ONTO AGENDA ITEM NUMBER TWO. IT SHOULD BE ESTHER BURNETT.
GOOD ONE, MR. BURNETT. >> DOUGLAS BURNETT: GOOD MORNING. GOOD MORNING, COMMISSIONERS.
I WILL BRIEFLY COMMENTS ON THREE RETIREES HAVING WORKED HERE SO LONG I WORKED WITH ALL THREE OF THEM.
AND COMMENT THAT THEY ALL THREE HAVE UNIFYING THREAD.
I THINK AS AN INCREDIBLY GREAT THING FOR OUR COUNTY.
ALL THREE VERY, VERY COMPASSIONATEPEOPLE.
KNOWLEDGEABLE , ALSO. COMPASSION.
AS FOR TWO GAIL OLIVER AND CHIEF PREVATT, BOTH EXCELLENT REPRESENTATIVES OF THE COUNTY. LEAVE YOU WITH THOSE THOUGHTS AS TO MY COMMENTS ON THE. ASH PROPERTY PROJECT, ASH LOCAL LEADER IN COMMERCIAL DEVELOPMENT FOUNDED AND BASED IN NORTH FLORIDA OVER 40 YEARS. 11 MILLION SQUARE FEET.
IT MIGHT B-12 MILLION OUT AS OF THE LATEST STACK.
PROJECT AREA IS SHOWN HERE IN PURPLE.
A LITTLE CLOSER LOOK.OU CAN SEE WILDWOOD DRIVE COMING FROM THE SOUTH TOWARD STATE ROAD 27. A LITTLE CLOSER BLOWUP.
EAST-WEST ROAD IS. [NAME] ROAD.
FAMILY WORSHIP CENTER AT THE CORNER.
TO ORIENTATE YOU FURTHER TO THE SITE, THIS IS.
[00:55:05]
NEW PUBLIX LOCATION, WHICH IS PRETTY WELL DEVELOPED AT THIS STAGE. EARLIER PHOTO TAKEN OFF OF ASSEMBLER WEBSITE. DEVELOPER NEW PUBLIX STATE ROAD 207. AERIAL OF THAT LOCATION.OUT PARCELS IN FRONT OF THE PUBLIC'S.
AREA 207 WERE THERE AS AN ENORMOUS AMOUNT OF MIXED-USE.
PRETTY HEAVY DUTY COMMERCIAL DEVELOPER THERE THAT EXISTS TODAY. EVERYTHING FROM WHITE INDUSTRIAL TO HEAVY COMMERCIAL INTENSIVE USES, MIXED-USE, MULTI-FAMILY, YOU NAME IT. LOOKING CLOSER AT THE MAP THE PROPERTY HAS CIA ZONING. PROJECT WE ARE PROPOSING TO HAVE A SELF STORAGE FACILITY ON THE SITE.
I WILL SHOW YOU AN EXHIBIT WHAT IT CURRENTLY LOOKS LIKE.
IF YOU TAKE IT IN CONTEXT OF CONVENIENCE STORE AND WHAT HAS HAPPENED CONVENIENCE SORT THROUGH LAST 20 YEARS.
I KNOW MOST OF HERMES SAY THIS BEFORE.
WHAT YOU SAW WHAT THE CONVENIENCE ARE USED TO BE.
TAKE A SQUARE BLOCK. AS CHEAP AS YOU CAN BUILD STRUCTURE AND OPEN A CONVENIENCE OR, THAT IS ALL YOU HAD TO DO. AS THAT INDUSTRY YOU LOOK AT CIRCLE K, RACETRACK, NICER BUILDING.
BUGGIES, FOR EXAMPLE. ENCOURAGE FOLKS TO COME THERE.
SAME THING APPLE SELF STORAGE. NDUSTRY SELF REGULATED ITSELF TO BEING A NICE STRUCTURE. THIS IS WHAT ATLANTIC SELF STORAGE BILLS TODAY. THAT IS NOT A RENDERING.
IT'S A REAL DRAWING. THE SITE IS RB APPROVED FOR THIS USE FROM ZONING STANDPOINT.
ALLOWED BY RIGHT. MIXED-USE WOULD ALLOW THIS USE.
EVERYTHING FINE THERE. ONLY CHALLENGING NEXT USE DISTRICT, 4-1 RATIO WHY WE'RE HERE TODAY TO SEEK CHANGE IN AREA RATIO. LOOK AT DEVELOPMENT TABLE, ALLOW FOR 74,000 SQUARE-FOOT BUILDING.
WE WOULD LIKE TO EXCEED THAT TO ACTUALLY MAKE THIS SITE FIT AIR CONDITIONS, ACCLIMATIZE, SELF STORAGE BUILDING.
THIS IS SPECIFIC TO THIS SITE. THIS IS THE AMENDMENT THAT WOULD BE IN CONFERENCE AND PLAN SPECIFIC TO THIS SITE.
IT IS NOT COUNTY WIDE. I WILL JUMP THROUGH STAFF REPORT. YOU HAVE THE REPORT ALREADY.
COMMERCIAL INTENSIVE ALLOW A LOT MORE INTENSIVE USES.
LAUNDRY LIST OF USES THAT COULD POTENTIALLY GO ON THIS SITE.
INCLUDING HIGH INTENSITY COMMERCIAL ACTIVITY.
HIGH INTENSITY COMMERCIAL, INTERESTING, CONTEMPLATES THAT YOU WOULD HAVE INTENSIVE USES IMPACTS ON ADJACENT PROPERTIES.
IMPACT ON SURROUNDING IVE PROPERTIES.
WHAT WE ARE TALKING ABOUT MOVING THE SITE IN A DIRECTION THAT WOULD NOT CAUSE THOSE THINGS AS YOU KNOW THAT SELF STORAGE IS VERY LOW IMPACT ON NEIGHBORS OR HIDE TO SEE COMMERCIALS, 70 DIFFERENT USES COULD GO ON THE SITE INCLUDING OUTSIDE. [NAME] NEARBY TO HERE ALREADY.
GENERAL PUBLIC SERVICE ACTUALLY ALLOWS JAILS, BELIEVE IT OR NOT, IN THIS AREA. THE LIST GOES ON AND ON.
SELF STORAGE, MINIMAL TRAFFIC, LESS PARKING, LOW NOISE, NO NUISANCE, NO IMPACT TO NEIGHBORS, LESSIMPACT ON PUBLIC FACILITIES . JUST AS A COMPARISON, THE TRIP GENERATION SERVICE STATION ON THIS SITE, 642 MORE TRIPS.
NOISE, YOU KNOW, DIFFERENT USES.
THIS SITE ALREADY COULD HAVE AUTOMOBILE REPAIR PLACE.
COMMERCIAL NURSERY, YOU'LL HEAR THE BEEPING.
NOISE FROM IMPACT BRIDGES. TRAFFIC COMPARISON TO SHOW YOU A QUICK EXAMPLE. OUR SELF STORAGE FACILITY MIGHT BE 160 DAILY TRIPS VERSUS SHOPPING CENTER WITH A RESTAURANT AND TOY 900 TRIPS. ONLY 20,000 SQUARE FEET.
REMEMBER THIS SITE RIGHT NOW COULD HAVE 74,000 SQUARE FEET AS MATTER OF RIGHT. THAT IS IT.
I WILL JUMP PAST THE REST OF THIS.
THE SITE WAYS OUT WITH NO VARIANCES OTHER THAN NEED OF COPPER AND SUPPLANT A MEHMET ON FLOOR AREA RATIO.
IF YOU LOOK AT FUNCTIONALITY OF THIS SITE.
YOU PUT 74,000 SQUARE-FOOT BUILDING WHERE OUR PARKING LOT IS AND CHANGE OUR BUILDING TO THE PARKING LOT YOU CAN SEE FUNCTION FOR THAT USE. THAT IS NOT REALLY WHAT WE WANT TO PUT YOUR. ONE FINAL THING, CIRCULATION.
OOK HOW EASY IT IS FOR SOMEONE TO GO IN AND OUT WITH A
[01:00:02]
TRUCK OR TRUCK AND TRAILER OR SUV AND TRAILER.THAT KIND OF THING TO LOAD AND UNLOAD THE STORAGE FACILITY.
PUT IT IN CONTEXT OF THE AERIAL WHAT IS GOING ON AROUND.YOU CAN SEE PUBLIX COMING SOON, I THINK IT IS THERE NOW.
MULTI-FAMILY PROJECT ACROSS THE STREET.
OUT PARCEL IS 300,000 SQUARE FEET OF COMMERCIAL RETAIL.
GOES UP TOWARD ENTRADA. THAT IS A MOBILE MANUFACTURED HOME SALE CENTER. CONSTANTLY MOBILE HOMES GOING IN AND OUT OF THAT SITE AS PART OF THE SALE CENTER.
DIRECTLY ADJACENT IS TOWING FACILITY.
THE AERIAL IS THAT MARY OFFICE WITH OUTDOOR BOARDING FACILITIES. SO, OUR USE ACTUALLY BRINGS PRETTY CALM, QUIET, LOW IMPACT ACTIVITY.
ONE FINAL LOOK AT THE PUBLIX ACROSS THE STREET FROM US AND HOW IT STANDS TODAY. PLANNING AND ZONING AGENCY, BOARD OF COUNTY COMMISSIONERS THE BOAT WAS 4-0.
DR. CHIN VOTES PLANNING AND ZONING AGENCY NOVEMBER 17 WAS AT MEETING, MOTION BY PETER, SECOND BY P AIR.
[INDISCERNIBLE].T CARRIED WITH RECOMMENDATION FOR APPROVAL. FINAL LOOK AT THE PROJECT.
OUT HAPPY TO ANSWER QUESTIONS. >> CHAIR WHITEHURST: ANY QUESTIONS FOR THE APPLICANT AT THISTIME, COMMISSIONER JOSEPH.
>> COMMISSIONER JOSEPH: YOU WANT TO SIDESTEP COMMENTS.
I CANNOT FIND IT IN MY BOOK. WOULD YOU MIND PUTTING IT UP ? SORRY. LIKE THE FOURTH ONE OR SO.
>> DOUGLAS BURNETT: YEAH. SO, IT'S WITHIN DEPARTMENT AREA BOUNDARY. MIXED-USE.
COMMERCIAL INTENSIVE. IT IS ARDIE STATED.
120 PERCENT FLOOR AREA RATIO, DOES NOT EXTEND TO OTHER APPLICATIONS PRAY THINGS I WENT OVER GO ON TO TALK ABOUT CONCERN ABOUT THE SIZE OF THE BUILDING.
IT SAYS COMPATIBILITY, SKIPPING, BUFFERING, HEIGHT, BUILDING PLACEMENT MITIGATE BUILDING SCALE MASSIVE MANY POINTS MADE BY THE APPLICANT VALID SUCH AS LOW TRAFFIC COUNT RELATIVE TO SQUARE-FOOT EACH.
MANY OTHER USES ALLOWED IN CEI, ZONING OR USES .
>> COMMISSIONER JOSEPH: OKAY. I DID HAVE A CONSERVATOR 207 THERE. TEMPLATE SETBACK.
WHAT WE DO EXPANDING 207, ENOUGH ROOM OR BE IN THE WAY?
>> DOUGLAS BURNETT: GOOD POINT. WHEN YOU DRIVE 207, I'M GOING BY MEMORY, BUT NOW THERE IS THREE ROADWAYS IN ST. JOHN'S COUNTY PART OF THIS. ST. JOHNS COUNTY, TRADITIONALLY, ONLY TWO ROADS THAT WERE PART OF STRATEGIC AND SYSTEM AND STATE OF FLORIDA. I-95 AND STATE ROAD 27.
STATE ROAD 207 WAS BUILT AND WIDENED TO THE WAY IT IS TODAY, DOT DESIGNED FUTURE WIDENING OCCUR TO THE MIDDLE.
IF YOU ARE TO GO FROM FOUR LANES TODAY TO SIX LANES IN FUTURE, ADDITIONAL TWO LANES TO MAKE A SIX LANE ROADWAY GO TOWARD THE MIDDLE. THAT IS WHITE MEDIAN IS AS WIDE
AS IT IS. >> COMMISSIONER JOSEPH: THERE'S LIKE 40 Ã45 FEET BEHIND. A LOT OF SPACE TO MOVE IT BACK A LITTLE BIT? I AM NOT A PLANNER.
SO GIGGLING] >> DOUGLAS BURNETT: THE ONLY CHALLENGE THAT IF WE WERE TO MANIPULATE SITE PLAN TO MOVE THE BUILDING FURTHER BACK. MIND YOU, THE BUILDING AND ITS
PLACEMENT SETBACK REQUIREMENTS. >> COMMISSIONER JOSEPH: I WORRIED ABOUT THE WIDENING OF THE ROAD.
>> DOUGLAS BURNETT: I THINK THE CHALLENGE WE HAVE IS WINDING 27 IN THE FUTURE WHERE THAT WOULD OCCUR A TYPE OF THE FUTURE.
OU HAVE MANY OTHER USES ALONG THE ROADWAY.
SO,IT IS GOING TO BE A CONSTANT IMPACT ON THAT ROADWAY.
THERE IS NOT EVEN , TO MY KNOWLEDGE, I HAVE NEVER HEARD OF RIGHT AWAY RESERVATION 20 7P IN THE ROADS WE HAVE IT, PRETTY ROUTINE WITH BOARD OF COUNTY COMMISSIONERS.
ESPECIALLY NORTHWEST, EVERYBODY'S GOING TO BE WIDENING. NOT THAT LEVEL TRAFFIC.
>> COMMISSIONER JOSEPH: OKAY. >> DOUGLAS BURNETT: CHALLENGE ON STATE ROAD 207. LACK OF CAPACITY, FOR EXAMPLE, THAT WOULD PROJECT THOSE THINGS WOULD BE NEEDED OTHERWISE WE WOULD HAVE WIDE ROAD RESERVATION.
>> COMMISSIONER JOSEPH: MOTHER UP,.ORE BUFFER.
FOR MY CONSTITUENTS, CAN YOU EXPLAIN WHAT MEANS TO GO FROM
[01:05:02]
70 PERCENT TO 100 WHITE PERCENT?THAT'S IT, THANKS. >> DOUGLAS BURNETT: SURE.
I THINK ONE THING THE SITE NEEDS IS ALL OF THEBUFFERING .
ALL THE REQUIREMENTS FOR NO WAIVER CONTEMPLATED FOR THIS SITE PLAN TO FUNCTION AND WORK. FROM THAT STANDPOINT ITWORKS.
THE ALTERNATIVE IS , I THINK, THIS DEMONSTRATES JUST BY TAKING THIS GREEN SQUARE AND SAYING THAT WOULD BE THE BUILDING. IN FRONT WOULD BE THE PARKING LOT. IT SHOWS PRETTY EASILY, 74,000 SQUARE-FOOT COMMERCIAL SHOPPING CENTER WORKS.
GET YOU SOMEWHERE NORTH OF 8000 TRIPS PER DAY TO THIS SITE VERSUS 160 TRIPS PER DAY TO THE SITE.
INSTEAD OF THIS DRAWING TRAFFIC TO THIS PARTICULAR LOCATION AND REDUCES IT. YES, A TRADE-OFF.
INCREASING RATIO. SOME JURISDICTIONS DON'T EVEN MEASURE FLOOR AREA RATIO. THEY ALLOW THE HEIGHT, SETBACKS, ALL THOSE OTHER REQUIREMENTS THAT THIS SITE FITS. IN THE PARKING DEMAND.
YOU COULD NOT TAKE A BUILDING THE SIZE AND MEET THE PARKING REQUIREMENTS FOR COMMERCIAL RETAIL OFFICE AND ITS USES.
IT IS A UNIQUE SITUATION FOR THIS SITE.
ONLY ALTERNATIVE OTHERWISE AS YOU LOOK AT HOW SELF STORAGE GOES INTO PUD. ALL THE WETLANDS AND AREAS PUD AND SINGLE-FAMILY ARE MULTI- FAMILY IN THAT PUD.HEN PUT SELF STORAGE IN IT. YOU CAN SPREAD OUT FLOOR AREA RATIO REQUIREMENT FROM THE SITE RATHER THAN HAVING ON THESE SITES PAIRED ALTERNATIVE IS TO REALLY LOOK AT PUTTING THIS IN ANOTHER PUD TO BUY THAT SPACE OR TO ARBITRARILY FIND A FIVE ACRE SITE THAT YOU CAN PUT. WHICH THEN PUSHES IT FURTHER AWAY FROM FOLKS. OBVIOUSLY, WE HAVE AN AREA SIGNIFICANT OUT OF NOT ONLY MULTI-FAMILY IN THIS AREA WITH PROJECT AT A MACRO, ALSO ABOUT OF SINGLE-FAMILY COMING IN BEHIND. THIS IS NOT DEVELOPED AND NOT HAVING THIS MODERN STORAGE FACILITY IN THIS AREA.
