WILL KICK US OFF. >> I'M HERE WITH MY COLLEAGUE.
WE ARE GOING TO GIVE AN OVERVIE OF THE COUNTY FUNDS AND HOW IT PERFORMED LAST YEAR , LAST FISCAL YEAR. AS YOU WILL HAVE SEEN FROM THE REPORT, LAST YEAR IS VERY CHALLENGING FOR EVERY SEGMENT OF INVESTMENT. THE FEDERAL RESERVE WAS LATE TO TH PARTY IN RECOGNIZING THAT INFLATION WAS TAKING HOLD IN TH ECONOMY. MUCH OF THE POST-PANDEMIC PERIOD , THERE WERE SEVERAL FACTORS , SUPPLY CHAINS, ISSUES WITH COUNTRIES BEING SHUT DOWN BECAUSE OF HEALTH CONCERNS. ALL CONTRIBUTED TO THE HIGH COST HERE IN THE U.S. AND THROUGHOUT THE WORLD. AND SO IN 2021, THE FED KEPT COMMUNICATING THAT THEY THOUGHT THESE FACTORS WOUL BE TRANSITORY. IN FACT, THEY BECAME VERY STICKY. THE FED BEGAN AN AGGRESSIVE CAMPAIGN T RAISE SHORT-TERM INTEREST RATES WHICH HAD A SIGNIFICANT IMPACT ON ALL INVESTMENT MARKETS. PARTICULARLY FIXED INCOME. IN THE CASE OF COUNTY SURPLUS , THEY ARE INVESTED IN TWO STRATEGIES. BOTH ARE HAVE AVERAGE MATURITIES , AVERAGE DURATIONS OF UNDER THREE YEARS. THIS SEGMENT OF THE MARKET WAS PARTICULARLY IMPACTED BY SHORT-TERM INTEREST RATES. AS A RESULT OF THAT , THEY ARE ONE TO FIVE YEAR PORTFOLIOS. THE MARKET IS ALSO IMPACTED BY THAT THIS FOR YOUR PORTFOLIO, THE PERFORMANCE WAS DOWN 4.5%. BUT THAT OUTPERFORMED THE BENCHMAR , WHICH IS 1 TO 3 YEAR TREASURY INDEX WHICH WAS DOWN BY 4.86%.
SIMILARLY, THE 1 TO 5 PORTFOLIO WAS DOWN 6.64% , STILL OUTPERFORM THE BENCHMARK WHICH WAS DOWN 6.78%. WE ALWAY GET THE QUESTION OF IT'S GREAT THAT WE OUTPERFORMED THE BENCHMARK, BUT WHAT DOES IT MEAN? WE HAVE TO UNDERSTAND THAT BECAUSE THE RISING INTERES RATES AFFECTED THE UNREALIZED MARKET VALUE , THE POTENTIAL VALUE OF YOUR INVESTMENTS , YOU WILL STILL GET THE VALUE OF THOSE AS THEY GET REINVESTED.
HOWEVER, NOW THE INTEREST RATE ARE SIGNIFICANTLY HIGHER. THE HIGHEST LEVELS WE HAVE SEEN SINCE 2007. WHEN YOU ACTUALLY REINVESTED THESE HIGHER LEVELS, YOUR INCOME WILL BE SIGNIFICANTLY HIGHER. THAT IS THE MOST IMPORTANT COMPONENT.

THE OTHER PORTFOLIO INVESTMENTS PORTFOLIO, DUE TO THE LONG-TERM NATURE OF LIABILITIES THAT ARE ASSOCIATED WITH THE PORTFOLIO AND ACTUARIAL TARGET RATE OF RETURN OF 6.5% , INVESTMENTS HAVE TO BE ALIGNED WITH THAT LIABILITY TIME HORIZON AS WELL AS THE EXPECTED RATE OF RETURN.
THE PORTFOLIO HOLDS EQUITIES, DOMESTIC STOCKS , INTERNATIONAL STOCKS AS WELL AS FIXED INCOME THAT IS A LITTLE BIT MORE DIVERSIFIED AND LONGER-TERM NATURE. SO THAT PORTFOLIO IS LOT MORE VOLATILE. BECAUSE IT HAS A LONGER-TERM TIME FRAME.
SO I DID EXPERIENCE A VERY NEGATIVE YEAR FOR 2022. THE PORTFOLIO WAS DOWN. FOR THE FISCAL YEAR, IT WAS DOWN 15.5% THE BENCHMARK WAS DOWN 16.56% SO IT DID UNDERPERFORM THE BENCHMARK , GOING FIVE YEARS LONGER-TERM . THE ONE YEAR RETURN FOR THE FISCAL YEAR WAS -18.1% , VERSUS THE BENCHMARK 18.15. GOING BACK TO 2008, WHEN THE PORTFOLIO WAS FIRST INVESTED, AVERAGING 6.18% ANNUALIZED RATE OF RETURN. THE BENCHMARK IS BETWEEN 5.21 AVERAGE RATE OF RETURN. IT'S DOING ITS JOB TRYING TO KEEP UP WITH THE ACTUARIAL DISCOUNT RATE. IT WAS A NEGATIVE YEAR I 2022. THE PORTFOLIO HAS SINCE PICKED UP , IN JANUARY WE HAD A POSITIVE 8% RATE OF RETURN FOR THE MARKETS SO IT IS RECOUPING SOME OF THOSE LOSSES. BUT OVERALL, IT IS WELL DIVERSIFIED AND ALIGNED WITH THE LONG-TERM

I DON'T EVE KNOW WHICH CATEGORY THAT WAS, FOR THESE FUNDS THAT ARE BEING INVESTED , WHERE IS THAT INCOM COMING FROM? IS THAT IMPACT FEES? AND WHY AREN'T THESE BEING DEPLOYED FOR THE PURPOSE OF WHICH THEY WERE COLLECTED? IF THEY ARE SO NEEDED THAT WE PAY THEM AND YOU INVEST THE MONEY FOR A FOUR YEAR WINDOW, THE COMMUNITY IS CRYING OUT FOR THESE RESOURCES TO BE DEPLOYED.
SO RATHER THAN INVESTING THEM LONG-TERM, IF YOU NEED TO COLLECT THEM AND THEY NEED TO B SPENT. SO FROM THE PRESENTATION, IT SOUNDS LIKE QUITE A BIT WAS LOST AND I WOUL JUST ENCOURAGE YOU RATHER THAN LOSING MONEY , ACTUALLY DEPLOY THEM IN THE COMMUNITY .
