I BRING YOU TO THE PART IN MATTHEW WHERE THE BIBLE SAYS IN THE SIXTH HOUR THERE WAS DARKNESS INTO THE 9TH HOUR. IN THE 9TH HOUR JESUS CRIED OUT IN A LOUD VOICE, MY BOOED, MY -- MY GOD, MY GOD, WHY HAS THOU FORSAKEN ME. YOU FIND A BLANK SPACE BEFORE THE NEXT VERSE BEGINS. BEING PART OF THE GREATEST GENERATION WE ALL UNDERSTAND THAT MOST OF US IN THIS ROOM ARE LIVING OFF OF THE COURAGE AND THE VALUE -- VALOR THAT MR. PATTON AND THOSE ALONGSIDE HIM DISPLAYED IN THAT WAR. WE ARE ALL BENEFICIARIES OF THAT COURAGE AND VALOR. AND MY FAMILY AND MYSELF AND EVERY ST. HAVE A FEW MORE PROCLAMATIONS TO PRESENT.NEXT WE WILL BE PRESENTING A PROCLAMATION RECOGNIZING CHILD ABUSE PREVENTION MONTH. WHILE COMMISSIONER ALAIMO IS MAKING HIS WAY DOWN TO THE FLOOR I WANT TO REMARK ON HOW WE HAVE DONE A LOT OF AMAZING PROCLAMATIONS AND RECOGNITIONS, BUT I DON'T THINK WE HAVE SEEN ANYTHING BETTER THAN A MAN TURNING 100 YEARS OLD, SIX BRONZE STARS AND THE TYPE OF MILITARY SERVICE HE HAS AND ADDRESS THE NUMBER ONE ROTC IN THE COUNTRY. THAT WAS A COOL MOMENT.
>> MANY OF YOU MAY HEAR FROM TIME TO TIME THE SAME THING I HEAR FROM PEOPLE WHO ARE UPSET FOR DIFFERENT REASONS RIGHT NOW WITH OUR COUNTRY. THE DIVISIVENESS, WHATEVER IS GOING ON THEY END THE RANT WITH THE BEST DAYS ARE BEHIND US.
WHEN I SIT HERE AND I SEE MR. PATTON AND I SEE 28 OR 30 YOUNG MEN AND WOMEN WHO ARE NUMBER ONE IN THE NATION, THAT'S THE JUNIOR ROTC TEAM, I'M CONVINCED -- I'M CONVINCED OUR BEST DAYS ARE IN FRONT OF US. [APPLAUSE].

APRIL IS CHILD ABUSE PREVENTION MONTH.
IT IS IMPORTANT TO RECOGNIZE COMMUNITIES AND FAMILIES JOINED TOGETHER AND WORKING TOWARD PREVENTING CHILD ABUSE.
I WILL ASK SHELBY ROMERO TO READ THE PROCLAMATION FOR THE RECORD.
>> THE PROCLAMATION BY THE BOARD OF COUNTY COMMISSIONERS ST.
JOHNS COUNTY, FLORIDA WHEREAS NATIONAL CHILD ABUSE PREVENTION MONTH WILL BE RECOGNIZED THROUGHOUT THE UNITED STATES DURING APRIL 2023. WHEREAS PREVENTING CHILD ABUSE AND NEGLECT IS A COMMUNITY PROBLEM THAT DEPENDS ON INVOLVEMENT AMONG PEOPLE THROUGHOUT THE COMMUNITY.
AND WHEREAS CHILD MALTREATMENT OCCURS WHEN PEOPLE FIND THEMSELVES IN STRESSFUL SITUATIONS AND WITHOUT COMMUNITY RESOURCES AND DON'T KNOW HOW TO COPE.
THE MAJORITY STEMS FROM SITUATIONS STEMS FROM SITUATION THAT'S ARE PREVENTABLE. WHEREAS CHILD ABUSE AND NEGLECT NOT ONLY DIRECTLY HARM CHILDREN, BUT ALSO INCREASE THE LIKELIHOOD OF CRIMINAL BEHAVIOR, SUBSTANCE ABUSE, HEALTH PROBLEMS AND RISKY BEHAVIOR. CHILD ABUSE AND NEGLECT CAN BE REDUCED BY MAKING SURE EACH FAMILY HAS THE SUPPORT THEY NEED TO RAISE THEIR CHILDREN IN A HEALTHY ENVIRONMENT.
WHEREAS EFFECTIVE CHILD ABUSE PREVENTION PROGRAM SUCCEEDS BECAUSE OF PARTNERSHIPS CREATED AMONG MENTAL HEALTH PROVIDERS, SOCIAL SERVICE AGENCIES, SCHOOLS , COMMUNITIES, CIVIC ORGANIZATIONS, LAW ENFORCEMENT AGENCIES AND THE BUSINESS COMMUNITY. ALL CITIZENS SHOULD BECOME INVOLVED IN SUPPORTING FAMILIES AND RAISING THEIR CHILDREN IN A SAFE, NURTURING ENVIRONMENT. AND NOW THEREFORE BE IT PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS OF ST.

