TO TAKE A MOMENT OR TWO, IF I MAY, IF YOU ALL WILL INDULGE ME. I THINK THAT I WANT TO MAKE SOME COMMENTS THAT I THINK THAT ARE INTERTWINED. I WANT TO HIGHLIGHT TWO EVENTS THAT ARE TOTALLY UNRELATED IN TIME BUT ARE VERY MUCH RELATED IN CAUSE AND EFFECT.

THE FIRST EVENT I WANT TO RECOGNIZE AND GIVE TREMENDOUS THANKS FOR ALL OF THE SOLDIERS

WHO STORMED THE BEACH 78 YEARS AGO YESTERDAY. MANY LIVES WERE LOST.

BUT THAT WAS REALLY, OFFICIAL YOUR HISTORY, THAT WAS REALLY A BATTLE THAT DETERMINED THE OUTCOME OF A WAR BETWEEN GOOD AND EVIL. BETWEEN TOTALITARIANISM AND FREEDOM. AND SO YESTERDAY, ALL OF US WHO GAVE THANKS, AND I AM SURE ALL OF YOU DID, FOR THOSE SOLDIERS. 18 AND 19 YEAR-OLD KIDS WITHOUT FEAR, MAYBE FEAR, BUT WITH COURAGE, STORMED THE BEACH TO SAVE AMERICA AS WE KNOW IT TODAY.

OUR FREEDOM IS EVENT NUMBER ONE. I THINK THAT DIRECTLY RELATED TO THAT IS THIS MORNING I WANT TO RECOGNIZE AND CELEBRATE THE LGBTQ, COMMUNITY, AND I WANT TO CELEBRATE JUNE AS PRIDE MONTH.

JOHNS COUNTY IN OR AROUND OUR SCHOOLS, WE'VE NOT ONLY PREPARED, WE'VE LOOKED AT TECHNOLOGY. WE'VE CONNECTED WITH OUR REAL TIME CRIME CENTER.

EVERY CAMERA THAT WE CAN WITH OUR SCHOOLS TO ADEQUATELY RESPOND TO THE EXACT LOCATION WITH SPEED, VIOLENCE, AND FORCE OF WHATEVER IT TAKES TO COCNQUE THAT MISSION.

JOHNS COUNTY, AND THE EVENT THAT WE PARTNERED WITH FIRE RESCUE, AND THE AIRPORT AUTHORITY WITH THE TRIENNIAL, CRITICAL RESPONSE.

TWO WE HAVE A NEW CAST OF CHARACTERS IN DIFFERENT LEADERSHIP POSITIONS.

WE WANT TO BUILD THOSE RELATIONSHIPS BEFORE AN EVENT ACTUALLY HAPPENS.

AND IDENTIFY WHAT ARE THE CHALLENGES THAT WE MAY SEE, SHOULD WE GET FACED WITH A CRITICAL INCIDENT. WITH THAT I WILL TAKE ANY QUESTIONS THAT YOU ALL MAY HAVE.

IN THE MONTH OF MAY, WE HAD 6,173 EVENTS THROUGH FIRE RESCUE AND YOU THROUGH OUR COMMUNICATIONS CENTER. THAT'S 1869 MORE EVENTS THAN WE DID IN APRIL.

SO THE BUSY SEASON IS HERE. DURING THE MEMORIAL DAY WEEKEND. THE MARINE RESCUE COMPONENT DID OVER 590 CONTACTS ON OUR BEACHES DURING THAT WEEKEND. SO IT IS EXTREMELY BUSY.

THOSE 6,000 PLUS EVENTS INCLUDED 21 RESIDENTIAL OR COMMERCIAL STRUCTURE FIRES.

>> ONE NOTE THAT I THOUGHT WAS INTERESTING WHEN I LOOKED AT THESE YESTERDAY.

WE HAD 230 VEHICLE ACCIDENTS IN THE MONTH OF MAY. NONE OF THOSE REQUIRED AN EXTRICATION. I WOULD ENCOURAGE THE PUBLIC TO BE CAREFUL.

IT'S BUSINESS YOU I OUT THERE. RECENTLY I HAD A CITIZEN ASK ME ABOUT PUBLIC EVENTS WE DID AS A FIRE AGENCY. I PULLED THE NUMBERS FOR CALENDAR YEAR 2021.

I WOULD REMOONED THE BOARD AND THE COMMUNITY, THAT NONE OF THESE EVENTS TOOK PLACE FROM JANUARY TO MAY, BECAUSE JANUARY TO MAY WE WERE INVOLVED WITH OUR PARTNER AGENCIES IN THE COVID VACCINE SITE THAT WE RAN FOR THOSE MONTHS. THIS CAME AFTER MAY.

PUBLIC EDUCATION EVENTS, COMMUNITY EVENTS, WE HAD OVER 9,000 CONTACTS WITH RESIDENTS DURING THAT TIME. DURING FIRE PREVENTION MONTH, WHICH IS OCTOBER, THROUGH THE ELEMENTARY SCHOOLS, THE DAYCARES, AND PRESCHOOLS, OVER 6,000 CHILDREN WERE CONTACT BY FIRE RESCUE PERSONNEL. IN THE COURSE OF 2021. WE TAUGHT THREE THOUSAND TWO HUNDRED TWELVE STUDENTS CPWR. THAT'S A PHENOMENAL JOB BY MY STAFF TO DO THAT IN OUTREACH AND THAT'S BASICALLY A HALF A YEAR, AND I WANT TO SAY THANK YOU TO THEM, AND I AM HERE TO ANSWER

IN THE FUTURE, COULD WE ASK THAT THE CLERK OF COURSE, AND INSPECTOR GENERAL SCRUTINIZE EACH SURPLUS LIST, AND ASK THE STAE OF IN PURCHASING TO SUPPLY MUCH MORE DATA.

