JOHN'S COUNTY'S 42 OCEANFRONT MILES, FOR BOATING AND BEACH ACTIVITIES, PUBLIC SAFETY PROFESSIONALS PROVIDE AN ANNUAL REMINDER OF THE JOYS AND HAZARDS ASSOCIATED WITH THE OCEAN, IN WATERWAYS, POOLS AND OTHER BODIES OF WATER THROUGHOUT ST. JOHNS COUNTY.

THE AQUATIC ENVIRONMENT HAS MANY DANGERS, RIP CURRENT AWARENESS, HAZARDOUS WEATHER

AWARENESS, IMPORTANCE OF LIFE JACKETS ARE APPROPRIATE AT THE COMMENCEMENT OF THE BUSY SUMMER BEACH SEASON. AND WHEREAS, WATER SAFETY EDUCATION PLAYS A CRUCIAL PART IN PREVENTING DROWNINGS AND RECREATIONAL WATER-RELATED INJURIES.

AN ESTIMATED TEN PEOPLE DIE EACH DAY FROM DROWNING AND ON AVERAGE, TWO OF THEM ARE UNDERAGE 14. WHEREAS, PUBLIC SAFETY PROFESSIONALS FROM ST. JOHNS COUNTY FIRE/RESCUE, ST. JOHNS COUNTY MARINE RESCUE, ST. JOHNS COUNTY SHERIFF'S OFFICE WILL PROMOTE THE IMPORTANCE OF WATER SAFETY AND WATER DANGERS THROUGH NATIONAL PUBLIC AWARENESS CAMPAIGNS. WHEREAS, MAY IS A NATIONAL WATER SAFETY MONTH, NATIONAL BOATING SAFETY WEEK, MAY 22ND THROUGH MAY 28TH, NATIONAL BEACH SAFETY WEEK IS MAY 23RD, THROUGH THE 30TH. ST. JOHNS COUNTY RECOGNIZES THE IMPORTANT ROLE THAT SWIMMING AND AQUATIC RELATED ACTIVITIES PLAY IN SUPPORTING GOOD PHYSICAL AND MENTAL HEALTH AND ENHANCING THE QUALITY OF LIFE FOR ALL RESIDENTS AND VISITORS. JOHNS COUNTY, FLORIDA, WHEREAS CORRECTIONAL OFFICERS ARE TRAINED OFFICERS, ENSURING PUBLIC SAFETY, WHEREAS THE ST. JOHNS COUNTY SHERIFF'S OFFICE CORRECTIONAL OFFICERS AND EMPLOYEES WERE RESPONSIBLE FOR THE CUSTODY, CARE AND REHABILITATION OF MORE THAN 5,200 PEOPLE LAST YEAR. AS WELL AS THE MAINTENANCE OF SAFE AND SECURE FACILITIES.

WHEREAS, CORRECTIONAL OFFICERS AND EMPLOYEES SERVE IN MANY DIFFERENT CAPACITIES, INCLUDING OUR DEPUTIES, CHAPLAINS, NURSES, SUPERVISORS, SOCIAL WORKERS AND TEACHERS.

BUT DUE TO THE GENEROSITY OF THE SHERIFF THAT THEY HAVE AGREED TO RUN THE JAIL FOR THE COUNTY, HUGE AID TO THE ST. JOHNS COUNTY RESIDENTS.

NOT ONLY IS THE SHERIFF GENEROUS, BUT WISE ENOUGH TO APPOINT DIRECTOR WILES TO RUN THE JAIL. SHE WAS KIND ENOUGH TO GIVE ME A TOUR A YEAR OR SO AGO, TOUR PENED MY EYES TO THE CHALLENGES SHE'S FACED WITH EACH AND EVERY DAY. DURING THE TOUR, SHE RUNS IT WITH A GENEROUS SPIRIT AND ALLOWS THE PRISONERS TO HAVE THE DIGNITY THAT EACH AND EVERY PERSON DESERVES.

MY HONOR TO PRESENT TARA WILES AND THE ST. JOHNS COUNTY SHERIFF'S DEPARTMENT WITH THIS PROCLAMATION RECOGNIZES MAY 1ST THROUGH 7TH AS CORRECTIONAL OFFICERS AND EMPLOYEES WEEK.

