>> CHAIRMAN: WE HAVE A MOTION BY COMMISSIONER VICE-CHAIR DEAN AND 2ND BY COMMISSIONER WALDRON.
[1. Emergency Management Update]
MR. JOSEPH GIAMMANCO? >> SPEAKER: GOOD MORNING CHAIRMAN AND COMMISSIONERS. JOSEPH GIAMMANCO FOR YOUR EMERGENCY COVID UPDATE. I'M GOING TO GO THROUGH SOME OF THE STUFF WE GO THROUGH. CURRENT CASES TO DATE 19,860.
WE HAVE 10 HOSPITALIZED AND 6 DEATHS OVER THE LAST WEEK PAIRED HOSPITALS REMAIN WITH ICU HAVING CAPACITY AND WE HAVEN'T NO ISSUE THERE. THE VACCINE SITE GETTING TO THOSE NUMBERS TOTAL VACCINES WITHIN ST. JOHNS COUNTY RESIDENTS WAS 52,386 WHICH TRANSLATES TO ABOUT 81,120 ACTUAL SHOTS GIVEN. I JUST WANTED TO THROW OUT SOME NUMBERS BECAUSE WE GET A LOT OF QUESTIONS ON OUR STATISTICS SO I WANTED TO MENTION SOME WORD. WE ARE USING THE 2020 PROJECTED CENSUS TRACT DATA FOR THE COUNTY AS WE DO OUR NUMBERS.
WHEN WE LOOK AT 65 AND OLDER POPULATION WE ARE ROUGHLY ABOUT 55,000 IN POPULATION AND WITH THAT WE HAVE VACCINATED AT LEAST ONE TIME 38,628 PEOPLE TRANSLATING TO ABOUT 70 PERCENT OF THE POPULATION BEING VACCINATED.
WE'VE ALSO LOOKED AT THE MINORITY POPULATION OF THE TOTAL ESTIMATE. I DON'T HAVE IT BROKEN DOWN.
I CAN GET THE TOTAL NUMBERS IN THE TOTAL ESTIMATE IS ABOUT 30,000 MINORITIES WITHIN THE COMMUNITY THAT WE HAVE VACCINATED IN A TOTAL OF 14,826 WHICH IS ABOUT 49 PERCENT OF THE POPULATION. THAT'S JUST 65 AND OLDER.
I WANTED TO THROW THOSE NUMBERS OUT BECAUSE THE REALLY GOOD NUMBERS. WE HAVE TALKED TO THE STATE ON WHEN THE GOVERNOR IT IS GOING TO OPEN UP THE REST OF THE POPULATION AND WHAT WE HAVE GOTTEN BACK IS THAT THE DECISION IS STILL BEING DETERMINED AT THE STATE LEVEL.
[00:10:04]
HOWEVER, THEY ARE SERIOUSLY LOOKING AT WHAT THOSE NEXT STEPS ARE AND HAVE GIVEN US SOME IDEA BUT NOT VERY SPECIFIC IF IT'S GOING TO BE A CERTAIN AGE OR CRITERIA AND WERE HOPEFUL IN THE NEXT WEEK OR TWO THAT WE WILL HAVE THOSE NUMBERS AND WE SHOULD BE ABLE TO MOVE FORWARD.THE REASON WHY THE STATE HAS TOLD US THEY ARE NOT MOVING FORWARD YET IS BECAUSE THE REST OF THE STATE IS NOT AS HIGH OF PERCENTAGES AS WE ARE. THEY ARE LOOKING AT THAT AS A STATE AS A WHOLE. THAT'S WHY WE ARE TRANSLATING IT NOW. WE HAVE OPENED UP OUR PREREGISTRATION. WE HAVE SHIFTED FROM THE EVENTBRITE SYSTEM FOR APPOINTMENTS FOR THE PREREGISTRATION SYSTEM AND WERE HAPPY TO SAY THAT THAT SYSTEM IS WORKING. WE OPENED IT A SOFT OPENING OVER THE WEEKEND TO MAKE SURE EVERYTHING WORKED.
MONDAY WE ANNOUNCED IT AND WE OPENED TO THE PUBLIC.
AS OF THIS MORNING WE HAVE 1328 PEOPLE PREREGISTERED.
FOR ME IN MY POSITION RIGHT NOW IT MAKES ME A LITTLE NERVOUS ONLY BECAUSE WE HAVE ABOUT 4600 APPOINTMENTS THAT WE NEED START SCHEDULING BY THE END OF THE WEEK AND WE ONLY HAVE 1300 PEOPLE THAT HAVE PREREGISTERED. WE ARE DOING OUR BEST TO REACH OUT TO THE COMMUNITY AND WE'VE DONE MULTIPLE OPPORTUNITIES AND WE PARTNERED WITH MANY AGENCIES.