JOHNS COUNTY. WHEREAS RAPE, SEXUAL ASSAULT AND SEXUAL HARASSMENT IMPACT OUR COMMUNITY AS SEEN BY STATISTICS INDICATING THAT ONE IN SIX BOYS AND ONE IN FOUR GIRLS WILL EXPERIENCE SEXUAL ASSAULT BEFORE THE AGE OF 18.
ONE IN SIX WOMEN AND ONE IN 16 MEN WILL HAVE EXPERIENCED 6 AISLE UH DASH DARR SEXUAL -- SEXUAL ASSAULT DURING THEIR TIME IN COLLEGE. LEADERSHIP, DEDICATION AND ENCOURAGEMENT, THERE IS COMPELLING EVIDENCE THAT WE CAN BE SUCCESSFUL IN REDUCING SEXUAL VIOLENCE IN ST. JOHNS COUNTY THROUGH PREVENTION, EDUCATION, INCREASED AWARENESS AND HOLDING PERPETRATORS WHO COMMIT ACTS OF VIOLENCE RESPONSIBLE FOR THEIR ACTIONS. AND WHEREAS BETTY GRIFFIN HOUSE STRONGLY SUPPORTS THE EFFORTS OF NATIONAL STATE AND LOCAL PARTNERS AND OF EVERY CITIZENS TO ACTIVELY ENGAGE IN PUBLIC EFFORTS INCLUDING CONVERSATIONS INCLUDING WHAT SEXUAL VIOLENCE IS AND HOW TO HELP SURVIVORS CONNECT WITH SERVICES AND HOW EVERY SEGMENT OF SOCIETY CAN WORK TO BETTER ADDRESS SEXUAL VIOLENCE. AND WHEREAS PUBLIC SAFETY TELE COMMUNICATORS ARE THE SINGLE VITAL LINK IN OUR POLICE OFFICERS, DEPUTY SHERIFF, FIREFIGHTERS AND PARAMEDICS BY MONITORING THEIR ACTIVITIES BY RADIO, PROVIDING THEM INFORMATION AND ENSURING THEIR SAFETY. WHEREAS PUBLIC SAFETY TELE COMMUNICATORS EXHIBITED COMPASSION, UNDERSTANDING AND PROFESSIONALISM DURING THE PERFORMANCE OF THEIR JOB IN THE PAST YEAR. AND NOW THEREFORE BE IT PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS OF ST.

WE AT THE ST. JOHNS COUNTY SHERIFF'S OFFICE ARE WORKING WELL WITH OUR PARTNER AGENCIES WITH MODERN POLICING TECHNOLOGY AND WITH OUR BUSINESS PARTNERSHIPS TO MEETING SOME OF THE OWNERS OF THE COMMERCIAL PROPERTY AND THEY HAVE PARTNERED UP TO PROVIDE THE INFRASTRUCTURE OF TECHNOLOGY-BASED POLICING WE

SO NOW A BIG PART OF THIS TRACKING THAT WE HAVE IS RIGHT BACK TO OUR TELE COMMUNICATORS AND THE COMS CENTER.
THEY ARE GETTING THE DATA FOR US.

