WE JUST WANT TO ASK THE CITIZENS AND THE PARENTS THAT ARE PICKING UP AND DROPPING OFF IN PEOPLE TO DRIVE THROUGH THE SCHOOL ZONES, IT IS THE FIRST WEEK. WE NEED A WEEK OR SO TO GET A PATTERN SO TO SPEAK TO SET UP. THINGS WILL KINDA FALL INTO PLACE, WE HOPE. WE HAD BEACH SIDE OPEN YESTERDAY, VERY PLEASED, I THOUGHT THAT WENT REALLY WELL WITH CONCERNS ABOUT THE TRAFFIC ON 210 AND COMING IN TO THE NEIGHBORHOOD ITSELF BUT I THOUGHT IT WENT REALLY WELL.

JUST TO TELL YOU I LEFT BEACH WALK, I DROVE DOWN TO 21095 AND TURN RIGHT AROUND AND 95 AND FROM THEM FRONT OF THE PILOT STATION IN MCDONALD'S IT TOOK ME NINE MINUTES TO TRAVEL AND GO INTO THE SUBDIVISION THROUGH THE PARENT LOOP DROP OFF AND ACTUALLY WHERE THE CHILD WOULD'VE GOT OUT, IT TOOK ME NINE MINUTES. I DON'T THINK THAT'S UNREASONABLE GOES FROM TWO LANES BACK DOWN TO ONE AND BACK DOWN TO THREE. IT IS A LITTLE BOTTLENECKING BUT WHEN THE FOUR LANES GET THERE, I THANK YOU ARE RIGHT IT'LL HELP THINGS OUT. AS ALWAYS, ALLOW ME TO START BY SAYING A SINCERE THANK YOU TO THE OFFICE OF MANAGEMENT AND BUDGET ON THE STAFF.

MY FELLOW CONSTITUTIONAL OFFICERS, COUNTY ADMIN, THE CONSTITUTIONAL OFFICER STAFF, DEPARTMENT OF DEVELOPMENT IN THE COMPTROLLER TEAM. THE CONFERENCE OF DOCUMENT THOROUGHLY DETAILS THE COUNTY'S FINANCIAL CONDITION THAT COULD NOT BE PREPARED WITHOUT THE DEDICATED EFFORTS OF STAFF TO PROVIDE VAST AMOUNTS OF EFFORTS TO THE AUDITORS FOR THE REPORTS TIMELY SUBMISSION PREPREPARED FOR THE COUNTY AUDIT IS EXHAUSTING PROCESS. IT TAKES MANY HANDS AND HOURS OF THE COURSE OF SEVERAL MONTHS AND EACH DEPARTMENT HAS A DEEP APPRECIATION FOR THE CONTRIBUTIONS OF HARD WORK.

I WANT TO RECOGNIZE THE INDEPENDENT ACCOUNTING FIRM OF MSL, THIS IS THE FIRST YEAR AS OUR AUDITOR.

WE APPRECIATE THE DILIGENCE TO PROVIDING A THOROUGH AND ACCURATE REPORT BY THE JUNE 30 DEADLINE.

NOW WITHOUT FURTHER ADO PLEASE ALLOW ME TO INTRODUCE JOE WITH MSL TO SHARE DETAILS OF THE FISCAL YEAR 2021 IN THE REPORT.

FIRST OFF THERE WAS A SEPARATE LETTER COMMUNICATED AS IT RELATES TO OUR PRIOR COMMUNICATION BUT PRIMARILY HIGHLIGHTED OUR RESPONSIBILITIES WHICH WERE TO AUDIT THE COUNTY'S FINANCIAL STATEMENTS UNDER GENERALLY ACCEPTED AUDIT STANDARDS FOR GOVERNMENTS. THAT INCLUDED UNIFORM GUIDANCE RULES FOR FEDERAL GRANTS AS WELL AS THE STATUTE AND ROLE OF THE AUDITOR GENERAL. MANAGEMENT'S RESPONSIBILITY WAS TO TAKE RESPONSIBILITY FOR THE PREPARATION AND PRESENTATION OF THE FINANCIAL STATEMENTS AS WELL AS TO MAINTAIN APPROPRIATE AND INTERNAL CONTROLS OVER THE FINANCIAL REPORTING OF THE COUNTY. IF THERE WERE SIGNIFICANT MATTERS, WE WOULD COMMUNICATE TO INTRODUCE TO YOU IN THAT LETTER AS WELL. WE DO HAVE SOME ITEMS TO GO OVER AS IT RELATES TO AUDIT REPORTS. WE ALSO RECEIVED REPRESENTATION THAT THE CONCLUSION OF THE AUDIT OF MANAGEMENT PROVIDED US WITH ALL THE INFORMATION WE HAVE REQUESTED IN THEY HAD APPROPRIATE ANSWER THE QUESTION WE HAD ASKED.

THE ASSIGNED INDIVIDUAL FOR OVERSIGHT WAS CLERK PATTY AS IT RELATES TO HIS ROLE AS CALM TRAWLER TO THE COUNTY.