WE PLACED WEBSITE A FEW, WE CAN PLACE INTO EMPLOYMENT NOW THROUGH REENTRY SERVICES, THAT ADDS TO THE SAFETY OF OUR COUNTY.

BECAUSE AN EMPLOYED PERSON, EDUCATED PERSON IS LESS LIKELY TO ENGAGE IN CRIME.

I THINK THANK EVERYBODY IN THIS COUNTY FOR THE SUPPORT THAT YOU GIVE US.

WE SUPPORT EACH OTHER AND SUPPORT PUBLIC SAFETY. WE'VE HAD LESS THAN A 10 PERCENT VACANCY RATE IN CORRECTIONAL PERSONNEL, WHICH IS UNHEARD OF RIGHT NOW IN THE STATE. YOUR JAIL IS GOOD. A PART OF YOUR COMMUNITY.

WE'RE DOING GOOD THINGS. AND I THANK THE COMMUNITY FOR THAT.

WHAT WE FORGET TO MENTION IS THAT THEY HANDLE THE CARE, CUSTODY AND CONTROL FOR 450 INMATE POPULATION ON A DAILY BASIS. WE HAD OVER 4,000 ARRESTS LAST YEAR IN ST. JOHNS COUNTY, ALL FOUR AGENCIES, ST. AUGUSTINE PD, MEN AND WOMEN OF THE ST.

JOHNS COUNTY SHERIFF'S OFFICE ARE PHENOMENAL MEN AND WOMEN. ON BEHALF OF THE EXECUTIVE STAFF OF THE SHERIFF, OUR 150 DEPUTY SHERIFFS THAT WORK IN CORRECTIONS, ALMOST 80 SUPPORT STAFF, THANK YOU FOR WHAT YOU DO, THANK YOU FOR YOUR COMMITMENT TO THE CARE, CUSTODY

A COUPLE OF THINGS THIS MORNING, UNFORTUNATELY, LAST WEEK WE LOST ENGINEER GARRETT HOPPER UNEXPECTEDLY DIED AT HIS HOME. WE'RE WORKING CLOSELY WITH THE FAMILY, FINAL ARRANGEMENTS. I WOULD ASK THIS COMMUNITY TO KEEP THAT FAMILY AND FRIENDS AND YOUR FIRE/RESCUE DEPARTMENT WITH THOUGHTS AND PRAYERS AS WE GO THROUGH THIS DIFFICULT TIME.

REPRESENTING ST. JOHNS COUNTY, AND THE FLORIDA FIRE CHIEF'S ASSOCIATION, I HAD THE PRIVILEGE OF FUNCTIONING AS A STATE EMERGENCY RESPONSE PLAN COORDINATOR, ALSO KNOWN AS SERP. MANAGER FOR ALL SEARCH AND RESCUE ASPECTS THROUGHOUT THE 67 FLORIDA COUNTIES. THE VIRTUAL DRILL WAS CONDUCTED FROM APRIL 25TH THROUGH APRIL 28TH, AT THE STATE EMERGENCY OPERATIONS CENTER IN TALLAHASSEE.

STATE EMERGENCY MANAGEMENT AND FEDERAL PARTNERS PARTICIPATED. THE PROBABILITY OF AN ACTUAL CYBER ATTACK IS AN EVENT THAT WE MUST BE PREPARED FOR AND PRACTICE TO RESPOND.

AS MANY OF YOU CAN IMAGINE, THIS TYPE OF ATTACK CAN BE DEVASTATING, WITH MASSIVE INTERRUPTIONS. THROUGHOUT THE EVENT, OUR TEAM PLANNED AND COORDINATING EMERGENCY AND HUMANITARIAN RESPONSES TO NUMEROUS INCIDENTS, TO NAME A FEW, REMEMBER, ALL VIRTUAL, MASSIVE UTILITY OUTLETS, 80 PERCENT OF THE STATE OF FLORIDA WOULD BE WITHOUT POWER. MASSIVE FLOODING EVENTS, BECAUSE WE COULDN'T CONTROL THE DAMS AND RESERVOIRS, NURSING HOME AND HOSPITAL EVACUATIONS, TRAIN DERAILMENTS, LARGE SCALE HAZARDS RELEASES WITH TRAVELLING PLUMES, HIGH ANGLE RESCUES, ORLANDO GOES DOWN, THEY HAVE NO POWER, HAVE TO GET THE PEOPLE OFF THE RIDES. NUMEROUS FIRES.

