>> HERE. >> JOE FINNEGAN WILL BE ABSENT.
[4. APPROVAL OF AGENDA (Action Required)]
>> VICE MAYOR NANCY SIKES-KLINE WILL BE ABSENT.
[5. APPROVAL OF MINUTES (Action Required)]
COMMISSIONER PAUL WALDRON? >> HERE.
APPROVAL OF THE AGENDA. >> I'LL MAKE A MOTION.
>> I'LL SECOND. >> ALL IN FAVOR?
APPROVAL OF THE MINUTES FROM AUGUST 15?
[6. PUBLIC COMMENT – 3 minutes, not related to agenda items]
>> JUST AS A NOTE, BEFORE WE MOVE ON FROM THE MINUTES, AND THESE LAST MINUTES, IT WAS NOTED THAT WE DID HAVE TWO TDC BOARD MEMBER RECUSALS FOR THE GRANTS. WE HAVE THOSE FORMS ON FILE IF ANYBODY WANTED TO SEE THEM OR REVIEW THEM.
THEY ARE AVAILABLE. >> THANK YOU.
WE ARE OPEN FOR PUBLIC COMMENT. IS THERE PUBLIC COMMENT?
ALL RIGHT. AT THIS TIME, THE BOARD WILL HELP HEAR PUBLIC COMMENT ON MATTERS THAT ARE NOT ON THE REGULAR AGENDA. REGULAR AGENDA ITEMS WILL HAVE THEIR OWN PUBLIC COMMENT PERIOD. ANY PERSON WISHING TO ADDRESS THE BOARD SHOULD COME TO THE PODIUM AND STATE HIS AND HER NAME AND ADDRESS. EACH PERSON WILL BE PROVIDED THREE MINUTES TO SPEAK AND SHALL COMPLY WITH THE BOARD'S RULES OF DECORUM. FINALLY, I WOULD ASK THAT ANY SPEAKER THAT PRESENTS ANY MATERIAL, PLEASE PRESENT THE MATERIAL TO THE STAFF OF THE CLERK OF THE COURT TO ENTER INTO PUBLIC RECORD.
353 RIVER CLIFF TRAIL, ST. AUGUSTINE, FLORIDA.
>> MATTHEW DENNY, 405 ANDREA STREET, ST. AUGUSTINE.%
>> WE WOULD LIKE TO COMBINE OUR TIME TO SIX MINUTES.
>> WE HAVE A HANDOUT HERE. >> GOOD MORNING.
MY NAME IS CLINT. I REPRESENT THE ST. JOHNS CHILD DEVELOPMENT GROUPMENT I'M JOINED HERE TO TALK ABOUT OUR GOAL TO BRING OUR DESTINATION MOUNTAIN BIKE TRAIL HERE.
WE HAVE BEEN ACTIVELY WORKING WITH THE PARKS DEPARTMENT.
WE HAVE A POTENTIAL LOCATION AS MASTER TRACK.
WE HAVE MET WITH THE COUNTY COMMISSIONERS AND THE PARKS AND REC ADVISORY BOARD. WE HAVE RECEIVED POSITIVE FEEDBACK. ANNUALLY, RELEASED BY THE DEPARTMENT OF TRANSPORTATION, FLORIDA OVERSEES OVER $2 BILLION ANNUALLY IN STATE ECONOMIC IMPACT.
FROM MY END, IT HAS BEEN SOLELY ON BIKE TRAILS.
MY QUESTION TODAY IS WHY SHOULDN'T ST. JOHNS NOT PROFIT FROM THIS AS WELL? WE ARE PROPOSING A MASTER'S TRACK. IT WOULD BE CENTRALLY LOCATED AS THE MIDWAY DESTINATION WITH THE TRAIL... OTHER TRAILS AT GRAHAM SWAMP AND PALM COAST AND HANNAH PARK IN JACKSONVILLE.
THIS WOULD BE A FLOW TRAIL. EXCUSE ME.
THIS WOULD TAKE MOUNTAIN-BIKERS ON A TRAIN-INDUCED ROLLER
[00:05:01]
COASTER IF EXPERIENCE WITH. LITTLE PEDALING AND BRAKING.THIS CONTAINS FEATURES THAT ARE PREDICTABLE AND EASY TO GAUGE FOR THE RIDER. IT IS NOT JUST DARK TRAILS OR WOODEN FEATURES. IT IS MANAGED AND COORDINATED LIKE ANY CITY PARK SYSTEM. NOW... EXCUSE ME.
NOW THAT YOU KNOW WHAT WE ARE WANTING TO CREATE, LET ME TALK ABOUT WHY. EVERY YEAR, THEY HOST MULTIPLE FESTIVALS. THE MOST CURRENT IS THE FLAT TIRE FESTIVAL. THIS IS A MASSIVE IMPACT TO THE AREA. CURRENTLY, WE ARE LOOKING INTO BRINGING SOMETHING LIKE THAT TO HANNAH "PARK, THE PLANNING COMMITTEE. THAT IS UNDER WAY WITH THEIR LOCAL MOUNTAIN BIKE DIRECTOR. ST. JOHNS ITSELF COULD BECOME A DESTINATION AS WELL AND HOST REGIONAL EVENTS.
IF YOU HAVE THOUGHT ABOUT MOWN TAPE BIKING AS WELL, A LOCAL TEAM HAS BEEN FORMED. THEY TRAVEL ANNUALLY ACROSS THE STATE. BRINGING PARTICIPANTS TO CITY EVENTS. THINK OF EIGHTH-GRADERS RACING EIGHTH-GRADERS AND HIGH-SCHOOLERS WITH HIGH-SCHOOLERS. THINK OF TRIATHLONS.
THINK OF RUNNING RACES. RUNNERS, YOGA, DISTANCE, AND MOUNTAIN-BIEBING ALL IN ONE WEEKEND OF EXTRACURRICULAR ACTIVITIES. WE ARE JUST HERE TO LET YOU KNOW WHAT'S GOING ON AND ASK FOR YOUR SUPPORT.
I WILL FOLLOW UP WITH AN EMAIL AND LET YOU KNOW A LITTLE BIT MORE IN THE COMING DAYS. I'M GIVING A HANDOUT TO LET YOU KNOW SOME OF THE ECONOMIC IMPACTS.
JUST FOR EXAMPLE, THE WALTON FOUNDATION ITSELF HAS INVESTED $16 MILLION IN NORTHEAST ARKANSAS.
AND THE LAST STATISTIC, I SAW $170 MILLION OF ECONOMIC RETURN TO BRING PEOPLE. PEOPLE ARE LEAVING PLACES LIKE COLORADO TO GO DOWN THERE IN NORTHWEST ARKANSAS ON THE WEEKEND. THIS IS SOMETHING THAT WE ARE A LOCATION. WE HAVE SOME POSITIVE SUPPORT.
WE ARE JUST LOOKING FOR ECONOMIC AND INPUT TO HELP US BRING THIS TO REALITY. THIS WILL BE SOMETHING THAT IS MANAGED BY THE PARKS DEPARTMENT WITH A 501-C, US VOLUNTEERING TO PROVIDE THE LABOR AND STUFF TO HELP MAINTAIN IT.
IT WILL BE PROFESSIONALLY BUILT AND RESOURCED.
THANK YOU VERY MUCH. >> I HAVE A QUESTION ON THAT.
YOU SAID CONSIDER TRAVEL BALL. ARE THERE ASSOCIATIONS DIRECTLY TIED TO MOUNTAIN-BIKING? WHO ARE THEY?
THAT WOULD BRING AN EVENT HERE. >> TRYOUTS WERE JUST HELD IN PALM COAST ORIGINALLY. I MADE CONTACT WITH AN INDIVIDUAL. I HAVE THE STATISTICAL DATA F STATES THAT IT IS A BIG PART OF COLORADO THAT HAS TWO...
12,000 PARTICIPANTS. FLORIDA IS JUST STARTING OUT AND GROWING. JUST TWO WEEKDZ AGO, FOR EXAMPLE, THEY HAD A RACE WEEKEND IN HANNAH PARK.
YOU WERE TAKING PART IN ONE AT GRAHAM SWAMP COMING UP.
YOU CAN TALK ABOUT THAT. >> YES.
AND NICA. THE NATIONAL INTERSCHOLASTIC CYCLING ASSOCIATION. THEY OVERSEE ALL THE HIGH SCHOOL AND MIDDLE SCHOOL CYCLING EVENTS.
>> THE BIG THING IT REALLY COMES DOWN TO IS WHEN WE TALK ABOUT IT, WE TALK ABOUT... YOU GUYS ARE ALL EQUALLY CONCERNED.
PARKING IN PLACES AND LODGING TO STAY.
THE LOCATION THAT WE ARE PROPOSING IS ACTUALLY OFF OF 207 NEAR THE ST. JOHNS FAIRGROUNDS. THAT WILL PROVIDE ALL OF THOSE LOCATIONS AND THE ABILITY TO FACILITATE THAT.
IT WILL BE A GREAT LOCATION THAT YOU COULD DO OTHER EVENTS SUCH AS CYCLE-CROSS. IT WOULDN'T BE JUST ONE MOUNTAIN-BIKING FACILITY. YOU COULD DO OFF-ROAD AS WELL.
IT WOULD BE STAGEABLE. FOR ALL DIFFERENT SKILL LEVELS.
>> THANK YOU. >> HAVE YOU MADE CONTACT WITH
[00:10:01]
ATLANTA? HAVE YOU MADE CONTACT WITH...THERE IS A HUGE GROUP OUT OF ATLANTA NEAR SPRINGER THAT DOES OFF-ROAD THERE, TOO. THAT IS A LITTLE BIT CLOSER THAN COLORADO. I DIDN'T KNOW IF YOU...
>> I HAVE TALKED TO... I HAVE BEEN WORKING ON SOME OF THE PRIFFIAL GROUPS. PERIPHERAL GROUPS.
