>> GOOD MORNING I COME BEFORE YOU THIS MORNING TO SEEK APPROVAL FOR A GRANT APPLICATION SUBMITTAL TO THE FLORIDA COMMUNITIES TRUST FOR PARKS AND OPEN SPACE.
ESSENTIALLY THIS GRANTS NATURAL RESOURCES WITH OPEN SPACE. I WOULD LIKE TO NOTE THAT THERE HAS BEEN SOME SCHEDULE SLIPPAGE FOR THE GRANT APPLICATION WINDOW BECAUSE OF COVID 19.
THIS PROCESS STATES OUR PRESENTATION DATE FOR THE BOARD DURING AN EMERGENCY MEETING.
SOME BACKGROUND, WE'RE GOING TO TALK ABOUT THE CONSERVATION AREA THIS MORNING.
ST. JOHNS COUNTY PURCHASED THE CONSERVATION AREA IN SEPTEMBER 2018 FOR $4.5 MILLION.
IF WE APPLY FOR THIS GRANT THERE WILL BE A 25% MATCH REQUIREMENT AND THAT MATCH REQUIREMENT WOULD BE SATISFIED THROUGH THE VALUE OF COLOR CREEK SO THEY WOULD BE DOING FUNDS NECESSARY FOR THE COUNTY TO ADDRESS THOSE MATCH FUNDS. THERE WILL BE SOME IMPROVEMENT COSTS IF THE COUNTY HAS AWARDED THIS GRANT. THERE WILL BE THESE IMPROVEMENTS THAT THE COUNTY WILL BE COMPLICATED TO PAY FOR. WE DO ANTICIPATE THAT THE COST
[00:10:06]
WILL BE INCLUDED IN THE FIVE YEAR PLAN AND FUNDED THROUGH CAPITAL FUNDS OR IMPACT FEES.PENDING ANY QUESTIONS OR COMMENTS THAT IS MY PRESENTATION ON THE GRANT.
>> FOR THE RESTROOMS ARE WE HANDLING THIS? ARE WE GOING TO HAVE A SEPTIC
TANK HOW DOES THAT WORK? >> THERE WILL BE A SEPTIC TANK, YES HER.
>> I ASSUME THAT IS PART OF THE $100,000 COST OF THE RESTAURANT NO OTHER EXTERNAL COSTS OTHER THAN THOSE IN THE RESTROOM AND PUTTING IN A SEPTIC TRAIN FELL.
>> KNOW THAT I AM AWARE OF. >> DOES THE GRANT LIMIT ANY USE?
>> YES SIR, THERE IS THIS THAT WILL LIMIT THE CONSTRUCTION ON THE AREAS THAT WE WILL BE ABLE TO BUILD ON THE PART OF THE AREA BUT THERE ARE AREAS OF THE PARK THAT ARE AVAILABLE TO FILL
THE RESTROOMS IN ANY OBSERVATION DECKS UTSIDE. >> SO WE CAN ALLOW HUNTING AND
EVERYTHING ELSE ON THE PROPERT? >> COMMISSIONER DON'T HAVE THE ANSWER FOR THAT.
I'LL TAKE A NOTE ON THAT AND THEY WILL GET BACK TO YOU ONE-ON-ONE..
>> NORMALLY HUNTING WILL BE ALLOWED UNDER THE CIRCUMSTANCES FOLLOWING THE GAME RULES BUT WHAT'S REALLY NOT ALLOWED HIS USUALLY ANY ACTIVITY CONSTRUCTION THAT WOULD BASICALLY REDUCE THE VALUE OF THE CONSERVATION LAND. THAT'S WHY IT WAS PURCHASED.
WE CAN CONFIRM THAT. >> AT THE 25% REQUIREMENT WE ARE PROPOSING 50%.
>> THANK YOU PATRICK. AS A POINT OF CLARIFICATION THE MINIMUM IS 25% BUT WILL WE ARE PROPOSING A 50% MATCH GIVING US MORE POINTS IN A COMPETITIVE POSITION TO WIN THIS AWARD.
PTHERE IS NO MORE OUT-OF-POCKET FUNDS FOR THE COUNTY FOR THIS AS THAT WILL BE SATISFIED
THROUGH THE VALUE OF THE PROPERTY. >> IF THERE ARE ANY OF THE
QUESTIONS TO BE A PUBLIC COMMENT? >> GOOD MORNING, PLEASE STATE
YOUR NAME AND ADDRESS. >> TOM REYNOLDS, 53 MAGAZINE COURT SEEN AUGUSTINE BEACH.
I URGE THE COMMITTEE TO VOTE AND GO FORWARD WITH THIS. JUST LIKE THE TITLE SAYS OPEN STATES, PARKS WE CAN HAVE ENOUGH OF THEM RIGHT NOW. I ALSO WANT TO MENTION ON ITEM NUMBER ONE AND TWO I MISSED IT BUT IT'S NO BIG DEAL. I SURE HOPE YOU COMMISSIONERS READ THAT ARTICLE THAT I SENT YOU FROM THE SUN SENTINEL.