THE EXERCISE WAS A GREAT SUCCESS, THE EXPERIENCE GAINED CANNOT BE OVERSTATED.

THE PROFESSIONAL RELATIONSHIPS GAINED WILL DEFINITELY CARRY WELL INTO THE FUTURE.

THE KNOWLEDGE GAINED PROVIDES THE ABILITY FOR US TO BETTER SERVE THE PUBLIC.

JOHNS TOWN CENTER, YOU WILL SEE AN UPTICK IN CRIME AND THEFT, WHICH IS OUR NUMBER ONE CRIME HERE IN ST. JOHNS COUNTY, WE TALK ABOUT THEFT DURING OUR REPORTING TO THE FBI, TWICE A YEAR. AND THAT BEGINS AT THE FEDERAL LEVEL WITH THE REAPPORTIONMENT OF OUR CONGRESSIONAL DISTRICTS.

AS WE KNOW, FLORIDA, BECAUSE OF OUR GROWTH, RECEIVED ONE ADDITIONAL CONGRESSIONAL DISTRICTS. THE WHOLE IDEA OF REDISTRICTING IS TO HAVE EQUAL DISTRICTS, WHERE ONE PERSON AND ONE VOTE ARE THE SAME. REGARDLESS OF WHETHER IT'S MYSELF, A VOTER IN TENNESSEE, A VOTER IN NEW YORK AND TEXAS, ON THE CONGRESSIONAL LEVEL, OUR VOTES CARRY THE SAME WEIGHT. THAT IS TRUE ALSO ON A STATE LEVEL.

OUR STATE LEGISLATURE IS TASKED WITH THE RESPONSIBILITY OF REDRAWING OUR CONGRESSIONAL DISTRICTS, OUR STATE HOUSE AND STATE SENATE DISTRICTS, WHICH HAS ALREADY HAPPENED.

AND THEN AS YOU KNOW, WE WENT THROUGH THE PROCESS WITH THE BOARD LOCALLY BACK LAST YEAR, IN DECEMBER OF ADOPTING YOUR NEW PRECINCT LINES, BASED ON OUR CENSUS POPULATION FIGURES FOR ST. JOHNS COUNTY AND ALL OF THAT HAS TO START US ON A PATH FOR NEW DISTRICTS THAT WILL HAVE TO BE IN PLACE FOR OUR 2022 ELECTIONS THAT ARE RIGHT AROUND THE CORNER.

SO REDISTRICTING HAS HAD SOME EFFECTS ON ST. JOHNS COUNTY. BEGINNING AT THE CONGRESSIONAL LEVEL, WE HAVE SOME NEW CONGRESSIONAL DISTRICTS. WE HAVE NEW FLORIDA HOUSE AND SENATE DISTRICTS. YOU ADOPTED NEW BOARD LINES AND THANK YOU VERY MUCH FOR YOUR WORK WITH THE SCHOOL BOARD. I APPRECIATE YOU ALL WORKING TOGETHER SO WE CAN CONTINUE FOR THE NEXT TEN YEARS TO SHARE THE SAME COUNTY COMMISSION AND SCHOOL BOARD DISTRICT LINES.

SO SINCE MY PRECINCT LINES ARE BASED ON COUNTY COMMISSION SCHOOL BOARD DISTRICT LINES, THEY HAVE TO BE CHANGED TO ALIGN WITH YOUR NEW DISTRICTS FOR THE NEW ELECTIONS.

SO WE'VE MADE CHANGES IN THOSE PRECINCT LINES. WE'VE GONE FROM 48 TO 53 PRECINCTS, WHICH IS AN ADDITION OF FIVE OVERALL. AND WE'RE INCREASING OUR POLLING PLACES FROM 39 TO 41. OKAY. I WANT TO START WITH JUST THE VISUAL MAPS, JUST TO SHOW YOU WHERE WE ARE WITH THE REDISTRICTING EFFECTS.

SO THE FIRST TWO MAPS ARE CONGRESSIONAL DISTRICT LINES. THE MAPS ON THE LEFT ARE GOING TO BE THE OLD DISTRICTS. THE MAPS ON THE RIGHT ARE THE NEW CONGRESSIONAL DISTRICTS.