FOR EXAMPLE WE PARTNER WITH THE COA AND WERE GOING TO BE GOING TO THEIR HOME AND PICKING THEM UP IF THEY DON'T HAVE VEHICLES OR TRANSPORTATION. WE WORK WITH JUST ABOUT EVERY ORGANIZATION WE CAN THINK OF AS WELL AS FAITH BASED CHURCHES, VETERAN ORGANIZATIONS AND GETTING THE WORD OUT AS MUCH AS WE CAN. WE ALSO STARTED WORKING WITH AREA SURROUNDING COUNTIES AND A SHOT IN THE ARM IS A SHOT IN THE ARM SO WERE TRYING TO WORK THAT AS WELL.
AGAIN, WE STRONGLY WANTED TO GET OUT TO THE PUBLIC IF YOU ARE IN THE AGE OF POPULATION OR HEALTHCARE WORKER WITH DIRECT PATIENT CONTACT AND IF YOU NEED OR WANT A SHOT, CONTACT EMERGENCY MANAGEMENT AND WE WILL GET YOU AN APPOINTMENT PAIRED WE NEED TO FILL THE APPOINTMENTS.
FOR OUR TESTING SITE WE CONTINUE OUR TESTING SITE.
WE HAD SHY OF 200 PEOPLE GO THROUGH THE TESTING SITE AND WE ARE STILL REEVALUATING THE LONG-TERM VIABILITY OF THE TESTING SITE. RIGHT NOW IT IS STILL BEING USED AND WE STILL HAVE IT. I WOULD ALSO LIKE TO THANK SOME OF THE VOLUNTEERS WHO HAVE COME OUT TO THE CENTER AND WE HAVE HAD A LOT OF PEOPLE COME AND JOIN OUR VOLUNTEER REGISTRY HOWEVER WE CANNOT USE EVERYBODY.
IF CLOSE TO 200 PEOPLE THAT HAVE VOLUNTEERED.
THIS IS A VERY SPECIALIZED OPERATION SO WE CAN'T JUST USE EVERYBODY. I JUST WANTED TO LET PEOPLE KNOW THANK YOU FOR VOLUNTEERING AND WE ARE NOT SELECTIVELY BUT GOING THROUGH THE LIST OF PICKING SKILL SETS THAT WE NEED TO AUGMENT SOME OF THE FIRE RESCUE AND EMERGENCY MANAGEMENT STAFF. I JUST WANT TO SAY THANK YOU FOR THEM. I ALSO WANT TO THANK FIRE RESCUE. THEY ARE DOING A FANTASTIC JOB OF THE SITE. 1600 APPOINTMENTS SIX DAYS A WEEK IS A LOT. THAT'S DEALING WITH THE WEATHER AND GETTING PEOPLE BACK AND FORTH TO THEIR CARS, GOING THROUGH THE LINE AND FILLING OUT PAPERWORK.
IT IS NOT AN EASY TASK. I WANTED TO AGAIN MENTION THAT THEY ARE DOING AN OUTSTANDING JOB THERE PEER CHAIRMAN, WITH YOUR PERMISSION I WOULD LIKE TO BRING UP ACTUALLY BROWN.
SHE WAS WORKING AT THE SELMA CALHOUN CENTER PRIOR TO US DOING THE VACCINES AND SHE WAS A FACILITIES COORDINATOR.
WHEN THAT SHIFTED WE REPURPOSED HER TO COME OUT TO THE EEOC WHICH WAS A TREMENDOUS ASSET TO US.
SHE WORKS WITH THE CITIZEN INFORMATION HOTLINE AS WELL AS SCHEDULING APPOINTMENTS SO I JUST WANTED TO BRING HER UP AND RECOGNIZE HER AS ONE OF MANY PEOPLE WHO ARE WORKING OUT AT THE EEOC WHO ARE SUPPORTING THAT FUNCTION.
THESE ARE REPURPOSED PEOPLE THAT ARE NOT NECESSARILY CALL CENTER OPERATORS AND I WILL SAY THAT'S NOT AN EASY JOB.
WE GET A LOT OF PHONE CALLS AND A LOT OF DIFFERENT QUESTIONS AND IT TAKES A SPECIAL PERSON TO OPERATE AND WORK OUT THERE.
