THE POLICE AND MILITARY AND CONSTRUCTION WORKERS WHO GAVE THEIR LIVES SO OTHERS CAN LIVE. THAT WILL CONTINUE FROM THAT DAY FORWARD, EVEN INTO LAST WEEK WHEN WE LOST 13 MEMBERS OF OUR MILITARY. LET US PRAY.

OKAY AT THIS TIME WE WILL ASK THE SHERIFF'S DEPARTMENT OF FIRE DEPARTMENT TO COME AND GIVE US OUR PUBLIC SAFETY UPDATE GOODMORNING SHARE. >> GOOD MORNING COMMISSIONERS, THIS WILL NOT TAKE LONG. I KNOW THAT IN THE AFTERMATH OF HURRICANE IDA LOUISIANA IS HAVING A ROUGH TIME.
LAST WEEK IN NORTHEAST FLORIDA THERE MANAGEMENT TEAM IS

ACTIVATED. THE ASSISTANT CHIEF AND DEPUTY CHIEF WERE DEPLOYED AS PART OF THAT TEAM IS A 14 DAY DEPLOYMENT. THEY WERE WORKING 15 OR 16 HOUR DAYS AND SLEEPING IN TENTS. THEY WERE MANAGING OVER 100 DIFFERENT FIRE DEPARTMENTS. THEIR MISSION HAS BEEN TASKED WITH FIRE DISTRACTION FOR THE EVENT.I THINK THEY ARE READY TO COME HOME THE HAVE BEEN THERE FOR SEVEN DAYS THEY'RE EXPECTED BACK SUNDAY OR MONDAY.
THEY ARE UNKNOWN IF THEY WERE PLACED THAT TEAM.
PLEASE KEEP EVERYBODY IN LOUISIANA AND OUR THOUGHTS AND PRAYERS THEY ARE GOING TO ROUGH TIMES OVER THERE.
AND THEN I WOULD LIKE TO REMIND THE COURT IN THE PUBLIC, AS OF THIS WEEKEND WE WILL NO LONGER HAVE LIFEGUARDS AND TOWERS WE ENDED THE SEASON. WE WILL HAVE ROVING PATROLS.
A FEW, BUT THE LIFEGUARD SEASON HASN'T WANDERED DOWN THE SUMMER.

ABOUT THE TRAFFIC IN THESE AREAS, AND I CAN ASSURE EVERYONE IN THE COURT AS WELL THAT SAFETY OF OUR CHILDREN IS OUR TOP PRIORITY. AND I WOULD JUST AS EVERYONE WHO TRAVELS TO THE SCHOOL ZONES, TO PAY CLOSE ATTENTION AND SLOW DOWN, AND DO NOT CONFUSE SAFETY OVER CONVENIENCE.
SOMETIMES WE GET COMPLAINTS ABOUT A SAFETY ISSUE AND WE LOOK INTO IT AND IT IS REALLY NOT A SAFETY ISSUE AS IT IS AN INCONVENIENCE. SOME PEOPLE ARE TWO OR 3 MINUTES ALONG IN THEIR DAY AND I UNDERSTAND IT.
WE WOULD APPRECIATE THEIR PATIENTS, AND GETTING THEIR KIDS TO AND FROM SCHOOL SAFELY. AND BUSINESS IS NORMAL, I AM HAPPY TO SAY WE ARE DOING OUR BEST TO KEEP THE CRIME RATES LOW. AND WITH THAT I WILL ANSWER ANY QUESTIONS THAT ANGEL COMMISSIONS HAVE.

IF THEY CAN PREREGISTER IT IS A LOT FASTER IS ABOUT 4 MINUTES FROM DOOR TO DOOR OUT THE DOOR IF THEY PREREGISTER. WE ARE SEEING QUITE A BIT OF TESTING, HOWEVER THE COUNTY NUMBERS ARE DECREASING A LITTLE BIT FROM ABOUT A MONTH AGO WE ARE AROUND 1700 NEW CASES PER WEEK. LAST WEEK WE WERE JUST OVER 1500 AND POSITIVITY RATE IS A LITTLE BIT LOWER.