SO, THE BEST I CAN ANSWER FOR YOU.
>> CHAIR WHITEHURST: THANK YOU, COMMISSIONER.
ANYBODY HAVE QUESTIONS AT THIS TIME?
HERE PUBLIC COMMENT. >> CLERK OF THE COURT: AT THIS TIME THE BOARD WILL HERE PUBLIC COMMENT AGENDA ITEM NUMBER TWO.
PUBLIC COMMENT ON AGENDA ITEM NUMBER TWO.
>> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) THAT IS ONE UGLY ONLY.
WE SHOULD NOT BE AUTHORIZING BUILDINGS LIKE THAT WOULD TO MUCH MASS AND SKILL. REMINDS ME VERY MUCH OF A SELF STORAGE BUILDING IN DOWNTOWN PHILADELPHIA, PENNSYLVANIA I VISITED MONTH WITHMY OLD BOSS . [NAME], HUGE.
BARBARA NEEDED FOR THAT AREA. WHO ARE THE INVESTORS? BENEFICIAL OWNERS IN THIS PROJECT? WE WERE NEVER EVER TOLD. ALSO, NEVER EVER TOLD WHAT WAS BASIS OF DISSENT? THEY SHOULD NOT BE TALKING TO US IN BABY TALK. DEVELOPERS SHOULD NOT BE ABLE TO GET UP AT ALL AND PRESENT TO Y'ALL UNTIL WE HEAR FROM THE STAFF. JUSTICE IS SUPPOSED TO BE BLIND, THAT SHE SHOULD NOT BE GAGGED.
WHY DOESN'T THE STAFF MAKE REPORTS ANYMORE? THE REASON IS THAT DEVELOPERS WANT TO MAKE SALES PITCHES TO ALL. AS MY GRANDMOTHER WOULD SAY, NEVER EVER WILL YOU HEAR. [INDISCERNIBLE] ROTTEN FISH.
IS THIS POSSIBLY LEGISLATIVE BODY? I DO NOT SEE IT. YOU ARE RUBBERSTAMPING.
THANK GOD KRISTA JOSEPH (PROUD SHE IS HERE.MORE LIKE HER.
MORE CRITICAL THINKING ARE WE NEED COMMISSIONERS TO THINK FOR THEMSELVES. BY THE WAY, YOU ALL NEED A STAFF. A STAFF THAT WORKS FOR EACH COMMISSIONER. REPORTS TO YOU.
PICKED BY YOU. NOT THE EXECUTIVE BRANCH.
THE EXECUTIVE BRANCH DOES EVERYTHING IN ST. JOHN'S COUNTY. 1200 EMPLOYEES.
>> CHAIR WHITEHURST: PLEASE ADDRESS COMMENTS TO AGENDA
YOU ALWAYS INTRO. RUDE YOUNG MEN.

CONCERNS ABOUT.WHY DOESN'T THIS STAFF ADDRESS THAT? WHY DON'T YOU HAVE A TRANSCRIPT OF EVERY MEETING THAT YOU CAN REVIEW INSTEAD OF TALK TO BUT ADVOCATE ATTORNEYS IN BABY TALK IT IS WRONG. THE ENTIRE PROCEDURE ST. JOHN'S COUNTY FOLLOWS UNDER LDR'S NEEDS TO BE CHANGED.
STOP TAKING DEVELOPER WORD FOR WHAT VELTMAN REGULATION SHOULD BE AND LISTEN TO EXPERTS. GET ACADEMICS TO COME HERE AND DO SEMINARS. PROFESSORS FROM UNIVERSITY OF FLORIDA P PEOPLE WHO KNOW ENVIRONMENTAL LAW.

MR. BURNETT, APOLOGIES.I WORKED IN RETAIL.UR TIME OF YEAR. THIS IS OUR SUPER BOWL. A LITTLE BUSY.

>> DOUGLAS BURNETT: THANK YOU. NTERESTING ONE FOR ME.
YOU LOOK BACK ON 20+ YEARS. YOU RECALL THE CLIENT THAT WALKS TO THE DOOR IN YOUR LIFE AS IN PRIVATE PRACTICE.
IF YOU'RE LOOKING FOR THE SMALL TOWN DEVELOPER WHO DOES A LITTLE PROJECT HERE AND THERE, THAT IS MY CLIENT.
THAT IS WHO IS IN FRONT OF YOU. BOB IS SITTING BACK IN THE BACK. IF YOU MEET BOB, ALSO SOMETHING ELSE THAT YOU WOULD KNOW ABOUT HIM POTENTIALLY FOR OTHERS TELLING YOU. HE WOULD NEVER BRAG OR TALK ABOUT FOR MANY OF US, VIETNAM WAR HERO.
ANYWAYS. PROJECT STATE ROAD 16 NOT FAR OFF FROM WHERE THEY COUNTY PUBLIC WORKS BUILDING IS LOCATED. IT IS OFF OF RACETRACK ROAD.
IT IS FUNNY. EVERY TIME WE HEAR THIS AND THINK ABOUT RACETRACK RD., EASTON WEST WHERE THE DOG TRACK ALWAYS WAS. NOW WE GET RACETRACK ROAD.
ANYWAYS, BEEN THERE A NUMBER OF YEARS.
THIS IS OUR PROJECT SITE. A LITTLE CLOSER LOOK AT THE PROJECT SITE. IT IS WELL WITHIN MIXED-USE DISTRICT ON 207. THE PURPLE IS, I THINK, PUBLIC WORKS LOCATION, BRIDGE THAT KIND OF STUFF.
[01:15:03]
CURRENTLY PUD. ADDRESSING THING ABOUT IF I BACKUP TO ARIEL, YOU CAN SEE OUR SITE.ABOVE IT IS A LAKE RETENTION POND IF YOU WILL.
IF YOU LOOK AT PUD, PART OF PUD CURRENTLY THE RETENTION POND.
CURRENTLY OVERALL SITE WITH RETENTION POND IS A PUD.
APPROVED PUD. PUD FOR 19 HOMESITES.
IF I DRAW A LINE AROUND THE AREA BEFORE YOU TODAY IT IS ONLY THE BLUE SECTION. NOT THE SECTION WITH RETENTION POND ON IT. BECAUSE THAT ENDED ITS LITIGATION ON HOW IT WAS ACQUIRED PREVIOUSLY OR SUBDIVIDED PREVIOUSLY. YOU HAVE TO OWNERSHIP INTEREST OR NORTH OWNERSHIP AND PORTION IN THE YELLOW.
BOB IS HERE TODAY TALKING ABOUT THE PORTION IN THE YELLOW.
OBVIOUSLY A SURVEY THAT HAS BEEN CREATED.
AGAIN, THAT SAME SHAPE YOU CAN EASILY IDENTIFY.
LOOK AT THE PROJECT NOW. WHAT WE'RE TALKING ABOUT IS TAKING 19 SINGLE-FAMILY LOTS AND CONVERTING THEM INTO A COMMERCIAL WAREHOUSE, FLEX SPACE TYPE USE.
YOU CAN SEE THAT SAME SHAPE. YOU CAN SEE FOUR BASIC BUILDINGS AND HOW THEY LAY OUT ON THE SITE.
YOU CAN SEE A RETENTION POND IN SOUTHWEST CORNER.
LARGE PRESERVE AREA AS WELL AS BUFFERING AND INCOMPATIBILITY OFFERING. YOU CAN SEE TO THE SOUTH NATURALLY CREATES A BIG BUFFER TO ANYTHING THAT WOULD COME ALONG TO THE SOUTH. GREAT CIRCULATION ON THE SITE WITH PARKING TO GO AROUND. AND THEN ALSO 10 FOOT PERIMETER OFFER ON THE TOP. AGAIN, BACK TO ZONING MAP.
YOU CAN SEE WHAT WE ARE TALKING ABOUT.
REZONING INTO THE ZONING MAP AND HOW THIS WOULD OUT ON AN AERIAL. TO THE NORTH OF THE SITE, PROPERTY COMES ALL THE WAY DOWN, YOU CAN SEE WHERE THAT LINEAL POND IS ADJACENT. THAT IS ADAMS ACRES.
DRUG AND REHABILITATION FACILITY.
DRUG AND ALCOHOL REHABILITATION.
THAT IS WHAT IS ADJACENT TO US. PROPERTY OWNERSHIP TO THE EAST PART TO THE W. IS RACETRACK RD. ALSO UNDERSTAND OUT THAT THE COMMERCIAL PROJECT OWNER OF THE PROPERTY TO THE NORTH OF US, WHICH ALSO OWNS RETENTION POND, UNIFIED OWNERSHIP NOW.
THAT IS COMMERCIAL PROPERTY ZONING.
ALSO LEARNED PUBLIC PCA HEARING PURCHASE SINGLE-FAMILY HOUSES ACROSS THE STREET FROM OUR SITE ON RACETRACK ROAD AND RENTED THOSE OUT. PCA VOTES, PLANNING AND ZONING AGENCY. NOVEMBER 3, 2020 THIRD RECOMMENDATION FOR APPROVAL. WITH THAT I WILL CITE HEBREWS 1720, AND INDIA. INTELLIGENT BEING QUITE AT THE RIGHT TIME.

THAT ARE NOT CLEAR-CUT THE WHOLE THING AND KEEP SOME OF THAT BEAUTY THERE. EXPLAIN WHAT FLEX SPACE IS.> DOUGLAS BURNETT: IT'S FUNNIER LOOK AT.
COULD IT BE BASIC STORAGE THAT SOMEONE HAS LANDSCAPING AND WANT TO STORE SOMETHING THERE? YES.
COULD IT BE A FOR RECREATION HOBBYISTS OR COMMERCIAL POTTERY. AN ARTIST.
ANY NUMBER OF DIFFERENT USES THAT COULD GO IN THERE.
SORT OF LIKE UC LOCATION ON DOBSON ROAD.
FLEXIBLE SPACE. ALSO SPACE WHERE YOU CAN HAVE THREE-PHASE ELECTRIC TO CARRY HEAVIER DUTY ELECTRIC IF NEED BE. ALL COMMERCIAL.

>> SPEAKER: GOOD MORNING. I AM BILL LAZAR DIRECTOR PARTNERSHIP 525 W. KING STREET. REPORT YOU'RE GOING TO GET TODAY IS REQUIRED BY THE STATE OF FLORIDA BECAUSE OF THE SHIP FUNDS BECAUSE WE ALL GET.NE OF THE SIGNIFICANT THINGS ALLOW
YOU AS. >> STEVE LADRIDO: CERTAIN AMOUNT OF MONEY COMING IN EVERY YOUR FIRST TIME LAST TWO YEARS FIRST TIME 15 YEARS LEGISLATOR NOT TAKING THAT MONEY AND USING IT FOR OTHER ISSUES. YOU REALLY HAVE A PLANNING OPPORTUNITY. IDEA BEHIND THE REPORT IS TO ACKNOWLEDGE, DO WE HAVE AFFORDABLE HOUSING ISSUES IN OUR COMMUNITY? WHAT CAN BE DONE WITH IT? TOOLS IN TERMS OF CASH TO HELP FIGURE OUT WHAT THOSE SOLUTIONS MIGHT BE.WITH A GROUP THAT WORKS WITH YOUR HOUSING DEPARTMENT.E MEET ONCE A MONTH TO TALK ABOUT EVERY CURRENT PROJECTS GOING ON TO INCENTIVES OUT THERE.
I'M NOT GOING TO REDO ALL THE EXCITING STUFF ON PURPOSE OF COMMITTEE. IT IS ALL HERE IN HANDOUT.
THOSE ARE THE COMMITTEE MEMBERS CURRENTLY ON OUR COMMITTEE AND WORKING EVERY MONTH TALKING ABOUT SOME OF THESE IDEAS.
YOU'VE GOT A VARIETY OF POLICIES WITHIN BOTH GROWTH MANAGEMENT, LOCAL HOUSING ASSISTANT PLAN, AND COMP PLAN THAT TRY TO ADDRESS AFFORDABLE HOUSING.TO BE HONEST, TOP TOGETHER LAST 25 YEARS. I'VE BEEN WORKING HERE 25 YEARS NOW. WE REALLY NEED TO SEE THEM FINE-TUNE FOR TODAY'S DEVELOPMENT ATMOSPHERE AND EVERYTHING ELSE. ONE OF THE CRITICAL PARTS FOR ALL OF US IS THAT THERE IS SOMEBODY IN THE MOMENT SERVICES THAT IS A POINT PERSON. BECOMES MORE OF A SPECIALIST KNOWING WHERE ALL THE DIFFERENT PIECES ARE.
YOU CAN GET LOST READING DEVELOPMENT ANNUAL TRYING TO FIGURE OUT AFFORDABLE HOUSING INCENTIVES ARE.
REALLY IMPORTANT PART I THINK ABOUT AFFORDABLE HOUSING IT IS DEFINED AS GROSS INCOME BY FAMILY SIZE.
$60,000 SOUNDS LIKE A LOT OF MONEY UNLESS YOU'RE TRYING TO RAISE FIVE KIDS. ALWAYS IMPORTANT WHEN YOU DEFINE IT TO LOOK AT IT. THAT MAKES A BIG DIFFERENCE FOR ANY DEVELOPER RENTAL OR HOMEOWNERSHIP.
HOUSEHOLD INCOME THAT LETS THEM FIGURE OUT WHAT THEY CAN AFFORD TO BUY OR RENT TO THAT PERSON. THIS IS INFORMATION WE PULL FROM A COUPLE OF NATIONAL STUDIES AND THE UNIVERSITY IN HAS A DATABASE ON AFFORDABLE HOUSING.
WE ARE ALL VERY AWARE OF THE RENTAL MARKET IN ST. JOHN'S COUNTY. THE BIGGEST CHALLENGE OF THE LAST FIVE OR SIX YEARS SINCE HER K MATTHEW IS OUR RENTAL MARKET GOING THROUGH THE ROOF. I GET CALLS WEEKLY FROM PEOPLE WHOSE RENT IS GOING UP 200-$300.
INSURANCE CRISIS PUSHING LIABILITY INSURANCE ON TOP OF.
CURRENT FAIR MARKET RENT FOR TWO-BEDROOM PUSHES THE LIMIT SAYING YOU'VE GOT TO BE MAKING $20 A FIVE CENTS AN HOUR TO DO IT. TWO PEOPLE MAKING $10 OR $12 AN HOUR. THEY ARE THERE, A COUPLE WITH ONE OR TWO KIDS, THAT IS A BIG CHALLENGE.
IF YOU ARE SINGLE PARENT OR PERSON, I GOT A CALL YESTERDAY FROM SCHOOL DISTRICT EMPLOYEE WORKING AT A MIDDLE SCHOOL.
LOOKING FOR ONE-BEDROOM APARTMENT.
[01:35:05]
THEY ARE SCARCE. CAN ONLY AFFORD $1300-$1400 A MONTH ARE LOOKING FOR A COUPLE MONTHS.STAYING WITH FAMILY. AT THE POINT OF THE GHIBLI BECOME A FINDING OF THE SCHOOL DISTRICT WHERE HE CAN FIND HOUSING CLOSER TO WHERE HE IS GOING TO WORK.
HOMEOWNERSHIP PRICES. WOMEN WATCHING WHAT IS GOING ON. RIGHT NOW WE ARE STILL BUILDING TO PERMIT 500 HOMES A MONTH. MAJORITY DOES NOTHING TO AFFORDABLE HOUSING.THIRDLY TAKES ALMOST $160,000 HOUSEHOLD INCOME TO AFFORD. ESPECIALLY AS INTEREST RATES SEEM TO BE GOING UP. WE HAVE SIGNIFICANT CHALLENGES LOOKING WHAT IS GOING ON. THESE ARE OCCUPATIONS ACCORDING TO SCHAUMBURG CENTER RISK OF STRUGGLING TO REMAIN IN COMMITTEE. LOOK AT THE HOSPITALITY INDUSTRY, BACKBONE OF OUR ECONOMY.
THAT IS WHY EVERYONE MOVES TO ST. JOHN'S COUNTY FOR PRAYER FOUR RESTAURANTS CLOSED IN LAST QUARTER.
LARGE PART WHEN YOU TALK TO SOME OF THEM IT IS BECAUSE THEY CANNOT FULLY STAFF APPEAR CANNOT RAISE WAGES ENOUGH TO ENTICE SOMEONE TO COME HERE, LIVE HERE, STAY HERE, WORK FOR THEM 40 HOURS A WEEK. THAT IS WHEN THIS BECOMES ECONOMIC IMPACT. NOT JUST AFFORD A HOUSING FOR WHATEVER PURPOSE. MAJOR IMPACT ON WHO MOVES HERE AND WHO STAYS HERE AND WHAT BRINGS PEOPLE TO OUR COMMUNITY.