ASSOCIATIONS IN JACKSONVILLE AND THE SOUTHERN PART.
THEY ADVISED ME THROUGH THIS PROCESS.
I HAVE BASICALLY SEEN LOCAL KIDS IN THE NORTHERN PART OF ST. JOHNS. ONE DAY THEY WERE OUT THERE LIKE NAPOLEON DYNAMITE TRYING TO DO JUMPS.
TRYING TO DO THAT. I SAID, WHY DON'T WE BRING SOMETHING FOR THESE KIDS INTO THIS AREA THAT THEY CAN DO AND ENJOY? LIKE THEY ARE DOING IN KENTUCKY.
THAT LED THIS OFF. THEY HAVE BEEN ADVISING ME.
WE HAVEN'T JOINED A GROUP BECAUSE THE BIG THING TALKING WITH ANY OF THEM IS MAKING SURE IT'S LIKE A COUNTY PARK.
YOU TALK ABOUT THE DEPARTMENT OF FORESTRY AND STUFF LIKE THAT, THERE IS A LOT OF RESOURCES WITH THEM.
THEY WORK JOINTLY WITH THE INTERNATIONAL MOUNTAIN BIKE ASSOCIATION TO KIND OF HELP. THEY DEVISE... IF IT IS UNDER, LIKE, A CITY, THEN YOU PARTNER WITH THE 50-C, KIND OF LIKE THAT, THAT WAY, WHEN YOU HAVE IT BUILT OUT, IT IS PROFESSIONALLY BUILT. IT ISN'T JUST SLINGING DIRT OUT THERE. THAT TAKES THE LIABILITY OFF THAT. THAT IS WHAT A LOT OF THESE PLACES LIKE YOU HAVE MENTIONED WITH COLORADO HAVE KIND OF...
>> YES, SIR. >> AND MAY I ASK ONE MORE QUESTION? WHAT IS THE CLOSE E FACILITY
LIKE THIS IN THE REGION? >> THE CLOSEST FACILITY WOULD BE
ORLANDO. >> SO WE DO HAVE TRAILS IN THE AREA, BUT SOME OF THE MAJOR TRAILS ARE IN DUVAL OR DOWN IN FLAGLER. WE DID A SURVEY A FEW MONTHS AGO ON SOCIAL MEDIA. WITHIN A COUPLELE OF DAYS, WE HAD 300 PEOPLE PARTICIPATE. IT BASICALLY DEMONSTRATED THAT ALL THE RIDERS IN THE AREA, ALL THE MOUNTAIN-BIKERS, THEY EITHER TRAVEL OUT OF THE ST. JOHNS COUNTY EVERY WEEKEND AND GO DOWN TO FLAGLER OR TO OCALA OR PEOPLE FROM THE SOUTH DRIVE THROUGH THE COUNTY AND GO NORTH. EVERYONE LEAVES THE COUNTY TO GO RIDE. WE DON'T HAVE MUCH GOING ON HERE. IT IS A MISSED OPPORTUNITY.
NOT ONLY IS IT GREAT FOR ATTRACTING PEOPLE FROM LONG DISTANCES, BUT IT IS ALSO JUST A GREAT IMPROVEMENT TO QUALITY OF LIFE FOR OUR LOCAL RESIDENTS. IT IS ALSO A REALLY POPULAR THING TO DO. KIND OF LIKE IN THE OFF SEASON.
AS FAR AS TOURISM IS CONCERNED. IT ATTRACTS PEOPLE OUT OF THAT CONGESTED DOWNTOWN ST. AUGUSTINE AREA.
BRINGING PEOPLE TO THE MORE RURAL PARTS OF THE COUNTY THAT WOULDN'T NORMALLY BENEFIT FROM TOURISM.
>> I CAN PERSONALLY SPEAK TO... I KNOW THAT I HAVE BEEN ON TRAILS AND IN FLAGLER COUNTY. I HAVE MET PEOPLE ON THE TRAILS.
THEY ARE RENTING BIKES AND TAKING THEM OUT THERE, AWAY FROM THE BEACH TO DO DIFFERENT ACTIVITIES.
WHEN TALKING WITH A LOT OF THE BIKE SHOPS LOCALLY, THEY SAY MOUNTAIN BIKES IS ALWAYS THE BEST-SELLER.
THAT IS THE BIKE THAT IS GOING OFF.
YOU KNOW, YOU HAVE A TRAIL SYSTEM THAT IS BOTH... WELL, YOU HAVE THE RIVER-TO-SEA LOOP WHICH COULD BECOME A HUGE ECONOMIC DIVIDER. AND I HAVE THE STATE DATA FOR JUST THE COAST-TO-COAST FOR. THAT AND SO THIS TRAIL WOULD BE MARRIED WITH THAT. JUST LIKE THE CENTRAL FLORIDA WOULD BE AS WELL. RIGHT CLOSE TO IT.
THEY COULD SHOOT OFF AND TAKE ADVANTAGE OF IT, TOO.
[Items 7 & 8]
>> GENTLEMEN, THANK YOU. >> THANK YOU.
>> IS THERE ANY OTHER PUBLIC COMMENT? ALL RIGHT. TARA?
>> GOOD AFTERNOON. I JUST PUT THIS ON... THIS ITEM ON THE AGENDA TO GIVE EVERYBODY AN UPDATE.
THIS IS OUR LAST MEETING. KATHY FLEMING HAS RESIGNED HER POSITION FROM THE TDC. SHE IS NO LONGER THE EXECUTIVE DIRECTOR FOR THE LIGHTHOUSE. AND SO WE DO CURRENTLY HAVE A VACANCY. BASED ON THE FLORIDA STATUTE AND THE CURRENT COMPOSITION OF THE TOURISM DEVELOPMENT COUNCIL, THE VACANCY CAN BE FILLED BY EITHER AN ACCOMMODATIONS OR A NON-ACCOMMODATIONS REPRESENTATIVE.
WE DO HAVE THAT OPPORTUNITY CURRENTLY POSTED ON THE COUNTY'S WEBSITE. APPLICATIONS WILL BE ACCEPTED THROUGH NOVEMBER 14. THE COUNTY HAS RECENTLY MOVED TO THIS ON-LINE APPLICATION SYSTEM FOR BOARDS AND COMMITTEES.
AND SO ANYBODY WHO HAS PREVIOUSLY APPLIED TO THIS POSITION WITHIN THE LAST 12 MONTHS, WHICH I BELIEVE WE HAVE ROUGHLY 17 APPLICATIONS, THOSE ARE STILL VALID.
[00:15:03]
THOSE PEOPLE DO NOT NEED TO APPLY AGAIN ON-LINE.IF THEY WANT TO, THEY CERTAINLY CAN.
OR THEY CAN REACH OUT TO ME AND MAKE SURE THEIR APPLICATION IS STILL VALID. BUT ANYBODY ELSE INTERESTED, THEY HAVE UNTIL NOVEMBER 14. AND THEN WE WILL TAKE THIS UP AS AN AGENDA ITEM AT THE NEXT TDC MEETING EITHER IN JANUARY OR FEBRUARY. WE WILL TALK MORE ABOUT THAT AT THE END. AS A REMINDER, THE THIRD MONDAY OF JANUARY AND THE THIRD MONDAY IN FEBRUARY ARE BOTH FEDERAL HOLIDAYS. WE WILL PICK AN ALTERNATIVE DATE FOR THE TDC MEETING. WE WILL COORDINATE A COUPLE OF POSSIBLE DATES WITH YOU ALL TO FIND SOMETHING THAT WORKS.
THAT IS ALL I HAVE ON THIS ONE. ALL RIGHT.
MOVING ON TO AGENDA ITEM NUMBER EIGHT.
SPORTS TOURISM GRANT APPROVALS. WE HAVE QUITE A FEW SPORTS TOURISM GRANTS FOR CONSIDERATION TODAY.
THESE ALL HAVE BEEN REVIEWED BY THE RECREATION ADVISORY BOARD.
SEVERAL OF THEM HAVE OCCURRED HERE ALREADY IN EARLY OCTOBER.
AND JUST DUE TO THE WAY THAT THE MEET OTION CURD, WE DIDN'T HAVE THE OPPORTUNITY TO BRING THAT TO YOU IN ADVANCE.
BUT MOST OF THEM, I BELIEVE, IT IS ONLY THE FIRST TWO THAT OCCURRED ALREADY. THE REST OF THEM ARE UPCOMING IN THE NEAR FUTURE. YOU ARE WELCOME TO TAKE THESE UP ONE BY ONE. OR AS A GROUP.
AND TEDDY IS IN THE AUDIENCE HERE TODAY.
HE CAN COME UP AND ANSWER ANY QUESTIONS THAT THERE MAY BE FOR
ANY SPECIFIC APPLICATION. >> I THINK IN THE LAST COUPLE OF MEETINGS, WE TOOK THEM UP AS A GROUP.
VERY GOOD. >> BECAUSE I SEE TROY CONSULTING HIS AGENDA, I'M GOING TO SAY THERE IS ONE ON YOUR AGENDA THAT IS NOT ON THIS SLIDE. I'M GOING TO TAKE THAT UP AS THE
I WOULD LIKE TO ACTUALLY PULL THAT ONE OUT.
WE WE TALKED ABOUT THAT ONE. >> IT IS PULLED OUT.
IT IS ACTUALLY HERE. IT IS THE NEXT SLIDE.
OFFSHORE SPORTS FISHING. >> SO IT WON'T BE IN THE GROUP.
>> IT IS NOT IN THE GROUP. >> THAT IS THE ONLY THING.
IS THERE ANY DISCUSSION? PUBLIC DISCUSSION FOR THE ITEMS? ALL RIGHT. ALL RIGHT.
SO WE BRING IT BACK TO THE BOARD.
>> JUST TO UNDERSTAND... >> HIT YOUR MIC.