AS MANY OF YOU KNOW. I WANTED TO BRING HER UP SEE YOU RECOGNIZE HER AS AN OUTSTANDING EMPLOYEE THAT SERVES UNDER THE ADMINISTRATION FOR THE VACCINE CENTER IN THE
EEOC. >> WITH CONSIDER OF THE BOARD I WOULD LIKE TO GIVE ASHLEY A SMALL TOKEN OF CONSIDERATION FROM THE BOARD.
[00:15:18]
>> SPEAKER: HELLO MY NAME IS ASHLEY.
I AM ST. JOHN COUNTY FACILITY COORDINATOR AND PROGRAM COORDINATOR AT THE SOLOMON CALHOUN CENTER.
IT HAS TRULY BEEN AN HONOR TO WORK AT THE EMERGENCY OPERATIONS CENTER AT THIS TIME. I AM GLAD I COULD BE OF HELP TO ST. JOHN COUNTY RESIDENTS AS WELL AS FLORIDA RESIDENCE AT THIS TIME. THANK YOU SO MUCH.
>> CHAIRMAN: THANK YOU ASHLEI. I AM HERE FOR ANY QUESTIONS.
>> CHAIRMAN: BACK TO THE BOARD ANY QUESTIONS?
COMMISSIONER WHITEHURST? >> COMMISSIONER: NO SIR.
>> CHAIRMAN: DO YOU HAVE ANYTHING FOR US? LET'S GO AHEAD AND OPEN UP TO PUBLIC COMMENT.
>> SPEAKER: WE WILL NOW OPEN PUBLIC COMMENT ON ITEM ONE I SEE ONE CALL. NAME AND ADDRESS?
>> SPEAKER: [INDISCERNABLE] SAINT AUGUSTINE BEACH FLORIDA.
YOU KNOW, GENTLEMEN, AS WE WERE LISTENING TO JOSEPH GIAMMANCO I AM NOT HEARING, MAYBE IT'S BECAUSE I WANT TO HEAR IT AND I CAN'T CURE IT AND A COUPLE OF TIMES HE CUT OUT.
WHAT IS THE PLAN FOR ALL THE RESTAURANT WORKERS IN SAINT AUGUSTINE TO GET THE VACCINATION? WHO IS COORDINATING ALL THE RESTAURANT WORKERS? WHO IS COORDINATING ALL THE PEOPLE WHO ARE IN CONTACT WITH ALL THE TOURISTS? I DIDN'T HEAR ANY OF THAT.
MAYBE IT CUT OUT. MAYBE HE DID SAY THAT THEY ARE OPENING UP. IS RICHARD GOLDMAN GOING AROUND AND GETTING ANY NAMES? DOES THE RESTAURANT ASSOCIATION HAVE ANY NAMES? DO THEY HAVE THE NAMES OF THE EMPLOYEES AT EACH RESTAURANT AND HAVE THEM READY TO GO A I WANT TO REMIND YOU GENTLEMEN THAT IT'S THE ENGINE ROOM PEOPLE. I LOVE IT THAT THE ELDERLY PEOPLE ARE ALL GETTING THEIR SHOTS.
I HAVE NO PROBLEM WITH THAT GET THE FIRST RESPONDERS AND PEOPLE PWHO ARE IN CONTACT WITH THE PUBLIC IT IS AWESOME THAT THEY ARE GETTING SHOTS. BUT I AM NOT HEARING THE OTHER PEOPLE THAT ARE IN LINE. NEED BE WE CAN HAVE THE EMERGENCY COORDINATOR SPEAK UP AND SAY WHAT KIND OF PLAN HE HAS FOR THEM BECAUSE FOR ME I AM NOT HEARING ANYTHING GOOD.
I WILL LOOK FORWARD TO HIS ANSWER.
>> COMMISSIONER: THANK YOU. THAT APPEARS TO BE ALL OF THE CALLS. WE WILL TAKE PUBLIC COMMENT FROM THE AUDIENCE. GOOD MORNING BJ.
>> SPEAKER: BJ LADY SAINT AUGUSTINE.
RESEND MANDATORY MASK WEARING AND COUNTY BUILDINGS.
NUMBER 2, WHAT IS THE CURRENT NUMBER OF COUNTY EMPLOYEES WHO HAVE TESTED POSITIVE FOR COVID-19? THE LAST WE HEARD ON DECEMBER 2 WAS 184 NUMBER 3, PLEASE PUT JUNK PUBLIC COMMENT AT THE BEGINNING OF MEETING SO THAT ANYONE WHO MAY HAVE HAD A PROBLEM LISTENING TO MR. JOE G EXPLAIN WHAT'S GOING ON AS FAR AS YOU CAN GET VACCINATED THE NEXT ROUNDS AS I UNDERSTAND WHAT HE WAS SAYING WOULD BE THE GOVERNOR HAS TO MAKE THAT DECISION.