THIS AS AN IDEA, YOU KNOW, WHEN YOU TALK ABOUT OVER 10,000 FAMILIES THAT SPEND MORE THAN 50 PERCENT OF INCOME ON HOUSING, THAT IS A HUGE POLL OF PEOPLE BASED EVERY NOT FOLKS MOVING HERE. THESE ARE PEOPLE IN MANY CASES BORN AND RAISED HERE. TRULY STRUGGLING WITH HOW THEY WILL REMAIN LIVING AND WORKING WHERE THEY ARE.
OUR AHAC GROUP HAS A LIST OF 14 OR 15 PRIMARY CONCERNS HELPING WITH UTILITY AND IMPACT FEE CONNECTIONS.
WHENEVER POSSIBLE IN DEVELOPMENT OF SERVICES ASKING DEVELOPERS TO PUT AFFORDABLE HOUSING NEAR ANY KIND OF TRANSPORTATION HUBS. THAT IS LOOKING 20 YEARS DOWN THE ROAD. LOOK AT NEWDEVELOPS EVERYTHING ELSE , REALLY TRY TO SET BENCHMARK THAT SAYS WE NEED WORKFORCE HOUSING NEAR HUBS. YOU ALL HAVE BEEN SUCCESSFUL.
WORKFORCE HOUSING OVERLAY. DENSITY STRATEGIES WORK FOR LEVEL OF AFFORDABLE HOUSING COMMITTEE.
WE HAVE SEEN SUCCESS. HOPEFULLY A LOT MORE.
THE LAST ONE, I KNOW NEXT ITEM ON THE AGENDA IS TALK ABOUT COUNTY OWNED LOTS SET-ASIDE FOR AFFORDABLE HOUSING.
WE WOULD LIKE TO SEE THOSE PUT INTO PLAY A GREAT FOR HOUSING NOW AND NOT LATER. THIS IS SOME OF THE REPORTS WHAT HAS HAPPENED IN THE PAST. TO GIVE YOU ALL THE SENSE OF FUNDS THAT HAVE GOING ON. ZONING DISTRICT OVERLAY.
THREE ARE FOUR DIFFERENT DEVELOPERS UNDERWAY THAT ARE GOING TO PRODUCE SOME LEVEL OF AFFORDABLE HUIZINGA.
HABITAT RECENTLY GOT $750,000 GRANT FROM A FUN PAIR HELP WITH NEXT UP DIVISION FOR ALPHA OMEGA HOUSE, IF YOU NOT SEE, FLORIDA LEGISLATOR AWARDED THEM 3.5 MILLION PROGRAMS. ANOTHER PROGRAM WORKING WITH THEM SEVERAL YEARS TO BRING THE PROJECT ON THE GROUND. HOUSING PARTNERSHIP, WE BUILT 50 HOME PLASTER OFF OF LOTS THAT Y'ALL PURCHASED TWO YEARS AGO. THESE ARE WHAT PARTNERSHIPS PRODUCE. CANOPY OAKS HABITAT.
SOME OF THE HOMES THEY HAVE FINISHED.
STABILIZING PEOPLE IN OUR WORKFORCE.
NEXT ONE, 36 UNIT SUBDIVISION NORTH OF WHERE THEY CURRENTLY ARE. SOME OF THE HOMES HOUSING PARTNERSHIP HAS BEEN BUILDING IN WEST AUGUSTINE NEIGHBORHOOD OFF OF POLLUTION. GIVE YOU AN EXAMPLE, THAT IS DUPLEX HOUSING PARTNER BUILT SIMPLY BY GETTING DENSITY BONUS. TURNING SINGLE FAMILY RESIDENTIAL LOT INTO A DUPLEX TOOK ABOUT THREE MONTHS GOING THROUGH DEVELOPMENT OF SERVICES FORGIVES US A DUPLEX BEAR MY THOUGHT IS IF YOU DO THAT FOR AFFORDABLE HOUSING, NOT AIRBNB'S OR ANYBODY ELSE BUT YOU RESTRICTED TO PRESENT HOUSEHOLD INCOME AND FAMILY SIZE.
YOU MIGHT SEE A FEW MORE COMPLEXES POP UP.
THIS DUMMY CALLED ME YESTERDAY, HE NEEDS A GARAGE APARTMENT.
ADU WILL HONOR PROPERTY THAT SOMEONE COULD HAVE ADDITIONAL INCOME. OUR BIGGEST SUCCESS.
SADLY COMES BECAUSE WE WERE HIT BY HER K MATTHEW BEXAR COUNTY GOT $39 IN HUD MONEY. THIS IS WHAT YOU CAN PRODUCE OVER 200 UNITS OF APARTMENTS. FOR PEOPLE 60 PERCENT OF THE AREA MEDIAN INCOME. THAT IS HUGE FOR THOSE OF THE FOLKS THAT ARE BACKBONE OF HOSPITALITY INDUSTRY.
[01:40:05]
THAT IS A PART THAT IS REALLY HARD FOR DEVELOPER TO DO WITH DENSITY BONUSES. DENSITY BONUS DOES NOT GENERATE ENOUGH TO GET OUT TO INCOME LEVEL AROUND 40,000-50,000 YEAR.ITHOUT THOSE FOLKS, SMALL BUSINESSES IN TOWN WILL NOT CONTINUE. THERE SAM MARCO HEIGHTS.I BELIEVE COMMISSIONER WHITEHURST WAS OUT THERE RIESLING AT THE GRAND OPENING. THEY ARE UP AND RUNNING.
OVER 500 APPLICATIONS THEY COULD NOT ADDRESS.
VICTORIA CROSSING UNDERWAY RIGHT NOW.RIGHT NOW YOU CAN SEE THESE ARE GOING TO BE SUCCESSFUL PROJECTS.
PART OF COUNTY'S PORTFOLIO NEXT 30 OR 50 YEARS.
THIS IS YOUR LATEST TAX CREDIT DEAL THAT ABILITY HOUSING IS PUT TOGETHER. TOTAL OF 92 UNITS.
YOU CAN SEE WITH TAX CREDIT FINANCING HOW MUCH YOU CAN ACCOMPLISH GETTING DOWN TO PEOPLE WHO ARE NOT MAKING CLOSE TO 80 PERCENT AREA MEDIAN INCOME.
ALPHA OMEGA PROPERTY. THERE UNDERWAY.
THEY'VE BEEN GETTING A LOT OF IF A STRUCTURE NOT THROUGH THE CDBG FUNDS. SEE THAT BREAK GROUND AT LEAST IN THE NEXT JANUARY. THAT IS EVEN BETTER.
WE ASK YOU TO TAKE A LOOK AT THIS.
COME TO A POINT WHERE I THINK IF WE CANNOT FIGURE OUT MORE TO DO NEXT FIVE YEARS WE ARE GOING TO SEE SERIOUS ECONOMIC IMPACT FOR TOURIST INDUSTRY. I DO NOT KNOW HOW TWO NEW HOTELS STAFF APPEAR NOT PEOPLE HERE.
START STEALING EMPLOYEES FROM OTHER SMALL BUSINESSES IT WILL BE WORSE. WE APPRECIATE YOUR SUPPORT.
WE HOPE YOU WILL LOOK AT THINGS.
YOU HAVE ANY FUNDS COMING IN NOW THAT WILL NOT DISAPPEAR SOON. LIKE CDBG FUNDS, SHIP FUNDS FOR 2000, COUNTY HAD HOUSING STUDY DONE.ECOMMENDED THE TIME WE NEEDED 1000 UNITS A YEAR TO ADDRESS HOUSING CHALLENGE.
WE HAVE NOT COME CLOSE. NOW STEADY SOURCE OF FUNDS.
OPPORTUNITY TO BE A LOT MORE CREATIVE.
WE HOPE YOU WILL LOOK AT THIS AND THAT YOU GIVE ALL OF US SOME, YOU KNOW, GOALS ON WHAT YOU LIKE TO SEE PRODUCED THAT CAN BE DEVELOPERS, NONPROFIT, FOR-PROFIT.
THANK YOU VERY MUCH. >> CHAIR WHITEHURST: THANK YOU.
ANY QUESTIONS FOR THE BOARD? PUBLIC,
>> CLERK OF THE COURT: AT THIS TIME THE BOARD WILL HEAR PUBLIC COMMENT ON AGENDA ITEM NUMBER SIX.
PUBLIC COMMENT AGENDA ITEM NUMBER SIX.
GOOD MORNING. >> PUBLIC COMMENTOR: GOOD MORNING.
[VOTING] DID NOT ACTUALLY IN A SPEAKING. BILL LAZAR IS AMAZING.
ONE QUESTION I HAD AND MAYBE BILL CAN ANSWER THIS.
WE HAVE SEEN A LOT OF APARTMENT TYPE PROJECTS COME FORWARD.
WHERE HIT HAS BEEN OFFERED THAT THESE FRIEND WOULD BE AT MARKET RATE. MAYBE BILL CAN CLARIFY IS THERE A DIFFERENCE TWEEN APARTMENTS COMING ON AT MARKET RATE VERSUS WHAT BILL IS TRYING TO TELL US WHAT IS NEEDED FOR AFFORDABLE
HOUSING. >> CLERK OF THE COURT: THANK YOU MR. MCNARY. GOOD MORNING.
>> PUBLIC COMMENTOR: GOOD MORNING (STATING NAME) (STATING ADDRESS) I AM VERY IMPRESSED ALWAYS WITH BILL LAZAR AND HIS KNOWLEDGE AND COMMITMENT TO OUR COMMUNITY. HE JUST HIGHLIGHTED THE IMPORTANCE IN ECONOMIC IMPACT OF AFFORDABLE HOUSING FOR ESSENTIAL WORKERS. IN ADDITION TO NATURAL AND CULTURAL ATTRACTIONS OF OUR COUNTY, ONE OF THE MAIN DRAWS IS FAULTY OF PUBLIC EDUCATION. I HAD NOT PLANNED TO SPEAK.
SUPPORT OF MANY STAFF WHO LAST WEEK ADDRESSED THE SCHOOL DISTRICT, EXASPERATED ABOUT THEIR SALARIES AND THE MAJOR FACTOR CONTRIBUTED TO THEIR DILEMMA IS ALSO AFFORDABLE HOUSING. PLEASE CONSIDER THAT.
THANK YOU. >> CHAIR WHITEHURST: TAKE YOU,
MRS. HOLTZ. >> PUBLIC COMMENTOR: I AGREE.
STATING NAME) (STATING ADDRESS) BILL LAZAR'S BEEN DOING THIS 35 YEARS THANK THANKFUL US WE.
THANK YOU FOR AHAC AND MAKING RECORDS AVAILABLE.
MAKING THE MINUTES AVAILABLE. PROBLEM WITH AFFORDABLE HOUSING, WITH CHEAPSKATE EMPLOYERS THAT DO NOT PLAY EMPLOYEES AND APPEARED THOSE OF YOU EMPLOYERS INCLUDING ST.
JOHN'S GOVERNMENT LOOK AT WAGE RATES.OOK AT THE SCHOOL BOARD. THEY'RE NOT PAYING THEIR EMPLOYEES ENOUGH. CHAMBER OF COMMERCE STARTED AS
[01:45:03]
ANTILABOR GROUP. VERY INFLUENTIAL IN ST. JOHN'S COUNTY. WAGERING ST. JOHN'S COUNTY, WE NEED TO LOOK AT THE BACK THERE IS ANTI-UNIT SENTIMENTS TAUGHT IN SCHOOLS. THAT SHOULD BE EXPLICATED, IS WRONG. THANK YOU.>> CLERK OF THE COURT: THANK YOU, MR. SLAVEN.
GOOD MORNING. >> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) I WANT TO SAY AS WELL, BILL LAZAR GIVEN US A CHANCE.
TAKE THIS VERY SERIOUSLY. IF WE NEED TO BE GETTING 1000 NEW HOUSING UNITS A YEAR OF AFFORDABLE HOUSING AND WHEN WE DON'T DO THAT WE ARE ONLY BEHIND EVERY YEAR, GIVE US TWO CLEAR WAYS, I THINK, WELL, MAYBE IT IS ONE THAT WORKS TOGETHER. THEN THE COUNTY CAN REALLY SUPPORT THIS. WE CAN DO IMPACT FEES.
HELP WITH UTILITY COSTS. IF WE DON'T WANT A BUILDER WHEN A DEVELOPER PUTS IN SOMETHING, IT ADDS 30,000 DOES, MY UNDERSTANDING, ADDS $30,000 TO THE COST OF IT.
I THINK THE COUNTY CAN RISE TO THIS PART I AM HOPING WE WILL.
THANK YOU. >> CLERK OF THE COURT: THANK YOU. GOOD MORNING.
>> PUBLIC COMMENTOR: GOOD MORNING, COMMISSIONS.
MY NAME IS (STATING NAME) (STATING ADDRESS).
AS FOR YOU WELL KNOW I AM AN ARCHITECT.
MS. JOSEPH I AM NOT YET. I HOPE TO VARY SOON.
I THINK THE VERY EASY THING TO DO IS TO TAKE A LOOK AT SOME OF OUR ZONING. THERE ARE OPPORTUNITIES.
MOST OF THE RESIDENTIAL WORK IS FOR SINGLE-FAMILY.
IF WE LOOSEN UP FOR IT IN PHIL, ALLOWANCE OF 80 USE.
EASY STEPS FOR CREATING AFFORDABLE HOUSING.
TRY TO GET BACK ON THERE. I WAS ADVISED POINTED TO THE STATE BOARD OF ARCHITECTURE INTERIOR DESIGN I HAD TO STEP OFF. THAT WAS INCORRECT.LAUGHS] CHECK BACK WITH ETHICS LAWYERS AT THE STATE AND I CAN GO BACK AND SERVE. I LIKE TO GO BACK ON THE COMMITTEE. THE WORK THAT HAS BEEN DONE IN PAST YEAR HAS BEEN IMPRESSIVE. AS YOU ALL KNOW, I'VE ONLY BEEN HERE A COUPLE OF YEARS. HAVING COME FROM VERO BEACH I SAW SAME THINGS DOWN THERE HAPPENING HERE.
PRICES SO EXPENSIVE THAT PEOPLE THAT REALLY HELP US OUT: TEACHERS, FIREFIGHTERS, POLICE OFFICERS DO NOT HAVE A PLACE TO BE AFFORDABLE FOR THEMSELVES UNLESS THEY ARE IN 106 $5000 RANGE. WHATEVER WE CAN DO TO HELP WITH LESSENING THE IMPACT OF WHAT IT COSTS TO LIVE IN ST. JOHN'S COUNTY IS SOMETHING WE FINALLY NEED.
THE COMMITTEE CONTINUES TO DO GOOD WORK.
I THINK CONTINUE TO DO THAT GOOD WORK.
I STILL ATTEND THE MEETINGSAS MUCH AS I CAN EVERY MONTH .
WHETHER GET BACK ON COMMITTEE OR NOT, I WILL BE THERE TO SUPPORT THEM. THANK YOU FOR YOUR TIME.
>> CLERK OF THE COURT: THANK YOU, MR. BURKE.
GOODWIN, MISS MORROW. >> PUBLIC COMMENTOR: GOOD MORNING. (STATING NAME) (STATING ADDRESS) REPRESENTED FOR HABITAT FOR HUMANITY'S.
WE ARE HERE REPRESENTING HABITAT WE WHAT TO SUPPORT THE INITIATIVE THAT. [INDISCERNIBLE].
WE WENT LOW INCOME. WE NOTE NECESSITY HERE IN THE COUNTY. HONESTLY, WHATEVER WE CAN DO TO WORK TOGETHER. I DON'T KNOW FEW NEED DATA OR IF YOU GUYS WANT TO COME AND VISIT, WE ARE THE ONES TO SEE THESE PEOPLE EVERYDAY COME INTO OUR OFFICE.
AND SEEING HOW THEY STRUGGLE. THEY WANT TO WORK HERE, BE HERE, AND BE PART OF THE COMMUNITY.
THEY WILL CONTRIBUTE IN THE COMMITTEE.
SO, IT IS TIME FOR US TO DO SOMETHING TO HELP THEM.
WE ARE WILLING TO HELP WITH THAT.
SO, SORRY FOR MY ACCENT. I HAVE A BEAUTIFUL ACCENT.
WE ARE WILLING TO HELP YOU. WE HAVE DATA THAT WE CAN SHARE WITH YOU GUYS. WE ARE WILLING TO MEET WITH YOU. I MEAN, WHATEVER IT TAKES TO MAKE IT HAPPENED WE WILL MAKE IT HAPPENED. OKAY.
THANK YOU. >> CLERK OF THE COURT: THANK YOU, MISS MORROW. ANYONE ELSE FOR PUBLIC COMMENTS
ON AGENDA ITEM NUMBER SIX? >> SPEAKER: I'M GOING TO ANSWER. [NAME] QUESTION.