THANK YOU. >> JUST TO UNDERSTAND THE PROCESS. BECAUSE THIS IS MY FIRST TIME DEALING WITH THIS PARTICULAR ITEM ON THE AGENDA.
IS THIS A NORMAL PROCESS, TO APPROVE THEM AFTER THE FACT?
OR... >> SO TYPICALLY, THE GOAL IS TO BRING THEM IN ADVANCE. AND SO WHAT HAPPENS IS THE SPORTS TOURISM PROMOTIONAL GRANT PROGRAM, IT RUNS THROUGH THE PARKS AND RECREATIONS DEPARTMENT.
THE PARK STAFF OVERSEES IT. THEY ACCEPT APPLICATIONS.
THEY WORK WITH APPLICANTS THROUGHOUT THE YEAR.
THEY ACCEPT APPLICATIONS. THEY TAKE THEM TO THE RECREATION ADVISORY BOARD WHO MEETS MONTHLY AS WELL.
THE RECREATION ADVISORY BOARD REVIEWS THE GRANT APPLICATION.
THEY MAKE A RECOMMENDATION TO THE TDC ON WHAT TO APPROVE AND WHAT NOT TO APPROVE. MAYBE ONCE OR TWICE A YEAR, WE RUN INTO THIS SITUATION WHERE WE HAVE SOME THAT ALREADY OCCURRED.
IT IS USUALLY THIS TIME OF YEAR BECAUSE WE ARE LOOKING AT THEM STARTING AT OCTOBER 1 AND HERE WE ARE TODAY ON OCTOBER 17.
ANY OF THOSE THAT... THOSE EVENTS THAT OCCUR IN THE SQUISH PERIOD, THE FIRST WEEKS OF OCTOBER, WE AIM TO NOT HAVE THAT OCCUR BUT JUST THE WAY THAT EVERYTHING LINES UP BECAUSE WE HAVE SO MANY DIFFERENT COMMITTEES OR SO MANY DIFFERENT COUNCILS INVOLVED WITH GIVING INPUT, IT DOES HAPPEN OCCASIONALLY. AND YOU ALL DO HAVE THE RIGHT THAT IF YOU DON'T AGREE WITH THE RECOMMENDED AMOUNT, OR THE APPLICATION AMOUNT, EVEN IF THE EVENT HAS OCCURRED, YOU ARE NOT REQUIRED TO ON CONCUR WITH THAT AMOUNT.
YOU CAN STILL LEVY YOUR OPINION AND RECOMMENDATION AS YOU WOULD
IF IT HADN'T OCCURRED YET. >> BUT THIS IS A COMPETITIVE PROCESS THEY GO THROUGH WITH THE SPORTS...
>> IT IS. IT IS NOT ENTIRELY UNLIKE THE GRANT APPLICATION PROCESS. IT IS A LITTLE BIT DIFFERENT.
IT IS A SIMILAR TYPE OF OVERALL PROCESS AND PROCEDURES FOR HOW
>> ON THE GRANT PROCEDURES, THERE IS NOT TYPICALLY THIS MANY THAT GET GIVEN TO US AT THE SAME TIME.
THIS IS A LITTLE LARGER GROUP. >> IT IS.
ONE OF THE THINGS THAT WE HAVE ENCOURAGED THE PARKS DEPARTMENT TO DO IN THE PAST IS TO COLLECT THEM SO THEY DON'T DRIP IN ONES AND TWOS THROUGHOUT THE YEAR. THAT WAS AT THE REQUEST OF ONE OF THE BOARD MEMBERS. CERTAINLY, IF THAT IS NO LONGER THE DESIRE, WE CAN GO BACK AND REVISIT THAT.
WE HAVE BEEN WORKING OVER THE LAST YEAR TO BRING THEM TO YOU GUYS. AND MORE COMPACTED GROUPS AS OPPOSED TO TRICKLING IN WITH EVERY MEETING.
[00:20:02]
>> SO THE ASK IS ALL OF THEM RIGHT NOW.
>> EXCEPT FOR THE... ON THE AGENDA, THE LAST ONE.
ADVANCED MEDIA. >> THAT'S RIGHT.
AND THAT ONE IS DIFFERENT. THE REASON WHY THAT IS BEING PULLED OUT IS BECAUSE THE TDC HHAS ALREADY LOOKED AT IT.
YOU LOOKED AT IT IN MARCH. IT IS BEING BROUGHT BACK AT YOUR
VERY GOOD. >> THESE ARE ALL NEW.
THE ONE THAN HELD BACK WILL BE A RE-LOOK.
>> ALL RIGHT. >> I HAVE A QUESTION FOR TEDDY.
THE GOLF TOURNAMENT. THEY REQUESTED $50,000.
THEY CUT IT BACK TO $25,000 IS. THIS THE SAME AS THE NANCY LOPEZ MATCH? IS THAT THE SAME ONE?
>> NO. THIS IS A WOMEN'S MATCH PLAY.
LAST YEAR WAS ABOUT 12 DAYS. THEY CONDENSED IT.
THEY WORKED WITH GENERATION W. IT IS LIKE A SECOND TIER TO THE LPGA. AND THEY CONDENSED IT TO MATCH PLAY AND STROKE PLAY. AGAIN, USING THE RENAISSANCE...
>> THIS IS PROFESSIONAL. NOT AMATEUR.
>> THIS IS A PROFESSIONAL EVENT. >> OKAY, ALL RIGHT.
>> THE REASON THE RECREATION ADVISORY CUT IT BACK?
>> WELL, THE ORIGINAL CONSIDERATION WAS... THEY GAVE THEM $30,000 LAST YEAR. THEY FELT LIKE SOME OF THAT MONEY WAS FOR SEED MONEY, PER SE.
LIKE, DEVELOP THE LOCAL AREA. AND THE RECOMMENDATION THIS YEAR WAS $25,000. I THINK THEY WANTED TO KEEP IT CLOSE TO THE $30,000. THEY FELT LIKE THE OVERALL IMPACT BETWEEN THE GOLF AND THE WOMEN'S EMPOWERMENT SIDE OF IT WAS SUCH THAT IT WARRANTED THE $25,000.
THANK YOU. THAT IS ALL I HAVE.
>> VERY GOOD. >> I GUESS I'LL MAKE A MOTION TO
ACCEPT AS PROPOSED. >> I'LL SECOND.
>> AND THERE WAS NO PUBLIC COMMENT.
>> OKAY. SO AS WAS MENTIONED, BASED ON THE AGENDA AND BASED ON THE SLIDE, THERE WAS ONE EVENT THAT HAD BEEN PULLED OUT. THE PULLED-OUT EVENT WAS ADVANCED MEDIA OFFSHORE SPORTS FISHING CHAMPIONSHIP.
THIS WAS REMOVED FROM THE PRIOR SLIDE BECAUSE THE TDC PREVIOUSLY REVIEWED THE APPLICATION IN MARCH OF 2022 AND REQUESTED THAT ADDITIONAL INFORMATION BE PROVIDED BEFORE APPROVING THE RECREATION ADVISORY BOARD'S RECOMMENDED FUNDING OF $20,000.
OR WAS A FIRST-TIME EVENT. THE TDC'S QUESTIONS FOCUSED PRIMARILY ON THE TYPE AND REACH OF THE MEDIA THAT WAS GOING TO BE PURCHASED. AS WELL AS THERE WAS SOME QUESTIONS ABOUT HOW THE TOTAL ANTICIPATED PARTICIPATION OF THE EVENT WAS CALCULATED. TWO POINTS THERE.
THE EVENT DID TAKE PLACE IN MAY OF 2022.
AND THE APPLICANT HAS SUPPLIED SOME SUPPORTING DOCUMENTATION AFTER THE FACT AS A FINAL GRANT REPORT, AND THAT WAS INCLUDED IN YOUR PACKET. THAT IS IN YOUR BIENLDER IF YOU WANT TO REFERENCE IT. SO LOOKING BACK AT WHAT THE TDC'S QUESTIONS WERE, AND LOOKING OVER THE SEVERAL PAGES OF SUPPORTING DOCUMENTATION THAT WAS PROVIDED, I PUT TOGETHER JUST THESE COUPLE OF LITTLE BULLETS.
THE ORIGINAL APPLICATION ANTICIPATED THERE WAS GOING TO BE THE PARTICIPATION OF 60 TEAMS IN THE EVENT.
AND THAT THERE WOULD BE A TOTAL OF 360 COMPETITORS.
THERE WAS AN ESTIMATION OF A THOUSAND SPECTATORS PARTICIPATING AS WELL IN THE EVENT.
THE APPLICATION INDICATED THAT THERE WOULD BE PURCHASING MEDIA COVERAGE THROUGH CBS SPORTS NETWORK, THAT THERE WOULD BE LIVE-STREAMING OF VIDEO CONTENT ON SOCIAL MEDIA NETWORKS, AND THAT THERE WOULD BE INFLUENCE AND MARKING CAMPAIGNS AS WELL AS OTHER MARKING CAMPAIGNS PURSUED. IN THE FINAL REPORT, IT WAS STATED THAT THERE WAS A PARTICIPATION OF 30 BOATS.
I'M ASSUMING BOATS ARE THE SAME AS TEAMS. I DID NOT CLARIFY THAT WITH ANYBODY.
THE FINAL REPORT DID NOT REPORT ON THE NUMBER OF SPECTATORS.
THE FINAL REPORT DID PROVIDE AFTS AFFIDAVITS THAT INDICATED THAT THE COVERAGE WAS SHOWN ON CBS AND THAT THE TOURNAMENT WAS LIVE-STREAMED ON SPORTS FISHING CHAMPIONSHIP.COM.
AND THEN THEY ALSO PROVIDED PROOF OF INSTAGRAM POSTS AS WELL AS VIEWERSHIP NUMBERS FOR FACEBOOK AND YOUTUBE.