AS IT RELATES TO AUDIT REPORTS, YOU WILL FIND OUR PRIMARY AUDIT OPINION AT THE FRONT OF THE DOCUMENT PAGES 12 AND 13 AND I'M PLEASED TO REPORT THAT WE ISSUED AN UNMODIFIED OPINION WHICH IS A CLEAN OPINION THAT THE FINANCIAL STATEMENTS ARE PRESENTED WITH A GENERALLY ACCEPTING ACCOUNTING PRINCIPLES WITHOUT EXCEPTION.

THE REMAINING REPORT YOU WILL FIND TOWARDS THE BACK OF THE DOCUMENT, THE FIRST ONE HERE I WILL HIGHLIGHT IS OUR REPORT ON INTERNAL CONTROLS OVER FINANCIAL REPORTING AND NONCOMPLIANCE.

THIS IS A REPORT UNDER GOVERNMENT AUDIT STANDARDS.

WE DID REPORT ONE MATERIAL WEAKNESS WAS A CARRYOVER FROM THE PRIOR YEAR RELATED TO THE COUNTY'S RECONCILIATION PROCESS AND THEN WE HAVE ONE SIGNIFICANT DEFICIENCY RELATED TO THE REPORTING OF UTILITY RECEI RECEIVABLES.

BOTH OF THOSE ITEMS WE BELIEVE ARE APPROPRIATELY ADDRESSED I MANAGEMENT AND WE WILL HOPEFULLY BE REMOVED AND FY20 TWO AUDIT BUT THEY WERE IN EXISTENCE AND FY21 AUDIT.

WE ALSO LOOKED AT NINE DIFFERENT MAJOR GRANTS FOR THE COUNTY, SEVEN THAT WERE FEDERAL GRANTS INTO THAT WERE STATES.

A SIGNIFICANT AMOUNT OF WORK AS IT RELATES TO TESTING OF THE COUNTY COMPLIANCE AND INTERNAL CONTROLS OVER THE GRANTS.

I AM PLEASED TO REPORT THAT THERE ARE NO FINDINGS RELATED, THE MANAGEMENT LETTER REQUIRED BY AUDITOR GENERAL WE HAVE FOUR RECOMMENDATIONS, ONE WAS A CARRYOVER FROM THE PRIOR YEAR END THREE OTHERS THAT WE FELT THE COUNTY CAN MAKE APARTMENTS ON AS IT RELATES TO THE PROCESSES.

YOU WILL FIND RESPONSES FOR MANAGEMENT RELATED TO ALL OF THESE FINDINGS AT THE BACK OF THE DOCUMENT AS WELL.

I WOULD POINT YOU TO THAT. THE INDEPENDENT REPORT IS ALSO REQUIRED BY THE AUDITOR GENERAL AND THAT RELATES TO INVESTMENT COMPLIANCE FOR THE COUNTY AS WELL AS COMPLIANCE ON E NINE 11 EXPENDITURES AND PLEASED TO REPORT NO FINDINGS THERE.

JUST A FEW FINANCIAL HIGHLIGHTS S IT RELATES TO THE COUNTY'S ACTIVITY FOR FISCAL YEAR 21. I WILL POINT YOU TO THE UNRESTRICTED NET POSITION FOR THE GOVERNMENTAL ACTIVITIES FOR 2021 WHICH IS 33 MILLION THAT WAS AN IMPROVEMENT FROM NINE MILLION IN 2020. IT IS SIGNIFICANT TO HAVE A

POSITIVE RESTRICTION IN THE NET POSITION HISTORICALLY AND AS WE WORK WITH OTHER FLORIDA COUNTIES THAT IS USUALLY A NEGATIVE NUMBER. PART OF THAT WAS DUE TO THE NET PENSION LIABILITIES UNDER THE FLORIDA RETIREMENT SYSTEM AND THE COUNTY'S PROPORTIONS SHARE OF THAT DECLINE SIGNIFICANTLY DUE TO THE PENSION INVESTMENT PERFORMANCE FOR FY21.

IT IS STILL REMARKABLE TO HAVE A POSITIVE NUMBER THERE AS WE SEE THOSE LONG-TERM LIABILITIES FOR PENSION AND OTHER GROSS EMPLOYMENT BENEFITS GENERALLY CAUSE THAT TO BE NEGATIVE.

THE CHANGE IN THAT POSITION WAS A POSITIVE 86 MILLION ALSO VERY HEALTHY. IF IT WAS DOWN FROM 151 MILLION IN 2020, A LOT OF THAT IS DUE TO THE COVID STIMULUS FUNDING THAT THE COUNTY HAD RECEIVED. THE GENERAL FUND TO THE FUND BALANCE IN PARTICULAR THE UNASSIGNED FUND BALANCE WAS 60 NINE MILLION WHICH WAS 30.6% OF THAT'S ALSO VERY HEALTHY PERCENTAGE. WE SEE GENERALLY THAT IS IN THE 20% OR 15 - 20% RANGE SO TO BE AT THE 30% LEVELS.

