. IS HE HERE? WE CAN GIVE YOU THE 10 MINUTES YOU ASKED FOR. MR. ARNOLD WE WILL GIVE MR. HALE 10 MINUTES. SHE HAS SUBMITTED A LIST OF 22 NAMES. 24 NAMES. MR. HALE IS REPRESENTING 24 RESIDENTS. HE WIL MAKE A 10 MINUTE PRESENTATION TO OUR BOARD. WELCOME. GOOD MORNING.
>> MY NAME IS MIKE HALE. I LIVE AT 311 PARKWOOD CIRCLE. I LIVE IN A SUBDIVISION. RIGHT IN THE MIDDLE OF WHAT WE ARE TALKING ABOUT. THE FIRST THING WHEN I HEARD ABOUT , WHERE IS MY PRESENTATION? THERE WE GO. HO DOES THIS THING WORK?
>> CAN WE MOVE THE SLIDES FROM YOUR SEAT ?
>> THE FIRST TIME I HEARD ABOUT THE PROJECT I SAID THIS IS NOT COMPATIBLE WITH ANY PARTICULAR I STARTED LOOKING AT THE STAT STATUTES. THE COUNTY STATUTES. I ALSO LOOKED AT WHAT THE APPLICANTS JUSTIFICATION WAS FOR THIS PARTICULAR UNIT. THER IS A STATE STATUTE THAT TALKS ABOUT URBAN SPRAWL . THAT IS THE PARTICULAR ONE I ZOOMED IN ON YOU HAVE TO PASS FOUR OF THE EIGHT ITEMS THAT THE STATE HAS WITHIN THAT APPLICATION.
THE FIRST ONE IS ADVERSE IMPAC ON THE PROTECTION WITH NATURA RESOURCES AND THE ECONOMICS OF THE ECOSYSTEM. THE CLIENT SAYS THAT IS NOT APPLICABLE TO THEM. THE THING WE ARE CONCERNED ABOUT IS THE WETLANDS. FOR EXAMPLE 26.4% OF THE AREA IS WETLANDS. WHAT CONCERNS US MOS IS WHAT WILL HAPPEN TO THE RUNOFF ON THE WATER. WHERE WILL IT GO? SIX ACRES OF WATER IS GOING TO GO SOMEWHERE. ESPECIALLY WHEN WE HAVE THESE BIG GRAINS. IN THAT PARTICULAR PICTURE THERE, WHAT MIGHT HAPPEN AFTER A BIG GRIND WHEN THEY GO OUT WALKING THEIR DOG.
THE SECOND ITEM IS PROMOTES EFFECTIVE AND COST-EFFECTIVE PROVISIONS. APPLICANT SAYS JUS BECAUSE THEY ARE ACCESSING STAT ROAD 206 THEY MEET THAT REQUIREMENT. LET'S LOOK AT THE INCREASE IN TRAFFIC. 309 CARS PER THE APPLICANT. THAT IS NOT
[01:10:07]
INCLUDING THE 25,000 SQUARE FEE OF COMMERCIAL THAT THE APPLICANT'S HAD AND ADDED TO THIS. I STARTED WONDERING WHAT WILL HAPPEN AS FAR AS ACCIDENTS ? I WENT TO THE SHERIFF AND ASKED FOR FREEDOM O INFORMATION ACT. 2021 IN THE STATE ROAD AND 20 6/4 THAT THERE WERE 38 ACCIDENTS PERIOD IN 2022 THERE WERE 42 ACCIDENT THROUGH SEPTEMBE. THAT IS THE ONLY DATA THAT I HAD. THAT IS A 13% INCREASE. WE HAD THREE MONTHS OF DATA THAT WE DO NOT HAVE YET. NUMBER THREE, AND PROMOTES WALKABLE AND INCLUDES PEDESTRIANS AND BICYCLE AND TRAFFIC. AND TRANSPORTATION. TH APPLICANT BASICALLY USES AND SAID BECAUSE WE BUILT THAT WE MEET THE REQUIREMENT. THE APPLICANT PUTS FORTH NO PLAN. HE HAS FAILED AT THAT ONE.PROMOTES CONSERVATION OF WATER AND ENERGY. THE APPLICANT SAYS THE PROJECT WILL GENERALLY TRY TO DO THAT. THERE IS NO POINT.
APPLICANT SAYS THEY PASSED IT AND THERE IS NO PLAN. NUMBER FIVE, PRESERVED THE AGRICULTURAL AREAS AND THE APPLICANT SAYS OR ADMITS THAT IT DOES NOT MEET THAT REQUIREMENT. SIX PRESERVES OPEN SPACE AND NATURAL LAND PERIOD IF YOU STOP AND THINK W HAVE 137 UNITS THAT THE APPLICANTS PROPOSED. ONE SINGLE FAMILY HOME AND 25,000 SQUARE FEET OF COMMERCIAL PROPERTY. THERE IS NO ROOM. IT IS JUST MASSIVE PROJECT ON A SMALL SCALE. A BALANCE OF LAND USE BASED UPON DEMAND OF THE RESIDENT ANSHUN. THIS APPLICATION IS FOR MULTIPLE FAMILY UNITS. WHICH IS NOT COMPATIBLE WITH THE AREA. THE APPLICANT STATES USING HIS OWN WORDS BECAUSE THERE IS A LACK O MULTI FAMILY UNITS. IT IS NOT COMPATIBLE. LET'S LOOK AT WHAT IS THE PARTICULAR AREA AGAIN ¿ I HAVE BEEN A DIVORCED FACILITATOR FOR 10 YEARS FOR ANASTASIA BAPTIST CHURCH. THE ONE THING I DEALT WITH WELL WAS EMOTIONALLY AND FINANCIALLY DEVASTATED PEOPLE. THE ONE THING THAT THEY ALL SAID THAT THEY WISH THEY HAD DONE IS THEY WISHED THEY HAD LISTENED TO THE RED FLAGS WHEN THEY WERE DATING THEIR POTENTIAL SPOUSE. THEY WERE CHALLENGED . THE SPOUSE WOULD SMOOTH TALK THEM AND TELL THEM EVERYTHING WILL BE ALL RIGHT. THEY GET MARRIED AND THEN THEY GIVE UP THE BEST YEAR OF THEIR LIFE. THE SPELLS SPOUSE WALKS AWAY AND GOES ON
[01:15:13]
TO SOMEONE ELSE. THIS PARTICULA PROJECT IS SOMETHING LIKE THAT.WE HAVE A DEVELOPER WHO HIRES A REAL EFFICIENT ATTORNEY TO SWEETTALK US ALL INTO SAYING THIS PROJECT IS WHAT WE NEED TO THE PROBLEM IS, THE DEVELOPER WILL WALK AWAY FROM THAT PARTICULAR PROJECT. HE WILL NOT LIVE THERE AND HE WILL NOT KNOW WHAT IS GOING ON AND HE DOES NO CARE. I ASK THAT WE HAVE A LOT OF RED FLAGS HERE. THE PEOPLE O DISTRICT 3 SAY NO THIS IS NOT WHAT WE WANT WITHIN OUR DISTRICT. THE STATE STATUTES AND CAUTION AGAINST SUCH A PROGRAM. THE COUNTY ITSELF CAUTIONS AGAINST SUCH A PROGRAM AND IT STATUTES. WE HAVE THE SOUTHERN ASSOCIATION OF COMMUNITIES THAT HAS COME OUT AND SAID NO I AM NOT INTERESTE OR INTERESTED IN THIS PARTICULAR PLAN. I THANK YOU FOR YOUR TIME AND I APPRECIATE
EVERYTHING. >> EXCUSE ME PLEASE REFRAIN FRO ANY DISRUPTIVE DEMONSTRATION. UNDERSTAND WHEN THESE DEVELOPER GET UP. AND TALK ABOUT LOW INCOME HOUSING. EVEN PEOPLE OU THERE IN TV LAND NEED TO KNOW. THEY DO NOT MEAN IT IS FOR THE WHOLE COUNTY. THIS RIGHT HERE IS ATTENTION TEACHERS.
UNDERNEATH IT AND HAS TEACHERS AND SUPPORT STAFF. IT DOES NOT HAVE ANY CUSTODIAL WORKERS. IT DOES NOT HAVE ANY MAINTENANCE AND IT DOES NOT HAVE ANY CAFETERIA WORKERS. WE ARE NOT INCLUDED. WE DO NOT MAKE ENOUGH MONEY TO SHOW LOW INCOME HOUSING. SOMETHING THAT YOU ALL NEED TO BE VERY AWARE OF, THIS IS GOING ON. THESE LOW LOANS D NOT GO TO LOW INCOME HOUSING.
YOU SAID YOU DID NOT WANT THAT IN THESE PLACES. YOU HAVE A LOT OF REPERCUSSION COMING FROM THA ALSO. JUST TO LET THE COUNTY AN LET YOU ALL KNOW IT SAYS TEACHERS AND CAREER SPECIALISTS AND MEDIA SPECIALIST AND SPECIALISTS , SCHOOL COUNSELORS AND SOCIAL WORKERS AND PSYCHOLOGISTS. THIS IS WHAT THEY ARE GIVING THE MONEY FOR LOW INCOME HOUSING AND GETTING THESE WORKFORCE. WITHOUT THE CUSTODIAL'S TO CLEAN AND WITHOU PEOPLE TO FEED YOUR CHILDREN AND WITHOUT MAINTENANCE WORKERS TEACHERS WOULD NOT HAVE A JOB. GOD BLESS AND HAVE A GREAT DAY
>> GOOD MORNING. >> JUDY SPIEGEL 101 GREEN WILLO LANE. THE LAND DEVELOPMENT COD STATES THE SENSITIVITY OF EACH DEVELOPMENT PROPOSAL SHOULD MAINTAIN THE QUALITY AND CHARACTER OF EXISTING ENVIRONMENTS. THIS IS WOOD LAKE AND THE NEW DEVELOPMENT. HAVE YOU SEEN MR. BURNETT SO GRACIOUSLY PRESENT. I DO NOT BELIEVE THESE HAVE THE SAME CHARACTER AND QUALITY. LAND DEVELOPMENT CODE STATES THAT TH PUD DISTRICT SHOULD BE DESIGNED IN A MANNER TO PROMOTE AND PROVIDE FOR GRADUAL CHANGES IN INTENSITY AND DENSITY. WE DO NO BELIEVE THE CHANGES ARE GRADUAL THEY ARE VERY INTENSE AND VERY DENSE. QUALITIES TO BE CONSIDERED AND DENSITY INTENSIT AND HIGH GENERAL APPEARANCE AND AESTHETICS AND TRAFFICS GENERATED. THE COMP PLAN SAYS AMENDMENTS THAT RESOLVED AND
[01:20:03]
UNREASONABLE NEGATIVE IMPACTS AND DO NOT PROVIDE SUFFICIENT COMPATIBILITY MEASURES SHOULD B DENIED. SHOULD NOT BE APPROVED OF COURSE THE CHARACTER OF THE EXISTING NEIGHBORHOODS AND SURROUNDING AREAS SHOULD BE CONSIDERED IN THE COUNTY SHALL PROTECT OR ENHANCE EXISTING COMMUNITIES AND NEIGHBORHOODS AND WE DO NOT BELIEVE THIS PLAN DOES THAT. A COMPREHENSIVE PLAN A1 111 M THAT MR. BURNETT REFERRED TO. IT ALSO STATES APPROPRIATE TO RESIDENTIAL DENSITIES AS DESIGNATED ON THE FLORIDA LAND USE MAP WHICH IS ALMOST ALL RESIDENTS IN THE ARE WHICH IS TWO UNITS PER ACRE. THEY ARE SITE SPECIFIC.CONSIDERING THE DESIGN AND COMPATIBILITY INFRASTRUCTURE AND SITE CHARACTERISTICS AND OTHER CONSIDERATIONS. WHICH MAY ACTUALLY LIMIT THE DENSITY. THE ARE JUST ASSUMING THEY WILL GET SIX UNITS PER ACRE. CHANGING TH COMP PLAN AND AMENDING IT .
WORKFORCE HOUSING, YES WE LOVE WORKFORCE HOUSING. THIS PLAN IS INCOMPATIBLE WITH THE EXISTING DEVELOPMENTS. IT'S NOT A GRADUA TRANSITION AND THE DENSITY IS TOO HIGH FOR THIS AREA. THE PLA IS IN THE WRONG LOCATION. WORKFORCE HOUSING REDUCE THE INTENSITY FIRST. WE ASK FOR DENIAL OF THE PLAN AMENDMENT AN DENIAL AND WE HAVE AN IDEA FOR THAT ARE MH ZONE AREA.
MANUFACTURED HOMES ARE LESS EXPENSIVE AND AFFORDABLE FOR PEOPLE WITH JOBS AND EVEN CAFETERIA WORKERS. 40 LOTS ON 2 ACRES WOULD BE UNDER TWO UNITS PER ACRE. 60 LOTS WOULD BE BELO
THREE UNITS PER ACRE. NECK. >> THE PCA CONSIDER THIS PROJECT AND IGNITED , THE DENSITY WAS TOO HIGH. IT WAS DENIED AND NOT A DEADLOCK. IS COMPATIBILITY THE ISSUE HERE ? LET'S LOOK AT THE COMPATIBILITY NOTHING AND THE PERSON VISION WILL GUARANTEE THE ACHIEVEMENT OF THE MAXIMUM PROPENSITY. IT MAY LIMIT THE DENSITY APPROPRIATELY FOR THIS SITE.
THEREFORE WE ASK THE BOARD OF COMMISSIONERS HERE TO CONSIDER COMPATIBILITY AS AN ISSUE. WHEN THEY ARE MAKING THEIR DECISION TODAY. THE RESIDENTS ASKED THE COUNTY COMMISSIONERS TO CONSIDE THAT THEY DO NOT OPPOSE DEVELOPMENT AND THEY WANT COMPATIBLE DEVELOPMENT. PERHAPS TWO UNITS PER ACRE AND WORKFORC HOUSING IS ACCEPTABLE. THE RESIDENTS ALSO REQUEST AND DO NOT APPROVED THE DEVELOPMENT O SIX UNITS AND IMPROVE DEVELOPMENTS THAT ARE TWO UNITS PER ACRE. PLEASE DENY THIS PROJECT TODAY UNLESS IT GOES T THE TWO UNIT BREAKER. I TOLD MY WIFE EARLIER I DO NOT KNOW WHETHER I SHOULD BE TALKING TODAY. A COUPLE WEEKS AGO I BOUGHT A CASE OF BUD LIGHT AND
AM STILL DRINKING IT. >> GOOD MORNING IT'S ¿ MY NAME IS PHILIP . I LIVE AT 254 PARKWOOD CIRCLE ST. AUGUSTINE.
THAT IS IN THE WOOD LAKE DEVELOPMENT. I STAND IN OPPOSITION TO THE PROPOSED PLAN FOR THE P YOU KNOWN AS DEL SOL FIRST MAY I SAY I AND MANY O THE OTHERS THAT SPEAK TODAY ARE REALIST. THEY REALIZE THIS PROPERTY IN QUESTION TODAY WILL BE DEVELOPED AT SOME TIME. THE OWNER OR OWNERS HAVE THE RIGHT TO DO IT WITH WHAT TO DO WITH WHAT THEY OWN WITHIN THE CURREN ZONING RESTRICTIONS. ANY OF TH PEOPLE SPEAKING TODAY ARE NOT
[01:25:02]
OBJECTING TO THE DEVELOPMENT. AFTER ALL THAT IS HOW I CAME AND GOT HERE FROM BEING 35 YEAR AND PUTNAM COUNTY. WE DESIRE THE CHARACTER OF THIS AREA IN WHICH WE LIVE NOT BE RADICALLY CHANGED. MY OBJECTIONS , NOT I ANY SPECIFIC ORDER , THE MAIN REASON FOR THE MEETING IS BECAUSE THE DEVELOPER IS NEEDIN A CHANGE IN ZONING FROM RESIDENTIAL BE TO RESIDENTIAL C. THE PLANS CALL FOR 137 UNITS APPROXIMATELY 25,000 SQUARE FEE OF COMMERCIAL SPACE. ON APPROXIMATELY 1 1/2 ACRES.POSSIBLY A SINGLE-FAMILY RESIDENCE ALL CRAMMED INTO 23+ OR MINUS ACRES. THIS IS A SIGNIFICANT DEVIATION FROM THE CURRENT CHARACTER OF THE DUPONT CENTER AREA. WHICH IS SINGLE-FAMILY RESIDENCES. THE ST. JOHN COUNTY COMPREHENSIVE PLAN IS FOR A MAXIMUM OF TWO UNITS PER ACRE. THE PROPOSED CHANGE TO THE PLAN WOULD ALLOW UP TO SIX UNITS PER ACRE. WHICH IS A 300% INCREASE IN THE DENSITY OF THAT AREA. THIS PROPOSED PLAN INCLUDES A SINGLE EGRESS . FOR 206 WITH AN AVERAG OF SAY TWO VEHICLES PER UNIT. THAT MAKES 274 VEHICLES. MANY O WHICH WILL BE DAILY ACCESSING THIS SINGLE ACCESS TO THE DEVELOPER. MANY DURING THE PEA TRAFFIC VIOLATIONS ON U.S. ONE AND STATE ROUTE 206. THIS IS A CONGESTED AREA ALREADY. I LIVE THERE AND I KNOW. NUMBER THREE THE ADDITION OF COMMERCIAL SPAC TO THE ENTRANCE OF THE PROPOSED DEVELOPMENT FURTHER COMPLICATES THIS TRAFFIC PATTERN. BECAUSE THE VEHICLE ENTRANCE AND EXIT T THE COMMERCIAL SPACE IS VERY CLOSE TO ITS CONNECTION TO ROUTE 206. THERE IS PROBABLY NO MUCH MORE THAN A VEHICLE OR TWO
LINKS BETWEEN THE 206. >> THANK YOU SIR. YOUR TIME IS
>> GOOD MORNING. >> MY NAME IS CHARLES GUNNARSSO AND I LIVE AT 147 DUCK POND DRIVE. 12 HOMES IN DUCK POND DRIVE. I'VE LIVED IN THE AREA FOR 12 YEARS. THIS IS MY NEXT-DOOR NEIGHBOR. I AM ADDRESSING THE WATER ISSUE. ON THE NEXT VIDEO I STEPPED OUT INTO THE WOODS A LITTLE BIT.
WHEN THE RAINY SEASON COMES AND THE WATER GROUND GETS . IT'S NO GOING ANYWHERE. THIS DEVELOPMEN WILL DO A 22 ACRE PARKING LOT.