THE PROPOSED CHANGE TO COMMERCIAL INTENSIVE ZONING IS COMPATIBLE WITH THE MIXED USE LAND USE AND IT IS CLEARLY COMPATIBLE WITH THE ADJACENT ZONING AND THE EXISTING DEVELOPMENT AT THE INTERCHANGE. THE REZONING REQUEST IS TO EXTEND THE COMMERCIAL INTENSIVE FROM THE TWO-ACRE PARCEL DIRECTLY TO THE NORTH DOWN TO THE SIX-ACRE PARCEL.
THE REMAINING CHT ZONING WAS SOLD AND THEY HILLARY -- WILL RETAIN THE EIGHT ACRES WITH THE COMMERCIAL INTENSIVE ZONING THAT WILL SERVE THE INTERCHANGE AREA. OVERALL THIS REQUEST IS CONSISTENT WITH THE MIXED USE LAND USE THAT ENCOURAGES CONCENTRATED AREAS OF MORE INTENSE USES SUPPORTED BY URBAN SERVICES. SO THIS IS A HIGH INTENSE COMMERCIAL NODE AT THE INTERCHANGE AREA.
THESE COMMERCIAL INTENSIVE USES THAT WOULD BE PERMITTED ARE CONSISTENT WITH THE CORRIDOR'S EXISTING COMMERCIAL ACTIVITY AND IT WOULD NOT HAVE ANY IMPACTS THAT ARE NOT TYPICAL OF THE EXISTING AREA AND THE EXISTING DEVELOPMENT THAT IS THERE TODAY.
AND THE PLANNING AND ZONING AGENCY UNANIMOUSLY RECOMMENDED APPROVAL SO IF YOU HAVE ANY QUESTIONS.

ST. JOHNS COUNTY IS NOT IMMUNE FROM THOSE RISKS AND WE HAVE EXPERIENCED A NUMBER OF CRASHES AS YOU CAN SEE SINCE 2020 WE HAD 200 CRASHES AND [INAUDIBLE]. AND LAST YEAR 86 CRASHES AND 7 FATALITIES AND I THINK WE HAVE ALL SEEN NEWS REPORTS OF ADDITIONAL PEDESTRIAN CRASHES AND FATALITIES IN THE FIRST THREE MONTHS OF THE YEAR. THE FLORIDA DEPARTMENT OF TRANSPORTATION AS WELL AS THE NATIONAL HIGHWAY TRAFFIC AND SAFETY ADMINISTRATION BOTH HAVE IDENTIFIED [INAUDIBLE] AND REGULATION TO COMBAT PEDESTRIAN CRASHES AND IMPROVE PEDESTRIAN SAFETY. THAT'S ONE REASON WE ARE BRINGING THIS BEFORE YOU TODAY. FOCUSING ON MEDIANS AND INTERSECTIONS AND PEDESTRIAN INTERCHANGES, MEDIANS SERVE A FEW PURPOSES INCLUDING TO BUFFER TRAVEL LANES AND PROVIDE PEDESTRIAN REFUGE, AND WE KNOW IT CAN PROVIDE ENHANCEMENTS TO LANDSCAPIN AMENITIES, BUT WHILE THEY MAY BE PEDESTRIAN REFUGES, THEY ARE JUST THAT, A TEMPORARY REFUGE FOR SAFETY PURPOSES AND NOT INTENDED TO BE A PLACE WHERE ONE CAN REMAIN AND STAND FOR LONG PERIODS OF TIME. AND THEN IN TERMS OF THE PARTICULAR ROADWAY AND AGAIN WE ARE TALKING ABOUT THE AREAS OPEN FOR TRAFFIC INCLUDING THE MEDIAN AND THEN FOUR FEET ALONG THE SHOULDER OR THE CURVE.
I SHOULD ADD THAT THE COUNTY DOES OWN CERTAIN RIGHTS OF WAY WITHIN THE MUNICIPALITIES. AN EXAMPLE IS A1A BEACH IN ST.