SO JUST AS A REMINDER, THIS WAS REVIEWED BY THE RECREATION ADVISORY BOARD EARLIER IN 2022. THERE WAS A RECOMMENDATION TO MOVE FORWARD WITH AN AWARD OF $20,000.
I'M HAPPY TO TRY TO ANSWER ANY QUESTIONS THAT YOU GUYS MIGHT
HAVE. >> IS THERE STILL A $20,000 RECOMMENDATION ON THIS? OR THIS WAS DECIDED ALREADY?
[00:25:03]
>> IT HAS NOT BEEN TAKEN BACK TO THE RECREATION ADVISORY BOARD
FOR RECONSIDERATION. >> AND IS THIS THE ONE I QUESTIONED ABOUT, LIKE, HOW MUCH OUTSIDE COVERAGE WE WERE GOING
>> I'M SORRY. IS THERE AN ASK ON THIS ONE?
IS THIS JUST A REPORT OUT? >> WELL, SO WHEN IT WAS REVIEWED IN MARCH OF 2022, YOU ALL DID NOT MAKE A RECOMMENDATION FOR GRANT AWARD. THERE WAS A... I'M GOING TO SAY GENERAL STATEMENT MADE BECAUSE THEY DID REQUEST MORE THAN $20,000 AND THE RECREATION ADVISORY BOARD BUMPED IT DOWN TO $20,000. THERE WAS A GENERAL DIRECTION FROM THE TDC THAT WE WANT MORE INFORMATION BEFORE WE DECIDE WE ARE OKAY WITH $20,000 IF THE NUMBERS ARE CORRECT AND THEY ARE DOING WHAT THEY SAY. WE HAVE SOME QUESTIONS ABOUT HOW MANY PEOPLE WE PARTICIPATED... HOW DO THEY KNOW THAT NUMBER? WHERE IS THE COVERAGE GOING TO BE SHOWN I WHAT ARE THESE OTHER INFLUENCES IN THE CAMPAIGN? THERE WAS NO PREVIOUS APPROVAL/DENIAL MADE BY THE TDC. SO WIND OF YOUR OPTIONS TODAY ARE TO REVIEW THIS, AND YOU COULD, YOU KNOW, CHOOSE NOT TO MOVE FORWARD WITH THE GRANT AWARD.
YOU COULD CHOOSE TO MOVE FORWARD WITH THE GRANT AWARD OF THE $20,000 OR SOME ALTERNATIVE AMOUNT.
YOU COULD DECIDE THAT THE INFORMATION THAT IS PROVIDED IN THE PACK SET NOT ADEQUATE TO ANSWER THE QUESTIONS THAT WERE PREVIOUSLY CONTEMPLATED. WE COULD GO BACK AND ASK THE APPLICANT FOR ADDITIONAL INFORMATION.
YOU HAVE A COUPLE OF OPTIONS. >> DID YOU GET THE OTHER PACKET?
>> THANK YOU. >> SO TARA, I'M ASKING THIS...
YEAH. SO I MEAN, I'M LOOKING AT THE TEAMS UNDERPERFORMING THEIR PROJECTION.
IT LOOKS LIKE THE MEDIA KIND OF OVERPERFORMED.
IF I MADE A RECOMMENDATION, IT WOULD BE AT $15,000.
SHAY LIGHTLY UNDERPERFORMED. WOULD THAT BE APPROPRIATE? I'M JUST ASKING IF THE PROT PROTOCOL... ON HOW TO DO THIS, POST-EVENT. I HAVE NEVER DONE IT POST-EVENT
LIKE THIS. >> SO WE DON'T ACTUALLY HAVE A PROTOCOL. THERE IS NOT A SCORING MATRIX.
THERE IS NOT AN AFTER-THE-FACT. SO IT IS REALLY AT THE TDC'S DISCRETION. I THINK CERTAINLY, HAVING SOME LOGIC LIKE YOU JUST EXPLAINED IS HELPFUL.
IF YOU GUYS WOULD LIKE TO GO IN REALLY ANY DIRECTION IF THERE IS SOME SORT OF EXPLANATION, I THINK, THE APPLICANT WOULD CERTAINLY APPRECIATE THAT. I'M GOING TO KICK IT OVER HERE TO TEDDY FOR A SECOND. HE DID BRING UP SOME INFORMATION THAT HE WILL BE ABLE TO PRESENT BETTER THAN I AM.
>> TO WEED THROUGH THE PACKET A LITTLE BIT, SOME KEY POINTS.
OBVIOUSLY, I CAN'T SPEAK TO ANALYTICS AND ALGORITHMS AND THINGS LIKE THAT, A LITTLE BACKGROUND.
THE EVENT WAS SUPPOSED TO TAKE PLACE MAY 1-14.
KING TIDES THAT WEEKEND. THEY PUSHED IT BACK TO THE FOLLOWING WEEK. THAT WOULD HAVE BEEN 18-21.
SO THE ECONOMIC IMPACT FULFILLMENT, THEY HAD A CONTRACT WITH HAMPTON INN. THAT WAS CANCELED.
THEY PAID $25,281 TO THEM. FOR THAT.
AND WHEN THEY CAME BACK FOR THE FOLLOWING WEEKEND, SINCE HAMPTON INN WAS UNAVAILABLE, THEY STAYED AT THE SEBASTIAN HOTEL.
AROUND $9,800. I CAN'T AGAIN SPEAK TO THE MARKETING AND INFLUENCER. THERE WAS $35,000 OF ECONOMIC IMPACT. ONE WHEN THEY WEREN'T EVEN HERE.
AND THEN THE SMALLER EVENT A WEEK LATER.
THAT IS INFORMATION IN THE PACKET.
DON'T KNOW HOW MUCH YOU ACTUALLY WERE ABLE TO KIND OF DIVEST THAT PART OF IT. I WANTED TO PROVIDE THAT TO YOU BASED ON ANY KIND OF CONSIDERATIONS OR THOUGHT PROCESS YOU ARE GOING THROUGH. SIMPLE.
>> THAT WAS GOOD INFORMATION TO HAVE.
MY QUESTION IS HAVE YOU HAD ANY CONTACT WITH THE TOURNAMENT DIRECTOR SINCE THEN? HOW DO THEY FEEL IT WENT? DOES THIS FEEL LIKE SOMETHING THAT WILL COME BACK TO THIS AREA
AGAIN? >> AGAIN, THEY MADE A FOUR-YEAR COMMITMENT. THE KING TIDES KIND OF THREW THEM FOR A LOOP. BECAUSE OF THE HOTEL ARRANGEMENT THEY HAD WITH THE HAMPTON INN. AGAIN, A FOUR-YEAR COMMITMENT.
YOU KNOW, THIS IS AN ESTABLISHED TOURNAMENT THAT HAS BEEN AROUND
[00:30:01]
FOR... THIS IS THEIR 50RD YEAR.I CAN'T SPEAK TO THE SIDE OF THE BOATS AND THINGS LIKE.
THAT YOU CAN PROBABLY IMAGINE THEY ARE HAVING A... THERE ARE LIMITATIONS RIGHT AWAY. I CAN'T SPEAK TO WHAT THEY ARE GOING TO DO THE NEXT YEAR OR THE YEAR AFTER.
THEY HAVE A FOUR-YEAR COMMITMENT.
THEY WILL BE COMING BACK. THEY HAVE SIGNED ON FOR FOUR
I'M COMFORTABLE MAKING A MOTION AT 75%.
THAT IS A $15,000 COMMITMENT. I'M A LITTLE UNCOMFORTABLE WITH NOT KNOWING THE SPECTATOR NUMBERS.
I MEAN, HOW DO THEY NOT KNOW THAT? THAT ONE... THAT ONE DOESN'T FEEL COMFORTABLE.
I'M COMFORTABLE AT 75% OF THE VALUE OF WHERE THEY ARE AT.
ALL RIGHT. CAN WE HAVE SOME DISCUSSION ON THAT? PART OF ME IS UNCOMFORTABLE BECAUSE WE DID MAKE... A RECOMMENDATION WAS MADE FOR $20,000 PRIOR TO AND... YOU KNOW, IT WAS CONTINGENT UPON THEM DELIVERING. THEY DID DELIVER ON A GOOD PORTION OF IT. WHAT'S THE RATIONALIZATION WITH
THE 75%? >> WELL, THEY UNDERPERFORMED...
THEY PERFORMED AT 50% TO 60% AS FAR AS THEIR PARTICIPATION.
ON THEIR AD BUY, THEY OVERPERFORMED.
I WAS GIVING THEM A BOOST FROM THE 50% FOR THAT.
SO I MEAN, THAT WAS... WITH IT BEING RESCHEDULED, I'M SURE THE NUMBERS OF THE VISUAL WEREN'T WHAT THEY WERE ANTICIPATING EITHER. IT WAS PROBABLY ADVERTISED AT A DIFFERENT LEVEL. IT IS A STRONG GROUP.
I WANT TO SUPPORT THE GROUP, BUT THEY HAVE ALSO BEEN AROUND, LIKE YOU SAID, 50 YEARS. HOW MUCH SUPPORT SHOULD THEY
NEED FROM US, TOO? >> UNDERSTAND.
THANK YOU. >> THAT IS THE REASON.
I WANT TO GIVE THEM SOMETHING. I DON'T THINK THEY GET THE FULL
>> I'M GOING SUPPORT THAT, TOO. THE ONE THING THAT I HOPE WE DON'T DO IS... THIS IS TOUGH COMING BACK AFTER SOMETHING.
IT IS LIKE WE ARE GRADING THIS. IT IS DIFFICULT.
I WISH I COULD SAY I REMEMBERED WE TALKED ABOUT THIS.
I JUST... I REMEMBER THE SUBJECT.
I JUST DON'T REMEMBER THAT WE WERE GOING TO COME BACK AND... I THINK WE KICKED THE CAN, IS WHAT WE DID.