WE AS A COUNTY OR LOCAL MUNICIPALITY CANNOT DO THAT UNTIL THE GOVERNOR SAYS THE BANK SO I HOPE EVERYBODY IN THE COMMUNITY IS LISTENING CLOSELY TO MR. JOE G. HE DID MENTION THAT AND SAY IT SO HE MAYBE NEED TO SAY IT TWO OR THREE TIMES BECAUSE TO BE SOME OF THE PEOPLE WHO ARE LISTENING ON THEIR TELEPHONES AND CALLING IN THEY CAN'T HEAR CLEARLY BECAUSE OF THE WONDERFUL TECHNOLOGY THAT WE HAVE.
I'M NOT KNOCKING THAT IT'S JUST TECHNOLOGY IS JUST FUNNY TO ME.
I DO WANT TO SAY, TOO, I DON'T KNOW IF PEOPLE COULD SEE, I APPRECIATE ALL OF YOU BUT STILL I REALLY APPRECIATE MR. WALDRON STANDING UP FOR THE FLAG FOR EVERYTHING THAT YOU HAVE BEEN THROUGH I NOTICED THAT. I DON'T KNOW IF YOU HAVE DONE IN THE PAST BUT I DID NOTICE THAT THIS MORNING AND I THANK YOU FOR YOUR EFFORT AND THE OTHER PEOPLE'S EFFORT, TO WHEN HAVE YOU GONE THROUGH BEING IN THE HOSPITAL AND COMING OUT MAC IT'S IMPORTANT TO SEE THAT IN THE EXAMPLE THAT WE HAVEN'T HAD TO GO THROUGH MAYBE WE SHOULD PAY ATTENTION.
THANK YOU VERY MUCH. >> COMMISSIONER: THANK YOU.
[00:20:02]
FURTHER PUBLIC COMMENT? CLOSES PUBLIC COMMENT.NOW THERE IS ANOTHER ONE. HOW ABOUT THE CONTROL ROOM? I SEE A NEW ONE. WE ARE DONE.
>> CHAIRMAN: OKAY. THANK YOU MR. VICE CHAIR.
ARE THERE ANY FURTHER COMMENTS FROM THE BOARD OR QUESTIONS?
[2. Extension of Local State of Emergency]
OKAY, WE WILL MOVE ON TO AGENDA ITEM NUMBER 2 THE EXTENSION OFTHE LOCAL EMERGENCY. >> SPEAKER: BEFORE YOU YOU HAVE A PROPOSED EMERGENCY PROCLAMATION WHICH IS APPROVED PBY THE BOARD WILL BE 2021- WHICH WILL HAVE YOU EXTEND A LOCAL EMERGENCY BY SEVEN DAYS PROVIDED BY STATE LAW.
YOU HAVE HEARD FROM YOUR DIRECTOR OF EMERGENCY MANAGEMENT. YOU HAVE HEARD FROM THE PUBLIC.
I KNOW THAT YOU HAVE BEEN BRIEFED AND HAVE OBSERVED THE MEDIA REPORTS. UNLESS THERE ARE ANY QUESTIONS THIS PROPOSED EMERGENCY PROCLAMATION IS PROPER.
>> CHAIRMAN: THANK YOU. BACK TO THE BOARD ARE THERE ANY QUESTIONS? IS THERE EMOTION?
>> COMMISSIONER: I CAN MOVE IT AND THEN PUBLIC COMMENT AFTER?
>> CHAIRMAN: LET'S MOVE IT. >> COMMISSIONER: I WILL MOVE MOTION TO ADOPT ST. JOHN COUNTY EMERGENCY PROCLAMATION NUMBER 2021-8 EXTENDING THE LOCAL STATE OF EMERGENCY FOR AN
ADDITIONAL 70 PERIOD. >> CHAIRMAN: IS OUR SECOND?
>> COMMISSIONER: SECOND. DON'T HAVE A MOTION BY COMMISSIONER VICE-CHAIR DEAN AND 2ND BY COMMISSIONER WALDRON. LET'S OPEN UP FOR PUBLIC
COMMENT. >> COMMISSIONER: WE WILL TAKE PUBLIC COMMENT ON ITEM NUMBER 2 EMERGENCY DECLARATION EXTENSION THAT I SEE A CALL WAITING BUT IS THERE A CALL? NAME AND ADDRESS. GO AHEAD.AME AND ADDRESS
PLEASE SIR. >> SPEAKER: YES, I URGE THE COMMISSION TO VOTE YES AND EXTEND THE EMERGENCY BECAUSE THIS IS A VERY SERIOUS EMERGENCY.