FURTHERMORE, MOST OF THE WATERWAYS IN MARSH LANDING ARE NOT OWNED BY THE HOMEOWNER'S ASSOCIATION. FINALLY, JURISDICTION RESIDES WITH THE STATE DEP AND THE CORE OF ENGINEERS.

WHEN DISCUSSING STORM WATER MANAGEMENT, IT IS COMMON TO HEAR THE DESIGN CRITERIA IS TO MEET A 25-YEAR STORM. IN KEEPING WITH THE REGULATION, MARSH LANDING WAS DESIGNED TO EFFECTIVELY TREAT RAINWATER THAT FALLS UP TO 8.6 INCHES OF RAIN IN A TKWO 4-HOUR -- IN A 24-HOUR PERIOD. UPON ARRIVAL WE ENROLLED OUR FIFTH GRADER IN HER ZONED SCHOOL ONLY TO DISCOVER THERE WERE THREE TIMES AS MANY STUDENTS IN THE NEWLY BUILT SCHOOL AS THE SCHOOL WAS DESIGNED TO HOUSE. AS A CONSEQUENCE, RESOURCE CLASSES SUCH AS ART, MUSIC AND SPANISH WERE RARELY, IF EVER, TAUGHT BECAUSE THERE SIMPLY WAS NOT SPACE TO HOLD THESE CLASSES.
WE SUBSEQUENTLY MOVED OUR DAUGHTER TO PRIVATE SCHOOL SO SHE COULD RECEIVE THE WELL-ROUNDED EDUCATION WE SHOT -- WE THOUGHT SHE WOULD RECEIVE IN PUBLIC SCHOOL.
SHE REMAINED THERE FOR TWO YEARS THEREAFTER.
THIS WAS THE FIRST YEAR HER ZONED SCHOOL HAS NOT BEEN OVERCROWDED. WANTING A LARGER SCHOOL ENVIRONMENT WITH MORE OPPORTUNITY SHE ASKED TO RETURN TO PUBLIC SCHOOL AND WE AGREED TO THAT.
HOWEVER, WITHIN TWO MONTHS OUR DAUGHTER WAS TELLING US THAT MOST OF HER TEACHERS WERE VERY UNHAPPY AND TWO OF THEM ANNOUNCED TO THEIR CLASS THAT'S THEY WERE ACTIVELY LOOKING FOR EMPLOYMENT OUTSIDE OF THE TEACHING PROFESSION.
THIS STRUCK ME AS HIGHLY UNUSUAL SO I BEGAN ASKING QUESTIONS AND I SUBSEQUENTLY DISCOVERED SOMETHING SHOCKING.
END OF JANUARY THERE WERE 79 CLASSROOMS IN ST. JOHNS COUNTY WITHOUT A FULL TIME TEACHER. IN ADDITION, MORE CLASSROOMS HAVE LONG-TERM SUBSTITUTES WITH NO EXPERTISE IN THE SUBJECT MATTER THEY ARE TEACHING. WORSE STILL, EVERY SINGLE DAY STUDENTS ARE SITTING IN GYMS LOOKING AT THEIR PHONES BECAUSE THERE ARE NO TEACHERS AND NO SUBSTITUTES FOR THEM THAT DAY.
SOME STUDENTS IN BRICK AND MORTAR ARE HAVING TO LEARN VIRTUALLY BECAUSE THE DISTRICT DOES NOT HAVE A TEACHER FOR THEM. HOW IS THIS ACCEPTABLE? I AM THEREFORE HERE TODAY TO ASK FOR THREE THINGS.
NUMBER ONE, PLEASE CONSIDER THE STATE OF OUR SCHOOL DISTRICT WHEN APPROVING NEW HOUSING DEVELOPMENTS.
IF THE DISTRICT CANNOT STAFF THE SCHOOLS IT ALREADY HAS, HOW IS IT GOING TO STAFF ADDITIONAL SCHOOLS? NUMBER TWO, ONE OF THE MAIN REASONS OUR COUNTY HAD THE TEACHER SHORTAGE IS LACK OF COMPETITIVE PAY.
SOMEHOW THE MORE FORWARD-THINKING LEADERSHIP IN DUVALL, NASSAU CLAY AND FLAGLER COUNTY SAW THE NEED FOR A TAX REVENUE TO SUPPORT EDUCATION. GET THE ISSUE TO THE VOTERS AND HAVE IT PASSED. ST. JOHNS COUNTY MUST DO THE SAME IF WE WANT TO STOP LOSING TEACHERS TO THESE COUNTIES WHICH PAY MORE. THEIR SPECIAL TEAM OF STATE INVESTIGATORS, THEIR CHIEF PROSECUTING ATTORNEY AS WELL AS THE PRESIDENT OF A VERY LARGE, WELL-RESPECTED CIVIL ENGINEERING FIRM IN TAMPA REVIEWED EVERYTHING AND THEY PRODUCED A 72-PAGE EXONERATION OF EVERY COMPLAINT THAT MR. HENSLEY FILED AGAINST ME. THERE ARE A COUPLE OF THINGS I WANT TO READ TO YOU IN THIS CONCLUSION.
THE INFORMATION I REVIEWED SHOWED A COLLABORATIVE EFFORT BETWEEN THE ENGINEER TO ADDRESS COMPLIANCE ISSUES AND IMPROVE THE DRAINAGE CONDITIONS. IT WAS NECESSARY IN REPERMITTING AN OLDER DRAINAGE SYSTEM WITH THE DEVELOPMENT IN PLACE AND IS NOT A ROUTINE AND STRAIGHT FORWARD MANNER.
WHAT IS IMPORTANT TO NOTE IS THAT THE ENGINEER EVALUATED WHAT HE AND THE WATER MANAGEMENT DISTRICT STAFF TOGETHER BELIEVED WAS THE MOST IMPORTANT FOR THE COMMUNITY.
HENSLEY SAYS EVERY ASPECT SHOULD BE BROUGHT UP TO CURRENT REQUIREMENTS. BUT DUE TO THE AGE OF THE SYSTEM AND THE FACT THAT THE DEVELOPMENT IS AROUND -- OR AROUND THE STORM WATER SYSTEM'S KP*EURS -- EXISTING AND IN PLACE THIS IS NOT PHYSICALLY OR FINANCIALLY PRACTICAL.