IT WAS MARCH. IT WASN'T NECESSARILY KICKING THE CAN. YOU WERE ALL UNSURE, AND THERE WAS A REQUEST FOR ADDITIONAL INFORMATION.
THE ADDITIONAL INFORMATION DIDN'T COME IN UNTIL JUST RECENT
>> THEY DIDN'T HAVE THEIR MEDIA INFORMATION.
THAT IS PART OF THE REASON WHY I COULDN'T SUPPORT IT THE FIRST TIME. IF I REMEMBER RIGHT.
SO... >> BEFORE... DO WE NEED A PUBLIC COMMENT ON THIS? BEFORE WE...
>> SURE. WE CAN ALWAYS TAKE PUBLIC
>> LOOKS LIKE THERE IS NONE. >> WE SHOULD DO ROLL-CALL I GUESS SINCE PAUL IS ON THE PHONE.
>> YUP. >> YOU GOING TO READ THE MOTION AGAIN? THAT WOULD BE GOOD.
[9. DISCCUSION OF POTENTIAL MODIFICATION TO THE ACH GRANT APPLICATION REVIEW PROCESS]
>> MAYOR DON SEE MORA? >> YES.
>> COMMISSIONER PAUL WALDRON? >> YES.
AND WE ARE ON TO TARA WITH DISCUSSION OF POTENTIAL MODIFICATION TO THE GRANT APPLICATION REVIEW PROCESS.
>> SO FOR THIS ITEM, STAFF IS REQUESTING CONSIDERATION OF THE TDC OF AN ALTERNATIVE PROTOCOL FOR THE REVIEW AND SCORING OF THE ARTS, CULTURE HERITAGE GRANT APPLICATIONS.
DUE TO CONTINUED CHALLENGES ASSOCIATED WITH SECURING SUFFICIENT VOLUNTEERS FOR THE GRANT APPLICATION REVIEW PANEL.
SO JUST AS A REMINDER TO EVERYONE, BECAUSE THIS ISN'T SOMETHING WE TALK ABOUT SUPER OFTEN, EVERY YEAR THE COUNTY FUNDS AN ARTS CULTURE HERITAGE GRANTS PROGRAM WITH BED TAX DOLLARS. WE RUN THAT PROGRAM UNDER THE OVERSIGHT OF THE CULTURAL COUNCIL.
WE RECEIVE SOMEWHERE IN THE BALLPARK OF 40 APPLICATIONS A YEAR. THOSE GRANTS... THE WHOLE GRANTS WORKSHOP AND APPLICATIONS AND AWARDS ARE OVERSEEN BY THE CULTURAL COUNCIL. HOWEVER, THE COUNTY HAS A PANEL OF VOLUNTEERS WHO GET TOGETHER, AND THEY ACTUAL REREVIEW THE APPLICATIONS ON THEIR OWN. THEN WE HAVE A PUBLIC MEETING.
THEY GO THROUGH THE SCORES. WE GET ADDITIONAL INFORMATION FROM THE APPLICANTS. AND THAT IS HOW WE DETERMINE F THE AWARD AMOUNT FOR THOSE CONTRACTS.
SO WE HAVE BEEN DOING THIS PROCESS FOR QUITE SOME TIME.
ABOUT TEN YEARS. HISTORICALLY, THAT FUNDING...
[00:35:05]
THAT REVIEW PANEL CONSISTED OF BOTH IN-COUNTY AND OUT-OF-COUNTY VOLUNTEER BOARD MEMBERS. HOWEVER, A FEW YEARS AGO, WE MOVED FORWARD, STAFF MOVED FORWARD WITH ELIMINATING THE OUT-OF-COUNTY MEMBERS. WE WERE SIMPLY NOT GETTING APPLICANTS WHO WERE, YOU KNOW, OF INTEREST FROM OUTSIDE OF THE COUNTY. WE ARE... WE WERE GETTING CRICKETS ON. THAT SO OUT-OF-COUNTY MEMBERSHIP WAS ELIMINATED. IT IS CURRENTLY A PANEL OF ALL IN-COUNTY REVIEW MEMBERS. WE HAVE BEEN STRUGGLING FOR THE LAST SEVERAL YEARS WITH GETTING ENOUGH APPLICATION AS WELL FROM IN-COUNTY PEOPLE WHO WOULD WANT TO VOLUNTEER FOR THIS PANEL.AND THEN THERE IS ALSO A HIGH TURNOVER.
IT IS A MULTI-YEAR APPOINTMENT. A LOT OF TIMES, HOWEVER, WE SEE THAT PEOPLE COME IN. THEY WILL VOLUNTEER THEIR TIME FOR ONE YEAR. AND THEN IT IS A LARGE AMOUNT OF MATERIAL TO REVIEW. IT IS A ONCE A YEAR VOLUNTEER OPPORTUNITY. A LOT OF TIMES, THOSE INDIVIDUALS WILL INDICATE, THANK YOU, IT IS A GREAT EXPERIENCE.
I'M NOT GOING TO DO IT A SECOND YEAR.
WE HAVE BEEN STRUGGLING WITH THIS FOR SEVERAL YEARS AT THIS POINT. AND SO MYSELF AND DEAN THAT, WE GOT TOGETHER WITH THE STAFF. WE HAD A DISCUSSION ABOUT WHAT WE SHOULD DO AND HOW WE SHOULD HANDLE.
THIS WE HAVE COME UP WITH A SUGGESTION FOR AN ALTERNATIVE APPROACH TO REVIEWING THOSE GRANT APPLICATIONS AND COMING UP WITH SCORES FOR WHICH THE ANNUAL FUNDING AMOUNT WOULD BE BASED OFF OF. THE PROCESS WOULD LOOK LIKE A GROUP OF STAFF "STAFF" BECAUSE IT IS ALL ENTITIES THAT ARE CONTRACTED WITH BY THIS DEPARTMENT.
ALL ENTITIES WOULD RECEIVE TAX FUNDS: A FIVE-MEMBER GROUP WOULD REVIEW THE APPLICATIONS ANNUALLY.
IT WOULD CONSIST OF UP TO TWO STAFF MEMBERS FROM THE TOURISM DEPARTMENT. WE ARE CURRENTLY TWO MEMBERS.
DEAN THAT AND MYSELF. TWO CULTURAL STAFF MEMBERS.
UP TO ONE VCB STAFF MEMBER AND ONE CHAMBER OF COMMERCE STAFF PERSON. A TOTAL OF FIVE PEOPLE.
THERE ARE SIX POSITIONS LISTED HERE ON THE BOARD.
PURSUING THIS WOULD GIVE US THAT FLEXIBILITY FROM YEAR TO YEAR.
IN CASE AN ORGANIZATION WAS SHORT ON STAFFING AVAILABILITY.
WE WOULD HAVE FLEXIBILITY TO FILL IN.
IT ALSO GIVES US MORE CONSISTENCY.
AND THAT REVIEW PANEL FROM YEAR TO YEAR.
THAT WOULD GIVE US A BETTER PROGRAM TO DEVELOP AND GIVE PRODUCTIVE INPUT ON SOME OF THESE REOCCURRING ANNUAL EVENTS.
SO MY QUESTION TO YOU ALL IS... I GUESS I HAVE MORE INFORMATION.
THIS IS THE ALTERNATIVE APPROACH.
IT WOULD ELIMINATE THAT CHALLENGE OF NOT HAVING ENOUGH APPLICANTS FROM YEAR TO YEAR. IF YOU ALL LIKE THIS, THAT IS SOMETHING YOU FEEL LIKE WE CAN MOVE FORWARD WITH, IT WOULD HAVE TO BE APPROVED BY THE BOARD OF COUNTY COMMISSIONERS.
IF YOU HAVE ANY THOUGHTS ABOUT THAT OR ANY QUESTIONS.
>> HOW MANY VOLUNTEERS DID YOU TYPICALLY TRY TO HAVE ON YOUR
REVIEW PANEL? >> WELL, WE HAVE A TOTAL OF NINE SEATS. WE USE 7 EACH YEAR.
TWO OF THEM ARE ALTERNATES. SO WE HAVE A MEETING WITH 7.
AND THEN WE HAVE ALWAYS DROPPED THAT HIGHEST AND LOWEST SCORE.
WE TAKE A COLLECTIVE AVERAGE SCORE OF FIVE SCORES.
>> TERRY, YOU ARE NOT LOOKING TO CHANGE THE PROCESS.
JUST THE PEOPLE THAT ARE DECIDING ON THE GRANTS.
SO IT WOULD BE... I MEAN, IT IS TECHNICALLY A CHANGE OF THE PROCESS. WE WOULD BE CHANGING THE PEOPLE WHO WERE REVIEWING AND SCORING. WE WOULD STILL INTEND TO HAVE A PUBLIC MEETING. MUCH LIKE WE DO SINCE WE WOULD BE GOING TO THAT FIVE-PERSON, FIVE STAFF-PERSON COMMITTEE.
YOU WOULD STILL AVERAGE THOSE FIVE SCORES.
IT IS A ILL WILL... IT IS A LITTLE BIT OF A CHANGE.
THE MAJOR CHANGE WOULD BE 7 VOLUNTEERS TO FIVE VOLUNTEERS TO
THANK YOU. >> WE WILL BRING... SO THIS IS ACTUALLY SEPARATE FROM THE GRANT SKYLINE.
IN THE NEW YEAR, WE WILL BRING YOU ALL THE GRANT SKYLINES TO REVIEW AND APPROVE. WE DON'T USUALLY TALK ABOUT THIS PART. THIS IS MORE LIKE THE ADMIN POLICY PART. LIKE I SAID, IT HAS BEEN IN PLACE FOR A WHILE. BUT THE... THAT WILL BE HANDLED
TOTALLY SEPARATELY. >> TARA, WHAT IS THE NUMBER...