KEY IS TO GET EVERYONE PITCHING TOGETHER YELLING HELP FROM
[01:50:07]
DEVELOPERS AND LENDERS TO MAKE THIS WORK.GIVE A SIMPLE EXAMPLE, WE ARE BUILDING HOUSES IN THE NEIGHBORHOOD WHERE WE BOUGHT THE LOTS.
WE GET USDA FINANCING, BELOW FOUR PERCENT AND FINANCE OVER 30- 8 YEARS. TWO ARE $60,000 HOUSE, $1400 A MONTH MORTGAGE PAYMENT. THAT WORKS FOR PEOPLE.
THAT IS CHEAPER THAN YOU CAN FIND A PLACE TO RENT IN OUR TOWN. WE NEED PEOPLE TO PUT THEIR HEADS TOGETHER AND THINK ABOUT IT.
GREG IS RIGHT ON ZONING. A NUMBER OF DIFFERENT THINGS.
I WAS LOOK AT AS EVERYBODY HAS PROPERTY RIGHTS THAT THEY HAVE.
WHEN SOMEONE COMES TO YOU AND ASKS FOR ANY KIND OF WAIVER, BONUS, OR ANYTHING ELSE YOU HAVE THE OPPORTUNITY TO HAGGLE.
AT THAT POINT YOU HAVE THE OPPORTUNITY SAY, CAN YOU DO SOMETHING THAT GENERATES SOME ADDITIONALAFFORDABLE HOUSING.
EATHER IS CONTRIBUTE TO HOUSING TRUST FUND ALLOWS YOU TO USE A. THE BIGGEST CHALLENGE FOR AFFORDABLE HOUSING IS PUTTING INFRASTRUCTURE IN. IF YOU HAVE THE DEVELOPER DO IT IT IS NOT GOING TO BE AFFORDABLE .
SIMPLY BECAUSE CARRYING COSTS FOR A YEAR OR TWO WHILE PUTTING IT IN MAKES IT ALMOST IMPOSSIBLE.
WHEN FOLKS COME, ASK THEM TO SIT DOWN BUT WE NEED TO GET LENDERS INVOLVED, TOO. THE LENDERS, IF THEY WOULD LOWER INTEREST RATES FOR FIRST-TIME HOMEBUYERS WILL HIT HOME EVERYDAY. EVEN WITH INCREASE IN LAND PRICES AND MATERIAL COSTS. EVERYBODY HAS TO HELP MAKE YOUR
JOB EASIER. THANK YOU.>> CLERK OF THE COURT: THANK YOU MR. LAZAR. ANYONE FOR PUBLIC COMMENT AGENDA ITEM NUMBER SIX. MR. [NAME].
GOOD MORNING. >> PUBLIC COMMENTOR: GOOD MORNING.
(STATING NAME) (STATING ADDRESS) I WAS SUPPOSED TO BE HERE EARLY. THAT'S OKAY.
THANK YOU, BILL. THANK FOR OF COUNTY COMMISSIONERS FOR YOUR GUISES TIME TODAY.
I APPRECIATE YOU GUYS GIVING TIME AND ATTENTION IT NEEDS TO THIS VERY IMPORTANT TOPIC. MY NAME IS STEVE LADRIDO.
I'M WEARING FOUR HATS TODAY. NOT UNCOMMON FOR ME.
ONE AS CHAIR FOR HOUSING ADVISORY COMMITTEE.
NUMBER TWO, PRESIDENT OF LOCAL REALTOR ASSOCIATE.
NUMBER THREE, VICE PRESIDENT COBLE BANK, LARGEST REAL STAY BROKERAGES IN THE COUNTY. MORE IMPORTANTLY, NUMBER FOUR, AS A RESIDENT OF ST. JOHN'S COUNTY.
I'VE BEEN HERE 20 YEARS. I AM WOVEN INTO THE FABRIC OF WHAT I BELIEVE IS MOST IMPORTANT PART OF ST. JOHN'S COUNTY, WHICH IS THE PEOPLE. I HAVE A FEW THINGS TO SAY.
BILL HAS GOT OVER THE REPORT WITH YOU GUYS.
WE WORKED TIRELESSLY ON THIS REPORT EVERY YEAR.
I ASK THAT YOU GUYS HAVE THE TIME AND ATTENTION IT TAKES TO READ THROUGH THIS DETAILED REPORT WITH A LOT OF REALLY GREAT IDEAS.I BE REMISS IF I DID NOT GIVE A SHOUT THANK YOU TO OUR STAFF AT THE COUNTY WHO WORK WITH US VERY, VERY WELL AND DO A LOT OF WORK BEHIND THE SCENES TO ASSURE THIS REPORT GOES SMOOTHER. MEETINGS GO TO WEATHER.
THANKS TO THE STAFF. I APPRECIATE THAT.
MORE IMPORTANTLY TO YOU WHILE TO TAKE THE TIME, AGAIN, TO LOOK THROUGH THE REPORT AND FIND SOME SOLUTIONS TO A REAL PROBLEM WE HAVE HERE IN OUR COUNTY.HETHER YOU BELIEVE IT OR NOT, THERE IS A NEED FOR AFFORDABLE HOUSING IN OUR COUNTY. I WORK WITH A LOT OF THE LARGEST EMPLOYERS IN ST. JOHN'S COUNTY.
I WORK WITH YOUR LOCAL MUNICIPALITY GOVERNMENT, FIRST RESPONDERS, FIRE DEPARTMENT, SHERIFF DEPARTMENT, LOCAL POLICE, YOUR TEACHERS. THESE ARE THE FOLKS THAT NEED AN OPPORTUNITY TO OWN HOMES IN ST. JOHN'S COUNTY.
IF THEY DO NOT HAVE THE OPPORTUNITY, THEY WILL GO ELSEWHERE. IF THEY START TO GO ELSEWHERE AS I'M SURE BILL MENTIONED, CLOGS UP OUR ROADS.
WITH THIS QUALITY PEOPLE. WE LIST QUALITY PEOPLE THAT ARE THE FABRIC OF ST. JOHN'S COUNTY AND WHAT MAKES THIS PLACE SUCH A GREAT PLACE TO LIVE. AGAIN, I IMPLORE YOU TO TAKE A CLOSE LOOK AT THIS REPORT AND THESE IDEAS AND FIND A WAY TO CONTINUE TO CONTRIBUTE TO MAKING A POSITIVE IMPACT TO PROVIDING WORKFORCE HOUSING IN ST. JOHN'S COUNTY.
IT HAS TO BE DONE. I WILL LEAVE YOU WITH ONE QUESTION. MY TIME IS RUNNING OUT.
I LEAVE YOU WITH ONE QUESTION. I HOPE IT IS A THOUGHT-PROVOKING QUESTION THAT ALLOWS YOU TO THINK OUTSIDE THE BOX ANDTAKE A CLOSER LOOK AT THESE IDEAS .
IF NOT YOU, THEN WHO? THANK YOU.
>> CLERK OF THE COURT: THANK YOU, MR. LADRIDO.
>> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) WE ALL KNOW THAT WE NEED AFFORDABLE HOUSING. FOR YEARS AND YEARS I HAVE
[01:55:01]
HELPED AS BEST I CAN AND MR. LAZAR KNOWS ME FROM WAY BACK.BUT THE CONCERN I HAVE IS THE MONEY.
YOU ARE ASKING THE TAXPAYERS WHETHER IT IS LOCAL, STATE, FEDERAL, IT IS MONEY COMING IN HERE AND WE ARE HAVING PROBLEMS WITH SUPPOSEDLY NOT HAVING ENOUGH MONEY FOR THE ROADS AND OTHER NEEDS OF THIS COUNTY. SO, WHATEVER IS DONE WE NEED TO ALWAYS REMEMBER IT IS OUT OF OUR POCKETS.
AND HOW MUCH WE HAVE IN OUR POCKETS TO DO THIS? TO HELP PEOPLE? I LIKE TO HELP PEOPLE.
THERE IS NOT TOO MUCH OF MY POCKETS THOUGH.
I HELP IN OTHER WAYS. THINK WE NEED TO THINK ABOUT IT.
I DON'T KNOW HOW IT IS GOING TO WORK.
I DON'T KNOW HOW WE WILL GET THE MONEY TO DO EVERYTHING WE WANT TO DO. AND SO THAT IS THE ONLY THING I WANTED TO STATE. I APPRECIATE COMMISSIONER ARNOLD TO OPENING AND UP TO PUBLIC COMMENT AGAIN.
THANK YOU. >> CLERK OF THE COURT: THANK YOU MISS. [NAME].
GOOD MORNING, MISS FRANKLIN. >> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) I AM HERE TO SAY THANK YOU FOR STARTING TO MAKE A HUGE DIFFERENCE IN ADDRESSING THIS NEED. 3.5 MILLION SOUNDS LIKE A LOT TO ALPHA OMEGA. AT ONE POINT IT WOULD HAVE BUILT TO ALL 20 OF THOSE UNITS. TODAY IT WILL COMPLETE HORIZONTAL STRUCTURE. WE STILL HAVE A LOT OF MONEY TO RAISE PRESOAK, JUST WANT TO SAY THE IMPACT FEES, CONNECTION FEES FOR UTILITIES ÃALL THIS MAKE A DIFFERENCE WHEN WE'RE TALKING NONPROFITS. YOU HAVE A LOT OF CHOICES TO MAKE AND FUNDS ARE BEING SPREAD.
BUT YOU'RE MAKING A DIFFERENCE. WE DO ASK YOU TO THINK ABOUT IMPACT FROM THE NONPROFITS WHEN BUILDING HOUSING UNITS.
OUR RESIDENTS COME TO US MANY TIMES SLEEPING ON BENCHES, COUCH TO COUCH, IN THEIR CARS. BUT IS GREAT WHEN YOU SEE THEM WORKING AT OUR SHERIFF'S DEPARTMENT, AND OUR HOSPITALS, BEING DENTAL ASSISTANCE. SO, WE ARE MAKE A HUGE DIFFERENCE. WE WANT TO CONTINUE.
THOSE YOUNG LADIES AND SENIOR WOMEN GOING BACK INTO OUR COMMUNITY AND REALLY ACHING A DIFFERENCE HERE IN ST. JOHN'S COUNTY. THANK YOU VERY MUCH.
>> CLERK OF THE COURT: THANK YOU.
ANYONE ELSE FOR PUBLIC COMMENTS ON AGENDA ITEM NUMBER SIX? SEEING NONE. WE WILL CLOSE PUBLIC COMMENT.
>> CHAIR WHITEHURST: WHERE BACK TO THE BOARD ANY QUESTIONS OR
CONCERNS. >> COMMISSIONER DEAN: IF I MAY.
A COUPLE THOUGHTS. THE FEDERAL GOVERNMENT, WE THE COUNTY CANNOT OPERATE EARLIER ON A DEFICIT SPENDING.
WE HAVE TO BALANCE THE BUDGET EACH YEAR.
THAT TRANSLATES TO ME ON ISSUES LIKE THIS IS BJ WAS EXACTLY RIGHT. ZERO-SUM GAME.
ANYTHING WE DO TO TRANSFER FUNDS TOWARD AFFORDABLE HOUSING WE WILL HAVE TO DEDUCT FROM OTHER AREAS DESIGNATED HAVING SAID THAT, FOR THOSE WHO FOLLOWED MY SERVICE ON THIS COMMISSION. I HAVE BEEN A STRONG PROPONENT OF AFFORDABLE HOUSING FOR THE REASONS I'VE EXPRESSED IN THE PAST. ONE OF THE THINGS WE RECENTLY DID, WHICH I THINK WAS SPEARHEADED BY COMMERCIAL ARNOLD, WE DID EXPAND IMPACT FEE PAYMENT SCHEDULE ON ABILITY HOUSING IN ORDER TO GET THAT PROJECT DONE FOR WEST AUGUSTINE. ALSO TWO OTHERS, RAVENS PROJECT, NOR CITED CITY. ALSO THE STOKES LENNY PROJECT ON U.S. 1 NORTH ALONG WITH THE TWO MENTIONED, VICTORIA CROSSING, WHICH IS IN DIRECT GOING TO BE DISCUSSED NEXT.
ALSO SAN MARCO SITES. I THINK AS A COMMISSION WE ARE DEDICATED, I THINK, TO DOING ALL WE CAN FOR AFFORDABLE HOUSING. RECOGNIZING THAT WE HAVE TO BE CREATIVE BECAUSE WE CANNOT JUST SIT HERE AND TRANSFER $50 MILLION FROM ACCOUNT A, TOOK OUT BE.
I CONNECTED COMFORTABLE THAT. WE SCRUB THE BUDGET EACH YEAR.
FOR THOSE WHO DO NOT FOLLOW BUDGET PROCESS, WE GET INTO EXTREME DETAIL PROJECTS AND PROGRAMS THAT THIS COUNTY
[02:00:01]
PROVIDES. I HAVE EN UNABLE IN SIX YEARS OF SERVING ON THIS COMMISSION TO FIND A LOT OF LOOSE CHANGE LAYING AROUND THAT WE CAN ALL OF A SUDDEN SAY, OH, WE CANNOT FUND THE PROJECT. LIKE I SAID, ZERO-SUM GAME.AS MUCH AS I APPRECIATE THE GOOD WORK THAT ALL THE FOLKS WHO WORK ON THIS WITH US, IT'S ÃIT'S A CHALLENGE TO COME UP WITH INNOVATIVE WAYS TO PROVIDE AFFORDABLE HOUSING FOR THOSE BOTH IN THE PUBLIC AND PRIVATE SECTOR THAT ÃTHAT ARE LOOKING TO POSSIBLY HAVE TO MOVE OUT OF THIS COUNTY IN ORDER TO MAKE ENDS MEET. SO, I OFFER MY COMMENTS WITH MINOR NOTE ALSO THANK MR. LAZAR ÃWHEN I WAS ELECTED SIX YEARS AGO, THE FIRST CALL I GOT. THE VERY FIRST WEEK OF NOTHING PER SE WAS FROM BILL LAZAR WHO WANTED TO MEET ME AND OFFERED TO TAKE ME AROUND TO THE NUMBER OF PROJECTS AND EXPLAIN AFFORDABLE HOUSING AND WHAT HE IS FACING.
HE CONTINUES TO DO GOOD WORK. I WILL ALWAYS REMEMBER THAT FIRST CALL AS A NEW COMMISSION. ANYWAY, JUST WANTED TO SHARE
THOSE COMMENTS. >> CHAIR WHITEHURST: THANK YOU, COMMISSIONER D. COMMISSIONER JOSEPH.
>> COMMISSIONER JOSEPH: I WANT TO MAKE SOMETHING CLEAR ABOUT AFFORDABLE HOUSING. SEE IT AS OPPORTUNITY FOR PEOPLE TO TAKE IT MANAGE OF THESE ITEMS LIKE IMPACT FEES BECAUSE THESE ARE MAKING IMPACTS IN OUR COMMUNITY.
IN OUR SCHOOLS, FIRE, POLICE WHERE THEY ARE BUILT.
I KNOW THIS IS A QUANDARY. I THINK EACH PROJECT SHOULD BE TAKEN AS INDIVIDUAL PROJECT. , WHICH IS THE MOST I'VE GOTTEN SINCE I STARTED. AS WELL AS, I FEEL LIKE THERE NEEDS TO BE ASSESSMENT OF ST. JOHN'S COUNTY BASED ON ALL THE APPROVALS WE HAVE HAD ALREADY. I THINK IS REALLY IMPORTANT TO GET AFFORDABLE HOUSING TO THE PEOPLE WHO ALREADY LIVE HERE.
I AGREE THAT WITH THE FIRE. WHEN I WAS RUNNING FOR ELECTION, FOR SICK FIRE STATIONS EXCEPT FOR 5. NOT ONE THAT WANTED TO LIVE MULTI-FAMILY HOUSING UNIT APPEARED ALL THEM WANTED TO BE ABLE TO AFFORD A HOUSE.
I LIKE LOWERING INTEREST RATES TO GET PEOPLE IN HOMES.
MAKES MONTHLY PAYMENT LOWER. THOSE ARE THE CREATIVE THINGS I'M INTERESTED IN HEARING. I AGREE WITH CALLING IT WORKFORCE HOUSING. I THINK THAT IS THE WAY TO GO.
I HAVE A LOT MORE TO LEARN. THANK YOU.
>> CHAIR WHITEHURST: THANK YOU, COMMISSIONER JOSEPH.
COMMISSIONER ARNOLD. >> VICE-CHAIR ARNOLD: I WANT TO THANK EVERYBODY CAME TO SPEAK TODAY.
A LOT OF YOU ARE FAMILIAR. DOING AMAZINGLY GREAT WORK.
HUGE ROBIN. UNDENIABLE. HAVE ALSO SPOKE OF FIRST RESPONDERS AND TEACHERS.