JOHNS COUNTY IS ENTIRELY IN SENATE DISTRICT 7.

NOW, OUR HOUSE DISTRICT, BIG CHANGES FOR ST. JOHNS COUNTY. WE'VE FROM TWO FLORIDA HOUSE DISTRICTS TO THREE. OUR NEW DISTRICTS ARE 18 TO THE NORTH, WHICH WAS OUR OLD DISTRICT 17. AND TO THE SOUTH, YOU'LL SEE WE'RE NOW IN TWO FLORIDA HOUSE DISTRICTS, 19 AND 20. SO AFFECTS THERE. AND WITH OUR -- YOUR BOARD LINES, WE CAN TELL THE DISTRICTS HAVE CHANGED, OLD DISTRICTS ON THE LEFT, NEW DISTRICTS ON THE RIGHT. THAT GIVES US A BASIS FOR CHANGING AND ALTERING OUR

SO WE HAVE TO TALK ABOUT THAT. AND HOW CAN WE MAKE BEST USE OF OUR COUNTY RESOURCES. OUR PRECINCT LINES ARE NOW TEN YEARS OLD. THIS IS NOT A GOOD VISUAL OF HOW THE COUNTY HAS CHANGED IN TEN YEARS. AND THIS IS TWO YEARS OLD NOW.

IT'S TWO YEARS OLD. SO WE HAVE TO PLAN NOT ONLY FOR THE GROWTH THAT WE'RE MAKING UP IN THE LAST TEN YEARS, BUT WHAT IS AHEAD. WE HAVE TO BE VISIONARIES AND PLAN FOR THE GROWTH THAT IS GOING TO HAPPEN IN THE NEXT FIVE YEARS, TEN YEARS OR SO.

SO KEEP THAT IN MIND AS WE MOVE ALONG. NOW, HERE IS A REAL EYE OPENER FOR YOU, VOTING TRENDS ARE CHANGING. AND MUST BE TAKEN INTO CONSIDERATION WHEN WE CHANGE PRECINCT LINES AND POLLING PLACES.

USING IT FOR THE 2018 AND 2020 ELECTION. I DON'T KNOW IF ANYBODY IF YOU'RE FAMILIAR WITH THAT BUILDING. IT'S NOT IN GOOD CONDITION.

AFTER THE 2020 ELECTION, MY WORKERS SAID WE'RE NOT GOING BACK THERE ANYMORE.

WE HAVE TO SPEND ELECTION DAYS, A LONG DAY, WE SPEND 14 HOURS THERE.

CITY IS GROWING SOME TOO UP ON THE NORTH END, WHERE THERE IS A BRAND NEW APARTMENT COMPLEX.

IT WAS COMPLETED IN NOVEMBER, AROUND 4,000 FEET OF SAND WAS PLACED, OR WAS COVERED. ABOUT 26,000 CUBIC YARDS. 90,000 SEA OATS WERE PLANTED.

CHC HAS BEEN WORKING PRIMARILY OUT OF TWO ACCESS POINTS IN PONTE VEDRA 1 AND 2 AREA, WHICH IS MICKLERS AND 965, 965 IS A PROJECT CONTRACT WITH CHC AND HOMEOWNER. MICKLERS ACCESS, WE OPENED UP TO THE CONTRACTOR TO TRY TO GET THE PROJECT DONE FASTER. WE WERE LOOKING FOR MORE ACCESS POINTS. AS WE'RE GOING THROUGH THIS PROCESS, WE HAVE MICKLERS BEING USED FOR CHC UP UNTIL MAY 17TH OF THIS YEAR. A COUPLE OF WEEKS THEY'RE SUPPOSED TO BE OUT OF MICKLERS. CHC IS SUPPOSED TO REPAIR ANY DAMAGE AND GIVE IT BACK TO THE COUNTY THAT IS THE CURRENT PLAN RIGHT NOW. SO MICKLERS, THE LAST TWO BULLETS ARE MOOT RIGHT NOW. THE COUNTY OWNS OBVIOUSLY THE 12 FOOT BEACH ACCESS, 25 FOOT BEACH ACCESS OWNED BY THE PLANTATION. WE HAVE AN EASEMENT WITH THE PLANTATION FOR EMERGENCY VEHICLE USE AND PEDESTRIAN. WHEN WE FOUND THAT THE PLANTATION WAS BASICALLY HOLDING OR TELLING US THAT THEY DIDN'T WANT THE PROJECT TO GO THROUGH UNLESS THEY HAD CERTAIN AGREEMENTS IN PLACE, WE WORKED WITH CHC AND DIRECTED THEM TO WORK WITH THE PLANTATION. THEY DID, THEY WOUND UP GETTING AN EASEMENT TO ALLOW WORK TO BE CONDUCTED THROUGH THAT PROPERTY AND THEY HAVE BEEN WORKING OUT OF THAT PROPERTY FOR A WEEK OR SO. 965 IS THE OTHER ACCESS POINT THAT THEY HAVE BEEN USING.