HOW MUCH MONEY IS GIVEN OUT IN THIS GRANT PROGRAM EVERY YEAR?
>> IT VARIES FROM YEAR TO YEAR. COMING IN FISCAL YEAR '23, IT WILL BE $500,000. $500,000?
>> MM-HMM. >> THERE IS NO ACTION REQUIRED
[00:40:05]
ON THIS. CORRECT?>> THERE IS NOT NECESSARILY ANY ACTION REQUIRED.
IF ANYBODY HAS A CONCERN, I MEAN, CERTAINLY, PLEASE LET US KNOW. LIKE I SAID, THOUGHTS OR QUESTIONS. IF YOU ALL FEEL THAT THIS IS A BAD IDEA. STAFF WILL GO BACK AND WE WILL REWORK IT AND COME BACK WITH SOMETHING ELSE.
LIKE I SAID, WE ARE BRINGING THIS KIND OF OUT OF NECESSITY.
WE JUST... WE HAVE BEEN FACING THIS PROBLEM FOR AT LEAST THREE YEARS, IF NOT FOUR. IT IS REALLY A... HOW ARE WE GOING TO MOVE THIS PROGRAM FORWARD IN A WAY THAT MAKES SENSE WITH THE RESOURCE THAT IS WE HAVE AVAILABLE?
>> AND TAR REMARKS IT IS... IT IS ALL FIVE ARE STAFFED?
>> STAFF WITH QUOTES. STAFF IS JUST COUNTY PEOPLE.
THEY ARE THE COUNTY'S CONTRACTORS AS WELL.
THE CULTURAL COUNCIL. THE VISITOR'S CONVENTION BUREAU AND THE CHAMBER OF COMMERCE. THOSE ARE ALL CONTRACTORS WHO RECEIVE AN ANNUAL ALLOCATION OF BED TAX MONEY.
JUST AS A NOTE, I HAVE DISCUSSED THIS WITH THE CULTURAL COUNCIL.
WE ACTUALLY... WE HAVEN'T READ IT OUT WITH THE CHAMBER OF COMMERCE. THAT IS THAT AFDED FLEXIBILITY.
FROM YEAR TO YEAR. IF THEY HAD A HARDSHIP ONE YEAR AND WE ARE SHORT-STAFFED, WE HAD THE ABILITY TO LEAN ON THE OTHER
ORGANIZATION. >> I JUST HAVE MIXED FEELINGS ABOUT THAT. I'M NOT SURE WHICH WAY I'M GOING ON. THAT I WOULD LIKE TO HAVE MORE CITIZEN INPUT. EVEN IF WE DO RFP'S, WE SOMETIMES WOULD BRING A CITIZEN IN OUTSIDE THE DIVISION.
SO I'M NOT SURE WHICH WAY TO FEEL ON IT.
LIKE I SAID, IT IS BEING BROUGHT TO MEET THE NEEDS OF A CHALLENGE. RIGHT? I THINK HISTORICALLY, AND AGAIN, THIS HAS BEEN IN PLACE FOR TEN YEARS. I THINK THERE WAS A SENTIMENT IF WE HAD A NICE MIX OF IN-COUNTY AND OUT OF COUNTY AND PEOPLE WHO WERE NEUTRAL, THAT THAT WAS A POSITIVE.
LIKE I SAID, WE ARE HAVING A HARD TIME MEETING THOSE NUMBERS.
I THINK THERE HAS BEEN A COUPLE OF YEARS WHERE WE ARE REALLY BEEN... WE HAVE BEEN REALLY HARD-UP TO GET TO FIVE.
AT LEAST ONE OF THE YEARS THAT I CAN THINK OF.
>> YEAH. >> IT IS A LOT OF WORK.
IN DEFENSE OF ALL THE VOLUNTEERS WHO HAVE FILTERED THROUGH AND THEY HAVE DONE A GREAT JOB. IT IS A LOT OF WORK.
IT IS A BIG-TIME COMMITMENT TO SIT DOWN AND REVIEW THESE.
ANY OTHER COMMENTS, CONCERNS? IT SAYS PUBLIC COMMENT.
WE DON'T NEED PUBLIC COMMENT ON THIS.
[10. MONTHLY REPORTS PROVIDED IN PACKETS]
DO WE HAVE ANYBODY WHO WANTS TO SPEAK?YUP. >> THEY ARE NOT COMING FORWARD.
>> SO, SO FOR ANYBODY WHO WOULD WANT TO HAVE PUBLIC COMMENT OR TO ADDRESS THE POTENTIAL CON CONCERN, THIS WOULD HAVE TO BE APPROVED BY THE BOARD OF COUNTY COMMISSIONERS.
THERE WOULD BE AN OPPORTUNITY FOR PEOPLE TO COME UP AND SPEAK TO IT. AGAIN, IN THE FUTURE.
ALL RIGHT. THE NEXT ITEM IS THE MONTHLY REPORTS. WHICH ARE IN THE PACKET.
I THINK RICHARD WANTED TO SPEAK. >> YES.
MONTHLY REPORTS ARE IN THE PACKET.
AND RICH'S MONTHLY REPORT IS IN THE PACKET AS WELL.
HE DID PROVIDE ALSO TWO REPORTS. ONE IS THE IMPACT OF HURRICANE IAN ON TOURISM AND THE OTHER IS AN UPDATE ON VISITOR IMPACT.
I'M GOING TO HOP OVER THERE IF YOU GIVE ME A SECOND TO PULL SOME STUFF UP. HE IS GOING TO RUN THROUGH THAT
WITH YOU GUYS. >> WHILE TARA IS PULLING THAT UP, RICHARD GOLDMAN, 29 OLD MISSION AVENUE, ST. AUGUSTINE.
WHAT WE ARE GOING TO BE SHOWING YOU IS SOME RESPONSES THAT THE VCB HAS EXECUTED TO TRY AND FIX WHAT HAPPENED WITH HURRICANE IAN. MOST OF YOU KNOW THAT THERE HAVE BEEN SOME PRETTY SIGNIFICANT PHYSICAL DAMAGE TO A NUMBER OF OUR RESIDENTS. ESPECIALLY ON DAVIS SHORES.
MANY OF OUR BUSINESSES, HOWEVER, WERE ABLE TO REACT QUICKLY OR PROTECT THEIR BUSINESSES, WITH THE STORM SURGE AND GET THEIR BUSINESSES OPEN. THE PROBLEM IS THAT THEY ARE
[00:45:01]
REACTING TO VISUAL IMAGES THAT WERE PRESENTED... SO THAT SHOULDN'T... YEAH. OKAY.WHAT THEY ARE RESPONDING TO... AND I DON'T KNOW HOW MANY OF YOU WERE FOLLOWING THE COVERAGE ON EITHER WEATHER CHANNEL OR ANY OF THE MAJOR NETWORKS. THERE WERE QUITE A FEW IMAGES OF OUR BY AFRONT UNDERWATER WITH WATER COMING OVER THE SEA WALLS AND PROJECTIONS, GUESSES FROM FOLKS LIKE JIM CANTORE THAT THE IMPACTS THERE FROM THIS STORM WERE WORSE THAN MATTHEW OR IRMA.
IT IS NOT TRUE THEN. IT WASN'T TRUE NOW.
THE PUBLIC WAS EXPOSED TO THIS. I TOOK CALLS FROM ACROSS THE COUNTRY. AS FAR AS GERMANY.
CALLING AFTER MY PERSONAL WELL-BEING AND THE CHALLENGES THAT WE ARE GOING TO FACE IN REOPENING.
WELL, THE TRUTH IS THAT MANY OF OUR BUSINESSES THAT WERE SERIOUSLY OR VISUALLY THE MOST IMPACTED WERE UP AND RUNNING ON SATURDAY AND FRIDAY. FOLLOWING.
SO KNOWING THIS, BECAUSE WE EXPERIENCED THE SAME THING WITH MATTHEW AND IRMA, WE LAUNCHED A NUMBER OF RESPONSES.
MOST OF YOU KNOW THAT WE WERE PROVIDING INPUT THROUGH THE STAKE HOLDERS. IMMEDIATELY UPON THE STORM LEAVING, WE INITIATED A "WE ARE OPEN" PRESENCE ON OUR WEBSITE.
THE WEBSITE, BY THE WAY, LAST MONTH, TOOK 170,000 VIEWS.
JUST TO GIVE YOU A CONTEXT OF THE VALUE OF THAT.
BUT WE IMMEDIATELY WERE INVITING PEOPLE BACK.
WE HAD... AND THIS IS ON THE FRIDAY FOLLOWING.
WE HAD A LANDING PAGE. WE LISTED ALL THE TOURIST BUSINESSES UP AND RUNNING. AND THAT WAY, OUR VISITORS COULD LEARN WHAT WAS AVAILABLE. ON THE MONDAY FOLLOWING, WE BROADCAST A PRESS RELEASE TO OUR FULL LIST OF MEDIA SOURCES.
IN THAT RELEASE, WE INCLUDED QUOTES FROM BUSINESSES THAT WERE ON THE... ON ST. GEORGE STREET. WE HAD PERSONAL INTERVIEWS WITH THEM. WE GOT VERY GOOD PICK-UP ON THE FOURTH OF OCTOBER. SO THAT MONDAY, WE HAD GOOD PICK-UP. SORRY.
TUESDAY. VERY GOOD PICK-UP ON THAT.
OVER 237 MEDIA OUTLETS PICKED IT UP.
AND WE ALSO CONDUCTED A TIK TIKTOK... WE TOOK A TIKTOK REEL, AND WE PUBLISHED THAT ON THAT TUESDAY MORNING.
TIME-CHECKED, OF COURSE, ON THAT VIDEO.
THEN OVER THE COURSE OF THE NEXT WEEK, WE ALSO PUBLISHED PAID MEDIA ITEMS, INCLUDING DIGITAL BANNERS.
