COME UP HERE.I'LL JOIN. >> PROCLAMATION BOARD OF COUNTY, HOSPICE AND PALATETIVE CARE HELP PROVIDE COMFORT AND DIGNITY TO THOUSANDS OF PEOPLE IN NORTHEAST FLORIDA, ALLOWING THEM TO LIVE THEIR LAST MONTHS, WEEKS OR DAYS WITH THE PEOPLE THEY LOVE AND ENTER DISCIPLINARY AND TEAM ORIENTED APPROACH AS A FOUNDATION OF CARE.
BEYOND PROVIDING PHYSICAL TREATMENT, HOSPICE AND CARE FACILITIES, PATIENTS EMOTIONAL AND SPIRITUAL AND FAMILIAR NEEDS AND PROVIDES SERVICES SUCH AS CARE AND BEREEVEMENT COUNSELLING, THAT IMPROVES QUALITY OF LIFE AND RELIEF FROM PAIN. EVERY YEAR, 1.5 MILLION AMERICANS, LIVING WITH LIFE LIMITING ILLNESSES AND THEIR FAMILIES RELIEVE CARE FROM THE HOSPICE PROGRAMS, WHICH HELP THEIR FAMILIES MAKE INFORMED DECISIONS, IN RESPOND TO THE CARE THEY WILL RECEIVE. THIS DISTRICT, BEING THE COMMISSION, AT LARGE, HAS BROUGHT FORTH THE LARGEST CAMPAIGN EXCESSES WE'VE SEEN IN THE COUNTY. IT'S WRONG.
IT LET'S THE DEVELOPERS DOMINATE.
WHEN YOU LOOK BACK AT 1998, WHEN THE COMMISSION, WITHOUT A CENSUS, WITHOUT A STUDY WENT FROM SEVEN COMMISSIONERS TO FIVE, THE PURPOSE WAS TO DISCRIMINATE.
THERE'S A MAN NAMED MOSES FLOYD THEY DIDN'T LIKE.
IT WAS RACIST AND DISCRIMINATORY.

FOR THOSE NOT FAMILIAR, IT WAS STARTED IN 1999, WITH A CITIZEN ADVISORY BOARD, TOSSED WITH OVERSEEING OF CONSERVATION LAND AROUND ST. JOHNS COUNTY, FOR THE PURPOSE OF PROTECTING, RESOURCES, WILDLIFE HABITAT AND OUTDOOR RECREATIONAL AREAS.
THERE WERE SO MANY AREAS, THAT WERE PROTECTED INCLUDING ALPINE GROVES AND MANY OTHER PROGRAMS. UNFORTUNATELY, THE LAMP PROGRAM WAS DEFUNDED IN 2008 AND HAS REMAINED INACTIVE EVER SINCE.

IN THE PAST DECADES, ST. JOHNS COUNTY CONTINUED TO ATTRACT RESIDENTS, WITHOUT THE SAME SCALE CONSERVATION WE USED TO HAVE AS A RESULT OF THE PROGRAM. RESTARTING THE PROGRAM, IS BALANCED OUT, BY MEANINGFUL CONSERVATION PROGRAMS. AFTER MANY YEARS, THE FORD FOREVER PROGRAM HAS MONEY AGAIN.THE BEST WAY TO INSURE THAT MONEY IS ALLOCATED TO SPECIFIC COUNTIES IS TO HAVE LOCAL FUNDING AVAILABLE AS A MATCH.
HISTORICALLY THE LAMP PROGRAM WAS FUNDED AT $300,000 ANNUALLY FROM THE GENERAL REVENUE FUND. I WOULD ARGUE THAT NUMBER IS A FLOOR BUT MORE WOULD BE NEEDED IN ORDER TO ACCOUNT FOR IN NATION AND THE PROGRAM HAS BEEN INACTIVE FOR THE PAST 12 YEARS.
THERE'S CURRENTLY THOUSANDS OF ACRES OF LAND ALL ACROSS ST.
JOHN'S COUNTY, THE WATERSHED, HAVE BEEN IDENTIFIED UNDER THE STATE'S PRIORITY PROGRAM AS PRIORITY AREAS.
IF THERE'S NOT ANY MONEY FOR CONSERVATIVES, THEY WILL BE EVENTUALLY BE DEVELOPED. WE'RE EXTREMELY FORTUNATE TO HAVE A VERY SOLID FOUNDATION IN ST. JOHN'S COUNTY.
THERE'S STILL A LOT OF WORK THAT COULD BE DONE.
SO FOR THE REASONS, I WOULD RESPECTFULLY REQUEST THIS BOARD WOULD -- RESTARTING THE LAND PROGRAM.

JOHNS COUNTY CIVIL GROUND TABLE, URGES THE COUNTY COMMISSION TO RECONSTITUTE AND FUND LAND. WE FURTHER SUGGEST THAT FUNDING COULD BE USED FROM THE FUNDS RECENTLY MADE AVAILABLE FROM THE TAX COLLECTOR THROUGH HIS EXCELLENT TAX EFFORTS.
IN JULY, THE ROUND TABLE PASSED A SIMILAR RESOLUTION ADVOCATING THE RECONSTITUTION OF LAND. AT THAT TIME, WE SUBMITTED A FOLLOWING LETTER AND I WOULD LIKE TO READ.
SURVEYS HAVE REPEATEDLY LISTED LAND CONSERVATION, GREEN SPACES AND GROWTH MANAGEMENT AS LEADING PRIORITIES.
LAMP COULD BE AN IMPORTANT INVESTMENT BY THE COUNTY TO MAINTAIN ITS HIGH QUALITY OF LIFE FOR ITS RESIDENTS.
EVEN DURING THIS PERIOD OF DECLINING REVENUES BECAUSE OF THE PANDEMIC, THE STATE OF FLORIDA HAS FOUND THE MEANS AND WILL TO FUND THE LAND ACQUISITION PROGRAM FLORIDA FOREVER AT $100 MILLION FOR THE CURRENT FISCAL YEAR.
THE COUNTY WILL NEED A MATCH TO BE ABLE TO COMPETE FOR ANY FLORIDA FOREVER FUNDS. LAMP IS ONE OF THE BEST AND EASIEST VEHICLES TO COMPETE FOR LAND CONSERVATION FUNDING IN THE FUTURE. AS THE RICHEST COUNTY IN THE STATE, THE COMMISSION SHOULD BE ABLE TO REINSTATE LAMP AND RECOGNIZE THE LEADING CONCERNS OF ITS RESIDENTS FOR EFFECTIVE CONSERVATION AND MANAGEMENT. THIS IS THE SECOND YEAR THAT THE ROUND TABLE HAS URGED THE COMMISSION TO FUND LAMP AND WE RESPECTFULLY REQUEST THAT YOU DO SO SOON.

THE CHAIR, NOW COMMISSIONER BLOCKER WILL MAKE COMMISSIONER ASSIGNMENTS TO THE VARIOUS LIAISON AND OTHER BOARDS AND COMMITTEES, THAT COMMISSIONERS ATTEND BUT FOR THESE, AGAIN, COMMISSIONER JOHN, NO LONGER ACTIVE, SERVING AND I'LL JUST SPEAK ABOUT THESE ONE AT A TIME. THE VALUE ADJUSTMENT BOARD, THEY REVIEW BASICALLY MATTERS, PERTAINING, PERTAINING TO PROPERTY APPRAISAL AND HEAR VARIOUS THINGS.