AS PART OF THE OVERALL CONTRACTS, CHC WAS TO PROVIDE VIBRATION MONITORS UP AND DOWN THE BEACH. WE HAVE A VIBRATION PLAN THAT HAS BEEN APPROVED TO MONITOR AND TRACK YOU KNOW, LEVELS OF VIBRATION AND IF CERTAIN VIBRATIONS GET TO CERTAIN LEVELS, THEY'RE SUPPOSED TO THEN STOP THE PROJECT AND LOOK AT THOSE AND ACCESS THOSE DAMAGES. IN THAT VIBRATION MONITORING AND CONTRACT WITH THEM, WE HAVE

A CLAUSE IN THERE IF THERE WAS SOMEONE WHO ALLEGED DAMAGE, THEN THEY'RE SUPPOSED TO DO CERTAIN THINGS. ONE OF THE THINGS WAS TO PROVIDE A WRITTEN REPORT TO US BASED ON WHAT THEY FOUND IN THE SEISMIC MONITORING. CHC HAS A SEISMIC CONSULTANT THAT WENT OUT AND PROVIDED A WRITTEN OPINION TO US ON THE VIBRATIONS.

CHC, OR THE SEISMIC REPORT, I'LL BOIL THIS DOWN, BASICALLY SAYS THAT THEY HAVE NOT SEEN LEVELS OF VIBRATIONS THAT WOULD HAVE AN ISSUE WITH STRUCTURAL DAMAGES.

THEY SAY THAT PEOPLE WILL FEEL THE VIBRATION BUT IT'S NOT TO THE LEVEL OF DAMAGING OF STRUCTURES. SO THAT IS THE GIST OF THAT REPORT.

EXPORT ABOUT 4,000 YARDS OF MATERIAL IS GOING TO HAVE TO GO TO CORNERSTONE PARK. BECAUSE WE HAVE TO KEEP IT CLOSE TO US IN THE EVENT THE HURRICANE COMES, WE GOT TO PLUG THE HOLE UP. I HAVE AN AUTO IMMUNE DISORDER THAT I'VE HAD SINCE I WAS 13.

AND STRESS IS A KEY FACTOR THAT SETS OFF CHRONIC ACUTE HIVES. I HAVE ENDED UP IN THE HOSPITAL TWICE. PICTURES ARE EMBARRASSING, PERSONAL, BUT MY HEALTH IS DETERIORATING. DIRECT RESULT OF THE STRESS CAUSED BY THIS PROJECT.

WE COULD ASK FOR THE COMMISSION TO PLEASE ALLOCATE A SIZEABLE PORTION OF THAT MONEY TOWARD PONTE VEDRA BEACH. I WANT TO DEVELOP A GAME PLAN TO GET IT DONE SO THAT AT LEAST THE RESIDENTS WHO LIVE IN THIS AREA AND DRIVE THIS ROAD ON A REGULAR BASIS HAVE SOME IDEA OF WHEN THIS IS GOING TO HAPPEN. BUT THE POINT IS, THAT IT BASICALLY AS FAR AS OPERATIONAL EXPENSES, IT PAYS FOR ITSELF AND IT PROVIDES FRANKLY, THE OPPORTUNITY TO GOLFERS WHO MAY NOT BE IN A POSITION TO JOIN A PRIVATE COUNTRY CLUB, BOTH RESIDENTS AND VISITORS ALIKE, THAT IS THE BEST PLACE TO GOLF, PROBABLY ONCE THIS RENOVATION IS DONE, IT'S GOING TO BE A TOP NOTCH GOLF COURSE.