I DON'T KNOW THAT I HAVE EVER SEEN MULTI-FAMILY AS BEING A DEALBREAKER. I THINK THEY JUST WANT TO BE ABLE TO LIVE AND WORK HERE, RAISE THEIR FAMILIES HERE.
EVIDENCE BY THIS REPORT THAT YOU GUYS ARE PUT TOGETHER, THERE IS NO ONE-SIZE-FITS-ALL. IT'S GOING TO TAKE, WITHOUT QUESTION, COLLABORATION FOR PUBLIC, PRIVATE, NONPROFIT.
IT'S GOING TO TAKE OFFICE, TO THE TABLE TO FIND A SOLUTION.
I WANT TO THANK YOU AGAIN FOR ALL YOUR HARD WORK AND TRYING TO FIND A SOLUTION TO THIS PROBLEM.
IT IS A TOUGH ONE. >> CHAIR WHITEHURST: THANKYOU , COMMISSIONER ARNOLD. ANYTHING ELSE FROM THE BOARD? THANK YOU. CERTAINLY APPRECIATED.
>> COMMISSIONER DEAN: I MAKE A MOTION UNLESS YOU WANT TO DO IT SARAH. YOU ARE THE COMMISSIONER.
ON THE COMMITTEE. >> VICE-CHAIR ARNOLD: MOTION TO ADOPT RESOLUTION 2022- 476 ADOPTING AFFORDABLE HOUSING COMMITTEE 2022 REVIEW IN RECOMMENDATIONS ANNUAL REPORT.
[7. Public Hearing * Approval of the 2022 Inventory List of Land Available for Affordable Housing in St. Johns County, Florida.]
>> COMMISSIONER DEAN: SECOND. >> CHAIR WHITEHURST: WE HAVE A MOTION AND A SECOND. PLEASE VOTE.
>> CHAIR WHITEHURST: THAT PASSES UNANIMOUSLY.
ONGRATULATIONS. WE ARE ONTO AGENDA ITEM NUMBER
SEVEN. >> MR. ORTIZ: HELLO AGAIN, COMMISSIONERS. HOUSING COMMITTEE SERVICES MANAGER. I AM HERE TODAY TO PRESENT TO YOU FOR APPROVAL OF 20/20 INVENTORY LIST OF AFFORDABLE HOUSING IN ST. JOHN'S COUNTY. VERY BRIEFLY.
[02:05:02]
IF I CAN GET THIS TO WORK. I AM SORRY.THERE WE GO. A REQUIREMENT THAT THE COUNTY IS REQUIRED TO PREPARE EVERY THREE YEARS.
PROPERTIES WITHIN THE COUNTY OWNED BY THE COUNTY.
APPROPRIATE AFFORDABLE HOUSING. THE BOARD IS REQUIRED TO HOLD A PUBLIC HEARING TO REVIEW LESS.
ADOPTING FINAL INVENTORY LIST. THAT WILL BE THE MOTION THAT WE
ARE SEEKING FOR. >> CHAIR WHITEHURST: THANK YOU,
MR. ORTIZ. >> MR. ORTIZ: THANK YOU SO
MUCH. >> CHAIR WHITEHURST: ANY
QUESTIONS FROM THE BOARD? >> COMMISSIONER JOSEPH: I LOOKED AT THE LIST. SOME OF THEM TO NOT HAVE SEWER WATER. NOT CLOSE TO ANY SERVICES.
I WOULD SAY 80 PERCENT OF THEM DO NOT SEEM LIKE THEY WOULD BE A GOOD SPOT FOR AFFORDABLE HOUSING.
I COULD LIST OF ALL THE LAND THAT WE OWN.
WHICH IS FINE. IN THE MOTION WE SHOULD SAY A LIST OF THE PROPERTIES AND THEN WILL LOOK FOR THOSE APPROPRIATE FOR AFFORDABLE HOUSING. DON'T THINK ALL THEM ARE AFFORDABLE HOUSING. THERE ARE NO ROADWAYS.
THEY DON'T HAVE SEPTIC OR CONNECT TO THE SEWER.
ROADS, MIDDLE THE NOWHERE. I AM SORRY.
I DON'T UNDERSTAND. >> SPEAKER: TO ANSWER QUESTION, COMMISSIONER JOSEPH. THE LOTS IN SOME CASES GIVEN TO US BY DEVELOPERS TO BE USED AS AFFORDABLE HOUSING.
COMPLETELY AGREE ASSESSMENT OF LAWS.
PROBLEMATIC FOR US. BASED ON DIFFERENT DEVELOPMENT, EXPANDING 20-25 YEARS. WE HAD TO TAKE THEM FOR AFFORDABLE HOUSING.ASN'T THE RIGHT CHOICE? MAYBE, MAYBE NOT. SOME CASES, IF THEY GAVE PRESENTATION IT WOULD TAKE SIGNIFICANT CONTRIBUTION.
SOME CASES PAVING ROADS. ALL OF YOU ARE FAMILIAR HOW MUCH IT WILL COST TO PAVE A ROAD EVEN IF IT IS A MILE, ONCE OR, INSTALL SEPTIC TANKS. SIGNIFICANT COST.
I WOULD HAVE TO GO BACK, REALLY, THROUGH TREMENDOUS LIST AND KIND OF KNOW WHERE THE ORIGIN OF HOW THESE PROPERTIES GOT ON THE LIST. IT WOULD BE A PRETTY MAJOR UNDERTAKING. A BE SOMETHING WE CAN DO OVER
NEXT THREE YEARS. >> CHAIR WHITEHURST: OKAY.
PUBLIC,, PLEASE. >> CLERK OF THE COURT: AT THIS TIME THE BOARD WILL HEAR PUBLIC COMMENT ON AGENDA ITEM NUMBER SEVEN. AGENDA ITEM NUMBER SEVEN.
WELCOME BACK, MISS.[NAME]. >> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) WE KNOW WHERE CHAIRMAN WHITEHURST IS GOING. HIS MOM KNOWS IT IS OKAY BECAUSE WE CAN HEAR EVERYPLACE IN THIS BUILDING.
EVERY PLACE WE GO. OKAY.LOOKING IN THE PACKET.
THIS I DO NOT UNDERSTAND. I'VE BEEN WONDERING ABOUT THIS FOR YEARS AND YEARS. IT SAYS THAT COUNTY FEE SIMPLE TITLE THAT IS APPROPRIATE FOR USE AS AFFORDABLE HOUSING.
I DIDN'T KNOW IF COMMISSIONERS OR THE STAFF HAS NOTICED OR ALWAYS HAS THIS ON THE PICTURES OF WHERE THE PROPERTIES ARE.
AND ONE OF THEM, THE LAST ONE, IS AT 241.
[NAME] STREET. WHICH IS RIGHT DOWNTOWN IN SAY AUGUSTINE. IT IS A VACANT LOT.
I DID NOT HAVE A CHANCE TO GET TO THE LIBRARY TO SEE WHO STILL OWNS THAT. I WANT TO KNOW IF STAFF CAN EXPLAIN TO US WHY THIS ONE KEEPS SHOWING UP ON THE LIST.
I WOULD LOVE TO HAVE THIS CITY, OVER ALL THESE YEARS, IF THEY OWN IT OR WORKING WITH WHOEVER OWNS THE PROPERTY AT 241 RIGHT.
STREET. ROAD IN FRONT HAS HOUSES NEXT TO IT. I AM SURE THEY CAN GET WATER AND SEWER. SO, WHAT IS THE DEAL? FOR THE PUBLIC TO UNDERSTAND ABOUT THAT ONE PIECE OF PROPERTY. I DO KNOW THAT MOST OF THE OTHERS ARE IN ALTON, JESUS, AWAY FROM TRANSPORTATION AND THINGS. IF ANYONE COULD ANSWER THEM.
[02:10:09]
IT IS THIS ONE RIGHT HERE. NEXT TO HOUSES.I DO NOT HAVE A POINTER. THIS IS MY FINGER.
AND GO. BUT THE STAFF COULD EXPLAIN THAT, I WOULD APPRECIATE THAT. THANK YOU.
>> CLERK OF THE COURT: THANK YOU, MISS.
[NAME]. >> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) VILLAS ARE, PRESENTER: YOU PUT THEM TOGETHER, IN A LIST OVER LAST 15 YEARS TO BE USED FOR AFFORDABLE A LARGE PORTION MR. HUDSON ARMSTRONG WROTE YEARS AGO.
GREAT PLACE FOR AFFORDABLE HOUSING.
NO WATER AND THAT PARTICULAR LOT HAS BEEN AROUND.
ONLY 35-40 FEET WIDE. CHALLENGE IS WHAT CAN YOU BUILD ON IT AND WHAT YOU'RE GOING TO USE IT FOR.
TO DISCLOSE, HOUSING PARTNERSHIP ASKED COUNTY HOUSING STAFF TO CONSIDER PARTNERING WITH US ON USING SOME OF THOSE LOTS. A LOT OF THEM ARE NOT IN GREAT SHAPE. SOME OF THEM LIKE.
[NAME], DON'T HAVE ROADS, WATER, SEWER.
A DOZEN DO.EST OF THEM HAVE OTHER ISSUES.
MAYBE IF YOU BUILD A HOUSE ON A ROAD, GOING TO HAVE A SEPTIC SYSTEM. STILL BECOMES HOUSING GOOD FOR SOMEBODY. SOME OF THEM DEPENDING ON WHERE THE WATER IS MIGHT END UP BEING DUPLEX.
EACH ONE OF THEM ALONE BIT DIFFERENT.
A NUMBER OF THEM LOOKED AT OVER YEARS.
A CERTAIN POINT A SMALL NUMBER COULD BE HOUSING.
NEXT YEAR IF YOU ALL DECIDED THAT WAS IMPORTANT TO DO.
IT REALLY DEPENDS ON EVERYTHING.
GETTING ROADS, WATER, SEWER TO ALL OF THEM WOULD OBVIOUSLY BE A HUGE CHALLENGE. MY THOUGHT IS LET US LOOK AT THE ONES WE THINK WE CAN DEVELOP.
IT WAS A YEAR OR TWO TO SEE WHAT WE CAN PULL TOGETHER.
MIKE GENERATE HOUSING FOR ANOTHER COUPLE PEOPLE.
THANK YOU. >> CLERK OF THE COURT: THANK YOU, MR. LAZAR. JOE, DID YOU WANT TO .
>> SPEAKER: THAT LOT HAS BEEN THERE QUITE SOME TIME.
A LOT OF PRESSURE ON THE LOT. FACE PROPERTY OWNERS WILL CONTACT ME ABOUT THE LOT POLITELY EXPLAINED FOLKS .
YES, PROPERTY DESIGNATED FOR AFFORDABLE HOUSING.
SOME CASES PEOPLE WANTED TO BUY THE LOT.
PUT UP TWO-STORY, RATHER LARGE PLACE IT WOULD BE MARKET RATE RENTAL OR MARKET SALE. HEAVEN FORBID, ANOTHER AIRBNB ON THAT PROPERTY. WE HAVE SET ON FOR LITTLE BIT.
I FELT IT WAS GETTING PULLED A NUMBER OF DIFFERENT WAYS.
IT WAS NOT JUST APPROPRIATE TO DISTRIBUTE AT THIS PARTICULAR MODE. THERE IS RFP PROPERTY PROCESS FOR THESE PROPERTIES. AFFORDABLE HOUSING PROCESS WE HAVE NOT IMPLEMENTED. DISCRETION FOR HUMAN SERVICES TO HELP HUMAN SERVICES DIRECTOR.
IN SOME CASES TO MAKE A TRADE BUT HELP FACILITATE AFFORDABLE HOUSING IN THEIR DISCRETION. ONLY USED MAYBE 2-3 TIMES IMPLEMENTATION PROGRAM 2016. DIFFERENT ROUTES WE CAN TAKE.
MR. LAZAR'S SUGGESTION FANTASTIC.
A TIME FOR US WHAT PAUSE MAYBE YOU NEED TO GO THROUGH RFP PROCESS. MAYBE POSSIBLE.
THAT IS WHERE THAT LOT STANDS CURRENTLY.
>> CLERK OF THE COURT: THANK YOU.
ANYONE ELSE FOR PUBLIC COMMENTS ON AGENDA ITEM NUMBER SEVEN? SEE NONE. WE WILL CLOSE PUBLIC COMMENT.
>> CHAIR WHITEHURST: BACK TO THE BOARD.
COMMENTS, QUESTIONS, CONCERNS? COMMISSIONER JOSEPH.
>> COMMISSIONER JOSEPH: I JUST HAVE A PROBLEM WITH THE MOTION SAYING THAT IT IS REALLY NOT TRUTHFUL THAT THE COUNTY IDENTIFIED OWNED PROPERTY APPROPRIATE FOR USE AFFORDABLE HOUSING. JUST DON'T FEEL LIKE ALL OF IT IS.
THAT'S JUST WHAT I AM KIND OF STUCK WITH.
SO, THANK YOU. >> CHAIR WHITEHURST: THANK YOU, COMMISSIONER JOSEPH. ANYBODY ELSE? MR. DEAN? MS. ARNOLD? I HAVE A COUPLE QUESTIONS.OW MANY ACRES TOTAL DOES THE LIST COMPRISE? WHAT IS THE TOTAL ACREAGE OF
THIS LIST WE ARE APPROVING? >> SPEAKER: I DON'T HAVE TOTAL
ACREAGE.ROUBLE HEARING YOU. >> CHAIR WHITEHURST: THERE IS A LIST OF LOTS WE ARE APPROVING TODAY.
THIS MOTION CARRIES. WE DON'T HAVE TOTAL NUMBER OF
[02:15:01]
ACREAGE. >> SPEAKER: I DON'T HAVE IT HANDY. I DO NOT KNOW IF IT IS ON A
LIST. >> CHAIR WHITEHURST: NOT A WHOLE HECK OF A LOT. I KNOW SOME FUTURE LAND USE MAP ITS AGRICULTURE. HAVE YOU HAD CONVERSATIONS WITH FOLKS IN THOSE COMMUNITIES? WE'VE SEEN AGENDA ITEMS PEOPLE COME IN FROM ARMSTRONG IN ELKTON, PROUD OF THEIR COMMUNITIES. PROTECTABLE GOES IN THERE.
IF IT IS FUTURE LAND USE ZONING IS AGRICULTURE, PERHAPS THERE MIGHT BE CONCERNS FROM THE COMMUNITY.
I AM CONCERNED ABOUT THAT. >> SPEAKER: YEAH, I WOULD SAY I HAVE NOT HAD TOO MANY CONVERSATIONS ABOUT THE LOTS WITH RESIDENTS SINCE 2016. MOST OF THEM HAVE SAT FOR YEARS.S COMMISSIONER JOSEPH POINTS OUT, HAVE INADEQUATE INFRASTRUCTURE AND HAVE NEEDS. I HAVE NOT GOTTEN TOO MUCH IN THE WAY OTHER THAN NONPROFIT DEVELOPERS ASKING ME ABOUT TEAMING UP WITH THE COUNTY IN AN EFFORT TO DEVELOP THEM.
NEVER A REQUEST FOR LAND USE ZONING CHANGE.
YOU ARE RIGHT, SIR, IN THE CASE SOME OF THESE CASES REQUIRE THAT.REQUIRE ADDITIONAL BY THE BOARD.
>> CHAIR WHITEHURST: THANK YOU. TO COMMENT.
I AM COMFORTABLE APPROVING ALL OF THE LOTS FUTURE LAND USE IN RESIDENTIAL IF IT MAKES A LOT OF SENSE.
I THINK WE NEED TO HAVE MORE CONVERSATIONS WITH COMMUNITY WITHOUT MAKING A DECISION. ALWAYS COME BACK AND LATER TAKE A LOOK AT THE LOTS THAT NEED TO DESIGNATE LOTS.
THAT IS MY THOUGHT. >> COMMISSIONER DEAN: I THINK THAT GOES ALONG THE LINE OF COMMISSIONER JOSEPH.
LET ME SUGGEST SOMETHING AND ASK A QUESTION OF OUR LEGAL STAFF. MAYBE APPROPRIATE WORD WOULD BE AVAILABLE, NOT APPROPRIATE. THIS IS OUR INVENTORY OF LOTS OWNED BY THE COUNTY. BY DEFINITION FALL UNDER AVAILABLE. WONDER ABOUT SPECIFIC LOTS WHETHER THEY ARE OR, AGRICULTURE, WHATEVER.
MAYBE WE SUBSTITUTE AVAILABLE. IF YOU LOOK AT THE STAFF REPORT, ACTUALLY QUOTES FLORIDA STATUTE AND USES TERM APPROPRIATE. I WANT TO MAKE SURE WE ARE FOLLOWING THE STATUTE. IF YOU LOOK AT STAFF REPORT, SPECIFICALLY SAYS, -379 EVERY THREE YEARS INVENTORY LIST IDENTIFYING REAL PROPERTY WITHIN COUNTY TO WHICH THE COUNTY HOLDS TITLE THAT IS APPROPRIATE FOR USE AS AFFORDABLE HOUSING. WHAT WE ARE REQUIRED TO DO.IS THERE A PROBLEM SUBSTITUTING AVAILABLE?