THAT WILL FLOOD OUR BACKYARDS. THIS WAS AFTER A DAY OFF AND RECEIVING 2 1/2 INCHES OF RAIN ON MY RAIN GAUGE. IT STAYS OUT THERE FOR MONTHS. I HAVE A BIG CONCERN ABOUT THAT. HOMES THAT WERE BUILT ON DUCK POND DRIVE , ALL THE BACKYARDS SLOPE TO THE WOODS. I WAS TOLD THAT WOULD BE A WETLANDS AREA. ALL OF OUR BACKYARDS ALL SLOPED. GOES. I APPRECIATE YOUR TIME AND I HOPE YOU DISAPPROVE THIS SITUATION. THANK YOU. MY NAME IS PAMELA I LIVE SERIOUSLY IN THE WOOD LAK NEIGHBORHOOD. I WANTED TO COME TODAY TO SHARE SOME PICTURES THAT WE HAD TAKEN COMING OUT O OUR NEIGHBORHOOD. THIS IS THE VIEW COMING OUT OF DUCK POND ROAD. THIS IS THE LEFT TURNING LANE. FOR PEOPLE GOING EAST ON 206. COME TO THE END OF THE ROAD AND WE CANNOT GET OUT. IT TAKES AT LEAST 10 MINUTES TO WAIT FOR SOMEBODY IN THE LEFT TURNING LANE. TWO SEPARATE FOR US TO SHOOT ACROSS. WILL WE SHOOT ACROSS , YOU CAN SEE THE WHITE CAR GOING 55 MILES PER HOUR OR SPEEDING BECAUSE HE IS GOING BY THE TRAFFIC. IT IS EXTREMELY DANGEROUS TO GET OUT. THIS IS ONE AFTERNOON AFTER GOING TO THE GROCERY STORE AT 2:00. THIS IS LOOKING LEFT. THI
[01:30:02]
IS A RANDOM DAY AND IT HAS HAPPENED SEVERAL TIMES. IT HAS HAPPENED AT LEAST FOUR TIMES WERE DELAYED 10 OR 15 MINUTES DELAYED JUST TO GET OUT OF THE NEIGHBORHOOD. IT'S A LOT OF TRAFFIC AND A LOT OF CARS. IT'S NOT THE SCHOOL. MAYBE IT WAS A GREAT BEACH DAY. IT IS A LOT GOING ON. THE OTHER POINT I WOULD LIKE TO MAKE IS THE MORNING. AT 9:00 NOBODY IN THE NEIGHBORHOOD LEAVES. WE LEAVE EARLY OR WE LEAVE LATE. THE SCHOOL TRAFFIC AROUND THE CORNE RESTRICTS US FROM GOING ACROSS.THIS IS REVERSE. THE HIGH-SPEED LANE IS THE LEFT LANE. YOU HAVE THE TRAFFIC OF THE STUDENTS AND THE TEACHERS GOING THE OTHER WAY. A LOT OF TRAFFIC. TODAY I CAN ONLY IMAGINE WHAT MORE
TRAFFIC WOULD DO. >> THANK YOU. GOOD MORNING.
>> MY NAME IS JOHN MCMANUS AND LIVE AT 121 LITTLE POND WAY. W ARE DIRECTLY BESIDE THIS PROPERTY. IMPACTED BY DEVELOPMENT. WE MOVED IN FROM ATLANTA. WE WERE IN ATLANTA FOR 50 YEARS AND WE HAVE HAD A HOUS IN SAINT AUGUSTINE ON THE BEACH FOR OVER 20 YEARS. WE HAVE BEEN WATCHING THE DEVELOPMENT FOR A LONG TIME. DECIDED THIS WAS THE PLACE TO COME. SAINT AUGUSTINE WAS THE BEST PLACE IN THE WORL TO LIVE. WE LOOKED FOR A PLACE THAT WAS PLEASANT AND QUIET AND WOULD HELP US IN OUR RETIREMENT WE FOUND WOOD LAKE SUBDIVISION WE FOUND WONDERFUL PEOPLE THERE WE FOUND A WELCOMING COMMUNITY AND WE FOUND THE QUALITY OF LIF WE THOUGHT WAS APPROPRIATE. HOWEVER, WE HAVE WATCHED OVER THE LAST 20 YEARS WHAT HAPPENED TO STATE ROUTE 16. WE WATCHED WHAT HAPPENED AT 207 AND WE WONDER HOW IN THE WORLD CAN WE HAVE THE SAME THING HAPPENING O 206? YOU USE EVERY SINGLE SQUAR INCH FOR DEVELOPMENT. IN ATLANT WE HAVE SLICK LAWYERS THAT COM IN THERE AND GO TO SUBDIVISIONS AND CONVINCED THE COMMISSION THAT TAKING A SINGLE-FAMILY HOME AND MAKING THAT LOT ABLE TO HAVE FOUR HOUSES ON IT IS TH BEST THING IN THE WORLD THAT COULD HAPPEN. THE QUALITY OF LIFE IN ATLANTA HAS DETERIORATED DRAMATICALLY. IN LARGE PART BECAUSE THEY DO NOT CARE ABOUT THE QUALITY OF LIFE. THEY CARE ABOUT TAX DOLLARS AND THEY CARE ABOUT PUTTING MORE MONEY IN THE COFFERS AND THAT' ALL THEY CARE ABOUT. WE SHOULD BE CARING ABOUT WHAT I HAVE SEE OVER THE LAST 20+ YEARS HERE IN SAINT AUGUSTINE'S YOU CARE ABOU PEOPLE. YOU HAD A WONDERFUL CEREMONY FOR ALL THESE WONDERFU THINGS THAT HAPPENED IN THIS COMMUNITY. THAT IS WHAT THIS COMMUNITY IS ABOUT. IT'S QUALIT OF LIFE AND NOT ABOUT TAX DOLLARS. IT'S NOT ABOUT USING EVERY SINGLE SQUARE INCH TO BUILD SOMETHING. THE ONE THING THAT THIS VERY TALENTED LAWYER DID NOT TALK ABOUT WAS QUALITY OF LIFE. THIS IS NOT A COMPATIBLE PROJECT FOR THIS AREA. YOU ALL KNOW IT AND WE AL KNOW IT. IF IT IS APPROVED IT I JUST THE WAY IT IS. ONCE IT IS APPROVED, THEN YOU WILL HAVE COMPATIBILITY AND THEN YOU WILL HAVE AN ENTIRE 206 THAT YOU CAN ADD TO 16 AND 207 AS AN ABSOLUTE NIGHTMARE. EVENTUALLY YOU WILL NOT HAVE THESE WONDERFUL ACTIVITIES. PEOPLE WILL NOT WANT TO COME TO SAINT AUGUSTINE ANYMORE BECAUSE THE QUALITY OF LIFE WILL NOT BE THERE ANYMORE. WE CHERISH THE QUALITY AND PEOPLE MOVE HERE FO THAT QUALITY. WE RETIRE HERE FOR THE QUALITY OF LIFE. WE PRAY THAT YOU WILL UPHOLD THE QUALITY OF LIFE FOR ALL OF US.
THANK YOU. >> I AND JIM AND I LIVE IT TO SIX PARKWOOD CIRCLE. LIKE MR. MCMANUS I RESEARCHED SAINT AUGUSTINE FOR 10 YEARS PRIOR T MOVING DOWN HERE. WE WERE SNOWBIRDS AND WE LOOKED FOR THE RIGHT AREA AND WE LOOKED AT HOUSES ALL OVER AND WE FOUND WOOD LAKE. IT IS A MATTER OF COMPATIBILITY. IT IS A MATTER O THE QUALITY OF LIFE. THERE WILL BE A LOT OF PEOPLE HERE REITERATING A LOT OF THINGS. AN LOOKING AT IT, THE TRAFFIC THAT YOU SAW BEFORE HIM IS A BIG ISSUE. WE CANNOT GET OUT OF HER SUBDIVISION. REMEMBER THAT IS THE CLOSEST ACCESS TO THE BEACH FROM 95. THE VERY CLOSEST.
SOMEONE'S GOING TO THE BEACH THEY ARE GOING DOWN TO 206. THA IS THE MOST DIRECT ACCESS FROM GAINESVILLE WHEN THE PEOPLE COM IN THE SUMMER. THEY COME DOWN T 06 AND THEY GO RIGHT TO THE BEACH. WE HAVE TRAFFIC ALL YEA ROUND. 60% IS PROBABLY A GROSS UNDERSTATEMENT. THAT ROAD CANNOT HANDLE THE INCREASE. HO
[01:35:03]
MUCH CAN ABSORB? HOW MUCH MORE IT WILL MEAN THE STRUCTURE , I WE TURN INTO 16 AND SEVEN WE WILL HAVE TO EXPEND MONEY TO EXTEND IT TO A FOUR LANE WE HAVE HAD KIDS DIE OUT THERE SO FAR IN TRAFFIC ACCIDENTS. NOW TURBINES SPRAWL WE'VE TALKED ABOUT THAT. NOBODY WANTS THAT. WHEN WE LOOK AT WHAT IT BRINGS , IT BRINGS TO 16 TO OUR AREA. WE DO NOT NEED THAT. I LOOK AT PALM COAST AND WHAT THEY HAVE DOWN THERE AND THEIR RESIDENTIA AREAS. THEY ARE COMPATIBLE FOR THE MOST PART. IT IS A GOOD PLACE. IT WAS NOT WHERE I WANTED TO LIVE. I WANTED TO LIV HERE IN ST. JOHN'S COUNTY. MY SON IS AN ENVIRONMENTAL EXPERT ON UNDERGROUND PLUMBING. HE TALKED ABOUT WATER AND THE FAC THAT ABSORPTION OF WATER IS SO IMPORTANT WHEN YOU PUT ASPHALT IN. AND YOU HAVE THAT, THERE'S NO PLACE FOR IT TO GO. YOU TAK A LOOK AT WHAT YOUR JOB IS. YOU WILL MAKE DECISIONS FOR US. YO ARE MAINTAINING THE QUALITY OF LIFE FOR OUR COUNTY. YOU ARE HERE TO SERVE US AND PROVIDE FO THE COMMON GOOD. THE PEOPLE THAT ARE PUTTING THIS UP WILL NOT WANT THAT NEXT TO THEIR HOUSE. THEY WILL NOT LIVE IN OU COMMUNITY. FOR THEM IT'S ALL ABOUT MAXIMUM PROFIT. WHEN IT SHOULD BE ABOUT QUALITY OF LIFETHANK YOU VERY MUCH. >> GOOD MORNING COMMISSIONERS.
THANK YOU FOR LETTING ME SPEAK MY NAME IS JOSEPH RUBINO AND I LIVE AT 6919 C PLACE AVENUE. SAINT AUGUSTINE IN THE DEVELOPMENT CALLED SEAGATE. IT IS A 32ND OR SO FROM THE INTERSECTION OF 206. I HAVE BEEN INVOLVED IN COMMUNITY ACTIVISM MY WHOLE LIFE. I COME HERE TODAY NOT JUST AS A RESIDENT OF THIS AREA BUT AS A PERSON WHO HAS WORKED WITH FOLKS LIKE YOU FOR MY ENTIRE ADULT LIFE. FOR 24 YEARS HERE IN ST. JOHN'S COUNTY. I WAS TH PRESIDENT OF OCEAN VILLAS HOMEOWNERS ASSOCIATION AND A MEMBER OF THE BOARD FOR FIVE YEARS ON ST. AUGUSTINE BEACH. WAS VOTED IN BY THIS EXACTING BODY AND FOR EIGHT YEARS. LATE AS A NATIVE OF SAINT AUGUSTINE.
PINES I WAS INVOLVED ON THE PLANNING AND ZONING COMMITTEE ON THE CITIZENS ADVISORY COMMITTEE. I WORKED PROFESSIONALLY AS A FEDERAL TRANSIT CONFORM MY ENTIRE LIFE I HAVE BEEN INVOLVED AS A VOCATION AND A AVOCATION IN PLANNING AND IN PREPARING AND OTHER STANDING. I THINK THIS AREA IS ZONED VERY WELL. WHY ? BECAUSE IT REPRESENTS THE BEST INTEREST OF THE PEOPLE WHO LIVE HERE. OF THE PEOPLE WHO LIVE AN WORK HERE IN THE PEOPLE WHO DRIVE HERE. THE PROBLEM WITH CHANGING THE ZONING IS IT NO LONGER BENEFITS THE PEOPLE WHO LIVE HERE AND WORK HERE AND DRIVE HERE. IF IT BENEFITED THE THEY WILL NOT BE HERE EN MASSE. IT BENEFITS PEOPLE WHO DO NOT LIVE HERE. IT BENEFITS PEOPLE WHO DO NOT OR CARE OR DRIVE HERE. IT BENEFITS PEOPLE THAT YOU DO NOT REPRESENT. I ASK YOU TODAY TO PLEASE ACT IN THE BEST INTEREST OF THE PEOPLE YOU DO REPRESENT AND THE PEOPLE WHO DO LIVE HERE AND WORK HERE AND DRIVE HERE. PLEASE KEEP THE ZONING THE WAY IT IS SUN VERY
MUCH FOR LETTING ME SPEAK. >> GOOD MORNING.
>> MY NAME IS PAT HAMILTON. MY ADDRESS IS 2010 AND MY FAMILY HAS OWNED LAND ON 26 THE EARLY 1980S. WE HAVE GROWN UP THERE.
THIS PIECE OF PROPERTY IS NOT A GOOD DEVELOPMENT PIECE. YOU CAN DEVELOP IT BUT WILL HAVE IMPACTS. IT IS NOT COMPATIBLE.
IF YOU FEEL THE WETLANDS THE WATER HAS TO GO SOMEWHERE.
EITHER INTO THE NEIGHBORS YARD OR INTO THE DITCH AND FLOW DOWN TO MOSES CREEK AND IMPACT THE WATER THERE. IT DOES CREATE SAFETY ISSUES. TO TRIPLE THE DENSITY AND TRIPLE THOSE IMPACT

TO ME DOES NOT MAKE SENSE. I WANT TO TALK TODAY ABOUT A SAFETY ISSUE. TWO KIDS AND HONOR STUDENTS. BOTH OF THEM HAVE FENDER BENDER'S COMING FRO SCHOOLS. EVERY YEAR YOU HAVE 416-YEAR-OLD START SCHOOL THERE AND THEY ARE DRIVING CARS FOR THE FIRST TIME. THEIR HORMONES ARE GOING CRAZY AND THEY ARE NO PAYING ATTENTION. THEY ARE 16 YEARS OLD. IF YOU PULL OUT OF THE DRIVEWAY AND THEY MADE THE INTEREST TO US 1 AND YOU WANT T GO TO SAINT AUGUSTINE YOU HAD T GO TO US 1 AND DO A U-TURN AT DUPONT CENTER. THAT WOULD BE DIFFICULT. TO HEAD TO THE BEAC OR TO SAINT AUGUSTINE THE VAST MAJORITY OF PEOPLE WILL HAVE TO CROSS WESTBOUND TRAFFIC TO TUR LEFT TO GO. I SCHOOL KIDS WHO HAVE A LIMITED ATTENTION SPAN AND A LOT OF TRAFFIC COMING OUT OF THERE , YOU CAN DEAL WITH IT IF YOU TRIPLE THE DENSITIES YOU HAVE TRIPLED THE PROBLEMS. I WOULD ASK YOU TINNITUS. THANKYOU VERY MUCH. >> GOOD MORNING.
>> I'M HERE AS THE PRESIDENT O SAKA. THEY REPRESENT 300 OR SO FOLKS WITH THE VAST MAJORITY OF WHICH ARE RESIDENTS OF THE SOUTHERN PART OF ST. JOHN'S COUNTY. WE ARE OPPOSED TO THIS BEFORE I WANT TO GO INTO THAT I WANT TO THINK IT AS COMMISSIONERS. YOU HAVE BEEN GREAT THROUGH PUBLIC COMMENT.
MATTER WHAT HAPPENS YOU WILL GE GRIEF FROM ONE SIDE OR THE OTHER. WE ARE ALL LUCKY TO HAVE AN ELECTED COMMISSION THAT SERVES THE PUBLIC INTEREST. THANK YOU FOR DOING WHAT YOU DO A FAIR AMOUNT OF EMPHASIS ON WORKFORCE HOUSING. WE LOOKED AT THE PROJECTS CLOSER AND THERE ARE SIX WORKFORCE HOUSING PROJECTS WITH 397 UNITS. THEY HAVE BEEN APPROVED AND NONE HAV BEEN COMPLETED YET. ALL THE PROJECTS HAVE PROPOSED RESTRICTIVE COVENANTS THAT SEE THE AFFORDABLE PRICE POINT ONLY APPLIES TO THE INITIAL BUYER. THESE PROJECTS ARE TEMPORARY WORKFORCE PROJECTS. THE WHOLE WORKFORCE HOUSING PUSH, YES AN ARGUMENT COULD BE MADE WE NEED WORKFORCE HOUSING. HOWEVER IF THE FIRST BUYER OR A THREE-YEAR PERIOD IT STILL TEMPORARY WORKFORCE HOUSING. I WOULD LIKE TO SHOW , WE WENT ON THE ST.
JOHN'S COUNTY PROPERTY APPRAISE AND LOOKED AT THE 14 CLOSEST SUBDIVISIONS. WE DID THE SUBDIVISIONS FROM PEDRO MENENDEZ TO THE INTERCOASTAL WATERWAY IN THE SUBDIVISIONS ON U.S. ONE MILE NORTH AND SOUTH O THIS PROJECT. WE COMPILED PER ACRE PERIOD THE MOST DENSE THING WITHIN ONE MILE HERE WAS 1.9 UNITS PER ACRE. THE AVERAGE DENSITY IS 1.3 UNITS PER ACRE FOR THESE 14 SUBDIVISIONS THAT ARE NEARBY. THIS PROJECT IN THI LOCATION FEELS LIKE THE DEFINITION OF INCOMPATIBLE. WE HOPE YOU WILL TINNITUS. THANK YOU AGAIN FOR DOING WHAT YOU DO WILLIAM FISHER AND MY ADDRESS I 10130 MCMAHON I TRAVELED ON U.S. ONE ON 206. ALL THE TIME. IT IS A MAIN ROUTE FOR ME TO GE INTO TOWN. A BIT OF AN EXPLANATION, ONE EVENING ABOUT QUARTER AFTER FIVE THE WIFE AND I WENT TO DINNER, AND WE GOT CAUGHT IN TRAFFIC. I HEARD FIRE TRUCK NOT . HE HAD NO PLACE TO GO. THEY HAD TO STOP IN THE MIDDLE OF THE STREET WITH THEIR SIRENS BLOWING. THAT IS WRONG. WE GOT TOO MUCH TRAFFIC ON THE
ROAD. THANK YOU. >> THANK YOU MR. FISHER.
[01:45:01]
>> GOOD MORNING. >> I REPRESENT A NONPROFIT ORGANIZATION DEDICATED TO PROTECTING OUR LOCAL WATERWAYS THROUGH ADVOCACY EDUCATION AND COMMUNITY ENGAGEMENT. I'M HERE THIS MORNING TO URGE YOU TO DEN THE PROJECT BASED ON THE PROPOSED WETLAND IMPACTS. WHEN YOU TALK ABOUT POTENTIALLY DEVELOPING INSIGHT WETLANDS THERE ARE ENVIRONMENTAL ISSUES AND PUBLIC HEALTH ISSUES. THEY ARE REAL ECONOMIC ISSUES THAT NEED TO BE TAKEN INTO ACCOUNT. THIS PROPERTY IS CURRENTLY RESIDENTIAL B WHICH WOULD ALLOW TWO UNITS PER ACRE. THAT WOULD BE A THREE TIME INCREASE IN THE DEATH ¿ WHEN YOU THINK ABOUT INCREASING DENSITY WHAT THAT RESULTS IN IS MORE IMPERVIOUS SURFACE. MORE ROADS AND ROOFTOP AND MORE PAVEMENT. THAT MEANS THERE ARE LESS PLACES FOR THE WATER TO GO. I WOULD LIKE TO TURN YOUR ATTENTION TO THE WETLAND DELINEATION MAP. ABOUT A QUARTEROF THIS PROPERTY IS WETLANDS. ABOUT HALF OF THE PROPERTY IS RIVIERA FINE SAND SOIL. THAT IS AN EXTREMELY POOR DRAINED SOIL TYPE. WHEN IT RAINS IT WILL BE VERY DIFFICULT FOR THE WATER TO PERCOLATE THROUGH THE SOIL AND INTO THE AQUAPHOR AS IT WOULD IF THERE WAS A DIFFERENT SOIL TYPE. THE WATER WILL BE COLLECTING ON-SIT OR IT WILL BE RUNNING OFF ONTO ADJACENT PROPERTIES OR ON ADJACENT ROADWAYS. THE APPLICAN PREVIOUSLY MENTIONED THIS PROJECT WOULD BE HELD TO THE STATE STORMWATER STANDARDS. MAN OF US FEEL THE STANDARDS ARE NO PROTECTED ENOUGH. YOU DON'T HAVE TO LOOK FOR WHEN SEEING OTHER SUBDIVISIONS THAT WERE BILL AND LOW WET AREAS. THOSE ARE GLARING EXAMPLES OF WHY YOU SHOULD NOT BE BUILDING AND WETLAND AREAS. ANOTHER CONCERN IS WATER QUALITY. WETLANDS IN ADDITION TO PROVIDING FLOODWATE RETENTION ALSO PROVIDE WATER QUALITY FILTRATION BENEFITS. CURRENTLY ABOUT HALF OF THE WATERWAYS AND ST. JOHNS COUNTY ARE FAILING TO MEET THEIR STATE WATER QUALITY STANDARDS. INCLUDING MOSES CREEK. IT'S DOWNSTREAM FROM THIS PARTICULAR DEVELOPMENT. THE FLOODING AND THE POLLUTION ISSUE STAY RIGHT HERE IN OUR COMMUNITY. THE CREDITS CAN BE PURCHASED ELSEWHERE. THEY DO SERVE VERY REAL BENEFITS TO OUR COMMUNITY. THEY DO NEED TO BE PRESERVED. I ASK YOU TONIGHT PROVOCATION. THANK YOU.