I'M GOING TO GO AND NOW SHOW YOU SOME OF THOSE THINGS.
SO BEFORE... WHILE THE STORM WAS JUST OVER, THIS LANDING PAGE, THIS WAS THE PRIMARY VISUAL, AND THEN YOU COULD SEE... HEAR WITH THE FOLLOW-UP COMMUNICATION. THAT WE ARE OPEN WITH LINKS TO OUR PAGES WITH BUSINESSES THAT ARE OPEN.
HERE IS SOME EXAMPLES OF POSTS. THIS IS THE INSTAGRAM POST ON THE LEFT. AND ON THE RIGHT.
THIS IS THE TIKTOK VIDEO. THAT SHOWED BOTH ST. GEORGE STREET AND THE BAY FRONT. SO AGAIN, THESE ARE THINGS THAT PEOPLE BELIEVE BECAUSE IT IS IMMEDIATE AND CONTINUOUS VIDEO.
IT IS NOT EDITED. THE FOLLOWING WEEK, THROUGH OUR RELATIONSHIP WITH VISIT FLORIDA, VISIT FLORIDA HAS A PROGRAM WHERE THEY PAY FOR VIDEOS TO REFLECT DESTINATION THAT IS ARE OPEN AND OPERATING FOLLOWING A STORM.
SO THIS IS BECOMING PART OF THE PROCESS FOR THEM AS WELL.
SO WE WORKED WITH THEIR CONTRACTOR TO ARRANGE FOR VIDEO TO BE TAKEN. ON THE FIFTH AND SIXTH OF OCTOBER. THIS IS ONE OF THE POSTINGS THAT INCLUDES THAT VIDEO. ON THE LEFT SIDE THERE.
[00:50:02]
THAT IS A SINGLE-MINDED OUTLOOK. E-MAILING THAT WENT TO 115,000 OF OUR DATABASE, ON THE FACT THAT WE WERE OPEN.THERE WERE LINKS TO OUR WEBSITE. WHAT'S ON THE RIGHT IS THE BOTTOM OF THE PAGE. THEN THIS PAST WEEKEND ON FRIDAY, WE SENT OUT IN OUR NEWSLETTER, THIS NEWSLETTER.
RIGHT AT THE TOP WAS THIS VIDEO THAT VISIT FLORIDA HAD TAKEN.
I'LL BE ABLE TO SHOW THAT TO YOU, PLAY THAT FOR YOU IN A MOMENT. THIS IS THE VIDEO.
IT WAS TAKEN BY THE CONTRACTOR FOR VISIT FLORIDA.
HAPPENS TO BE CYCLE MEDIA, A LOCAL COMPANY WE HAVE WORKED WITH BEFORE. WELL, THE SOUND... THERE IS MUSIC UNDER IT. THERE IS NO WORDS.
S TO DAY THAT YOU DON'T HEAR THAT.
BUT THAT IS... THIS IS THE MESSAGING.
>> YEAH. NOT TO TAKE ANYTHING AWAY FROM VISIT FLORIDA, THEY FUNDED. THIS THEY HAD THE DIRECTION OF WHAT IT WAS THAT THEY WANTED TO DEPICT.
WHAT YOU SAW WAS THE TWO AREAS THAT... THAT THE MEDIA HAD SHOWN DURING IAN. THE DOWNTOWN AND THE BAY FRONT.
WE WANTED TO DEMONSTRATE THAT. AND OF COURSE, WE PUT IN A LITTLE BEACH. BECAUSE THAT IS SOMETHING THAT PEOPLE ALWAYS ARE CONCERNED WITH.
SURVIVING A STORM. BUT WE APPRECIATE THAT RELATIONSHIP WITH VISIT FLORIDA. AND WE ARE ALSO INCLUDED.
SO WE EDITED THIS FOR OUR USE. IT IS THEIR FOOTAGE.
WE EDITED IT. THEY ARE USING PORTIONS OF THAT FOOTAGE IN 15-SECOND VIDEOS THAT THEY ARE PLAYING AS PART OF A "WE ARE BACK IN BUSINESS" CAMPAIGN FROM THE WHOLE STATE.
WE ARE ONE OF... ONE OF SIX VIDEOS.
THAT WILL BE AIRING OVER THE NEXT MONTH AND A HALF.
AND I THINK... IS THAT IT? I APOLOGIZE.
WE PULLED ALL THESE PIECES TOGETHER AT THE LAST MINUTE.
YOU CAN... THEY WERE JUST COMING IN.
HERE IS THAT VIDEO THAT THE... I'M SORRY.
THAT WASN'T... THAT DIDN'T PLAY AS PART OF IT.
BUT THE VIDEO, IF YOU CAN GO BACK TO THE ONE THAT HAD THAT GREEN START, THAT IS THE VIDEO THAT THE... THAT VISIT FLORIDA HAS PRODUCED FOR THEIR COMMERCIALS.
NO. IT IS THE ONE THAT... IT IS...
I'M TRYING TO RECALL WHAT THE FILE IS CALLED.
YOU HAD IT UP A MOMENT AGO. ORDINARILY, IT PLAYS, YOU KNOW, AS PART OF THE SLIDE. APPARENTLY...
[00:55:01]
HMM. SHOULD BE A VIDEO.♪ >> AND THIS IS A WHOLE CAMPAIGN THAT THEY ARE RUNNING. 15-SECOND SPOTS.
WE ARE IN ONE OF SIX. THANK YOU VERY MUCH.
THANK YOU. >> SO THOSE ARE JUST SOME OF THE THINGS WE ARE DOING. WE DID DO A CHECK-BACK ON THE PRESS RELEASE PICKUPS. LAST WEEK.
AND FROM OCTOBER 4 WHICH WE HAD REPORTED ON TO FRIDAY, WSB-TV ATLANTA HAD PICKED IT UP ALSO. AM MOHAMMAD KHATAM PA BAY TIMES HAD PICKED IT UP. YAHOO! NEWS, THAT SHOWS UP EVERY TIME YOU GO TO YAHOO!. THOSE ARE JUST SOME OF THE EXAMPLES. AND SO THESE ARE THOSE DIGITAL BANNERS. THE WAY TO READ THIS IS THE TOP IS WHAT... BECAUSE THESE ARE ANIMATED BANNERS.
THE TOP IS THE FIRST THING PRESENTED ON THE WEBSITE THAT YOU HAPPEN TO BE LOOKING AT OR NEWSFEED THAT YOU ARE LOOKING AT. THE SECOND CYCLES TO THE MIDDLE ONE. THEN IT CLOSES WITH THE ONE THAT LISTS "VISIT NOW." THAT IS A LINK TO THE WEBSITE.
HERE IS ANOTHER OF THOSE BANNERS.
AND JUST A DIFFERENT FORMAT. AGAIN, THE MESSAGE BEING "WE ARE READY TO BE DISCOVERED. WE ARE FULLY RECOVERED AND READY TO BE DISCOVERED." WE FELT IT WAS IMPORTANT TO NOT CHALLENGE WHAT PEOPLE'S EYES TOLD THEM.
YOU CAN ONLY DO THAT SO MUCH. AND IT FELT LIKE TO US, IT WAS BETTER TO SIMPLY SAY "HEY, WHATEVER YOU SAW, WE HAVE RECOVERED FROM." AND THEN TO DEMONSTRATE THAT.
WHICH IS WHAT WE DO WITH THESE BANNERS.
THESE BANNERS ARE SERVED TO FOLKS WHO DO ANY SEARCHES RELATED TO OUR DESTINATION AND THE HURRICANE, AND ON THE NEWS SITES THAT PEOPLE ARE LOOKING AT.
WITHIN OUR DEMOGRAPHIC AND OUR GEOGRAPHIC AREAS.
IT IS A LITTLE MORE EXPANDED SIMPLY BECAUSE THAT MESSAGING THAT WE ARE COUNTERING WENT EVERYWHERE.
AND THAT IS THE FINAL ONE. THAT ONE IS STATIC.
IT HAS THE WHOLE MESSAGE ON THE ONE SCREEN.
SO THAT IS... THAT WAS OUR RESPONSE.
IT CONTINUES. WE ARE WATCHING AND SPEAKING WITH OUR LODGING PROPERTIES TO DETERMINE WHEN THEIR PACES ARE PICKING UP. WE ARE SEEING THAT THEIR PACE OF BOOKINGS IS IMPROVING. ARE YOU SEEING THAT AS WELL,
TROY? >> WE ARE ACTUALLY BETTER IN OCTOBER SINCE THE HURRICANE THAN WE WERE IN SEPTEMBER.
>> VERY GOOD. >> THERE ARE SOME WHO CONTINUE TO SUFFER BEHIND PACE. AND SO WE WILL RUN THIS PROBABLY FOR ANOTHER COUPLE OF WEEKS. THEN GO DIRECTLY INTO NIGHTS OF LIGHTS. HISTORICALLY, NIGHTS OF LIGHTS HAS ESSENTIALLY TAKEN CARE OF ITSELF.
AND WE HAVE MOVED ON TO OTHER TIME PERIODS THAT REQUIRE IN GREATER DEMAND. THE BEAUTY OF NIGHTS OF LIGHTS IS THAT PEOPLE KNOW ABOUT IT. BY EMPHASIZING THAT IT IS ON AND THAT WE ARE PROMOTING IT, THAT HELPS PEOPLE BELIEVE THAT WE HAVE RECOVERED. AND THAT WORKED FOR US AFTER MATTHEW AND AFTER IRMA. SO WE ARE GOING TO LEVERAGE THAT AGAIN. AND AGAIN.
OUR THANKS TO THE COUNTY AND TO THE CITY FOR REINFORCING THEIR COMMITMENT TO NIGHTS OF LIGHTS. BECAUSE IT MATTERS MORE THIS YEAR. ANY QUESTIONS? ABOUT THOSE RESPONSES? OKAY.