>> MR. MIGUT: I WOULD HAVE TO REFER TO LEGAL STAFF.
>> INVENTORY TAKEN EVERY THREE YEARS.
>> COMMISSIONER DEAN: THAT IS NOT THE QUESTION.
CAN WE SUBSTITUTE AVAILABLE FOR APPROPRIATE?
>> STATUTE APPROPRIATE. THOSE DEEMED APPROPRIATE, DOES NOT REQUIRE THEM TO DO BE DEMO. UBSTITUTION OF THE WORD
AVAILABLE WOULD BE SUFFICIENT. >> COMMISSIONER DEAN: THAT WOULD BE MY SUGGESTION. I WILL MAKE A MOTION WITHOUT
AMENDMENT, IF I MAY. >> CHAIR WHITEHURST: USE WERE AVAILABLE INSTEAD OF APPROPRIATE, SINGLE TO SOMEONE IF THEY BUY THIS THAT THEY WOULD HAVE A GREEN LIGHT FROM
THE COUNTY TO BUILD ON IT? >> COMMISSIONER DEAN: I DON'T TAKE IF WE USE THE WORD AVAILABLE.
IT'S AVAILABLE, ME COUNTY RULES AND REGULATIONS.
MORE COMFORTABLE WITH AVAILABLE THEN APPROPRIATE.
IF WE USE THE WORD APPROPRIATE, ALMOST GETS OUR SORT OF STAMP OF APPROVAL. ANYWAY, MORE SO THAN AVAILABLE.
THAT IS MY POSITION. >> CHAIR WHITEHURST: INTERESTING. COMMISSIONER JOSEPH.
>> COMMISSIONER JOSEPH: CHAIRMAN, I AGREE WITH YOU BECAUSE OF AGRICULTURE. I MEAN, THAT IS A BIG COMMUNITY. THERE IS A LOT OF AGRICULTURE ON THERE. THANK YOU.
>> CHAIR WHITEHURST: ANYTHING ELSE?
ANYBODY ELSE? >> COMMISSIONER DEAN: I AM PREPARED TO MAKE A MOTION, BUT IF YOU WOULD WANT TO COME UP WITH ALTERNATIVE LANGUAGE WHICH ADDRESSES THE CONCERN OF TERM AVAILABLE I AM MORE THAN HAPPY TO ENTERTAIN OR GO ALONG WITH
IT. >> GOIN BACK TO THE STATUTE OR FOR THE BOARD TO DECIDE. YOU CAN'T MODIFY LIST AS APPROPRIATE. NOT HOLD TO WHAT IS THERE.
LAND OWNED BY COUNTY, NEVER PUT AN AVATAR.
YOU MAY FIND THAT IF YOU WERE TO REMOVE ITEMS THAT ARE AGRICULTURE OR ANYTHING OF THAT NATURE.
PURPOSE OF THE PUBLIC HEARING AND THE PURPOSE OF THIS MEETING UNDER THE STATUTE IS TO REVIEW AND MODIFY LIST IF NECESSARY.
>> CHAIR WHITEHURST: THANK YOU. I APPRECIATE THAT.
MY CONCERN IS WE HAVE NOT HAD OUTREACH INTO THESE
[02:20:02]
COMMUNITIES. WE HAVE AGRICULTURE LAND, FUTURE LAND. REDESIGNATE THIS AS SOMETHING APPROPRIATE OR AVAILABLE YOU MIGHT HAVE SOME I PURPOSE OF INVESTMENT COMPANY A BUSINESS DECISION.A FUTURE BOARD MAY TELL THEM NO.
DIFFICULT POSITION TO DEFEND THAT.
I SEE POTENTIAL UNINTENDED CONSEQUENCES.
I AM STRUGGLING WITH IT HERE. REAL-TIME PART OF EVERYBODY.
>> COMMISSIONER DEAN: YEAH. WELL, THE STATUTE, AS I READ, REQUIRES US TO TAKE ACTION. THE QUESTION IS, WHAT'S THE ACTION THAT ALL OF US ARE COMFORTABLE WITH? WE COULD SORT OF TABLE THIS AND GO ON TO OTHER ISSUES, INCLUDING PUBLIC COMMENT, BUT COMEBACK WITH STAFF LANGUAGE OR POSTPONEMENT UNTIL THE FOLLOWING MEETING.
I MEAN, I UNDERSTAND BOTH OF YOUR CONCERN AND COMMISSIONER JOSEPH. I DON'T WANT TO RUSH THIS.
I WANT A LANGUAGE WE ARE ALL COMFORTABLE WITH.
I THINK STATUTE REQUIRES US TO DO SOMETHING.
>> CHAIR WHITEHURST: [NAME], HOW MUCH TIME DO WE HAVE? DOES IT HAVE TO BE DONE TODAY? BY CALENDAR OR FISCAL YEAR?
>> YES, BY THE END OF THE CALENDAR YEAR.
THAT IS WHY IT IS ON AGENDA. >> CHAIR WHITEHURST: TAKE ACTION TODAY. THERE'S NO CHANCE FOR US TO DO
OUTREACH, NO TIME. >> SPEAKER: I'LL ASK QUESTIONS BEFORE. PERHAPS APPROVAL TODAY.
GO BACK AND AMEND THE LIST, CANNOT BE AN OPTION?
>> YOU CAN DO THAT. >> SPEAKER: WE WILL CAUTION YOU TAKE TIME TO DO ANALYSIS. WE WOULD BE HAPPY TO DO THAT.
>> CHAIR WHITEHURST:APPROVAL TODAY OF THE LIST AND A MOMENT LATER. EXPLAIN THAT TO ME SO THAT I UNDERSTAND . I SEE WE HAVE COMMISSIONERS
WAITING TO SPEAK. >> MR. MIGUT: THAT WOULD BE THE SUGGESTION. PARAMETERS ON THE FLOOR SIT DOWN FOR LACK OFBETTER WORD, WE WOULD BE HAPPY TO DO THAT.
>> CHAIR WHITEHURST: COMMISSIONER JOSEPH.
>> COMMISSIONER JOSEPH: I WISH THE LIST WERE EXACTLY THOSE PIECES OF PROPERTY THAT MAKES SENSE.
I KNOW THAT WOULD BE A LOT OF TIME TO DO THAT.
I WANT TO PROVE GOING FAR TO THE AGRICULTURAL AREA.
I MEAN, I AM NERVOUS ABOUT THAT AREA.
I WOULD LIKE TO PROTECT THAT AREA.
>> I COMPLETELY UNDERSTAND HER WORKING GOVERNMENT QUITE SOME TIME, MY EXPERIENCE WITH THESE TYPES OF ITEMS INSTANTLY LIKE THIS. WE WILL GIVE YOU THE PROPERTY.
20 YEARS FROM NOW YOU WILL COME BACK REVISIT, POSSIBLY THE COUNTY WILL HAVE MONEY AND DO SOME DEVELOPMENT INFRASTRUCTURE IN AREAS. OF COURSE, HERE WE ARE 25 YEARS LATER, SOME OF THE SAME STRUGGLES WE HAD 25 YEARS AGO AND THAT IS HOW THESE THINGS TYPICALLY END UP ON LIST.
GOOD PLANNING AND FORESIGHT, BUT MAYBE NOT FULLY VETTED.
SOME IDEAS. >> CHAIR WHITEHURST:
COMMISSIONER ARNOLD. >> VICE-CHAIR ARNOLD: THANK YOU, MR. CHAIRMAN. TERMS OF COMMUNITY OUTREACH.
LOT IN MY DISTRICT AND I SPOKE AS RECENTLY LAST WEEK TO MELINDA PEEPLES IN ARMSTRONG. WHO WAS LETTING ME KNOW, ONCE AGAIN, LOOKING FOR LOTS. INCREASE SUPPORT THE HOUSING DOLLAR.ESPERATE NEED. LOOKING FOR GRANTS, FUNDING.
IN TERMS OF THAT COMMITTEE, I FEEL COMFORTABLE SAYING THEY ARE ABSENTLY APPROPRIATE FOR THE DESIGNATION OF AFFORDALE HOUSING.F INSTRUCTION THERE, DIFFERENT CONVERSATION.
THAT COMMUNITY ALONE, ABSOLUTELY 100 PERCENT THEY ARE
LOOKING FOR AFFORDABLE HOUSING. >> CHAIR WHITEHURST: I THINK THAT IS GOOD. LOOKING AT THIS MAP, WHERE THE PARCELS EXIST, ALL THE RIGHT PLACES WHERE WE NEED AFFORDABLE HOUSING.I WOULD JUST SAY THIS.
I AM REALLY ONLY COMFORTABLE APPROVING TODAY ON THIS LIST THE PARCELS THAT HAVE FUTURE LAND USE AND RESIDENTIAL ZONING. THAT IS HOW I FEEL.
AS A SIGNAL TO ANY MOTIONS THAT MIGHT COME DOWN THE PIKE, THAT IS WHERE I STAND ON THIS ONE TODAY.
I AM A LITTLE CONFLICTED. THAT IS WHERE IT IS.
[SILENCE] >> CHAIR WHITEHURST:
COMMISSIONER JOSEPH. >> COMMISSIONER JOSEPH: I AGREE WITH YOUR MOTION IF YOU WANT TO DO THAT.
>> CHAIR WHITEHURST: ALL RIGHT, I WILL MOVE TO APPROVE THE LIST OF PARCELS ON THE INVENTORY THAT IS IN STAFF REPORT FOR THE PARCELS THAT ARE SOLD ON HOOSIER LAND USE MAP.
>> COMMISSIONER JOSEPH: SECOND. >> CHAIR WHITEHURST: MOTION A
SECOND, A DISCUSSION. >> MR. CHAIR?
[02:25:05]
I WAS GOING TO GET WHAT COMMISSIONER DEAN MENTIONED.IF WE COULD HAVE IT MOTION IN FORM OF APPROVING RESOLUTION AS
SUGGESTED YOU BE AMENDED. >> CHAIR WHITEHURST: FAIR ENOUGH MOTION TO ADOPT RESOLUTION, 4077, AS AMENDED IDENTIFYING COUNTY OWNED PROPERTY.
APPROPRIATE FOR USE AS AFFORDABLE HOUSING.
IS THERE A SECOND? >> THAT IS ZONED RESIDENTIAL.
>> CHAIR WHITEHURST: THE AMENDMENT REFLECTS ZONING WE
SECOND. >> CHAIR WHITEHURST: PROPER MOTION AND SECOND. ANY DISCUSSION? SEEING ON, PLEASE VOTE. [VOTING] THANK YOU. WE ARE ONTO AGENDA ITEM NUMBER
EIGHT. >> COMMISSIONER DEAN: LET ME ASK A QUESTION. DO YOU NEED SOMETHING ELSE?
[LAUGHING] >> COMMISSIONER DEAN: YOU'RE LOOKING AT ME LIKE I JUMPED AHEAD.
I'M NOT EXACTLY SURE HOW LONG THE NEXT ITEM IS GOING TO TAKE, BUT WE HAVE MADE EFFORT NOW TO PUT PUBLIC COMMENT AT 1130 AND PAIRED I WOULD LIKE TO STICK TO THE.
I WOULD CONSIDER DOING PUBLIC COMMENT NOW.
THE NEXT ITEM WILL TAKE A WHILE FOR DISCUSSION.
[Public Comment Time Certain from 11:30 AM – 12:00 PM]
YOU GUYS DON'T MIND, DO YOU? >> CHAIR WHITEHURST: I APPRECIATE THE CATCH. WE WERE GOING TO AGENDA ITEM 8
AFTER PUBLIC,. MAN, >> HERE ITEMS NOT ON REGULAR AGENDA. ANY PERSON WISHING TO DRESS ABOARD STATE HIS OR HER NAME EACH PERSON WILL BE PROVIDED THREE MINUTES TO SPEAK AND COMPLY WITH BOARD'S RULES.
DDRESS TO THE BOARD AS A WHOLE AND NOT INDIVIDUAL COMMISSIONER AND MAY NOT INCLUDE DEMAND FOR IMMEDIATE RESPONSE FROM THE BOARD. FINALLY, ASK ANY SPEAKER THAT PRESENTS OVERHEAD MATERIAL, PRESENTED MATERIAL TO THE STAFF OF THE CLERK OF THE COURT TO BE
ENTERED INTO PUBLIC RECORD. >> CHAIR WHITEHURST: I WANT TO MAKE A GENERAL STATEMENT TO ASK VICE-CHAIR TO ENFORCE RULES OF COURT. OBVIOUSLY, TREATED WITH RESPECT IF YOU'RE GOING TO MAKE PUBLIC COMMENTS WITH THIS BOARD.
TREATED WITH RESPECT FROM OUR STAFF.
NOT A FORM TO ATTACK ANYBODY. WE DON'T WANT TO USE THIS AS A FORM TO 10K. WEST THE VICE-CHAIR TO ENFORCE
RULES. >> SHOULD I LEAVE, NOW? (STATING NAME) (STATING ADDRESS) COMMISSIONER JOSEPH TAKE YOU FOR BRINGING AUDIENCE COMMENTS UP FOR.
CHAIRMAN WHITEHURST, THANK YOU FOR ADDING IT TO THE AGENDA.
I'LL BE DON'T MIND IF I BRING SOMETHING PERSONAL.ERRY CHRISTMAS TO EVERYONE. TO KEEP CHRIST IN MIND.
I CANNOT SAY ENOUGH ABOUT FIRE AND RESCUE.
THEY GO OVER AND ABOVE CAME TO MY RESCUE AROUND ROUNDTABLE LAST MONDAY THE FIRE RESCUE GOES OVER AND ABOVE.
THE REASON I SAY THAT GO OVER AND ABOVE.
I'VE SOMETHING I CARRY AROUND WITH ME MY WHOLE TIME.
AMBULANCES IN WAY. MEDIC GOT ON THE PHONE TO ASK GOING THERE PICK UP MY IPAD. THEY BROUGHT TO THE HOSPITAL.
GOING OVER AND ABOVE. CANNOT SAY ENOUGH ABOUT THE
FIRE TEAM. >> VICE-CHAIR ARNOLD: THANK
YOU. >> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) I WANT TO THANK COMMISSIONER JOSEPH ARE RESTORING PUBLIC, RIGHTS.
I WANT TO ECHO WHAT EVERYONE SAID ABOUT JUDGE TINLIN
[02:30:06]
EARLIER. HE WAS THE JUDGE ORDER SEARCHWARRANT FOR JEREMY. >>> AND MICHELLE O'CONNELL CASE. DEPOSITION TAKEN BY JEREMY BANKS' LAWYER. DEPOSITION THEY TRIED TO PRESSURE JUDGE TINLIN INTO SAYING THAT IT WAS SPECIAL AGENT RUSTY RAY ROGERS OF FDLE WHO SUGGESTED OUR SHERIFF COMMITTED OBSTRUCTION OF JUSTICE.
JUDGE TINLIN TESTIFIED . NO, I SAID THAT.
REPORT FROM NERVE TIMES WILL BE ABOUT THE.
IN NERVE TIMES IN 2017 ABOUT DEPOSITION.
REPORT FROM MARITIMES IN HIS WORDS WERE RATHER HEROIC FOR THAT. I WANT TO COMMEND HIM FOR BEING HONEST. JUDGE, YOU ORDERED SEARCH WORD IN CASE OF A MURDER. ON THE RIGHT, I SENT TEXT MESSAGE EARLIER. LEARN ABOUT THIS THIS MORNING ABOUT 7:00 A.M. IN "THE WASHINGTON POST". ARTICLE WHEN MY BLOG IS SLAVEN.COM. PRORATION BILL FOR CONGRESS.
SPECIAL INTEREST WRITER BY MADE JUST LEADERS TO PROTECT LOBSTER MEN. IMPORT OF LEGISLATION IS WE COULD LOSE HAVE BABIES, CALVING SEASON HERE OFF OF ARCOS.
I KNOW IT IS LATE TO PUT ON SOMETHING ON THE AGENDA.
SPOKE TO COMMISSIONER DEAN, SOME OF YOU ALL WILL HAVE A CHANCE TO READ ARTICLE. PERHAPS ASK STAFF BOTH LAW AND ENVIRONMENTAL STAFF TO SEE IF THEY COULD PUT TOGETHER SUITABLE TELEGRAM. LETTER, EMAIL, TEXT MESSAGE TO SENATORS IN FLORIDA EXPRESSING INTEREST IN ST. JOHN'S COUNTY THEY COULD BE GONE IN SIX YEARS IF THIS PASSES.
HOPEFULLY, RULES WILL PREVAIL IN SENATE.