>> MORNING. >> I AM BILL RAMEY. 112 LITTLE POND WAY AND WOULD LIKE. IT IS ONE OF TWO EVACUATION AREAS FOR THOSE GOING UP TO 95. HIGH SCHOOL AND IT GOES ALL THROUGH THE SHELTER. THE CLOSEST WAY T GET TO THE BEACH IS DOWN ONE TO 206. IT IS NOT LONG ENOUGH. THERE ARE NO LANES TO MAKE THA TURN. HAD A GUY IN FRONT OF ME IN THE TRUCK AND WENT UP A LITTLE WAYS AND DID A U-TURN. IT WAS AN ACCIDENT. LAST WEEK 95 AND ALL THAT TRAFFIC GOT DUMPED ON 206. IT CAME DOWN AN HELD UP EVERYBODY FOR HOURS. TRYING TO GET ONTO ONE. NOBODY MENTIONED A RAILROAD CROSSING. GOING EAST ON 26. THERE ARE NO
[01:50:23]
TOWN HOUSES IN THE AREA. JUST NORTH OF ONE . THEY HAVE ALREADY EXTENDED THE TOWN HOUSE DOWN THERE. THEY ARE COMPLETIN THEM. ALSO UP ON WILDWOOD ROAD. HB HAS PLANS TO BUILD ALL TH TOWNHOUSES UP IN THAT AREA. CLOSE TO 27 DEVELOPMENTS ARE DOWN IN THE COUNTY. THE OTHER SIDE OF 95. WHICH IS SOUTH OF ONE. THEY ARE ALL COMING UP T DOWN ON ONE.>> I NOTICED THAT HARTLEY WAS PRESENTED ON THE SLIDE. MY GRANDCHILDREN CANNOT GO TO HARTLEY. WE ARE ON THE WEST SID OF ONE. MY GRANDDAUGHTER HAS TO GO TO OTIS MASON. THAT IS ADDITIONAL TRAFFIC COMING OUT O OUR AREA DOWN TO 206 UP TO 95.
THINK THAT HAS TO BE TAKEN INTO CONSIDERATION AS WELL. IN THIS PROCESS. THERE WAS ALSO MENTION ABOUT THE TRAFFICKING ZONE. YO DO HAVE THE COUNTY ACROSS FROM US. FROM THE ENTRANCEWAY. WHIC IS NICE BUT , HEAVEN HELP YOU I YOU WANT TO GO SOMEWHERE ON ELECTION DAY OR THOSE DAYS THAT THEY HAVE EARLY VOTING THAT BECOMES VERY DIFFICULT. IT REALLY DOES. THE ONLY THING I WOULD SAY IS THE TRAFFIC ITSELF I HAVE BEEN THERE FOR 10 YEARS.
TRAFFIC WILL INCREASE AND PEOPL COME TO ST. JOHNS COUNTY. I DID THE SAME THING. WE HAVE TO UNDERSTAND WHAT THE IMPACT IS T WHAT WE ARE DOING TODAY. ALSO, DON'T WANT THIS GUY GETTING HIT BECAUSE I HAVE TO BEAT TRAFFIC ACROSS THE SOUTH . THANK YOU.
>> THANK YOU SIR. HE IS ADORABLE.
>> WELCOME. >> I LIVE AT 242 , I BEEN THER FOR THE LAST 20 YEARS. I WAS BORN AND RAISED IN THIS AREA. I WORK FOR THE DEPARTMENT OF DEFENSE. I HAVE BEEN GOING UP AND DOWN THIS ROAD EVERY DAY. GOING TO MY CURRENT JOB. I HAVE BEEN THERE FOR 29 YEARS. I GO PAST THERE AND THERE IS NO CAPACITY ON STATE ROUTE 206. I SAY THAT AGAIN. NO CAPACITY ON STATE ROAD 206 DURING THE TIMES PEOPLE USE IT. I CAN SAY I EAT CHICKEN 24 HOURS BUT IF I EAT AND BREAKFAST LUNCH AND DINNER WOULD HAVE A HARD TIME GETTING THEM DOWN. IF YOU GO IN THE PEAK TIME IN THE MORNING OR THE AFTERNOON OR DURING LUNCH YOU WILL SEE THESE PHOTOS DO NOT REPRESENT WHAT IS ACTUALLY THERE. THE ONES THE PEOPLE SHOWED YOU OUT HERE IS WHAT IS ACTUALLY THERE. WHEN I GET CAUGHT IN THE SCHOOL TRAFFIC I' BACKING UP TO THE FLYING J. IT TAKES ME ANOTHER 40 MINUTES TO GET TO THE SOUTH WALK SUBDIVISION. THAT'S 1.13. EVER SUBDIVISION AROUND THERE IS TWO OR LESS. THERE IS NO SIX. THE PEOPLE THAT LIVE AT WOOD LAKE , HOW WOULD YOU FEEL IF YOU HAD A WETLAND BEHIND YOU AND IF IT DI GET THE BILL THE MOST IT WOULD BE TWO PERIOD YOU DON'T HAVE A MULTILEVEL UNIT STARING DOWN IN YOUR BACKYARD. NOBODY CAN TELL ME YOU WOULD LIKE TO BUY THAT LIVE THERE YOURSELF. IT IS DANGEROUS. IF YOU MAKE A WRONG DECISION TODAY THERE WILL BE PEOPLE KILLED AT THAT ENTRANCE AND EXIT. THERE'S NO DOUBT ABOU IT. I CAN'T EVEN GET OUT OF MY NEIGHBORHOOD RIGHT NOW ON THE WEEKENDS DURING BEACH TRAFFIC AND SPRING BREAK. OR ANY OTHER TIME WHEN IT'S RUSH-HOUR. I CAN'T GET OUT OF MY NEIGHBORHOOD. IT TAKES ME 10 MINUTES AND WHEN I GO TO WORK I HAVE TO LEAVE 15 MINUTES EARLY DURING THE PEAK TIMES TO MAKE SURE I'M NOT LATE TO WORK JUST
[01:55:03]
TO GET OUT OF MY NEIGHBORHOOD. THEY DON'T EVEN MENTION THE WORKFORCE HOUSING AT THE PZA. THEY KNOW IT WILL HAVE A HARD TIME FLYING TRIBE TO PUT SUGAR ON IT. YOU CAN PUT SUGAR ON ARSENIC AND IT STILL HAS THE SAME DEADLY CONSEQUENCES AND NEGATIVE IMPACTS. IT IS STILL ARSENIC. WHAT DOES IT MATTER IF A CAR LOAD OF KIDS T-BONE A COP OR A TEACHER OR ANYBODY ELSE , IT'S STILL A CAR LOAD OF KIDS THAT GOT KILLED OR INJURED AT THIS INTERSECTION. I HATE I AM SHOWING MY ANGER BUT I AM MAD.YOU DON'T MAKE IT EASY FOR A PERSON LIKE ME TO COME AND TALK I HAD TO TAKE A DAY OFF OF WORK NOT ONLY DOES THIS AFFECT ME BUT SOMEONE HAD TO TAKE MY PLACE. SOMEBODY HAS TO TAKE A STAND AND BE HEARD. THIS IS ABSURD AND I HOPE YOU PUT A STAKE THROUGH AND I APPRECIATE YOUR TIME.
>> THANK YOU SERVE. >> GOOD MORNING MY NAME IS DENNIS CHIPMAN. I LIVE AT 5400 ATLANTIC VIEW IN SOUTHERN ST.
JOHNS COUNTY. WHEN I FIRST READ THE PROPOSAL TO AMEND THE PLAN I WAS REMINDED OF A SIMILAR PATTERN THAT HAS BECOME ALL TOO COMMON. BY BIG DEVELOPERS IN THIS STATE. THEY BUY LAND CHEAPLY BECAUSE THERE ARE LIMIT TO THE RESTRICTION THEN THEY HIRE LAWYERS AND APPLY FOR VARIANCES TO THE ORIGINAL LIMITATIONS. AS TO ALLOW THEM TO CONSTRUCT CONSIDERATELY OR UNITS THEN WERE ORIGINALLY INTENDED ON. IN THE PROCESS THEY MAKE A SMALL FORTUNE. I AM NOT PURPORTING TO BE AN ENGLIS LANGUAGE PROFESSOR, BUT THAT SURE SOUNDS LIKE GREED TO ME.
SPEAKING OF THAT, I AM ALSO REMINDED OF THE FILM RELEASED I 1987 ENTITLED WALL STREET. STARRING MICHAEL DOUGLAS AS THE VILLAIN IN WHICH HE WAS CREDITE WITH A STATEMENT THAT GREED IS GOOD. IN FACT THAT STATEMENT SHOULD HAVE BEEN AND WAS MADE B A REAL-LIFE INSIDER TRADER BY THE NAME OF IVAN BOTH SCAPE. I A SPEECH HE GAVE AT THE UNIVERSITY OF CALIFORNIA BERKELEY. HIS PRONOUNCEMENT , HOWEVER, DID NOT WORK FOR HIMSELF BECAUSE SUBSEQUENTLY HE WAS FORCED TO PAY $100 MILLION GOVERNMENT PENALTY FOR HIS SHAD DEALINGS. I AM NOT SAYING THAT WE SHOULD JUDGE THESE TWO ISSUE SIMILARLY , I AM SAYING THAT GREED IS NOT GOOD. AND CERTAINL NOT GOOD FOR ST. JOHNS COUNTY.
ASK YOU TO DENY THIS REQUEST. >> THANK YOU SIR. WHY SOME AB DUCK POND DRIVE. THAT IS THE STREET THAT IS ADJACENT TO THIS PROPOSED COMMUNITY. AT THIS POINT I WANT TO REITERATE WHAT CHUCK GUNDERSON HAVE BROUGHT UP I WILL TAKE ADVANTAGE OF HIS PICTURES. OUR BACKYARD LOOKS TH SAME AS HIS. 60 FEET INTO OUR BACKYARD. WE ARE LOOKING AT A FOOT OF WATER. WE ARE CONCERNED ABOUT THE ADDITION OF THIS COMMUNITY AND HOW IT WOULD AFFECT OUR BACKYARD. THE OTHER ITEM THAT WAS DISCUSSED AT THE PLANNING AND ZONING MEETING WA THE IMPACT OF THE UTILITIES.
THEY MENTIONED UTILITIES , TO GO DOWN TO 06 WOULD NOT COME ABOUT FOR ANOTHER TWO YEARS. THAT HAS TO AFFECT OR ADD IN THE 137 TOWNHOUSES . HOW WILL THAT AFFECT OUR UTILITIES AS IN SEWER AND WATER AND ELECTRICITY I HAVEN'T HEARD MUCH ABOUT IT.
THINK THAT NEEDS TO BE LOOKED A BEFORE APPROVAL IS MADE. THAT' ALL I HAVE, THANK YOU AND THANK TO THE COMMISSIONERS WHO
RESPONDED TO MY EMAIL. >> GOOD MORNING MY NAME IS JENNIFER SNARE AND I LIVE AT 31 . AVENUE. GOOD MORNING COMMISSIONERS. REZONING THE LAND IN SOUTHERN ST. JOHNS COUNTY WILL ADD TO THE EVER GOING TRAFFIC ISSUES AND OVERCROWDED SCHOOLS. I WOULD AS YOU TAKE THE TRAFFIC INFORMATIO THAT MR. BARNETT HAS GIVEN YOU WITH A GRAIN OF SALT. ONE DAY A PHOTOGRAPH AND A SPECIFIC TIME IS NOT AN ACCURATE DEPICTION OF THE CONGESTION THAT THE SURROUNDING NEIGHBORHOODS WILL FACE. WE LIVE IN A SPECIAL PLAC AND A LOT OF PEOPLE ARE DISCOVERING HOW SPECIAL THIS IS. I AGREE GROWTH NEEDS TO
[02:00:11]
HAPPEN BUT IT NEEDS TO BE SMART GROWTH TO PROTECT OUR QUALITY O LIFE. THIS PROPOSED PUD IS NOT COMPATIBLE SMART GROWTH. I APPRECIATE YOUR TIME AND I ASK YOU TO DENY PUERTO DEL SOL.>> GOOD MORNING. I'M GARY LEWI AND OLIVIA TO 90 PARKWOOD CIRCL ADJACENT TO THE PROPOSED DEVELOPMENT. A COUPLE THINGS I WANT TO TALK ABOUT. THE TRAFFI AND THE TAX REVENUE. AND THE FLORIDA RAILROAD. WITH RECENT ACTIVITIES AND RAILROAD DERAILMENTS DRAINING THE WETLANDS AND THE WATER HAS ONLY ONE PLACE TO GO. INTO THE RAILROAD. AND INTO THE DITCHES MY UNDERSTANDING IS RECENT ACTIVITIES WITH THE DERAILMENTS HAS BEEN CAUSED BY THE UNDERMINING OF THE EXISTING STRUCTURE OF THE RAILROAD. CAUSING RAILROADS TO GO OFF YOU HAVE THE POTENTIAL HERE OF DOING THAT. TRAFFIC , EXITING THAT DEVELOPMENT. WE CROSS SIX AND MAKE A LEFT TO HEAD TO US 1. MEANWHILE ALL THESE 16 GIRL COMING OUT, I HAVE BEEN IN THERE WHERE I HAVE HAD TO WAIT THREE TRAFFIC LIGHT CYCLES. TO GET OUT . I HAVE SAT AT THE INTERSECTION. ACROSS AND IS A LITTLE FENDER BENDER IN THE NEX THING YOU KNOW KIDS ARE CROSSIN THE TRACKS. IT IS SCARY IT IS REALLY SCARY. TAXES, 280 WHAT THEY ARE PROPOSING WOULD BE ABOUT 33 MILLION IN NEW TAX REVENUE. IF YOU BUILT SINGLE FAMILY HOMES THERE , TO THE CURRENT ZONING , YOU WOULD END UP WITH ABOUT $35 MILLION.
BASED ON THEIR CURRENT VALUES. ALSO, BUILDING THE 280. YOU WILL DESTROY THE PROPERTY VALUES. OF THE EXISTING HOMES I THE AREA. THEY WILL DROP 5 TO 10% EASILY. AGAIN DESTROYING YOUR TAX REVENUE. NOT A GOOD PLAN GUYS. NOT A GOOD PLAN. I WOULD GO AHEAD AND BUILD THE FORTYSOMETHING UNITS AS EXISTIN UNITS OR EXISTING ZONING CAN ACCOMMODATE. THE REVENUE ENDS
>> MY NAME IS DOUG SMILEY AND I LIVE AT 1289 10 A LOOP ST.
JOHN'S FLORIDA. I JUST WANT T BRING BACK THE ATTENTION ON TH AFFORDABLE HOUSING. IF A DEVELOPMENT LIKE THIS DOES NOT GO THROUGH, WHERE THERE ARE FIREFIGHTERS AND NURSES AND POLICE LIVE IN ORDER TO SERVE OUR COMMUNITY ? IS IT JACKSONVILLE IS IT FLAGLER COUNTY OR PUTNAM COUNTY? WE HAVE TO COME BACK AND REALLY LOOK AT WHERE THESE PEOPLE ARE LIVING. TWO WE WANT THE PEOPLE THAT SERVED THIS COUNTY ALSO TO LIVE IN THIS COUNTY AND BE A PART OF OUR COMMUNITY? NOT ONLY DURING 9 TO 5 BUT ALSO 24/7? THANK YOU.
>> THANK YOU SIR. >> SUZANNE ? UNIT 102-3086 .
THE SPIEGEL'S DID A GREAT JOB TODAY. THEY COVERED THEM WITH ALL THE BASES. THEY ARE GETTIN GOOD AT THIS. THIS SEEMS LIKE LITTLE RATS WILL THAT WE KEEP COMING BACK ON. THE GIRL THAT CAME FROM THE MATANZAS RIVER KEEPER , THAT WAS FABULOUS.
THAT WAS ONE OF THE THINGS I WA GOING TO BRING UP. I RE-WATCHED THE PCA MEETING NUMEROUS TIMES. BECAUSE THEY DID A GOOD JOB ON
[02:05:07]
THIS ONE. THEY REALLY DID. WHAT A GOOD DISCUSSION. A LOT OF IT WAS ABOUT THE WETLANDS. THE PREMIER THING WAS THE DENSITY.WHICH MR. BURNETT DID NOT TALK ABOUT. HE WANTED TO DEFLECT . H KNOWS IT IS A PROBLEM. WE ALL KNOW IT IS A PROBLEM. I HAVE A PICTURE HERE THAT PROBABLY WIL NOT EVEN SHOW UP BECAUSE THE DENSITY IS SO DENSE . YOU CANNO EVEN SEE THE INDIVIDUAL UNITS.
THEY ARE LIKE A TOOTHPICK. YOU CANNOT EVEN SEE THEM. UP HERE THOSE TWO HOUSES NEXT DOOR TO THEM , 14 UNITS. WE WILL BE LOOKING DOWN ON THEM. TWO HOUSE WILL HAVE 14 NEIGHBORS. TWO STORY LOOKING DOWN. WAY TOO DENSE. LOOK AT THIS. LOOK AT THIS. SAME THING HERE. THESE ARE OTHER COMMUNITIES IN THE AREA THIS AREA, AS WAS BROUGHT UP IN PZA , THE COMP PLAN CHOSE B FOR A REASON . THIS ARE DOWN AND OUR PART OF THE COUNTY IS DIFFERENT. THEN A LOT OF OTHERS. WE HAVE A LOT OF OPEN LAND. EVERYTHING ON THE EAST SIDE OF US 1 'S CONSERVATION AREAS AND PARKS , WIDE OPEN. THEY CHOSE B FOR THIS. ON PURPOSE. WE HAVE TO STOP CHANGING THIS. THE COMP PLAN HAS ONLY BEEN IN FORCE FOR JUS A COUPLE OF YEARS. WE STARTED CHANGING IT LIKE THE WEEK IT WAS PRESENTED AND PEOPLE CAME IN. DON'T TURN THIS THING INTO SWISS CHEESE. WE ARE GETTING READY TO DO THIS PROCESS AGAIN. LET'S WAIT. THE SEWAGE WILL NO EVEN BE THERE UNTIL 2025 OR 2026. THANK YOU.