I DID HEAR ALL OF THE HOSPITAL NUMBERS ARE WAY UP.
I DID HEAR A LOT OF THINGS ABOUT A LOT OF PEOPLE BEING SICK BUT WHAT I DIDN'T HEAR WAS A SIMPLE ANSWER TO MY QUESTION AND YOU KNOW WHAT, I DON'T EXPECT YOU TO ANSWER BUT ANSWERING WOULD BE THE RIGHT THING TO DO AND THIS COMMISSION IS FAR BEYOND DOING THE RIGHT THING.
THANKS FOR GETTING MY QUESTION ANSWERED.
I WILL REMEMBER THAT WHEN I TALKED TO EVERYBODY I TALKED
TO. >> COMMISSIONER: ARE THERE ANY OTHER FURTHER PUBLIC COMMENT ON ITEM NUMBER 2? NO FURTHER COMMENT. THAT FINISHES THE PUBLIC
COMMENT. >> CHAIRMAN: WE HAVE A MOTION BY COMMISSIONER VICE-CHAIR DEAN AND 2ND BY COMMISSIONER WALDRON IS THERE ANY FURTHER DISCUSSION? COMMISSIONER GO AHEAD AND VOTE. [VOTING] I AM A YES AS WELL AND I PASSED THIS 5 Ã0. NOW WE WILL MOVE ON TO OTHER BUSINESS.
[3. Any Other Business]
MR. MCCORMICK? >> SPEAKER: THANK YOU MR. CHAIR. I HAVE AN ITEM THAT IS A HOUSEKEEPING ITEM OR VERIFICATION ITEM THAT I WOULD LIKE TO SEE IF THE BOARD WILL CONSIDER GOOD LAST WEEK AT YOUR BCC MEETING WE HAD AN AGENDA ITEM THAT PERTAIN TO AN RFP ABOUT THE EXCHANGE FOR RENOVATION OF THE GOLF COURSE.
THE BOARD, AFTER PUBLIC COMMENT DELIBERATED AND BASICALLY HAD A BOAT UNDER THE COUNTY BOARD RULES AND POLICIES.
IF THERE IS A MOTION THAT DOES NOT PREVAIL FOR AN ITEM OR BUSINESS ITEM OR AN AGENDA ITEM THAT DOES NOT GET AN AFFIRMATIVE VOTE IT CONSTITUTES A DENIAL UNDER YOUR BOARD RULES AND POLICIES. HOWEVER, THAT WAS FOR THE PSA DOCUMENT ITSELF. TO PURCHASE AND SALE AGREEMENT WHICH I THINK THE BOARD IS VERY FAMILIAR WITH.
THAT CAME ABOUT THROUGH AN UNDERLYING RFP.
THERE WAS AN RFP THAT ASKED FOR PROPOSALS AND WAS ONE OF THOSE PROPOSALS THAT ENDED UP IN THE DRAFT PSA.
I JUST WANTED TO SEE IF THE BOARD WOULD CLARIFY IF IT IS THE BOARD'S INTENT TO HAVE THAT UNDERLYING RFP ALSO ESSENTIALLY GO AWAY. THE BOARD HAD ASKED THE COUNTY
[00:25:06]
ADMINISTRATION TO BRING BACK SOME OPTIONS PERTAINING TO THE GOLF COURSE AND RENOVATIONS ETC. AND I THINK IT WOULD BE HELPFUL FOR THE BOARD TO CLARIFY WHETHER THIS RFP IS STILL ONE OF THE OPTIONS WERE ESSENTIALLY THROUGH THE BOARD DECISION-MAKING PROCESS AT THE LAST MEETING THAT ESSENTIALLY THE RFP IS ALSO DONE AND IF THAT IS THE CASE I WOULD ASK FOR A MOTION FOR THAT. JUST TO SUMMARIZE IF IT WAS THE BOARD'S INTENT NOT TO DO AWAY WITH THAT UNDERLYING RFP THEN NO ACTION IS REQUIRED TODAY YOU'RE IN THE NEAR FUTURE ABOUT IT. IF IT WAS THE BOARD'S INTENT AND THIS IS WHY I AM ASKING YOU TO CLARIFY THROUGH IT'S DECISION THROUGH THE PSA TO ALSO CONSTITUTE THAT THAT IS A REJECTION OF THE RFP PROCESS FOR THAT ITEM.AND THE BOARD COULD CLARIFY AND I WOULD HAVE A MOTION IN THAT REGARD. THANK YOU MR. CHAIR.
>> CHAIRMAN: I THINK SO, TOO. BECAUSE IT IS CONFUSING.