AS YOU KNOW MY FILIBUSTER TO GET PROVISION TAKEN OUT WRITTEN TESTIMONY YESTERDAY. ON MY BLOG.
TESTIMONY I GAVE FOR ST. JOHN'S LEGISLATOR DELEGATION IDENTIFY FOR THEM EVERY SINGLE YEAR. HISTORICAL DELEGATION LETTER FROM ST. JOHN'S TO THE PARK SERVICE ASKING FOR NATIONAL
PARK SERVICE STUDY. >> VICE-CHAIR ARNOLD: THANK YOU, MR. SLAVEN. .
>> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) I WOULD THINK CHAIR WHITEHURST, TIMES ARE 11:30 A.M.. I THINK IT NEEDS TO BE TWEAKED ALONE.
NOT CLEAR WHAT HAPPENS AFTER THE HALF-HOUR.
WE DIDN'T USED TO BE LIMITED TO HAVE OUR PUBLIC COMMENTS.
WHERE TO GO BEYOND ONE HALF-HOUR.
IF THERE IS OVERFLOW, DOES IT GO TO THE END OF THE MEETING? ALSO WOULD LIKE TO PROPOSE THE IDEA.
MAYBE EXPERIMENT AT SOME POINT, 15 MINUTES EARLIER IN THE MEETING. I WILL CALL WORKFORCE PUBLIC COMMENTS FOR PEOPLE WHO WORK. THAT IS A SUGGESTION.
THANKS, AGAIN. THANK YOU FOR YOUR STRONG POSITION ON PREVIOUS AGENDA ITEM WANTING TO HOLD TO RESIDENTIAL PROPERTIES. PLEASE AT THAT, TOO.
I ALSO WANTED TO TALK TODAY. TODAY IS LAST DAY I WILL SPEAK BEFORE THIS COMMISSION AS ELECTED OFFICIAL REASON FOR THAT IS BECAUSE MY TERM WAS SEVERED.
LEGISLATIVELY. I WAS DISQUALIFIED FROM RUNNING AGAIN ALONG WITH ABOUT 95 PERCENT FLORIDIANS CANNOT POSSIBLY QUALIFY UNDER SB 1070. SPOKE ABOUT THIS YESTERDAY LEGISLATOR DELEGATION. I WAS QUITE SURPRISED TOWARDS THE END OF MY PUBLIC COMMENT WHEN I WAS ATTRACTED BY THE CHAIR UNTIL I WAS ATTACKING SOMEONE.
I THINK IT IS IMPORTANT FOR EVERYBODY, INCLUDING THIS COMMISSION AND THAT DELEGATION WHAT DOES ATTACK MEAN AND WHAT IS DIFFERENCE BETWEEN ATTACKING DISSENT? I BELIEVE EVERYTHING I SAID YESTERDAY WAS DISSENT.
IN FACT, EVERYTHING I SAID YESTERDAY HAS BEEN PUBLISHED IN U.S. TODAY NEWSPAPERS OR FLORIDA POLITICS.
REPORTED BY ACTION NEWS JAX. MAJOR OUTLETS.
ANYTHING THAT WRITTEN IN APPEARED IN OUTLETS, I SHOULD
[02:35:03]
SAY THEM BEFORE LEGISLATIVE DELEGATION.I DID NOT SAY ANYTHING IMPERTINENT OR SLANDEROUS.
I WAS NOT BOISTEROUS. I DO NOT THINK I WAS.HREE SEPARATE APPEAR I THINK IT IS SOMETHING THAT ALWAYS NEEDS TO BE CONSIDERED. IF ELECTIONS ARE THE BEDROCK OF OUR DEMOCRACY, THE DISSENT IS THIS STEEL BEAM THAT GIVES IT IN TECH AND. THINK HARD ABOUT DISSENT AND ATTACK.WHEN YOU CALL SONY OUT.
I HAVE MADE COPIES, YOU KNOW, EACH OF THE COMMISSIONERS.
I WOULD REALLY LIKE FOR YOU TO HEAR OUR SIDE, SOIL AND WATER BOARD SITE. IT NEVER REALLY WAS VERY WELL HEARD. WHEN I WENT TO TALLAHASSEE I WAS CALLED OUT AND SHUT DOWN BY THE CHAIR.
I CAN'T REBUKE ANYTHING THAT WAS SAID THAT WAS CRITICAL OF US.THAT WAS TOUGH. WITH THAT, I'M GOING TO TURN THESE OVER YOU AND ASK YOU TO DISTRIBUTE THEM.
THANK YOU. >> VICE-CHAIR ARNOLD: THANK
YOU. >> PUBLIC COMMENTOR: GOOD MORNING. (STATING NAME) (STATING ADDRESS) I GUESS I RECEIVED A LETTER OF SHAME JUST LIKE Y'ALL DID STATING THAT THEY WERE ASHAMED OF THIS COUNTY COMMISSION AND PEOPLE THAT WASN'T ON THEIR PSIDE. WE NEED TO GET A LITTLE BIT MORE OF THESE LETTERS OF SHAMING US BECAUSE WE ARE THE PUBLIC. WE DO HAVE A RIGHT TO SPEAK.
AND Y'ALL ALSO HAVE THE RIGHT TO DENY SELF SUCH AS SOME OF PUT LIGHT POLE ON 20 FOOT ORDINANCE.
AND THIS IS GOING ON, YOU KNOW, THIS MEETING WASN'T EVEN ANNOUNCED TO THE PUBLIC THAT YOU'RE GOING TO BE VOTING ON IT. PMAYBE IN THE FUTURE YOU CAN STICK TO Y'ALL AGENDA AND THINGS SUPPOSED TO BE VOTED ON.
PEOPLE WERE NOT INVITED. WERE NOT KNOWN THAT THEY WERE GOING TO BE ABLE TO SPEAK AT THIS MEETING WHEN NO APPROVE OF 70 FOOT LIGHT POLES. MAYBE Y'ALL WANT TO DO DUE DILIGENCE AND STAY IN THE GUIDELINES AND CAN'T BLESS Y'ALL. HAVE A MERRY CHRISTMAS.
>> VICE-CHAIR ARNOLD: THANK YOU, MRS. BADGER.
PLEASE HAND THAT. >> PUBLIC COMMENTOR: I DID.
>> VICE-CHAIR ARNOLD: THAT'S OKAY.
SORRY, MY MISTAKE. >> COMMISSIONER JOSEPH: CAN I
ASK A QUESTION OF MISS BADGER? >> CHAIR WHITEHURST: SURE.
>> COMMISSIONER JOSEPH: WAS UPLOADED ON?
>> PUBLIC COMMENTOR: YES. WHEN THE ACTIVITY GUYS WERE HERE AND THEY VOTED TO GO AHEAD AND PASS SOME PUT LIGHT POLES
THAT THEY NEEDED AT THE PARK. >> COMMISSIONER JOSEPH: I DO NOT KNOW IF THAT IS TRUE. I AM SORRY.
DID THAT HAPPEN? >> PUBLIC COMMENTOR: 70 PUT LIGHT POLES BEHIND SYMPHONY HALL.
>> CHAIR WHITEHURST: WE DID HAVE AGENDA ITEM.
>> COMMISSIONER DEAN: WE HAD AGENDA ITEM.
DID NOT APPROVE OF. STAFF RECOMMENDATION.
WE CONSIDERED APPEARED RATHER THAN APPROVING IT, WE DIRECTED STAFF TO GO TO THE.
SO, BASICALLY, WE DID NOT WANT TO TAKE YES OR NO ACTION.
THAT IS MY RECOLLECTION UNTIL WE HEARD FROM THAT REVIEW BOARD. SO, RIGHT NOW THAT IS HEADING TOWARD OR ALREADY THERE. I'M NOT SURE WHERE IT IS IN THE PIPELINE TO BE CONSIDERED UP OR DOWN BY THAT REVIEW BOARD.
IF IT IS APPROVED, COME BACK TO US FOR ANY ÃANY CONSIDERATION, APPROVAL OR NOT. ALSO POSSIBILITY.
I THINK A STRONG POSSIBILITY THAT REGARDLESS OF THAT DECISION AND APPEAL ONE SIDE OR ANOTHER, CONTENTIOUS ISSUE.
AS YOU PROBABLY KNOW, >> COMMISSIONER JOSEPH: IN MY DISTRICT. COME BACK TO US AT SOME POINT.
>> COMMISSIONER DEAN: IT WILL. PROBABLY GO TO COURT FIRST.
>> PUBLIC COMMENTOR: IT HAS TO GO TO COURT.
IF YOU HAVE SEEN THE PGUIDELINES, YOU NEED TO WORRY.
>> CHAIR WHITEHURST: AN AGENDA ITEM.
OBVIOUSLY, NOTHING FINALLY APPROVED.
THAT IS A GOOD POINT. COMMISSIONER JOSEPH.
MR. MCINTYRE. >> PUBLIC COMMENTOR: HELLO AGAIN. (STATING NAME) (STATING ADDRESS) ON APRIL 26 I WAS HERE.
GROSS MANAGEMENT WORKSHOP NUMBER 2 TOOK PLACE SPOKE ON THE SUBJECT, WHICH I PUT BEFORE YOU AGAIN.
WHICH IS A PROPERTY PERMITTED. ROPERTY OF WHICH FUTURE LAND USE IN ANY PARTICULAR WAY. ZONING IN PARTICULAR WAY.
PROPERTY OWNER HAS THE RIGHT TO MEET THOSE STANDARDS AND GO TO BUILDING AND FILE FOR A BUILDING PERMIT.
[02:40:04]
ASSUMPTION THERE IS OF COURSE THAT EVERYTHING IS IN BALANCE.THERE IS COMPATIBILITY THAT ROADS ARE SUFFICIENT.
WHY WOULD WE ZONE SOMETHING A PARTICULAR WAY IF IT WAS INAPPROPRIATE? CARRY THAT THOUGHT BECAUSE WERE SOMETHING IS ZONED AND CONSIDERED TO PRE-APPROPRIATE NO FURTHER PUBLIC NOTIFICATIONS.
THERE IS NO PZA REVIEWS PER YOUR BOARD, DO NOT SEE PROJECT AT ALL.OES TO THE BUILDING DEPARTMENT.
AND, BUT, PROJECT IN PONTEVEDRA THAT REFLECTS THAT IN MY OPINION. 26 ACRE SITE.
ZONED RC COMMERCIAL DISTRICT. COMMERCIAL RETAIL TYPE FAMILY.
ALONG A1A. CURRENTLY A1A AND PONDER VITA CRITICAL. TRANSPORTATION DEPARTMENT TRANSPORTATION ANALYSIS SPREADSHEET.
IT IS CRITICAL. IF THIS PROJECT WERE NOT ALREADY ZONED AND CAME BEFORE YOU, YOU WILL CONSIDER THAT.
HOW ARE WE GOING TO ABSORB MORE TRAFFIC? HOW ARE WE GOING TO DEAL WITH THIS? CURRENTLY YOU WILL NOT HAVE OPPORTUNITY ON THIS PROJECT.
26 ACRES, 13 UNITS PER ACRE. BETWEEN 300 AND 400 APARTMENTS.
A BUILDING PERMIT CAN BE FILED AS WE ARE SPEAKING.
YOU WOULD HAVE NO REVIEW OF THIS.
THEN SUDDENLY ALL THIS TRAFFIC A1A.
DON'T KNOW EXACTLY WHAT THE ANSWER IS.
IT DOES NOT SEEM QUITE RIGHT TO ME.
THERE ARE CERTAIN SECTIONS IN OUR LAND DEVELOPER CALLED CHAPTER 1 THEY DO GIVE US LATITUDE FOR STUDY AND SOME ANALYSIS. TIMING, FOR EXAMPLE, IS DIMENSION. I THINK THE TIME HAS PERHAPS, GONE FOR THIS. NOW THAT THIS ROAD IS CRITICAL AND EXCEEDING ITS LEVEL OF SERVICE.
I PUT THIS IDEA OUT HERE. I WILL BE BACK, I THINK, BECAUSE I DON'T WANT TO DROP THIS.
THE ISSUE IS COUNTYWIDE OTHER PARCELS LIKE THIS.
THIS IS ONE THAT I AM THINKING OF RIGHT NOW.
THANK YOU. >> VICE-CHAIR ARNOLD: THANK YOU. WELCOME BACK.
>> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) WENT ON. I THINK NOT TO MORE PEOPLE THAT WANT TO TALK. FIRST OF ALL, THE LETTER THAT MS. SHERRY JUST HEADED OVER THAT WAS HEADED BACK TO HER WAS A LETTER THAT I READ AND PUT INTO THE RECORD MONTHS AGO.
IT WAS WRITTEN BY ÃAND Y'ALL GOT A COPY.
THEY WROTE YOU. SEPTEMBER 2022 22 MR. [NAME] ABOUT ELTON DEVELOPING OVER THERE.
I HOPE THAT SOMEWHERE IN THE PUBLIC RECORDS WHERE EVERYONE CAN SEE THAT. THAT IS GOING AROUND.
I DO NOT HAVE AN EMAIL. PEOPLE MAIL ME STUFF.
ALSO, I WANTED TO SPEAK ON GENERAL PUBLIC COMMENTS.
THIS MORNING I HEARD 11:30 A.M. TO 12 NOON.
CHANGED BY THE CHAIR. THEN AGAIN NOW COMMISSIONER DEAN CHANGE GET. I APPRECIATE.
KEEP ON CHANGING IT UNTIL WE GET IT RIGHT.
I APPRECIATE BRING IT BACK. ALSO, I WANT YOU TO REMEMBER GOING ALONG WITH MR. CHUCK SAID.
, WITHOUT C-H-R-I-S-T THERE IS NO MARY THERE IS NO C-H-R-I-S-T-M-A-S. I THINK EVERYBODY CELEBRATE HOLIDAYS. I THINK TOO OFTEN.
I'M GRATEFUL, TOO. START THIS MEETING AS CITY MEETINGS WITH PRAYER TO UNDERSTAND WHO WE ANSWER TO.
AND DO UNTO OTHERS AS HAVE THEM DO UNTO YOU.
I WANT TO BRING THAT UP THIS MORNING.
I REALLY HOPE Y'ALL GOT THAT LETTER.
NOW I HAVE TO GO FIND MY NOTES AND I DON'T HAVE A COMPUTER ON IT. I WILL HAVE TO GO THROUGH A STACK OF STUFF. I WILL CHECK WITH EVERYBODY.
[8. Public Hearing * Second Public Hearing to designate property located at 1850B S.R. 207 west of Wildwood Drive (Victoria Crossing) a Brownfield Area as authorized under the Florida Brownfields Redevelopment Act, Sections 376.77 – 376.85, Florida Statutes.]
IT IS FOR EVERYBODY TO SEE PAIRED THANK YOU VERY MUCH.IT'S ALMOST 12, BUT I THINK IT'S ALMOST 12, BUT I THINK 22
PEOPLE CAN GET IN. >> VICE-CHAIR ARNOLD: THANK YOU MISS. [NAME].
ANYONE ELSE FOR GENERAL PUBLIC COMMENT? SEE NONE.E WILL CLOSE PUBLIC COMMENTS.
>> CHAIR WHITEHURST: ONTO AGENDA ITEM NUMBER EIGHT.
GENTLEMEN, WELCOME. >> SPEAKER: GOOD MORNING.
[02:45:12]
SECOND PUBLIC HEARING TO DESIGNATE PROPERTY 1850 B STATE ROAD 257, BROWN FILLED AREA. SECTION 376.77 AND 376.85 PER STATUTE. BEHIND ME.MR. HARTMAN AND. [NAME] MAKING BRIEF PRESENTATION FOR YOU. THANK YOU.
>> GOOD MORNING, COMMISSIONS PART MICHAEL HARTMAN.
DEVELOPMENT OF VICTORIA CROSSING.
SUBJECT OF REQUESTED ACRE FIRST OF ALL, TURNSTONE IS NONPROFIT 501(C)(3) DEVELOPER. ANY MONIES THAT WE GENERATE FROM OUR CURRENT DEVELOPMENTS IS RECYCLED OR REUSED TO DO FUTURE DEVELOPMENT. SO, WE DO NOT, YOU KNOW, SMA SUGGESTS I THINK PREVIOUSLY. LOOKING AT GREEDY DEVELOPERS TO GET MONEY OUT OF THE CITY, STATE, THE COUNTY.
TAKING ANY MONIES THAT THEY MAKE AND REUSE TO DO FUTURE DEVELOPER. I WOULD LIKE TO MAKE THAT POINT CLEAR. ALSO, THE FACT THAT WE ARE GOING TO BE PAID FULL IMPACT FEES ON VICTORIA CROSSING'S.
WE'RE NOT ASKING THE COUNTY FOR ANY WAIVERS IN THAT RESPECT.