>> >>> GOOD MORNING. DORIS TAYLOR 208 LABILITY OF ROAD. I THOUGHT THAT WOULD START WHEN I TARTED STARTED TALKING. HIGH DENSITY HOUSING PROJECTS ARE SUPER PROFITABLE. FINANCIAL ADVISERS RECOMMEND AFFORDABLE HOUSING PROJECTS AS THE MOST STABLE AND PROFITABLE REAL ESTATE INVESTMENTS AVAILABLE. I QUOTE WILL A CHIEF ECONOMIST WITH GRE WILLET AND REAL PAGE PROVIDER OF PROPERTY MANAGEMENT SOFTWARE THERE IS GROWING INVESTOR INTEREST IN LOWER-PRICED POINT PRODUCTS. WHETHER THE PROPERTIES ARE OF AN AFFORDABLE HOUSING PROGRAM OR JUST MARKET RATE PROJECTS AT THE LOWER END OF THE PRICE SPECTRUM. I ALSO QUOTE PAMELA WEST. SENIOR PORTFOLIO MANAGER AND IMPACT INVESTING IN NEW REAL ESTATE.
AFFORDABLE HOUSING INVESTMENTS. ALSO OFFERED DURABLE INCOME STREAMS FOR INVESTORS. THEY HAV DEMONSTRATED RESILIENCY EVEN THROUGHOUT VOLATILE ECONOMIC ENVIRONMENTS. LET'S LOOK AT TH BROADER PICTURE. ST. JOHNS COUNTY WAS A BEAUTIFUL PLACE TO LIVE. DEVELOPERS BUILT BIG HOUSES AND PEOPLE MOVED HERE IN DROVES. HOUSE PRICES ARE HIGH. MANY WORKERS LIVE IN NEIGHBORIN COUNTIES. DEVELOPERS WANT TO BUILD HIGH DENSITY PROJECTS BECAUSE THEY ARE MORE PROFITABLE. THOSE WHO PAY HIGH PRICES FOR THEIR HOMES DO NOT WANT TO SEE HIGH DENSITY PROJECTS SUCH AS AFFORDABLE HOUSING. MANY TAXPAYING VOTERS CURSED THE TRAFFIC. WHAT HAS BEEN HAPPENING WITH OUR GOVERNMENT WHILE THIS UNFOLDED? OUR GOVERNOR ACCEPTED HUGE CAMPAIGN CONTRIBUTIONS FROM DEVELOPERS. SENATOR HUDSON WAS ELECTED AND REELECTED. IT'S ON OF THE BIG DEVELOPERS IN THE STATE. GOVERNOR DESANTIS APPOINTED TWO COMMISSIONERS TO THIS BOARD. THEY DRAFTED LEGISLATION IN 2020. IT DID NOT
[02:10:04]
PASS THEM BUT IT IS BEEN RESURRECTED AS THE LIVE LOCAL ACT. WHICH SPECIFICALLY DELETES THE AUTHORITY OF LOCAL GOVERNMENTS REGARDING AFFORDABL HOUSING. PUT IT TOGETHER.DEVELOPERS MADE SURE STATE AND LOCAL POLITICIANS WERE BEHOLDEN TO THEM. LOCALS DON'T WANT THA HOUSING. THE LIVE LOCAL ACT WA SIGNED BY GOVERNOR DESANTIS TO LEADING THE AUTHORITY OF LOCAL GOVERNMENTS. THAT IS A DISCONNECT. OUR POLITICIANS ARE TAKING OUR TAX DOLLARS TO SUBSIDIZE DEVELOPERS WHILE LEGISLATING OUR WAY OUR RIGHTS TO GOVERNOR OWEN COUNTY. WHAT CAN WE DO? ELECT LOCAL STATE AN POLITICIANS.
>> THANK YOU MISS TAYLOR. >> THE PZA DID NOT HEAR SOME OF THIS STUFF. THE DEVELOPER AND HIS LAWYER DECIDED TO ADD WORKFORCE HOUSING. TO GET WHAT THEY WANT. WE ARE TALKING ABOU LIMITED OFFER TO KEY INDUSTRIE FOR THE WORKFORCE HOUSING. I'M VERY CONCERNED ABOUT WHAT WE AR DOING WITH THE WORKFORCE HOUSING. THAT TO ME IS DISCRIMINATION. I DON'T KNOW HO WE CAN STATE THESE THINGS AND ELIMINATE HALF THE PEOPLE THAT MADE IT REALLY CONCERNS ME. I AM GLAD THEY WERE ABLE TO FIGUR THAT OUT AFTER SOMEONE TOLD THEM. MY REAL CONCERN AND I AM VERY GRATEFUL FOR EVERY RESIDEN OR CONCERN TAXPAYER THAT HAS COME OUT HERE THIS MORNING , AS THE GENTLEMAN SAID WE ARE NOT PAID TO SHOW UP. WE COULD SIT HERE ALL DAY AND DEVELOP ¿ WHILE THE LAWYERS GET PAID. I WANT TO THANK EVERYBODY WHO HAS SPOKEN AND EVEN THE ONES WHO HAVE NOT. FOR THEIR CONCERN TO SHOW UP AND TO DO THEIR HOMEWORK. THIS IS NOT CLAMOR O THE CROWD TODAY. IT IS CONCERNE TAXPAYERS AND THEIR COMMUNITY.
WHICH CONTINUES TO SHOW UP HERE I ASK YOU ALL TO DENY THIS BECAUSE IT IS NOT APPROPRIATE. IT IS TOO DENSE AND WE ALL KNOW IT. THE DENIAL WAS TECHNICAL. STILL DO NOT UNDERSTAND THE TECHNICAL. IT IS A 3-3. WE WILL EXPLAIN TO EVERYBODY NOW WHAT THEY WILL DO AFTER WE GET A REBUTTAL. I HOPE IT IS DOWN TO FIVE MINUTE REBUTTAL. I THINK THIS SHOWS YOU AGAIN THERE ARE TAXPAYERS AND RESIDENTS IN THIS COMMUNITY THAT WILL SHOW UP AN WILL TAKE THEIR TIME. THEY ARE CONCERNED ABOUT AS NOT EVERYBODY BUT MOST OF US HAVE SAID, IT IS QUALITY OF 0F , LIFE. THAT'S FOR THE LITTLE ON THAT WAS UP HERE. IT HAS BEEN QUIET AND PAYING ATTENTION AND HIS GRANDDADDY DID A GOOD JOB.
QUALITY OF LIFE VERSUS MONEY. LET'S GET DOWN TO IT. FORGET THE WORD GREED. MONEY , THE LITTLE ONE UNDERSTANDS HONEY WHEN HE GOES WITH HIS DADDY AND GRANDDADDY TO GO TO THE STORE T GET THINGS HE WOULD LIKE TO HAVE. THAT IS WHAT WE WILL TALK ABOUT. PLEASE, DENY THIS. A NUMBER ONE AND NUMBER TWO. THAN
>> GOOD MORNING, THANK YOU MY NAME IS BILL HAMILTON AND I LIV AT 7000 CHARLES STREET IN SAINT AUGUSTINE. LIKE THE GENTLEMAN AND THE ELECTRICIAN, I TOOK THE DAY OFF OF WORK TO BE HERE ALSO I APPRECIATE YOU ALL LISTENING TO US PATIENTLY. TO OUR CONCERNS. UNLIKE THE GENTLEMAN WHO TOOK THE DAY OFF WHO IS AN ELECTRICIAN. THIS IS NOT MY FIRST TIME ADDRESSING YOU. I HAVE BEEN HERE A BUNCH OF TIMES AS HAVE A LOT OF THE PEOPLE IN THE AUDIENCE TODAY. VOICING THEIR CONCERNS AND SUPPORT OF THE SOUTHERN PART OF THE COUNTY TO HELP MAINTAIN THE RURAL NATURE OF CRESCENT BEACH IN TH SOUTHERN PART OF THE COUNTY.
TWO PARCELS OF LAND. I AM PART OF A 1100 ACRE HUNTING LEASE ON 206. I AM FAMILIAR WITH THAT AREA. COMMISSIONER DEAN AND COMMISSIONER WHITEHURST YOU RESPONDED TO THE EMAIL THAT I SENT ASKING YOU TO DENY THIS. THE REQUEST FOR REZONING. AND
[02:15:01]
COMMISSIONER DEAN , LIKE YOU , YOU SAID YOU DROVE PAST THIS ROAD FOR 17 YEARS. AS PART OF YOUR JOB IN PALATKA. I HAVE BEE WALKING THE WOODS FOR THAT LON OF TIME OR LONGER. THE CONCERN I HAVE ARE THE CONCERNS THAT TH OTHER SPEAKERS HAVE . TRAFFIC , WETLANDS, IMPACTS TO THE SCHOOL. MY SON WAS PART OF THE FIRST GRADUATING CLASS AT PEDR MENENDEZ HIGH SCHOOL. HE WAS INVOLVED IN A FENDER BENDER. JUST LEARNING HOW TO DRIVE AND ANOTHER CART ALSO FILLED UP WIT YOUNG KIDS SLAMMED INTO THE BAC OF HIM. THAT AREA HAS BEEN DRIVING HAZARD FOR A LONG TIME. I WOULD JUST SAY THIS COUNTY UNPRECEDENTED GROWTH AN UNPRECEDENTED CHALLENGES AND WATER SUPPLIES PERIOD ANY WETLAND CAN PROVIDE WATER STORAGE OR RECHARGE TO BE PROTECTED AT ALL COSTS. THIS HAS TO BE TAKEN SERIOUSLY. I WOULD ASK YOU TO DENY THIS REQUEST. INCREASING DENSITY IN THIS AREA WILL NOT PROVIDE THE SOLUTION TO THE PROBLEMS THAT W FULL OF ROANE COUNTY. I APPRECIATE YOUR ATTENTION. YOU HAVE ALWAYS BEEN RESPECTFUL AND ENCOURAGING AND WELCOMING. WE APPRECIATE YOUR TIME AND SERVICE. THANK YOU VERY MUCH.>> GOOD MORNING. >> I LIVE AT 58 WILLOW DRIVE.
IN AUGUSTINE. THERE IS ONE POINT THAT NOBODY HAS BROUGHT UP. THERE'S BEEN A LOT OF TALK ABOUT MENENDEZ TRAFFIC BUT NOBODY BROUGHT UP 206 IS ZONED FOR SOUTHWEST ELEMENTARY SCHOOL. IT IS ON 206 WEST OF I-95. EXCUSE ME , I AM EXTREMEL NERVOUS AND NEVER SPOKE IN FRON OF A GROUP. ALL ELEMENTARY AGED CHILDREN WILL PASS IT DEVELOPMENT TWICE A DAY DURING THE SCHOOL YEAR. PLEASE DENY THIS DEVELOPMENT. THANK YOU.
>> ANYONE ELSE FOR PUBLIC COMMENT ON AGENDA ITEMS NUMBER
ONE AND TWO? >> MATTHEW KLEIN, ST. JOHN'S COUNTY SHERIFF'S OFFICE. SHERIFF HARDWICK ASKED ME TO COME OVER AND SPEAK ABOUT ONE SPECIFIC ELEMENT TO THIS PROJECT. PROBABLY IN THE LAST TWO AND HALF YEARS WE HAVE SEEN A LOT OF DEVELOPERS COME TO OUR OFFICE AND ASKED FOR US TO GET ON BOARD WITH THEIR PROJECT. THEY WILL ASK US TO COME OVER AND SPEAK ON BEHALF OF THE PROJECT. WE SIT DOWN AND LOOK A WHAT EXACTLY ARE YOU PROPOSING? THEY WILL SHOW US THE LOCATION AND KIND OF ASPECT OF THEIR PROJECT. AS YOU KNOW WE HAVE A RECRUITING PROBLEM WITH THE AGENCY. NOT SO MUCH , EVERYBODY WANTS TO WORK HERE BUT NOBODY THAT WE ARE TRYING TO RECRUIT CAN AFFORD TO LIVE HERE. IT'S BEEN A CONSTANT ISSUE. WHEN WE SIT DOWN WITH THE DEVELOPERS AN LOOK AT WHAT THEY ARE OFFERING THEY ARE NOT OFFERING ANYTHING. WHEN MR. BURNETT BROUGHT THIS T OUR ATTENTION A 60 DAY WINDOW IS AN OPPORTUNITY FOR US TO LOO AT OUR EMPLOYEES THAT LIVE OUTSIDE OF THE COUNTY. THEY LIV IN PUTNAM COUNTY AND FLAGLER COUNTY. IF THEY ARE SERIOUS ABOUT WANTING TO LIVE IN ST. JOHNS COUNTY THIS IS AN OPPORTUNITY FOR THEM TO DO THAT THIS LOCATION, IF THE FOLKS THA COME UP HERE AND SPOKE IT'S A SAMPLE OF THE COMMUNITY AND WHA OUR EMPLOYEES WILL LIVE IN WE ARE ALL FOR IT. THESE ARE GREAT PEOPLE COMING UP HERE AND SPEAKING. THEY ARE MUCH LIKE MINDED. THEY WANT A SAFE COMMUNITY. WE DO NOT TAKE A POSITION WHETHER OR NOT THE PROJECT IS COMPATIBLE. THAT IS BIG DECISION FOR YOU. WE WANT T PUBLICLY THANK MR. BURNETT FOR HAVING A LITTLE BIT OF INGENUIT AND ACTUALLY SHOWING A REAL COMMUNITY WHERE TEACHERS AND POLICE OFFICERS AND FIREMEN , THE JURY IS STILL OUT ON THEM. MEDICAL WORKERS, THAT IS HUGE.
DELTA COUNTY COMMUNITY WE WOULD BE PROUD OF. WE PRESENT THIS TO OUR PEOPLE AND AWAY WE ARE ENDORSING THAT COMMUNITY THAT WILL BE SAFE. SOME OF THE PROJECTS THAT HAVE COME BEFORE THE SHERIFF WE DO NOT FEEL GOOD ABOUT THOSE PROJECTS. WE LIKE THE AREA. CITIZENS REPRESENT THAT PARTICULAR DISTRICT.
WHETHER OR NOT IT IS COMPATIBLE THAT'S A HEAVY DECISION FOR YOU ALL TO FIGURE OUT. WE DO THINK MR. BURNETT AND HIS TEAM FOR A
[02:20:09]
PROJECT TO US THAT DOES MAKE SENSE. IT GIVES US ENOUGH TIME AND THERE'S ENOUGH UNITS THAT I IS ACTUALLY SOMETHING THAT IS A OFFER WE CAN PROVIDE. THAT'S AL THAT I HAVE. THANK YOU.>> I WOULD LIKE TO THANK THE BOARD FOR THEIR SERVICE TO ST.
JOHNS COUNTY. ONE OF THE THINGS , RANDALL GARNER 117 SERIOUS LANE IN THE COMMUNITY OF WOOD LAKE. ONE OF THE THINGS THAT SCARES ME , THREE OF MY KIDS WENT TO PEDRO MENENDEZ HIGH SCHOOL. IT RUNS THROUGH THIS AREA. I'M TRYING TO PAINT A MENTAL PICTURE FOR YOU. YOU HAV THE RED LIGHT WHICH IS 206 AND US 1. YOU HAVE A RAILROAD TRACK RIGHT IN THE MIDDLE. AND THEN YOU HAVE A SCHOOL. EVERY SINGLE DAY THAT SCHOOL IS IN OPERATION YOU HAVE A LINE OF CARS , A SOLID LINE OF CARS THAT WILL RU FROM US 1 IN THE 206 INTERSECTION ACROSS THE RAILROA TRACK AND TO THE SCHOOL. IT'S SOLID LINE OF CARS THAT WILL RU FROM THE RED LIGHT TO THE SCHOOL. BARS COME DOWN AT CERTAIN TIMES. WHEN TRAFFIC IS THROUGH THE AREA. KIDS ARE GETTING OUT OF SCHOOL AND RUSHING AND THEY WANT TO GET HOME. THEY HAVE PLACES TO GO AN THEY ARE EXCITED. THEY DO STOP ON THE RAILROAD TRACKS. THEY AR DISTRACTED AND NOT PAYING ATTENTION. THE TRAFFIC IS MOVING VERY SLOW. THEY WILL STOP ON THE RAILROAD TRACKS. ALL THE SUDDEN WHEN THEY DO THE LOOK AROUND IN A PANIC AND REALIZE WHERE THEY ARE AT.
THERE ON THE RAILROAD TRACK. CARS BEHIND HIM FOR A HALF A MILE BEHIND THEM AND A QUARTER MILE IN FRONT OF THEM. IF ALL THE SUDDEN THE TRAIN COMES IN THE BAR START COMING DOWN WHERE WOULD THEY GO? THEY WOULD DRIVE OVER INTO THE DITCH. THERE IS VERY LITTLE EASEMENT ON THE SIDE OF 206 THAT ALLOW FOR ANYTHING TO GO BY. I'M JUST THINKING I WANT TO LEAVE A MENTAL PICTURE OF A SOLID LINE OF TRAFFIC. FIVE DAYS A WEEK FROM THE REDLINED TO THE SCHOOL YOU CAN PUT A RAILROAD TRACK RIGHT IN THE MIDDLE OF THAT. THANK YOU VERY MUCH.
>> THANK YOU SERVER. ANYONE ELS FOR PUBLIC COMMENT ON AGENDA ITEMS ONE AND TWO. SEEING THAT WE WILL CLOSE THE PUBLIC COMMENT. BUT BEFORE WE HEAR FRO MR. BURNETT , FOR THE PURCHASE OF SCHEDULING WE WILL HEAR ITEM ONE AND TWO AND THEN GO INTO A 30 MINUTE NON-AGENDA PUBLIC COMMENT. THEN WE WILL TAKE A BREAK FOR LUNCH AND COME BACK I HERE AGENDA ITEMS THREE AND FOUR. MR. BURNETT? YOUR RESPONSE.
>> THANK YOU MR. CHAIRMAN AND COMMISSIONERS. I WANT TO HIT A FEW HIGHLIGHTS HERE. IT IS INTERESTING. THERE IS ALL KIND OF DIFFERENT PROJECTS. THAT COMES BEFORE YOU. THERE ARE ALS TIMES LIKE THIS WHERE YOU HAVE PROJECT WHERE ON SO MANY DIFFERENT ISSUES IT IS CHECKING BOXES. I WILL START WITH ONE THAT IS INTERESTING THAT I STARTED OUT WITH. RANDY THOUGH THAT WAS OBVIOUSLY A NICE THING TO DO YEARS AGO. 40 YEARS HERE IN THE COUNTY THE INTERESTING THING ABOUT HIM IS IF YOU KNOW ANYTHING ABOUT HIM HE IS NOT TH GUY IN THE OFFICE. HE IS NOT TH GUY THAT HAS THE WORKERS OUT IN THE FIELD. HE IS ONE OF THE PEOPLE ON THE TRACTOR OUT IN TH FIELD. YOU DO HAVE A CIRCUMSTANCE WHERE YOU HAVE A KNOWN ENTITY THAT ST. JOHNS COUNTY BASED AND ITS OFFICES ARE HERE IN ST. JOHNS COUNTY.
WITH ME TODAY IS SAM CROZIER. SOME OF YOU MAY RECOGNIZE HIM.