TO ALLEVIATE THAT CONFUSION I THINK WE NEED TO ASK EACH COMMISSIONER. IF THAT IS ACCEPTABLE TO THE BOARD THEN LET'S GO AHEAD AND START WITH YOU MR.
COMMISSIONER. >> COMMISSIONER: IN VOTING LAST MEETING IT WAS MY THOUGHTS TO GET RID OF THE RFP.
>> CHAIRMAN: UNDERSTOOD. COMMISSIONER?
>> COMMISSIONER: I CONCUR IT WAS MY INTENT THAT THE RFP BE
DROPPED AS WELL. >> SPEAKER: I WOULD ALSO REFER TO COMMISSIONER WALDRON AND COMMISSIONER SMITH.
>> COMMISSIONER: I WAS NOT ON THE PREVAILING SIDE SO I DON'T SEE ANY REASON TO SAY WHAT MY INTENT WAS.
I DON'T NEED TO SAY ANYTHING. >> CHAIRMAN: DOES THAT PROVIDE
CLARIFICATION? >> SPEAKER: YES IT DOES.
WHAT I WOULD RECOMMEND AT THIS POINT WITH THAT CLARIFICATION THAT I HAVE A PROPOSED MOTION AND THEN SHOULD THERE BE ANY PUBLIC COMMENT FOR THE BOARD TO CONSIDER, IT WOULD BE A MOTION TO DIRECT STAFF TO REJECT ALL RESPONSES TO RFP NUMBER 19 Ã22 LAND EXCHANGE FOR RENOVATION OF GOLF COURSE AT ST. JOHN'S GOLF
CLUB. >> CHAIRMAN: IS A SOMETHING WE CAN PUT ON THE AGENDA NEXT WEEK? >SPEAKER: THE BOARD COULD PUT IT ON AS A REGULAR ITEM OR CONSENT ITEM THAT COULD BE DONE.
I THINK THE SENSE TODAY EVEN THOUGH IT'S NOT A FORMAL THING I THINK PROBABLY IN PRACTICE COULD PROVIDE CLARIFICATION THAT AS A FORMALITY I WOULD RECOMMEND A BOARD VOTE ON THAT ACTUAL THING AND THAT COULD BE DONE NEXT WEEK.
>> CHAIRMAN: MY PURPOSE TO DO IT NEXT WEEK IS WE COULD HAVE ALL THE COMMISSIONERS PRESENT. COMMISSIONER WALDRON?
>> COMMISSIONER: CAN IT BE DONE TODAY?
>> SPEAKER: IT COULD BE DONE TODAY.
>> COMMISSIONER: I WOULD RATHER DO IT TODAY.
>> COMMISSIONER: I MOVED TO RECOMMEND THE MOTION BY OUR
COUNTY ATTORNEY. >> CHAIRMAN: WE HAVE A MOTION BY COMMISSIONER SMITH AND 2ND BY COMMISSIONER WALDRON IS THERE ANY FURTHER DISCUSSION? WHY DON'T WE GO AHEAD AND OPEN
IT UP TO PUBLIC COMMENT. >> COMMISSIONER: PUBLIC COMMENT ON THIS ITEM WHICH IS TO BASICALLY REVOKE OR CANCEL THE RFP AND REJECT ALL RESPONDERS AND CANCEL THE RFP.
THAT IS A MOTION AND I SEE ONE CALL.
>> SPEAKER: I WANT TO COMMENT. I HAVE TO TELL YOU SOMETHING.
THIS IS AN EMERGENCY MEETING. THAT'S NOT AN EMERGENCY.
NOTHING ABOUT THIS COULD'VE BEEN BROUGHT UP TODAY BUT NOW YOU WANT TO BRING UP THE GOLF COURSE THING I REALLY DO HOPE THAT YOU COMMISSIONERS DO REEVALUATE THE WHOLE SITUATION.
FORGET ABOUT THAT RENOVATION. SELL THE EXTRA NINE ACRES.