I SERVE AS THE RESILIENCY COORDINATOR FOR NORTHEAST FLORIDA REGIONAL COUNCIL. THE FOCUS OF THE PRESENTATION IS TODAY IS ON THE NORTHEAST FLORIDA COVID-19 ECONOMIC RECOVERY PLAN. THAT WAS APPROVED IN MAY 2021.
ADDITIONALLY AT THIS PRESENTATION WILL ALSO ADDRESS SPECIFIC COMPONENTS OF THE AMERICAN RESCUE PLAN ACT WHICH I KNOW YOU WILL BE DISCUSSING LATER ON TODAY.
AND AFTER THIS PRESENTATION, I WILL SEND YOU A DIRECT LINK TO THE RECOVERY PLAN SO THAT YOU CAN READ IT ON YOUR OWN TIME.
SO ON AN INTRODUCTORY NOTE, THE NORTHEAST FLORIDA REGIONAL COUNCIL IS ONE OF TEN REGIONAL PLANNING COUNCILS IN THE STATE OF FLORIDA. NORTHEAST FLORIDA SOURCES SEVEN COUNTIES AND 25 MUNICIPALITIES. THEY ARE PROGRAMMED AREAS THAT HAVE A DIVERSE AREA OF DOMAINS. TWO EMERGENCY PREPAREDNESS, HEALTHCARE PREPAREDNESS, ECONOMIC DEVELOPMENT AND WHAT WE ARE HERE TO TALK ABOUT THE ISSUE OF RESILIENCY.
I WOULD LIKE TO RECOGNIZE COMMISSIONER WHITEHURST AND COMMISSIONER WALDRON FOR YOUR CONTINUING SERVICE ON THE BOARD OF DIRECTORS AND FOR YOUR RECENT SERVICE OF THE BOARD OF DIRECTORS THANK YOU VERY MUCH. SO TO START OFF THE PRESENTATION IT IS IMPORTANT TO ESTABLISH CONTACTS ABOUT THE TERM ECONOMIC RESILIENCE. SO IN THE STATE OF FLORIDA RESILIENCE HAS BEEN TRADITIONALLY UTILIZED TO ADDRESS ISSUES RELATED TO CLIMATE CHANGE, SEAL OVERRIDES AND COASTAL FLOODING. OVER THE PAST TWO YEARS HOWEVER, THE REGIONAL COUNCIL SHIFTED RESILIENCE TO ALSO ENCOMPASS ECONOMIC CONSIDERATIONS AND ISSUES.
SPECIFICALLY RELATED TO THE COVID-19 PANDEMIC, WITH ECONOMIC SHUTDOWNS IN ALL OF THE EFFECTS THAT WE HAVE SEEN OVER THE PAST