SAM IS ON THE POND RHODESIA ZONE AND ADJUSTMENT BOARD. THEY DO NOT HAVE PROJECTS IN THE PONDER DEIDRE AREA. THEY HAVE HAD SERVICES ON THE ZONING AND ADJUSTMENT BOARD TO HELP ON DEVELOPMENT ISSUES AND LOOKING AT WHAT IS GOING ON AND PUNTER THE DRIVE. FOLKS ARE ACTIVE IN OUR COMMUNITY. I WANT TO
[02:25:04]
ADDRESS THE PUBLIC COMMENT. IT IS VERY IMPORTANT. MR. HILL'S POWERPOINT PRESENTATION, WE ALL RECOGNIZE IT IS NOT STATE STATUES HE IS REFERRING TO IT I COUNTY CODE. WHAT WE KNOW IS INSIDE THE DEVELOPMENT AREA. IT IS DEFINED BY THE COMPREHENSIVE PLAN AS BEING AN FILLED. DENSITY, THE THING THAT WAS PUT UP BY SACCO THEY USED A GROSS ACRE MEASUREMENT. IT'S NOT AN ACCURATE REFLECTION. IT DOES NO REFLECT THE DEVELOPMENT POTENTIAL IN THE AREA CONSIDER ALL RESIDENTIAL B IS A WORKFORC HOUSING COULD GET UP TO SIX UNITS PER ACRE. WETLANDS AND THE WATERWAYS THAT WERE RAISED ARE AN ISSUE. THERE IS NO CONNECTIVE WATERWAY. RAILROAD TRACKS TO THE WEST IN 206 TO TH SOUTH AND US 1 TO THE EAST. AND TO THE NORTH OF US. CAN YOU JUM TO THE SLIDE , 73 ? MR. CLARK, THANK YOU. IT'S PROBABLY 30 MORE SLIDES. I WANT TO POINT SOMETHING OUT. THE HOUSE AT THE END THAT ARE THE CLOSEST TO OUR PROJECT AND WOULD LIKE TO THE NORTH OF US THEY HAVE AN UNUSUA ORIENTATION AT THE END OF THE CUL-DE-SAC. YOU LOOK AT THE END OF THE CUL-DE-SAC AND TYPICALL THE BACKYARD SPAN OUT TO THE SOUTH. ON A TYPICAL CUL-DE-SAC.THE HOMES ARE ORIENTED WITH A DIFFERENT ORIENTATION THAN YOU WOULD EXPECT. IT IS CLEAR SOMETHING IS GOING BEYOND THE CUL-DE-SAC. IT'S COMMON SENSE. THE OWNER OF THE HOUSE IN THE DISTANCE IN THE BACKGROUND IS ACQUIRED WELL AFTER THE PROJEC BEGAN. PHOTOS THAT SHOW SHOWN ABOUT THE WETLAND AREA YOU CAN SEE IF YOU LOOK IN THE AREA WE PULLED UP THE AS BUILT DRAWING AND THE CIVIL CONSTRUCTION DRAWINGS THAT WERE APPROVED FOR WOOD LAKE. MOST OF THE LOTS THERE WAS BETWEEN THREE AND SIX FEET OF FILL BROUGHT INTO WOOD LAKE. THERE IS A SIGNIFICANT BUFFER BETWEEN OUR PROJECT AND THE FARM MASS MAJORITY OF ALL THE HOMES TO THE NORTH. JUST FROM THE FACT THAT THE WETLANDS ARE WITHIN THE PUD AND THE PRESERVATION IS IN THE PUD AND WE HAVE ANOTHER 25 FEET OF BUFFERING WE PUT ON OUR NORTHBOUND BOUNDARY. THIS AREA IS INTERESTING. IT WOULD SHOW THE BOAT AND RV STORAGE LOCATIO RIGHT AT THE RAILROAD TRACKS.
RIGHT NEXT TO IT TO THE NORTH O ALONG THE RIVER TRACKS IS A RAILROAD FACILITY. WITH THE RAILROAD OWNS THAT PARTIAL.
THEY STORED VEHICLES THERE AND WHATNOT. IT'S PART OF THEIR SERVICE LOOKING AT THE EXISTING ZONING , THIS GOES SOUTH. THE RMH EXISTING WITH THE LADY WAS COMPLAINING , YOU WILL HAVE
[02:30:05]
TRAFFIC ON THE SECTION OF US 1 WHAT DO WE KNOW FROM THE TRAFFIC? THE TRAFFIC COMING OUT OF THE PROPERTY WILL HEAD SOUTH AND MAKE A U-TURN AND GO NORTH ON U.S. ONE. THE PROBLEM WITH TRAFFIC OF WHAT THEY ARE TALKING ABOUT ONE OF THE PUBLIC COMMENTS TALKED ABOUT COMING OU A WOOD LAKE AND HAVING TO GO SOUTH TO THE AND GO NORTH. YOU WILL HAVE MORE OF THAT. WE DID HAVE A LETTER TO YOUR PACKET. IT WILL BE IMPROVED WITH THE TOWNHOME. HE IS ON AFFORDABLE HOUSING ADVISORY COMMITTEE WE ARE NOT TALKING ABOUT HOUSING FOR OUR PROJECT PERIOD ONE OTHER THING ABOUT THE MOBILE HOME EXISTING ZONING. IF YOU LOOK AT IT AND HOW A SITE PLAN COULD WE OUT FOR A MOBILE HOME PARK IT ACTUALLY WORKS. YOU CA SEE THE PROXIMITY BETWEEN THESE SIGNS WILL ACCESS US 1. PROBABLY NOT THE BEST USE FOR THIS PROPERTY. YOU CAN SEE ALONG THE RAILROAD TRACKS ACTUA OWNERSHIP. YOU CAN SEE HOW THE PROJECT LAYS IN WITH WHAT IS THERE ON THE GROUND TODAY. IF YOU LOOK AT WHAT IS TO THE EAST AND THE REST OF OUR SITE YOU HAVE A CIRCLE K AND THE RV SALES CENTER. OUR COMMERCIAL IS DESIGNED WITH THE INTENT IT WOULD BE SOMETHING SIMILAR TO WHAT IS ON 206 EAST OF US 1.THERE ARE TWO BIG COMMERCIAL PROJECTS THAT WOULD BE SIMILAR.
IN ACRE AND A HALF TYPE COMMERCIAL. A SMALL NEIGHBORHOOD TYPE COMMERCIAL SERVE THE RESIDENTS IN THE AREA THE SIX THAT DO NOT EASILY COMMUTE FROM THIS LOCATION. IF YOU LOOK AT HOW GREAT THE SITE IS FOR WORKHOUSE HOUSING AND YOU SAY YOU ARE FOUR MINUTES LONGER IF YOU LOOK AT A COMMIT TO HYDRO FOR EXAMPLE , AT 16 OR 95. MAJOR EMPLOYERS AGAIN IN THAT LOCATION. 207, THE SAME THING. A SIMILAR COMMIT TAKING A DRIVE FROM THE SHORES VERSUS I-95 FROM THIS LOCATION. TWO AGAIN MAJOR EMPLOYERS. IT WORKS WELL FOR WORKFORCE HOUSING. TH DENSITY ISSUE, WE HAVE HEARD THAT. ON THE RESIDENTIAL BAY YOU CAN GET SIX UNITS IN ACRE FOR WORKFORCE. WE ARE PROPOSIN SIX UNITS PER ACRE. YOU SITE PLAN. I WANT TO MENTION A COUPLE OTHER POINTS. THIS IS THE DIFFERENCE MAKER. I REALLY DO. AS I SAID THERE THERE ARE TIMES WERE AT MOMENTS THAT ARE CHALLENGING I WILL ADMIT. I HAV MOMENTS OF GREAT PRIDE. BEING

SON OF AN EDUCATOR THAT SPENT 3 YEARS EDUCATING FOLKS. AND THE SON OF SOMEONE IN THE MILITARY FOR 47 YEARS AND GETTING HER TO STAND HER ON A PROJECT THAT WIL OFFER YOUR TARGETED GROUP OF WORKFORCE HOUSING A UNIQUE OPPORTUNITY TO THIS IS NOT THE NORTH PART OF THE COUNTY. WHEN YOU'RE DEALING WITH WORKFORCE HOUSING YOU HAVE FOLKS THAT WIL BE COMMUTING OUTSIDE OF THE COUNTY. THIS IS IN THE LOCATIO YOU WANT. IT HAS THE HIGHEST CHANCE TO BE WORKFORCE HOUSING FOR ACTUAL PEOPLE THAT WORK IN OUR COMMUNITY. ON TOP OF THAT I HAS THIS ADDED POTENTIAL OF 60 DAYS WHERE FOLKS THAT ARE IN LA ENFORCEMENT AND FIRST RESPONDER AND FIREMENAND PARAMEDICS, THE BEST OF THE BEST IN OUR COMMUNITY. NURSES AND FLAGLER HOSPITAL NEEDS NURSES . YOU HEA IT OVER AND OVER. THE CHALLENGE THESE BIG GROUPS ARE FACING ABOUT GETTING EMPLOYEES. THEY WILL GET THEM TO WORK HERE BUT THEY WILL HAVE TO PAY A LOT OF MONEY TO MAKE THE COMMUTE. THIS BRINGS AT HOME TO GIVE US A GREAT OPPORTUNITY. I ALSO SUBMIT THIS. YOU HAVE A SEPARAT CONSTITUTIONAL OFFICER THAT WAS ABLE TO COME HERE AND SPEAK TODAY. IT IS CHALLENGING FOR OTHERS THAT MAY BE IN SIMILAR SITUATIONS TO COME AND SPEAK TO YOU THAT THIS IS SOMETHING THAT IS A GREAT OPPORTUNITY AND AN OCCASION FOR THEM. IT IS SOMETHING WE ARE SUPPORTING.ESPECIALLY WHEN IT'S ONE THAT HAS A LIMITED FIRST OFFERING TO THIS GROUP. WITH THAT I WILL STOP TALKING AND HAPPY TO ANSWER ANY QUESTIONS. I KNOW YOU HAVE A CHALLENGING JOB. I KNOW YOU HAVE A CHALLENGING ROLE. 100 SOMETHING EMAILS IN A BIG GROUP OF FOLKS HERE. I DO NOT MEAN TO SAY ANYTHING INSULTING WHEN I SAY THIS. I'M PASSIONATE ABOUT THE PROJECT.
THI IS NOT THE WORKFORCE GROUP. IN LARGE PART THIS IS NOT THE WORKFORCE GROUP THAT WAS HERE TODAY SPEAKIN IN OPPOSITION TO THE PROJECT. THE WORKFORCE GROU IS WORKING. PLEASE CONSIDER THI
PROJECT. >> THANK YOU MR. BURNETT BOXER THANK YOU FOR YOUR COMMENTS. COMMISSIONER JOSEPH? I HAVE A QUESTION FOR YOU MR. BURNETT. CAN YOU REITERATE WHAT TIME DOE SCHOOL START ? THE HIGH SCHOOL?
>> I WANT TO SAY NINE 9:30. >> THAT WOULD BE LATE. THE GRAD SCHOOL START AROUND 830. HIGH SCHOOL 9:45. 8:45. WHEN DO YO GO TO WORK? IF YOU HAVE THESE PEOPLE IN THE WORKFORCE HOUSING THE TOPIC OF THE ISSUE. PAUL GOING TO GO TO WORK THE KIDS AR GOING TO SCHOOL? THE TRAFFIC NUMBERS, I NOTICED ON THE SHEE WAS RECORDED IN 2020 AND THE LAST THREE YEARS OR 2 1/2 YEARS IT HAS GROWN UP IN THAT AREA A LITTLE BIT PERIOD 38 ACCIDENTS 2021 AND 42 RED THIS YEAR. HOW DO YOU VISUALIZE THE WORKFORCE OF HOW MANY PEOPLE ARE IN THEIR LIVING IN THE WORKFORCE HOUSIN
AREA THAT YOU WANT? >> YOU ARE TALKING ABOUT 137 TOWNHOMES. THAT WOULD BE IN THE WORKFORCE HOUSING. WHAT IF TWO
PEOPLE ARE GOING TO WORK? >> I COULD ANSWER YOUR EARLIER QUESTION. 7 AM IS WHEN SPORTS PRACTICE STARTS.
>> I JUST A CLASS OF MINICARS. THE BIGGEST THING OF 147 EMAIL WAS TRAFFIC. I DO NOT KNOW HOW THAT WILL WORK. BEING ABLE TO TAKE A LEFT AND THEN A RIGHT OUT OF THE WOODLAND, AND THEN HAVING A COMMERCIAL , I BROUGHT THIS UP WHEN I MET WITH YOU.
HAVING A COMMERCIAL PROPERTY ON THE EDGE THERE. THEY ARE SUPPOSED TO GO IN AND OUT THERE AS WELL AS WHAT COMMERCIAL WOUL WANT TO BE IN THERE WITH THAT TRAFFIC. IF YOU CANNOT PULL IN THERE TO GET SOMETHING. IF IT I A STORE OR RESTAURANT OR WHATEVER IT WILL BE COMMERCIAL. THAT WOULD BE HARD. AND I GO TO
[02:40:02]
THE GROCERY STORE IF IT'S HARD TO GET IN AND OUT OF I DO NOT G TO THE GROCERY STORE. I'M FLABBERGASTED AT THE DENSITY A WELL AS THE PEOPLE THAT BOUGHT THEIR HOMES ON TWO HOMES PER ACRE. THEY DID NOT EXPECT THIS TO BE IN THEIR BACKYARD.ESPECIALLY AT THE END OF THE CUL-DE-SAC. IT MAKES ME VERY NERVOUS UNLESS YOU HAVE A DIFFERENT IDEA ABOUT THE
TRAFFIC. >> I CAN ONLY GO BY THE COUNTY' MEASUREMENTS. THE COUNTY REQUIREMENTS AS A TEAM. THE COUNTY HAS A WAY THAT IT CLASSIFIES ITS ROADWAYS AND GIVES THEM A LEVEL OF SERVICE. IT MEASURES THE AND QUANTIFIES THAT. THAT'S THE BEST WE CAN DO AS FAR AS TRAFFIC. THE ROADWAYS MAY APPEAR TO HAVE A LOT OF TRAFFIC. THERE MAY BE ISSUES RELATED TO ROADWAYS. THAT DOES NOT MEAN THE ROADWAYS OR EVEN THAT CAPACITY. WE DO KNOW AND HAVE AREAS WHERE THE ROADS ARE AT CAPACITY. THIS IS NOT A SITUATION. I RESPECT WHAT YOU
ARE SAYING. >> THAT IS 2020 CAPACITY. THAT
IS NOT NOW. >> AS FAR AS IN OUR TRAFFIC ENGINEERS ANALYSIS OF IT WAS NO 2020 IT WAS 2022.
>> IT WAS RECORDED IN 2022. IT SAID THE UPDATE OF THE 2020 .
>> THE SPREADSHEET IS 100% THE COUNTY SPREADSHEET.
>> IF YOU ARE BASING THE CAPACITY ON THAT IS THERE A POLICE OFFICER IN THE AREA? IS THERE ONE STILL IN HERE THAT I COULD ASK ABOUT? I GUESS THEY LEFT.
>> THE ONLY OTHER THING I CAN TELL YOU IS THE COMMERCIAL SITE IS SIMILAR TO THE COMMERCIAL SITE THAT IS EAST OF US 1 ON 206. ON BOTH SIDES. ON THE NORT SIDE AND THE SOUTH SIDE OF 206

AND OUT OF THERE. >> INDIVIDUAL ACCESS SIMILAR TO
>> COMMISSIONER DEAN? >> THIS IS AN INTERESTING PROJECT. AND AN INTERESTING SETTING. WE SAT HERE AS COMMISSIONERS AND SOMETIMES WE FIND OURSELVES TRYING TO ACHIEV ALMOST MUTUALLY EXCLUSIVE GOALS. WE ALL HAVE BEEN STRON PROPONENTS OF AFFORDABLE HOUSING. MOST OF YOU HAVE HEAR ME SPEAK ON THIS ISSUE SINCE YOU HAVE KNOWN THE COMMISSION.
DO STRONGLY SUPPORT AFFORDABLE HOUSING. I WANT TO COMPLEMENT THE APPLICANT FOR HIS COMMITMENT FOR AFFORDABLE HOUSING. THAT'S NUMBER ONE. NOW LET ME TALK ABOUT THESE ISSUES AS QUICKLY AS I CAN. THEY ARE A LITTLE COMPLICATED.
>> MY COMMENT ON TRAFFIC IS THIS. SOME OF YOU MAY REMEMBER OR KNOW I LOVE CRESCENT BEACH FROM 1984 UNTIL 2010. THE FIRST 17 YEARS I COMMUTED FROM CRESCENT BEACH ON 226-2207 TO HASTINGS TO PALATKA TO THE WATE MANAGEMENT DISTRICT. FAMILIAR WITH 206 HAVING MOVED IN 2010 NORTH ALL THE WAY NORTH TO ST.
AUGUSTINE BEACH BY THE WAY. I STILL COMMUTE 206 PROBABLY AT LEAST ONCE A WEEK. WHEN I FIRS STARTED COMMUTING UNTIL SIX THERE WERE MORNINGS I WOULD DRIVE THE ENTIRE STRETCH FROM CRESCENT BEACH TO THE INTERSECTION OF 27 NORTH OF HASTINGS. DID NOT SEE ONE CARD IF YOU CAN BELIEVE THAT. IT IS TRUE. I WOULD USUALLY ALMOST REAR END A TRACTOR PULLING A TRAILER. BEYOND THAT IT WAS CLEAR. NOW I HAVE AT LEAST EIGHT OR 10 FRIENDS WHO LIVE ON OR OFF 206 BETWEEN THE BRIDGE AND US 1. I CAN TELL YOU I DO NOT NECESSARILY RELY ON STATISTICS. WHAT I LOOK AT IS DAY-TO-DAY ACTIVITY. EVERY ONE OF THEM TOLD ME THEY ARE ALMOST TAKING THEIR LIFE IN THEIR OWN HANDS. TRYING TO PULL OUT OF AN OF THOSE SUBDIVISIONS ON 206 AN ON TO A TWO LANE ROAD WITH 55 MILE PER HOUR SPEED LIMIT. IN MANY CASES YOUNGER DRIVERS. THEY ARE FRANKLY NOT TO BE OBJECTIVE AS I CAN. IT IS A BIG TRAFFIC PROBLEM. COMING AN
[02:45:11]
GOING. I'M GLAD SOMEBODY BROUGHT THAT UP. THIS WOULD BE ANOTHER PROJECT SIMILAR TO THE ONE BETWEEN THE BRIDGE AND US 1. IT WILL GENERATE A LOT OF WHAT I CONSIDER TRAFFIC SAFETY PROBLEMS. THE DRAINAGE AND WETLAND ISSUES , FOR THE MOST PART, I STILL TODAY TRUST THE WATER MANAGEMENT DISTRICT TO DO THE RIGHT THING. I WILL GRANT YOU ON SUCH A SMALL SIZE AND SUBSTANTIALLY WET , EVERY TIME THERE IS A SUMMER RAIN WHEN HE USED TO DRIVE BY THERE RIGHT NEXT TO THE TRAFFIC AND THE RAILROAD TRACKS ON THE WEST SID OF US 1. THIS WAS STANDING WATER PRETTY MUCH. THE LAST ISSUE I WILL COMMENT ON. ALL OF YOU KNOW TOO IF YOU HAVE HEARD ME SPEAK HERE MY TWO PRIMARY ISSUES WITH RESPECT TO ANY DEVELOPMENT AND RESIDENTIAL AND COMMERCIAL AND AFFORDABLE HOUSING IT DOESN'T MATTER.COMPATIBILITY AND INFRASTRUCTURE. HERE I HAVE TO CONCLUDE THAT THIS IS TOTALLY INCOMPATIBLE. NOT ONLY THAT BUT ALL THE SURROUNDING RESIDENTIAL AREAS AND COMMUNITIES ARE AT TWO OR LESS I HAVE TO CONCLUDE EVEN THOUGH I LOVE AFFORDABLE HOUSING AND THE DEVELOPERS AND WHAT THEY HAVE OFFERED TO PUT FIRST RESPONDERS AND DEPUTIES AND OTHERS FIRST. I CANNOT SUPPORT A PROJECT THAT IS THIS INCOMPATIBLE WITH AN AREA THAT CONTINUES TO GROW AND GROW AND ADD TRAFFIC AND MORE HOMES. THIS IS TO INCOMPATIBLE. I WIL
BE VOTING NO ON THIS PROJECT. >> THANK YOU COMMISSIONER DEAN.
ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD? DO WE HAVE A
MOTION? >> THANK YOU MR. CHAIRMAN. I WANT TO KIND OF SPEAK TO THIS PROJECT A LITTLE BIT. WE RECEIVED A LOT OF EMAILS AND CONCERNS. A LOT OF FEEDBACK REGARDING THE TRAFFIC IN THE DENSITY. I DID SPEAK WITH A COUPLE FOLKS HERE TODAY. JERRY PRICE IS THE ELECTRICIAN. I SPOKE AND MET WITH HIM AND SO FORTH. I HAVE HEARD A LOT OF CONCERNS. I DO SEE , FOR ME ON PERSONAL LEVEL WITH MY WIFE BEING A TEACHER , I DO SEE THE AFFORDABLE HOUSING ISSUE WE ARE HAVING HERE. I'M VERY CONCERNED. WE MENTIONED PEDRO MENENDEZ A LOT HERE TODAY. I AM CONCERNED WE WILL NOT BE ABLE TO FIND ANY TEACHERS. THIS IS AN ISSUE THAT IS NEAR AND DEAR TO ME. I LIKE THE FACT THEY ARE OFFERING A PRIORITY FOR TEACHERS AND PUBLIC SERVICE WORKERS. FOR THE TWO MONTHS.
AGAIN, I HAVE CONCERNS. WE RECEIVED A LOT OF EMAILS.
ABOUT THE COMPATIBILITY HERE. ONE OF MY OTHER CONCERNS IS THA THIS WENT BEFORE THE PLANNING AND ZONING BOARD AS A DIFFERENT PROJECT. IT WENT 3-3. AT THAT TIME IT WAS NOT A WORKFORCE HOUSING. SOME FOLKS HAD MENTIONED THAT WHY DOES IT HAVE TO GO BACK TO PLANNING AND ZONING AND BE HEARD. IT DOESN' HAVE TO GO BACK TO PLANNING AND ZONING BUT IT CAN COME DIRECTLY BEFORE US. I'M ALMOST THINKING IT MAY BE AN OPPORTUNITY FOR TH PUBLIC TO GET MORE INFORMATION AND SEND IT BACK TO PZA. THAT IS WHERE I AM LOOKING AT IT. AGAIN, I HEAR ALL THE CONCERNS.
I DO KNOW NO MATTER WHO I TALKED TO HEAR WHETHER THE CHAMBER OF COMMERCE ARE COMPANIES LIKE RAHMAN NURSES TEACHERS AND FIREMEN, THE AFFORDABILITY HERE IS A MAJOR ISSUE. MY CONCERN IS THIS IS A DIFFERENT PROJECT. IT HAS CHANGED AND IT MAY NEED TO GO BACK WITH PZA.
>> ANY OTHER DISCUSSION OR QUESTIONS?
>> I DO NOT UNDERSTAND THAT AT ALL COMMISSIONER. THIS IS THE ONLY TIME WE CAN TALK TO EACH OTHER. THESE PEOPLE HAVE TAKEN TIME OUT OF THEIR DAY. THEY HAV WRITTEN SEVERAL COMMENTS. TO HAVE THEM TO GO BACK AND THIS BECOMES THE SAME PROJECT BACK A
[02:50:07]
PZA AND ENDS UP BACK HERE AT THE WORKFORCE. THERE ARE TRAFFI AND 41 STUDENTS OVERCAPACITY FOR THE HIGH SCHOOL THERE. I CALLED ALL THE PORTABLES THE OTHER ELEMENTARY SCHOOLS. WE ARE NOT LOOKING AT THE IMPACT O THESE THINGS TOO. THE TRAFFIC, THERE IS NO SOLVING THAT IN TH RAILROAD CROSSING I DIDN'T EVEN THINK ABOUT. I HAVE BEEN COMING OUT OF THE COUNTY BUILDING RIGH THERE ON US 1. I HAVE SAT THERE GOING WAIT I HAVE TO PULL FORWARD OR BACK. THERE ARE SO MANY OTHER ISSUES. I'M NOT SURE GOING BACK TO THE PLANNING AND ZONING WILL MAKE ANY DIFFERENCE WHATSOEVER UNLESS THEY WILL BUILD TWO HOMES PER ACRE AND HAVE A NICE COMMERCIAL BUILDING WHICH WOULD PROBABLY WORK INTO THE TRAFFIC BETTER. THANK YOU. SPOKE COMMISSIONER ARNOLD.>> IF THIS WERE TO GO BACK TO PLANNING AND ZONING ARE THERE ANY OTHER CHANGES YOU WOULD CONSIDER MAKING TO THIS PROPOSAL? WOULD IT SIMPLY BE WHAT WAS PROPOSED HERE TODAY?
>> THAT IS A FANTASTIC QUESTION AFTER PEASY A WHEN WE ADDED THE WORKFORCE HOUSING WE LOOKED AT IT AND BECAUSE I TRIED TO GO TO LET'S GO TO B AND DO THE WORKFORCE HOUSING. LEGAL TOLD US IT COULD NOT BE CHANGED WITHOUT GOING ALL THE WAY BACK AND RE-ADVERTISING STARTING FRESH OVER FROM THE BEGINNING.
THAT WAS SOMETHING THAT THE SELLER WOULD NOT GIVE US THE TIME TO DO. CERTAINLY I HAVE HEARD THINGS TODAY. I HAVE NOT HEARD ANYTHING THAT COULD CHANG IT. THE DENSITY IS THE ARGUMENT THE DENSITY IS REQUIRED FOR THE WORKFORCE IF THAT MAKES SENSE.
IF YOU WATCH THE PEASY A VIDEO YOU SAW FROM THE BEGINNING THIS PROJECT FOR ME HAS BEEN ABOUT OUR COUNTY EMPLOYEES. THAT IS WHO WE ARE LOOKING TO SERVE WIT THIS. TO BE ABLE TO HIT THAT PRICE POINT YOU HAVE TO HIT THE DENSITY . CERTAINLY REGARDLESS OF WHAT IS EVENTUALLY DEVELOPIN HAIR. IT WILL BE AND IT HAS TO MEET WITH THE WATER MANAGEMENT DISTRICT STANDARDS. IT HAS TO B BROUGHT UP REGARDLESS OF THE NUMBER OF HOMES. AND BASICALLY WILL BE THE SAME WHICH IS WHAT THE SLIDESHOWS YOU. THE LINE WILL HAVE TO BE, AND WILL HAVE TO BE FILLED IN HERE. AND CERTAINLY WE HAVE PUT TOGETHER AN ASSEMBLAGE OF SEVERAL SELLER TO KEEP THAT TOGETHER. POTENTIALLY YES GOING BACK COULD CHANGE THE PROJECT SIGNIFICANTLY. NOT IN ANY GOOD WAY IF THAT MAKES SENSE. THE SELLERS REFUSING TO GO FORWARD WITH OUR CURRENT DEALERS. IF THAT MAKES SENSE.
>> I THINK SO. THANK YOU. >> WHICH ELEMENTS OF THE PROJECT WERE YOU HOPING THE PZ WOULD RECONSIDER? WE ARE NOT HEARING WORKFORCE HOUSING ZONIN PROPOSAL HERE TODAY. THERE ARE POINTING OUT THIS COULD BE UNDER THE ZONE. I'M JUST TRYIN
TO FULLY UNDERSTAND. >> FOR ME AND THANK YOU MR. CHAIRMAN FOR THE OPPORTUNITY TO SPEAK ON IT. A LOT OF FOLKS FEL LIKE THIS WAS AN OPPORTUNITY THAT THE DEVELOPER WAS PUTTING ON THEIR TO GET THIS TO MOVE FORWARD. TO SWEEP THE DEAL.
THEY WERE QUESTIONING WHY YOU WOULD NOT HAVE TO GO BACK. IF THEY HAD CHANGE THE PROJECT. IT'S MORE OF AN ACCOUNTABILITY AND A TRUST THING. THE PUBLIC OUT THERE, OBVIOUSLY THEY HAVE CONCERNS WITH DEVELOPMENT. YOU KNOW , IT'S MORE OF THAT ACCOUNTABILITY ASPECT PERIOD .
>> ARE YOU PREPARED TO MAKE A MOTION?
>> I WOULD MAKE A MOTION TO SEN IT BACK TO THE PLANNING ZONING BOARD , AND ESSENTIALLY THEY AR HEARING THE SAME THING IN TERMS
[02:55:09]
OF HOW MANY UNITS, THERE IS NO PROPORTION CHANGES. I GUESS WE HAVE THE RIGHT TO DO THAT. I JUST WANT TO MAKE SURE WE ARE OGOOD LEGAL FOOTING HERE. >> YOU DO HAVE THE RIGHT TO DO THAT BECAUSE IT HAS CHANGED. THERE ARE DIFFERENCES IN WHAT CAN BE DONE TO THE DENSITY BONU REQUIREMENT. IF THEY PURSUE THE OPTION THEY ARE NOT REQUESTING ANY DENSITY BONUSES. THERE ARE DIFFERENCES IN RESTRICTIONS THA WOULD APPLY UNDER EITHER SCENARIO. THAT HAS NOT BEEN ANALYZED.
>> THEY WOULD HAVE TO CHANGE THEIR PROPOSAL TO GET THE BONUSES. EVEN AS IT HAS BEEN CURRENTLY PROPOSED.
COMMISSIONER DEAN? >> I CAN SAY I SEE NO SUPPORT.
FOR THE VERY REASON THAT I HAV TAKEN THE POSITION THAT I HAVE MADE VERY CLEAR THAT I WOULD NOT SUPPORT ANYTHING MORE THAN TWO UNITS PER ACRE. IN ORDER T HAVE AFFORDABLE HOUSING YOU HAV TO HAVE A BOARDED SECTION. TH WHOLE ISSUE IS A CONUNDRUM. I ORDER TO ACHIEVE SIX UNITS PER ACRE. YOU HAVE TO PROVIDE AFFORDABLE HOUSING. AGAIN IT I COMPATIBILITY ISSUES. I JUST WANT TO SAY AGAIN, I DO NOT SE A REASON TO SEND IT BACK TO THE PZA. I SEE SOMETHING COMING BACK. WE WILL STILL HAVE SIX
UNITS PER ACRE. >> COMMISSIONER JOSEPH?
>> I AGREE WITH YOU 100%. I DO NOT WANT TO WASTE SO MANY PEOPLE'S TIME GOING OVER THIS AGAIN. ESPECIALLY ON OUR TEAM.
WE WILL LEAVE THAT UP TO THE REST OF THE COMMISSIONERS.
>> WE HAVE DEFINITELY SENT SOM BACK FOR REVIEW AT 5501802.DRA WHEN IT HAS CHANGED. I DON'T FEEL IF WE SEND IT BACK ANYTHIN WILL BE FUNDAMENTALLY DIFFERENT WHEN IT ARRIVES BACK AND FRONT OF US LATER ON. I WOULD BE PREPARED TO TAKE A BOW ON IT TODAY. I WANT TO BE RESPECTFUL OF EVERYBODY'S TIME AND OUR TEAM'S TIME AND THE APPLICANT'S TIME. BASED ON THE CONVERSATION HERE WITH THE BOAR I WOULD LIKE TO WITHDRAW MY MOTION AND SEND IT BACK TO PZA. OFFER A MOTION TO DENY SS 22-0 BASED ON FOUR FINDINGS OF FACT.
>> SECOND. >> WE HAVE A MOTION ON AGENDA ITEM NUMBER ONE TO DENY. PLEASE VOTE. WE HAVE A SECOND. THE MOTION TO DENY PASSES 5-0 AND NOW WE NEED A MOTION ON AGENDA
ITEM NUMBER TWO. >> LET ME PULL IT UP HERE.

LADIES AND GENTLEMEN I YOU COULD PLEASE CONTINUE A CONVERSATION OUT IN THE ROTUNDA THAT PRESENTS ANY OVERHEAD MATERIAL, PRESENT THAT MATERIAL TO BE ENTERED INTO PUBLIC RECORD. THANK YOU.>> THANK YOU . FIRST OF ALL, I REALLY DO APPRECIATE THE TIME.
I WANT TO THANK THE FOLKS FOR THE LAST SESSION WHEN YOU ADA COUNTY FACILITATED THE POSTPONEMENT OF THE REPORT TO ALLOW US TO DEVELOP SOME FACT-BASED THINKING AROUND THIS. WE GAINED SIGNIFICANT INSIGHTS FROM TAYLOR AND ALSO ENGINEERING. THEY HAVE SIX SIGNIFICANT CONCERNS OVER MANY PARTS OF THE REPORT AND ALSO JUST THE SCOPE OF WHAT GOES BEYOND THE ORDINANCES IN WHICH IT DEVELOPS, AND WE ARE HOPING TO BE MANAGED ARE LOOKED AT AS OTHER COMMUNITIES DEVELOPED AROUND AT A SIMILAR TIME. DESPITE THE FACT THERE ARE DISAGREEMENTS BY THE ENGINEERS, THERE ARE ALSO A KEY POINTS, THEY ALL AGREED THAT THE FLOODING THAT TOOK PLACE , UNFORTUNATELY, WAS NOT DUE TO THE MANAGEMENT SYSTEM. WE HAVE THE RECORD. THIS WAS DUE TO THE HURRICANE STORM SURGES, AND ENTIRELY DRIVEN ANIMAL. SECONDLY, THEY AGREE EVEN IF EVERYTHING IN THE REPORT WERE GRANTED AND GIVEN UNLIMITED FUNDING, IT WOULD NOT MITIGATE OR PRECLUDE ANOTHER LIFE EVENT SOME TIME IN THE FUTURE, SO THAT'S VERY KEY. ANOTHER ITEM IS THE SLOPE ISSUE THAT KEEPS COMING BACK. WE THOUGHT WE HAD PUT THIS THING TO BED. WE WOULD LIKE TO GET IT AND LET IT SLEEP FOR A WHILE. WE HAVE A LETTER FROM A COUPLE YEARS AGO FROM THE ST. JOHNS WATER DISTRICT, WHERE THEY GAVE US A LETTER OF COMPLIANCE AND CLOSURE ON THE BESPOKE AGREEMENT. PLEASE KEEP THAT IN MIND AS WE MOVE FORWARD. THE TASK IS TO ALLOW US TO WORK WITH THE WATER DISTRICT AS WE HAVE IN THE PAST . WE HAVE NO VIOLATIONS. WE HAVE A RECORD OF COMPLIANCE. WE WANT THE BEST STORM WATER MANAGEMENT SYSTEM WE CAN HAVE OUR RESIDENTS HERE THAT IS OUR GOAL. WE HAVE ISSUES THAT WE WERE ASKED TO OVERREACH AND DEVELOP THINGS, AND IT WILL NOT IMPACT THE STORM WATER MANAGEMENT SYSTEM AND ITS ABILITY TO MITIGATE FLOODING COULD CONSIDER THAT. ALLOWING US TO WORK WITH THE WATER DISTRICT, YOU KNOW, THIS IS ALSO ASKING FOR US TO HAVE A PLAN AND BUDGET. YOU WILL HEAR A LITTLE BIT LATER SOME OF THE THINGS WE HAVE PUT FORWARD AND ARE PLANNING TO DO, SO IT'S NOT LIKE WE THINK THE STORM WATER MANAGEMENT SYSTEM IS PERFECT. IT IS A WORK IN PROGRESS, AS YOU WELL KNOW. EVERY STORMWATER MANAGEMENT SYSTEM IS ALLOWING US TO COME BACK WITH A PLAN AND A BUDGET SO WE CAN ELIMINATE OR MINIMIZE FUTURE ASSESSMENTS TO OUR RESIDENTS. BUT AGAIN, SINCERE THANKS FOR ALL YOUR TIME. GOOD DAY.
>> THANK YOU, SIR. >> GOOD AFTERNOON. FORGOT
>> GOOD AFTERNOON, ENNEKING GIANNIS. AND SO, ONE OF THE THINGS I WANTED TO SAY QUICKLY IS THERE ARE A LOT OF RESIDENTS FLOODING FROM REGULAR RAINSTORMS, NOT JUST HURRICANES . I AM ONE OF THOSE RESIDENTS. THERE'S BEEN A LOT OF TALK ABOUT WHAT OUR STORM SYSTEM CAN HANDLE AND WHAT IT WAS DESIGNED FOR, AND I ACTUALLY HAVE ONE OF THE ORIGINAL PERMITS FROM 1982 . THE DESIGN OF THE LAKE CONNECTOR PIPES AND FLOODGATE SYSTEM ARE DESIGNED FOR A 25 YEAR, 24-HOUR STORM. THE NORMAL WATER SURFACE OF THE LAKES WITHIN THE PROJECT ELEVATION IS ONE, CONTROLLED BY AND OUTFALL STRUCTURE. THE DESIGN HIGH WATER OF THE LAKES FOR 25 YEAR, 24 HOUR STORM IS 2.6 , AND THEN WE GO ON TO SAY THAT DEVELOPMENT WITHIN THE DRAINAGE BASIN AREA WILL BE PROTECTED FOR A 100 YEAR, 24 HOUR STORM .
THE AREA IS COMPLETELY SURROUNDED BY A ROADWAY AND/OR A FIRM WITH A MINIMUM ELEVATION OF FIVE FEET ABOVE SEA LEVEL.
[03:05:01]
THAT PROTECTS ALL THE WATER FROM COMING IN, WHICH IS VERY IMPORTANT. ALSO, WANT TO SHARE A MARSH LANDING MEMO TO EVERYBODY , AND IT'S HERE. IT SAYS WE SHOULD BE PROTECTED UP TO 4 1/2 FEET OF STORM SURGE IN THE EVENT OF A STORM. NOW, THE LAST THING I WANT TO TALK ABOUT IS ST. JOHNS COUNTY ACTUALLY HAS ABOUT 17 PAGES OF YOUR OWN CODE FOR STORM WATER MANAGEMENT . SOME OF THOSE CODES ARE ACTUALLY REALLY GOOD, ONE OF WHICH SAYS YOU DON'T GIVE PROPERTY RIGHTS OR ALL-OUT ENCROACHMENT OF PRIVATE PROPERTY. THE OTHER ONE RIGHT HERE TALKS ABOUT NEEDING 6 INCHES OR FREE BOREDOM ON THE PONDS, WHICH WOULD MAKE OUR POND BANKS ABOUT 3 1/2 FEET, SO THAT IS A SURVEY OF JUST ONE POND. THIS IS NEAR MY HOUSE.YOU CAN SEE WHERE THE TOP OF THE BANK IS . A SURVEY WAS DONE, AND JUST TO BLOW THAT UP SO EVERYBODY CAN SEE IT, RIGHT HERE, TOB IS TOP OF BANK. THE LATEST SURVEYS DONE HERE, THIS IS CRUCIAL. IF YOU LOOK AT THE GREEN LINE, THAT IS A 3 1/2 FOOT CONTOUR , SO THAT 3 1/2 FOOT CONTOUR, WHICH SHOULD BE AROUND THE POND, IS ACTUALLY BEING FOUND IN RESIDENTS' PRIVATE PROPERTY, WHICH CAUSES OBVIOUS FLOODING. THANK YOU
>> GOOD AFTERNOON. I REPRESENT MARSH LANDING TO THE MARSH LANDING MANAGEMENT COMPANY. I WANTED TO TAKE A MINUTE TO ELABORATE ON SOME OF THE RECENT PROJECT THE ASSOCIATION HAS COMPLETED AND NO PROJECTS AS WELL AS HIGHLIGHT, MAINTENANCE, PROCEDURES, FUTURE UPDATES,
PRECAUTIONARY ITEMS . >> HEADS UP, TIMER ALREADY STARTED. IT'S ALL RIGHT. PRECAUTIONARY ITEMS TO THE COMMUNITY. SORRY. LISTED HERE, YOU WILL SEE THAT THE ASSOCIATE HAS TAKEN UPON AN UPGRADED THE MAIN PUMP STATION, AS WELL AS SEVERAL EFFICIENCY COMMUNITIES AND YOU WILL ALSO NOTICE THAT HAS THE NEW DIESEL ENGINES FOR THE PUMP STATIONS AS WELL AS SECURITY UPDATES. ONE ADDITIONAL THING YOU'LL NOTICE ON UPCOMING PROJECTS, WE HAVE TO OUR COMMUNITY RESERVE STUDY, AND WITH THAT RESERVE STUDY, IT SPELLS OUT HOW AND WHAT WE DO IN THE COMING YEARS , 2024, BUSINESS PARK PUMP SYSTEM. JUST TO NAME A FEW.