THEN THE NEXT THING I WANT TO COVER... AND YOU PROBABLY HAVE RECEIVED IT ELECTRONICALLY, AND I HAVE PRINTED COPIES AS WELL, IF YOU WOULD LIKE, BUT THE FLORIDA HISTORIC COAST ECONOMIC IMPACT REPORT ON TOURISM AND OUR DESTINATION.
IT HAS BEEN UPDATED. WE TOOK THE PERIOD JULY '21 THROUGH JUNE, '22. WE LOOKED AT SURVEY DATA FROM...
AND ALSO HOTELIER AND ALL THE ROOMS, VACATION RENTAL DATA AND APPLIED THOSE SPENDING DATA TO THE FACTORS THAT WE HAD GENERATED WHEN THE TDC CONDUCTED THEIR STUDY BACK PRIOR TO COVID IN 2019. SO WE HAVE APPLIED THOSE FACTORS
[01:00:01]
TO THE NEW DATA OF OCCUPANCY, HOTELS AND VACATION RENTALS AND CAME UP WITH THIS RESULT. YUP.THIS GIVES YOU A PICTURE OF, YOU WHERE THIS CAME FROM.
AND THE DATA POINTS THAT WERE USED FOR THESE AL CUELATIONS.
... CALCULATIONS. THE BIG NUMBER IS THE VISITOR'S SPEND. AND THIS IS DIRECT ECONOMIC IMPACT OF ALMOST $3.8 BILLION FROM THE SPENDING OF TOURISTS IN ST. JOHNS COUNTY. THIS IS KIND OF A TOOL THAT YOU USE FOR CALCULATIONS. BUT NOT TERRIBLY HELPFUL FOR US.
SO THE CALCULATION OF THE NUMBER OF VISITORS WHO CAME TO ST. JOHNS COUNTY ARE THREE MILLION VISITORS.
THAT FEELS LIKE A VERY DIFFERENT NUMBER THAN WHAT YOU ARE USED TO HEARING FROM US. ONE OF THE THINGS THAT AFFECTS THIS NUMBER IS THE LENGTH OF STAY.
AND THE TYPE OF ACCOMMODATION. AND WHEN WE DID THIS... WHEN THIS STUDY WAS DONE BACK IN 2017, WE HAD NO VACATION RENTAL DATA. WE NOW HAVE VERY GOOD VACATION RENTAL DATA FROM ALL THE ROOMS. THAT DATA IS ABLE TO BE APPLIED, AND WHEN WE LOOK AT LENGTH OF STAY, AT HOTELS WHICH IS ABOUT 3.7 NIGHTS ON AVERAGE, BUT WE ADD IN THE HUGE VOLUME OF VACATION RENTAL INVENTORY, NOW HALF OF OUR RENTAL INVENTORY, AND THE FACT THAT THEIR AVERAGE LENGTH OF STAY IS 7.5 NIGHTS, THAT IS WHAT GIVES US THIS FACTOR OF FEWER PEOPLE STAYING LONGER AND YOU ARE GOING TO SEE SPENDING MORE MONEY.
AND THAT IS EXACTLY WHAT WE SAID WE WANTED IN THE PROGRESSION OF OUR DESTINATION. WE NEEDED PEOPLE TO BE... TO CREATE A LITTLE LESS CROWD. HERE IS THE THING.
THERE ARE STILL CROWDS ON THE STREET BECAUSE IT IS THE SAME NUMBER OF PEOPLE FILLING. THEY ARE JUST NOT DIFFERENT PEOPLE. THEY ARE HERE FOR MULTIPLE DAYS.
WHEN YOU THINK ABOUT IT, YOU KNOW, MAYBE FOUR YEARS AGO, IT WAS SIX MILLION PEOPLE. BUT IT WAS SIX MILLION DIFFERENT PEOPLE. THEY ARE COMING AND GOING.
AND NOW WE HAVE FOLKS STAYING LONGER.
AND SO THAT IS REALLY WHY TH THAT... IT IS NOT A CONTRADICTION. IT IS SIMPLY THAT THERE ARE...
THE PEOPLE WHO ARE COMING ARE STAYING LONGER.
QUESTIONS ON THAT? BECAUSE THAT IS... AND YOUR
NUMBER WAS 3.7? >> IT IS 3....
>> NO, NO. YOU SAID DAYS THEY ARE
TRADITIONAL LODGING. THAT INCLUDES BED & BREAKFASTS.
WE HAVE THAT DATA AS WELL. >> WHAT WAS THE AVERAGE STAY?
>> VACATION RENTALS WAS 7.7. AGAIN, AVERAGE.
BECAUSE DOWNTOWN, VACATION RENTALS ARE SHORTER STAYS.
AT THE BEACH, THEY ARE LONGER. AND THIS IS BASED ON THE SURVEY DATA THAT WAS TAKEN. AND WE HAVE BETTER SURVEY DATA THAT WAS TAKEN IN THAT PERIOD OF 1920 BECAUSE THE DATA THAT HAD BEEN PREVIOUSLY COLLECTED DIDN'T HAVE QUITE AS MUCH... THE SAMPLING WAS NOT QUITE AS ACCURATE.
DPNT REFLECT THE DESTINATION QUITE AS MUCH.
WE ARE PLEASED WITH THAT. WITH THAT ASPECT.
AGAIN, MENGING THE ROOM NIGHTS, NOT THAT IMPORTANT A FIGURE.
THE NUMBER OF JOBS RELATED DIRECTLY OR INDIRECTLY OR SUPPORTED DIRECTLY OR INDIRECTLY BY TOURISM ARE 32,400.
AND THE SALARIES, WAGES, TIPS, GENERATED FROM TOURISTS WERE 854 MILLION DOLLARS. THAT IS AN INCREASE, AGAIN, FROM THE DATA THAT WAS REPORTED BACK IN 2017.
THIS IS THE AMOUNT OF MONEY THAT EACH HOUSEHOLD WOULD HAVE TO PAY IN ORDER TO OFF-SET THE CONTRIBUTION BY OUR VISITORS.
[01:05:05]
AND... THIS... SORRY. THIS IS ANOTHER CALCULATION THAT IS REQUESTED BY FOLKS WHO WANT TO KNOW ABOUT OUR JOBS AND EMPLOYMENT. 93 VISITORS GENERATE ONE MORE JOB. THIS IS A REAL KEY TAKE-AWAY.ONE THAT GOVERNMENTS ARE LIKELY VERY INTERESTED IN.
I HAVE ATTACHED TO THE BACK OF THIS DOCUMENT WHICH I'LL SHARE WITH YOU THE WAY THIS CALCULATION IS MADE.
THIS IS THE DIFFERENCE BETWEEN WHAT TOURIST COSTS AND WHAT THEY
BRING. >> WE TAKE THE FULL BUDGET FOR ST. JOHNS COUNTY, AND WE DIVIDE IT BY THE NUMBER OF RESIDENTS WHO ARE HERE 360 DAYS A YEAR ROUGHLY, AND THE CALCULATION FOR THE NUMBER OF VISITORS WHICH WE HAVE, SO WE GET A PER-DAY COST FOR EVERYBODY. RESIDENTS AND VISITORS.
SO BASED ON THAT, WE THEN SUBTRACT THE AMOUNT OF MONEY THAT VISITORS SPEND HERE, AND THAT IS... THAT CREATES A NET $53 MILLION SURPLUS, IF YOU WILL OR CONTRIBUTION TO THE ST. JOHNS COUNTY BUDGET. SO RIGHT NOW, WE CAN SAY THAT THE VISITORS LAST ARE CONTRIBUTING MORE THAN THEY ARE COSTING. THESE ARE SOME OF THE DETAILED FINDINGS IN THE BACK. YOU WILL HAVE THIS.
IT SHOWS DIRECT AND INDIRECT SPEND.
IT SHOWS THE DAY VISITORS VERSUS OVERNIGHT VISITORS.
AND AGAIN, I APOLOGIZE FOR THE PDF NOT ALIGNING WELL WITH THE SLIDES. BUT IT'S GOT SOME OTHER BACKGROUND FOR THE DATA COLLECTED.
THIS IS THAT BREAKDOWN THAT I JUST DESCRIBED TO YOU.
AND THEN THE BREAKDOWN OF THE LENGTHS OF STAY.
TRYING TO... IN THE LENGTH OF STAY THERE, DOWN THERE IN THE FOOTNOTES, YOU WILL SEE THE BREAKOUT BETWEEN TRADITIONALLONGING LODGING AND VACATION RENTALS.
AND THEN OUR ORIGIN MARKETS WHICH ALIGNS WITH WHAT WE HAVE KNOWN IN THE PAST, AGAIN, ANY KIND OF PARALLEL WE SEE FROM WHAT NUMBERS WE ARE CONFIDENT IN IS A REINFORCEMENT OF THE ACCURACY. AND THAT IS WHAT WE HAVE.
UPDATED TOURISM IMPACT REPORT. AND IF YOU HAVE ANY QUESTIONS,
I'M HAPPY TO ADDRESS THEM. >> RICHARD, THANK YOU.
[12. NEXT MEETING DATE – TBD January or February]
>> THAT HITS THE END OF THE AGENDA.
ANY MEMBER COMMENTS? JUST A QUESTION, TARA, GOING BACK TO THE NEXT MEETING DATE. IT SAYS JANUARY, FEBRUARY.
>> IT WILL NOT BE NOVEMBER. WE HAVE TYPICALLY CAN'T GET A QUORUM IN NOVEMBER AND DECEMBER. A MEETING IN JANUARY OR FEB
FEBRUARY. >> ALL RIGHT, VERY GOOD.
>> IT WILL BE A DATE TO BE DETERMINED.
WE WILL BE REACHING OUT TO YOU ALL TO ASK YOU.
IT WON'T BE THE THIRD MONDAY OF THE MONTH FOR EITHER ONE OF