THIS GOLF COURSE HAS BEEN SUBSIDIZED FOR YEARS AND YEARS AND YEARS AND ALL OF A SUDDEN SOME MAGIC NUMBER, IT PRODUCED A PROFIT? I HAD TO SEE THE BOOKS ESSAY I WOULD AGREE WITH THAT. MISSION IS YOU WANT TO BRING THIS BACK UP TO MAX I THINK GARVEY DID A LOT OF WORK ON I DON'T THINK GARVEY SHOULD BE KICKED TO THE CURB AS HE WAS
[00:30:01]
KICKED AND TELL YOU SOMETHING, I WENT AND REVIEWED MY NOTES AND I REVIEWED THE WHOLE THING AND TECHNICALLY HE DID DO THE RIGHT THING AND HE WAS SUPPOSED TO DO A PRESENTATION ON THE WHOLE THING. COMMISSIONERS, I HEARD THIS COMMISSIONER AND I WANT THEM TO SELL THAT ACREAGE BECAUSE I WANT TO TELL YOU SOMETHING, WE HEAR IN OTHER PARTS OF THE COUNTY THAT DON'T PLAY GOLF WE WOULD SURE LIKE TO HAVE SOME OF THOSE RECOMMENDATIONS UPDATED OVER.IF YOU EVER WANT TO TAKE A TRIP BACK TO THE 80S, JUST COME OVER HERE TO THE BASKETBALL COURTS. YOU CAN SEE SOME 80S BACKBOARDS OVER HERE YOU CAN SEE POOR CONDITIONS ON THE ROAD AND NO FIELD THERE. COMMISSIONERS SELL THE GOLF COURSE, PLEASE. SELL THAT EXTRA LAND DON'T FIX UP THE GOLF COURSE COULD THERE'S AN OLD SAYING, USERS PAY FOR. IF YOU DON'T USE IT DON'T PAY PFOR IT. THANK YOU FOR TAKING PUBLIC COMMENT. THANK YOU.
THAT SHOULD BE ALL OF THE CALLS.
YES MA'AM. >> SPEAKER: BJ COLLEGIATE WEST CITY AUGUSTINE. I WASN'T REALLY SURE ABOUT WHAT COMMISSIONER WHITEHURST, WHATEVER HE SAID TO AGREE WITH EITHER COMMISSIONER WALDRON OR COMMISSIONER SMITH.
THAT WOULD STILL BE THE 3 Ã2. JUST SO EVERYBODY ELSE WILL KNOW, TOO, WE DON'T UNDERSTAND SOME OF THESE PROCEDURES BECAUSE YOU DO IT ONE-TIME AND THEN YOU BRING IT BACK ANOTHER TIME AND THEN ANOTHER TIME AND ANOTHER TIME.
THE PEOPLE WHO ARE NOT HERE TODAY ONLY ONE REPRESENTATIVE, NOT MYSELF. THE VOTE MAY GO 3 Ã2 AS IT WAS BEFORE BUT JUST TO CLARIFY IN MY STREET SPEAK, WILL THAT MEAN THAT THIS IS A DONE DEAL OR WILL WE BE BRINGING IT BACK AT ANOTHER COMMISSION MEETING BECAUSE OF WHAT YOUR PROCEDURE IS WHICH I CANNOT FOLLOW BECAUSE IT HAPPENS A LOT HERE.
SO, I DISAGREE WITH THE CALLER. I THINK THIS IS COUNTY PROPERTY THAT IS BEING USED BY RESIDENTS AND THE FACT THAT THERE IS FOR $5 MILLION TO FIX IT IT WAS ALLOWED TO GO INTO DISREPAIR AND THAT'S WHAT'S HAPPENING WITH THE COUNTY AND CITY.
YOU ALLOW CERTAIN THINGS TO DEGENERATE AND THEN YOU WANT TO GET RID OF IT AND BUILD MORE TENEMENTS OUT THERE JUST AS YOU GOT TO 312 ON NORTHSIDE AND OTHER PLACES YOU ARE BUILDING.
YOU ARE NOT BUILDING FOR US IT'S FOR PEOPLE WHO ARE COMING HERE NOW INSTEAD OF DIGGING CARE OF THE PEOPLE WHO ARE HERE AND THIS IS ONE PERFECT EXAMPLE.
TO BRING THIS UP TO DATE AND I'M GLAD TO SEE THE GENTLEMAN THAT SPOKE AT THE LAST COMMISSION MEETING.
I DON'T KNOW HOW HE KNEW AND IF SOMEBODY IN THIS COUNTY ACTUALLY CALLED HIM AND GAVE HIM A HEAD'S UP, GOD BLESS YOU.
WE DON'T GET HEAD'S UP AND A LOT OF THINGS THAT COMES UP AS A SECOND VOTING. IF SOMEONE DIDN'T VOTE AND YOU GOT A RIGHT TO DO THIS OR THAT THIS IS THE FINAL THING YES OR NO. CAN IT BE BROUGHT UP CAN ANYONE EXPLAIN IT TO THE GENERAL PUBLIC? I DON'T THINK I'M THE ONLY STUPID ONE.
OKAY? IN PLAIN LANGUAGE SO WE CAN KNOW WHAT IT IS GOING ON. THANK YOU VERY MUCH.