THERE IS A PLANNED SPIN DOWN SO YOU SEE THE CHANGE DECREASED 12 MILLION FOR FISCAL YEAR 21 BUT THAT WAS A PLANNED SPIN DOWN DUE TO THE ADDITIONAL COVID DOLLARS RECEIVED IN FISCAL YEAR '23 FREED UP GENERAL FUND RESERVES FOR SPECIFIC PROJECTS.

AS IT RELATES TO THE BUDGET, THE COUNTY WAS IN COMPLIANCE WITH THIS BUDGET, 90 MILLION WERE RECEIVED, LESS THAN ESTIMATES BUT THE EXPENDITURES WERE 90 NINE MILLION LESS THAN BUDGETED.

YET A NINE MILLION DOLLAR POSITIVE VARIANCE AS FAR AS THE NET CHANGE IN BALANCE AND AGAIN, THAT WAS A PLANNED SPIN DOWN FOR FISCAL YEAR 21. AND LASTLY JUST TO POINT OUT THE UTILITIES AS A MAJOR PROPRIETARY FUNDS OF THE COUNTY.

ALSO POSITIVE RESULTS FOR FY21 AND POSITIVE OPERATING INCOME OF 11 MILLION AND A POSITIVE CHANGE IN THAT POSITION, 33 MILLION FOR THE UTILITIES. GOOD RESULTS OVERALL FROM THE FINANCIAL ACTIVITY. WE DO EXPECT THERE TO BE SIGNIFICANT GRANT SPENDING AND FY20 TWO AND AS IT RELATES TO MORE COVID DOLLARS UNDER THE PHYSICAL RECOVERY FUNDS THAT THE COUNTY RECEIVES. OVERALL A VERY HEALTHY FINANCIAL POSITION OF FY21 AND I ALSO LIKE TO EXTEND MY APPRECIATION TO CLERK PATTY AND HIS TEAM FOR THE COOPERATION THAT WE RECEIVED TO THE AUDIT. NOW WE UNDERSTAND WHAT WAS REPORTED. IT WAS REPORTED FROM ALL THE INFORMATION THAT WAS GIVEN. I WAS LUCKY ENOUGH TO WORK WITH LAURA ENSLEY, I WORKED WITH HER BEFORE AND SHE GAVE US THIS INFORMATION. YOU CAN SEE THE AREA WHERE THE ACCIDENTS ARE, THESE ARE NOT ONE ACCIDENT, THESE ARE THE HOTSPOTS OVER THESE ACCIDENTS ARE. IF A SPECIAL USE PERMIT IS GRANTED THIS PROJECT WILL BE COMPLETED IN TWO AND HALF YEARS [INAUDIBLE] .

ON THE TPO MEETING I WOULD BRING BACK SOME INFORMATION THERE IS $1.2 BILLION IN PROJECTS GOING ON.

IT IS COMPRISED OF 18 COUNTIES AS FAR L WEST OF LEAVY COUNTY IN PUTNAM COUNTY. IT'S A BIG DISTRICT, $1.9 BILLION WORTH OF PROJECTS THAT ARE CURRENTLY FUNDED AND ONGOING IN THE DISTRICT. 36 MILLION WAS FUNDED LAST MONTH. THERE IS $1.7 BILLION THAT WAS FUNDED BY THE STATE THIS YEAR. JUST FOR THE FISCAL YEAR THAT WE ARE IN 1.7, THAT IS A RECORD FOR THE STATE OF FLORIDA.

I WAS HAVING A CONVERSATION AFTER THE TPO MEETING WITH JIM KNIGHT, HE EXPLAINED HOW THE COST OF BUILDING THESE ROADS AND WIDENING THESE ROADS HAS BECOME COST PROHIBITIVE.

20 YEARS AGO HE SAID A MILLION DOLLARS PER MILE, THAT IS AVERAGE TO BUILD A FACILITY THAT IS WHAT TRAFFIC ENGINEERS LIKE TO CALL ROADS, THEY CALL ROADS WHAT I CALL FACILITIES.

THE AVERAGE TO BUILD AND WIDEN THE ROADS IN THE STATE OF FLORIDA IS $20 MILLION PER MO MONTH.

JOHN'S COUNTY AND THE NEED TO MOVE PEOPLE IS GOING TO BE IN IF IT'S FROM THE STATE AND SOMETHING THAT WE SHOULD PROBABLY TRY TO INCORPORATE INTO OUR FUTURE PLANS IN ST. JOHN'S COUNTY. WHAT THAT WOULD LOOK LIKE WE HAVE TO DO IT RIGHT, I HAVE NO IDEA I'M NOT SMART ENOUGH TO KNOW THAT IS FOR SURE, THE ROADS ARE COSTING TOO MUCH, THERE IS A HALF-MILE SECTION ROAD AND COMMISSIONER ARNOLD IN MY DISTRICT IS 210 GOING TO COST US $11 MILLION TO BUILD TO WIDEN FROM 2 - 4 LANES.