WHAT THEY WILL DO THOUGH IS AFTER THEY HAVE THE PARTY ON THE BEACH, THEY WILL EITHER LEAVE IT LIKE THAT AND THEN SOME OF OUR OWN VOLUNTEERS OR PEOPLE WHO LIVE ON THE BEACH WILL CLEAN IT UP, OR THEY WILL BURY IT IN THE SAND BECAUSE THEY WANT TO GET RID OF THE EVIDENCE WHICH IS REALLY BAD BECAUSE THEN PEOPLE STAND ON THE CANS AND THE TURTLES, IF THEY HIT A CAN THEY WILL GO BACK OUT TO THE SEA AND RELEASE THE TURTLES IN THE OCEAN. AS THEY COME THROUGH OUR PROGRAM THEY WILL START HAVING AN AWARENESS OF LITTER. WHERE DO WE GET -- WE GET OUR PEERS INVOLVED AND THEN ALL OF A SUDDEN THE PARENTS ARE GOING WHAT ARE YOU DOING? I TRIED TO GET ALONG WITH ANOTHER -- AS PART OF THE ORGANIZATION I TRIED TO GET WITH ANOTHER BEACH CLEAN UP GROUP AND THEY SAID WE ARE BOOKED OUT FOR SIX MONTHS.
IF YOU WANT TO CLEAN PONTE VIDRE BEACH YOU HAVE TO COME BACK.
I THINK THERE ARE GROUPS ENGAGED IN THE BEACH CLEAN UP.
IS THIS WORKING IN COOPERATION WITH THEM?