>> CHAIRMAN: THANK YOU. >> COMMISSIONER: LET ME IF YOU
MAY ¦ >> CHAIRMAN: I'M GOING TO ANSWER THAT. PLEASE SIR.
GOOD MORNING. >> SPEAKER: GLENN PHILLIPS CYPRESS LAKES THANK YOU VERY MUCH FOR YOUR ACTIONSLAST WEEK. I ENCOURAGE YOU TO JUST FINISH THIS OFF. THE UNCERTAINTY IS NOT NECESSARY. THANK YOU.
>> COMMISSIONER: THANK YOU. >> CHAIRMAN: COMMISSIONER
VICE-CHAIR DEAN? >> COMMISSIONER: I WANTED TO SPEAK TO YOU AND THE PUBLIC WHO MIGHT BE LISTENING.
IT'S A FAIR QUESTION AND MY UNDERSTANDING THAT BASED ON ACTION LAST TUESDAY WE DIRECTED STAFF TO COME BACK IN APRIL OR MAY WITH OPTIONS SO, IT'S NOT GOLF COURSE ISSUE.
IT IS NOT DEAD. WE HAVE DIRECTED STAFF TO COME BACK WITH SUGGESTED ITEMS IN APRIL OR MAY GOOD WHAT THOSE ARE WE DON'T KNOW YET BUT HOWEVER THE VOTE GOES THIS MORNING ON THE PENDING MOTION AT LEAST I ANTICIPATE THE STUFF COMING BACK AND DIRECTED IN APRIL OR MAY WITH SUGGESTED OPTIONS WHICH MAY OR MAY NOT INCLUDE ANY KIND OF QUID PRO QUO ON THE WORK TO BE DONE IN EXCHANGE FOR DELANDS. IT MAY NOT BUT ANYWAY THAT'S WHERE WE STAND AND I WANTED TO MAKE SURE
[00:35:04]
THAT NOT ONLY MISKO LADY BUT THE PUBLIC WILL BE LISTENINGAND THAT'S WHERE WE ARE. >> CHAIRMAN: I APPRECIATE THE SPEAKER RAISING THE ISSUE BECAUSE IT IS A VERY FAIR QUESTION THAT I WANTED YOU TO CLARIFY.
THANK YOU COMMISSIONER VICE-CHAIR DEAN.
PATRICK DID YOU WANT TO ADD CLARITY?
>> SPEAKER: I THINK CLEAR THAT UP VERY WELL.
AND THIS WILL REMOVE THE UNCERTAINTY.
I THINK IT IS HELPFUL TO MOVE FORWARD IN THE PUBLIC.
AND COMMISSIONER VICE-CHAIR DEAN IS CORRECT.
OPTIONS WILL BE BROUGHT BACK TO THE BOARD.
THE ADMINISTRATION AND PROFESSIONAL STAFF WILL COME UP WITH A LIST OF OPTIONS AND THE BOARD ITSELF WILL HAVE FURTHER OPTIONS SHOULD IT CHOOSE. ALL OF THIS TODAY IS TO CLARIFY WHAT THE BOARDS INTENT WAS FROM LAST WEEK AND TO GIVE IT MORE OF A CERTAINTY. THANK YOU MR. CHAIR.
>> CHAIRMAN: I UNDERSTAND. BACK TO THE BOARD ANY FURTHER COMMENT? WE HAVE A MOTION BY COMMISSIONER SMITH AND A SECOND BY COMMISSIONER WALDRON.
I WILL BE VOTING NOW. I THOUGH IT WOULD BE BETTER TO BRING IT BACK TO THE PUBLIC TO WEIGH IN BUT I'M GOING TO GIVE MY REASONS FOR THAT BUT WILL GO AHEAD AND VOTE.
[VOTING] THAT PASSES 4 Ã1. DO YOU HAVE ANY OTHER BUSINESS TO ENFORCE? COMMISSIONER SMITH? COMMISSIONER WALDRON? COMMISSIONER WHITEHURST? COMMISSIONER VICE-CHAIR DEAN? OKAY.
I AM GOING TO GO TO MR. CONRAD AND MR. MCCORMACK? I'M GOING TO BRIEFLY BRING UP TO THE BOARD GOING INTO MARCH ON TUESDAYS MY PLAN IS TO SIGN THE PROCLAMATION OF THE BOARD CONTINUES TO GO WITH THAT. WE WILL GO FROM THERE.
IS THERE ANY DISCUSSION ON THAT OR ANY THOUGHT?
COMMISSIONER WHITEHURST? >> COMMISSIONER: NO SIR.
I THINK IT'S THE RIGHT WAY TO GO