AND SO GOING BACK, ALL THE WAY TO THE BEGINNING OF THE PANDEMIC, THE REGIONAL COUNCIL SHIFTED ITS RESOURCES TO EAT RESPOND TO ECONOMIC IMPACTS.ONE OF THE FIRST PRODUCTS THAT WE PRODUCED DURING THIS TIME, WAS A SMALL BUSINESS RESOURCE GUIDE THAT ASSISTED SMALL BUSINESSES AND CHAMBERS OF COMMERCE IN IDENTIFYING ALL OF THE OPPORTUNITIES THAT WERE OUT THERE.
THIS DOCUMENT WAS FORWARDED TO THE ST. JOHNS COUNTY CHAMBER OF COMMERCE, EMERGENCY MANAGEMENT, AND WAS ALSO SHARED BY MUNICIPALITIES AND CITY OF SAINT AUGUSTINE ON THEIR WEBSITE.
THEN MOVING FURTHER INTO THE PANDEMIC, THE REGIONAL COUNCIL ALSO UTILIZED ECONOMIC FORECASTING SOFTWARE, TRADITIONALLY UTILIZED FOR ECONOMIC DEVELOPMENT.
TO TRACK IMPACTS CAUSED BY THE PANDEMIC ACROSS INDUSTRIES AND SECTORS. SO ABOUT A YEAR AGO THE REGIONAL COUNCIL GAVE A PRESENTATION TO THE COURT ABOUT ECONOMIC IMPACTS OF A FOUND IN THOSE PROJECTIONS. SO, GOING BACK ALL THE WAY A YEAR AGO IN AUGUST 2020, THE REGIONAL COUNCIL RECEIVED $400,000 IN FEDERAL FUNDING FROM THE CARES ACT AT THE FEDERAL LEVEL. AND IN UTILIZING THIS FUNDING, WE ESTABLISHED THE NORTHEAST FLORIDA ECONOMIC RESILIENCE TASK FORCE. A POLICY BODY OF MORE THAN 20 LEADERS FROM ACROSS THE REGION TASKED WITH IDENTIFYING ACTUAL SOLUTIONS THAT CAN ASSIST LOCAL GOVERNMENTS IN DETERMINING RECOVERY STRATEGIES AHEAD. SO IN TERMS OF ST. JOHNS COUNTY REPRESENTATION ON THE TASK FORCE, WE HAD COMMISSIONER ROXANNE CORVETTE FROM THE CITY OF AUGUSTINE.
SOMEONE FROM THE ST. JOHNS HOUSING PARTNERSHIP, AND MR. BOB PORTER FROM THE ST. JOHNS COUNTY CHAMBER OF COMMERCE.
THESE VOICES HAD A TREMENDOUS IMPACT ON THE PROCESS AS A WHOLE. AND WE ARE PLEASED WITH THE AMOUNT OF OUTCOMES THAT CAME FROM MEMBERS OF THE ST. JOHNS ST. JOHNS COUNTY. AND SO LOOKING AT THE OVERALL TIMELINE OF THE TASK FORCE, THE PROCESS REALLY STARTED WITH IDENTIFYING WHAT WAS THE CONTEXT? IN TERMS OF WHAT COMMUNITIES WERE EXPERIENCING ON THE GROUND? IN THE BEGINNING, REGIONAL COUNCILS THAT PRODUCED A 100 PAGE BRIEFING GUIDE TO ARTICULATE WHAT CONCERNS WERE ALREADY IN EXISTENCE. WITHIN THAT BRIEFING GUIDE, THERE ARE SPECIFIC SECTIONS THAT RELATE TO ST. JOHNS COUNTY AND OTHER COUNTIES AS WELL. THIS INCLUDES DATA AND DEMOGRAPHIC INFORMATION, BROADBAND ACCESS, AND OTHER PARAMETERS TO INFORM WHAT THE ISSUES WERE.
AND THEN IN MAY 2021, AFTER A SERIES OF PRIORITY AREA MEETINGS, THE TASK FORCE PUBLISHED A NORTHEAST FLORIDA COVID-19 ECONOMIC RECOVERY PLAN. THIS IS A SIX AND 40 PAGE DOCUMENT THAT DETAILS POLICY RECOMMENDATIONS, THAT WILL HAVE LOCAL GOVERNMENTS TO CONSIDER AS YOU APPROACH DISCUSSIONS RELATED TO THE AMERICAN RESCUE PLAN ACT. SO VERY BRIEFLY, I WOULD TOUCH UPON SPECIFIC POLICY RECOMMENDATIONS THAT WE BELIEVE ARE OF VALUE SHE ST. JOHNS COUNTY AND THE LOCAL CONCERNS THAT YOU ARE FACING. BEFORE GETTING THERE, WE WANT TO HIGHLIGHT THAT MORE THAN TWO DOZEN PARTNER ORGANIZATIONS AT THE LOCAL, STATE, AND NATIONAL LEVEL WERE INVOLVED IN THE PROCESS. AND WE ALSO HAVE PICTURES HERE OF ALL OF THE TASK FORCE MEMBERS WHO VOLUNTEER THEIR TIME TO BE A PART OF THE PROCESS. WE ARE CONTINUING TO ME TILL THIS DAY. SO IN SPRING 2021, THE TASK FORCE IDENTIFIED THREE CORE PRIORITY AREAS.
INFRASTRUCTURE, SUPPORT AND BELIEF SMALL BUSINESSES AND THE ISSUE OF EQUITY. SO AGAIN VERY BRIEFLY I WANT TO TOUCH ON A FEW OF THE POLICY RECOMMENDATIONS.
SO IN TERMS OF INFRASTRUCTURE, ONE OF THE CORE CHALLENGES THAT THE TASK FORCE IDENTIFIED ALL ACROSS NORTHEAST FLORIDA AND REALLY IN EVERY COUNTY WAS THE CHALLENGE OF HIGH-SPEED BROADBAND ACCESS. ESPECIALLY WITH REMOTE WORK STRUCTURES, STUDENTS LEARN FROM HOME DURING THE SHUTDOWN, ET CETERA. BROADBAND HAS BECOME A PRIORITY IN A CONCERT. IN ORDER TO BETTER UNDERSTAND THIS, WE LURKED AT CONTEXT FOR EACH POLICY AND THEN POTENTIAL OPTIONS. IN THE STATE OF FLORIDA THE DEPARTMENT OF ECONOMIC OPPORTUNITY RECENTLY LAUNCHED A BROADBAND INITIATIVE AIMED AT IDENTIFYING WHERE GAPS EXIST AND PUTTING FUNDING ON THE TABLE TO ADDRESS THOSE GAPS.
THIS IS ONE OF THE BIG CONCERNS THAT WAS IDENTIFIED BY THE TASK FORCE. THEN ADDITIONALLY THROUGHOUT THE DOCUMENT THERE IS HENCE AT RESILIENCY CHALLENGES IN TERMS OF INFRASTRUCTURE AS WELL. HEREIN ST. JOHNS COUNTY, COASTAL FLOODING, LOOKING INTO THE FUTURE OF SEA LEVEL RISE, THERE IS A LOT OF WATER CHALLENGE AND THERE ARE POSSIBLE OPPORTUNITIES WITHIN THE AMERICAN RESCUE PLAN ACT IN ADDITIONAL FUNDING IS AT THE LEVEL TO ADDRESS THE CHALLENGES.
THEN MOVING FORWARD, THIS IS ONE OF THE MOST INTERESTING COMPONENTS OF THE TASK FORCE, WAS SUPPORT AND BELIEF ARE SMALL BUSINESS. SO I ALSO GAVE THE SAME PRESENTATION TO THE ST. JOHNS COUNTY ECONOMIC DEVELOPMENT COUNCIL. AND ONE OF THE AREAS THAT STRUCK OUT TO THEM, WAS THE IDEA OF CROWD SOURCE FUNDING.