ADDITIONALLY, HERE ARE SOME OF THE PICTURES AND EXAMPLES OF COMPLETED PROJECTS THROUGH THE LAST YEAR. COMMUNITY SPENT $1.5 MILLION ON REPLACEMENTS AND UPGRADES TO THE STORM WATER SYSTEM TO PLANT RESERVE FUNDING SINCE APRIL 2015, AND OVER
500,000 IN GENERAL OPERATING. >> JUST TURN IT , JUST SO WE
>> KEEP GOING. OTHER WAY. >> ONE MORE. GOT IT. THERE WE
GO. THANK YOU . >> THE ASSOCIATION, LET'S SEE, ALSO ENHANCEMENTS TO THE ASSOCIATED COSTS AND STORM SYSTEM TOTAL $1 MILLION. YOU WILL SEE IN THE ATTACHED BREAKDOWNS OF THE ITEMS WERE PROJECT REPAIRS. THESE ITEMS TOTAL OVER $3 MILLION TO THE ASSOCIATION HIGHEST RESERVE TO ANALYZE THE ASSETS FOR THE COMMUNITY. THE STUDY EXTENDS OVER 30 YEARS, AT ANY NEW CAPITAL PROJECT IS ADDED TO THE RESERVE FOR MY FUTURE PLANS OF REPLACEMENT. IN ADDITION TO THE RESERVE PLANNING, THE ASSOCIATE HAS AN ONGOING YEARLY BUDGET OF $500,000 FOR PREVENTATIVE MAINTENANCE, UPKEEP, FUEL SUPPLIES, AND THE COMMUNITY. I MENTIONED THE APRIL 4 MEETING THAT WE WISH WE HAD BEEN ASKED FOR INFORMATION AND WE COULD'VE HELPED HER BIDE SOME DETAIL TO HELP THE REPORT. THIS SURVEY IS AN EXAMPLE, AND IT'S PROBABLY NOT GOING TO BE ABLE TO BE ZOOMED IN ELECTRONICALLY.
A ROAD TO BE ELEVATED. YOU WILL NOTICE ON THE SURVEY THAT THE ROAD IS ABOUT THE ELEVATION REQUIRED, SO WE WOULD REQUEST THAT THE COUNTY STAFF SET ASIDE TIME TO REVIEW THE FINDINGS .
THANK YOU. >> THANK YOU, SIR. WOULD YOU MIND GIVING ALL OF THOSE OVER?
>> GOOD AFTERNOON . >> GOOD AFTERNOON.
>> I LIVE IN MARSH LANDING ON DEAR TRACE DRIVE, AND YOU JUST
[03:10:02]
HEARD THERE IS SUPPOSED TO BE A BURN.>> YOUR NAME, MA'AM? >> AMBASSADOR MARILYN MCAFEE.
I AM LIVING IN MY DREAM HOME , AND I'M DELIGHTED TO BE THERE, BUT I DON'T, I DON'T ENJOY HAVING MY DRIVEWAY AND MY YARD FLOODED FROM THE ROAD, THE ROAD. I HAVE NO PROTECTION FROM THE SEWERS, GUTTERS, DRAINS , AND IT IS NOT A QUESTION OF HURRICANES, AS YOU ALL KNOW . THIS AREA IS SUBJECT TO THE EXTREMELY HEAVY SEASONAL RAINSTORMS, AND THAT IS SUFFICIENT TO FLOOD MY DRIVEWAY, MY YARD, MY GARAGE .
IT'S NOT JUST A PROBLEM. IT'S DANGEROUS. MY MAILBOX IS AT THE END OF MY DRIVEWAY, AND UNFORTUNATELY, TRYING TO GET TO THE MAILBOX, I HAVE FALLEN . ADMITTEDLY, I HAVE REPLACEMENT HIPS , BUT I WALK JUST FINE, BUT NOT IN A FLOODED DRIVEWAY, SO IT'S NOT JUST A PROBLEM. IT'S DANGEROUS. THE PALM BURNS ARE ONLY 1.2 FEET. THEY SAY THAT THEY ARE 3.5, BUT THEY ARE NOT THE FLOOD PROTECTION BURN IS MISSING. IT IS NOT THERE AT ALL. IT IS SUPPOSED TO BE SIX FEET, AND IT IS AT 1.2 FEET.
THAT DOES NOT SOUND LIKE A PROTECTION BURN AT ALL TO ME.
THE STORM WATER MANAGEMENT SYSTEM FOR HOA ONE IS NOT SUFFICIENT TO WITHSTAND THE NUMBER OF HOMES IT SUPPORTS , ACCORDING TO YOUR ASSESSOR, DAVID . THAT IS MENTIONED IN THE REPORT. THE REPORT BY DAVID SUGGESTS THE PROBLEM . MY ROAD WAS REPAVED . IT WAS NOT A DECENT JOB , AND THE ROAD SLANTS 100% TOWARD MY PROPERTY . NOW, I LIVE BETWEEN THE ROAD AND LAKE , BUT SOMETHING SHOULD'VE BEEN DONE TO AN INSURED THAT WATER DID NOT SEEP , THE POND, RATHER, THROUGH MY PROPERTY. IT IS NOT THE PROPER CONVEYANCE FOR STREET WATER. THANK YOU FOR YOUR ATTENTION. AGAIN, IT'S NOT JUST A PROBLEM. IT IS DANGEROUS.
>> THANK YOU. MY NAME IS PETER, AND I RESIDE AT 24476 ARBOR VIEW DRIVE. I AM ALSO THE TREASURER OF THE ASSOCIATION.
ONE OF OUR STORMWATER MANAGEMENT SYSTEM CONSULTING ENGINEERS, ERIC ALLMOND, REVIEWED THE TRAFFIC REPORT , AND DETERMINED THERE WERE STATEMENTS OUTSIDE THE PROJECT SCOPE SET FORTH BY THE ST. JOHNS COUNTY, AND THAT THERE ARE RECOMMENDATIONS THAT POTENTIALLY CREATE ADVERSE FLOODING CONDITIONS. THERE ARE TWO, JUST TWO EXAMPLES I WOULD LIKE TO CITE. FIRST, THE SUBDIVISION , WHEN DEVELOPED, WAS BOUNCED TO THE ST. JOHNS COUNTY AUDIT AND 78-38. MANY OF THE RECOMMENDATIONS CONTAINED WITHIN THE REPORT ARE SUGGESTIONS FOR IMPROVEMENTS, WHICH ARE NOT REQUIRED BY THAT ORDINANCE. SECONDLY, SOME ATTENTION WAS DRAWN TO SEVERAL PONDS WOULD HAVE THE REQUIRED 12 INCHES OF MINIMUM FREEBOARD, WITH THE SUGGESTION TO RAISE THEIR TOP OF BANK . THE RECOMMENDATION APPEARS TO HAVE BEEN DONE WITHOUT CONSIDERING THE CONSEQUENCES OF STORMWATER RUNOFF ON PRIVATE PROPERTY. WE REQUEST THAT ALMOND ENGINEERING BE GIVEN THE OPPORTUNITY TO SHARE IT'S HARD DATA WITH THE COUNTY STAFF AND DISCUSS THE RELEVANT DRAINAGE ISSUES IT HAS. THANK YOU.
>> THANK YOU, SIR. HELLO. >> HI . I LIVE AT 237 LINK SIDE CIRCLE, AND I AM HERE TODAY . I HAVE SHOWN YOU MANY PICTURES BEFORE, SO I APOLOGIZE IF YOU'VE SEEN THEM BEFORE. THIS IS MY GARAGE FLOODING FROM NORMAL RAINSTORMS IN LINK SIDE CIRCLE. I DO NOT -- THIS IS NOT SOME STORM SURGE BY ANY MEANS .
THESE ARE NORMAL RAIN, FLORIDA RAINSTORMS. THAT IS THE ROAD IN FRONT OF ME. MY NEIGHBOR TO THE NORTH, TO THE SOUTH, THIS IS ALL THE WATER. THIS IS WHAT I HAVE TO DO TO KEEP WATER AWAY FROM MY HOUSE FROM A DAILY RAINSTORM. THAT IS ALL THE WAY UP TO THE FIRST STEP TO MY GARAGE DOOR. THAT IS HOW HIGH THE WATER GETS . THIS IS A NORMAL RAINSTORM. THIS IS NOT A

TROPICAL STORM OF ANY NATURE. THESE ARE FLORIDA RAINSTORMS .THAT'S WHAT THESE ARE. I JUST WANTED TO SHOW SOME PICTURES BECAUSE IT KEEPS BEING MENTON ABOUT STORM SURGE. THERE IS NO STORM SURGE. IT'S A NORMAL FLORIDA RAINSTORM IN THE SUMMER. I COULD KEEP GOING, BUT I'M SURE I CAN EMAIL THESE TO YOU. I'VE HAD THAT BEFORE. I DO WANT TO READ CONDITION 26 IS WHAT WE'RE KNOWN AS, SOME OF US GET ST. JOHNS RIVER MANAGEMENT SYSTEM AND THE TSR, THEIR PERMITTEE SHALL DISTRICTS AND ENGINEERING REPORT DESCRIBING AREAS OF HISTORIC INTERMITTENT FLOODING. THERE IS -- RIVER MANAGEMENT HAS FOUND THEM TO HAVE HISTORIC INTERMITTENT FLOODING AREAS. MY HOME, BEING ONE OF THOSE. I AM LINK SIDE CIRCLE AS WELL. I ALSO WOULD LIKE TO READ TO YOU ALL MAINTENANCE AND DRAINAGE OF AFTER CONSTRUCTION. MY AREA WAS BUILT AFTER '86, SO THE CODES THAT WERE JUST MADE, MENTIONED IN '78 DON'T APPLY TO ME. I AM BUILT LATER, AND WAYNE FLOWERS MENTIONED THOSE IN HIS REPORTS.
THE '86 CALLED ARE WHAT APPLY TO ME IN LINK SIDE CIRCLE IN UNIT 14. ALL PRIVATELY OWNED DRAINAGE FACILITIES SHALL BE CONTINUOUSLY MAINTAINED BY THE HOMEOWNERS ASSOCIATION, DEVELOPMENT, OR ENTITY APPROVED BY THE COUNTY AND DESIGNATED IN THE CONSTRUCTION APPLICATION. FAILURE TO ADEQUATELY MAINTAIN THE FACILITY SHALL BE IN VIOLATION OF THIS CODE. THERE IS A VIOLATION THAT'S ALREADY BEEN FOUND FOR THIS, 6.040 6D BY ST. JOHNS COUNTY, ORDINANCE VIOLATED RIGHT HERE, IT SAYS.
FAILURE TO CORRECT VIOLATIONS, UP TO $500 PER VIOLATION . THE OTHER ONE I WOULD LIKE TO READ TO YOU HAS BEEN MENTIONED ALREADY BUT IT'S IMPORTANT IS THE OTHER CODE , ST. JOHNS COUNTY'S ORDINANCE PROJECTS THAT ARE CONSTRUCTED -- I'M SORRY. COUNTY APPROVAL OF THE PROJECT DOES NOT RESULT IN A GRANT OF AN EASEMENT OR PROPERTY RIGHTS ARE ON THE RISE ENCROACHMENT OF UPON OR USE OF PROPERTY BY OTHERS. AS RESULT, THE COUNTY WILL ASSUME THE APPLICANT AND PROJECT ENGINEER HAVE VERIFIED THE EXISTENCE OF LEGAL RIGHT TO DISCHARGE. THERE IS, AGAIN, PICTURES SHOWING WATER BEING ON PEOPLE'S PROPERTIES . THE CODE HAS BEEN CITED AGAIN , 604 06 , AND HERE IS A LETTER SAYING YOU CAN'T DO IT.
>> THANK YOU, MA'AM . >> THANK YOU.
>> YOU WOULD NOT MIND HANDING THOSE EVER? THANK YOU.
AFTERNOON. >> GOOD MORNING . MAYBE IT'S AFTERNOON. I'M SORRY. MY NAME IS STEVE CROSBY, AND I HAVE LIVED AT 25805 MARSH LANDING PARKWAY FOR THE LAST 27 YEARS.
I AM VERY SENSITIVE AND APPRECIATIVE OF THE COMMENTS MADE BY PEOPLE WHO HAVE EXPERIENCED STANDING WATER IN THEIR YARDS, BUT I'M ALSO HERE AS AN INTERESTED RESIDENT TO EXPRESS SUPPORT FOR THE MARSH LANDING BOARD AND EFFORTS TO BRING OUR COMMUNITY BACK TOGETHER AGAIN . I HAVE BEEN HERE 27 YEARS, AT THE LATEST EPISODE IS DISCONCERTING IN THAT RESPECT. I KNOW THE BOARD HAS BEEN TIMELESS HOURS ON DILIGENT WORK AND PROVIDED MUCH MORE TIMELY COMMUNICATION TO ALL OF US THAN WE HAVE HAD IN THE PAST, AND I'M PLEASED WITH THAT AND WANTED TO LET YOU KNOW. I AM ALSO HERE ON BEHALF OF SEVERAL MEMBERS OF THE NEIGHBORHOOD'S INFRASTRUCTURE COMMITTEE, WHO ARE VOLUNTEERS WHO COULD NOT BE IN ATTENDANCE TODAY BECAUSE OF OTHER COMMITMENTS, BUT THEY HAVE BEEN WORKING WITH THE ARNOLD ENGINEERING AND TAYLOR ENGINEERING THAT YOU'VE HEARD OF SO MUCH AT THIS POINT TO TRY TO RECONCILE THE VARIOUS CLAIMS AGAINST OUR COMMUNITY'S STORMWATER SYSTEM , MOST RECENTLY MADE IN THE REPORT.
WHAT HAD THIS COMMITTEE FOUND? THEY FOUND, IN TALKING WITH BOTH OF THE ENGINEERING COMPANIES THAT VIEW THE REPORTS, THAT THE REPORT IS -- HAS MANY GOOD THINGS, BUT IT'S ALSO FULL OF RECOMMENDATIONS THAT DON'T REFLECT ACTUAL REQUIREMENTS OF THE COUNTY ORDINANCES THAT WERE IN EFFECT AT THE TIME OF THE BULK OF MARSH LANDING WAS BUILT. TO ARRIVE AT THESE CONCLUSIONS, TAYLOR , AND ENGINEERING HAS PUT TOGETHER THEIR OWN STUDY , AND IF TRY TO COMPARE WHAT WAS REQUIRED VERSUS WHAT WAS RECOMMENDED AND TRIED TO RECONCILE THAT TO THE BENEFIT OF THESE FOLKS THAT SIT ON THE INFRASTRUCTURE COMMITTEE . STORMWATER MANAGEMENT, AS YOU HEARD, IS REALLY AN EFFORT TO DEAL WITH 25 YEAR RAIN EVENTS, AND THE REPORTS, SOMEHOW, CLOUDS THAT ISSUE AND COMBINES A NUMBER OF OTHER REFERENCES TO FLOODING THAT AREN'T NECESSARILY THE TYPE WE JUST HEARD ABOUT THIS MORNING THAT REPRESENTS WATER IN YARDS OR DRIVEWAYS, BUT ACTUALLY HOME FLOODING AS WELL, WHICH IS NEVER PART OF THE STORM WATER MANAGEMENT SYSTEM , OR THE ABILITY TO CONTROL HOME FLOODING IS NOT PART OF THAT SYSTEM. FURTHERMORE, IT'S INTERESTING TO ME, AND I UNDERSTAND FROM THE FOLKS ON COMMITTEE, THAT THE REPORT DOES HAVE ONE POINT OF AGREEMENT, I
[03:20:01]
GUESS THAT THE ENGINEERS TAYLOR AND ALLMAN AGREED THAT IT IS RIGHT AND THAT EVEN IF YOU TOOK ALL HIS RECOMMENDATIONS AND HIS REPORT, EVEN IF YOU TOOK ALL THE THINGS THAT WENT BEYOND THE REQUIREMENTS OF WHAT WAS DONE WHEN THE COMMUNITY WAS FIRST BUILT, THE HOMES THAT WERE FLOODED IN THE STORM EVENTS WE HAVE HAD ARE AMONG , MATTHEW NICOLE, I GUESS, HAVE OCCURRED.>> THANK YOU, SIR. HEY, THERE.
>> AFTERNOON. THE SPEECH ORIGINALLY SAID MORNING, BUT THINGS CHANGE. I'M AMY, 124 DEER ESTATES LANE, PONTE VEDRA BEACH AND MARSH LANDING, AND I WILL FOLLOW UP ON GREG'S COMMENTS ABOUT THE ALLEGATIONS YOU HAVE HEARD OVER THE PAST SEVERAL YEARS, THAT THE DRAINAGE SYSTEM FROM MARSH LANDING WAS NOT PROPERLY CONSTRUCTED, AND THE MASTER ASSOCIATION HAS NOT MAINTAINED IT PROPERLY WITHIN THE REQUIREMENTS OF THE WATER MANAGEMENT DISTRICT PERMITS OF THE COUNTY ORDINANCES, WHICH RESULTED IN FLOODING UP YARDS AND HOMES, AND THIS SIMPLY ISN'T TRUE. THE TERM FLOODING HAS BEEN USED IN CONFUSING WAYS, AS REFERRED TO A MINUTE AGO. HOME FLOODING SOURCES YARD FLOODING VERSUS RETENTION POND FLOODING'S ARE CLEARLY DIFFERENT. THE STORM WATER MANAGEMENT SYSTEM IS NOT DESIGNED TO PROTECT AGAINST TIDAL FLOODING. THERE ARE IMPORTANT DISTINCTIONS . TO SUMMARIZE THIS SLIDE, RAINFALL IS CAPTURED AND STORED IN THE COMMUNITY'S RETENTION POND FOR DISTRICT PERMITS AND COUNTY ORDINANCES. THE STORMWATER MANAGEMENT SYSTEM IS NOT DESIGNED TO STOP TIDAL FLOODING OR SURGES. AS YOU KNOW, A PRIMARY PURPOSE OF A RETENTION POND IS TO KEEP UNTREATED WATER, WHICH INCLUDE SEDIMENT AND OTHER POLLUTANTS, FROM FLOWING INTO A MARSHES . THE MARSH LANDING STORMWATER MANAGEMENT SYSTEM IS DESIGNED, PERMITTED, AND BUILT TO HANDLE A 25 YEAR, 24 HOUR RAINFALL EVENT . THIS IS WHAT WAS PERMITTED IN COMMUNITIES SUCH AS MARSH LANDING BUILT INTO '70S AND '80S. THERE ARE NO REQUIREMENTS, EVEN IN TODAY'S THEATERS COME FOR THE STORMWATER MANAGEMENT SYSTEM TO MANAGE TITLE EVENTS. AS THE AUDIENCE WAS TOLD, OVER 200 RESIDENTS IN JUNE OF LAST YEAR, THE MOST PRACTICAL PROTECTION FROM TIDAL FLOODING IS KNOWING YOUR FINISHED FLOOR ELEVATION.