THERE'S NOT QUITE ENOUGH THERE TO ALLOW TO YOU MAKE AN INTELLIGENT DECISION.

[1. Constitutional Officers’ Fiscal Year 2023 Budget Presentations - St. Johns County Clerk of the Circuit Court and Comptroller & St. Johns County Sheriff. Presentation of the Constitutional Officer’s tentative budgets for Fiscal Year 2023. Under F.S. 129.03(2), on or before June 1 of each year, Constitutional Officers shall submit to the Board of County Commissioners (BCC) a tentative budget for their respective offices for the ensuing fiscal year. Since the Tax Collector is fee-based, it is not required for the Tax Collector's budget to be submitted to the BCC at this time. Each Constitutional Officer will make a brief oral presentation to the BCC relative to their respective tentative budget. The tentative presentation order will be: 1) Clerk of the Circuit Court and Comptroller, Brandon J. Patty 2) Sheriff Robert A. Hardwick. The Property Appraiser and the Supervisor of Elections have been scheduled to make their respective presentations to the BCC on June 21, 2022.]

THIS MORNING, WE WILL HEAR TWO BUDGET PRESENTATIONS RELATED TO OUR CONSTITUTIONAL OFFICERS THAT'S GOING TO BE FROM THE CLERK OF CIRCUIT COURT AND COMPTROLLER AND THIS SHERIFF'S OFFICE, AND THEN ON THE 21, WE WILL HEAR FROM THE SUPERVISOR OF ELECTIONS AND PROPERTY APPRAISER. ALL PART OF OUR ONGOING BUDGET PROCESS. A COUPLE OF WEEKS BACK, MAY 23, 24, 25, WE HAD OUR WORKSHOP.

WENT THROUGH OUR BUDGET PROCESS AT THAT TIME, JUST TO KIND OF PROVIDE AN UPDATE, OUR TAXABLE VALUES AT THAT TIME WERE 14.39 PERCENT ON JUNE 1ST WE RECEIVED THE PROPERTY APPRAISER'S INITIAL VALUES. THE WE WILL RECEIVE THE FINAL VALUATION ON JULY 1ST.

THEY'VE INCREASED TO ABOUT 15.3 PERCENT. WHICH WILL TRANSLATE CERTAINLY TO SOME ADDITIONAL FUNDING THAT WE WILL PROGRAM INTO THE OVERALL BUDGET PROCESS THAT WE BRING FORWARD TO YOU IN JULY. BUT WITH THAT, WE FORKING TO TRANSITION INTO AGAIN THE CONSTITUTIONAL OFFICER BUDGETS TODAY. THERE ARE NO- THERE IS NO ACTION REQUIRED. THIS IS, AGAIN, PART OF THE BUDGET PROCESS, SPECIFICALLY UNDER FLORIDA STATUTE 129032, AND WHICH THE CONSTITUTIONAL OFFICER SHALL SUBMIT TO THE BOARD OF COUNTY COMMISSIONERS ON OR BEFORE JUNE 1ST, THEIR BUDGET REQUEST FOR THE UPCOMING FISCAL YEAR. SO WITH THAT, WE ARE GOING TO -- THE ORDER HAS BEEN SET IN THE AGENDA ITEM, SO FIRST OF UP, WILL BE THE CLERK OF CIRCUIT COURT AND COMBO BRANDON PATTY.

IT ALSO INCLUDES A COURT SUBSIDY INCREASE, FOR COURT OPERATIONS. OUR DIRECT ADD BUDGET AUTHORITY FOR COURT OPERATIONS IS EXPECTED TO REMAIN FLAT AND IT IS NEEDED TO MAINTAIN OUR HIGH STANDARD OF SERVICE TO FULFILL OTHER PRIMARY FUNCTIONS, AND MEET OUR CRITICAL MISSIONS.

[3. Borland Groover Economic Development Incentive Request. The St. Johns County Economic Development Agency (Agency) has received an application from Borland Groover (Applicant), for economic development incentives to develop a 35,000 square foot building located at the corner of Longleaf Pine Parkway and St. Johns Parkway in the Durbin Crossing area. The Applicant, which provides gastrointestinal healthcare services and outpatient ambulatory surgical services, will construct a new two-story building that will have an ambulatory surgical center on the first floor and medical offices and clinic on the second floor. The project will provide patients with easier access to digestive health specialists as well as the most advanced technology and procedures available. The project scored 7.5 points under the new industry category of the County’s Business Incentive Program, which makes it eligible for expedited permitting and an economic development grant of up to 100% of fees paid to the County by the Applicant (impact fees), four years ad valorem taxes paid by the Applicant (general County portion) on capital improvements and four years tangible personal property taxes paid by the Applicant (general County portion). The project is located outside of the County’s utility service area, so no connection fees are included in this incentive proposal. Completion of the project is anticipated by April 2024. With this schedule, the first annual grant payment would be anticipated during FY26. The total estimated value of the incentive is $669,555. In accordance with Program requirements, the Agency is required to review the application and make a written report to the Board of County Commissioners. The LAMP Conservation Board was established by Ordinance 2021-38 and serves as an advisory board to the Board of County Commissioners on issues involving the acquisition, conservation and management of Environmentally Sensitive Lands, Archaeological Sites, recreational lands and Aquifer Recharge Areas. Currently, there is one vacancy due to the resignation of Kaley Adamson. Ms. Adamson was appointed by District 4 Commissioner Blocker during the initial formation of the LAMP Conservation Board.