SO LOOKING ALL ACROSS THE SEVEN COUNTY REGION, MORE THAN $500 MILLION IS COMING TO THE NORTHEAST CORRIDOR TO THE AERICAN RESCUE PLAN ACT.
BECAUSE OF GUIDANCE AND ISSUE FOR THE AMERICAN RACIAL PLAN ACT, THERE ARE VERY BROAD OPPORTUNITIES TO ADDRESS LOCAL CONCERNS. INFANTS, AND I THINK ABOUT THE COST OF THAT WEIGHT ON THEM.
MULTIPLE DEPLOYMENTS TO IRAQ AND AFGHANISTAN.
THE HUMAN COST HAS BEEN TREMENDOUS TO OUR SOCIETY.
AND I DO NOT KNOW THAT WE ALL KNOW PROBABLY THE NEXT TEN, 15, OR 20 YEARS WE WILL REALIZE THE COST OF THAT.
BUT IT HAS BEEN TOUGH. WHEN YOU THINK ABOUT THOSE POOR MEN AND WOMEN THAT, ON THAT THURSDAY MORNING CIVILIANS THEY WERE NOT THE MILITARY DIDN'T CHOOSE TO PUT THEMSELVES IN SITUATION. THEY WERE ON THEIR WAY TO WORK, AND YOU THINK ABOUT THEIR LIFE AND HOW IT ENDED.
THOSE PEOPLE JUMPING FOR BUILDINGS.
I KNOW WE KNOW ABOUT IT AND SEE IT.

MY UNDERSTANDING IS YOU GTB CREW, WATCH THAT AND CAME OUT AND NOTIFIED ADMIN IN THE BOARD OF WHAT WAS HAPPENING. I THINK THE BOARD TOOK NOTICE OF THAT AND KIND OF I THINK AFTER UNDERSTANDING THE MAGNITUDE OF THE ATTACK. THE CONTRACTOR DID NOT OBTAIN A COUNTY ZONING APPROVAL OR BUILDING PERMIT PRIOR TO CONSTRUCTION OF THE TOWER. THE MARSH CREEK PUD DOES NOT ALLOW TOWERS BY RIGHT, SO IN OTHER WORDS I THINK FOR THAT MATTER ESPECIALLY USE WOULD BE REQUIRED.