COUNTY ORDINANCES REQUIRE A MINIMUM FINISHED FLOOR, THE BASE FLOOR ELEVATION, WHICH HAS INCREASED OVER THE PAST 30 YEARS FROM A REQUIREMENT OF FOUR FEET TO THE CURRENT SIX FEET. OUR RESIDENTS, WHICH MEANS IF YOUR HOUSE WAS BUILT 30 YEARS AGO, YOU MAY BE BELOW CURRENT STANDARDS. THEREFORE, OUR RESIDENTS ARE AWARE THAT IF THEIR BASE FLOOR ELEVATIONS ARE BELOW SIX FEET, SANDBAGS AND OTHER PREVENTATIVE MEASURES NEED TO BE TAKEN WITHIN AN IMPENDING STORM. AVOIDING TIDAL FLOODING IS DEPENDENT ON A HOME'S FOR ELEVATION AND NOT A COMMUNITY STORMWATER MANAGEMENT SYSTEM. THANK YOU.
>> THANK YOU, MA'AM. HI, THERE.
>> HI. I WANT THE FIVE OF YOU TO KNOW THAT I SINCERELY APPRECIATE EVERYTHING YOU DO AND RESPECT YOU, AND I RESPECT YOU ENOUGH TO PUT ON PANTS BECAUSE IN THESE ZOOM CALLS, I HAVE NOT DONE THAT FOR MANY YEARS. BUT WHAT I DON'T APPRECIATE OUR SOCIAL MEDIA POSTS THAT MOCK BOTH THE FIVE OF YOU AS WELL AS OUR COMMUNITY. TWO WEEKS AGO, I STOOD BEFORE YOU AND READ AN EMAIL FROM PRIOR COMMISSIONER BLOCKER UNEQUIVOCALLY STATING THE TRUTH WAS NOT TOLD. HE MOCKS HIS PANEL BEHIND YOUR BACK, BUT I DID NOT REALIZE THAT TWO WEEKS AGO, I DID NOT REALIZE I WAS DOING THAT. I GOT DRESSED IN A NICE KHAKI AND BUTTON-DOWN JUST LIKE MY NEIGHBORS BEFORE YOU. I REMEMBER ASKING, BEGGING, PLEADING FOR MORE TIME TO REPLY TO THE REPORT . AS MR. HENSLEY OFTEN DOES COME HE TRIES TO WHIP UP SOME TYPE OF HYSTERIA AND TRY TO MAKE IT LIKE I OR OTHER RESIDENTS OF MARSH LANDING WERE OUT OF CONTROL. WE ARE NOT TRY TO SEEK OUT ONE OR HUMILIATE YOU, AS MR. HENSLEY REPORTS , WHICH IS THE DEFINITION OF BULLYING COULD LET RITA SOCIAL MEDIA OUTBURST RIGHT AFTER THE LAST MEETING TOGETHER, AND I'M GOING TO STOP IN BETWEEN. THE INDEPENDENT STORMWATER REPORT COMMISSIONED BY THE ST. JOHNS COUNTY COMMISSIONERS IS UP TO OBJECTIVES , NOT UP FOR OBJECTIONS OR CHANGES BY OUR
[03:25:02]
MARSH LANDING MESSAGE BOARD OR FOUR OF THEM WHO TURNED UP TO THE FLOODING COMMISSIONS. ARE YOU KIDDING ME? ACTUALLY, I THOUGHT IT WAS YOU, THE COMMISSIONERS, THAT AT SOME VERY GOOD QUESTIONS ABOUT THIS ORDINANCE TO PUSH THE DRAFT COPY. IT WAS A DRAFT, WRITE, COPY TO A LATER DAY, SO LET'S CONTINUE. OUR MARSH LANDING MASTER BOARD TRY TO BULLY OUR FIVE COUNTY COMMISSIONERS TO STOP AN INDEPENDENT REPORT FROM COMING OUT. THAT IS A LITTLE WEIRD. I'M NOT QUITE SURE I REMEMBER THE MEETING THE SAME WAY, BUT I DID WALK UP TO THIS PODIUM A LITTLE TOO FAST, I GUESS. PEGASUS LOOKED OVER THE FACTS THAT OUR MARSH LANDING MASTER BOARD GAVE THEM AS WELL AS DATA. THERE WAS ABOUT TO BE AN INDEPENDENT REPORT, AND NEITHER OF US WERE SUPPOSED TO CHANGE THE CONCLUSIONS. AGAIN, ISN'T THIS A DRAFT COPY OF WHAT IS ABOUT TO BE SCRUTINIZED AND QUESTIONED? I DON'T GET IT. MAYBE I AM MISSING SOMETHING.OUR TRENTON OF OUR MASTER BOARD NEVER CEASES TO AMAZE ME. THEY WILL GO AT LEAST TO TRY TO BULLY PEOPLE, INCLUDING OUR ST. JOHNS COUNTY COMMISSIONERS. APPARENTLY, WE WERE INTIMIDATING TO YOU. THEY BULLY THE WRONG PEOPLE END UP CAUSING MORE ISSUES, SO FORTH AND SO ON. I AM RUNNING OUT OF TIME. THIS IS AN OUT RIGHT LIE ABOUT STORMWATER SURGE. HE SAID THIS HAS NOTHING TO DO WITH STORMWATER SURGE, SO I ASK YOU, PLEASE , HE IS ABOUT TO STAND UP WITH A BIG POSTER. I WALKED UP WITH THE SHIRT AND READERS. I AM NOT BULLYING YOU,
AND NOBODY ELSE IS. >> THANK YOU, SIR.
>> GOOD EVENING, GENTLEMEN. THANK YOU FOR TAKING THE LUNCH HOUR TO LISTEN TO US. I'M MAJOR GENERAL MALONEY, UNITED STATES AIR FORCE RETIRED, AND AS A LITTLE BIT OF PERSONAL INFORMATION, I LIVE AT 24 700 DEER TRACE DRIVE . I HAVE INTERFACED WITH PEOPLE IN VASES ALL AROUND THE COUNTRY, AND IN THE SURROUNDING COMMUNITY . WHENEVER WE HAD A PROBLEM, WE GOT TOGETHER, WE DISCUSSED THE PROBLEM, AND WE DISCUSSED WHAT TO DO IN THE FUTURE AND HOW TO FIX IT. NOW, WE COME TO MARSH LANDING. THIS HAS GONE ON FOR THREE YEARS .
MY HOME AT 24700 DEER TRACE DRIVE HAS BEEN FLOODED THREE TIMES. WE HAVE TO FIND A PROBLEM . WE HAVE GIVEN THE SOLUTIONS TO THE MANAGEMENT TIME AND TIME AGAIN . JUNE IS COMING, AND THAT'S HURRICANE SEASON . IS MY HOUSE GOING TO GET FLOODED AGAIN? WE HAVE BEEN AT THIS FOR THREE YEARS , AND THEY KEEP SAYING, WE HAVE DONE THIS. WE HAVE DONE THAT. MY HOME KEEPS FLOODING, AND NOBODY HAS DONE ANYTHING. THANK YOU.
>> THANK YOU, SIR, AT THANK YOU FOR YOUR SERVICE.
>> HI, I'M NADINE FROM 175 ADELANTO AVENUE IN ST.
AUGUSTINE . I AM READING A STATEMENT FROM ANOTHER CARE GROUP MEMBER, CASEY SINGLETON, CURRENTLY A PERMANENT SUBSTITUTE IN THE SJC SCHOOL DISTRICT WHO HAS A GROWING CONCERN OF THE DEFINITION BETWEEN AFFORDABLE AND WORKFORCE HOUSING IS GROSSLY BLURRED IN THE COUNTY. AS A SUBSTITUTE IN PROCESS OF BEING CERTIFIED IN THE STATE OF FLORIDA, HER CONCERN IS WITH THE TEACHER CRISIS AND LACK OF BUDGETING BY THE SCHOOL DISTRICT, THERE'S NO AFFORDABLE HOUSING FOR A FIRST-YEAR TEACHER. THEY START AT THE BASE LEVEL INCOME OF 40 7K A YEAR, WHICH IS OVER THE LIMITS FOR INCOME-BASED HOUSING, AS WELL AS HABITAT FOR HUMANITY, WHICH POSES THE QUESTION OF HOW CAN ANYONE OR ANY ENTRY-LEVEL SERVICE WORKER ACTUALLY AFFORD A HOME OR APARTMENT IF THEY ARE A SINGLE INDIVIDUAL WITH ONE SOURCE OF INCOME IN THIS CITY? I WILL TELL YOU IT'S IMPOSSIBLE UNLESS A SILVER SPOON IS TAKING BEHIND YOU. AFTER LOSING MY JOB, WHICH GROSSED ME OVER 50 K A YEAR, IT HARD TO FIND A JOB THAT WILL PAY ME AS MUCH FOR MY SKILLS, WHICH LIMITS MY ABILITY TO LIVE ALONE OR SEARCH FOR AN APARTMENT THAT WILL NOT MAKE ME. IS A RISE AND HOUSING COSTS, AS ST. AUGUSTINE IS ABOVE ALL RANKINGS, 60TH INTERSTATE 4 PAY AND A, QUOTE UNQUOTE, NUMBER ONE SCHOOL DISTRICT, AND SUBSTITUTES, EVEN PERMANENT TEACHERS, DO NOT MAKE ENOUGH TO PAY REALISTIC BILLS OR RENTAL OF OVER 1500 AVERAGE HERE WITHOUT A SECOND JOB, WITHOUT THE SCHOOL SYSTEM IN WHAT I CONSIDER TO BE SAMPLES. I SAY THIS AS A GRADUATE FROM THIS SCHOOL DISTRICT IN 2008. I'M PROVIDING THESE DETAILS TO NOT ONLY UNCOVER A DARK REALITY, BUT ALSO DRIVE IT HOME BUT YOUR EFFORTS NEED TO TRULY HONE IN ON WHAT IS AFFORDABLE
[03:30:02]
OR INCOME-BASED IN THIS COUNTY, WHOSE AVERAGE MEDIAN INCOME IS 28 FIVE A YEAR, AVERAGING HALF 1 MILLION. WHO WILL FILL THE RESTAURANTS, FAST FOOD CHAINS, WALMARTS, AND TARGETS IN YOUR SCHOOLS? THEY HAVE TO DRIVE 45 MINUTES FROM JAX, PALM COAST, OR PALATKA TO BE HERE. THEY SHOULD NOT BE TARGETING OLDER NEIGHBORHOODS, BUT INCREASE IN TRAFFIC AND BUSINESS AND IN THE PROCESS TO ENTER ALL INFRASTRUCTURE MATCHES THEAREA. THANK YOU SO MUCH. >> GOOD AFTERNOON. I WAS WONDERING IF IT'S POSSIBLE. I KNOW IT SOUNDS TERRIBLE, IF I COULD ASK FOR TWO MINUTES LIKE I GOT LAST TIME, OR IS THAT GOING TO PUT YOU BEHIND SCHEDULE? YOU'RE THAT'S GOING
TO PUT IT BEHIND. >> I'M SORRY.
>>> WE'RE GOING TO HEAR YOU . WE'VE GOT TO CUT OFF PUBLIC COMMENT UNTIL THE END OF THE MEETING.
>> GET THE EXTRA TWO MINUTES. >> THREE MINUTES.
>> OKAY. I LIVE AT 73300 ALTAMONT COURT . I'M JAMES HENSLEY. GOING OVER THE ISSUES THAT WE JUST TALKED ABOUT , I WANT TO MAKE SURE, YOU KNOW , WE CAME HERE FOR 14 MONTHS WITH SMILES ON OUR FACE. WE DID NOT DEMAND THAT YOU PULL THE REPORT BACK. WE DID NOT TELL YOU TO TAKE THE INDEPENDENT REPORT BACK. PETER KARPEN SPOKE TOGETHER. THEY CALLED US UP HERE, ALL THAT YOU DID EXCEPT THE TWO OF YOU THAT WERE NOT HERE. THEY SAID THAT WE WILL HIRE MR. HAMSER. WE SAID, GREAT. WE'RE OKAY WITH THAT. I COULD HAVE PICKED HIM OUT IF HE WAS HERE AT ALL. WE AGREED TO IT, THEY AGREED TO. NOW THAT THE INDEPENDENT REPORT HAS COME OUT, THERE IS A SCREAMING AND HOLLERING ABOUT IT THAT IT IS BIASED , THAT YOU GUYS ARE SHOWING FAVORITISM, AND THEY ARE DEMANDING. I TRANSCRIBED THEIR COMMENTS, GUYS, AND IT SAYS THEY ARE DEMANDING THAT YOU PULL THESE REPORTS BACK. THI IS NOT UP FOR PEOPLE TO GIVE COMMENTS ON. I CAN'T GIVE COMMENTS AND THEY SHOULD NOT BE ABLE TO DO IT EITHER. WAYNE FLOWER CREATED THIS REPORT FOR YOU GUYS, AND IT CLEARLY SAYS YOU HAVE TO HAVE A THIRD PARTY PERSON, AND AND REVIEW IT. IT IS RIGHT HERE. HE PUT IT RIGHT HERE. YOU HAVE TO BRING IN A THIRD PARTY PERSON OR SOMEBODY FROM THE STAFF TO DO IT. IT IS RIGHT THERE. YOU DID EXACTLY WHAT YOU WERE SUPPOSED TO DO. YOU HIRED A THIRD PARTY. WE ALL AGREED TO IT. MR. DEAN, YOU ARE THE SMARTEST GUY IN THIS PLACE ON STORMWATER MANAGEMENT SYSTEMS. YOU JUST HEARD IT'S NOT A 25 YEAR STORM FOR RAIN. HURRICANE SPRING RAIN AND WIND.
THIS IS A 100 YEAR STORM. THEY KEEP SAYING IT IS A 25 YEAR STORM FOR JUST RAIN. IT IS NOT . IT IS JUST NOT. SHE READ YOU THE PERMIT. I DID NOT KNOW ANY OF THE THINGS THAT YOU KNOW TODAY, BUT AFTER FIVE YEARS OF SPENDING MY LIFE ON THIS, EVERYTHING WE HAVE GIVEN IT TO YOU HAS BEEN THE TRUTH THAT WE APPROVED TO YOU THAT WE FLOODING. ST. JOHNS RIVER WATER MANAGEMENT, IT CLEARLY STATES THAT THEY DID NOT BUILD THIS PLACE RIGHT . I DON'T KNOW HOW ELSE TO GET AROUND THAT . CAN'T FIND IT HERE, BUT ANYWAYS, YOU HAVE SEEN IT BEFORE. WE DID NOT MAKE THAT UP. THEY DID NOT BUILD IT RIGHT AND DID NOT MAINTAIN IT. I CANNOT CHANGE THAT. I AM SO FLUSTERED TODAY THAT I CAN'T REMEMBER WHAT ELSE I WAS GOING TO SAY, THE LAST THING I WILL SAY IS, MR. DEAN? I DON'T KNOW YOU PERSONALLY, BUT I KNOW YOU WORKED RIVER WATER MANAGEMENT 17 YEARS, AND YOU KNOW WHEN A BURN IS 1.1, WHICH IS WHERE THEY ARE AT, AND THEY NEED TO BE SIX AND FIVE, THAT'S A PROBLEM, THAT'S WHAT WE RUN INTO RIGHT NOW. RAIN IS PART OF A HURRICANE, SO WITHOUT THOSE, THAT WATER COMES RIGHT OVER ON ANY SORT OF RAINSTORM, ANY TIDE OR ANYTHING. IT IS SO ELEMENTARY WHEN YOU THINK ABOUT IT. IT WAS MADE FOR A 100 YEAR STORM, AND I WOULD HOPE THAT MR. DEAN WOULD FINALLY PUT THIS TO REST TO HELP US ALL BECAUSE THIS IS MY HOME. THAT IS MY HOME, GUYS , FROM A TROPICAL
STORM. >> YOU CAN PLEASE GIVE ALL YOUR MATERIALS TO THE COUNTY ATTORNEY.
>> TWO, THREE, FOUR, FIVE. OKAY. MY NAME IS LAURA. I HAVE BEEN A RESIDENT IN ST. AUGUSTINE FOR OVER 20 YEARS . I NOW LIVE AT 1738 SEE THEIR PLACE. I OWN THE PROPERTY DURING THAT PERIOD OF TIME. I AM HERE TO TALK TO YOU ABOUT SOMETHING A LITTLE BIT OF BALLOTS A CRISIS , A CRISIS THAT I HAVE ACTUALLY SEEN. AND THE CRISIS IS IN AFFORDABLE HOUSING. SO, I AM GOING TO GIVE YOU THREE EXAMPLES OF PEOPLE THAT I PERSONALLY HAVE DEALT WITH THAT I'VE DEALT WITH WITH
[03:35:01]
THIS CRISIS. THE FIRST ONE WAS A FRIEND OF MINE, JULIA, SINCE I'VE KNOWN SINCE HER DAUGHTER WAS 2, AND SHE WILL BE 15 NOW.SHE IS A WOMAN, BLONDE HAIR, BLUE EYES , WENT TO SCHOOL , GRADUATED FROM LAW SCHOOL . SHE HAS WORKED AS A LIBRARIAN. HER HUSBAND WAS AN EXECUTIVE WITH IBM, AND THEY TRAVELED ALL OVER THE WORLD. WHEN SHE GOT DIVORCED, SHE WAS PUT IN A SITUATION WHERE SHE IS NOW USING WHAT IS CALLED A SECTION 8 . SHE WAS VERY FORTUNATE SHE HAS A LEG UP BECAUSE SHE WAS ABLE TO GET BACK FROM TEXAS, SO WHEN SHE CAME HERE, SHE HAD SECTION 8, AND EVEN WITH THE SECTION 8, IT TOOK US NINE MONTHS TO FIND HER AFFORDABLE HOUSING. DURING THAT NINE MONTHS , SHE HAD HER DAUGHTER. SHE LIVED WITH A FRIEND OF MINE . SHE LIVED, TOOK CARE OF THE HOUSE, LIVED WITH ME . THIS IS WHAT WE'RE TALKING ABOUT. WE'RE ALSO TALKING ABOUT A WOMAN I KNEW WHO HAD SEVEN CHILDREN. VERY RELIGIOUS GIRL .
SEVEN KIDS. THAT TELLS YOU HOW RELIGIOUS SHE IS . SHE WAS LIVING IN A CAR WITH HER SEVEN CHILDREN AND THREE CATS. I TOOK THE CATS . IT TOOK US A YEAR. I FOUND A HOME FOR THEM. SHE IMPOSED ON HER MOTHER IN LAW TO TAKE THE CHILDREN SO THAT THEY COULD GO TO A RELIGIOUS SCHOOL FOR A PERIOD OF TIME AND NOT LIVE IN A CAR. SHE LEFT ST. AUGUSTINE, ST. JOHNS COUNTY .
THE REASON SHE LEFT? SHE COULD NOT FIND HOUSING FOR HERSELF OR THE CHILDREN. SHE WORKED DURING THAT PERIOD OF TIME. SHE WORKED AT ANY JOB SHE COULD GET DURING THAT PERIOD OF TIME BECAUSE SHE KNEW SHE WOULD NEED MONEY, EVEN WITH AFFORDABLE HOUSING . SHE WOULD NEED MONEY FOR RENT, SHE WOULD NEED MONEY FOR WHATEVER. AGAIN, WE HAVE A THIRD PERSON WHO ACTUALLY HAD AFFORDABLE HOUSING HERE