I REALLY APPRECIATE COUNTY COMMISSION, AND THE STAFF, AND EVERYTHING YOU'VE DONE FOR US ON THIS PROJECT.
WE FEEL LIKE WE ARE GOOD PARTNERS ON THIS PROJECT.
I THINK TOGETHER WE ARE GOING TO CREATE A WONDERFUL DEVELOPMENT FOR EVERYBODY. EVEN WHILE WE WERE CLOSING DANCING IN OCTOBER 2021, WE CAN SEE CONSTRUCTION COST STILL RISING. OUR WORST FEARS HAVE BEEN REALIZED. CONSTRUCTION COST GOING UP OVER 1,000,002. 75 PERCENT COMPLETE.
WE ARE GOING TO COMPLETE THE PROJECT.
WHAT WE'RE TRYING TO DO IS FIGURE OUT IF WE CAN GET SALES TAX REBATE FROM THE STATE THAT DOES NOT AFFECT COUNTY FINANCES AT ALL TO OFFSET SOME OF THE INCREASED COSTS WE HAVE HEAD OVER THE LAST YEAR. SO, WE APPROACH THE STAFF LATE LAST YEAR WHEN WE SAW THESE COSTS WERE COMING.
AND SO WE GAVE THE STAFF THAT GAVE THEM TIME TO THAT THE REQUIREMENTS TO ASK FOR SALES TAX REBATE.
TO MAKE SURE THAT VICTORI CROSSING WILL FIGHT FOR REQUIREMENTS UNDER STATE LAW. AND I BELIEVE YOUR STAFF HAS DONE THAT. THEY REPORTED TO YOU THAT WE HAVE MET ALL THE REQUIREMENTS FOR THAT.
I'M GOING TO LET MR. [NAME], MR. CRAFTON TALK ABOUT THAT.
>> EVAN WALSNOVICH: GOOD MORNING, COMMISSIONS.
I DID ADD ADDITIONAL FACTS YOU IN PUBLIC INDICATED.
>> SAUL CRAFTON: BROMFIELD DEVELOPMENT AREA.
THE UISITES 376.80, LAYOUT AND STATUTE.
GONE THROUGH THAT WITH YOUR STAFF.
I WILL READ FROM HERE. NUMBER ONE, REQUEST BE MADE BY THE OWNER OR PARTY THAT CONTROLS THE PROPERTY.
NUMBER TWO, IT WILL RESULT CREATION FULL-TIME JOBS OR RESULT IN A MOMENT OF AFFORDABLE HOUSING.UMBER THREE, PROJECT CONSISTENT WITH LOCAL CONFERENCE A PLAN PERMITTED USE OF PROPERTY. NUMBER FOUR, NOTICE PROJECT DESIGNATION TO SURROUNDING AREA FOR NUMBER FIVE, OWNER PROVIDE REASONABLE ASSURANCE OF FINANCIAL RESOURCES TO COMPLETE PROJECTS. AGAIN, WITH MENTOR THAT WITH MR. COHEN AND COUNTY STAFF HEALING.
BEEN THROUGH THOSE REQUIREMENTS.
ONE THING I ADDED SINCE THE LAST TIME BACKGROUND OF BROMFIELD VERSUS GREENFIELD. GOES BACK A LONG WAY.
BASICALLY A DESIGNATION BETWEEN PROPERTY THAT HAD BEEN PREVIOUSLY DEVELOPED AND REDEVELOPED UNUSED PARCEL OF LAND. IT HAS SINCE BEEN OVER, YOU KNOW, OVER THE YEARS MORPHED INTO DIFFERENT MEANINGS AND PROGRAMS. WHETHER IT IS FEDERAL OR STATE.
A LOT OF MISCONCEPTION MENTIONED AT THE LAST MEETING.
I PUT SOME EXCERPTS IN HEAR FROM RON FEELS ASSOCIATION GIVES ADVICE AND COUNSEL ON THE PROGRAM.
PUT THAT UP THERE FOR THE PUBLIC'S EDUCATION AND BROWNFIELDS DOES NOT HAVE TO BE CONTAMINATED FROM DEFINITION OF
[02:50:01]
F OBJECT TO REJUVENATE UNDERUSE PROPERTIES AND UTILIZE GREATEST POTENTIAL. THE REFERENCE THERE.ALSO, YOU KNOW, THE LAST MEETING THERE WAS A QUESTION RAISED AS FAR AS WHAT THE ISSUES OR PUBLIC HEALTH ISSUE.
NOT ON THIS PROPERTY. I ALSO POINTED TO PUT UP A GRAPH TO CORRELATE THE DIFFERENCE BETWEEN BROWNFIELDS AREA AND A FIELD SITE. FROM THE LAST STATE FLORIDA BROWNFIELDS REPORT PAIRED BROWNFIELDS BY ACREAGE.
CURRENTLY TO OR NINE 2000 + ACRES IN THE STATE.
8001 HER 49 HAVE SINCE GONE FORWARD TO BECOME BROWNFIELDS SITE. ACTUAL CONTAMINATION COMES IN AND CLEAN UP FUNDS AVAILABLE THROUGH DEP.
THE DIFFERENCE BETWEEN TWO DESIGNATIONS.
ALSO, AS I WILL RUN THROUGH, LIST OF PROPOSED AREA MAPS.
EVERYONE FAMILIAR WITH PROJECT AREA.
THESE ARE THE THREE PARCELS THAT MAKE UP THE PROJECT AND MAKE UP THE AREA. ZOOMING OUT TO FURTHER VIEW TO GIVE YOU AN IDEA OF GENERAL AREA.
THEN COUNTY VIEW. WITH THAT, I AM HERE TO TAKE YOUR QUESTIONS. SURE.
>> SPEAKER: WE DID NOT INCLUDE AN PRESENTATION, BUT WE DID GIVE YOU HAND OUT EARLIER THAT THE BROWNFIELDS DESIGNATION SAYS THAT IF YOU HAVE A SUSPICION THAT THERE MIGHT BE CONTAMINATION. WHEN WE HAVE A CLEAN PHASE 1 REPORT, BUT IT SAYS THERE WAS WORRY BECAUSE THERE MIGHT BE SOLID WASTE ON THE SITE. CONCRETE ON THE SITE FROM PREVIOUS DEPARTMENT THAT HAD BEEN ATTEMPTED THERE.
WE HAVE CLEANED ALL OF THAT UP. WE HAVE DONE THAT AS PART OF OUR DEVELOPMENT. IT IS GONE.
IT IS TAKEN CARE. IT DID INCREASE COST SOME, BUT THERE IS NO CONTAMINATION THERE NOW.
IT IS TOTALLY SAFE FOR ANYBODY TO LIVE THERE.
THANK YOU. I WOULD BE HAPPY TO ANSWER
QUESTIONS. >> CHAIR WHITEHURST: THANK YOU, GUYS. THANK YOU VERY MUCH.
ANY QUESTIONS THIS TIME FROM THE BOARD?
PUBLIC COMMENT. >> VICE-CHAIR ARNOLD: AT THIS TIME PUBLIC COMMENT ON AGENDA ITEM NUMBER EIGHT.
PUBLIC COMMENT ON AGENDA ITEM NUMBER EIGHT.
WELCOME BACK. >> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) I DID SEND ALL OF YOU COMMISSIONERS A FAIRLY LIKELY THOUGHT PROCESS, IF YOU WILL. I THINK MANY OF THE THINGS I HAVE HEARD ARE GOOD. ANSWERED SOME OF MY QUESTIONS.
PIT COUPLE OF THINGS STILL ARE OF PUBLIC CONCERN.
THE MATERIAL SEEMS TO BE ENVIRONMENTAL PROCESS.
I THINK THERE ARE PROCEDURES ASSURING FROM QUALIFIED SCIENTIFIC DOCUMENTATION THAT SOMETHING HAS HAPPENED.
I LIKE REPRESENTATION OF THE SITE IS CLEAN, BUT FROM LIABILITY STANDPOINT I THINK YOU WANT TO BE MORE ÃI APPRECIATE LITIGATION WHAT BROWNFIELDS IS PAIRED DOES NOT NECESSARILY HAVE TO BE ONE AS THE GOVERNMENT HAS SAID THAT THINGS HAVE HAPPENED HERE. THAT IS A GOOD CLARIFICATION.
ONE THING THAT I DID LIKE WHEN I HEARD THIS WAS THAT PERHAPS THIS WAS ANOTHER TOOL THAT WE CAN PUT IN OUR KIDS OF TOOLS TO DO AFFORDABLE HOUSING. MEAN, IF THE STATE OF FLORIDA WILL RELIEVE A CERTAIN SALES TAX THEREBY MAKING MATERIALS LESS EXPENSIVE, IF YOU WILL, THAT'S A GOOD THING.
I WOULD LIKE TO SEE, I GUESS, IF THIS IS GOING TO BE APPROVED THAT THERE BE SOME CONDITIONS, PERHAPS, AN AUDIT OR FINANCIAL REPORT AS TO WHAT FUNDS WERE RECEIVED AND HOW THEY WERE IN FACT USED TO OFFSET COST OF MATERIALS IS WHAT I HEAR.
IS OUR BENEFIT TO THE COUNTY? I GUESS I'M GOING TO SAY YES ONLY BECAUSE PERHAPS IT IS ANOTHER TOOL IN THE TOOLKIT OF WAYS IN WHICH WE CAN TRY TO BRING ON AFFORDABLE HOUSING.
OTHER THAN TO SAY, I SETTLED ON EMAIL, I GOT TO STAND AND ANSWER FOR. HERE I AM.
THAT IS MY COMMENTS TODAY. >> VICE-CHAIR ARNOLD: THANK
[02:55:06]
(STATING NAME) (STATING ADDRESS) FOR THE PUBLIC THAT MAY BE LISTENING BECAUSE THIS IS VERY EDUCATIONAL. THEY ARE SLIDING ABOUT WHAT UP BROMFIELD IS. I WILL HAVE TO COPY THAT.IT WAS NOT IN COPY MATERIAL. YOU DON'T HAVE TO BE CONTAMINATED TO GET THIS BENEFIT, WHICH IS VERY INTERESTING. I THINK IT WILL OPEN IT UP FOR DEVELOPERS. BUT I HOPE IT IS FOR THE BENEFIT OF AFFORDABLE HOUSING. I AM REALLY WONDERING, TOO, ABOUT THIS SALES TAX REBATE. SO, IF WE HAD PASSED THAT SALES TAX ON THE AGENDA NOVEMBER 8, WITH A BE GETTING SOME OF THAT MONEY?SO, I HAVE TO FIGURE THAT ONE OUT.
I THINK FOR THE PUBLIC REALLY AND TRULY, IF YOU CAN, GET A COPY OF WHAT THEY PUT APPEAR AS FOR YOU DON'T HAVE TO BE CONTAMINATED TO HAVE BROWNFIELDS DESIGNATION.
IT'S INTERESTING. I JUST HOPE THAT'S NOT GOING TO BE USED TO DO ANY KIND OF DEVELOPMENT, WHICH WOULD REALLY NOT BE FOR AFFORDABLE HOUSING OR.
AS A NONPROFIT, ONE OF HIS POINTS WAS, YOU CAN GET FIVE STAFF OR HAVE AFFORDABLE HOUSING.I AM ASSUMING SHOULD NOT DO THAT.YOU KNOW WHAT THAT MEANS.
IT MEANS THAT THE MONEY THEY MAKE ON THIS WILL GO BACK TO AFFORDABLE HOUSING NOT TO ADDING FIVE MORE STAFF TO THEIR ORGANIZATION. THANK YOU.
>> VICE-CHAIR ARNOLD: THANK YOU MISS.
[NAME] >> CHAIR WHITEHURST: PUT A SALES TAX. TO CLARIFY.
SIX PERCENT OF OUR SALES TAX GOES TO TALLAHASSEE.
ONE HALF PERCENT GOES TO SCHOOL DISTRICT.OUNTY GOVERNMENT GETS NOT ONE PENNY FROM SALES TAX HERE IN ST. JOHN'S COUNTY.
>> PUBLIC COMMENTOR: (STATING NAME) (STATING ADDRESS) I WAS SURPRISED TO HEAR AFTER I RESEARCH BROWNFIELDS MYSELF ONLINE TODAY.
WE SEE LEGAL PRECEDENT. I'VE NEVER SEEN IT BEFORE.
NEVER HEARD OF IT. I UNDERSTAND WAS NOT IN AGENDA.
STARTED HEARING ABOUT THE FIRST TIME.
VERY CONCERNED AS SOMEBODY WHO IS SUPPOSED TO BE CONCERNED ABOUT THE ENVIRONMENT. TAKING SOMETHING MEANT TO PROTECT THE ENVIRONMENT. EXPLAINING IT FOR OTHER PURPOSES. A VACANT LOT NOW.
BROWNFIELD. THEN HOW TO TRUE BROWNFIELDS GET IT JUST OPENED UP SO WIDE LIKE THAT? I AM NOT A LAWYER.
IT IS HARD FOR ME TO MAKE LEGAL COMMENTS ON THIS.
ALL I WANT TO DO IS EXPRESS MY CONCERN AS ENVIRONMENTALISTS IN USING BROWNFIELD DESIGNATION FOR A PIECE OF PROPERTY THAT CLEARLY IS NOT ACCORDING TO EVERYTHING I HAVE READ ONLINE.
THANK YOU. >> VICE-CHAIR ARNOLD: THANK YOU. ANYONE ELSE FOR PUBLIC COMMENT AGENDA ITEM NUMBER EIGHT?
(STATING NAME) (STATING ADDRESS) ALL OF THE COMMENTERS ECHOED WHAT WE SAID LAST TIME.
I WANT TO KNOW WHY LAWYERS ARE SILENT.
WE PAY THEM A LOT OF MONEY. THEY DON'T GIVE YOU A LOT OF LEGAL ADVICE. REMISE MADE BILL CLINTON WHEN HE SAID, THAT DEPENDS ON WHAT THE DEFINITION OF IS, IS.
NOT COUNTABLE WITH CONCEPT OF GIVING TAX INCENTIVES FOR A BROMFIELD THAT IS NOT A BROWNFIELD.
IS NOT REALLY UP BROMFIELD, NOT CONTAMINATED, CAN WE PLEASE ASKED DEVELOPER TO PUT SOMETHING IN WRITING FROM FDP, ENVIRONMENTAL 30, EPA. NOT TOO MUCH TO ASK.
SHOULD NOT HAVE A DEVELOPER APPEAR ASSURANCES IT IS NOT CONTAMINATED, TAKE MY WORD FOR IT.
WHETHER IT IS OAK RIDGE, OR NUCLEAR POWER PLANTS, BECAUSE HER WEAPONS PLANTS. WHY ARE WE BELIEVING THEM? WHY ARE THEY UNDER OATH? THIS IS A PUBLIC HEARING DID NOT SWEAR IN ANYBODY AT PUBLIC HEARINGS TODAY .
WHY? WHO ARE THE BENEFICIAL? ACTUAL, LIVING, REALLY AMERICANS OR FOREIGNERS? WHO IS GOING TO PROFIT FROM PROJECT? IF WE DO NOT KNOW THAT OR TOLD ASK THAT IN MANAGEMENT FORM ON
[03:00:10]
EVERY SINGLE DEVELOPER, HOW DO YOU GUYS KNOW IF IT CONFLICTS OF INTEREST OR NOT? I DO NOT UNDERSTAND.PLEASE EXPLAIN THAT TO ME. AT THE PRIOR MEETING THEY SHOULD'VE DONE SOME RESEARCH. THEY DID NOT HAVE GUMPTION TO DO IT. INSTEAD, WE ARE GOING TO LISTEN TO THE DEVELOPERS AND LISTEN TO SALES AS WE DO TWICE A MONTH.
BUT THEN GET AWAY WITH EVER. ES, IF THEY ARE GIVEN A SALES TAX BENEFIT. IT MEANS PEOPLE IN FLORIDA ARE GOING TO MAKE UP THE DIFFERENCE.
LET'S MAKE SURE THEY DESERVE IT.
LET'S MAKE SURE THEY HAVE EARNED IT.
LET'S DO OUR DUE DILIGENCE. I WOULD PLEASE ASK YOU, COMMISSIONS, TO TABLE THIS FUNCTION TO A FUTURE MEETING.
2-TIME CERTAIN WHEN THE ATTORNEYS CAN DO SOME RESEARCH TO EARN THEIR PAY AND ACTUALLY TELL YOU IN RESPONSE TO PUBLIC COMMENTS ABOUT THINGS LIKE FIELDS, BROWNFIELD DESIGNATION WEATHER IS WHERE THEY ARE NOT OF TAX.
SELF-SERVING TESTIMONY UNSWORN. WE SWEAR AND WITNESSES IN THIS COUNTRY. THAT IS THE AMERICAN WAY.
WE DO DUE DILIGENCE AS GOVERNMENT LAWYERS.