MAYBE THEY SHOW HOW TO TIE DOWN SOMETHING IN THE CAR. BUT IT IS TAKING THESE KIDS TO HAVE RESPONSIBILITY FOR LITTER IN THE FUTURE AND NOT JUST THE BEACH. THE BEACH CLEAN UPS ARE GREAT EXCEPT THAT 300 PEOPLE GO OUT TO ONE AREA OF THE BEACH AND FIVE PEOPLE GET TWO THINGS. THAT'S NOT THE POINT.
THE POINT IS TO MAKE AWARENESS FOR OUR CHILDREN COMING UP IN ELEMENTARY SCHOOL AND KINDERGARTEN AND MIDDLE SCHOOL AND BEING AWARE OF OUR BEAUTIFUL COUNTY AND NOW IT IS TO THE HELPFUL WHEN THE CHICK-FIL-A BAG GOES FLYING OUT THE WINDOW OR THEIR DRINK CUPS GO OUT THE WINDOW, AND OH THAT WAS AN ACCIDENT. WE HAD A SIZABLE DISCUSSION ON HOW WE COLLECT AND UTILIZE IMPACT FEES AND MAKE SURE WE UNDERSTOOD THAT WHEN WE SEE BALANCES IN THESE FUNDS IN OUR ACCOUNTING OF OUR FUNDS, THAT EVERYONE UNDERSTANDS HOW THIS WORKS. IF WE WERE TO TAKE THE DOLLARS AND SPEND THEM EACH YEAR KIND OF ON AN AD-HOC WE WOULDN'T HAVE THE ABILITY TO SAVE UP FOR THEM. THERE ARE DELIBERATE REASONS WHY WE HAVE RESERVES IN PLACE. WE MAY BE GOING THROUGH A PROJECT THIS YEAR AND I PROVIDED SOME IN THE PAPER, SOME EXAMPLES OF PROJECTS WHERE WE MAY BE DOING PROJECTS THIS YEAR.
WE WILL HOLD ON TO APPROPRIATIONS UNTIL THE DESIGN PROJECT COMES BACK. IT IS A PURPOSEFUL AND DELIBERATE PROCESS THERE. WHEN YOU CAPTURE A SINGLE NUMBER OF $135 MILLION IT OPENS UP QUESTIONS.
AND CERTAINLY WE CAN SAY WHY PEOPLE SAY APPEARS TO BE SITTING ON DOLLARS. I ASSURE YOU -- WE CAN TELL YOU HOW BY NEXT YEAR HOW MOST OF THOSE APPROPRIATIONS WILL BE

YOU WERE PROVIDED AN EMAIL. I WANT TO SAY IT WAS THREE OR FOUR WEEKS AGO. YOU CAN RESPOND TO CONSTITUENTS, BUT PUBLICLY TO PUT CLOSURE ON THAT.
GROWTH MANAGEMENT IDENTIFIED THAT DURING THE PROCESS OF THE SEPARATION FROM THE LAST EMPLOYEE THAT ENVIRONMENTAL INSPECTIONS WERE GOING UP THROUGHOUT THE COUNTY.
SO AS YOU EACH ARE AWARE, THE DEPARTMENT DIRECTORS ESSENTIALLY MANAGED STAFF NEEDS AND RESOURCES AND THEY MADE A DECISION AND RECOMMENDED IT TO ADMINISTRATION THAT WE NEEDED TO BE ABLE TO TAKE CARE OF BOTH STAFFING WE HAD CULTURAL RESOURCES AND ENVIRONMENTAL INSPECTIONS.
THE RECOMMENDATION WOULD BE WE WOULD CONTINUE TO PUT A FOCUS ON CULTURAL RESOURCES AND ALSO PUT THOSE POSITIONS TOGETHER.
ENVIRONMENTAL TECHNICIAN AND DOING THE JOB DUTIES OF CULTURAL RESOURCES. IT WAS IDENTIFIED THAT THAT POSITION WAS ONLY AT 50% CAPACITY.
AND THAT'S WHY THE REASON TO PUT THOSE POSITIONS TOGETHER.
CULTURAL RESOURCES AND THE ENVIRONMENT ARE TAKEN UNDER.
